008by saying I. >> I. >> And I abstain from Flower Baking Company. >> Yes, ma'am. Six in favor, none opposed, one abstension as noted and one absence. Motion carries. We'll move on to agenda item number six which is consideration and possible action to approve the fiscal year 2024 2025 Droma ISD annual comprehensive financial report. The presenter will be Mr. Matthew Montay. Mr. Montayor pod yours. >> All right. Well, good evening board president members of the board superintendent. It's great to be here with you this evening. My name is Matthew McMay. I'm a partner with Carri and Ingram and I'm here to present to you overview of your audit report. This audit report covers your most recent fiscal year and I'm going to go ahead and flip through a PowerPoint that's going to highlight the results

009of the audit and also highlight a little bit of financial information for the board. Get through the slides and figure out how to go from Yeah, here we go. That work out there. There we go. I got mouse. Okay. All right. So, now that I figured out how to click through these slides here, as an introduction, I did serve as the engagement partner. Um, and as the engagement partner, what I'm responsible for doing is uh overseeing all activities of the audit, right? that includes the development of the audit plan um execution of the audit procedures, review of fieldwork as well as review of the final report uh prior to its issuance. Uh at Carway Integram, we do have a as part of our quality control process, we have an engagement uh quality control reviewer as

010a separate partner that kind of serves as a second set of eyes. Uh they review selected workpaper documentation and review the report just to ensure you have a quality report in front of you for the district. >> Do we have it here? Do we have it here? Okay, >> this slide just highlights the uh contents of your report. So, your district goes above and beyond the minimum requirements and you present an annual comprehensive financial report. What makes it comprehensive is there is an additional transmitt letter. >> There's an additional other supplementary information which are some combining schedules. >> And there's also a statistical section. >> The stat section is uh a 10-year history of both financial and non-financial data. That's always useful in analyzing the district. >> And then the transmitter letter just provides an

011overview of the district. Has information about uh the district and the economy it operates in. It has information about enrollment and ADA as well. The common thing I always say each year and I say to boards is uh management discussion and analysis. That's the MDNA section and that contains a good narrative overview of the entire report and its contents. Uh the report is well over 200 pages. So if you didn't have time to read through and flip through every page, if you just read that MDNA, you'd get a good understanding of the report. It has condensed financial information and describes reasons for either decreases or decreases in things like fund balance or miposition. Uh it also has budgetary information as well as capital asset and debt information of the district. So, that wasn't as hard

012to do if you um pulled together all of that comprehensive report. You know, a little credit goes to your finance department. You did receive uh the certificate of achievement for excellence in financial reporting. This is an award for from the GFOA's office and and they critique the report and ensure that it meets all the required disclosures and they critiqued the district a certificate. So, a little bit of an executive summary. I always describe the audit process of consisting of two components. Uh, the first component is the audit of the financial statements and the second component is audit of your federal awards. That's your single audit. Uh, your district does receive and expend over $750,000 in federal grant expenditures. So, you're required to have an audit over compliance. In the financial statement audit, we audit your

013basic financial statements. that includes your governmental activities uh each major fund and aggregate remaining fund information. Uh the two major funds that we had this year was the general fund that's always required to be presented as a major fund that has its own individual column where it has information specifically for the general fund. And the second major fund was the capital projects fund and that just because it met the quantitative requirements. it has a sign either a significant amount of assets or expenditures or revenues and that's required to be presented individually. The second component is your audit of federal awards and we audit for compliance the compliance requirements described in the OMB compliance supplement and the one program that we had as a major program this year was your title one part A grant and

014that grant was about $4 million and represented about 28% of your total expenditures of federal grants. So reports that we've issued if you wanted to know what was the result of the audit. So the first report could be found on page 11 of your audit report. And that report we provide an opinion on the fair presentation of your financial statements. That's the main objective of our audit. We conduct audit procedures and gather sufficient appropriate audit evidence so that way we may render an opinion. And the opinion that we've issued is unmodified. So you can consider that to be a clean opinion. It's definitely one of the best opinions that you could receive as a result of the audit. Uh something that you as a board collectively would be wanting and anticipating to receive as well.

015So you did receive an unmodified clean opinion on your financial statement audit. >> Uh the audit report also has an emphasis of a matter paragraph that just draws attention to a specific item in the report. Uh mainly uh the adoption of a new accounting guidance. This year uh there was new accounting pronouncement that was required to be implemented and your district implemented that new accounting guidance. The second report that's a very long title but what I'll paraphrase that we call that our yellowbook report. Uh and this is a report in accordance with government auditing standards. So since you are considered uh government your audit is is required to be performed in accordance with government auditing standards. And this second report on page 145 doesn't provide an opinion but rather the results of our report on

016internal controls over financial reporting and compliance and other matters. So we identified any type of deficiencies that law and based on tasking the resolution has to either be approved or denied before March the 1st. So at this point at this point you have uh several options either one to approve that resolution. If if that resolution goes forward that means that I will get two policies for the past week I will I will for that information to everyone because now it's going to be in the board book. uh they had to follow that in all the campuses not only in certain campuses that's one option the other one is decline the resolution and we will continue as is as Mr. Pettis stated we will continue doing what we are doing at the present time another one

017is that you can postpone this uh meeting but we have to have it before March the 1st >> if we decline can we adopt it at a later point next year or in further >> if you want. >> In the future, >> if I have to guess, I will say yes sir. >> Okay. >> And not a final decision declining. >> Uh correct. >> If it just depends on what action we want to take, Mr. Reos here. >> Correct. >> I understand that. >> And if approved, Mr. Haza, it's effective immediately or next year school. >> Well, the if it's approved, Mr. go out. I will forward the information to TASBY and uh I already asked for sample policies which I already forward that to you all so you can look at those sample policies

018and uh we'll have to come back at a later time for you to approve those policies. uh at what time uh either we bring it you know usually the task take some time for them to to do this and say well let's uh the resolution was approved policies can be presented at a later time can it be presented the beginning of the school year I'm guessing probably what the law states right now is just either to decline or pass the resolution >> but the way it says here is to approve to adopt a period period of prayer. >> Correct. >> So, we don't know what period it would be if we were to adopt it. >> Well, the the the the statute and the policy uh Senate 11, Mrs. CL is very clear. Uh it

019states, and of course, I gave you just an overview. Gave you an overview. It states that you're not supposed to interfere with instruction. Meaning, if the class starts at 8:00, you can have it before 8:00. >> It's a period. Uh I did contact one of the TASBY attorneys and The law doesn't specify the amount of time that that period will consist. >> So if you want to have it in the morning, fine. If you if you want to have it in the afternoon, fine. But it's not supposed to be during the school instruction. >> But why is it that a school district would even need to have to adopt a period of prayer? >> I just do not understand that. We This is a public school. Yeah, >> we're not denying anyone the right to

020pray or to read their Bible or to have a moment of silence. [snorts] We are not denying anybody that. >> I agree with you, sir. >> I agree with you. Now, this is the law >> and the law states that you have to either decline or approve the resolution. You're asking me why do we have to have this? Because this is the law. Well, I guess we got to decide right at this point. Decline or >> Yes. >> Any other questions for Mr. Garter regarding this measure? >> No. >> I hope I was clear, but >> you're clear. Yeah. >> Yes, sir. >> Thank you, Mr. Garza. >> Thank you. >> So, just a one one uh just one more question, Mr. Garza. Just to be clear, we either adopt or decline. >> That is

021correct, sir. Uh at this time, unless you want to table it or not table it and come later on before March the 1st, >> I make a motion to decline a uh an adoption of any resolution for a period of prayer and reading the Bible. >> I second. Any further discussion? [clears throat] If none, there's a motion on the floor by myself to decline this measure to decline this resolution and seconded by uh Trusty Rios. All those in favor of the motion, please indicate so by saying I. >> I. >> Six in favor, none opposed, one absent. So it is uh declined. Agenda item number seven. >> Thank you sir. >> Thank you. >> Agenda item number eight, consideration and possible action to approve new library books in compliance with Senate Bill 13 following 30

022days of review by the public. Our presenter will be our district curriculum coach, Miss Patricia Gonzalez. Miss Gonzalez, you too. >> Good evening, board president, Ricardo Perez. Members of the board, Superintendent Gonzalez and esteemed guests, in accordance with Senate Bill 13, I am pleased to present the proposed Roma ISD library list for your consideration this evening. These four lists have been carefully reviewed and selected to support the academic growth and personal development of our students. Uh this time we did something a little bit different where we included the name of the campus that is requesting the specific books. The li the librarian's name and their email in case there are any questions about a particular book title. [snorts] Um you can go ahead and email them with any questions whatsoever. >> [snorts] >> As required

023by SB13, the list have been duly posted on the district website for a minimum of 30 days to ensure transparency and allow for public review and input. At this moment, there have been no public comments on the list being presented tonight. I'm respectfully asking for the board's approval to purchase the proposed library books. Thank you for your support as we strive to provide the best possible resources for our students. Are there any questions at this time? That's a wonderful list. >> I like the meat eater, >> the outdoor cook, but that middle school, >> they're using that for a classroom. >> Wild instructions. >> Yes. >> I'm going to check it out. >> You need to learn. Any other qu any questions for Miss Gonzalez? >> No. I shall move that we approve the new

024library books in comp compliance with Senate Bill 13 following 30 days of review by the public >> that's being presented by Miss Gonzalez. >> Thank you, Miss K. Is there a second? >> I'll second it. >> Any further discussion? If none, there's a motion on the floor by Trusty Cruz and seconded by Trusty Mascoro to approve agenda item number eight as presented. All those in favor of the motion, please indicate so by saying I. >> I. Six in favor, none opposed, one absent. Motion carries. Thank you, Miss Gonzalez, for your wonderful report. We'll move on to agenda item number nine, consideration, possible action to approve school health and related services, SH chars, billing services agreement between Relay Hub LLC and Roma ISD. Our presenter will be our district special ed director, Dr. Adrian, >> sir,

025>> good evening, Mr. Pettis, members of the board, uh, Mr. Gonzalez, Superintendent Gonzalez. Hope you're having a great evening. So, I'm going to present today on the school health and related services. Sometimes we call that shards and and that's a program that allows school districts to get reimbursements for Medicaid health related services for children or students with disabilities. In order to bill for these services, we got to go through a billing company. And that billing company offers us a an online portal where our providers input data in there about sessions and the services that are provided. And then in turn, that company submits those uh claims on behalf of the district. Currently, we are using Texas State Billing, TSBS, as our billing company, but that contract ends at the end of June 2026, this school

026year, this year. So, about a year ago, we began researching different companies and different options in order to compare services. The uh special education leadership team met several times in the past year and and started reviewing three different companies. Texas State Building, which is the one we're currently using, Relay Hub, and TASPY. Those are the three companies that we looked at. So, the committee recommended Relay Billing because it provides a better way for us to track electronically the services that are being built provides us a portal for tracking much more data than what we've been tracking with this uh company. and and the end result is better rear reimbursement rates for the district. So a larger committee was then set up that included special ed teachers, teacher aids, nurses, counselors, related service providers and therapists.

027The larger committee uh really liked relay company also. Um why? because it made it easier to input the data and to keep track of the billable sessions. We also like that the the reports that uh this company relay uh makes available through their online portal so we can monitor the the different sessions and the different claims that go through. Ultimately the new program would save time that could be better spent working directly with students. So through this new platform, we have the ability to track submissions that are denied. We currently don't have that option and the company will help us resubmit those claims with the correct data so that we can u get a larger char reimbursement. So the recommendation to the board is to approve the contract with relay as presented on board book.

028The company's part of a purchasing co-op. So because of this the the cooperative would already gone through all the procurement processes that we have to go through and we're getting a we're ensuring a fair price because we go through that procurement company. Additionally the contract has already been reviewed by our legal team several times. It's gone back and forth between our legal team, myself and relay company and our legal team is finally satisfied with the language and the terms for this contract. We believe that relay platform will allow us to provide improved services for our special education students. I want to thank you for your time and your commitment to our to our students here in Rome ISD. And I welcome any questions that you might have. >> The total cost is 31,000, sir. >>

02931,263 with 25 cents per year. >> There any other districts that we know of, sir, that are using it? >> Yes, sir. I um did some research. This companies throughout the US and throughout [snorts] Texas. The nearest ones that I found were Laredo ISD and La Hoya ISD. I even contacted Laredo ISD, the special ed coordinator there, and they said that they are really happy with the relay up to now. They they've had it for about a year and they're satisfied with with the company and especially the customer service. So the way it works, uh, our providers will meet with students who are Medicaid eligible and based on the services they're providing, they'll bill, uh, code to Medicaid, get reimbursed. >> That's correct. Yes. >> Um, do you have an idea of the number of

030uh, I guess students who are Medicaid and have you is there any kind of a projections on how much revenue is going to bring in? >> So I don't have the number in front of me of how many Medicaid eligible students we have. I can get that number for the board by by tomorrow. Um, in the past for SH billing, if I go back to 2023, we received $35,000 for SHs. Um, that was I think my my first year in special education. Second year, we increased that to $368,000. Um that number according to the company is supposed to go much higher just because now we can track what has been denied >> and resubmit for >> and we can resubmit. In the past we just got a report at the end x number of sessions

031were denied. Okay. >> But we didn't get any um advice from the company as to what we need to do so we can resubmit. So the idea with this new portal is that we'll be able to see real time >> denials or and submissions or even sessions that are open and then we can call in the therapist or the counselor or the teacher and say you know you have this many sessions open we need to finish them up by next month or so. >> And in this annual uh subscription is there any other additional fees for example per claim sometimes they'd like to capture a percentage of the claim and aside from that or it's just a flat fee? No, it it is a flat fee uh which is different than what TASBY was actually

032um when we looked at TASBY they they were charging a 10% actually which would have been at around >> you know 30 >> yeah 3600 in addition to the platform fee >> exactly however the reason we didn't go with TASBN is not because of the higher price TASB stopped doing SH billing this year completely so we were only left with Texas state billing and relay uh company. And that's why I brought a a bigger committee together because I wanted to get the input from the people that are actually doing the submissions uh on in the campus and they really like this new platform that they're able to even get on their phones and there's an app where they can submit the sessions on there. >> When when the district receives the reimbursement, do they does

033the reimbursement go directly to the campus or it comes directly to special ed? it. Special ed cannot receive any of that money by law. It actually goes back to the school district >> to the school. >> Yeah. But but we can't we can't use that money for special ed. >> Okay. >> We can use it. I I think we can use it to pay the billing company, right? But but not for special education services. I really wish that was different, but >> it is what it is. >> Any other questions for Dr. G? >> Thank you, Dr. G. Thank you. >> Thank you. >> Okay. At this time, I'll entertain a motion to uh approve the uh school health and related services billing services agreement with Relay Hub LLC and Roma ISD. >> I'll make

034a motion to approve agenda item number nine as presented by Dr. Ya. >> Thank you, ma'am. Is there a second? >> I'll second. >> Any further discussion? If none, there's a motion on the floor by Trusty Mascoro and seconded by Trusty GarcA to approve agenda item number nine as presented. All those in favor of the motion, please indicate so by saying >> I. I. >> Six in favor, none opposed. One absent. Motion carries. Thank you. We'll move on to agenda item number 10. Consideration possible action to advertise for request for qualifications for an insurance agent of record. Mr. Pedro Alanise, our district executive director of business and finance will be our presenter. >> Good evening, Mr. Perez, member of the board, Mr. Gonzalez. Uh, we are requesting permission to advertise for requests for qualifications for

035insurance agent record with insurance premiums rising across the market. A dedicated agent will ensure we receive the most competitive rates and highest level of service. If approved tonight, we will begin the advertising process. After evaluating the submission, we'll return to you with a formal uh recommendation. Please note that the current uh policies will remain in effect um during this process and the timeline uh will allows our selected agent uh enough time to negotiate our upcoming year renewals, all the insurance renewals. >> So, right now we don't have an insurance agent. >> We have an insurance agent for voluntary services, but we don't have one for uh health insurance. Have you ever have we ever have have had an agent before? >> We've had for health insurance before. We uh >> used to have a interest

036agent. >> Okay. >> Uh is there through the co-op any particular [clears throat] companies that you're going to reach out to that have experience in, you know, dealing with school districts? >> There's several co-ops agents that are in in co-ops. Uh there's some companies in co-ops and and of course we we're going to reach out to anyone that uh >> and how's this advertising done? Is it uh who sees it or how is it reached out? >> Actually we advertising on our u wave that's our portal that we use for advertising and of course uh uh we use the monitor. >> Okay. Uh and um anyone's uh >> I think it's important that we we do get I guess uh some bids and figure out who gives a better you know service and less fees

037to the school district too. >> We'll evaluate all the proposals and and have a committee to evaluate the proposals and and later on give a recommendation. >> Very good. >> Any other questions for Mr. Alanise? >> Thank you sir. Thank you. >> At this time, I'll entertain a motion to uh approve agenda item number 10. >> So move. >> I'll second. >> Is there any further discussion? >> If none, there is a motion on the floor by Trusty Escoad and seconded by Trusty Rios to approve agenda item number 10 as presented. All those in favor of the motion, please indicate so by saying I. I. I. I >> six in favor, none opposed, one absent. Motion carries. We'll move on to agenda item number 11, consideration, possible action to renew no before [clears throat] my

038favorite cyber security awareness software for three years. Our district executive director for human relations, Mr. Ed Verata will now report to us. >> Uh good evening, Mr. Perez, members of the board, Superintendent Mr. Gonzalez. I'm here to see if you would consider approving uh the renewal of no before uh Mr. Pettis's favorite uh software um for three years. It is it falls under the the threshold of of uh for but because of we're doing it all three years at once, but we're going to get build yearly, right? But we just wanted to bring it to the board so that you're aware because of the the the amount that it was for for the 3 years total. >> Okay. >> Very well. Are there any questions for Mr. Garzo regarding this agenda item? >> No. >>

039Thank you, Mr. Garzo. All right. At this moment, I will uh entertain a motion to approve agenda item number 11 as presented. >> I'll make a motion to approve item number 11 as presented. >> Okay. Is there a second? >> I'll second it. >> Any further discussion? If none, there is a motion on the floor by Trusty GarcA and seconded by Trustee Cruz to approve agenda item number 11 as presented. All those in favor of the motion, please indicate so by saying I. I. >> I. >> Six in favor, none opposed, one absent. And motion carries. Thank you. We'll go to agenda item number 12, which is close session.
