Mr. Gonzalez, it is our pleasure to announce that you have been selected to receive the TMEA Distinguished Administrator Award. [applause] This is the first time this TMEA designation has been awarded in Roma ISD. Before I read the letter from the state office of TMEA, I would like to share a highlight from your nomination. Mr. Carlos M. Gonzalez Jr. not only deserves to

be recognized as a TMEA distinguished administrator, but deserves to be celebrated as a role model to other super superintendent across the state of Texas to show what is possible in all communities. The letter reads, "M dear Carlos M. Gonzalez Jr., On behalf of the Texas Music Educators Association Executive Board and the more than 20,000 TMEA members statewide, it is with great pride that I congratulate you on being selected to receive the designation of TMEA Distinguished Administrator. The TMEA executive board created this designation to honor upper level school administrators who have been instrumental in preserving quality music education programs in their districts. Especially given the everpresent fiscal demands and focus on standardized test results. We have an even greater appreciation for your daily commitment to providing a high quality, well-rounded educational experience for all of your

students. TMEA wholeheartedly believes that Texas is home to the best music educators and best music programs in the nation. And we are well aware that their success would not be possible without the support of administrators like you. While your efforts certainly deserve more reward than this designation can offer, we sincerely hope you will take pride in it and especially in having been nominated by one or more of your music teachers. Please accept my personal thanks for all you do to ensure quality music education experiences are available to all and to foster a supportive work environment in which your music teachers are motivated to offer school children their very best every day. Sincerely, Joe Munos, executive director of the Texas Music Educators Association. Mr. Gonzalez, on behalf of all music students and teachers here at Roma

ISD, thank you again for your leadership. >> [applause] [applause] [music] >> Love [singing] them. [music] foreign. [music] [singing] [music] Heat. Heat. Heat. [music] >> [music] >> There's something [music and singing] [music and singing] Hallelujah. [music] Heat. [music] Heat. [applause] >> [applause] >> Uh this is not expected, right? Talking sports back there. We come out and this happens. Has to do with music. Uh I guess this is this is not only me. This is the team of eight that I have up there. Um, one is one is absent today, right? We try to provide the resources for our kids to try to give them the best opportunity to be successful to provide them with the best facilities. That's why um we're get building an extra band hall. We did the bad pad. That's why, you know,

we send the mariachi to as many places as we can. We build an orchestra. we uh were doing the elementary education, uh um music education. So, this is not only me. These are are the directors that are making it work. Thank you guys very much. I appreciate it. But most of all, it's because of these kids right here in front. These kids are the ones performing. They're the best. They're the best in the state. I got a I got a text uh today from a guy from one of my ex- players in Sapata. They're [clears throat] showing the the viral video that's out there, right? that nobody knows where Roma is. See, nobody knows who Roma is but our kids. It's a little old town and they don't know where we're from, but you know,

the band is doing great things and stuff like that. I said, "Well, no, the people up north don't know Roma." Uh, but the performance of our kids speaks volumes. Speaks volumes. And then they notice where we're from. So, these kids do a great job. I appreciate you all. You all make Roma shine. I really do appreciate it. I try to go to as many events as I can. I don't make them all, but I went to Las Vegas with you guys, right? That was awesome. Went to Las Vegas with these guys. That was awesome. I go to the band competitions. We went to a lot of them this year, right, man? You had us going back and forth, director. But hey, it's all because we want to be the best. It's we want to be

the best. We have to provide our students with the best. And these students have the best teachers. They have the best administrators. But most of all, we have the best directors and and it's because of you directors that uh that I got this award. This is not me. This is all of us together. And this is the team up there by allowing us to provide the resources and funding for these students. It's very very important that we continue with u our goal and being the very very best in everything we do. If we're not if we don't get there, we're going to try the next time we get up. So, we're always trying our very best and um we do succeed at it because we have the best mariachi right here and we're getting ready

for San Antonio, right? Yes, we are. We're going to be I tell him if I'm on the on the mariachi, we'd be world champions. Don't sing, dude. Right. Okay, I'll stop. I I'm trying to to have fun so I won't cry right in front of everybody. Big guy. So, thank you all for this. Thank you all whoever nominated me for this. I don't know exactly how you get this, but um I really do appreciate it. Thank you very much. But uh most of all, we want to thank the kids. It's the mariachi kids, the band kids, orchestra kids, the choir kids, the kung hunto kids, and now the ones that are in elementary music. You know, they're starting in third grade. Just imagine when they get to high school. It's going to be even better.

Not that it's not good right now, right? But thank you all very much. Really do appreciate this. Bottom of my heart, I'll cherish this forever. But I want to thank uh the team up here. It's because of them we're able to do what we're do. It's because of them that we get the resources and funding for our kids. Thank you. Thank you all very much. And I thought I had turned in my letter of resignation or something cuz I was seeing family members here. Could I turn it in? I know what was going on. Something was happening. But oh well. Uh thank you all very much. Thank you for my family for being here. I appreciate you all, but I really do appreciate you all too. You're my school family. Thank you all very much.

[applause] Ladies and gentlemen, we're going to move to agenda item number six. It is

now 6:27 p.m. and I will recess our regular monthly meeting and call a public hearing to order. Agenda item number seven is public hearing to discuss Roma ISD school first rating. First is financial integrity rating system of Texas the financial management performance report. So I believe uh Mr. Alanise uh you are going to make this report. Good evening board member. Mr. Gonzalez, we're going to be going over the 202425 school first u financial management report. that school first is a financial accountability rating system that holds school district accountable for the quality of their financial management practices. The purpose of the school first is designed to encourage Texas public schools to manage their financial resources better in order to provide that maximum allocation possible for direct instructional purposes. It's a tool that creates transparency and discloses

the quality of local management and decision-m processes that the school district uses concerning the financial resources a school district receives. This year 202425 uh we got a perfect score 100 points. Um it's a superior rating the same as the previous year. It rates [snorts] uh uh several indicators. Indicator number one, it deals with the timely submission of the annual financial report. It needs to be submitted uh to TEA within 30 days of the January 28th deadline. And we did submit it uh before the the deadline. Indicator number two is the uh it deals with the auditor's unmodified opinion. Um unmodified opinion is when the auditors have obtained sufficient evidence to conclude that the financial statements are not misstated and and and we did receive the unmodified opinion. Indicator number three uh whether district in compment

terms and debt agreements and we were we're in compliance. Indicator number four, um did a school district make timely payments to teacher retirement systems, Texas workforce commission, IRS and other agencies and and we did make timely payments. Indicator number five deal with total net assets. What a total net position in the government activities uh uh net um of acquisition of interest for capital acquisition bonds, net pension liability and other postemployment benefits greater than zero. when we were we were at $131 million. Indicator number six uh deal with the average change in fund balance. What the average changing in assigned and unassigned fund balance over the three years less than 25%. Um and it was less than 25%. So we passed this indicator. Indicator number seven deal with days of cash on hand. Are the number

of days of cash on hand and current investments in the general fund sufficient to cover operating expenses? Uh we had a total of 33,613,000 and total expenditures uh 81,456,000. It's about 150 days u that we have uh have cash on hand. So we pass it off the indica. The indicator indicator number eight deal with current assets to current liabilities was a measure of current asset to current liabilities uh for the school district sufficient to cover short-term debt and and we passed it. Uh we have 60 million 55,868 in assets current assets and 14 million 34,31 in current liabilities. It's a 4.28 current asset to liability ratio. So we we passed indicator number nine. Uh did a school district find revenues equal or exceeded expenditures? um in this this uh year um expansion were over the

revenues but we if not if we didn't pass that ratio was that the school district's number of days of calcium 10 greater than 60 days and and we passed that we're at 150 days so we got the maximum points indicator number 10 was not uh evaluated indicator number 11 deal is long-term liability liabilities to total assets. Was the ratio of long-term liability to total assets for the school district sufficient to support long-term solveny? If the increase of students over five year was 7% or more, we passed the indicator. We were at uh 51,283 917 in long-term liabilities and 193,200,411 in total assets. That's uh 26.5%. Uh, it needs to be less than 60% and we were at 26.5. So, we passed. Indicator number 12 was a debt service per $100 of assess property value ratio

sufficient to support future debt repayments. Um, we had uh 1 billion16,784,000 in assessed property value and uh 31,3,237 long-term liabilities. >> So, it's a 3.14 ratio. It needs to be below the four be uh so we're at 3.14. So we passed indicator number 13 deal with administrative cost ratio where the district administrator cost ratio equal to the threshold which is of 10%. It measures administration cost in functions 21 and 41 divided by instructional cost in functions 11 12 13 and 31. TEA allows 10% and we're at 7.55%. So we passed we got the maximum points. Indicator number 14. Did the school district not have 15% decline in students to staff ratio over three years? If the student enrollment did not decrease, the student will automatic automatically pass the indicator. Um it it compared the years

0242122 and 2324. Um enrollment increased by 277 students. Um and there was a decrease in student to staff ratio of uh 0.8%. 8%. So we passed both of the indicators and we got the 10 points. Indicator number 15 was the district's ADA within the allotted range of the district by annual pupil projection submit to TA. Uh we have u the actual ADA was 5,435.65. We had projected 5,452. So it's a less than 0.2% uh variance. So it's less than 10% uh required. So we passed indicator number 16. It measures the PIM's data to our uh auditor report did the comparison of the PI's data to the uh school district's auditor report result in a total variance of less than 3%. And the difference of uh $57 out of 81,456 which is 0%. So we passed

it can be up to 3%. It was 0%. Indicator number 17 did the external auditor report the audited financial report was free of any material weaknesses and yeah it we didn't have any weak material weaknesses in our audited report indicator number 18. U the audited report was free of material non-compliance. So we passed. Indicator number 19 is that this report that record financial information on it website in accordance with government code and we did uh publish all the required uh publications. Indicator number 20. Did a school district administration and school board member discuss any changes or impact to local, state, and federal funding at a board meeting within 120 days before the district adopted its budget? And and we did. We we had the budget uh workshops and and the budget was approved by the

board. Indicator number 21. Did the school district receive any an adjustment repayment schedule for more than one fiscal year um for overallocation of foundation school program because of financial hardship and no u so uh no we didn't receive that the the adjusted repayment schedule. So we p we passed and this last uh slide it shows the board members um expenses uh mainly for for travel and and and the conferences for the previous year. Uh this concludes the presentation. Any questions? Do any of my colleagues have any questions for Mr. Alanise regarding the report? Are there any comments from the public regarding uh this particular uh first report? Well, then if none, I will now close the public meeting and reconvene the regular meeting. Thank you very much, Mr. >> It is now 6:38 p.m. >>

And I move to adjourn the public hearing and reconvene the regular monthly meeting. Is there a second? >> I'll second it. >> All on all those in favor of the motion as presented, please indicate so by saying I. >> I. >> Six in favor. None opposed, one absent. Motion carries. Thank you. [clears throat] At this time, uh we'll move to agenda item number 10, which is our consent agenda, items A through I. Our presenter for any questions uh regarding this agenda item will be uh our district executive director of business and finance, Mr. Pedro Alanise. [snorts] Any questions for Mr. Alanise? Well, thank you, Mr. Lenise. >> At this time, I'll entertain a motion to approve consent agenda items A through I. >> I'll make a motion. >> Is there a second? >> I'll second

it. >> Any further discussion? If none, there is a motion on the floor by Trusty Gar and seconded by Trusty Bareda to approve agenda. Item number 10 is presented. All those in favor of the motion, please indicate so by saying I. >> I. And I from >> one extension >> uh Flowers Baking Company. >> That's it. Okay. There are six in favor, none opposed, one absent. There is an abstension by Trusty Mascoro. Motion carries. Thank you. At this time, we'll go to agenda item number 11. Presentation of delinquent tax collection report for the period of September 124 through August 3125. Presented by Limeberger Goen Blair and Simpson LLP. Presentered will be Mr. Haime E. Gonzalez. Mr. Gonzalez, welcome. >> Welcome. Thank you, Superintendent. Again, congratulations on your designation as distinguished administrator. All right. It it

was it was great to see all the students here and the the mariachi band play. It was a treat. >> Thank you, Jimmy. >> President, um school board members, again, for the record, Jimmy Gonzalez with Lionberger here to present our delinquent cap uh tax collection report from September 1st, 2024 through August 31st, 2025. Our fiscal year report. Um I don't know if you have our report in front of you. you be able to look at it or not, but just to give you a brief breakdown. It's what we've done in the past year for the district. We send out five mailings uh to your delinquent taxpayers. Over 11,000 statements have been mailed. Over 1,800 phone calls, 20 office visits, and 199 property inspections. is is whenever we report to the the board and for any

of your taxpayers that are watching, our main goal with Linebar is not to sell your home, not to um file a lawsuit, but to just get in contact with you so we can begin payment plans. Um the board has been very clear to me in my duties to collect compassionately. So, we always try to make contact. That's our number one u uh agenda whenever we're talking to anybody. So, as you can see, that's our contacts that we do in the past year. When that doesn't work, we go to litigation. That's the next step. During the past year, we filed 138 lawsuits, disposed of 69 cases through payment plans, totaling roughly $755,000 back to the school district. Took 74 judgments. have 615 cases that are pending litigation where we're still in payment plans to try to

collect that um before going to judgment. We did do one tax sale for Romaist during the past year. We put up 20 properties for sale. Uh we're able to collect roughly around $45,000. Six properties were struck off. $28,000 were struck off to the school district and other entities. We have our next tax sale set for uh Star County in March of 2026. The six resale properties go back up for sale and a resale in July of 2026. So, I'm hoping we'll get additional funds back to the district. Now, the most important thing I do is collections. Uh last year, we collected 1.458 uh million dollars for the district. this year 1.59 roughly $134,000 more. Our goal every year is to collect more than the year before. I'm very proud we're able to do that this

year. And the properties we put for sale, not one was a designated homestead. So there were no families displaced. Um we work with every taxpayer even after judgment. Even if we set properties for sale, if a payment plan is is is entered into, we remove them from the tax sale and everything we can to to work with the taxpayers compassionately. At the same time, understanding that the district needs this money to do the things that you do like like send these these fine kids to their uh music programs. >> Um, that's all I have. Are there any questions for me? Uh Jimmy, Mr. Are these properties that you all sell, is it because the owners don't show up or I know that you notify them, but do they at least >> I mean that that's

that's a great question. That's generally what happens. The properties put for sale are those that are abandoned, vacant, or commercial properties. Those I put those up 90% of the time. The ones that have people living in there are usually rental properties. And >> what happens is most often um someone passes away and the property goes to the children and their four or five children >> and nobody wants to pay and they're they're there. They be they're abandoned. Uh they're eyes. We work really closely with the city of Roma >> um to and their code enforcement department to see which properties have weed, you know, weedy lot leans or demolition leans, their eyes is eyes and those are the properties usually go up for sale that they're basically abandoned or vacant. >> Um if we do

sell a property as non designated homestead, >> they've had no contact with us or payments for for years and we put those up. But the ones that we sold in this last packet, they were vacant, abandoned, or commercial properties. >> And and if anybody's interested in these properties, they're listed on our website, lgbs.com. We list all the properties. You can go to our website, see, and click and get a Google map image of which properties we have for sale >> so we can encourage people to come in and and sell them and put them back on the tax row so taxes are being paid timely and they and the properties are cleaned up. >> Okay. Thank you. >> You're welcome. Any other questions? No. >> Mr. Gonzalez, thank you so very much for being with

us here this evening. Thank you for your report, sir. >> And thank you for your trust in my office. I appreciate always. Thank you very much. Have a good day. >> Have a safe trip back. >> Thank you. >> We'll move on to uh agenda item number 12, I believe. consideration possible action to approve renewal of Raptor technology software. The presenter will be our district safety director Mr. Ilonso Saliva Jr. Mr. Saliva the podium is yours. >> Good evening sir. Good evening trustees. >> Uh the reason I presenting today will be on the renewal of the raptor technology software for your consideration. Raptor Technologies provides the school district with a visitor management system, emergency management tools, which includes the Raptor, excuse me, the safety response protocols, SRPs, for our drills and emergencies, and staff volunteer

screening functions. This software is a vital component of the school district and campus safety and security procedures and helps ensure that our schools remain safe and well protected. And I believe you have a copy of the renewal quote. Any questions? You may have >> Mr. Saliv. I'm looking at the um description of annual raptor raptor alert and drill manager and quantity 12. What exactly is that? >> Quantity 12 >> on uh >> it's in the first column of the >> in that first column up where it says description annual raptor where the rates are. >> Yes. So basically we have the 10 campuses and then we have the in the uh road to recovery and we also have the life center >> the campuses campuses. >> So it's the 12 campuses that basically have the

raptor system. >> I see. Okay. So it covers all the the campus each campus plus those other areas that you mentioned. >> Yes sir. >> Yeah. >> Okay. >> What funding pays for this sir? >> I believe it pays from the safety aotment. Grant that we have the funds. >> So, Mr. Saligo, how come we have 12 of the annual raptor alert drill manager and 13 of the annual access fee? >> I believe it it covers only the actual the district license as a as a whole. That's why it only has >> So, it's the individual and then one as a whole. Correct. Okay. Any other questions? >> Thank you, Mr. Salute. >> Yes, sir. >> Okay. At this time, I'll I'll entertain a motion to u to approve the uh the item as presented.

>> I shall move that we approve the renewal of the Raptor technology software. >> Thank you, ma'am. Is there a second? I'll second. >> Any further discussion? If none, there's a motion on the floor by Trusty Cruz and seconded by Trusty Gans to approve agenda item number 12 as presented. All those in favor of the motion, please indicate so by saying I. >> I. >> Six in favor, none opposed, one absent. Motion carries. Thank you. We'll go to agenda item number 13. Consideration possible action to approve new library books in compliance with Senate Bill 13. following 30 days of review by the public. Our presenter will be our district curriculum coach, Miss Patricia Gonzalez. Miss Gonzalez. >> Good evening, board president Ricardo Perez, members of the board, Superintendent Gonzalez, and esteemed guests. Tonight, I am

pleased to present the latest list of recommended books for acquisition for our campus libraries according to Senate Bill 13. The development of this list reflects our ongoing commitment to supporting our students academic growth, literacy, and curiosity with current and highquality resources. In full transparency and in accordance with district procedures, and Texas policy, the proposed list was posted on our district website for a minimum of 30 days prior to this meeting. During this window, all parents and stakeholders were invited to review and provide feedback or comments on the proposed selections. At this time, we have not received any comments or concerns regarding this list. It is important to note that this is not the first time we have engaged in this process. The review and adoption of new library resources is an ongoing effort, [snorts] one

that will continue throughout the year as our curriculum evolves and as new needs arise. As always, we appreciate the continued engagement and oversight of the board and our community uh partners in ensuring the transparency, quality, and appropriateness of our library collection. I'm respectfully asking for the board's approval to tr to purchase the proposed library books. Thank you for your support as we strive to provide the best possible resources for our students. Are there any questions at this time? Yes, >> these books are online for them to be accessed or are they in each library or just certain libraries or >> it's each campus submits a list of books they want to purchase for their collection and you know it just depends on you know needs for each campus uh their special interest funding and so

forth. >> Okay. But once the this the ones on this the this list are approved, the other campuses will be able to purchase them as well. >> You said now they're required to submit lists of books. >> Yeah. I remember last last uh meeting we went through this. >> Yes. >> So she'll probably come back again. >> Yes. December. >> Any other questions for Miss Gonzalez? >> I I just wonder how do the parents know about this list? It is on our website, >> but have they been alerted? You know, there's this list. >> I want to see the the librarians at each campus. Thank you so much. >> Agenda item number 14, consideration, possible action to approve Roma ISD's vision

outcome goals in accordance to House Bill 3. Our presenter will be our district executive director of curriculum, Mrs. Danna Selenas. Mrs. Selena, so good to see you. You've got the podium. >> Thank you, sir. >> And I have to adjust the mic again. [laughter] >> Good evening to everyone. Uh Texas House Bill 3 passed during the 86th legislature in 2019 and the 88th legislature in 2023. This established various requirements for school districts focusing on school safety and security, student outcomes, and teacher compensation. with a direct focus on improving student outcomes and funding. In accordance to House Bill 3, school boards are required to adopt plans with specific quantifiable annual goals for five years in early childhood literacy and math having them aligned to third grade star results as well as college career and military readiness

and track progress towards those objectives annually. Included in your packets are ROMD's vision and action plan in alignment with House Bill 3. If approved, these will become a focal point in the superintendent's five-year strategic plan. So, we have the little packet there. We uh I want to say the first page is a cover page to the strategic plan. The following one includes the vision and that has to be approved by the board as well. So our vision indicates and we've kept it the same where Roma ISD is a dynamic community committed to the achievement of student excellence. If we move on to the next page, we turn to the next page. We start with our early childhood literacy and math goals. HB3 again directs us to set goal targets for student performance in foundational skills.

Droma ISD's board outcome goal for early childhood literacy is to increase the percentage of third grade students scoring meets grade level or above on stars reading and math from the current baseline of we're starting off with reading at 81% to 90 by August 2030 and from 78 if we turn the page over to 88 by 2030 in mathematics. The annual incremental targets for these goals are as follows. If we come back to the reading, you'll see that our baseline is at 81%. Which means that last year scores, we had 81% of our students scoring at the meets or above level. Our goal for the this year for 2526 is at 83%. We set it at 83. For 2627, we move on to 85. 27 28 87%. 2829 at 89% and for 2930 our goal is

that 90% of our students will be scoring at the meets level or higher. If we look at our math goal we currently at 2425 we have 78% of our school our students scoring at the meets level. Our [snorts] goal for 2526 is to have 80% of our students scoring at the meets level or above. In 2627 82% is our target. 2728 84% will be our target. 2829 we have 86% is our target. And for 2930 we're hoping to see 88% of our students of course or more scoring at the meets level or above. The next uh sheet is our CCMR indicator. The district's CCMR board outcome goal under House Bill 3 is to increase the proportion of graduates meeting CCMR criteria from 91 to 96 by August 2030. The annual targets increment by 1% each

year to foster steady growth and ensure every Romed graduate achieves postsecary readiness. We've also included a goal for our kindergarteners. For kindergarten, the goal is to raise the proportion of students designated as kinder ready in reading via our kinder progress monitoring from 20 to 35% by 2030 with annual progress benchmarks established to ensure accountability over time. House Bill 3 establishes a clear accountability framework. The board will review yearly attainment data, adjust strategies as needed, and communicate outcomes to our community. The fulfillment of these goals will demand ongoing investment, collaborative planning, professional development, and focused intervention. Each step guided by evidence-based practice, and our commitment to student success. On behalf of district administration, we'd like to thank you for your oversight and leadership. The work we do in response to House Bill 3 is not simply

about compliance. It's about ensuring educational excellence for every student in Romed. Together, we'll track our progress and continue striving for the highest levels of achievement. For your information, we've also included our second six weeks benchmark scores as well as individual campus action plans demonstrating what each respective campus is doing in terms of intervention for identified needs. I'd also like to inform you that at this point, our second six week scores are using our district cutline score of 70%. That's our cut point. So of course our stars our cut points are a little lower than that but we don't start uh using those comparisons until we do our atbat one which would be at the third end of the third six weeks. Um at this time we're respectfully asking the board to entertain a motion for

the approval of Roma ISD's vision and house bill 3 board outcome goals. Thank you for your attention and continued support. Miscellaneous just going back to the CCMR board outcome goal. Uh I know that uh you have 2029 2030 which would be year five at 96% correct? >> Yes sir. >> But I was reading above where it says the percentage of graduates that meet the criteria will increase from 91 to 97. It it it's >> we had initially u taken it to um I want to say that's probably a typo. We had initially taken it sir to 2031 but in speaking to our TSL advisors um they said 2030 would be the cut point so then we took it to the 96 97 will be for 2031. >> Sorry to be so picky. I just look

at things and different number. So >> it was an oversight. Thank you. Thank you sir. >> Thank you Miss Alenas for your presentation. Any questions for Miss Alenas aside from mine? >> Thank you once again ma'am. >> Thank you.
