Thank you for being here. I'd like to read the proclamation by if you allow me. Month of the military child proclamation. Whereas Governor Abbott, Greg Abbott has proclaimed April as a month of the military child. Whereas the month of the military child is a time to honor the sacrifices made by the military connected children worldwide. And it is a time to show support and thank military children for
011their strength and sacrifices. Whereas the San Felipe Doro CISD board um school district, it's a long name, San Falipe DR-CISD is committed to easing transitions for children of military families and ensuring that they are afforded the same opportunities and educational success at other children and are not delayed in achieving their educational goals. Whereas the San Falipe Del Rio CISD is honored to empower teachers and staff, children and their families and provide sustained support to our young heroes and address their district needs as they transition between military installations and schools. And whereas San Felipe Delo CISD dedicates the month of April as purple up for our military kids month for our young heroes. Thank you once again um principles and all staff for again taking care of our military children and thank you again for making transition easier for them to as they travel from one installation to another. Next item we have on our agenda is item F under four, proclamation Autism Awareness Month. And I'm going to read this long proclamation. Autism is a lifelong neurological condition that impacts one out of 31 people worldwide. While many individuals are diagnosed as childhood, others are
014identified later in life as awareness and screening tools continue to improve. As understanding of autism grows, particularly regarding communication differences and social interactions challenges, so does our ability to support those affected. There is no single known cause of autism as it exists along a spectrum. Early identification interventions such as speech, occupational, and social skills therapies can help individuals with autism thrive both academically and personally. Students with autism bring unique perspectives, strengths, and talents that enrich our schools and community. In San Falipe Adriisd, we recognize that every student has the potential to succeed when given the right support. Our educators, specialists, and families work collaboratively to provide inclusive learning environments where all students can grow and achieve their goal. Each April, we take time to raise awareness about autism, promote early diagnosis and intervention, and support
015such research, and celebrate individuals on the autism spectrum within our district. At this time, we encourage all members of the San Falipe Delci CISD community to learn more about autism and to support the students, educators, healthc care providers and families who are dedicated to helping every child succeed. Together, we celebrate the strengths and contri uh contributions of indiv individuals with autism and reaffirm our commitment to inclusion and understanding. Therefore, I, Raymond P. Mesa, board president, do hereby proclaim April 2026 to be the autism awareness and acceptance month. In testimony hereof, I have here to affix my signature to this um this day, the 20th day of April, 2026. And >> Mr. If we can have u the special education director uh and miss uh Jamie Ariel and the board members take a picture in the
016front to the director. We don't have any citizens that signed up for u public comments. We go on to um seven item seven board members report. And again this is the continuing education. >> This is the uh board members annual announcement on continuing education of board members. And I will find it here somewhere. >> Again, as trustees, we are all um required to attend certain types of training including uh the team of eight which again with our along with our superintendent Dr. Carlo Rios and other trainings that are specified like um again open meetings act and um certain categories of meetings that we attend throughout the year. Uh under the state board of education rule completing required continuing education each year of service is a basic obligation and expectation of every sitting board member. As
017board president, I'm required to announce the name of each member who has as of that uh member's anniversary of election to be uh to the San Felipe Delo CSD board of trustees has completed the required continuing education has exceeded the required continuing education and is deficient in meeting required. There are three categories. So they they've either completed they're exceeded or they're deficient. The requirements for training are measured as of the first anniversary of the date of the trustes election or appointment or two-year anniversary of his or her previous training as applicable. There are seven training areas. The topic the first topic is special required training. Topic um number two is team building and topic three is additional uh continuing education um minimum of five hours annually to the extent applicable to each board member. I
018will announce completion or deficiency or um to required training for members who still have time remaining to complete required training. I will announce that members still have um scheduled timely training and all the conclusion of this announcement I will announce any board members training in excess of the continuing education requirements again is required by law. Um Amy Haynes has exceeded all uh training requirements. Diego Maras has exceeded all training requirements. Jesus Emilio Galindo has exceeded all training requirements. Joshua Orfelt has exceeded all training requirements. Linda Wanowat Webb has exceeded all training required. Uh Raymond Messa has exceeded all training required. And Rebecca Chavez has exceeded all training required. Again, I congratulate all board members for completing all your training in um the expected time. So again, thank you and um again uh we are expected
019to do this in open session. So again, I congratulate all the board members for exceeding that. Once again, thank you. And we will continue now with the rest of our meeting. >> Mr. Chapa, can you call in chief? Oh, there he is. Okay. The next item that we have is um the reports. Item eight. First of all, item A, intruder detection audit report. Chief Foss, good evening, President Messa, Dr. Rios, members of the board. Tonight's report is on an intruder detection audit that was conducted on March 17, 2026 at the Del Rio Freshman campus. During the audit, the inspector was able to locate one exterior door that was open for one of the classrooms. The inspector noted that the door was locked and closed but listed the uh latch as broken um malfunctioning. So uh
020there as a result of that there was a finding. Um, we have already submitted a work order and that issue was corrected. But as a result of the finding, I am now required to submit a report within 60 days uh with corrective action. Ensure that this finding was reported to the board of during a schoolboard meeting. have an open training session with the campus itself and then present present the findings at the next safety and committee audit. >> Any questions from board members? Mr. Palindo. >> Chief, I know looking at here, we're just looking at the report, but I know we're saying what part of the door was broken that was not noticeable or what exactly occurred with that? I understand the attempt is made to be locked, but do we know or do they
021report to you what part of that was actually broken that would have caused that audit? I mean, or that deficiency. >> When I spoke to the auditor, he said that he believes that the little latching mechanism that that slides into the actual door uh didn't engage because the door itself was locked and the door was closed. It just didn't engage for whatever reason. >> Okay. >> Anyone else? Thank you, sir. Dr. V. Just for clarification, Mr. Aleno, it was it was at the freshman campus. All the doors worked just fine except for one of the exterior classrooms and the part that door had been reported by the the teacher or the principal. Who was it? Mr. Davila by the principal and uh they were waiting a part since then it has been fixed. >> Thank
022you. >> Okay. Thank you. >> Thank you. Next item that we have is item 8B, discussion and of process and options of the San Felipe Del Rosd school calendar. Amy Chvers Good evening, President Mesa, Dr. Ryos, and members of the board. This evening, we're bringing to you um our a report on our 202627 academic calendar process. So this slide in front of you this was this is our current 2025 2026 academic calendar. Um just some things to notate the calendar does contain five RTI days. Memorial Day does did this year fall within our academic calendar and the current instructional minutes allow for one bad weather day for grades prek through 8th grade. So in our process for um the uh 2627 calendar, we mirrored the calendar. We did um reduce our R RTI days from
0235 to 3 in order to be sure to facilitate the legislative um session required that we have two parent teacher conference days on our calendar for next year. So, two of those RTI days for the 2526 year are now marked as parent conference teacher uh parent teacher conference days. Also, something to notate is that Memorial Day for the 2026 27 academic year falls outside of our academic year. So, in order to balance our 226 employees and we did have to add a holiday, an extra holiday to the calendar for that. We also uh added five minutes to our prek through 8th grade uh time. This will allow us to um to facilitate three bad weather days uh versus the one day that was currently in our 256 year calendar for the prek through 8th grade
024grade levels and to have give us a few extra waiver minutes for bad weather days based on historical weather days that we've had. Um we all did put together the one calendar. We did meet with the DPDM committee on March 26th and showed them the c the mirror calendar. They then took it back to their campuses and met with their representatives in order to provide us with any feedback. We only received five responses and none of it had to do with actual the movement of recommendation of any movement of days. It was mostly formatting or yes, we vote for the calendar. Um I think there was one could we add a have a sevenw week six weeks at the beginning of the year and we can't do that because we will not be able to
025end our semester before the winter holiday if we were to do that. But those are the only responses we receive. So at this time we just have the one calendar that we're putting forward. Um our next steps are to launch uh we have the employee survey that we have ready to launch and we plan to issue that this Wednesday the 22nd and that we will give employees two weeks to uh prepare any responses any feedback based on this calendar. So, our next step uh would be um the due date for the calendar survey would be May 6th and then um we would look to bring the calendar for adoption at the May 18th board meeting >> questions for Amy. Anyone? Okay, >> wonderful. We'll come back and have some questions for May May 6, right?
026>> Thank you very much. >> Thank you. Okay, next item we have is item um 8 C, facilities and construction updates. Mr. Chopper. Good evening, President Messa, Dr. Williams, members of the board. Uh, tonight's presentation includes an update on the district-wide roofing project. It's currently still at the high school. Uh there's been some progress. Unfortunately, not what we expected to proceed at this time due to the weather and material availability, but the 800 wing is basically 95% complete. They're still needing to seal some corners and uh some vent lines and around some HVAC equipment. The 900 wing is approximately 60% complete. So the HD coverboard and the base ply has been applied on the 900 wing. The 10,00 wing has not been started because of a testing. The 1100 wing is at basically 90% complete.
027Um and the 1300 wing is at approximately 600 60% complete. >> Any questions regarding construction? >> Questions for Mr. Chapa board members, Mr. Vanindo, >> do we know of the last hail storm that happened March the 10th around there? Did that provide any damage to any of this ongoing renovation or anything like that? >> No sir, there was no damage because the implementation of the new uh materials had not started. >> Okay. Okay. Only the only thing they had done at that point in time was remove the loose gravel that was part of the builtup roof that was presently there at the time. >> Okay. So, with these new updates, what is the outlook now that you're thinking maybe for a completion date more or less? >> Well, again, it all depends on the on
028the weather. uh because it has asphalt that they had to on the actual material they had to heat up so they can adhere to the previous layer being wet and moist like that it won't adhere. >> Oh, definitely. So I'm hoping that if weather clears up by the end of the week the 800 should be completed possibly the 1100 also and then uh they proceed to the 900 and the 1300 uh and then at the end because again because of testing they'll start at the 1,00. So I'm hoping maybe by early May they'll be done with the high school. >> Thank you Mr. Ch. >> Yes sir. >> Mrs. Web, >> how about the flooding? Was there any flooding with the last rains that we had at the high school? >> We did have a
029leaks in on basically all the wings there at the 800 900 all the satellite buildings because of that major rain event that we received on Tuesday last week. Uh but uh basically just leaks damage to the ceiling tile that was either collapsed because it was saturated or it was removed by maintenance staff. and equipment. >> Uh, I have not heard of any damages. I know that the the wing that has the audio visual was protected with plastic covers, but I have not heard of any damages. >> Sorry. >> Thank you, >> Mr. Chapa. the the so we know the high school didn't have any flooding but the campuses that have tended to flood in the past when we have heavy rains like the the science wing at the freshman campus or >> Vista >> those
030campuses that's what I think the question was more general to more than the high school >> sorry about that uh know that outside building or wing C of the freshman the pump that's there to evacuate the water failed so we had water, standing water there outside the building that some intruded into the building through the the threshold of the the uh doors. That was the only part that I'm aware of. Uh I know there was water that came into the life skills unit at Cardwell because of that back patio that's below grade. the adjacent property, everything flows in that direction when it rains. So that trap water. This afternoon, I met with our maintenance coordinator. We're planning on doing some work there to alleviate any future flooding there. >> Dr. Reb, more specifically on the
031equipment damage. We didn't have any high school equipment damaged. There was some personal equipment for a couple of teachers that that were damaged that was damaged. The insurance for anybody doesn't cover personal loss. Um, however, we did reach out to some of our partners and shared with them that some teachers had lost some personal equipment uh and they were more than willing to help to replace part of it. We haven't shared that with the teachers yet, but uh thankfully our our our partners were very responsive and and hopefully here by the end of the month we'll be able to replace a couple of the expensive equipment that they bring to work every day. >> Thank you. Thank you, Mr. Chair. >> Yeah, we as board members some some of us have certain different campuses. Um,
032I know that we tried to detour the water at Wavista, for example, that channel that was built to kind of divert the water onto the streets and then the kindergarten rooms at Calderon always the back door. Seems like they receive water um into the classrooms and uh whoever was assigned there's principal had always had to get there early to be able to channel get the water out of the classrooms. I hope that has been taken care of. I don't know it has. >> Okay. Okay. You can go on. >> Yeah. I'll proceed to work orders. >> Yes. uh for for the maintenance department the p previous 90 days from starting January the 1st uh 1 work orders were created 870 were closed for a percentage rate of 86 for 0 to 15 days 69% were
033complete 16 to 30 days 84% were complete 31 to 60 days 92% complete and 61 to 90 days, 89% complete. The technology department, the previous 90 days, 2890 work orders were created. 2,670 were closed. A percentage rate of 92. For 0 to 15 days, 80% were complete. 16 to 30 days, 94% were complete. As well as 31 to 60 days. And 61 to 90 days, 96% were complete. transportation department for the previous 90 days. I'm sorry. >> Hold on before you go there. Um you know this is very critical that um during the testing that everything is working smoothly so no blackouts or anything electrical or any interruptions whatsoever like that is >> Mr. Members of the board. We haven't had any major technology issues. We have had uh glitches, but those have to do
034with the state software, not with us, and and they're usually resolved. Uh this our testing coordinator for the district has done a good job. Everybody's been able to test just fine. >> So, we have not had any electrical >> No, sir. >> malfunctions or whatever, you from a >> No, sir. And this week is our last week of testing. So hopefully by Thursday, uh I believe Thursday is our last day to test middle school math. Is that correct? >> Yeah. >> Okay. >> We should be done just fine. >> Yeah. >> Okay. Next Friday. Okay. Just want to make sure I know I know one time we had the shortage middle school. >> Yeah. No, that's that part been fixed. >> Okay. >> All right. You can go on with the next >> for the
035transportation department. The previous 90 days 200 tickets were created 180 were closed for a percentage rate of 90%. Uh 0 to 15 days 79% 16 to 30 days 86%. 31 to 60 days 95% and 61 to 90 days 94%. >> Questions for Mr. Chapa? Sir, in regard to the storm that we had on March the 10th, were there any vehicles that were damaged in regard to glass, broken glass, or anything else? >> Not that I'm aware of. >> Yeah. >> All right. Thank you, sir. >> Thank you. Next item that we have is item nine. consent agenda. Again, uh there's minutes from some meetings if any corrections need to be made to those minutes. Board members, um again, one action will approve all items on the consent agenda. Also, donations will be posted in social
036media. We again appreciate all the donations either by individuals or businesses and um always are grateful for the partnerships that we have with individuals that help out This time we'll ask any board member that any item that needs to be pulled for further discussion or any questions from anyone. >> Okay. Again, there are some purchases here for um some large items like item F1 and F2 and F3 are also some quarterly investment reports. We're all good for that. >> Yes, sir. Okay. Then I will entertain a motion for approval. Motion by made by Mr. Roeld, second by Mr. Alindo. All those in favor. Motion carries unanimously. We go on to administration. Item 10. Um item 11, curriculum and instruction consideration to approve the certification the provision of instructional material survey formerly known as Dixs certification
037process for the 2026 2027 school year. Jane Varian >> Good evening board president Messa, Dr. Rios, members of the board. Um this item of course is to um approve the certification of provision of instructional material survey for the 2627 school year. Every year leas are required to certify the to the state board of education and the commissioner that students have access to instructional materials covering all ti all Texas essential knowledge and skills for all required subjects. We are also required to certify that we that they protect or we protect against access to obscene or harmful content in compliance with the requirements for certification under the children's internet protection act and other law or regulations that protect students from obscene or harm harmful content. Um this certif uh this certification survey that we will submit includes
038a section that allows school board or school systems to certify that we meet this requirement. Um the the provision of instructional materials process requires that we um go through the pre-work form which is um there in your board packet and it lists all full and full subject and supplemental products for each of the required uh grade levels and subject areas that are used by our teachers here with our local school system. All the products have gone through the EMRA uh process which is the instructional materials review and approval and of course we ratify its ratification by the local school systems board of trustees in an open public notice meeting and of course we have to submit the certification survey on the um TEA web-based application. Um, also TEA recommends that we complete this pre-work form
039by May 1st of this year. Completion of the certification process is required to regain the EMAT uh funds that we have available to our school system and of course um we need to submit that through the survey. Once we do get um the signature that is at the end page of the pre-work form, uh once it's signed by our schoolboard president and um secretary, then we will take um that form and upload it to our uh survey. >> Questions for board members? That's it. >> Okay. I I have one in regard to resource material that we uh I guess comes along with the curriculum that we have are going to purchase. >> Ask again. I'm sorry. >> The resources >> resource material. Usually sometimes we order kits and then the resources come with the kit
040or they're separate. Mhm. >> But do we have resources along with these curriculum materials? >> So what's listed on here is the full subject adoptions that we have along with which is our tier one materials along with any supplemental products that come um either with the resource or that we use as supplements for tier 2 or tier three. >> Okay, that's what it is. >> Mr. of the this past Friday we had a curriculum committee meeting where Miss Becky Luna Chavez, Miss Amy Haynes and Miss Linda Webb were part of the committee and we presented the adoptions that the teachers had selected. 100% of the teachers voted and selected the adoptions and both of those adoptions that we presented come with a full suite of uh resources. So the textbook as well as resources both
041for instruction and for student engagement. It's a complete packet. >> Okay. So, we don't have to order like reorder >> a lot of times. >> So, we order the full subject product. >> Okay. I I think I understand specifically previous adoptions that have consumables for students. U for example, science. Are there consumables that we have to reorder or for >> uh blue math? Are there consumables that we have to reorder? I think that's the question. Yes. >> When do those get ordered? >> We we'll have to reo when when EMAT gets reopened, which is May 15th. So, we will have to bring some of those products to uh the board because it will be a purchase order over 25,000. So, okay. >> We'll bring it up in May. >> Yes. Is that's >> Mr. Ma?
042>> I should have said consumables because you know they they use up those consumables and then we have to reorder. >> Yes, sir. So, we'll bring that uh in the uh May board meeting. >> Okay. Anyone else? Okay. Thank you. >> Okay. I'm going to read the recommendation. It is the recommendation of the administration that the board of trustees approve the certification of provision of instructional material survey for the 2627 school year and gives approval for the board president and board secretary to sign the form as confirmation of compliance meeting the certifications outlined above. >> We've heard the recommendation from administration. Is there a motion to approve? Motion made by Becky Chavis, seconded by Mr. Orfeld. All those in favor? Motion carries. >> Thank you. Item 12 A. >> Yes. Item 12A. consideration um and
043take possible action authorizing the board of trustees, president myself, Raymond Messa to grant and sign a utility easement to a Texas Incorporated to construct an electrical service entrance on districtowned property at Del Rio High School. Mr. Hector Chapa. >> Good evening once again, President Mensor, Dr. Ruth, members of the board. During the March uh 2026 board meeting, a PO was authorized or approved for installation and materials for electrical gates at the high school. One for the faculty parking lot and one for the student parking lot. As part of that project, a new electrical service entrance must be constructed uh by AP. In order to achieve that, uh, a new pole and disconnect as well as a meter can has to be installed on our property. That pole is already erected nearest the northmost uh, driveway
044at the faculty parking lot. However, from there, instead of mounting the meter on the pole, we decided to go underground all the way to the gates. For that to be achieved by AP, they required an easement of approximately six feet from the pole to the new location of the new meter cat. And that's where we're at. >> Okay. Board members, do you have any questions? I think Dr. Rio explained the automatic gate that we need. >> Yes, sir. >> Okay. No questions. You want to read the recommendation? >> Yes, sir. It is the recommendation that the board of trustees approve that uh board president Raymond Pimes a grant and sign the utility ement to AP for the construction of an electrical service centers at the Rio High School >> for the recommendation from administration. There's
045a motion from Mr. Alindo seconded by Amy Haynes. All those in favor motion carries. >> Thank you. Go on to item 13, business and finance consideration to approve submitt of the Head Start continuence funding grant application in the amount of 2,910,713 with non-federal share of $727,678 for a total amount of 3,638,900 uh $391 to region six head start office along with the annual report of the public self assessment, committee assessment, training and technical assistance plan, cost allocation plan, selection criteria, program goals, and school readiness plan. Miss uh Dr. Alana Talamontes. >> Yes, >> welcome. >> Well, thank you. Um good evening members of the board, schoolboard president, Mr. Mesa, and Dr. Rios. On behalf of the Irene Cardwell Head Start families and children, I'll be presenting the Head Start continuence grant funding and also the
046memorandums of understanding. For Head Start enrollment, we have 3346. Under pre kindergarten, we service 73 students. For early childhood special ed, there are 29 students. and membership students. We service 21 students which is a total of 468 students at Cardwell Head Start Element and PreK. For the funding type for the Head Start program operations, it is the funding level is 2,878,317. For the Head Start training and technical assistance, the grant is 32,396, which a total funding of 2,910,713 for a funded enrollment of 346 Head Start students. Also to discuss the memorand memorandas of understanding. Cardwells updates these annually for health agencies, schools and daycarees and for with our community partners for the cost allocation plan for Head Start and for the district for personnel salaries 65% from Head Start grant 2,25,12783 for San Felipe Del
047Rio 35% is 1,18 87,376.52 with a total of 3,392,54.35 for our fringe costs for head start 65% 520,98865 with San Filipe del Rio 35% 280,532 and.35 which a total of 801,521. Our grant funding application starts in October when we do our annual report and then we continue in January where we do have to do our community assessment, our self assessment and then with those two we collect our data to make our program goals and then to set up our professional development and trainings. We use our TTA plan and then we go into our family engagement plan to be sure that we service the needs of our families. And then our main foundation is to make sure that our children are kinder ready that we make that transition for them. And that is our proposal for
048our Head Start grant and our memorandums of understanding. >> First of all, I want to mention um that Mrs. Web was there for the audit. Um, >> yes. >> Preparation and uh we appreciate you being there. They always expect someone from our school board um to be at um when they come and do an audit of the Head Start program. So, thank you, Mr. Whip. Um I just have one question in regard to how do you determine on your head application when we meet you know we're facing to meet I think on the 30th of April for the first budget meeting >> and has to do with salary increase. How do you build that in because we don't know at this point you know what percentage. So, we get a projected um amount from Miguel
049Salina's and we project that with the amount that's given to us for the Head Start funding. They do not plan for the raises. So, we go with the projected amount that's given to us. >> Okay. >> And use our Head Start grant for that. >> And if that doesn't happen, you can make an adjustment throughout. >> No. So, we go with the projected amount for salaries and for the fringe costs with the amount that's given to us with the Head Start grant, which is the 2,900. The grant hasn't increased in the past two years, and we aren't receiving a COLA grant in the past two years as well. >> Dr. Rey, >> anything funded by the grant, uh, especially if it comes down to increases, the district covers a difference. >> Okay. It's It's a
050lot better than years past. So, I know Head Start is an awesome program. I always um tell the parents that it is one of the best programs that I've ever worked for because again you work with the parents um the fathers, the mothers and again do a lot of training for them to eventually uh empower them to be better parents and of course better providers in regard to um their child care. But most importantly the educational part because again you work with many agencies throughout our community here to provide needed services for the parents uh the parental part of it the program but again it's it's a wonderful program that uh everyone should take advantage. I'm sure you have lots of people already I've seen the signs already for registration. Yes, we've already started and
051gotten several and we do service um the children that are four years by September 1 for any educator that's a teacher here at San Filipe Del Rio. But speaking of the audit, um it was three weeks ago uh we had five federal auditors here and I wanted to thank Amy Childress, Gilbert Sanchez, and Miguel Selenas for their fiscal um participation. And also Mr. Hector Chapa and Paul Andrade with facilities, Monica Garcia and Mari Padia in HR and those in their departments. And we also appreciate the dedication of the school board, our staff, policy council, the community, and especially our families and children. >> Okay. >> And we did. >> Well, thank you again for >> great >> mentioning their names and again, thank you staff for assisting. I just want to ask one one additional
052question before I turn it over to board members. um how soon and who will let us know because it used to be Tony Gonzalez, you know, of of the refunding because there for a while it was up in question whether we were going to get the funding for Head Start. >> So, it depends on who's um elected, but as of right now, Head Start has notified us that we are still being funded. All of the Head Starts, there just is no increase in the funding. So, they're going off of last year's. >> You have received something official? >> Yes, we did. We got our U letter of award. >> Well, that's wonderful. >> It is. >> Any questions from board members? M >> I I don't have any questions. I just want to say that
053the federal reviewers that were here were very impressed with their head start here in Del Rio. Uh they outshine almost any and every Head Start in the state. So kudos to >> the teachers and and everybody at the Head Start program. >> There are very few Head Start that the grantee is a school district. >> Yes. >> Um we're very fortunate >> blessed to have you know the training for the teachers and everything else French benefits and everything else that we provide. >> So thank you again. >> Thank you >> Dr. Mr. Bess. Just one note for u the board, the community, and and kudos to the Cardwell staff. There's a lot of data uh and studies on prek programs and their effectiveness, whether it be through Head Start or just a pre-K program. We've
054studied it at our level. Obviously, we don't have the research capacity that some of the national researchers have, but in what we um were able to compare, students who attended Irene Cardwell Head Start when compared to students who did not attend Irene Cardwell Head Start um outperformed all others. So if you went to Irene Cardwell, you were more likely uh to outscore the other students who did not attend Irene Cardwell or did not attend preK during your third grade state assessment. Then we broke it down a little bit further. We looked at economically disadvantaged students. So, if you were an if you're an economically disadvantaged student that attended uh Cardwell Elementary, you know, four years later when you tested in the third grade assessment, the achievement was even bigger. Two things. One, that's a testament
055to the uh Cardwell organization. Kudos to them. And also a testament that we wish we had universal prek for every student so that they too could have that head start. So good job to your staff, Dr. Tamantes. Y'all done a great job. >> Thank you. Appreciate that. And more importantly, this is where students first come to school and they love Head Start. I I've seen the faces of all those students and smiles and they just love Head Start therefore love school and that's the first introduction to them to the school environment. So >> yes, >> wonderful program that we have. Yes, >> thanks to all of you and um all your staff and administration as well. >> Yes, we'll relay the message. Thank you very much. >> Yeah, thank you Dr. Are you a student
056head? Mhm. >> Were you a student of Head Start? >> Was that a student of Head Start? I I wish I I remember it, sir. >> I remember attending St. Joseph's as back when it was rented by the school district for kindergarten, but uh I I don't know that I did. >> Okay. I uh I asked him that because um when I was director of Head Start, Mr. Diego Marz was a student there. He sent me a card that he found in his storage that we had given him an award. >> That's awesome. >> Anyway, um wonderful program. >> Yes. >> Okay. Um any further questions for Miss Tatisundo? None. You want to read the recommendation, please? >> Yes. It is the recommendation of the administration that the board of trustees approve the submittal of
057the attached application for the Head Start continuous funding grant for the 2026 2027 fiscal year along with the annual report to the public self assessment community assessment training and technical assistance plan cost allocation plan selection criteria program goals and school readiness plan to be submitted to the appropriate Head Start headquarters as presented and authorized by Mr. Raymond Messa San Philippo board president to sign >> the recommendation there's a motion from Mrs. We have second by Amy Haynes. All those in favor? Motion carries unanimously. And there's about 10 signatures that I have to sign here, right? >> Yes. >> It's for the next item. >> And I I signed all of them and then a couple of days later there's one more piece. >> There's one missing. Yes. But thank you. >> But again, thank you
058for >> I have theus. >> The next item. Yeah. >> Okay. Um, >> it is the recommendation of the administration that the board of trustees approve the memorandums of understanding and authorize the superintendent to sign the memorandums of understanding as presented. >> The recommendation there's a motion by Mr. Alindo, second by Mrs. Web. All those in favor? Motion carries unanimous. >> Thank you. Thank you >> on behalf of the families and our staff. >> Next item we have is item 13 C, consideration to approve the renewal of the food service management company contract with Southwest Food Service Excellence LLC. Amy Childers, Dr. >> Mr. Messi, Miss Children is going to read the recommendation for us. However, we do have Mr. Javier Romero who's a representative of SF. If there's any questions that y'all want to
059direct to Mr. Romero, before we start, we can. If not, Amy can move forward with a recommendation. >> Any questions from board members? >> Well, thank you for being here, Mr. You've gone on to other pastors far away, but thank you for being here tonight. We don't have any questions. So, you want to read the recommendation? >> I can. Um, I'll read the recommendation, but also this is the fourth and final renewal for the current contract. So, for the um the the next uh year 26 27, this is the final renewal for 2728. We will be going out for the bid process. So, just to let you know, it is the recommendation of the administration that the board of trustees approve the renewal of the food service management company contract with Southwest Food Service Excellence
060LLC. >> Heard the recommendation from administration. There motion for approval. Amy Haynes make the motion. Seconded by Mr. Webb. All those in favor? Motion carries and items. >> Thank you very much. >> Thank you. Item 13D, consideration to approve the memorandum of understanding between San Felipe Delo CISD, the city of Del Rio, and the county of Valverie, Texas. um a political subdivision of the state of Texas in regard to Lonear Consulting and Andrade Evanute in consideration to approve purchase order over $25,000 to Lonear Consulting and Andrade Evand not to amount of $38,000 funding source 185 general fund for federal and state advocacy service services. Gilbert Sanchez. >> Mr. Master, before Gilbert begins, I want to clarify a couple of items. Because we're working with the city and the county to do something jointly, uh getting
061the three administrative bodies and the three elected officials uh is it's obviously a process, but we're all cooperating and we're all excited about it. Today we're only going to ask the board to approve the memorandum of understanding. We um we're not done selecting who the actual u advocacy groups are going to be. So today we will only ask the board to approve the memorandum of understanding and allow us to move forward with spending uh no more than $38,000. $38,000 if we were to go with with the two most expensive groups, that would be the most we would spend anyway. So, we're only asking for approval of theou or approval to engage in theou and the approval to spend up to $38,000 on whichever consulting group is selected. >> Okay. My only question that I have
062and I'm sure board members might be asking some of the questions but so when we do select a group how are we going to get the reports of actual work that is being done in our favor? Uh yes, Mr. Messa, when when we f first of all, the SFDRCSD team is part of the selection process, then we come up with a legislative priorities that we want them to advocate for and the school district will be uh entitled to work directly with uh those organizations. So, it'll be up to the administration, which will be uh it'll fall under Amy Child's uh department and uh Miss Sandra Nandez's position to come up with those priorities and u work with them. >> So, we'll be responsible for that. >> So, we will be getting some data or reports.
063>> Absolutely. >> Okay. >> Mus you want to go ahead? >> So, good evening present me. Dr. to members of the board. Uh I believe on the on the dasis they should have put uh an updated memo and theou on there to exclude the the the vendors that Dr. Reals was mentioning, but I believe Dr. real did cover everything that was on the on it. >> So, everybody has a copy. >> Yes, sir. >> Any questions? >> Yes, sir. >> You want to read the recommendation? Do we have no questions? So want to read the recommendation please? >> Yes sir. It is a recommendation of the administration that the board of trustees approve the superintendent of schools to sign the memorandum of understanding between San Filipe Del Rio Independent School District the city of Del
064Rio and the county of Valverie Texas a political subdivision of the state of Texas in regards to federal and state advocacy uh services. The recommendation from administration. Is there a motion for approval? Mr. Orel, make a motion. Is there a second? Mr. Galindo, all those in favor? Motion carries. >> Thank you. Next item we have is item 14, human resources. A discussion possible action to approve employee job descriptions and evaluation forms for chief administrative officer special education co-teer special education teacher life skills accounting assistant special education department special education aid special education aid life skills special education aid behavior And that's all. >> There's two more, sir. So teacher update. >> That's a separate item, is it? >> No, they're all together. >> They're all together. >> Okay. >> Then the the others um teacher
065update lead librarian. >> Yes, sir. >> Stipen. >> Okay. Good evening, President Mesa, Dr. Rios, and members of the board. Yes. And in front of you, administration is asking for approval of several job descriptions and evaluation forms. And as mentioned, yes, uh the new job descriptions are for the special education co-teer, the special education teacher life skills, the accounting assistant for the special education department, special education aid behavior, lead librarian stipen, as well as updates to the chief administrative officer, um special education aid, special education aid life skills, and the teacher job descriptions and evaluations. So Amy um all the blue um is the new >> job description addition. >> Yes. The the format is yes. If it's blue that that's the new data that new information that's being added. If it's strike out in
066red that's what we're removing from the job descriptions or evaluations. >> Are there any questions for any Mr. Valinda? for the new positions. Is this going to be like starting here soon or was that going to be implemented for the 2627 school year? You know, these positions currently exist and they're staffed. We just didn't have specific job descriptions for those aids. So in working with the training and working with the consultants, we want to uh make sure that we clearly articulated the responsibility especially for the aids that are in the units. The job descriptions will will take effect immediately upon your approval, but they're not new positions that were necessarily hiring in most cases. Miss Luna, is there anything that you would add to that? Good evening again uh President Messa, Dr. Rios, members of
067the board. These uh job descriptions are just more geared to do and reflect this the true scope of their job responsibilities in the life skills classrooms, the autism units and uh reflect uh some of the personal care service that they do through SHARS, the toileting, the feeding, the transferring to ensure that um we did add uh it's it's very different a a special ed teacher in a co-e resource room and then the life skills just require. So we wanted to align it to reflect uh their true responsibilities and so that we could implement them and document them >> and and definitely understand that. Right. So they're already positions there just they're going to be a rollout period because some of these are are pretty major changes right or I don't want to say major changes
068but there is more being moved around. So >> right >> you know I'm just talking about the implementation more so like the roll out because they're considering it as new in our book. I think the new one was the financial analyst. She's we already have some someone serving in that position. It's just the monitoring of uh and to reflect other responsibilities with the shars and personal care. >> Okay. Thank you. >> Anyone else? >> Thank you. >> Can I ask another clarifying question, Miss Luna? I just want to make sure that we put everything out there. Is is it am I correct in understanding that part of the chars billing in order for us to bill chars to refund we need a supporting job description that says this person did this duty therefore the school
069district can get refunded and here's our evidence because we have an appropriate job description >> correct >> that's I just wanted to make sure that yeah >> so they're already doing the duties we just have to document it so that chars doesn't give any push back when we come to get refunds for the district. >> Correct. >> Except for the new position that the one you discussed right now, >> right? Yes, sir. >> Dr. That's a good way of clarifying it because I knew there were changes in the building that is required for us to be able to have someone monitor all those duties that they are required to do. Anyone else? We're good. >> Okay. Thank you so much. Thank you. >> Okay, the time is 7:24 p.m. >> We're going to go up.
070>> Sorry, >> you go on to the next one. >> You can approve it. >> Yes. >> It is the recommendation of the administration that the board of trustees approve the employee job descriptions and evaluation forms as discussed. >> Thank you so much. Now I will ask there's a motion from Shorefeld, seconded by M. Chavez. All in favor? Motion carries, you know. Thank you. Thank you very much. >> Okay. Now, the time is 7:25 p.m. We're going to go into close session pursuant to policy 551.074 and 551.071. If any uh action is required, it will be taken upon reconvening into open session. We're now in close session. Okay, the time is 9:02 p.m. We're reconvening into open session. No action was taken in executive. We're down to item 18A. First item we have is consideration

074community can get a glimpse of you. >> Congratulations. and introduce your guests, sir, so that we can get to know your family. >> First and foremost, I'd like to thank you guys.
