and members of the board. An updated copy of the presentation was placed in your workbooks. Today, I will be presenting our targeted and local improvement plans that are being requested by our Texas Education Agency. First and foremost, I'd like to present that we are recipients of the lasso 3 grant and it does require to develop a targeted improvement plan for all three middle schools. Now, Garfield made tremendous growth this past school year. However, Texas Education Agency requires that Garfield maintain the year two under a targeted improvement plan. The five campuses that are required to submit the three campuses are Garfield Middle School which is a comprehensive progress support year two middle school targeted support for emergent bilingual and special education indicators. Now San Felipe Memorial Middle School is a lasso three grant recipient which is

why we're also submitting a targeted improvement plan. Now, we also have two local improvement plans. Buenav Vista Elementary, which is a C-State rating, and Revenita Elementary with a Dstate rating. Now, the local improvement plans are not required to be submitted to the state. However, we do have to maintain them on file. 5% of local improvement plans are requested to be submitted in the spring. So when we submit we submit through a palrix survey which then uploads automatically to ISAM. Some of the things that we submit are the funding. What are we using our grants? In this case, we're using it for instructional coaching to support campus leaders and building capacity through coaching for teachers. For middle school, the curriculum that is in place for 2526 school year, we have for math the McGraill Texas math

for grades 6 through 8. However, for RLA, grade six still uses the McGra Hill study and in grades seven, eight, they use the HMH curriculum. What are some of the improvement plans that we have set in place for our middle schools? We have capturing kids hearts, district instructional playbook, digital campus student data tracking, observation and feedback, teacher coaching, schoolwide culture and routines coaching, campus guiding coalition teams, PBIS, which is positive behavior intervention system training, minute-by-minute routines and procedures, and of course our lasso 3, Texas instructional leadership framework. framework of support. Now, how have we involved stakeholders throughout the process? We've offered opportunities through our campus guiding coalition, team planning meetings, minute-by-minute routine procedures, stakeholder planning, parent middle school redesign informational meetings that started last school year. We have our back- to-school student parent orientation meetings

as well as student parent meetings throughout the year. A little bit of our Lasso 3 grant which was awarded to the three middle schools. We are working in partnership with region 15. They do provide PD for principles, assistant principles, cluster leaders. They help us conduct walkthroughs with principles to make sure that we calibrate They mediate meetings with TEA. They assist in goal setting and data collections. And they do submit requiredly required quarterly reports to TEA. Now for our two local improvement plans. Now why are they in this category? Because there are targeted support campuses. When a student group that misses the target in the same three indicators for three consecutive years is considered consistently underperforming and determined to be a targeted support and improvement campus. In this case we have proven elementary and wavista elementary.

What are we using for curriculum in our local improvement plans for elementary? For math, we're using the blue bonnet curriculum for all grade levels, kinder through fifth. However, for reading, we use the Texas Maybu literacy for kinder through 2 grade, while third through fifth grade uses the McGraw Hill wonders. Some of the supports that are in place are the district instructional playbook, the digital campus student data tracking, the observation and feedback teacher coaching as well as the lasso three tail framework support. That is the end of my presentation. Does anybody have any questions? >> Board members. >> Sure. Just a a question for for clarification. >> Of course, >> perhaps um when we talk about targeted improvement plans at the middle school. >> Yes. >> Um it talked one of the things was identifying the

curriculum that that's used in the 2526 school year. Um and six through eight uses across all three grades uses the M McGraill math and then six RLA which u reading language arts correct um uses the study sync and then at 78 we go to Huffton Milin. Um is it is that something that now that we have three middle schools uh it would be is is it something where we can just much like we use McGraill math for 6 to8 in 6 to 8 RLA is that something we can look at to where we would just use the same curriculum so as to provide continuity across the from from all three grades that way they're not learning one curriculum or the the the kiddos don't used to one way it's presented and then the next two

years it changes and that's going to be my second question or follow up to the it's exact same thing for elementary K to2 uses HQIM and then 3 to 5 uses the McGra Hill wonders so again it's the continuity thing I was just curious about >> yes Mr. Roverfelt, thank you for the question. This Friday, the curriculum committee is going to meet and we're going to talk about science and social studies and then the very next job that our curriculum uh team will present to the curriculum committee is about streamlining some of the uh curriculum. So that will be the next step. But right now we just want to finish the science and the social studies and make some recommendations for those areas. But the very next step is to address the consistency of curriculum

especially since teachers are planning together. That would be a good thing to have. But but there's a whole lot of discussion before we make that decision. However, we should make it by March. >> Okay. Yeah. I was just curious. So, with the social studies and science meeting, I'm I'm I'm guessing they will also try and everyone will try and recommend one that streamlines six through eight at the middle school level and then K to five or they both levels are on the >> we're focusing on middle school right now. >> Middle school. So, K to 8 I mean sorry six to eight. >> Yes, sir. >> Okay. >> Awesome. >> Thank you. >> Very good question, Mr. Ofra. Because I was concerned with that. It's kind of confusing because they use different strategies. You know,

when you use Blue Bonnet is different from McGraw Hill and so forth. So, it's kind of confusing. I hope they do come to the consensus in regard to that. [clears throat] Anyone else with a question? >> Of course. >> I have a question and it's in regard to the teacher incentive aotment. >> Sure. If a teacher is selected in categories, masters, recognized, and so forth, um, and they go to an area such as a bilingual situation, they're compensated in a bigger fashion. Dr. Rios, have we had anyone take that approach? >> Not yet, Mr. Messa, but Sandra is going to present on the teacher incentive aotment next or or at least not next but in the in under the reports and we can discuss that with some incentives in a bit. >> Yeah. And and

basically what I want to make sure is that teachers are aware of of them being able to um receive a larger incentive if they go to areas where they're needed the most and they've already been proven as either master or recognized teacher. So it would make a big big difference. So I hope we can accomplish that. >> Absolutely. >> Okay. >> If there are no more questions, I excuse myself. Have a lovely evening. Thank you so much. Next item we have is reports again item 8 C facilities and construction update. Mr. Hector Chaba. Good evening, President Mesa, Dr. Rios, members of the board. Tonight's presentation shall be very brief. We only have one construction project ongoing and it's actually pending uh delivery of materials which was scheduled for this past Friday. However, today I found

out that it will be arriving later on this week. And if that's the case, uh staff is ready to install the materials, the acoustical panels during Thanksgiving week. Moving on to the work order status of the maintenance department for the past three months. Uh they received 1,34 tickets. 1,140 were closed. A percentage rate of 87. In the past 15 days, 178 were received, 141 were closed, had uh closing rate of 79. 16 to 30 days, 207 were received, 182 were closed, 88% closer. Uh 31 to 60 days, one 351 were received, 321 were closed with a 91% closure rate, and 61 to 90 days, 568 were received, 496 were closed with a closure rate of 87%. >> [snorts] >> technology department. The past 90 days, 4,147 tickets were received. 3,836 were closed for 93% closure

rate. Past 15 days, 499 were received, 457 were closed for a closure rate of 92%. 16 to 30 days, 470 tickets were received, 442 were closed with a closure rate of 94%. 31 to 60 days, 1,121 tickets were received, 1,50 were closed with a closure rate of 94%. 61 to 90 days, 257 tickets were received, 1,887 were closed for a closure rate of 92%. Transportation Department. The past 90 days, uh, 270 tickets were received, 221 tickets were closed, 82% closure rate. Past 15 days, 39 tickets were received, 22 were closed, 30 56% rate closure. 16 to 30 days, 36 tickets were received, 31 were closed for an 86% closure. 31 to 60 days 113 tickets were received 94% uh 94 tickets were closed 83% closure and 61 to 90 days 82 tickets were received 74

were closed 90% closure >> questions for Mr. Chapa short report. Thank you very much. >> Thank you. >> No questions. [clears throat] Next item we have is item 8 D, term two, attendance and discipline report. Any questions from board members? >> I do. >> Folks, Laura Sati Good evening, ma'am. It'll be for the um >> it'll just be on the discipline side. Okay. >> There. And and perhaps and and Dr. Re, I'm sure you can also explain, but at the [clears throat] the secondary level, um, now we see probably [clears throat] the the biggest number of violations now is is violations of the electronics policy, which I'm sure is the the whole cell phone thing. Um, so can you remind me or Dr. Can you remind me what what we agreed to as far as

or what we approved was the when they can have them out or or when they can't because I know there was out of one of the San Antonio districts they had to go back and and kind of redo something because what was considered school day and what was not considered school day. >> Yes, Mr. Overfelt. The middle schools agreed that the school day uh encompass the entire day from the first bill to the last bill including passing time and lunchtime. The high school had been allowing students to use the cell phone um during the lunchtime. So they described the lunchtime, I'm sorry, the school day, everything except lunch. However, TA provided some clarification uh just recently. >> We are in the process of asking general counsel if we should immediately revert uh to what the

policy described or if there's some further discussion. Um we'll probably have an answer in the next couple of days. Okay, that's that's what I was I was curious about. Um, and now that you say that there's kind of two, one for middle school and one for the upper the upper high school grades. So, a as an example for for Doro High and and and freshman and um >> uh not really blended uh but ECS as an example um the ones who are getting caught to make them wind up on this this report. Is it because they're they're using them in class and refusing to turn them over or um um what's what's causing them to >> no sir >> to pop up there? >> They they end up on the list when the phone is

confiscated. So for example um >> like say say Delo High School 87 >> is Cindy Sales or Mr. Thomas here >> or or Miss ECS? My interpretation is that every single possession is a violation. It's not just on the third time. It's every time it's picked up. So, for example, if you look at the Delo Freshman campus, this last cycle, there was 40 violations. It very well could be that a student that one student is represented here three times, okay? But there were 40 total collections of a cell phone. >> But I guess what I'm what I'm getting at is they're when they walk into the room, they're they're [clears throat] not turning it in and then surreptitiously getting caught with it. And and of course it can also include smartwatches and and stuff like

that. >> Correct. >> Okay. >> Yeah. Um then yeah when when t after council I'd be interested to see what general counsel says for for that. Okay. [clears throat] Anyone else? just a compliment that um I'm always so happy to see you know the attendance percentage in the 90s except for blend blended academy is low but all the others elementary and secondary it's it's wonderful to see 90% and above so I applaud all the efforts whatever you've been doing is working and um [clears throat] there's two things I mention all the At the end of the year we work with a budget and you know ADA means a lot but more than anything is students are in the class learning and not at home you know not learning but watching TV or doing something else.

So um both of are you know good things that happen because again um it correlates with the grades and so forth and attendance is so important. Thank you again principles and assistant principles for doing a great job on that. Thank you. No further questions. >> We're done. Okay. >> Thank you. >> Next report is item 8E, overview of strategic compensation. Sandra Hernandez. Good evening, President Messa, Dr. Rios, and members of the board. This evening, I'm going to be sharing with you um the strategic compensation. Um, this information that I'm bringing to you is going to sound a little bit familiar because, uh, we have some information from the t this last legislative session, House Bill 2, and how it impacts the the TIA. Uh, we're going to talk about what con strategic compensation is, why

strategic compensation, and why enhance TIA. Uh, we're going to look at the cohort structure. So, San Felipe del Rio CISD is one of 30 school districts across Texas that will be participating in the strategic compensation and we're going to look at those outcomes and expectations and then our next steps. So, House Bill 2, the 89th Texas Legislature expanded the TIA program with allowing more Texas teachers, as Mr. Mr. Messa mentioned earlier to qualify for TIA and increase funding for designated teachers and TIA districts with advanced strategic compensation and staffing systems. There's a new designation we've heard uh that new designation is the acknowledged level to align with teachers performing in the top 50% statewide. also recognized exemplary and master designations were given an increase to aotment amounts and then also a designation was added to

recognize national board certified teachers. So what is strategic compensation? Strategic compensation is performancebased pay systems for teachers, principles and assistant principles. It is a compensation plan that replaces the traditional step and ladder pay scales with models based on teacher performance and student growth. It is primarily implemented through the teacher incentive aotment program and it aims to reward and retain effective educators in high need schools for school districts across Texas. they have the opportunity to qualify or uh participate in an enhanced TIA designation and it provides an additional 10% increase to their annual TIA aotment that is provided that in order to do that they have to earn that designation by building evaluation systems and compensation plans for both teachers and principles based on performance. ments. And so when we look at the definitions that I

shared with you a little earlier, here we have them side by side. So strategic compensation is a human resource strategy. And that strategy involves designing and implementing a compensation plan that's strategically aligned to district objectives and the culture of our district. The enhanced TIA is a designation. And so a school district can receive that designation if they apply for and establish a compensation system based on performance. And again, as I shared earlier, once they earn that designation, they're allowed uh districts to access an additional 10% of funding. So why strategic compensation and why enhanced TIA? Well, the Texas Education Agency has done several studies for over the past few years and the teachers compared to other professions receive a slower rate of raises than other professions. If we take a look at this particular graph,

you'll see that the red line shows that you have a traditional pay step and ladder system. And over the course of time, that 10-year period, you see the next one, which is right above it. This is the um and revised paid master teacher. That master teacher will over time earn $166,000 more than a less effective teacher. In this particular chart, you'll see side by side, you'll see what our traditional compensation district looks like. Typically, our school districts um based their pay on years of experience, their degree, salary, um and their TIA designation. And so they're given a TIA aotment. And you'll see that there's still a distinction based on their years of experience and their degree or whatever the case may be that the district chooses. and it takes 15 years to increase their salary

by $7,500 over time. Whereas, if you look at the strategic compensation district, the strategic compensation district focuses on yes, their years of experience, but mostly their effectiveness level and how effective are they in student growth and student uh outcomes. And so here you'll see the comparison of salaries 80,000 and 92,000 five years and rather than instead of 15 years to reach the salary by $12,000 or $132,000 additional earnings over 15 years. So teachers in a strategic compensation district will earn uh a higher pay much quicker than those in a traditional uh compensation plan. Here's another example. In this particular chart, if you see the bar at the very bottom, that particular bar identifies the range of pay. If we take a look at each one of the dots that you see there, each one of

those dots represents the teacher and on your y ais you'll see student growth. So you'll see that the scatter plot will show a huge distribution and a huge range from teachers who are uh making the same pay but the range of the student performance is a huge distribution. So you'll see the student growth and in comparison is much wider. Whereas if we look at a teacher who is performing at a much higher student performance is at a much higher level may not necessarily get the higher pay. Here is another example. In this particular example it's looking at a school district. So looking at school districts and looking at a principal performance and looking at their score and looking at the star score and student performances at their schools. [clears throat] In this particular example, the

wonderings one begins to wonder when we start looking at our our districts at these districts is their congruence between the evaluation system and the student outcomes. And so we look at how confident are we start asking ourselves how confident are we to make paid decisions in a system where there is not congruence between evaluations and student outcomes. So districts who participate in the enhanced TAA in strategic compensation have a vision. School districts look for these three things. And I want to take you back to our strategic plan. We think about our strategic plan. We focused on we talked about wanting to improve student outcomes. That's in our plan. We talk about recruiting and retaining effective educators and we talk about encouraging educator growth and continuous learning supporting our teachers so that they can stay in

the district and they don't retire or they don't leave to another district. So these are the areas. So what we will be doing next is as a school district is defining our vision. Where do we want to be? So the fall cohort we are part of the fall cohort cohort as I shared with you before these are the expectations. So we take a look at this particular chart it explains that the first thing that we want to do is to begin to develop a refined administrator uh evaluation system. So that's your test and for principles and assistant principles. So we'll be focusing on that. We'll be developing and adopting a TIA compliant teacher evaluation system for all. And then if we look on the opposite end, we also want to adopt an approach to teacher

and administrator assignment based on their student need. Earlier, Mr. Men, Mr. as some mentioned uh being able to assign teachers where we need them in schools where we need them. Blend TIA teacher retention aotment. The TR is to retain our teachers and other funding sources to ensure financial sustainability. and then of course replacing our traditional step and ladder pace system and transition to the uh to one that's based on bands of effectiveness. So looking at uh student effectiveness, teacher effectiveness, uh leader effectiveness and so those are the thing that's that's the focus for this particular plan. It is a multi-year process. It is not something that's going to get done in one year or one semester. It this is a three-year process and we are actually in year zero. We are just getting it kicked

off and we will see that we will run this is the fall cohort. So we will run into the next year, year two. And the very first part of it is commitment. And then the next part of it is going to be making sure that we evaluate and we start analyzing our current system. What does it look like and how can we improve upon that? So we're going to do an analysis and then we're going to also engage stakeholders in our discussion as we begin to uh build this plan. So you'll see the plan is is that three-year plan where by year three we implement the program. We do have a home hardless year which is that second year. So that allows us time to build the plan, put it into action with no harm

and then refine it and then implement it in year three. Of course, we can't do this by ourselves. We have a support team. So, our school district is very well supported. Um, in in the month, we meet at least three times out of the month and we meet with the Texas Education Agency. I meet with them as the lead. Um, we region 10 uh is also part of this team of support. And then we work with steady state which is a provider who will actually help us in looking at our data. So what are the next steps? What are where are we in what point are we at? Well, we are in a comprehensive system analysis. As I mentioned to you before, one of the first things that we need to do is take a

look at our systems. the evaluation system, look at our professional development system, and then of course our compensation system. Because all these three things we need to work on, see where we're needing support and how do we want to develop it so that we when we develop our plan and we submit it to the state, we then are have all the things in order for enhanced TIA. our district is uh one of the next steps is that in January we will be uh attending a convention a convening uh onsite which is at support system in Richardson, Texas and this is that strategic compensation convening where we will be meeting with the with the other 29 school districts across Texas education agent and our support team. The next step after that when we come back from

excuse me [clears throat] from Richardson is um stakeholder engagement as you see here in this is going to take and this is going to consume the second semester. So throughout the second semester we're going to talk about our vision. We're going to talk about our why. We're going to look at meeting with staff and we'll have several meetings, a few meetings in which we will dialogue, look at the plan, gain feedback, and be able to then uh provide and refine a plan that we could submit to the state. And that completes my presentation this evening. Are there any questions? I'll turn it over to board members. >> I have a couple. Um, thank you ma'am. Um, Dr. Can you remind me when we what board meeting or how long ago it was that we agreed

to enter into this idea? I'm going to ask Miss Edandis to to help me out. We discussed it. We presented it at a board meeting. It did not require board action. Um I'm I'm correct. >> Correct. We did not require a board action. >> It did not require board action. The board will take action uh when and if we implement the pay systems, but I know that we did discuss it with the board. >> Okay. Um, that's what I was getting at. I couldn't remember if we voted or if it was just the discussion. Um, one of the items that talk about is I'm just trying to find the page. Um I guess where it talked about the House Bill 2 goals for strategic compensation and it talks about developing a refined administered eval and

adopting a TIA compliant teacher eval there. So under this TEA would allow the district to essentially scrap TA tests and in the other and we're going to make our own. No sir, we are actually using the t test and the t test models. >> If I may, Dr. Overfelt, if I may, these are general guidelines. There are some districts out there that do not use t test or test and but for those of us that are then we state to stick to the plan. >> Okay. Um, and then where [clears throat] it talked about the congruence and it was looking at evaluations and and student outcomes. Is there [clears throat] and I don't know if this is if this was pulled from region 10 and the Texas strategic compensation guideline, but you know, five of

those six are the largest counties in in Texas. Um, and we can't compare it to Dallas or Bear or any stuff like that. So, is there any information or data that shows comparable um comparable counties to us, particularly along the um the the border? >> Mr. Overfelt, these are fictional names. It says the school name, not district name. So there it's just fictional uh names and data to drive a point. I'm sure this data does exist somewhere. Uh but those are just fictional school names. >> Okay. To protect the innocent. Okay. Um see if I had anything else. No, that was it. I was just curious on those. Anyone else? Mr. Alino, >> so just if you can just reiterate how not go through the whole thing, but I'm talking about the payout it. So

the actual structure, the pay structure would not kick in till 2728. Is that correct? >> Correct. We would be going through a process and through this process, it's uh development where we would work with stakeholders. will be looking at our own data, assessing our data, developing a plan, and before we even get to the end, we would be presenting that to the board later as a plan, >> but the current TIA is unaffected. >> Correct. >> The current TIA continues. >> Okay. >> It's not affected. >> Correct. It doesn't alter the current TIA system at all. >> Okay. >> Anyone else? I just want to say this conversation with TIA started a long time ago and um we're going in a great direction. So we're not at at ground zero. T TIA has already been

issued to teachers that are recognized masters acknowledge acknowledge is a new category this year. But um I just want to say I want to say one thing. I served as principal for 24 years and there were [clears throat] at times I wish I could write a book. A teacher would have a folder August, September, October, November, the same lessons for every year, no growth. Every year you get you get a different group of students challenging you know some uh that you go and you have to research you your answer for some of these students that asking questions above and beyond. So this is the best thing we can do as far as performance. We heard at the state level with TASBY um that the college prep program for principles administrators is changing. It's all going

in this direction to make sure that we have the best teachers and that we keep the best teachers and now we're trying to do place those teachers in areas where there are some gaps so we can make the gains in student growth. So it's a great program. When I go to my spring meetings in St. Angelo and so forth, I always ask how many of you are have implemented the TIA program? Very few. So, it takes a lot of work and I I'm so great uh so grateful that administration with Dr. Rios um went into the TIA program and we have it in full force and we continue to improve the program. So, it's a wonderful thing. Just want to applaud the efforts of everyone. >> Thank you. >> Next item we have is consent

agenda. Again, one action. will approve all items on the consent agenda. There are some minutes of some meetings and um some purchase orders. If there's any question on any item, would you please bring it up at this time, Mr. Ano? >> Uh yes, sir, Mr. Messa. Just uh under the purchase orders under F2 >> F2 >> and reference to the box truck F3 and F4, it's more of just we can get a timeline. F2 and F4 are purchase of utility trucks and a box truck. And then F3, what's the timeline to get those uh HVACs installed and will that affect operation at the school? >> Rios F2 consideration to prove purchase order or 25,000 to Rockdale Country Ford Incorporated in the amount not to exceed $83,550. funding source fund 199 general funds warehouse for the

purchase of a box truck with a lift for the district warehouse. >> Yes, Mr. Messa and board members, it's my understanding that the vehicles that we are purching purchasing do not have to be created or assembled especially on F4. So, it should not take us too long to receive them. And as far as F3, Amistad Heating is really good about working uh with us so that we don't do this installation during the day and and when we turn off units to install new ones that that we can that work can be done uh over the weekend. So, we would not affect school operations at all unless Mr. Chapa has any additional information. F3 has to do with the Hemstead heating and air conditioning. Um the amount not to exceed 58,400 for replacement of 10 ton

HVAC unit at the cafeteria and three three-tonon units in classrooms at Rupen Shave Elementary. >> Uh good evening once again President Mensah. The three-tonon units are readily available. So the plan is to install like Dr. R said after hours and on weekends. The tent tongue unit does take a couple weeks to lead time, but it's the same implementation after hours and on weekends to install. >> Perfect. >> Okay, great. Anyone else? >> Just want to say that again one action item. We'll approve all items on the consent agenda. As always, we are appreciative of all the donations either by individuals or organizations. We'll list the uh donations under social media. Again, thank you for supporting our district and the different uh programs that we have throughout the district. At this time, I will entertain a

motion for approval. Mr. Alindo made a motion seconded by Amy Haynes to approve the consent agenda. All those in favor? Motion carries unanimously. >> Mr. Russell, can I make a comment? >> Yes, Dr. earlier when uh the education foundation was presenting and they presented the success of both the adventure on the creek and the dinner. I wanted to mention at the time that those are two very successful events and they're a whole lot of fun and have high participation, but we could not put those events on without the help of our athletic department and our operations department. the foundation treated u the operations team to barbecue on Friday in appreciation for all the work they did and and I guess we haven't done anything for the athletic department [laughter] but we will sir I just

wanted to say that those are very exciting events very well organized but we just couldn't do it without all the work >> I think he meant something like money money [laughter] Well, thank you to everyone that participated again. Um, it just so happened to be the opening of Dear Caesar. [laughter] Okay, we're down to administration item 10. A, canvasing the 2025 school bond election. Sandra. >> Good evening once again, President Messa, Dr. Rios, and members of the board. The 2025 school bond election was held on Tuesday, November the 4th, 2025. In accordance with the Texas election laws, the canvas cannot canvasing cannot occur until early voting ballot board has verified and counted all provisional and mail-in ballots. In accordance with Texas education laws, the San Felipe Del Rio CISD board of trustees serves as a

canvasing board and the canvasing of the election results for the school bond election held on Tuesday, November the 4th, 2025 um is taking place this evening. All those in favor? Motion carries unan. Thank you very much. >> Thank you. >> Go on to human resources. Item 14 on your agenda. Item eight, discussion, possible action to approve employee job descriptions and evaluation forms. Amy Childress. This is for lead vehicle mechanic and transportation mechanic foreman. It's an update. >> Yes, sir. Good evening, President Mesa, Dr. Rios, and members of the board. This evening, administration is asking uh for approval. Uh we have uh brought to you two job descriptions. The first is an update to the lead vehicle mechanic. We would like to update that to a transportation mechanic foreman. The second

job description is a new one for the deputy superintendent of business services. >> Okay, that um like that that includes two different positions. Okay, deputy superintendent of business services which is a new one. So I hope everyone understands that. Okay, questions. No questions, sir. >> Want to read the recommendation, please? >> It is the recommendation of the administration that the board of trustees approve the employee job descriptions, evaluation forms, and revised job classification schedule as discussed. >> For the recommendation, is there a motion for approval? Motion made by Morfeld, second by Mr. Diego Maras. All those in favor? Motion carries. >> Thank you. Item B, consideration to approve the conversion of a lead vehicle mechanic position to transportation mechanic foreman in the transportation department. >> Good evening once again. So with the approval of the

updated job description, yes, administration is asking for approval to convert the lead mechanic position to the transportation mechanic foreman position. >> Questions for Amy? You want to read the recommendation? Yes, sir. It is the recommendation of the administration that the board of trustees approve the conversion of lead mechanic position to transportation mechanic foreman in the transportation department. >> The recommendation. Is there a motion for approval? Motion by Mr. Orfeld, seconded by Diego Alaras. All those in favor? Motion carries unanimously. >> Thank you. Item [clears throat] 14 C, consideration to approve the updated 2025 2026 district compensation plans. Amy Childers. >> Good evening once again. Under our compensation plan under administrative professional pay plan on page 218, we are updating under pay grade 10 uh to include the uh originally it just had deputy superintendent and

it's now going to read deputy superintendent of business services. And then on page sorry 221 under the auxiliary we are removing the vehicle mechanic lead from paygrade 7 and moving it to the paygrade 8 for the transportation mechanic foreman. And then on page 223 under the supplemental stipens under lead counselors, we are adding an additional secondary lead counselor and we are splitting the two secondary lead counselors between grade six, one for grades 6 through 8 and one for grades 9 through 12. >> Questions for Amy? So this is a new one. >> The [clears throat] lead counselor. >> The lead um we already No, we already had one elementary and one secondary and we are adding an additional secondary >> lead counselor >> 6 through eight >> for the 6 through 8 and one will

handle 9 through 12. Yes, >> Mr. So this is intended to put a lead counselor over six through eight. >> If I may clarify, Mr. Messa, the purpose is not to have a counselor supervise the activities at the campuses. Instead, Miss Alnandez oversees the counselors and all the activities and all the trainings, but she needs help in disseminating the information and the conversations. So, it's just a stipen position uh to help with trainings at the district level and organizations of some state requirements. And I believe the stipen is it 3,00 >> 1,970. So, >> 1,00 Okay. But because I'm confused, we have supposed to have a lead counselor at the high school. We're saying we're going to have the lead one over 678 over the three or we're just going to now actually make that

designation even though we had the designation before and now it's going to have a stipen. >> No, sir. the lead counselor at the high school is specifically for the high school. Uh this lead counselor for 9th through 12, it's just again about trainings and coordination, but that 9 through 12 is freshman, early college, high school, uh blended, uh and Delro High School. It's for district coordination. So there's no duties related to the campus specifically. Instead, it's district duties to assist Miss Sandra Atlundis in trainings and coordination. But we're talking six through eight. >> Yes, sir. But I'm just explaining to Mr. Overfelt what the high school counselor will do and obviously the sixth grade counselor will do the same. They will not coordinate any specific campuses campus duties. They're they're assisting with training and overall

coordination. >> Okay. Miss Chavez also has a question. Sir, I would say if I'm understanding correctly, this is to assist Mr. Hernandez, >> correct? >> To assist and help out with the >> Yes, ma'am. >> the duties or the responsibilities. >> If you if the board would like, Mr. Russo, we can ask Mr. Alandis to come forward and just say two or three sentences about Sure. >> those activities at the district level. Miss Javvis, would you get your microphone so we can >> Oh, >> Thank you. So, we had one elementary uh lead counselor and one secondary lead counselor. The secondary lead counselor um would help assist all of the counselors from six through high school. The need is to emphasize and to help support high school with CCMR uh to be able to provide

them with the level of support that they need at that particular age group and separate um middle school and providing that level of support for intended for middle school counselors. Um, so there is a distinction with the level of work that is uh that our high school counselors do um because they're preparing their students for graduation um and uh CCMR obviously um and so they need some support and this is a district level support system to make sure that they have um the required trainings and level of state level trainings and uh needs to be able to help them um in their in their areas. >> Okay. So, you state that right now we have a lead counselor high school down to six and we have a lead counselor that oversees elementary. >> That is

correct. And this stipen will be a stipen to have a [clears throat] lead counselor at the high at 9 through nine up in ECHS >> uh to help with disseminating training information and and all that fun stuff completely separate from the existing lead counselor and one for 6 through eight. It It'll just be a stipen position to help disseminate information over the three middle schools to the counselors at the three middle schools, >> right? and not not just disseminate information but ensure and I'll give you a perfect example uh pregnancy related services making sure that we have um services that they are aligned in um the pes and making sure that all of the areas that are just in the in the area for high school students that pertain in that particular age group um

having to have somebody that is lead person that will help support that group of of uh counselors Okay, thank you. Anyone else? You're okay, Becky? Okay. All right, we can go on. So, Amy, um, that [clears throat] was the last thing the stipen. >> Yes, sir. >> Okay. So, being that no further questions, would you read the recommendation, please? >> Yes, sir. It is the recommendation of the administration that the board of trustees approve the updated 20252026 district compensation plans as presented. >> Heard the recommendation of entertaining a motion for approval of Mr. Alito. Seconded by Dio Moras. All those in favor. Motion carries. >> Thank you. >> Okay. The time is 7:23 p.m. We're going to go into close session pursuant to 551.074 and 551.07 071 of the Texas Education Code. If any action

is required, it will be taken upon reconvening to open session. We're now in close session. Okay, the time is 8:12 p.m. We're reconvening to open session. No action was taken executive. We're down to item [clears throat] 18A. Considerations approve the personnel report to include the following. New hires district vacancies, retirements, resignations.
