Disruptive conduct will not be tolerated. >> Thank you very much, Mr. Silva, at this time I would like to invite um Ella Nash to the podium for public comment. >> Good evening, Miss Nash. Welcome. >> Good evening, members of the board. My name is Ellen Nash and I'm an outreach specialist with the Alamo Area Council of Governments Clean Cities Coalition. Clean Cities is a Department of Energy designated coalition that provides technical assistance and to promote the adoption of clean transportation technologies in our region. I'm here tonight to make the case for electric school buses and let you know about a training program that cities will be facilitating in spring. Before I jump into that opportunity,
I'd like to share a few points that illustrate the need for electric buses. The most immediate benefit that electric school buses offer is zero tail, which can lead to a significant improvement in student health. Diesel buses produce harmful air pollutants both outside the vehicle and more significantly inside the cabin cause respiratory issues. increase attention span and as a result increased absentee use. Additionally, diesel exhaust pollution is a known person agent. So exposure to these pollutants is dangerous to anyone but has especially adverse effects for children's developing loss. In addition to eliminating diesel exhaust pollution exposure, electric school buses have lower operating and maintenance costs than diesel buses. Though they are expensive to purchase, when combined with grant funding to help cover the outside cost, the total cost of ownership for electric school buses can be
significantly lower than diesel buses. In Texas, there are opportunities that can assist with this. The Texas Clean School Bus Program through the Texas emissions reduction plan or TURP is currently accepting applications and can reimburse up to 80% of the upfront cost for replacing a pre207 school bus. And there's another open TURP grant that can reimburse up to 100% of cost when you replace active buses 2003 or older. Clean cities can assist with applying for and navigating funding opportunities. So, now is the right time to begin thinking about electrification. That brings me to the opportunity that I mentioned before. Alamo Area Clean Cities is organizing a workshop for school districts interested in learning more about electric school buses in spring of 2026. This workshop will be completely free and will focus on a variety of electrification
subjects identified by participating school districts. If this is something the district is interested in participating in, I encourage you to please reach out to me so that we can include your priorities for training uh in the agenda. I'm happy to answer any questions. And then I also have business cards that I'd love to hand out if I may. Um, and thank you for your time. >> Thank you, Miss Nash. And if you can leave the business cards with Miss Powers, that'd be great. >> Thanks for your time. >> Okay, and that concludes our public comment for today. We'll move on to item number four, which is our consent agenda. And please note the following items A through F make up the consent agenda which consists of routine and non-controversial matters that will be approved in
a single vote unless a board member requests a separate discussion on a specific item. Trustees have had the opportunity to review all supporting documents related to these items prior to the meeting. At this time uh do I have any items that the board would like to pull or do I have a motion for approval of consent agendas items A through F? >> I'll make a motion to approve a consent agenda A through F. I'll second. >> Thank you. Mrs. uh Salazar makes the motion. Uh Mrs. Faria seconds. Mrs. Solivarees. >> Yes. >> Miss Shangures. >> Yes. >> Mrs. Faras. >> Yes. >> Mr. Salazar. >> Yes. >> Mrs. Silva. >> Yes. >> I just Yes. Motion carries. Uh we'll move on to uh items five, which is presentations and information uh subsection A. Our first

memories will stick with you long after you graduate. Remember, you have helped establish the expectations of this program and your mark has been left. Thank you. [applause] CONGRATULATIONS. [applause] OKAY, moving on to our next item, information on the review of the financial statements for October 2025. Superintendent, Mr. >> Board President, for an update on the finances for October, we have Mr. Carales. >> Welcome, Mr. Carales. Good evening, President Hernandez, members of the board, superintendent Mr. Romz. Um, four quick things on the budget here. Um, first thing is we are moving along with the external library. Um, we have one item we're working on new audit. Um I do want to share with the board that um TEA has extended the deadline for audits due to some information that cannot be finalized the office of management
budget at the federal government for a while. So we are uh TA has extended the deadline. Um my plan is usually to bring that to you on December, but we're more than likely uh looking in January now for for the audit. Um first rating um they have TA has has uh issued a final notice for the for the first rating. Will we bring that to the next meeting? >> Yes, sir. >> Gotcha. >> Um so so just a quick note on that was just the the first rate will be coming to the board in a form presentation. Um we did move from 91 to 96. Um missing information on one item. So more about that in the next meeting. Um Another thing to mention to the board is uh TA has moved our payment class.
What that means is how many payments they issue us a year and when they issue those payments. Um that's important for cash flow reasons doesn't really have impact on the financial statement necessarily except um it moves you from um I would say one description has to do with um wealth per student on how much property wealth per student your district generate. So it's kind of a good sign that we've actually moved up into class number two. Um your chapter 41 49 now your your wealthier districts are they receive only three payments a year from the state. Um so we move from 10 payments to eight payments and and the importance of that just simply that cash flow becomes very very important and how much money we have in saving becomes very important because we have
several months throughout the year um December, January, February and March four payments in a row we will not be payment um rely on our property taxes at that point in time. But anyway, just a note on that. And um last thing is kind of financial report where we're at right now. Uh general fund, we did bring a budget amendment on general fund earlier in the year, but it was a balanced budget. Um we do expect um right now maybe bringing a deficit budget amendment to the to the board for um buses next month. Um if that if we're going to continue on that right now it's looking that way. So we be a budget. Um on the revenues that first line right there year to date actual you can see a very low number $317,000.
Um that number is low. >> That number is low due to the fact that u statements property tax statements tax statements went out in October. So we've already started collecting on that. We'll start seeing more local local revenue starts coming in on the local side in December as escros for mortgages start paying out and business start paying theirs by January. We'll see that number jump. Um the total expenditures are are a little higher than than we we want right now. But um the good thing is that's probably because of the start of the year and what we're seeing right now with everybody needing everything they need the first two months of the year and also October having three payments. We pay every two weeks. So, um, 85% of our budget is tied to payroll. And,
um, we have two months out of the 12 months where we actually issue, um, three paychecks instead of two to get to a full 26 payments. And we had one of those in October, kind of making that, uh, total expenditure on a general fund look a little high. Um, debt service fund, we talked about uh, the budget amendments. Uh, this actually contains the $180,000 deficit budget on the food service side. Um, same thing, 1.8 eight on the expenditure side, a large amount um due to the fact to start in the year and and additional payment uh for for payroll that month. Debt service. Um last fund to kind of quickly go over. Um once again, local property taxes, we're no longer seeing a state offset on that. We did receive at one point some EDA,
some IFA, uh money. Um we're not receiving that due to the property wealth that we're actually receiving. um are as as you become more wealthy on the property side, you lose state funding. That's been mentioned several times. Um and and very low. We have uh $1,750 in uh fees for for the fund. No payment. This is once again the pay the fund where we have two payments a year um for for our debt. >> On the property wealth you mentioned, is that a one for one? >> One for one. like if if we get an extra h 100,000 for example are they taking 100,000 sorry >> if we get a 100,000 are they taking 100,000 the state the funding that they provide >> um usually it's not it's not one for one close but it's
not it's not quite one for one >> it's pretty close >> depending on how much gold and pennies you have and where we fall on this thing we're we're uh it can be a little bit different we're not quite one for one we're a little bit less when the state provides >> okay thank you any any Other questions for Mr. >> No. Okay. Oh, >> I just have one. No, I was just looking at the date. You mentioned that they extended the uh T8 for the >> for the audit. Yes, ma'am. They did extend the deadline for audits. >> So, I know I was just looking on here at the submission dates. Are we having an initial date or they're just doing one? Because all I see on here is the midyear resubmission in February.
I'm just curious. >> Um, they did. They move they did move the the deadline to February. What we would do here is we would approve right now the plan would be um if if December is busy and we're not we're not we don't have everything for audit we we'd actually move approval um to January to bring bring the audit to the board and have until February to actually upload and report to TEA the audit. So it's all one submission >> that they're combining them the resubmission and the regular submission. They're combining them >> for us >> or the pain submission or the midyear. I'm talking about the midyear because you said they extended it. >> I think this was the financial >> not submission. >> Oh, all right. I misunderstood. I'm sorry. >> Sorry. >>
Works. >> It's okay. I misunderstood. >> Any other questions for Mr. Fales? >> Yeah. >> Okay. Thank you, sir. >> Okay. Now, uh we'll go ahead and move on to new business. Uh first item is uh discussing consider approval of the resolution for the bear appraisal district board of directors for the 2025 term. I'll uh remind my colleagues on the board that uh I believe it was last meeting we nominated our own superintendent uh for for consideration for this board. So, with that, I would like to make a motion to give uh Southside ISD's 14 votes to our superintendent, Orlando Ramirez. Do I have a second? I'll >> second. >> Okay. Uh I will uh make the motion and Mrs. uh Lisa Salazar seconds. Miss Olivarez, >> yes. >> Mrs. Sangles, >> yes. >> Mrs.
Faras, >> yes. >> Mrs. Salazar, >> yes. >> Mrs. Silva, >> yes. >> I just Yes. Congratulations, sir. You got 14 votes. [laughter] Okay. Uh, next item uh is discuss and consider approval of awarding uh Varys RX to provide pharmacy benefits management services. Superintendent. >> So, board president, an RFP was issued for pharmacy benefits management services to support the district with prescription formulary management and to secure increase rebates for the school district for employees. Uh, we have Mr. Garza and Miss Mr. Kales with the presentation. >> Miss, does this need to be tabled? >> No. Okay, >> we we discussed >> we we we are not going to table it. >> We're not going to table it. >> It doesn't coincide with >> We're not going to table it until December. >> That's got to
be part of I would think. >> Is this the plan? >> Yes, sir. So the the medications would be independent of uh would those be independent from any agreement moving forward? >> Uh so do you mean if we decide to go with another company in March? >> Yes. Whatever if the district goes in a different direction, would this be part of it? >> No. >> So I'm going to be real honest with you. after the discussion um that we had earlier and it's a possible idea of moving to March. I'm sorry. >> Sorry. >> Um I would not recommend making this move. If you think that you might want to make a change in March, if you all want to go as level funded or fully funded and that's something that you might want to
do in March, then I would table this. Um, if you know for sure that you want to finish the school year, possibly go into TRS, possibly stay fully funded, level funded, selfunded, whatever you choose to do, then I would make this move. We have the possibility to save about $450,000, it will be a um a TPA type PBM, so it won't be part of Blue Cross Blue Shield. Um, so it comes directly instead of kind of doing the middleman, which is what Blue Cross Blue Shield is. And then obviously they get to increase the um charges that they have on the the medications. So it's really going to be up to you all and and how you see yourselves moving forward. We do have the possibility to save $450,000. We would go live with this
January the 1, but if you think there's any possibility that you might make a change in March, I would not do this. It's too confusing to the employees. So Destiny are like might need some guidance here. Um are are we able to can I hold on this vote and then we take this into executive session for further discussion? >> Yes, we can hold this one and just go ahead and and say if we need to discuss further in close session. >> Okay. >> Yeah. So so we'll we'll go ahead and do that and discuss it further in in close session. Thank you. Okay. Uh we'll go ahead and move on to our next item. Discussing consider approval of executing agreements with PBK Architects, RVK Architecture, and Huckabe Associates Incorporated to provide architecture and engineering services
on an as needed basis. Superintendent. >> Mr. Board President, a request for qualifications was conducted for architect engineer services in order to establish agreements with architect engineer firms. should the need for their services or expertise arise. We have Mr. Garza and Mr. Moria with the presentation. >> Welcome gentlemen. >> Thank you. Thank you board mr president and Mr. Romz board members f uh staff as well and members of the community. The purchasing department did advertise a request for qualifications resulting in receiving [snorts] 20 responses. uh the IND evaluation team individually scored these responses and [clears throat] uh re the facilities department is recommending awarding to the top five. Uh we did uh coordinate with our our attorneys to help draft these uh engineering type contracts. So we're requesting uh execution of contracts with PBK Architects,
RVK Architecture, and Huckabe Associates. And Mr. Yeah, it's your present. >> Thank you. Any questions for Mr. Garson or Mr. Monrea? Miss Saler. >> So, I have a lot of questions. Um, first and foremost, this is on an as needed basis. I mean, how do how do we approve something like like that without a project list, an amount? you know, you're you're asking us to kind of just throw it out there and let let you use these architects, but you're not telling us what it may cost us. >> Can I >> So, the structure that y'all are going with under this kind of a dynamic is something that's being adopted by school districts and what you're creating is a pool of professional service providers. >> Okay? >> So, what that looks like is you would
get them under what we call a master agreement. It's a just an overall agreement that doesn't talk about fees. Um it just talks about these are the basic services that you would be expected to provide in the event that the district did need you for certain services. So you would have these five under contract to utilize at your disposal whenever a certain project comes up. Now in conjunction with that master agreement, you would have separate service orders that can be executed on an as needed basis. So, let's say today district has absolutely no projects that you want to work on, but we have these five architects or engineers on standby. Um, if something comes up at one of the buildings and we need to do a restoration or a refurbishment or something of that sort,
we can then discuss with those five to provide us with a proposal to provide those services. And that's how you would lock in the fee. the district would never move forward with one of those architects without coming back to you for approval for those certain service orders. And that's how that would flow. Um, what this does is it just eliminates having one architect doing all of the work because then you're not really allowing for that competitive bidding process. Um, because when you go out for architects and engineers, they can't give you those numbers up front. It's legally prohibited. So this allows you to lock them in um under a contract and then we can negotiate them with the fee on a project by project basis which would then come to you for approval. >> Okay,
other questions? No. Okay, any other questions? >> And if I can just make a recommendation for y'all's motion language. Um, we would just want to also have authority delegated for us to continue to negotiate the agreements because yes, we have drafted them. Um, and we have been working through them with the five. Um, but we have not solidified anything because we we're bringing this to you today. So, um, obviously we know that certain companies are going to have revisions. Um, so we would just won't need the authority for y'all to allow us to negotiate um, and get those initial master agreements executed. >> So, the authorities to you or to the superintendent? >> To the superintendent. Okay. Thank you. >> Any other questions? >> You want to make that motion? >> Sure. >> Um, okay.
Uh so I just will make a motion to approve the execution of agreements with PBK Architects, RVK Architecture and Huckabe Associates Incorporated to provide architecture and engineering services on an as needed as needed basis and delegate authority to the super intended to negate to negotiate with said entities. >> So I make the motion Mrs. Salar seconds. Miss Solivarees. >> Yes. Miss Sarobles. Um, yes, >> Mrs. Faras. >> Yes, >> Mrs. Salazar. >> Yes, >> Mrs. Silva. >> Yes. >> And I just motion carries. Thank you, gentlemen. >> Okay, moving on to our next item, discussing consider approval of the marking of the establishment of Southside ISD. Superintendent. Mr. Board President Miss Karina Orosco continued her research into the official start date of Southside ISD. She gathered testimonials from families who experienced the district's early years
and its establishment. At this time, we have Miss Orosco with a presentation. Welcome, Mr. Rosco. >> Hi, everyone. So, last month we left off with three important years in Southside ISD history. We have 1949, 1950, and 1964. with each year um serving a significant event in our history. We have 1949 uh where the common school district consolidated. We have the addition of Positos Common School District which led to the construction of the high school in 1950. And lastly, the approval to become an ISD in 1964. So, a quick little recap from last month. So throughout the 1850s and well into the 1900s, we saw the creation of the rural school houses scattered throughout the south side of San Antonio. These school houses were the first public institutions to provide education to the children in the
neighboring communities up until the community came together in 1959 49 my bad uh to consolidate those common school districts creating uh southside consolidated common school district number 17. One year later in 1950, we see the community petition to include common school district number 36 and a half. That's going to be Positos. This allowed both both districts to combine their populations, increasing their numbers. From then, the district was known as Southside Rural High School District number 717. As a result of becoming rural high school district, the Southside community had the funds and students necessary to build a high school um successfully building one in 1951. For tax purposes, the board at the time elected to become an ISD. They opened the election up to the community and in 1964 we became Southside ISD. And so right
here we have the excerpts from each year um that sealed I guess the deal of when we when each um decision was made. And so these were available through Bear County. Um we also had them in our archives under um the board minutes from that time. So now the overall question is which year do we choose as our established date that honors the history of the original school houses and the children who attended? The board asked for to testimonials last month uh from members of the community and so I stand here today to share some of those um thoughts. So uh in n well I'm g start with Kathy. So we have Kathy Griffin and her family. Uh she is a student from the graduating class of 1953. she'd be the second cohort and she
and her children believe that 1949 should be the chosen uh established date. We also have the Martinez family who ancestor ancestors played a part in forming the Southside community and education. They also believe that 1949 should be honored. Both families see this date as the first time the community formerly united and believe it's important to recognize the efforts made towards creating a better future for their children. So, we also have um Raquel Garcia and her family and Miss Tammy Hurley and her family who believe that 1964 should be the date that we uh choose to recognize. They believe this year marks when we became an ISD and marks the beginning of the journey as Cardinals. Uh lastly, I did want to do an honorable mention. When I reached out to the Gallardo family, um they
didn't believe any of the three dates honors the district. They want to say that 19451, the year the high school was built, um honors the entire district. So, they see that as the year all of the traditions began through school mascot, colors, yearbooks, and all the extra traditions. So, I just wanted to put that out there that they believe 51 should be honored. So, here we have the thoughts uh of all of the family members that I was able to get um feedback from. So, now we leave the decision up to you guys on what you believe the year should be. >> Great. [clears throat] >> Thank you, Mr. Rosco. Any questions or comments? Yes. >> Sang Robles. >> I don't I don't think that a cardinal is a cardinal. It didn't just start in
0451964 and it didn't really start in 1950. And so if you want to look at Southside School District, whatever the name ISD consolidated um you know rule, it goes back to 1949. and and I think that that um that was the beginning of what we now know as a successful Southside ISD. And so um I think n 1949 [music] is probably the best year to go with. >> Any other questions or comments? >> I don't have a problem with that. I think I think miss is correct. I think we embrace we embrace from the very beginning of the tradition you know consolidated is just a word right so yeah >> okay any questions for missco >> good job thanks for doing the addition >> one more one more question what elementary did Miss Griffin go
to >> Griffin I don't know who she is. Or Miss Smith. >> I believe she went to one of her daughter. >> Well, Buenavis and Thelma are the two oldest uh elementary school districts that have been in the district for 76 years. >> [laughter] >> I just want to say thank you for the additional research. I know we kind of threw it on you last minute at the last meeting. So, thank you for for taking the extra step and for reaching out. Appreciate that. >> Um, at this time, do I have a motion? >> I'll make I'll make Go ahead. >> I'll make the motion. I make a motion to approve the year 1949 as the establishment of Southside ISD as we know it now. >> Thank you. Miss [music] Angovas makes the motion. Do
I have a second? >> I'll second. [laughter] This is >> don't matter. >> One of y'all. It's >> okay. >> Uh, okay. Mrs. Faria seconds. Mrs. Olivarez. >> Yes. >> Miss San Robles. >> Yes. >> Mrs. Faras. >> Yes. >> Mrs. Salazar. >> Yes. >> Mrs. Silva. >> Yes. >> And I just Yes. All right. 1949 it is. Thank you everyone and thanks again for your time. >> Thank you. >> Okay. Uh moving on to our next item. Discuss and consider approval of the Machaka options for the parking lot. Superintendent, >> Mr. Board President, the maintenance department will present the options for the Manaka parking lot. We have Mr. Rosas and Mr. Monreal with the presentation. >> Good evening, gentlemen. Welcome. Good evening board president tonight options and to do that we have Mr. Francis
to present afterwards questions. Good evening ladies and gentlemen. Here on this slide is the current staging area that is used 90% of the year. On this slide is the three different materials to consider. The option one is limestone is good to dry out in all weather conditions and if a parking lot is considered in the future limestone can be reused. Option two is millions is good also drive on in all weather conditions and has a savings of 16,885 coming from the track project but it will have to be removed in case that is considered and asphalt being your third option uh brings a drive on in all weather conditions but will have to be removed each parking lot. These are the the different pricings from three different companies. Company two and three are higher in
price due to being subcontracted while company one is subcontracted. The material one limestone company one coming in at 49,312 company 2 300,000 company 38,820. Time for the millions. Company one 59,100. Company 2 487,500. Company 364,000. And with the track savings, company 142,215, company 2 470,615, company 347,135. And your option three is asphalt. Company 1 142,000 company 2 675,000 company 32600 >> Mr. Silva, you have a question. >> It's a question for Miss Silva. >> That uh for the limestone, it says here half or full lot. Is that 49,000 for just half a lot? >> Yes, that's the half lot. >> Yes, sir. Ju just miss to be clear it is half a lot but this is what's currently used and and for the most part other than uh the start of the school year and
a huge festivity that half parking lot does not get used all of it >> here on this side is the whole parent staging area [clears throat] and uh this would only be used for your first day of school parades large beds at last. Uh the same thing company one, two, and three of the different materials. The limestone coming in at 74,787,000. [music] Company 2 525,000. Company 3 291,45. The venues 83,350. Company 2 826,000. Company 3 86,000 and from the savings company 66,465 company 2 88,115 company 369,15 and for the asphalt is 309,900 company 2 1,250,000 company 398,000 Here on this side is design. The turnkey estimate uh for the full parking lot is 2.5 million and that includes the civil uh civil engineer services the geotechnical survey the permit the designs going for RF and
it gives you 336 additional spaces and 888 on this side here. This is the half parking lot design and the 13 estimate for this one is 1.4 million the work of the civil engineer services the technical survey permits designs going out for RFP and that's 180 180 additional faces with >> any questions for Mr. process. >> I have a question. >> You talk about back to the turnkey. Can you go back to that slide? >> That one will do. That's fine there. Okay. So, you talk about civil engineer service, geotechnical service, permits, design, RFPs. Where is all that coming from? because we had already talked about this couple of years back when we were we were talking about uh looking at this through text dot. What whatever happened with that? >> When we were asked
to do the text dot uh traffic study, it was conducted as part of a request by the board back in that day. >> Okay. >> Uh we didn't move forward with it. We still have it. It's still uh usable. uh as part of the design that has to come into play. So we've already made that expense back in the day. >> So we don't have to spend on that necessarily the traffic study. But to put the to put the design together for the traffic study. This is an engineer's uh schematic. This is not the official design. It's a schematic design. for him to accomplish this design, we needed to do the traffic study. So that's why we don't necessarily have to do another traffic study as so that cost is not built into that price
because it's already been expensed. >> What about the permits? You need new permits. >> We we when you do the next phase of design, we do asbuilt designs. Those then go to uh the city and then that's where you present your plan, your official plan that you want to go with and there's where they tell you, okay, this is the permitting for your design depending on what you submit. >> And the geotechnical study, >> the geotechnical is to determine the soils samples of the earth work that's there. uh because they're going to tell you the depth that you have to dig and to make sure that that parking lot won't sink at some point. There will be variations on asphalt at some point, but that report will come back to tell us exactly how much
to dig based on that report. The geotech >> we were talking about text dot and all of that geotechnical studies never came up. >> No ma'am, not >> why why not? What what is the difference between what we've been talking about a couple of years back and and now? What changed >> in order to determine the traffic flow of the in and out of Menaka? Of course, we go back to when Menaka was built, there was that property in the front was not our property. Had it been our property, it would have been combination of the menaka and that front property to determine a traffic study. then it wasn't. So when we purchased the land now we had to require as the board requested that we do a traffic study which we did. Now we're
not building on it. We're not doing anything on it. But in order to do something there now it becomes a geotechnical report will be secondary now >> just to lay the gravel the limestone and the asphalt and all of that. No ma'am. They will bore down into the earth, take samples out, send them to a lab. The lab will determine how much limestone, bedrock, and all that is in the soil. They will then come back with recommendation to say to the engineer, this is how much you need to dig, whether it's 10 feet, whether it's 15 feet, whether it's so many feet that you have to dig. So that that foundation will stand the test of time as the cars uh drive on there. >> But then that's only to make it a paved parking
lot. Correct. >> Yes, that is correct. >> So the limestone, you don't paint none of that. >> So we need a geotechnical study to to put the limestone. >> No, that's only for paving that gives you the the >> paper. So that's not included in the price that you put up there. Correct. for the just for the limestone. Nothing needs to be done other than my my team would spread it out >> and then the company just comes in and lays it over and nothing else is needed. That is the price that we were given. >> So we would still need a permit to do that >> to spread the limestone. >> No, ma'am. No permitting under option one or I'm sorry, option three. In this case, >> we would not need to go permit
>> because we're not building anything other than just spreading limestone. >> Spreading the limestone. >> So, if we want to do limestone and we want to do half, that's the 49k price. If we want to do four a full, that's the 74,000. >> Yeah. >> And no permits or anything are necessary. >> Okay. Because when you when you go to the next one, it talks about geotechnical studies and and all of that. And so it's kind of like >> I thought I was our land. >> Civil engineer services, geotechnical permits. >> We don't need any of that then. >> No, that's this is included in the price that's being quoted to us of whatever 2.52 million. >> That's for a full parking lot. That's probably what should have been explained. >> Yeah. >> Yes. >>
And that's concrete, correct? >> Correct. >> Yeah. That's Yeah. uh this parking lot that's being presented at that price is uh asphalt, concrete, curbing, things like that. But the actual uh parking would be asphalt at this particular price. If you do concrete, >> I'm thinking another million, right? >> Yeah. Concrete all the way would would be more. >> Thank you. >> Yes, sir. >> Any other questions? So, >> does everybody else want to go first because I have quite a few. >> I don't have questions, but I just have a comment. >> I'll ask question. >> Um, so back to where you have the listing, whether it be for the full or the half. You can go back to the slide. I just had a question about back to the totals right there. [snorts] Okay.
So, you have on there the track melons and the savings there. How does that play into what we're doing with the track? We haven't made a decision. So, I'm just curious, how can we get that information if we haven't even decided what we're going to do? >> So, the the if I may Yes, sir. >> that the likelihood of the track is that there's going to be a dig whether it's two inches, three inches, whatever it may be. >> So, th that's what we're taking into account, two inches. >> Okay. And u also um I'm just gonna just say that I for us on the board um I don't know how you all feel but um I passed by the other what a couple weeks ago there was event at the school and the parking
lot was packed it there I mean there wasn't as many cars on the side of the road but I think it's something we need to consider possibly just doing the whole parking lot cuz I mean we're going to have many more events and our district is just growing. So, there's going to be more families coming. >> Halloween one and from what I understand, they had an accident right there cuz they're they're outside >> and people are trying to come in and all >> but the poor tonight. So, we're not going to use that far not tomorrow. Are you suggesting the $2.3 million? >> No. No. >> You know, 474. >> If we're going to do that, let's let's finish the track. >> Yeah. No, it's just observation. Just what I'm saying that I noticed that
the the traffic there was a lot of cars there. So, >> um just something to think about. >> So, I'll piggyback off of that. So I I picked up my kids um at Loya um you know a couple years ago and you we park in in the field over here and um and even at the high school over here we're parking in the grass and and all and um I always think we never have enough asphalt anywhere around but um I've seen cars here at the high school and even you know in the past at Loya and stuff parking where they get stuck or when they try to move about it's spraying mud behind, you know, the person. Um, I would love to do the whole the whole parking lot eventually. That would be I
don't know if we can do Look, anything's going to be better than what we have right now. I'll say that anything is better than what we have now. But in in the last couple of meetings that we've had on this some of when it comes to the millings and you know even the limestone um we run the risk of liability I think when it comes to cars getting you know if if there's enough rain or anything and they pull out in some of those big trucks or whatever you have the you run the risk of damaging cars behind you if it gets caught. Um, so to me, yes, I would love to do the whole thing because I think eventually we could use it for other things. Um, but I know we do have the
track issue coming up. So, anything is better than what we have right now. Um, but I I do think at least the asphalt to me, at least half of it, uh, you know, would be the my recommendation because that just um, seems like liability, this, that, and the other. Again, I would love to see the whole thing done because I just think we could get some use out of it. But I know that we we have other things going on, but at least half I think asphalt would be the >> the way to go. >> And and when I brought it, I was just making an observation of, you know, the traffic and what I see going by there. I mean, it's we're going to have to make a decision, but just thought I'd bring
that up. >> Yeah. Yeah, [snorts] because it it even I mean we do a good job like here at this the high school when when parents are parking in places like under these trees this that and the other but if you know any type of rain we get which in the next couple days we could get quite a bit if if it works out the way it does. Um even these cars they if they don't get stuck they're making divots in our property and it just looks kind of ugly. it doesn't look as presentable especially when you're driving by but I know out there in Maka they have a real problem so um and we've heard about it from the community but that is just my suggestion the asphalt at least half I would love
to see the whole thing but I know we've got other projects that we need to also take care of so that's just my comment >> thank you mas um Destiny you're earning your money today um from a liability perspective if a truck does spread red limestone to a car behind him. Are we liable for that? >> So the only time the district doesn't have a district employee is driving. So I wouldn't worry about that from a liability perspective. >> So many times >> I know that's the concern. But from a liability standpoint, I wouldn't worry about >> Can you come up for a sec? >> You didn't want to come. >> Why you got to pick on him? >> So, talk to me if if we're going to spend $1.4 million or 2.7. Is that
right? Um >> 2.5 million. What? What? So, I know at some point we're going to have to build a school. So, we got to do a bond hopefully and it passes at some point. So, I'm inclined to say let's say that for a bond, right? >> Um and and I agree we we need to fix the parking lot, but and nobody wants to spend temporary money, but 1.4 million when we have the insurance item coming up, the track item coming up, that's a lot of money. Um, so what's the benefits of waiting for the bond is my question to you >> financially. So if we were actually in the fund balance right now instead of waiting for the bond the tough thing about our fund balance right now is we're no longer new. In other
words, there were times where okay this year we'll be able to do these things to replace it. We don't in the funding formulas anymore. One example is where the state said we're going to help you use some additional funds very very funds used there's no way to have any savings on something like that. So all all the funds that we receive from the state now. So anytime you take from from your front right now, it is becoming more and more and more difficult to place and that's that's in all school districts that you're seeing right now. They're facing these situations because there is no way to catch up right now. >> Okay. And correct me if I'm wrong. I believe you mentioned if we go in limestone and then later on we want to go
asphalt, we can repurpose that limestone. >> Yes, sir. >> So, we wouldn't lose necessarily lose that money, right? We're building on it. >> Yes, sir. Uh we had a sample of that here in front of the CNI building. We had some limestone there for quite some time and then Yes, sir. We then put asphalt over it. All all that it was is it was kind of moved to the side and re uh established and then asphalt went on it. And that's uh that's the way it would work. Okay. >> Any other item uh material you have to excavate and take it out because you can't >> that's double the expense. But on that one we would just build on it. We wouldn't lose the value of that the limestone. >> We would not lose sir.
>> Okay. So with that um I'd like to propose that we >> I have question. Sorry. Go ahead. Sorry. >> I have questions. >> It was a proposal. [laughter] >> Oh may change your mind. So go back to your [clears throat] to your millings and your limestone please and full parking. I mean you can go to the full that's fine right there. So my question to you is on this I didn't find any scope of work on these items. So all I'm what I'm assuming and I know I shouldn't assume but is that you're just going to go in and you're going to drop the limestone or you're going to drop the millings or we're going to do the asphalt. Correct. >> What when we went to the scope of work, we gave the scope
of work to the three vendors, >> but you're not giving it to us. So, I don't know what your limestone, what you're milling or what your track milling or what your asphalt is consisting of for the job itself. >> Okay. The size 750 by 200. That is the size. I got that. >> Okay. And then from there it was 150,000 square feet. >> I got that. >> And then we put into the document. Now if I have to present, yes, I could bring you the scope of work that was given to the three vendors. >> But your scope of work should have been included in this to show us. So I guess what I'm asking is if we propose the the limestone, you going to get a truck of limestone and you're going to go
dump it and you're going to spread it? Are you asking if we're going to do it or the vendor? >> The vendor is going to do it. They visited the site. >> The recommendation when we were having several meetings, >> but you said our guys are going to spread it. [clears throat] >> This is how that works. We're talking about the scope of work for that. The vendor would do the job. All that we would need to do is scrape the the dirt that's there and kind of equalize that. That was not part of that. Francisco's already done that with the half parking lot. That view you see there is because we had to straighten it out and and level it and that's what we can do with our equipment. So that that expense is
not part of we wouldn't spend money on that and we've already done some of this internal. So, >> I guess my ne Okay, so let me piggy back on the next question. Is is this in a flood zone? Because we talked about standing water. >> No, ma'am. We're not going to mess with the culverts that are around. U I don't know if this pointer would work or not. >> Oh, well, it doesn't. >> Show me where they are. >> But as you look down here, >> this is the culvert. So, your flood zones and all that. This is your drainage, right? >> So, all your water kind of drains into this. So it would not necessarily affect the limestone that we would do here. Now if it rains, it rains, but you know, the water
would flow on the coverts. So we're not touching the cover. That's why we only went to a certain footage. Uh it doesn't show real good in the picture, but where the black line is in there, there's like a border. That's how far we would go. >> And what's there right now? What what's is there anything down there? There's just nothing, right? We don't have anything down there like at Manaka right now. What is Okay, do it. >> No, it's just the dirt, the soil, and that's what we kind of There was some grass and as it wore out, we had to level it. And Francisco and his team have the equipment to just level and that's how we've been able to maintain and do as best we can. >> So, you're not So, you're not
building up on on any of these on any of these um products, right? On the limestone, on the millings or anything? They're not building that up with with base 2 to 3 in, 2 to 4 in, 3 to 8 in. >> It would just be 4 in laid on top on top of what's existing right now. As you can see in the picture, it's already showing where everything that we scraped off and it's just pure dirt. We would just lay on top and that's it. Or not as the company will, it would just lay 4 in on top. >> So, >> whatever you choose. And it wouldn't be hot asphalt only because uh you're not digging down into the ground to put the hot asphalt. It'll be cold. So, it'll be just your regular cold
asphalt that you would just lay on top >> four inches. Any any of those that you're going to choose, it would be the four inches that you have to put. >> Right. Thank you for saying that because that that is the truth. Um the other thing is is I know that millings you can lay asphalt on on millings. So, maybe not the track millings, but the road millings, you you you can actually asphalt over that with the base being under that. >> I mean, that might be a >> quick fix. So that that would be a quick fix, but it's also a reasonable fix as far as price. >> So what's what the durability between the millings and the limestone? >> So you can >> the millings you can gravel that are loose. You can
try to comp you can but uh eventually as cars go on it they can become loose as rain so they can lift them up a little >> and the millings >> well the millings that's what that the limestone is the limestone all it becomes is like a gravy like a little stew kind of little thing the the dirt in a sense you look at it ours can get dirty that's all So, is there any questions? Any more questions? >> Um, well, drainage was was an issue, but it it I'm just do what you need to do. I'm done. May I say something? >> Yes sir. >> We put millings down and then asphalt on top of it that is not going to be per code because we have to follow certain codes. So then we
get into more engineering things that that would become it. You know, if we were to go down the line, you have to remove it and then excavate into the bottom and then have more base. You're still going to have to come and put lime base underneath >> per per. Is that what you're saying? >> We're going to have to put uh limestone of some sort kind of base. Uh our track has base. All parking lots have the base underneath it. Uh Mr. Gomez. >> Yeah, I'm just my my cogs are working. So if if if we wait for the bond if we come to that since I've never worked on a bond before, you would have different sections in your bond, right, to pass. >> And so >> we could do one one all in
or one section by section. section by section because if if you're going to include anything athletic, it's not going to go. >> Well, this wouldn't be athletic. >> It's not going to go. >> Yeah. So, so you can do >> So, we either take care of the tracks now and put as much money as we can into that portion of of uh the the parking lot for Manaka and build up funds there to do everything that needs to be done without having to go into the fund to get money or say, "Well, you know, we we just don't, you know, Do you see it? >> I'm not following. >> Okay. So, so right now we're gonna do whatever we can, right? And then we're going to wait for the for the bond and we're going
to go back in and we're going to ask for so much money to do the parking lot for Menaka and then um we're going to have to go in and take everything out again. Well, why not just put everything in in that bond and wait for the bond to pass instead of taking it now, taking money now to fix it temporarily in because we >> I think the the ask from administration had been that there's a I mean even just delaying it from the last month, right? We had a situation where cars were getting stuck. >> Cars were stuck. >> Yeah. >> Right. So that was the urgency. It's cheaper to have transportation go or or maintenance go out and pull them out of the mud than to spend, >> you know, 60,000 on millings.
>> Well, I mean, I >> milling I think is a waste of money because >> when you put the asphalt down, you're going to have to tear that. >> I think the only non-wasteful option here is the limestone. >> Limestone >> is what? uh the limestone because that one you still need to do it whether you come in with a parking lot at the bond time anyway. >> But but we're still not going to spend just 50 $50,000 because like they said they've got to go 4 in deep. >> No, that that would be the cost. That's the all-in cost >> with the 50,000 >> half or 75 for >> for the limestone. >> Yes. >> 493. That's all in for half the parking lot or 747. >> Yeah. >> For four >> for half.
>> And I think some of our parents would appreciate >> I'm sure >> even the house. >> Yeah. >> It's cheaper than folding your car. >> But then again, you know, we have a a track where people come and see it. We can't hold track meets because we don't have track, you know, track meets coming up in April, May, and and we're not going to have it ready for the kids again this year. So, where do we spend, you know, how do we spend our money to to do all of this without going totally? >> How much do we have in our fund balance? >> 27 million. Is that a six months? >> No, for so the the three months that are required it'd be 18 million >> that are required. We have >> So
we have nine 9 million. We can maybe play with it a little bit. >> I think we're very pro >> on this though. I mean either if it's if we're not wait for like the bond to do >> asphalt and stuff. We're going to to me we're going to need to do something before the next school year because I mean parent parents getting stuck. Yeah. Parents getting stuck >> next school year. >> Yeah, sure. >> Parents getting stuck in >> do it over the summer >> at least. I mean them getting if we're coming up on a rainy season though with with you know April, May, you know March, April, May, I don't think people are going to appreciate having their cars stuck every time. And although that seems great for our maintenance guys getting
out there, I don't think that's such a great solution. >> Yeah, >> I think we're going to need something a little bit more sturdy, >> but we keep tableabling it. So, I I think they're going to want us to vote on this at some point. >> Do we want to go into the fund balance and [snorts] take care of it? No. >> You have a comment? >> I'm going to make a recommendation that we close on this one. I There's a couple of other considerations we can talk about on selection of this one and I just want to adise you legally on your contractual obligations and >> thank you for that. So uh okay uh we will move this one into executive session as well. Thank you for that. >> All right, gentlemen. Thank you'all.
Okay, with that, uh, we're going to go ahead and adjourn to a close meeting in accordance with the Texas Open Meetings Act, Texas Government Code 551.071 and 551.074 to consider the following. Item A, pursuant to Texas Government Code section 551.074, discussion regarding board member duties, roles, and responsibilities. Item B, pursuant to Texas Government Code 551.071, 071 consultation with legal counsel regarding legal issues concerning the status of and contract for the athletic tracks resurfacing project. And uh do I need to list the other two items, Destiny? Do I need to list the two new items? Okay. Item C, discussion of Bear with me. Discussion of the award to ver Versus RX to provide pharmacy benefits management services and item D uh discussion uh the approval of the nakup options for the parking lot. At this time
the the time is now 7:33 p.m. and we are in close session. Good to go. Okay. Um, thank you everyone for your patience. The time is now 8:27 p.m. and we are back from a close session. Um, at this time, uh, we are going to be tableabling the the item in regards to VERS, uh, RX to provide pharmacy benefits management services. So, that item will be brought back at a later meeting. Uh, next item is the Manaka parking lot resurfacing item. Give me one second. And for that one, I'm going to go go ahead and move that staff be directed to do an RFP for a half and full limestone replacement uh cost at the Manaka parking lot. So, I will make a motion for that.
