001Okay. Uh we're going to go ahead and start the 5:30 meeting. This will be a public hearing um to discuss or to hear the target and improvement plan strong foundation implementation. Um Dr. Ball. >> Yes. Um tonight we have with us that's going to share this information with us. They've been working on the tip uh plan. So Lisa, we'll turn it over to you. >> Okay. Good evening, Vice President Sevelcin, esteemed board members, and Dr. Ball. So today, we're going to talk about targeted improvement plans for three of our middle schools. These targeted improvement plans are required by TEA because of the campuses being federally identified in 2024 and they applied for a strong foundations implementation grant. So the grant that they applied for is the school improvement PLC grant and this grant provides direct

002funds for technical assistance for professional learning communities to support highfidelity implementation of our open education resource instructional materials and those materials as you'll recall is blue bonnet math at the middle schools. So the assistance that is provided through this grant includes support for them developing and implementing action plans facilitating a minimum of 20 PLC's over the course of the school year. And those PLC's are focused on internalization of those instructional materials and support to a PLC facilitator at each campus through a gradual release of responsibility model and then learning walks with the campus administration leadership on understanding the implementation infidelity and progress with blue bonnet math. So the first campus is McNair Middle School. McNair Middle School was identified for targeted support and intervention in based on the 2024 scores and they have since in

0032025 improved to they had a B which was their highest score since A throughF has come into being and they are were not identified as targeted improvement for 2025 but they have the SPL grant in place so they still have to do a targeted improvement plan. Two areas that they have focused on in addition to the PLC support are two areas of the instructional schools framework 3.1 explicit schoolwide behavioral expectations and cultural routines where they're strengthening their proactive systems of support for students and increasing a sense of belonging for them and reducing their discipline issues through that those cultural routines and behavioral expectations. So they have some consistent support and early inter interventions in place so that students can feel safe, connected and ready to s to succeed. The other area of the uh that

004they have chosen is 4.1 that's the daily use of high quality instructional materials that goes with the implementation of blue bonnet math and also the implementation of the new science curriculum from HMH. So to making sure that there is consistent, aligned and rigorous instruction in those classrooms and that way they can provide those support to the teachers and build their confidence. They are internalizing the instruction and the lesson plans and making sure that everything is aligned to the TEICSS in their planning. The second campus that is part of this is Resnik Middle School. ResiC Middle School was identified as comprehensive support with 2024 scores. Uh one year comprehensive support your comprehensive support for a minimum of two years. So their 2025 scores showed a great improvement and they moved to comprehensive support progress is what

005TA calls that. Um they actually moved that score on their closing the gaps domain by over 40 points in one year which is a great achievement. Not an easy thing to do but they do have an unacceptable count of one year and they have received a D for two years. So, they are making great strides to make sure they do not have a D when we get our 2026 scores in because if they were to have a D for the third time, they would have to write a turnaround plan. They were a D in 2025, it was what's called a forced D. And a force D happens when although your scale score is high enough that you should have received a C or better because of the scores in three out of the four areas

006that they're looking at. If they those scores are below 70 for the scale score, they cannot have a an overall score less than a D. So they are making sure that they do not have that third D. and they have two areas that they've chosen from the instructional uh effective schools framework that they're working on with NIT as 5.2. They're working on building their teacher capacity through observation and feedback cycles. So they have NITs to support them in that work. They also have the middle school class grant that is also giving them additional support in that area. And then they're doing datadriven instruction which is 5.3 and that's through data talks. They have a daily PLC for their core content areas so they can make sure that everyone is planning and learning together through those

007PLC's not just once a week but every day. The third campus is Scobby Middle School and Scobby Middle School like McNair was a targeted support campus in 2024 and they also greatly increased their scores. they were had their highest score to date since we have A3F in place with also a B and they are learning looking to increase that to an A this year. So the work that they are doing is they have chosen 1.1 from the effective schools framework developing campus instructional leaders with clear roles and responsibilities. So they're working on make place making sure they have in place consistent written protocols and processes. They have their campus leaderships meet weekly focusing on student progress informative data observation and feedback cycles. And they we're doing that work with NIT also. And then they also

008picked 5.1 professional development for effective classroom instruction. So they're providing those daily campus PLC's and professional development to include researchbased best practices for delivering that rigorous instruction in any content area while consistently supplementing their content specific best practices for that area. So, those are our three campuses that have targeted improvement plans to be submitted to TEA. And we ask if there's any questions about those. [Music] >> We're going to call the second hearing to order at 5:45. Um, we have the first report. >> Thank you. Good evening, members of the board. Dr. Well, tonight we are presenting the first report which is the uh TEA um TEA report for the financial quality performance of the school district. This report is from the 23 24 uh data that gives gives provided us an A for the 2425 year. All right. So, as we can see, Southwest ISD uh received a superior rating

010for the 22nd year in a row. So, way to go Southwest IST. All right. Very excited. All right. So, again, as I mentioned earlier, this is from the 23 24 data that uh is based on our 2425 rating. So, we received a 92 out of 100 and there are 21 criteria criteria that are used to uh rate the schools. Tonight we will not be reading all of them. We're going to read a couple of them. So, all right. So, I'd like to draw your attention to indicator number six. Indicator number six measures the percentage change to see if the fund balance is declining too quickly and if there is enough operational capital for at least 75 days. And so, as you can see, we passed that indicator. So, we are good with our fund balance.

011All right. So, like to draw your attention to indicator number 13. Um, this one measures the uh percentage of the budget that the Texas school district spent on administration. So, as you can see in this um slide, we received an an eight out of 10. We missed 10 points by 0004. So, we are very close to getting a 10 on that one as well. All right. Any questions on that one? >> What does what does that measure? >> So, this measures the uh number of district administrative costs versus the total cost of the district. So, >> I can't see. Oh, I'm >> It just it this basically shows like some districts where they say where you're topheavy and your administration level. We spend a lot of money administration and not on campuses. This shows that

012we're not. >> Okay. What is the two points that we didn't get? >> Two two What's the 10 points? >> 10 points. We uh >> we missed our getting 10 points by 04. So we barely >> not even a missed it. So by the rat on the ratio the formula ratio >> and what do we get the points for? >> These points are for our first indicator uh the first report. So if you get 90 or above you get an A rating which is what we received. So we are always striving to get as many points as possible. So but I just wanted to bring this one to to our attention because it shows that we are not topheavy. So that's that's the point of that one. So >> all right. So indicator number 16,

013this one here is the uh measures the quality of the data reported to the PES um in our annual financial report and it ensures that the data reported in each case matches up our variance was less than 3% which is very it's very uh impressive. So always like to take the time to to say thank you to the PS department and the business office for making sure that our data that we report to the district and to the state is uh is less than 3% variance. So it's pretty that's pretty impressive. So they receive we received all the points on that one as well. So any questions on that one? No. All right. All right. There's the rest of them. All right. 014these disclosures are based on the uh the period ending August 2024. So first disclosure is Dr. Ball's contract. It is posted on the website. That is how you access it. Next disclosure is the reimbursements received by the superintendent and the board members from the period of ending August 2024. So any questions on those? All right. The next disclosure is um any outside compensation received by the superintendent ending in August 31st, 2024. So there is none reported. And we also have another disclosure. Um any gifts are received by the members of the board or the officers ending in period 2024. None disclosed. And of course um business transactions by school district and board members that would be zero. All right. And that any questions board members? No. Well, that concludes the uh first report. He's been named the Texas High School Coaches Association's region 8 team tennis coach of the year. Please come forward. This distinction reflects both his leadership and remarkable growth of the Titan Tennis program under his guidance. Under his direction, Titan Tennis has become a model of excellence, earning three consecutive by district championships and district champions in two of the last three seasons. His commitment extends beyond competition. He's also been a tremendous leader in the Titan Warrior program where the majority of Titan

019tennis athletes have earned Warrior status and several have been recognized as Titan Warrior of the Week. His influence is clear. He gets results both on the court and off. Congratulations, Coach Gomez, on this well-deserved honor and thank you for your dedication to our students and our school community. Thank you all so much. [Applause] On November 23rd, Southwest Legacy Titan cheer attended the UCA Southwest Regional Competition at the Freeman Coliseum, where over a hundred cheer teams competed in different categories to achieve the coveted bid to the National Cheerleading High School competition in Orlando, Florida in February. On that day, Legacy Titan Cheer made history in being awarded that very bid for the very first time. Since the inception

020of the cheer program in 2017, Legacy Cheer has never been awarded an opportunity to compete at the national level until that day. This was a banner event since this is the team's third year in attempting this achievement. Coach Rosyn Graham has been diligently working with the team to achieve such success, and the team's dedication and commitment to cheer have paid off. Legacy Titan cheer is now part of the top cheer programs in the nation and will be competing for the next level recognition awards and prizes. The students were adjudicated through a rigorous rubric to qualify them for the international thespian festival to be held this summer. These students have also made school history as the first to

This spectacular was held on December 14th and as part of the event, we had an art contest in the elementary, middle, and high school categories. The following individuals were selected as the winners of each category. for elementary fourth grader from Big Country, Katherine Leah Rodriguez, along with her teacher, Sarah Vaia. Southwest Legacy High School had six students audition and they all did an excellent job representing Southwest ISD in the mariachi program at this high competitive level. We are proud to announce that sophomore Jaye Chapa earned first place in the state of Texas Anitara de Gulp and has been selected to perform as a member of the TMEA all-state mariachi. This is a tremendous accomplishment. Making the all-state group is an exceptional honor that reflects outstanding musical ability and dedication. To add to the significance, Jaye is only

027the second student from Legacy High School to achieve this honor and the first female from our district to earn a spot in the TMA allstate mariachi. We are extremely proud of Jaye and all the students who auditioned for their hard work and commitment to excellence. We also recognize Mr. Daniel Kenu, Legacy High School mariachi director, for preparing his students for this outstanding and his outstanding teaching. Congratulations. Items of information. Construction update. >> Yes, sir. We got quite a few construction updates today. We're going to start off with Creel Road. 031>> Yeah. So, we are Marshall General Contractors. We've been doing the renovations for PreW Elementary School. Here's some renderings of what it's going to be. The project's supposed to be finished August 19th of 2026. We are currently in phase five, the purple area. We just completed phase four. We turned it over to the school. Um 11:21 we had our SCI walk. They moved in on December 5th. Um our threee look ahead right here. Um for phase one and two, there was a PR to replace all the doors. We were originally supposed to refinish them. We have uh 11 doors remaining for phase one and two that need hardware and to be replaced. Um, we have the BR panel for underneath the uh transaction window for the admin office being installed over Christmas break. Um, we

032got the punches down fit three items for phase one and two and those will be complete um before students and staff return um January 2nd. For phase three um we were approved for some early work which is the canopies, exterior work um that also includes the gymnasium and cafeteria but that won't take place till next summer. Uh we are going to start this early work uh next week on Monday as soon as the staff and kids are out of there. We have a gas line that runs up onto the gym for a unit for heating. Um we're going to have to cut and cap that and we will be installing temporary canopies and coverings for the kids to get out to the parent pickup areas. Um the demo will start on the northwest canopy, the

033back canopy of the school in the courtyard area. Um the demo concrete canopy footings will all start on the 29th. Um phase four, as I said, was turned over to Southwest. Um phase five currently started. Um we did make safe all of last week. Demo started yesterday. Um they are currently tearing out all the ceilings. Um all the wallpaper and finding uh the spots the drywall needs to be replaced. All the doors and hardware have also been removed. Um the restrooms are going to start on the 24th and the mill work, the walls and the Wayne Scott and the corridors will all start on the 29th as well. And then the floor demo will start on the 31st and we are expecting to turn that back over to uh South ISD on the 22nd so

034they have time to move in before coming back for the fall. Here are some pictures of the corridors. Here's uh phase four classrooms that have already been moved into some new door hardware and the sorry and the new sinks in the classrooms. This is without all the teachers uh moved in to finish photos. [Music] This is the new uh dance studio with all the mirrors. They have yet to put in their uh equipment, but some of the finished bathrooms. And here's phase five um today with all the demo starting. And here's the outdoor uh amphitheater that was turned over in September. Um we currently have hydro seed in that area growing. We're about to take off all the temp irrigation and turn that back over before they get back to uh from Christmas break. >>

Um, we're going to present a Southwest Elementary School renovation project. Uh, just this is just to remind you how the phases are, uh, gone. Uh, phase one, uh, phase two and phase three are complete. uh we skip phase four for logistics and phase five is going to be complete in January 7 which is going to be our walk through and uh the following weekend the teachers are going to be moving in there. These are the pictures of the completed uh work today including the uh library which uh uh I think is not the current one. We have some clouds now that are not showing in this picture. Um this is the activities that are going

036right now on phase five. Uh we have uh uh our ceiling inspection coming um next week. Next week. And after that, we're going to close the ceiling. And um the new uh air conditioning units are going to be installed uh during these couple weeks when you are on vacation uh for all the faces. So when the teachers return, they're going to have a brand new equipment. Um we have uh refinish all the closet shelving and completed all the electrical and plumbing in phase uh five. Um these are some of the pictures when the uh work was uh ongoing but right now is much much complete than this one. Again, this is um on the right you can see the toilets that are being complete as well, the tile and uh the paint on the classrooms,

037the um accent walls are painted and that's uh basically it. We are on time a little bit ahead. So in knock on wood we are ahead and we are um on budget. >> Great questions anyone? >> Thank you. Um, like to give you an update on Elm Creek renovations. Um, as you can see, the bright green is phase three, which was just completed. We did the punch walk on Monday. I believe received um substantial or certificate of occupancy last week. So, uh, George did really well in this phase. Um, I believe demo for phase four will start in late

038December over Christmas break. correct? Soon as the kids are gone. So that'll just be a handful of classes on that this corner right over here. So uh for today, we'll primarily show what we saw on Monday. A really good representation of what was done. This is the library. Um on the right side, you can see that all of the mill work, flooring, um the act, the ceiling clouds, and all the light fixtures and HVAC are completed as well. This is a little a study area for the children. Uh books, nothing has been moved in yet, but all of the work is completed. This is showing our maker space, which is also located within the library. Really nice space that's been done. We've got the LVT flooring. All of the accessories have been installed. Mill work.

039And this mill work had a little bit of plumbing as well. So, all of that work is done. Uh this is a good shot of a typical classroom. So we had a handful of classrooms where you see uh mill work, accessories, flooring, ceiling, everything's been completed. And here's a good representation of uh the bathrooms. So we had a couple of bathrooms. See the tile work is done. Uh plumbing fixtures, accessories, and on the right is the sped, shower, and toilet room. 040follow the mariachis that's very difficult to follow. The architects obviously presented a lot of nice work for you all. Hopefully we'll do the same tonight. Uh it is a quick report for us uh based on the work that's going on. See if I can have the reports there. Uh based on the last pay application that was submitted as pay application number seven through the end of uh November and we're at about 32%. I think Joris has has picked up the pace a little bit here recently and we're starting starting to show a lot of progress on the exterior. Uh if you've been driven out there lately, you're seeing a lot of the the yellow sheeting on the exterior. Um maybe the photos will help a little bit. So on the top two, you see some

041of the sheeting on the exterior. A lot of the metal framing is going on the exterior. Uh they're starting to prepare for the the masonry that's already arrived on site. Uh hopefully here in the next month or so, they'll start putting up uh masonry to start basically skinning the building. Uh we had a pre-installation meeting for the roof this past week. They've been setting up curbs uh to receive units here uh in the near future. So hopefully we'll be dried in uh after the break or a little bit uh mid mid January. Uh a lot of the work in the crawl space is now complete. Uh basically we have a nice crawl space. Light fixtures are burning. Uh utilities that are trying into tying into our building are now being connected. Uh on the inside

042they're doing a lot of the the metal stud walls, a lot of the plumbing roughings, a lot of the electrical roughins that are going to start to build the the systems that are inside before they start closing up the walls. Uh but overall, Joyce has picked up the base very nicely and uh and we're getting excited to start seeing brick out there. So, uh we're here to talk about Juan Alvarado Elementary School. Uh the first uh slide just as a refresher, uh area A, B, C, and D. Uh construction started in area D and has been working its way around.

044So, when we talk about D, C, B, and A, as as the phasing goes, that's the order of construction. Um, first floor. Um, you guys are all familiar with the layout by now. Next. Second floor. Next. Okay. So, progress of work. This photo was from last month just to give you a point of reference. Next. This is the u more recent photo about a week ago. As you can see, uh the exterior of the building uh is more complete. Uh area A is the area that still uh has uh framing and sheathing going up and uh the uh area D is obviously more difficult. So this is looking at the front of the building and you can see the same progress and that's looking at area A. So you can see most of the sheathing

045is complete on the uh north face of the building. And then looking here, you can see on the back side of the classroom story, it's framed out, but we're still working on sheathing. So, this is the interior of the gymnasium. As you can see, a lot more complete. Uh drywall is uh starting to take place, and we can see that we're having tape and float and block fill on the seam. This is the interior of the cafeteria. You can see the stage area back here. Uh last month when we showed it to you, it was a bunch of rebar. So, uh certainly good progress. And this is looking in area C and working our way towards area B. And then next, and this is looking at the twotory portion. This is kind of looking from

046the twotory uh deck out into these uh the library area. You can kind of get a sense of the twotory volume. So, kind of summarize uh progress is now about 58%. And uh work in progress as you could see in the photos, we're starting to get masonry on the exterior of area D and metal panels and also rigid insulation is uh starting to be installed in area C. uh cold form metal framing and sheathing in area A like we talked about uh waterproofing the gray colored material that you see uh in areas B and A roof blocking is completed and in the interior we're seeing drywall tape and float in areas D and C and uh overhead MEP work install in areas B and C metal stud framing and drywall area B and inall MEP

047rough in through areas A and B. So from schedule standpoint, we're tracking still to complete uh the end of May next. As you know, this was a really big legislative year and so with that, a lot of laws were passed. Um this year TASBY has done an update for us. It's called updates 126. It holds 178 policy updates. Among them, I'm here to represent the 28 local policies that will be changed, not the legal policies as legal policies are changed by the state. The changes were sent to all board members because there was a lot to read. So you received the comparison of what it was and what it is um so that you could read that prior to this. The changes um described when board meetings could be held at what

049time it can be held. It also talked about uh that comment public comments would be held in open session at the beginning of a board meeting. It requires compliance with Senate Bill 12 that prohibits assigning diversity, equity, and inclusion duties to staff members. This also required background checks for contracted services from vendors. It requires displays on specific buildings. There was compliance with House Bill 150 for cyber security training. There was a new recommendation for AI training for both uh students and teachers to be able to integrate that into their instruction. There was compliance for buildings in regards to restrooms. There was items for moving forward with timelines uh for grievances. There was a threshold move from 50,000 to 100,000 for purchasing. There was new language for conflict of interest. The clarification for paid leave for

050FMLA specifically for teachers. There was a new rule for instructional plans for instructional materials. Timeline for reporting and mandatory reporting which was changed by the law. Recommendation for how many parent conferences should be acknowledged if a child is struggling. Acknowledging parents rights that's also for health services and also for counseling services within the school. There was changes to attendance and what makes up chronic absenteeism. Also um the need for wellness plans. There were changes to the law for student and sa staff safety as far as far as threats and how we do a grievance process within the district. There was also change to disciplinary standards that we already had in our DOI such as vaping. And lastly, um there was change to guidelines for any type of complaint that dealt with an administrator on campus.

051In a nutshell, that's our first read and then we'll be bringing that back to you for approval next month. And we have that before us so we can enjoy some reading. Okay. Uh let's go on to item eight. Consider approval of change order number one for the Juan Alvarado Elementary Project. >> Yes, sir. We're not going to change some days uh for the project uh back when in design uh as we did getting CMR on board. Uh we realized that we had some potential savings in the roofing system that was uh first produced to the district. When we brought Doris home, we got together uh and came up with a different plan. Save the district about $500,000. Doing that, it caused change in design, caused some timeline issues. Uh project's still on time to give

052turnover to us in May. We're adding about 63 days to the project. And so tonight, the change order is just about days, not nothing about money. So, we're asking the board to approve the change order to add these additional days, making the the sub substantial completion date as of May 29, 2026, which we still feel will give us plenty of time to open the building, get everybody in this in June and July.
