All right, it is 8:00. We'll go ahead and get started. >> Mr. Chapo will do the pledge of allegiance and Kim will do the mission statement. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Honor the Texas flag. I pledge allegiance to thee. Texas, one state under God, one and indivisible. >> TM board mission statement. Through high expectations and equitable opportunity, TMISD will focus on the whole child by providing a safe environment and high quality curriculum with diverse and enriching experiences. >> Okay. All right. So, we're going to start with the public hearing. Uh, Texas academic performance report 2024 2025. >> Mr. President, members of the board, we have Dr. Sham, our
chief academic officer, presenting the required annual report. >> Okay. I want to have my assistant. She's going to be the Okay. So, this is a required public hearing that we have to have every year. And basically what this is, it's a essentially it's our district report card for the 2425 school year. So um once we get the u presentation going, I'm going to go over the um the pieces of it that's required. Okay. So for those of you that are not familiar with the taper, again, essentially it's our report card. A lot of the information that's in this taper report has already been presented to our school board. It's about our student assessment and it also includes PI's data as well. Um, in addition to holding a public hearing, we also have to make it
accessible um on our website. So, you can um access this on our district website or you can actually go to the TEA website where they have it in multiple formats. Tonight, the components of the district report that we want to focus on is um our district accreditation status. Um we're going to talk about a little bit of the taper uh performance PS financial standard report campus performance objectives a report on violent or criminal incidents that have occurred in the year 2425 actually let me take that back that lags a year so it's actually going to be 23 24 and then also um student performance in post-secary institution for high school and then of course uh we always have to include the 2425 taper glossery. So the first thing we want to start off is with
our district accreditation status. Currently for the 2425 year, our accountab account accountability rating is a B. Uh for 202025, special education determination status is considered needs assistant at this time. Um for the 2025 school year, we did not receive any distinction designations. Moving on to the Texas academic performance report, specifically focusing on student data. What you're looking at here is the STAR EOCC uh performance um STAR and the EOCC performance. And what you're looking here is all subjects and grades um combined. And so when you're looking at TMISD, the reason I have those arrows po pointing up, we are doing better than the state and the region, but we are also doing better than we did the year before. Uh for the meats at the grade level, were pretty much the same. And then for
masters, uh again, we're slightly below um the state and the region, but again, that arrow pointing upward is saying that we are doing better than we did the year before. So, we're making gains. The next two slides that you're going to look at, I really want you to focus on that because that's kind of like a before and after snapshot. So, the one that you're looking at here is um data from 23 24. And what we like about this um particular table is that we're tracking our students from year to year. So, you're looking at the same students as they move through the grade levels. So this is data for 2324 and this is the year that Mr. Van Matri uh we started implementing HQIM which is high quality instructional materials. Uh we started using
math and reading really focusing on those two core subject areas. And so u there's a story behind this our madness with our superintendent you know trying to pinpoint and identify you know um how our students are progressing. I love it because he did it for like all the school districts in the region. And so, uh, if we move on to the next slide, you see nothing but a sea of green. So, that right here, we're not just looking at just third graders every year. We're actually tracking our students as they progress through the through the years. And so, what this data is saying is that we have momentum. our students are performing. They're they're the the meats and masters are increasing. Um and as they go from elementary to the middle school, they're getting stronger
like from 24 to 25, you see meats at 69, masters at 33. And one of the um Texas goals by 2030 is that you wanted to have 90% of your students at purchase, 60% of your students at meets and 30% of your students at masters. So 8th grade as they progress through the years, they're hitting that target. So they're really they're doing really well. Okay. Attendance, graduation, and dropout rates, we're doing excellent there. Again, the arrows signify that attendance rate is um slightly below the state, but again, compared to the previous year, we're moving in the right direction. Dropout rate is the same, but we're still below the state in the region. And then if you look at the class of 2024 um longitudinal grad rate, we are well above the state in the region
and we're also doing better than we did the year before. college, career, and military readiness. This is an area that we are working on, but keep in mind this data is two years behind. So, we're looking at 23 24. And so, I can promise you next year you're going to see a huge increase in this area. So um college ready uh again if those arrows are signifying that we did better than the last year career military readiness slightly below and then college career or military ready a little bit slightly below but that's one area that we know uh we're definitely going to see improvement because of the amount of students that we have um going to Delmare College or um Coastal Ben College Tamuk. So, and then all of our CTE programs. So, next year,
I can promise you're going to see an increase in these areas. Okay. Um, this is PIM's actual financial standards report. This is something that Mr. Phillip has um presented to the board. Our first rating um grade was a C. So, we met the standards. Okay. And then our campus performance objectives. Every campus is responsible for a campus improvement plan. We also have one here at the district. It's also the district improvement plan. At the beginning, we review our objectives and our strategies for the year. Middle of the year, we also revisit our CIP and district improvement plan to see if we need to make any adjustments on our strategies. We actually did the district a few weeks ago with our um DEIC committee and so we did like a roundt and they had the opportunity
to look and review those objectives and so there were some things that we definitely need to uh make some improvement but that was the whole point of having that collaboration. Okay. And then this is our report on violent or criminal incidents. Uh, and this right here, what you're looking at is a report for all of TMISD. So, in school suspension 9% um suspension was at 2.2% and then the JJ placement the reason you have a negative 999 uh insignificant small amount to um capture that data and then the out of school suspension 4%. So again, you're looking at the total enrollment for the school district and then student performance in post-secary institution. So one of the things that we do with um once our students graduate, we track them. And so what you're looking at
is a chart of the number of students that are attending Delmare College, the number of students that are attending Texas A&M University. So we have out of I think it was like 26 or 276 high school graduate 140 were able to be tracked. The other ones it could be because they're attending a private school. It could be because they are in enrolled in military or perhaps you know at this time they have not made a decision as to what they're doing. But out of the 276 um students we were able to track 140. Okay. And that, my friend, is the end of our taper report. Do y'all have any questions? Any questions? Good work. >> All right. Next item we have here is public comments. Open forum. Public comments at regular board meetings will be
conducted in accordance with board policy BED. At meetings other than regular board meetings, public comments are limited to items on the posted meeting notice and agenda. At regular meetings, public comments are allowed on any topic regardless of whether the topic is an item on the agenda posted with the notice of the meeting. Comments shall be heard at the beginning of the board meeting. Comments are limited to three minutes per speaker, except that non-English speakers requiring a translator are limited to six minutes. The presiding board officer may modify or wave these time limits as appropriate. Public comment shall not be used for personal attacks by the speaker against district employees or students. Speakers who engage in personal attacks or use insulting, profane, threatening, or abusive language during any board meeting shall be ruled out of order
by the presiding board officer and may be escorted from the board meeting room. Any concerns or complaints regarding individual district employees, students, or parents must be resolved via the appropriate complaint process as stated in board policy beed local. Pursuant to section 551.042 042 of the Texas Government Code. No board member or administrator may respond to the member of the public regarding an item that is not on the agenda unless such response is recitation two of district's policy or statement of specific factual information. Okay. So, we got one public speaker here, Mr. Eddie Edward Wells. >> Stand here or there. >> You can stand wherever you want, sir. Some people like to come up here wherever. >> Uh good evening everyone. Uh my name is Edward Wells. I serve on the Cal Allen uh ISD board
of trustees. I know it's kind of weird uh being here. Kind of weird saying Cal Allen in this room. I guess I've never been in this building. My my wife uh graduated from TM. Um so I I don't I don't offer that information very much, but actually her whole family pretty much did. So I got to be careful what I say around them. But no, uh I just wanted to come tonight. Uh first of it's just a it's a pleasure to to be your neighbor. Um you know uh I know my 3 minutes already started. I can't even find my notes. But um it's a pleasure to be your neighbor and and just to see a lot of the the great things that uh I don't even know if I saved it. But anyway, I
can just go on the fly, but just to see the great things y'all are doing. Um, a lot of things that that uh I wish we could do or had the capacity to do on our board and district, but uh the CTE building is one thing that sticks out to me all the time that I'm a big CTE guy. Uh I didn't get a college education and uh went into law enforcement, but I my family has a lot of welders and oil field workers and stuff. So the CTE stuff you're doing, I bring it up all the time to our our leadership and I'm like we're behind. We're behind. We're behind. But uh anyway, uh just congratulations on a lot of that stuff, the bonds and things y'all are doing. Um it's just it's great
to to see all that. Um man, I wish I could find my note, but um so that was the first thing. The second thing was uh you know, obviously I'm here speaking on my own behalf. You know, I can't speak for the entire board. Um so it's just my personal opinion, but um I've coached a lot of little league teams and had TM kids. I've I've taught Sunday school. Uh my kids are involved in the stop show. So our our kids and both of our districts are intertwined uh a lot and I think that uh you know a lot of the things that that we do are are together even if it's not intentional you know are together. Um and the main reason I'm here um is to uh ask you to vote in favor
of the Senate Bill 11 which is the uh item number eight on the agenda. Um, last Monday we had our our meeting uh regarding that and we we uh voted in favor uh to to implement it. I know there's a lot of logistical uncertainties and a lot of policy things and a lot of things that the state hasn't pushed out yet to help districts pull that off. I know this is kind of the first step, but if you don't take that first step, you really can't take any other steps. So just just being a neighbor and knowing how much the kids are involved with each other and and like I mentioned earlier intertwined, I would encourage you to pass it at least as the first step. And obviously as the state rolls out more guidance
and things like that, you know, it's going to kind of fluctuate, but uh you know, I really am in favor of it and I really think that um you know, our our schools need it. Uh, one thing that that Attorney General Kim back Ken Paxton said, and I'll quote him. He says, "In Texas classrooms, we want the word of God opened. The Ten Commandments displayed and prayers lifted up. Uh, twisted radical liberals want to erase truth, dismantle the solid foundation that America's success and strength were built upon, and erode the moral fabric of our society. Our nation was founded on the rock of biblical truth. and I will not stand by with attempts to push our country into the the sinking sand. Um, you know, the Ten Commandments obviously are in line with that. They're
already posted in every classroom or or should be. Um, so that that's really the main thing uh that I wanted to talk about and just encourage y'all to to step out in faith. It was a it was a dog fight. uh we barely had a quorum and uh it was you know it it's it's uh you know every board is different but we ended up passing it and just as you know I wanted to come tonight just to encourage you to you know as neighbors and how much our kids like I said are are involved with each other that it would be a good thing to run alongside each other among other things. I know there's a lot of other things down the road that we can uh do together uh and things as well,
but appreciate y'all's time tonight and and that's pretty much what I what I came to to share. But thank you. >> Thank you, sir. Thank you. >> All right. So, we still doing recognitions? >> No. Okay. So, we're passing recognitions. Our first uh our first item here is we're going to go into close session. So, the board will convene in close meeting as authorized by the Texas Open Meetings Act to discuss items allowed by the Texas Government Code Chapter 551.071. I read this part of it, right? >> Yes. Okay. Consultation with legal counsel regarding settlement agreement and release in the matter of Jennifer Winland versus Tosia Midway ISD civil action number 225CV04 the United States District Court Southern District of Texas Corpus Christi Division. All right. So it is 8:16. We're going to close session.
All right, it's 8:34. We're back from close session. >> Mr. President, members of the board, >> it's the recommendation um of the administration to approve the settlement agreement and release in the matter of Jennifer Wland versus Tlosa Midway Independent School District, civil action number 225- CV-04 in the United States District Court, Southern District of Texas, Corpus Christi Division. Do we have to do the motion and all that? Right. It's not listed here, but >> yeah. Okay. So, do we have a motion? >> I'll make the motion that we approve the settlement agreement and release in the matter of Jennifer Windland versus Tossa Midway ISD, civil action number two25-C4 in the United States District Court, Southern District of Texas, Corpus Christi Division. I'll >> second that. >> All right. Mr. Choa seconds. Pari Aaga votes yes.
Theo Gonzalez vote yes. Rick Choa >> yes. >> Brian Boon absent. Kimbo Boon >> yes. >> Amen. >> Yes. >> All right. Carries 5. Thank you everyone. All right. Next item here we have our action item is discuss and consider approval of financial audit fiscal year ending 2025. >> Mr. Carol. Good evening everyone. Uh this is uh asking to approve our fiscal year 25 audit that ended last August. I have Mr. Frank Lever here from our uh our auditors, Green Growth CPAs. Uh and Catherine's office. That's right. She said in the lunchroom get these so >> Oh yes. >> Oh yeah. >> You remember that we had we had to boom in >> I forgot >> so we can Mr. Frank Lo from our auditor and I I'll have him go over uh the highlights
of the audit and then if you have any questions for me or for the auditors >> good evening and members of the board I'm just going to uh do some highlights walk you through some things we brief you have some questions, we'll follow up with those. But if you got a copy of the audit report, I'm going to have you turn over to page five of the audience report overall report for the for the audit. uh in the opinion section second paragraph down I'll read that this is a good opinion for you in our opinion the accompanying financial statements referred to above present fairly in all material respects the respective financial position of governmental activities the business type activities each major fund and the aggregate remaining fund information of Toso Midway Independent School District as
of August 31 2025 and the respective changes in financial position for applicable cash flows thereof for the year then ended in accordance with accounting principles generally accepted in the United States of America. So that's a good overall report for you. Um if you'll turn over several pages to page nine. I'm just going to point this section out to you. This is the name and discussion and analysis section. um your u administrative office goes through and takes information out of the audit report. Also just gives various information on highlights uh for the district. So this is a good a good section to read in conjunction with looking at the financial statements themselves. For instance, um begin on page 14 and 15 of this section of the MDNA we call MDNA, it gives information uh to the
current activities of the district uh your current assets, liabilities and so forth like on page 14 and it does a comparison to prior year collection. Uh, also the next page over on page 15 is a changes in net position is like an income statement to the district overall. And it again it brings together all your funds uh and shows the current year information with uh and comparison with the prior year and then some variances to look at. U so this is a good section to look at. Um and I'll have you turn on over and to the first financial statement itself. The first financial statement begins on page 21. This is called a statement of net position. The uh district maintains many different funds, but this page is kind of a snapshot of all those
funds pulled together. And this is like a balance sheet statement in that position is like a a balance sheet. It presents uh for all your funds the uh your cash, your assets, your liabilities, long-term debt, your investment and your capital assets. And then lastly down below your net position, this is the equity of the district. Uh that means your assets exceed your liabilities. So that your equity at year end net position is 22,486 640. The largest portion of that is above net investment in capital assets of 31,524965 invested in capital assets net net debt and depreciation. Next page over on page 22 again this is presenting information on all your funds pulled together. Uh this is an in like an income statement for the district and it breaks out over on your left it shows
all the different functional areas that the district participates in has set up and in column one you'll see these are the expenses which includes appreciation taken on buildings. Uh those are expenses in those functional areas. So those expenses are somewhat offset program revenues which is called three and four. you have a little bit of revenue coming in that help offset those costs in those functional areas, but they're not adequate enough to cover. As you look at column six, and that's the net of those first three columns, most all those numbers are negative numbers. That means you have to have other sources of income to cover these areas, these costs. So, if you drop down below, you drop into the general revenues, and those are the revenues that come in through your property taxes and your
state uh monies that come in uh that do cover those costs. So, that you ended up in looking at column six down toward the bottom, you had a change in net position, an increase of 2,47188. So, you increased your net position by little over $2 million. So, that's a good trend. And you want to keep that trend going as you can. You may not have a positive number there every year, but the trend we like to have that going up each year for you. So you ended up with overall net position of 22 million46. Then on the next page 24, I'm going to concentrate on the general fund. This is your operating. Uh this is a balance sheet uh for your governmental funds. Uh the general fund shows your assets, liabilities, uh and look down
below the fund balances. You ended up with an overall fund balance of 9,798 593. The general fund um went over to the next page. I'll still page 27. If you look at page 27, this continues the income side for these funds. And again looking at the general fund you got revenues of 40 million 831 expenditures of 41 million over 27 57 you had a little bit of proceeds on loans so that overall concentrate on this you ended up drawing down on your fund balance $24,12. So it's almost a break even. Your revenues and expenses almost break even. So you're down on your fund balance by the 24 million. So you ended up with a fun balance of 9,798 593. >> It wasn't long ago that parentheses was over 3 million. >> Yeah. Make good progress
that back. >> And I'm going to have you turn over to U. page uh beginning on page 35. These are the notes to the financial statements. Uh it's important to read the notes in conjunction with looking at the financial statements. The notes give you some additional information about the entity and also it gives you more detailed information about some of the numbers that are in the uh report itself. For instance, if you look over on page 4142, um it breaks out in more detail your cash investments in your and these different pools, cash equivalent pools, uh that the district has. And also on the next footage continuing on 43 going on 44, uh it shows we talked about capital assets earlier. It shows more detail about your capital assets, the breakout of your capital assets.
And then then uh over on the next page, page 44, uh there's detail on your on your debt, your bond bonds that have been issued. It shows it the original issued amounts, any amounts issued, and then the remaining uh amounts that are left to be to be paid on the word page 45 all that debt section. So, it's got a lot of very good detailed information on the financials. And then I'll have you turn over the last pages of the notes on page 57 and 58. A good note. It's kind of a summary note. It breaks out your fund balances for your various funds. So, you look to see what your fund balances are and the different funds in the district. Then look at page 60. This is a budgetary schedule for the general fund
you're offering the moon. Page 60. It shows the budgeted amounts. It shows the original budget amount, the final amended budget amount, and then over to column three, the actual revenues and expenditures of the district. And then gives a variance of the what was budgeted and to the actual I think I'll have you flip all the way over to page 78. This is a good overview to look at um called the schedule finding question cost but it kind of gives you an overview of the audit results. It shows the type of the dish that's unmodified. That's a good report. It's unmodified in any matter. uh no uh identification for any material weaknesses down below in the middle or uh federal federal awards. Since you expended more than $750,000 in federal funds, you're required to have what's
called a single audit. That means we go in this year and select certain federal funds for testing for single audit purposes. This past year, we selected the child nutrition cluster and we're looking at compliance with child nutrition uh and also internal controls related to that program. And again, there's there's uh everything was favorable there. And then lastly, since we're talking about federal funds, uh have you look over page 82 and 83, this is the schedule page 8 on page 82, schedule expenditures of federal awards. This page shows the various federal programs the district participated in spending in each one of those programs. She's got uh water page 82 4 million 587 936 and federal funds this past year. Be glad to try to answer any questions you might have. questions. I think we're good. Thank
you, sir. >> Thank you, >> Mr. Carol. Mr. SDaniel, good job. Good job, >> Mr. President. Members of the board, it is the administration's recommendation that the board of trustees approve the presented to Losa Midway ISD annual financial report for the year ended August 31st, 2025. All right, have a motion. I'll make a motion to approve the financial audit this year ending uh 8:31 2025. >> Okay. Second, Mr. Chap. All right. Paulo votes yes. Leo Gonzalez, >> yes. >> Rick Choa, >> yes. >> Brian Boon, absent. Kim Boon, >> yes. >> Marty Himenez, >> yes. >> All right. Carries five. Thank you. Great job. >> Thank you, sir. >> Thank you. >> All right. Next action item here we got is discuss and consider renewal of district property liability, auto, and windtorm. >> Mr. Carol,
uh, tonight I have uh, Mr. Tom Carlile from Carlile Insurance. Uh he's here to answer any questions. Uh we have you have a copy of the proposal uh for the property insurance rates and plus all the other policies that we have covered automobiles also educator liability other other policies that we have including cyber insurance because we do have cyber insurance to protect us from cyber attacks. And uh they gave us a proposal and we were recommending you go with option one uh and it kind of compares the first column has what the previous year was so you can see the difference uh in the premium prices. But I'm going to turn it over to Mr. Carlilele uh to just kind of go over uh briefly and then if you have any questions uh about the
type of coverage and and and what what this entails uh I would direct them to him because he's the expert. Uh if you have any questions about that, I'll just stand right here. I'm Tom Carile. I've been doing this for 51 years and I feel it a privilege to come to these schoolboard meetings. My son Chase normally does them, but his wife had surgery at MD Anderson this morning for a tumor, but it's non-malignant. >> So, so I've been texting him back and forth. >> Um, you know, the past has been very brutal on property insurance because we insure everybody from the port to CSD to Oasis County. We ensure more property along the coast than most agents and it has been a brutal market and it's not been fun for us and I know
it's been horrible on y'all's budgets. I don't know how school district could pay it myself. So the good news is what goes up must come down. And so the profitability of the insurance companies and this if you've been in this business long enough, it does this and it does this and it does this because once they see they're making a good return on the investment, they just start competing against each other and and that's it's good for the public and it's it's the proper way America should be competing. So, y'all's insurance went down about 30%. $653,000 if you kept it with your current coverages. But we always talk about premium, but the other thing that's happening is because the market is getting softer. It allows us to go in and ask for better coverages. And
so, not only did it go down, there's some real positive things that have been in your coverage. And I'm just going to go over there's about six of them. Do you mind? One of the things is y'all have a schedule of all your buildings and properties. One of the things you do is you buy a loss limit because it's very expensive to ensure 250 something million dollars. Your loss limits 50,000, but it's always going to be subject to a max of the value that they're scheduled for. Okay. One of the things that was added this year is 115% margin clause. So if you had a building insured for a million dollars and it was totaled or it took more, you could claim 1,150,000. So you get an extra 15%. I'm not going to say for
nothing, but the other thing is you go to building ordinance and law and that's that can be a very expensive uh loss depending on what happens to the building because in Corpus Christie if you have 50% of the building destroyed, the city does not allow you to rebuild. So you'd have to rebuild total codes and it's it's expensive today what happens. So that coverage also got increased. You have 10% per building with a maximum of 5 million per occurrence. You had a maximum of a million dollars last year. So that got increased a lot. I think this is a big deal. Uh flood you had five million blanket. We're buying 10 million now. I'm not sure what y'all's flood situation is in this thing, but flooding seems to happen a lot more often than it
used to. Bless you. >> Earth movement, you had 5 million. There's 10 million. I wouldn't say earth movements. We're not having earthquakes or anything. So, that was a pretty easy one to get, I think. >> And then the last thing is on name, storm, wind, and hail, you had 3% deductible per building of the value. Oops. with a minimum of 250,000. This year it's again it's 3% per building. Excuse me. Your minimum was 800,000 last year. >> This year it's 350. That's a very positive because of deductible amounts. Um I don't know if I've ever noticed that on all other perils if it was a fire or something you just have 1%. Uh I think those were the main changes. Um you know the marketplace is just gotten a lot better for property and so
uh we take y'all's account and others very seriously. You know my grandfather started this in 1925. My father took it over and now I'm in it and I'm retiring. We're actually part of a large brokerage firm called Acquiser. Y'all may see that name on us. And so the one thing we were taught he was mayor of Allies for 20 years. it's where I'm from is uh to have integrity and honesty. And I can tell you that our family is still doing it that way. And I'm very lucky that I have a son who I'm very proud of that handles y'all's accounts. So, we very much appreciate your business very much. So, does anybody have any questions? >> We've got new buildings that need good insurance on them. I mean, you have replacement costs on your
building. So, anything else? Hopefully, if there's not a hurricane, the rates will probably go down again next year. And then maybe at that point, y'all can think about buying a more a loss a little higher. But, so, let me say this to the board because last year at this time, I made a commitment to go out for an RFQ. That didn't happen. Uh that was a mistake on my part. I take full responsibility for that. When I met with Mr. Carol several months ago, um it was communicated that it was a very soft market uh with possible uh premium reduction of 30%. I was so excited quite frankly I I forgot to do that. So that that is on me. You know, one of the things, if I could have two or three minutes, when
y'all request quotes, which is prudent business, it is. The problem with property where we're located is it's catastrophe. And so when you put it out there, the current agent, which we do, we go to a lot of markets. I mean, and a lot of times y'alls may not have bad, but like I'm not, we insure CCT. It's the largest schedule on G Coast. There's 16 companies on that. And so when you went out to a bid and this guy get this one and this one, you may not be able to put the pie together. It's a different type. And so a lot of people do request for qualifications on schools because there's probably going to be just 10 to 12 major players that like windstorm on these buildings. It doesn't mean you still can't do
it. Uh a lot of times if you've ever done it before, if your agent's doing a good job, they'll come back and say, "We have no quotes." They've been quoting through all of them. And so that happens. I'm not saying that that you shouldn't uh but that that's what happens when a large schedule like this and other ones you know the court chooses it by qualifications. So u but I can tell you this that we very much treasure y'all's relationship. My son does. Y'all are wonderful people to work with. >> We're the lucky ones. >> Thank you, sir. >> That it was it. Thank you. No, I want y'all to know I thought the meeting was at 6:30. I've been here that long ago. >> Sorry. >> My son forgot to tell me. >> Our
apologies. >> No, it's his apologies. >> Anything else? >> Thank you, sir. >> Thank you very much. >> Thank you. Have a good night. >> Good night. >> Okay, Mr. >> I do have a question. >> Yes, sir. How much do we your mark on the budget? >> Well, it's difficult to gauge. I think I I uh you have to remember since this this uh renews right in the middle of the year, of course, they always have it renew on March 1st because they know we have our tax money. Everybody paid their taxes in January. So, they know we've got the cash to pay in March. So, 6 months we prorrate it. So, 6 months of the higher premium is expensed in one year and then in this case uh this this will help uh
for six months of this fiscal year, >> right? Uh, but I budget I budget I I normally keep the insurance as I pretend that we that we still had the high rate. I budget it at the higher rate. So, I'm going to have a little bit of cushion and I need all the cushion I can get in the budget >> because we have a balanced budget uh generally, but it's a it's on a >> it's on a seessaw and it's it's fluid. >> It's fluid and it's it's very delicate. But we're but we're we're we're maintaining everything we did last year to to to keep everything uh preserve our fund balance and hopefully maybe even build it back up a little bit. >> But I went in in this case, >> even though I was
>> really really counted. I was being assured that the premium would go down. I went ahead and budgeted as if it wasn't going to go down. >> That's great. >> What he's not telling you is this. >> Uh and she probably knows this better than anyone. when we're um building the budget and I know he's doing what he's doing, it gives me tremendous heartburn because knowing that he's building that cushion in there and I need every every dagon dollar I possibly can >> to get us to where we need to be. But um he does a really really good job of understanding and and um I have full faith he's the best in the business. >> Believe it. So you won't make a budget amendment with this. You'll just wait and see if you can
allocate any over. >> I guarantee sir any savings that I have from this I'm going to need you to cover some other things. >> I'll give you an example. We're sending I want to say Gabes here. How many kids are we sending to state speech? 20 plus >> beyond district. >> We've got beyond district funds that are almost depleted and we're we're not even through February and we're not even through the heavy spring season. So, um, believe me, I I I've got other areas that I'm going to need some help with. And that's where, uh, once we get to the end of the year, I'll start, uh, moving. You'll see if I do have to do an amendment, if I need to move money between functions, that's that's you'll see that towards the end of
the year. >> That's a great reason to be moving money around. >> Yes. Yes. Oh, yeah. Yeah. About having heart attack when Carol told me how much the state speech was going to be. Uh but um hey, they made it to state, so we're going to we're going to send them the uh uh we're going to do everything we can to make sure they have a good trip and have a good competition. >> Well, look at what this board's done. They've reduced the deficit from three and a half to 24,000 and we didn't touch any programs. We didn't cut anything. Uh the employees, the 53 positions were all attrition. No one got told that they they don't have a job anymore. And we were able you were able to fund um significant raises that weren't
funded from the state such as these people. Uh I'm I'm proud of that. >> I think y'all have to give yourselves credit, too, because we didn't >> Yeah. >> We didn't trim the budget. Y'all trimmed the budget by cutting where you could. And that that gave everybody in the district heartburn. >> But we can't do anything without good governance. And that's what we have. >> Team effort. Team effort. Us and you guys. >> Okay. Um Mr. President, members of the board, it is the administration's recommendation to approve the continuation of the district's property casualty and educators legal liability insurance coverage at the stated premium rates totaling 1,554,461. Option one is presented for the coverage period of March 1st, 2026 to March 1st, 2027. All right, you have a motion. I'll make a motion to approve
the district property liability auto and windstorm insurance man as presented. >> Okay, >> I'll second that. >> Second. >> Corya votes yes. Leo Gonzalez, I'll vote yes. Rick Chaba, >> yes. >> Brian Benton, >> yes. >> Humanis, >> yes. >> Five. All right. The next item we have here is discuss and consider approval of the 2026 2027 TMISD academic calendar. >> Dr. Sham. >> Oh, okay. Hello members of the board. Yes. Tonight we are bringing to you the uh proposed 2627 um calendar for the next year. Uh a little bit of background. This was a collaborative uh process. At the very beginning, we established a precal committee um to set the parameters. From that point, we met with um we met with the student councils from the middle school and the high school. We also
met with the superintendent advisory council. We met with principles. We met with um the APS to get a lot of input. Based on the input, we did send out a survey to the staff in the district. We had actually a good response. We had 265 responses and basically we asked them three questions. Um we asked them about the fall inter session. We asked them about the junior livestock and then we also asked about um the um spring break whether to have it with CCISD or to have it on our own. So based on that um those results we were able to develop two calendars. So in your packet you should have it uh you should have calendar A and you should also have calendar B. So based on all the input and feedback that's how
those two calendars were created. From that point what we decide to do we decide to create a Google survey we opened up that survey on February the 5th and we closed it on February the 10th. The staff was allowed to vote just one time and then we we closed it and then after we analyzed the results, calendar A won by 60%, calendar B had 40%. So tonight we're asking um for your um approval to to vote on calendar A for the 26 27 school year. You all have any questions? I can look at it, but which one's the one that >> Calendar A is the one that doesn't have the 11 weeks at the end of the year. >> Uh, calendar A >> that didn't lose the intercession, >> right? No, calendar A has the
four weeks >> has the same intercessions >> for the Christmas holiday. That was really the main difference. >> Intercessions are the same. Four. >> Okay. >> So, Christmas holiday is what again? >> This is the longer Christmas holiday. >> Yes. Yes. >> So, if you look at calendar A, wasn't it? They're off for three weeks and then we left that four fourth week as an inter session. >> Um and so we had to do that because that also has uh that also impacts the um like 222 calendars and the 217 calendar. >> The kids aren't coming back for 4 days >> and then taking another week off. >> And we did also have like some input from like the DEIC parents. And so like I said for this uh year to develop the calendar, we
had um a lot of input. It was very collaborative from like students, um, teachers, parents, um, and so, you know, based on the input, we put together the two calendars. >> So, in the first one, it's they're off from December 21st until >> January 19th. >> Yes. >> It's pretty much almost a month. >> I love that. >> Almost. >> I love that. >> You love that. Um, >> talking to the parents, they're like, you know, they brought their school their little ones for four days and then they're like, we had to retrain them >> again a second time. And then talking to the um high school students, they had some very good uh very good points. And believe it or not, they voted for calendar B. And the reason they voted for calendar B
because they set those four days, gave them an opportunity to look at their schedule, um, you know, and make some changes. So we had some both camps as to why they would pick calendar A and why they would pick calendar B. So but we definitely you know we heard what they were saying and together that's how you we came up with these two calendars. >> But they both start on July 15th and end on the same day. >> There was um earlier calendars that weren't like that. There was some discussion on starting later. Mhm. >> Uh I think that would have caused significant community angst. >> Uh and it it didn't survive through the process >> and basically we had to begin with the end in mind. So we graduation we had to work our
way all the way back because graduation is set two years in advance. So you have to work your way back >> and so that's how we >> set our parameters. There's just some non-negotiables that we had to work with. There's also um a a comfortable amount of additional minutes >> in the calendar for bad weather day. Uh those sort of things. Um for example, um right now the secondary schools which go to school longer than the elementaryaries, they have 11 days that we could be out of school and still meet our funding requirements. The elementaryaries, which doesn't go as long, have six days. Um, and those are integrated into either calendar. We have to go to school 75,600 minutes. >> Wow. >> Yeah. When you say it, it used to be days. >> Used to
have to go so many days, but now it's minutes. >> And both of these have uh Good Friday and Easter Monday off. See that? the the the only input I had in this calendar is um Martin Luther King. >> Um we have one month we have one holiday for minorities >> and I feel like we should respect that since we're a school district. >> I totally agree. >> I think that's a good idea. >> All righty. Any other questions? just looking it over. We're hoping um we hadn't got there yet that we can bring a two-year calendar >> uh for you >> with vacations for >> so there can be um >> and employees >> fair amount of planning >> and that was brought to the table but with next year the star assessment moving
to it three times a year we don't know what that's going to look like so we're like let's take this one year at a time and then we'll see how it goes next year >> put one out and have to pull that >> and uh football u it doesn't look like we have um any early release >> uh necessary because of our district now that may change we get into the playoffs uh but for right now uh the only early release day and I'm sure it's on there is the um homecoming parade >> um I don't know what that date is but it's on the calendar >> yeah it's it's on your calendar it's we only have two early Yes. >> October 15th. >> Yes. So that's already on there. >> And then every uh
after every inter session, we have that Monday off too. I see that. >> Yes. >> Is that on both calendars? Yeah. >> No. Well, there was some variance between the two because we had to make sure that we had 187 work days for staff and then we wanted to kind of um have the same number of um instructional days for our students which was 177 on both calendars. >> Any other questions? >> Thank you, >> Mr. President, members of the board, the administration recommends that the board of trustees approve calendar A for the school year 2026 2027. >> Have a motion. >> I move that we adopt calendar A for the uh school year 2026 27. >> All right, I'll second that. >> Second. >> All right. Paragos. Yes. Leo Gonzalez. >> Yes. Absent Kim
Boon. >> Yes. >> Body men. >> Yes. >> All right. Carries 5. Thank you everyone. The next item is discuss action regarding resolution to adopt a period of prayer and reading of the Bible or other religious text on each school day at every campus for students and employees pursuant with Senate Bill 11. Mr. President, members of the board, the requirement put forth by Senate Bill 11 is that um you act on this u before March 1st. Um I have the principles here. Um so you can ask them on uh any questions you may have towards compliance. Um quite frankly, we've received little if any guidance from the state on um if it is an affirmative action on uh what support we're going to get. Um but having said that, um I'll turn it over for
board discussion and then we'll be available for any questions you may or may not have. Thanks. I don't have. >> So, are they saying we have to approve this or it's up for discussion? >> It's up for discussion. Okay. So, I guess since nobody's starting, I guess I'll start. Um I can and don't get me wrong, I believe in God. I have my faith. I just don't think it's a good idea to include faith in a public school. I think that if we want to have prayer in school, then we should have them they the student should be at whatever faith they belong in a private school for that. Um because I just don't think it is fair to other religions if we're trying to just push one religion. our school it has different different
religions and not everybody is the same and I I personally want to kind of keep church and state separate. Um that's just my opinion of it. I would hate if we were a different religion than what the school is making them pray. I wouldn't appreciate that for my children speaking, but again, like I said, it's not I do believe in God. I have my faith. Um, and it's the same as everyone else's, but I just feel that some of the other kids may not have the same religion, and I don't think it's fair to push that on them. That's my opinion. >> So, I think SB11 covers every religion and every study that can be done, and it's an opt-in and an opt out program. So it is an often opt out >> because I
read the bill. >> Okay. >> Um so it is it is a wide range. It's not a specific Christianity. It is a wide range for any religion that that any child would follow or any teacher would follow. >> So how would that go if we have different religions? So what are we going to make everybody say what religion they are and then go to certain classes as you know kind of segregating them or how how would this even go about? >> I there hadn't been an information put out on how it's going to be handled. >> That's a an unknown at this time. Um this is what I know. Um regardless of how you direct us to follow this team will get it done. That's what I know. Um let me tell you another thing
I know. Uh my mentor was Sam May who was um a legend in Sentin and um I can remember him telling me on multiple occasions because he was my predecessor but he lived in the community and and we would we would visit all he would say don't practice law in that office and he would say regardless of your personal opinions on issue. You represent the community and you have to make decisions and recommendations that you believe are in the best interest of the community and the school district, not Steve Van Matri. And that has served me well. So, I will say that with having the opportunity, I think all kids should have the opportunity to exercise their rights and what they believe. And I think with having Senate Bill 11, they're being given that opportunity.
And it's an optin and an opt out program that if we have a bill um giving our kids and our uh staff the opportunity >> um to have that time during the day I think that we should exercise that right and for anybody that doesn't want to exercise that right doesn't have to. So it's not going to be pushed on any individual. So is it like a whole class period or is it like a five minute you know quiet time like what >> what the bill doesn't the bill doesn't say >> no there there is a possibility >> um that we would have to extend the school day >> and I don't believe we can count those minutes for instructional minutes but again there's been very little guidance um the sli the slide deck that
I sent you on Friday was sent at me from the ESC that wasn't created by me or >> your connections. >> Yes. >> Connection. >> Yes. >> And we have to make a a decision today. >> We have to vote on it today >> before March 1st. >> Mr. May I say something? >> Yes. Thank you for you. You're here to give your opinions to talk about u anything you feel um you need to say to the trustees. >> Um one of the things that I love about Mid and I've been here over 20 years is the strong sense of um personal uh what religion is has brought into this district. Uh and and I say that we have a lot of students with really strong faith and it's seen the family and in the
community. Uh when we look at Senate Bill 11, it it's the logistics uh and the uncertainty that are a little bit um concerning I know for me is how are we going to incorporate this in the day uh with the time we have and to and to meet the minutes. I think that's it's just the way it's the presentation. Uh I love and I think that Tosso Midway has so many opportunities for our students already. We have a huge strong presence uh with FCA with me at the poll and it's shown in the many years I've been here and I think we can continue that tradition and keep it going um with Senate Bill 11 and the uncertainty. I would really like to see what other districts do and and get a footing before we
make a decision that it it has it it's a it's something we've got to put into effect immediately. That's just my opinion. Thank you. >> Thank you. Reading your just for what it's worth, reading your connections, it did seem like logistically uh a lot of moving parts. Uh but beyond that, I I'm I'm of the opinion that that um you know, we should keep um you know, when we took an oath when Lucy Rubio, I think that's her name. uh when we took an oath. We said we'd uphold the constitution and I feel like the US constitution and I feel that there is a a you know provision of keeping church and state separate and I'm I'm a praying person and you know I echo what Marty says and uh I just think that you
know we shouldn't administer uh as a as an arm of the government which we are we shouldn't be administering that. That's just my personal opinion. I I agree with you. And I also think that we're very lucky that we have Arlington Heights here where if I if my grandkids want to go to Arlington Heights, they can go there and nobody's going to tell me otherwise. They have the right to go there. I also know that they have the right to go to John Paul or IWA if they want to. >> St. Anony's also there's >> St. Anony's and Robtowns. Great school, >> you know. So, they have that right. I just wanted to say being at a primary school with four, five, six, and seven year olds, the thought of doing this is uh daunting
logistically because a lot of our kids, a large majority are emergent readers at best. You know, they're learning to read. So then you have adults that if depending on what this becomes and then you could have parents saying, "Well, what are you reading to my child?" And they're starting to question things. So the thought of that is daunting. I will say at the primary school we do our moment of silence every day and our teachers and myself and all my assistant principles at the beginning of the year when we talk about moment of silence and what that means we say it this is a time to pray reflect or think good things about your friends and your family. So I mean we embed those things and I know the high schools have clubs and organizations
and other entities that do allow this time and pray at the poll and all the things. So I mean I just feel there is already embedded and for anyone to say that there is no place in the school for it is doesn't know schools very well but um I'm just wanted to say that logistically it's tough and I'm looking at a primary lens I can just imagine a higher uplands where there's already every minute is accounted for and we're trying our best to do our jobs and educate kids and it's hard already. So, >> and I think just to reiterate what they're saying, you are at the bare minimum time that you have for high school classes. They're at 45 minutes. That's the least amount the state has. So, it would be an extension of
the school day, which means our staff would stay longer. You'd have to pay them more. I'm not sure if Philip has that in his budget, our staff, um, you know, so on so forth. I worry as a parent what religions that are unorthodox would enter into my child's school. You know, we are a very I'm a very faith-based person. I have a very faith-based family. Would I want some other religion that was not grounded in good things >> to be read in a public school? I would have a problem with that as a parent. Um, that's all I'm going to say about that. Uh, but to uh to the point of is it logist would it be a logistical nightmare? Absolutely. Because if only 50 kids opted in, it has to be non-instructional minutes. I
have a thousand >> kids running around doing nothing. And that is a scary that's I think it's scarier at her school more so than mine. Um but that is just my opinion. >> So that time would have to be allotted for just that. It couldn't be allotted for a character building if they did not opt into this program or life skills or anything like that. >> It probably could, but then we have our teach like we have staff that would have to be willing to learn and teach something else on top of it. Um, so I think that >> and already we're doing I mean I know they started warrior worship at the intermediate. They we have it at the middle school. They have it at the high school. So we I mean it's grown.
The program has grown. You should see the amount of kids that go in the morning with um on Fridays. >> Worship is huge. >> And that's good that they have that option before school or they have it after school. But during school, I don't think it's a good idea because like you're saying, all these logistics of trying to get who's in, who's out, you know, parents may not agree on this and they're all different. >> There's different religions and like he said, you never know what they're really. And then I'm just gonna say this too. Anytime we have a program that's opt-in, opt out, I have one I have a I have multiple divorce families that like one says yes, one says no. And every week I have to flip their paperwork. >> So it's
I'm just it's legit. It's logistically and from the research I've done on this and studying all the districts all over Texas, the ones that are opting out is based on the logistics of it at this point. >> At this point >> until more details are given. So, >> and I to your other points from what I've read from it, it would be asking students which room >> you would want to go in. The Catholic room. >> Yeah. >> The Protestant uh Baptist room, >> the Wiccan room, >> the any it would that's the part we'd have to figure out and then find a teacher who's willing to sit there and >> and do that as well. And that's if you have a teacher that is of that religion. >> No, we have to find we
have to find >> Yeah, that's what I'm saying. So, you would have to find somebody for that specific religion and trying to get everybody in the right spot, you know, that's going to be but again to to me >> and if there's a sub >> there shouldn't be there shouldn't be. It's church and state, you know, and like he said, if you want to have a religious education, there are numerous schools that are private that you can take your child to. You know that you don't have to put it here. But >> the other thing I want you to consider is messaging. Um I haven't done a survey, but my guess is um this is a strong conservative Christian uh community and um it would be incumbent on me, you and the staff to communicate
a consistent message that we're hearing tonight on the rationale for not moving forward with this. it that can be done but I don't want to minimize that process uh because a lay person um would not understand I don't think or comprehend uh the nuances that's been discussed tonight but we would also meet that challenge as well there's some really good administrators that we're blessed with absolutely and regardless of what the board chooses to do we will find a way to either implement it or not implement it? >> Well, I haven't said nothing yet, but I think we should re I think we have to respect everything y'all said today. I think the key to me is we're not keeping the religion out of the school. The religion is in the school. People are doing world
worship. People are are able to do the things they want to do. So, we're not necessarily keeping the religion out. we are to me it's where is the value right is the value going to be that people can get together and pray great as he said earlier they can go to schools if they want to you can also go to churches if you want to pray and all that I like warrior worship I love all that I'm think everybody in this room is deeply rooted in faith um but to me it's I we're here to do what's best for the kids the administration and I think listening to y'all you bring up some very valid points that if we do vote this in um we could have a uh storm on our hands that we
we maybe didn't think all the way through because there there's too many so I guess ultimately what I'm trying to say there's too many uncertainties for me right now to add to y'all's plate. We already make you stay late for board meetings. We already make you do all these things. Um so I don't think that that's just where I I'm at. I mean I think it's a great idea. I think you know anytime you can bring you know people together for faith is great. But we have I think we have to listen to our administration and and the impact it's going to put on kids and the toll it's going to put on on you all. So that's kind of where I'm at. >> I think the frustration is them putting out legislation like this
and having us vote on something and not giving any direction on how to implement it. >> And that's what causes all the frustration. >> Oh yeah. And then like he says, a lot of people don't realize it and then you know we voted down. They say, "Oh, well you're this or you're that." Well, that's not necessarily why we voted down. We voted up. Well, you didn't do this. Yeah, you can't win when they don't give you guidelines. We can't win >> tonight until we have more logistics. It has to be a vote. >> The the as I see the requirement, there has to be a vote by March 1st. One way or another, >> I think we ought to vote for it tonight. Let's go for it. Okay. And what the vote would be would
be to um either um adopt the resolution or to uh not adopt the resolution >> which can be adopted at another time. >> I don't know that either. So that's uh another area of ambiguity. So based on um you pay me to make a decision not to stay neutral. Uh based on what I've heard from the majority, the consensus of the the board and the administration, um it's the administration's recommendation that you not approve the resolution. Okay. Do we have a motion? I'll make a motion. told we have to we set the vote, right? Yes. >> Have a motion in a second. >> But there won't be a resolution if you vote in that direction. If you vote towards it, then there'll be a resolution. >> I second that. >> Okay. Um Aria votes. So
I'm voting if I say >> Yeah. Excuse me. >> Yes. I'm voting to >> not to adopt a policy. >> Aria votes yes. Leo Gonzalez >> To not adopt. Yes, I vote. >> Rick Choa >> not to adopt. >> Yes. Brian Boon absent. Kim Boon >> no. Martz >> to not adopt. No. I mean Yeah. Wait. >> Yours says yes. >> Yes. I adopt not to do it. >> Okay. So the motion carries 41 and not adopted as of today. So, as I read the requirement, you've met the requirement of SB11. Uh, and if there's additional information, um, and there's an opportunity, uh, that some things have been amended, I'll bring that to you as well. Okay. All righty. The next item here is discuss and consider the nomination of candidate for TASBY board position
region two. >> Miss Castillo. >> Okay. Really quickly, um we we've done this pretty often where uh TASBY notifies us to let us know that there is a vacancy for a TASBY uh director nominations. So, if the board would like to nominate a candidate for um a TASBY board member position, you're able to do that. Um the candidate packet is in here and we do need to get this back to TASBY by March 11th. So, it's completely up to you. Um, if there's anyone that the board would like to nominate, we would just have to fill out the form, the nomination form, and then that uh candidate or nominee would have to be willing to sign that they are the their willingness to serve on the board is indeed what they want to do. One
requirement that they do have the for a board member must have 18 months of local board tenure as of December 2026 to be an eligible candidate for the TASBY director position. >> Anybody want to some more some more public service? You don't have enough public service. Same thing you're getting now. >> I'm like this. >> So I don't think we have any nominations. >> Okay. >> So do we move on from that? We still have to. Okay. >> Y. >> All right. So the next uh we we have to do this one, right? It's not highlighted but the discuss and >> yes >> consider. Okay. So the next thing here is discuss and consider approval consent agendaformational items. Number one, check payment register. Number two, tax collection report. Number three, budget amendments. Number four, financials.
Number five, enrollment report.
