001May we carry forward the lessons learned, the relationships built, and the hope for the future. Continue to guide the district with wisdom, unity, and purpose. In your name we pray. Amen. At this time, I ask the Garza and Enrique Ramos to recite the pledge. First we do the pledge of allegiance and that's going to be Enrique. And you'll you'll read the text. I pledge allegiance I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Honor the Texas flag, I pledge allegiance to thee, Texas, one state under God, one and indivisible. Uh for the record, uh my name is has joined our meeting at 5:36 p.m. Uh the next item is uh recognitions. Student recognitions.
002Good evening, Mr. Amadis and board members, Superintendent Trevino, and our Flores ISD community and audience. Uh at this time, I would like to invite our special education director, Dr. Yesenia Garcia, and Ms. Crisi Benavidez, please come forward to honor our Special Olympic athletes and team. Good evening, uh board president, uh board members, and Dr. Trevino. This is uh we invited our 25 26 uh Special Olympic athletes uh here to introduce them and give us a little bit more information. Uh we're 32 33? Are we at 33 now? 33 years of service from Ms. Crisi Benavidez. Good evening. Um [clears throat] like Dr. G just announced, I'm Crisi Benavidez, most everybody knows me. Um and our Special Olympic program has grown. Uh so we service our our athletes starting at the age of two to seven,
003and that's our young athlete program, so that's a motor activity. Um and we're gracious that North Elementary always open their gym up for us. Um and then our Special Olympic athletes are from our eight-year-olds to our 22-year-olds. So I have three athletes that actually have been athletes since they were eight years old, and this year was their last year to participate in Special Olympics um as they will be graduating um out of our program, out of the district. So our young athletes, we this year we've had 35 participating. Um again, those are our two-to-seven-year-olds. In Special Olympics, we have two sports, middle school and high school participate in bowling, and we had 26 athletes. In Special Olympics, uh we have track and field with a total of 56 athletes. Um and from that we competed
004in Laredo uh Laredo ISD, so we compete with athletes from Hebbronville, Bruni, and uh surrounding area in um Laredo. So Zapata brought home 35 gold medals, 24 silver medals, 29 bronze medals, and 24 ribbons. And I'm happy also to say that this year, second year in a row, our district has been recognized by Special Olympic as a unified district, cuz that's district-wide, all campuses, elementary, middle school, and high school. SO THANK YOU. >> [applause] >> SO THAT'S THAT'S DONE >> [applause] >> THROUGH PARENTAL SUPPORT, UH THE support the support through our campuses, our administrators, um the school board. We're very uh blessed to have so many people come forward and and assist our athletes. So at this time I want to bring three of our athletes that this is their last year to participate under
005Special Olympics under Zapata Independent School District, and that's Lorena Hernandez and Jose uh Sanchez. Uh Cruz Cepeda was not able to come uh this evening. Um I'm going to miss them. Again, they've been participating since they were eight years old with us, and this year was a sad year for me cuz they will be leaving. >> [laughter] >> But we have our other athletes to TO UH TO >> [applause] [applause] >> ONE, TWO, THREE. AWESOME. >> [applause] >> THANK YOU, DR. Garcia and >> [clears throat] >> Ms. Benavidez, we appreciate you. Uh next I'd like to invite uh Coach Soto to please come forward, our middle school athletic coordinator, to present some of our students, uh some of our student athletes. Uh good evening, everyone. Uh on behalf of Zapata Middle School, uh we've got
006a fantastic group of young ladies here this year. They did an outstanding job in basketball for us. All three teams that I'm going to introduce today were all undefeated, undefeated in the regular season and in district play, and uh they did an outstanding job. They were awesome girls to coach, and and we enjoyed them, and I I I see our future really good here in high school. So we're going to start off with our seventh grade B team. Uh they were undefeated, they were coached by Coach Morgan Waters, if y'all can come up, please. >> [applause] >> They get up every morning at 5:45, 6:00, and they practice in the morning, so they did a really good job. Thank you, parents, for getting them there. >> [applause] [applause] >> Ready, guys? Thank you. >> [applause]
007[applause] >> One, two, three. >> [applause] >> The next group of girls are eighth graders, and they were also district champs as seventh graders. They were undefeated as seventh graders, and they defended their title, both of them, they came out undefeated in the eighth grade, and they were district champs, and they were awesome to coach, and we were blessed to get this group. And uh Coach Garcia is excited to get them in high school next year, so they were coached by Coach Anna Garcia and myself. >> [applause] [applause] >> 1 2 3 >> [applause] [applause] >> SO THIS next individual will be benching for the first time in Zapata history as a student recognition. So I welcome coach Rios to please come forward. >> [applause] [applause] >> I want to say thank you to Zapata
008ISD and the board, Dr. Trevino, Dr. Nancy, Miss Nancy, I'm sorry, the principal of our principal of the high school. Everybody in Zapata here has been a joy to work with. I know we have a few of our players here. Some of our players are committed to previous engagements. I did not have a chance to thank everyone, but this was definitely a collective community effort. I want to thank the community of Zapata as a whole and here are a couple of our basketball members including one of our captains and some of our members that will be back next year. But it goes without to say it's been a pleasure to be here at Zapata ISD. Hopefully we keep it going and hopefully this is the beginning of many successes to come. THANK YOU EVERYONE. >>
009[applause] [applause] >> THAT WORKS. OKAY, 1 2 3 1 2 3 1 2 >> [applause] [applause] >> Our basketball boys are are led by of course coach Rios, head coach coach coach coach Rios and our assistant coaches Marco Bustamante and Javier Ramirez. So congratulations to them. Our fighting district Okay, thank you. Thank you boys. >> [applause] [applause] >> Uh next I'd like to ask coach Rojas to come forward. Um Boys and girls, please come this way. I'm coach Rojas. I'm the head powerlifting coach. With me I have coach Arte, he's my assistant and we have Miss Amanda Benavidez who's not with us tonight, but uh This year was a remarkable year for us. The girls, we qualified 13 girls for regionals and five to state. Um In my four years of coaching powerlifting, we haven't
010had more than seven girls, so this year was something to look forward to. We have a couple of seniors that are going to be departing with us, but looking forward to the incoming freshman and those who are trying to get into the program, you know, our doors our doors will always be open. I accept anybody that's willing to put in the work. You know, if you see the back of their shirts, it says self-made because in this sport it's really a it's really you against the bar, so um that's that's why I I allow everyone to get a chance to to join the program. Um in the boys division, we had 12 regional qualifiers and nine state qualifiers. Um not to mention we have our first back-to-back state champion. Um and he's coming back for
011a three-peat AS WELL, SO >> [applause] >> WE ALSO WE ALSO MADE HISTORY IN THE boys [applause] division placing third overall at state out of over 100 teams. Um girls, we were right there. We're a medal away from placing, but we're we're coming back. Most of the girls that made it are coming back and they know what's at store there at regionals and they're ready. Um they they know what it feels like, so the jitters should be out of them already. Boys, we're losing a couple of seniors. Out of the nine state qualifiers, we're bringing back six, so hopefully we can go back again. Abilene is a far trip, but it's well worth it when you when you bring home some hardware, so uh this is our 2026 powerlifting team, boys and girls. Seniors, I
012just want to say thank you. To name a few that started with me when I first started, Trini, Itzel, Chris, Jay, you guys have started with me on my very first year and you helped me build this program. 013TO SAN ANTONIO AND COMPETED against other schools and ended up in first place on the JV category. So we'd like to congratulate our JV members, our future varsity members and they are our group leaders here, Miss Roxy Rodriguez. >> [laughter] >> And they brought their first division UIL trophy and their medals as well. >> [cheering] [applause] >> OKAY, 1 2 3 HOLD ON, HOLD ON. READY? 1 2 3 and 1 2 3. Thank you. >> [applause] >> I would like to introduce our our varsity Mariachi Halcon. >> [laughter] >> They went to UIL and received straight ones from the judges. ones from the judges. They advanced to the state Mariachi Festival and received a first division at the state level. Out of the 99 groups that were there, only seven groups in the state of
014Texas were awarded the outstanding performance award and Mariachi Halcon was one of those SEVEN HIGH SCHOOLS. >> [applause] >> THEY ARE LED, THE GROUP LEADER by senior Eduardo Mesquita. [applause] WE ALSO HAVE SENIOR EDUARDO SANCHEZ. [applause] SENIOR LOUIE >> [applause] >> SENIOR WILLIAM SANCHEZ. >> [applause] >> UM Lucas Guerra also and um Manuel GONZALEZ AS WELL. >> [applause] >> MARIACHI HALCON WILL BE TRAVELING next Friday to compete at the TAME Texas Association of Mariachi Educators All-State competition competing against all the other 4A's in the state of Texas next Friday. They perform at 10:00 in the morning and uh wish them luck and we'll be >> [applause] >> we'll be back THE SAME COMPETITION. >> [laughter] >> PERFECT. OKAY. OKAY. RIGHT THERE. THAT WILL WORK. 1 2 3. Hold on, guys. Okay. One more. 1 2
0153. >> [applause] [laughter] >> Communications. Thank you, Mr. President. Uh members of the audience, uh just very quickly um it was mentioned earlier at the the beginning of just how proud we are of the hard work and effort that everybody has uh put forth uh during the testing season, but obviously it takes the whole year of preparation to get to this point and I think we are very hopeful, although I've always been reminded that hope is not a strategy, but we have implemented quite a few strategies to make sure that our students have exactly what they need uh to perform well on uh the state assessments and we are expecting great things to come from all of our campuses. So, principals, thank you so much for your hard work and dedication. Uh I know that
016the coaches have already left, but I do want to commend them for the long hours that they spend in devotion to our students and providing them with ample opportunities and often times they are working through vacation uh leaving their families behind to make sure that our kids have what they need to be able to compete against everyone else. So, I'm very appreciative of that uh and of all the hard work and effort of all of our staff. So, thank you for that. Okay, let's move on. Consent items. Good evening, uh Mr. Ramirez, Dr. Trevino, members of the board. At this time, I am requesting approval of the minutes for the board workshop held on March 5th, the public hearing and the regular board meeting held on March 26th as presented. Can I get a motion
017to uh If there's no questions, I'll make a motion to uh Motion. Michael Reyes. Second by Dolores in the photos in favor. Aye. Aye. Motion carries. Thank you. Uh item F, administrator reports. Uh good evening, Mr. Ramirez, Dr. Trevino, members of the board. Today, I will be reporting on the financials for the month ended March 31st, 2026. For the child nutrition fund, fund 101, the district had realized revenues of 2,112,261 and actual expenditures of 2,092,951 for an excess of revenues over expenditures of 19,309. For the general operating fund, the district had realized revenues of 25,331,818 and actual expenditures of 20,084,566 with an excess excess of revenues over expenditures of 5,247,253. The year-to-date comparative by function shows what we spent in our general fund cumulative as of March 31st versus what we spent at the same
018time last year. This year, our expenditures are at 20,084,566, which is a 4.1% increase of last year May March 2025 of 19,293,699. For the debt service, we had realized revenues of 2,470,802 and actual expenditures of 45,355, which were our interest payments for an excess of revenues over expenditures of 2,425,447. For our bills for March 2026, we had 846,715.80, which was a 0.35% decrease from last year March 2025, which was 849,678.52. And lastly, our donations. In March 2026, the district had total donations of 5,566 with 4,566 being from high school and 1,000 for athletics. So, total revenue for the district so far has been 108,770.50 divided amongst the campuses. Any questions? Thank you. I did have a couple of well, one question. A couple of slides back, I think I saw a line item. Can we
019go a couple of slides back just so I can just see that real quick? Sure. I'm going to I think I may have Uh one more to the front. I'm sorry. One more The bills 20 years. I think it was No, forward. >> Forward. Forward. That one? Yes. Okay. No. I'm okay. >> [clears throat] >> Thank you. Good. Thank you. Okay. Thank you. Uh item two, tax reports. Michelle. The tax collection summary as of March 2026, a total disbursement of $410,154.90. Of that amount, the district [clears throat] has collected 94% of what we budgeted for the year. That includes current, delinquent, and penalties. As compared to previous year, the way it compares to budget, we are ahead 1.77%. Now, how does that compare to our opening levy? As you can see, the district has collected
02084% of the $9 million that we currently have on tax roll. Um that presents a 1% increase as compared to previous year. Does the board have any questions? >> Okay, I didn't hear any first quarter investment report. The district received $190,434.58 in interest income for the quarter ending March 2026. Um with an ending market of all investment accounts of $35,632,256.53. How that compares to prior year, as the board can see, um we um have interest earnings of less, and that can be attributed mostly to our investment pools. We are earning 1% less than previous year at this same time. Does the board have any questions? No any questions? Thank you. Thank you. Thank you. Thank you, Michelle. Uh let's go to action items uh G, and I'd like to jump to item number six, discussion
021and possible action to support Lone Star Group joint grant application with Zapata County. Uh Hi, good afternoon. Good afternoon. Yes, so I'm part of Lone Star Strategy Group, and I'm here to talk about the Rural Community Health Support Program, which is a grant application that we are um that is being coordinated through the county. So, this the Rural Community Health Support Program, it's a federal funding opportunity administered by the Human Resource and Service Administration through the US Department of Health and Human Services. And what it goes to is support the development and the delivery of technical assistance aimed at improving health care access and the quality of it in rural communities. So, what this grant is essentially asking for is a consortium within rural communities to put in applications for funding to be funded grant
022funding for a variety of things. So, we're putting in an application through the County of Zapata, and to strengthen the application, they asked for support such as from the ISD. So, we're looking for the board's approval to be included in the application to be a part of the consortium, which would include of the Zapata County as the one putting in the application, and two nonprofits, which would be Capable Kids and Easter Seals Help Me Grow Foundation, as well as the uh Dr. Stanley's office, which is a pediatric services to provide the medical services. So, the grant funding that we would be requesting would be for a mobile clinic to provide services to the district's kids as well as the community here. Uh what specific services would would that entail? So, with the mobile clinic, some
023of the services it would entail would be uh physicals and vaccines, and the point of the funding would go towards the mobile clinic to go to the neighborhoods or here to the district itself to cut out the cost of the children or their parents having to put out the expense of getting those things done. And would that be a monthly or would that be scheduled maybe at the beginning of every year before registrations and that kind of thing, or would it be available throughout the the year? I want to say it would be available all through the year. It's specifics are we're still working on those, but cuz it would be the medical provider when they have the staff available for the mobile clinic to come out. This grant is for 4.5 million, so it's
024a good amount to be able to provide these services to the community. The district themselves has no liability in this. It's just aids the application strengthening it to possibly be funded. >> The services are free for the community? Uh yes, they would be for the funded through the grant. And would it be available to the entire community or just the school district? I believe to the entire So, it's for the whole It's the whole whole community? Okay. >> [snorts] >> Yes, sir. Okay. And it's a one-year grant, though, right? Yes, so this funding is just for the like this is a one cycle as of right now. Do they have to meet like a certain threshold of like how much to meet, or is it Not that I'm aware of in the stipulations. No, it's
025uh the program it's a very highly inclusive and open. It's a wide range to include the community. So, as far as I'm aware, there's not any specification or markers that would make at least children ineligible for receiving the services. You did mention two nonprofits. What were the What were the names again? Yes, sir. It's going to be Capable Kids and Easter Seals Help Me Grow Foundation. Okay. What was the second? I'm sorry. Easter Seals. Easter Seals. Yes, ma'am. Yeah. Can we take this item to executive session for further discussion? Yes. Yes, we can. I'll make a motion to take it the item to executive session for further discussion. Okay, I have a motion by by Greece. Go ahead. I second. Seconded by Mr. Aranda. All those in favor? Aye. Thank you so much for your
026time today. We appreciate it. Can I ask Can I ask one last question? Yes, sir. You said this was a it's a 100% grant, or is there any match from the district? >> No, it's a 100% grant funded through the government, so there's no match for the county or any of the partners within the consortium. Okay, thank you. We're basically just piggybacking on the county and us. >> We're helping them get it. Yeah, I think the purpose of this is is just a letter of support that we support the grant being Approval to include y'all in the application that y'all are supportive of it, and should they ask, you know, that the district is in support of it. But the county themselves is putting in the application. >> Who would administer the grant application? Would
027it be the county be administering it? Uh yes, so Lone Star Strategy Group on behalf working with the county. >> county. Yes. Who would administer it in terms of like if there's a payment application to be done to the funding agency, who makes that payment application? So, you would do it on behalf of the of the doctors or of the supplies that they're purchased or things like that, right? I guess what we're asking The payment application network. What was the district's commitment be other than the support? No, it's just the support. The Yes, so it's Yes, it's a part of the The district is not liable for funding or any type of Okay. regarding the application. The county is liable for anything and everything as they're the sole applicant. Thank you. And I'm assuming it's
0284.5 million if awarded for one year? Yes, ma'am. The grant that that's a ceiling $4.5 million. And I'm assuming it's like any other grant where there's audit to be sure that the money's being Yes, there's compliance reporting and documents that need to be taken care of, which we would do working with the county and their staff. One last question. Is there any other communities that are already participating in this, or this is a brand new effort that's grassroots effort that's coming up? I don't know if there's any surrounding communities that are participating in this. I do know that this is a newer um grant that's like it's a newer funding that's that's coming around. It's for rural communities. Thank you. Thank you. Thank you. Thank you for your time. Thank you. Thank you. Okay, let's
029go back to action item number one, approval of 2026-2027 dual post-secondary credit partnership agreement with Laredo College. Good evening, President Ramirez, Board of Trustees, Dr. Trevino. >> [clears throat] >> Tonight I come to you to request approval for the dual post-secondary credit partnership agreement with Laredo College. Basically, it's our memorandum of understanding that now is required uh but for us to do yearly. So, just a little bit about our dual credit partnership. Um Laredo College in Zapata, we've had a partnership for many, many years, and we've established dual credit and continuing education. Students earn simultaneous high school and college credit. It aligns with state legislation and Texas Higher Education Coordinating Board requirements. Our courses maintain college-level rigor, curriculum, grading standards. Plus, I do want to point out that out of all the courses that we
030offer at Zapata High School, we all they're all taught by our own teachers, our own adjuncts, with the exception of one. So, we are working on that last one, which is psychology, but that that is a very good accomplishment because our students are being taught by our very own. So, again, they need a we need a minimum of 12 students per course section, and we always surpass that amount. Um and it includes College Connect courses. College Connect is basically for the algebra for any student who is not who has not passed TSI. Of course, they need TSI in order to take college algebra, so they take that concurrently in order for students to become TSI ready. However, on the other side, we are still pushing that TSI readiness, so just keep note of that. So,
031the goal is to expand college readiness, workforce pathways, and our CCMR outcomes. Okay, so eligibility, students must meet the Laredo College admissions and TSI placement requirements. Deadline for enrollment in the fall is June 15th. Now, we are planning a TSI boot camp in order to ensure that we get a good group of students enrolled in the fall. We already have a pretty big cohort of students in eighth grade who have already passed TSI who will be in our early college cohort as rising freshmen. Uh Mrs. Guerra at middle school has done an ex- uh outstanding job with that in preparing and helping us facilitate that and just to grow our cohorts. Um student expectations, of course, maintain good behavior, good grades, be ethical, and these students uh they're outstanding. They do a great job. They
032manage athletics, UIL, college. So, it is a great uh opportunity for our students, okay? >> [cough and clears throat] >> Of course, going back to the staffing, very, very proud to say that if we have all our adjuncts at Zapata High School with the exception of one. Um so, it is recommended that the Board of Trustees approve the 2026-2027 dual postsecondary credit partnership agreement to continue fostering a culture of academic excellence and professional preparedness for all students. Any questions? I'd like a motion. I make a motion. Okay, motion made by Mr. Seconded by Mr. All those in favor? Aye. Motion carries. There will be an official signing at Laredo College. They are having their board meeting April 30th. Uh I will let Dr. Trevino know and and cuz they're trying to make it a very
033big thing and include all the partnerships with all the ISDs. So, very excited to be a part of that. Thank you. Thank you so much. Thank you. Thank you very good. Uh action item number two, approval of CTE innovative courses. Uh board members, I come to you today to request approval for of our CTE innovative courses including general employability skills and kinesiology one and two for the 2026-2027 school year. General employability skills will be offered at the middle school while kinesiology will be implemented at the high school. So, a little bit about this. Innovative courses uh are not part of the programs of study. However, these courses align with all the different pathways. They do require board approval, okay? So, why are we doing this? Because uh they are strengthened they strengthen our career advising
034and our CTE programs of study. They build a clear transition from middle school to high school. So, in meeting and working with Mrs. Marlon Guerra, we've kind of changed it the CTE uh coherent sequence, if you will. Um we are going to bring in well, with board approval, two courses two innovative courses uh general employability. And the great thing about this, not only are we giving students we're maximizing instructional opportunities, building a transition, but we get additional funding, right? We are offering courses, why not offer courses that provide funding for students? So, I give you an example here. For seventh grade, I would like to bring in general employability skills. And basically, it's just teaching students life skills. What employers are looking for, how to build resumes, how to type emails, how to communicate, just
035anything that has to build employability. So, for an example, with approximately 250 students, that that's just a an approximation, right? We would bring 37.5 FTEs. So, approximately 90% ADA, that's $256,000, right? Just by that one course. Right? Uh we haven't been doing this and in going to the region, like I said, I've been learning, meeting with other directors, and I've seen what other districts do and and I'd like to bring that to Zapata. Now, continuing with that, for high school, I would like to bring in kinesiology one and kinesiology two. They're both innovative courses. Now, we can go two ways with that. Uh we can go health science and use health science teachers. We can bring in our coaches and they can do practicums with trainers. Uh we can go either way. We have many
036ways of of tackling kinesiology, but I think it allows our students to be completers, earn IBCs different ways, and generate funding, right? We have this we we can bring it in and let's try. We have nothing to lose, but everything to gain, right? So, moving forward, all courses qualify for CTE funding, an increase in CTE enrollment equals increased in CTE FTEs, supports workforce force alignment and long-term sustainability. And it aligns with our district goals for college and career readiness and of course strengthens our accountability outcomes. So, board members, um these courses are strategic investments in our student readiness, workforce alignment, and of course district sustainability because all students are CTE students. That is something that we are embracing, we're speaking it, we're telling everyone. So, we're we're doing our best. So, with this in mind,
037I would like to request approval of general employability skills, kinesiology one and kinesiology two. Do you have any questions on that? Any questions? Okay. Motion made by Mr. Seconded by Mr. All those in favor? Aye. Thank you. Motion carries. Thank you. Thank you. Uh item three, approval of 2026-2027 certification of provision of instructional materials. Mr. Gonzalez and Priscilla. Good evening, school board members, Board President Ramirez, [clears throat] and Superintendent Dr. Trevino. Each year, school districts must certify to the State Board of Education and the Commissioner that for every subject in the required curriculum, students have access to instructional materials that fully cover the Texas essential knowledge and skills for the upcoming school year. The first one asks, "Does your district protect against access to obscene or harmful content in compliance with the requirement for certification under the Children's Internet Protection Act, Title 47 USC Section 254 Subsection H Paragraph 5 Subsection B and C, Section 28.002 of the Penal Code, and any other law or regulation that protects students
044from obscene or harmful content?" And the answer is yes, we do. Has your local school system used, or do you plan to use instructional materials review and approval, the IMRA reports to inform local adoption decisions for ELAR, SLAR, phonics, and mathematics instructional materials? Yes, we do use the IMRA reports. This next slide asks about which subjects we have used the IMRA reports to obtain information about the quality of the products. We have used the IMRA reports for the following: English and Spanish reading language arts, English and Spanish phonics, full subject tier one mathematics, and supplemental mathematics. This next question addresses the effectiveness of the IMRA reports in supporting local decisions about our adoption for high quality instructional materials. And on a scale of 0 to 10, we rated as a nine. For the assessment platform,
045our local school system uses DMAC and mCLASS for all three unit and module, diagnostic, and interim assessments. This next question addresses the approach we use in our district to make the full subject instructional materials available to all teachers and staff. We currently our teachers access the educational applications through a single sign-on on platform through Clever. For other certified subject areas for which our district provided each student with instructional materials that will cover the elements of the Texas knowledge and skills that are referenced in our code, we use the languages other than English, health, physical education, fine arts, career and technical education, technology application, and personal financial literacy.
