So, I'm going to go ahead and introduce the next item, which is uh our school board appreciation month. So, providing a strong education is the work of many. I think we can all agree on that and school boards are essential to this effort. These
015local leaders devote their time, energy, and expertise to settle to setting and reviewing budgets, overseeing the management of our schools and ensuring that every student in Sapata County ISD has access to an exemplary education. Each year, the month of January is set aside to honor the many contributions of school boards of our school boards and to recognize their commitment to education. At this time, we'd like to share a short presentation from our students. Uh special thanks to of course our technology department for helping uh put this uh creating this presentation. So, if you bear with me for one second, can you can you hit the power? >> My speaker fell asleep. Thank you for your leadership and dedication. [applause] >> Again, thank you for for your commitment and your contributions to our district and our community. [applause] >> Okay. One, two, three. One, two, three. Awesome. Thank you, board members. >> We did give them a a token of appreciation. They have it behind their desk, so don't think that we didn't give them anything. Uh, and lastly, uh, one more announcement and a special presentation. One of our distinguished board members serves on the South Texas School Board Association, uh, Mrs. Marisva Gavara
018Martinez. and the South Texas School Board Association's guiding principle is rooted in purpose and rising together. This year, South Texas this year, uh, the South Texas School Board Association recognized two of our members for their service. I'd like to ask Miss Martinez to please present these two members with their recognitional certificates. Um, so this on behalf of the South Texas School Board Association, we would like to present Mr. Manuel Gonzalez Jr. for his 13 years of service as schoolboard member in honor of your unwavering service. Step that way a little bit. There you go. One, two, three. Good job. Thank you. >> Thank you. [applause] >> Thank you. Congratulations. And thank you again, Miss Martinez, for representing Sapata County ISD in the the South Texas School Boards Association. Um, those are all the presentations for this evening, Mr. President. That's it. Any public comment? I I'll [clears throat] give an opportunity. I know that you all like to stay, especially the kids. >> We all want to stay for the meeting. >> This is the opportunity to run. >> Thank you all
020for being here. Thank you. com. >> No public commentary. [laughter] >> Thanks on behalf of the board. All the Very nice. Thank you. Just great. Pretty nice. >> Um I just want to reiterate um the sentiment today in recognizing our team of eight um our board members. Um, I just want to acknowledge that your collective leadership, very diverse perspectives, and commitment to doing what's best for kids makes a meaningful district, a meaningful difference across our district. And I want to make sure that um that we recognize that because it is with the hard work of this team that we're able to have the beautiful celebrations that we have day in and day in and day out with the performance of our students, the success of our students and our teachers um from UIL to what
021happens in our classrooms. And it is because of the way that this team works together that that that is possible. So, thank you all for all of your hard work um and for your your dedication to a an unpaid position and the time that you give uh to really support um our district and making sure that we're at the top. So, thank you for your service. We much appreciate it. >> Thank you. [applause] >> Uh okay. Uh item E, consent items, approval of the minutes of the special call board meeting workshop held on December 10th, 2025 and the regular school board meeting held on December the 18th. I read it for you. >> Thank you, Mr. Damides. Uh I request approval for the special call board meeting and board workshop and regular school board meeting
022held in December. >> All those in favor? I >> motion carries. >> Item F of administrative report. >> Thank you. Um Mr. Ramirez, uh Dr. Trevino, members of the board, I will be presenting the financials for the month ending December 31st, 2025. For the child nutrition fund, the district realized $1,216,363 and actual expenditures of 1,234,799 with an excess of expenditures over revenues of $18,436. This program is actually uh running really good under the direction of Miss Leia. This is probably the first time we've had our revenues uh balanced budget basically. So, uh it's taken a while. Food costs have gone up uh which have helped um but the the program is really doing um awesome. The general operating fund uh as of December 31st, 2025 had actual revenues, realized revenues of 15,443,780. We're about uh
02338% actual to budget and expenditures of $11,350,589. We're at about 28% of expenditures to budget as of this point. Right now, we have four months that we've reported out of the 12 months, which is approximately 33%. So, we're a little under uh that up to this point. We do have an excess of revenues over expenditures of $4,93,191. Does the board have any questions? Um, our year-to- date comparative by function. What do our expenses look like as compared to last year at this same moment in time? Um, as of December 25th, the district has realized or expensed out $11,350,589. That's $251,000 more than previous year. our debt service fund. Uh we have realized $1,417,081 as of December 31st. That includes our taxes and our interest earned. No expenditures as uh of now. We will again make
024our first interest payment in uh February. So those expenditures will be reported in March's board meeting. bills, claims, and accounts for December 2025. Um, the district uh paid out uh bills, claims, and account of $554,6176 for the month of December. As of that amount, um we spent 23% less than previous year. Uh previous year in December, we had spent 729,000. Does the board have any questions? Our tax collection report, the district received 1,597,577.71 uh for our December tax collection. How does that compare to our budget? We're at about 64% of uh our budget of what we've collected. Uh the board approved a budget of tax collection of $8,735,424. We've received 5.6 million. How does that compare to previous year? Um as it compares to budget, remember this includes current delinquent and penalties. Uh we're about
02542% 42% less than previous year, which is we're on the mark. Now, how does that compare to our opening levy? our current tax rule only um uh our county uh starts uh October 1st collecting collecting taxes. Our levy at that time was 9,48,09. Um our current taxes of the 5.6 million was 5,349 5,289. We've collected 59% of our levy whereas compared to last year we were at 58%. So, we're uh up uh 76% as compared to previous year. So, I think a lot of people decided to pay their taxes before December 31st. Uh I do want to remind the board that um taxpayers have until January 31st and uh to pay their taxes for the tax year 2025. After that, penalties uh and delinquent uh charges will be incurred. So, >> when is that? >>
026Uh January 31st. So, uh, February's report, we should probably receive another good tax collection. Our donation report, um, for this month, for the month of December, the district, uh, had donations from our community in the amount of $13,772. what we've collected cumulative from September to November is $75,689 and what we've collected uh uh um from September to now is $89,461. So, we're we're very thankful uh to our generous donors for helping our campuses and our extracurricular programs um provide whatever they need in excess of what the board of trustees provides. Do does the board have any questions? >> Um >> item two, clarity investment report for fourth quarter. Uh thank you, Mr. Camides. Um for the period ending December 31st, the district had a total invested cash of 34,20,229.77.78. Of the 34 million, the district
027generated $186,49712 uh for the three months um for the fourth quarter. How does this compare to last year? Last year we were doing much better. Uh we were at 277,000 um in investments as compared to previous year the same time. Does the board have any questions? Thank you. >> Thank you, Michem three, F3, announcement and presentation on upcoming third annual parent earning session. >> Thank you. Uh and Gademia again from board members. I wanted to take the opportunity to formally announce our third annual parent summit. Uh it's going to be held on February 21st. uh we start the the I wanted to start the presentation by by giving just a little quick introduction of how the schedule's going to be and what the sessions are going to be looking like. So, similar to the previous
028years, we're starting very early at 7:30 on that Saturday. Um we're hoping for good weather and great attendance. So, we're going to be providing breakfast for every parent uh and and the students that are that attend. Uh and we're going to go into general session from there and then we're going to break out into two SH sessions. Uh after that we should be dismissing by 12 just after 12 um p.m. Those of you all that attended last year, you know, you know how those breakout sessions were were organized. I'll go into very briefly, but I wanted to give you all uh that and kind of start the buzz about about this um event. Something that's very exciting. We're honored to uh to have Lieutenant G Lieutenant General retired Ricardo S. Sanchez as our distinguished guest
029speaker for this year's summit. Um as a South Texas native, as you know, uh who understands the culture, challenges, and aspirations of our families, General Sanchez's message is certain to resonate deeply with our students and our parents and of course our community. His story is a testament to what is possible through discipline, education, and service. and we're confident his words will inspire and uplift all who attend. So, we're super excited about having uh General Sanchez attend as our as guest speaker. And um we wanted to real briefly go through these uh items. These are the topics, proposed topics. They're they're still in draft form, but I wanted to remind the board as we've done in the past is we send out surveys uh to our parents and ask them what they want to know about,
030right? So, you know, from from our federal programs department, Nancy Gel U organized a a survey. We gathered that information. Uh we continue to to wait on that information. We released it, I think, for about a month and a half, two months or something like that. We gained a lot of information from that and these are the topics that kind of stuck out and popped out, right? So, uh with this in mind, now we're we're reaching out to our uh presenters. So we're calling out for presenters and also as we did previously uh it was a combination of district staff and district partners who specialize in these topics that will be the session presenters. So our own staff and our own partners such as pillar uh project lift and those organizations will be the the
031presenters as they're the specialists of those uh those topics. Uh each topic as last year was presented in a session for English and a session for Spanish. We're were we're were uh following the same framework for that. Uh but we're super excited. We wanted to start the the to to spread the word uh for the 21st. And of course, all of our board members are are encouraged to attend. Of course, all of our parents are encouraged to attend. We're ready to to to to host over 3,000 people. So, we're we we want 3,000 people to be there. So, we'll we'll uh we'll be uh very very happy for that and we'll be ready for it. So, if you all have any questions or comments based on on that, but we really wanted to announce it
032formally here and start getting the word out. >> Congratulations. >> Yes, ma'am. >> You said you're you would love 3,000. Just out of curiosity, how many attended last year? >> It was a little over 400 and the previous year was a little over 400. So, I don't think we've broken 450, right? >> Get your [laughter] >> That's a lot of tacos. Uh but but yes >> any other questions? >> No. Thank you. >> Yes. >> Item number four, presentation on college career and military readiness outcome bonus. >> Hi, good evening president Ramirez, Dr. Dino, school board members. Um the purpose of this item is just to provide the board of trustees with an update on college career and military readiness CCMR outcomes bonus funding. Kind of just wanted to give you all an overview and
033just to highlight the hard work that we've been putting into securing this for our district, not only for our district district, but for our students as well. Okay. So basically uh OBS outcomes bonus funding is potential funding that the district earns when students graduate and are truly ready for college career or the military. We're setting them up for success for college and the career. Okay. So it's based on results, not just on participation. Now, the funding that we potentially get awarded is 5,000 for economic economically disadvantaged students and three thou 3,000 for non-economically disadvantaged and of course 4,000 for special ed. So, how do we get paid out? We have to meet a threshold. Basically, we have to meet a minimum number of students before we can even get paid out. So, for example, 5,000
034is paid out after we meet the 11% threshold. For non-ecodis, we have to meet that threshold of 24% for 3,000 and special ed. Now, if any special ed student meets the requirements immediately, we get paid $4,000. Now, I am happy to report that we already have secured some funding, but I will share that in just a bit. Now, how do we earn it? So, a student must graduate from Sapata High School and meet one of the indicators and the indicators can be from college readiness, career readiness, and or military readiness. Now, a student must earn an associate degree by August 31st, immediately following high school graduation. Now, since we are just an early college high school, we uh do not have we are not an early college full high school, right? or an academy rather.
035Uh students do not get associates degree. They do graduate with 42 hours. Now with those 42 hours, any state of Texas automatically takes the entire core curriculum, right? So that is a great opportunity for our students. So we have that. But since we we do not provide an associate degree yet because we are working on that um we are focusing on meeting the TSI readiness criteria. Now, in order to meet this, students need to pass both the TSI and reading and math. And we are working very closely with the high school, with the counselors, with our seniors, our students, our teachers, everybody to secure to ensure that our students are TSI ready. And we're changing the mindset. We're saying, you know what, TSI readiness is not only for college, it's for career readiness as well.
036Because you know what? employers want uh employees who are literate in reading and in math. So, we're changing the mindset because it's tough to get these students to test. You know, they're they'll say, "Well, I'm not going to college." But you know what? Careers want students who are literate in reading and math. So, we're changing that mindset. We're embracing it and we've had very good results so far. Of course, like Miss Gonzalez always says, how do you eat an elephant? One bite at a time. So that is our approach and we are going with it and and we are experiencing great success so far. In addition to this, students have to enroll in post-secary education. Now our counselors do an excellent excellent job and bringing in our universities. They bring in Larredo College, they bring
037in TAMU and we hold registration at our high school. We're also bringing in University of Texas, Texas&M College Station. So we're bringing the opportunities to our students. So they come, they register, they get financial aid, everything is done inhouse. So we are targeting that indicator number two to ensure that they're enrolling. And you know what that includes Laredo College, they don't have to go the traditional route. We have our non-traditional students and that is a great opportunity. So that is why we are focusing on TSI for readiness as well as our post-secary education. Now career readiness again we see TSI that is our big focus that's a big initiative I did present it to Dr. Drevino and SLT and uh we are working very hard to ensure that our students are TSI ready because we
038see other districts doing very well why not us because our students are just as capable and we are going to get there. So another thing we are working on is a TEA approved industrybased certification or an IBC. What is that? That is basically a certificate that shows students uh that gives them a leg up for example in a high wage demand career. Um medical assistance, patient care, all of that. They get that certificate certificate, they graduate high school, they ready can go out and get a job. Uh and of course with the military readiness, a student must enlist. And I am going to give props to our JROTC. We have Lieutenant Colonel Lopez and of course first class sergeant Mireles. They are doing an outstanding job with our JOTC. They're working real hard with that
039ASVAB test. It is a difficult exam but you know what it goes handinhand with TSI with college career and military readiness. So we're working hard and we do have eight potential recruits students who want to join the military. Now with the outcomes bonus funding that we will get uh tea identifies categories and you all can see there it all goes back to teacher training to our programs and to our students. Okay. If we move forward uh how does it impact Sabata County ISD? Well, it expands early access to college credit to our IBC's and to our career pathways, right? It improves post-secary readiness and promotes workforce readiness. That's where those IBC's come into play. And I'm looking at you, Mr. Gonzalez. And and our hope is to bring in engineering as a program of study.
040And we have our own here that can provide opportunities to our students for the workforce, right? We're one bite at a time. >> A teacher. >> Yes. I would love to be a teacher. >> Well, they could actually go do practicums with you and employer. Yes. So, we'll work on that. Now, what have we done to improve our funding? We focused on internal preparation. A a lot of thought and research and asking questions has gone into this, right? We've expanded career pathways and our IBC's that lead directly to jobs. We want our students to graduate and have an opportunity to go out and work. They already have a leg up and they can compete with anybody out there. Our students skill school. Mrs. Geta and her team now have a TSI class. Many students are
041passing. They're going to come into high school already able to take college courses. So, we're increasing that as well. We've improved our tracking and support. So, we've created a lot of internal trackers. We have forms everywhere, but you know what? A lot of cross references and uh it pays off to have all of that documented and not just accountability, right? We're holding ourselves accountable and we've removed barriers for our students. There's no cost to any of these exams. We give them tutoring as needed. Certification costs are covered by the [clears throat] district. So, we are giving our students every single opportunity we can to be successful. Um, going back now, this I'm very happy to report that in the fall semester, high school earned the following IBC's. So for the first time ever in Sabata
042high school history we had advanced animal science and equin science earn 31 and 27 certification. So that is outstanding. I met with the teachers at the beginning of the year. I you know I presented them with this information. They said we're ready. Let's take on the challenge. And they did phenomenal. And I can just see them getting better and better as the years progress. Even in the spring semester, uh we had our non-commission security officer level two. We had 21 certifications and then of course our Microsoft office specialist and expert. So we had over a hundred industry recognized credentials that our students earned. And I'm so so very proud of this number because our teachers took on the challenge and we still have students from this fall semester that are currently testing. So this number
043is going to continue to increase. And this doesn't even include all the students that will test in the spring. So this is we're very proud of this work. We're even proud or more proud to show this number. We've been at zero dollars for outcomes bonus funding for years, right? Uh I know Dr. Trevinho called me after a meeting and she she talked to me about this. So I >> during the meeting. So what do I do? I ask questions and I learn that's how we learn by asking, right? So, I researched did the leg work and I'm very happy to report that we are already at an $18,000 projection to get and this is just this was this report was taken in December. So, I guarantee it will increase by the end of the year.
044So the purpose of this was to share just a little insight on outcomes bonus funding and all the work that our Sabata high school is doing, the leadership team, our teachers and of course our students and of course our curriculum department because it's crossover. We all help each other out and just very proud of the work that we're doing and super proud of our students. Well, and I do want to commend Jessica because it was a tough role to come into. Uh, and um, like with everything, you come in and find ways to improve it. And she's really brought um, her flavor to it and uh, she's doing a really great job at making sure that we're providing every opportunity for our kids. So, thank you so much for your hard work. >> You told
045me to make it my own and we ran with it. So, we're working hard. Thank you so much. THANK YOU. [applause] THANK YOU. UM, let's move on to item G, action items, approval of contract and purchases. >> Uh, thank you, Mr. Armmites. Our projector at the auditorium is dying on us and so we have a lot of uh good things coming up. We need to be ready for our summit. So I come to the board asking for approval uh for to award the 31,000 to Barcom. Um and then the second
046uh request is for 22,000. That amount will be coming from committed fund balance for um professional services for um our update to our 2019 facilities assessment and pre-bond planning. Um now I do want to uh for the board to make a note of the 22,000. So the 22,000 is includes the assessment. Um I don't have the number just for the assessment and then if we move forward with the pre-bond uh services the amount will not exceed 22,000. So I do want to let the the board members know that at this time I ask for approval of uh contracts over 25,000. >> Motion by second by all. Those in favor. >> Thank you. Carries. Thank you. >> Um item number two, discussion action regarding Ro I guess. Uh the the item before you is is uh
047regarding the resolution to adopt a period of prayer and reading of a Bible of the Bible or religious texts on each school day and at every campus for students and employees pursuant to Senate Bill 11. And as presented in um in our in our uh workshop, we are asking for a motion uh by our board to to to take action on this. >> Um I'd like to entertain that a motion to decline the adoption of a resolution to adopt the policy described by education Texas education code section 25.0823 A-1. Uh item three, discussion possible action MHM grant and federal program specialist positioning. >> Uh yes. And again uh this this do this action item was was uh or this topic was presented at the workshop. I'm sorry. uh at the workshop uh and we kind of discussed this in in detail, but to remind the board the primary purpose of this position is to advance the district's digital uh equity initiative by measuring migrant and McKenna Vento uh and economically disadvantaged students have equitable access to reliable technology, internet connectivity and technical service and support. The the position supports district network operations through
049the installation, troubleshooting and maintenance of of hardware, software, data communications and equipment and focusing on building building those relationships with our families and giving them the support they need. Uh this position uh to be to remind the board this position is is fully funded through the Methodist Healthc Care Ministry Digital Equity Grant and is intended to directly support migrant and McKenna Vento and economically disadvantageous students. Uh and the continuation of this position is contingent strictly on the the funding of this grant. Uh with your permission, I would be posting this this uh this position immediately and with a little bit of luck uh we would have candidates uh before the end of the month. >> So I'd like to entertain a motion. I'll make a motion by second by all those in favor. >> Motion

Item number four, approval of resolution to proclaim February 2026 Career and Technical Education C1. >> Good evening again. >> Um, now uh board members, in your packet, you do have the proclamation with you or on your screens. We are proud to recognize February as career technical education CTE month. A time to highlight the significant value, achievements, and contributions of CTE programs across the nation. These programs play a critical role in preparing students for both college and high demand, high wage careers by integrating academic and technical skills with realworld hands-on experiences. Those in favor. >> Thank you so much. >> Item number five, approval of school library materials. >> Good evening, school board members, board president, and superintendent. This item is presented for board consideration and approval of school library materials. A little bit of background. The Senate Bill 13 mandates that the school board of trustees approve all library materials that are considered for purchase for district libraries. A list of proposed library materials was made available for public review on the Sapata County ISD library service web page and the district social media page on December 11, 2025. The posting initiated the required 30-day public review period which
052ended on January 11th, 2026. The proposed materials were selected by the district librarians in accordance with the collection development standards established by the Texas State Library and Archives Commission and our own school uh board policy. During the course of the 30-day period, no public comments were submitted regarding the proposed titles. Oops. Okay.
