Some people are coming in a little bit late, but we do have a quorum. The first item is invocation and the pledge of allegiance. >> Thank you. Good evening. We gather tonight during a season that reminds us of hope, light, and renewal. Yet, we do so with a heavy heart. We lift our colleague and friend Ida and her family asking for peace, comfort, and strength during this most difficult time. May she be surrounded by love, dignity, and grace. And may those who are alongside her feel her feel supported and sustained. As we approach the end of the year, we ask for wisdom and clarity for this
board as decisions are made in service of our students, staff, and community. Grant us patience with one another, compassion in our words, and unity in our purpose. May we be reminded that our work is not just about policies and agendas, but about people, children, families, and colleagues whose lives are touched by what we do. As we prepare for the coming holidays and new year ahead, may we find moments of rest, healing, and gratitude and return renewed in spirit and commitment. Thank you for the opportunity to serve and for the strength we find in one another. Amen. >> Amen. >> Please join me in our pledges. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for
all. >> Honor the Texas flag. I pledge allegiance to thee Texas. One state under God, one and indivisible. Thank you. Thank you. Item B, uh, any No public comments. >> Any public comments? >> No, sir. >> Any recognitions? >> No, sir. >> Okay. Uh let's go to item D. >> Well, you have any board? >> Um I do. Uh I I do want to echo uh Mr. Wonada's sentiments and that um you know Clyde and Mimi are a very big part of our CCISD family and we're all very united in prayer supporting the family through this very difficult time. Um and we just wish them uh God's mercy and grace um as they um deal with this uh you know with this terrible situation. Um, I also want to extend a deep and heartfelt thank
you to all of our employees. Um, all of our staff members that uh for this whole first semester have poured their heart into working with our students and making sure that they have provided ample opportunities for them to be successful and for that we're very thankful and grateful. um board members at your desk area and there is a gift and it's a beautiful token that comes from the ANTMO Junior Life Skills Center handmade by our wonderful students who uh they are hustlers. I mean, they love to uh work over there and create and and use their creative abilities uh to make things that bring joy to uh those that are privileged enough to um either purchase or be gifted something from them. Uh and so that's a token of their appreciation for this holiday season.
And so we do want to acknowledge all of the students at the life skill center under the guidance and direction of Miss Christy Pena. uh and so we thank them and we wish them happy holidays. So, thank you for that. >> Thank you. >> On behalf of the board, I just want to say merry Christmas to everyone uh to all the u staff. Hope you all have a great one and enjoy your your vacations. Um, next item, uh, consent items, approval of minutes of board, uh, public hearing and regular school board meeting held on. >> Uh, good evening. Um, good evening, Mr. Damas, Dr. Finino, members of the board. Um, I'm requesting approval of the minutes for the public hearing and regular meeting held on November 20th, 2025. I need a motion. I'll make a
motion. Motion second by all those in favor. Motion carries F administration report. >> Thank you. Uh members of the board, these financials uh were literally just completed about 4 minutes before the >> hot off the press. Um, so any questions I I will try to answer them, but we may need uh I may need to get back to you. Um, the child nutrition fund as of November 30th, 2025 reflects total realized revenues of $945,52 and expenditures of $989,67 for in excess of expenditures of $43,565. Uh we do have year-to- date encumbrances, meaning we do have um purchase orders that are outstanding, waiting for payment of $418,730. At this point in time, the child nutrition program is um is uh hitting their target on expenditures. Usually at this point, we have an excess of revenues. Uh,
Miss Guu and I have been working closely uh to see how uh we can uh decrease those expenditures um to because of course the food costs have been high this year. And so uh at this point in time we are looking at um balancing our revenues with our expenditures probably for the first time oh since we become C about six years. So it's looking like the the program the general operating fund reflects total realized revenues as of November 30th of 11,831,838 and actual expenditures of $8,692,760 for an excess of revenues of $3,139,78. year-to- date compared to by function. Um what do the expenditures in our 199 compared to this year as compared to the same time as last year? Um this year our year to date we're at 8,692,760 as compared to last year. The
district has spent approximately uh 4% more than previous year. Does the board have any questions? service >> the debt service fund uh total realized revenues of $1,10,21 actual expenditures zero um you will see the first expenditure for the district's interest payment um in March board meeting for financials ending February bills claims and accounts for November Um the district uh paid out $712,1244 as compared to last year in November. Uh the district has paid out $145,000 less uh in bills, claims, and accounts. Uh the majority of that can be attributed to uh committed fund payments that were paid out at this time last year. Our tax collection report, the district received 9117,8727 for taxes collected for the month of November. um what that looks like as uh compared to uh what we budgeted at the beginning
of the year. The district's budget in tax collections, meaning our current uh uh delinquent and penalties, we estimated a revenue of 86% of our budget as compared to last year. We were at 56%. So we're down about 10% as compared to previous year. Now our opening levy um the amount of uh that's we are supposed the county is supposed to collect in taxes. Um our levy for this year is 9,48,000. That's how much we are projected to uh collect um in INS and include delinquent or penalties 3.7 million or about 41% as compared to last year uh we collected 50% at this time. So we're about 8% down in current tax collections. Does the board have any questions? uh our donation report. Um the district received uh $32,735.75 in donations. As you can see, um
the central office uh received $25,300 and uh with the thanks to um our federal programs compliance manager Nancy, I don't know if she's here. hope. Um she received uh a very nice donation uh from Methodist for 25,000 uh so that we can feed our McKini Vento and our migrant families. Um and they were very excited. Um they actually came and picked up their um items to for their families over the holidays uh today. Yeah. So, we had um our JOTC and other student volunteers yesterday. Um our hallway had pallets of food and items that were going to be um put into their kind of their stash. Uh and so the students helped organize all of that and they did such a good job of putting all of it together and it was just a beautiful
uh a beautiful expression that the district was able to provide to our families. And so they were very I know they were very appreciative of that. >> I can tell the board that the students high school and middle school now know the difference between raw pinto beans and canned pinto beans. >> So uh they were really really helpful. It was really nice to see all the kids join in and just prepare um these things for our family. Thank you federal programs department. Uh year to date um we have received 42,000 for a total amount of revenue from September, October and November of $75,689 in donations to Sapata County. Does the board have any questions? >> You have any questions? >> Mr. Hey, for the record has joined our meeting, but >> it is 5:50. >>
Um, okay. Let's go to action items. Uh, G, approval of contracts and purchases. >> Um, thank you, Mr. Ramirez. Um I come to the board today to request approval of contracts and purchases over 25,000. This will be our fourth request of the year. Um the first request is from uh region one. The curriculum department did have a report in the month of um November uh I believe or October. Um, regarding our LA lasso grant, um, we are requesting approval to, um, contract with region 1 ESC, um, for 236,000. I do want to let the board know that the 236,000 will be paid from fund 429, which is our our last grant. Um, 28,500. I put a TBD because we are waiting for interlocal information. Um, but at the beginning of the year, we did indicate
to the board that it was time for the district to do maintenance on our turf um in order to extend the life of of those um the the turf at the baseball, softball, football, and multi-purpose fields. U Mr. Morales. I did receive a quote for 28,500. Um, and we are just pending approval from the vendor to make sure that they are part of an interlocal agreement, but I am requesting board approval at this time. So hopefully during the break they can um work. And then um Coach Boras just informed uh the district that the Sabata County ISD will be hosting two track meets um and so I'm coming to the board to request um track equipment um up to $10,000 uh for the purpose of providing um running blocks uh to fix the um the
pit. Um and I'm sorry about the language. I was not a track star. So um the pit um and I know that he has spoken to Mr. Morales about getting uh the um the track and field ready uh so that Sapata does have uh adequate facilities to host our schools >> a middle school and a high school. >> It's just for high school. So, I am requesting $10,000 from committed fund balance. Uh, right now the blocks that we did receive, I did pro uh provide the support in the uh documentation in the board agenda and that's coming out to $1,500. Um, so I don't think that we're going to spend all of that amount, but I just don't want to get to a point where we're waiting and our first track meets in February and
we're not ready to go with the equipment. >> Any questions? >> Motion by second by all those in favor? I >> thank you. Item number two, discussion with possible action to adopt cap policy update 126. >> Good evening board members. Dr. Dano, uh this item has uh been in front of you for for review. Um we had a first board board workshop in late August and a second workshop in the beginning of of December. Uh as I had mentioned in those reviews, 28 policies are affected by this update from TASVA for update 126 and uh the the policies that are affected are listed in on the screen. You do have the packet in front of you as well. Uh since we've reviewed this several times, I would uh ask for for for approval at this
point unless there's any questions. So, uh, if there are no questions, uh, administration and consultation of course force with Tazby Policy Services recommends the approval of updates 126. >> I'll make a motion to approve the update. If there's no questions, no. >> Uh, the update of 126 as per said, >> have a motion by Garcia, second by all those in favor. >> I thank you. Motion carries. Thank you, Roger. >> Yes, sir. Okay, we will now go to close session pursuant to section 551.071 and 551.074 of the Texas Government Code. It is 5:55 p.m. Okay, we are back from executive session and it is uh 6:24 p.m. For the record, no action was taken in executive session. Uh any work or communications district? Uh just wish everybody a happy holiday. We uh will be on
break until January the 5th and everybody will be expected to return bright and early ready to go. We have a birthday for Miss Connie Gray. So, we want to wish her a happy birthday now that she's here because I'm sure nobody's gonna remember her on Saturday. They're all sleeping late. So, happy birthday, Miss Connie. >> Thank you, CONNIE. >> If there's no other business, I'd like to adjourn this meeting. Motion. >> I'll make a motion to adjurnn. >> Motion by second by All those in favor? I adjourned and it is 6:25 p.m. Thank you.
