You know what? I already [Music] >> So what I did [Music] But remember, Special call board meeting uh board of trustees is Wednesday, October 15, 2025 and it is 5:30 p.m. First item is a roll call. For the record, we have a forum. Uh everyone present except for my go. He will not be present today. Item B, any public comments? >> No, sir. >> Okay. Item C, U and item D is action or discussion. Uh, we will now go to close session. Uh, pursuant to section 551.071 of the Texas Government Code is 5:31 p.m. are back from executive session and it is 5:47 p.m. Uh, at this time I will ask for a motion from the board to open public hearing in compliance with section 180.007 of the Texas government code regarding the retirement agreement

payment to be issued to Raymond Moya the third to amicably amicably resolve all employment matters which will benefit the district by foregoing legal expenses and the payment made to Mr. Moya include the lump sum of 28,851.96 which will be paid out of local funds that is to be paid on or before October 31st, 2025. The payment will benefit the district's budget and taxpayers by defraining legal expenses to be incurred in any protracted legal matters. Is there a motion to open open public hearing? Second by all those in favor I need to >> I all those opposed to say okay any public hearing so anybody can comment. Will we be explaining anything else to the >> at this point in terms of the payment that's what we under 180.007 that's what we have to state by

law. Yeah. But there's any other questions I can answer them. >> I do have a question. I just don't understand how we went from suspension to this and he never got an opportunity to physically come and talk. So my question is if anybody files a grievance any one of our employees. So, you're literally gonna shut it off before it gets here so they never get to speak. So, it seems like we're shutting our people down. Am I confused or can you respond to that? >> Yeah, I know. I can definitely respond to it. So, Mr. Moya uh signed off on a voluntary >> terminated or he had to take that. So, it wasn't an option. >> Well, the name of the document in bold is voluntary retirement agreement and it specifically states that he agrees

and I'm going to read the clause for the record. Moya hereby withdraws all pending grievances submitted to the district. And he also agreed Moya hereby withdraws all pending public information requests submitted to the district. So he volunt >> Can you also read the part where Dr. Domino sent him the letter saying that he would be terminated if he didn't do that? Because that sounds like coercion. Yeah, but this is part of what he agreed to and signed off. >> So, with all due respect, but can somebody read that to the public and the community out there that wants to know? >> That's not part of the record for tonight. >> Can you prove that to me? >> We we don't have that as part of the discussion for tonight because this is what's on >>

but it's on the same topic. >> Yeah. But this is what's on the agenda, which is the voluntary retirement agreement that he signed off on. >> Everybody, the one at the top would have been Dr. TM and then Raymond. We spent 5,000 on audit. we're paying him off, plus you couldn't put him to work. Plus, we're going to hire somebody else and yet we don't have money because my friends will consistently buy the the fact that we can't give them anything because we don't have money. But it's okay to terminate someone where there was not one illegal finding, not one criminal finding, and he never had the opportunity to speak to anyone. How is that right? >> And I really invite the constituents to come forward and talk to us because this is not the

first time it happens. not very disappointed in what we're doing and what we represent. >> That he submitted a voluntarily retirement uh letter that says, "This letter is to inform you of my voluntary retirement to be effective on October 31, 2025. It has been a pleasure to serve the students, staff, and parents of the Sapata County Independent School District." >> I I I read that letter. I we were there when he wrote it. But what you're failing again to mention and that's all of us as a team of eight is that that happened an answer to when and I remember talking to you and you said I I wanted to hear the grievance. You said I wanted to hear what he had to say but we didn't give him a chance. Where am I? >>

Well, that discussion was if if that was his choice, >> right? But that was >> that's his those are his rights. You got to understand here that everybody everybody has rights and if they don't meet the if they don't they're not comfortable with what came up about it. Well, again, they have rights. >> I appreciate that. I guess I'll end what I wanted to say is that I know that we're still doing the research. There's been a lot of grievances and none of them get to come in and and and speak their mind and and figure and let people know that guys. It should have been more than that. Last thing is when Raymond Moya submitted that letter, well, they had time to read them at home. Well, that wasn't going to be helpful or

beneficial. We We owe that to our employees because now everybody's watching and everybody feels like we can't say a thing because we're going to get terminated. We can't say a thing because this and you know what? I don't stand for that. And I know that none of us here stand for that. But I think if we keep making those mistakes, there's going to be very, very major consequences. But you know what? I'm not going to be the one that stands for it. And I apologize if I disrespected you, but if I do it again, I'm going to stand for what's right every single time. I think one thing that needs to be addressed and probably could be addressed at the next board meeting is this uh statement that you indicated that there has been multiple

grievances at this school district. I can tell you and it can be proven very quickly that with respect to either patrons, community members, parents, students or employees, which they all have their grievance rights. This district in particular has very very few. But you don't have to take my word for it because that's something like a review of all those frequencies that have >> and it's not for me because I don't I don't I'm here as a volunteer. It's for every taxpayer also. It's out there. Every person that works here, we have bought people out and when we start buying people out, what does that say about our credibility? I I don't understand. But and I want to make one thing and I appreciate the time and I will continue to say that on the next

board meeting. I do want to touch on some things because I feel that we've spent so much money and if I ever hear again that we don't have any money, this is the first thing I'm going to bring to the constituents. So with that, I apologize for being aggressive. It's actually called passion and knowledge. So thank you for the time. >> Any other comments? >> Yes. I'd just like to say that uh you know to say to insinuate that there was no grounds uh for a call for termination is is pretty ridiculous. I mean we have the >> because you said ridiculous. I'm going to I'm going to interrupt you and I'm going to disrespect you because there will you show me the criminal finding and show me the illegal one. >> I didn't say

no you said ridiculous. So make sure you know what you're saying as well. >> So take that back. >> I don't really want to discuss any of the circumstances. >> Thank you. >> Okay. If there's no other comments motion by second by all those in favor I >> I Okay. >> All those opposed? Nobody. >> Uh if there's no further comments and I will now ask for a motion to close the public hearing. I need a motion to close. >> I'll second. >> Motion by Marva, second by Maka. All those in favor? >> Is that Is that a Is that fine? What? Everybody just says I >> I It's a new law that everyone has to have a record vote. >> Yes. >> Okay. So, everybody says yes and the the meeting is closed. >>

Okay. Action item number two. But this is a public hearing. This is not part of the public hearing, right? >> No, you already closed the public hearing. Now we're taking action on agenda item E2 which is to approve the retirement agreement for MO. >> Okay. Item number E2 discussion possible action to approve retirement agreement for chief of police. I need a motion to approve the retirement. >> A motion to approve the retirement. >> Say I >> I All those say nay. Motion carries. Final item in Germany. Motion to adjourn this meeting. >> Motion to adjourn. >> Motion back by by all in favor. We are now under the meeting and it is 5:57
