Just give us one minute. Mr Garza won't get right set set up for you Good evening Madam vice president and fellow board members and superintendent The May 2nd election was conducted as a countywide Election meaning that the
006voters were allowed to go to any of the 15 early voting locations or the 30 election day locations With that there were two hundred twenty two thousand seven hundred and sixty three eligible voters for this election of which 2280 participated early voting saw fifteen hundred and fifty three voters Election day six hundred and six and the ballot by mail one hundred and twenty one In your packet you have a summary of the precinct by precinct breakdown as well as the summary of the overall election for Board of Trustees place for Orlando Papas Lopez 1680 For the Board of Trustees place five Abel Sonny Fonseca 997 Rudy Corona 1194 in the Board of Trustees place six Alex Reyna 646 Linda Garza 184 Selena Gonzalez 1370 Board of Trustees place seven Royal Abrigo 11 1164 Frutoso M
007Gomez jr. 1019 The election itself was Pretty smooth the overall turnout percentage was about 10% which is pretty average for a May election One of the things to note is that that we're now required to do what's called an official reconciliation For the election and so in your packet, I think you do also have a copy of that I hope it was sent a little after the the canvas report was forwarded but of the 9827 early voters countywide there were three thousand five hundred fifty seven on election day and eight hundred and thirty seven ballots that were Mail ballots that were cast as well as twelve provisional ballots for a total of voters of fourteen thousand two hundred and thirty three Taking out the ballots that were either rejected or not accepted by the board
008which was 26. So a total of fourteen thousand two hundred and seven voters and two fourteen thousand two hundred and seven ballots meaning that every ballot that was cast was and every voter that Presented a ballot was accounted for There was a situation at the Samadina Community Center with regard to the bottom part of the ballot scanner Where I think it was either the humidity or the quality of the paper that was Causing it to curl a little bit at the beginning and after the scanner had processed the ballot They weren't clearing the pathway to drop into the transfer case And so at one point in the in the election the auxiliary bin had to be used so the voters could continue voting while we were waiting for The sheriff's deputy to come and unlock
009the bottom of the the the ballot box And that's where the the counted ballots drop into the blue transfer case We were able to clear the pathway and make some changes and it did not repeat So once the pathway was cleared in the presence of not only the poll all the poll workers The sheriff's deputy and any voters that happen to be in the polling place The ballots that were cast in the auxiliary bin were then scanned into the the scanner at the at that moment in time So all the ballots that were were cast at the brown I'm sorry the Samadina Community Building were processed at the Samadina Community Building and then ultimately returned to our office and secured For the duration of the election So if you have any questions with regard to
010the conduct or the results of the election, I stand ready No questions. Mr. Garza. Thank you for your explanation. Thank you very much The next item on the agenda is agenda item 2.2 presentation of certificates of election and statement of elected officers Mr. Garza Oh Judge Garza We're gonna go ahead and go we're gonna go with ladies first Okay, thank you Please raise your right hand and repeat after me You solemnly swear that I will faithfully execute the duties of the office of the duties of the office of San Benito School District trustee place for San Benito School District trustee place for of the state of Texas of the state of Texas and will to the best of my ability and will to the best of my ability preserve protect and defend preserve protect and

On behalf of the rest of the Board of Trustees, we would like to thank everybody for coming out to welcome our new board members and for the oath of office for existing board members. It truly is a pleasure to serve this district, and we look forward to continuing to do that in this next year. The next item on the agenda is the reorganization of the board officers. As per our board operating procedures, the board president will serve as the presiding officer. Additionally, according to our board operating procedures and board policy B.E., we will be observing parliamentary procedures as outlined in Robert's
019Rules of Orders during this process. For the purpose of electing board officers, I request that voting be conducted by a show of hands for clarity. I will state for the record the names of board members showing hands for each yes vote and the same for each no vote. Please note that nominations do not require a second. The candidate with the majority of votes for each position will be declared elected to that position. If there is no majority for any candidate, the nominations will be reopened and the process will start over. By law, there cannot be a tie. Furthermore, if a person votes yes for one candidate, they must vote no for any other candidate in that position. You cannot vote yes for more than one candidate nominated for the same office. After voting is done,
020we will take a brief pause. This will allow the newly elected officers to change their seats and are rearranged the office title play card. Thank you for your understanding and cooperation. Board president nominations for board president are now open. Are there any nominations for this position? I would like to nominate the vice president Crystal Hernandez. I have a nomination for board president. Miss Hernandez, do you accept the nomination for the position of board president? I do. I do. Is there any other nomination for board president? I would like to nominate Orlando Lopez. Mr. Lopez, do you accept the nomination? I do. Okay, we have two nominations for board president. Are there any more nominations for board president? Hearing no other nominations for board president, I declare nominations for board president are closed. Seeing, I will
021read the slate of individuals who have been nominated for the office of board president. Crystal Hernandez and Orlando Lopez. We will now vote on each person in the order in which the nominations were received. For the first nominee, may I see a show of hands of those who vote yes for board president for Miss Crystal Hernandez. Those voting yes are Dr. Ariel Cruz-Vela and Crystal Hernandez. May I see a show of hands for those who vote no for Miss Crystal Hernandez for board president. Those voting no include Mr. Rudy Corona, Mr. Orlando Lopez, Mr. Israel Villarreal, Mr. Raul Abrigo and Miss Selena Gonzalez. For board president for Miss Crystal Hernandez, the tally is two to four. She does not receive the votes needed for the board presidency. Sorry, two to five. Same process. I would
022like to see a show of hands for all those who vote for Mr. Orlando Lopez for board president. Those voting yes include Mr. Rudy Corona, Mr. Orlando Lopez, Mr. Israel Villarreal, Mr. Raul Abrigo and Miss Selena Gonzalez. Congratulations, Mr. Lopez. You have won. I will continue the rest of the reorganization of the board officers. The nominations for board vice president are now open. Are there any nominations for this position? I would like to nominate Israel Villarreal as the third. Mr. Israel Villarreal, do you accept the nomination? Okay. Are there any other nominations for board vice president? No. By a show of hands, may I have all those who vote yes for Mr. Israel Villarreal. Those voting yes are Mr. Rudy Corona, Mr. Orlando Lopez, Mr. Israel Villarreal, Crystal Hernandez, myself, Dr. Ariel Cruz, Mr. Raul
023Abrigo and Miss Selena Gonzalez. Congratulations, Mr. Villarreal. Same process. Do I have any nominations for the office of board secretary? Yes, I nominate Selena Gonzalez for board secretary. Miss Selena Gonzalez, do you accept the nomination? I do. Thank you, Miss Gonzalez. Do I have any other nominations for board secretary? Okay. By a show of hands, do I have all those who vote in favor of Miss Selena Gonzalez? By a show of hands, I've got Mr. Rudy Corona, Mr. Orlando Lopez, Mr. Israel Villarreal, Miss Crystal Hernandez, myself, Dr. Ariel Cruz, Mr. Raul Abrigo and Miss Selena Gonzalez. Congratulations, Miss Gonzalez. Okay, everybody. At this moment, we will take a brief pause just to reorganize our seats and then we'll have Mr. Gonzalez for the special recognition. Okay, we're going to go ahead and continue, but before
024we continue, I want to thank the board for nominating me or choosing me for board president. I really appreciate it, but I can't, you know, continue this meeting without thanking Ariel and Crystal for their dedication this whole past year and their leadership role. They did a tremendous job, so I want to thank them so much. Give them a round of applause. Okay, so let's move on to agenda item number three, special recognitions. Mr. Gonzalez. Good evening, ladies and gentlemen. Buenos, buenas noches a todos que están aquí con nosotros. At this time, we're going to have two special recognitions. And first of all, Mr. President, members of the board, congratulations to our newest members and our new officers, and of course, Mr. Perez. The San Benito CISD held their annual, eighth annual Superintendent's Student Scholarship Golf
025Tournament was held in March at the Treasure Hills Golf Course. The tournament's objective is to raise student scholarships for members of the San Benito High School graduating class of 2026. We are grateful for the incredible sponsorships from various donors, including corporate level, small business and local community members. The district proudly announces that over $135,000 was raised for these annual scholarships, which has been the most in the past eight years. One of the long standing partners in this fundraising initiative has been the San Benito Industrial Foundation. The local foundation has annually pledged a matching amount of $50,000. Once the district has reached the $50,000 fundraising goal. This year, 27 San Benito High School seniors will receive $5,000 each with the 2026 funds raised. Tomorrow evening at San Benito High School, they will host their annual scholarship
026night where these 27 students will be recognized and awarded. The Board of Trustees now recognizes the $50,000 donation from the San Benito Industrial Foundation. At this time, we have representative joining us center stage for the check presentation. I know that we may have Mr. Thomas Garza and Mr. Pete Claudio, and we also will have include ask the board members to please join us in the front for the check presentation. They may not have shown up, but we are extremely grateful for the continued partnership that the San Benito Industrial Foundation has always matched us for the past, I think, four years. And so this goes a long way for reaching our goals to ensuring our students receive $5,000 scholarships in San Benito. This is the most that we have received. We were going to give this
027year. So congratulations to the San Benito Industrial Foundation. So here's the check, sir. Thank you, Board of Trustees. And we again, we wanted to thank the San Benito Industrial Foundation members for making this possible and matching the $50,000. At this portion of the meeting, I'm going to hand it over and introduce welcome our assistant superintendent for academic services, Ms. Delia Cornette, who is going to do the next presentation. Mr. President, members of the board, and Superintendent Perez, that concludes our special recognitions for this month. Thank you. Once again, thank you all so very much. Let's move on to agenda item number four, public comment.
030OK, public comment. OK, there's no public comment. Let's move on to agenda item number five, board report. Yes, it's me. So real quick, I'm going to give an opportunity for the board members, the newly elected board members and all the board members here to just say a few words of encouragement for the great year that we had and what we have to look forward to. So at this moment in time, I'm going to give the board members just a quick opportunity to say a few words to the staff and the community. Dr. Cruz? Hi, good evening. We are almost at the end of the line for this school year. So we are very excited. And all of the kids' activities have been so enjoyable these last couple of weeks. Last night I was at Riverside,
031Mr. Dominguez, your kids did a great job at their choir concert, amongst all the other recognitions that we've been giving throughout the month of May. So it's very exciting that we are ending this year on such a positive note. And we look forward to all of the planning that Mr. Betis and his team will be doing over the summer. So we are right on the path of the gold standard of public education. So thank you all. Have a restful summer. And we will all be here working over the summer. I'd like to say thank you to Errol and Crystal. You all did a great job of being president and vice president this year. And I'm glad that we can go ahead and continue on. And you all take y'all's lead and grow the district and
032keep on going in the right direction. The district does a lot of great things for the kids. And there's a lot of great programs. And I'm ready for it. And summer is along the way. And there's a lot of programs for the kids also in the summer. So we've got to keep going. Thank you. My thanks is to the superintendent leadership team. You guys have done an amazing job all year long. You guys are always present everywhere we go, every event. And it takes a lot showing up early, staying super late, doing whatever it takes to get the job done. And it doesn't go unrecognized. And I just want to say thank you to the superintendent's leadership team. I'm new to the board. But I've seen from the outside looking in. And I'm very proud
033to say that I'm from Samuel school district product. And I'm really proud of what we have, our teachers, our staff, and again, the superintendent staff. And I mean, I'm looking forward to working with everyone. Thank you. A lot of what I wanted to say has already been said. So I just want to say our district, everybody working together, we've made great strides in this last year. So my goal is to work as a team to continue the strides that we've been making. I just want to say thank you to all teachers, all administration, Mr. Perez, your staff, and everyone, and to even the custodians, everyone that took part this year in just making it a successful year. Once again, thank you. Enjoy your summer. I know we're not there yet, but it's coming. Thank you,
034guys. OK, let's move on to agenda number six, the superintendent Mr. Perez. I have a brief message, and then I'm going to give the rest of my time. We're going to do an academic health report. It's the month of May. It's the end of the year. So Ms. Cornett will come up in a bit. But I do want to start off by just acknowledging and thanking Mr. Reyna and Mr. Gomez for the time that they put. Obviously, this is not a paid job for them to do. So we thank them for what they did, and we wish them well wishes for them. I do want to welcome our new board members. I look forward to working with both of you. Really excited about the board we have. So it's going to be a great year.
035And I do want to thank Ms. Hernandez and Ms. Cruz for being our president and vice president this past year. I think you all did a phenomenal job. So thank you for working with me. And I look forward, again, to have worked with Mr. Lopez before, and I look forward to working with all of you as officers. So thank you. So we're going to go ahead. We're towards the end of the year, and we're going to give a presentation as to where we are academically. I know we're waiting for star scores and things like that. But there's a lot of things that we need to present to the community on the growth that we have had this year. So Ms. Cornett, take it away. I think it's a 45-page slideshow. Good evening, everyone. And welcome.
036Welcome, Mr. Abrigo, and welcome, Ms. Gonzalez. My name is Delia Cornett. I'm the Assistant Superintendent of Academics, and it is my pleasure to present to you this year's end-of-year academic health report. And so our theme, our motto for this year, was driven by pride and defied by excellence. And so this is the team that does the work. We met in the beginning of the school year, and we celebrated. So just let me go back a little bit. What I will be sharing with you is not a comprehensive everything that we do, but what I'm trying to do is highlight the things that we've done differently and what we're doing to refine our programs. There's a lot that goes into the work of the academics department, but there are things that we're doing constantly to refine
037our practices to improve things for our students and our staff. And so in the beginning of the year, we start off and we started doing academic retreats, where we bring in the entire team. And we want to focus on academics and the things that are going to take place in the school year, so we set the tone for the year. And this year, we were able to celebrate. And so we had a great celebration at the beginning of the year. The year before, we had finished the school year of 2024 with three F campuses, four D campuses, and zero A campuses. This school year, we started the year with zero F campuses, one D campus, and six A campuses. And so there was a lot of celebration that went on. But soon after the celebration,
038we celebrate. It was great. We did great things. But then it was like, OK, let's get back to work. And that happened right away. And so the team came together. And we talked about who we are, who we are, and why we do what we do. And I'm not going to read it to you. You can read that. But I just wanted you to see some of the work that goes in. We have to ground ourselves in the work that takes place. And so collectively, that entire team that you saw came together This is who we are when we say we are assembly of CISD. And we talked about why we do what we do. And so that led the foundation and the groundwork for the work that is to come. And so I'm going
039to go through the departments here. And we're going to start off with the Department of Assessment, Research, and Evaluation. And this is really critical. The work that Ms. Abrego does, you can't get to a location if you don't know how to get there. And she lays the groundwork. And I have been here for 27 years. And something that is extremely different than Ms. Abrego does as the assessment director is that she goes into campuses. And she provides specific trainings to administrators and teachers, departments, and grade levels at every single campus to make sure everybody understands what the work is that needs to get done. When you're going from an F campus and trying to become an A campus, it can become very overwhelming because there's a lot of components that goes into assessment. And what
040she does for our teams is she breaks it down so it becomes more manageable. And people are able to say, you know what, I can do that. And that's how we have been able to do the work. And so she's back here somewhere. But she does that work for us. On each one of those slides, you will see statements on the bottom. And that is actual comments and feedback for my stakeholders, our administrators on the campuses. The next one is after-school program. After-school program is led by Ms. Celia Banuelos. She is a new person to our team. And she hit the ground running. Like she took off. The after-school program has over a hundred and four. I'm sorry. Can you have them stand up that way? Oh, yes, yes. So that way, Mr. Abrego. Ms.
041Abrego. I can't see everybody, but Ms. Banuelos, is she here? There she is, Ms. Banuelos. Ms. Banuelos came to our team. She's an experienced administrator from a high-performing campus. And she came in. She learned everything. And she has been running like a little mini campus out there. And she's been doing great things. One of the things I want to highlight. So here she has a campus that serves over 1,600 students across the district at every single campus, and over 1,200 families, offering 30-plus activities in academics, arts, STEM, sports, and career readiness. This year, our students in the Volunteer Income Tax Assistance Program for Student Success, 18 students were certified, completed over 100 40-plus tax returns, and earned third place in Cameron County. One of the things I really want to highlight, and it's not a
042bullet, but there's a picture there, is that they're very intentional about bringing our families together. And so they provided every single campus. They provide family events. And there you see a picture of a dad painting with his daughter. They do this at every campus. And they do them at district-wide level once a month. And so I don't know. We probably need to work more on our marketing. But I think that's an exceptional thing that they do and they strive for through the after-school program. And she's done a fantastic job. So great job, Ms. Manolis. Next, we have our bilingual program. And there's great things. First of all, I want to recognize that we improved for our results-driven accountability from 2024 being a level 2 to 2025 being a level 1, which is the highest one
043you can get. One of the things that we talked about and really strived for is, what are we doing? We do a lot of things for our elementary campuses in bilingual. And we talked about, what are we doing for our high school students? So we were very intentional. And this year, through our bilingual department, we had someone at our CCMR Center at the high school, someone specifically there who was going to be able to talk to our parents, relate to our parents, relate to our students that they became very comfortable with that person. And so as you can see, 100% of our identified emergent bilingual students applied for college or university. 100% of our identified emergent bilingual students completed their FAFSA or their TAFSA. We had 10 students who had been awarded scholarships. 20 students
044had earned dual enrollment credit hours. I'm not going to read you the whole thing, but it's listed there for you so you can see the work that the bilingual department's been doing to support our students and help them move on to college and career readiness. And Ms. Emma Gonzalez, Belinda Gonzalez, there she is. I'm sorry, I forgot to introduce you. I apologize. Next, we have professional development. And that's Ms. Marlena Riza. Just stand up. She does a little bit of everything, but she's been leading. First of all, I want to highlight professional development. We have a whole pod at VMA that has been outfitted for professional learning. That's where we conduct all of our professional learning now. And she has transitioned our system to the Omnitrack. So now no longer do we separate between Region
0451 trainings and district trainings. They're all on the same platform. I just received a text message earlier today. I was talking to Ms. Riza for Mr. Farias, because he's text messaging me and sending me pictures. Now, each one of those classrooms has an iPad outside mounted. So when teachers go in, they no longer have to sign papers. They're just going to enter their ID number, and they're going to automatically be identified for attending that session. So we're moving things along over there. Also, we had, as everybody who has been here before knows, we had a heavy lift with Blue Bonnet and our research-based instructional strategies walks. And so that was a heavy lift for our district. And 100% of our teachers participated in that throughout our campuses. The other heavy lift for professional learning this
046year has also been deep dives into the teacher evaluation system. So T-Test evaluation systems, they did some deep dives on those. We received fantastic feedback from our administrators. Very positive, and that's work that we plan to continue as we move on. Also, she also oversees library services. And so we're moving that area over. She's doing some work with our librarians and providing some support. And then she's also going to be helping lead the Lasso residency programs as professional learning. Our next one is instructional technology. And I don't believe Mr. Farias is here this evening, but he is our go-to person for all things digital platforms. This year, what he did to facilitate work for our administrators, he'd make sure that monthly reports were available to administrators every month on digital platforms. Class dojo to, again,
047increase communication and accessibility to parents and create a two-way communication, we utilize class dojo district-wide. He's also the person in our department who's working with the technology department to head our Apple initiative for the upcoming school year. This next slide right here, because we're going to start looking at some numbers. I know people want to see numbers. So we're going to start looking at some numbers, and I want to give you some context here. In general, when we talk in education and we're looking at growth, anywhere from five to 10% is what we say, that's a good measure of growth from year to year. And so when you start seeing numbers that are 20-plus percent growth, or numbers that are 50-plus percent growth, you're going to start seeing that that's more transformational. You're looking at
048exceptional growth. And so I want you to kind of keep that in mind as we move forward. Counseling and advanced academics. Counseling and advanced academics is led by Ms. Sandra Domedos. Couple of things that I want to point out here. Again, I'm not going to read the whole thing for you, but I do want to highlight a couple of items. We've made it, we really wanted to recognize our students who are achieving and performing at a high level. So this year we started with our banquets for top 10. We're also recognizing middle school fifth, eighth graders who are performing at that top 10, and we'll have those banquets next week. We also want to recognize the people that are helping our students and acknowledge them. So we started for the first year this year, the
049Torch Award. Where our top 10 seniors were able to identify an educator at any time, any educator, who's made an impact in their journey. And so I was very emotional. But it was great to recognize our staff members and our teachers who are making a difference in students and to acknowledge the work that our students are doing. So that was really nice. Also, I do want to highlight, unfortunately this year we did go through a couple of times a crisis. Crisis that is difficult. And when those things happened, we had something that happened with a staff member and with a student. And I know that Ms. Romero, she's got it. And she's quick to make sure that we have the staff available, the team available at the campuses to support our teachers, to support our
050students, goes and does home visits. So I want to recognize that work as well. The other thing, now we're going to talk about AP scholars. Last year, this is a prestigious award for our students that are recognized. We had four last year. And this year we had eight AP scholars. Dual enrollment. Dual enrollment student participation, I'm giving you data for 2024, 2025, and 2026. Those numbers of growth are from 2025 to 26. So for dual enrollment student participation, we saw in one year 26% increase in student participation in dual enrollment. College credit hours earned by those students, 18% increase in student credit, dual enrollment hours earned by students. Dual enrollment course enrollments, 20% increase from one year to the next. And our 31 associate degree students, we're going to that ceremony on Saturday. We have
05131 students this year who are going to go and get their diploma from TSC before they even get their high school diploma. And that right there is a 72 increase from one year to the next. It's not easy doing that work. Countless hours of planning. She's working with counselors. She's reviewing student transcripts. She went over to eighth grade. Once students start taking their TSI assessments and she's identifying which students are passing, she's meeting with the team over there and getting them registered and enrolled with the team from the university so that we can go ahead and get those students in their pathways. And so I do want to recognize that work. Thank you, Ms. Jiménez. Ms. Cornette, I have a question. Can you clarify the difference between student participation and course enrollment? Difference between those
052two? Dual student participation, that's how many students we actually have, individual students. And then course enrollment, you might be one student, but you might have three classes that you're taking. That's the difference. All right, thank you. Next we have college career military readiness. This is a new department for this school year. This is headed by Ms. Nancy Casas. And in the beginning of the year, she started off, this is a new department. She wasn't really sure what, you know, what we're going to do. And so you're building this department. And I remember going to a campus and one of the administrators was like, she's like a jack of all trades. You've got her doing all kinds of things. Because something that she did, and I'm going to point out that I do want to point
053out, that was important for our district. One of the first things I told her is like, Mr. Perez wants PTO at every single campus. That's a need. She's heading that. And the other one was booster clubs. So we have all these booster clubs. We have all these organizations that are doing fundraising in the name of San Mateo CISD, but we had no system in place. There were no processes set up. There was no expectations. There was no review of financials. There was no, none of those things were being done. And so she was tasked with making sure that all of these things, she created handbooks. She created appendices. There was reports that didn't be sent in. I just talked to her and she's like, I'm getting ready to start receiving all the financials. If you're
054doing these things, which are all good things for our students, but you're doing in the name of San Mateo CISD, we have an obligation to make sure that these things are being monitored and they're done accordingly. And so she's gone and done trainings. She's met with people. She's gone and done all of this work. And that has been a heavy lift because that was something that some folks were not accustomed to. But she's done a fantastic job in doing that. And then along with that, she's been really championing CCMR for our students at the high school and at the middle school and elementary because it's everywhere. But one of the main things I wanna go ahead and highlight, I'm gonna leave the rest for you to read, but I wanna go ahead and talk about
055TSI. That is critical because that is like the door that opens the gateway into college readiness for our students. And so she's been working very, very hard to make sure that our students are getting opportunities, that our teachers receive the training that they need and that we're testing these students in timeliness to increase this opportunity for them. And then she works with Mr. Meadows as well. So from last year in reading, as of the day, and I check it every day, this was checked this morning and I did update it a little bit because they're testing every day. And this is just our graduates for this year. This is just 12th grade. Last year we had, at this point, we had 231 students. Actually, the last year date, that was the total. What I'm giving
056you for this year's date, that's of this morning. So reading, 231 last year. This year, 255, that's an increase of 10%. In math, we had 200 students from the graduating class pass. This year, we're up to 263 students. That's an increase of 32%. Those students that have passed both reading and math, last year, we had 169. This year, we're at 227. That's an increase of 34%. And she just asked me, hey, this summer, we're gonna go do a camp. Can I bring seniors who haven't passed? And I said, absolutely. So that number is likely going to go up. So shout out to you, Ms. Dunst. On the next slide, we have, now this is gonna be the baseline because now we're monitoring this starting in eighth grade. So these are our baseline numbers next year.
057I expect to be reporting to you the increases that we're having from these baseline numbers moving forward. So I just kind of wanted to show you where we are for every content area, for each one in each grade level, and we'll start monitoring it. Our goal, last year, I remember, the year before last, I don't know, but we had a graduating class about half the students, and we're having a conversation, and it's like half the students had not even tested in our graduating class, but they can start in eighth grade. And we're like, wait a minute, why are we waiting? So the goal is that we have at least five to 10% that pass in eighth grade. In ninth grade, we're gonna bump that up to 25% to 30%. That way, when we get to
05812th grade, we're only looking at five to 10% of students that we're targeting. And so that's our plan moving forward. She also is the one in charge of FAFSA, and so we're looking at those numbers, too. I had a conversation, got a call from Mr. Fettis. He's like, what is going on with this last year? I'm on it. But actually, it was Ms. Casas who was on it. And so this year, I can tell you, pulled the report, this was the one from April 27th, and so we were at 45% at that point. They give you the comparison from last year to this year, and on April 27th of last year, it was at 45% of the graduating classes. This is just looking at seniors, and this year, we're at 79%. That's an increase of
05976%. The other thing that she is working on, diligently, is outcome bonus. And so in 2024, as per our summary of finance report that is official, this is lagging data that we have two years behind. So when we get the TEA report, it's two years behind. So the spring 2026 report that came out had data from 2024. We had generated $297,000 for outcome bonus. Our in-house numbers for last year, outcome bonus moneys generated was $380,000. As of right now, without including all the students who are pending graduation, we are at $477,000 for this school year, which is an increase of 26%. CTE, this is led by Mr. Ellen Larande. This is another heavy lift. And so Mr. Larande is new also to this department, so he had a lot of learning to do, a lot
060of high expectations, a lot of work to do, and he's done a phenomenal job. So last year, when we were talking about, we were working on testing students. You know, that was a big push. You're like, we need to get students tested. And last year, in 23, 24, we had 409 students who passed an IBC, the year before. I'm sorry, the year before. And last year, an industry-based certificate. So there was an industry-based certificate that students, when they work in these pathways, they take the assessment. And so last year, we were pushing. The year before last, in 2024, we had 409 students, seniors, who earned an industry-based certificate. With the push that we made last year, we had 998 students that earned a certificate. But TEA likes to change things around for us. Last year
061also, in order for us to get that CCMR point, our students had to be concentrators. That means they just had to have two classes within a pathway. So this year, it comes in, and it's like, oh, by the way, they have to be completers. That means they have to have three to four courses in an aligned pathway and have the IBC. And so when he starts doing the work in the beginning of the school year, we have students that have lots of classes that are CTE classes, but they have classes in almost all kinds of pathways. That means they're not gonna be, we don't, they're not gonna be completers. And so one of the first things, and what you see there, they created these little, he and his team started working on this, and they
062created these little degree plans. His teachers, with the help of his teachers and his team, they taught students how to log in, look at their transcripts, identify their courses, and be able to document where they were to see if they're gonna be completers. This work was so powerful that when we had a meeting later on, counselors were talking to us, and I remember in the meeting, they're like, you know what, we've got kids coming and asking for a schedule change, and they're like, but wait a minute, miss, am I still gonna be a completer? That is powerful, because now students are aware of the expectations are. And so I wanted to highlight that, because that was a heavy lift, and it was a lot of work. And so they've done a tremendous job with that.
063Ma'am, I'm sorry to interrupt you, but I mean, of course, this is exciting, the kids are getting certificates, but can you please just give us a couple of their most favorite courses to take for certificates? Sure. Or certifications? Certifications, and I spoke with him, and he wants to come up, but law enforcement is one of our big ones, and we're actually looking at it. He came to see me, because law enforcement, they just, he just found out that there's gonna be a 5% cap, and so that's an issue for us. We don't wanna take it away from students, so they're already, did he stand up? They're already working on making plans to make sure how we're gonna be able to support students. Welding is another big one for us. Construction, construction is another big one
064for us. What are the other ones? Yeah, so board, and welcome. Mr. Abrego, welcome. Ms. Gonzalez, welcome, and board. So yes, law enforcement is our most popular IBC, or most popular pathway. Unfortunately, yes, TEA put a cap on their IBC, so they started tiering IBCs, and so what the state is looking at is, are these industry-based certifications actually translating to higher-paying jobs? Are they actually translating to in-demand jobs? And when they did their analysis, and I don't know how they came up with that figure, because I would think law enforcement is huge, I mean, especially here in the border area. However, all of the IBCs that are for law enforcement are a tier three, which is the lowest tier, and now there's a cap of 5%. So if we just kept things the way they
065are, we would only get credit for 30 students out of all of our senior years that are in law, for CCMR, because it's 5% for all the seniors, regardless of their IBC, because there are other tier three IBCs. The next most popular, I would say, would be our health sciences. We have tons of kids in our health sciences which obviously are in-demand and very high-paying. So with that in mind, we are introducing the patient care technician program, which is from feedback from our industry partners, one of the biggest needs that they have, trying to even have heard, like for example, our MA, which is very popular, but they really want the kids to also have that nursing background, and so we're pushing that. We did make a change to the CNA because our numbers were
066not where they needed to be, so we transitioned into that. Sorry, I don't know how much, any other questions? No, no, no, that's perfect. I'm just, you know, it's exciting news. We are really trying, so we had a meeting a couple of weeks ago where we brought in industry partners, we brought in folks from different areas so that they could tell us even, like for example, the job workforce, the Texas workforce, am I saying that right? Texas workforce, and they share data as far as what the needs are in our area, right? So one of the biggest needs, and one of our other very big program is manufacturing, and for that would be welding, right, at least for our, we've had to grow, our welding has grown so much that we've had to hire additional
067teachers, and we're up to four welding instructors, so it's, and that again reflects the need that we have in the industry with SpaceX and CNG and all that, okay? So we really try to match what the need is. Awesome, yeah, that's great, that's great news, anytime I'm moving the needle, you know, and Mr. Pettit's done a great job in this stuff, all the administration has done a great job, thank you. I've still got, I still have more to go, I'm sorry. That wasn't the extent of his work. So he also was tasked with FFA, and I wanna highlight a couple of things, student organizations, so each one of his programs, I've said he has different programs, different organizations for students, and so he did a lot of work, but I wanna kinda highlight this because
068I wanna kinda give you some context in how we do our work. So, you know, last year we had one student who earned the Lone Star Degree Award, and we had, you know, and that was a big deal, right, and it's, the highest degree you can earn through the FFA Association, it's well recognized, and it was fantastic, we had a student who got that, we were very excited, but when we started digging, it's like, wait a minute, we can have more. Another district had 10, so it's like, why do we just have one? This year we have two, and that's just the beginning. So that's how we kinda do our work. Last year, we, it was, we made history, right, we made news, history, because we, our students won Grand Champion and Reserved Grand Champion.
069It was phenomenal, very exciting, but I went back and I dug in. We only had three students who went to Sail of Champions. So my conversation with Mr. Larronde is like, is that a well-rounded program? When you, I mean, it's fantastic, we wanna win Reserved Grand Champion and Grand Champion, but just steers, we needed, I said, what happened to the goats, what happened to the hogs, what happened to the lambs, what happened, you know, where we should have our goal, if we're gonna do something, we're doing it with intention and we're gonna do it well, and we wanna make sure that all students have that opportunity. And so this year, I'm very excited to tell you that we had 15 students go to the Sail of Champions at this year's Rio Grande Dali Lifestock Show.
070Ms. Coronet, I just thought I'd interrupt you. I don't think I've ever heard an assistant superintendent of academics talk about goats and lambs. I love to go see them. I know there's different brands, different types. I do love to go see them. Now I'm gonna give you some numbers, okay? Let's take a look at some numbers. What is this transition over to numbers? So again, in 2025, in 2025, we were working with concentrators. These were students who only had to have two classes and took an assessment. We were at 42%. But this year, we're comparing them. It's kinda apples to oranges, right? We're comparing, because they have to be completers with an IBC. So from what the expectation was last year to what the expectation was this year, we went from 42 to 62. If
071we had taken that same cohort of students last year and had them and seen how many of them actually qualified for completers with an IBC, we would have been at 32%. So 32% to 62%. That's a 94% growth in students. And this is the percentage of students for the entire graduating class. If you're talking about students that are in CTE classes, we project, now I'm including in this percentage, are students who are completing classes right now and are gonna graduate next week. 93% of our students who are in CTE courses are going to go ahead and be completers and graduated with an IBC. Great job, Mr. Larronte. We're closing close to the end. Elementary instruction, great things. This is the land of rainbows and sunshine. We have been expanding our work with early childhood. We're
072up to four daycare partnerships. We're extending our partnership with Head Start. We've got those pre-K three-year-olds coming in. And so there's great work going on there. Also, continuing with the theme of wanting to increase our connection with family, we did have our first annual Family Literacy Night that was K through eighth grade. Here we're looking at our pre-K three and pre-K four data. Last year when I presented this data, we were looking at our 80% mark. And here, if you can see now, the lowest percentage we have here for our students for end of the year is at 86%. So our students are getting better prepared for the upcoming school year. Oh, Ms. Atkinson, I didn't introduce you. Elementary instruction led, I was in the world of rainbows and sunshine, Ms. Atkinson. This elementary instruction
073is led by Ms. Diana Atkinson. I apologize, I got so excited. Our next department, Fine Arts, headed led by Mr. Hidalgo Martinez. He's also new to the team and a new department. And he has done a phenomenal job. They have been doing some really great things. One of the things I wanna highlight that he does is he also does all Fine Arts teacher evaluations, the secondary level. And it's been great because he says, I don't think our administrators might not have the, we're not Fine Arts experts, right? As administrators, we don't all have that background. And so he's coming in and he's providing the support to his teachers and saying, you know what, when we're talking about differentiating, this is what you're doing. And so he's been on a great job in supporting our teachers.
074And they, I mean, I keep hearing how happy they are to have him in supporting them. And so he's done, you know, as you also can see from our awards night, Fine Arts is doing some really great things. And so, and I've got some more highlights for him that I'm gonna go ahead and share here in just a minute. But I just kinda wanted to acknowledge him and the great work that he's doing in that department. Good job. Special Populations, this is another one of our RDA accountability systems. This one also moved up, led by Mr. Ernesto Manriquez, where is he? This one also moved up to a level one, highest level that they can achieve in this area of accountability. The other thing that we, Mr. Manriquez has been working on is providing professional
075development for all of his staff and all of his, both in the paperwork and resources for the classroom to support our students. The other thing that he's been doing that he's really been working on, and I don't know if you've seen, besides the reels, he's also been focusing on parent engagement events. And so he's been hosting these parent engagement events where he's bringing parents in and speaking to them. And not only that, creating that connection, but also bringing outside resources so that parents will have needs for their students. He's bringing other people in for them. So he's done a great job of, and he comes and tells me, I think I have a great turnout, I'm gonna have to go to talk to someone. And so he's been really working, it's really important to him
076to have a great turnout of parents for these events. So congratulations, Mr. Manriquez, great job. Secondary instruction led by Ms. Joanne Fernandez. Okay, okay. So here, I really wanna highlight the work that has gone into master schedule and course catalog. We've had things going on for several years where things just get added and we just kind of continue and get added and continue and get added and continue. So much so that I remember having one of the coaches from the high school called me. He's like, you know, Ms. Cornett, we were talking about a student. And he says to me, well, the student got the schedule, but you know what, Ms. Cornett? It had a name of a teacher, the coach that doesn't even work here anymore. I know. And so that's a red flag,
077like, what do you mean? And so he's like, yeah, you know. And so we went back and we talked and the team did an exception. They went through everything. When they're working on master schedule, it's a couple of things. The other thing I wanna go ahead and highlight by master schedule is we also had a situation last year in the beginning of the year. I got a phone call. Mrs. Cornett, where are those schedules? At the high school. And it's like, okay. And so what happened was we had at the secondary campus, we had one person in charge of doing schedules. And so what happens is if that person's not there, you know, that master schedule, that person was in charge of the master schedule. If that person's not there, then what happens? And so
078we met and we're like, this is not gonna happen to us again. And the team's done a phenomenal job. So they redid everything. They cleaned everything up. They met with every department. On Monday, our students will have their schedules for next year. Good job. Also redid the entire course catalog, met with every department and redid all of that work. And so I wanna acknowledge, that's a heavy lift. It's not easy. It's a lot of work. They met with every department. Next one is teacher incentive allotment. It's not necessarily a department, but this is led by Ms. Abrigo, Ms. Araiza, and Mr. Farias. And so I do wanna recognize, this is a good thing for our teachers. There's a lot of work that goes into it. We have a total of 205 teachers that are currently
079recognize it and have received a designation from TEA. And they have generated, that's last year's picture, but they have generated $2,865,861. That's over a million dollars from last year. That's a good thing for our teachers. All right, NWA MAP academics. Let me give you a little bit more data. So our assessment that we administer to K2, kinda wanna show you the data trends of where our students are and where they're going. So in 2024 for reading, overall we were at 41%. If you look at where we are at 2026, we're at 70%. That's from year 25 to 26, that's a 35% growth. In math, blue bonnet. You know, everybody was like, Ms. Cornell, the score's gonna go down because of the blue bonnet. I was like, no, they're not. And they didn't. 49 to 73%,
080that's a 53% growth for our students in K2. And so that's a great job. And that's the entire team, our academic team, all our administrators and all of our teachers. Everybody stand up. We did also, we don't, I do not have end of year data for you for STAR, but we do have our middle of the year data. And so here we did see, you know, we did have some gains in algebra one and English one. We did have a little bit of a dip in English two and US history. We had a little dip in biology. We anticipated that because we have new transition teaks that were going to affect there. But this is something that we're working on. So just kinda wanted to share that. But I did wanna give you some context
081just to kind of see where we have been and where we are. And I know it's gonna be good. The scores are gonna come in and they're gonna be good. I know they are. So we wanted to give you some context. This report is directly from TEA and it goes all the way back to 2021. So the purple line on the very top, that's the level of approaches. Those are the percentage of students that are performing at the approaches level. And so the middle line is the blue line and that's meet. So when we're talking about approaches, our target is 90%. We want 90% of our students there. We are definitely not there, but we're further ahead than we've been in the past. At the meets level, our target there is 60%. Again, we are
082not there, but you can see that we are making gains. And at the master's level, which is at the higher level for our students, our goal there, our target there is 30%. Again, we're not there, but I just kind of wanted to show you an illustration of where we've been and the work that's going in and how we're moving forward. And like I said, I also gave you, for point of reference, I've also given you the state average for each one of those. And so now, points of pride. Last year, my points of pride was only, we're going into the end. The points of pride was one slide, but I've got multiple slides this year. So, ERP Honor Roll Schools, we had two new schools that were recognized as ERP Honor Roll Schools, Ed Downs
083Fine Arts Academy and La Encantada Elementary. US News Best Elementary School, did I forget to mention anyone? Okay, I just want to make sure I didn't forget anyone from my department. US News Best Elementary Schools, we also added two new schools, Ed Downs Fine Arts Academy and La Paloma Elementary. All of our campus continued with capturing kids' hearts. Additional points of pride, Dr. Cash Elementary earned the Apple Distinguished School Award, first one in our district. Sullivan Environmental Science Academy received and earned the Champion Schools for Texas 4-H Award, first one in our, and we just got the news that Ed Downs Fine Arts Academy earned the Disney Stage Connect Award. And that Mr. Martinez, Radio Martinez was critical in assisting in making sure that we received that award for Ed Downs Fine Arts Academy. Also,
084I've got three slides this year for points of pride. We also were recognized San Mario CISD as a NAMM Foundation Best Communities for Music Education. And also that is, I attribute that work to the lead, Mr. Martinez taking the lead on that as well. And of course, our district earning the Capturing Kids' Hearts Showcase District. Finally, the last one. I wanted to kinda show you what we ground our work in and how we pride ourselves in the work that we do. First and foremost, our students are always first in everything that we do. And the picture I have there, I have there because I want to show how everything we do is in collaboration. So when I'm talking about master schedule or, you know, of course kinda like Ms. Fernandez may be taking the lead,
085but she's doing that work with Mr. Romeros, who's Head of Counseling and Advanced Academics. She's doing that work with Mr. Larrade, who's in charge of CTE. She's doing that work with Mr. Martinez, who does fine arts. She's doing that, they're working collaboratively. So whether it's literacy night for elementary and secondary when they're working with ISP, whether it's CCMR Expo event, CTE Commitment Day, whether it's a collaborative event with CTMR and CTE, whether it's Little Grey House Track Meet, which is headed by CCMR and all of our other campuses. The VITA program was a collaborative effort between CTE and after school program. Fall Festival, Course Catalog, Master Catalog, the Spring Festival, and that's that picture there, that they're planning the Spring Festival and Awareness event. The team prides itself in working collaboratively across in all areas
086to make sure that when we're working on things, we're working together for the best interest of our students. And so with that, I thank you for your time. Oh, here's the team. 087thank you. Obviously, you didn't have your picture up there, but we know who leads that department. I think my job is so much easier because I have Delia. I'm very proud, like Mr. Villarreal said earlier about having a leadership team that works very well together with me. They put up with my sense of humor, and they don't like my phone calls. They get the job done. I don't have to worry about it. When I ask somebody to do something, they take care of it. And Delia, obviously, your department is what drives this district, so thank you very much. But aside from all of the directors that you oversee, she also oversees every principal in this district, so thank you, Delia, for everything you do. Mr. Perez, I just wanna say a few words, if I
088may, really quick so we can move on. But as a parent sitting up here, first and foremost, just hearing all this great news and us moving the needle in the positive direction, like we've always said we were gonna do. I've been fortunate to be in this board several years and have some fellow board members as well, and we've seen the transition with Mr. Perez and his team. So it truly is a very admirable and a very respectable, humbling experience to sit here and see how this team works together and what he does for his staff and for the kids and all that. So at this moment, I can't go without thanking him so much and just seeing all the great things that are happening. If this doesn't wow you in any way, shape, or form,
089then something's wrong. But for me, as a parent, first and foremost, I'm extremely excited to continue moving forward. And Mr. Perez, you and your team, as well as all the district holistically, has done a tremendous job. So congratulations and thank each and every one of you.
