Hi, good afternoon, it's 5.30 everybody and we're going to begin the public hearing portion of tonight's meeting. I'll start with Rokal, Dr. Ariel Cruz-Vela, present, Crystal Hernandez, present, Israel Villareal, present, Rudy Corona, present, Frutoso Gomez, present, Orlando Lopez, present, Alex Reyna, Alfredo Perez, present, Tony Torres, present. The next item on the agenda is public comment on the 2025 district annual report and since there are no public comments for the annual report we'll move on to the presentation on the 2025 district annual report. Ms. Abreu? Good evening, board president, Dr. Cruz, board members, Superintendent Perez, I am here today to present the district's annual report, just want to make sure this works, it does. So before I get started I do want to make sure that you all have a copy of the slide deck, it's

the one that's found and then you should also have a copy of the district And so the district annual report is a culmination of different reports and presentations that you all have had throughout the whole year. It's kind of like the closure for the fiscal year of 2025. So nothing that I'm going to present today is new, you've heard it throughout the year. It is comprised of eight sections, the first section is a Texas academic performance report otherwise known as a TAPER, section two is a PEEMS financial standard report, section three is a district accreditation status, section four is a campus performance objectives, section five is a report on violent and criminal incidents on campus, section six is a student performance in post-secondary institutions, section seven is a progress toward our board adopted HB3 goals

and section eight is the TAPER glossary. I just want to also make sure that everybody in the audience knows that you can already access our district annual report by going to our SBCISD website, if you click on about us there'll be a drop down menu and then you click on the 2025 district annual report and then they can access the report. Once they do that they're going to go to this landing page and this is a Google site and it's available to anybody who lands on it. The top will have the eight sections and those are the eight sections of the annual report. Throughout the presentation you will also see those QR codes like the one that you see on the bottom right hand corner of the screen and that will take you to that

portion of the annual report so that they can see it. So we're going to start with section one, section one again is a Texas academic performance report otherwise known as a TAPER. So the TAPER is compiled by TEA each year and they do it for the district, they do it for the campuses, they utilize the PEEMS submission and they also utilize the student assessment data. So they put it together and they present it in a whole lot of different ways and then it's in a nice little PDF like what you have in front of you. So I'm going to go through the district one but the campus ones follow that same protocol and so if you're looking at that stapled copy of the TAPER you will see the front cover, on the front cover you

will have of course the reporting year, you'll have a district or campus name and number, you'll also have the accountability score and then you'll have the special education determination status that is only provided on the district report not the campus and you'll see that for special education we meet requirements. The other thing that would be here would be ASVAB and so the Armed Services Vocational Aptitude Battery Test if we didn't do it. So if we didn't do it or we did a different variation of it that would also be on the cover of the TAPER and then of course any distinctions. So I'm going to take you through the different sections. So if you open up that TAPER report and again that's that stapled one you'll see that that first page is left blank so

we really start with page three on that TAPER report and so it starts by presenting the star performance data and that star performance data is presented by tested grade and subject and performance level. You'll see that they're reporting for 2025 and 2024 so you can have a comparison. So from pages three all the way to seven we start with third grade reading and on the bottom of page seven we end with the SAT ACT scores. If you move to page eight on page eight what you're going to find are all grades and all subjects together and then further down on page eight into page nine you're going to find all grades by subject. And so on the bottom of page nine into page eleven now you're looking at the star performance by enrolled grade and

this is at the meets level. And so if you go to page twelve on page twelve you're going to now find the school progress. So this is our annual growth and this is reported again for twenty five and twenty four. It's reported by grade and subject. So this is our domain two eight pretty much what what this shows here. So up at the top of page twelve you'll see the annual growth and then further down on page twelve into page thirteen you start looking at the accelerated learning. That's the forty five forty five. That's the interventions that are being done. If you move to page fourteen page fourteen to sixteen repeats all of this information again but now the focus is our bilingual education and English as a second language. So on the top of

page fourteen again you start seeing star performance but again these are just our bilingual students reported for all grades all subjects a little bit down on page fourteen you start seeing that report by all grades by subject and that goes through the bottom of page fifteen. So fifteen going into sixteen you start seeing for bilingual our annual growth and our accelerated learning on pages seventeen through nineteen. Now we're looking at star participation. So who took the test who didn't take the test. This is reported for twenty twenty five and then a few pages later it will be reported for twenty twenty four. So what we start with on page seventeen is all the tests. So the participants for all the tests then we see the ones that didn't test for everything together and then we

start seeing a separation by subject. So that's on page seventeen through page nineteen and again on page eighteen into nineteen you see this data for twenty twenty four. If you jump to page twenty to twenty two now what we're seeing is our attendance graduation and dropout rate. This is lagging data. It's being reported for twenty twenty three twenty four and twenty twenty two twenty three. So on the top of page twenty we start with our attendance rate our chronic absenteeism annual dropout going a little further down on page twenty into page twenty two. Now you're seeing a breakdown by graduation rate. If I'm going too fast or if you have questions please stop me. On page twenty three now we're looking at the graduation profile. This is also lagging data. It's being reported for twenty

twenty three twenty four graduates. This is not a cohort group. They are only looking at the students who actually graduated. We're not tracking them to see if they were from with us since ninth grade. Moving on to page twenty four and twenty five what you're seeing here is our college career and military readiness. This too is lagging data being reported for twenty three twenty four and twenty two twenty three. So up at the top we do see our CCMR graduates and then it's divided. So on page twenty four you start seeing our college ready graduates. Further down on page twenty four into twenty five you see our career military ready graduates. On page twenty six and twenty seven that is our CCMR related indicators. So here we're looking at our TSIA results. We're looking at

students who receive credit for prep classes for AP classes for ACT classes. On page twenty eight we're looking at our other post-secondary indicators and this is looking at our advanced dual credit course completion. If you jump to page twenty nine all the way to thirty one now we're looking at the student information. So the student information is broken up into membership and enrollment. So when we look at membership these are students who were enrolled at least two hours during the instructional day and then enrollment includes everybody and so on page twenty nine. Sorry I'm sorry and this isn't the lagging data this is the actual data from last year. On the student information yes ma'am. So on page twenty nine what you see here reported as far as students are concerned they start with by

grade level. Further down on page twenty nine they are shown by ethnicity. If you move to page thirty to thirty one now it's being shown by instructional program. On the top of page thirty one we see our retention rates and then on the bottom we look at the class size. If you go to pages thirty two to thirty four now we're seeing a breakdown by staff. And so staff on page thirty two at the top starts by a type of staff then it goes down to by ethnicity teachers with the highest degree held teachers by years of experience into page thirty three. We're looking at average salary years of experience on the bottom of thirty three. We see the teacher incentive allotment and on page thirty four we see teachers by program and I know

I went through this like super fast but I just wanted to make sure that you understood the different sections of it and the district report is the same as a campus report. Section two is our PEEMS financial standard report. This also is lagging information because we're looking at the actual report and again that QR code leads us to our district report which will show you that district report and then it will show you all the campus reports. The district report will show you the revenues, expenditures, disbursements, tax rates, fund balance where the campus reports will show us expenditures by object, by function and by program. Section three is our district accreditation status. So each year TEA will assign an accreditation status of one of four. So you're either going to be accredited, accredited warned, accredited

probation or not accredited revoked. They utilize information from our academic accountability report, our financial accountability report, data integrity, any areas of deficiencies that are reported through our results driven accountability or our DA report. So for twenty twenty four twenty five our district is, was and will always be accredited. Section four campus performance objectives. So each year campuses will produce and implement the campus improvement plan. This does contain performance objectives that are board approved and they are created through data analysis and needs assessments created by the campus. They are periodically monitored to make sure that they are making progress toward those performance objectives. So part of our annual report includes the completed twenty twenty four twenty five campus improvement reports that do show those performance objectives and the progress that we have made toward those. Section

five is a report on violent and criminal incidents. So we are required to add as part of our annual report a report that will show if we had any type of violent or criminal incidences in any one of our campuses. And so the report would have to include the number, the rate and the type. So our annual report does include a report that shows there's nineteen behaviors that are actually considered the violent and criminal ones. And so I'm happy to report that for twenty twenty four twenty five school year we had zero incidents in all of our campuses. Section six is a student performance in post-secondary institutions. So we are required to report the student performance on post-secondary institutions during their first year in public schools. And so this is compiled by the Texas Higher

Education Coordinating Board. And for us we're utilizing our data for the twenty twenty three twenty four graduates. We're looking at the twenty twenty five fiscal year. So as far as GPA we're looking at fall of twenty twenty four spring of twenty twenty five and summer of twenty twenty five. And so this was a findings. So in twenty twenty three twenty four it's showing that we had six hundred and twelve graduates. Of those graduates one hundred and sixty nine attended a four year public university, one hundred and two attended a two year public university, zero were independent colleges and universities, seventeen were not trackable. Not trackable means that these students do not have a standard ID and because they don't have a standard ID it can't connect to what the Texas Higher Education Institutes provide. And

then it shows that we had three twenty four not found. So when we're talking about not found those students do have a standard ID but they don't connect with Texas Higher Education Institute. It could be because the students attended a private school in Texas and this is only reporting on public schools. It could be that they attended a university outside of Texas. And this is only looking at Texas. It could be that they had a gap year that they joined the military or they went into the workforce. Section seven is a progress of the district at each campus toward meeting board adopted HB three goals. So as part of our annual report we are required to include a summary of the progress that we have made toward our HB three goals that include early childhood

literacy, mathematics and CCMR. So this report was provided to the school board on November 12th and so it is part of our annual report. And section eight is a taper glossary. So each year TEA will put out a glossary in English and Spanish to help stakeholders kind of navigate through the the taper. As you can see it's got a lot of numbers and stuff. And so this is kind of helping people be able to make sense of the document. So that's part of our annual report as well. Our district taper is on our website and so are all the campus taper reports. But they are definitely available to anybody who wants a print copy by visiting our district office or any campuses. We do have our contact information on the screen. And that concludes my

annual report. Any questions? Thank you. So no. Thank you. Thank you. If anybody ever has time these are very valuable resources to go into and they're all available in quick links on our web page. At this time are there any community comments that on the 2025 district annual report? Okay. It is 547 and the public hearing has been adjourned. It is 547 and we will begin our regularly scheduled board meeting. We will start again with the roll call. Dr. Ariel Cruz-Vela. Crystal Hernandez. Present. Israel Villareal. Present. Rudy Corona. Present. Ruto Sogomes. Present. Orlando Lopez. Alex Reyna. Alfredo Perez. Present. Tony Torres. Next, we will have the Pledge of Allegiance to the United States and the Texas flags and the invocation. Mr. Villareal. Good afternoon, everybody. We're joined by two amazing students from Dr. Raul Garza,

STEAM Academy, under the leadership of Principal Victor Monreal. For our Pledge of Allegiance today we have Alessandra Leal. Outside of school, Ali keeps very busy being a part of a competitive

cheer team, for she has also earned numerous championship titles, including the highly coveted cheer sport and NCAA titles, all through hard work and dedication. In the future, Ali plans to attend Texas A&M University to study animal medicine. Finally, she would like to thank our district leaders for creating so many opportunities for students such as herself. For our invocation, we have Lucia Catalina Monreal Aguilar. Lucia is a fifth grade student at Dr. Raul Garza, Jr. STEAM Academy. She is the daughter of Victor and Maria Monreal, and the older sister to Francisco. Her hobbies include playing Minecraft and building Lego sets. Lucia has been playing piano since she was four years old, and has competed at the George Ramirez Young Artist Festival and performed at different events and venues through the piano studio. Lucia is actively involved

on campus. She is a member of her chess team, Garza News Network Robotics Orchestra, and is the National Elementary Honor Society President. In her spare time, when not building Legos, she enjoys playing tennis, spending time with family pets, which include seven dogs, a cat, and a horse. Lucia's passion for animals has been evident since she was able to crawl and has increased with age. She is a responsible and compassionate caregiver, providing daily care as well as preventative health measures such as vaccinations, medication, and support for her pets during healing. Lucia hopes to attend Texas A&M as she works towards her goal of becoming a veterinarian. Ali, will you please lead us with the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it

stands, one nation, under God, indivisible, with liberty and justice for all. Honor the Texas flag. I pledge allegiance to thee, Texas, one state, under God, one and indivisible. Will everyone please bow their heads? Dear Lord, we thank you for the many blessings you have given us. You have given us the gift of life and our health and well-being. At this time, dear Lord, we ask that you bless our board members and Mr. Pettis abundantly and give them wisdom, guidance, courage, and strength. Be with them in their deliberations and help them make wise decisions for the good of all those who have placed their trust and confidence in their leadership. We ask that you help them share their individual and collective gifts with our schools and community and to give of themselves in ways that make

a difference in our families, in our students, in our schools, in our city. For all of this, we give thanks. Father, in your name we pray, amen. Ali and Lucia, will you please come up to be recognized? At this time, we would like to recognize Principal Victor Monreal and the parents of Ali and Lucia. The next portion of our board meeting will be the special recognitions. Mr. Gonzalez? Welcome and good evening, everyone. At this time the Communications Department would like to congratulate and also wish the best of luck to our Rio Grande Valley Livestock Show students who will be busy all next week representing San Benito. Happy St. Patrick's Day and of course everybody is looking forward to a very restful spring break so we wish you a very restful spring break to the entire staff and our students and our community as well. Thank you. The next item on our agenda is public comment. Before we begin I will remind our audience members of the board's procedures for handling

public comments. The public comment portion of our meeting is available to the members of the public according to the following. At a regular board meeting the board shall permit public comment regardless of whether the topic is an item on the agenda posted with notice of the meeting. At all other board meetings public comment shall be limited to items on the agenda posted with notice of the meeting. Anyone who would like to speak during public comment must sign in prior to the start of the meeting and list the topics they want to discuss. An individual's public comments to the board shall not exceed five minutes per meeting. Please keep your comments or criticisms civil and courteous. Please avoid using profanity and refrain from making personal attacks on others during your opportunity to speak. We ask that

you do not discuss students who are not your own children. In addition, the participating individuals should adhere to the following. State their full name and what organization or group if any is being represented. Indicate the topic about which they wish to speak. Shall refrain from commenting directly on any individual employee or public official by name, but may refer to a specific employment area, job title, or the board as a whole. And shall refrain from attacks on individuals. Lastly, after at least one warning from the presiding officer, any individual who continues to disrupt the meeting by his or her order of action, the presiding officer may request assistance from law enforcement officials to get the individual removed from the meeting. If a speaker is seeking board resolution for a specific complaint, that concern should be addressed

through the district's grievance process. District Policy DGBA has been established for addressing employee complaints. Policy F&G is the avenue for filing parent complaints, and Policy GF addresses community member complaints. Grievance forms can be obtained at any campus administration office or at the district's central administration offices. We have one speaker, Ms. Rosalinda Garcia. Good afternoon. I have the most respect for most of you board members. I really appreciate your role. I really didn't want to be coming up here like I did with previous boards, but this thing about this event about closing of the Rangerville Elementary. I spend a lot of hours and I like doing it, researching, because I don't have your role that you have the budget. You know, and my research shows that we have a thirty four million dollar budget and a

hundred million comes from the state. And I know a few months ago you had some schools up here. You celebrated the star testing. There were two schools that scored an A, the Collegiate and Encantada. I don't know if it's legal, but did anybody recommend for those teachers to get a stipend, a raise? That's excellent, excellent that they, especially Encantada. And we know that overall we don't want to say the negative things that we scored a C. And I'm finding out that we're at a high risk. I don't know if it's true or not. Drop out risk and that we're going down an enrollment bar, administration's growing. And I found that to happen several years ago. I think Joe D. Gonzalez was superintendent and that was happening. And I know you all have a very, very

complex, you know, with working and then doing your board role. But you have to, you know, about this. Dr. Puig, several years ago, he put out the red flags there about school closing. And a board member said it themselves, herself, that boards through the years have been getting notices about the dwindling funds or the expense of funds. And through the years I've been doing, I see a lot of, a lot of it like our newest expenses were on the softball, baseball field, over a million dollars. Now we're getting this scoreboard and lighting and I see a lot of change orders. They tell you one price and there's a lot of change orders. The prices go up. You know, you have to, you have to pay more than what you say. We have a lot of

expenses. We're not going to save any money with a bond with our facilities. We're going to cut down, but we're not saving anything because we did a soil analysis over there at Garza and we paid for it. Now we have to duplicate. We're going to duplicate everything. We're going to pay for it all over again. So we're not going to save. We're not going to save. So, yes, I wanted to bring those, do what's best for the district. You know, we're spending a lot of in these, through the years, athletics. Are we increasing our science departments or in those major, major subjects, math or at the high school? Are we increasing their budgets? We need to look at that. And I know you all, like I said, you know, and Rangerville should be given a

window, not too close tomorrow. If it's going to happen, I was, well, if it has to happen, it has to happen. But after you heard those parents, I couldn't be there, but I listened to the whole video. Those students, the parents, the teachers, that's good that they spoke up, especially teachers where you're an employee, you feel intimidated, but no, they were there. And I was glad to see them, teachers and some paraprofessionals. So, like I said, I don't want to like I respect you all and I make the best decisions for the district. There's other departments that need a lot of repairs. I know we need a lot. Continue the repairs with the rules, the elementary schools. You all have a lot to look at. And yes, I was totally as a committee member on

this big scoreboard project, but somebody likes it out there. So what can we do? Thank you. Thank you, Miss Garcia. The next item on the agenda is the board report on behalf of the entire board. This has been a very interesting three months that we've had here in the district. I know everybody is eager and excited for spring break next week, a whole week off. We hope that everybody enjoys themselves, gets some rest and relaxation, enjoys time with their family, goes out to see our kids that will be participating in the Mercedes Rio Ground Livestock Show. We've got a great bunch of kids out there and we know that they've all been working very hard on their projects. We know we've got several sports, athletics activities going on throughout the week as well. We want

to thank those coaches and those parents and athletes that will be out there practicing and everything during their spring break. And I just want to wish the entire district a happy, safe spring break. Anybody else? I had a comment, but it's in reference to Rangerville. I just wanted to apologize first of all to the community in Rangerville, to the staff, to the employees. I was unable to make that meeting due to work. What I do want to say though is that for the people that did reach out, thank you. We did take all those calls, every board member here and also the staff, right? I want to thank Mr. Perez and his entire crew because they all came together with the board members as we all spoke at different times to Mr. Perez. And we

took those concerns to heart. And like Ms. Garcia said, you know, it's not something that we want to do. It was a discussion that took place and that's all it was, was a discussion. There wasn't any official set mark that it was going to close or nothing like that. But once again, Mr. Perez and your staff, thank you. And I'm glad that we are not closing the school. And I believe Mr. Perez has already sent out letters to all the parents. Once again, thank you. I'm sorry. Enjoy your spring break. Apologize for that. Yes, I would like to again wish good luck to our FFA team, especially our parents, staff, and all the students that they're going to be there competing. All you are the best. Also, don't forget, we're going to have not the

whole staff is off during spring break. We're going to have our main school also working during spring break. And just I wish you the best. Be careful out there. Spring break. I know there's a lot to enjoy out there, but please be careful. I was thinking of the cotton candy and the popcorn and I will be out there. Thank you for your service. Continue service and enjoy next week. God bless you. Just to reiterate real quick, you know, a couple of the board members set up here. But once again, I just want to thank each and every one of you all for your hard work up to this point. You know, we've gone through a lot so far to a point. It's time to take some time off and reflect and enjoy your vacation time.

Much needed. Yeah, I'm an FFA parent, so I'll be out there working.
