001e e e Behavior CES we didn't have any of this of had a few of my school e e s you're still not a full than um welcome everyone to the meeting of the Canyon's Board of Education today is March 4th 2025 we're meeting at the district office located at 93 Sandy Utah and the first item on the agenda is our 2025 legislative update and Charlie Evans director of external relations and Edwards public engagement year will present this to us thank you we're so happy to be here happy to be anywhere but on Capitol Hill the last week the last few I should but that's when the danger is just looking up one thing here as we get started I'm just Schoolhouse Rock yeah you're good pass the house yesterday it's been read in by
002Senate secretary room all right where do we [Laughter] use we three days left well can we start there well just I was just we're just worrying about this um uh school digital materials amendments bill by by representative PE that U we've been tracking and working on and that um we thought might not get prioritized but it looks like it is going to get prioritized it just read in by the Senate passing the house yesterday that we not get us in hearing room won't get us Senate hearing so but that deals with the sensitive materials and way our Chromebooks are used and so something that we need to be aware of I well I normally don't say anything at this point but we have been getting emails for parents that are worried about Chromebooks and what
003students are accessing so I would just like in a public meeting to request that the administration study possibly restricting different apps on the Chromebook so I think if if the rest of the board is in favor of that bring it back on the 18th I've got something to oh yes and particularly I'd really like to make sure that we do a deep dive on what's accessible at the elementary level yes at the elementary level potential White listing um yeah I just think it's important for us to have a a clearer idea of of what we're dealing with and and the you know the pros and cons and considerations of what's happening there yeah thank you this is my to include on that I know we discussed this and that was brought up in cabinet meeting
004about the Whit list idea so a wh list filter for elementary and possibly middle schools that Elementary okay only Elementary but we need I think a deep dive in that and then also in that um presentation would it be in a study session well I don't I mean you said the next meeting I don't know if that's enough time because our normal process would be like Administration bring something to maybe one of our subcommittees like operations I'm to get I'm if if we have four I would like it in the next board meeting just because I think in light of the latest incident I just feel like the sooner the better and I think it's imperative I think there's a lot of things we need to also educate and talk about um as far as
005families and how they can protect their kids so okay that's fine Katie I would say but in the meantime we probably need to implement some kind of restriction of student or teacher um guided of Chromebooks right now I think a lot of our issues right now are during freeuse time and you know during free time and so I think we need to implement something in the meantime until we figure out uh a solution on this because parents are getting frustrated that they can access porn on their child's school on our school Internets the filter is not working as it's supposed to something needs to be done as we have time to study this so we can't just let this keep dragging out for just don't like to do extreme steps without taking time to study
006something but I'm just one board member so Mr Edam I'm completely caught off guard by trying to lock down I had no idea we have any issues going on at all so like to say we need to completely lock down the Chromebooks because the students are accessing porn but that's that's brand new news to me uh so I I would certainly rather know what's going on before we overreact with our uh with our Banning on on Chromebook I think if we if we have four board members we can get it on the next agenda and I do think I think time is of the essence we have had some incidents and that's why this dialogue is happening some of us who are representatives there been dialog from the commun so I think there's a lot
007of things that we need to discuss and look at and I I'm one board member I would be very much in favor and I think that I think studying it out sooner rather than later so I agree with Andrew um it's difficult to make a a you know impulsive reaction decision but I do think it's imperative time is of the essence that it should be on our next board I'm I'm fine with so you're good with that we have four great okay next board thank you Administration okay now back to our legislative update call that a hijack it's been a Hot Topic at legislature and there will be a bill next year so you certainly doesn't hurt got to get ahead of the curve um I thought we would just go over briefly the bills
008that are on our hot list that are still alive and we'll go over them quickly unless you guys have questions and if you do feel free to stop us we're prepared to talk about any of these at length so if I move on too quickly stop me we can we can talk the school safety amendments is still alive and the only reason it's still alive and not pass as they're waiting for the appropriation and they and the money has been appropriated they asked for 50 million they got 25 million I suspect that that will pass the house on the bill of they do the bill of bills which will probably be that'll probably be in the Bill of bills and pass on Thursday that's the school safety Amendment which was only again us the number
009House Bill 40 Susan and I have just divided these numerically I've got the first half of the list and she's got the second half um House Bill 77 flag display amendments uh that was is um still alive it is on the Senate second reading calendar would imagine that it will pass be considered and probably pass um today's Tuesday probably tomorrow House Bill 24 education industry employee privacy uh that bill is uh at the governor yeah it's enrolled okay so that is done sorry that's in enrolling and headed to the governor's desk House Bill uh 156 education education board amendments the Senate held that bill still technically alive uh but probably dead House Bill 168 artificial intelligence education by representative duay is had a favorable recommission had a favorable recommendation out of the senate committee probably
010pass the Senate and head to the governor's desk either tomorrow or Thursday could be Friday uh House Bill 237 the rollback tax ta amendments by Snider the house has concurred on that and it's headed to enrolling House Bill 267 public sector labor union amendments by Sher go and Senator Colmore that's been signed by the governor House Bill 268 privacy Protections in sex designated areas signed by the governor that where you picked up probably is House Bill 280 oh no House Bill two House bill4 Education no you're right you're right take it out House Bill Let's if there's anything in here the um School District administrator Authority by peruchi that one's just been held it she never moved it um one the directory public directory sharing hb303 that would require us to share for marketing purposes
011failed in committee um that that was anybody follow that bill required us to share the the uh directory information for the parents any Charter School have requested for any school the directory information parents of the children in our schools had their phone number their address I mean everything I saw but you know had that pass I I thought we should really just ramp up our marketing to we could out Market them any day of the week I think some the way we work the bill is pass it let's see where we go let's go try on but it failed in committee yesterday anyway so um HB 359 Juvenile Justice amendment by uh PEC was held um and our Law Enforcement Officers had quite a bit of concern about that one um I'm looking for the
012one that just fell today we actually uh representative Stoddard had HB 399 uh which was a really good attempt to at first it was a really good bill and then it got Whitted down to being a study on compulsory education but it failed in committee um HB let's see 344 school fees amendments that one's off to the governor that's a little different than the other one um let's see already done that one the school waiver amendments um HB 397 by Welton um I believe that one is going to go don't you is that what it says yeah it's in the it's in the Senate standing committee but I believe today I think it pass out a committee this this afternoon probably be on the senate floor Thursday I guess um just back up on that
013Susan so that that's the one that the for travel that we they can wave one trip and then we can charge for the others or no so it's a the students on a fee waiver they get to go on one trip and we allow that now they get to go on one trip and they can go on a second trip we've always waved the fee to go on the second trip because they're a fee waiver but now you can make them do some type of service or either you know custodial work or service tutoring things like that like a word study type yeah so we it had that bill hasn't passed but we expect it to pass HB 408 from ship that was a school board referendum amendments that one was failed it was held
014it was failed in Ops that was a high priority for us that is a bill that would have required anytime you guys wanted to increase one of your levies that required to go out for vote and this possibly one place that we could uh thank sen Colmore very much opposed to that type of thing which Senator M and Senator McKay that's very good point HB 408 so if you guys are looking for reasons to thank Senator Colmore and Senator McKay that's a good one that horrible that just really GED your Authority governing School District um HP 417 was Public Safety Retirement amendments at for the third year in a row that's the one that would allow uh police officers especially for school safety to come back uh out of retirement in 30 days and work
015and that one did not move at all this year moved an inch right um let me uh the Statewide Catalyst HB 447 it will pass with funding um that one we hope to gain a lot of we hope so give up a l away from us to pass that a lot in CTE and this is where they're giving it so let's hope it works like they say at Point um the HV 445 the Utah fits-all this one is is very interesting I think the only people who ever spoke against it were homeschool parents who were not happy that the rules were changing on them um so I while it's Utah fits-all I wouldn't say that it was it it fixed and corrected some things that needed some oversight I think they the thing that homeschool
016parents hated was it limited the amount of scholarship that could be used on extra extracurricular Cuts their amount down to 4,000 instead of 8,000 for homeschoolers yeah so they're not too happy about it um let's see s sp37 that's filmore's minimum B basic tax rate that one's already enrolled um sb39 uh was waiting on fiscal but that's the um um your Merit pay bill that's the one that uh addresses it it does cut the budget way down because a lot of us didn't apply to participate in it but it um I think it will move but it was waiting for its fiscal bill um let's see there was an important one that failed today and I'm trying to see where it is talk about Phil Mor yeah yeah um let's see the SB 154 legislative
017audit amendments I don't do we know where that one is that one has changed and what I noticed about that one that's the one I'll look okay that's the one um is Dan in here that's the one that changes that attorney client privilege kind of thing but it also has um a senate joint resolution that does similar um and we need to probably that one just really got rid in and understood this morning so we probably need to compare those to and see what they do even if this bill doesn't run so we're run a resolution because they have to change the Constitution I don't I I it just got read in earlier and they intended to pass it through so um that bill is house third reading just got F so it's pass the
018Senate and it's over so it likely will can I ask a question how does it amend the attorney to client privilege uh it has to do with the state auditor the legislative auditor excuse me that he can request really has to do with sha Reyes and his calendar and other things that they were requesting bling client privilege Atty work product all these other things so they' drafted this the legislative auditor can ask for things and you cannot claim attorney client privilege or attorney work product how uh well well you that they can ask for anything that is no longer a reason not to provide the legislative auditor with information it just takes away that um and that clearly would only have to do with you know attorneys either in-house for for governmental entities because the
019legislative auditor only is abl to audit the joint resolution they mentioned specifically that it had been watered down tremendously and it now was extremely permissive if you choose to share with the auditor things out of attorney client privilege so I will have to compare the two and the State Bar went nuts on that as you imagine Amanda um SB 223 is um Mel's bill that that our some of our district attorneys worked on public education bullying amendments and it seems to be moving quite well next one is sp 249 which is the one we worked on with uh Senator Colmore student integration amendments it's moving along still pretty healthy uh another thing you thank senator colort for um SB 321 public education funding amendments that's the one that just died in committee I believe 321
020that one I think it died like since we've been in here right in committee what is that one again that's the old harmless one on tax rates okay dead okay or not it died in Committee just a few minutes ago and then s sp330 cosmetology modifications and it's back in rules it's dead um s sp330 the cosmetology modifications is a hot freaking mess that was not aimed at uh K12 supposedly but um but it is and we've Doug CT ctec and I uh along with Jordan's programs have been working very closely with the drafting attorney the sponsor has promised us it will not move out harming our high school programs but the drafting attorney cannot get it there and it has to move out tonight so there we're that's what I'm gonna be working on
021while you guys are meeting we don't we don't care if it dies we don't dies but I want to thank does change any I want to thank Doug and his people have been great to work with us on that we've taken a lot of his time they came up and testified it was it was great yeah it's been good so it'll either be fixed or we believe it'll either be fixed fix or right um and that's that's it on what's still running what we still have on 337 337 GNA say about it it's um do we know how it actually impact schools I mean I know this is like a very this is the Beehive Corporation thing which I don't know we're following I I think that we probably shouldn't spend any more time on

023you're gonna go in St withy ask thank you so much thanks you guys okay the next item on our agenda is the Canyons innovation Center update and Leon wiox is actually going to this he looks a lot like me but a little shorter just a little shorter for back I walked into that one set it up just a couple quick updates I want to acknowledge REI many of you met him he started with us yesterday he's going to be fantastic as our Innovation Center Director excited to have him here here'll be speaking to you at the end here I'm just going to tee things off uh give you a couple quick updates on the eBay building the property itself eBay has given us the notice that they will be vacating at the end of this
024month end of March uh so they're on the process of exiting we do have a final walkth through with them schedule in a couple weeks now to go over everything all the furniture and everything that's staying there so starting April 1 what will be ours we will be you know so to SEC we we're in the process of making sure it's secured and everything like that uh we uh so so there's where we're are with that a couple things that should be noted and appreciate Charlie and Susan's great work you know a as we look to make modifications as they noted the Catal Bill 65 5 million onetime money for type of these type of upgrades to these types of centers so we're excited to hopefully tap into that I know at last uh board
025meeting we had Rich NY here talked about credentials thought was big that also passed you know and got funded $27 million so that's a big big going uh want to acknowledge our mhtn team they're going to be doing the bulk of the presentation here Lee Angela Rose and most many of you know Brian Parker he's been here kind of with us doing projects almost from day one here so then Scott later is out of town traveling but he's also been us I want to acknowledge uh you know we have broken off from long range planning and The Innovation Center two different communities which I'm glad really got to ramp up our our process and schedule here so big thanks to president shill uh Manda and Hall serve on that committee with us so we'll be

027just gonna quickly go through where we've been um both where we were before we reported to you last time just as a reminder and then also where we've been since we reported to you last time which feels like an eternity ago but it really wasn't that long um and then we're going to go through some of the information we're including from the industry partner strategy sessions um and roll into our guiding principles and how those have related into physical spaces um and then kind of some early diagrammatic ways that those spaces start to filter into your building um and then just a little bit of cost data um so with that um kind of where we were before we reported last time of course um I know quite a few of you um went and
028toured facilities um and then we had several feasibility workshops um and some teacher engagement and then after our last feasibility Workshop we really rolled into what we've called this master planning phase um so initially that was with long range planning and now we're calling it our Innovation steering workshops um so you'll kind of see that language change um so a lot of uh inclusion on uh industry Partners um and then those parent surveys and then again that industry partner report back um and layering over strategic plan as well as your portrait of a scholar and making sure all of our goals for the project align with the board's vision for the school district and the board's vision for how Career and Technical education moves forward about to say any questions but I'm not supposed to
029ask that so um one of the um really great takeaways from those industry partner sessions was this durable skills wheel um so as we've started to look at program spaces we're layering in a lot of these durable skills on um you know where can students work on their collaboration skills um where can students work on their communication skills and their fortitude all of those things that the industry Partners really said that your student should be learning we're looking at making sure we're incorporating into Des so that has led us to our guiding principles um or do you want me to keep sure you um so that led us to our guiding principles um we presented these um I think it was end of October early November and then we um took them and then we
030overlaid into to them the portrait of a scholar and the um the other document strategic yeah the Strategic plan and so from there we essentially have come up with these five the first being industry collaboration which is about strong partnership strong Partnerships programs that evolve with the workforce um it really emphasizes those problem solving Hands-On learning mentorship he skills next it's the Innovative learning en en Ms um essentially adaptable spaces that meet both the current and the future educational demands so this is very much about um flexible spaces career Readiness and support this is about preparing students for high demand jobs um relevant training counseling industry credentials really it's about a facility that becomes a recruitment tool for the district um it's about leadership and then that true true apprenticeship um community and identity was
031our fourth guide principle it's all about a cohesive Community identity and we'll be doing this through branding um Outreach learning on display um also it's this idea of fostering Pride a sense of belonging and really uniting diverse backgrounds and experiences um the last guiding principle was this idea of future forward Vision this idea that we know what we know now but we don't know what is 10 years ahead of us so the facility really needs to meet not only the current goals but also those future demands cutting Ed technology flexible growth strategies um and sustainable BL so the next step was we took these guiding principles right and then we transitioned those into goals and then we transitioned those into these design responses the question is how can this building support and create an environment
032that essentially does these things um and so what we've done is we've pulled out um really key architectural responses that support um these these goals and these principles um so for example when it comes to um strong Partnerships when it comes to um mentorship when it comes to creating this community and these this this brand components that we need to see are touchdown spaces a very welcoming environment and and a welcoming zone for for industry we need a strong branding package and an intuitive wayf finding system when you take these components and you kind of smoosh them together um and you'll see this for the next eight slides what we've developed is eight key spaces and that first key space then would be partner Pavilion so the partner Pavilion is a professional and welcoming zone
033for industry collaboration leadership leadership training and showcasing Partnerships um so a couple of kind of ideas of what that could look like um um you're seeing some of the spaces you've visited um and then some other design ideas as well um just lots of great spaces to um collaborate with those Partners so those can be formal or informal um and we can also use them to celebrate those industry partner relationships and um both kind of that fun digital and then also you know maybe some of the students work on um like a CNC machine and come up with plaques like there's all kinds of different ways can that um so then again we we just continued to do this and this is how these eight spaces were created uh so other goals that we really
034were looking uh looking at how do we um create an environment that allows for problem solving Hands-On learning um but also that meets these current and future educational demands which we know are going to be really Tech heavy right so the two uh design responses like architectural design responses that came from that one was a research library and a student Hub and then two was this AI sandbox which essentially just a safe space for that AI work to to take place um and when we mush those together um plus other things uh we came up with the inquiry Lounge so the inquiry Lounge is a hub for collaborative exploration a research Library um with Cutting Edge technology and flexible workspaces and so what that could look like um are highly digital zones um places for
035collaboration um again a research Hub so for students to look at both physical and electronic items for research and um investigation and then also touchdown spaces and spaces to um have informal conversations as well um so next we um started to ask um the question how do these programs evolve with the workforce right how are they adaptable how do they um create this learning on display which is something that we we keep hearing um um from a lot of the people here in the room um and that's done through these branded showcase areas which really is this thread that weaves through um the school really showing um what the student students are learning but also these connections with industry um it's a common area showcase space um and again it's this learning on display which
036is just this transparent Open Spaces just constantly showcasing what the students are doing um so this key space um we've named The Gallery um so the gallery is a showcase for student projects and achievements it's designed to inspire and Foster connections through visibility and recognition between themselves and the community at Large so how that could look are um spaces for informal presentations of this is my work um spaces for more permanent sort of display for items that are maybe you know a really fantastic achievement that we want to highlight for an extended period of time um as well as just informal zones where things can be swapped out more of like a pinup Zone where you can swap things in and out more quick yeah so um this one's a this one's a really great
037one um as a as a past teacher um I think a lot happens here how do we prepare our students right we talked about these durable skills and how do you create a space that instills in students these these durable skills and that's what that's what these this is about um it's these this breakout areas but Al also these multi-purpose rooms where they're allowed to do digital of course but also analog um work with one another collaborate things like that so these have become our our incubators so incubators are reflection zones flexible breakout spaces that Foster Focus creativity and collaborative Innovation um so again we can look at very analog methods of presentation and display as well as very digital methods um and I go back as well as just informal presentation zones that are
038a part of the larger building so you can walk by presentations as they're happening maybe you drop in and listen um as well as zones where you can get a quiet reflective place to do your work um but all of this is nothing without our teachers right and um without the spaces that they need to teach very specifically what it is um so these are our hybrid learning spaces our very specialized Labs um and again because we we know what we know now but we don't know what's coming and so things like movable walls and adaptable spaces is really going to circle back to that goal of a facility that meets current goals but also future demands um and this is our our learning Studios and Labs so this is a big umbrella for your
039curriculum and you'll see we're starting to dive into that curriculum piece and how that it fits in the building um and we'll continue to dive deeper into that as we kind of push further into this process but versatile learning environment ments that support diverse teaching methods Future Ready learning simulation SP uh spaces and then also those career specific skills um so again we can have highly Specialized healthc Care spaces where there's a lot of human um interaction and fostering as well as highly digital and cyber spaces um and then again highly digital and cyber spaces as well as some of those um hand skills as well and Studios um so I the students they learn what they learn in the classrooms right but then there's this there's this next step um they they we need
040a space for credentialing we need a space for testing we need a space for one-on-one counseling um and that career Readiness and support that all happens in this space The Exchange so the exchange is a comprehensive Student Services Center offering credentialing counseling and wellness to prepare and support students for their career and Collegiate next steps and so this would be the space where we look at any of our Collegiate Partners touching down and if they have officing space providing flexible officing space for those Collegiate Partners um as well as industry zones and counseling services for those students as well as they reflect on what their next steps might be and then we go back to supporting um supporting The Faculty but not only supporting them but really allowing for them to to network and to
041collaborate so um they they need a networking area um that will really allow them to have those strong Partnerships and to allow their programs to evolve um and they need a teaming office um just so that they can U meet both current and and future So This falls into this um I think it's the last made uh The Faculty Forum not quite okay we're there's one more we're on so the faculty forum is a dedicated space for teachers to recharge connect and collaborate uh professionally in Comfort um so these spaces um can be off of the main student spaces as far as showing an example to students on how we collaborate between disciplines um and really how true Innovation is reached whenever we look at those programs starting to meld together and learn from each
042other um as well as some private spaces as well to take phone calls and just have a moment yeah but it's also about not just connecting with teachers but also connecting with with industry um and so then oh that's right the Nexus so the last space is all about that Community um identity that Outreach that really creating a a a place um a sense of um in the community that the community knows um so this is done through Nexus so the Nexus is a dynamic multi-purpose space at the intersection of the Innovation Center and the community uh featuring a community outreach Courtyard adaptable areas for events collaboration and authentic connections um so we really think you've made a great investment in that the eBay campus really ticks a lot of these boxes already um and
043that there's maybe just a cute couple of like finishing touches that we can put on that'll really kind of take it to the next level um also looking at the programs down in St George and how they're kind of interacting with the community um and also just the way that we um enhance the connection of the building to that already there Courtyard space right so the way that we plac programs and enhance those areas to to Really create this the Nexus so loosely how does that translate so as we look at the eBay facility as it stands currently and how these things start to slot into the spaces is um we call it the boomerang building it's the kind of the central thre Story Tower um and the main entry piece at the kind of
044the Crux or the center of that Boomerang um so what we're looking at is when you enter the lobby um having a portion of the partner Pavilion so where we're showing um industry Partners as well as displaying and thanking people who are spending their time at the center investing in our students um as well as kind of the start to more of those formal presentation zones so a very active presentation area um and it kind of moves through some flexible Gathering spaces for students to touch down and talk and then again some more um informal presentation zones that all kind of culminate in this Gallery space along the building yeah and these spaces are really meant to support what the teachers are doing in the classrooms right so um the you know the studios and
045the labs that's our next set of development but this is meant to support them what they're doing and to really help them to um in place to instill in their students those those durable skills that we kind of started the presentation with so as we kind of move back towards the lobby and move deeper into the billion uh to into the building looking at that partner Pavilion again um and having our industry Partners walk through a Zone where we're celebrating them before they get to an area where they're really interacting with those students um and then moving into the inquiry lounge with which supports those incubators and then again that research Hub and all of those kind of functions um so again next step is to really start incorporating um programs that are existing in
046this building um and as we look at that a couple of easy ads you're seeing in the second column as far as spaces and curriculum that's already somewhat supported um you're seeing massive ranges as far as cost on a lot of these programs and that's because they could both take up more or less square footage or we could look at doing more or less to the space um and then our final kind of piece is adding in all of these additional support spaces building upgrades that are necessary pulling off the eBay and adding your it great okay um I can I just say something so our committee just wanted to um make sure that before we like we're starting to move forward like they're starting to design these spaces but so what we wanted is
047just to make sure that they are capturing the board's Vision like are we all okay with this is this is there anything we're missing and are we supportive so that is our committee's idea this presentation so thanks you guys Mrs Pon I like what you've planned for the main floor but the part I don't see and I want to make sure that it's planned as well what is the Trade building part going to look like because you know you can't put diesel Comm mechanics and welding and construction and how are those going to be because we feel like it's going to have to be an out building because it's way too expensive to remodel is there plans for that and is it going to be worked on at the same time as we're working on
048these other so we're looking at filtering in this whole list all at the same time and you'll see on the asteris on several of these programs th that denotes that that building or that program will go in that building that will be kind of designed at the same time that we're looking design can I jump in and just comment so that's one of the important pieces to tonight that I wanted to talk about is um our thinking is Leon can jump in on this but we'd like to go out to bid on that building early fall until maybe September um considering the budget I you know and where we're at with square footage we're thinking in the 25,000 square foot range so you're in the seven to 8,000 square foot per program with those at
049weast 6,000 fo over my Math's off a little isn't it umram so but to do that and I know this kind of presses the issue the programs that are listed are just what we're offering so when you're thinking about along with that you know and a lot of these are embedded and later I've asked G to just talk a little bit about how we're clustering this with those ideas and what that might look like but things like computer science you know that you can see some of that Arts integration obviously in digital marketing and there's other spaces Linguistics robotics Aviation drone Technology Energy which that would include Electric solar wind uh fuels um teacher preparation I know some of these didn't get a lot of a lot of love in the industry uh focus groups
050but that we've talked about on teacher preparation tourism hospitality and service with the Olympics coming up um again artificial intelligence was mentioned virtual reality so um you can kind of see the bottom go that to that last budget so you see that number and that range uh I don't know that we can bring over and do every program um but I think that's kind of the next conversation so maybe at a Roundtable coming up is to really flesh that out but I just for me and us tonight committing to the programs that are there we really need to move forward if we're going to put out a bid and an RFP on that building um and and to just you know I'd really like to get read over to our current c tech with Doug
051and their team um and I appreciate all of our team from mhtn I I felt like in the last meeting I think we've kind of had some ups and downs in capturing that Vision at least from my perspective but when I look at this and and you think about Synergy between industry uh and our teachers and our students you think about entrepreneurship and spaces to develop that uh and you think about relationships I feel like this what's unique about our space versus others is others are a lot more prescriptive in what that looks like and it's a design that's it's very uh sequenced and this is a lot more flexible and that's something we heard with our industry Partners over and over and over is you know can you be can you Flex can you
052adjust in five years if industry demands are different how do you adjust to that and to me this provides all of that space you know and more but I think that's kind of where I'm at we do need to you know Reed and I were talking today too about just overall sequencing um now that we know when uh the eBay employees are going to be out but just just a few thoughts along the same lines but so sorry yeah I just want to add one more comment it's a comment not a question um when we were on the listening tour yesterday with our sorry to be on the trade side right now but anyway we were listening to our um call them think of their names the facilities folks they're aging out and they're the
053ones that are maintaining our buildings and if we they strongly suggested that we need to have an apprenticeship where we can train and have our our own Replacements which is a big ADV uh advocate for the trade part we need electricians but that can go with your um construction management construction management we also need Plumbing we only have three electricians right now that are servicing the entire district and we're adding more building to it to that now the square footage per employee is humongous and so and I hadn't really thought about that but more than half of the employees at facilities have been with Canyons from the day the district opened oh yeah we asking to raise their hand it was amaz yeah it was it was a lot of and they love being here
054even though they're being paid cons considerably less than not only the market value but even some of our other employees they're really low on our our pay scale but nonetheless um I really would like to see some clustering with th those kinds of skills as well and that's why I'm really pushing that we can need to because if we don't have the those kind of skills also being developed we aren't going to have homes for the future and we won't have our own employees there are not a lot of people out there that are going into these particular ular traits as duck they're a little tricky to find right so I'm just saying that I love what we're doing I think we're going in the right direction but I don't want to leave that part
055out because we have to balance both not just the technological side of it but also make sure that the skills that someone could learn to do that could pay for their college further on or make their whole career I just think that kids need those options m I totally appreciate where you're coming from and I think there's absolutely a place for that I also want to remind us that in our meetings the point committees there is you know a lot projected about what is going to happen in Fork Industries energy cyber security artificial intelligence and biomedical development so I want to make sure and you know along with our industry partners that that's what really what we're capturing is the potential for these kids to be able to take what they estimate to be 17,000
056jobs coming want them to be prepared and ready for those of course some kids aren't going to want to go into those industri we need a balance of both we need have both so but um I just want to make sure we don't eat up so much of the building space this is a new pre-existing programs and not have enough space to be able to fully develop and and rise up to the need that is going to be there in the future right that we're aware of and it's really our responsibility to see several steps in front in order to be able to anticipate those needs so that we're ready for when they arrive so anyway let just that thank you Mr Adam so thank you for the presentation it was great I appreciate um

060well and they they get it uh day two got the answers I'm working on I uh superintendent and board uh thank you for the time uh superintendent asked me to maybe put together some Concepts and I just wantan to I kind of want to Echo what what's been said uh number one I left welding off the new building apologize for that I kind of put this together rather quickly but wanted to just float a couple Concepts in terms of what my communication with the committee uh in the meeting last week and the superintendent working with the Architects uh in terms of a bit of visioning uh appreciate uh Mr Holland Bach uh Beck excuse me uh and uh Miss Brown being here they've been outstanding as has Mr Sherwood Miss Goble you know it's a
061big collaboration coming together I met with Mr Wolford today head of facilities and we went around the building and tried to to get some perspective on that and he is awesome he's really an example of kind of what we're talking about in culmination of what we can offer for our students um here's a a man with a a bachelor's and a master's degree who's a master Tradesman Master Craftsman and he leads our facilities Department in canyons and really his story is a great example of what we can feel here so as what I've done is just put some clustering together uh as we talk about learning spaces you know I I I like the durable skills uh moniker but I like durable dispositions better we want to develop dispositions that emanate from our kids uh
062when we when they attend uh a center such as this and have experience that's profession based we want them to to develop a durable disposition that they now leave with and and the emanates from them so I've just put together a little bit of clustering as we move forward uh of a vision for the board to consider uh of the learning spaces learning spaces are going to be critical because that's where our kids are going to learn that's where they're going to rub shoulders with industry one of the things that that I've learned with this model that's been most effective from from the experience I've had is it's kind of a a bit of a flipped word-based learning model in that we we have to make sure we're at industry standard in our professions that
063we're teaching so you do that by accessing our industry professionals advisory groups and and ensure that we have industry standards being taught uh in in our programming in in our software development in our medical professions uh in in our trades in our construction management and everything that we do so that then we can draw industry in so that they recognize what they're coming in to help then facilitate learning with our students so that's going to be a big key and uh you know I haven't set foot into ctec I'm doing that later this week that you know I I go back to a statement uh I heard years ago with some professionals we worked with when I was starting as a principal it's always people never programs and we've got to invest in in development
064of of our our faculty members our staff and and then hope our students and our community so uh you know uh the the when our students enter a center like this we want them to experience the whole gamut of what we're doing whether it's a welding student uh diesel mechanics or uh computer science gaming and coding uh student and and I think the way that we develop that best is we first of all we develop a building that facilitates interaction and leading into into programs and you know the superintendent talked about flexibility of space I agree with that but also we've got to develop our programming so that it interacts with each other and that so so you take a student for instance that that you know maybe they are diesel mechanic student there has
065to be some marketing development with that diesel mechanic student uh there there may be some some drone technology access uh maybe some some medical profession uh in there as well uh in regard to safety so that everything kind of touches each other uh as we develop those programs or have have the opportuni to do that so um this is like I said this is very early you know the the thing that's so encouraging and I commend the board uh on your vision and forsight this has the opportunity to be a World's class educational facility because it was developed as a world class business uh uh delivery model and you know it's it's just uh really an opportunity I love what Miss Jones said in her her and miss Edward's uh presentation when they uh talked
066about a real unique window of opportunity and what the board has has talked about tonight I think it's the table's really set for that so uh superintendent um I'm just thinking Round Table March when do we wanna I mean sooner or the better our next meeting study so I'm kind of thinking in line with I mean this is reads kind of the vision we right from the start we kind of envisioned that right in houses and this isn't non-inclusive or all-inclusive considering those other programs but I think um if you want I'll email you the list that we that I shared with you and then you can start to kind of formulate where those programs fit together and then on the 18th I think we really got to get down to okay just opening the
067doors these are the programs we're committed to and that could mean within the next you know like you're saying Holly phase one phase two over time consider others but we got to get out like what what are we gonna ultimate doors with in the fall of 2027 it's important I mean we did a a student and parent survey can share that with the again okay that should be on board yeah we should just review that while we're talking the other element to this too is higher ed is still kind of waiting on us I I have said to them as soon as the board establishes the programming then we'll talk about higher Ed's role and I right now as you know Salt Lake Community College and University of Utah definitely want to be involved at
068the center my guess is UVU they're heavily involved in innovation and I know they're going to be a partner at the point so how that all interplays but I don't think we can really talk about that Runway to a two-year and a four-year degree until we establish all right these are the programs that were that we're gonna invest in and then we kind of need to know like how many programs can we take on well all the above I mean you saw the you see the numbers yeah I would propose that before we meet next that um of like the board reads through and um refreshes their memory and especially for those of you that are new about some of the site visits that we had and so maybe Kiren if you could send out
069like yeah like something to all of us again where we actually read through the notes and particularly with Lowden County they did some very innovative um curriculum and pratic or Pro pratic how do you say it like pram program pram like um changes and adaptions to to what their local industry Partners were were talking to them about and what they wanted and they've really taken off and blossomed and done some amazing things I feel like all of us would really in order for us to have an intelligent conversation we need to be on the same page about that um and also like when I was um in Long Range planning before it was split off and The Innovation committee um Leon shared with us a really phenomenal video from a superintendent um elsewhere from a
070public school district that talked about the changes of what are coming and I really would highly recommend all of us as work also watch that before because again it's going to inform us on the changes that are advancing very quickly that we need to be prepared for when we're making these decisions now Mr first so is two weeks enough of a runway for us like or Administration to be fully prepared for us to have a round table on this um so Reed mentioned he's on day two um that would be day 16 I appreciate that techology discussion on 18 there enough time for both because I would think these are going to be both in depth and so I just I just want to throw that so I you know I'm all about like the
071Sprint right uh I just want to make sure that we're appropriately ready we talk an agenda planning because if they say they can't we could push Round Table I mean I I feel like on our side I think it's a matter of like you being able to digest all the material that's a lot of stuff to go through I mean we it is a lot we've I mean I was at all the industry focus group so for me I mean I've lived it so it's not but I think that's a lot to just to read the notes on all the site visits and then to process industry focus group material and think about the programs like that's a lot of stuff and this night and couple thoughts there it is a lot of stuff also
072what would be really important is for us to see what our enrollments are now from ctec with some of these programs and what the wait waiting list is as we're making these decisions that's got to be part of it I think that it would be helpful to do the study session sooner rather than later knowing and acknowledging the fact that we we may not have all the answers at that point but we're digging in just because we do have deadlines as far as when when this is supposed to be opening and so my thought is the first study session would actually be the very first part I think there should be some debriefing Rick like where where we're going through those that weren't there for the tours I think we need to go through some
073of that I think we need to have Bruce or someone there to go ahead and go through what our enrollments are like what we currently have even have some pictures of what our current facilities look like that would be so helpful we just we're at a point I think with our awesome architect partners that really we at a standstill until were able to harness Direction and so I think I think we need to think of this as this round table is probably not the fir did I say study session at the beginning few round table but this round table is not going to be the only one I I think I think and so I feel that the sooner the better um just because we've got timelines so yeah well and I do know hopefully
074this is okay the superintendent is feeling pressure like he wants he wants the board to make decisions so they can start moving for yes and we the occupancy like what Leon was saying you know we're getting occupancy we want to I I'll just say just gonna throw it out there not in opposition Hollywood I would say on the 18th got to make a decision on at least a core group of programs that got to move over there if we take this even I mean remember we've talked about this in study session already twice have think you need to present the stuff back again if they have access to the information I think that can you help compile that though because otherwise we got to try to we'll make it as no we'll have it all
075we need it in that study session we need to look at the enrollments and the waiting that but I mean for sure that's not actually something we've really visited very much did we did but it was the first study session and I don't think we've gone back to it since no and they can New Year and then or up to this and then we have data data for this year C I think it would be helpful no we need that because we need to know that how many people are waiting list for this just saying having a debriefing session beforehand will take up too much of the time if they feel like they can handle diving in and looking at stuff I just asking questions I just feel like even a refresher for all of

083shop at CC than what we have in one of our high schools so I I think if we could have a few pictures not just of CCH but maybe just of some of our current facilities because we've redone some of our high schools that was very informational for me I would I did not know that Hill Crest square square footage in that which shop was so high so I think that would be helpful too as we're trying to decide you know I mean Rick was even saying some things we may not be able to bring over to the building phase one phase two what's going to be out buildings I think to have a general inventory of the spaces we have and and maybe a few pictures would be helpful let me just comment on

087with their teachers to set goals and knows exactly what they need to do to reach the next G level this has created a culture where students are talking about their goals and growth with their families and celebrating every Milestone this the impact of this has been powerful just in our fifth grade dual immersion classes 14 students who were below Benchmark in math have now moved to above Benchmark in our first grade our teachers have been working collaboratively to ensure students develop strong foundational phonic skills their intentional Focus has resulted in our highest data yet in the targeted scale of whole words read an incredible achievement that speaks to their dedication these are just a couple of examples but celebrations like this are happening at every grade level across our school students are setting goals tracking
088their progress and experiencing real success whether it's reading growth math Milestones or language acquisition we are seeing students take pride in their learning a key part of this success is the support we provide for our multilingual students we have a part-time teacher who works exclusively with them helping them develop their language skills and confidence twice a week she holds morning meetings with our newcomers giving them a space to learn and grow together while feeling comfortable speaking a new language she helps them set goals for their weda test and celebrates their progress as every week their English gets a little stronger Midville is a proud Community School always welcoming families and ensuring that they have access to the resources they need we love bringing families into the school through events like our stem night and literacy
089night where students and parents engage in Hands-On learning and fun activities that support academic growth and this year we're especially excited for our upcoming School play written by our BTS teacher integrating science standards and letting our students showcase their talents on stage our families are an essential part of our community parents participate in our family Learning Center and volunteer in the school even helping deliver the fresh fruit and vegetable of the day each month we recognize students who exemplify positive character traits by naming one student per class as our CEO our chief example to others pulling character traits from our thrivetime curriculum one of our most memorable moments this year is when we took the entire school on a field trip to America first field students tour the stadium met the players ate lunch and

095them Canyon's District teams won almost every major category hrrest won the National Championship in lyrical dance and Corner Canyon took second in contemporary dance Corner Canyon won the National Championship in military in second place Hill Crest Corner Canyon won the Palm category and in second place Canyon's District's own Hill Crest Corner Canyon won the show category and in Hip Hop both Corner Canyon and Hill Crest placed in the top five that's third and fourth place respectfully that is an amazing showing and not only that out of 500 routines the organizers of the national competition only invited seven teams to perform at the awards ceremony night we took two of those Hillcrest performed their military routine and Corner Canyon performed their show so congratulations to Hill press drill and the Corner Canyon shells on winning National

098next honores are the folks who make up our amazing purchasing department March is National procurement month it's a time to recognize the role of procurement Professionals in our district and this mon we recognize the contributions of those who buy just about everything that you would want to buy to run a school district they do a fantastic job they play a vital role in sourcing materials negotiating contracts they manage supplier relationships they help ensure that schools have everything they need to operate smoothly so a big thanks to NY Webb and her team in the purchasing department for all they do for all of our school and our district departments now I want to say our employees Rock there are two employees that I want to mention in particular these are two employees we want to celebrate
099for their achievements they've shown that they are truly Canyon strong first we want to give a shout out to Hill crests Katie Campbell she's an assistant principal there she's been selected as a question leader for the AP Art and Design reading in Salt Lake City now this is a prestigious leadership role and an event where three 385 professional Educators assess about 50 no excuse me about 990,000 portfolios from high school students who are seeking college credit from the college board's advanced placement program in this role Katie will train and guide 322 University and high school teachers to and Educators to make sure the student work is assessed with accuracy and fairness she'll make sure that the evaluators looking at all those projects maintain a rigorous college level standard so way to go Katie and her
100selection certainly reflects on the quality of the teachers and the administrators in Canyon school district now I also want to give a special recognition to someone who I invited here tonight Leon gave her a shout out in a recent board meeting the superintendent spent some time giving her special shoutouts during Friday message last week and this week the board of education wants to honor Jackie Butterfield let's give her a round of applause now Jackie is here tonight she's our good friend but she also has quite the story um she had to drive a very very very long bus route recently you see Jackie drives the route that goes up big Cottonwood Canyon and on a recent Friday Friday afternoon she started her day at 6:00 a.m. with the morning routes she didn't stop her workday
101she did training workshops before hopping onto her bus to drive the afternoon routes that afternoon route typically takes her about an hour and a half to do well at that point it started to snow and then the wind howled and then there was an avalanche the issue was Jackie was all the way up the canyon for a while we were scrambling here at the district office because Road officials were telling us that they'd closed the road and Jackie would not be able to be able to come home that night well in time they opened up the road and she started going down the canyon again in her school bus but it was very slowo it took her until 11:00 at night 6 hours on the road to make it back to the bus bar I
102don't know how you didn't get hungry um so one of the students parents brought you dinner she for six hours was in a Canyon's District bus driving her way down and for truly going above and beyond Jackie I would like to extend our heartfelt thanks and this gift basket we have right this is what we mean by Canyon strong thank you Jackie for what you did for our students to get them home in a blizzard and then all those hours on the Canyon's District bus coming down the canyon we truly appreciate you you'll find in there a lot of canyons District swag and gifts from The Canyons Education Foundation so Denise hok our development officer contributed to that so we want to thank the foundation for supporting our employees in providing these types of gifts

106make sure looks like the green light is already on so great um um I'm Ali Terry and thank you for your time tonight um I'm here to address the current accessibility and sharing capability of explicit and pornographic content on Canyon school district districts School issued accounts and devices I can access pornographic content including videos of sex acts without rerouting or going around a VPN or firewall this content can be accessed in less than 15 seconds and four clicks I am accessing this through a simple Google search logged on to my CSD or onto CD's guest Wi-Fi on my child's account who Scott momes has confirmed that all filtering on all of Canyon School issued accounts works the same no matter where you are in the world through many conversations with parents it has been clear
107that parents assume the filtering on CSD issue accounts and devices is adequate it is not Utah state code 53 g-7 d216 Section 3 states consistent with policies adopted by a local school school board or Charter School governing board a school distri District or Charter School that purchases technology under this section shall ensure that adequate on and off- campus internet filtering is installed and consistently configured to prevent viewing of harmful content by students and school Personnel I'm not going to pull up or or show the pornography but I will just show you that I'm here this is my computer but I am logged in as Canyon's guest um it says managed by CSD docs I'm on my daughter's account I can go here it's going to pull up her homeschool page and I can come here
108and open up a new tab come here and type in um a search and it's going to bring me here I can go to video and scroll down and have an array of uh pornographic content um the current level of filtering feels like the equivalent of a car salesman promising you that the car you are planning on buying is the safest on the market only to find out when you get in the car to drive your new car home that the car didn't come equipped with seat belts as parents of kids we are trying to protect we feel it is our responsibility to bring as much visibility to this issue as we possibly can so that it can be taken care of and addressed properly um The District's highest priority should be the safety of
109our kids with that in mind I would say what is currently accessible through CSD issued accounts is negligence and not compliant with Utah state code it takes less time to find explicit explicit material through my elementary child's School issued account than the short three minutes I have here to um address you tonight thank you okay thank you Mr McFarland hey everyone I've met many of you in person many of you my neighbors nice to see you all first off thank you for serving I appreciate it volunteering supporting it's not an easy job in many ways I get it um have you ever had a job where you had no previous experience you had no training for that job uh you couldn't quit um and people's lives were at stake well that's parenting right all right
110it's a little bit in light to lighten up the Moon m a little bit but it's serious like it's true like people's lives literally are at stake here um and I think everyone will agree that we all want the best for our students and for our children right as a father of six and uncle and mentor to many in this school district I have a very vested interest in what happens in schools in our community I as Ally just said it takes 15 seconds on a CSD device to find videos of pornography now I didn't see any of you guys have any visceral reaction to that statement which leads me to believe this isn't the first time you guys have heard it and I know it's not I know I've talked with many of you
111about this personally about it so this is not the first time and since the beginning of the pandemic in town now computer student computer usage has access and usage has skyrocketed five years ago the pandemic started that's five years what happens in five years that's when I learned firstand the inadequacies of school issued Chromebook safety I'm not sure about you guys but what business will survive after five years of trying to solve a problem and not be able to figure it out five years it's impacted my family and still does today my son innocently clicked one of my kids innocently clicked and found progressively worse Medias five years ago that dragged him into a pornographic bear trap and and just stuck him and he can't unsee that now now I don't know how many of
112you guys have regrets here on the board I'm sure each of you have done things you regret things you wish you would not have said things you wish you wouldn't have done as a father of six I make lots of mistakes and there things I regret there are things you'd like to take back we shouldn't do in the first place now it's interesting because those things hurt your soul what's almost worse is regretting something that happened to you you'd like to regret that something happening to you in the first place most abused children feel this kind of weight of regret and shame I volunteer to help these kind of abused children and it's a tough thing to hear their story it's tough and they feel that regret it's not their fault it's not their responsibility
113and that they feel that shame it's something they can't unsee or undo to them much like the exposure of pornography just like Ally just talked about now Six States today don't allow cell phones in school six full states don't allow that and that trend is growing many parents are just ignorant to the idea that they have a choice to be able to express this and it's getting frustrating from the emails I get from teachers talking with parents about how classroom management works this isn't just abstract risks about what's happening with pornography in the world today this is this extortion and trafficking and abuse that's going on that I don't want to affect my children or any of yours so my question is this I know my time is out I appreciate you listening to me
114how many students hurt by adult media does it take to implement some change some real change to avoid that one student that shouldn't have been hurt in the first place that doesn't deserve to regret that how many students hurt does it take to implement those changes necessary to have less Reliance on computers and classrooms and access not needed for somebody who's in elementary school like that thank you okay thank you we appreciate um all the parents that are here today and um the board does listen and um we will be working on this we actually ask for it to be studied and to be brought back for our next um meeting on March 18th so okay the next item on the agenda is the consent agenda and I will now take a motion for that

116or military stipend and this is a second reading possible action and Jeff Christensen assistant oh actually no it's going to be Dan Harper legal council will present this yeah unfortunately uh Jeff is not feeling well uh this evening so I'll be filling in for him um and uh so this is the second reading of these policies we want to thank Jeff and the policy committee for working on these policies um some of these are small changes and some uh larger ones uh the first one is our board governance policy uh 100.0 one uh uh it will it clarifies that a board member uh along with others uh can formally request an item be put on the agenda and that it should be done by email um if they want that to happen in a timely
117manner uh at least three board members should request it and the policy now clarifies that timely manner would be within uh not to exceed three months and then it also codifies which really has been our practice for quite some time now that in addition to a board President we would have two vice presidents and because uh with two vice presidents there's certain issues related to that and so it clarifies how they would designate duties um and clarifies those aspects of that any questions on th that policy and those changes are there any questions board okay see none go ahead okay the next one is policy 200.2 fiscal accountability um this one is really a formality we we previously had time and effort Provisions in procedures uh usbe said oh no those should be in your
118policy so we're now putting them into the policy um we've already been doing this for quite some time uh but now that will be uh in policy not not just in our procedures uh the other change is because of recent inflation um the threshold for bringing items requiring the board's approval would be increased from $80,000 to $120,000 uh any questions on policy 20.02 amendments any question question oh sorry forgot about just keep going just keep going going we're we're going all right School access all this does is change who has access to our master keys and uh the codes for the schools um I think those are quite straightforward uh and then facility construction renovation and maintenance policies amendments all that's doing is changing the committee because we no longer have a director of planning
119and enrollment we got rid of that position and spread those duties out with others and so it just changes uh the makeup of that committee and finally uh probably the most important changes is uh President Biden uh back in December of last year uh signed the National Defense authorization act prior to that Governor Cox had signed an executive order that changed military leave from 15 days to 20 days uh and so these would change our policy to be in line with that act and executive order so our employees who are members of the military now can receive uh 20 days uh up from 15 uh when they need that pursuant to their positions in the military um and I've been informed by uh Everett Perry that we have a couple of employees that this would
120impact and so this is a second reading uh with possible action um and that would be helpful in particular for this policy uh if it potentially could be passed any questions on any of that okay any questions um I will entertain a motion if the board is ready to approve these policies tonight uh yeah Mr edel so I want to say for our military leave policy that I do believe uh we are the only School District in the state of Utah to have a similar policy um this directly benefits the citizen soldiers Airmen Sailors and marines that work for our district um so not only are they spending their day-to-day uh serving their Community by ensuring um that our students are well educated that our students have appropriate facilities that our students are taken care
121of but then they continue uh to defend end their country uh on a regular basis and I think that this is uh fantastic uh and I'm excited for this policy uh update to continue to support them um in uh their training efforts uh and other efforts that they're going to have uh to ensure that uh the students that they serve every single day um are also protected in this great country of ours so with that I move that we adopt uh policies 100.1 200.2 300.1 300. 09 and 40028 as presented okay thank you we have a motion is there a second to that I'll second it okay are there any comments to that motion um I would just like to say for the public that we have discussed these previously and we did make some

123tonight I don't know how you lucky you got an attorney and an accountant uh and I also notice we go through school fees we have the pi signal in the bottom there Pi Day is in 10 days from now I don't know I just noticed that as I walked up here uh so this is our second reading on the school fee schedule again under state law that was passed several years ago uh the fee schedule for each of our schools mainly our secondary schools has to be approved by April 1 uh for the following year uh the legislature has seemed to settle on on after going through various bills and that have not passed and been edited over the last couple years they have seemed to settle on I think a pretty good compromise that's
124that's liveable for us and for our parents moving forward uh again a bill that passed last year was HB 415 that eliminated what we call the General fee or activity fee we collect you know $9 50ish dollars there from that each year uh they will back fill some of that for onetime money starting next year for the next three years you can see the amounts there so uh again and something that from a year ago that we knew was coming this year the legislature has both the houses passed a bill three HB 344 it's pass the you can see the votes there just went through the Senate last week almost unanimously with some being absent so it is on the way to the governor's office do expect him to sign uh one of the main
125things that we don't need to worry about for this upcoming year is starting but in the 26 27 year we must design a path that will be a non fee waving path for students as they go through both uh middle and high school uh I think there are some issues with that I think there's some discrimination with that but uh as we talked about last time we don't have to create any new courses or anything like that we just have to design a path that they can do that may not be the courses they want but there we have to make sure there is a path we actually have G over this and we do feel like there is a path forward for that with our schools with all the electives that we offer also
126it designates what is a fee and a non-fee course is I think is the best cleanup language here again non-fee courses are the four uh core Cloud four sub subjects of ela math science and social studies and they also put in health as well we don't collect a whole lot of fees off these anyway off these course classes they not a real big impact to us all the other activities and classes we can still charge a fee here here's the amounts we've collected over the last couple years you can see we're pretty much on track to collect those same amounts over the last three months of this year uh couple updates uh we mentioned last time we want to increase the fee maximum again we have to have a maximum per activity and a Max
127overall maximum we want to increase that from 5 to 6,000 again we it's always cosmetology and if they do one other activity usually put puts them over that maximum as is the case this year we have one student who's already exceeded 5,000 if they go on a you know some type of trip that usually kicks over there uh so that's our recommendation there our Middle School would remain the same at 500 no other changes to the middle or elementary schools again Elementary only charges we can only charge fees for the act after school activities such as Orchestra or band at those schools nothing during the day uh couple on the proposed fee schedule that we went over last time we again removing the registration fee also the class change fee and the lock rental fee
128we are going to recommend those those fee paying classes the fee be increased $5 to help with supply cost and also help cover the payment processing charges for those uh I think those other ones are fairly minor on the bottom too on the AP test and you know again any fine for lost or damaged property uh on extracurriculars we went over we' like to start charging a $15 fee for transportation we may look at increasing this more in the future rough we roughly spend 450,000 each year transporting our students you know whether it's uh band trips or orchestra trips or just uh SSA sporting activities that much this recovers a small bit of that but we may look to increase that more in the future to cover more and also increasing the miscellaneous fee uh
129to help cover the payment processing as well as you know the increase in just uh the Mills and pictures and other things they may do on these events uh some other changes there uh ctsos to line up with our other programs at meanly at ctech and of course the new program going in the the N National naal Defense Cadet Corps at Jordan high starting next year the fees for the uniforms and Mills and everything like that and also some ctech fees again these you know cosmetology a lot but you know if you went out you know we talked about Senate Bill 330 today if you go out in the private sector to get uh license you know much much more than what our CCH students pay for that same with welding and other changes there
130uh one of the ones we were not proposing but just to keep on your radar for you know the 26 27 year and Beyond is officiating cost in some of these sporting events softball baseball volleyball wrestling problem we have with the these is basketball softball they may have 20 kids girls or boys on the team right and they're going to play three games you know they're going to have a sophomore JV and varsity game and then you bring in the officials so three officials for girls basketball or boys basketball and that just starts adding up with you know the 15 or so home games they play each year and that's really the cost driver right there these sports that don't have have good participation but you know just the sport itself there's just not a
131whole lot on the team to cover the officials and so that's the big issue that we Face there we have been offseting some of the partic the registration fees to offset some of that cost but of course we can't do that anymore because we won't have that registration fee we went over here this this is all the fee schedules uh some updates so we've updated all since our last meeting two weeks ago I think the key one there would be the bottom one on February 26th we sent out uh notification to all the parents I'm a parent of so I got one both for the middle school and the high school schedule I'm hoping those of you who are parents and middle or high school students got the same notification we attached we got feed
132we asked for feedback and so we removed all the names and the emails and those are on board dos so we posted out on boards we had roughly 10 comments I believe on Friday we posted that we got one over the weekend so we since have added that uh so that was about noon today when we added that one so uh so all those are out there the next steps uh in the past we've always gone through and done a second round of notification out to the parents if you want to do that again we're happy to do that and then at the next meeting assuming there's no changes or anything would ask for your approval again to meet that April 1 deadline just want to thank Danny I uh he asked to be excused

134I had a couple questions regarding that um I am interested in in pushing out information to parents again um were those responses that you included all of the responses we received okay so there was not very many so um so I I I do always air on the site of let's inform and and let them know as much as possible I did want to go over one of the parent feedbacks just to address it it was the the mom who had the kids that were in symphonic band and and she was saying that both of her kids would be above what we say um and but then we're reduced I just wanted to go over that so yeah so again both of those if I remember right and it was last week when I looked
135at theirs uh specifically uh it's mainly the travel that puts you over those and so again not all events and not all sports travel it's up to the advisor and the coach and yes principal and everything like that so so that was our response back to that parent uh that you know they should reach out to the advisor first of all to see if they're going to schedule any trips this upcoming year and if they are then to work through that way okay we did I should note that and correct me if I'm wrong Kirsten big thank you to Kirsten because she's the one who helped set up the parent Square we did respond to all 10 or so yes comments that we did receive on this year yeah I had a question about that
136because I was surprised that you know the fees would be over $66,000 for both kids because it was APS and two music you know band so you're saying it was that the reason why it was so high was because of travel yeah that you know we're going up one of the things I guess I didn't mention is we are increasing the travel as we talked last time up from 1500 up to 2,000 because it is it's so hard to travel you know you know the costs there so if you add that on to the participation fee the uniform fee mhm and then they have a couple AP classes yeah they would probably get up to that 6,000 each yeah okay and so most likely then it was those it it's like they were spending 1,500
137on one travel and, 1500 on the other yeah two well 2,000 on each yeah well isn't this we just increased it now to 2,000 so but this is what they saw oh for projected cost okay so 4,000 so to be clear $4,000 of the over $6,000 of fees was travel so it was much less than that yeah yeah awesome thank you okay any other comments okay yeah I I do think that that we'd like you guys to do another round of emails to get more response happy happy to do that so we'll uh bring that back for hopefully your third reading next time okay um Mrs Oaks wanted to say one thing thank you Leon for Gathering all that information and and actually I was pleasantly surprised by how many supportive emails or feedback we
138got from parents saying we recognize that inflation is a thing thank you for looking at this and being considerate and reducing in some areas and um and then we understand and appreciate that some of this is going to change I think a lot of it is probably parents that have participated with groups where they are trying to travel or have these meaningful like um you know study opportunities in other states or um you know even close by and then they come to realize like when they're looking for air fires or whatever in order to stay under that amount they're having to take Redeye flights and all sorts of crazy itineraries that in order to be able to meet that requirement and sometimes it's not always in the best interest of the kids and their health
139even so I um I just want to note like we got very few negative comments back but for sure I would love to be able to open it up for more parents have the opportunity okay thank you okay let's go on to the next item on the agenda and that is strategic Plan Focus Group operating systems report and Leon Wilcox business administrator will present this so a big I know Julie's pulling up that uh presentation there so you know with the reorganization of the Committees back in January uh we got our committee together so uh big thank you to those you know kind of a little bit of an overhaul from the board members on the operating systems committee so uh president shill vice president edel and board member Dolly are on that this committee
140we've uh and then you can see all the admin people from the administration are on it as well uh we decided to spend our first meeting on Valentine's Day it was fairly romantic meeting and and uh going over this committee Jeff's La Jeff is laughing but he was not there so yeah I was siast that's what I said okay so we we we uh so we have a list of agenda items we wanted to get to but did not because of time constraints and so we will be hitting those and I'll show you those at the end of the presentation but uh one of the things we want to look at is just our operating systems as we have this declining enrollment we've talked about this at our last board meeting is going to be
141talked about at length moving ahead uh just our declining enrollment overall and how that impacts our programs one of the biggest program is just and probably our most expensive program has to be D and we love the program I'm a DLI dad so uh but uh it's a it's a costly it's a very beneficial program but it's very costly uh with the FTE we have to supplement on this program so I want to just go spend some time going over that with you so as we did in the committee so right here is the kindergarteners this year who have registered or applied to be in DLI starting next year so this will be next year's first graders the top four are Spanish so Al Altera Alta View Mid Valley and silver Mesa next three are
142Chinese Draper L PE r on the bottom to Butler no or French so you can see our historically we've done quite well in the Chinese program you know we have you know obviously we want we want 56 in the class red class blue class how as a dad I remember it uh 28 in each class Which is higher than our staffing ratios but you can see we've historically done quite well we have weight lists on all our Spanish programs it's the other two that we do struggle with uh again so Draper again we're hoping for 56 but right now we have 45 offered as of February 11th and we probably have had a few more except you know only 38 have accepted uh same with Lone Peak about the same same with rid Crist about
143the same again wanting those higher numbers but not getting there doing a little bit better on French uh Butler usually does quite well usually fills up there they've offered the full 56 they do have a small weight list Al Hollow has been hit you know a little bit lower as well but uh actually that 45 is actually a little bit better than they've been in the past but have offered been able to offer the full amount uh here's our DLI enrollments in each school again this was as of February 11th so just going across top row out of view you can see there again we'd want 56 per grade you can see so they're pretty consistent they've had a few you know you're always going to have a few attrition out along the way it
144should be noted that Altera and Mid Valley this is their fourth year with the Spanish program so they did offer it to second graders starting four years ago so they' be in fifth grade but you can see they're numbers in grades four and five may be a little lower because again starting up the program uh but you know looks like they're going to be quite you know the first second third grades pretty full there I can see but if you look at the the Chinese programs again the attrition out Draper I'll mention that one you can see hopefully 56 not bad down to 48 in fifth graders Lone Peak a little bit lower than that again 42 and 45 ollow the French again just 42 fifth graders 46 fourth graders same with r Crest you
145know 44 fourth graders 41 again just seeing those numbers the far my far right column is what we would call the FTE supplement there I I would ask you to remove Midvale because they're a little bit different a two teacher model and all programs there and they do supplement some FTE with title one so I'd ask you to remove those but you can see you know for ok Hollow we're roughly supplementing low over two FTE to support this program because of the smaller class sizes than than than you would like uh the other one a little bit High higher would be red Crest you know close to two FTE again you again you look at that 84 80 to 83 range you'd like to see us in in the 90s on these on maintaining the
146program so that again as we look to try to capture aft is is this something that's you know with our declining enrollment that we need to look at this next slide I put all this is just the Spanish schools so I put uh the size of the DLI classes on the top and the neighborhood classes right below so you can see some Trends there we'll just look at ala view again their grade one DLI classes are full 28 29 but the neighborhood classes are smaller and so what we do you know we try and have the two neighborhood classes we Tred to keep two neighborhood classes don't always do it but then we're also supplementing FTE on that side as well so we supplementing about two in the neighborhood side at Al view same with
147Altera Spanish not much of a supplement there uh again should be noted alter's fifth grade would be lower is this just as fourth grade is this just its fourth year uh we'll go down to Silver Mesa at the bottom you can see on Silver Mesa we only have one neighborhood class of first graders just 22 again declining enrollment for all the re reasons we've talked about and but you look and see up you know if you look at the fifth graders still do is full but neighborhood's smaller again a little bit of a supplement on that side of about two FTE on the neighborhood side there those ones that I highlighted to just Tred to make me draw a little bit more attention to we'll look at the French at Butler and oll oll has
148their first and third grade they only have one neighborhood class I mean you wouldn't want two teachers because you know they'd be one would only to be 11 and one to be about nine kids so you can see the the supplement there on that program uh uh on then on the French side Butler you know one of the things they're actually a negative supplement because they have large fifth grade classes they're fifth grade neighborhood classes are 30 whereas their French Classes D classes are 24 each so that's also a thing that we hear about from parents time to time about as they age up they get you know the neighborhood starts passing the the language classes the Chinese uh on Draper again Draper our biggest Elementary School see the classes there fairly consistent you know
149the Chinese this year here is 22 and 21 the ne three neighborhood classes you know quite small you know under in the teens a little bit bigger as you get into the fifth grade as well again their neighborhood classes are bigger than the DLI program uh you see even a greater discrepancy there in Lone Peak and in rid Crest in the fifth grade so that's part of the supplement there not a whole lot of FTE supplement but some did you what is the class size that you're figuring this off of for the neighborhood I know for the so right there that Top Line it says class size so it's 22.3 is what we staff at for grades one two and three thank you then 26 for grades four and five yeah so we do expect
150you know well you're always going to have you never have a even number of kids come in any particular grade but you know that that's going going to be a but you know you try to get to those numbers the best you can that's why you're going to have some bigger and some smaller as we as principles even out their out their class SI class sizes there uh so there's you know we look again looking at that you know if you look at all the DLI again probably closer to a dozen again I would pull out Midbell because they have a two teacher model there appreciate carolly coming today uh representing her school but if you look at you know 10 or 12 in that on the on the language side and another five or
151six on the neighborhood side so you start getting into that 15 16 18 FTE that supplement the program there so something to consider uh next meeting we want to review the middle and high school enrollments again there's more attrition as they get into secondary into the secondary schools and the a want to look at the AP test rates and then look at the permits both in and out of District to these programs and look at what other districts have done I know there's been a business administrator email back and forth on on uh what what uh some districts are doing some have removed programs removed languages just because of this FTE issues that they're facing same as us it's not just a canyon issue on on uh these issues here so there's where we're at
152with that uh I'm it's a whole different topic so I'll I'll maybe stop and see if they have any questions I know there was a hand raised yeah Mrs Oaks has a question or comment thank you so much Le I really appreciate you um presenting on this so can we go back to slide three for a second sure so I have some questions that I'm sure that we're going to have other parents and teachers that have questions about this so help me understand and how these numbers work so we are looking at Altera for instance 53 accepted 54 offered that means we have one person who has not said for sure they're not committed and then 14 on the wait list which means that space will be taken by I mean I thought that we
153were capping it at 56 so they'll eventually get two more off that way L and ask them to join you okay so like in the case of Draper Elementary mhm we have 38 that have officially said yes and we're waiting to hear from seven students but then there are four on the weit list on the weight list yeah okay that's helpful for me to understand this um and then in the next slide just for purposes of board dos and the public being able to at this you I think we have a typo on the date oh it's 2014 I know I knew what you meant but just for people to know for point of reference it's no big deal but um yeah I'm just it's this is really interesting to me especially when we go
154to like slide six so some of the emails I've received from both DLI teachers and from parents of um students at those schools is that they're having a hard time understanding um why we would be concerned when they see that like for instance in the case of Lone Peak Elementary they see more families choosing to do da than those that are not right so you can see that reflected in first grade and so on and so forth um and I guess what I'm this what these numbers are confirming to me is that the declining enrollment is not so much that the percentage of our parents who have been interested in the past has declined is that our enrollment overall has declined I would say yeah I would say that ladder yeah okay so that's inadequate
155like probably an accurate description um which is I think important to note and just be aware of it's I think there's been some discussion of people aren't just aren't as interested I don't think that that's true I think there's still a lot of interest but we're just seeing fewer kids overall and in the past in order to be able to keep our numbers full we've depended upon a more robust student population and now that's declining so okay so anyway I just wanted to make that comment and observation I think Oakalla would probably be and silver Mesa on the previous slide would be the perfect example you see silver Mesa 56 first graders 22 just one class you know not and then same with OK Hollow you know they have 50 but just 17 neighborhoods so
156that it affects both sides to yeah but and it's just declining enrollment you know they uh so UL Hollow you know that would be they used to have 120 kids in each grade now you add those numbers up and it's 67 and so that's that's just the decline in enrollment that we on while we are on this subject um maybe you can help me better understand how I can't remember which bill number it was sorry we've been following so many that will impact DLI flagged funding did that still go through and how can you help us understand how that will interface Senate bill of 102 so what that bill does is it looks at five or six programs the legislature has to look at five or six programs on the next few years and in
157review of these programs if they consider them not as robust or you know meeting their meeting the standards that they think they should meet they will take that money the money will not be lost in this education system but they'll take that money and put it in what they call the flexible allocation what that does is that splits the money up per on a per student basis spread evenly on per student across all laas including district and Charter Schools the problem we have is we get about $1.2 million to help run our DLI program if they were to do that we would lose about 800,000 to these charters in districts who do not offer do and so that's what would be a big hit to us that bill if it goes through uh you know
158I don't know if that one's gone through I think it did it pass yeah I'd have to check that one okay well yeah so that's a big hit yeah that's why one we don't want to right through on that program yeah just to comment on that I think you know the legislature kind of uses our own words against us because lots of times we talk about flexibility and then they turn around okay we'll give you flexibility and we'll roll these programs into flexible allocations but then that equalizes it with everybody including those those districts that don't have DLI so we just end up helping to fund other districts that don't have it so wow thank you the usual is I don't know if anybody had I think it's waiting for a final yeah I think
159it's I know it passed the Senate it's on the third reading calendar yeah from 41 I think it's G so it may pass yeah I don't know I think it's still a couple years out before the DLI program is reviewed it's not this year or even next year it's 28 or 29 is there any other questions on DLI well we're gonna probably come back and make some recommendations that could be could be big uh to this program don't have any to make tonight but uh we'll run through the committee and see it could be big yeah I have one question that might be be good to see the statistics of what our retention rate is once they go into middle school and high school that's exactly what we're going to look at here on the
160next meeting our next yeah I didn't see that uh if it's okay president sh we move on the other topic we we spent some time on is canyoning night uh you know we've had two Canyon nights a little lower on attendance than we we maybe had expected so what we're looking at doing under the law you have to have some type of of notification or opportunities to present the parents on some various things such as substance abuse suicide these are other things that you know we discuss at canyoning night and so what the committee is recommend recommending is you know these schools have a lot of these big school nights if you will where it's heavily attended by the the community and we're recommending putting up some type of pollster boards with QR codes that
161they can access videos that we've already made and do it that way rather than try to H hold the canyon earing night which is we've kind of struggled on attendance that way uh here's some of the videos that you could look at that we have out there right now if anybody want to look at those uh but uh that was basic basically our recommendation there uh at our next just to review our next couple meetings we're going to review our impact statement again making sure again we always want to go right back to our strategic strategic plan and the impact statement of of you know making sure that two-way communication is occurring between the district its employees and its parents and its students you can see the success criteria there and then as been mentioned
162we'll be discussing some other topics uh the it filtering as well as cyber security or transition to Q cumulative I know it's class size is a big one that we're going to talk about we talked about it last fall we're going to talk about it some more and then the committee has also been assigned to review the parent teacher model that of course conferences were last week we changed it from four days to three days you know they were held on two nights secondary and Elementary or secondaries shared a night so look and see how that went and ask for principes and our teachers feedback on that if we should keep going or revise that so so without any other questions okay board are there more questions Mrs Nar one thought I had is on
163parent teacher nights in our eight middle schools we could possibly consider doing a canyoning breakout session there there there may be parents that could possibly attend we could still do the digital QR codes but I would think we would get a lot more participation that way we advertise that way and do that instead of what we're currently doing and then it would be in all communities we we have enough people at administrative level that they could probably spread out between the eight schools so I feel like it could be pretty manageable and just have it advertised that way and maybe have some breakout sessions you know before the conferences and after just a thought or during we'll talk talk about that in our next meeting yeah good idea thank you thank you any other comments
164okay thank you Leon for this presentation and we'll look forward to our next update on our operations so the next item on the agenda is item D and it's the consideration for adoption of a resolution for the Board of Education of can School District Utah authorizing the the issuance and sale of not more than 25 .5 million principal amount of its General obligation refunding bonds 2025 and related matters and this is a second reading possible action and Leon Wilcox will continue his great presentations this is the most exciting one everybody's tuned in for this one uh as we've talked about last two board meetings we're looking at refunding bonds that we issued in 2015 so 10 years ago they're now what they call callable or they can be refinanced the term is refunded uh we're
165looking to these Bonds were scheduled to be paid off in eight years from now or in 2033 we're like looking to pay those off 2031 uh so two years less right now when we ran the numbers I put 900,000 right now we're actually closer to almost a million dollars in savings I'm going put 900 just in case things always you never know what happens on the day of of you when you sell bonds and the interest rates at that time there will be some closing costs probably around the 175,000 so still looking at saving a you know a substantial amount of money calculated on a net present value of that uh this will give us greater flexibility in 2032 on moving forward with our long-term capital needs but we'll lessen that flexibility some in 2030
166and 31 we'll go over that slide uh on board dos you know just to make sure we comply make our bond lawyers happy we put all these documents there I'm sure you read them all but uh they have to be out there it's part of the res part of the resolution you will take uh here's our current Bond structure again on my left what we're looking at doing is in those 22 and 23 years in the red that's Bond debt from our 2010 election uh 15 years ago looking to move those up to 2030 and 2031 so you can see that on my right the proposed so it drops gives us you know again a little bit higher Bond payment than we want than we had scheduled in 2031 2030 and 31 but we'll give
167a less lesser Bond payment in 32 and 33 so you can see there is still some drop off you know we're roughly at 45 and a half million the next four years after this one then it drops down to about 44 then about 41 so some I I some idea there what we're trying to do again that saves Us $900,000 by advancing that payment here's just this schedule this is the schedule in the uh on a spreadsheet but again I always like to look at at it in the graphical form there so last June when we closed out our books we had 365 million we'll make a uh a refunding but save a little bit from paying off these bonds make our bond principle and be down to around 332 when it's all said and
168done so starting to ship away I think in a fairly aggressive manner at our outstanding debt again we've took on a lot of debt from Jordan School District when we split then had two Bond elections but got a lot of great buildings out of it in the process and so we're looking to refund those uh just the schedule of events we're finalizing our offering statements now we'll be meeting with Bond rating agencies actually in March and in April we're looking to sell these not right away but uh probably in may we won want to continue to monitor the market how that goes this resolution gives us that time to do that but our next uh refunding opportunity won't come until 2028 when we start looking at bonds from our 2017 election there so we'll look
169at some options moving forward with that so uh and as I mentioned last time you know part of the federal government's debt reduction plan is they may make all proceeds you know uh the uh taxable rather than tax exempt you know the bond holders the interest they receive right now is tax exempt but they may make that taxable I don't think that would go into effects till tax year 2026 but I guess I could make it retroactive but we haven't heard anything since so so that will be highly debated in DC on what happens there but that would be big negative impact to all school districts and municipalities as that issue bonds so with that as I said last time I'm going to ask some lucky person if you want to make a motion and

176nyar tonight for board comments thank you so much first off I want to thank our teachers just recently having attended parent teacher conference um at the elementary school level and and the book fair and all the parent volunteers that go into that um it's something my boys look forward to every year and a great opportunity to go and hear not only how your how your children are progressing but also see the great work that the teachers put in um I'll admit it's difficult for me I I was counting it up I think it's actually been 14 years that I've had kids at every building and so it's sometimes difficult as a parent when you have kids at high school middle school and Elementary School I'm grateful we were able to coordinate so that the kids
177were able and the teachers were able to have a little break after parent teacher conference if I could wave a magic wand however I would still be in favor of of actually moving the higher um secondary Ed to to a different week alog together even maybe possibly coordinating it with already um uh you know a longer weekend so the teachers would also be able to have a little time um just because as a parent it is still kind of difficult to get there and having said that also as we were just listening to Leon wilcox's Report with our operations and thinking about parent teacher conference and attendance I think there's two things I think one is I do think it's difficult for parents when they have kids at every building to get to all the
178buildings um with a condensed schedule the other thing is I think that that we could perhaps do more as far as um this is an opportunity for our community our public to come into our schools and see what we do and it would be um pretty amazing to have um student choirs some performances some art on display so that the parents have an opportunity to see how um you know the the work of our kids and how amazing the school is um private schools do that I remember a private school that my son went to in preschool in Cleveland Ohio and they had that parent teacher conference night they had a very impressive lineup of art on display and little student performances that was phenomenal and I think that um it's an opportunity for I
179think I think we have a great opportunity for that and I think it could possibly help with ATT tenance as well um when your kids are performing a great opportunity to showcase all that we do at our schools so that's a thought um I just wanted to express my thanks to diligent parents who are consistent in their messaging in protecting the kids you're not only helping your own children but all of our Canyon's children and I I take all of those comments and experiences um very seriously as does the board I am very grateful and want to extend a thank you to president shill for going off script just you know it's very rare for that to happen we were really time sticklers with our agenda and at the beginning of study session she did
180unconventionally go off script and mention that this was you know a a problem and I was so grateful to be able to have an opportunity to talk about it just for a moment as other board members did as well thank you to all the board for their support in bringing this to our next agenda this is a very serious matter and we need to do all we can to help protect our children to educate them so they understand how dangerous online can be and when we're providing these materials we as an educational institution need to go so much further in educating so they fully understand you know what Rabbit Hole can happen with a click of a button and you know and some harmful effects I think of it as a three-prong approach I think
181there needs to be a lot of education for the children themselves I think it should be talked about all the time if you think about it um you know we I I was in a in one of the first Junior highs that had the D program uh in Granite school district and that wore on drugs and trying to educate kids and I think in our technology age especially with AI too and all the dangers there it would be very um smart for us to help and campaign these kids about about the dangers online and and for them to understand that you know there can be lifetime addictions with that as well as being able to understand what's real and not and what's not real I think as AI comes into play there's so much with
182that even just with false news and other things so I think that that is really important and we've certainly seen negative impacts in our schools with student Behavior with like The Tick Tock sturdy trick and things like that with destroying school property so I think there is a lot we can do there secondly I think we need to educate parents um um and a much and and we have an amazing Communications Department that works tirelessly at informing parents and I think that we can do more that way um not all parents are aware of of you know the options they have with opting out um not only seeing reports of their student searches to um different fil filtering levels as well as opting out of Chromebooks so I think education of the parents and then
183third we do need to be protective we do need to look at that white list we do need to realize how vulnerable our population is these young children young young children and that we are providing a Gateway and just like when we go on field trips and we have parent chapons and teachers there to make sure if we're going downtown that no child is lost or takes a wrong turn we we need to do all we can to provide protection that way as well so I'm very grateful for parents for their diligence and thank you so much for coming and you're a very important part of the process I I am so grateful for our school district um I don't think you can find one person as was demonstrated with the bus driver in the

185that's an incredible program that I just want to highlight here um and with the parents here uh concerned about internet usage uh I was one of the kids that was handed to Chromebook in schools uh I know how easy it is to get around those those firewalls I was quite masterful at getting around him I loved watching YouTube in class I was not doing what I was supposed to do um so I I'm very very I'm I'm keenly interested in making sure that our kids aren't accessing bad stuff on the internet because I I wasted quite a lot of classroom time on that that I deeply deeply regret so thank you for bringing that up thank you thank you thank you that's it for tonight okay thank you Mr edel there's an episode of Star
186Trek the Next Generation that I've been thinking about lately it's a famous one but even if you've never seen the show the message is universal in this episode Captain John Luke Bard is captured by an enemy Force his captors don't use physical violence to break him no Chains No beatings instead they try something more subtle his captor points to four lights in the room and demands that peard say there are five that's it just say it just accept what you're told and things will get easier at first it's easy to resist peard knows the truth but as the pressure mounts sleep deprivation isolation repeated insistence that he's wrong doubt Creeps in his capter is calm reassuring even just say it he tells him say there are five lights and this all stops peard holds firm
187he refuses and when he's finally freed he turns back and shouts with everything he has there are four lights but later in private he admit something chilling under all that pressure he almost believed there were five I've been thinking about that because right now we're seeing something similar not with captors and prison cells but in the way narratives are shaped and repeated until they feel like reality we hear about local control while decisions get pulled further and further away from the people closest to the issues we're told there are historic investments in education even when funding struggles to keep Pace with inflation and with every new mandate every new requirement we're simply expected to figure it out without the resources to match the expectations and sometimes after making things harder those same voices turn around
188and offer us a solution a solution that doesn't restore what was taken away but shifts the pieces around just enough to make it seem like a gift and then we're expected to be grateful to say thank you and accept what we've been given it's easy to see why people might start to believe when something is repeated often enough when the pressure is there to just go along even the strongest Among Us can start to doubt and that's the danger because when people surrender the truth when enough people let go of what's real because it's easier then reality itself shifts four lights become five not because it was ever true but because people stop resisting and when that happens it's not just our schools that suffer it's our ability to govern honestly it's our ability to
189solve real problems it's our ability to look at a challenge and address it for what it is not what we wish it to be we have to be the ones who stand up and say no we see what's happening we see the truth and no matter how many times we're told otherwise there are four lights because once we give in even just a little we don't get the truth back thank you Mrs Oaks thank you um board member Ed all I appreciate that um okay it's been a really fun couple of weeks uh I got to attend both uh KERO nights for um Corner Canyon High School and ala high school they were awesome Ela had a triangle conto which was a highlight it was pretty pretty funny you'll have to go back and look
190at it on CSD TV which I have to throw a shout out for CSD TV um I had uh elderly people in my community who couldn't make the Corner Canyon um caner T night and wanted to attend but a little lady in her 9s wrote me and said I was so happy I was able to get on and hear these kids perform it was so magical and thank you so much for making that possible so that was really fun feedback to hear actually that we've made certain things accessible to a portion of our community that wouldn't be able to attend otherwise I also went to um so uh region solo and Ensemble um I want to give a shout out to our music teachers who came and stayed the whole afternoon to sit through all
191of those solos and chamber music performances of their students outside of their their hours um regular hours as teachers it was really amazing um there was a wonderful highlight from um Fox 13 News uh of Indian Hills Middle School being the Cool School of the week which was a lot of fun the kids were adorable and it was fun to hear them talk so glowingly about their school experience they really really love being part of Indian Hills um I also want to thank the parents who came and spoke to us tonight um we appreciate parents your eyes and ears on the ground I mean the world I don't think anyone in our district ever sets out thinking we're going to purposely Overlook pornography that's just simply not the case in fact I know that um
192you know Scott mccombes is sitting back here I know last year he worked tiously with other parents to try and troubleshoot and figure out stronger filters and different options for parents um the truth is and I've had experience with this myself with apple and my own children on devices the extent of expertise that it takes to be able to work through all of those levels especially as certain companies and their websites are constantly changing and they're not necessarily letting school district know school districts know what those changes are we're constantly trying to react and respond and so when we have parents who find something thing we really appreciate you letting us know um the other thing I wanted to uh say I attended a human- centered supports uh meeting this last week which was awesome
193it's one of the new committees I haven't been a part of before but am now and one of the things we went over was um the student wellness services department and our School nurses specifically regarding artella health pilot and our partnership with IHC this year so for those of you who might not be as aware of this um this is a value added service that has allowed student and staff to remain at school which supports our Collective efforts for um increasing attendance numbers so our school and nurses are currently supporting students across 17 schools with this Innovative Health service support and employees across the entire District so due to the positive response we've had on our pilot we've talked about the idea of expanding this further so um just to give you an idea so
194sometimes we'll have a teacher come to school she's not here she are not sure you know if they're feeling very well they can go in and and go through one of these telea Health appointments sometimes they can get um medication prescriptions immediately pick those up on their way home it decreases how many days our teachers are missing um their teaching as well as our students it's astounding like we're able to administer strep tests and if our kids are sick you know send them home to make sure that they're not getting everybody else sick I mean it's been really a successful thing and it's been a great partnership with IHC who has provided some of these teleah health kits they've donated it to the district and a lot of the tests that we've been using are
195really not expensive at all um it's minimized substitute costs and it's kept the high quality of instruction at the Forefront of our students so I think it's been an an awesome thing to watch um so far we only have equipment for 17 of our schools and the pilot has been focused on our high impact schools like our Title One schools but we want to test the waters and discuss what it would look like to expand that um and again a shout out to HC for donating those cameras and digital AIDS and I think so far it really is making a a big difference and is improving the quality of life for our students and our our staff so that's all I to say thank you okay thank you Mrs Dolly thank you uh first of
196all I want to thank Janet gal for taking the time to uh tour me to all of our CTE programs both in our local high schools and what we currently have at ctec uh it was really inspiring to see all the great things that are happening out there I want to thank the parents for coming tonight to thank us uh with their concerns about technology access As We Know digal addiction is a real thing for our kids and these Chromebooks are a great tool for our kids but we also they have to also learn how to use them appropriately in our schools so that they can add to their education and not detract for it but I think Scott mcoles and his team because I know it's a constant battle as a parent I see
197it with our kids and and screen time and and what they're accessing online and so we'll continue to work on that and and taking a look at because it's it's not appropriate for some of these things that are that these parents have brought to light that our kids are finding on their Chromebooks in school on our internet and under our filters I want to just congratulate all of our winter athletes as we're finishing up these tournaments we've had basketball drill and all those that have performed so well uh but also a call out to some of those athletes that participate in our club sports and in individual sports we have uh gymnasts and ski Racers that are all doing great things representing Canyons well I got to watch our Brighton orange varsity team participate against
198the Ala Hawks in a hockey game last night up in Ogden and so it's fun to see our Canyon's athletes participating in lots of different ways and I know those um there's some disappointment this week with FTE numbers coming out at some of our our schools with our declining enrollments just know we're continuing to work on that and trying to find ways to continue to support our teachers and our students um in that in that way but we also encourage you to contact our legislators and and let them know the concerns you have and the funding you know ask for that increase in our weighted pupil unit funding because that is what allows us to have more ability to fund uh the needs and and have these smaller class sizes in our district and I
199think that's all I have thanks okay thank you Mrs Peterson okay first off some bad news news was released um to the community from Jordan high school and I'm really sad to have received the news that um Dr Bruce eschler the principal is leaving Canyon's family he's um going to be a curriculum director in Murray District his shoes are so huge or maybe his Wizarding hat I'm not sure which we should go with um but I don't know a princi well actually I could go to any school in Canyon's district and pretty much find the same kind of thing but one thing I love about about Bruce is that he's always there for students he may not stay for a full game but he's at every game he takes pictures he he talks to the
200kids individually he is involved he's active and he loves his school he loves his students and he's not leaving because he doesn't love us I think it's just personal you know something that would help him down the road so it's going to be difficult to fill his shoes I know that he's um some a leader that you know we talk about um servant leaders in this district and he's definitely one of those he's always giving in fact I think he sleeps in his car and just comes in in the morning I'm not sure he goes home because he's um he's there all the time and I will really truly miss the vision that he has for Jordan high but I know that he's gotten the ball rolling and he will be a great mentor for
201the person who we replace him with but I wanted to say thank thank you to Bruce for everything he's done when I think of Jordan high I think of him and someone mentioned they they're going to be sad that they're not going to be in a meeting where he says go beat diggers he always says that at the end of everything and it's it's going to be really different so I personally am going to truly miss working with him um I enjoyed going with um the superintendent to the listening tour at the facilities department and it was very opening these individuals love their schools they give their all to their schools and they're here because they want to be there they clarified that very often in their comments it's probably the first listening tour that
202we've been to for a while where we literally just listened there was no time for feedback we just simply they just kept telling us things that they were concerned and we felt about so it was truly a listening experience I think one of the things that we need to make sure because of the the things that they were sharing were very valid and we can't make all the changes that they would like to see but I think one that we can really work on is that a number of them mentioned how they don't feel appreciated in their schools they don't feel like they're seen and um they're just people you command to go do things and I think that they would like to see the district improve we're working on it um they've they've noticed
203our our efforts to notice them but I think we need to continue to um recognize the contributions that they make if we had no custodians if we didn't have plumbers if we didn't have the electricians or the heating people um H how and the all of the people that keep our buildings clean and healthy and safe and they have great knowledge we need to keep those people so I think we need to truly think about what they do for us I was most impressed by the fact that in their contract they're asked to be available 247 do any of you have a job besides being a parent um that's 247 so they could be with their family at an event and they could get a call and have to leave and come back to their
204school or make arrangements to have that school covered and the sad part about it is is that they're not compensated for that and I think that's a a huge disservice on the district part so I want and that's among other things that they were mentioning um they are important all of our support Personnel make a huge difference in how well we can teach our students I think the other part that they don't real or that our schools don't realize that they are our customer service people when someone comes into our building especially if it's after hours High School events plays you know how a lot of the community rents out our buildings as they should and we encourage them to they are the ones that unlock the door they're the ones that greet the people
205make sure that the presenters are all set up they're the ones that clean up after the event on beyond their daytime hours that they've spent in their schools I think we really need to um appreciate how much they give to our schools they are as important well you know what's fun is it's like um the superintendent said we really are all a team you take out any of the key players and we can't score it just doesn't happen so I appreciated being there and hearing their sincere appreciation for being in the district they know that they could make money out in the community that's far greater than what we can give them but they love being here they love being with our parents they love being with our kids and our teachers and I want
206to make sure that they know that we appreciate them and that we notice them because they are important and it's easy to forget I think they have the mom syndrome you know where you do everything you're doing the laundry you're driving the kids to school you're cleaning the house you're getting the meals together and it's easy to take you take all that work that you do because you love your family for granted and so I'm just asking that our schools and our community people and us in the district to take a moment to say hello say thank you for what you're doing I do it it shocks them every time I was at a uh convention with usba or at the you anyway one of our conventions and there was a lady who was cleaning
207wiping washing the walls just outside of the bathrooms and I stopped I don't know I just felt like it I just stopped and said thank you so much for making this such a clean beautiful place and she was totally speechless totally speechless first off I saw that she was even there because usually we walk around them don't we we just walk around them and anyway I think we need to make sure that we do that for our employees that any employee secretaries sweepers whoever you know they're they're doing their very very best in giving giving their all so I want to give my appreciation and I know the board supports and also agrees in giving appreciation for all of those people that keep us healthy safe and go the extra mile for our for our
208children in our schools thank you okay thank you Bor um there are a lot of great comments and I really do appreciate each one of you um I just want to say congratulations to the Brighton basketball team um both the girls and boys made it into the semifinals and then also just congratulations to all the different athletes and activities that have been going on in the winter it's really fun to attend those activities um I just want to thank the superintendent for those listening tours I've been able to attend several this year and they are really insightful and they really do help the board and I think the superintendent get a feeling of what um how our employees are feeling um I also just want to tell Bruce thank you for his for being principal
209at Jordan I was really heartbroken when I heard that news because I've just personally seen how much he cares and loves he loves those students he loves Jordan and he's put his whole heart into that and I really do appreciate everything he's done for Jordan and I agree with Karen it's going to be hard to replace him go beat diggers yes go beat diggers got to say that um the one really fun thing I did is I got invited to the wax museum it was a third grade wax museum at B Vista and I really wasn't sure what that was I'm like I don't know what this is going to be anyway it was adorable um the third graders have been studying people in history um over the last few months and they each chose
210someone and they wrote a report and they had a poster and they all dressed up as their little historical figure and they they were so cute anyway some of the people I got to meet were Albert Einstein Susan B Anthony Amelia aart Neil Armstrong there was Michael Jackson too anyway it was really cute it was adorable so um anyway congratulations to Bella Vista on that fun activity and um I think that is all um I just want to thank everyone for um this meeting and I will now call it adjourned thank you before 9 o' e
