001that i liked in the one you did up above that it was tied into you didn't say curriculum map but something like that instructional what did you say instructional guides instructional guides i wonder if we tied that to instructional guides or curriculum map or something because that could easily yeah instructional guides is kind of i think that is the curriculum map is what and i think that verbiage that's more about the competencies would be embedded in there i don't know i i think if we just put something about all learners of all levels at all levels are challenged in that one any any other thought that i guess i don't want to be too repetitive of what we said above i'm just wondering if if it was in because just thinking down and this would
002be for administration and isd and teachers in their classroom just thinking of um if we had in there something about the curriculum map and i don't want to be repetitive but that you know then you see as a teacher different ways you can do that breaking up kids into smaller groups with instruction and based on where they're at to help them improve just didn't know if having it tied to a curriculum map or something is helpful or i'm not as familiar with curriculum that's on the structure of them if that would be a place for that or not mrs oakes i just get a little worried if we already have it in a success criteria in the section above where you know that really is applying to every student i don't want to water down
003by putting too much into the document do you know what i mean like to repeat so many things in different places i think the more concise the better but make sure that all of the necessary parts are present and then i think in in that respect it's more likely to get read and absorbed that's my thought okay so let me just review is everyone okay adding a third success criteria to that first strategic initiative that refers to challenge challenging instruction for learners of all at all levels okay so technology again i need to type it and then i'm going to airdrop it to her and then she'll show it up there so you can see what you've made the change as okay so i flushed the last little bit of what you added so if
004you can please tell me again what you've added then i can add it on here okay um so i will review that and then actually so we're on the second impact statement we're on success criteria did we change anything above the success criteria um will you scroll it down to do you have the changes right the second screen right there yeah how important is it that we have real-time edits what do you think i guess i'm just kind of lost i can't read your script so she has what we need to change is the second strategic initiative to include challenging and then in every csd school so that that strategic initiative will say all students will have access to engaging comma challenging comma and diverse pathways for successful learning it's not going to show up
005there right now because i have to write it and then air drop it yeah you know what i think if we just verbally all and then and then i'll so who's gonna who wants to write notes then so that i've got notes here and okay okay okay so does that complete that one so can you read that third success criteria again um it csd classrooms provide challenging or instruction that challenges all learn learners of all levels that's great thanks the third one in the first strategic initiative and then and then we talked about splitting that other one out to strategic one a strategic initiative that says csd will develop an engaging and competency-based k-12 model and then success criteria for that would be students parents and educators understand the purpose and benefits of competency-based k-12
006model and csd provides school communities and teachers with the resources and training necessary to implement the competency-based k-12 model okay other thoughts on that one yes one of the things that came up in the community quite frequently is when we have phrases like parents will understand or people will understand that's a really difficult thing to quantify and so um one of the things we we talked about was the fact that we can say that the district can provide that but we can't necessarily guarantee what happens on the receiving end so maybe if we reword it a little i think that the principles definitely sound um okay i'm going to ask the board permission on if you do see a word like that that maybe we if you're okay i can help wordsmith it with jeff
007and kirsten afterwards as long as we all agree on the concept isn't that okay so i'll make note of that but you'll need to make a change of that yeah okay all right next impact statement csd provides a standards framework with expectations wherein all student life and learning experiences will develop principle based character and the strategic initiative is all csd classrooms and extracurricular activities provide meaningful life experiences that cultivate hard work resilience lifelong learning honesty integrity responsibility surface respect and personal growth so that's the strategic initiative um and then the success criteria csd regularly assesses feedback from students parents to ensure that expectations are being met and elective course offerings and extracurricular activities are robust and align with characteristics of you eog comments on this strategic impact statement and its corresponding strategic initiative comments oh
008yeah this is my back i just have one suggestion to possibly just add with these characteristics of utah portrait of graduate because they're listed up above in a strategic initiative i'm not sure i'm sorry i'm not following for your on the second success criteria oh with sensory characteristics yes or with these because they were listed above i like that idea because then this document people can understand without having to go to another document that it's listed okay um i am going to also just suggest on that strategic initiative in the impact statement it talks about a standards framework with expectations and [Music] and then it's not mentioned again anywhere in either the strategic initiative or the success criteria so i'm going to suggest to just in front of that strategic initiative say a standards framework
009will be developed to guide all csd classrooms and data great thank you and then can i comment to that yes so one thing in the committee that was discussed um i know this i'm not trying to open a can of worms here but this really signals a foundation in support of our students social emotional learning so instead of potentially considering an rfp or a possible vendor and this may be another discussion i get that but one of the i just wanted to point that out that in the committee these being very foundational competencies that schools would have the ability which some already are are adopting these uh in support of their students when it comes to overall wellness so in cabinet i've asked them to look at this even further and take a deeper dive
010into that what that might look like and dr mcgill would be the one that would bring that proposal forward but i just wanted to i think that was an important piece that was discussed and i think the committee can comment to that but that was important thank you and i think this falls in line as a strategic initiative would be part of developing that framework and then i think we could add a success criteria to that point about csd standards framework is applicable to and utilized by all elective and extracurricular activities correct yes okay all right everyone good on that one okay next one impact statement all educators have access to job embedded personalized professional learning and then strategic initiative all educators participate in effective collaborative teams oh i'm sorry participate in professional learning communities
011and i'm going to right now just suggest that we add in effective collaborative teams such as professional learning communities just in case that verbiage and that language changes over time any other thoughts or comments on this section yes this is a pretty exciting strategic initiative because it encompasses all educators and so it leaves that open to even you know different teachers and people that that currently do not meet in those types of forums and so i'm pretty excited about that because i think that'll provide a lot of support to all our educators thank you and a second strategic initiative is all educators have access to mentoring and coaching to meet their individual and professional goals success criteria all educators participate in ongoing coaching and probationary educators are assigned a mentor all all educators set measurable
012goals and self-reflect to realize their professional potential educators have opportunities to provide feedback to mentors co mentors coaches administrators and the board and csd demonstrates high levels of job satisfaction and teacher retention any comments on that one no okay did you have comments i'm just going to say i like it because it establishes accountability although i do think that we were we'll be putting a lot of uh a lot more responsibility on our building administrators to follow up on that to make sure that all educators are doing it and again that's an initiative that we'll need to work on yeah i'm none of this is going to happen immediately right everyone understands that okay access and opportunity okay access an opportunity and board i know we're running short on time but i this is a
013valuable conversation so i won't read it i i'm assuming we all have it in front of us are there any substantial concepts or things that you would like to include in this that aren't just wordsmithing things and then if there aren't any are there significant wordsmithing things that you would like us to consider in this section nancy can i just comment to that yes please real quick one thought here is that access and opportunity weaves very nicely with what's coming up in the presentation from sunlight works and so you'll be able to see kind of how that mosaic really fits when it comes to training our principles around psychological safety and belonging and i know um you know with a lot of the issues that we've dealt with over the last couple of years that
014have you know really kind of been laid bare over the pandemic i think this is a really good start to that and and then along with training from sunlight works we also have the 328 uh rule and potential uh modules from the state so i i really like kind of this needle moving forward and addressing some of those issues and concerns so this is good other comments mr millerberg are you feeling comfortable that your concept is included well enough okay okay mrs nybauer some something that came up in our subcommittee was that accelerated learners can be those students that need acceleration that are behind and so we did talk about advanced accelerated do we want to have both in there because in old school accelerated means those students that need additional um you know additional
015instruction to be challenged but new verbiages accelerated learners means those that need extra help to get up to level so i don't know if we want to include another word or if the board's comfortable with it as it stands um i think that's something we could check with our um administration on what the proper verb word would be but i think we're all well the concept is it's those students that are accelerated and they're learning and me challenging which we've talked about right is that our basic understanding of it may look at advanced i mean that's the other industry advanced learners okay everyone if that's a better word okay all right anything else on this section any other thoughts or comments okay human-centered supports let's look at that section any comments on that one just
016to comment uh as well you can see the those competencies that we talked about earlier that that are more dispositional are also in that strategic initiative so those are embedded throughout in both of those impact statements okay um i just have i have one sorry and again it's kind of an alignment thing um in the second strategic initiative that talks about the tiered systems for support um it doesn't it mentions all of those characteristics that again are from the utah portrait of a graduate and then but in the success criteria it talks about interventions um to support students social emotional and mental well-being and i feel like that phrasing should also be in the strategic initiative so suggesting csd will implement tiered systems to support social emotional and mental well-being of students and that foster
017and then continue on with the list everyone okay with that one okay all right anything else on this section okay i'm operating systems so in this one we change the um impact statement to a new impact statement we thought would be better and we put the new we put the old impact statement down below as um one of the success criteria in the second impact statement with a note that we needed to ask you about if you felt comfortable changing the first impact statement because that was the only impact statement we did change that we felt like represented more about what we needed to do for operating systems does that make sense so what is in green up there um and the green below the green below was the old impact statement and then green
018above is the new one okay um board hat are we okay with that impact statement okay and so the strategic initiative and then the success criteria everyone good with that on that one okay and the second impact statement in this focus area any comments on that one and it's a corresponding strategic initiative and success criteria any comments or additions okay so do i dare say i think we have something that that and and if and and if you're okay i will work with jeff and kirsten on just some little um wordsmithing grammar type things jeff do you have cool on the gang celebration [Laughter] okay so so if we do that then we'll get a revised draft out to out to the board you guys can take one last look and then we'll give um
019superintendent the green light to go ahead and send this content to um ed elements for their work to put it in and um they'll put it together with our existing strategic vision work and then um and then we'll look to hear back on the 29th is that okay awesome all right good job and thank you again subcommittee we really appreciate all of the work and thank you board for your engagement this is kind of exciting so um so as we're close on time if if the board with the permission of the board i would like to suggest that we move the graduation discussion um down to item a d and that we then call on leon wilcox to talk about the bell schedule to introduce that to us is that okay so i will now
020turn the time over to leon wilcox um to this is the first reading about the 22-23 school year bell schedule thank you president uh we really will be pulling up the presentation in just a minute she's kind of going a couple different directions certainly appreciate julie and eric's work they give to us every board meeting uh by statute the board has to approve the start and end time for dismissal times of each school we call it bail schedule okay uh so you have to do that each year for them for the following year uh one of the things that we always struggle with as we look at the belt of challenges and transportation you know we always have a shortage of bus drivers we're actually doing pretty well right now but uh you know they
021always come and go so we always want to be and we want to be as efficient as possible meaning we want to stack as many runs on a route that means a bus we'll go leave the transportation yard go pick up the or drop off whatever maybe the high school students then go do a middle school run and then an elementary run if we can get we'd like to stack three if we could that makes it of course more efficient that way uh part of the challenges that we have is we have somewhat of a compressed spell schedule throughout the districts meaning the start times are relatively close for each one and well of course we're always on the consent agenda there there's a purchase of new buses they consistently keep going up and up
022enough and they're about even though we're asking you to approve bus purchase for next year we're going to be a year out before we actually get the supply chain issues we're having right now so all these uh come together in one one certain one area though but one area that we have to work on is that is uh draper park and mount jordan okay both of those start at 7 30 now for quite some time you can see the other times for the other schools there so we have uh you know two of them start at 7 53 at 7 55 you see those and indian hills starting at 805. we have commissioned a study through edgelog that's our routing software to look at moving both draper park and mount jordan off that 7 30
023time and moving them back so either they wouldn't start below before 7 50 but they could start any time after that and so we're trying to get and we want to impact that based on uh how that will impact the other runs and routes that transportation has to do so the other elementaries and possibly the high schools and those in those areas there so so we're we've commissioned the study we did it a couple weeks ago uh it's going to take some time for them to do it we had a zoom call with them last week it's going to be about before just before that march 29th meeting they'll get us the imp they'll get us the information back that week before but we won't be able to get it to you until that march
02429th meeting so we we really won't be able to do have much information for you the next four meeting the 15th that will still give us enough time to implement these based on that so i kind of look at this as a first reading there really won't be a second reading until the 29th third reading is that april meeting is teacher of the year so that always gets a little iffy on how how much business we want to conduct but it may be that may 3rd i believe it's the first beginning may make third maybe the uh possible approval of the final bell schedule that's okay with the board so again we got that underway there for those two schools uh and i have to say this one of the reasons why we're doing this
025is to make mrs wilcox happy we'll just move on [Music] because she has a sixth grader at draper park no i know that's a joke moving on one of the things that we'd also like to propose to you and this would come back next war meeting is looking at a uniform district-wide late start or early dismissal district-wide and so one of the transfer and i'll just speak with the transportation challenges we have with the current system is on fridays with the late start middle schools and elementary still starting at the same time it's really hard to try to jumble all those routes together so it's it's the equivalent of most students do not have the same bus driver on fridays that they do the other days of the week so basically have you're having a
026sub on fridays if you well on traffic with the bus driver that day just because of all that just because of how they're staggered that day so we want to try to eliminate that if we can and we also hear from transportation we're the ones who get the calls about from you know working parents about their elementary students being dropped off first without an older sibling at home so you know that's something that you know we wanted to bring to you as the board to look at uh next board meeting school performance would like to make a detailed presentation about you know school high school collaboration time and plc times and updating the use of these times for middle and elementary school so you guys would uh if we go this route you guys we
027would determine today and if it's early start or late dismissal we'll bring to you our recommendation but obviously you will determine that and uh but we have also asked edulog to do that study as well so if it's okay with you would like to have school performance bring that back we cleared the time we won't take any questions now that they could bring that back at the 15th minute that's okay that is the last slide i have so uh leon thank you thank you thank you thank you this is something that has been brought up a lot and um mrs oakes is really happy actually he doesn't this study goes out um i have a sixth grader at draper park that does a late start because her mental health was being severely impacted by the
028early time um stack of letters i know miss nybar does too from students from draper parkville who are requesting that we look at this and um i have people close to me in my life that because of sleep deprivation suffered very severe mental health difficulties and i am very very grateful for the time and effort and money involved in taking a closer look at this one of the things i i know that um there are different individuals here to to speak to us tonight and some of the questions that have been brought up from that same community is with regard to schedules and how many periods are in a day or what not and i want to make sure that we keep these two issues separate but i do have a request and i wanted
029to ask the board how you would feel um if we would be willing to specifically look into the schedule issue only at dpms um i know we are going to look at secondary schedules across the district later but to at least get started on that and take up that matter and that if we can ask the administration to pull forward relevant information and bring it to us at the next board meeting okay um let's see mr millerberger have a comment and then mrs nybauer and then maybe we'll circle back to you mrs old i'm glad you're happy but you you pretty much addressed what i wanted to talk about a week when i asked for this to be on the agenda i asked that was a two-part question one was the to address what time
030school starts and the other was to look at how many periods in a day and i did request that we look at that district-wide to find out what is the best way to uh educate our students but i'm i'm fine with that coming back at a different date okay mrs neighbor i first want to thank mr wilcox i was pretty elated i have to say um it was a year ago a little over a year ago in my calendar i first met with leon to talk about the start time at draper park and and at this same meeting last year the bell schedule i presented all that information american association of pediatrics talking about sleep and and the negative teen behaviors associated with lack of sleep and how the biorhythms it went to hit adolescence
031kids are awake more at night and sleeper in the morning and um i'm just so very grateful i appreciate mont i know last time around last year he was not sure and then he came to me and said i really think this is something we need to pursue and i'm so grateful because he's the he's the reason why we're able to get that on the agenda and i'm so grateful for that support and just so grateful i know that it does cost the district some money to do this best schedule study but i'm so grateful that as a district we're committed to to doing what's best for kids and to making sure that they they can have that healthy habit of that little extra sleep which makes such a difference we've also had people in
032our community that were concerned about the kids boarding the bus in the dark we had a stop sign moved in draper and and parents were worried about at that very early hour cars hitting them so this is just a load of good for so many people and then i also want to second that idea of looking at the school schedule and the day to draper park middle school as you know that's another thing i've i've been pretty passionate about so i would be in favor of that okay any other comments uh mrs shell so um thank you leon for finally bringing this to us because we've gotten emails for years or less so anyway i think it's great um i am just wondering what are we asking the administration to bring to us about school
033but like what exactly are we asking um well that was going to be my next question to the board was what pieces of information i think that would be helpful to the administration to know what they need to study and look and bring back to us so uh mrs neibauer this is oaks i think one piece of information that would be helpful in the study is to look at currently what's happening at draper park middle school with regards to electives um it is a dli theater and so our students that have dual language immersion that's counted as an elective and in a six period day there's mandated college and career awareness health pe so they have to opt out of a mandated class in order to get an elective so i think maybe looking at
034the elective schedules how many students are opting out of some of those other classes which also were important in their education would maybe be a start this is oaks yeah i know i think it would be good to also include some of the data that's been collected by the sec with regard to how many students are opting out of first period also i'd like to see the sixth period piece too but for ed release um and actually one of the things and i wonder whether or not it would be appropriate timing nancy you you can answer to this but recently the um arts consortium we asked for a study to be done on electives and arts in general across the district we collected a lot of data that was extremely insightful and helpful i think
035and and being able to better understand not only what kind of electives are being taken by students what they would like to be taking how important electives are to them i think we could pull out some of that data for draper park middle in particular although i definitely don't want it to um sound like we only want to look at that data i think we should look at it for the district as a whole and the arts consortium we're going to be meeting here fairly soon to go over some of that data but that might be useful for you i think also mr wrigley then this is chill so from my understanding this would be focused on the bus schedules only some of this other stuff will come later well that's up to you so
036because this this is the bell study that you have to approve so you know next meeting would bring these options but also bring all the other schools with you yeah so in this study it would probably take a look at the issues we're having with can't get bus drivers and can't replace buses it's going to take a look at what's feasible with the amount of resources we have i mean because there's an ideal what would be nice to have but we couldn't afford and we can't get the drivers and then there's the realistics i assume they're going to take some options on that yeah we're going to give it to the board to stay in various options we don't have the bus and don't the bus drivers but this is made realistically with our our
037issues sure that's our that's our goal with us for a few options that we can look at and then bring them to you if there's one option that we know it's not that would be great i mean it's nice to know the idea but if we can't get the buses for the bus drivers which we can't get right now and they're gonna have something the important thing is also for these two schools looking at all the other schools around them in those areas and see how it impacts those start time business at times okay um mrs schill and then mrs oaks and then i suggest we wrap it okay and then up so on um on the scheduled piece i would actually like to see data from the two middle schools that went from the
038sixth period day to the seventh period day and what happened with their test scores but just from those two schools because those are the schools that changed schedules from six to seven they went from six to seven okay um let's see mrs oaks and then mrs arnold and then if so ford has additional ideas they can contact either superintendent and to build upon what amber was saying i actually think it would be good to see the other direction too to see um what happened going the other direction and also um to further clarify and i thought this as soon as i was done speaking i apologize with regard to the the data that came back about art some electives i would be very interested in seeing a comparison between the various middle schools schedules and
039how many electives and arts they're able to take and and the feedback that we're getting from the students i think that is a valuable comparison mrs arnold okay since you're on the list of bell schedules and credits and middle school and high school i have a patron on my phone that wants you to look at brighton versus the other high schools because of the credits and how it works with trimesters versus quarters okay and and that would be part of the more extensive review and discussion that mont had requested so thank you okay as superintendent also along those lines i think you need clarification on early out late start potentially for next year for collaboration time versus an overall later start district-wide to holly's point those are two different things okay sounds like we've oh
040mr millerberg yes i think as you're starting to look at a later start time that translates into a later dismissal time generally and i think we need some community input on that because several of our high school students have part-time jobs after school and that would be impactful for them as well yeah you're right there's a whole range of sports jobs family attending dance lessons piano lessons an array so you'd have to do a large community input there is absolutely no way we could implement anything like that for the 22-23 year but yeah further on out that would be if we make decisions in a vacuum yeah pretty sure they're going to be bad yeah that's a good that's a good six month study right okay all right i think i think they've got some
041idea and some work cut out for them so with that um board i also want to just um in addition to the graduation assignment items moving them down to new business um a requested come that we have the legislative update be given at the beginning of new business so that our folks can get back to work up at the capitol there so okay with that i i we that concludes our study session items and thank you all for the great work um [Music] let's reconvene at 7 15 to begin the business meeting do so that okay thank you okay um we'd like to be ready to begin again so okay i'd like to welcome everyone to the business meeting of the canyons board of education today is march 1st 2022 and we are meeting at
042the district offices located at 9361 south 300 east in sandy utah and our first item is to approve the agenda for tonight's meeting i will ask for a motion on that and in making the motion please um clarify the couple of changes that we've made to the order i'd like to make a motion to for to approve the march 1st 2022 agenda with a couple slight modifications we're going to move agenda item 2b to item 8e we will move to c to item eight f and then under new business you move item b to item a and item a to item b i think i got it thank you is there a second to that motion i'll second thank you any discussion to the motion scene none i'll ask for a vote all in favor
043please say aye aye any oppose that motion passes thank you uh next we will be led in the pledge of allegiance by edgemont elementary principal elsina celine and then we will be privileged to hear some school highlights from edgemont elementary on good evening please stand and get ready for the pledge ready begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all good evening thank you for having me this evening i'm happy to be here um and happy to have the privilege to share some of the wonderful things that make edgemont such a special school we currently serve 298 students from a broad variety of backgrounds and we have the pleasure of having an
044accommodated core class at edgemont which hosts 40 students among three classes having this program is wonderful at edgemont and it has helped our entire student body to learn inclusion empathy and kindness we had a student who needed a new friend to play with at recess so i asked a few of our third grade girls to invite the student to join in their games every day since these third graders wait by the door for this student to come outside take her by the hand and include her in their play their favorite activity is to run around and be cheetahs and it is magical to watch one of our proudest accomplishments of the school year so far has been our school behavior and wellness data in the fall our cersei screener data showed that more than one
045third of our students were demonstrating moderate or high risk for internalizing and for externalizing behaviors the beginning of the school year was tough for our students and for our teachers we banded together our teachers and our wellness staff invested time in relationships taught and re-taught routines and expectations and cultivated classroom communities in which students feel belonging and safety in january we collected this data again and we were excited to learn that both of these metrics decreased by 10 percent which was huge relationships matter and our teachers are committed to having a positive relationship with every single one of their students and they are also committed to helping students cultivate positive relationships with each other the edgemont community is most notable this year for its resilience last year our community came together to bid farewell to
046its landmark building we are all very excited for the future of glacier hills and yet there is also a sadness to closing edgemont this school has touched the lives of countless members of our community several of our students parents or grandparents were edgemont eagles our families said goodbye to their neighborhood school to bus their students to crescent and our teachers are managing to move buildings twice while all of this is going on and in addition to the challenges that we all know all educators are facing this year our teachers remain steadfast in their passion and commitment to student learning teachers have embraced letters training and are excited to continue learning and applying the science of reading to their instruction we are celebrating student growth and seeing students progress each week i am honored to have
047been a small part of agemon's legacy and to lead the team of extraordinary stakeholders who work tirelessly to help our beloved edgemon eagles fly high thank you for your time thank you and we so appreciate the work that you and the team do there and yeah what an unusual situation and year for that community and it's so great to hear how well they're doing and pulling together so will you please um express our appreciation to all of the folks at the edgemont school community i would love to thank you thank you good evening thank you okay uh next uh we'll i will turn time over to jeff haney and kirsten stewart from the communications department for some recognitions president thank you for this time to recognize the achievements of students faculty and staff in the
048canyon school district tonight for our recognitions we are celebrating the best of the best and they are found right here in our very own backyard those who are mentioned tonight will receive a letter of recognition from the board and the superintendent now as promised here is a picture of me for the 222 2022 fun run to benefit the canyons education foundation i am in my tutu i went out for a run with my dad dog jax he could not keep up so it was a 22 minute walk before i could do my 2.2 miles but in all the canyons community raised 11 000 for the foundation and the foundation will funnel it straight back to the classrooms of the canyon school district the proceeds also will benefit the teacher of the year program the names
049of the teachers of the year for every school and program in the canyon school district are starting to roll in we have amazing nominees from all of our schools for the overall award which will be announced april 19th at the old crest high school our first honorees tonight are the students who have earned academic all-state awards for winter sports 28 students in the canyon school district representing all five canyons as traditional high schools are receiving this prestigious academic award this award is presented on for the three in the three seasons of fall winter and spring by the utah high school activities association and this winter sports season we have honors in drill swimming girls and boys hoops and wrestling and this brings to 63 the number of student athletes who have received academic all-state awards

055olympus and we also want to mention the legislative day on the hill it was sponsored by the utah school boards association that those are pictures of the members of our board of education and administration who were there for that day we recognize that many others have spent time on the hill you'll see there that brighton high's drum line pounded out a few musical numbers dr robbins and mrs oakes jumped in on the very uh last number that they did to literally halt traffic at the capitol with their performance you i heard a story that you could hear the drums all the way down in front of the capitol and on the street they were very good and uh we were glad that drumline could perform for the legislators for lobbyists for advocates for those who
056are there to watch the legislative process now for those who may not know members of the board of education and administration spend countless hours at the capitol during the legislative session they advocate on behalf of canyon school district and public education we see you all studying issues discussing topics and current legislation and present information to legislators who will listen so president thank you for all of your work on behalf of canyon's district during the session as well as all the other members of the board and administrators of the canning's district thank you president for the time the board grants us every week that we hold board meetings to honor those in our community who have gone above and beyond thank you thank you mr haney we always enjoy hearing about the great achievements in our
057district and um it's inspiring to hear about all the great things going on so we have now come to the patron comment portion of our meeting while not required by law the board often designates time in meetings to listen to the patrons of the district please be aware that patreon comment time is limited to residents and taxpayers of canyons district students and parents of students and current employees of the district patrons may provide board members with written documents these documents should be submitted to the board secretary at the meeting and um or emailed to the office of public communications by noon the next of the day following the board meeting time allotted for public comment is at the discretion of the board president tonight we've had six individuals sign up to address the board so
058each individual will be given three minutes it is the board's practice to listen and take notes during patron comments the board of education does not discuss matters that are not on the meeting's agenda nor are engaged in public comment on individual students to protect their privacy or employee issues if a patron which wants to comment on a district employee's character professional competence or mental or physical health the board requests that those comments be submitted to the board in writing however if the patron determines to verbally comment on those personnel issues the comments need to be civil and refrain from personal attacks insults defamatory or slanderous comments about an individual the board of education would like to make it clear that critical race theory is not part of the curriculum being used by canyon school district
059there are no plans to incorporate it into the curriculum or instruction in canyon schools the board of education values input on all sides of issues to maintain decorum and respect we ask that those in attendance refrain from applause or other types of demonstrations during the patron comment time as well as throughout the meeting thank you with that so um first we'll call on aaron seibel and if i mispronounce that please correct me when you when you are at the microphone and then jeremiah brown and following jeremiah brown is vanessa crochet hello thank you so much for taking the time to listen to me tonight my name is erin seibel i also have a sixth grade son at draper park middle school and um i want to start out by saying a huge thank you to
060canyon school district this year for first of all keeping our kids in school and during these crazy times i am a parent as a parent i'm grateful to partner with canyons and providing my child with an education i'm sure there's um easy not easy answers to some of the issues that the school board is dealing with right now but i have one item i know that we can come to a resolution on and that is to change the start time for draper park middle school my 12 year old son is exhausted he gets up at 6 a.m every morning to catch the bus even if i drive him we're still getting up at 6 a.m um it's too early and demanding on a 12 year old any child that is involved in an extracurricular activity
061is constantly balancing homework sports music education in church um my son likes school but he's been in tears because he is tired and as a parent um thinking about pulling him out of first period like that goes against everything i believe like you should if this is when school starts and you need to be there um but i'm planning on doing it for the fall because it's just too much um i just came from parent-teacher conferences so i just spoke with all of the teachers and the administration across the board they would like to see a later start time um my son's first period teacher said yesterday she had a child fall asleep in her class and she asked me to share that um with the board today it sounds like a lot of this
062has been discussed especially some of the comments from the american academy of pediatrics but basically they recognize in inefficient insufficient sleep and adolescence is an important public health issue and they suggest that middle school start no earlier than 8 30 so i'm glad to see that those options are on the table again my son loves school he's in the dli french program um he doesn't get many options for electives as it is he's willing to forego that for sleep and i just i feel like we've got to find a better balance there um again he loves school we love draper park we just would really ask that you look at that start time and really if we could make that happen this next school year i know as a mom i would be really grateful
063so thank you thank you jeremiah brown then vanessa crochet and then wendy smith hi i'm jeremiah brown um i have a uh i have a sixth grader at jupiter park and i have a an eighth grader draper park right now and i wanted to speak a little bit about the same matter about the a later start time um i uh my my first point is i think the kids need more sleep but i think that's pretty obvious with some of the things that already been said the studies have been done i spoke with a teacher there um today just today and he said he's you know out of all the schools he's been teaching at he's never really been in a school where the kids are just zombies that first period and he he said
064it he didn't really understand why it was but it's something that he pointed out to me that out of all the schools he's taught at they're just it takes them a whole period to get ready um for the day uh my son my 11 year old he he wakes up every day at six but on saturdays he sleeps until 11 and uh he's trying to catch up on all that sleep that he missed out during during the week and i i know as a as teen as a teenager it's only gonna get worse and so i'm hoping he gets as much as he can during these years um and uh for my kids you know if they're waking up at six that means to get eight hours they have to do the bed at ten
065and that's that's pretty difficult in my household i don't know how it is in everybody's household but to get our all of our kids down at 10 is tricky um so they don't they they don't get eight hours of sleep um as much as we try it takes a lot of winding down to get all your kids down and it's difficult my second point is the kids and their parents don't want it i think that's been talked about um my son the 11 year old he said that they uh were studying about the revolution and they were talking about how when disagreements happen like protests happen and when a revolution happened and so the teacher asked the question so let's just gauge a topic here how many of you guys like the early start and
06628 out of 30 did did not like the early start so the kids don't like it um it's obvious that the parents don't like it because of what we've talked about i think it's if i have my numbers right i think it's like 400 out of a thousand kids at draper park that do not attend that first period and why are they not attending the first period well if you look at it a lot of them might be coming from different areas around draper that might be a little bit different than other schools um you know coming down from south mountain and other areas where it just takes a long time to get down so they're like wake my kids up at 5 30. i'm not going to do that we're just going to skip
067it and so we know that many of the parents just do not like it my third point is it's really hard on families it's been mentioned how depressing it is to go to school in the dark in the mornings um draper is a pretty affluent area but we have a meth house just down the road and i i i'm not going to let my kids just walk in the dark to the bus stop and so is that three minutes so i have other points but i'll just email you so i thank you so much for your time thank you vanessa crochet wendy smith and then chad smith hi there i'm vanessa crochet nice to see you i so appreciate listening to the meeting before and your both of your points about um providing uh challenging
068opportunities in every school that's really important to me i have my oldest is now 21 i've been serving on the scc since he was in third grade and off and on different schools but i just am grateful for all of your efforts for challenges in every school we did try salta for one year and then came back because he was almost in tears he just wanted to be with his neighbor friends so it would have been a better fit for him but i friends win because mental health matters so i i just want you to know that and i was also able to serve on the um higher high quality learning committee and i learned a lot from that experience and i appreciated um the efforts that were there so i you guys are really
069good at doing the airplane view but i really challenge you as you dig into this and i'm so grateful for the strategic plan thank you this has been a long time coming but i also challenge you to remember the boots that are on the ground because there were some great ideas that came from that meeting and i'm sure all of the others that kind of got lost like mr wrigley said about the detail stuff that was is really important so please don't forget the boots that are on the ground in in this so i also want to touch on the late start um i my kids have been have every single one has been through this early school time and now my baby is in seventh grade and i have one more year to benefit
070from this i've been asking for this for five or six years and so i beg of you to please change this for the benefit of so many um my uh the numbers a little bit of statistics like jeremiah said 415 kids opt out of first period that's one in every four students at draper park middle school is not taking a first period that also that does not consider the ones who opt out of any other period that's just first period so that means 415 kids are giving up an elective just so that they can start school later for various reasons i think a lot of it is sleep i think there's also a lot of mental health issues we also got some data last wednesday that said that 40 of our student body has missed
071at least 10 percent of school this year so far and so these are big numbers and just one more thing to point out um mental health as we know has never been worse it's it's it's bad and just in the last two months i've had my son has had two friends who have texted him and told him they will take their life these are 12 and 13 year old kids and i know that they're not alone so it's been his responsibility to be their friend and to try and save them and i've had to have many conversations about it's not his job to save them but to be a friend and to be kind but i think all of these pieces put together could contribute to the whole so i appreciate your hearing me and
072one more mention thank you for the bus discussion i appreciate it thank you so much thank thank you wendy smith chad smith and then christine smith thank you for serving on the school board it's more hours than you expected it's more taxing than you expected and it's a labor of love and i appreciate you all for that i also wanted to thank you for navigating us through this tricky time with covid and the social and political divides that that's brought and uh it's been tough and i've been impressed with um fiscal ward's response to that so thank you my comments tonight are also related to strategic plan and my experience as a parent with students in canyon school district and some of my thoughts i heard some of the things i heard in the study
073meetings tonight really spoke to me when you guys were talking about strategic plan i wanted to particularly comment on mont's comment tonight i'm not going to get it exactly right every child should be able to be challenged in their neighborhood school i loved that comment so much that really speaks to me um and i think that comment was intended to be inclusive of all children being challenged at their level and their capability um so thank you um for that tonight so what i wanted to do tonight quickly is just tell you my personal experience in how we went about choosing schools for our kids and i'm going to try to keep it really short so uh when are um and and the reason i'm going to tell this because i found it seems to echo
074um be a story that i that other parents seem to share i'm hoping that it can enlighten your decisions for strategic planning so when our oldest daughter was beginning first grade we had so many wonderful choices we won the lottery twice we won the lottery into salta we won the lottery into a charter school near our house that was like the buzz of the neighborhood everyone was trying to get into that charter school and we had kind of we put in for dli at our local school as well and kind of forgotten about it well we had all choices presented to us and we were like now what do we do like we just won the lottery actually and you know in all cases i guess and so um sleepless nights you know prayers on
075your knees in the closet trying to decide what's the best choice for our daughter and for our family right because it's a family decision too and uh so some of the pros and cons we looked at we love the charter school because they had some they had the teacher-student ratio or sorry yeah the teacher-student ratio was really low plus they had teaching assistants who could do these breakout groups for um you know advanced or where people needed more help and they kept changing it right as the kids progressed or needed more help in certain things they would change it up we loved that um at salta obviously this amazing enriched program um that our kids would have opportunity for things we were worried about with both of those programs were bussing our kids they wouldn't
076go to school with their neighborhood kids also we thought salto might be more difficult track if it didn't work out then we're feeling them potentially out of that school to go back and you know disruption um so um so uh we chose um we chose our neighborhood local bus school where our kids could go to school with their friends oh my gosh my time's up and um and uh where they could we're believers in public education that's what we wanted we realized that other parents don't actually have the option to decide to drive their kids to those classes so to sum up what we chose what thank you chad smith and then christine smith oh there we go hello all right um thank you thank you again for the process of of seeking feedback and
077uh and working hard to craft a plan that will work for the long term and recognize there are a lot of competing values and this is not easy thank you um so that i don't waste any more of my time with thanks i'll get right on to my three minutes on telling you what i think can be better um i'm going to echo some of the earlier comments um advocating for later start times i know literally dozens of parents who feel the same way but aren't here tonight i could spend all my time talking about that but that's been well covered so put that down um and then i'd like to also say that uh i'd like to speak out for both having both challenging and remedial opportunities in every school as wendy was mentioning
078um we actually she didn't say we tested our kids into salta every year until they were in fifth grade because we just wanted to make sure they could still make the cut we considered going there but it's it's high stakes going somewhere other than your regular bus school and and most most families don't have the opportunity to do that so we really value the equity of having both remedial and advanced options and opportunities for whether it's breakout sessions or study halls or and i guess this gets into having more periods more options more choices more viable programs to the extent that we can think outside of the box and come up with ways to individualize our learning for the different kids and and also have sustainable programs retentions of teachers in a time when you
079know we're all aware of the difficulty and trying to retain teachers in this difficult environment and i just want to finish up by saying i know that a lot of these asks are they conflict and and it's a matter of trying to get the best that you can despite compromise um just wanted to thank you again for letting us speak out on what i think are some of the most important make it or break it decisions that really make a difference to a child's whole life and are what i think are some of the most important things to teachers appreciate that you're looking for that feedback and you care and you're working hard um to provide this for kids um thank you so much thank you i'm christine smith thank you very much for this
080opportunity to speak before all of you i'm sure all of you have received my emails about the dress code at brighton high school i've had students there for over 20 years i have eight children and they will all end up graduating from brighton high i have to say that just even this year i've seen a lot an enormous amount of decrease in the dress at brighton high school and i know that mr sherwood who i've talked to three times has expressed that this is a concern with all of the high schools in the district and that it isn't really being enforced and that they don't know what to do because it's such a big problem and i have i just want to tell you that yeah just this year i have seen i like a
081lot of lack of or of dress code for example i talked to a parent yesterday and i've been talking to a lot of parents to see how they're feeling about it as well since i spoke with you on february 15th and they're concerned as well uh one parent said that her child said that somebody one day came in just with a bandana for sure and you know that's just it's appalling and something needs to be done because it's getting it's getting worse it's getting worse um i've talked to mr sherwood three times like i said and i've written emails he's been very very kind very cordial very responsive to me um one thing that he is going to do that i really appreciate is in the next two weeks he is going to personally on
082the video and send out to parents what the dress code is which i think is really important a lot of the children don't even know what the dress code is so i appreciate that um but he's not going to enforce anything um when it came to the dance dress code um he wasn't even aware that there was one and said i've been here five years and i didn't even know there was one and like yeah well it is i attached it to your email and has since taken it down and has now given it to the sbo officers to take that responsibility um and and nothing will be enforced he says and so i plead with you as a board that he needs and all of the principles need some direction and support from you
083i think they need that and i know this is difficult i do i know it's difficult but i feel like they i'm pleading for your help they need your support to know how to implement enforcement thank you very much thank you um with with permission of the board i have i would like to recognize representative suzanne harrison who is here with us and she has asked for a couple of minutes to address us so go ahead and come forward representative and it's nice to see you in the in the final days of the session thank you for spending time with us thank you so much for letting me join you and i apologize i wasn't here earlier we were up at the capitol still but i wanted to be here and just thank you all
084publicly for the incredible work that you're doing as a board thank you to the educators in this amazing district i have three kids in canyons district and i deliberately chose this district because of excellence and the commitment to our community and our kids that you have and thanks to your amazing team up at the capitol and most importantly parents that are so involved i just wanted to take a couple minutes and thank you for considering um this issue of later school start times uh in 2020 i passed legislation encouraging exactly what you're doing which is having a conversation with the community and looking at the various positive aspects of later school start times and the many benefits for both mental health and also physical health and academic performance that it can offer for teenagers you
085know teenagers are in a very unique part of their development just like a two-year-old needs a nap teenagers need more sleep than elementary age children or adults and it literally is impacting not only their mental health but also their physical safety our kids are chronically sleep deprived and it's impacting all sorts of things academic performance but also increased risk of car crashes high risk behavior like substance use and those districts that have managed to overcome the logistical challenges of and get to later school start times for teenagers which over a dozen national medical organizations recommend have found real impact and benefit um the kids actually did get more sleep they didn't just putter away time at night their academic performance did improve in these districts including a two to three point increase in standardized test
086performance which we all know is not everything but that is a measurable change and even bigger improvements for disadvantaged and at-risk students these districts that made that change to later school start times saw improved mental health of students and literally decreased car accidents in these districts and there was no change in participation in extracurricular activities um we know that one size doesn't fit all and i'm just very grateful to you for having this conversation and looking at the possibilities of of allowing more of our students to get that critical aspect of their health and their mental health more sleep thank you so much for your time and for your service i really appreciate each of you thank you thank you and we appreciate your service representing our community at the state legislature okay that that
087concludes our patron comment time and we will now move to the items on the consent agenda so i will ask for a motion to approve those items and in making the motion please list read each of those items for us thank you is there a motion [Music] i'll make a motion to approve the consent agenda which is the approval of workshop session minutes for february 15 2022 the approval of business minutes for february 15 2022 approval of hiring termination reports approval of purchasing bids approval of student overnight travel approval of administrative assignment changes approval of tssp and land trust amendments for east sandy and east midvale elementaries and the approval of continuation of canyon's k-8 online program thank you is there a second to that motion i'll second that thank you any discussion to the
088motion see none i will ask for a vote all in favor of this motion please say i i i any opposed that motion passes thank you okay um next is new business and we've adjusted the printed agenda a little bit we will first have our legislative update so i will turn time over to charlie evans director of external affairs and susan edwards public engagement coordinator thank you it's nice to be here nice to be anywhere really other than the capitol um you know uh i think last time when we were here we had a pretty difficult moment in the legislative session i was happy to report to you with things have dramatically improved since then i've heard that uh we were kind of downers a couple weeks ago we'll try to pick them up and
089be a little more positive this week and we have a lot more to be positive about and we always did we probably left you guys with the wrong impression last week although that was a particularly difficult day um so we will start uh where with the news i think everybody is aware of that the hope scholarship bill or were accurately described as the voucher bill failed yesterday and on the house floor by a pretty substantial margin which i think means uh that i i as i mentioned in uh study session this afternoon i thought that it was a close uh defeat uh which i was expecting right up until the very end that you know this would be something we had to do again next year and probably the following year but i'm hopeful like
090this is purely speculation by far but i'm hopeful that having received 55 or excuse me 53 no votes on the house floor that that'll put this to bed for some years and so it was a it was a very nice day it was i don't mind saying that when that number went over 50 watching that really one of the happiest i guess proudest moments my professional career i did not expect it and i was very happy to get it at night by saying that i don't want to uh i'm not trying to say that i or susan and i were you know it was a there were a lot of people that worked against that bill we were just two of those people the uea and all the other school districts usda and others and
091people who we did not expect to get support from we got that support from so we were just a very small part of it i'm not trying to say that we killed that bill we were part of the team that lobbied against it and i was happy to be a part of that team i was very gratified with i just want to thank you i know that you you are minimizing a little bit i and i just i want to say to those on the board having been able to serve on the joint legislative committee and and the work with charlie and susan has been very insightful for me each year that i've done it but this year i um really appreciated your efforts more than ever and when i got that text yesterday that
092it had failed and with that margin i had a massive emotional response in my chest it even after them pouring so much money to try and pass it to have grassroots voices um really make it through to our legislators and reinstilled some faith i have a system and really helped me appreciate um the work of so many and the voices of somebody that said something those people who emailed your regular citizens so to speak who email their legislators those those people are the unsung heroes i can tell you that they changed more votes than anything that happened on the kill and i think legislators were genuinely surprised that the amount of pushback they got from people they considered to be in their political inner circle and were surprised at the pushback they were getting and
093i think that that changed more votes than anything that anybody else did in i wanted to thank you it's an excessive amount of time and hours there and not there thinking through all of this and i agree with what's been said i know that um that you'd you you worked tirelessly and i know it was a team but we're so grateful for your leadership efforts with that in the team approach as well and i just wanted to say also that i believe that wasn't just a win for public education that's a win for our future generations of utah and i i felt pretty emotional when i got that news i've lived other places where vouchers were in place and the type of fragmenting of the community and segregation that happens and i just think that
094this was such a beautiful thing for utah and so thank you so much and also for the spreadsheet you provide to us i i love being able to at a click of a button know exactly what's happening and what i need to be doing and i really appreciate that and i know you're tired and and i and uh and tell your families thank you and also i wanted to thank amber and her position at usba because i know that's a lot of hours and our president as well so thank you so much and that spreadsheet you know susan does most of the work that goes into that and it is a very valuable tool to everybody who uses it well that's a good point nancy writes the descriptions of the bills too and that's really
095the most honors part of that which nancy does and we appreciate thank you um mrs schill oh i just want to add my thanks and i do want to say i do look at that sheet every night so thank you there is someone who looks at it at least one person um but i just also want to thank the board for being willing to make a statement on hb 331 because in the entire seven years i've been on the board we have never done that and i really do appreciate i know it was a lot of work for i think board leadership and jeff and i don't know whoever else but i do want to just say thank you and i was really happy that we have a statement and so thank you thanks for
096supporting that i think the statement was helpful i can think of um i don't know because i haven't spoken to this legislature but i think it may have been helpful in flipping one vote which uh you know we had 53 but for a long time i thought one vote might make a difference and so i thought the statement was very much worthwhile thank you mr millerberg charlie you mentioned the the team approach to it and as i watched this unfold that's what i saw i saw you representing canyons locking arms with utah school boards association which represents all school districts through the entire state and although you may have driven the pony a lot it was nice to have that support statewide coming from usda and amanda's uh does her time on the joint legislative
097committee representing uh our school board and so congratulations i guess it's probably the best word to use on a hard fought victory it was hard fog and i want to mention again i know i already have but i want to mention again the critical and physical world of uea they have a big team up there and they're very good at what they do and they were very much focused on this as well thank you i'll just add my thoughts to those that have been said that how much we do appreciate your work and how how nice it was to have that outcome and uh do you have more no he's turning over the next building we need to be the counter [Laughter] well i was going to say realizing i mean this is this has
098been fun but there are three very big days still left yeah there are so there is another bill that we would um consider vouchers though it's structured a bit differently it's uh hb62 the special needs opportunity scholarship amendment is that psp sorry you are correct um and it it passed last year um that allowed um special needs students and essentially people can donate into a scholarship fund receive a tax credit for that no students this year it um enlarges that to include their siblings um i anticipate that is going to pass um so just so you know there's that one out there too and that one will probably expand it did pass it passed off the senate floor passed out of house committee today and is on the house floor now so and then do
099you want to do all those things yeah so that what this bill does that susan was talking about is that that program has a six million dollar cap on it and if they don't use that entire six million dollars on the special needs what remains can go to the siblings of a special needs student who's already in the program and that's the only change they didn't change the cap the cap still stays six million the all-day k bill has been through a lot of gyrations since we were here it uh was pulled up tonight while you guys were meeting and passed with they put in a fifth sub which the fourth sub had taken it and taken the money and put it into oek and uh people were blindsided by that and felt um well
100people will push back quite hard against it so what they did today in the fifth sub was bring it back to all day k i haven't had a chance to read have you i haven't had a chance to read it neither one of us haven't had a chance to read it so we don't know how the formula works but they put uh 12 million dollars into it and the explanation that was made on the floor by senator milner said that um when 80 of that money is used meaning the 12.2 million dollars they will come back and look at it again you know for the purposes of adding money to it so how who uh and how we would qualify for the use of that money i don't know it's in that bill uh but
101hadn't had a chance to look at it or read it yet that's about right isn't it yeah any questions on that i think there is a piece in there that has usb collecting some information on where leas are in their ability to expand all day k so i think we'll be probably seeing some requests for that a couple of the larger school districts were hesitant i guess is a fair way to put it because of not having the classroom space and that's what that was a little bit of a hurdle to get over i guess i'll just put it that way yeah and on that bill i'm just noticing there's probably a couple of dozen co-sponsors so i think there's a lot of interest and seeing that move forward in some productive way yeah there
102was a lot of support up there for this this year i i wish that we on our side could been come together a little bit better i think we might have had a better outcome um but you know everybody has their own situation they have to look out for and think about and i don't congregate a little more unified this might that may have this might have gone a little bit different they may even have some more money but i think this is a great place to start i know representative waldrop and center and milner something they both care about they put hard i know uh representative waldrop fought for this bill and the money very hard and uh i appreciate him and everybody that cares about all day case be thankful for thank you
103any question on that one so next we'll do these curriculum bills this is because these bills i think of all the bills that we've dealt with this year have caused more consternation in the in school districts especially among teachers and i certainly understand why i think most of these bills are way over the top with what they were trying to do and and in some ways you know criminalizing pretty innocent what could have been pretty innocent mistakes as nancy just pointed out there are three days left in this session and if the leadership decides that they want one of these bills to pass and they might be able to get that done but at this point it appears to us that the only bill that we'll pass from that group of bills is you agree
104with that is uh hb 374 the sense of materials in schools by uh representative ivory and um it has it has been revised considerably from its original formats taken out the legal consequences um and has been revised it has a definition in it for i believe it's called uh sorry what is it constitutional pornography is that what it's called curriculum criminal criminal pornography thank you and and it that's already part of statute and there are people that would like to not have that in there but it's already part of statute and it already indicates that that applies to all schools so uh the general feeling from our legal counsel as well as others is that it's not adding something in addition to it is aligning with what is already in statute um and i do
105think that that one that one passed the house today and has headed over to the senate but that one likely will um likely will make it through the senate um i don't remember the was that was that a constitutional amendment you were proposing there constitutional pornography um so that's that is all of the curriculum bills if there any questions about any of the rest of those we talked about them in a little more detail last time school fees um they don't just we're a little bit unclear right now how that bill is going to be funded our expectation is that it will be funded through the wpu which is what we have asked for them to do with that money i have confirmed we talked a little bit in study session uh about the wpu
106i have confirmed that it will be six percent um and it's not gonna go any higher than that they're not gonna go any lower than that too the big question which i didn't get answered was whether or not this school fees money would be part of that six percent my suspicion is that it will i think i told you guys that i had suggested uh and not just me others had suggested that they keep it as a separate line item for a couple years and then called it into wpu i don't think that's going to happen although it still could so that's really the only in my mind the only remaining question about the wpu and about school fees exactly you want to take these um so we mentioned before a string of sped bills
107um there's one i'm still not quite sure but hb 113 which is judkinsville which everybody's been on board with all along that one passed tonight so it's it's a done deal um everybody all along has thought that it would merge with sb 118 that the other one was hb-113 everybody thought it would merge with sb118 that has still not happened sb 118 is still circled in the senate calendar so ostensibly that one would be done we'll see if how that plays out um and then the other one that we've had a lot of um our special ed directors have had a lot of heartburn with is sb 134 special education amendments um what happened with it this week is the he made an amendment and the state board of education took off their position of
108opposition and uh just stayed neutral on it and that has allowed him to advance that forward it is now sitting out of the senate and in the house so um that's proven to be once they took off their opposition it's proven to be pretty hard um to continue to oppose that one even though everybody else does oppose that and it is in its i don't even remember what iteration it's had several subs made to it but it it will pass this point it's actually on the house third reading calendar i don't know how far down it is but i'll probably get to it tomorrow the early literacy pass tonight was funded in the past tonight i think we've talked about that in detail here i'm happy to answer any questions about that if there are
109any and um so this afternoon um moving on to tax issues then that there are no questions there uh this afternoon our uh representative last began running his hb 478 which basically ends the funding mechanism they they had funded for tssa one year early it was set to go how many years was it set to go leon five and so it will end instead of it after the fifth year you know the the the basic levy was was allowed to float for these four years um you know and senator glass explanation on the floor which i listened to today's was basically you know new property rates going up so uh prop you know the price of the property going up so fast that it's just causing too much of a hardship for people on a
110fixed income million dollars that it would cost uh public head 24 million dollars to uh to do this but you know given you know the weight the property the way property taxes are going up you can understand the pressure that they feel to do this he felt like it would be offset by the uh the trust lands money but i don't think that throws off 24 million a year does it i think the other big question on that is going to be the tssa tssp plans that you are working on improving um and what happens to those and every time i've asked that question they just said uspe will let us know because if you remember when this was enacted those replaced the school improvement plans so now it will have that without the funding
111will will it keep the current funding just not any increase in funding the rate won't will not float anymore um that's it we've talked about the athletics bill uh coaching standards movements which is failed in committee and then um is that yeah that's it i think that's all we need to cover happy to take any further questions great questions comments board i hope you both know how much we appreciate you and we recognize the tremendous work that you're doing and effort i mean the hours and the number of steps you take just traversing that capital is pretty impressive and the number of texts and phone calls and all of that very appreciated well i just would say in closing this will be the last time we address you while the legislature's in session obviously we'll
112come with a final update here but when you look at what happened with that voucher bill when we first talked about it i thought it was unstoppable but it just shows you when the education community gets together and pulls together and works as one very powerful and we should remember that and try as best as we can and it's always been something susan and i have always tried to pursue the legislature is working together with the other entities and when we do that we can be very powerful and when we don't do that when we show that even the slightest division amongst us that's when uh when we don't succeed as well as we could and so i hope that we can all learn from this and build on that success going into the future
113thank you i think mr wrigley had a comment yeah just quickly i do want to thank you for all your work you've done when we started getting a whole bunch of texts on sunday i knew i'm going to take a break but we couldn't because it has that it's been really interesting i think a lot of the public understand how much we get involved in the schools and that stuff i don't really think the public understands how much our district and our board gets involved in advocating at the legislative level uh and so we applicate up and advocate down uh and it seems like every year we're having more and more things we're having to prevent rather than encourage which is sort of sad hopefully we would get more stuff to help us govern as
114a board rather than make it almost impossible for us to govern i'm hoping next year you can get up there and and make us equal to the restrictions i mean the freedoms of the charter board and the pub and the private areas so we have continuation of more and more restrictions on our board yet they have run bills to get no restrictions on the same public money i don't understand that sometimes so thank you i know it's really crazy but this is really interesting to be able to advocate both directions especially during this time of year it's our pleasure and certainly want to thank everyone especially on sunday for engaging in that i know that that took everybody sunday especially uh jeff's and i wanted to thank he and kirsten i want to thank kirsten
115too they have their nights and weekends are have been just as busy as ours we appreciate it thank you very much thank you appreciate it next on the agenda is usbe rule 277-328 compliance training this is a first reading i'll turn time over to superintendent robbins and sunlight works thank you president um before kevin he's there he is hi kevin uh before kevin comes up i just we talked a little bit about this in uh strategic visioning but in the human-centered supports and access and opportunity a lot of the language around diversity and inclusion uh is our intel's impact statements and strategic initiatives which is really exciting uh the thing tonight just to provide some context is that under 328 under this new rule by usbe is that this training needs to come before the
116full board before we take this on and so where we're at with that is our next step would be to provide training to our administrators around the topics that are in the strategic vision as as well as a compliance piece with 328 so i really see how you can see how those two things kind of couple and work together in support of our our principles first and then i anticipate going into the fall usbe will have modules as well that go along with this for teachers and educators so with that i'll invite kevin up and we'll go from there thanks for being here kevin yes welcome welcome kevin and thank you for your your patience as i'm sure you've participated in some of our board workshops and activities you know um how engaged we are
117yes so thank you and thank you for receiving me tonight as superintendent mentioned i'm here tonight to gain your endorsement to provide training for principals first and assistant principals oftentimes organizations provide training for their constituents without developing the leaders first we promote leaders because they're very good at their job individual job without giving them a lot of leadership and development and our hope is to first train the principal's assistant principals as we're working with a development team of cabinet members and board members to focus on uh providing professional training for teachers as well but this is the first way to in providing that diversity training for uh the district with starting with the principals and assistant principals i know that word diversity is charred for many people so when we say provide diversity training on
118the board you have exactly what that means and what that means to us is not a political or social issue as far as diversity it's looking at those dni competencies when i say dni i'm referring to diversity inclusion competencies that move the work forward such as valuing differences being an inclusive leader psychological safety and setting trust problem solving situational adaptability emotional intelligence conflict management communicating effectively understanding bias collaboration accountability building networks these are all competencies within the diversity perspective that leaders without leaders fall into many traps in many holes once leaders have that they can then train and work with us to further train the teachers as well these competencies and skills that leaders have will drastically impact the students and their ability and their safety and their the the way of life that we
119have for our students in canyons i submitted to you a rather lengthy document that has the content that we're looking to train uh the teachers there's no hidden agenda here the competencies and skills that you see are the exact competencies that we would like to lead to uh we would like to focus on these adversity principles and you'll notice that when we get to the topic of this idea of valuing differences and what differences are yes race is a part of that but race is not the the star of this idea of diversity inclusion diversity inclusion about diverse perspectives and within the canyon school district you have diverse personalities perspectives religions way of life race is just one of those issues i know it's a very charged issue amongst the nation with critical race there
120and all these ideas but we have to get to what the endgame is that's creating unity creating belonging as i've said to you before diversity inclusion is not the outcome belonging unity uh equity fairness those are outcomes and we need to focus on behaviors that get to that end and we're submitting to you content that would provide principles and assistance with these competition skills so that we can further develop teachers as well my wife has taught me don't say a lot say a few things and ask for questions so i'm going to follow her lead and be quiet now and see if you have any questions but for the public's perspective we provided a pretty lengthy document to the board about what content you want to share and on the screen and on your screen
121to those who are listening from home those are the skills and competencies that we like to train the principals in uh to meet this requirement that the state has the three requirement to buy diversity training to the district thank you board questions or comments mr wrigley thank you just understand a little bit more on how we will roll this out and then only comment on the document she gave to us so i mean originally we started out with the principal assistant principles where the rest of our administration and the board have an opportunity to participate this and and and how does that work and then after that up the principles the teachers and all of our staff will eventually be trained in this or how does that work yes first of all i apologize but
122i just i just went against one of my rules to be inclusive let me clarify this is for the leadership we use the word principles and systems but it is for you leadership starting with we've already started with the cabinet uh giving them some information so they have already gotten some i apologize that we have to find a way for the board to also receive this content as well because i think it's vital that you know what the cabinet and the principal is being trained to so we have a plan for to continue to train the cabinet and provide that information for the board as well and then yes cascade it down to the principles to the assistants to the teachers and staff we're looking at for the people that work in the cafeteria that
123help provide clean buildings it's very important that everyone has this understanding that interacts with the students who understand what diversity is and how do i use these diverse principles to create a safe environment for our students i appreciate that at some point i'd like to request a copy of those i read all the documents uh i was really impressed i mean a lot of the military and everything else is putting a lot of critical race theory in their their training and this as you said it's competencies and skills it's very uh upfront and open i think it's it's going to draw our district together and give us the same language upon which to build so i was really unprofessional what you've done here i've taken a very difficult topic right now on politically hot topic
124but bringing it down to the core values i guess you'd say that we need to do to address the issues right now and maybe we need to send you up to the federal government or something so thank you i'll give you again i think one of the problems that you are having is they're focusing on this idea listen to the word critical race theory before you can talk about theories let's talk about the behaviors of being kind of collaboration i think we need to get to those first before you even get to those theories or philosophies let's get to the behaviors and skills first thank you other comments or questions mrs shell okay thank you for this and i mean i really like everything that's here but i'm wondering what is the training what does
125it actually look like the training so in the document that i sent it provides a pretty extensive look at for example when you were looking at psychological safety in cyclades safety and creating a safe environment for employees for students it's looking at those four areas of creating inclusion safety how do we learn to make it learn learning safety contributor safety and challenging status quo and so it's helping the teachers understand how do i look at those areas to make it safe when we're looking at building trust we're talking about to the principles and assistant principles we're looking at the elements that build trust which is integrity intent capability so when you ask what it looked like it's drilling down these topics into the principles of these topics taken through exercises watching videos and then we
126we are big proponents of this philosophy called 10 20 70 which is 10 content then they have about 20 percent of mentoring and coaching and then 70 is on the job training where they apply these principles on the job so they're not just sitting being lectured to who likes to be lectured to i've said before and i apologize for being flippant about this but it's very true no one wants to be going to church and you told your sin are going to hell why go to church i want to be uplifted why go to school to be told i'm bad i want to be educated and so we really believe that unless the principals and assistants can apply it they're just sitting listening to rhetoric so when you ask how are they going to learn
127it they're going to learn it by doing it we're going to be giving them assignments they're going to be having mentored groups small groups that they come back and be accountable for for example what did i do this week to build trust with my teachers what do i do to build trust with parents so each topic that they learn if they then apply it come back and share their learnings okay thank you so much no that was great no i think that sounds wonderful because i i was wondering if it was just like an hour class that yeah so no it's pretty comprehensive of getting content then mentoring each other being coached on it by professionals and then applying it back and show their accountability to what they learned yeah that sounds great thank you
128welcome this is nine power thank you so much always a pleasure when you present uh i feel like you shed light onto this topic really and what what is the desired outcome and and the behaviors and i too would echo what mr wrigley said that i'd be really interested in in you doing some of this with the board in a workshop setting or something like that i think we could really benefit from that and and that would help us be more cohesive with all of the wonderful cabinet members and people we work with so one i would love that and the first of all it compliments you on receiving that because oftentimes when you do teach people they ask what are leaders getting this and so i think it would be very very appropriate that
129as we're working with the cabinet that we do provide a workshop for the board but they're much more aware of what this is that'll be great thank you for accepting that invitation thank you other comments mr miller just one quick question kind of a follow-up if you did or when you do uh provide training for the board in a workshop type setting what kind of time frame are you looking at on that is that a two-hour session is that a initially i know it goes on forever and it's never down yeah it would be a phase approach when i say that would probably be a series of maybe five different sessions or seven different sessions and each session can be two to three hours and we've spread that over the years so it's not all
130at once but uh i i will say this i'm very passionate about this people say and i i know this is not the board i just have to say it publicly people always say they're interested in diversity they're interested in inclusion but they never get the time to do it it's something that cannot happen overnight it's something that's a process you don't just go to one class and all of a sudden i'm inclusive i've graduated it takes time it takes time for you to go out and do the work and so these sessions are just sessions to give you information get you thinking the real work happens when you walk away you start applying it with the people you work with and that takes an opportunity for you to come back and then share those
131experiences so that's why i say it's a series of sessions if you're getting content going out and coming back listen good luck working that into uh your busy schedule for it well people do it in many different ways you do it in small bites you know if you're gonna eat an elephant you can't eat often all at once you've got to break it down and do an hour here an hour there but it is a process well thank you i think um it sounds like the board is interested in and having some participation in this so i will um i'll work with superintendent robbins and we'll we'll kind of work out a schedule and then get that to the board and to see what works for them thank you for participation thank you and thanks
132for helping us with this and it is it's something that i think the end goal is to really have it internalized so that we can externalize the behavior thank you thank you anything else superintendent did you have anything else no thank you kevin thank you thank you one quite last question yes so definitively when will i get a response from the board to proceed to move forward so this is a this is a first reading and thank you for asking that um we would bring it back at our next meeting board do you have any additional information that you would like before we maybe put it on the agenda for possible action so one conflict with that just timing wise with the spring and preparing for next year if you know and kind of in
133conjunction with 328 and the modules is that we would like to do the training with the principal sooner than later like march the 8th if that's possible so i don't know how if that if the board is okay with that i mean but if we wait into later in tomorrow after april that's really going to back this up with our teachers um well i think yeah i think if the board's comfortable with them moving ahead do you have a time already scheduled with the principal tentatively right now march 8th i think is that correct kevin yeah cindy's holding up 10 fingers march 10th march 10th okay okay so if if the board doesn't have any objection we'll go ahead and let that that move forward but i think because rule 277 328 requires that the
134local board approve the training materials that it does need to come to the board for for formal adoption and if the board is comfortable let's we can bring it back on the 15th for that action and um so board what is there any additional information you would need before the next board meeting yes again just just maybe a copy of it i looked through it but my printer didn't want to use that much ink um it might be nice but maybe we're just going to let you go a tentative thing and move forward on it and you'll maybe come back to us and say we need to tweak this to before our next meeting that might be helpful so it's almost like a file that you're running and then if it looks good then you
135can let us know we'll move forward okay so mr wrigley would like a hard copy of it anyone else like i would love a hard copy so i can take notes write them in great okay so um i think cindy can do that for us maybe all right thank you okay anything else oh all right well we will see you maybe in a couple of weeks then all right thank you kevin um next is um let's see sorry i've got we've gotta made so many changes so next will be item 8c covered 19 update and i will turn time over to superintendent robbins thank you president um well hopefully this is a historic covid update and it doesn't mean that covet is gone so i want that on the record for everybody listening i'm not
136saying kovitz gone but hopefully keeping fingers crossed this is the last covet update for now so 700 and something days later and i hope i don't get real emotional over this um because it's kind of all i've known since i've been in canyons but um i just want to recognize again everybody in the room and that's listening in the district families that have been affected by covet and its destruction i think it's important that we recognize the damage that has been caused by the pandemic not just to people's physical well-being but also their their mental health and their emotional and social well-being through all of this i i think it goes without saying that um it's been difficult to say the least but i also before we get into the slide deck i also just
137want to say thank you to the board and to our community our parents our teachers our staff for so many people our students i mean i don't i can't say enough about gratitude and how i feel about everybody's willingness to sacrifice and dedicate themselves to keeping school open and i mentioned this before but i hope uh you know in the end history will tell the story and i guess judge whether or not we were successful in our efforts but one thing i know for sure is that we did keep our promise to our students to keep school open and for them to continue to have an experience that they should have and hopefully later in their lives they'll look back on this time uh with gratitude themselves toward their teachers the the schools administrators their
138parents their their relatives everyone in their community that has sacrificed to make sure that this happened so and i want to just and uh since we're signing off on this for a bit but this is uh this vaccine bottle um this is uh i don't know where we need to put this maybe in the trophy case i guess uh but um the first night of the vaccine clinic and canyon school district you recall we we vaccinated you know i don't know how many thousands of employees but everett get emotional everett perry brought this down to me and said this is the first bottle and the first vaccine given in canyon school district if you remember that night um most of the employees that came that first night were mostly our older employees and the hope
139that came with this little tiny bottle still resonates with me to this day and seeing the hope in people's eyes and faces that things might get better will always have a lasting impact on me so we'll find a place for this i appreciate everett you know kind of corny that's what he saw in that night but um definitely one that uh we'll never never forget so here we are um we're now kind of in this different phase we've been through this year we've been tier one tier two tier three uh we've seen this variant change um continue to learn from it uh again you know people that have had such an impact i think it's fair to give a shout out to dr webb um he's he's been right there uh with us in every
140decision that we made the county health department can't say enough about all the support but we've kind of pivoted as a state we're no longer in an emergency response mode so you can see we've all read as of late uh governor cox's has announced this pending change effective march 31st uh we'll start to see a a decrease in downsizing and testing sites we'll become closed dashboards updated less frequently and treatments will be made more available in private clinics and care centers and continuing to push vaccinations in the state so you can see the decline in overall case counts throughout the district which is really nice to see compared to where we were at the height of the surge in mid-january um our operational capacity is really probably the um i guess the the key element
141in going forward in how we operate i think it's important to understand that all of the things that we've done are still contingency plans that are on the ready um we really have become i feel like very effective in how we've been very targeted and precision in our approach and so all of those strategies are will be there in the in the event that another variant rises or another threat occurs but you can see currently we're down in cases from the peak at 1995 down to 36. so that declining demand for testing is occurring uh positivity rates have fallen to zero from our peak at 67 percent so you can see that continuing to go down employee absenteeism is at pre-omicron levels which is awesome and student attendance as you saw in the last meeting
142continues to stabilize close to 90 obviously you know we want to see that higher but but it has stabilized when we were around 70 75 during the height of the surge also demand for substitute continues um much of this is really more around state requirements with letters and other trainings but not so much on the uh on the variant side i wanted to just um mention at this point i know people have heard this before but i think it again should be said just the great sacrifice made by so many people um when we had you know at any given time in the months of december and january if you recall over 200 employees out per day we there was no way for us to cover all of those absentees with subs and so people
143were taking their time rather their staff or teachers or community members people were stepping in to ensure that our kids would have an adult in their classroom to support them and while that's not perfect obviously you know we want our teachers in the classroom um it meant that school could go forward and quite honestly there were a few days i i teetered on you know whether or not a school should remain open or not and whether or not you know the the education and the the level of engagement that was incurring occurring could continue because our capacity was at a breaking point and i just i want to recognize everybody that stepped up to make that happen for a while many many district employees here at the district office who you know they're they're carrying
144their load too would take time to go out and substitute for classes so you know i don't know how we ever repay that or pay that back but you know we certainly can pay it forward and recognize the sacrifices made um so moving forward i'm super excited to say uh we're back in tier one status so this is pretty much as i said kind of the last covet update for now uh meaning that uh it's it's back to as normal as possible um which is amazing that we're at this point i think a few things too though that we've learned that uh we'll go forward with is keeping enhanced air filtration uh i i firmly believe and i don't have anything to to quantify this but just you know looking at how we dealt uh
145with all all of the um variants and different situations is that those filters have made a difference and i just appreciate leon and our buildings and their crews for really keeping our buildings clean for monitoring air filtration and moving air through the day doing everything they can to make sure that you know we're doing what we can to mitigate we also want to continue to encourage uh and enhance our touchless water fountains i think that that's also something that's been learned in we really should get away from water fountains that we lean over and drink out of you think about that why we didn't change that 20 years ago right it just but you know we've learned and we'll continue to do that i think it you know also hygiene is is very important uh
146if if you're sick we want you to stay home i think in the past and there's kind of been you know come to work or go to school at all costs but we know that one of the mitigating strategies that's effective is to stay home when you're sick so we'll continue to monitor those attendance rates and and staff capacity to kind of have a pulse of where that's out or what how that's working out we'll also plan to phase out the kovid 19 dashboard so we've already started to really step that down and that will be going away people can still go to the county uh for information but we'll no longer support that also again operational capacity we'll continue to look at that if other situations occur regular uh electrostatic spraying that's something that
147the district's been doing now for quite a few years so we'll continue to maintain that along with regular cleaning schedules and bathrooms and hallways and cafeterias and then as mentioned all of the restrictions would would go back to normal conditions so just a few things i think as we've talked about before about our guiding principles and goal from the beginning to keep school open balancing uh our students education experience with uh health and that's always been the you know in all the debates the controversy the passion the issues that have been um that have occurred whether or not they're political or not and no matter how people feel about it you know i i feel like the board under your leadership and guidance that we really tried to keep that balance in place not only
148by keeping school open but allowing parents and students choice in what was best for them uh also through this you know we really had to accelerate improved technology and blended learning right we've learned about choice we've learned about students and parents really wanting and making it a necessity that that students have the opportunity to really learn at their pace in their place and that that's a different that's kind of a different narrative than we've really ever experienced in in education but this is something that that has occurred is it perfect no we still have a long way to go with really building that infrastructure out but we're getting better and better at that by the day at the same time maintaining achievement levels it's great to see canyons even through the pandemic and this is
149a tribute to everyone in the district that yes we experienced some loss but still maintaining high levels of learning even through the pandemic our graduation rates have maintained pretty close to 90 percent throughout so just a few of those numbers you can see um thinking back uh with our action plans that we uh initiated in july of 2020 when it was kind of when we were really in the fog of war and trying to make decisions eventually that plan was adopted by the state as you know in january um of that of 2021 going forward and we were one of the first districts to implement test to state it really allowed us to move from a situation where we were moving schools in and out online to keeping schools open 3.9 million free meals served
150during the during those two years is just astounding you think about the time that we were shut down and all of the meals being served and keeping families and kids afloat that's a pretty big deal 5 million in chromebooks we continue to upgrade our tech integration and trying to meet our students needs there we're still we still have students that lack uh high-speed internet at home and you know so that digital divide still is there but um i think we're we're getting better and better connected but also at the same time really thinking about how engaging technology really should look and how it can be effective as a tool and that's really all it is it's a tool to to enhance learning it doesn't replace relationships and we know that through the pandemic that in-person
151instruction is far and away our priority but there is a place to provide this flexibility and pace and place for students in their learning also there just as a number if you recall through the vaccination clinic 72 percent of our employees were vaccinated through that clinic and our hr department again deserves all the accolades steve under his diamond under his leadership really set the model not only for the state but around the western uh region in our country for what that could look like also out of that canyons online so we were able to establish its own k-8 school and then a high school program for online learning that as you heard about last time is flourishing and continuing to grow so that's been exciting too okay that's kind of it on the covet update
152so signing off one last time thank you um um any questions or comments i'd just like to make a proposal of mrs arnold so i would like to make proposal and recognition of the heightened challenges faced this year by canyon school district employees in the appreciation for their professional and hard work the canyon school board of education and administration are awarding a one-time bonus to the employees the pressure of operating in a pandemic habit compound have been compounded this year sorry by supply chain issues acute staffing shortages and inflammatory pressures which have added to the stress and workload of everyone yet our canyons administration the teachers and the staff have shown grace and resilience showing up for the students with passionate dedication and caring hearts the bonus that i suggest would be 300 for all
153um contracted employees and appropriated rated and will be prorated based on the employees fte status as of march 1st esp early employees will receive 150 regardless of the hours worked and must be employed as of march 1st this bonus will be paid on march 31st 2022 paycheck which means employees will receive the bonus at the time they have their spring break on april 4th through 8th i would like to second that motion and i'm sure every other board member would like to as well thank you so um we do have emotion and a second is there any just and that that motion is in order as this item is in our business meeting and is there any discussion to this motion okay see no discussion i will ask for a vote all in favor of
154the motion please say i i any opposed that motion passes thank you and now uh board members are there others that would like to make comments i think mr wrigley yeah just a couple comments um this last year has been quite emotional to being very angry at all the time that's been taken from me and all the people we deal with but it's also been one of those eye-openers to be very appreciative of all the things when i went my first movie theater after being gone for two years it was just a miracle when i went to graduation last year when we didn't think we were going to graduate i was sitting up there in tears you know i want to express my appreciation to you and to the leadership uh and all of our
155staff in the district this has been a difficult time um not only for the leadership and we've seen them be heroes it's just amazing uh hours and hours i don't think our communication department has a life i mean there's been one thing after another but i also want to express appreciation on behalf of the board to all the parents all of the uh siblings and children they have and their their spouses and their significant others this has been a toll on them this has been really hard to for the time we've taken and how difficult it's been for us but for our children and for our families this has been really hard on them all so you know my wife keeps on kidding me i spend more time with nancy and on the phone that
156i do with her you know because over this last year it's 25 30 hours a week in many different issues um but you know this may come back again but i think we're stronger and we're wiser in many ways and how to deal with this but it's brought out the best of a lot of people those last two years and so i offer my thanks and appreciation for everybody including the families sometimes we don't give enough credit to our families but our our wives and our families our children have given so much for us to do what we've had to do this last year and i don't think the public notices that and so i thank the families this night thank you other thoughts or comments um mr millerberg and then mrs arts you know
157i find it very interesting and i hope i'm not uh breaching any confidences at this point in time if i am somebody will probably throw their shoe at me to shut me up we started talking about this uh proposed bonus a few weeks ago it was interesting at the same time we our inbox were being flooded about uh virtual fridays and whether we should keep those or not we were discussing how much we appreciated the teachers how much we appreciated the employees district-wide for the professionalism and what they had done through this very difficult year we discussed it again tonight and i was so very very impressed with our board of education how everybody was rallying behind employees and how grateful the board we were and still are for those who have kept our schools
158open those who have kept our children learning and those who have paid a great price it's not easy when people have had covet in their home it's crippled the family family can't go out they're in quarantine and so i just wanted to share with the public what i've learned over the last couple of weeks from my fellow board members about uh how much we appreciate the professionalism of all our employees this just helps there's so much that can top some of what's already been said i just i hope that the teachers out there recognize how much we really think about you and recognize how many sacrifices you're making on behalf of our kids and i'm really sorry to have watched some of the rhetoric that has been propagated over the last year um [Music] in
159our community and in the state at large towards teachers i i was very angry this legislative session it took a lot to calm me down when i would come back from the state capitol just considering some of the things that were being proposed that we're so punitive in nature to a population of people that we should be incredibly grateful to i i sat there and i thought can you imagine if the legislature was proposing these types of bills with our doctors and our nurses people would be outraged and i felt a lot of outrage and i'm grateful to see that a lot of those have gone by the wayside and that the public spoke so overwhelmingly with regard to the voucher bill um i want you to know that we see you and we are
160grateful for you and we couldn't do this without you you're the most important part of what happens in our kids education between you and parents that these children go home to every day those are the most important people this is my power just very briefly with this this motion that we've decided to activate tonight i just wanted to to express my sincere thanks and appreciation and we have received so many emails and i've had so many conversations with all different types of educators para educators are our esp employees that that come in and help and assist and and clarion's always good to also talk about and the custodial staff and those that serve lunch but every single working member of our schools i just wanted to say sincerely thank you that's all this show so
161i just want to also add my thanks um i've been at the legislature almost every day and i've been working closely with heidi matthews who's the president of uea and she is just a great advocate for teachers and always telling us how they feel and i i do know that teachers are having a hard time i mean it's been a long two years and this legislative session has not been helpful at all but we we as a board just feel strongly that we want to say thanks it's it's not a ton of money but it's all we could do and we just want to say thank you to everyone for their work thank you um i i share the sentiments that have been expressed so i won't repeat them but as superintendent as you are
162giving us this update which we trust will be um uh anyway for now right i don't even dare say the words but um but while while you're giving this update i was thinking back two years from today and um we were in the middle of a superintendent search and um and this thing called coronavirus was kind of getting some attention in the news here and there but we had no idea we had no idea what we were in for the challenges that that this pandemic has brought we had no idea and the strength of the leadership that came as a result of our superintendent search we had no idea and um and i just want to express my appreciation to you and to the administration as well as the teachers and everyone someone recently asked
163if you could go back and do it differently over the last two years would you it gave it gave me nightmares and kind of made my stomach turn to even think of that of reliving those those times again but um but i i think with your leadership and with the board and with the amazing educators that we have here in kenyon's district i can't think of anything we if i were to go back i don't know that we could do it any differently and make it any better because we have stayed focused on what you started out with your report on those things that are most important so i i just say that also an appreciation to you and to the staff and everyone throughout the district and and to my fellow board members so
164anything else on this item yes yes please just on behalf of all of the employees thank you for the bonus and i know i speak for many but that gesture is is taken well and i know many will share that i'm sure we'll share that feeling as well but i just want to voice that publicly so thank you thank you okay our next item um i will turn the time over to leon wilcox business administrator to present the first reading of the 2022 fee schedule thank you president i just also want to echo dr robin's comments thank you on the i follow employees for this bonus it's maybe a somewhat small amount uh but it's the communal move is about 1.3 million that you've dedicated tonight to the employees so on behalf of all of
165us thank you very much for that moving on to our fee schedule uh i want to thank gary he's put together most of this for us he'll be presenting walking you through a couple changes but i just want to go over hb211 that's been talked about quite a bit charlie and susan hid on it earlier today hb 211 is a big change in how we can charge school fees now it has there has been a second substitute that substitute has passed the house and it passed by quite a wide margin we've been told there's actually going to be a thirst substitute that allows for cte fees to be clarified in that that that bill has not actually been made public yet so i'm not sure where it's going to be uh so so we don't
166know exactly where it's going to end and like i say it has not passed the senate yet so we're kind of running at one pace here and one one movement and trying to decide how to best present the fee schedule this year uh but just to go over what hb 211 does it it eliminates what they call i've always called general fees and that would be your registration fee or activity fee whatever you want to call it technology fees right now there are 90 dollars each for students in high middle and high school it would eliminate basically any fee during the school day that's not a consume that's not a tangible item some of those would be con tangible items are eliminated such as consumables such as workbooks textbooks things like that certain supplies uh
167for wood shop robotics things of that nature are still allowed where the student art supplies play for ceramics are still allowed to be charged but the student takes makes a project and can take that home they're still allowed to be charged there uh i think as charlie mentioned there's no right now no dedicated funding to replace loss to fee revenues statewide they're estimated not to be 24 million i think that's actually a little low last year our general fee revenues were about 1.5 million so it's a big hit there uh and as i mentioned we can still charge for instructional supplies or equipment that would include as i said our supplies wood for shop supplies used in labs things of that nature driver's ed you can still charge musical rental of musical instruments is still
168allowed uh basically but in and co-curricular activities that are outside the regular school hours should still be assessed so some class went on a field trip after school you can still charge for the transportation and whatnot and of course extracurricular fees that has not been changed i don't think that's ever will change for you know sports or uh drama or something like that but if this hp 211 doesn't pass locally though we can either go with this option or look at other options so that's that's a little bit of the dilemma we're in right now as we try to work through this uh changing school fees so i do appreciate everybody's work with our high school principals and gary i also appreciate the work at the state capitol with uh amanda amber the rest of
169the jlc as we've tried to work with uh representative robertson on this bill going forward so we have made some good changes i think but uh we'll have to see where it ends up right now so with that i will have gary he's done the work of putting this together too quickly these uh proposed changes thank you leon i know this is an exciting time and whenever i show up here you know what we're going to be talking about so anyway school fees uh how's the show's up there the high school i agree it will not change that's still going to be five thousand dollars and we of course we did check and as of today as of yesterday there were no high uh students over the five thousand dollars so i think we're good
170there uh in the middle school there was one student that was over the 500 however it's uh due to a chromebook that they lost and they and they had to pay and those and you know those are not waivable fees and i don't think that should probably go towards uh the the maximum amount of 500 because you know if it would have lost it he wouldn't have it would have been over the 500 so also principles of use some of the general fees that have been charged in the past to help cover some of the extracurricular activities such as officials because as you know basketball there's three officials per game and there is very expensive and then for football you've got a lot of refs and so this is what they're running into and now
171we want all the activities to be able to pay for themselves and that's kind of why the next few slides that we're going to be going over is why there's some increases in in the fees themselves there we go okay uh we have broken these slides up for elementary middle schools and high schools and you have the master fee schedules in paper copy in front of you for each of those uh categories so those are what the fees are and i've tried to incorporate the fees that we propose going to into these master fee schedules so the first one is instrument rentals and this is going to be for all schools but i've broken it up into the elementary and then we'll get to middle schools and the high schools and this increase speed is
172for uh the increase in cost of of instruments of repairing the instruments and they want to go from 80 to 100 so that's the proposal that they have requested there on elementaries so probably the best thing to do we can go we can talk about each to the fees or i can go through them and then you guys can have questions on them we could be here later if you'd like i think go ahead and go through everything and then if there are questions we'll all right we'll go back to the particular slides okay okay so the next one uh this is the middle schools and i broke them up uh there's only extra curricular fees on the middle schools that i have any changes for nbc instrument rentals is one of them going from
17380 to 100 and then they all in the uh kenyan youth choir is a new program and they wanted to charge 85 for that then the high schools i broken up into into new fees curricular and extracurricular and then we'll go into uh just increase the maximum fees for curricular and extracurricular so here the schools and uh would like two curricular activities here uh that are new and the proposal is a hundred dollars for the child development and then the first aid certification is thirty dollars for extracurricular activities that we have esports esports is a is a big uh it's a big class now and something that each of the schools are participating in and here are the maximum that they've proposed for participation and you can see the other categories there and so there's
174that one the next curricular here we have german national honor society we have school performances and choir and these are these are all new categories and they might fit into like choir at the very bottom they wanted a camping clinic in there uh due to they wanted to go to some of these you know to have a camp for their choir there's advanced ladies choir and this is uh again you can see that the totals over there sorry about the formatting i thought i'd corrected that dance three is a new category that aldehyde wanted and then this is the increase in the maximum amount and this is for the curricular fees and there's one uh diamond ridge wanted to increase their graduation recognition to provide some more things for their students uh from going from
175twenty dollars to fifty dollars and then extracurricular fees um the increase the maximum and here's the boys basketball a participation fee they wanted to go from 200 to 250. uh this is the due to the cost of in referees that they wanted to do and the other ones you can see down there they just have increased costs and as we all know inflation is a big one i think probably the biggest thing is the travel that the principals wanted to go from 12.50 on travel to 1500 because their travel costs the ho the hotels and the air force is just is more more expensive than they can that they can uh cover right now and really those uh those groups should be able to pay for pay for where they go and so this is
176one of the one of the increases that they would like again baseball participation uh the maximum fee uh 125 they were charging one of the schools was charging 275 but it wasn't enough because of to cover referee costs and so they want to increase that to 200 for the maximum fee here we have cross country um have those two the participation camps and clinics but the big one here is cte projects cost of wood metal has all gone up and 200. they're saying does not cover the cost for their uh inc their projects they wanted that to go from 200 to 350 and if you bought a 2x4 lately you know why and very expensive here's an increased maximum for uh the ones listed there national honor society very small amounts but they but it
177is also an increase in all those and here again instrument rental goes from 80 to 100 for the high school here are some new uh fees for the cte you can see their business leadership these are increased increase of these are new categories inside there so cosmetology has a new one for second year licensing uh increase that 274 dollars heavy diesel mechanics they have a supplemental information that's non-wavable that they want to have added there also here we want to increase the maximum fee for the different cte programs as you can see there are cosmetology going from 2955 to 3245 and they talk about the evening salon and the kits have all increased in prices and that's what will cover that so that's the first year the second year they want to increase that to
1782035 and then down you can go down through all of those things there that are going increasing from what they were previously and that is it can i answer any questions board questions is this nine power just two quick questions the curricular graduation fee is that only for diamond ridge not for the other high schools yes because diamond ridge uh they're unique in what they do for their for their students and they provide i guess they wanted to put the chords and things with them and uh i don't know all the detail behind it but i know that they're in a unique situation that they uh wanted to do this for them and twenty dollars was not covering all the costs that they would like to provide for them okay and then also increasing the
179different sports fees i was under the impression that when the when we sell concessions and things like that that also helps pay towards you mentioned referee costs and whenever schools host tournaments and the entrance fees that that also goes towards paying for referees so could you just explain that to me a little bit because i thought each individual program you know we have these robust parents running concessions and selling those things i know some of it goes towards uniforms but i was under the impression it also goes towards referees uh i i can't speak personally on those because i i don't uh i'm not there as far as is it robust i think for football it probably is i don't know about basketball and some other you know as a is it big uh concessions
180and do they make money on those to be able to provide that i i do not know that i could find out of what they do there and just the entrance fees into the game right and again you're only talking probably football and some basketball the other one other sports they probably don't even charge uh a fee if they do that but but as they say that we these uh sports have to provide for themselves they have to be self-contained from now on they can't to be able to uh pull from uh other fees from the from the school so you want me to find out about this yeah that was just my question i just think some of those sports i would think that they generate enough to be self-sustaining of their program with
181regards to the the cost for for entrance and well i know football because you know football's not asked for an increase and they did all the gate receipts the most gay receipts and the concessions there yeah the other ones baseball basketball yeah maybe basketball i yeah i'll check on that one baseball i don't think you get many people out there they don't i don't they sell concessions at baseball or not so other questions mr brickley yeah um ap testing uh concurrent enrollment is all that need to be picked up under this bill you know taking ap classes sometimes there's a fee when you take the examination concurrent enrollment's got the money that goes along with it can we charge for that or is it picked up under the bill i know we can't charge for
182textbooks for cte anymore so that one that will be eliminated as far as ap tests we can still charge for ap tests we can charge for the test current enrollment yeah and the concurrent enrollment now that uh that one if it's paid to the to like slick or to another college then you know that we just mainly we put that in there for the information for the parents saying if you want to take this class there's a 40 fee at one time if you're you know if you're you know if you're going into slick or to some other school it's a one-time fee if you do that to get that concurrent enrollment and then you need to pay for the hourly credits after that right i think they're i think we've looked it as five
183dollars per credit hour so the last question i have here is a lot of these fees are getting pretty significant as we get to family do we have an easy payment plan is there some way we break this up if some parent says i can't afford five hundred dollars this week but can i spread it over three months or something is there some way because it may prohibit people in attending especially some of our lower economic families attending activities because they just cannot put that much money out at one time yeah so i want to be aware they're still flee waivers so that that has not gone away so we still have the fee waivers uh as far as the schools every principal at every school i know worship families and if they have a
184dude over a payment plan then they they will do it also yeah the payment plans does really well with our low economic families for middle class families that are having multiple kids they have a real struggle and i mean i was one of those i really struggled on paying all these bills for everybody if you have five kids and so so i glad to hear that maybe they're they're giving them some opportunity to pay that on yeah every every school will work with with the parents um and hopefully if they do qualify for the fee waivers they will apply for them some some parents don't but if they do then they apply for that and those who wait those fees are waived but also uh i know that the principals work with parents uh to
185be able to cover those fees uh and you know if because they the schools do get some donations and they can help out those those ways too but also thank you any other questions comments miss a show so i just want to say thank you for raising that travel fee i mean i was just worried about it because i i know travel costs have just gone up so much and i was just worried about our students being able to still do their trip so thank you for looking at that and adjusting it i know i know it's hard but still like we want them to be able to do those trips yeah it's a two-edged sword you know one once one what side we're saying hey we want to do all these trips and then
186it's like you got to pay for it and you know and how you know it's it is a balancing act especially with the lower economic status of some people and and we we want but we want to help them because we want to give them the same opportunities that everybody has yeah exactly and i mean hotels therefore have just gone up so much this past year so anyway thank you for looking at that and adjusting it okay and just sorry before we're while we're on that um that cost of travel is actually in policy in board policies so we would need to bring that policy forward with a change to accommodate this request for an increase allowance so my bar i'm sorry i forgot one of my questions um with the student who lost their
187chromebook do we feel okay about having those total fees the 585 or would it be better to give back 85 because it was over the amount allotted do we feel good about it or i just wanted to raise that question just i know we we can't feasibly right they have the maximum fees for a reason but it i understand that the student lost it and so maybe it's uh replacing you know a replacement fee but i just wanted to and the chromebooks cost us 255 dollars so right so they just were charged with it they're just just returning what they had checked out from us so you know i guess that's a discussion that the board would have to have as far as not you know not specifically just this person right but what is
188included in the 5000 what's included in the 500 for middle schools do you want fees and fines as part of that because if someone gets and i'm not i'm i'm not joking is that there will be high school students that get over you know two 250 dollars in fines because of parking tickets so if you do it for one you gotta do it for all so so maybe if instead of calling it a replacement fee it's a replacement fine or something just thinking about since we have this this rule of 500 b and well we now we put the we put the fines on there just for the parents for their knowledge so it's not to us it's not a fee okay so because you don't we're not going we're not charging you a fee
189to participate in anything if you want to participate in a class or some activity that's that's not what we're doing this is just replacing what the person lost for damage because there are many uh fees that are charged for damages because the kids will put their pencil in the chromebook smash it and then you've got a keyboard and replacing a screen and and so so those are not fees we don't consider those fees we just consider those fines but and i'm very comfortable with that so then i don't think they need to be on the report as being over the 500 fee if we just think about it like a fight we just wanted to bring that towards the board so that you know that we're looking at it and that uh that we can
190we can uh justify what we we believe is is right thank you so i think we probably ought to take a look at the policy i'm not sure it has specific direction on what is what does and doesn't count towards the maximum um right but i think yeah the question is whether or not non-waveable fees should count towards the maximum i don't i would because the replacement is a non-waveable right not a weight not a fee it's just a fine so it's not part of the feast schedule i would just so then it if it's not a fee then it wouldn't count towards the maximum no that's how that's how we've always interpreted because it's not a fee they're not being charged something to participate at any activity or anything at the school it's just
191replacing something that they've lost or broken again because a student can damage a lot of a lot of things at high school lockers or whatever and you charge them for it is that that's not a fee that's just replacing or fixing what with the damage that they have that they've caused okay any other questions or comments so i guess when we see you again at the next board meeting we'll know a little bit more what if that bill has passed or not and well that and that will be some we'll need some direction from the board uh because we'll know by thursday if it's past or not and if it has passed then then we go forward as as how we how we have you know what we have right now if it doesn't then
192we'll need some direction of what you know if we want to go back to our old fee schedule and then also how do we present this to our parents and you know when because we're kind of in limbo i don't want to put anything out there until the border says okay this is this is how we want to go right and and we need to approve the fee schedule by april 1st yes so we do have two more board meetings because the law also says we have to have two opportunities for the public to weigh in so yeah good luck to us all any other questions on this all right thank you all right thank you okay next is um consideration for adoption of a resolution for the board of education of canyon school district
193utah authorizing the issuance and sale of not more than 55 million aggregate principal amount of its refunding bonds series 20 22 b and related matters this is a second reading with action requested i'll turn time over to mr leon wilcox business administrator thank you president i didn't know if the uh graduations were next but hey bonds are so exciting in high school graduation not yeah we i might have mixed up but yeah with the board's permission we'll proceed with the boundaries so fast on this bob will come throw me off and and you better hurry i'll try to make a motion at 9 40. he will come kicking me off again uh we already did again we're looking at two transactions one we did on february 9th where we sold non-taxable bonds we're looking at
194your permission or your approval to go ahead selling taxable bonds to refund bonds that we issued in 2013. we feel strongly that if we issue taxable bonds now rather than waiting a year the interest rates are going to be better for us and so we do expect about a four to five million dollars benefit or savings from that uh you can see the two transactions there so these bonds that we're going to issue coming up here in april uh we're going to pay those off first you can see we won't be paying as much interest those that we issued in in february we're just going to delay those until 2027 and start paying those off between these two transactions again we're looking at these two as a whole they're about it's about a uh 12
195million plus savings is of what we're expecting you can see that would be our total bond outstanding lots of numbers there but we just want to bring you to these two finals these two slides here this is before our bonds before the transactions i want you just to pay attention to the blue lines in 32 and 33. what we're going to do is push that money up here and so those two lines drop considerably because we've pushed money forward similar to reducing your mortgage you know from 30 years down to 20 or 15 or something similar to that you see our total did go up a little bit but that's that our assessed valuation and on the district property is going up so we can stay within that promised tax rate that's what we're doing
196again pushing more forward on those on those 32 and 33 years to save money on interest that way uh here's the the resolution is on board docs also is what we call our official statement that's what investors see we'll work with bond rating agencies this week on our on our bond rating and we're tending these scheduled facilities in march on march 22nd and close later in after spring break so with that boy i've got like three minutes to spare but with that that is a possible board motion right there or happy to take any questions thank you board any questions can i just make a motion i think i don't see any questions yes mr millerberg i'd like to make the motion that we approve the bond resolution on board docs authorizing the issuance and
197sale of not more than 55 million dollars aggregate principal amount of refund refunding bonds series b and related matters thank you is there a second okay thank you for the second any discussion to this motion see none i'll ask for a vote all in favor say aye aye any opposed that motion passes thank you okay now we get to talk about graduation um i will turn time over to dr robert dowdle assistant superintendent for the board of edu education graduation assignments for may 2022. thank you and kudos to leon wilcox for getting that in under five minutes yes all right graduation documentation that we sent you i provided both the 2021 graduation document and the 2022. did you all receive those so you can see last year's assignments and then this year we have the
198uh most of the boxes filled out now a couple of things to bring your your attention south park will not have a ceremony this year which means that we are out of the prison graduation business uh forever so with it moving to salt lake city and with the prison not allowing a graduation this year um there will be very small ceremonies not ceremonies that acknowledgements for inmates who have graduated this year we're not invited as far as the others please note the dates our first graduation is may 20th and that's jordan valley our second date is may 24th that's both diamond ridge and canyons transit transition academy our third is the comprehensive high school block of five on may 25th and our last date is in june june 16th i think that says for entrada
199so um you can see the themes there i tried to collect them all but we jordan valley has not yet got to that point of planning to have that for you whoever chooses to speak i will make sure that you get the information needed so president typically you start asking who wants to speak and i start writing okay so board and it has been kind of our tradition that we tend to alternate years between the board members that represent significant portions of the community that attends the respective high schools so let's just start let's start with alta and and then um also maybe yeah like uh dr dowdle mentioned their four-year references who spoke at each graduation last year so um maybe i guess be thinking about it um amanda did you have a comment
200or question so i know last year i spoke at alta and i just would like to make sure that i have the opportunity to speak at quarter and canyon this year and make that rotation like what we typically do okay so uh mrs nybauer are you okay to speak at alta yes thank you and then um amanda will you if mrs oaks will you be attending yeah well i got that okay and i will be attending corner canyon i have a son graduating so i better be there okay um so well let's see yes sorry just to comment on corner canyon i i'm i'll be there as the administrator but i'd be happy to give up my slot so holly and amanda can both speak at their child's graduation um i'm not sure how that
201process works but all we would need to do is alert the administration they would be happy to accommodate and while you're thinking of that may i give you a reminder which was also provided and that is it is recommended that our speeches are three minutes approximately plus the paragraph that you're supposed to read now i'm not gonna obviously time you but that's i could still do the citation at corner canyon if you'd like and then but i think it's important that they both speak let's um yeah let's let that one settle then we'll let them decide um brighton so last year steve rigley spoke and amber attended i think it's my turn to speak at brighton okay that's okay amber and then i will attend brighton okay uh we'll come back to corner canyon what
202you guys think about it um hillcrest i would be happy to speak again unless somebody else wants to take that so um steve you you attended last night okay well i speak you liar you know what you don't like listening to me i don't like listening to me and steve will attend is that okay all right okay and then jordan high school i spoke there last year and yeah let's see steve will speak at jordan and then let's see i know i spoke there last year and clarine clarine has indicated that she's available to speak so put me down as attending and then we'll double check with clarion if she also wants to attend um on jordan's yeah and then um diamond ridge um clarine who um by the way has has been excused for
203the remainder of the meeting um diamond ridge she said she's available to speak at that one um can i say something clarion did not speak at any of the five traditional high schools last year i'm just saying i don't know if she wants to but i did before she left she gave me a note of the ones that she was interested in a little bit okay perfect so thank you though for asking okay um so we can assign clarine arnold or um for diamond ridge does anyone else wish to attend i'd be happy kids in that one okay and south park that is sad and i i do feel sorry for you on the board that has have not had that opportunity it was a real privilege and trada this is the one that's later
204in june and that um clarine also mentioned she could be available for that one as well should we go ahead and sign her that one as well to speak lorraine speak and then steve attend okay okay and then the jordan valley last year it was um mont spoke and i attended this year if you want to speak that's great if you want me to speak i'll do that but i'm happy i really want to be there yeah i i would like to if that's all right there's some remarks i'll speak and then mom's attend okay and then the canyons transition academy there's we don't need to speak is welcome but they're asking no speakers because of the population so would they like to know in advance if someone's planning to come okay um does anyone
205want to commit right now to [Music] may 24th which is the day before the traditional high schools have their graduation it's during the day it's a really fun activity it's great steve i i'll plan on attending as well okay okay i think we filled in our boxes any any other questions on that okay thank you where are we going back to okay so so that concludes that item can you oh oh i'm sorry yes thank you so let's go back to corner canyon um and do you have um i'll just turn it over to um amanda and holly if how you want to handle it or if you would like more time to think about it i think i think we have a little bit of time i i appreciate that offer dr robins thank
206you and and i would i would be happy to to speak and and you would still do the presentation milk get this yeah okay um okay all right oh that's the next agenda item yeah okay so that that concludes that item and then now we will hear from um dr dottel again on the graduation plans for 2022. so with the news that you heard today about covid winding down there's uh accompanying good news about graduations and that is we are returning to normal so they'll be attending the venues they typically do the only venue that is up in the air is corner canyon student seniors are deciding if it's going to be at the university of utah or in the stadium and they have a survey going out to them so we should find that
207out i believe within before next board meeting we will know um but that means that we will be at the u of u we will be at the maverick center we won't have masks required um we won't have restrictions on spacing or numbers that are going at this point we've received no information of restrictions at all so we're back that's great news and i'm very happy not to have to go through the presentation on the creative ways to celebrate okay board any questions okay thank you very much for for for that for your work on that and we we look forward to it graduation's going to be here before we know it that's amazing isn't it it is thank you okay i think that does conclude our business for this evening and so um next
208i'll turn time over to superintendent for every report and then to mr wilcox for her report so i don't cindy do you have the accreditation poster it's okay no so just fyi the final certificate has arrived for the district the hell was her one job was to get that to me tonight so and it's really cool we'll mat it we'll put it here in the boardroom uh from cognia and every school receives one so just want to tell cindy thank you and kind of bringing that to a close along with strategic vision so great job her and jesse really led that effort and deserve all the credit in the world so thank you cindy and jesse that's right that's right so okay thank you cindy thank you mr wilcox uh a couple things first of
209all cindy just lost her bonus tonight not doing that we have plans for the poster too [Music] uh just a couple of things i i sincerely want to thank governor and abby cox abby cox came and met with dr robbins president tingey dr daddle and mrs peck and myself last thursday had a great visit she is a a former teacher and is just a huge teacher advocate so we really appreciate her taking an hour out of her day to come speak with us on how much she values teachers and really supports them i also want to thank the governor he spoke at the jlc so somehow our past president of usda got him there and did a uh he gave a fantastic job his number one goal his number one worrying in the state if
210i can say please correct me if i'm wrong those were there is not water or anything it's our teacher morale right now and so we know that he's very concerned about this legislative session so i just appreciate him taking the time out of his schedule to speak with the jlc and just appreciate everybody with the legislature that's going on especially with getting uh sp i mean hb31 voted down and some of these other bills and also grateful for the good things that have come out of the session so far so big thank you to our team charlie and susan and everybody else who's participated that's all i have thank you okay board members do you have comments so i think we started their last time we'll start on this end well i i want to
211express my gratitude i i was thinking tonight as as some of these great discussions were happening that one of the most vital things we can do as as a board and as in any leadership position is to make sure we're listening and i think that sometimes having that listening ear is a lot more important than what we say and i just have a lot of gratitude this evening as i think about 13 months ago our board met in a round table discussion and just brainstormed of different ideas and things that we would like to see happen in the district and and then we had this strategic plan initiative and [Music] and we did surveys and focus groups and we had parents and teachers and administrations and some of our cabinet and our department chairs in
212these really amazing working groups where there was so much synergy and i really appreciated uh the time i spent with mckay and wendy and we really enjoyed that and i i think tonight feels to me like such a successful evening seeing that strategic plan come to fruition and being able to better support our students and our staff and i really feel that we did accomplish both of those things and i'm very grateful that during a busy legislation legislative session we had dr robbins and leon uh whisked over to a draper park middle school community council from their meeting with abby cox because the sec chair had asked them to come to discuss the start time and i think that speaks volumes to our dedication to listen to listen to our secs and to listen to
213the boots on the ground as was said earlier in patreon comments and i'm grateful for that and i am so grateful too to my fellow board members that that uh as we discussed things that that listened and were we're also thinking about how we can make positive changes that can make a difference in the lives of our students and our teachers in our schools so just a lot of gratitude tonight and that's all thank you thank you mr wrigley so i'd like to express the gratitude of my wife but i'll be home before 11 o'clock tonight i know that will be very well received anyway uh also expressed i am excited about getting our strategic plan this has been something that i've since i've been on the board um we've been wanting to have and
214this is going to really set the foundation for the district for the next 10 15 years so and this is a major accomplishment getting that done and moving forward on that and also just we've especially for our teachers in our administration just just what a great job everybody has done and our board you know it's been we've been pulled together as a team and also to our families our families have been my gosh they supported us this year it's been a hard year for everybody and we know that i know i have people call me on the phone and they'll sit there and they'll complain and make all kinds of things and at the very end they say thank you so much for listening it wasn't personal and i go i know you're just mad
215you're just upset and that happens all the time and especially now at this period of time so thank you to our all of our patrons and our support that's it's been a team effort on getting through this and hopefully we won't have to do it again thank you mrs oakes thanks um i want to echo some of what was said earlier to rick i should have included you in my appreciation with regard to everything that happened during covid you've worked your guts out and you've really benefited and helped us and i never felt insecure about who was at the home i always felt like we were going to be okay and in part because you did such a solid job meeting us through such an awful storm so thank you um the other thing i'd
216like to say i mean i've already talked a little bit about some of what's been going on the legislature but while i don't think that she personally appreciates me saying anything i'm going to say this because i think our community needs to know it the woman who sits to my right is also an incredible leader i have very rarely worked with anyone who has such a profoundly detailed eye and picks up on things that most people who have read through something multiple multiple multiple times she still sees she spends countless hours beyond i think what any of us have any idea using a fine-tooth comb to pick up on things that make a huge difference and i have seen it over and over and over again it takes amber is saying uh-huh because she knows
217after serving on board leadership with her right this is who nancy is and she does it quietly and she does it unselfishly um on sunday when we were going back and forth on the language on that statement regarding the voucher bill that we felt was so important to get out she took the lion's share of her sunday to do that she doesn't ever complain she doesn't ever ask for um recognition or notoriety you're the ultimate servant leader and i think equally had we had anyone else at the helm i wouldn't have felt as confident in our ability to get through that storm so i want to thank you and thank your husband and your family for the profound sacrifice that they've made in our behalf and especially in the midst of you losing a parent
218so um i just hope this community appreciates who nancy teeny is because she's a huge reason why so much gets done in this district and why a lot happened up as positively as it did at the legislature so thank you so i feel like following amanda because i never cry i cry maybe once every five years anyway and she and chlorine cry like every meeting i can't anyway um i just want to start by thanking people too um i really do appreciate superintendent robbins he started at such a difficult time and really has been an incredible leader and i mean there were times where i was really worried about him because he had really dark circles under his eyes anyway i just know he's worked so hard and nancy i just have to echo what
219amanda said and nancy is incredible i think she works literally like 100 hour weeks and she does not um yeah she never takes credit but she is amazing and yes yes she's like always level-headed she she will pick up the smallest detail and anyway she needs to stay on the board for a long time and then also i just want to say i'm really excited also about the strategic plan and it is going to be great i know and i want to say thank you so much to the committee that worked on that because i know that was hours out of the holiday weekend and i know i personally could not do that so i just really appreciate the time that was spent and i think it's in a really good place so thank you
220thank you mr millerberg you know steve would you give my apologies to your wife you have no idea how much i have to say tonight you may not make it home before 11. jeff i want you to know i feel your pain except i've tried to overdo a little bit and i wanted to get a few more twos in the 2-2 deal so on february 22nd of 2022 i was running or not running i was too tired i'd been skiing all day so i was walking i went to the gym put on my tutu at the gym and that is really embarrassing to be in a tutu on a treadmill but i changed my clock to the 24-hour clock clock so i could so i could be doing that at uh 22-22 to get that
221in there and you know there's the old saying about you ask a man to go a mile with you and you go with him twain [Music] they asked me to go 2.2 miles i went 2.22 so i went the extra 200th of a mile but that uh i was very uh impressed with the response we had through the district to support the education foundation on the 2-2 run uh chris and i were both at the gym both with our tutus on oh it was not pretty side i'll promise you that one other thing that i've done uh since we were together last uh sharice hilton has been so good to continue to invite me to peer court and i don't know if anybody else has gone to pure court but oh my gosh i've got
222to tell you that is such an amazing process uh works with uh suzanne wren to make that happen and between the two of those it is amazing they have uh the young people that are uh they rotate from bayless to judge to justice of sitting with the uh with the chief judge up here they sit on right here where we're sitting and they conduct themselves so professionally it is amazing the students that are coming in to find out what they can do for their wrongdoings if i can use such a word uh you could tell the respect was there for the other students giving them a chance to take care of it at the district level and stay out of the juvenile court system it was an amazing process though i would highly recommend uh
223check your calendar that you've got a time i think it's gonna have my calendar in front of me i think it was the wednesday night that they meet and it is just a great experience um superintendent thank you for your what we're hoping to be the final covert update uh you know we can laugh about it and joke about it a little bit but uh i am mindful that everybody knows somebody that didn't make it through copenhagen and you know i i think that we need to be respectful for those who have had losses in their family and yeah i guess that's all i want to say about that so steve i guess you can go home in time oh thank thank you all thank you for a great meeting and i i share the
224excitement about the strategic plan and look forward to to all of those like we've referred to before all of those um airplanes that are lined up on the runway that we really want to start working on and now that we have that strategic plan it will help us in that direction and um thank you for the kind words that's it's a privilege to serve it's a privilege to serve with each of you and alongside of so many great people in this noble cause of public education which yesterday my my faith in the people of utah was restored because they expressed through their elected representatives the faith in public education in utah and and i am very grateful for that so with that you will get see home in time and i will call unless there's
225anything else i'll say the meeting is adjourned
