001signal from our it folks we're good okay all right okay um i'd like to welcome everyone um that has now joined us for the study session portion of the meeting of the canyons board of education and we are today is july 13th we're meeting at the district office located at 9361 south 300 east in sandy utah and i'd like to excuse mrs nybauer from this portion of the meeting she may be joining us again later and um also just um just for your reference item study session items 2 a and 2 c will be heard in the business meeting at the end of the meeting so with that i will turn the time over for study session item 2b arp sr3 grant application um and while mr wilcox is coming forward i will also mention

002this is a first reading as one of the requirements from the state is that the district put together a plan and that plan be approved by the board of education so um this is the first look at it and mr wilcox thank you president tingey members of the board uh as president tingey says we want to discuss with you our we're going to call it sr3 cares 3 american recovery plan however you want to do it i will probably just refer to as this or 3. that's ok all the same this is the third if you will economic stimulus package passed by the federal government since uh the pandemic began there was sr1 or cares one then sr2 was in december and this came out in march the main difference between this one and the

003first two though is they do want board of education approval on the final plan so that's why we're going to introduce that to you tonight uh i'll go through this a few slides pretty quickly uh we'll have amber roger i know she's here but uh she'll come in and have maybe a few comments and also have dr robbins provide a few comments as well but here's just some overviews from the state again it's a quite a bigger pac much bigger package than both sr1 and 2 combined you can see how much the state got 600 well closer to 616 million uh ninety percent of that must be allocated to lease that of course districts and charter schools and the state can reserve that 10 amount for and then you can see some of the line

004items there that they have reserved for that they can uh special grants that we can't uh compete for such for after school and summer programs okay then moving on to what is canyon school districts allotment so we are a lot of roughly three and a half percent of that based on our title one population or allocation so that's just under i'm just going to use round numbers just under 22 million dollars there we have two years actually three years to spend it so we have till september 30th of 2024. most of us are two we plan to spend this year okay in 2022 there will be a little bit of a rollover where we'll need to use some ambassador three but mainly this year we'll be using sr two with sr3 primarily being spent in

00523 and 24. so just to update you on how we're we see this proceeding through again the first reading tonight second reading on the third we'll bring back for a action requested item on the 17th board meeting and the applications due to the state board by the by the 20th of august some of the things uh i've copied these next couple slides right out of a presentation uh that was provided to dr robbins and and and us on some of the main key aspects that need to be included in the plan so first of all we need a needs assessment of to uh i'll look at that you know basically the current state is compared to the desired state and identify any barriers or gaps to get there and so you can use your ex

006your existing assessment protocols things that we have in place that's why amber will be spearing spearheading this to gather that needs assessment there uh 20 percent of the money has to go for accelerated learning now we're going to put nearly all of it is our plan to put all of it towards accelerated learning okay so that can be uh tutoring summer school we will be using a significant amount for canyons online uh adding additional teachers to certain areas of where we need them again we will also look at the chromebooks and curriculum getting all those in place there so we plan to use most of it or a significant amount for you know learning recovery etc learning there are some aspects for capital in there that are allowed right now we do not intend to

007use it for that we want to focus we feel good in our capital budget but we really want to focus this on our our academic accelerated learning one of the things that's required in this is is a return to in-person instruction now that's nothing new to us we were in person all last year right and we're so grateful for that for the board example of keeping our schools open but we will have to make sure there is a returning return to in-person instruction plan it has to be posted on our website and then we'll have to link that to the us department of the u.s department of education's website as well so that's we feel like that's a key one uh then assurances and the plan developments and approval requirements so we must engage in

008meaningful consultation with stakeholders and traditionally underrepresented subgroups and the public has to be has been provided the opportunity to provide input so we'd encourage any members of the public to either come and speak at our at our board meetings or send in an email to communications so we can make sure that's in place obviously it's hard to generate lots of public in in july and so that's why we're going to rely on our past tssp plans and gathering input that way as well so uh but again uh it does require public comment and stakeholder input and then the bottom one there this local school board has to approve the plan in an open and public meeting again we'll look for that on august 17th here's just an initial budget of each how we intend to

009spend this unless we'll move up and down as we move along of course you can always amend your budget roughly we'll have roughly nine and a half to ten million dollars each of 23 and 24 to to use this sr3 money we're looking at funding our canyons online with those teachers okay again uh dr robbins and uh amber will talk more about that responsive services more some more nurses and social workers we'll look for adding some more teachers at uh targeted areas in the district to reduce class sizes and you know get again get the accelerated learning up after-school programs tutoring so field techs which tie into the next one the chromebooks we do look at as we go to this one-to-one initiative to again accelerate learning providing chromex to all our students for the

010next few years out of this funding and also curriculum and online curriculum and some indirect costs indirect cost cover uh custodial utilities payroll human resources those types of uh not direct costs but indirect costs for for the program that you charge a roughly around five to six percent that's a rate predetermined rate that you can charge to these grants so that's how we look to fund this again it will that's just a broad level but uh as we move forward and of course you can amend it but that with that i'd like to say why don't i give it to rick you want to take just a minute then amber uh a minute as well then we can answer any questions thank you leon i appreciate leon's work as always a very thorough job and

011i also like to just recognize the board and thank the board also for taking this up tonight this is a bit of a quick timeline to to get sr3 program and funds allocated but i think it's um also important to highlight just a few things that the leon pointed out and you can we can kind of do some a q a also we'll have amber come up and talk but i i wanted to focus a little bit i think we've spent a lot of time this year talking about uh some of the academic uh loss that occurred through the the pandemic and we know that was we know that was significant i'm super grateful that and very proud of the fact that we maintained in-person learning as well as giving parents the choice of online

012through the pandemic to meet whatever was best for their for their students and so i think we avoided probably further loss that other districts and students have experienced across the country there's an aspect to this though that it's hard to measure and that is the uh mental health and social emotional loss that our students experienced and i think it's very safe to say that all of us uh really went through a time where we can we can point out exactly a lot of the the stress the anxiety um you know the things that occurred and i i just want to highlight a couple of data points to go along with this proposal around responsive services and providing additional nurses and and counselors and and support there to just give you an idea heading into the

013pandemic the utah safety utah tip line was very very active prior to the pandemic there were upwards of you know a few hundred engagements per month in canyon school district heading into the pandemic as the pandemic progressed more and more of those reports fell off to the point that if you remember last summer about this time we had very few to any uh engagements on ut safeline and tips and it's not that those issues went away we know that that a lot of that was still occurring whether it's substance abuse or suicidal ideation or whatever the stressors that students were experiencing but because of the isolation and just that i guess environment to separate us because of the pandemic really caused some problems for our students and and we're still feeling those effects since that

014time i would like to just report to the board over the school year we increased those safety tips to 558 across the district 403 of those were our high schools the interesting point there or data point to me is 101 of those were suicidal ideations and you know you can look at that different ways in a district this size there's a lot of positive to be uh had with that number but i think one is one too many and so when we're thinking about you know the need to increase our counseling services and response services i i think that's well justified if you break down the other safety tips and again this is just a glimpse of what our counselors and our responsive services do but 31 of those tips were mental health 30 were

015harassment based 36 were drug related 30 were depression related to depression and 46 related to bullying and then to kind of give you a better idea about the types of responses that our counselors provide through our canyons family center there were 121 counseling sessions that were given and 48 were clinical intakes there were also 17 for secondary students for anxiety 28 for elementary anxiety 77 sessions related to substance abuse for secondary students for anger management and 17 for elementary so i'm just telling you that to just give the public and the board a little bit of a glimpse of the need to continue to expand those services i i think you know this is probably if we think about this as a as a country and as a state in my mind there's there's no

016better place for these funds than to try to help our students recover what they experience during the pandemic so along those same lines too i'd like to share just a little bit about one of the requests is for school nurses so during the school year our nurses this past year provided 1263 trainings to our stat school teachers and staff and that's everything from cpr first aid to also medication administration and then stop bleeding training to staff so there's a wide variety of trainings they provide they did nine over 9 000 vision screenings they did almost 5 000 contact traces they administered well over a thousand flu shots and they also administered and addressed 764 active health care plans in the district so so these needs are are well uh documented and i i just want

017to uh applaud uh all of the the people that i'm talking about i'm probably not the right expert to to weigh in on this but i just think as we as we kick this off and we have these discussions it's just important to recognize the balance that we uh that we've tried to maintain through the pandemic and i know we've said this over and over but our goal was to maintain uh an education that was in person at the same time giving our our parents choice in that but also balancing that with academic achievement also with social emotional well-being so so i think all of that together i think our our plan is as well thought out obviously this is a first reading so there's still opportunity for lots of input and lots of discussion

018but we're we're very grateful for these resources to move this forward so all if amber wants to address a few other topics or and then we can take some questions if you want thanks rick i'll just um add a few more details to what leon mentioned our state and looking at the whole state have really identified three priorities that they want to encourage all districts to consider in writing these uh esser plans the first one being of course exactly what dr robbins just mentioned so looking at that social emotional learning well-being and getting our kids back to school and keeping them healthy and safe while they're there is the first priority the second would be addressing any of the opportunities that our students didn't have to learn what they needed to over the course of

019the last 18 months and so providing opportunities to accelerate learning for k-12 students and then the third and where they saw this most significant decline statewide and our data has mirrored this state data as well and that would be in literacy so we'll be looking at those three broad categories and then hal and laura tuesday heathfield are digging deeper into all of our data to identify more specific areas that we want to be able to target in terms of the funding for the categories that leon has already outlined in terms of where we can start to think about spending that money and then as he mentioned we're looking into the analysis of the school improvement plans where they spent a lot of time gathering information from their community getting stakeholder input doing deep dives about

020the personal needs of those communities and looking at how we can pull all of that data to make some recommendations there is a specific application form and that's what we'll be bringing back to you at the next board meeting to start reviewing and giving feedback anything else that either of you would like to add any questions for us okay board um thank you leon and dr robbins and amber for for um presenting this and for the work that you've done so far on this and so um board questions um mrs schill and then mrs oakes thank you president so i am just wondering um we are required to get stakeholder input on this plan and so i'm just wondering it does say in the powerpoint that you are developing a plan but i'm just wondering

021if you guys know how how we are going to do that so um as i mentioned we're using the stakeholder input that was gathered during the development of each school's i'm forgetting the official name of the tssp but the tssp so remember in that process schools are heavily engaging their stakeholders the scc actually supports the development of that actual plan we support them over the course of the year in gathering and analyzing data as well as doing a deep assessment into how their schools supporting students overall so that process we're using as that stakeholder input because those plans were really carefully crafted and we want to build off of those to look at something more systematic okay have you checked with usbe are they fine with you using that input that we already gathered today

022yeah again going back to the needs assessment existing protocols that we have in place so we would say yes that that would count we'll check with them just to be sure but we do believe that one comment to that too amber i think's important to remember is that the plan can be amended so so if we need to amend if the board would like to amend any of those um recommendations we can do so as we unfold the budget i for me a couple of thoughts last year about i don't know august september um i've met with pta city councils elected officials and i would count on doing the same and much like last year when i would present our covid response plan um i think that would also you know be a great opportunity

023to allow those those different groups for input so okay thank you very much mrs oaks so i have a question about some of the budget items um specifically help us and and the public better understand who the field techs are for those other ftes and what they do yeah very good point thank you uh so part of our one-to-one initiative you know we're going to have advice in every student in every school we have to be able to support those devices and that's one problem we really had this past year as we rolled out our one to one is just the supporting of those so our goal is to have a field tech this is a you know we call them field text break fix employees one in every high school which we've had prior

024to even covet that in the past we've shared them with middle school did not have its own field tech they were they had a middle school and an elementary school and this year we're putting one in every so to get up to one at every middle school which we feel is important we're adding three of those and then that will also reduce the load at the elementary level as well so we're using this as a to support this again we'll have to look long term how this was funded going after that we know that's an issue but again to try to accelerate the learning get our kids used to these devices and working on them and you know they got to be working so that's the reason behind that yeah thank you and um another

025question similar is how will the additional teachers or interventionists be used when we see 16 additional teachers right now yeah we're going to look at we've always had what we call a fte cushion right where we have a set aside a block of teachers and between amber's team and school performance we allocate where these teachers need to go we're just going to enhance that some of these may end up being psychologists social workers nurses as dr robin said but we will look at you know these plans these tssp plans to make sure it's targeted that the right that we have the right amount of fte supporting our students in again we're going to look at underrepresented groups first and then go and then you know district wide out from there yeah and then i just

026have one final question it's for amber um i know that you mentioned that the state came back saying that literacy is the area that we've decreased the most in um it seems though like our district data came back indicating that math was the larger problem i'm just curious as to whether or not the state has gathered data specifically on math or i'm just wondering where that's at because when i look at the online well both the online and the regular curriculum allocations i'm wondering what subject area those are really going to be targeted at really really good question so the state has just data to has the data that we submit to them so they're looking largely um at summative data in terms of our year-end testing and then at the elementary level the acadians

027data that we collect for reading so they do have more reading data to analyze than they do math particularly the elementary level and that's where um i mentioned i think in in our last board meeting that they have a big literacy project going that they've mandated all k3 teachers to have training so that's part of their plan and in order to implement their mandate we will be using some funds to support that so that's why literacy was one of their goals math was a concern for us so that's why we're looking at spending additional funding on increasing our interventions for our students in math across the board we also you probably saw in the consent agenda a requisition for a very large budget item for math that would be part of this proposal as well

028and that's providing that supplemental support to accelerate learning at the high school level for our secondary one two and three courses so those are some of the components that we're looking at at the secondary level and then continuing to make those more robust at the elementary level as well and those will be outlined more specifically in our district plan as well as in each of these categories some more specifics to each strategy that you can point to in terms of the budget items thank you that's really helpful thank you this is arnold and then mr wrigley okay so once again for clarifying for our patrons and also maybe for us explain to me what you see accelerated learning mean in your in your mind what does that look like for us we are looking at

029accelerating achievement through intensive instruction in the areas particularly where we know students did not have the opportunity to fully master the standards that they um needed to to be successful okay good definition i just wanted to make sure because accelerated learning to some means you're moving them up right through grades right to others right others means that we're just going to do more intense mitigation right so then the other question was back to kind of what amanda asked was these additional teachers these 16 that we're using for interventions are we using them in the classroom or making using them as smaller classrooms so that the students have the more intense interventions because they are in smaller classrooms how are we using the 16 teachers it may be all of the above as leon mentioned we

030wanted to increase that teacher cushion to be able to identify those specific needs of schools and provide those support so they could be additional classroom teachers they could be additional interventionists to support the intensity of that accelerated learning that we're trying to provide it could be hiring additional sel staff meeting school psychologists and social workers to provide additional supports for mental health at the school and or outreach because we know that that's a challenge that we have had particularly in our hillcrest feeder is ensuring that we are really reaching out to our students who weren't engaging as frequently as we would have liked them too last year that's above and beyond the two nurses and the three social workers we already have up there it could we're gonna use those teachers also i mean those

031also for more social workers or more nurses we're not leaving them it could be and i think um as we continue to fill out the application where we're getting more specific about the strategies we'll be able to give even more details but then as leon mentioned as we continue to examine the plan and evaluate and look at our data at those checkpoints that we have across the school year we do have the flexibility to make some adjustments thanks mr wrigley thank you this is sort of an unusual federal money most of the time when it comes there's a whole bunch of strings attached there's no strings attached to this federally i mean they're not requiring anything other than i would never i wouldn't i'm just wondering so that's pretty you can't spend it on money

032that's not that's not worth it and yeah they they outlined in s or two targeted areas and that could go from p p e to all types of as amber's mentioned social emotional supports all after school tutoring all kinds of things so there are lots of strings and we will have to report back everything that we do this this is okay but it sounds like what they're requiring giving us the authority to do is enhance what we're currently doing that we decided as a board moving our agenda our board agenda forward that using federal money yeah without having any federal mandates specifically other than what let's best practice what we do anyway is that pretty close is really from our state intern and it's not even really curriculum but it's that specific training for our

033k-3 teachers that is around the science of reading that is the only mandate that we have that we will need to use some of this money to be able to support the teachers attending that training well it makes a lot of sense since that k-3 is so critical and that was really effective this year with with covid so we're going to be up providing an enhanced training for them to get the kids back up to grade level or whatever correct and then you were saying leon that after this is over 2024 this windfall goes away we have to try to figure out first if it's needed and if it's needed then we'll get to figure out a way to fund it i would suspect in putting the canyons online we talked about that maybe by

0342024 we may have actually several new students in our district to give us additional funding if our fte of our canyon's online yeah we're we're monitoring that very closely we know we we know this is a time limit of we call it three years to get there and so we are monitoring this very closely because you know starting in fy 25 well this won't be this fun yeah i appreciate it i know as a district we've we spent a lot of time and effort in trying to meet the social emotional needs of our kids and mitigate a lot of the damage that coven's done over this last year and i think we've been able to successfully do that look forward to some reports coming maybe a little bit later to show to show us where

035we were and then where we are now and and how where we need to go this year but i'm appreciative that you guys are spending it on stuff that basically enhances our current core stuff and uh that's already been approved so thank you okay thank you any additional questions or comments okay i just would like to clarify um the process so this is a first reading it's just been the general it's the general outline the first you know kind of look at it and that next meeting will be the second reading and there'll be a little more detail and you said you'll also have the actual form that will need to be turned in so we can look at exactly what would be turned into the state we will have a draft of the actual

036application for you to review great thank you thank you all very much and we appreciate that so so bored um because we moved items 2 a and 2 c um to the end of the business meeting um this concludes our study session and um we are running a few minutes late and we apologize and want to thank the public for their patience um in this so are we okay to go ahead and proceed or do we need a minute or two okay so we will just um now begin our business meeting and i would like to welcome all of you who have joined us and welcome you to the business meeting of the canyons board of education today is july 13th 2021 and we are meeting at the district office located at 9361 south 300

050hat okay so i'll just post it anywhere okay thank you jeff yes it says vip uh tour what qualifies the vip show up you're a vip that's you mont your va no i'm not asking for me yes so we will invite uh as practice um all of the city and the county leaders as well as the local business leaders um any of the former principals of the school those who have been long-time supporters of that particular school if you recall when we opened up midville middle school we invited the midvale city council and that will be the same when we open up hillcrest the question will come up from people that don't make that list if the school will be open for them to walk through that evening it will be it will be yes

051thank you are there any other questions okay thank you so much president thank you it is uh yeah some exciting things to look forward to appreciate the time that you spend in in gathering that information and sharing it with us okay we have now come to the time for the public comment portion of our board meeting and the board of education encourages public comment and values input from students parents employees and other patrons of the district i will review a few guidelines for public comment comments are part of the record of this meeting and it is limited to residents and current resident students parents and current employees of the district patrons may provide board members with written documents pertaining to their comments these documents should be submitted to the board secretary over here and that

052time allotted for an individual is um three minutes and it's someone representing a group will be five minutes and we will use that time frame today we have five individuals that have signed up and uh the board of education does not engage in public comment on personnel issues of a district employee's character professional competence or mental or physical help if a member of the public wants to comment on personnel issues the board requests that those comments be submitted to the board in writing however if the member of the public determines to verbally comment on personnel issues his or her comments need to be civil and refrain from personal attacks insults defamatory or slanderous comments about an individual and tonight as we begin our patron comments the board of education would like to quickly address some

053issues that have been raised in the community first last year masks were required in our schools by a state health order this year as we approach the start of the school year there are no health orders requiring face masks in schools and a new utah law restricts school districts from issuing mass mandates unless under order by the county health department also to be clear critical race theory is not part of the curriculum being used in canyon school district there are no plans to incorporate it into our curriculum or instruction we are making these things clear now to answer any questions and to make sure patrons receive some immediate feedback as it is the board's practice to listen and take notes during patron comments so so with that i will call the first two names and

054then so we'll call the first person up and then the next person that would be on deck and we'll just we'll go um in the order that they that you signed up so the first person um is lisa broons and um and then on deck is laurie egbert and laurie will be representing a group so lisa you have three minutes and laurie you will have five good evening board members uh now that the sr3 funds have been awarded i'd like to take a moment to address some of the possible use of these funds and express to you what i do and do not want to see them used for i do encourage a whole lot of money going toward filling in the educational gaps that were created left by covid and actually less to social

055emotional learning and specifically in the area of curriculum and i'm going to tell you why parents across the country have commented in school board meetings that they do not want crt taunt in the classrooms and even you've just said that it's not being taught and a lot of people have been met with continued assurances that no for sure curriculum is great it doesn't teach crt i mean even the curriculum that canyons uses second step um specifically for k through eight um does not contain any crt terms or terminology um what's concerning though is that it's hidden it's hidden in their website um it's hidden in their teacher trainings if you go on their youtube channel it's very clear that crt is their agenda um so this is false i've sent information to my reps here

056on the board amanda oakes and holly neybar showing how social-emotional curriculums have always planned to be a smoke screen for not just critical race theory but other disputed subjects that many parents do not want their kids to be indoctrinated into on their face sel programs seem like they promote good mental health for our students in practice these programs were designed to be the entry point for crt and other un-based initiatives like climate change activism comprehensive sex education which is um far more comprehensive than most parents would like and gender fluidity even more concerning and what most parents don't know is that since 2015 schools have been performing social emotional assessments which provide students with a score that follows them from preschool to age 20. information on students families are also being collected including what factors

057like religion or culture might keep them from being quote more inclusive or open to these ideas so organizations like oecd and castle who are behind the five core competition competencies for these seo curriculums can figure out how to create programs that coerce children away from the ideals of their parents and into their way of thinking besides the glaring privacy issues which are actually not protected by ferpa in this case because the term school official has now been changed to include third party vendors who might have an interest in this data the question is what's going to keep any of these bad actors from using this quote score in the future to eventually red flag our students for not agreeing with their views on these controversial topics by their own admission oecd wants to quote counter

058the discriminatory behaviors picked up at school and in the family in other words if your child doesn't believe there are more than two genders or that quote racialized depression is foundational to the establishment of the united states end quote that's from castle then they need to be reprogrammed it is that kind of rhetoric that leads me to conclude that we should definitely not use any s or funds to further support sel curriculum or its initiatives and should critically examine their use in the school at all thank you thank you hey laurie edvert and then brynn whitchurch good evening members of the board my name is laurie egbert i'm grateful to attend this meeting tonight as a spokeswoman for several mothers fathers grandmothers and grandfathers responsible citizens i'm sorry i was responsible citizens who respect our

059right to vote and have elected you as our public servants our neighborhood action group comes from varied career backgrounds veteran teachers nurses doctors real estate developers bankers youth sports coaches international humanitarian service coordinators and volunteers and most importantly grassroots citizens who are concerned about the educational curriculum of our children and grandchildren and the forever publicized issues of the day that are infiltrating our school systems and the impressionable minds and characters of our children one two three eyes on me we would like to go on record as supporting a unifying environment for our children in our homes schools community and nation america is a choice country with inherent rights and freedoms this nation has historically been a safe refuge for nationalities around the world to come together to become a new breed not black asian hispanic

060or european but americans the united states of america is a country built on respect for our heritage an understanding of the mistakes we've made and a unifying effort to work together to create a brighter future we insist on absolute transparency regarding school curriculum textbook choice guidelines for teacher and staff our taxes pay for education and we deserve to know what is being taught we advocate for less control on a federal level and teaching gratitude for all that is good in our country we're deeply concerned about teachers using their classroom as a private indoctrination soap box how are the personal opinions of teachers monitored and how do you prevent rogue teachers from sharing their personal agendas with their students our most pressing concern is the division being created by the oppressors versus the oppressed philosophy black

061parent keisha king in duval county florida argued and i quote telling my child or any child that they are in an oppressed status in america because they are black is racist end of quote we feel that certain racism proposals notably critical race theory and the platform of ideals that make up its foundation focus on power relationships rather than individuals critical race theory in a nutshell suggests that white racism or privilege is pervasive in every human interaction and accounts for all racial deficits and disparities this is a grave threat to the american way of life it divides americans by color and throws our values into social upheaval all under the false pretense of social justice although it is our understanding that crt is not currently part of the utah education curriculum there is evidence that many

062tenants of this ideology have already seeped into our classroom ian rice a concerned parent in michigan spoke out last week against crt he told the board quote crt is teaching my daughter that white people are inherently bad that is not true that would educate my daughter to believe that her mother is evil because i am a black man married to a white woman who are you to educate my children or any of our children in life issues that is the job of parents please stick to reading math and science end of quote why are we ignoring oh there we go i'm sorry why are we ignoring the success of the civil rights movement and our recent two-term black president have we really canceled martin luther king's nobel peace prize winning declaration don't you believe that

063the character of an individual is more important than the color of his or her skin we certainly do critical race theory rejects all love for people and insists on planting seeds of hatred what is the motivation to implement this in the minds of our children we need to employ our own moral language rather than allow ourselves to be confined by categories of crt this coming school year there is a concurrent enrollment class being offered at jordan high school through salt lake community college entitled introduction to ethnic studies since there was no syllabus on record i could not refer to it i'm very apprehensive given the current climate of the content and focus that this class might have in prejudicing young men and women of all backgrounds against each other why aren't we teaching our children

064what happened in world war ii and how americans of every color fought side by side shoulder to shoulder entrusting each other with their very lives why aren't we teaching them what a beacon of hope america has been to so many other nations of the world okay we must protect and promote the true story of america thank you thank you bryn witt church and then christine morlowski and please i apologize if i mispronounce your name and hope you will please state it correctly when you come up my name is bernwit church and i have three kids in canyon's district two in elementary and one in middle school um over the past month i have noticed the words social emotional learning equity and microaggressions popping up in your business meetings and discussions this is concerning to me

065because it makes me think that you are beginning to go down a road that i don't believe is productive or helpful for our children these categories are the gateway to critical race theory and other harmful and dangerous ideologies and i appreciate that you did address that before we started speaking but i do worry that if we open the door to these other programs and crt is going to sneak in i know exactly what diversity and equity trainings look like because i've experienced them in my workplace during one particular training i was told that my ancestors were horrible people because they quote unquote stole the land that we are on right now i was also told that giving someone a compliment or just asking how they're feeling that day is a microaggression i was also told

066that my very personal and religious beliefs were wrong and i am simply out of touch all of these things were presented as truth and if you disagreed with any of them you were simply a bad person luckily i am an adult and i can manage what i heard during that training but our children cannot and should not be exposed to this we must focus on giving our students an academic education not a social justice education do not open the door to these kinds of teachings and discussions they are destructive and they offer no room for anyone to have a differing opinion or on their own free thoughts if we have learned anything from this past year it's how important our children's mental well-being is we must focus on making our students feel confident and comfortable

067telling them their ancestors are bad people or they are a certain way because of the color of their skin is not going to do that and in fact it will cause extreme harm and damage to their psyches i do not want the s or funds used towards any of these programs and i hope you will focus on building back the academics and the mental happiness of our children thank you thank you i'm christine morziluski well you will you will correct it and thank you very much and then following christine is steve van maren okay great thank you it's actually christine morseleski and i know that's pronounced wrong for the polish people as well so i apologize all right so actually i have more questions than anything else um so you say that crt is not

068being taught in schools and yet we're able to see its presence uh there was a report on kutv last night about a representative from provo that said his son came home feeling like a jerk because he was white as he brought it up and of course the state board said well we're not teaching crt well then why does he feel like a jerk because he's white i have another question is gender theory also being taught in canyon schools do you guys know my son who is attending brighton has a geography teacher who had as part of whatever section she was doing a definition on gender that said gender was a choice now here's here's the problem with that it's it's biologically false i mean you can say what you are and that's fine and you

069can live as you wish and that's fine but that doesn't mean that's what you are i could sharpen my teeth to look like fangs and claim i'm a vampire i could even drink blood but that doesn't make me a vampire makes me a little odd but and i can continue to live that way but i wouldn't it wouldn't be okay to teach kids that you can totally do that and that would be all right and so the problem comes in is as he's tested on these principles and he's tested on okay gender is a choice on his school test well he gets marked wrong if he says no it's biological fact and if we are also teaching sex ed which is another department of concern if we don't if we can't even acknowledge by biological

070fact what in heaven's name are you going to be teaching sex ed for if you can't even acknowledge the basics of reality that's why you have parents who are concerned it's not that it's on the curriculum that says okay this is being taught and this is the class for critical race theory and this is the class for gender theory by john money and so it's built into these classes from these teachers and son of mine from jordan had a teacher that commenced to tell him that anyone who didn't believe in abortion was ignorant and wrong well what does that have to do with what he was learning and it wasn't even an edu it was like a history class and so it's it's starting to bleed in and so my question is because i did

071question these i went to the principles first i said is this okay seriously is this what we're doing and the principal says i don't know i'll get back with you and then he comes back and he says apparently it's part of the curriculum and so that's where the problem is when i go to ask okay what about this gender theory where you're pushing on these kids that say you can change your gender that's totally cool and boys can play in girl sports and that's totally fine despite the obvious biological differences and we go to the principals and they say well they say it's part of the curriculum and then we come to you and you say it's not part of the curriculum well what the heck are we supposed to do i understand we have

072rogue teachers and that's great but we need to we need to have a way to resolve this in a manner that is equitable to use a horrible word to the parents as well thank you thank you steve van maren good evening board steve van maren 1139 south lexington circle sandy it's been a while since i'm here i want to tell you i have followed some of your activities on what is it youtube i uh glad that you came to the decisions you did last year i remember a very late night when it was being discussed mr wrigley seemed to come up with some renewed energy but i congratulate you on that and i'm disappointed though that you're not going to have masks for those that have not been vaccinated specifically under 12. at this point

078we do a presentation i'll be doing a short presentation we'll then receive public comments then you as a board can discuss and we can close the public hearing we'll again ask for a motion a second end to conduct that vote then after that we will amend we've been asked to look at amending the bylaws we'll get to that in 10 b and then we'll adjourn the meeting of the lba we'll also ask to do that by a motion in a second on a vote and then reconvene back as the board of education something that we did last week a little dance back and forth between the board and the lba so also want to just note uh from our financial advisor firm preston kirk here joining us so if you have any questions he can

079help us out his partner matt dougdale has to be excused have a family health issue tonight and then also randy larson our bond legal counsel you met him last week in the last couple meetings he also asked to be excused tonight as well let me just give you a quick background of why we are here and why we formed an lba and issuing these lease revenue bonds uh jeff mentioned earlier about passing our bond back in 2017 that uh that passed the voters by a 58 basically 58 to 42 in favor of these bonds back it's hard to believe it's been four years now going back there but uh the big projects on the bond you can see them listed there the big ones we call them the bellwether ones was rebuilding brighton and hillcrest

080doing a major renovation to alta and then those are the big ones and then of course we added on 24 classrooms to corner canyon that's been done uh those of course jeff mentioned the roman cuttings as we look forward to completing those three buildings there on that first bullet uh we also so the bond really focused on our high schools right first bomb 2010 was more middle schools but this bond was more high schools and then but we did have other projects in there and that was the rebuild of mid valley which was done it's been open this past year peruvian park and we also set a new elementary in west draper and a new elementary and white city which we ex which we agreed uh that would we would consolidate bellevue and egmont and

081that new white city elementary school would be called glacier hills and we have our great new principal there julie winfrey here tonight we'll be talking about the yeti here later it will not hate to break this to you it's not going to be as exciting as talking these revenue vaults and then also rebuild union middle and of course you if you drive by seventh turning in the ninth east you can see the footings going in there and then the last bullet which we have done is that is add daylighting to 18 elementary schools and also remodel the front entrance office area of another six and we've done that in the last three summers now when we issued these bonds and went out to the beds you know the the costs exceeded the original estimates by

082sometimes 30 percent and there were some several unknown factors at that time there were impending tariffs on steel aluminum lumber other products we've always been dealing even with someone with coal but a very tight labor market three percent unemployment with our contractors have had trouble maintaining a workforce and all these one thing that we really uh i struggled with early on and we were glad we did because the buildings are great but all the earthwork is shoring at how at hillcrest and bright and uh just unbelievable amounts filling in that pit area the old pit area it's hard to remember we talked about the old pit area upright and the old canal covering that at hillcrest right it's great that we've done that but that did not drive up the cost and then just building

083on site of these three schools you know we've always used the term we're building a school on top of a school while holding school and that is that's drives up the cost there as we've just so confined on the acreage at brighton hillcrest and then just working on the interior around the students at alta all those have driven up the costs there so uh so to get to the point of where how we can rebuild union and then glacier hills and peruvian park we looked at a few options and we presented this to the long-term planning committee back in the fall of 2019 then we had a couple readings with the board and you can see at the december 3rd meeting is where we took the board took action you can see the the length

084there of the presentation and based on these options you know we had various options and if based on some of these these schools again mentioning those three right there could have been delayed up to four years had we not done anything and we know that there were seismic issues in these old buildings uh and mechanical issues and roofing issues that really needed to be addressed and so we accepted to approve what we call option three or the accelerated approach that would allow us to begin all three of those in starting this spring in 2021 and then would complete the two elementaries in 2022 and then union middle a year out 2023. but the main thing with option three it did require us to issue up to 35 million of lease revenue bonds and then we

085had to add three million more on because we added the youth academy center to glacier hills so we also had selling property and transferring reserves from our general fund we still may have to look at that but the main funding source to do these was the lease revenue bonds so under state law to issue these lease revenues so we knew for a last year and a half that this was coming so under lease under state law the board of education had to form the lba and that the lba will act as the rent the leasing agent and the board will or the district will lease these facilities from the lba so we formed that lba on june 8th with a filed the articles of corporation with the department of commerce june 22 our last meeting

086we did a little bit of a balance back where we approved the bylaws of the lba and that we'd issue no more than 38 million dollars of these leased revenue bonds in the course of that meeting the board then went back and approved that same resolution the bond proceeds we want to emphasize this will be divided evenly between glacier hills and peruvian park the remaining costs will be uh funded by our fund balance for those two schools okay and right now we're looking at selling a bonds on august 10th closing on august 24th here's what we look at a preliminary amortization schedule could change a little bit this is a little bit different than the one we showed you i last three weeks ago what we're doing is we're actually shorting up the call date

087there from 10 years down to eight uh so you can see i like to look at it in graphic terms there but you can see where how the bond payments we have them structured again an eight year call date so in 2029 we'll look at refunding these depending there's various variables and where our capital needs are at this time we may be able to pay them off all in or we may have to look at extending them out in the two three four five years just lots of variables on how we how we proceed forward but it will take you know up to around 18 percent of our capital outlay budget will go to these bonds but we do feel comfortable with this because of all the improvements we've made out of you know since

088we've been a district under the the leadership of the board so we do feel comfortable moving forward we know these three buildings you know they needed to be replaced for the safety of our students and our staff so that is how we look at amortizing those out uh and just getting to again why we're here under state law we have to have a public hearing so the public has to be able to comment on issuing of these bonds so we posted an advertisement in the desert news of course the desert news is only published once a week now so it had to be at least 14 days before tonight so that was on june 25th we also posted on the public meeting the state's public meeting notice website you can see the minutes that we

089have to document that both president tingey and myself have to sign on in on board docs uh the impact so part of the public comment would have to be the impact that these schools will have on the community and the private sector of issuing these bonds so with that i know we have looks like we have a few people here president tingey i will turn it over to you to see to to go through the public comments thank you thank you leon so i show that one individual has signed up to speak to the board the lba board regarding the lease revenue bonds and that's mr steve van maren good evening again there's not much feedback from this mic so i'm used to feedback knowing it works um the salt lake county is doing a

090similar thing to build some libraries to pay for some libraries they were committed to building so i've been sitting in on those meetings and i bring you a little bit of information hopefully i haven't fully reviewed the record but i did listen to a couple of the meetings part of a couple of the meetings on this so your your board you the board are borrowing money to pay for the construction of these schools and then you will own them and lease them to the school district until the bonds are paid off i think there's very little possibility of the school district defaulting on those payments so there's not a lot of risk but the bonds are not paying for the whole school there's going to be other costs some have already probably been paid and

091will be other costs that will probably be picked up by the district i'm guessing furnishings i don't know specifically so you have more at risk than just the school board has more at risk than just the cost of the bonds second in looking at the amortizations table that he just showed you the interest rate was two percent [Music] um there was another comment made that the interest rate may be higher than normal for bonds because there's no guarantee it's best faith there's not a tax revenue guaranteed behind them two percent probably a little low so you might end up paying more interest even if they are certified certified at five percent and you get a discount back you still have to pay the five percent which will mean you're paying more every year than is

092shown on that schedule may help you initially because you have the kickback but it's a risk third um it communicated with leon yesterday and uh you can currently save based on that amortization skill you can save over six hundred thousand dollars by paying off the last ten years in two and the amount is under four million per year so if you just maintain the payment level you're out of the bond business you totally own the school's board will totally own the schools in just two more years than the 10. and i hope although that's two elections away i don't know how many of you will be back at that point but i hope that is done uh i don't like that i appreciate the 20 year instead of even longer term but it even the

093last 10 years is still going to cost you quite a bit of interest especially at those low payment rates now you're asking for comments on two things the impact of the public sure new schools will be great less risk of earthquakes damage impact to the economy will be great because you'll be employing people to put them up those two questions are really leading questions and don't get to the root of the issue but that's what was asked for so i got a comment on that thank you for your time thank you that is um all that have signed up to address the board i will just ask if there's anyone in the room that somehow missed that opportunity nope okay thank you um yes so uh mr wilcox do you have there was a question

094or two there that i thought maybe you could answer absolutely one of the things that uh mr van marim brought up again again in 2029 i think steve's looking at 2032 on that right is that where you're looking at those i'll just point here but in 2029 we do intend to refund these bonds and when you do when we refund those we will look at paying them off right then or we'll look at again the we have multiple variables of our capital needs over the next eight years and if need to we want to maintain that flexibility that we if needed to we could still pay them off in two four six years out you know maybe in 2025 2037 somewhere in there but again we will look at all options at that time our

095goal was you know we do feel strongly as administration that hey we're undertaking this right now we need to pay the bulk of the payments right now we're looking at at least paying 60 of the costs over the next eight years up to 2029. that way a future board even though they may still have payments we have to amortize those out a future board is not hampered by that and a future administration so we do feel like hey we're taking the responsibility on we're not going to pass that most of that is going to be paid off by 2029 we're not going to pass that the real buck down the road there so that's our our goal with that so uh with that we'll have any board discussion then we actually don't need to take

096any action right preston uh because we've already approved the resolution on the bonds last meeting but again i'd like to allow for the board to have any discussion and then again as we mentioned earlier would like to have a formally close the public hearing with the motion in the boat okay thank you board questions or comments mr millerberg and then mrs schill you know the comment i have is simply put the lease revenue bonds is not what we had wanted to do when we passed the bond absolutely but a primary paramount concern is we had made a commitment to the members of our community to the patrons of the school district that we would build these schools and i think it is imperative that the board of education show integrity by doing exactly that and

097build the school that we committed to and that's why the lease revenue bond becomes not only a reality but a necessity to have that happen and i think it also needs to be mentioned that a lease revenue bond does not go back to the public for additional funding like your standard your normal bond does we are not asking for any more revenue out of the public to do this it's just a funding mechanism to make it possible to meet the commitment that we made when the bond was passed yes very true obviously in perfect world we would not be in this having this discussion but we feel it's imperative to again get those two elementaries and buying part union going i would simply rather keep my word yeah than not and pay a little extra

098interest and have it a little tighter at the district level not keeping my word is not an option thank you mrs schill i just wanted to reiterate i asked this question last meeting but just for the public that there will be no there's no prepayment penalty on these lease revenue bonds right so we could pay them off sooner well we have to cut we have to go to the eight year call okay we have to go to eight years okay but then after that we compared then we'll uh decide where we're at at that time and make them maybe make them paid off maybe pay it off then in 2029 or pay off in two within two years of that or we just want to leave all the options as many options available as as

099needed okay perfect thank you mr wrigley uh just an observation and maybe tell me if i'm way off but it looks like we'll be paying if we go out to 2024 which we're not going to uh about 11 million 347 thousand dollars on your chart however um if we were to late delay these projects we'd probably pay that in another two years but i mean that the problem is is what we're finding is that if we go that list we'll have that but we would that be the extra cost to the buildings as the weight we've been seeing what's going on with our current buildings if we delayed two or three years try to come up with the other funding we may have 11 million dollars in additional cost then we'd have to take the

100loan out and then pay the additional 11 million after we did that is that logical thinking i mean that because with the longer we wait to build these buildings that was sort of the beauty of the original bonds that we did we found there was a significant amount of money difference between building corner canyon and brighton way more than this and so by moving this forward though it looks like we may be spending 11 if we take it all the way out if we pay it off in eight or whatever we actually may be saving quite a bit of money because the cost to wait several more years could eat up this and then we'd still have it and as far as long-term thinking is that correct yeah uh just uh i had business administrators

101with my colleague meetings yesterday with my colleagues yeah and i spoke to us you know one in two willow one and weber who are looking at high schools similar to ours and they told me what they were going to look at a preliminary budget and made me gulp yeah it's 150 million now isn't it yeah getting close to that yeah and was corner canyon was his 80 foot so as i look at this i'm going it may look like we're being premature getting some money but at the rate we see our houses and costs go up this will actually save us in the long run eight years out it'll probably save us quite a bit of money you take us if we didn't do this bond it'd probably take us four or five six years

102probably to come up yeah we said at least four to really complete them and by that time we'll have at least 11 million dollars more in additional cost on these buildings and then we'd still have to take out the loan for this amount of money yeah so i i think it's a it's a fair deal to the public um and it's an investment in something in an economy that's going absolutely crazy and doesn't seem like it's going to slow down and get us a glass i'll just ask thank you question is there anything that we need to add or um i i have a question that maybe he has an answer to mr van marin brought up the interest rate maybe possibly even going as high as five percent can you just give us an

103idea of what the market is looking like now for these types of bonds in regards to interest rates preston we i asked him to drive all the way down here and i feel like he needs to talk so and we would love to hear from him so we effect we expect the effective interest rate on your bonds to be well below 2 based on the amortization i want to make that clear and we discussed that in the last meeting that we thought it would be even below 1.75 percent the the fed is kind of telegraphed and focused on inflation you you saw that you can read about it tonight it actually did not impact long-term treasury bonds that would be most affiliated with a 10-year duration and so things are stacking up pretty well in

104your favor but i don't think anybody in this room can tell me where the market will be on august 10th if you do i'd like to buy some stock there are two interest rates on bonds there's the coupon rate which is the rate that's dictated by the investors and they never like to see a fractional interest rate like 1.524 and then you apply that to their principal and you get fractional pennies that are due based on whether or not it's a leap year or not and so they generally gravitate towards four and five percent coupons when we sell the bonds we offer them competitively and they determine what the best match is between the coupons for the investors whether it's an insurance company a bank a high net worth individual and then they attach to

105it as well the effective interest rate delivering a small premium to to the district that you could use for construction projects and that correctly was identified as something that the district has to repay but again it's not it even though it's at five percent you've got the benefit of that premium up up front to defer the costs and the one observation i'd say is the school district should have built all the buildings that you needed 10 or 11 years ago when you were founded and you'd be riding high you'd save a fortune of money but we can't go back we have to look forward and we have to say what's in the best interest of the students what can we do today has it sounded prudent does it meet the promises that we've made our

106patrons is it something that we can afford and i think the board's addressed all that thank you for having me it's not a waste to be here this this is a wonderful environment thank you we appreciate all that you and and your team do to support the district and advise us in these matters so any other comments uh mrs oakes i've just been ruminating about how tough your position has been um to be in this situation that we are right now leon in light of everything that's happened this last year with covid no one expected a few months ago that the cost of lumber would quadruple i didn't expect bill it's crazy right it's crazy and nobody could have anticipated that nor could i have anticipated when i i bought a piece of furniture last

107month that it would arrive any time before now the latest i've heard is february supply chains and everything that's going on with them is crazy americans have never seen anything like this at least in our generation before so i can't even imagine what it's like to build an entire school so i think it's very wise that we're getting out ahead of this and i really appreciate all of your work on that okay thank you all right i believe that concludes our public hearing and so um the next item oh we need to close the public hearing yes and so i will ask for a motion to do that thank you i'd like to make a motion that we convene the meeting of the local building authority of canyon school district oh sorry that we will

108move to close move to convene which is closing the meeting and approve let's see which one are we on we have to close the public hearing sorry on the issuance of lease revenue bonds look at it all right thank you did you get that cindy okay thank you is there a second to the motion i'll second them thank you any discussion to this motion see none i'll call for a vote all in favor please say aye aye aye ms nye bauer yes i okay thank you any opposed all right that motion passes thank you and now we'll move to item 10b consideration for adoption of a resolution amending the bylaws of the lba yes thank you again president uh last meeting the 22nd we brought to you as the lba to your bylaws that you

109adopted was one thing that we overlooked that we should have caught prior to this and that is as a board of education if you have two vice presidents we would like to amend the bylaws that both vice presidents would be vice presidents of the lba and so that would be moving forward now right now we will still keep mrs oakes as the vice president of the lba but moving forward to just amending those bylaws uh would to allow for that to happen in the future so you have on board docs a clean and a redline version there is there any questions on that questions mr wrigley so as this is written if we have one it just goes down to one if we have whatever the current makeup is of the board this enforces it

110we don't have to do this again and mostly we probably won't have to even deal with this for several years to come but it does put it in line with what it is okay thank you other questions or comments on this mrs oaks i'm grateful that we're doing this i think this well or at least discussing it i think it's a wise idea for us to make adaptions for whatever can take place in the future so it's a good idea and so there is a possible motion for you also i want to just know and i'm going to pass this sign up sheet down the line so on board docs we have a uh as the lba you don't meet regularly right so we don't have a regular scheduled meeting so we want to on

111board docs you can see this amendment of the bylaws there uh notice of a special meeting so we want to have each of you if we can sign this that you were notified of this meeting that's taking place we'll try to get holly's signature of that also on the uh oh i left it up with my the seat up there we'd also like to have you sign or i should have passed it out last meeting but we didn't have the full board that i notice of the meeting on june 22nd meeting that's the lba so i'll pass that down and ask for your signatures the one on the 22nd could sign wherever i mean on this one on the july 13th you can sign wherever but we'd ask our president senior to sign under the

112president and uh mrs oakes to sign under the vice president line okay if there's any questions there forward any questions so i'll pass those down when i get up there okay um yeah if there are no further questions then um a motion would be in order okay i move to amend the bylaws of the local building authority of the canyon school district as presented and on board dogs thank you is there a second to the motion i'll second it thank you any discussion to this motion [Music] see none i'll call for a vote all in favor please say i i any opposed that motion passes thank you okay now now we are on item 11 adjourn meeting as a local building authority i will ask for a motion i'll make a motion that we move

113to adjourn the meeting as a local building authority of the kenya school district thank you is there a second to this motion i'll second that thank you any discussion to this motion all right see none uh call for a vote all in favor of the motion please say aye any opposed okay that motion passes thank you and now item 12 we will reconvene the meeting of the canyons board of education and i will ask for a motion i'll make a motion to reconvene the meeting of the canyon school board of education is outlined on in the approved agenda thank you is there a second to this motion all a second thank you and any discussion to this motion all right scene none i'll call i'll call for a vote on the motion all in favor

114please say aye thank you any opposed that motion passes okay now we are moving to item 13 as a board of education we will consider our new business items and we'll start with item 13a glacier hills mascot presentation turn the time over to kirsten stewart associate director of communications good evening thank you president tingey members of the board as you'll recall back in august 2020 we came to you with some ideas about the naming and rebranding of a new school to house bellevue and edgemont elementary schools the ideas which culminated in the choosing of the glacier hills elementary name and the cooler than cooler yeti mascot were the product of months of input from families students alumni administrators community members and local leaders including board vice president steve wrigley who has participated in the process

115and provided guidance throughout since that time julie winfrey who as you know will be serving as the glacier hills principal when the school opens in the fall of 2022 and csd's graphic designer jeff olson have been working with a focused group of families and school staff to build a logo and branding suite to bring the glacier hills identity to to life along with the beloved yeti so the result really is a really fun colorful creative branding suite and i if it's if you'll allow i'll ask julie and jeff to come up and present that to you all thank you about eight months ago i formed a glacier hills advisory council that consists of 24 adults including parents and staff from both schools over the eight months we have had six meetings and sent out two

116surveys to get feedback about the yeti and the design i first want to thank the advisory council which the names are up on the slides they have been wonderful also dr mckay robinson and mr wrigley for giving us their support throughout the process i also want to thank kirsten and jeff because they have been amazing to guide me through this process and they've just been so creative with this new mascot so i think we have come up with a wonderful yeti for you um throughout let's see throughout the rebranding and design process we strive to reflect the shared values that the advisory council felt represented both of their schools so you can see them listed here on the slide and we held an open house style meeting um a week or so ago to reveal

117the final logo design for the advisory council the response was overwhelmingly positive and i believe excitement is starting to build for the new glacier hills elementary people are starting to take ownership of the new logo with their excitement so now i'm going to turn the time over to jeff to show you why we're really here good evening board i gotta move the mic okay i'm i'm not that short i guess all right so i thought uh let's see here there we go i thought i'd uh start out with the official school colors which we're proposing are going to be blue and white symbolizing ice and snow we also have several accent colors uh listed here and those are reminiscent of the northern lights or the aurora borealis which i understand is being used to also

118design the building there will be little accents here and there that will pay homage to the aurora borealis and the beautiful colors of that um all these colors are repeated throughout the school building design also we've teased so far a little uh footprint on here that's part of the design that we've had several teachers be very excited about using as a way to help their students line up for class so we're going to produce some feet for the little yeti feet for the school you can see here listed are our fonts which were chosen specifically based on characteristics listed on the previous slide they help tie the branding together as strong clean and easy to read which is particularly important at an elementary school and now after the long wait we will reveal the new

119yeti so get yeti right here he is all right well our beloved mascot always gets confused with the abominable snowman yeti doesn't mind we sorry forgive the dad jokes i can't help myself uh we probably spent most of our time on the sit on this signature element of the brand suite um this is the image that we really expect to capture the imagination of the students the challenge we faced in designing the yeti was getting the body shape correct so that our furry friend appeared large and formidable but also friendly and approachable for the students we think we struck a nice balance so he did look like santa claus for a while so here we have um just a couple of different uh poses for our yeti uh we have our friendly thumbs up yeti

120and then center we have our we've had several people say he looks like a little kindergartner with his big old backpack on and then we have our safety yeti on the side here we've also had requests already for yeti leaning on a post and a yeti holding a book to kind of inspire the kids to read all right so i'm going to move on to our next so here is the official word mark for glacier hills elementary this will be used for everything from signage to business cards to flags and stickers you can see one of our official fonts represented here and we choose we chose to do kind of a gradient on this uh logo so it kind of gives it depth and appears to be like ice and snow and kind of give

121that tie-in to the glacier there let's see and then here are some secondary marks and they have they'll have various uses as well uh you might see them on posters t-shirts or stickers um and then at this time i'll let julie explain how she plans to unveil the branding and the mascot over the next year unless anyone has questions relating to design of the new logo that i can answer i think we're all pretty excited about this and looking at these so um we gave you a little gift pack and you have some stickers in there so our next steps are that we would like the students to help us name this yeti and so in september i'll work with the two current principals and we'll let the students start to come up with some

122names and and vote on those i am currently working on a bid for this yeti so i've reached out to four companies to make a costume for our yeti so i've had some great um responses and they look just like it so i'm really excited for that we are going to be building a vision and mission statement in september or start the process i've asked scott christensen in isd who has experience in leading groups in developing division and mission statements to guide the building leadership team first and then go to the advisory council to help us with that vision and mission statements we would like to hold two or three community events to start bringing the two communities together um ideas might be a skate night or bear park at bear park having an ice

123cream social things like that and our plan is to unveil the yeti mascot at one of those events we would like to unveil the yeti sooner than later um because both principals have reached out at the current schools to say can we get stickers to get to give out for pbis or our positive behavior um system to get the kids excited so they're already wanting to see the yeti and so we we hope to do that sooner than later there's a lot to accomplish by next fall but the building is on schedule i leave every building meeting with saying are we on schedule and they have said yes every time so um that's really exciting and we're gonna be ready so thank you for your time thank you anyone have a comment on this information

124uh mrs oakes and then mr wrigley julia i want to thank you for all your work i can't imagine in the midst of everything that we've had going on on covid on top of that as a principal you've had these additional responsibilities of bringing two school communities together while also taking care of rich crest and everything else so i have to hand it to you i can think of very few people that would be more capable or great at this and this community is lucky to have you i love the mascot it's going to be awesome so thank you thank you i have great support so thank you mr wrigley i just want to say i am getting excited about all this it's been fun to be involved in the process you guys don't know

125how difficult it is nowadays to find a mascot it's politically correct and so far we cannot figure who the yeti will offend there's gotta be somebody because he's part russian and chinese i think we were talking so anyway there's gotta be somebody here but hopefully uh this it'll be very positive um and well accepted in the community um so anyway thank you so much for all you've done on this and it's really exciting to see this and i'm sure the kids will be excited about this creature i think the most controversial thing on this yeti was his horns we had multiple different horns what type of horns so all right thank you mrs schill i just want to thank you both for your work on this and it's really exciting and i want to especially

126compliment jeff because i just think we have some of the best logos and i know he spends a lot of time designing them and i think it's awesome so thank you thank you mrs nybauer has a comment well i was about to say what has been said by amber but i just wanted to thank jeff as well i just love the illustrative work and i love the colors and everything about it and just wanted to say thank you for all the hard work it looks so good and there may be mascot envy you know really awesome thank you any other comments thank you this is fun and i will just also say amen to what others have said about thank you for your work and all the extra effort thank you for jeff for your

127work creating and i know i mean you can look at it and say oh maybe you know that might have you know been simple but i know it's not i know every little line every little shading every little part of this took great effort and and it's it's really fun and and we're excited thank you also uh principal winfrey for your work as has been mentioned you're kind of doing double do double triple duty in a in a pandemic and we really appreciate that so please extend our appreciation to not only your faculty and staff at ridge crest for all that they do but also to your folks that you're working with now and getting glacier hills started that's my looking forward i love it thank you thank you okay um next is item 13b

128which is an update on strategic planning so we will turn time over to superintendent robbins thank you president ting i also just excited about the new mascot and thanks jeff and julie for your great work on this and um i just mentioning to mine it reminds me a little bit it has some of the same tone and flavor as the uh one of the old jazz color schemes with the mountains and kind of the cold blue and all of that so very cool i guess no pun intended good stuff um so real brief update on the strategic vision plan we had our latest check-in this week and still very focused on stakeholder engagement and process and just how that will unfold so as you know we're finalizing the steering committee which i'm super excited about

129which includes the board members uh on a rotating basis as well as i think we're close to 30 members on there that are a real broad spec spectrum of school representation and parent and community representation so really looking forward to that and we also talked a little bit about just uh planning for what that stakeholder engagement actually looks like and that includes surveys focus groups planning committees that range from students different parent subgroups potentially we also had early district leaders in our focus groups as well as a site-based sec parent input groups as well so just looking forward to to all of that uh happening this will really pick up when we get to august these reports will be more descriptive and more intense and it'll just be exciting to see that community engagement unfold

130over the month of august and september so i'm really excited for that to happen so thank you thank you superintendent and i just want to add to that the first steering committee meeting is august 2nd and those board members that had signed up to attend that meeting will be receiving a calendar invite from the um the folks at ed elements so so that will help confirm and yeah it is it's getting exciting are there any other questions or comments on this item okay we'll look forward to another report at our next meeting at our next meeting of the board of education okay next is item 13 c which is usba report and delegate assembly items and i will turn the time over to board member mont millerberg yeah just quickly um first item on my

131list was the uh online presentation that took place a week ago on mastering uh meetings using robert's rule of order i don't know how many people had a chance to watch that but i thought it was very worthwhile and there were a few suggestions in there that president at some point in time i think we should discuss as a board and see what we want to implement as far as our rules of conduct would be concerned and that will be online it's available if you missed it to watch that online on the usba homepage scroll to the towards the bottom and uh it's there and you can just click on the uh to play the webinar and watch that if you happen to miss it uh how long is that available 30 days from from

132the time they uh of the pre initial presentation so essentially right up right around to the end of the month only maybe not right till the 31st yeah i i i didn't look at the calendar to figure out what the 30 days worth but i may go back and rewatch it because i thought it was uh very very uh full of information the next one is the pre-delegate assembly which is scheduled for in our building here on august 20th the pre-delegate assembly that friday evening is open to all board members they will feed you they will have interesting people come to speak to you and it sets a tone uh for the delegate assembly which is the following day amanda and i are the uh delegates from our district and we will be attending on

133the 21st uh the next item on my list is uh september 16 through the 18th is the leadership academy uh this will be at vermont uh not the real vermont in uh switzerland darn it but the one up in midway oh it's gorgeous if you've ever been there it's gorgeous um this is shaping up uh i'm feeling real good about what we're having on the agenda the sign ups will probably come out uh amber what do you think in a couple of weeks i think they i think richard was working on putting those together yeah um can i just insert here i received a letter from usba yesterday i guess um notifying us that the sign ups will be open i think in a couple of weeks it's it's important that we sign up early

134every district is given three openings for board members to attend fortunately uh amber and i don't count against that three so we can have five and richard was also able to uh procure additional rooms up there not upping the limit for districts but if we happen to have another one or two sign up early and get on the list in case there's a cancellation it's going to be themed around creating our own new reality i think we've all had enough of covid but i think we also want to make sure that as we chart the course coming out of it that we're in charge and we're making it happen not having it happen to us if anybody except for me is interested uh the homestead has made golf available uh and if you've played the

135homestead course before it's a beautiful course and you can play 18 holes for 50 bucks or nine holes for 25 which is uh in midway a great price for golf i will be in the uh 18 hole group yeah midway in september is beautiful oh yeah it's uh it's the week before our foundation golf tournament uh just across the street at uh wasatch mountain so hey the uh the hebrew valley and especially midway is gorgeous that time of year so that's my report coming back from usda um thank you i i have a question then on the for the delegate assembly if mont and amanda are two delegates we are also given a third delegate to represent the district right two delegates as a region and one delegate to represent the district is that correct

136okay so and then also and the delegates are just those that can actually vote on the legislative priorities for um for usba but it is if i'm not if i'm correct if we're holding it here there's room so if someone would like to attend and just not vote they probably could is that correct president's chill i think yeah i think so yes no one usually wants to come because it's saturday morning but yes people are welcome and it will also be on zoom in a webinar format but in order to vote you have to be there in person okay so so but but you could observe or listen in online yes okay it's wonderful it is if i if i didn't get a chance to vote i think i'd be out on the link so

137um so with that um in mind i think um let's let's do this if you're interested in being the delegate to represent the district's seat um contact our contact you mont are you okay with that okay our representative of the board of directors and and then um otherwise like i said if you're interested in in the topics and the conversation then you will i'm assuming will we receive the zoom link okay just as all board members will receive that zoom link okay that sounds good and then same for for leadership academy if you're interested in attending that as one of our three three secured seats i guess we call it that the secured seats please contact um contact cindy and let her know and then as was mentioned we have the three seats or spots

138that are secured and then we'll have um we will have um some like waitlist type of a list if you're also interested alternate alternate okay um kind of the feel i got you you helped me out with this uh there's not enough additional space to add one person from every district or region statewide but there are going to be some extras and i would think we would have a pretty good chance of picking up some okay so if you're interested in being a voting delegate for the delegate assembly contact mont if you're interested in attending leadership academy contact cindy okay questions or comments on this miss nybaur did you hear that i did hear it i don't have any questions right now okay great thank you thank you all right thank you mont for representing

139us and for that report next is item well i think that concludes everything on our new business for this meeting agenda so we will now move to item 14 and we'll start with superintendent report superintendent robbins and then business administrator report uh mr wilcox thank you president i first just want to express uh appreciation to our facilities department um this morning uh leon and i had the chance to they called it keno i don't know if we were that elegant and eloquent in our speeches but uh it was up at alta high school in their new auditorium and just want to say thanks to rick conger and his entire team it was great to visit with them one of the things that we expressed was just our gratitude for all of their work this year

140taking care of our buildings and i mentioned the with a hundred percent certainty their work uh whether it's keeping our schools clean or the ventilation systems or sanitizing the the buildings had a direct impact on keeping our schools open and i think that should be noted publicly and their work noted and appreciated because i really think they among everything else happening and all the burdens that everyone was carrying they went forward with that work and really supported the board's direction in keeping schools open i also just wanted to mention and i didn't mention this earlier and i meant to after leon's presentation on the budget but there's been a lot of interest for k2 online and i think i've mentioned that before to the board as a concern that i've had heading into the fall

141and potentially that need we know that online education for k2 students definitely has its drawbacks i also recognize that parents of k2 students are more likely to be home and support their students depending on what is best for them if you remember we saw a pretty significant decline in our kindergarten students enrolling that's where a lot of that loss was and so um with these esser funds we're going to move forward with a k2 online option and i recognize that maybe partially in response to covid but also uh i think that's part of our um direction with uh canyons online so i think we're in a good position to um do that and offer that opportunity to our parents i know just in the last seven days we've that increase in requests for registration and

142interest is really uptick so i just wanted to pass that on to the board as well tonight so thank you thank you mr wilcox yes thank you president tinky uh just two quick items just really appreciate the board working through us for the last four meetings on organizing and approving these organize the lba and improving the bonds uh we don't foresee meeting again as an lba for several months possibly even a few years possibly even several years so but we do i certainly do appreciate working through again our first meeting on this was may 18th and uh every meeting since but we should be through with that now so thank you for that and also we gave you a copy a little light reading tonight of our of our budget book 290 pages we'll talk

143with you at maybe 2 a.m to see where you're at with it so uh but but thanks to gary warwick and our accounting staff putting this together and so again uh and that has been posted online for everyone to see so with that uh hope everyone can enjoy the rest of their summer it's going way too fast but uh as we get ready for school here and we were hillcrest and we five weeks from yesterday is the first day of school so we're starting to gear up again that's all i have thank you thank you okay um item 15 is board comments so um i will see if anyone has comments uh we can start maybe with mrs arnold so i want you to look at the time and if anyone talks past nine o'clock

144we're meeting in the parking lot right by those two officers police cars okay nine o'clock i i was just laughing at leon i have still been in school i am in school and i won't be out of school because by the time i quit school i'll be starting my next school year so i i don't know what he's talking about while i do but anyway i just want to thank everyone it's been a great night great discussions and i just really appreciate all the people i work with here thank you mr wrigley uh first off honestly i fully support the k through two uh i know as we have the d variant and when you have to go to z variant probably by the time we're done this may continue to happen um and uh

145i know if a parent has to be driven away from the school district to get online between k to two chances are they're not come back for three so they'll once they're gone they'll probably stay on that particular program so i think it's a good option for us to move forward to to keep that individual within our school i i appreciate the comments of the parents tonight this is this coming up here is going to be very difficult there are so many concerned people out there right now and they all have really good comments to make um and as a board we're trying to walk that thin line between everything that's going on mostly focusing always focusing on our students primarily as our as our group um i was sort of sad to hear there

146was concern about the social emotional thing uh perhaps we may want to look at some of the stuff and it's it's getting to that place where we had uh the term echo we've been using that forever and we had apparent things concerning about the term equity in our last report a lot of words are being hijacked and so when it gets to a point where you almost have to redefine every single word that you're talking about uh maybe at some point we need to take a look because the social emotional aspect especially in our high schools and stuff with all the stuff that's been going on if we're not addressing those skills we want to be sure it's not hijacked we want to be sure that we're teaching those appropriate things and i don't know

147how we could assure parents of that i know people are getting on national websites and it's like the the national teachers association if i was to look at their website oh my what's going on like as i see that but that's our local teachers associations is totally different than national teacher association um so i don't know how we're gonna deal that in the future but perhaps we're going to take a look at some of those to address some of those issues because i'd hate to have a lot of concerns about a social emotional programming to get rid of it which is sort of the foundation that we need these kids are emotionally affected more as much as maybe academically affected this last year um so how do we deal with that how do we explain

148um and again in the classrooms uh i think we're trying the best we can to sort of keep control of this whole thing um maybe we need to try to figure out how to do that so we could assure everybody that we're that we are literally when we say we're trying this is what we're trying to do so i don't know it's gonna be a fun fun year as we move into this year everybody's just really hypersensitive these have been a lot of issues for a long time but they're really really concerned now and how do we do that thank you thank you mrs nybauer yes um so i'm going to begin my comments with just a question i i'm having a hard time hearing uh dr robbins very well what was he saying we're

149going to give a k through second option for parents who are nervous about having their kids in school to also have an online option i wasn't sure what he was saying there it was a little not it was a little soft volume-wise oh yes yeah thank you for for letting us know about that yes he was saying that they are going to um provide a k kindergarten first grade and second grade option for online learning um and you know that it will be part of the online school that that um was third through eighth grade and then and and i believe that the structure will be similar to what the third well you know the other elementary grades are yeah we'll go into that deeper yes one comment to that to holly and to the

150board is dependent on enrollment um right now we're just over a little over a hundred students in k-8 so there could be combined grades or 3-8 sorry amber so there could possibly be combined grades depending on the total number which i think in the online environment is okay we'll just watch it i i just you know we really feel like with all this going on the demand and the uh interest for k2 is is necessary so yeah yeah holly does that help okay sorry for some reason it's a little bit in and out with you so you're saying that we're just we're adding that group that younger group that we didn't have originally so parents have an option if they are worried about any health precautions or for any other reason right the delta variant

151or whatever it may be that that will also be an option for them is that what you're saying and dependent on enrollment it will be combined with other grades yes yes okay okay let's see uh amber roderick landward has i just wanted to clarify that the combined grains would be the responsibility of the online teacher they wouldn't necessarily be attending online instruction together so we had that happen this year as well so the teacher was responsible for two grades but the students weren't necessarily integrated for instruction great great okay well thank you so much for that clarification i think that yeah that that makes a lot of sense to provide that as an option for parents i think it helps it helps them make a decision that they feel best about their children and relieve

152some tension where they some parents i know we had one email that was worried about maths and things like that so i think that's a great option and i am grateful to hear from amber that it will still be individualized learning that's grade level appropriate and it's the teacher that's combining not necessarily the work the kids are doing so i think that i think that's great um and i and i agree that we need to provide all options so that parents don't feel like they have to leave our district to get the option that they want right so i think that's great to be inclusive to those lower grades as well um as we as we say so still you know there are parents that are worried and and you know and understandably so that

153there's still some unknowns um i'm very grateful for the work that the district does i wanted to comment i really have enjoyed my committee work that i've been working um with nancy and steve on a school board handbook i think that's just been really great to identify and this will be a great resource that will be online publicly not only for anyone who's thinking about running for school board but also just a great go-to place for even the public and patrons that you know have questions concerning what does the board really do and what's the relationship of the board with the district and you know and how are those state statutes working towards that common goal of of leading and then and then the administrative role to the district so that's been super enjoyable and

154and then also i also wanted to comment i know parents in patron comments spoke tonight very passionately about making sure that our students are being taught inclusivity impartiality respect and kindness and compassion and that we aren't um even in dialogue we aren't segregating people by ethnicity um and i just i championed that cause and just wanted to comment some reassurance that the district i'm part of a committee where we are absolutely looking at that and and talking about how we can make sure that all of our our administrators and teachers in the district that we all are are speaking the same language that we're making sure that students feel comfortable sharing perspectives but we're also maintaining a great level of respect and inclusivity that we are we are looking at kindness and compassion and that

155we aren't um trying to be divisive with any any differences um culturally or ethnically or or anything like that so i just i i look forward to that i think we're going to have some great discussion obviously the state has put forward some things about making sure that and really the goal is is just that we are providing pathways for all students that all students have pathways for success and i think that's a common goal we can all get behind and that we're making sure that our language and our discus classroom discussions don't show partiality leaning towards one political thought or another and that we're just maintaining a great level of respect that we respect one another's differing opinions different you know all our differences so anyway um that's that's it thank you so much

156for letting me be on the phone tonight i really appreciate the discussion and the great work the districts put forward thank you mrs oakes so i want to apologize for my botched up motion this evening you wouldn't have thought that i had just watched the excellent presentation that usba had crea had prepared for all of us i think it was the pressure of knowing what i should be doing and i just totally did not get that so and i'm not used to um least revenue bonds this is a new experience for me and with that said i want to thank leon and all of those here at the district that have done such a great job looking out for the district and all of our financial needs um we really appreciate so many people at

157all levels of this district and and your work is is noticed and appreciated um i also want to uh congratulate our beverly taylor sorenson awards winners um that beverly taylor sorensen's legacy cannot be overestimated in this state i was just barely down at the shakespearean festival in cedar city and one of the theaters was made possible completely from her legacy it's it's incredible to me and what she's left behind for the school children of the state of utah is incredible and each of those um teachers i'm more familiar with some than others they're amazing and they make such a huge difference and while we're talking about social and emotional well-being i don't think it can be underestimated what the arts do for children at all ages and for adults for me it was almost healing

158to sit in a live theater again with other human beings and to watch and experience the full range of human emotions in a way that was really collective and connecting i want to thank rick for seeing to the k-2 online needs i recognize that it's an uncertain time for a lot of families there are a lot of families that are really nervous that when they can't um provide their children with vaccination of what that means for them in a school especially if masks are off the table and i think it's important for us to continue to create options for our for our parents another thing i'd like to just quickly address and then move on sorry we are past nine o'clock um is i just uh have received a lot of feedback lately from the

159community of how grateful they were that during covid they were able to use some of our facilities whether it be tennis courts or other outdoor facilities i've ruminated a lot as as we have come to the public and asked for for bonds and increase in taxes and on different things i think it's really important that as a board we maintain the perspective that these facilities were built with taxpayer funds and they belong to them and it was really helpful for people when they were trying to deal with the isolation that the pandemic brought to be able to get out and exercise and use some of these places for their health and mental well-being and so i just want to thank all of the principals and and facilities um staff that made that possible i think

160it it does a lot of good for the community they we give to them they give to us it's all part of a collective that is synergistic if we allow it to be so that's all i have to say thanks thank you mrs shiel okay i'll try to make mine short um nancy and i had a meeting with cotton height city we meet with the mayor and city manager quarterly and we just kind of give them an update on the district they give us an update on the city and they just really appreciate that partnership and we work really well with them our district not just me nancy but our district administrators and i was personally really concerned because they were going to do a roundabout right in front of brighton and then it was

161going to be this summer and then it was going to go over summer and we still won't have the parking lot anyway luckily it's working out that it's not going to be till next year so i'm just really relieved about that i was really worried about our patrons and parents and students and how they were going to anyway get through all the construction so without the opening you know the front parking lot so i'm really relieved about that but they really do appreciate our district so i just wanted to pass that on and i just also want to thank the patrons who came to speak today i know it's not easy and it can be scary but we really do try to listen to them and i hope we can kind of look into that

162second step that concern that was brought up that would be interesting to look into that i hope that's not true um but i just want our patrons to know we do appreciate them and their comments thank you mr millerberg you know amanda there's a reason i don't make motions very often and you just reinforced it i mean that way i don't do that um you know i thought it was uh kind of an original idea and it's coming from one end of the table to the other i find out it isn't but i too would like to express appreciation to the parents that came and spoke to us not only tonight but at all of our meetings because you know it's their district they have kids in our schools and they are really watchdogs for

163us to let us know what's going on in our schools and so i hope we can always maintain that feeling that it is not an adversarial relationship with the people that come they they are our bosses and uh we need to listen and so i i think that's a hard topic they address tonight and i think for the most part we're on board with where they are and their input as far as what's happening in our schools what's happening in the individual classrooms that's a big deal and so i would really like to invite them to come back and come back often um kudos are going out to uh you know leon you said that uh you and rick met this morning with the uh facilities uh people i've i've stayed awake at night wondering

164if we're going to be able to open our high school this fall and you know i understand we're not going to be at 100 percent but the doors will swing open the teachers will be in their brand new classrooms and the kids will walk in i feel badly for the kids that just graduated they went through their high school years in a war zone and they'll never have the advantage of seeing what that was all about but uh kudos to everybody that's handling facilities and also to the uh construction crews at our two major builds uh they felt the pressure and they've stepped up and they've made it happen so that's really really a cool deal um also just uh by way of fyi um we sat down this morning uh the superintendent leon and

165i with uh mayor hale and matt dahl and kyle from uh midvale city and had a very nice discussion with them in a meeting with them and it is uh i hope the two of you felt like uh once again we've got a great working relationship with at least that city and i believe with all of the cities in our district to where we're servicing the same patrons and they want to know what they can do to help us we want to know what we can do to help them and it all focuses on educating the kids and um i think we all understand that uh in in our city there are certain areas that uh if the kids can understand one simple concept and that the pathway out of poverty is through education we

166will make great great headway and so i really appreciate that spirit of cooperation with midville city and that's all i have to say thank you okay um well uh yeah mrs schill would like to add something yeah i forgot to say something about the patreon comments i just also want it in the record that i really appreciate the respectful and civil manner almost every day i see a headline of parents who are not acting that way in board school board meetings so anyway please add that to my comments thank you okay um i too will just add my appreciation [Music] to those of my fellow board members that's one thing that i do appreciate about going last is everyone has said all of the thoughts that i have been prepared to say and they usually

167say them much much better than i than i do more articulate than i am so i will just um say thank you thank you for to everyone for everything and it's uh it has been a great evening and i'll wish everyone the great rest of what's left of our evening which is um we have a little bit more than we usually do i guess at the end of board meetings even though but we didn't quite finish before nine yes and i am so i am so great i wish you all that i'll be able to sleep well tonight thank you i wish you all the very best and thank you um and with that we will adjourn the meeting thank you oh
