003the time over to public comment and we have Megan Henley if you'll come up to the microphone yeah Matt's setting the time so you have five minutes for your comment like 30 seconds um dear board members my name is Megan Henley I'm a teacher at Silver Summit Elementary uh this school year has been very trying on me and my family as we struggle with finding reliable child care I'm sure you are all aware of the child care crisis that is happening in the state of Utah we have been put on multiple waitlists since our sun forest was born in May of 2022 I've been told that we are numbered 205 on one wait list another has advised that it could take in excess of 18 months and other facilities are making the same claims I

004have invested in home child care which on the General market here in Wasatch and Summit County can be upwards of 25 an hour and that's just not feasible on a teacher's salary our principal at Silver Summit Elementary Louise Willoughby has reached out to the district to ask for child care and while I understand it is something you are looking into we are here tonight to put a face and family to The Plight I know I speak for other employees of the district when I state that our situation is grave having to make choices between doing the job we are born to do and the care of our family members is devastating not only the young students and are charge but for our families recently KSL News reported that child care issues in the state of

005Utah have resulted in 1.36 billion dollar loss to Utah's economy please help us not to become part of this unprecedented statistic with the utmost respect and humility we ask that the board immediately moved to investigate approve an open district-wide child care facility let South Summit District be the model and lead the way for working parents thank you for your time thank you okay next on our agenda is directory reports and we're going to hear from Steve Sutherland from the South Summit Aquatics and fitness center okay first off thank you for this opportunity um kind of just to go through the report a little bit more in in in in depth in certain areas what we try to do each and every year when we're getting ready to put together the program guide and I've brought

006some and I can leave them for those that would like them we do that we typically start in uh the goal of September that usually gets bumped back a little bit but that's about the time that we start our program by during that time what we do is we look back and see what worked over the past year and maybe what didn't those things that didn't work particularly well over the span of a couple of years we go ahead and we replace those and we try to bring in something new or multiple new programs each and every year this year was was no different if we look uh on on page five we have 49 programs uh different programs which we offer a hundred programs a year so some of those are once one are

007done for the year and others are multiple times throughout the year such as our star smart program we have four different programs in that and um um our pickleball that we will talk a little bit more about because when you look at the six new programs for those um were pickleball based so what we've gone from was prior to 2022 we had drop-in pickleball three days a week they would take seven if we we'll give them that during the winter is is harder that's why if you were to look in the program guide we don't do really any pickleball other than drop in um we don't do any tournaments we just don't have the gym space um and so we have the drop in and then we had one um a pickleball tournament what we

008did last added two leagues um we have a spring league and a fall league which is run a lot the same as any other adult program um and then we also have we've added four other tournaments some of those tournaments just to give you a kind of an idea are some are competitive uh like a um how so it would be the uh I just lost it sorry the men men and women compete um who had uh yeah it's not called that but yes um and um so that's more on the competitive side and then some of the funner ones we have we have like a musical pickleball which a combination of uh musical chairs where you might play for two and a half songs you might play for 30 seconds um a mix between

009that and King of the Court those seem to go pretty well um and those were the six new uh new activities that we provided this year then when we go to you kind of have an idea on page six and seven an idea of where people are coming in from we try to keep stats uh statistically that way even though when it looks across and it shows only about 8 000 daily passes that's who's signed in these are these are the sign-in sheets these are not actual only six thousand people that are coming into our facility one person might come in or maybe a family of seven comes in and that would be one um and so if I as a father put down and then my wife and my children those are all underneath

010um but that's what it's showing there just to kind of give you an idea you can kind of see um where we're getting our uh obviously Camas Valley and then it uh it kind of depends sometimes between Park City and Heber typically Heber is is a little higher but it does fluctuate a little bit with that so you can kind of get an idea of where our day pass [Music] ions and guests are are coming from one of the things that I wanted to talk about it was interesting that um and I and I think we've seen this in other areas but when when kovid uh happened right after that 2021 was our best year that we ever had and that was I think the first time that we hit into the 600 000 Revenue

011range um this past year we beat That by just over 68 thousand dollars so we we kind of shattered that and we were just actually about 8 000 shy of um hitting our hitting the 700 000 Mark which we've never hit before um so that's kind of uh the revenue obviously we can dive into that more if you have any questions between day passes uh um memberships uh programs things like that um and then on the next page page 20 we just we talk a little bit about our social uh media what we're doing uh 2021 really was kind of a a breakout if you will on on really pushing the social media that's when we started in 2020 is when we started doing some virtual programs things like that on and then we started

012really kind of pushing more in 2021 and we did a much better job in 2022 um with uh with a lot of help from somebody a lot younger than me Mike has been a great addition with with helping with that um trying to get that content out as as well we also have an Instagram account we realized once we started trying to put this together that you could only get that data for three months and so going back for the year was well it didn't work so this year we've already started collecting that data for January um and we'll do the same throughout the year so that's kind of where we're reaching where we're hit uh on our social media our Google reviews uh 4.7 percent or not percent 4.7 is what our rating uh

013on on our Google reviews on that as well we do have several program or excuse me projects that we're trying to put together and do this year uh we were able to get a grant was it 21. um yeah I think we got awarded it about this time last year and uh excuse me in 2022 and we were to purchase it um and order it I believe was March it arrived yesterday so that's how long we've been uh waiting for that so that will be put up in the spring as soon as we can get on the the grass that's going to go right behind the rec center between the asphalt and the um volleyball pit it's going to go right in there that's uh we're excited for that that's going to allow us to

014do outdoor birthday party rentals and that we'll be able to do some other activities that way as well more hopefully in the future more family community based with that a couple of things that we are in need of new new roof we've been having issues for quite a few years we we are going to have somebody come in take a look where the issues are what the what the channel um the middle channeling as far as in-house we can't really find where it's starting um because it could start in the north east corner and it shows itself more so on the over by the rock wall by our offices uh and in that area so that's one project also a new liner through uh we've had a mirtha liner in the past those of you

015may not be aware of what that is is basically it's a PVC type liner um it's not the old plaster pool so we will be doing that as well um also we have some other areas fixing the the slide Tower um with the Metal Sheets we we need to do some work on that as well there's a couple other projects that I didn't put on here because I had uh already done this but a couple other projects that we're looking into is we're looking at if you're familiar with the facility on this south side of each locker room um we have a bank of lockers we're looking at removing those um currently right now um on on our project for this year as well um overall I think some of some of the information you're

016already familiar with because we talked about this last um last month but we currently have three full-time staff depending on uh the time of year we have typically between our fitness and uh our fitness staff Fitness instructors weight front desk and lifeguards we typically have right around 40 to 50 during the summer that does go up to around 60 part-time individuals that does fluctuate um we have we're down a little bit more than we typically have been just because um you may or may not be aware but lifeguard shortage throughout the nation through the state I think last time I heard the Salt Lake Area was down about 500 lifeguards which is creating a lot of issues anybody that has tried to take their children or grandchildren to a facility knows that the hours they

017may or may not be open Mike was telling me there's a couple of locations that he's been to and visited where there's just a QR code you go there that day and you can scan that and it will tell you what their hours are for the day or if they are open so right now Mike's done a great job with us being able to stay open without too much inconvenience with ours we have adjusted when we're open all day like uh next Friday as well as President's Day will be open the whole Center will be open from 5 a.m to 9pm but the pool will be open from 5 a.m to 9 A.M and then from 11 to 7 and what the the reason why we do that is because it's a lot easier for

018us to find um or excuse me uh fill one one shift of eight hours versus two shifts of it would be about five or six hours so that's the direction that we've moved on so um that that is uh the our report um if you have any questions please ask away a couple of questions uh one is um in the report we got last month hot tub is it a problem or not always has been for 19 and a half years is there any plans to fix it when you say fix it what do you mean well that's what I don't know that's what I'm asking you so it's a constant fix okay um and so with with a lot of new bills and ours was no exception some of the things were Corners were

019cut um and by the various companies and so when that hot tub was put in um it was under jetted so the Jets were underrated and the motor at the time was underrated so it's it's it's been a constant trying to there's always an issue um Mike and Dave uh usually jump on it within you know typically hours sometimes depending on if it's a weekend or whatever we did have for a period of time we did have an issue and they could never figure out what it was they they had two different companies come up physically they had uh also he would call the same companies to try to walk them through FaceTime that type of thing and it just what was going on is when staff would leave to go home chemical is fine

020and at five o'clock when they would do uh the chemicals it was through the roof and so um you know pumps were down no I mean so it was the answer to the question is that's a great question so it's one you're going to work on or well come work with those work permanent solution well again I mean it's hard it's hard to come up with a solution when we don't know what the you know because again like I said we've had we've had professionals come in and and they're they don't know what to do so again you know Mike and Dave they're they're constantly calling um other business and trying trying to find that what it is um and yes I mean we're going to continue to try to figure out what it is

021and then once we figure out what it why it's doing what it's doing then we can address address that they're probably the only true fix is replacing the thing which I'll be super expensive yeah there's another solution but you don't want to hear it go for it go for it right cement I do it fill it in is that what you're saying no hot tub I mean I say that in in jest right because there's a lot of people that utilize it and um I I get it the older I get I mean that there there it definitely is a benefit to our community so I say that jokingly um but uh yeah we're definitely looking into trying to figure out why it's a con it but it always has been just so you know

022yeah I don't know if there could be an alternative I I'm not an expert I don't know anything about pools that's why yeah that's why you're here right um yeah I I I think all looking at Alternatives it's probably worth it absolutely yeah we can certainly do that um one of the suggestions too in the uh which I was surprised it was as high as it was but a sauna so we've actually I don't know if many of you knew this but when we first um 20 years ago with the old pool there was a sauna in the uh where the old pool and then when they reconfigured they took the saunas out um but we've actually we're actually looking into um I call them Ikea saunas I mean they're not from Ikea but the

023concept is it comes in a kit we put it up and so we've we're looking into things like that as well um I think that would help alleviate the other issues well just to give some of that the only other one and I know it's not part of this study is what is the recommendations based on the study we got last month have we have we worked through that yeah we have ideas we have some ideas but it's going to cost money and so we're trying to weigh what that is and what what we want to do and I I think we're just kind of before we go too far we're we're leaning towards you know expanding some hours um especially for the mothers that drop their kids off at school and want to go

024work out to cover that that uh and then I'm looking at at possible we think the biggest need right now is maintenance um and we kind of put a Band-Aid when we when we asked Mike to do some of that um but that the the facility is getting to a point where it's so old and it's so corrosive and and stuff in there that that if we don't stay up on this Mason that's this thing's just going to follow up around so so I think that's kind of original I think that's kind of what we were looking at to start maybe well there's a couple other just to caveat on that there's I mean um we're having issues with getting lifeguards so one of the things that we're wanting to do and again it's kind

025of it's it's going to be a work in progress but getting the lifeguards in a Range to where we compete you know not match because we're never going to match a victory Ranch we understand that but as long as we can compete so we need to get into that range so that's one thing also um to uh you know we're we we've done it and we we've done it for a lot of years but we're understaffed on the full-time side so one of the one of the ones was um maintenance um then we're we're initially this first year also also looking to bring a maintenance issue person in as well as a program coordinator to help offset and then and then also trying to uh do away with certain things increase fees and so there's

026yeah and I didn't mean to put you on the spot no I really really wondering is when when am I going to get those recommendations yeah so we can see it that that's yeah I don't want to put you on this no no that but that's what we've talked about those are those are the main key points that we've that we have talked about because we talked about it right after because I mean I went into Adam's office the next day and say okay could I hire what's yeah that is not true but I did so I said what's our next step and so he gave us some gave me some ideas and so we're working through yeah so probably a couple couple months before we see your recommendations based on yeah we want to

027get a record it needs to be in this next budget okay so as I start preparing that it'll be part of that package okay because I think it makes sense to do this next but you know on this next budget piece so and he's got some ideas for Revenue too so yeah it's not going to be just the school district cloning up money he's going to try to find some too and so it'll it'll be kind of a give and take yeah looking at adjusting things yeah raising additional fees I was just mainly wondering when I was going to see yeah okay where are we at on the uh replacing the pool liner um so I know Wes I know um I know Wes has been looking into it him and Mike um you know

028our our goal is to have that on our uh are shut down in September so that that is what we're trying to accomplish at this point is get all the bids in get all that lined up so that is our goal right now is to get it done in that that week of sep that the 10 days that we're closed in September to the for the pool and what's really interesting with that is doesn't no one wants to work and so getting bids is like pulling teeth right now and so I know you said that we're having a really hard time finding finding someone that wants to do this so it's such a and it's again it's such a specialty piece since they went with mirtha when they did it originally it really there's I

029think there's one there's one kind well it's Bertha it's one company but I think there's one company that used to do in Salt Lake and the other one is in Denver currently right I don't even think the one in Salt Lake so it's it's really quite kind of yeah so so we're looking at other options too it might not be immersive liner you know so so again we're looking at multiple things and Wes is working that and really to the point we've got a little bit more time on this one because it doesn't have to be done in the summer working more towards September to correct to make that happen when we shut down the pool anyway so anybody have any other questions for Steve okay thanks Steve okay thank you okay professional development evaluation

032background checks okay I'll second okay it's been moved and seconded to approve the consent calendar is there any discussion are the like I know in our last school we're meaning that they had coaches that had names if you go down into the executive content there is a um is she not logged into the um okay thank you you can take a minute read it if you'd like were there any changes I could pull it up too if you or can I say they're the only reason they would be on here is if it's a change whether it's to replace someone or to well those are all the same ones we had last year I think we just approve them every every six months regardless if there was a change or not all right oops did

034see if I can find it in here and when you pull that up Adam can you just tell us what the color coding means I'm assuming the blue meant that's what we're approving tonight the changes that is correct the glue is the changes the the green is stuff you've already approved and the red is stuff we're still working on okay does that make sense yes that's perfect yeah so what we need tonight is to prove 138 000 for the Lockers in the seventh eighth grade areas and the sixth grade lockers for 138 000. and that was on your your project approved list that we approved it's just putting the money to it and this is funding for FY 2324 so this is next year's funding that we're approving and the reason for a lot of

035this that we're doing now is because it's so much lead time to get the stuff here and get it ordered so I got to get the money approved before we can get it ordered but I won't pay until July when are they going to install it Adam and install them in the summer yeah okay entertain a motion I'll make a motion to approve the facilities priority funding requests fiscal year 23 24 with the financial implications of a hundred and thirty eight thousand a second okay it's been moved and seconded to accept the facilities party Financial implication of 138 000 for lockers is there any further discussion all in favor aye Linda I thank you all right external auditor selection so that this is something that's really in your realm so I'm gonna let I guess

036Matt talk on this one all right appreciate that um so we formed an audit committee last month but we have not engaged any outside people yet um come to find out find out there's only two auditing firms that are are in the state of Utah from what I understand uh we've had our existing Auditors for a long time a long time probably since 2012. um in my experience it's good to change and since there's only two the the budget items were are fairly close they're within three or four thousand dollars um but I that's that's really where we're at with it um pricing is about the same the uh qualifications are about the same there's really not a lot of difference between the two so uh that's kind of where I'm at with what we

037researched and what we'd know and and the uh the surveys that we got back from the different board members so at this point do you need from us which company we're recommending at this time or do we need to convene with getting our committee together first or just well I think what we decided to do was that you guys were the committee and you since it's a Board responsibility even though it's headed up by the audit committee you as a board can decide what you're going to do and so it's just whatever you want to do so what's your recommendation Matt my recommendation is we switch auditors okay and what do we want to so we would need to take action on that then with a formal motion and how do you approve which company

038we want to so and is that the squires which one is the one that we haven't been using squire okay not that the other guys are doing a bad job is just new eyes yeah yeah I'm I'm fine with I'm fine with switching to shake things up once in a while yeah yeah especially when we're trying to protect us from issues also I mean besides costs they both seem very equal anyway so I think that's great yeah they both had a lot of experience with school districts so yeah there's really two Auditors that do the whole state and Squire and Gilbert there are onesies and twosies uh you know outliers but for the most part they're the ones that do the majority yeah between them it was like 19 for 1 and 17 for the

039other which only leaves like three or four school districts left yep so go ahead I'll make that motion to uh uh Ruth Squire as the new auditing firm for five years is the contract we're looking at I'll second that okay it's been moved and seconded to accept Squires as the external auditor for the next five years any further discussion all in favor aye aye aye sorry Linda hi hi it passes 5D policy 2001 budgeting first reading so this is one of mine that hasn't been looked at since 2010 and so I took a look at it and made just a few minor changes you can see the changes are in green and the things I took out are in red and it kind of follows model policy and um and so I do you have

040any questions about this I can answer them man you say this follows model policy what model are you looking at I just randomly looked at like five school just other school districts around the state of Utah to see if it you know uses the district or if it uses a superintendent and business administrator for um yeah yeah more of them use the district instead of the superintendent and the business administrator that's right out of the law he is the he is the chief budget officer I assist in developing the budget and then you approve the budget so that's kind of how that that kind of rolls and so I think we could probably if I had a time I could probably go into some of these these laws and did you click on any of

041those links and I think that I think you'll see that um I'd have to go remember where that's at but I think that is in in the law or one of the rules one of the two and I can't remember which one so is there it's just basically preference on how you write the policy I would just that's what I assumed by looking at several other school districts is that you just have your preference on how you word it so you are you okay please so um there's we can't go looser than what state code is but as a board you can go tighter so if you wanted to include the business administrator in there that is something that that you could do as a board but you you can't I think what what Adam's

042saying is as far as state code goes at a minimum it requires a superintendent I'd rather say the business administrator myself but uh you know yeah I'm gonna have to go find it because I can't remember exactly which if it's in um one of the rules um maybe it's in this one anyway I I can find that if you want to table it because I I pulled that right out of uh I guess I'm a number of the policy changes I definitely understand moving the procedure into the procedure like the policy is the the why and the procedure is the how other things that were just change like a lot of wording changes I wondered if that what those wording changes needed to come about because policies were outdated or policies weren't working or policies

043needed to be updated for you know further down and we're going to get into fundraising of course maybe when it was written the internet and GoFundMe wasn't a thing so it needs to be updated to reflect things like that that was my question on yeah then the need to change the policies it like if it's not working it's outdated what I did too is I put my friends yeah and I think it's more preference um I did and I did try to clarify more how we do things so if you know and look in here the monthly expenditure reports is in there that wasn't in there um the all the additional stuff is stuff that you know it it talks about our strategic plan that we've never had before so that was an ad that

044I thought was important um uh let's see what else is in there um the audit committee which we've never had which is another reason why I put that in there um and then the the whole business administrator Treasurer should not draw warrants so basically I can't um do anything outside of what you've already authorized me to do um so basically it's just more of an update of what I think because we've got new things that have came right a strategic plan a a new audit committee so that was my intent is to add some of those new things that we've never had before into the policy and just in general um a lot of the reason for updating a lot of policy is state code changes you know laws change and just like say outdated

045a lot of them haven't been looked at for 13 years which is why I was like checking it against other school districts to see like if it conforms to what other things they're doing yeah and I did the same thing and it there's not a lot of policy over budget out there that I could find there's some procedures I think I found one out of Uinta um was one that I looked at so I did the same thing you did as I tried to look across the board and see what they were doing to add but then I looked at hey how are we actually doing it and what does it need to say and so that's how I kind of came up with what it is so I think thank you did you have

046something Greek I just want to say you asked about model policy usba does does put out a model policy that's based on state code or state board rule their website that's easily no you actually have it they have a thumb drive thumb drive they deliver yeah we have to yeah we have to pay for that and um yeah from different school districts they're all written so so differently yes it looks so differently I was just wondering what the model policy you were kind of referring back to so I did a lot of the same thing you did and tried to figure out what they'd done and what we'd done and tried to make it fit for us okay so that's really what I did were you sorry go ahead well the other piece is they

047have attorneys on staff too a lot of the bigger districts have attorneys on staff so you have their opinion now because they have to change everything too make them worth their while they want their opinion they do and we pay for that too we have to pay for that model policy so yeah thanks for the clarification okay I'll make a motion to approve um the first reading of policy 201 budgeting or first reading yeah it's been moved and circulated to accept policy 2001 budgeting for first reading all in favor any opposed Linda I thank you policy 2001 first reading passes 5e policy 2002 disposition of excess and surplus property so this is another one of those policies that hadn't been looked at since 2010 I basically just changed a couple of things I updated the

048code which was way outdated and then I added some things that I think needed to be emphasized because I didn't know this until I started doing some research but it's the textbook rule we just can't sell textbooks we have to offer it to other school districts first and and so that's why I I added that piece in there just for more clarification and mostly it was for me because I didn't know that until I started looking at this so I'll make a motion to uh can I have one question yeah so there was a couple of things that I thought did not flow very well okay Surplus property is defined it's not defined in the terms and the definitions okay it kind of is but it's not it's not specific and so I you it's

049easy to get confused on Surplus property and excess is it excess excess property so that was the only other one that I thought we should could uh strengthen yeah okay yeah it added to the definition because I then I got confused later on I really don't like how it's written but that's the only one that I was like that's good I would like to see the definition added okay easily done so do we we can move forward approving it with that addition yep since its first reading so we need a motion with the addition okay I'll make a motion to approve for the first reading policy 2002 copy of distribution of s excess and surplus property with the addition of definitions of excess and surplus property I'll second it okay it's been moved and seconded

051difficult and so um state state law requires a minimum of 24 hours for those to be posted and and really where I think the some of it came up the the the difficulty is that in policy it says that that uh the superintendent would give the board the copy of the agenda for the board meeting at least 72 hours in advance notice which basically gave us till Monday which hasn't really been a problem but with the board leadership where we're setting that agenda it's so much closer to that Monday deadline it makes it difficult for for people to get their things onto the agenda so what we're proposing based on the the conversation in that leadership meeting was to have it just read 24 hours and then as a practice what we talked about doing

052is once we set that agenda in the leadership what we would do is we would actually send that probably in a word format because right now it's in board docs but the only way for you to access it is for it to be made active I can get it so I see him you can see the drafts yeah there like you can even before it's active Oh I thought they weren't able to yeah I should have told you because you're gonna say there goes your access down you have to click on the meeting and you have to click on the one and then um you will actually have a down arrow and you can select draft oh wow okay okay nobody's ever figured that out so then so would that help with what he was

060identification in policy and then if you looked at it you'd notice it procedurally speaking we updated some things to that you know for example allowing students to take devices home because in our current procedures or our current policy kids aren't allowed to take devices home and back in 2010 that probably made a lot of sense it would have made a lot of sense but right now it doesn't and so um not a ton of change to the policy but procedurally there are and I know you don't necessarily approve procedure but we've I've said if there's going to be a procedure update that's something that you would be made aware of and so um that's what that does one one comment on that one on the shared decision making it does not reference the school community

067the school Community councils to be part of the decision making on fundraisers um basically there would be a fundraiser application form that a coach or an advisor would fill out that would go to the principal if the principal if it if it's one that the principal would would approve it would go on to the SCC agenda and and go through the school Community Council as well another piece that's there in the procedures is that a principal and a a principal in a school Community Council should collaboratively set a number of fundraisers that are appropriate for each team or each squad or or whatnot so a lot of the change in the procedures are are to involve parents in the school Community Council more because one thing that we kept hearing was we're getting fundraised to

068death by this group and and other groups saying well we can't fundraise anything because all the money has already gone to such and such and I think it was especially a problem for spring you know spring Sports and and other activities going on in the spring because donors had been Tapped Out you know in during fall and winter season so um again it's just putting some of that control you know it's local control and it's rather than resting on just a principle it's something that the the community council would be involved with the procedure for fundraising was that a discussion that you did have with like the principals and their Community councils like how would this how is the process going now what are the hiccups in it what would make it work a little

069bit better so what what has come up is that there hasn't really been a whole lot of oversight of it and hence I think people have felt like it's at times too much in particular for one group or another um I worked with um this for the most part is a high school issue um and so yes I I worked with high school administration on it and and had their input um and you know a little later on when I give my update we'll we'll see that there's a new another a new high school administrator for next year but uh and she'll have she'll certainly have an opportunity at a point to kind of see what that fundraiser process looks like and if there are things that we need to change to make it better

072program they do Karen I'm glad that they do so that's something that we needed to to have changed um and we'll we'll make the change you know officially now that you've been made aware of that do you have any questions on that seems pretty self-explanatory um let me flip my page yep um book review process so back in September the board approved a policy 4001 on book reviews it's something that was legislated this last year and we oftentimes are given a window to develop and Implement policy procedure and practice you know or process and so um this time it was passed during legislation with the caveat that usbe and and others provide model policy and I think we got that Sometime Late July or August and uh and we had to have policy by uh

073I believe was the end of September so we met we met the deadline for policy procedure and and that um and knowing that at some point there would be a request for a book review um and so I just I wanted to I wanted to give you a kind of a used to be Cliff Notes now they're Spark Notes version of what that is so when a parent a student or an employee have a question about um in about a book that's being used to say for example in a classroom the first thing is the first step is if they have an objection to that is to go to the teacher you know the goal is always to solve things at the lowest level possible they go to the teacher and talk to the teacher

074about that if they don't want their student reading that book then that's not a problem the teacher provides an alternative book alternative assignment or alternative project whichever it may whichever it may be from there though if that parent or student or employee wants to have that book considered for review then there's a form that they fill out and uh the the form looks very similar across the state and um the first the first thing that we do with that is we we compare and I say we really it's uh typically a curriculum director and maybe an administrator went on but they they compare it to the three-prong test that the Supreme Courts put out about pornography to determine if it meets the definition of the the Supreme Court definition of pornography for for your for

075education for minors if it does then it's something that's pulled immediately if it doesn't meet that then we inform the person who requested that that review and we can they can request it to go to a a book Review Committee and that that's done at the school level first and the the committee is made up of uh some teachers not the teacher who's teaching that book but other teachers um and administrator and parents and there's a rubric that they use but they they all have to read the book and in order to review in order to request a book review you have to have read the book because you have to consider it in its entirety so that committee they they read the book as quickly as they can they do their rubric and uh

076and then provide their scoring rubrics to a facilitator and then they get together and and discuss that and ultimately that committee takes a vote on whether or not it's considered sensitive and if it is is it is it appropriate in some grades and not in others um you you some things might be appropriate in in a 12th grade AP Literature class but not in a ninth grade language arts class you know so they look at those kinds of things and if it's determined to not be appropriate at all then then that that book would be pulled if the parent student or teacher don't like the outcome I said parent student or employee it's not just a teacher don't like that outcome then they're able to request a district level book review committee to convene and

077they basically go through that same process it's similar as far as the makeup of the committee it's which this is difficult in small districts because you're obviously going to need to get different teachers and different parents but and you go through that same process and um and then that District level committee they actually have final say in that and um beyond that if if there's a an appeal to be made it goes to usbe and they look at process so basically is there a policy is there a procedure is there a pro you know policy procedure process practice was it followed um and and I I appreciate that ability to um go to usbe as well because I don't think it's bad for that check and balance but ultimately that decision still lies with whichever

078committee made that last determination and part of the part of what goes into that is looking at prevailing Community standards and values which is a whole nebulous open range of definition right there and that's why it's a committee it it would be it would be it's hard enough to be a principal it's hard enough to be a teacher so to ask a principal to determine if a book's you know inappropriate based on community standards and values that's taking one principle it's putting all the weight onto one person and that's why I think they they legislated it the way that they did and and provided that that model policy so I wanted to we are going through a book review process right now you may or may not have heard and and and so that's the

079process we're going through and I assumed you know what we'll put it out there in the open let make sure the board knows the policy and procedure and process that we're going through and and as well as letting the community know um the process are they Gathering so a group that's going to review the book is that where we are still they're work they're working I'm sorry I interrupted you right level first it's so it's it's been a little clunky I'm not gonna I'm not gonna lie the first time but the first time through something is going to be you know um and uh so right now in one particular book it was determined that it was not did not meet the the criteria of pornographic and so that request to go to a book

080Review Committee has been made and so um it's at the high school and um uh the high school administration and and Shelley Halverson are working to get there trying to get that committee so they've they've got a list of parents a list of teachers and things and they'll start they'll start trying to get that committee together right away at this point Shelley is not participating on the school level but she will be there to make sure just to help kind of guide the process through to eliminate as much clunkiness as possible um and uh so that's where it's at so it'll go through that process and and uh it'll it'll land wherever it lands and I could you know I mean that's I I appreciate that that that that process is there it's a safety

081net for for students and it's a safety net for teachers and everyone else so um well maybe I should just read it but in the while the book A book is being challenged is it continued to be used in the classroom um if it doesn't meet the criteria of pornography it will okay and and I and let me I just want to be clear stuff that's used in a classroom as an instructional material has a different criteria than a library book um there the the the the Supreme Court has you still have the three-prong test on pornography but um with a library there's more protections for books in a library and so what we're working on what we're working through right now is the instructional materials piece and and in policy and uh and when

082I say policy policy and procedure teachers have a disclosure they are supposed to have the novels and the books that they're going to read however I can tell you as a former science teacher I did my best to make sure my disclosure indicated everything I was going to do but depending upon my my classes that year I may have to I may add something and so there's a protection in there as well if if something's going to be added then a teacher needs to provide enough time uh you know provide that information to a parent to parents with enough time for them to look at in this case a novel to determine if it's something that they um are okay with or not so there's the disclosure piece but then there's that there's also that

083second kind of that backup of a teacher letting the parents know hey during this unit we're going to hear the books they weren't on my disclosure um there and and this is in policy or in procedure there are certain things they they need to let a parent know as well like anything that may be objectionable things like that uh and and um so that's that it is all spelled out but again it's just it's been clunky this first time and I guarantee the second time because it'll come up the second time will be smoother and we're all ready as we're going through this process we're identifying pieces or parts of our procedure that may not be clear enough or maybe we need to look at changing and so that's what we're doing when when we're

084not changing anything right now because we want to go through that we want to go through that process and then there there will likely be some procedural changes and when that happens I'll bring that to you guys and let you know what they are and why so um any questions any other questions on on that now I'd just love to see the end result just to see how it works um not so much involved in it but I just want to see how the process is yeah after everything's all said to what does it look like so if if you wouldn't just mind sending something yeah sure not a problem we we've actually also talked about um so we're working on on developing a district approved reading list or novel list um we're working on

085that and we we've also talked about uh maybe putting a list together of books that have been um challenged you know whether they're polled or not uh just just as information for for parents and that so ultimately a lot of these the novel part of it kids have an option to choose a different book They're not right forced to read a specific novel from my understanding yeah so in this example the students I think there were seven options that students could choose to read uh and it's on a on dystopian societies um and and they were able to choose a book out of those seven so there is Choice there um so if a book was to show up on our so we'd have our list of approved and then the list of well these

086were challenged but ultimately are still allowed at least gives the parents an option no there might be some questionable things in this book right and I don't want your child to read it you have that option yeah and I think I think the more transparent we are about that the more trustworthy it's going to be in in the whole process um curriculum and instructional materials are things that historically teachers had absolute control over and they still kind of do but there's just there's more oversight there than there ever has been and so which necessitates new policies new procedures and we have to figure that out and work through that um so any other questions on that okay um our policy 2004 it requires the board to be notified if we're ever signing a contract that's

087a multiple year contract and hopefully you saw the attachment with IHC for our our agreement for work based learning for some of the health science area and usbe used to take care of these for each of the districts and it's something that USBS no longer no longer negotiating so each each district or each Lea is responsible to negotiate that with with in this case IHC and so this is something that Stephanie Clegg she's over work based learning we do have work based learning advisor or coordinator Amy Iverson but this is something that Stephanie's been working with IHC on uh I didn't see any problems or concerns it is a five-year agreement and it does we are we are able to if we needed to we could pull out but but this is this is a

088pretty standard agreement and like I said it just it used to be taken care of through usbe and now it's not so um I wanted to I wanted to make sure that uh we were within policy on this um so any questions on that does anyone have any any reservations about me signing that I think it's good for our kids um I I also wanted to give some uh more recent data it's one of the things last last school year when the board approved the psychologist position and also the social worker position we said that we would could we would periodically bring data back um and right now I'm just gonna there's I have I think it's two or three pages it's longer than what I had originally shared with you um so to date

089so far this year um we've had 51 students that required a suicide assessment that was also followed up with a safety plan 22 students to date have required risk assessments and those 22 students are not part of the 51. um we have three students needing ongoing therapy and will be adding more due to because the Huntsman our Huntsman mental health person quit and they're not going to replace that person at least not right now 35 students needing ongoing therapy with an additional 14 students that get regular check-ins just at the middle school and 32 students needing ongoing therapy with an additional 15 students needing that regular check-in at the high school there are needs at the middle school and at the high school that we're not they're not able to get to and that doesn't

090even touch on the elementary side of things which there is a need at the elementary as well and and Adam and I met with with um our psychologist and our social worker and they're they're inundated they're beyond capacity and uh it continues to grow um I one of my I shouldn't say one of my favorite things because it leaves so much out but one thing that I love that they're doing on the proactive side of things is um uh Kelly our social worker that she's helping run a mentor program um between the high school and middle school levels and it's it's cool I mean it's awesome um it's it I think it helps in a in a in a preventative way if you will um some of the things that are tied to behaviors and

091I don't just mean misbehavior in a class but it could be something as simple as going to class or doing a homework you know doing homework things like that so um I wanted to also also just point out um some of the things that they do they're teaching students with coping they're teaching students coping skills like breathing meditation um things like that just to help kind of lower the affect of Dom that the affective wall that they have um they're providing lots of therapy and helping students try to tap into some of that inner motivation like what how good it feels to do homework and to turn it in or how good it feels to actually show up to class and in some ways it may sound like that such a simple no-brainer but but

092if for kids that are going through a struggle it's real um anyway there they continue to work with lots of students um on that Dan our psychologist um Danielle she has completed 28 psycho-educational evaluation so 28 psych evaluations she's got 20 as of right now she has 25 more to do this year and that does not count new uh new evaluations that have to happen so those are just the reevaluation so every three years a student with disabilities has to be reevaluated um as we look ahead as we look ahead to next year there are at least 50 that will need reevaluated next year and again that's just reevaluations that doesn't include the new ones and um it seems and I could get more data from Danielle on this but it seems like you lose

093some through graduation let's say but it seems like we pick up more than what we lose and so those numbers it's it's kind of a trend where you know it just kind of levels out maybe for a little while and then it it goes up but uh anyway and then she's also providing Counseling Services uh to attend students as well so I just I wanted to share the the data we're getting a ton of of work and benefit our students are out of these two people uh I will say and I don't want to put words in their mouths but I think they looking at what they're doing they are like like most employees you know they are kind of overworked it's a it's a big deal uh and so I wanted to share like

094I said I wanted to share some of that data with you but also just go on record for saying you know how appreciative um I am of them and how appreciative we all are of the work they're doing because they're they're literally saving lives as well in in some cases and you know it might be a little cliche to say this but you know the value of one life is worth a lot and uh and they're they're in the in the trench with that um any questions on any of that okay and then I also just wanted to publicly um put out there you know some of our administrative changes this is tis the season for change employees returned their notices of intent for next year they those were due the the last day of

095January and so we're kind of seeing where where the chips fall and and and you know making changes where needed and and trying to plan for for future changes but uh uh a couple of of big announcements administratively um Jeff Griner because Louise Willoughby Miss willoughby's retiring um Jeff Griner is going to be the principal of Silver Summit as a K-12 so we'll have one principle out there providing the administrative support for all of Silver Summit and he's excited uh he Jeff's a Visionary guy uh he's the right guy for Silver Summit and just he's collaborative and and I think that's one of the the great strengths of all of our administrators is their willingness and desire to be collaborative um I mean how many students students served by Silversun Academy no you're fine combined

096I think it's right around 180 185-ish right in there just under 200 yeah um and we're we've seen more students for the most part at the elementary level that have moved into the actual Silver Summit boundary but as you recall we we have students from from Camas Valley from Silver Summit boundaries from Wasatch and Park City and North summit and Salt Lake and that do attend there so um it uh anyway so so Jeff's going to be the K-12 principle go ahead we just want to welcome a student board member coy welcome how did you do at your swim meet oh it's it's tomorrow but oh it's having like a team thing tonight awesome are you ready for it maybe are we gonna are we gonna see and hear about a PR tomorrow yeah I'd

098be and um and and they will just work and work and work and do whatever's necessary to help not only ensure Student Success but also the success of their staff um uh Wednesday I I went over for what's up Wednesday to the elementary school I'm I know I'm past the the admin you know the high school and the Silver Summit but I was at the elementary school and I'm seeing as your superintendent I'm seeing principals who are leading out as instructional leaders more than I've ever seen in and not just in South Summit so that for me like I get excited I get nerdy about this I guess I get excited about that um to see principals helping actually be involved in plcs things like that so we've got great administrative staff and and Jeff

099and Kenna are two of of those big changes and if you're wondering in case you're wondering we did have Chad Stevens who um let us know that he's going to be leaving South Summit at the end of the school year that's um I haven't I specifically have not mentioned that position uh out in the out in the open because it's something that that I believe Kenna needs to be able to look at the big picture of the school and see what kind of vision she has for that and if that's what she wants to post then that's what that's what we'll support but I want her to be able to have that uh I want her to be able to have that decision-making ability at the high school so um any questions I just have

100one comment you pick the right person yeah good you're the right person for the job yeah yeah I've heard their feedback from teachers and community members and it's been a little bit of a mixed bag a lot of people really very excited about kind of moving to the high school a few people not that they were all Middle School teachers so I was going to say when when [Music] um when we went to the so I met Canada over at the middle school Tuesday right Tuesday afternoon and it was a whirlwind because we had scheduled an after-school meeting with the Middle School staff and then the high school staff for like 15 20 minutes later and uh and there were tears there were there were lots of tears at the middle school um and uh

101she'll be missed at the middle school I know that but I know that the there's a lot of excitement at the high school also so one last question one other question for me um do we have access to like the list of the letter of intent of who is saying who is not um like you hear things in the community but I don't know yeah Lucinda has that just dissolved it's it's part of their personnel file but um Lucinda does have all that and when a when an employee lets us know that they're not returning the the practice is to um they don't always they usually will tell their principal but they don't always and it's not that they're trying to be sneaky or Shady it's just there's always so much going on and and

102so they just may not and so um Lucinda uh she she works with principals to let them know who has indicated they're not returning and from there it's really we we Empower those principles to look at what position that is and is it something that they need to be that they need to replace or is it something that they don't need to and maybe they use that FTE allocation or discretionary money whichever's being used to pay for that do they do that in a different way so um it's uh so we'll see more change I know we will you know I was really just out of curiosity yeah yeah it's um Lucinda has that and and she she works with principals on on kind of how to to go about determining if that's what they

103want to replace or how they do that one other question and uh so do do we generate a report on employee turnover that's tracked year over year just to see our metrics yeah Lucinda Lucinda would have that and we can get we can get something to you that's a lot of concern is done turnover and and what's going on there and how do we how do we help that yeah and I think I think there's a I think it's a mixed bag there are some there are some where um that are retiring and there are some that uh you know that leave the profession and and uh you know we we heard about you know tonight about the daycare need and we know that's a need but um and it's something that I've talked to

104Jeff and Louise about and and I've I gave them the contact information for the person through the state but what I've said is regardless it's Gotta if we're gonna bring on a daycare system that it's something that needs to be self self-sufficient self-sustaining I will tell you as a when I was a high school principal I was facing losing five or six of my very best teachers all at one time I don't know what was in the water but um and and so I as a principal we worked with the state and we created it was something that they paid for in that but that's what kept five or six of my best teachers teaching in my building and it would have been it would have been from an educational standpoint would not have been

105good for for my students to lose those teachers it would have been detrimental so if we could get some kind of reports yeah so that as we go into negotiations we understand what it's going to take to help yeah that's a great idea that would be fantastic yeah we'll have I'll have Lucinda yeah put that together um anyway that's that's what I've got good questions lots of excitement it's my turn yes it's your turn Adam okay so the first thing on my list was the uh to kind of give you an update on some of the the legislation that's going on I'm going to let superintendent talk is he not out of this yet but about the the rural legislative caucus and kind of your discussions about the regional um Service Agency yeah um so

106I I think um a week or two ago I sent an email out just letting you know about some of what I presented at the state board meeting um are we're part of our our rural Educational Service Agency is news and we get a huge benefit out of being a member of news um the a big part of the purpose of those they call them Reese's rural Educational Service Agency but a big a big reason to uh for those Reeses to exist is there are so many small districts in the state that don't have the they don't have the the resources or the means necessary to meet some of the needs whether those be um uh whether those be behave access to behavior therapists or to in our case we we use news for driver's

107ed we've got access to some instructional coaches through news when we've had tragedies hit you know like last year we had we had two or three of them hit uh they send they send help over um anyway they they have not had an increase uh from the legislature um since I think 2016 and so we're pushing uh as as a district I'm supporting Arisa and the Reese's around the state in requesting additional funding from the legislature to the usbe to fund the Reese's because it just hasn't kept up and and that they're not keeping up with their pay is is is bad enough but needs over those six or seven years have changed too and so um they just there's a need to to be able to give them an increase and it's not that

108much money but that is a big push from all of the rural all of the rural school districts so that I think I wanted to to put that out there and then see if you had questions about any of that I know I gave you that information and if you as you're perusing it feel free to uh to ask questions are you yeah so I'm I'm going to go a little bit deeper dive into some of these um and basically these are all the education bills that the GLC is tracking and I'm not going to go through all of them because we'd be here all night but I wanted to just touch on a few highlights that I think are important HB 125 and 126 are really post retirement employee modifications right now if a

109teacher retires and wants to come back they have to wait a whole year before they can come back or they'll get penalized or if they come back after 60 days they can only make eighteen thousand dollars about eighteen thousand so it's really minimal and with the teacher shortage these bills are trying to extend that one of the bills is a half time they're allowed to come back half time and then the other bill is they're they're allowed to come back I think 30 hours and so really that's the the intent of HB 2125 and 126 I don't know which one's going to land and they're a little bit different but the main gist of it is is they're trying to be able to bring teachers back and pay them more so that you know we've

110got a crunch right now and teachers and this is trying to help that yeah please as a as a jlc as a um we are supporting the the HB 125 because it it would be more beneficial basically what Adam kind of what Adam's getting at is there's two different ways of looking at it is it a part-time thing or is it a dollar figure thing yeah and and so we're we're supporting as a jlc um house bill 125. are you okay if I also mention one please please um uh oh I've just got a highlighted right here oh well then you go for it is that the salary supplement for yeah so you can so House Bill 124 we're also supporting um it's a salary supplement for speech language speech language Pathologists I can't even

111say it you need one I need one where did she go an audiologist um and what what that does is right now um our slps and all audiologists aren't necessarily eligible for um some of the teacher salary supplement program the tssp program and so this would this would provide access to that so that they would be able to to get that and work we're supporting them we're supporting that uh as well you you go next because okay so um so one of the things that will you just tell me where the lobbyists are on on success if you if you're in if the lobby they're gonna pass or they're not or um and just if you know what if you don't know you don't know we don't just curious if the lobbyists that uh the

112different entities have out there I don't know what they have as far as lobbyists but one so when we meet as a jlc we oftentimes do get to meet with the representatives or the Senators um and they have an opportunity to tell us about their bill we'll ask questions and and if they've already put it out there which usually they do we we will shoot holes in it you know or ask questions but basically oftentimes they're asking for input and uh and so um in the hopes that if they can Garner jlc support and you know which usba is part of the state the Superintendent's Association and business administrators Association if they can get support from those groups um it they it's more likely to pass but I don't know as far as the lobby

113one of the lot we don't really have a Lobby we don't as we and we can't but neither neither do the associations other than just our power as an association you guys don't have lobbyists nope and that's one thing they talked about is is how do we increase that contact these have lobbyists yeah we we've been talking about it in the last couple jlc's and um and it's something that uh it sounds like foundations could help support things like that but that to using these are dollars to using public money to pay lobbyists which is really strange I think I think that yeah you'll you'll find that's not that uncommon that would have to be a separate funding yeah UEA has lobbyists but it's not coming from I know several public entities have lobbyists yeah

114the lobby for them really yeah it is something we've been talking about and so we've we've been talking about getting um well I've talked about all kinds of things but one of the things um some of the the bigger districts that have attorneys on staff and getting some of those attorneys together and and uh a lot of the representatives are looking for lawyers to help write their bills yeah yeah I assume we do have that okay all right yeah Angie out of uh must be yeah he helps a lot of that yeah so so the next one I want to talk about is HB 161 which is the foreign language education amendments and that was something that uh Mr Willers brought up about uh dual immersion and and and putting more funding into that um

115it's probably not going to be a ton of funding but they are asking for additional funding to help support our dual immersion program uh with that so uh the next one is HB 241 we as a GLC decided not to support this one it's uh basically telling districts that we can no longer do deductions for um unions so or associations and so that's one that we we um don't they do this every so many years like yes they come through and you can't do it and then pretty soon you can do it and yeah you can't do it this is their way of trying to have those associations lose membership right are you okay if I yeah if you got another one well um I well I do but I I just I also want

116to just point out that um if you and I can share a document with you uh showing what we as a jlc support and what we oppose but a lot of the bills that we oppose um are either redundant so they're not necessary right or there does seem to be more of a power grab from local school boards and and taking that and putting that at the state level whether that be usbe level or the state legislature level and so um I I haven't been doing this for years and years and years but I think we're opposing quite a few bills and and a lot of those bills that we're opposing are because they take local control away and and boards are you know you guys are voted into your positions for a reason and

117uh and so we want to keep as much local control there as possible so so you there may be bills that you hear about or that you see and you think well gosh that sounds like such a great Bill why would why would we oppose it a lot of times you'll find it's because it's taking local control away yeah you're good okay uh one of the one of the other ones I want to talk about is HB 271 which is Educator salary adjustments increase with HB was it 215 214 214 they did an educator salary adjustment of uh I believe it was an additional 6 000 ish six thousand two hundred dollars or something um this would increase that to ten thousand two hundred so that's a significant increase we support this one um let's

118see go ahead if if it weren't so right now they've been getting 42 or 4 000 4200 42 and then they're adding the 6 000 so this is that's just to kind of instead of having two separates it's to put it together right well it's just to clarify it's not it's not they're not adding six thousand they're adding another 4200 that's 6 000 covers all the additional retirement and and uh FICA requirements so again it would be 80 you know eighty four hundred this would move it to ten thousand two hundred yeah so this is an increase and it's to clarify too because there's a lot of confusion with that bill of how much is going to go on the salary schedule and my understanding is with hb2 215 214 I can never remember which

119one it is uh I think it's 215 I think it is only an additional 4 200 so it's basically doubling the current um educator salary adjustment so anyway so I think we support this one um this this HB 372 is really a scary um uh amendment to Local School Board referendum and basically what what this does is this right now school boards are are not subject to referendum uh and really what this does is if let's say we do a bond they could do a referendum and it passes they could do a referendum to stop us to do it from doing it again so so again there's there's um there's it really is putting a hamper on our ability to fund schools if this goes through and so I think that's one of the ones

120that we're not supporting um the next one which is a really interesting one is the social media regulation amendments uh they're trying to regulate social media in the schools and we kind of all laughed when they said that one so that's not just schools there's two bills right yes there is another one too another bill and that one is even limiting that's in social media companies yep it's part of that um the lawsuit I think that's they're preparing for that kind of thing so anyway that's the ones that I thought were important superintendent did you have any others that you wanted to there is a school safety amendment to hb61 that we could talk about um basically establishing a tax task force to help us with school security and I think we supported that one

121yeah I was just going to mention uh HB 295 educator license amendments uh oh yeah it's that I think that's a painful one to to Educators what it what it does is it lowers the requirements uh for people to become teachers uh and the the message is that well if we lower the requirements we'll get more people uh and if you look at you know if history is the best predictor of the future and you look at other areas that have lowered it it's had it's had deleterious effects and so um we are we're opposing that particular Bill 295 um you know basically saying we need to look at other ways to increase our our our Workforce hence we're looking at trying to change the retire rehire uh options things like that they did pass

122a retire rehire option last year in the last legislative session for First Responders but not for teachers and and so we're trying to get that we're trying to push that for for teachers is there any ones that you want us to look at more closely any other updates you want to see and it is 215. yeah yeah so just to quit I mean have they talked about 215 on how I mean we're talking about one of the lowest if if we're not the lowest I haven't looked recently we're funding in the nation and now they want to take Public School dollars and give it to vouchers where is that money coming from so right now there's an imbalance in in Revenue coming into the state there's a big influx in um in income tax but

123there's not enough in sales tax which funds all of the other government entities and so this is the first step the next step is is they're going after a constitutional amendment to change the Constitution so that there's no limits on what they can do with any tax so they can take it from here or take it from there that's the next big fight and and hence some of the lobbyist uh kind of discussions that we're having because we're just getting run over and and so um uh there's there's a lot of people out there really worried about where education is going in the future and really there I think there is a a an attempt to take all constitutional guarantees even though it's just it's it's a not a it's not a revenue guarantee it's

124it's a hey you can only use this money for this purpose doesn't mean they have to give it all to us and so right now we're trying to figure out what would be uh an acceptable um I'll negotiate that yeah so we're in that negotiation process but they're headed that way really quickly which will even expand vouchers even further if if that is passed because then there's no limits and so it's all right to be the state the State Board recently passed some verbiage on on some of that uh and and I know I'm sure we'll be talking more tomorrow in our jlc about it um but it it's I've I've heard that they were going to hold off uh I mean obviously they there are only certain times you you do amendments to a

125constitution and um they're trying to sounds like they're trying to determine when the best time to do that is and so um it it has felt like we have been behind um you know it feels it has felt at times that we're behind the eight ball uh and and way behind time-wise because we're limited you know on they've got the information we don't have to we don't have they don't have to allow us to be at the table for those kinds of discussions so um that's some of what we're also trying to really push is look if you if you want to do this and if you want to try to get support then you need to include you need to include educators at the table I think it's a great idea to go and

126work with the foundations and get them to do the lobbying because I don't if you guys can't do it you're going to get run over you are getting run over yeah yep yeah and it's you know they they don't they they're not required to abide by any of the open meetings you know that you as a board have to um and so there's just more flexibility for them to be able to get together and and draft things and and all that so um so we're trying to to make sure that we have some seats at the table for that especially if they're going to want support because I don't see a constitutional it would be hard for me to believe a constitutional amendment would pass without support from the different educational entities and so like

127for example one of the things that we've talked about is saying look if you're gonna if you want to take those that that safety net away then how about if you put in the Constitution that you'll fully fund education or that you'll fund education at the you know so that we're at the 75th percentile instead of you know dead last so you know so there's lots of talk about that but but we're we're hoping to get some seats at the table as well yeah right now they're telling us we want no limitations that's the only thing we'll accept and like like well why are we here so again it's we are getting run over but we'll continue to fight um the next thing I wanted to talk about and I included this in your packet

128um this is you know as we get closer to budget and negotiations and those kind of things I really wanted to kind of see um how we compare if there's an area where we've we're really spending a lot more money than average you know I really wanted to kind of get a feel for how how our budget looks compared to everybody else in the state and and so I showed you I'm showing you some some graphs here I you know each one of these things there's instructional there's Support Services which is mostly your guidance counselors and psychologists and lcsws and OT and PT and helped our nurses and all that kind of stuff so each one of these is is one of the functions that that we categorize our expenses in and so really what

129my intent was is to see if we can find additional savings that we can put towards negotiations that was my intent here I don't know that I found any there are a few that were a little bit over average but not not really significantly if if you look at the chart there's a Min and a Max and then you can see us and then I compared us to the Wasatch back so you can kind of see instructional know where we fall as far as spending our Support Services we're a little bit higher than average um and and but you know if you look at the Min and the max um you know we're right in the middle pretty much and so even though we're a little bit over average there might be some savings there

130but this is you know the investment we've put into our our students mental health and and so um I I'm not sure we want I mean we're already feeling overwhelmed there so did you have something oh okay I thought you had raise your hand the next one is our support services our library media professional development and we're below average there and I think superintendent and in our strategic plan we've talked about increasing some of that professional development so I don't see any savings there we're looking at our General District admin you know are we are we comparable we're just just barely above average there so I don't see a lot of savings that we can have there our School administration is a little bit over average but that's a lot of the the principles have

131decided to use their discretionary money to fund that because they feel like like that's an important part of of their their needs and so I don't see that changing a whole lot our Central Services is really our fiscal and our purchasing and and our admin and and some of those things and we're below average there so I don't see a lot of savings that we can pull out of that our operations and maintenance again it's right on average um so I don't think we're over budgeting for any of these things our student transportation is below average um so and then the last one is our our rec center and but we're really kind of an anomaly there that's something that we as a district have decided to take on and and so that's why we're

132going to be above average when it comes to community service our community you know our rec center and some of that stuff so so again I think we you know as I look at the budget really the low-hanging fruit is gonna if we're going to want to take more out of the budget it means bigger class sizes that's what that's the only way we could get in my estimation additional funding um for you know from the current budget that we already have what we're already spending that's that's really you know that's really where we're as you compare us to other districts that's where we're really um you know you look at Wasatch their average is probably close to 40. uh not saying that we want to go that way I'm not recommending that at all

133don't get me wrong but that's really the only place that I can see within the current restraints of the budget where where we could make some changes so I just wanted to present that and see if you had any questions um that's that's my analysis super helpful no this is great it just gives me a reference of where we're at where we're spending the money yeah we're being judicious and what we're using it for and that was my intent so it's not an arbitrary decision we're making right and it's not outside most of this is not outside the norm of what everybody else is doing so um anyway that was I wanted to show you that as we get into the negotiation piece of this and then the other thing I wanted to make you

134aware it hasn't hit our books yet but you need to be aware of it because uh it is shocking um last month our natural gas bill went up 400 and 20 percent probably okay wait till you hear it so I budget 260 thousand dollars for the year for natural gas my December bill was two hundred and forty thousand dollars so um due to an increase in the price of natural gas or how much natural gas we're used so no it's not how much we're using it's how much gas went up so we um about three years ago um it was kind of as I was coming in Kip was the ba at the time he made the decision to go into this wholesale uh gas um Consortium basically and basically what we're doing is buying

135wholesale gas they did some projections it looked like we were going to save uh quite a bit of money and that's been true until last month okay and as I did the analysis that last month it would take us five years of previous level spending to make up for what we just had hit last month well and I think that's around all I mean I know mine doubled last month too right so you can just imagine on a school level right and and so what you're going to see on your like if you're a Dominion Energy they have to go and get they have to get price in you know increases through the through I don't know how that works but they have they can't just raise rates they have to get that approved through

136some board uh and but there you go thank you so anyway they what they do is when they had the same hit I think it was like one point something billion dollars that they had to come up with from for that December bill but what they do is they okay they they go out and they borrow money and then they apply that to each one of your payments so that's why you're going to see for the next five or ten years your your rates are going to be higher because they got to pay off that one month bill so that's what you're going to see in your own personal realm well we had we experienced that all in one month uh and so and as I was talking to the the gas guys basically what

137happened is California and and um Oregon and Washington didn't have enough reserves and so they had the cold spell and then they had to go out to the Futures and start buying all this gas and it just drove the price um out of the room I mean 400 percent higher so basically what and right now we're working with the gas company so that we can start buying Futures it won't be the discounted rate probably and I don't know what the term is four dollars per thermal unit whatever those are I'm not a gas guy but um it went to 50. so it was that four went to 50 okay and then what we're going to try to do is is hedge that so that we're buying gas probably at somewhere around the six Mark so

138that it's and it's set for a year so we're working through that process so that we hedge our future um risk but again that's a process that we're going to have to work through it's not we're not alone many of the other school districts this hit many of the municipalities this hit um especially if you're in the wholesale market and so just be aware that next month you're going to see a 240 000 gas bill are we tied into that wholesale thing yes for how long well I mean we could jump back into into um dominion and pay 11. but we think we can get it six and and then hedge our bets so that we're not basically you said it's with with current Washington policies there's too much volatility in the market right now

139and that's what's causing these so we're going to try to smooth that out and get a year-long contract at a lower rate than we think Dominion give us more to follow we it may be better to go back into Dominion yeah that's was I guess you know what I mean so so let me do some work I owe you some work but that's uh that's where we're that's the reality that we find ourselves in so uh it may it might we might have to go into savings to pay for it I don't I don't know yet we'll see as we get closer but um it's going to be part of what takes us with electricity yep that that Spike that cold spell yep and a 400 increase or more yep so we typically haven't dealt

140with buying Futures we just took the took the wholesale right which is has been low it's been you know four or five whatever the thermal units would I don't know what that term is but it's been fairly low and we've seen significant savings but again with this one hit it's going to take five years to make that up has this affected our electricity no not yet now when you say five years just five years as far as what we would normally spend not that your Bill's going to be increased for five years right right right okay well it's going to go up too here it is the electrical yes the power oh yes or not God gas is going up power will go up too that power is just delayed because they're all regulated too

141yep so again more expenses as we see inflation go out the roof so just be aware of that something I owe you but more more cost so that was an unfortunate thing that happened yesterday and I wanted to get it to you today that's why I put it in here you probably saw those bills yeah on that the gloom and doom why not all right but that's why we have savings right for things like this heck yeah it's almost like you need a swap or something that some kind of Hedge yep so I I do think we should build a policy or a procedure around a hedge whoever I mean I don't deal with gas Futures you're going to have to guess somebody smart that's what we're working with the company with they're going to

145you know I I've been talking to teachers um who it's mostly English and history teachers that I've been talking to but that uh you know the conversation started with well I guess we're going back to pen and paper or pencil and paper and we're not going to be you know we're not going to be typing as much and and that was the first reaction and which usually our first reaction is something out of fear and and so I've been in conversations where I've seen that that starting to shift and I think a big reason for that shift was the you coming out because they made a big deal out of it and I think there are other institutions that have also come out and they're you they're they're basically saying look you can use this

146as a tool if you do it if you use it that way you know so does everybody know what it is it's pretty cool it'll write a love letter it'll yeah Valentine's it's awesome I have not done that myself yeah it will write a paper for you it's awesome we were testing it earlier what last week it was fun you're not supposed to say that I know but it is fun my son was testing it and I was amazed what it could come up with yeah yeah it is amazing um so it's in the works you see what you're saying well I think I think in within public education itself it definitely is um I think that uh there's lots of conversations to have with teachers with administrators because that is a huge Paradigm Shift

147you know I mean of a monstrous proportion and um and how a how a teacher not only um Embraces that but then how they plan for that it's I mean it's it's a shift in in how they plan their their their instruction their lessons and so um I'm not sure where it will land uh but I do you know through a growth model or growth mindset I do like the idea of um utilizing that as a tool because as we as now that uh Adam has told us yeah he snitched um but I did not write a love letter if my wife is watching or listening I did not but um you know it was fun and you could see like we were having we were telling it to write different you know different examples

148of of different writing styles and and you can see how it really could be used as a powerful tool to help kids and you know if you if you think about I don't know if any of you are are familiar with this but the state used you know they had a system of it was a Utah rights or Utah right um anyway students would type into this program and it would score it for them it would give them recommendations things like that and it's kind of similar I mean it's very it's a different way of getting a getting there um but it can be used similarly uh or in a similar way to what what students used to use utahrite for you know as a learning tool so I see it going more in the

149positive range rather than the the negative of we can't you know you can't use it because there's no way you there's no way you can regulate it I read that some school districts had blocked it on there yeah there's work around right yeah yeah it's so there there is not um it is it is something that we've we've breached the subject but I think right now it's so new people are worried about it and so we're trying to learn and you know I appreciate you bringing that up especially the the use policy around it uh I think I think we could create something similar but it's going to require some professional learning some support for teachers to learn how to use it as a tool I I think without a policy you're going to just
