001okay i'd like to welcome everybody to board meeting um the time is 5 33 all board members are present including the superintendent and our business administrator would like to excuse both of our board our student board members tonight that i believe there are at a swim meet so welcome all of you today i know it wasn't fun coming out in the weather but uh thank you for coming all right moving on mr hardman is going to lead us in the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you all right board member whitmore i'm going to the mission statement and our governing values and our vision statement vision statement south summit

002district valuing individuals and preparing them for success mission statement we support empower and inspire individuals to promote and achieve academic and character excellence governing values the student family school and community is an ongoing partnership engaged in effective two-way communication that is responsible for the learning environment sound fiscal decision making and open honest communication combined with ethical behavior and integrity are central to the organization and foster community trust the district uses research-based instructional strategies standards-based curriculum supported by assessment data analysis and appropriate professional development to meet the diverse learning needs of all students thank you all right we'll turn to our spotlight section and i'll turn it over to the superintendent all right um before we do silver summit are you guys okay if we spotlight ellery our student i just don't want her to i

003don't want her to be here too late and so um ellery's negative is a wonderful student who has more creativity probably in one finger than i think i do collectively in my whole body ellery come on up for a second you can bring your mom if you want she does blush it was so much fun to you can have a seat if you want so it was it was so much fun to be able to oh right here at the table this way your mom can get great pictures anyway it just was so much fun getting to uh go to the school and um lucinda and i uh met her mom at the school and and uh we went with miss reidalch to her art class and i think we shocked the heck out of

004you didn't we her class was so excited for her there were several entries from her class but if you've seen the holiday card it's up here on the screen in watercolor which to me i think watercolor would be the most complex because it tends to spread and it doesn't necessarily always stay within the lines so ellery if you want to introduce yourself and tell us just maybe what your favorite thing in school is and maybe what you want to do she came also moved here from alaska not too terribly long ago right yeah so pull that mic down by your face and and tell us what your best your favorite part of school is and maybe an interesting fact about you my favorite class in school is art and i like to read all right

005she's got she created an amazing card and it it looks like it's worthy it is hallmark worthy it looks like the type you would pay five bucks for at the store or more you know yeah i don't well i don't buy cards so i just you know picked the best number out of my head but um yeah do any of you have anything you want to ask or or say thank you are you thank you do you miss the snow yeah today feels good right yeah are you thinking through this talent a little bit more this is great pursuing an art uh degree when you move on to higher things or is that where your passion lies yeah awesome well it is beautiful thank you so much for being here and for sharing your talents

006with us you're welcome and mom could not have been more proud of her and mom thought it was she got a good kick out of surprising hillary when we showed up at this school she tell them what you won um i won a 50 amazon card nice christmas presents her classmates wanted her to put a party together on her 50 amazon card so sure why not congratulations and are you guys do you want to come up and let's get a picture with you um and the board mom do you want to be in the picture okay right here front and center okay there you go if you want a copy of one of our pictures we can send that to you also so thank you for sharing your talents great job good job guys all

007right next we have our silver summit elementary team and um i think there are a lot of awesome things going on there that maybe we don't hear enough about and so i'm excited to to get to see and hear their spotlight you'll hear an update a little later on about their facility it does if you have at least driven by um lately you'll see it looks a whole lot different than it did even a few weeks ago and it's just as much change if not more inside so that's exciting so you guys want to come up and and present i think there's something you're playing also all right our blended hybrid learning model we rely heavily on technology as an essential component of our learning environment tonight we would like to give you a glimpse

008of how we at solar summit elementary use technology on a daily basis to enhance every aspect of learning thank you to our district i.t department we couldn't do what we do without technology we especially want to thank randy toe for his constant and prompt availability this year it is so appreciated we use technology in every aspect of learning math ela writing are no exceptions our students can learn anywhere at any time they have the support that they need they can access their assignments and work from anywhere and they can submit them from anywhere we also provide lots of in-person and virtual intervention support at silver summit elementary we place all of our students in groups based on their abilities and this helps us to be able to differentiate our curriculum and our instruction for each

009one of them so our paras help us with small group learnings and rotations all the time and what they teach is a perfect match of what the teacher wants to have happen um they are also available on canvas for students who are working remote as well all of the staff members who help us with interventions are able to pull up and see what is exactly what is happening in the class so that they can support and fill in those holes we have teacher directed learning these lessons are up for all to be able to access and teachers teach from these as well and then independent directed learning this is a quick snapshot of some of the programs we use on a daily basis in our ela math and writing curriculums these are all programs that

010the students access in order to complete their learning objectives so how does silver summit elementary keep all of these moving parts together and in a way that can be accessible for everyone we're going to look at canvas and structure from the teacher side we have opted to use canvas instructure because we are able to use it as a blank slate to create our curriculum and then present it and make it available for all of our students and parents it gives us a seamless blended learning that means our online curriculum is a perfect match to our in-class curriculum all curriculum is accessible to every student parent staff member etc no matter where they are differentiated small groups and assignments are based on abilities and the students only see the assignments that they have been assigned we

011do our grading in there and we are able to give in the moment feedback that ties directly to those submissions canvas truly is the hub for all of our curriculum it's where we place our announcements we have our zoom links we have the assignments we are able to collect everything including the grades in this platform i wish i could take you on a tour to see the amazing uh curriculum that each of our teachers have put together on their canvas sites however there just isn't time for that tonight so the canvas from the student side looks a little bit different and we'll go over that briefly from their home page the students see the announcements that have been put up they have access to the zoom meetings they also have a to-do list this lets

012them know what is coming up and what they need to work on as mentioned before they only see the assignments that they have been assigned so they won't see group a or c or b if they're not in that group this quickly goes over the submission process so when a child or student finishes their assignment they take a picture of the assignment they click submit and then voila they get the confetti if it's turned in on time well now it is saved so that parents teachers and students can all see that completed assignment grading is done there and feedback is done there with a touch of a button moving on we have science every single day for 45 minutes and we use technology a lot in this class mrs willoughby teaches the k through two

013science and one of the activities that they love to do and she does on a regular basis is infinity and so it is a virtual collaborative effort it's a lesson that the kids do and they're all on their individual device they have to answer questions when it comes up and work together as a team let's take a quick look at this turning your classroom into a spaceship shrink craft or time machine at the push of a button not only bringing what you just taught to life but also giving you a more complete understanding of where each student is in their learning infiniti learning is a collaborative game the whole class gets to play together that measures the knowledge skills and dispositions of each participant it can be run both remotely and in person for kindergarten

014through 12th grade and is designed to promote equity by helping students be better prepared to meet the demands of the future mrs martin teaches our third grade science and she uses many different videos and activities online as well as discovery education where she has activities for the kids to complete the fourth grade science is taught by mrs thacker and they do a lot of hands-on projects that incorporate and integrate technology in various ways one of which is the primary means for them to uh demonstrate their mastery of it for their assessments this project is a perfect example of that where they did a google slide show of the plants internal and external structures the fifth grade science is taught by miss burnham and she too incorporates lots of different videos and activities interactive technology elements

015and then she has them use google docs quite often in order to reflect and answer questions about their activity and their learning silver summit elementary is unique in that we have a coding and engineering course for k through 5. in this class the kids do many different activities with different technology they use robots they use 3d printers they use different coding programs this is a project that the kindergartners and first graders did they designed 3d boats on the 3d printers and then they raced them as shown right down here in mrs martin's class the second third graders have quiet critters as part of their behavior and class management system and so they they designed a quiet critter creation on the 3d printer and one of the fourth and fifth grade activities that they've done this

016year was to design a useful object on the 3d printer our most current project that we've done in coding has been our stop-motion videos k-5 did this and the kids loved it immensely let's take a look at a couple of these this one was done by a second grader this next one was done by a fifth grader in addition we always have special projects that we use the technology for this year thanks to a grant from the foundation and with our ipads we were able to do an integrated science writing project with the fourth and fifth graders it was called adjectives under the scope it integrated science and writing standards together students chose leaves and they took pictures of the leaves under the digital microscopes and then they inserted the pictures into their google slideshow

017that wherein they were able to write about the different internal and external parts of the leaves thank you once again for everything good job there are lots going on on out there as you can see um i will say one of the things that i see um quite a bit of when i have been able to walk through classrooms at silver summit is the level of differentiation that happens and i think that's one of the toughest things in education to do it's so easy to say to someone you need to differentiate but it's another thing to actually do that and it's probably the closest thing to impossible for a teacher without it being impossible and um so i i've always appreciated that that's one of the strengths that um they have going on out there

018at silver summit so they don't have any questions or comments it just all looks amazing you guys are doing a great what's job to say do you guys have a lot of fun over there it is a blog i was going to say that looks so much fun and i'm so grateful that you guys are using technology and integrating it into your everyday lessons because i know that's not always happening and i think in the world that we're in today the kids really need that and they have to know how to use it and not only are you using that they're using like google docs which is something that's used you know that grown-ups use too and so that they could they can you know i guess if they needed to they could use that

019with their parents so really cool that you're showing them all these things and teaching them and i think it's great thank you so much for all your help over there all that you guys do thank you well thank you again thank you for the treat yes yes yes 38 years marianne that's very good yeah thank you all right moving on um public comments samora withers sammy withers oh wow hi we are from the south summer earth club okay let me let me before you get going in public comment we're going to give you five minutes okay so starting the club i decided to start the earth club for students to come together and talk about things that we all have in common which is the earth we have a meeting twice a month to talk

020about ways that not only our high school but our community can become more eco-friendly our goals as a club is to raise awareness for our changing ecosystem that surrounds us we have participated in climate strikes at the utah capital we have a guest speaker from heal utah they came to one of our meetings and we are also working on larger projects we also set up a whole recycling system at the high school that we collect recycling paper recycling twice a week our team is full of hard-working kids from the high school all the way from freshmen to seniors students to that are looking to make an impact in the difference in our community our state and the world our upcom coming projects are composting we're working to start a composting uh like we're we're starting

021first with a recycling project or a research project at lunch where we're gonna see how much food waste of veggies and fruits are coming out that students are throwing away and not even eating because one of our largest problems in our changing ecosystem is food waste and then we're going to bring in composting bins to the school and have a designated area for that we're starting a garden at the school and we also are working on introducing solar panels to the high school which is why we are here today so do you worry so there are a lot of reasons why solar panels can be beneficial for school districts so not only does it make it so the energy is more clear but it also helps to um fight against greenhouse gases that we constantly

022emit from the school and they're reliable because they're always a backup source because it absorbs power from the sun which makes it so you'll never run out with renewable energy so it's a win-win situation for everyone why they are beneficial for our ecosystem is solar panels are incredibly effective at maximizing carbon emissions switching to solar panels are switching to reduce our dependence on fossil fuels that we are really demanding in our environment not only will our solar panels be helping the ecosystem but it will also be helping the health of humans coal and natural gas plant produces not only air but also water pollution that can be very harmful to human health so if we look at the cost of solar panels one solar panel costs two to five dollars for one panel and one

023panel covers 100 square feet so say we are to cover half of the high school in solar panels it would cost around 200 000 and then these are our sources and that is our presentation so yeah oh yes i'm abby pappas yeah do you think we can get a picture with all of you guys sorry well before you before you hop up um let's see if there are any questions from any of the board members actually i guess it's public comments so we don't really do that this should have been a spotlight yeah i was going to say we may want to have you come back as a as a high school spotlight yeah totally yeah what grade are you amazing we are both juniors yeah come on up for a picture oh wow we

024appreciate it we need it for our instagram they have an instagram page oh thank you guys thank you what is it no you don't don't don't put that okay mrs eubanks thank you for coming hello how are you doing great you good okay i'm not prepared for this and i'm ashamed to say that but i want to have a meeting with you greg okay and adam and okay and it's on the esser grant and the i want to know if you did you qualify and have you took the funds for the essa grant you have to fund okay this essa grant is critical race theory is what it is and so we are teaching critical race theory you if you do not know that and have not researched that that this is not crt is

025what we're teaching now and now that you have took that money you are required to do their requirements and what they demand of you and you have to do it and the one thing that i'm very concerned about it has to do with cdc um the health department um that when they make policies or they put out something about coed or shots then you will have to follow that to the t and that means the government can come into this school and they can give your children a shot without your consent or without your knowledge by signing this grant mother's parents will have no idea that they're going to be getting a shot and they'll come in and give it to them so i think we got a lot to talk about and i don't

026know if you researched it to find out exactly what this grant means and the requirement and what the position you have put this school in but you're gonna find out okay and so we're gonna have a meeting we'll set it out one day next week i also want to know because there's been a lot more or more shootings in school and i want to know if we are doing planning on if we have a shooter in school and how often and what the plans are that we are going to do and that the students understand what they need to do on their part that we're not letting this slide just because we're a small community we're going to be taken by surprise so i think we better have a policy going for practicing in this

027school what to do if there is a shooter and if it's not in place we need to do it and i don't know if on this essa grant that you made this public for all parents to know what this is it had to be made public in public input for this grant to be taken so i don't know if you did that i don't know if parents even knew about it or heard about it i don't know if you even advertised it enough to put it out there to know how important it was for the public to have knowledge of this grant okay so anyway um i'll let go and uh talk to y'all next week if you set up a meeting i'm i got a full day on wednesday so don't do wednesday all

028right well you can't because you go into classes on wednesday right how about you adam i should be available oh no i'm on all three of you i said i should be available right now i'm just saying yeah but everybody [Music] that's fine whenever us three can get together and go over what this really means great okay thank you i pulled up the plan on the website right there i think next is our master planning update okay all right all right um next is master planning and um mr bigelow mr bigelow you're up i'm just having a computer problem sorry it's all right okay uh silver summit update uh be very honest with you i uh i've been confined to my office and not able to drive for the last month and uh this week

029was the first week i was able to do that the meeting got canceled over there because of some sickness that they had but i was able to take kind of a video tour with eddie hogan and he walked me through that it does look like the building's progressing very well according to them we are still on schedule those prior setbacks that may have delayed that we've been able to overcome according to them and they feel like that we'll be able to stay on that schedule i tried to get another four week or projected schedule to you but because the meeting was canceled i don't have that update but can get that out to you as soon as we have that but overall things are moving well there and so we're still looking mid-january yeah silver

030creek update superintendent and mr robinson and i were able to sit down with richard judkins and look at some proposed i guess school layouts the footprint that the school may take there we're going to have to have that discussion and i imagine superintendent will probably bring that to the board to kind of finalize some things but we need to decide what it is the board wants as far as a building the architect can then put that design together and as you'll recall from our last month uh conversation the epa has basically said that if we will give them the layout of what we're looking at then they will work around us rather than them setting the priorities uh parameters and and we working around them so it's kind of important that we we get this

031put together and and submit that to the epa i have continued to communicate with them just by email letting them know that we're continuing to work on it and moving forward so there are a couple of layouts the the main difference there is you can see that little road um that was intended to be a construction access road for the promontory development we're not positive if there is an actual easement in place and so i need to follow up on that and see what that is but mr judkins has given a couple of layouts one including if the road stays and one if the if we're able to abandon that road um so again we'll we'll need to have some more specific conversations and um and an approval on that so that we can take

032it and get it to the epa again it seemed like from those prior discussions the contamination cleanup was maybe not as extensive as we felt that it could be at one time and and they felt like some of that would just be mitigated just in the natural construction process with digging up the soils and moving the dirt and turning it over so i think it's very doable in the future and and it seems like we've got their support to help us get through this and move forward i don't know if you have any questions on that superintendent adam if you want to add anything from our conversations with mr judkins i think if you want to go back to that last picture one of the things that we talked about was um you know so

033we have this property um if we're going to build a school what is it that we want to build what is it that we feel we need to build and so one of the ideas that we've floated around is building what could be kind of similar to what we currently have out there but having a k-12 school that has the flexibility to if the elementary grows to where they needed that other portion of the building so it'd be almost like two different wings but if the elementary ever grew to where it needed that other wing we have property just on the other side of the road that we could look at doing a high school if we needed to or um or add on to the existing building but we what we asked the architect

034to to do would be was to come up with something that was able to be done in phases so that we don't if we're going to if we're going to go that way and build a school we don't want to have empty classrooms for a you know very long and so just trying to maximize building space while still still also allowing for flexibility of growth in the future would there still be use of the other buildings for middle and high school if you were to put the high school with the elementary when we built this building would that then get sold or would it be a different model and then this would be a more traditional whatever when it gets to that time where we're actually saying okay we want to build on that property

035i think um i think that's when we really need to come up with an answer to that question just right off the just i mean right off the cuff if um if we had enough need for some sort of auxiliary support there like a small area for a bus you know because at some point we'll we may have to look at transporting students to silver summit from that from that geographical area you know there that it could be used for something like that but we also have a pretty large chunk of property there that some of those things i think we could do on our property and if that's the case when looking at our needs if we're able to sell it i would probably recommend at that point that that's what we do but

036i think it's too early to really go go and say we'd sell it because we'd really need to look at the the other needs that sometimes we don't think about in the building phase you know like a place for a bus so that we don't have so we don't have a bus driving from camas over the hill every day to pick up silver summit kids you know so um i think when we have a better idea of what that need is we would want to answer that but i it would not surprise me if based on the amount of ground that we have that um it would not surprise me if we ended up deciding to sell that sell honda sell the current building one and two yeah but i do want to be clear

037it's way premature yeah and to even say that exactly and i think really what we're needing to do is kind of have a long-term vision so that we know we can tell the epa this is kind of what we're thinking so they can test the soil so that we really have a better idea of what we need to clean up and so this is kind of way out there i mean we don't have the kids to support any of this right now but um and we can't put it off for indefinitely you need that's right that's why we got to get going on this and get them kind of what we think we want maybe in the future so that they can do the testing that's really what we're doing and you'll notice this is

038all on the north side of the promontory road we still have the property on the south side but in the discussions that we had it just seemed to fit better going to the north side right now so that's kind of where we're at with the silver creek property and just you know trying to manage the idea that buildings are expensive and and i don't think it would be wise to build a building that we that's going to have a large chunks sit vacant i don't think that's a an appropriate use of of space or funds so that's where really the k-12 model which silver silver summit and i'm just speaking silver summit as one it's a unique different way of education that and i think that's part of what they pride themselves on and there

039are k-12 schools around our state and this property allows not only a k-12 footprint but in the event that there was a growth a need based on growth we've got property to the south that we could we could use i'm gonna just interject just to kind of give you a an idea of what's out there right now okay as far as who we are required to educate we have 45 kids that are in that area right now that they're not all 45 or going to our school we've only got 15 kids that are in that that are in our boundary right now that are going to our school everybody else is park city or wasatch or over here in camas um and so um right and then i looked at all of the private schools

040and charter schools where our kids are going so that are that live in our boundary there's only 30 more kids 30 i think 36 is what i found out so 36 plus the 15 is all we have right now in that area now not saying that the growth isn't coming and that we'll get more but that's the that's the demographics right now as to what we are required to educate in that area so are there any thoughts on the elementary being able to be both a traditional type plus because i'm assuming some of them are choosing not to go there because it's not the traditional model that they want and i don't know if doing that helps capacity or we we have a way to look at you know can you do both so we

041we have talked about that and that was another reason why this design seemed to make sense because the flexibility is built into the initial first phase of building to where if your numbers justified having both models you could do that right now there's about 50 kids that live in silver creek area um and fifth out of the 50 or you know 50 51ish 15 attend silver summit the others go to weilemann or some of the other charter or private schools so um we i think as far as enrollment um you know i don't know where that magic number is but at some point that is something that we'd want to look at and it's something that we have talked about i'm trying to get input and feedback from people who are choosing to go to

042those other schools we've thought about doing maybe even uh let's get some kind of survey with those parents to say hey what what would you prefer so what would it take to get you back right i think just from my perspective and we've all heard this issue before is um it's kind of in a bad location yes so we know that that's a huge issue over there is that the building we have now is in a bad location i think you know not saying we need to build right away but once this building is built if we choose to do that in the future i think it's going to bring more students because of the location and the facility right i do too but that's i think that's one of the main issues but yeah

043go ahead 150 approximate 150 kids at silver summit total a third of them are only 15 or 10 percent of them are coming to that to our school and and i do think a lot of it is location and i i i would imagine some of it some of why we're getting park city kids is because of the different model but for some it may also be location because i know there are lots of homes just right across the highway and i don't think there's an elementary right there yes there is is there right there in there yeah there's the parks that he has in elementary right in those right up on the hill of those houses okay so yeah okay so we are competing with them as well right there and i think it's

044called silver summit elementary i don't know what is it trailside trailside elementary site so back to this model here do we need to um get something sketched on the other side to be proactive there as well on the south side um i guess depending on how far you want to look in into the future and see now they're responding do we want to just take that extra step and be more prepared right and just say hey look this is what we're thinking in the future on this side excuse me and then that way we won't have to go back to them right the apa you're tough yeah so we just need to i guess through the board or with administrators we'll need to talk about what we would put there well i think right now

045the costs are free as far as the testing yeah they're going to they're going to take care of the testing for us i mean it doesn't seem like it would be that much but going through some of those financials today it was a lot well yeah you're doing households i know it's a long time so do we have any idea what the cost would be i don't know what he's charging us for these uh do you know kip he really is i think he's not charged as much for this um at this point when we get into the actual design he will but richard has pretty much just done this for free at this point if we could just get something you know the same on the other side if it was you know not

046very expensive just why we have the epa's attention yeah that's just a good idea yeah we can sit down with him again and you know come up with some ideas what we'd like to see there and we kind of thought about maybe turning this into elementary school and then or vice versa you know so this would be the elementary and then if we had enough then we'd build a high school on the other side so we've talked about it we just didn't put it on just didn't put it there well i'd say draw something up for the other side too i think you're spot on with you know doing a k-12 option first and then as that grows we jump across the street right excuse me but i you know while we have them and

047we're working on this why not let's do it i think it's a great idea and you can see on this drawing there the dotted or the lines broken lines or the expansion areas so the superintendent said we we would start small with the option to expand as necessary and that's what those uh three items there are the drawings that he does on the south side may never be used may not be used for 20 years or 15 years but at least the epa has already approved them or whatever so and a lot of what he does that helps him determine what the the footprint will look like is what he calls programming so what is it that we want there how many grade levels are we going to split them up into you know five

048different classes per grade level what what classes do you want to offer so he needs that type of input to to make this so that he can give a relatively close drawing of what's going to be there so that we can give that to the epa but you know we'll rely on superintendent and the other administrators to help us through that and should shouldn't take much okay the last item that i have today there was supposed to be a press release talking about unreinforced masonry buildings school buildings that got delayed it's postponed probably for at least two months so that did not come out today but what's happened is in the last little while and some of this took place pre-covered the state sent out some inspectors and looked at buildings and they're trying to

049decide where they are as far as earthquake preparedness and especially what's called unreinforced masonry so what that means is you know the masonry units block or brick or whatever has been used to build a building but within those sales within that there was no rebar or grout put in to reinforce those walls unreinforced masonry is very unstable in the event of an earthquake the only item that they had concerned with in south summit they'll list it as the high school but it's actually the high school gymnasium the rest of the school we know has reinforced masonry but you may or may not know when the when the high school was built the previous school was torn down except for the gymnasium and the whole school was built around the gymnasium and because that was built

050prior to the codes that required this reinforced masonry we're not sure if it's unreinforced or if it's not and we can't find the old prints for that old building all of those seem to be destroyed even though we really need the one for the gymnasium so what this program is is it's not really intended to draw attention and fear to the patrons that we have unreinforced but what it is it's to identify what is needed out there and to receive legislative money to go in and identify or to correct those problems and so as we spoke his name is john croft he's the utah earthquake program manager for the state of utah we had him on the phone i had richard judkins on the phone and as we talked through that where we weren't really

051positive whether it's unreinforced or not we decided to have him list that the reason for that is it makes us eligible for some of this future funding if repairs are needed now today i spent quite a bit of time again speaking with richard judkins i've been on the phone with john crofts hogan construction has a a piece of equipment and i left the note in on my desk what it's what it's called but you could run it across the wall and it will let you know if this is reinforced or if it isn't they will come and do that free of charge if we want them to do that now we can wait until this report comes out and get money or we can be proactive have hogan come in and see what we really

052have in that gymnasium and it may be that if it's reinforced we pull our name out of that report so that it does not report that south summit has a building like that public relations side you know for a parent to say oh gosh my kid's going to a school that has a sun reinforced it may be better that it's not listed okay so i again got john crofts on the phone we had just a very great conversation today i simply wanted to ask a question but it expanded into a lot more than that with him giving me some input on this but my main question was if we have hogan construction do this for us will you accept that result or do we have to go to a certified uh company and get a

053certified letter he wasn't sure but i think if hogan is willing to come in free that we do that as an initial step see what we've got submit that and if we have to go to a certified vendor then we'll look at that but that would be my recommendation is that we we have that done i think an ideal time to do it if they can work it out is during christmas break there's nobody in the buildings they can go through that and see what we've got so i'll leave that to the board to direct what you'd like to see there but again keep in mind that the report will now come out probably in in february however it's perceived by the public i don't know but the intent is to make available funding to

054correct the problems that they see in those buildings that are listed in that report not necessarily to bring fear to the public of what's going on and what what i anticipate being the best move is to have to take advantage of what's being offered right now from hogan and if we find that it is unreinforced i know waiting until february is not long but if we at least find out that it's not reinforced we can come up with a game plan um uh and and deal with the funding you know i mean if it is unreinforced we're gonna wanna we're gonna wanna remedy that as soon as possible and whether that's us figuring out how to build that into a budget or waiting for some of that fema money i think we'll want to take

055care of it as as soon as possible and some of the fema money can actually be used to do exactly what superintendent is saying to pay for those plans of what you need to do to go forward and then actually pay for what needs to be done do you know when the gym was built approximately i'm thinking in the early 70s i know through my time in high school um that gym was there uh so early 70s would be my guess when the gym was actually put in it could could then actually be prior to that well speaking as a person whose father was a mason contractor who was contracting during the 60s and 70s and 80s if that was built in the early 70s i guarantee there's rebar in there it was built in

056the early 60s probably not and you can get a structural engineer to tell you what you need to do and it can be you don't have to tear the building no you don't can be fixed yeah and it's really i mean i can remember with my dad going in and and drilling holes in the bottom and pouring concrete down through old things and rebarring it i don't know if you'll recall when we did the roofing project we had a problem at south summit middle school you may or may not know that and we found some sales that had not been completed and somebody was cutting corners is what you're saying i i believe somebody was cutting corners and so we did have to go in and and do exactly what dan's saying drilled some holes

057some rebar was put in some grout was put down into the cells to take care of all of that but but we found that with this tool that hogan had well this one isn't the x-ray machine this one isn't this is a it's something radar they called it penetrate i think it was penetrative radar was the term he used when we found the problem with that then we brought in the x-ray machine to to dig down deeper and see exactly how much was missing there so okay so go ahead then with what hogan's uh offering to us any other questions okay thank you thanks skip okay superintendent update all right first we have academic calendar update our calendar both calendar committees have met the silver summit calendar um went through both the elementary and the

058academy sccs they also went looked at it with their staff they have a they have a schedule that they without a doubt will be ready in january i'll be bringing their proposal we'll be bringing south summits as well so far the feedback we've received from the school community councils from the principals and staff option a which is up here on the screen is what people preferred um as a committee we looked at three options uh with the with the ability to manipulate any of it they really were put there as kind of seeds to plant or to prime the pump however you want to say it and i've asked i've asked principals to get feedback also from their staff and principals for the most part had anywhere from four to six or seven people give

059them a response so not a lot of response from them so i sent an email last week to every every employee asking them to email me by tomorrow afternoon with any ideas or recommendations i've had three people respond the this calendar puts us out before memorial um the the the little bit of feedback i've had from people i also this came up when i met with our ssea leadership in our standing meeting that we have people would really love to have two weeks at winter time but in order to do that we either have to start earlier or go later and in our calendar committee people people didn't want to start earlier one because august you're guaranteed august weather is better than june weather and it also there'd be conflict with the fair things like

060that a lot of people want to be out by memorial um but i think that it's come up enough that uh it's something we'll probably need to want to discuss further in the future on that end date for me i i'm used to going past memorial but i know a lot of people in south summit are not and it was in our in our calendar committee meeting that that was one of the things we talked about we had some of the parents that said let's go into june and some of the people saying absolutely not and and unfortunately this is one of those where we're not going to make everyone happy and that's life but if i don't have any additional or any more feedback by tomorrow afternoon my next my next step is to

061email the calendar committee i'm going to share the the little bit of feedback i've received and asked if they want to continue with this option a as is or get together next week um and has there been any talk about shortening spring break i know they like the week but if they want to really be starting later getting out earlier you shorten that spring break to a thursday friday or friday monday right you've got your three days but i know a lot of districts do that i just don't know if that's very popular around here yeah i do have a quick question for you on that it says total faculty days 184 but pre-service is really only three not four well so september 2nd we're counting as a pre-service okay also yeah it's at the

062very beginning of the year and it's also right before kindergarten starts oh okay that makes sense so i was just thinking about one of the yeah one of the ideas actually that came up um from uh from a couple teachers and this would be something that they would they could work on through negotiations but they they actually said you know we might depending upon what the district's expecting those first three pre-service days if if we depend upon how we schedule those they may be in favor of making september 2nd a regular school day where kids come and it's not a pre-service or professional development day that instead of having four they might be willing to go down to three depending upon what's scheduled those three days those three green days in in august and then

063that would add a day on christmas time then no no because um well yeah we we could potentially add a day but anything you do um throws your it throws the whole calendar off so um those that's teachers are contracted 184 days so in this case instead of they would be teaching one more it would be 170 seven instructions because you're you're allowed three 177 but the appeal would go together right and what 180s that minimum that that we have to have and just while we're on that subject part of my legislative update that's a little bit of that is that it sounds like usbe is when covet hit they took the 990 hour requirement out so it used to be school had to be in session for 990 hours at least and 180 days

064and they they took that out because of remote learning and and they went to 180 days of service providing services and that it looks like that's going to continue on to be the case and that they would remove the one year only caveat to that which i i like it that actually supports schools like silver summit um in some of the online schools uh so um anyway so option a is from all three of our camas schools is what they they wanted and then the our workday calendar so one of the things that i've been working on is is systems creating systems in our district where there aren't any um and uh so one of the you know it's interesting one one of the things that i've i've discovered uh there are some oddities with

065the way we've done contracts historically for example if you're a 12 month employee you're you have a 260 day contract well when you do the math if you multiply five work days times 52 weeks that gives you 260 days but in a contract it says they get these holidays but it also says they work 260 days so to meet the contractual obligation 12-month employees who require would be required to work on some saturdays and sundays and i don't think that was the intent so and i can tell you it hasn't been happening so or at least not formally and so i think that what i'm finding is there's a need you know again to systematize some of this stuff and to create a structure that makes sense um and that's easy to understand easy to

066follow and is clear um renee brown i don't know if you've ever heard of her as an author but she says clear is kind and uh i've asked our different employee groups if they've ever been given a work calendar that shows what days they work and what days they don't and other than teachers the answer is no and so i like i met with custodia head custodians today and we talked about that and none of them have ever been told specifically or given anything that said this is your work calendar and that makes it hard for them to plan so anyway i've done a pretty lengthy dive into what other districts do with their 12-month employees and generally what you find is 12-month employees actually work what they call a 243-day contract and that's all

06712-month employees so that's principals assistant principals custodians a lot of the district office staff are on 12-month contracts and so they're contracted for 243 work days so they have a calendar a work calendar that pretty closely mirrors what schools have as well now there's a day there are a couple days few days that schools might be out where they still work but that's actually a benefit because from a from a principal standpoint or a custodial standpoint there are projects you need to get done that you can only get done when no one's in the building and i look as i've as i've created this don actually created this awesome document she made it look pretty because i couldn't i told you i don't i'm i'm not real artsy but anyway um she so we what

068we what we've come up with not only is it comparable to what other districts are doing all over the state so it kind of aligns us with what others are doing it can i use you as an example don if dawn were to say okay look i can go make the same dollar let's say i made the exact same to the penny annual salary doing it in another district but i have i'm on a 243 day contract instead of 260 which doesn't make sense you know so say 253 or whatever that i mean that's not it's not taking care of our own people and it actually in my opinion kind of says well i mean if i were in that situation i might say gosh i could make the same amount of dollars but get

069more of the holidays off you know the mirrors my kids calendar so um administratively speaking the way i see this is it's an administrative thing this calendar where it definitely is gonna need in the long run need board the board to take action is when we get into negotiations and contracts because it would be adjusting a contract down the road you know that would start in july i've met with principals and talked to some of the assistant principals there too i've not been able to talk to miss willoughby or mr greiner they both had been out um but i met with the other three principals i met with kesten and mr jensen spoke with both of his assistants about going to a 243 day contract um and uh they all are in favor of that

070so really this it's a from a from an atom standpoint excuse me from an atom standpoint it's it's net neutral it doesn't this doesn't cost it doesn't save but it does systematize a work calendar for our 12-month employees so unless the unless you as a board are opposed to this this is something that i'd like to actually i can't retroactively do this but it's something i actually would like to to move forward with and make it effective by wednesday of next week so i have time to meet with the different groups i also want to sit down and meet with lucinda again and go through it and just i want to make sure that every detail is hammered out but it is clear our head custodians thought this was uh well a godsend so to

071speak because it's something they've never had and it allows for flexibility if they need to come in over the winter break to do a project they work that out with their supervisor and they can they're allowed to make those days up later in the in the calendar year or academic year so it's something that all all of the 12-month employees that i've been able to meet with or their representation have really um been grateful for just even the idea and looking at it uh and and grateful that we would be aligning with what other districts are are doing so does anybody anybody see anything there that is worrisome any questions about that is already existing in red would be what we would be proposing to add so so a 12 month employee on this year's

072calendar and it would obviously be different next year because we have to adjust it for next year's calendar once we approve that but they would have from the 24th through the 31st off okay it paid in i it's paid but it's not additional pay does that make sense so right so that's where basically what it would be doing is it's it's putting them on a work calendar that's the that's what a 243 day calendar or 243 day contract would be in in a sense it's paid but they're not being paid any more than what they have been getting saying pay a couple of less days a couple of less days that's exactly what it is and and the districts that i've been able to just to talk to about that they they all have that's

073part of the simplicity of it is all of their 12-month contracts doesn't matter if they're a food service worker a custodian or a principal or or a director they're on a 243-day contract so like i said it aligns us more with what the standard practice is third party needs assessment i don't have any document there for you to look at because i don't want to start putting the cart before the horse but one thing that i think is showing as a need not just based on our needs assessment process that we're going through but looking at our achievement data things like that i think it would be beneficial for us to have a third party needs assessment done that comes in and looks at curriculum looks at instruction quality of instruction i've i've participated in

074those as a principal and it was probably the most growth evoking thing for me professionally than anything i've ever done much more helpful than any conference i ever attended or anything else and um for example uh one of the needs assessment i've been part of you know one of the supports it gave administrators was based on their own observations they discovered that what people thought they were teaching wasn't what kids were hearing or learning so there was a huge disconnect there and so we were able to work on creating a professional development plan of bridging that that gap because how often do you you know it happens in your own home you say one thing to your kid you say hey go pick up your room and really what you mean is i want your

075room clean but they hear oh i just need to throw my dirty clothes on my bed or i just need to throw them in the laundry room so i do think a needs assessment would also help inform us around academic need going forward i think it would help inform us with our needs assessment and would actually start putting more emphasis on instruction and data collection and um and how we use those things to create our school improvement plans our trust lance plans and and resource allocation it does help drive resources i know they're not cheap but they are very valuable it's kind of the work smarter not harder sometimes to go fast you have to go slow first and that's i think i think that's those are some of the benefits of a needs assessment

076quick question yeah is that contracted out or is that through the state who does that it's a great question so it it is contracted out so third party so there's it removes any bias it removes you know any favorites or anything like that and what i would what i would want to do is i would want to contract with one of the vendors that the state uses for for school improvement so that they're using the same types of measures that usbe uses i just i think we keep an apple in apple and not say we want to do it differently so um from the time you sign a contract probably two and a half to three months and in my experience what they did is so as a principal i met with them and i

077mean they interviewed me for probably two hours all about my vision for my school and you know what i saw strengths what i saw as opportunities for growth and and um they observed i think they observed every teacher at least twice for half an hour they met with they interviewed teachers they interviewed parent groups which i love because often times parents get left out of something like that they interviewed student groups which i love and they take this huge i don't know that literally would be considered metadata but this huge chunk of data and whatever voodoo they do formulas whatever they create kind of a an assessment finding in certain core areas in in certain pillar areas like leadership talent development which is professional development things like that they're they're pretty close to what we're

078doing um with strategic planning and then they so they create this the synthesis they meet with the administrative team they go through it because they want to make sure that they have things right and accurate and then they meet with a faculty and they go through it all with the with the whole faculty and um that's the assessment piece of it and then there there is an opportunity if we wanted to continue typically those those third-party um groups will also if if desired help facilitate some of those those changes around those identified areas you know with professional development plans coming up with professional development whether that's whole school or specific groups things like that they basically help create a strategic school improvement plan for the individual site and and having them do that with all

079of our schools would help us align vertically and horizontally what what i when we talk to the lady you know it's not necessarily just those things that we aren't doing very well they also help us to see those things that we are doing well and and how we can even build on those and so you know we don't want this necessarily to be a gotcha kind of thing we we kind of see this as a the the opportunity to nest with our strategic plan and to see all of our strength and our weaknesses and to be able to come up with plans to to help us what integrate into our strategic plan to help us get where we need to go and so um i i mean seems like to me it might be a

080good option for us what's the timetable when do you when are you thinking of doing this this year next year this year i think i think we still are in a good place time wise where we can have this done and it can inform what the principals and school community councils are coming up with for their school improvement plans trust lands things like that and their vision vision and mission and right goals and i think it's possible by the end of april everything could all of that could be completed including the debriefs um but it is going to end up you know will if we i need to get some clarification as far as um vendors um it's not something that is necessarily just on a state contract that i left a message with someone

081at usbe today to i want to get some clarification on if they're a usbe approved third party versus being on state contract and i know that it's not real important necessarily to the board but i want to make sure that we're we want to make sure it's important to follow the rules um but it's it's something that whether we have to get three bids or we're able to to interview the companies and go with who we think is best that's what i'm trying to get some clarity from usbe on so that's that's a third party needs assessment and i i i love the idea of them coming in and looking at our curriculum and we we have so much curriculum in our district and i don't know that we really know what all we have

082and we got a curriculum director we do and that will help our curriculum director immensely with um kind of aligning what we're doing between schools and and get that vertical articulation going i said how much do we have an idea on how much that will cost and where it's funded from my in my experience and the last one i had was probably five years ago and it was uh it was for a school that was bigger than what we have in our district and so in that sense you'd think it'd be the same or less but we have five schools that they have to do it at so but when i did it it was i want to say it was about 80 000 and it's intense i mean it's it is intense intense but

083it's a good kind of intense and i think it would also help give some support to not only teachers in the classroom you know it but also our principals and assistant principals as instructional leaders because i don't think i don't think administrators get enough pre-service knowledge of how to be an instructional leader kind of like how teachers don't get enough pre-service knowledge on how to differentiate and so it's it's kind of similar to differentiation for a teacher but at a principal's level it's instructional leadership so i would imagine it'd be somewhere in that same ballpark how did the staff at your previous school react or what were their thoughts on this i think at first there was some apprehension i think there always is for some it's exciting for others it's scary um and they

084they the group that i worked with was they met with my staff a few times before we even did the assessment because they wanted to make sure people were as comfortable as comfortable could be for that person but what i what i did find was when once they came in and started doing observations and and started interviewing teachers they just became someone that was in the building and so some of that angst early on was dissipated because they just they knew they were there and then it was fine um so it's if you asked some people they'd say oh it was scary and others would say oh it was awesome well this this isn't a gotcha too and this is uh something that they you know it's it's going to be an overall assessment you

085know so they're not going to individually say you know this teacher or whatever that's not doing a job it's going to be hey as a district from an organizational standpoint this is some of the strengths and some of the weaknesses that we see and so it's not designed to be that gotcha you know it's presented correctly and so that they understand what it's about so it's not just something that all of a sudden happens to them and they're wondering what's going on here right and that would that would be part of the contract would be that they would meet with each school staff you know to explain everything i will tell you that this is how much i know it's not a gotcha because i asked a couple of the observers um you know what

086did you think of so-and-so's class and they said can't talk about it i can't tell you anything that's part of our contract you know um so it really and truly was not a gotcha at all when you know i was the principal and all i was asking for was what did you think about their class and ironically it was about my best teacher in the building i thought oh you'll be wowed and amazed they're like yeah i can't talk about it i can't tell you so they're mainly looking at what curriculum is being used and how it's being used versus well they're looking at teaching that curriculum or what's the actual they they do look at the instruction they look on on um clarity what's being communicated um while i don't they never gave me

087names part of the findings was that people were teaching a core that was 10 or more years old they just they were using the core that they were used to when they started teaching i see little did they know that the core had changed ten times time yeah could be ten times so and so some of our some of our findings were around making sure that people are using the current standards current skills and current core some of it had to do with there was differentiation was was a huge opportunity for growth that was a weakness and i think that's probably true of most schools that that are around the country kids being able to articulate what they're learning was was weak in over half of the classrooms and that's so taking that to the

088next step from an administrative standpoint that allowed me as a principal and my assistant principals say okay if we haven't noticed it to that degree we need to get some professional development ourselves so that we know what better to look for so that we can support our teachers and support our kids so it for me i saw it more as an opportunity for me to grow than i did even as the teachers it was very growth you know it was very growth-minded for teachers also but for me professionally it it helped with that transition from traditional principal uh manager to instructional leader so it was it was very helpful any other questions about that okay i i have adam has looked and as far as where to answer your question where would where would we

089pay for it adam has adam has a way of being able to pay for it where it doesn't it's not necessarily robbing a peter to pay paul type deal the thank you cards so one thing i i don't know if any of you have received cards yourselves i know that we've been getting cards from cards and emails from employees just expressing their gratitude to the board for for christmas bonus and um some of them have have been very just not break your just heartwarming you know to hear hey this came just at the right time as i'm trying to figure out how to do christmas or how to cover thanksgiving or whatever so we we have we really do have amazing teachers and amazing secretaries amazing administrators we have i would say for the for

090the most part we have the right people in the right places um and they're very grateful very thankful for that and i mean some of that's evidenced tonight just by silver summit you know wanting to do something special for for the board to express their gratitude so thank you again for that um it's i know it's appreciated and it's not lost on on anyone i included our legislative priorities this is a document that i just got today that was just updated and i apologize for the small font but when you print it out it's a small font and you can see these are these are our usbe priorities with with dollar amounts and then um you know how it's funded what it for example is a first time or ongoing funding or one-time funding things

091like that we've talked about a lot of these as superintendents from around the state um and you know we have our our um our superintendent our ussa usba priorities and they're quite well aligned with what usbes are and i think there could be some real benefit to our district you know with with these and there's a lot of information here so as you look at those um you know tonight tomorrow whenever feel free to shoot you know shoot me an email or call me or come over whatever and i will i can help answer questions as best as i can again it just came out it's something that we'll be we'll be spending more time on any questions about that no okay well thank you all right adam okay i just wanted to you know

092as we as we talked previous in previous board meetings i wanted to kind of give you a breakdown of of the aquatic center and fitness center usage we do have our software in place now and it allows us to kind of see how that facility is being used during the school day and so what i did is i broke down each of the events now most of those events are are you know are class period events usually and so you can see there's 138 events that took place and that's really the yoga class the sped pool usage and the middle school uses the facility almost every day they go over to the um to one of the dance rooms and um and you use that and then there's academic and really those terms i don't

093know that we find them well enough to to because really some of them really aren't academic some of them are you know so the categories i don't know that they're really helpful but the events are and so there's there's weights there's early morning athletic training that they utilize the dance room and the weight room and then they do some beginning dance classes and some athletic skills classes over there and then the athletic events those are the 13 swim team where they utilize the pool um and they usually do that daily from uh from one to two o'clock and then the the actual meets the 12 the 13 events that um there's a swim meet so i tried to try to give you a kind of a usage report i don't know if you kind of

094took a look at that um i don't know how helpful that is but you it kind of outlines what it's being used for from from a school standpoint and um and then how many requests per month and you can see um it spiked in november and it's kind of down in december i think a lot of that's due to the fact that you know it's we're going to have christmas break and some of those things coming in that may be not utilized as much but that kind of gives you a breakdown i wanted to kind of show that as we look at maybe expanding uh patriots times i think it may be doable if we if we help people understand that we want that we don't want them to dual schedule in the mornings and

095so maybe as they set their next year's schedules we might be able to to facilitate some more time maybe in the morning but uh know that uh as now that we're tracking this it does show some significant usage uh by our schools during during school days an hour so are there any questions on that um just real quick you just the only one that had a time was the swim team and i know you probably i don't know what software you're using or if it breaks it down more than that that would be interesting to see yeah and and that was it's hard because it's kind of all over the place but i tried to pick those things that they do during the day sure and so um but they're all over the place and

096so i'd have to look at each individual event and try to figure out and try to lump them together but um i i know um it is being utilized and so i but i think again if if the intent is to get more time for the public i think there's an ability to do that if we help with scheduling of classes uh to to not schedule you know in that morning time frame maybe if that's what we want to do maybe extend it for an hour i think that's something that's doable if we coordinate so there's a will there's a way there is absolutely and i think you know we've got some other plans in place and if we we help with the weight room um maybe the weight they won't need the weights uh

097at the aquatic center and the coal so we got some plans that maybe we can take some of that pressure off specifically in the mornings and that will allow us to to maybe do that if if that's the case but we'll we'll continue to monitor unless you tell me something different you want me to do something different but this this least we have data now whereas we didn't have data before so thank you adam okay our professional development evaluation report glad they're back and going i if there's something that a development that's not good then we know not to send another person to that one right right great to see how they're going to implement it i love to read what they learn so for me it's something i enjoy well it makes it so

098it we don't think it's a waste of time or money and that's what we're here for so yeah okay thanks dawn all right anybody need a break or should we head into agenda items i i would uh i mean i think it's fine going into agenda items but i i do think um it might be uh beneficial to prior to moving to the consent calendar i think there may be some questions that will come up that will require us to go into a closed session so maybe go you know whether it's tabling the consented the consent agenda for you know so that we can get through others and then go to a closed session and then come back out of that you know whatever the board wants to do but i do think it'd be

099beneficial to to do that everybody okay with that all right then we'll do that when it uh we'll table the consent calendar no all right what i've been waiting for and i'm really excited about so audit report so we have ben probst who's here uh rep representing gilbert and stuart and i'm sure he has this exciting fun um financial statements and and audit report for us so i'll turn the time over to him a hard copy or is that it well like adam mentioned my name is ben probst i'm with gilbert and stewart cpa firm we're located in provo but we have an office also in heber um i guess uh before we i really dive into this i can take as much time or as little time as you want um i just want

100to thank adam and his staff for we came and spent some days here and and he was able to get us the information we needed to gather evidence and supporting documents to have us come up with our opinions so just want to thank him and his staff for for that so our audit process basically i'll just briefly go over that what we do is we gather evidence to support our opinion of the financial statements we will come and we will look through various transactions on a random basis we will compare that to other sources we'll we'll even inquire from third parties confirmations from them to verify that the amounts are correct such as the revenue that's coming in from the state we'll get a third party from them verify that that's being recorded properly we'll

101also recalculate various things in in the financial statements we'll do an analytical review comparing with prior years see if there's anything that stands out or or needs further testing and and that and then we will review the financial statements make sure that they're in uh report in the proper way and combining all of that together then we also have some internal control we have to give a report on the internal control so we'll do some various test works and follow the policies and procedures that the district has making sure that those are improper and being functional and if we see things that need suggestions we'll do that with adam and his staff the other item is the state has various things that they want us to look at make sure that we're in compliance with

102the laws and regulations that the financial statements and the financial accounting has to comply with with the state we'll test various areas i'll go into that a little bit as i go through this report in what those areas are that varied from year to year and what we they want us to look at and as we did so we we didn't have any findings associated with any state compliance issues that way so on page one of our report uh down at the bottom is our opinion statement uh basically in our and i'll just read that last paragraph just say in our opinion the financial statements referred to above present fairly in all material respect the respective financial position of the government activities each major fund and the aggregate remaining fund information of south summit school

103district as of june 30th 2021 and the respective changes in financial positions thereof and the budget to actual comparison for the general fund for the year then ended in accordance with accounting principles generally accepted in the united states of america so basically it's a unmodified opinion the best that the district can receive and so um i want to commend adam and and what they do and and keeping track and everything basically he does a good job in in providing and reconciling and keeping the records in in order i can go through part of the financial statements i don't know what you prefer adam and in that respect or what you want to do or highlight it's up to the board there's like there's there's mainly three three different parts the the first part is the

104management discussion and analysis i would suggest you read that that sort of is a as a summary of what's happened through the year it compares the prior year it has comparables there of the financial statements of the balance sheet and also the revenue and the expenditures and highlights different areas of the budget your capital improvements and things like that it's sort of a summary of everything that's in there so and it's more than how should i say english than accounting terms so and then and then then and then after that is our report uh the financial report um it begins on page 14. at the end of the report is a single audit the single audit is necessary when we have federal funds over 750 000 and and there we have to go in and

105also do some additional test work and compliance work to make sure that the federal monies that the district receive is being spent properly and and according to those grants that the the uh district received and in this year or in the year that we audited and probably this year too there was additional funding that came in through the covet that the federal government gave out so so that's one reason why we have a single audit i don't think we have one every year but this is the first time and and really what pushed us over i think was the the free uh launch which is not something that we've had in the past and i was thinking we wouldn't have to have a single audit but i wasn't accounting for that free lunch because all

106the all this all the commodities are free and so we have to so what pushed us over this year so that's that's it um maybe one area to highlight in the notes is the capital expenditures i think that's on page 30. actually 31. that just shows our increases in our capital expenditures our improvements to buildings and still have some construction in progress and and our furniture and then the equipment that was purchased during the year that we capitalized and then the depreciation of those items any questions or any comments or the financial i guess on page 12 is where um is the statement of net position that's our financial statements in the statement of activities that show the overall assets and liabilities of the district and the net position they're in the district does not

107have much in any bond debt which is great you know it shows that they're quite fiscally responsible and all that they do i think the majority of the debt has to do with the state retirement system that we have to show on the books that's required so if you look at the statement of that activities that just combines everything shows that our change in net position went up about 4 million 765 000 and then on the next page is our fund balance balance sheet and that is broken down by a general fund or capital prop project funds and their building authority and and that all then ties back into those first two statements that we talked about and again if if you have questions after you've reviewed it or looked at it you know you

108can give us a call anytime it would be glad to discuss anything there so i want to personally thank ben and his team um you know it's it's great because there are times that you know school finance for me is a new thing and so there are times that i don't know how to classify something or have a question on how to account for something and they've been so good that i can just call them and say hey what do you think about this and uh it's nice that i we have that relationship and and i think that has been very helpful for me personally as a new ba to have that asset that i can go to when i have questions how do i you know we had to transfer some money from one

109one the capital budget when we you know we bought the driver's ed car from you know so there was a whole transaction thing that i didn't really know how to do it in accounting this way and they really have helped me out with a lot of those questions so i want to thank them for that thank you yeah thank you that's a great service that you provide well we're glad to do it so yeah thank you all right appreciate it we'll let you get out here before you get snowed in i don't know is it still snowing just lightly oh drive safe but we need it right yes we do we won't complain all right agenda c substitute teacher pay i think we need to have a motion to accept the i was my mistake

110all right open for a motion make a motion we approve the audit report as presented by gilbert and stuart second okay i have a motion by mr hardman i have a second by mrs plazard all in favor hi hi are there any opposed hearing none audit thanks okay all right agenda c yeah i got this one so um you know as we've been going throughout this school year it's been become it's become very apparent that um we don't have enough uh substitute teachers uh to cover all of our classes and so we're finding it more and more difficult a lot of our subs aren't uh you know they're it's not worth it to them to to come and so um you you can kind of see some of the data in in august we had

11114 unfilled jobs in september we had 47 in october we had 54 and in november we had 50. and and that's a significant thing and so what's happening to happen is a lot of the teachers on their preps are having to cover for those teachers that um that are gone and and then in the elementary school which when they don't have a prep right then a lot of the paras are having to cover uh classes and and and so uh one of the things that's happening across the state is is people are really looking at their sub um how they're reimbursing our subs and and so we're proposing we and we haven't done this for quite some time but we are impro we are proposing or recommending to increase our sub teacher pay um to

11213 uh for non-trained uh subs 15 for train subs and 18 uh dollars per hour for certified subs and um and then we also would like to put in a a kind of a pilot program to incentivize subs when they get certain hours per pay period so uh in there you can see for an extra they get an extra fifty dollars if they they do 30 hours they get an extra 100 if they do 60 hours and they do um an extra 150 for 90 hours and so that will kind of we hope incentivize our subs to take more more classes so that we can we can support our teachers and our kids you know who aren't uh you know that that uh that we need to have that kind of instruction and so um

113as i looked at the budget um last year we spent 69 000 in um in substitute teachers and this year i budgeted 96 you know and i think i did that based on the fact of covid not really knowing how many you know teachers and and and people would have out and so there's extra budget in there already to to i think you know to do this and so it's not financially it's not going to kill us but uh you know when you can go to mcdonald's and make 15 bucks an hour and we're paying 10 right now um you know 10 i think 10 13 and 15 i think is what we're at right now um it's it's not an incentive for someone to come help us and we really need the help and

114so that's what i'm proposing and and and you as a board have to approve these kind of increases and so that's why i'm presenting it to the board for your discussion and hopefully approval well i'm all for increasing that for sure um just a question i had i it seems like and maybe it's been an hourly rate but it seems like it was a flat rate in the past are most districts an hourly rate now yes okay and would this be i know we lose a lot of subs to park city because they pay a lot more is this putting us more in line with park city you know i wish i would have looked at that but i didn't so i'll have to get back to you on that question but it it will

115make us a lot more competitive than we were yeah definitely i just wonder if we're even getting in the ballpark so because i know a lot of people that said they'd rather go over there for the pay than over here so right and i'll and i'll find you an answer and email it to you that's okay yeah that's fine have we ever thought about uh having i know when i was in granite district we had them permanent subs yeah so we looked at that uh not this year but last year and um you know again that's going to eat into your 96 000 that was budgeted you know then you got to add you got to add benefits if you're going to do a full-time sub and so you know there's some drawbacks i mean

116i'm not saying that we shouldn't look at it and i know i think in east you had them well you had maybe some full-time subs but we did until aca came on board but that's what kills us once once affordable care act started um all yeah all permanent we call them permanent subs all of that went away because they became a full-time benefited employee and we couldn't afford it so we've actually adam and i have talked about that as a strategy um it's a it's a really expensive strategy and we we both felt like doing something like this is just kind of in the middle of where we're at versus going that extreme if we're going to climb a ladder we want to kind of climb it one rung at a time instead of jumping

117a few to go to that but you are right permanent subs used to be a really popular thing when i was teaching at granger we had three or four guys that one one man in particular he did our special ed you know and just a side note i uh happened to be in smith's parking lot yesterday and they have a handwritten sign at the door at smith's parking lot 24 an hour i know it's hard to compete no is there stock are you are you pretty firm on these numbers i mean i'm good with keeping the non trained at 13 because that gives them more of an incentive to get trained right right um but what if you were to bump the train to 18 and the certified to 20. does that work well the

118question is is the unknown i you know it's it's we're we're taking a guess here as to how much this is going to help um the reason i think we can do what we're to keep them where they're at is that incentive is that we're hoping that that bumps them up to that higher rate if they put more time in and so that's incentive for us but it's also an incentive to them to get that that bigger bank commit more time so so i would recommend that we stay this course and then we'll evaluate it for a couple of months and then if it's not getting us where we need to go maybe i come back in a couple months and say hey it's not working maybe we need to go higher because we we

119did we are proposing that this be a pilot until may and then we can come back with data that we can compare pre change and change and see so so again i think we can go either way i mean we could bump it but what do we do to advertise that so that you know those that have maybe been asked to sub in the past and was thinking it's ten dollars an hour or whatever how do we how do we get that message out that hey we're paying more well one idea is we could take advantage of things like kpcw advertising things in the paper website instagram facebook you know doing some sort of an email blitz whether that comes from the district or from the school but i think we can we definitely want

120to communicate adam said earlier he'd be willing to go hold a sign right outside 7-eleven he'll be out one of those dancing signs and i and i'm going to go i want to see that 13 an hour yes and i'm going go out by the red flashing light in francis so that people leaving the valley to go to heber and coming in i know what that's what it was the what that's what works well and i know i don't know that i could sell it i mean look at this but i know there was also concern um with that whole new policy well it's not a new policy but the policy of the work day the eight-hour work day and that subs were also required to be there so many minutes prior and stay after

121school and all of that subs weren't required okay yeah they're only there during instruction okay so has that been well whether it's been been completely communicated is maybe another question but i think we can we can um with jody and we can come up with the plan subs are only for instructional time that would put a lot of people off you know i'm not gonna stay a half hour after the kids leave what am i supposed to do you know kind of a thing exactly yeah so adam you're saying 13 on this graph it says book 12 what is what is it in which graph are you seeing just the sub info here the proposed they were at 10 12 and 15 and yeah i'm about 12 15 and 18 is it 13 13 13

122sorry that was probably just another one 13 15 and 18 is what i'm proposing okay and then i guess will you guys just explain licensed teacher non-district what what does that mean so so that's if you if you have a teacher that's that's licensed that maybe is not teaching right now you know in a normal teaching position that wants to come and teach will pay them more so they that's a licensed person okay so what about the teachers that are covering well that's another that's another thing that we need to goodness of their heart well no we're working it yeah it's something that something i've been talking with ssea about for a few months they've been looking at it we've been looking at it to do that's really it's actually really complex because you have

123three different schools on three different schedules bell schedules and so just for easy math let's say a sub got paid a hundred dollars to sub for the day at the high school with a five period day minus a prep they'd get twenty five dollars if if they covered the class at the middle school they teach six periods a day plus one prep so you'd take that same hundred dollars divide it by six so in a sense the hourly rate would be the same but one person to cover classes and one person to cover classes getting paid 25 while the other is getting paid 16 or 17 whatever it ended up being yeah and and so that's where as i've met with with ssea leadership that's it's something that um that we both want to try

124to solve and try to figure out it's something they're willing to negotiate for i don't know that it's something that we have to negotiate for but i do i do know that we have been putting our heads together trying to figure out how to do that so i guess i don't get it if it's paid on an hourly basis if it's 40 minutes here and 60 minutes there or whatever does not mean the problem solved you've paid 40 minutes or you paid 60 minutes well from a from from a standpoint of saying hey for me to go cover this class i'm only going to make 16 bucks i don't to me my prep would be worth more than 16 bucks to me you know as a teacher and so i think that the high school

12570 minutes so they'd actually get a little more than 25 because i think they're on 70-minute classes so it just and the elementary doesn't have they don't they don't have preps and so how do we make it fair for them too and so it's just it's just messy it is a complex issue and that's the elementary of preps but not like a prep power they have like or they have a prep like 24th grade is all at the same time so you'd have to maybe pull a fourth grade teacher which is why they're doing their plc so then you're you're pulling they're missing plc they're plc that's so yeah it just doesn't work at the elementary and that that's that's why i've that's why i wanted to work with ssea i mean it's something they

126want to have happen and to be honest it's something i want to have happen too but how do we do it in a way where where it's an incentive for people to do i think it's being done anyway and the people that are doing it are doing it out of the goodness of their hearts and they're just like you know the people at the front office are freaking out because we don't have a teacher so i'm giving up my prep to go help and i'm not getting compensated anything i'd rather get whatever the subs get paid give me something for doing it yeah i don't care what it is just give me something for giving up did they work time in the past or something so one of the ideas yeah one of the ideas

127that um that ssea came up with was right now they're they're required to to be at school for eight hours so if they cover a class could they as long as it wasn't taking them out of a plc time could they take that could they leave early you know they'd be working it out with their principal which is where you'd want them to work it out with but so if you covered a class you might say hey you know mr jensen or hey miss wright you know i wanna instead of me staying till four can i leave at three today or you know whatever that is um so that it's not a monetary peace because they i mean their leadership said the same thing it's this is really difficult this is hard i mean it's

128complex to come up with something that's going to work for everybody feel like yeah it's going to work for everyone that's trying to figure out what's going to feel like it works for this group this group and this group because elementary elementary teachers really are the ones that would be taking it on the chin and because they they really don't have a formalized prep the way secondary teachers and then like you say they pulled they have to pull paras and then you lose that help in your classroom that you need it and then the instruction goes down you know it's just right so no wednesday how often did you have to cover though in elementary did you ever have to we didn't we didn't cover the pair of professionals had to cover classes and then

129you wouldn't get that pair of help during your reading time so you would basically just have to do something different the instruction would be different that day or you just didn't have that extra help that was needed during that time another another thing that we're we're going to change is right now paraprofessionals have been able to put in and get subs and you find subs want to sub for a parapro much faster and easier than they want to sub for a teacher so you have a parapro that has a sub but you don't have a sub for the teacher and and so um i that's one of the things that that that i want to shy away from and shift and and if we're going to have a sub for a paraprofessional it should be

130a professional that's in a special education class that needs to be there to meet the iep needs of the student but other than that paraprofessionals really shouldn't be getting subs it kind of like just to go what to what wendy was saying was the teacher ends up having to adjust their day it's gonna require this teacher to adjust today or this teacher to adjust today but it's it's kind of that that's how they would have to handle it so you're either going to have a sub for a para or a sub for a teacher and and the classroom i would say something for the teacher is the most important yeah and we i can show you kind of in the data here um i don't know if you saw that but uh the para subs

131so you can see all of the subs that we so when we have 47 short in unfilled jobs 12 of them were four are 12 you know they're actually additional but 12 para pros were filled during that time frame so maybe can you make it on the software or when whoever does the scheduling that they have to do the teachers first yes but that's hard between buildings you know what i mean because um uh let's say you've got a hole in the middle school for a teacher and you have a a parapro that's that's that's absent in the elementary but no teachers are absent so that school is going to fill that pera not really knowing that there's a teacher in the middle school that's absent and so structurally it's gonna be we've got some

132work to do and that's again we're all into trying to fix these like structures system yes like so can it be district-wide like if you're going in to choose what you want to do there's a t the ones that have to be chosen first are the teacher ones district-wide not just school-wide right when i i don't know if this i don't know if the system has it built in i don't know that it doesn't but i think what you're saying is can you go in and just basically say only certified teachers can get a sub and maybe add these particular pair of pros that are in special education classrooms also can get us up other than that no one else gets subs i think that's what you're saying well not necessarily i would just have

133a habit it's priority the problem is is prioritized by building and we don't manage it the buildings manage it we can see it but we don't management and they only look at their buildings and they only have access to see their buildings from from a secretary who usually takes care of this they only see their building and so structurally i don't know how we do that with the software that we have does the software allow um what it would allow them to see the other schools like because maybe if they can get in there i don't know i'm just saying you know it's a good question let's use what we have work the software and see if we can fix it to make it work for our advantage exactly and that's well as long as

134we communicate to the paris because we're not we're going to take away you getting a sub doesn't mean you can't take time off because someone told me that this week they don't want to be a para because you can never it's not flexible but i don't want us to also say no subs for perez and then no one wants to be a para because they they don't need to be tied to the job no subs i would just say that's the lower yeah the lower priority you still allow them to sub yeah if they don't get the sub and they need the time off they take it yeah right i mean yeah pera's schedules are much more flexible than a teacher's right right so so they can leave i mean they just don't get paid

135yeah you know that's the bottom but the parents can leave it any i mean if they don't work they don't work for a parent than a teacher too i was just gonna say that's why they do it yeah we don't want to offer more pay for someone that's doing it for teachers yeah rather than just doing everyone the same thing so the current pay is stays intact for parasubs and teacher subs go to the higher pay i mean that that's uh that's the para's get paid less than teachers so yeah that the substitutes would be less pay than teach yourselves because you know there's some people that would be willing to sub for three hours but they don't want to sub for a whole day yeah yeah so i would look at because otherwise if

136you take away paris subs that's true they can just take time off but it just punishes the teachers right because then they don't have their person to help them and they have to readjust everything but being a teacher is not necessarily teachers but the kids kind of like your idea if you if you want me to run with that we'll keep the subs for pairs at that lower rate yeah go to the teachers the higher rate maybe that'll incentivize them i think that's a great idea way to go linda how many subs do we have i don't know i i don't know for sure i could look it up no there's more than that there's probably more well i know we're approving something tonight too there's probably more than only about a dozen that are

137active yeah yeah but on the books there's i did a report today for shanna it seems like there was 30 or 40. but again some of those that are showing subs are paras that are on the sub list as well and so again there it's it's a little it's a little are the pairs allowed to so most pairs are a three and a half hour day is that right it depends are they allowed to sub yes their other three and a half yes and they're they're allowed to do that um at their para rate we've we've said that so it's because a lot of times our repair rate's higher than the sub rate if they're trained if they're not trained then they have to go down to that lower rate so i don't know that

138you want to leave it at ten dollars an hour so do you want me to raise the others higher possibly what does that do with your budget again it's a it's a guess but i mean it's in my mind it's worth doing it need the training as well i mean it would be beneficial but maybe a 12-14 paras aren't going to be certified correct most likely not so you just have a two-pay you would have non-trained and trained well you need to have a pair of or a sub for a pair and a sub first so you'd actually have four right yeah so so if you want me to look at maybe even raising it further i i'm more than happy to do that um we just got to be careful not to get too

139crazy i just think ten dollars an hour with everyone else that's hiring right now it's ridiculous you wanna bump it up two dollars an hour for each you know so the i would say leave the um that new rate you did for the non-trained so that it you know incentive incentivizes is that the right word makes them want to go get trained at least get some training okay to get that higher rate i would say you could leave that not the ten dollar one but the what you were going to thirteen yeah i would say leave that one at 13 because if they don't show any willingness and getting i mean the training is only a few hours right isn't it district provided yes yep we're paying for it now yep so i mean if

140they're not willing to do that to get those few extra dollars and then maybe just that same 13 rate dollar rate for the paris for sub for paris sub for non certified is 13. and i don't know if you have a trained rate for that or not but so you're saying for the non non-certified so if you're they're doing a sub job for a non-certified person non-trained on train and then how much if they're trained to go to the 15. and then the teachers would be 13 non-trained it's basically 18 and 20. i would say 13 18 20 for the certified and 1315 for the non-certified i i and i still like the idea of incentive for the number of hours and days yes for sure but i actually i think i would prefer that

141be for people covering teaching classrooms teachers not some pairs exactly so if we're if we're going to do that kind of a distinction i think we make that part it so if we're going to move on this then we need to ask well if we're all in agreeance change the rates and then we can still make a motion with those changed rates did you change that on your sheet then go to that proposed one just so we're all clear on that do you want me to change it oh no i meant on that excel sheet you just had there just so we could see it oh sorry oh whatever either way just so everyone can physically see it so that we're all on the same page i just thought that would be an easy way

142to do it but then you closed it and it's open now so we're going to need a small table for so that would be teacher and then we'll need another table before we go prepare so this right now is for certified sub actually for certified jobs does that make sense or teach i don't know how you but do you want didn't you want to go up two dollars an hour on this one i would say well we had it at 13. i would leave the no training at 13 if everybody agrees with that and then 18 and 20. i think yeah we're stepping up to 15 for a teacher because okay it's a harder job it is so for para's i would yeah like you said that two dollars so and then the pears you'd

143stay at the third team you want to stay at that or stay at this go clear down to that no i think you need to offer well they wouldn't be licensed just so you know our paras start at 14 something so you don't really necessarily want to make the sub make more than the pair so i would maybe see does that make sense training at 12 yeah no training 12. and just leave it at 12. well then like how does it how much does it benefit them to get trained as a parent we want them to so we want to incentivize it no because then they would make more i would say i would just say 12 12 and 13 i don't know 12 13. let's just do 13. i think that well let's go

14411. i think that you're okay with that 11 13. and then you don't really need the licensed one right no subs for paris are you okay with that or non-certified i don't know who else gets subs do you ever have i guess that would be the only thing right non-teachers maybe i just put that subs for subs for classified do you have food services subs do you have driver subs driver subs of course there's are they separate so the sub i think the sub bus drivers get more i was going to say that's probably a whole different yeah that's a whole different schedule that may be something we look at soon too because but this this is a good start i think this is this is doable so to complete 30 hours they're going to

145get an extra 50 which computes to what a dollar or something an hour that's what i think it should be so this incentive is just for teachers teach yourselves yep so repairs right prepared monthly subs for licensed you okay with that yep what is that did you calculate the hourly what does that come up to like a dollar and a half not quite a dollar well 30 yeah a little bit more 25 an hour maybe i like it got some great ideas great minds you ready for a motion dance yeah i'm ready for motion all right i move that we accept the substitute teacher pay with the new numbers that adam has put on the spreadsheet differentiate it for licensed and licensed subs and non-licensed subs and the incentives and the incentive board license for

146licensed subs okay i have a motion by mrs radke all second i have a second by mrs blazard all in favor aye any opposed hey hearing none let's move on i'm excited to see what i'll give you happens in the next few months yeah i'll give a report absolutely sure let's get the word out there i'm just going to save that file so i don't lose it that'd be good all right okay sorry you get me tonight so i don't know if you've heard of the news but we um did we vote we did vote right yeah okay sorry i was spacing it okay so hopefully you've heard in the news or seen in the news that we did get the 700 000 that we requested for our softball field rap tax it's a great

147thing um we're excited um and really what i need tonight is approval to move forward we have to do some surveys some um some some stuff to prepare for that and then uh some design work to to get that thing completed and then we have to put out a an rfb and i just need your approval to make sure that that's what the direction you want me to go and you approve that we do that you can kind of see the timeline i put that in one of the in one of the things and i'm hoping to break ground uh in the summer so you know um about one million three that will i mean that's the an estimate one million three that we have to put into this is what we're estimating it came

148in a lot higher than i mean we put in shooting for the stars and they asked what's the minimum for them to do and when we said that on the ground yeah yep so it's pretty awesome they got 11 000 for and they didn't get their splash pad but they got their gazebo that they were asking for so they're gonna put a gazebo in and did we get that report i'm assuming you resubmitted it by november 29th yes uh everything's submitted oh it says due to november 29th 2023. yeah that's the end that's the end report we've got a couple years to get this done it was like something due like after they said here's your money now get us some paperwork i had to do some of that um we should see the money

149in any time now so um they're they're going to give us the money up front so again um i think we've got a way forward we know where we're going to build it we kind of know what it looks like kind of know where it's at any questions anything different you want to see and this 700 was for phase one phase one it's for the softball field next year they do but the big money is probably not gonna be for another five or ten years so it'll be minimal and wasn't there like a phase 1a or something parking was that yeah so all that's in it yeah so what i hope to be able to build is the softball field the parking the lights and um the restrooms and the concessions batting cages that's and

150then we'll just have to adjust based on how much that all comes in you know maybe we're we're too low and or we'll have to make those decisions once we get the bids but that's kind of where i think we need to head sounds good any other questions all right we need a motion make a motion we approve continuing with the approval of our softball field with whatever uh what do i want to say that whatever moving forward moving forward with the survey with surveys that is needed to complete said project and the rfps all right and also the rfd all right i have a motion by mr hardman second have a second by mrs radke all in favor aye aye any opposed great none okay affordable housing adam okay so again um we finalized

151what we think our rfp ought to look like hopefully you had a chance to go through it uh had timelines on there we would like to get that going as soon as i get approval from you if this is the direction you want me to go and we can get a company in here to help us design the plan of going forward so that's really what the rfp is is designed to do is to help us figure out the right mixture on the right property to to go forward for our district for future and and current employees any questions yeah i just wondered if we could uh or add a contingency in here if they're late finishing the work can we charge them five that's a great idea yes like the ones that are stuck

152i thought you guys would all laugh at me no actually you said that my husband has mentioned something like that he says you need to make sure you put a contingency in there for when they do one's in francis that are just nothing's getting done yep it's common in construction especially commercial construction remember remember this is just the plan so this isn't quite the construction phase yet i know it's not the contract but in here if they're aware of that yep i don't know i don't know where you add it add it wherever you feel but we should totally do that sure okay good idea five percent per day per hour per they might get it done then all right any other questions comments okay we need a motion i'll make a motion to approve

153the rfp for the affordable housing project all right i have a motion by mrs blazard second have a second by mrs radke all in favor opposed hey hearing none letter f our mortgage assistance program so this is mine as well um as you know back in 1998 i believe is when the original policy for uh mortgage assistance program was initiated in the district um at some point between then and now we can't really find out when but that that policy was discontinued um i'm recommending that we bring that policy forward again and uh with with some changes and and these are some significant changes uh to the policy and so i'm gonna bring up the policy and we can just go through that real quickly and i can answer questions but hopefully you've had a

154chance to read through it and hopefully you have your questions ready for me but basically in a nutshell that we will as a as a district develop a fund of about 7 500 bucks or 75 000 a year budget towards helping our teachers and employees find housing in the area and this fund will be on a first come first serve basis it will also there are some contingency or some some stipulations that that this uh holds as well so um one of the the key things this is a 10-year commitment um uh it's a loan for the 10 years but it turns into a grant if they give us 10 years so there's really no payback unless they they negate on that 10 years right so if they go five years then they owe us

155half of that money back um you know because it's prorated so um it basically gives them a chance to pay us back uh just in time that's the that's the requirement and so um it uh it does set a minimum of 7.5 percent of the actual purchase price which as you know many homes in here are over five hundred thousand so or fifteen thousand which is ever whichever is less than fifteen thousand is less on most of the homes in the valley so um i'm proposing a fifteen thousand dollar uh limit um and and then also one of the contingencies is that we'll be in second place on the title so uh if they ever leave sell the home we get paid back based on our requirements so it gives us some it's a lien

156on their on their property so again i think this is a good step towards our recruiting and retention requirements and and goals and um i think um hopefully this will show some benefits for us so are there any questions as you've read through this as to what it means or or any of this this this will not be used for the affordable housing let's say no five years down the road no this is a separate program a house here in campus right yeah okay yep so they wouldn't be able to use it right so i know this isn't just to get housing for teachers which i know that's one of our main priorities is keeping great people here right teachers especially so i guess i'm just a little concerned about the lowest annual salaries given

157the highest priority that's not necessarily going to be the teachers it's going to be the paras or the somebody else well it's got to be full-time benefited so it won't be pera's okay so it's only full-time benefited people okay and so and the only time that comes in so this means it could be like your lower your first five-year teacher teachers in their first five years right so if you had teachers it would you know you'd look at the lowest person then they would take priority now that's only if we have enough applications that it would take is that we have to do some selection but really it's first come first serve and so you know it kind of depends on the on the needs that makes sense yep good question read all four statements

158in here do you specify where the house has to be do we need to do that do we want to stay within our district do we just i mean stay within so many miles of our district i'm just saying are we going to give this a good one down in salt lake you know that's why you guys are paid the big bucks i thought we did that but maybe we didn't i thought it was in there i didn't see it when i unless i went through we've had several versions of this i don't remember seeing that in here okay yeah i think that would be a a part of the eligibility i don't know well it does say agreement shall be recorded with summit county recorder's office so it might in my mind it was

159summit county yeah county but maybe we just need to specify that it needs to be within summit county then i don't know but then you have someone that can houses are more affordable over in here so do we want to say some or wasatch i mean i i'm just saying what do we need to know i say i i'd actually recommend our school district boundaries because once you go outside of our school district boundaries if we're helping someone acquire a home in heber then their taxes are going to that school district and what's to say that i mean i know that we have the caveat in there that if they leave before 10 years and they have to pay back immediately x amount but i don't want us to be the stepping stone to something

160else i want us to be right the shangri-la where they want to land so i think school district that's right let's just specifically okay yeah yep perfect that's very clear and then there's this home it goes to the kids can they leave it to the kids who does it belong to can they do that can they will it too yeah so so this is i mean i think you're thinking maybe about our affordable housing but this yeah so this is a totally separate program but this basically if they've worked 10 years they can i mean there's no we have no lien on their property they can do whatever assistant program for any home not for our homes they're going to get in their own homes right this is for any home in the in the

161district so if they find a home and they need help getting a down payment that's what this program is designed to do right now yeah we're not we're not there yet we haven't got that one figured out the other question i had or i guess number three a3 they haven't owned a residence within the last 24 months so you know i don't know do we want to leave that at 24 months i just wonder you have someone that's driving up here for a year and living in the valley right and they have a home down there and all of a sudden they find something up here and they sell and they need some help i i mean i'm not i'm not set on any of this so if if he was a board for like

162maybe we want to strike that or well i don't know that we want to strike it but maybe 12 months i don't know what are your guys do you guys have any thoughts on that i'm just trying to think it through scenarios i guess i'm thinking wow i think it's great that you have someone like i said living down the valley that commutes for two years that owns a home there and finally finds a house up here but they need a little bit of assistance we're not going to give it to them just because they already own a house it's a good point maybe we just strike that hole number three right out of there i i don't know or do we want it to be you know i would have been in that situation

163i owned a home in salt lake yeah i got a job up here and you know i would probably have been way over the qualified because my wife makes a lot of money but the point is yeah if i was a new teacher that would not be fair so because they would not be a first-time homebuyers i copied this from the last from the previous um one and i think the intent was is to to try to help those people coming in not necessarily the people that are established but i think you're you're i think you have a valid point and i think it'd be good if they sell their home yeah do they need the money anyway are they gonna have enough money that i mean i'm just there's a lot of different scenarios

164you know and i don't and like you said if you have a teacher is is this based on like nowhere in here is it based financially on someone's income it's just saying only this so only on what they're getting from us it doesn't include the spouse i'm just saying you have if you get a teacher that says i want to get a new house right that already lives here in the valley i'm going to build my new house and by the way i want 15 000 from you to do it yeah so i mean there are some things we want to avoid right that was i think the intent to do some of that maybe it's the verbiage isn't right what what do you think about so i'm just thinking we have policies so if

165we strike it from policy we can add a procedure to it that where the application it we could we can strike it but have it be on the application have you owned a home in the last two years and make that part of the waiting criteria the criteria so if you don't have anyone clamoring for that right now and someone comes in and they they sold their home and but yet they still qualify we'd want to give it to them uh because and there are no other applications in the queue that that meet the other criteria so we could take care of that just through the application system procedurally well i think the intent of this is is to help you know teachers that can't afford living up here to get up here i just

166want to avoid the other end of that where you've got two incomes home you know that can afford to live here and not give them the money over someone else just because they were first applying right right so there's got to be some verbage should be a stuff yep something well there's got to be someone to overlook the location don't apply for it right like we're going to have an application well yeah but still what if this application beats this one but this need is greater here than it is here yeah that's what i'm saying is right on here you have it first come first serve based on criteria we should say or something right i just we just need to be really careful how we work this i agree i think just to avoid

167problems and people and fairness and and equity and not not funding a teacher that wants to move and upgrade their house over someone getting to the valley in this district for the education of our kids now we're into commercial business and now we're taking our school tax dollars that goes to the kid and we're happy to buy people's homes this is getting really confusing well if we don't have good teachers how are we going to help our kids that's what it comes down to we can't get anything why are you complaining about how much you're going to play a sub you should be giving the teachers more money and giving those subs teachers more money you're complaining about two or three four dollars an hour for our sub for our kids okay i would love

168for you to continue this with us we're not complaining one bit we were the ones that were upping it so if you will you discuss this in that meeting with them next week thank you come on on letter b it does say that if it's if the requests succeed first preference will be given to those who have completed probationary so that would be three-year teachers or i guess it would be four if they'd be on that they'd started their fourth year you're right okay i think it's a great program i just think you need to be very careful and whenever you need to put procedures do we need to table it and maybe well this is illustrating so this is the policy that's right sorry so yeah you can maybe make a few changes based

169on what we've said tonight and then we can look out for the second reading with the changes yeah and put it out there okay so if you make a motion on it then it's first can i first read changes can i bring up one other thing i would like to request a one-time option to exercise the 15 000 before this is completely approved um would that be a separate motion yes okay so let's well how does everyone feel about this policy i i'm good with those changes i like the changes that you suggested on the well the change that you said about putting that into the procedure that 20 the 24 month or whatever into the procedure part right putting it in have you owned the home before you know maybe not having it so

170cut and dry is in the policy but have it as part of the procedure so maybe striking it from the policy and we can share those procedures application with with you guys as a board as we develop those so that when we get together next month if it passes as a first reading then next month we can we can come back to that we can give you that information before the meeting so that we can hopefully hammer some of those out but rather than have first come first serve in here do we want to just say based on application i mean i think that's a wise change criteria established in our procedures yeah on whatever however you want to do it i think that's why rather than first come first serve yep i think that's

171wise are you writing all these down you got it done okay yeah i i that's a good point because you may have you know you're gonna have some teachers are gonna get hired in the spring ready to go but then maybe something happens and you have to hire a new teacher in november but they you have a new they have a higher need than maybe someone else so maybe the first come first serve isn't the right wording and we may not hit the max of five people right that's a lot it is right it is i think it's generous that way all right you ready promotion what the proposed changes with proposed changes i move that we accept policy 2014 mortgage assistance program for first reading with the proposed changes okay i have a motion

172by mrs radke no we have to do one more move that we i don't know how to work this i move that we uh approve the one time request request for funding for mortgage assistance immediately i'll second that for current employee all right i have a motion by mrs radke in a second by mrs whitmore all in favor aye aye are there any opposed i guess steve's not opposed we're trying to save his life down here okay you're breathing right all right okay agenda g this policy is up for first reading it's the one that we tabled last month we made the recommended changes um and uh and have brought it for first reading this month at some point you know if we pass first reading and then second reading the following month we'll be

173retiring quite a few old policies something you're very familiar with as a board by now um does anyone have any questions about this policy no but it's a good review yeah what we're supposed to be doing should be handed out to every new board member well and just yeah just so you know we're working on a board uh a board member handbook that we'll be bringing to you as a board that's something that we can give a new board member that's kind of like okay do you realize what you signed up for because here's what you've got and and actually use it as something we can give people that are considering running so that they so they know what they're going to run for so uh no questions okay if there's no questions i'll make

174a motion that we approve policy 1001 composition of board of education legal status responsibilities and ethics for first reading i have a motion by mrs blazard and a second by mr hardman all in favor aye any opposed steve's still with us okay okay policy uh six zero six thousand ten six zero one zero um dress code has come up and it probably comes up every year and one of the things that i asked principals to do was to take it to their school community councils and talk to them about what they how they felt about dress code whether or not we should have a very tight strict policy as a district or um a broad general policy that then allows and empowers um community councils to kind of develop a dress code policy that they

175feel meets the needs of their specific site and basically what came back is people like the tight the tightness of a district policy which is great that's fantastic feedback but they also felt like there needed to be a little more flexibility in changes to meet current trends and so we've talked about sometimes policy needs to be this long and procedures this long and that's pretty common so that we can adjust through administrative procedures as changes are needing to be made so this uh a lot of these changes actually came based on feedback from from the schools and from the community councils uh and um so a lot of it a lot of it would be covered in the procedures and i think you've got the procedure right now yep so a lot of the dress

176code was just taken out of policy and moved over to procedures and then you're seeing up in your example of the example of the procedures what some of those changes would be procedurally speaking you can tell when this was originally drafted it was things were very different you say that but we went over this not very long ago i i mean well like for example um a lot you know sometimes with policy as we're looking at policy it makes sense to us and this is where it was really nice to get feedback from kids and from uh principals that that know some of those current trends so some of the gang affiliation clothing hasn't actually been the case for probably almost a decade you know but it's was never changed because it was in policy

177so so with it being in procedures we can we can adjust that quickly so who chose to uh eliminate this was this the council's or was this eliminate everything in red here well it's because they just moved it to the procedure right well so up here so this yes so some these changes were proposed from they came from community councils and from faculties so like for example the one up there on to a the second crossout vocational or applied technology that's that's very outdated um terminology and and so it was uh stephanie you know miss clegg said no that needs to read career and technical education um the one just above it and worn in a manner respectful of others um it's it's so subjective the way you define that and the way i define

178it may be different and so um principles and and staff felt like removing that line would um basically remove some of that subjectivity out and leave it just as all clothing apparel will be neat and clean so i guess the one i'm referring to and yeah heaven forbid i open a pandora's box here 1c the facial hair will be clean and neatly groomed there's a lot of people in our district that don't adhere to that and that brings me to my next point it's not just students right so does this just apply to students or does this apply to staff and teachers this is the student dress code policy i'm okay that's i just wanted to clarify because do we have a dress code for teachers and staff because what if a teacher comes with

179holes in their pants above their legs i'm just saying you know is that okay well and that we can we can actually work on creating a policy that's specific to staff just because this falls under the reason why i'm saying that is this falls under the students category student dress code right well we should expect the same from our staff i agree i'm trying now i'm trying to think of who and i don't want a name and i know you won't give it but now i'm trying to go through my head going well who has an unkempt face you know set of facial hair me maybe yeah say i know there's a dress policy for i know there's a dress policy for staff i just don't know who i don't know what it says so

180did you hear that did you catch that there is a dress policy for staff that we can review well you know it's just it was a it was a good laugh mr jensen and i had about that particular one he says his mind kept i'm not getting into it and damn super sorry president eckert is right we should but the staff should be held to a higher standard mean they're setting examples for our kids just saying well we can review that policy next month so at my daughter's school they're allowed um jeans on their well they don't have kids on fridays so their last day of the week with kids is thursdays but they're allowed to wear jeans and last year they had to pay two dollars if they wanted to wear jeans on a

181thursday i'm not sure where the money went but it was quite hilarious wow yeah all right so you just figured i guess back with a facial hair for like high school students this is a student policy they can be as long as they want it to be yeah i i think the reason they wanted to get rid of that is it's when you use vague words like neatly groomed who defines what neatly groomed actually is but not longer than one inch or something i don't know i just don't want to see a high school student my son could have grown a long one i would have not been happy and i would have cut it during his sleep he would have been so popular i'm just saying do we do we want to set a

182standard as a district or not i i'm fine adding that in and i think we just want to make sure that it's concrete yeah you never know that's true it is in the procedure so if it does come up as a problem it's something we could address there you go right then you know a lot of students even when they're seniors can't grow facial hair but i have man children that can throw them when they're in ninth think grade i it's limited to one inch or something i don't know whatever you feel like you need to do see how how long is yours if you keep it in there then you'll have your ears over an inch i'm we're not looking at me right now i'm not back when i used to braid mine either

183but i remember okay i'm sorry i actually did miss that it was just for students i was looking at it as a for the full district so sorry to bear off the next and i can and seriously i can we can go through and we we're trying to create a a rotation for um policy reviews and there's a lot to to review still and to update no please oh there's lots which is great we're gonna do it um but uh anyway i can i can make sure that that's on the one for next month when you open the pandora's box you know one one quick side note that back in my day when there was a thing called hazing it's not allowed anymore when i was a junior i tried to grow a beard and

184it was kind of fairly long and the senior football players pinned pinned me down and started trying to yank it out of my face well they also shaved our heads too and they can't do that anymore it's against them please don't give people any more ideas the next day it was gone all right we're ready i move that we accept policy 6010 student dress code for first reading all right i have a motion by mrs radke have a second by mr hardman all in favor aye aye any opposed hearing none okay let's move on we have no student board members today don't we need to go to closed session for consent calendar um do you want to do that right now or go through any other items we have and come back to that items

185are mine and it's just reminding you of the times of the lunches okay unless anybody else has something they would like to say i just was going to let everyone know that i will not be here for the january board meeting but i'm going to zoom in i'll be at a two hour time difference i have a 5 30 meeting there but would be 3 30 here so i should be done in time to and if not i'll just leave that one and hope i have good internet and i'll zoom in no it won't be beach the gaylord usa hockey winter meeting my other job okay i guess you ought to know that i'm not going to be here on in thursday or in january as well my wife has got me going to disney

186world so well you'll be in florida where i i'll be in orlando just not at disney world i'll be he'll trade you i'll be in meetings but at a really nice place no we're taking our grandkids do you want to go with my wife don't tell my wife she'll go with it okay so just real quick since dawn has all those lunches there are do we have at least two board members that are planning on attending each of those do we need to cover that real quick i am only available the high school were you planning on going to all of those i was going to try and get all of them i was going to try and get all of them as well i think if every whoever shows up more than two yeah

187i can only do the high school hopefully we have at least two we should yeah i might be able to bring the kids over on the 22nd because i don't have preschool delivery that day so i might drive over with the boys don can help me babysit so i might be for sure the 20th maybe the 22nd the other ones are preschool days and i can't get here because i'm picking myself and then i have the transportation department breakfast on the 21st and that one i will build to make it easy the transportation department is there all right anything else okay we do have a sorry one more thing on that do we really need to be there from 10 30 to one at those places middle school and elementary or what time elementary school

188their lunch starts at 10 44 and it gets over at one o'clock so what time do we because that would be great or anything you can show up will be appreciated show up and visit with a few people that would be great um the middle school and elementary school yeah it's usually it's i don't know why we always we just always ate in our class the high school and the middle school is just the elementary okay we're a strange group i think you get less time away from your classroom and kids then oh yeah and i think that's probably part of it is they break they need a break yeah they don't get the normal prep like a secondary teacher does yeah okay yes please yes please okay yes please yes sorry so did we

189move to go into closed session then take our break or take our break and then come back and move to go with the procession [Laughter] okay we're gonna take a five minute recess so john can go home
