That was the That was the agenda before I got here. Good evening. I will now call to order the March 23rd 23rd, 2026 regular school board meeting. Please rise and join us in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all. Okay. Is there a motion um to approve the agenda as presented? So moved. Second. All in favor? Aye. Aye. All opposed? Okay, tonight's consent agenda. So moved. Got it. Is there a second? Second. All in favor? Aye. Aye. All opposed? Okay. Recognition of student athletes. So, at this time we will recognize the girls bars bar basketball varsity team for their winning season and state championship, as well as
Amon Wayland, who was the state runner-up in the 100-yard fly in boys swimming. Yeah, and if uh we'll do it one by one, so if Shad McCall will come up first um to recognize and do the different wrestling recognition for his uh girls basketball team. And if you don't mind, come up to the podium or the microphone so everybody can hear you in the audience. But while he's coming up, we want to say congratulations to him, too, because he is the Class 2 Coach of the Year for VHSL. So. Thank you. Oh, and also if the assistant coach will come up, too, for girls basketball. And Mr. McCall, if you'll introduce her, then you can go through the list there if you want to read it down as it is, the different the roster and
the different recognitions or whatever you want to do. Do you want me to read off what they got? Okay, yeah. Can you read them to me? All right, I'll I'll do it. I don't have my glasses. Okay. I can't see. Sorry. All right, so the first one's going to be Anna Taylor. You guys got to come up. You guys got to come up. >> [applause] >> Paige McAvoy. Savannah McCall. Kendall Harman. Kaylee Faults. Elena McAvoy. Erin Demko. Emerson [applause] Kennedy. Paige Zimberger. Do you want me to read off what they got? Um yeah, if any quotes of it there, there's a lot of wonderful information about your all's record being 27 and two, the different championships won, different individual recognition. So, any of that that you'd like to recognize, go ahead and do so. All
right, so we won the Bull Run District regular season championship, the Bull Run District tournament championship, Region 2B championship, and the VHSL Class 2 state championship win with a 67-55 victory over Union HIGH SCHOOL. WOOHOO! >> [applause] >> SO, THE ALL BULL RUN DISTRICT first team was Elena McAvoy and Paige McAvoy. Second team was Paige Zimberger, Savannah McCall, and Kendall Harman. The Bull Run District Player of the Year was Elena McAvoy. All Region 2B first team, Elena McAvoy and Paige McAvoy. Second team, Paige Zimberger. Player of the Year, Elena McAvoy. And then the VHSL 2A All-State first team, Elena McAvoy. Uh second team, Paige McAvoy. State Player of the Year, Elena McAvoy, and State Coach of the Year, Shad McCall. >> [applause] >> And then the Basketball Coaches Association of Virginia All-Conference 2 uh first
team, Elena McAvoy. Second team, Paige McAvoy. And again, Player of the Year, Elena McAvoy, and Coach of the Year, Shad McCall. >> [applause] >> And it looks like we also did a all-time school scoring record that was broken by Elena McAvoy. She broke the all-time girls and boys scoring record for Clarke County basketball. She eclipsed the 40-year-old record of the legendary Carla Holmes 2015 points. Elena finished her career with 2,234 points. >> [applause] >> I think that's it. >> [laughter] >> Well, congratulations. We're certainly proud of you all and if the board members have anything to say before you all receive it, not then we'll um work on recognizing the uh swim. Well, first off, being a sports guy and a AD for a long time and being part of Clark County my entire life,
congratulations. It's always an honor to recognize our athletes for their achievements. And I'll tell you that's probably one of the better achievements in Clark County history. And congratulations on the scoring record with the 40 years ago, that's back when I was around. Uh [clears throat] and I do remember Carla and she was a heck of a player. So to surpass that is amazing and very proud of you. Very proud of all of you. Great job. Yeah, I was going to say that too, Mr. Saik. You know, being uh Carla was a couple years ahead of me and and watching her play, she was such a just a phenom. That was huge news. You know, and she went on to Maryland and so her sign and and so that that's a huge accomplishment anyway, but it's
a team effort. It it's not just one and uh anyway, well done on your first season, coach. As you did and uh anyway, that's great. Awesome. As one that didn't come up through Clark County system here, can you hear me all right down there? >> [laughter] >> Uh I understand what it takes to get something like this. The amount of work, the amount of effort, dedication, and attitude. And so well done, one and all. Coaches and players. Congratulations, ladies. So, the um Elena, Aaron, Paige, seniors on the team, your leadership showed through and through. You took the team on your back when you had to. And um it was exciting to watch and Elena, we look forward to tracking you at the next level. It's uh it's been a journey for you and we appreciate
every that part of that. And uh wish you luck. So. Congrats. And no surprise, I wrote something. >> [laughter] >> So, um and I timed it. I think it's about 8 minutes. So, you're going to have to Sorry. [laughter] Um so, I did consider like just simply saying congratulations because I know all of you are ready to go home for the night and so are your parents. You guys have it's it's been a lot lately, I think, for you all to have all of these events and many of you are doing spring sports. Um So. I always get emotional and it's so annoying. >> [laughter] >> But uh I'll move on. So, you guys have truly been a pleasure to watch this season and it has been a long time since I attended attended a
Clark County state championship basketball game. I think the last one was when my oldest son was like, you know, a year old. Um It's so I Gosh, it's so annoying. I had forgotten um how special it is. Um Like that just the moment and like the energy. No, I'm good. >> [laughter] >> It takes me off. So annoying. Um but like the energy in the arena and the excitement of um you know, the lights. It's you guys get announced. It was just so cool. And I was so glad that I got to be there um with my son. And so, there are a number of factors, I think, that have contributed to your success this year and I believe that the heart of that success is the sacrifices that your families have made. Um there
have been countless weekends of basketball and then like travel in the off-season. Elena, I think you like went to Richmond for practices. Just amazing. And so, um the significant investment of time and resources provided by your families is remarkable and I doubt that your parents really would have it any other way. Um And then over the past several years, your team has experienced change. Like some players have moved on and stopped playing cuz it's just a tremendous amount of time. Um and then others have joined. So, Aaron moving to Clark County and Paige, you coming back. And then also Coach Downing's dedication to this program is another undeniable part of your all success. Her commitment to developing you guys early and coaching you all when you were in middle school and holding the annual winter
clinic in the community basketball camp each summer really helped lay the foundation for what we're seeing today. Um And many of you have benefited from years of support from Coach McCall and his family who made an early investment in a travel program as well as Clark County Rec basketball, which gave you guys all opportunities to grow long before high school even came around. And I think that that's the biggest point of all of this is that it wasn't just pre-season and a lot of hard work that you put in in the summertime. It was it's been years of a community effort started by your families that have gotten you here today. Um and with a season like this, it's easy to only focus on the outcome and key contributors of the team. But basketball can
be a in basketball can be a brutal sport. I frequently tell my family and Anna can attribute contest or admit to this, but I tell them how much I hate the sport and then I love it like again 5 minutes later. Um in in all seriousness, only five players can play at one time and opportunities are limited and not every role comes with equal minutes or visibility or recognition [clears throat] or the time to get settled into a game before you're pulled out. And I think that this is why it's especially important to recognize um the humility and selflessness shown by so many of you. Um and some of you were asked to accept less time on the court and you did so with a level of grace and maturity that deserves recognition. And the
quiet, disciplined, the readiness, and the unwavering support of your teammates, particularly those who were not in the starting lineup, was exceptional. And this is really what defines a true team. And that's what makes this accomplishment so meaningful. And now probably really start crying. But I'm going to try to address each of you guys um individually. So, Elena, you like I thought about you guys when I was running this morning and I was like, okay, this is what I'm going to say about each one of them. Um Elena, you are graceful, beautiful, strong, and you're such a leader on the court. And I don't have a sister and clearly I don't play basketball, so I found myself just enjoying the interactions between you and your sister. And I would giggle like watching um the way you'd
like shove her or poke her if >> [laughter] >> you thought she needed redirection during a game um or just like a little pep talk and it was just really awesome to watch. Um and then the way that you looked at your parents in the state championship when Paige fainted, like it was just really awesome to be there. And then um Paige Stemberger, when what I took away from watching you play this season is that you are the best teammate. And with each win um each time your team fought themselves out of a tough game, you were the very first one on the bench to cheer for your teammates. And you were an unselfish player. You give 110% for every minute that you're given on the court and I know that it must have been
difficult for you to miss time this season due to your injury. Um and I'm so glad that you came back to Clark County to finish your career. Um Aaron, Clark County is so fortunate that you moved to our community. There was one game that I was struck by your ferocity. Um I think it was Strasburg, I'm not sure, but you kind of like got into a spat with another player and shoved them a little bit. Um and I think that that's what reflects >> at Strasburg. [laughter] Wouldn't we all agree? I'll get in trouble [laughter] for saying that. Yeah, don't We're not going to have that on the record. >> [laughter] >> Um but I think that that reflects your personality. Like you've fought for every minute that you've played and um I think many
of us recognize that it's pretty difficult to come into a close-knit community like Clark County, especially in high school, and then to earn playing time on such a strong basketball team. And you're really tough and you're determined and you're so much fun to watch. Um Hailey, I loved watching you shoot threes and I remember that a couple of years ago when you were you were on fire during a state game and I I'm really bad about remembering which game is which. I think it was either a state championship or a semi-final, but you came in off the bench and you were on fire. And you did the same thing for your team this year. Um you were a key contributor during the state championship game with your three-pointers and the way that you embraced the
playing time without hesitation. You were so calm under a tremendous amount of pressure, particularly in the championship. And you're also one of the very first to stand up for your teammates when you're not in the game. Um And Ember send this is a funny thing to say, but you remind me so much of my niece and your dad reminds me of my brother Daniel. So, when your dad annoys me, I just think it's like Daniel. >> [laughter] >> I get that a lot. But you are strong and you work so hard and you're highly motivated and determined and somehow you've balanced an intense workload with school as well as going through um looking at playing softball at the next level. But you're also fitting in a really long basketball season. And I noticed watching you
this season that you make the most of every minute that you're given on the court. And you've made a lot of sacrifices to play this year when you could have focused on your upcoming softball season. And this is also kind of a time when a lot of kids give up on a sport. You know, when you're you want you there's there's a sport that's your true love. Um but you also want to be a part of a team and it's really been a joy to watch you play since you were a seventh grader. Um Anna, I love your attitude. And I love watching you play. Um so often adults can learn a lot about how to handle life better by watching our kids and you're an example of that. Your attitude and your dedication and
your humility throughout the season was remarkable. And I know you've been playing on a travel team coached by coach McCall since you were young. And you balanced that remarkably well while playing travel softball as well. And I'm not sure how many weekends you haven't had a basketball tournament or a softball tournament over the past few years, but they're very few. Um Savannah, early in the season your coach described you as a steady point guard. And after watching you this season, I can see why he described you as steady. You don't show a sense of urgency, stress, or fear while you're playing and that's such an awesome trait. I loved watching you shoot this season and I was always so impressed by your three-pointers. >> [laughter] >> Um and you've spent hours and hours playing basketball
with your dad and your brothers and your cousins and you've been working towards this tremendous accomplishment with countless travel tournaments and hours [clears throat] spent in the gym. And Kendall, you're another member of the team who we are fortunate to have welcomed to Clark County when you came to us, I think as a middle schooler. And it's hard to imagine Clark County basketball without you because you immediately fit in with the team and you elevated the team's performance. You hustle, [clears throat] you're fast as lightning on the court, but also on the track. And you have such grace and I could feel your frustration each time you were taken out of the game because you genuinely seem to love the sport and you just want to be on the court as much as possible. And
then Paige, I know I sound like a broken record, but you've been so much fun to watch and I'm glad that we get to have you around for a couple more years. Um you seem to be like the the heart of the team and the joy that you feel as well as the frustration with bad calls is hard to miss. >> [laughter] >> Um and I was particularly impressed by the way that you jumped back into the championship game after you fainted. Clearly you are a warrior and the definition of a state champion. And I'm so glad that our community was able to watch the bond of you sisters play out on the court this season. [clears throat] You all have given the girls in our community something to aspire to in the future. And
thank you all so much for coming tonight. That's it. It was definitely longer than 8 minutes with the tears, BUT YOU ARE AMAZING. >> [applause] >> ALL RIGHT. AND DO YOU ALL WANT TO SAY anything else? Thank you. Well, congratulations. You're welcome. Thank you. >> You're more than welcome. >> [laughter] >> Thank you so much. >> Congratulations. >> [clears throat] >> All right. And now if we could have our um our swim team coaches, Carol Marshall and Rachel Thompson to come up. And along with them, we do have Aemon Wayland who was the state runner-up in the 100-yard fly for boys swimming. So, we definitely want to recognize him, too. And I think it's important we carry on that, you know, consistency of athletic recognition, always recognizing individual state runner-up or individual state winner and
same with teams. So, we want to make sure we say congratulations to Mr. Wayland as well. So, Miss Marshall. Well, thank you, ladies and gentlemen, for recognizing us. Um Aemon, as a sophomore, he did finish uh third in the 200 IM as well as second in the 100 fly at the state championship this season. He's also the Region 2B champion for the 200 IM and the 100 butterfly as well. Um we only took three boys down to states this season. We were it was a growing year for us there. But out of 30 teams, they scored 11th or 13th. I don't remember off the top of my head. But um for three boys doing that, a large part of that was due to due to Aemon's talent. So, we really greatly appreciate him being such
a role model for our our new swimmers and we have two more years of him. And would any of you like to say anything, Daniel? Yeah, congratulations 100-yard fly. I'm not sure what the fly is. I think I know what it is. I probably couldn't make 10. I'd probably [laughter] end up like a a rock going to the bottom. We had a few of those this year. Congratulations on that. I also want to mention one another thing. Um coach Marshall here, I don't know if any of y'all know this or not, but she's been our swim coach since we adopted swimming in 2003, if I'm correct, right? >> Mhm. That's 23 years. That that's a heck of an accomplishment in itself, too. So, I think she needs to be recognized for that as well. So,
congratulations. >> [applause] >> Congratulations, Aemon. That's quite the accomplishment and thank you, coach. We appreciate your time and sacrifice. >> everybody. Aemon, how many breaths do you take in like 125 of the butterfly? Like two. Two or three. Two or three? Like it's that's phenomenal. I mean, to be the state that's it requires such strength and lung capacity and cardiovascular fitness. It's that it's phenomenal. Thank you thank you so much for coming tonight. We are really proud of you. And Aemon, would you or Miss Thompson, do y'all want to say anything, either one of you? Okay. Just want to give you an opportunity if you did, but congratulations. Thank you. Thank you. >> [applause] >> Mr. Newty will provide a report on the March 11th, 2026 finance meeting. Good afternoon, everyone. I'll go ahead and
give you guys the finance committee update for the month of March. So, for fiscal year we'll start off with fiscal year 27 budget discussion. So, uh where we are with the fiscal year 27 budget on 317, which was a couple days ago, March 17th, the board of supervisors authorized their public hearing for April 13th. Um between now and then it'll be advertised in the paper. On the 13th, the board of supervisors will hold a public uh hearing jointly with the school board. And then about a week later on April 21st, the board of supervisors will adopt their budget. So, we're approaching the end of fiscal year 27, uh rounding the corner. And again, we kind of have to be there because next month will be Q4. We'll be April Q4 fiscal year 26. So, we
kind of have to get ready to um start fiscal year 27. In addition to that, for fiscal year 26, there's a couple of supplemental appropriations. The first one we'll talk about is the Clark County Eagles Athletic Association donation of $10,000. This will be for the high school weight room equipment. This will be something that you guys will be voting on in new business. It might seem kind of trivial to bring this to your attention. It's $10,000. It's a donation, but it's kind of at the crux of what we do financially. If we didn't bring this to your attention and this wasn't something you voted on, we could receive donations from anywhere. We can just spend it how we like if we don't bring it to your attention. So, it's really important that when we do
have money or we do have requests, we bring it to your attention for a vote. In addition to that, there was one other late addition that we had and that's for the school bonus on the state portion. So, the school bonus for the state portion will be $129,421. This is money we would receive from the state to support a bonus payment to our school employees. It does require a local match of about $196,000 on our side, but this is either you use it or you lose it funding. So, the state gives you $129,000. You either use it for a school bonus payments or you don't receive the money at all. So, this will again will be something that you'll vote on in new business shortly after this and it's for a bonus payment for fiscal
year 26. Any questions on that? And with the bonus, we'll talk about that more at the April meeting because uh we got initially guidance of a certification on Friday from the state on where where I have to sign for certification that the funding was used for a bonus. And we thought that it would have more detail in it and then on Saturday um we got a thing that part of it was supposed to been hyperlinked and had instructions. So, it's a little bit longer file. This bonus is a little bit different than ones we've done in the past. The ones that we've had in the past for education have been for the full set amount and like the social security and FICA related to it for all SOQ positions. So, more of the money come
directly from the state. So, we got like last year we had last spring. We got the fixed cost of a thousand for all SOQ positions. We just had to come up with the money for the non-SOQ positions or standards of quality and there was no local match. Now, this is our first education bonus that does have a required local match and it's based on your LCI, which is a little bit impactful to us. So, we've got a um minimum required local match of $196,742. So, in signing that that's something that we have to certify that we had the local match of at least that amount. Now, that gets you to the full amount of the $1,500 in set cost for all SOQ positions. Um but that does not get to all positions. So, these are
things we're going to have to decide in a committee that we're going to start working on. Um but also there is um also in that chapter seven of the FY26 there is a a 2% for local county employees. So, I think the goal would be for us to do the full 1,500. You know, with that required local match we might could chip away just a little bit away from the 1,500 and still sign it. We'd want to make sure that our math is correct and send it to the state. That would only be if we get really tight on money and money and don't think we can make the full amount for the rest of this year. But that's something we're going to be working on. I just tell you all this because the bonus
has to be voted on before the school board. Um so, we're going to have to have all this decided for your all's April meeting cuz the plan is due to BDOE by May the 1st. So, we have to have a plan on how we're going to pay it and when to the Virginia Department of Ed by May the 1st. So, we're going to start working on that, bring the plan to you all in uh April so we can send that on to the state. But I do think that we need to try any way we can to get this bonus off the records this year in FY26 cuz if it goes into FY27, it's going to complicate our budget. There is a provision that you can pay this bonus in FY26. But if you can't
do it, you can ask for an extension and carry forward into FY27. But I think that would be a last effort because it would be making their next year's budget more difficult. But a lot of this is going to come down to how much money do we have to come up with the match at the end of the year. And we also need to work on parameters for effective hiring date of employees to receive it. It's meant to be a retention bonus, but we don't have to. So, do we want to make a condition that you have to sign your contract for next year or not? That's up to us. Also, how will address part-time people and things of that nature. So, Steve and I along with some other people will be working on that
over the next month and bringing that to you all for April for a vote. Um next thing we'll talk about is just kind of the normal cadence of what we do um during the finance committee meeting. And the first thing we'll talk about is the revenue budget. So, that was the second attachment and basically what this will show you is where our revenue was in the beginning of the fiscal year, all the changes to our revenue through the local, state, and federal resources, and then where our estimated revenue is at the end of this report. So, to start the fiscal year we estimated $29.89 million in revenue. Changes to local funding in total was $40,000 less than what we projected in the beginning of the fiscal year. And a big reason for that is the
dual enrollment for LRCC. Um the CCRV initiative requires no cost to students uh effective fall 2025. No cost to students is no revenue for us. So, that's why we're projecting $83,000 less in revenue. We also have adjustments for tuition for private services, rebate and refunds, and nurse aid screening screenings. Adding it all together for the local funding piece, we're projecting about $41,000 less in local funding. State funding is a a bit of a a different story. We're projecting $184,000 more in state funding than where we thought we'd be in the beginning of the fiscal year. A majority of that is the math grants for 380,000. Um it was a huge um get for us. It basically cancels out our funding head count due to ADM. And again, this is a reason why we kind of
do this report cuz in the beginning of the fiscal year we didn't know that we'd be receiving this grant. We didn't know how much this grant would be for. So, this is something that we track from beginning of the fiscal year to the end and kind of record it here for you guys. So, um a big adjustment there even with the changes in the calc file, we're still projecting $184,000 more in state funding. And then lastly in federal funding, we're planning about $89,000 less in federal funding. Uh we had federal funds in fiscal year 2026. We didn't spend all of them. So, that $89,000 isn't money that we're losing. We're just rolling it forward to fiscal year 2027. When we roll it forward to another fiscal year, we can't recognize it as revenue in fiscal
year 2026, which is why you see the negative there. So, if you add local, state, and federal together, we're projecting about $54,000 more from these sources. So, our new estimated revenue is $29.94 million for fiscal year 2026. Uh the next couple pages will just go into more detail through the four uh funds of the school. So, page two and page three will talk about the operating fund. On the bottom of page three, you'll see the grand total um two columns over from the left of $29.89 million. Year to date we received about $15.4 million. And then our available budget is $14.46 million remaining. So, we received 52% of our funding for the operating fund. A question you might have here is, you know, you're about to enter Q4 and you only have 52% of your
revenue. Like why is that number so low? And that's because our state funding kind of comes in late. So, we don't receive our first state funding check until January, which is later in the fiscal year. This report was ran at the end of February. So, we're just starting to receive our state funding. We'll receive it every month going through from January through July. So, that's our operating fund, our food service fund on page four. Um our revised budget is $1.125 million. We received uh year to date 568,000 and we still have 556,000 in our available budget. For capital, uh revised budget is $1.85 million. Uh we received year to date 842,000 and we still have an available budget of a little over a million for our capital fund. And then lastly uh on page six
is our debt fund. Uh revised budget amount is $2.25 million and year to date received about $2.14 million of that. Any questions on revenue? Okay, hearing none that's all I got. Thank you. Thank you. Thank you. Thank you, Steve. Yep. Thank you. Superintendent's update. Dr. Bowling. Okay. And I'll be rather brief tonight on what I have, but we do have that March the 1st through the 7th was National School Social Work Week. So, we do appreciate what school social workers do. Also, you'll find um attached the many accomplishments of DECA state leadership. You know, the competition. Really proud of them and what they do. Uh one thing that's on there that we just want to recognize before we send it out to families and post it on the 26-27, it it just moves it like
a little bit like a week or so. But the Apple Blossom holiday was on the wrong week. So, other than it doesn't affect breaks or anything like that. We just need to go ahead and make that change and then send that out on the um school calendar for 26-27. And then the other things that I have um two brief ones and then we do have a proclamation. Uh I did get a thing from uh Senator Warner that was congratulating the administrators, faculty, and staff of Clarke County Public Schools and that this district was selected as one of the 2025 best communities for music education. So, wanted to go ahead and recognize that. That just arrived um in the mail. I believe I got that today or Friday. So, didn't have time to add that on.
But I do want to recognize all that we do in the arts programs that we have. Another thing um after tonight we'll have all the salary scales approved. We've done the new structure of the job descriptions. So, something I'm going to challenge myself now that we've laid the groundwork is either in April or May to start talking about developing our next strategic plan and getting a new strategic plan together for the division at least in April or May show you the structure that I think that we can go about doing that and making it cost effective that I can do most of the work. That way we're not doing consultants or spending a lot of money. Um the other thing is we do have a proclamation from our uh SEAC committee. So, they would like
for me to read this tonight and then ask that all of you all sign this proclamation. But um it is a Clarke County Public Schools Proclamation, Disability Awareness Month, April 2026. Whereas approximately 1/5 of Americans have disabilities, including over 1 million people in Virginia and whereas the education of all students is a fundamental goal of our school district and ensuring that all students including those with disabilities have access to quality education is a top priority. And whereas we recognize the importance of fostering a supportive and inclusive environment that values the unique abilities contributions of all students regardless of their differences. And whereas we acknowledge the dedication and hard work of educators families and community members who support students with disabilities and advocate for their right to a quality education. And whereas we affirm our commitment
to providing resources training and support to ensure that all students have the opportunity to reach their full potential and succeed in school and beyond. Now therefore be it resolved that the Clark County School Board proclaims the month of April as Disability Awareness Month and calls upon all members of our school community to join us in celebrating the diversity of our students and working together to create a more inclusive and welcoming environment for all. And be it resolved further that we encourage schools families and community organizations to organize events activities and initiatives that promote disability awareness. Educate others about the needs and experiences of students with disabilities and celebrate the achievements of these students. And be it resolved finally that a copy of this resolution will be sent to each Clark County Public School so that
it may be discussed shared and displayed during the month of April so that principals administrators and educators may plan disability awareness activities to promote inclusion and acceptance of students with disabilities throughout all of our school district. So that would be the entire proclamation and just to have you all sign that at some point before you leave tonight. And that ends the superintendent's update. >> Okay. Audience [clears throat] comments. Do we have anyone signed up to speak? New business. Consideration of FY26 School Capital Fund. The CCEA donation. So as Mr. Nucci mentioned CCPS received $10,000 from the Clark County Eagles Athletic Association to be used for the high school weight room equipment. >> [clears throat] >> Is there any discussion comments about this? Somebody gave us money, right? >> Yes. >> [laughter] >> That's right. >>
[gasps] >> Is there a motion? I move that the FY26 school [clears throat] capital fund budgeted expenditure and appropriation be increased $10,000 and the revenue budget budget and appropriation be increased by the same amount for the purpose of receiving funds to be used for the Clark County High School weight room equipment. Second. All in favor? All opposed? >> [clears throat] >> Motion passes. Consideration of FY26 School Operating Fund. >> [clears throat] >> It's recommended that the board consider approving an appropriation of $129,400 $129,421 from state funds to be used to support payment of the FY26 School Bonus. Is there any discussion or comments related to this? No. Is there a motion? I move that the FY26 School Operating Fund budgeted expenditure and appropriation be increased $129,421 and that the revenue budget and appropriation be increased
by the same amount for the purpose of receiving state funds to be used to support payment of the FY26 School Bonus. Second. All in favor? All opposed? Motion passes. Approval of Salary Scale Pamphlet Addition. Last time what we've done is if you recall we already had the teacher one put all in one place for many years. Last year we did the administrative one and recently we did them all but our admin assistant we wanted to make sure it was purposefully and good. But all that this does is capture how we're currently paying people so we place them all on that scale. So you're not approving anything that's anything new. It just puts it all in one concise place as we go forward and just kind of makes a nice public and also very polished look.
So nothing in there is anything new that's actually how we're paying people currently. But this is the final one that will have a salary scale now for everybody in our school division. So after we do the salary increase at the end of this year we'll update it put it on our website and this will allow us to have a salary scale committee to start looking at pay and benefits of our positions across the board. So we would just recommend approval as presented. I move to approve the addition of administrative assistants to the salary scale pamphlet. Second. All in favor? All opposed? Motion passes. Consideration of policies for first and second reading. So we have a number of policies that were updated by VSBA and are presented for first and second reading. A lot of these
are just tiny edits like taking out a space or adding a space or adding words of the so it's recommended that we um pass these this evening. Does anybody have any questions or comments? And on these um we will certainly have more work for our policy committee starting in April when we get back to it as we've kind of moved away from the budget a little bit. We had a few that we were working on and then also there's probably about another 20 from the BSBA that are more substantial. We just wanted that way we didn't we weren't overwhelmed when we met again. If you look at like here the first one had and district and the edit change is and of the district. Some of them are moving letters to numbers bullets to letters
code sections changing but none of these are doing anything substantive that changes the policy or what we're doing. They just have a new attorney it's our third one in two years writing policy so they all have different styles and they want them to look uniform so that's what these are about. Um is there a motion or discussion questions first? I move to approve the policies presented as the first and second reading. Second. All in favor? All opposed? Motion passes. School Board Member Comments. Mr. Saype. This was a quick meeting so far. >> Yeah. >> [laughter] >> No again as the recognition of our athletes is very special and also with Dr. Bowling's remarks about the arts program it's always nice to see our students succeed but also comes with good leadership as well as for
all those that are part of that leadership team sitting out there thank you as well and it makes you proud to be part of this community. >> [clears throat] >> Mr. Wilson. Can you hear me now? Okay. I never cease to be amazed at how much is accomplished by the faculty administration and students of Clark County. This is a small county and every year they achieve some height some accomplishment that you know is difficult you might expect them not to to have been able to do and they do it. So well done to one and all. Students administration and faculty and principals. >> [clears throat] >> Uh to go on with the the state champion basketball team one thing that I didn't state hindsight's always 20/20 right but there was an expectation going into the
season that they were going to win that and that is one of the hardest things to do um when ex- expectations are in place and and they rose to the challenge and I commend them for that. Um I also don't want to take away from the JV program that won their championship as well. So we have a lot of upcoming talent going forward and and so it's going to be fun to be a part of and watch. And uh I want to continue to thank the administrators for your work it does not go unnoticed. I know you guys it's the end of the year things are the the students are I can only imagine ready to be out. I know you are so hang in there keep the eye on the ball. And this too
shall pass. >> [laughter] >> That's it. That's all I got. >> Thanks. Um just just want to say I received a couple comments from uh community members a couple different subjects all all really good. Uh one I passed on uh to to Dr. Bowling when I talked with him. Um this individual just commented and appreciated uh the honesty and the and the openness and the comments that were that uh Dr. Bowling put in the paper concerning budget and the cuts and just the working together with the with the with the Board of Supervisors and um anyway so that you know those those things don't go unnoticed and then and um anyway I wanted to express my appreciation to Dr. Bolling for his character and and abilities to to deal with budget issues. And the other
thing was I had I was approached by a member just wanted to uh say thank you to the school board and to the schools for allowing and this has been going on for a while but it kind of fits with the music recognition. He's a community band member and just appreciate of that the school is open for practice uh space. And uh I don't know how long the community band has been going on but that's been going on for a while and um anyway, I thought that was uh it deserved to be noted because it's it's great for people to say thank you from time to time and it's also good for the board to hear that, you know, things that like that are are very much appreciated and um you know, whether cuz we're
a small county or not but it's anyway, it it it it pulls all that together of of a good community. That's all I have to say. >> Um I just have a couple of things. One, I meant to say this months ago but because of the budget discussions and scheduling, I just forgot. Um I meant to say thank you to the transportation department and then um also the county for the amazing way that they cleared out um the parking lots and the pathways in Berryville to get, you know, the path by the high school um for the students to be able to walk to school because that that took a lot of work and it was freezing cold and they had it cleared I think by like within a day or two. So, um I
just really appreciate that and I meant to say thank you. And then also for the way that you all handled the weather last week was really appreciated um I know that it's difficult to make a decision to to get kids to leave school early and then making sure that they get home safely um I think that >> [clears throat] >> teachers and especially bus drivers appreciated you all taking um those weather concerns into consideration. And the last thing is I'm looking forward to going to the high school night of the arts tomorrow. I've never been to hear the um the the drum line and I'm really looking forward to that. So, if anybody else can go it's at 7:00. 6:30. art Okay, yeah. And you know, he's not here tonight but thank him Mr. Kidrick
Andre on that and it is important and I hope that we're done, you know, with winter weather. It's always the I when I was a teacher I used to think that I um prayed for it harder than any kid and loved it um or the thought that we might leave but as you go into leadership it becomes less of a fun thing cuz you're actually making the decision and you're there regardless um but Andre's been wonderful to work with in some really tough calls and things and I think one of the things is you can try to get in a part of a day but you also want to make sure can you get them home safely and you got to leave, you know, a couple hours to before it hits that way you can
ensure all the buses are home and so it maybe well, can we come in part of a day but then do we have a couple hours to get them home before and then deciding the night before it's always really difficult and one of the things that I think snow days are wonderful but they're hard when they're all together and that's something we've had for 2 years now. The bulk of what we've missed has been one solid week each year but this year kind of brought a new term and it was across the whole Commonwealth pretty much cuz that one that knocked us out for the week and some divisions were out for as much as 2 weeks over that. It was less snow than ice cuz it come down to snow then pretty much rain
and it froze over top of it. So, just knowing that those first few days were around zero and we had our, you know, our custodians and our maintenance crews out there working 8 hours a day in that and I think I shared that at the yard at our house I walked on it probably a week and there wasn't a footprint cuz it held me up. So, that's what they were chipping through and it kind of brought a new term maybe it's snow creek concrete mixed with snow. It was probably the worst storm as far as removal that I've seen in my life and they they did a great job. It was a hard week and and they they deserve all, you know, praise for that cuz they probably worked the hardest of anybody that week.
All right, uh so with that is there a motion to convene in closed session? I move to convene a closed session to discuss personnel matters including appointments and resignations pursuant to code of Virginia 2.2-3711 A1. Yes, the estimated time required for the closed session is 30 minutes and action is required. Second. All in favor? I I All opposed? Motion passes. >> Mhm. >> Oh my gosh. I got my acronym glossary out and I never even needed it tonight. Are you hunting? Okay. Um I move to reconvene in in open session. Second. All in favor? I. I. All opposed? Oh, shoot. I said I I should have said I. I. Um I. Okay, is there a motion regarding closed session? I move to approve all personnel actions as presented. Second. All in favor? I. >> I.
All opposed? All right. With that, I will adjourn the meeting. Thank you.
