001Good evening. I'll now call to order the December 15, 2025 regular schoolboard meeting. Please rise and say the pledge of allegiance with us. To the flag of the United States of America. Um, are there any questions or comments about tonight's agenda? Okay. So, is there I move to approve the >> second. >> All in agenda first. All in favor? >> I. >> Okay. Um consent agenda. So that's okay. Looking at tonight's consent agenda, are there any um comments or questions related to tonight's consent agenda? I'm gonna make a comment real quick if um just want to thank Greenway Engineering for donating nearly $10,000 in laboratory equipment and supplies to the Clark County High School Science Department. It's really appreciated and amazing. Um any other comments or questions? Okay. Is there a motion? >> Now I
002will move to approve tonight's consent agenda. >> Second. >> All in favor? I Mr. >> Okay. And >> presentations and recognitions. So tonight we have the DG Chorus under the direction of Mr. Derek Boyce and they will perform for us a few holiday selections. So welcome Hi everyone. How you doing? >> How you doing? Such an honor to be here. Thank you for the invitation. So we have two songs that we prepared for you. We worked on five songs this season and we along two presented second Snowflakes falling all over telling us Grab your win all the Jingle bells, jingle bells, jingle all the way. Jingle bells, jingle bells, jingle all the over here. Belling Bell. >> All right. Our next song for the evening is called Jazzy. So this features music and I'll let
003you Don't tell Daddy pop. Lou. you Santa Claus. Do your very best this way. The holiday will bring to me. if you can. Yeah. Renee, do they know about the cookies out there? >> Okay. You are. >> Yes, you are. >> Thank you, Mr. Boyce. Maybe. idiots. >> All right. Uh, Miss Beth Williams, the executive director of the Clark County Education Foundation, will present information on the work and accomplishments of the foundation. And Miss Williams will also announce the winners of the CCEF holiday greeting card art contest. Thank you. You're welcome. >> Good evening. Um, I'm here tonight to recognize, like she said, the the holiday art contest winners, but also to celebrate the the work of the Clark County Education Foundation in the past year. Um, we'll also be giving a few scholarships away
004tonight. So, um, thank you all for coming. I think a lot of you are still here for me, so I look forward to calling a whole bunch of people up here in a minute. We're going to start tonight by recognizing our holiday art contest winners. This is the third year in a row we've done this, and our winners um are selected by grade, by grade grouping. So, preK through two at both elementary schools are one grade level. three through five, Johnson Williams and then the high school are all judged separately. So tonight we have six winners. So without further ado, I'm going to announce those first. So if you want to look up on the screen, there's a little bit bigger pictures here and then our artwork is the winners are selected right over here.
005So tonight we have some students who don't know they're the winners, but if you're here tonight, you might be winning something. So first up from Johnson Williams Middle School. Miss Evelyn Shepard, sixth grade. I think Evelyn might be the only one who's not here tonight. Evelyn, you won $50 tonight. Congratulations. And if you look up on the screen, Evelyn's work is the first one there. And the next winner is from DJ Koulie Elementary School from fifth grade, Mr. Deacon Himbach. Next up, we have a first grader from DG Elementary School, Miss Maline Rubin. And from Boyce Elementary School, fourth grader, Miss Harper Dodson. And you can look up on the screen, Harper Drew Marios up there. Next up from boys in second grade, Miss Hadley Madigan. So, each of these winners have won $50. And
006then our um selection committee also chooses an overall winner which will be the cover of our holiday card which was mailed out today. So hopefully it's hitting some of your mailboxes today. But would Miss Camry Ferry come forward? This is Camry's second year in a row winning our contest. Last year she painted a beautiful cow and this year she drew the park at um right downtown Barryville. So congratulations to all our winners and like I said if you donated to us in the past year you'll have a greeting card with all their beautiful work coming in your mailbox today or tomorrow. So congratulations. Let's give them one more round of applause. Thank you guys. You can go back to your seats. Okay. So, the Clark County Education Foundation is an organization which has been around
007over 30 years and we now have given um over $2.6 million back to Clark County Public Schools. I'm sorry, $3.6 million back to Clark County Public Schools. Um, we're really proud of that number. That's um a history of this organization is a group of parents started this organization and it basically started like a PTO over 30 years ago and when their students graduated, it kind of fizzled out and a few years later some men from from the Bank of Clark restarted us. And ever since we've been going strong and so we run from a volunteer board and I have a few board members here tonight that I'd like to call up. Our vice presidents here, Mr. Turner Kobayashi, come on up. And then two board members, Dr. Amy Laric. Dr. Laric came up came on
008our board this year and Chris Liot. Chris came on last year. So, our mission is to give back to the schools in ways that your budget can't. Uh, one two of our main sources of helping our teacher grants and scholarships, which we will always do. But tonight, we'd like to share a few more accomplishments with you as well. Um, we have worked hard to expand the way we're giving back. And a few of those things um are listed right here. We've all we've supported the Clark Innovation Conference for about the past nine years and this year we were able to help bring Miss Kim Bearden to the Clark Innovation Conference from the Ron Clark Academy. She was amazing and I know a lot of you were there to hear her. Um, we were really proud
009to bring her and thank you Dr. Bowling for reaching out to her and bring her. I think she was great for our teachers. Um, you all know that we started a forensics class at Clark County High School this year. We were able to buy all the materials and supplementals for that that program to get off the ground this year. So, um, we're proud of that at the high school. We also were able to send four students to participate in the innovation centers at Winchester City fire and EMS classes. Um, we just received this week another $10,000 donation to continue this. So, next year and moving forward, we'll be able to send more students to the Winchester Innovation Center, we hope. Um, so we're proud of that. We also just recently announced the Clark County Nutrition
010Alliance. This is alliance between some members of the community and us who really care about nutrition and our students. And this fund that we've set aside that's already raised almost $8,000 um will help those families who do not qualify for free and reduced lunch but still feel the burden of of paying those bills. And um if you've ever read through the United Way, they're identified as Alice families. There's so many families in our community who even though they don't qualify for free and reduced lunch, really struggle to pay their bills. And so we hope this fund will kind of alleviate some of that stress for them. Um so we look forward to passing through that donation later this summer. We also were just awarded a 10,000 grant through the Piedmont Environmental Council. Um they supported
011an effort where we are going to bring in Casey Trees to work with all of our third grade students this spring. So they'll be going in our elementary schools, both Boyce and to do five different touch points with our third graders and do some really cool environmental literacy work with our third grade students. So you'll be hearing more about that. Um, I can't not mention Cammy Fousy. Dr. Fousy couldn't make it tonight, but we brought on Dr. Fousy this year to serve as our director of STEM education and innovation. Um, Dr. Fazy just recently left the corporate world where she worked for MITER and she before that um worked in the White House briefing President Obama directly. She is a Clark County grad and she is an incredible resource to our students and our community
012and we're proud to have brought her back here to really make an impact with our students. Um we continue our teacher grants and scholarships as we will. We continue our our story walk um over at Cet Hobbert Park. We change that about three to four times a year for literacy in our community and exercise for our families. And again, we gave over $40,000 in st student scholarships this year and close to $100,000 in grant funding. Um these are just a snapshot of the ways that the Clark County Education Foundation is impacting our schools and we're proud to do it. Um we continue we will continue to fund raise and to grow our mission even further. But um we just wanted to share some of the successes of things other than teacher grants and scholarships. But
013we will continue on to scholarships next. Last year we were able to give 36 different students scholarships out of the class of 2025 totaling over $40,000 for our kids. Um, that's a number that we're really proud of and will continue to grow. And one person that I really wanted to recognize tonight is Mr. Matt Meyer and he's here. So, come on up. So, Matt is the son of Dr. Eric Meyer and Martha Meyer who were both community members of Clark County for a very long time. Um, Dr. Meyer opened Roseville Vet Clinic here in in voice. And Martha Meyer actually served on your board. She was a member of your board for 11 years and even served as the chair and unfortunately we lost both of them in the past year. So Matt and his
014brothers and sisters, there's five of you, right? >> Um were generous enough to start our newest endowment scholarship, the Eric J. Meyer DVM and Martha W. Meyer RN Endowment Scholarship. This scholarship will be awarded $500 annually and given to a student in healthcare, public health, or veterinary medicine. Students must have a 3.0 higher GPA or higher and will complete an essay of why they decided to go in their career path. Tonight, we wanted to recognize the Meyer family and especially Matt for their generosity and um thank them for their contribution to our scholarship fund. So, we have certificate. >> I'd love for you to say a few words about your parents. >> Okay. >> Well, I know um I know my mom would be very proud to see this in the school board and and
015you guys doing all the things that you do and folks like Clay that grew up with and Mike um being here representing um they are, you know, they were just great folks. I think one of the The neatest things I heard um from Rick Shirley was that, you know, very not very often that you have two parents that were big contributors and had their own legacies and mom and dad kind of did that. They were both leaders in their own way and did a lot of things and uh we miss them dearly. So, thank you in the middle. >> Thank you. >> Yeah, for sure. >> We'll continue on. We have a couple teacher scholarships to award tonight. So, um, those scholarships that we just mentioned were all for graduating seniors and even some junior
016classmen, but we also have two different scholarships for teachers. And so this year, we're proud to recognize the 2025 Kenneth and Barbara Thomas Memorial Endowment Scholarship Award recipient to Mr. Adam Clark. This scholarship honors the legacy of two remarkable CL Clark County residents, Kenneth Barb and Kenneth Bob and Barbara Thomas. It recognizes exceptional teachers in Clark County Public Schools and aims to support these educators in advancing their education. Congratulations, Mr. Clark. Thanks so much. Thank you. >> And we have one more scholarship to to award tonight and that goes to Miss Angela Reese. The 2025 Virginia Lloyd Superintendent Scholarship is in the amount of $2,200. The Virginia B. Lloyd Superintendent Scholarship or Vidy Lloyd Teacher Scholarship Fund is in recognition of outstanding competency teachers who work in Clark County Public Schools to assist these teachers
017in furthering their education. And what's special about Miss Ree is she's not a teacher yet. Miss Ree is working as an instructional assistant in our schools and wants to become a teacher and stay here in Clark County. So, we're thrilled to help you pay for your for your education. So, congratulations real quick. So, those are my recognitions tonight. Um, but go down one second. One more, Miss Renee, please. I hope you noticed my boots tonight because I don't usually wear boots that look like this. Um, it doesn't even really match my dress, but I was walking out the door and I said, "You know what? If I am hosting a denim and diamonds gala, then I should wear the denim and diamonds boots that I got for this event." So, I get to wear them
018a few extra times. Um, each year we have hosted a gala, which is our major fundraiser for the year and um, so many of you have contributed and come to this event and we hope you will come again. Um we have opened up our sponsorships and our patron sponsorships and our general admission tickets will go on sale January 1st. Um this event we're really proud has grown over the years and we expect it to sell out again and so we hope you you all will come. We hope all of you will come. Um this year is a denim and diamonds theme. So you can wear blue jeans or you can get dressed up. It's up to you. Or you can do both if you can find boots like mine. Gabes, that's all you have to
019go to. Um, but we hope you all will come and um, we wish you all a merry Christmas and happy holidays here from the Clark County Education Foundation and thank thank you for all you do for our schools. Um, we're proud to support you. >> Would you like to add anything? Would you like to add anything? >> Thank you all. >> Thank you so much. All right, time for the exciting stuff. Um, finance committee report. Mr. Steve Nucci will provide a report on the December 10th, 2025 finance committee meeting. >> Welcome. >> Yep. >> Uh, good afternoon everyone. So, we have a relatively short agenda for you today. Um, one of the things we're going to go over is just update to our policy documents. So, historically, it's best practice that whenever we're making an
020update to a policy document that we inform not only the school board, but the board of supervisors as well. And the reason behind that is we just don't want to make changes to policy documents and not tell anyone and have changes that maybe benefit some employees and not others. So, we have two policy documents to update you update you today. One's just for your information. The other one's going to be voted on in new business. So if you accept the new changes um that are presented in new business then we'll put them on the website and it'll be public. Uh the first two changes to the PGAR policy um the PACR policy is a 19page document and basically what it does is establishes policies and procedures and rules for the credit cards that we use
021to procure goods and services for the county and the school. So two changes that we want to make to that document is first we want to have an employees name must appear on every PC card in order to have chargeback rights or dispute transactions. And the reason why we want to include this is because our vendor Bank of America is asking that we do this in order to have those chargeback rights. So you can't just have a card that says schoolboard office. You have to have a specific name on the card. Uh that name has to be tied to a the specific transaction in order for you to dispute the transaction. So that's one update we want to have to our pecard policy. And the other one is in order to receive a PC card
022both appendix D and appendix F must be completed and signed. Appendix D is just essentially an agreement. Hey, I will abide by these rules and the card holder would sign it. Appendix F is the new request uh new card request form. So that will specify the monthly uh purchasing limit, the reason why you're asking for this card, uh what department you belong to, and then a space where your supervisor can assign and approve that PC card. So again, those are just for your information to the PECARD policy. What you'll be voting on in new business is updates to our purchasing policy. Our purchasing policy is an 80page document that establishes policies and procedures used in the procurement of all goods and services for Clark County government and schools. So a little bit more broader than
023just the pecard policy. And the two changes we want to make there are first IT related purchases should be approved by the IT department prior to making a purchase. So, this includes monitors, phones, softwares, apps. If you want to make that purchase on the school side, it's got to be approved by the school IT department. If you want to make that purchase on the county side, it's got to be approved by the county IT department. And again, we do this for compatibility. Um, we don't want to purchase a monitor, maybe it's an Apple monitor, it doesn't work with some of the software that we have already. So, just having that purchase approved by the IT department is the reason behind adding that to our policy. And then adding Virginia Public Procurement Act section 2.2 2-4311.3
024which is a little bit of legal language and basically what that says is any purchase or contract terms cannot be inconsistent with state law related to IT goods and services. So essentially you can't purchase something that's against state law. So for example, if I wanted to procure IT department like IP um IT goods like Dell monitors, that's a legal purchase. But if you know my wife is a sales rep for Dell, then it would be an illegal purchase. it would be inconsistent with state law because it would benefit me the buyer individually. So just want to add that legal language in there just to make sure that we are following state laws and anything that we procure agrees to those state laws. So again this will be brought up in new business and we hope
025that you vote to approve those new changes to our purchasing policy. Besides that uh those are the only updates just updates to those two policy documents. Any questions? Okay hearing none. That's all I got. >> Okay. Superintendent Superintendence Update from Dr. Bowling. >> Good evening everybody. Um the first thing that we'll talk about is kind of been a long time coming, but we're excited that it's finally here, which is the new accountability uh score is now public information and been released throughout the state. That was actually released last week. Initially, if you recall, we were supposed to get this at the beginning of September. So, I guess, you know, better late than never. But, um, it is good news. So, we're happy for that. Um, for those that have to do a tremendous amount of
026turnaround, if they were federally identified or something, it is late in the year for them to be getting this information. But, um, this will be the, uh, first time that this has been released. Um, we're excited to have a strong showing in the inaugural release of the school performance and support framework. Like I said, that was released last Tuesday, December 9th, 2025. And that does mark four years of collaboration among um school division leaders, the state lawmakers and school boards on coming up with the new bifurcated accountability system. So, this has been in the work for four years. And then last year was just a formative release. When we got those scores, they didn't truly count because what they were counting was the old system. And up until this point, accreditation had been the one
027sole measure in Virginia or school measures of quality. It used to be that accreditation was both the SOQ's following Virginia code and laws and the performance. We now have to those two pieces apart because now accreditation means nothing about school quality anymore. It just means that the school division and the individual schools are following all um Virginia codes and pieces of Virginia law and complying with that and having the correct standards of quality. It's not really a measure of school performance anymore. And I've seen, you know, a few um news stories outside the area It's wonderful. Schools have improved so much. This is the first time in over 10 years that all of our schools are accredited. Well, it doesn't really mean what it meant last year. That just means this year that they're complying
028with Virginia code. The new part for school performance and quality comes under the new part of accountability. So now in Virginia, what counts as accreditation is compliance. Accountability is performance. So we got to remember those two pieces. But the new SF was designed to give greater transparency into how schools are going and performing. When the state undertook this work starting four years ago, they said they wanted a less complex system. Um, having kept up with it along the way, I think they did not achieve that because it's a very complex system actually uh to understand a lot of wonderful math. So, if you want me to talk to you about it, I I think the math is pretty brilliant. But, um, the only that's pretty transparent is the fact that it's scored out of a
029hundred and most people are familiar with that. So I think the transparent piece is it's out of a hundred and then the four categories that go along with it but it does evaluate schools now on several measures which used to be a much smaller list. So I do think it's a better effort and a better system. We have academic mastery which um is so state performance which would be passing proficient, but this is the first time that getting an advanced score has counted extra. And I think back in 1998 when um SOS were brought online the first year and we didn't have them when I was in high school and it was brought on board by the governor at the time and I can see it. I had a wonderful high school experience and it
030really prepared me for college. There probably were one or two teachers that did not do their due diligence. And at that time, it was almost like academic freedom that school leaders and principles did not go in and talk about what teachers were teaching as much. It was kind of a different era. And it brought more accountability to that those type of teachers, but also it was meant to give weight to the Virginia diploma. The thought was that grading was highly subjective. So what's an A or B in one division may mean a C in another. But if you had a standardized testing measure that every kid was meeting, then when the kids go on to college, it would have more weight. But in 1998, you got to remember that a 400 and passing was clearly
031defined as being the minimum understanding of the course to move on. And that's where we get a little bit with the NATE confusion because proficient on NATE by the definition is different than proficient on an SOL test. But um in doing that part I think somewhere along the years in some divisions not all we stopped aiming for advanced and stuff like that and there were a lot of research studies done that testing is just one skill but kids who consistently performed at 500 or above did do better in college and for academic learning outcomes. But I think too many people started to look at as long as it had a four in front of it was okay and that was never the aim of it. So for the first time you get more credit for
032every kid that gets an advanced score of 500 or above. So I do think that's good. You also get um uh quality for growth for students. But it's not just that. There are also college and career readiness indexes which include credit for career and technical education programs, credential test, internships, apprenticeships, dual enrollment as long as you make a qu the grade that's specified. AP coursework with the score of four or higher on the or a three of higher on the AP test in international balorate coursework with the um four or higher on the test and also graduation outcomes are included. So this is the first time that a lot of these other things are included in it. So I do think is it perfect? No. But I do think we made some good um moves
033with that and it gives you an overall accountability score. Clark County is proud to have one of its schools earned the distinguished uh designation which is Clark County High School. And actually today we got a letter that I'm going to give to Miss Wearing from the state superintendent congratulating that achievement. And what the distinguish means is that the performance exceeds state expectations. So, congratulations on that piece. Um, we also have our division's three remaining schools were all rated as on track. So, Boyce Elementary, DG Kulie, and Johnson Williams Middle School were all rated as on track. That's important because, you know, last year we did have Johnson Williams Middle federally identified and in the formative would have been off track. So, they made a lot of growth and we have all of our schools either
034on track or distinguished in the top two categories this year. And it's notable that Clark County Schools has no schools categorized as off track or in need of intensive support, which are the two lowest performance designations. Um, I think that this indicates collective effort from our students, our staff, our families and community members. But I am extremely proud of the result and it was worked together as a team. While the accountability score is just going to be one measure of student success, we are really grateful for this achievement and remain committed to pushing forward to even higher levels of excellence. And as you go through the state and they put this on the BDOE website, I've seen schools with performance scores as high as 116 118. I think that gives us models of who we
035could go to and observe and work with to get to that point. So there is a lot of transparency for that and it helps us to move toward excellence. Now um our results are Boyce Elementary School is fully accredited on track with a score of 87.8 And if you think about it, anything greater than or equal to 80 and less than 90, so up to 89.9 repeating, is an ontrack school. So that's where you're looking at that range. DG Kulie Elementary is fully accredited on track 84.7 and Johnson Williams Middle School fully accredited on track 83.0. And then Clark County High School fully accredited distinguished 102.1. Now, even though we put that in there about the fully accredited, I want to always be transparent that that one just means compliance. And I don't think there's
036a single school in the Commonwealth, the last I heard, that was not fully accredited this year. So, the accountability is more of the error of achievement. and some notable achievements in our superintendent region four. Boyce Elementary School was the fifth highest performing school in English language learner progress, which means both growth and mastery. That one's pretty clear. Uh Clark County High School was the fourth highest performing high school in uh superintendent region 4 for overall performance. Clark County High School also had the second highest four-year graduation rate, which is the on-time graduation rate out of our superintendent region. Clark County High School had the highest our second highest 3E uh readiness score. And you got to remember what 3E is. That may need a little bit more explanation. that is enrollment which is completing an
037associates degree, taking international balorate classes, taking AP classes, taking dual enrollment classes, um getting and taking a CTE program and finishing a CTE program, taking a CTE credential test and passing it, doing an internship apprenticeship, and also um enlistment, which I do think is high quality, but that one is a little bit of I think mislabeled. They may have just went for the E because you really don't get any points for enlisting in the military. As much as we do think that's an applausible thing to do, it stands for enlistment being that you take the ASVAB test, which is normally what you would take to get into the military and that you have a high score on the ASVAB test. Now, even though it is good for um enlisting in the military and we're very
038supportive of that, the ASVAB is not just for kids enlisting in the military. that's its primary reason it was designed. It's a very good test to know about students strengths and future career opportunities. Um Clark County High School on that note had the highest enlistment score which means it had the highest ASBA scores in the region. Johnson Williams Middle School was number two in advanced coursework. And what that means is that kids are taking classes that count for credit in high school and pass the associated test with that. Now, that this year that list was rather small, being that the state only defined that as taking a math class that counted for high school credit and passing the so if you got a 500 or higher on the math 7 so assessment. So, what that
039means is all of our kids that got a 500 or higher on the math 7 test took algebra one and pass it. So, that's where that comes from. Um now one thing I wanted to um and if you want you can if um I should have thought I put the link there but if Renee do you mind to do it may not be do you mind to type in BDOE under it just shows the the the link of it I was going to show them the website really quickly if you'll just anybody that wants to look at not only ours but wants to dig into this data a little bit deeper and understand the system and how different schools perform, not only ours but throughout the region. If you'll scroll down just a little bit,
040um where it says school quality profile, which is down a little bit farther over there, you can click on the yellow box on school quality profile on the BDOE website when it went out. And if we'll scroll down there, you can either type in the name or you can hit the box that says search browse by division. It's the blue box in the middle there. And then you'll see every school division. There's 131. If you'll click on that browse by division, there's 131 school divisions in the Commonwealth of Virginia. But you can look at us and surrounding school divisions or anybody in the state. If you go down there far enough, Rene, if you'll click on Clark County Public Schools, you will see um a summary of the division if we scroll down there of
041all of our schools. And we won't do this, but if you clicked on their name, you could drill down to the different data points for each school and how they achieved. Um if we'll go back now, I just wanted to show everybody where that's at to the agenda. Also in a memo there there is a snapshot um by region and you can see there it kind of talks about how different schools in this region did but later on it's good browsing it shows the top performing schools down there a little bit farther down in each of the categories by level so that's on the VOE side it's kind of nice to look at that too and get kind of a clear understanding of it and I I would encourage anybody that's interested in school quality
042and wants to know what's going on to not just look at those are good summary sheets, but you can do all eight school superintendent regions and see what the top performing schools are and what their associated scores with are in all the regions because they do vary. There's some places that the top performing school in the in the region is 102 and there's other parts of the state that the top performing in the school in the region maybe 116 or 118. So it's kind of interesting to see it gives you a lot of transparency on some models of success. Now there's a lot of other things that are important other than just this which are more core. This is kind of core content and CTE but it is a a good ind of school quality.
043So, I did want to share all that with you and also the letter to the high school. I attached that. That's one of the attachments there. The next thing, um, you can see some of the minutes and stuff there. And, uh, we did get a donation of $4,000 for reading and STEM materials in our elementary school. So, we want to show appreciation for that. Um some things that I did want to update the board on of some things that are going on um of different things that we do have going on. Um one of the things is the um power pole will be replaced some of them at Johnson Williams Middle School over our winter break. that will take power out at Johnson Williams Middle School from Saturday, December the 20th until Monday, December the
04422nd. Um, we could work around that, but what I've told everybody on Monday is the December the 22nd. We'll do that as a work from home day. You may think, well, it's just the middle school, and we don't do a lot of those work from home, but this is the reason. That means the power will be off the middle school. But unfortunately, when the power's off the middle school, there's no internet or phone in any of our buildings. That's where it's housed at. So, the buildings won't be that useful those day that day. Thank goodness it's mainly the weekend and just a Monday, but we've handled that. I wanted you all to know about that piece. Something also that I've been working with Mr. Kendrick, who's our director of operations on um are the concerns
045with people passing um the uh buses and their stop signs and we want to continue that. And I've talked to him about making sure our drivers understand that they can come and talk to him at any time. It's good to have fresh years. You know, Mr. Kendrick is new to that role this year. And I had reached out to him about some of the things that we are doing. Um and he says that they have you know I think it's all a team and we've got a wonderful both town and uh county police department and that we all work together and every time we know that a school bus uh stop sign has been passed we do want to call the police and work with them on that. Um now we do attempt to get
046the video footage and turn it over to local law enforcement. Unfortunately, on the last one, there wasn't a front tag on the car. We have an idea, but you can't really prove it at that point. Now, they are moving, so there's not always going to be the time that the camera footage is going to be the clearest, but we're going to do everything that we can. Now, as we buy new buses or replace, we could look and see if there's any higher resolution cameras that would do it because you can retrofit buses after. I don't know. But those come from Kingmore out of Mount Crawford. And we all you do say you're ordering a new bus and you want a camera on the front, a stop arm in the back, and two on it or
047how many you want. Um we could look into as we buy new buses. Could we upgrade? It would be a little bit of a budget piece that we could ask for a higher end if that's possible. But we will look into that. Um also the high school has made announcements and there's a new um sign that Andre did. throughout the building which shows when you can and cannot pass a school bus. And even though it's in driver's ed, sometimes you know young drivers or even adults forget on a divided highway that has a concrete median or a grass. That's very different even if it's a highway where traffic's going in both directions if there's not a center median and different things of that nature. But um Andre or Mr. Kendrick, I should say, said that
048he's worked with town and county police and asked for increased presence. There are a limited amount of people, but I think the more that we catch these people and show consequences, the less likely it is to continue. Um, and it in Clark County, our biggest issues seem to be on Palatan Road and Mosby Boulevard. Those are the two, and I think we'll try to narrow down focus onto those. Um, Andre did or Mr. Ker did share that It's a nationwide problem, but I don't want that to be an excuse. I want us to be because it's a safety issue that we're taking care of kids and there's the most precious thing to a parent getting on and off those bus and it's not worth saving your time or being impatient. So, um we'll continue to
049all work together as a team on that piece. The um next update is just some things that we have been dealing with. Um unfortunately, they're not budgeted for. So, these are always fun and none of these are cheap. Um, we've got a lot of good news and a lot of things, but some financial struggles that we're working through that are unbudgeted. Uh, recently, um, we've had quite a few HVAC units go down at Johnson Williams Middle School and unfortunately, they're not ones that were even on our next fiveyear CIP to be replaced. These were ones that were looked to have a long life beyond that. Um, trying to work department which is a shared county department understand why those may have went down prematurely but we do have that problem since then um some different
050individuals in the county have been wonderful to work with and my colleague and our procurement office they brought space heaters that do that are allowed and comply you can't just bring anyone's in so our maintenance department oversaw procuring those and getting those and um there is a gentleman in our maintenance department that's showing up at 4 or 5:00 a.m. every day and walking through the classrooms there to get the temperatures. Now, even though it's probably a little bit cool to some people, it's probably warmer than my house because I like to keep it around 65, but it's been about 67 in every classroom thus far up till today. And I will tell you, we were a little bit nervous with the temperature and watching it, but it was 65 this morning, which I think is
051reasonable. But those are scheduled to be replaced over winter break. So we will get those. I've told them we're going to have to move funds around in capital and budget. Keeping heat on is not an option. But it means a lot of our carry forward and projects that we were wanting to do that we requested will not be able to happen to be able to pay for this unfortunately because this is not a cheap uh expense by any means. Um and um the other pieces that have been happening have been in our high school which is relatively new and having a lot of concerns there is not something that's really on our capital either. Um we're going to have to figure out the reason why we're having issues there in particular in a given wing
052but we did have hot water out in a wing of the building. We did get it replaced. Um a lot of parts went into that and it was not cheap. So that's another thing we're going to have to carve out the budget. The hot water is back on except in the coach's office and they had to divert that, but they are going to fix that soon. The other thing is we had one unit go down there last week which we were ordered and it's on its way and we had another one go down this morning. So, that's going to be even more expense. So we are working on those pieces and we'll you know fix them as soon as possible because those are not things that we cannot you know repair. We just have to
053make the budget work thereafter but it is certainly going to make the rest of the year challenging. And Melvin Ken who is the county's director of maintenance like I said that's a shared department and Andre Kendrick is our operations director. He doesn't oversee our maintenance. He's a liaison to him because it's a shared department, but it's on the county side if that makes sense. But Andre reached out to Melbourne to give you all an update to some board members that asked. And what he said was just, "Dear board members, I'm writing to provide a brief status update regarding the Johnson Williams Middle School project and related maintenance activities. The HVAC units for JWMS project are scheduled for delivery this week and they, you know, they're projected to be put in over the winter break. Then
054all the associated materials that are auxiliary are already on site. Our contractor RBI is working currently um on the project and the start date will be over break. The crane will be scheduled and installed soon without delay. Regarding mechanical maintenance, RBI ordered a replacement motor last week. That's for the unit that went down last week at the high school, which is expected to arrive early this week, and we can repair it. In addition, another motor experienced failure this morning, and RBI placed an order for a replacement earlier today to minimize operational impact. This approach and associated procurement has been reviewed and approved. In the athletic wing, hot water service was successfully restored following completion of the required service work. We're currently awaiting delivery of a control valve that routes the through the control panel in
055the coach's office. To ensure continued operation, the valve has temp been temporarily bypassed to maintain proper water flow until the permanent part has arrived. Staff will continue to monitor progress closely and will provide updates as milestones are reached or if conditions change. Please feel free to contact me should you require any additional information or clarification. And that's from Melvin Callen who is the um county director of maintenance and public works. Um wanted to give you kind of an update on that. So, with our results and academic um pieces, we have a lot to be thankful for and a lot to be um to realize that we're blessed. Um last year we almost had no Hback issues and nothing broke down. This year it started off really expensive. Um but we will work through it. One
056thing I would like to see as we have longer and continued um personnel on the maintenance next is to go through not just finishes or obvious that may need to be repaired in the buildings, but I'd like to really see an accurate review of all of our buildings to know what we're looking at in the future because none of these costs were anywhere on the radar, unfortunately. And a little bit longer update than normal, but the final thing that I'll mention to you, you can see some reports on there um from SEAK committee and the unit profile from Sedexo, but my administrative staff and team members, myself have been fortunate to get to attend holiday concerts and performances. Um, these have been wonderful and showcased student dedication and talent. Um, and they've just done a
057wonderful job. I thought the chorus did a great job tonight. We're extremely thankful for all that the foundation does. And I think that sometimes when you have things in your community, you take them for granted. But there are a lot probably more that don't than do don't have a foundation to support them. So we need to always be remember remember to be grateful and to tell them thank you. The chorus did a great job tonight. One that I got to go see boys. So it's different schools and their um band and chorus performances last week. And going to the high school um choir concert of course was wonderful. But it reminded me how little um or absolutely none as far as I enjoy music listening to it, but that I have absolutely no musical talent
058because they were doing this thing with clapping and I have a hard time even clapping in rhythm, but they were hitting their knees and doing different motions. It looked uh I would have really embarrassed myself, but they did a great job. Um uh but I think overall everything's great. So, just want to tell happy holidays to everybody and happy new year before we get back and merry Christmas. I think it's going to be a good start to next year. If you don't have any questions for me, that's it. >> Does anyone have any questions? Okay. Audience comments. Students, staff, and community participation is encouraged at all schoolboard meetings and work sessions. Audience comments are limited to three minutes per person in order to allow ample time for all who wish to speak. Patrons speaking on
059behalf of a group are also allowed three minutes and should identify the group that they are representing prior to speaking. Those wishing to speak should fill out a speaker card and present it to the clerk. Do we have anyone like to speak tonight? Anyone who may have not filled out a card? Okay. Public comments on the FY27 budget. As part of the budget development process each year, the Clark County School Board accepts comments from interested individuals regarding priorities for the upcoming fiscal year. Please note that this is not the formal budget public hearing. The public hearing will be held on me um February on Monday, February 9th, 2026. Do we have any Okay. Uh, so new business consideration of January meeting date. So it's recommended that the board consider January 12th, 2026 at 6:30 p.m.
060for a regular meeting and our organizational meeting. >> A little background on this. We normally do the organizational meeting separate from our regular meeting. There's no requirement or reason that you would do that um necessarily, but we would have kept with the tradition. But the one I think it was January 5th if I can remember. Um the reason we didn't want to do that piece is um I'll be at VAS and Baso. Um and that is the superintendent state meetings and BASPO is the finance director's state meetings and that's not one we want us to miss because that's where you learn anything new that will go into your budget or any financial information. So knowing that both Mr. Nucci and I would be out that day and They keep you together for the whole group
061but separate you for different pieces of what you need to be looking out for budget. Knowing that we wouldn't be in town, I don't think that was a good day. Um and then we had our meeting later in the month, but we need to continue to revisit scheduling both at the high school and middle school um and make a decision on that. And they need to get to work on scheduling students. So, we wanted to move it up a little bit. So we tried to find a date that was the closest and that we could do both in one evening. So that's how we got to this. So we'd recommend January the 12th, but of course if somebody can't make it, we can try to work out something, you know, tonight. But at least it
062would make two meetings become one would be the hope. >> Okay. Are there any comments or questions about that? Okay. Is there a motion? to approve on January 12th. >> Second. >> All in favor? >> I consideration of elementary family life education. So attached is the draft of the is is attached is draft four of the curriculum with board recommended edits to the elementary portion of the curriculum. In addition is a sliding is a slide. Excuse me. Noting all edits. Um so um let's look at the slide please. So looking at the slide, um these were the standards that were recommended to be removed from the family life curriculum. Okay, thank you. So we're moving um 1.4 4 The student will develop an understanding of the importance of family and different family patterns. Removing 1.5
063identifying family members and their responsibilities contributing to the successful functioning of a family. 2.6 recogn realizing that physical affection can be an expression of a friendship of celebration or of a loving family. 3.3 student will become aware of the changes occurring in a family in family life that affect daily living and produce strong feelings. 3.4 the student will give examples of healthy coping strategies for dealing with the feelings produced by changes in that family. And 5.9 the student will develop an increased understanding of roles, duties, and responsibilities of family members. And then looking at the curriculum map, you can see that what we asked to be removed has been. So, um going to like first grade one one point. That's okay. So, you can see that the recommended edits were made and removed from the
064curriculum map. And then also um it's important to note that for standard fourth grade standards and fifth grade um the standards related to reproductive organs and um >> processes um ch physical changes in the body. Those lessons will be co-taught with the PE teacher. The PE teacher being of the same gender of the students that they're teaching. So we have a female PE teacher at Boyce who would come to to Kulie since we have Mr. Wymer at Kulie who's our PE teacher. Um so the female PE teacher as well as the school nurse would teach together. And Dr. Mr. N if you want to interject at all or Mr. Herman please do please feel free. Um, okay. So, anyway, that we were hopeful that that would um one provide support for both the school nurse
065because a school nurse is not a trained teacher um but then also um having you know a second set of ears and eyes and just support because of the um sensitive nature of the topics. So, and you know, a school nurse could be pulled out of the classroom because of an emergency because their responsibility is, you know, to to take care of the clinic and the students in the clinic. Um, so that was those were a couple of changes um that were made. So, if you look at fifth grade, you'll also see that instructor and resources, it's listed as the PE teacher and the school nurse. Are there any other major updates that you'd like for me to point out? Okay. Um, so is there any discussion, questions, comments that anyone would like to make?
066We've really spent a lot of time >> on this. I think >> there's a certain amount of time invested in all this, believe it or not. And I hope we've allayed the concerns of the community on both sides on this. Is anybody here was a student in 1945? Well, I was. And the same stuff, a lot of this that we see in here, they were teaching in 1945 when I went to started kindergarten. And a lot of this stuff has worth and merit. Some of the stuff had no place in there as far as I was concerned and some of my colleagues they will be on agreement on that score. So uh anyway uh we changed a couple of the things that uh see there but uh we bumped a couple of the age things
067up uh to we felt that they were teaching a couple of these things at an inappropriate age. result. Uh if anybody has a problem with this, there is merit in this thing. Uh some of the stuff, I mean, when you get to the high school stuff, they're not teaching enough. How many parents really know all the pitfalls to which their children are subject once to get a driver's license, get out of the house? So, uh anyway, uh we had already passed that in middle school. Uh this was what the chair and I came up with in collaboration. I did some of the leg work and then we both worked on it. We got together with Dr. Nails. So I think what's left in here is worthwhile. It shouldn't hurt anybody's feelings. Uh that's what I
068have to say. Absolutely. Well, I I'd like to say thank you all for trying to, you know, address some of the concerns and uh I appreciate what has been taken out, which I don't think we stopped think too early, but I will just say that watching the uh fifth grade chorus, I'm sitting here thinking those are the oldest of the kids that we're going to be presenting this to. And that's I just kind of sit back and go, "Wow." You know, if you go through this curriculum, but maybe it's because it's Christmas, maybe. But it they seem way too innocent to push some of this or or speak. I just don't know how the teachers are going to address some of these topics at for for students that are two and three years younger than
069that. Um >> don't deny don't deny that the topics are uh are not important topics are important and sensitive and uh I think pro merit more focus probably than what uh in actual reality is going to happen. Um and and that was a concern with a lot of the audience comments that we had on on the whole curriculum. that we were it was suggested that there be more time spent on it. Um also thinking that uh when I was when I was going around and signing getting my signatures for the for the school board position, the predominant question that I got from the people that I was soliciting signatures for were was what are you going to keep in the schools? And uh and that their answer was let's let's focus on what the instruction
070should be in their mind and my mind too and that's the three Rs and I worry that that this which I would call an overreach by the state is going to lead to more and more and it's going to take away from what should be done or what should be focused on in elementary grades. We know that that at that level is so import the foundation of the academics with the reading and the writing and and the arithmetic and um I just I I hope that doesn't suffer. You know, I'm pretty sure we know what the results going to be and and Clark County will do the best and our curriculum coordinator and the teachers will will do the best job that he can. Um but that's that's a concern I have. We're taken away.
071It's and I still say it's it's a little too much too soon. And I and I don't know any other the better way to exhibit that than to look at that group of young fifth graders, the oldest of the elementary schools and think about teaching this, you know, to that group and younger. Well, pretty much taking the things you might consider objectionable are not being talked to the younger ones. I think this stuff starts in fifth grade and it's I don't think here's this is opinion now and everybody has one and uh I think there's enough in this thing of merit that uh again the parents have an opt out uh clause in there if we don't feel that this is going well. something is not realized. This is not something that is absolutely, irrevocably
072and immutably jammed down our throats. This is something we can accept or reject and uh we can apply it as we see fit. So we can adjust, adopt, adapt, improvise and then overcome. So uh it is my opinion that there's enough of merit in there should go through. I think we've gotten the objectionable part out. If a parent does find something objectionable, pull your kid out. And this isn't like they are getting a daily barrage in this either. This is a limited amount of uh uh information presented to them. So, >> I'm going to echo what Clay said. I I think um I appreciate all the hard work that's been put into this. I appreciate the attempts at at removing some of the um some of the information that others were thought were sensitive and
073and difficult to talk about and everything else. Part of our job up here is to protect the educators and I think this program puts the educators at risk. I do. Um I think it puts them right in the firing squad of parents that are going to disagree with that's being taught more so than reading writing and arithmetic. And uh I think it was an overstep by the state that was created by AI. It's an AI driven curriculum that was responded to by AIdriven um courses. I think in a lot of ways because we didn't get a lot of information from the state when we reached out and asked for help. They basically said you're on your own. So we used the resources that we had and and that's how we in my opinion we responded.
074So um I do want to read something that I found interesting um on social media ironically that I'm I'm not on but uh says dear parents we'd like to remind you that you that magic words such as hello please. You're welcome. I'm sorry. Thank you all began to be learned at home. It's also at home that children learn to be honest, to be on time, diligent, show friends their sympathy, as well as show utmost respect for their elders and all teachers. Home is also where they learn to be clean, not talk with their mouthful, and how where to properly dispose of garbage. Home is also where they they learn to be organized, to take good care of their belongings, and it's not okay to touch others. Here at school on the other hand, we teach
075language, math, history, geography, physics, sciences, and physical education. We only reinforce the education that children receive at home from their parents. The the irony in that is a lot of the very people that shared that on social media are the same ones that support the I thought that was interesting um because I felt like the whole time that the was was o overreach by the state. A lot of the sensitive topics it's my understanding that we we teach them already in our social social and emotional learning. So the um the FLLE was an extension upon that. So I don't understand what why we would um felt the necessary need other than it became a mandate by the state. So >> well the one thing that that's a very good piece you just presented the one
076word that was left out repeatedly was should and uh not every parent is co involved in coaching his or her children. Uh not every parent can come home and put down the cell phone that the we know the kid shouldn't be on. Uh you know this is not the best of all possible worlds. So I would also like to add that you know what you just mentioned there what's taught at home also reading writing arithmetic is taught at home too. >> So I see a correlation that be uh this could be taught at home as well. And I do being in public education for 30 some years, I do see a need for it. Be straight up honest with you. The uh I think uh in a previous meeting the opt out uh process was
077addressed and I um I think that was there's a good bit of thought to make that easy and and understandable. kids. And I know we asked Miss Warren about some numbers if the you know what what the high schools could handle if if parents opt out. But we're talking about the elementary. Do we you know if I I I don't know are we able to handle uh that that opt out? Okay. If say 5% or of the of the students opt out of of things at the elementary level, can someone answer that or >> I believe that was answered that that night we asked the question if I'm not mistaken. >> Well, I thought that was just around the high school. >> No, that was by all levels. They said they could easily handle it.
078Correct. All right. >> Okay. So, um, there aren't any other comments or questions. Is there a motion to approve or deny the family elementary family life curriculum as presented? I move that we approve the amended FLLE for the elementary school level. >> The second. >> All in favor? >> I. All opposed? >> Nay. >> Thank you. >> So the motion um passes. >> Okay. Consideration of freedom 424U. So, this resource will be used to teach the human human trafficking portion of the curriculum that was previously approved. This is not for elementary school. Um, >> there are Okay. Okay. Fifth grade. Um, is there a motion to approve theou with the freedom 424? >> I move to approve that. Is there a second? >> Second. >> Sorry. Is there any discussion first or questions related to
079theou? >> I was reading through this and there are a couple things that I just didn't very well versed on. And one of those was that there's self-esteem test and there's some data that's going to be that's going to be property of And so I did talk with Dr. N. I would like her to share a little bit of what she explained to me just because I think it's it's it's good information for for everyone concerning what procedures that the school goes through kind of making sure that this data is safe and secure and used appropriately and they're going to do what they're what they say. >> Sure. And I have Patrick here. He is also part of this um digital resource adoption. So anytime we have a new digital resource, we do have um
080an approval process. And if it's an instructional technology, it comes to Patrick and I. Um I look at it as far as the application for instruction and the alignment for instruction. It goes to Pat for the privacy side. Once he approves the privacy side, it goes to Ed for the networking and um uh Chromebook application of it to make sure it works with our network and our our devices. So anytime um any any company that we're working with, they have to um abide by the privacy laws um and we check for that to make sure that the information is stored in a safe way. Um this particular does not share any identifiable um information. No identif identifiable information is going to be stored about our students. um the information that is collected is used for
081uh review of their curriculum and and adjusting curriculum in the in the future years. It's only used for um longitudinal studies within the that particular company. So if a teacher wants to use a digital resource um kind of like uh Mr. Nucci talked about earlier with anything um that wants that we want to purchase. Um technology wise, it has to go through the technology um departments on either side for approval. Anything a teacher wants to use. If it is for themselves, they're over 18, if it's an instructional resource, um we just make sure that if it's with students, we have an approval process. We're making sure that our students are safe in any application that we are consider considering moving forward forward with. >> Does anyone else have any questions, concerns related to theou? Okay,
082moving forward. So, is there a The recommended action is to um >> Okay, let's vote. >> All those in favor? >> I All those opposed? >> No. N. >> Okay, motion passes. Um consideration of changes to purchasing policy and procedures. So the joint finance committee department or the joint finance department is recommending changes to the procurement pro policies and procedures manual. The changes on page 12 will provide clearer direction regarding the purchase of IT equipment software and contracts. Language from the v from the Virginia Public Procurement Act is also added. This manual is followed by both the school division and the county government. The board of supervisors will also vote on the changes this month. After approval by both boards, the manual will be updated on the website and approval is recommended. >> I move
083to approve the changes to the procurement and procedures manual as presented. >> Second. >> All in favor? >> I. >> School board member comments. >> So, Mr. Cip, do you have any comments tonight? >> Uh, first off, I' like to thank the choir. I thought they did an excellent job. Um I think u if you ever been involved in public education, you see something like that, it always makes you smile. So it's a pleasure, especially younger generation performing like that and it takes a lot of courage to get up and stand in front of people and do something and they did it great. So I was very pleased with that. Um the only thing is I wish everybody a merry Christmas and a happy new year. >> Thank you, Mr. Wilson. Yeah, I had the
084pleasure of attending the uh middle school choir last week and thoroughly enjoyed it. Uh so congratulations to them and uh this business of first I want to thank Sheriff Sumption for taking his time to come here tonight to address any questions the public may have had as to why more hasn't been done about this. However, I think we can get a concerted effort here. This is not something that be taken in a trifling manner. Uh people blowing past. I don't care if it's students or somebody late for work. It's just a matter of time until something really tragic happens. And we appreciate uh I live on a lane right off of Route 7. I don't make any appointments before 10 o'clock in the morning because those particularly if they're west because I got a quarter
085of a mile to get up to where I can make a Uturn and go back and the cars are going up there at 65 70 miles an hour and you couldn't get them all. So, uh, thank you very much, Sheriff. Appreciate it. and uh you'll be hearing more from us and uh if there's any problems within the system here, I'm sure Dr. Bowling and Dr. Seal will get that sorted out promptly. So, as far as passing these reports along the drivers, so and merry Christmas, God blesses one and all. >> Um I want to echo Mr. Cip on the choir. That was awesome to listen to and and see the the young ones coming up. I want to thank the Clark educ Clark Clark County Education Foundation for all you guys do and the support
086that you've presented over the years. Um the continued support I know we couldn't do it without you. There's it's um what you guys do is nothing short of amazing. So thank you for that. Other than that, merry Christmas, happy new year. >> Well, nobody won the big lottery and listen after listening to Dr. Bowling's report on our our uh HVAC. I I encourage everybody to go out and buy a ticket from get with the education foundation or the schools. Uh but anyway, uh >> you sure the first thing I wish I was going to spend it is lights? >> Well, I think we had we we have we've had good news the with the LCI number, you know, we are and it's that's that's important especially with with what's been presented so recently. Um the
087uh the achievements of the schools with the schoolers that were shown tonight. I think I think it is that's it's wonderful. It's good positive thing and obviously the fly and the other uh Christmas concerts going on in schools. I think it's it's fun time and even the cold weather because it is it is winter. It's Christmas times. It looks like it's probably not going to be a white Christmas if you look at the forecast, but we're getting it now. And anyway, that's all. So, yes, merry Christmas. Thank you for Thanks all the staff for so far a good first of the school year. We'll pray that the next is just as good and even better. >> Thank you. Um, just a couple of comments from me. Thank you especially to Dr. Nil and Mr. Herman
088and and everybody that's been involved with the flee um adoption process. It's it um has been a little frustrating that this was approved years ago and that we had to revisit it. But I think that hopefully it will um we will have found some common ground and so much has changed in our world since we did initially adopt it that um I understand the concerns. Um, at the same time, I I do believe it's something that's important for our students and um I think that I'm losing my train of thought, but so but thank you. um because I know that it's it's been a lot of work and it was frustrating for the com for those faculty members to feel like they weren't listened to the first time and then to have to go back
089and do it again and and give up time um during the summer even if you're paid to to take time away from your family when when you feel like you've already done something the first time. So, I appreciate that. Um, I appreciate the efforts that are being made right now to make things right with our HVAC system both at the high school and at the middle school. Um, it's frustrating and it's really annoying to teach when you're cold and um I've always felt like that. You probably did too, Mr. Cip. you knew when you came back the first week after you'd been off of a break that the building was going to be freezing because the heat hadn't been on, you know, the entire time that that you were out. And so it's it's it's
