001teacher should be teaching it. >> But it a PE teacher is not teaching the menstruation part. It's it's >> PE is PE is being taught the PE teachers are teaching it in middle school and high school in elementary school. It's not listed as a PE teacher that's teaching the period. >> Excuse me, Madam Chair. I >> sure my point that I tried to make and I think a couple people missed it from shortling out in the crowd. Uh, if I were a girl someplace between fourth and seventh grade who was having her first period, I think I would be a lot more comfortable finding out all the ins and outs of it from a female school nurse than I would be a male phys instructor. >> Why not? All right, that's fine. I'm not saying

002it won't. I just >> well I mean and and and I'd absolutely be in favor of asking our school nurse to um to teach that lesson. Like I mean I think that there's that of course um Miss Whan who's our nurse at um Boyce would do a phenomenal job of teaching that. She's she's educated in that and that absolutely makes sense. I just don't think that it's right to throw the baby out with the bathwater. And I I also do feel feel strongly about um these good touch bad touch conversations happening. And I shared this today on the phone with Mr. Brunach. When I was 15 or 16 years old, my parents um I probably shouldn't be sharing this so publicly, but I'm going to. Um, my parents uh got me a tutor for um

003SATs and it was and I did better than my original score on the math SAT and this tutor kissed me on the lips. Kissed me on the lips. An adult man. And and that was that was not appropriate. >> No, it wasn't. And then another time I was I was employed here in town um by Todd Carlilele who who um ran the the uh skating rink and he had a weight like he had a gym and I worked by myself in the gym like you know with a manager or something and one of the the gym members came up and and was rubbing my shoulders and I asked him to stop and he said well why do you have a sunburn? And I said, "No, I just don't want you to touch me." So, I

004don't understand why that one kid doesn't matter. That one kid in elementary school who's getting touched inappropriately and that's all they know because that's what that's all they've grown up with. Why Why doesn't that matter? >> It does matter. Of course, it matters. >> But then why aren't we teaching it? Why aren't we teaching it? >> Let me let me make your point for you because you when you said it to me, just so you know, you you said that um thank goodness that you had parents that that had you know were engaged and taught you and that you felt comfortable with >> uh talking about that setting those boundaries setting those boundaries and so the main point is which is a lot of of the of the uh >> right but it's a lot

005of the comments uh that are very much passionate about this is that the kids that don't have responsible parents um uh where are they going to get that? And uh and and which is a valid point. It's certainly a valid point. Um but also this I think this is I think it's kind of complex and and there's there's certain things you said don't want to throw the baby out with bath water. I get that there's there's a lot of good stuff in here. A lot of common sense, >> ordinary things. uh the term normal classroom uh management, normal, this is how you should get along in the elementary school levels and and things, but but there are some things that are concerning. You know, I you could we can go through each one and and

006probably pick and choose, which I kind of said that before. We ought to have a a line item veto. This one >> So, what what are they like? What are they that >> too? Uh the gentleman has said uh too early, too much, too soon. I I I I think uh I really think if you take an objective look at it there there's there's several if not a lot that's too much too soon or some specific things even in high school you know which we like to think okay that's age appropriate some of these topics but you know the one here on 10.2 It talks about uh discussions will include expectations of virtual relationships. Well, I don't think there ought to be any virtual relationships. That's if that's talking about AI stuff and and some

007of that maybe I don't understand that >> or social media. >> Um so there's some things that that need to be clarified. I think there was a comment uh last time I think a parent commented that she would really need to see the lesson plan. and and everything that was being taught and and I agree with her because some of the the materials if if you go through here, you know, there's some videos or roleplaying, you know, role playing with some of these uh topics, that's kind of scary. I I want if I'm a parent, I want to know what roles are they portraying. So, I I think we all can agree that these are important topics. I just don't know if we're at a point where I know I'm not I like a lot

008of it, but I I would I would I can't >> I'll throw the baby out with the bathwater because I don't want to throw in something that's that's against my gut and we're just not sure of. It's a lot of stuff to do. Anyway, >> I think one of the other comments I had was, you know, there must be an emphasis on the importance of clarity around instructional ownership to ensure accountability. That's going to it's there's going to be a very detailed process in managing this that I don't think has been thoroughly thought. >> We're opening ourselves up >> for a lot of issues in my opinion and putting our at risk in some of the areas. I'm not saying all of them. I'm saying in some of the areas there needs to be some

009very strict guidelines on the objectivity on everything that's being taught. >> Madam Chair, >> who taught you that it was inappropriate for a strange man or an adult? >> I don't know that I don't know that I was ever taught that. >> I I but I think that my parents raised me with raised me to be confident. This is what the people are asking, you know, >> not to have somebody an outside >> But not everybody has two parents. I was really lucky. >> Well, we got to be careful. Um, you know, single parent homes, >> uh, single parents are certainly capable. >> Absolutely. Absolutely. We don't want to generalize. Absolutely. Right. We don't want to generalize. No, you know, single parent or grandmother is is the guardian, you know, everybody's doing the best. >>

010Absolutely. Absolutely. >> So, I think we want to say kids that aren't getting it, you know, from whoever. That's that's >> Well, and even parents who struggle are not irresponsible, >> right? >> What do you think, Mr. Site? >> Two thoughts. Um, it's my understanding that this voted on years ago, it wasn't implemented. That's very frustrating. >> Secondly, we've had all the information presented to us and you saw the results. I think we have ample amount of information presented to us to make a vote and decide on it. I think we can nitpick every subject is taught and say it's not appropriate. Our teacher may do it wrong. That happens in public education. I've been in it for 30ome years. I was in it for over 30ome years. we have what we need to make

011a decision on this and we need to move forward. >> Yeah, >> that's my comment if you're all and the vote is actually later on >> in the agenda because we're not to the action item part yet. Um, >> but the next part is the financial report and I don't uh see Mr. Nucci here, but I can probably do this rather quickly on what we have for tonight. Um, basically where we're at in the budget is very similar to last year. So, we're trending in a very good direction on the budget. The other part that's out there um for the budget for tonight will be an action item, which is that Clark County Public Schools received $18,134 in additional reallocated 2024 grant funding for security. That is money that when all the money in a

012pot that doesn't get used later on, they redistribute it. So that's actually a good thing for us. It's a grant that was written back in 2024 though and it was written for Boyce and DG So we'll have an additional appropriation request for that because we'll be able to use that for security at um purchases at Boyce and DG And you can see the vendor report there. But that's pretty much all there is for the financial report for tonight. Moving on, you know, to my update because I can get it done really quickly as well. We don't have as much tonight um as we typically do. But one thing that I wanted to um share with you is that Virginia Farm to School Week was October 6th through the 10th. The elementary schools participated in Crunch

013Herd around the Commonwealth. This is an annual event that took place on October 9th where students across Virginia took a bite out of fresh Virginia grown apples. We uh used local farm sourced apples for um our schools regularly and did that day as well. Um at the end here, I'll let Renee play a video that she did of that. It'll be really brief and I think maybe seeing students enjoying school could be good. Um BSBA is um recognizing October as bullying prevention month. The purpose of the initiative is to raise awareness about the seriousness and lasting impacts of bullying in schools. Also, we had National School Lunch Week um October 13th to the 17th and it's really important that we recognize our school lunch professionals and what they do. They can make a huge impact

014in a kid's life every day and how they treat somebody with kindness. I think that everybody being a part of that team is absolutely crucial. Also, this week is National School Bus Safety Week. So, I think remembering school bus safety and thinking about our bus drivers and um certainly we don't tell them thank you enough. We have wonderful principles that do a lot for our schools and October is principal appreciation month at the national level. So, recognizing that is crucial. also an unsung hero and it could be the one that makes a change in a difference in a child's life. October 2nd is National School Custodian Day. You can see the minutes from our SEAK and SHAB meeting there. One thing that I won't um draw too much time for is um we have job

015descriptions on there. We're getting ready to try to work toward a strategic plan which I think is very important for our school division to have an academic mission and also how we're meeting the needs of the community. We have really worked hard I think and I'm really proud of my team within the school division to re rewrite all the job descriptions. We hadn't taken this work on I think since last 2014. So something that needs to be done. I just would draw your attention to it. We'll vote on them next month because what we need to do is do job descriptions and organizational chart and then we need to finish all of our work on salary skills. All that's prerequisites before we can do a strategic plan which I'd like to see us do this

016spring. Uh you can also see the proposed organizational chart there. We have an organizational chart currently but I don't believe it was ever considered in relation to who would evaluate who. And I think having everybody held to high expectations and accountable is important. So we need to make sure that our organizational chart reflects that. So that's something that you also kind of review until November and we'll take action on that in November. Uh one thing that I would share with you, um Miss Wearing mentioned that the high school and the formative draft is looked at to be distinguished. There are four uh categories in the new accountability framework. That is accurate, but the last date they were supposed to formally release the accountability scores to the media was October 14th, and that did not happen.

017The last we've heard from the Virginia Department of Ed is that they'll do a summary report that goes ahead and adds up the totals. Right now, all that's available online for review, shows each category in the accountability framework, and you have to go in there and add those up one by one to get your total score out of a hundred. that they'll actually do a summary report that shows it added up to a hundred and then we will have one week to review it. So that still hasn't happened today. So we're at least another week out before the media release of the accountability scores. When those happen, each school will get an icon which will have its level and you know the levels are in need of intensive support and remediation, off track, on track,

018distinguished. It'll have that the numerical tell you the school name and when you click on it, it'll tell how they got it at the different indicators like for instance at the high school the 3D employment enlistment um and things of that nature. So you will get to uh we'll have that but that's been released now pushed back that it'll be at least one week after the summary reports put out. So we're a while out of that. Um don't want to go into too much detail but I think you'll be pleased with where our schools are at. There's always room for improvement, but right now it looks like everybody will be on track except for the high school being distinguished. So, I think that having all of our schools likely to land in the upper two

019categories is something, you know, to be proud of. Another thing to consider is the fact that um Clark was 57th out of 131 in 2024 of academic performance, but we were 43rd with what was officially released recently last year. So we're 43 out of 131. And we made some of the most I don't have this slide with me. Significant improvement in state ranking of any division in the state last year. and we made significant improvement in our students with disabilities. Now to have to say that that's the end, it's not because the key is to have continuous improvement and there are a lot of divisions that are constantly in the top 10 that also face a lot of struggles and challenges yet they land in that top 10. And I think we've got to work

020hard to always do the best we can for our kids so there's always room for improvement. And Renee, if you want to show the video Oh, and while she's pulling that up, If you all would respond to me about this, we have to RSVP by October 31st, but there's a group of legislators coming to Warren County on November the 19th to speak speak with superintendents and schoolboard members. I plan to attend, but it also happens to be the first day of our BSBA annual meeting. So, I'm going to try to go that and then go to Williamsburg. I know some of you may be going to the early bird sessions of the BSBA, but if you can, this would something that you could attend as well. Uh just let me know if you plan to

021attend. How many have lost teeth? >> I wonder how many other people. >> Yeah, that's the normal way you lose teeth in elementary school when you need to encourage it. Um, >> okay. new business. Um, so we have the policy committ met policy committee met on September 12th, 2025 and reviewed policy KH1 CCCPS crowdfunding. In addition, the school board approved the first reading at its meeting on September 22nd, 2025. It's presented tonight for a second reading and approval and approval is recommended. So is there are there any questions or discussion about this? And if you look at it really quickly, we only changed a few things, but we wanted to make it work for Clark County to make sure one of the things we did is in the initial policy language that we borrowed a

022lot from other divisions that had it, it prohibited using our school email, news flyers, or anything like that or website from promoting any crowdfunding um fundraising. But we did find some times with athletics and stuff that it could have been beneficial. So, we just want to make it more user friendly for our schools, something that does have controls on it, but does work for us. So, we changed that from being prohibited to requires prior approval. And then we did add some of the questions that we got down there. Um, that staff could do one wish list annually if they wanted to without approval through crowdfunding like an Amazon wish list. um as long as they did not use the name of Clark County Public Schools that schools are a logo because then we would be

023you know liable for that if they did. And one thing we are going to communicate with staff though is they don't need to ask for things that we would purchase for them. Um and the other thing that come up was well what about when we do electronic uh signups for food for school events like a beta dinner. To me that's not crowdfunding at all. So I wanted to make sure that was clear and exclude that from it. So what you'll see those are the only edits and they're minimal. I'd recommend approving it, but that's at the will of the board. >> I move to approve the policies and regulations presented for second reading. >> Second. >> Okay. Are there any questions? No. Um, all in favor? >> I. Any opposed? Okay. Consideration of appointment to

024the school health advisory board. So the school health advisory committee includes school staff, parents and community members in its membership. The committee is responsible for providing guidance on health including nutrition. Um Katie Khobert me is the current liaison. However, due to calendar conflicts, I'm not able to attend. So it's recommended that another board member serve as the liaison until December 31st, 2025. It's also recommended that Donna Barnett be approved as a member of the school health advisory board until June 30th, 2027. So, are there any questions or discussion? >> Is there a motion? >> I am very replaceable. Um, anyone >> I'll do it. >> Thank you. Thank you. I move to appoint Mike Cip as the school board is not until December 31st, 2025. Don Barnett as a parent until June 30th, 2027 to

025the school health advisory board. >> Second. >> Okay. All in favor? >> I. Any opposed? >> Um consideration of school security grant. So, we received notification that there are excess fund um balance or there's an excess fund available from the 2024 school safety equipment grant. Clark County Public Schools share is $18,134 for Boyce Elementary and DG Koulie Elementary and approval is recommended. I move that the FY26 school capital fund budgeted expenditure and appropriation be increased $18,134 and the revenue budget and appropriation is be increased by the same amount for the for the purposes of receiving state funds from the school security equipment grant to be used to purchase and installation of school security equipment for Boyce and DJ Koulie elementary schools. >> Second. >> Okay. All in favor? >> I Any opposed? Um consideration of

026the proposed FY27 budget calendar. So the finance committee met on October 10th, 2025 and reviewed the FY27 proposed budget calendar. Um and approval is recommended. So just a lot of finance meetings. I move to approve the FY27 proposed budget calendar as presented. >> Second. >> Okay. All in favor? >> Any opposed? Um, consideration of right-of-way easement. >> And Mr. Kendrick is here and he's the one that's worked with this. So, I was going to have him come to the podium to explain it to you really quickly in a few, you know, sentences, then answer any questions that you might have. But instead of coming to the podium, since the microphone's already there, he can just sit at the table. It's bad enough he's wearing a Dallas shirt. >> Yeah, we've kept him here uh for

027probably what'll be about five minutes. So, we're thankful for him. >> I'd like to see your warm-up that you do um pre Friday announcements. [Laughter] >> Yeah, we could hear you all the way in town last Thursday night. [Laughter] Thank you. Um, as for the ement of damage, communication equipment, servers, at the middle school but also internet >> I'm sorry uh but all of that is connected there that it's a very key hub for our technology in the schools and the county um so they want to try to fix that because honestly if you look up swan there's a lot of trees squirrels have last year I know alone squirrels caused two brown outs or blackouts at Johnson Williams because they're in the trees run along the lines get fried so to speak and mess

028up the system. So they're moving it along Lincoln. They've cut down one of the trees today that need to be cut to do it. We just would like this sign just so it makes it easier and there's less potential damage to our electrical systems. >> And I'll let youall ask Andre questions in a second, but one of the things is this requires a board vote and the chair to sign on it is why we've got to do it this way. Um, and it would be done hopefully one day over our uh winter break there. So, we would probably have to let our 12 month people work from home for one day because there would be no internet and a lot of other services in the building. But we can think we we think we can

029make it happen within one day. >> Yes, sir. >> But Mr. Kendrick will answer any questions. >> You're setting six polls. >> Huh? No. Two on school property. One right there on the corner by the tennis court and one if you go up Lincoln, you'll see it. um about halfway so they can go straight down to the current um I'll say pole that kind of uh sits by the chiller and that one is where the main lines go in. So they're going to come up Lincoln go across the entrance to Johnson Williams put a pole up there and then down across the parking lot. >> You have any idea on the total distance? >> No, not off topic. I'm just in my mind trying to figure out why they're going overhead instead of underground because

030that that creates a lot of the brown out issues anyways on overhead. So >> my guess is probably to save cost and save school because they would have to tear up the park. >> They can they can board it. But no worries, >> not a problem. >> And this will give them a right away in perpetuity, right? >> Yes. So, will we have any any input on future uh projects? >> Yes. Uh I've I've spoken with the uh Rapahanic representative and and we're we'll be fine. It's just they're really doing it for us because of the multiple uh calls in the past for Brown outs. They've even come out and tried to figure out why we have so many at Johnson Williams. Um, and they really just it broke down to a long swan and

031at the far front end of the uh front yard so to speak, that's where a lot of the lines go through and it's just trees, squirrels, so much damage that they want to try to help us out knowing that it's a key hub. I move to approve the rightaway easement agreement with Raphanic Electric Co Cooperative on property Johnson Williams Middle School. >> Second. >> All in favor? >> I. Any opposed? Thank you. >> Thank you. >> Um consideration of the curriculum. So, we can either um as I've said approve it in its entirety um not approve it or approve a portion of it. So, is there a motion? >> Miss Ker Hobo, before you do that, I thought it may kind of help because I want everybody to proceed with, you know, some facts on

032this piece. Now, when I was growing up a long time ago, I was taught family life in elementary and middle and high. And, you know, it was one of those things that I sat through it and learned through it. Um, my children have had it and I've had the opportunity to opt them out, but I thought it was good for them, but I think every family can make that choice. But um today I was just looking through some things um about when the last time the Virginia Department of Ed did a study on family life education and that actually came in uh 2022 and it's the review of family life education in the Commonwealth report pursuant to the 2021 Virginia General Assembly amendment to the state budget bill HB1800. And um there's some things and

033I wish I had found this earlier that I would have shared to you with you all but I don't know how much it's known now but I want to talk to you a little bit about what the board has. Now like I said for me it was a you know and I think for most I would recommend that it's a good thing to have in place and the parents have the option to opt out if they don't want to do it. But it does say, and it clears up a lot of this stuff, and this is straight from BDOE, each school division shall report to the Virginia Department of Ed whether the division offers family life education. In the Commonwealth, local to school decision divisions have the discretion to decide whether to provide family life

034education to students, the grade levels at which it's offered, and the curriculum they use. for those divisions that do provide FLLE. The code of Virginia requires certain topics be covered regardless of the curriculum and there is great flexibility for the school board in the local implementation of FLLE in the Commonwealth. And the Virginia Department of Ed deployed a survey in the summer of 2021 and findings from the survey reflect the diversity of offerings, curriculum, and practices throughout Virginia. At that time there were 200 132 school divisions. So when this was done in 2022 there were 132 school divisions. Since then Covington City and Alagany County merged into Alagany Highland school division. So there's 131 now. But when this was done in 2022 113 school divisions were teaching family life education out of 132. That represents

03596.2% of Virginia public school students were getting family life education. You may say, well 96.2 is not the percent out of 131, but you got to listen to the math. That is the percent of students receiving it. Some counties are much larger than others. When you actually look at school divisions, 86% of school divisions were teaching it in 2022. Um, it was predominantly 17 small rural counties and two cities that were not teaching family life education in 2022. And all divisions that did not teach were small school divisions smaller than 5600. The greatest concentration of school divisions not offering family life education or in superintendent region 7, which is southwest Virginia. uh it talks more about the options to do it, but it is pretty much, you know, common throughout the whole Commonwealth. And like

036I said, I wanted to share that it was a good experience for me and it was a good experience for both of my kids and they had that opportunity. When it's mentioned though that it be uh it's written in Virginia code, when I correlated that to the code, it made me read more carefully what said. And actually when you look at code section 221-2071 family life education the sha statement is the board of education shall develop standards of learning and curriculum guidelines. It hadn't dawned on me till then. The board of education is the state school board is the shall, not the local school board. But it does say in sub item D, if each school board does offer it, then they shall review their content at least every seven years. So that's where it's

037at. Then when you go to the other code section that reviews uh family life education which is 221207.1-1 that one um talks about what you will do at each level but it starts off with any curriculum offered. So you know it's not as direct and clear as I'd interpreted it till I read that report which made me go back and examine it through a more close lens. That's why I think that you all could do a motion to approve it overall. It is really at the discretion of the board. You could do a motion to not approve it at all or you could go ahead and approve high school or high school and middle if you feel comfortable and we could continue working on elementary. But I wanted you all to go forward with that

038same understanding. And I hadn't found this report till today through Google. So I wanted to share it with you. Okay. >> I move to approve the FLLE curriculum. >> Is there a second? >> Okay. Is there a motion to approve a portion of the curriculum? >> I move that we adopt the high school uh section of it and the middle middle school section and hold off on the Okay. Is there a second? >> Okay. Um, is there a motion to um deny the FLA curriculum? Just one thought piece there. Hearing Mr. Wilson saying motion to approve high and middle. Mr. Sipino saying all it wouldn't get it all done but it would get two pieces voted on. That's just a thought. And then when would we how long would we table the elementary curriculum? Would

039it what are your thoughts, Mr. Wilson? >> I I wouldn't even venture to say until we talk a little bit more to the elementary school people are going to present it. Uh see who's going to be teaching it. Uh I mean this this is the problem area. Well, I mean, it is it is indicated who would teach it, but you're not comfortable with a guidance counselor teaching because it's it's on the far right side of the column, but I think it's important for us to give direction to the staff. Um, so if we're you know like the school counselor would be teaching the the sections about um inappropriate touch, which to your point, I thought it was a great point. An inappropriate touch can be somebody pinching you, somebody choking you, >> which all happens.

040Yeah. And I think that that's important for kids to be able to say, "You hurt me." and and to to know who to who to talk to. But that's and that standard, you know, starts in kindergarten and it goes all the way through the 11th and 12th grade. And that that is important for kids to be able to say, "You hurt me or and to find a trusted adult, which is all which is what those standards are trying to teach kids, but um >> well, can I jump in here?" >> Sure. just to to move things along if you're all going to do it. Um, let's just be honest. U, Mr. Kennedy and I are probably going to vote no on on whatever motion is to accept. If you want to approve something, then u

041we can always you can you can you can make a motion to to accept the high school portion. Um, and I would imagine that that pass and and we can vote on the others later. you want to get something done. So >> Mr. V made a motion to vote to accept the whole thing. So you can still you can make your your motion for uh high school and middle and that falls in line Mr. Cypes other than >> so you have to have a second. So somebody
