cuteness behind me. I know y'all are paying a lot of attention. They're here to to watch the recognition and root and root our student athlete on. All right. So Cheyenne is here because the VHSL class 4 state track meet was held on March 2nd and 3rd at Liberty University and Miss Cheyenne earned first place in the 55 meter hurdles. We would like to congratulate you on that huge achievement. But before Cheyenne actually joins Mr.
Kilber on the stage, I think that you need to know some additional information about her. She did have her first state win. She also placed second in the 55 meters, second in the long jump, second in the triple jump, third place in the 300 meters, and fourth in the high jump. Motion carries. That takes us to item four, superintendent staff reports. And I will turn the meeting over to Dr. Haynes. Thank you, Chair Mason, Vice Chair
Jackson Afan, members of the board, vision leadership team, and the Hampton community. For this evening's presentation, Miss Britney Branch, our chief financial officer, will provide an update to the fiscal year 2627 budget recommendation based on additional revenue estimated from the city of Hampton. As the board is aware, over the last few years, we have intentionally invested in our teacher salary scales, successfully positioning Hampton City Schools as a market leader for bachelor degree holders. As we continue to analyze staff salaries and benefits, this evening, you will hear information regarding proposed adjustments for teachers who hold advanced degrees. I'm pleased to report that approximately 52% of our teachers hold advanced degrees and we believe that addressing this gap is a priority as we continue our recruitment and retention efforts. Tonight, Mrs. Branch will present a revised teacher
scale as our first step toward narrowing this gap for teachers who hold advanced degrees. Mrs. Branch Thank you, Dr. Haynes. Good evening, Chair Mason, Vice Chair, school board members, teachers, and staff in our Hampton community. It's with great pleasure again, I am here to provide an update to our fiscal year 2026 2027 budget recommendation. So before I get started, I think it's important for us to restate that this budget still recommends a 3% compensation increase with no um 3% compensation increase with no increase to employee healthcare premiums. It also includes repurposed savings for savings in the Virginia retirement system costs. And this budget continues to sustain essential programs and staff despite the expiration of two grant programs. What is new tonight is that in addition to everything that was presented back on March 4th, the
budget recommendation now also includes teacher compensation adjustments above and beyond a 3% raise. So let's look at how we were able to add this recommendation. So our partners, the city of Hampton, they have provided a preliminary projection for our local contribution for next school year. The local contribution from the city is based on a fun funding formula where they are sharing 61.83% of tax revenues, for example, real estate taxes with the school division. And based on this formula, we are estimated to see an increase of $2.1 million next school year. That would bring the total local contribution to $11.2 million for 2026 2027. the local contribution, it is accounted for within our school operating fund or fund 50 as you can see on the slide. So that means that we are now projecting over $327
million for next school year. So with this additional contribution from our partners, the city and in line with our strategic strategic plan goal to make sure that we attract, develop, and retain exceptional staff, we are recommending to invest $1.9 million into our teacher salary scale next year. And that is in addition to the 3% raise with the school board's priority of competitive compensation. And that was also the number one priority from our community survey. Our human resources department led the way in determining where we needed to focus our efforts to be competitive on our teacher scale. With this intentional work, the teacher scale uh we've been doing intentional work with the teacher scale since the 2018 2019 budget year with a lot of that focus on being competitive with our bachelor scale. But this recommendation
tonight continues to address the bachelor scale, but also to focus more efforts on our M's level and above. So with this $ 1.9 million recommendation, we are proposing to add $500 to all teacher steps and then an additional $1,100 to each step on the master's level of education and above. Now, we have over 50% of our teachers that actually have master levels or higher education degrees. So, we also received a question yesterday from our teacher advisory committee asking us where we going to address um any changes to the master skills. So, I told them to stay tuned for tonight. So, I hope that they are watching, but we are excited to be able to do this for our teachers. So, on the slide, you actually have two examples of what this recommendation will mean for
teachers. So, if we look at teacher A, and this teacher is hypothetically on step 14, currently making $69,500 with the recommendations made tonight, the teacher salary for next school year starting July 1, 2026 on step 15 will be $72,85. And then when we incorporate fringe benefits, that would bring the total teacher compensation to an estimated 98,172. Now if we look at teacher B, teacher B is on a master's pay scale, this teacher is on step 14 as well and their current salary will be 73,419. Again, with the recommendations presented, their salary for July 1, 2026 will be 77,222 and with benefits, it would be4,491 for the total teacher compensation packet. work. >> So in addition to the adjustments on the teacher scale, it not only impacts our teachers in fund 50, but it also impacts
any teachers that are grant funded because we want to make sure that this adjustment also recommend is recommended for any teachers, for example, in our grant programs. So when we looked at our special education grant in particular, um we needed to move one teacher from fund 60 to fund 50. So that is also included in the recommendation tonight. And again, this is to ensure that our sped grant can sustain the impact of increases in teacher salaries. We are also recommending to add additional dollars to professional services line and also to place some funds in contingency as we wait for the final state budget. It is my hope that the general assembly will pass a budget um when they reconvene April 23rd, but we will continue to monitor those efforts and come back to the board
with additional recommendations. Our next steps as we continue on, we do have our second public hearing tonight. And then next, the school board is scheduled to vote on the budget and also we have to submit our budget to the city council before March 31st, 2026. And again, if we do have any changes from the final state budget, we will come back not only to the school board, but we will submit those changes to city council as well. That completes tonight's presentation. I'm happy to answer any questions at this time. >> Thank you very much, Miss Branch. Any questions or comments from board members, Mrs. Samuels? >> Thank you, Chairman Mason. Um, Miss Britney, um, the other recommendation, the one um, one special education did, also include the other recommendation that to increase the number of
special ed teachers that we have in the budget recommendation prior. Is that so? >> We had recommended a two additional teachers. >> Yes. So, this is an addition. So, that still remains everything that was presented for we have three teachers in total that we will be moving from the fund60 sp grant to fund 50. >> Okay. Thank you. >> Any other questions from board members? >> All right, Dr. Haynes. >> That concludes superintendent staff reports, Mr. Chair. >> All right. Thank you very much. Moving right along to item number five, hearing from the public. Nothing. Okay. All right. So, we'll move on to deliberation item number six. 6.01 cancellation of the April 15, 2026 school board meeting. 6.02 2026 2027 school calendar and 2027 2028 planning calendar. 6.03 Superintendent Recommended budget fiscal year 2026 and
0222027. 6.04 4 Proposed student fee schedule for fiscal year 2026 2027 6.05 VSBA honor role Christopher Newport University 6.06 VSBA innovation award 6.07 new grievance hearing officers what's the pleasure of the board >> Mr. Chair >> yes >> I have a motion >> um I move that item 6.01 01 the cancellation of April 15, 2026 school board meeting be moved to action and that 6.03 superintendent's recommended budget fiscal year 202627 along with the cancellation of the March 25th meeting also be moved to action. >> All right. Is there a second? >> Second. >> All right. It's been properly moved by Mr. Aanche that we move item 6.01 01 the cancellation of April 15th meeting 2026 schoolboard meeting to items for action along with item 6.03 the superintendent's recommended budget for fiscal year 2026 2027 along
with the cancellation of the March 25th meeting to items for action any discussion >> uh Mr. Chair, just point of order. >> U do we need to move the proposed student fees schedule also along with the budget? >> I can't see Miss Brand. >> Uh because that would be a part of the budget. >> Yes. >> Okay. So that would be action item 7.04. >> So are you offering a friendly amendment to Mr. F's motion? Yes. >> All right. Do do you accept, Mr. Fra? >> I accept. >> All right. We gonna move that along then. So, we will add that 6.04 proposed student fee schedule fiscal year 2026 2027 along with the other two items to items for action for tonight. All right. You want to continue? >> Yeah. I'd also well I can
make a separate motion but I was going to um request or amend the motion to include uh moving I don't she didn't include 6.07 did she? >> We haven't gotten there yet. >> Okay. Okay. >> All right. >> Any other discussion? >> I rese Okay. >> I reckon reset. All right. So, the motion on the floor is to move items 6.01, 6.03 with the addition of the cancellation of the March 25th meeting and 6.04 to items for action. >> Yes. >> All right. All right. Any discussion? Miss Penny, will you please call for the vote? >> Miss, >> I. >> Miss Cherry, >> I. >> Dr. Dr. Banks Gray. >> I >> Mr. Samuels >> I >> Mr. Kilgore >> I >> Dr. Woodhouse >> I >> Dr. Mason >> I motion carries. All right.
So under items for deliberation remaining is 6.02 2026 2027 school calendar and 2027 2028 planning calendar. Any questions from board members regarding that? All right. But we'll move that items for action for the next meeting. 6.05 is a VSBA business honor role where we're recognizing Christopher Newport University for um the relationship and all of the work that we've been partnering with them on. Any questions or comments on that? >> All right. So we will move that um to items for action for the next meeting recognizing them for all of the work with our community captain's program. All right. So then we have our 6.06 the VSBA innovation award. Any comments regarding the innovation award? >> All right. And that is for Biz Talks Junior fifth grade awareness signature experience touch point. Right. Just so the
community is aware of that and we'll move that to our next um meeting items for action. So that brings us to 6.07 new grievance hearing officers. Mr. >> Chair. >> Yes. Dr. H. >> Regarding agenda item 6.07. Mrs. Robin Ruth, our executive director of human resources, will introduce and provide information on two candidates who will serve as hearing officers for employee grievance hearings. Hearing officers are appointed, of course, by the Hampton School Board following the nomination and introduction of these individuals. I would ask that this agenda item be moved for action as well. >> All right, Mrs. Ruth. >> M. >> Thank you and good evening. We do have two candidates tonight for uh positions as hearing officers here in Hampton City Schools. The first is Edward L. Jones. He is a retired educator who
served with Virginia Beach public schools for 30 years, actually a little more than 30 years. Um he's been a teacher, an assistant principal, a middle school principal, and an HR director while uh he was in Virginia Beach public schools. Since his retirement, he has reserved he has served as an investigator and a hearing officer for Virginia Beach. He has also worked with CEP and with Norfick public schools as a hearing officer. So, he's got a a good solid background um in conducting hearings. Our second candidate is Dr. Victor Shandor. He also is a retired educator. He has served as a teacher, a principal, a director of programs for exceptional children. He's been an area superintendent, and you all may recognize his name as the just recently retired superintendent for York County Public Schools. And we
would also like to utilize his services as a hearing officer. Um, any questions about either of the candidates? You have their resumes, I believe. >> Any questions from board members? Okay. All right. The request has been made to move this item um from deliberation to items for action tonight. What's the pleasure of the board? Mr. Kilgore. >> Yes, Mr. Chair. I uh I move that we move deliberation item 6.07 to action items. >> Second. >> Been properly moved by Mr. Kilgore and seconded by Miss Afan that we move item 6.07 from deliberation to action. Any discussion? Miss Penny, will you please call for the vote? >> Miss Afan, >> I. >> Miss Cherry, >> I. >> Dr. Banks Gray, >> I. >> Mr. Samuels, >> I. >> Mr. Kilgore, >> I. >> Dr. Woodhouse, >>
I. >> Dr. Mason, >> I. Motion carries. And that takes us to item number seven, items for action. 7.01, minutes of the school board meeting of March the 11th, 2026. 7.02, 02 cancellation of the April 15th, 2026 school board meeting. 7.03, the superintendent's recommended budget fiscal year 2026 and 2027 and cancelling the March 25th school board meeting. 7.04 proposed student fee schedule for fiscal year 2026 2027 and 7.05 new grievance hearing officers. What's the pleasure of the board regarding these matters? Mr. Chair, I move that we approve those items for action as a block. >> Second. >> All right. It's been properly moved by Mr. Fona and second by Dr. Banks Gray that we approve items 7.01 to 7.05 as a block. Any discussion from board members? >> I just have a quick question. >>
Yes, Mr. Chair. >> Since Mr. Kilgore and I were not here for the March 11 meeting. We need to sustain and probably take that separately or what? >> Yeah, I would say if we can amend that motion to remove the minutes from that and from that block and we'll take that separately. >> Mr. Chair, I'd like to amend my motion that we approve item 7.01, minutes of the school board meeting of March 11, 2026. >> All right. Is there a second to the amended motion? >> Second. >> All right. So, it's been moved that we um approve item 7.01, >> minutes of the school board meeting of March 11th. >> And seconded by Dr. Banks Gray. >> Any discussion? All right. Miss Penny would please call for the vote. >> Miss I. >> Miss Cherry.
>> Sustain. >> Dr. Banks Gray. >> I. >> Mr. Samuels. >> I. >> Mr. Kilbore. Abstain. >> Dr. Woodhouse. >> I. >> Dr. Mason. >> I. Motion carries. All right. So now that takes us back to item number 7.02, 7.03, 7.04, and 7.05. >> All right. Mr. Chair, I have a motion. >> Yes. >> Thank you, Mr. Chair. I move that we approve items 7.02 through 7.05 as a block tonight. >> So move. >> That's been moved by Mr. Fonder and seconded by Dr. Banks grade that we approve item 7.02 through 7.05 as a block. Any discussion? >> Miss Penny, will you please call for the vote? >> Miss Afan >> I. >> Miss Cherry >> I. >> Dr. Banks Gray >> I. >> Mr. Samuels >> I. >> Mr. Kilgore >> I. >> Dr.
Woodhouse >> I. >> Dr. Mason >> I. Motion carries. Thank you very much everyone. Moving along to item number eight, deliberation first read. We have 8.01, review of schoolboard policy JDAA, student makeup work procedures, secondary schools. 8.02, Review of School Board Policy JFCL, Search and Seizure. 8.03, Review of School Board Policy, JFA, Student Disciplinary Due Process Rights. 8.04, 04 Review of Schoolboard Policy JC School Admissions 8.05 Review of Schoolboard Policy EBB accident and serious illness reports 8.06 Review of Schoolboard Policy JHFD student automobile use skateboard use and bike helmet safety 8.07 07 review of schoolboard policy JHCCA communicable bloodborne diseases and those all rest with Miss Hatcher. Good evening chair Mason, Vice Chair Jackson Aja, members of the board, Dr. Hannes and our HS family. Yes, I have the pleasure of sharing um some updates
to the following policies for first tonight. The first policy, student makeup work procedures for secondary schools. We're actually recommending um that policy be deleted as um some things have changed such as many options for makeup work um and um don't the committee agreed that we don't really see need for a policy. Those are school practices and procedures. Um the next policy search and seizure there are some uh recommended changes. This is a five-year review and that language change and some additions to those policies come straight from VSBA. Uh our student disciplinary due process rights policy is also a five-year review. Just a few minor language changes. Um nothing substantial, but just to match our practices and what we're doing right now. Uh school admissions, that's also a five-year review. Recommended um deletion of this policy.
As you can see, it really just lists the code of Virginia, which we know we are obligated to follow and that actually supersedes even a policy that we might have. So, um those policies that policy is covered, those codes are covered in other policies. So, we didn't see the need for that um to remain policy. um EBB, the accident and serious illness reports. Also a five-year review and just a few minor language changes there based on our practices. Um student automobile use and skateboard use by helmet safety again five-year review and um just a few changes to that policy as well. Our last policy, communicable bloodborne diseases, five-year review, and we matched up our language with VSBA on that policy. >> Thank you so much, Miss Hatcher. Any clarifying questions from board members regarding the
policies on first read? >> All right. All right. Thank you very much. So that moves us to item number nine, information. All right. So 9.01, next meeting. Our next meeting will be held at 6:30 p.m. on April the 1st right back here at Jones Magnet Middle School. We want to remind the public that we did cancel the March 25th meeting as we voted to approve tonight's budget and so we will not have a need for that meeting. So, next item, um, 9.02, more items for information. I'll start with Dr. Haynes. >> Thank you, Mr. Chair. Hampton City Schools looks forward to welcoming the community to the second master plan 2.0 connecting the dots community showcase on Saturday, March 28th at Kickoten High School. This celebration will bring together students, families, educators, and community partners to
highlight the impact of master plan 2.0 and our shared work to reimagine teaching and learning. Student voice will be front and center with highlights from the division projectbased learning showcase, including representatives and winners from the fifth and eighth grade school level showcases. Guests will also be invited to explore hands-on interactive displays that demonstrate the division's learning continuum from elementary through high school. That concludesformational items from the superintendent. >> All right. Well, thank you, Mr. Superintendent. Uh, I'll start off with information from board members, and I want to congratulate our esteemed superintendent who has been appointed to the state council of higher education board by Governor Spamber.
