001Susan Randall George Washington District Pamela young garrison Colleen hazard Parkwood district Patricia Healey Rockville District Irene hollaback quiet alright moving on to approval Athena agenda Oh certificate there I'm sharing it I'll second it and I requested a revisions of the agenda to add a close to meeting at the end to discuss personnel matters and superintendents evaluation as permitted by section 2.2 - 371 181 and continued code section - Towanda - and six tonight is the mission maker yes right all those in favor please say aye so my only concern it's time so can we finish now I think we have people better our staff members that are ready to present this evening that I okay that that would be stronger why don't we say no longer than 30 minutes if at the end of the
002meeting in there we have gone longer we can certainly not by the agenda however I want to say not a chairman I'm certainly open to just putting this on another night if things go sterile but I think it's up to us as a board did we like to address the items on an agenda efficiently we've got some early but additionally I think we can be done before 9 o'clock certainly that's two hours let's let's go with that for now and then we will keep our eyes also there are any agenda items we have ourselves ready I will let's make let's vote on the motion it that I'll just make a final comment all those in favor please say aye aye any opposed motion carries unanimously I will again as we've been doing as we do
003nature mentioned item I will go around to make sure everybody has the opportunity to speak because as we go with the with this we want to make sure as much of our language is picked up by so that the public can hear that of course as we go forward and dr. Geter will be giving us an update on future things we will be looking at how we can conduct our our board meetings going in the future we will be discussing that or getting in more guidance two days to come so speaking about that dr. Kissinger you're up first with our superintendents update regarding okay thank you I want to go over two things and try to be respectful every slide but you know we've been doing surveys and he did a parent survey probably said
004oh about sixteen seventeen hundred parents responded we didn't have a number in mind replace fifteen seventeen hundred parents responded [Music] and that time experience because of not having so what are some of the challenges distractions in the home as we already talked about not only do you have your children you may have a college a child you may have to work yourself so distractions and everybody's home is as if there is a witch you'll see this for the first student from which parents responded 44 5% day with Neutron topic 34% again I I know you know read this again we want to get a sense of the numbers concerns or questions that they would like answered before we open our scope okay so this way just to get a sense of the experience that May
00529th and but this is also very hopeful I don't have the numbers right in front of you but and we identity first I don't know if numbers but we have seen definitely more students in our summer learning public double but we had last year and this is what we expect so we're having two sessions three weeks by e to the power yesterday and then after 4th of July another three week so our objective is introducing new work and also report reinforcing the previous work so that I feel really good about this request how many parents signed up their children for summer Marty okay just go to the other any questions so you response in the second language in Spanish okay and we've moved on I'll show you what we as demographic information we have children
006and so on so without sense of devils so operations and systems that support and every planet so I just from the documents so you see that one thing obviously you have to do is know where the kids are and we have to assess children we have to look at where they were in March and where they are when and come back in August and so on so the alignment of particular if you look at some of some of the documents that I sent this point a big deal we know different school systems are handling the I will say this [Music] so okay and then Health Survey goes to your immediate supervisor in my case it goes to the school nurse okay and based on the Health Survey so who may have a conversation adjustment operation
007when I get into the details remember everything I say about the apply for school buses so and as you see this okay okay okay [Music] but also what are some of our limitations again our here that was only one point six month okay and spa so you don't have to go far there they be see what we're doing bottles more than us to even though the heavens about five thousand less appears so if we have some greater restrictions so we talked about that today [Music] also if you have a and wait or stop then is a whole nother way the State Superintendent authorized to give the waivers under the murders okay so you have an increase of this language in some cases is a plan but to be published on our [Music] so Percy so
008thanks to is 50 ok 6 feet apart some clothes new space is impossible so we talked about grabbing going lunches we look that we were talking about different ways of we consider we see Justin scheduled transition recess often I present and correct that is maybe expanded with [Music] and just to get a sense of where we are I honestly meet with the central office instructor leaders and the people are just mentioned twice a week and we have to communicate so it's not [Music] so that's where I feel like now we're in a better place and many published not to tell you the next step and in the two and also just starting to flip if we're taking the speck speck nor I could do that I have that already in school board policies and if
009we're actually spotting the talent with that one that includes sweat and everybody you have I have a question whose respectively the teacher contracts and I understand we contract by a number of days a year is there any hourly reference in those contracts because if we're planning to be bringing in a portion of a class at one time and then another portion at another time and I understand and don't have any issue with running starts when the students get there there's going to be some repetition and if you are going to have equitable teaching for these students and ones that come in later are going to need more instruction money the first purpose please so anyway you look at it unless the money to reduce need not an instruction overall for students okay there's going to
010be a need for more time on the part of the teachers the other members only because we get a paycheck and maybe not a lot of things we saw without an issue but it could be a situation work depending on just to keep their face and they came back during my time at work their entire contractor works out that they only paid for a number of days that they need mid-year or retired this year then you have to adjust their pay men jeering in some cases they will have other teachers okay so we have to I just I know you have the same feel I just know that my gut tells me that many bow sniffing not pulses I'll definitely write to get back to but it still might be very small groups or kids
011and transportation that's where some families where tribe you your kids are school I could do it I got plus in my fortunately I have flex in my transportation at home others know they're going to have to get out of us I felt very said either 1204 mm kids we transport that's not a small number so even if half for functions not become design you know that would be a surprise enough the cathedrals that's to a lot of kids and it's only ten kids on a bus that's a lot of trips don't forget to 60 70 kids that we have on the floor move on to I also want for to consider whether as we move forward you know we would like a recession or something else I think there are thousands of questions even after
012just getting this information so I just would like to consider that not to cut up a bit but just say we may once we start hearing from parents what's this information gets out we may be parted so anyway everyone I'm sorry right now I would say there's no indicator to see to get a sense and so the staff survey is today so one of the questions will be learn people's comfort level based on a survey we gave out last week I think so I can answer that question better thank you and then the other question looking at alternatives about discussion the schedule is especially for high school you know you could seem like evening classes for some of our high schools might be legitimate alternative which would allow possible to get staff and and then
013I was wondering if we can use more of a moving a rolling end date so that we can accommodate certain number of days and instruction cannot be fixed to a definite when a sausage get materials and measles issue paper products these appendage so the library is the issue again as you expand classrooms so none of the thinking has to eat maybe if you don't get assigned to a teacher as much as you get assigned for trade and teachers part of our rotating and remotely instead of this is Smith the one that I'm waiting for a function located on the third or seventh grade or whatever teacher in that area and I guess I'm just saying respectfully and that's why I think as people talk to you people's paradigm is pretty applied to put them feet
014first now I'm used to vision and then the other to talk about the departed spirits but when we return this want to be a lot sorry yeah so a deposit there's been a paramedic work I'm a little worried about whether you all are getting yep felt ripped up I think the smaller bag makes me wait hello I'm not a huge fan of the pushing back to Marcus I'm worried about the intentional foul or when you the surgeons of this virus and so there may be an advantage to getting started and on August getting more instruction and work we may have to shut down or knock out the pipe it just so many unknowns one thing if you decide to delay me openly by comes with gates which you add in all right or add in
015to take away from some of those holidays that are in the ball in order to make up for that pushback just something to think about good baby just touch one that will fit again the makeup would end it because we feel the need it won't be a statement part okay so the 990 always don't think of that but it's been very clearly communicated superintendent based on the governor's action waivers of anything that is time-sensitive is going away and then just you know making sure that that Chris and she's department is to attract some money I'm you know the idea that we're going to stagger kids into the classroom versus maybe a drink when we caught a week off or a day on a day off I'm just worried about the cost so that's that's that's
016definitely keep an eye on a couple of months just because for instruction you know Jim anywhere and you know kids to run outside on I find no parents no semi anything else but kids when they get home they run outside I'm unformatted in and I understand that when you mentioned that they want to keep the class together all the kids except for siblings there's a reason for that so if something breaks out even though which kids are in that classroom that they tagged but social distancing and masks and you mentioned that the minimum is 260 so the Masters for those individuals why are we stopping short of just a minimum why not throw that model and hit their level of comfort to some of the parents that are 20 the other students that have masks
017that that's one the follow-up phase three and then you're working on faces too because when it's two right now ladies - but only eternal we face - okay but call them numbers went up so I don't know but again the best way right this minute and they all come baby you know who may have something some numbers right now because of the summer but it may feel that off because of all this you know that's going on it's been yeah nice Mormon buzzing him on each other so do we have a follow-up plan to ensure that if there's an extension unlike everybody mentioning you know saying same thing that popular obsession to just to get flush up some a better creation and then one of the things I wanted to see is that I know
018talk about some a program to the unserved kids and I still want to make sure that these individuals have opportunity to catch up and so if we could think about that and make sure that you're we're dressing those needs and then lastly I know you talked about the online resource I don't know what the status is with that but this person if we get them earned they should be involved in this path because if these individuals here have not worked online before where they'd be getting your guidance that this is that'll work and so that your point in that person I'm sorry you're a point in that person tonight oh okay sure great because okay because I was thinking about that strategic plan to provide the resolves to answer the questions of those parents that
019you put up there and you know make sure that we have those things answer him this will put me on the mess the mask situation will be better define as we get closer to the portly stage the committee that I just want you know is that colette is that what you person on the mapa hanok health district with the four other school systems so we are obviously taking great guidance from right outlook for Health Department is saying based on the look will help pay them to go to your party okay so there's a state national state and then as a local um I also would like to ask for a work session in the next week or so I just feel like since we weren't part of this as a group that it's kind of
020there's a lot of questions I still have I do have a high school kid in this and there's some things that you know I have very concern regarding him but then also I'm hearing a lot of people not want parenting parents not one to masks because they want their kids to go back and have some sort of a normalcy in their education when they're back with their teachers and their friends but I would like to ask what we do or if we're considering doing remote learning again will we be doing the high school back on educating does that even sort of like hand the plan well it's not just said you knew it it gives other platforms to canvas will be a big part of our experience okay what I would just ask the board
021and I know I've been trying to keep me informed as much as possible okay I'm hearing things early with you shut up but I if I had I would just ask you respectfully not is taking them other places and people I'm going to have a lot of different thoughts as you already shared about the mask okay and we we have 30,000 kids about 15,000 plus parents it's going to be a lot of thoughts I want to say ask you to consider - I wanted to leave questions but sometimes we may not have the answer and move on and we have to be able to say no we just have to say it thank you so like I had a question asking did my parents invited another photo what do you do about course so I
022didn't know what know what kids singing you could be spreading that we have so many people that have been studying the issues we would think is the best for the school system under the circumstances but you need to know and slightly more efficient but but you need to be able to ask every question but you have to be complet time for me to say this like you would have to say no public we don't know yet okay because sometimes that is going to be the answer so one last thing is that you're talking about not knowing yet it's in your survey but just from a scenario standpoint if you have like she was suggesting that maybe a septum are not comfortable with coming back whether it's their health issue family help this you or what
023have you do they get to teach them home or do they take I mean you've been referring to the fact that they will be given the leave option possibly but are we I mean I've heard it set out there but they can teach them home and I'm just wondering how's that I mean again you could have a cadre of staff that based on the information we have that they won't be the remote learning that's both back to the point I said earlier don't we think that you have a teacher you have a teacher who's followed a specific teacher reberty agent qualified to teach that subject for that grade level and that would be an example where that would lend itself because it to teach your attacks doesn't feel like they can come in for whatever
024reason it but we don't have the kids in our class that needs to be remote learning or it's going to be as somebody described like I think I shared with this already although it's over now they're done but in my court in Israel with one week on and one day off but we can wish they walk they did not have him Auburn okay they headed they had half the kids for one week and then the following week they had another but that group that wasn't in school for the other half learn the city they won't be won't learn so doctor kitchen you talked about that breathing again thank you when will they be presenting to you what is your timeline on that the timeline and Rebecca's Lesley SP her I'm hoping to have a very
025good final draft by this Friday hearing that and knowing it could be still in draft is there to a fun or that maybe next Tuesday I think we started Tuesday but that just seems like a night possibly to look at our calendars to be able to at least that have you talked to us about it because there's been a lot of great work done - I think we also want to do that just as a work session just for people to to talk as I think there are lots of questions so I just throw that out to the board that's not right look good you say thanks suited if it's possible to do next Monday and I would I don't get to great details but um I'm gonna be having a medical thing and I'm
026not okay well Wednesday is there a preference for - I'm trying to give as much time so I don't know if there's a Wednesday person I think before we didn't have broken and marklar to be wondering why one day and just stopped what she meant do that but it's something that has arrived with whatever is medical procedure as I've got to it or I don't attend to at least see that and I will work with Miss on to at least now it's that meeting so that it is probably notice if there's later on down the road I heard this like I'll just do it so we want to say 5:30 6 o'clock either is that one of those times I sleep nude 5:30 5:30 I said earlier enough I end up working right so that's
027the employment so why don't we put 5:30 on our calendars my just closing comment on this I have a concern two ways and this is just more her comment movie is how we'll be going to be tracking so much of our state money is based on a VM and I have major concerns with some of these proposals for parents of whether they may homeschooler or choose to make that how we will be able to track how early parents may be making those decisions so I'm glad you brought that up if I could just quickly address and I love that the Eknath show up because I don't know what to be letting your back to about having our time parent was damaged so an example of why we have to be flexible is that than what
028you just said a DM will not be counted like they have in the past will have greater flexibility but we have to demonstrate is that we are connected for the trot and so one of the remote things that I could assure you right now locally places attendance and raise okay there'll be a higher level Cal ability for the students with us which means pretty powerfully for the adults also so so anyway I mentioned that is because what I and we haven't seen any young see this trend at all it may be one family people ask you to go on high school okay so but we need to be prepared to recognize that they could just be parents and I understand me know all of us have kids I'm looking around there's no one here it
029doesn't fit okay so I can understand as a parent you're nervous okay I was nervous again please take these people that I felt like they did on the line I'm totally people comfort something happens I'm only this thing ok so so I just want us to recognize that and be able to work with those family understanding that they're not going to get six hours of instruction on the to carefully on the other side of the screen working but so ATM is gonna be like they did this year the ADM stock on March 12 and these and they start and they and the DSL dr. Lane again cannot serve the moon the governor immediately gave him for authority to make these adjustments as well this is a state emergency and in essence you guys have done
030that maybe you really need to although I haven't had to do anything yet when you wait your policies for now and you're at the only USB which is actually fair to let you know is kind of waitin but if I was run away if anything did the one that were looking at possibly wavy is that one related to the made date to extend it to get people but right now we haven't had to do anything and truthfully is because the state employee some of the stuff and that they took the wave away from us okay like I said what I would encourage for men we always get a lot of information you know come up with your list of questions and additional things as we get towards towards Monday because part of the number part
031of making sure that our public is is that we're waiting as well so anyway will work for everybody moving on people not be having citizen comments here this evening next will be our governance committee report believe is right okay for the Governance Committee we basically had I would like to say that we finalized our code of conduct for employees I really appreciate the and as a Negro number I have to say you think that something is going to come up you're just going to like clean through it and we recommend there is a lot of layers and I really appreciate dr. kiss during his team with Jennifer Parrish Lisa polite Patrick Burnett Jacob and many other helpful staff as well as my helpful committee members for the back reports of things and patients so that
032we do have second was our board retreat but we're still trying to note down and so hopefully in the next couple days we may still be able to salvage the 20th in the afternoon our person when I called him after I got the times he had just finished booking his vacation so I think I have an option B and so stay tuned alright I was going to speak a little bit about our graduates is but something on social media because we've got a lot of things every third night so really I'm going to pass this night in the edges agenda I can't please don't wait to say but I I actually give her some comments and they're related to I wanted to say that if you think that we have some problems related to race
033and Stanford Medical School's when I ran for this award in 2017 I spoke to quite a few voters in my district and some told me they thought discipline was harsher black students and white students I heard about a bus driver who would just like black students for being on their cell phones but say nothing to white students funny thing my son wrote on that bus and when I asked him about it he said yes it was absolutely true we have data that shows that black students were being suspended and expelled at much higher rates than their white counterparts and while great whites in 2019 while redistricting for elementary schools we received emails from parents who didn't want their children attending school with those children at least one residents and an email using derogatory language to
034describe my colleague is done the only score board member singled out this way and the only school board members on the racial minority last week I attended a new forum at United Faith Ministries to hear concerns experiences in the recommendations from local youth related to Stafford County and I want to thank burning green and my fellow board member Pamela young for providing me with this opportunity what did I learn some students are afraid of school resource officers they want to hide or run away so they aren't injured or killed by the police own some told stories of the offensive language that was directed at done by other students they were upset by students who dressed up as slaves with cotton in their hair or dressed up as Hitler black female students felt that the dress
035code was applied from stringently for them than for their white peers students thought some presentations and sporting events were racist they saw Confederate flags on the vehicles of some students when they walked through the school parking lot students and accelerated programs like ivy and CGS feel that teachers don't think they belong there and don't call them class students wish there were more teacher who look like them students want minorities to be represented barely in the curriculum not just pulled out from Black History Month and they don't want to be told that civil war was only about economics one student served on the principles minority counsel at her school why she was glad there was a council and where we met and there was no opportunity to have a dialogue so clearly there is work to
036be done I have been trying to gather like blogs I recently had a question about the Stafford County and ended up on the staff Wikipedia page and I want to share something I read Stafford County is a suburban County and home to many Washington DC commuters and workers it is also home to many military families do its proximity to Marine Corps they want to go these facts contribute to the high income families and staff County and the high amount of home ownership and college graduates Stafford County is also one of the few counties in America where black households pay more than white households some people like to say that our issues with race are entirely because of income but clearly there is more to it than that at least in Stafford County everyone working in
037Stafford County Public Schools is paid with taxes collected from staff and residents many of those residents are black we are employees of the taxpayer and based on what I heard we are failing to provide an appropriate return on their investment we need to do better to principals teachers bus drivers school resource officers central office staff i fellow board members and doctor kizza we look at a student any student I want us to remember that their parents and grandparents are paying all of our salaries we work for them they don't work for us so yeah so I attend with on May the 16th I attended a mountain of graduation celebration and on May the 19th that sometimes we families in the community of on xone Road and Garrison bill and yes I'm sure everyone knows I
038attended several black like that marches some of you are so meandering what the fuss is about you may be unaware of that black lives matter is all about we are not saying that every life does not matter we know every life matter what are we trying to say is that blacks are tired of white vigilante and police officers of all colors hunting and leeching our sons and daughters and with no regard for their lives remember it was not long ago that Emmett Till was killed he was 14 but Tamir rice was recently killed he was also cooking so you'll only knew about those that you know you know about hotel make it on the news there is what is called systemic racism in this country and especially in southern states but you do see when
039you see it the better flag you see yesterday after America sees slavery there is a systemic racism bias micro question hit curriculum by some teachers I know some of you are comfortable and don't want any changes but the system has to change so the school system needs the complete the cultural sensitivity training that was started through Colvin after the implementation of restorative justice I need to see results her way of mindset change at the Kista who does not shy away from hard work and task in him to train the entire school system and provide the time a completion changes in the police department I hear people asking to defund the police listen to yourself you don't do front of police department because when you call 9-1-1 who is related to come what we need to
040do is there needs to be additional departments to assist the police department because when you're having a fight at home and you're you know there's some question going on yes the police should be here but if you have a marriage marriage or problems you need a marriage counselor you don't need a police officer if a child is mentally this mentally challenged you don't need police officer you mean mental health support so when you call a police officer to your home and your child is mentally you know have mental challenges and that person is black that is the cop has a life business to shoot to kill if a child is fight they may make it to the hospital our children don't make it to the hospital so that's a difference there so they need the
041police supposed to keep us safe so we should be able to see sophistic of our school system how many students have been challenged by this opposition that's one of the things we're going to look at and talk but I would love to see numbers from the police department as to how many kids were taking out of our system and for crime and I looked at the MOU and one of the languages is that they the decide you know where is considered a crime problem solving to prevent crime so they can decide what crime is and so is current walking while black I will take a few minutes because I had Miller but I went to a letter came in my mailbox and dr. kisser and I we've been helping some of these students the rosa
042he don't think it exists there was an eight middle school child there was someone to commit suicide and the mother called me for help and the mother is she is a microbiologist her husband is an FBI agent so these are not folks that don't know math luckily for us the child Blake child survived and we were able to help this child out what I didn't know is fast this last weekend I'm told the child smothered just to write me a letter so I could read to the world this happened this semester and I will omit the name of the teacher and the child the third a 1920 school year started my family received an email from mrs. not welcoming our child to her class but the state that she thought the class would be too
043hard for our child and we should switch her class to lower and less advanced class this was before meeting my daughter my husband and I set up a meeting with the teacher and counselor which we were belittled by the teacher and went collected for response was that usually kids don't have parents who could afford to get their children to nurse or support if needed we quickly responded that we have always supported and made sure no matter what price be with me all sacrifices when each of my children needed this teacher can brag on her earlier rate of students my response was that I believe that a failure record doesn't show up great leadership it showed up was it because I've always looked at those building up to get through to all students and get them
044to pass as a sign of achievement the third of the first nine weeks was over our daughter came home and let us know that in return she asked to teach her a question or to expand on any problems that teachers response was always that she should know that already she didn't want to help she didn't want to teach her she also proceeded that after the first time because she wanted to have another meeting it wanted to remove her from the class at which time we stated that she wasn't getting what she needed in her class we would find the tutor to eat our child the teachers response was to then send her students what a mark documents have stated none of her test preparation document is to be shown or used at any private tutoring
045institutions she continued to not pick another kid in positive deities instructions apparently became used to teach my child every day our child would come home crying mentally beaten and I have to get my childhood therapist why it took over nineteen our plans were to find a way to meet with everyone in order to discuss plans to resolve the issues because we couldn't change teachers with understanding that was only the teacher to produce difficult course and I'm not going to tell you what that courses very cold in 1920 were able to secure tuna and I will skip some of the wording but the bottom line is that they receive an email from the teacher asking in so many words if their daughter cheated then after her response that she knows that her daughter doesn't teach the
046teachers response was that she couldn't possibly know the answers of how to arrive at the answers because it hadn't been taught yet so I want us to make this right and I am asking that the kids there to help me to make this right with his family and in this child especially in this woman that's all I have thank you miss Randall I would just like to quickly say congratulations I saw that he tweeted out today that ham cow is retired and I wish her well and hope she has a happy retirement I really appreciate the words from Pam and from Sarah but also in the essence of time I'm going to pass on I'm not going to take much time I do one just want to say they thank the board for it is
047looking at the obviously a model it is something that the board would like to look at to have a strong statement but I do believe it needs to be ours so if template is always nice to start with but I hope that is something maybe we could continue in our work session about trying to play along but I do believe this was dining important than I really would like our voice heard that may be an additional work session type of item and I just would like to quote a book that actually came from dr. Kissinger who used it in a presentation I mean I remember what it was but it would talked about if you want to go fast go alone if you wanted to go far go together and I just hope that we
048as a board will work together we will work with our community our faith communities our school communities and all the other communities that we all touch to work together because I used to say consistent pressure constantly applied is always you can't be a single single action when we say we're going to work together it's not one week it's not a cycle it needs to be continuous and I'm just I'll just say that this evening and with that thank you all very much for your comments I believe many of us are hearing lots of things and I think that's something we all want to reflect and share and see how we can be part of again dr. dr. he isn't back to you so I'm just going to say something three and then I'm going to
049turn it over to Chris to talk about finance when you hired me 20 months ago I made a commitment that I was going to have an unwavering belief followed by action that every child counts I'm not going to apologize to that and I've been touched by stories that I hear at different meetings Bobby not has not I hardly had not been touched more than an experience last year when a math teacher and an eighth grade teacher a math specialist in eighth grade teacher asked me to meet with a class of black males to share their experience in a houseful sister and I'm just going to say it if it was your child you would not be happy at Stafford County school and I am NOT going to apology but it's being vocal because I would
050do it for your child I would do it for your child and I would do it for my children and that's how I feel and that's why you hired me to be the voice a lot of kids that don't have a voice and I think if I stepped on people's toes I would just ask them to reflect reflect on our actions as leaders those thirty thousand kids count on us I never ever said I'd like one kid to get something over another kid but I surely don't want other kid I kid not to get something because of their color their race their religion the sectarian tension you know how I feel about okay so but systemically it's more than just speeches what you heard what we heard all three of us were at that I
051heard it again on Sunday tonight we do need to look at out critically how relevant it is it the people different they'd like to me daughters what is our book selection what are the expectations of our staff what is the understanding boughs fail and I guess I'm asking your school or that I know that we are a team I love what you just met it's probably about doing it together it's more than just looking at the school resource officer it's more than just looking at who's in the gifted program it's more than just looking at who's being suspended so we have to really look at our school system a to Z and just as the question is it's a very simple question is it the fair to everything and if we come to a conclusion
052it's not and we only the force and say how do we make that happen it's not a criticism but we did hire me with this understanding I could not hide my beliefs during the interview I did not and and so I know that some people on some day when I said bother them but I would ask you if what I said was inaccurate and if it was that inaccurate but I will correct but it wasn't an accurate but if it was and you tell me it was I'll be glad to correct it publicly but I am here for every child and every staff member and that's what I say respectfully to the board before I turn up with Chris I could have done the Senate code the 19 but somebody mentions a couple of people
053meant to graduation unfortunately I did have to inform the students today based on the governor's decision you know it's great to have so many blame one because I'd like to play maybe I could leave out that we are unable because the 50 is no sign that that number 50 will come to but falls in my University we surely don't want make a stand families have to wait anymore so participating as the principles have been meeting with dr. Little's and planning and one advantage I think we have that maybe people didn't have a couple days ago is that we could not chuck these 10 days 10 person valuations to have more so but more any members and more people that are meaningful to that trial and be with some peers so tomorrow afternoon all five high
054school principals will send information to their students to give them clarity on what we will do for graduation which action will start the following week it's not a one-day event you know that you've got a lot of kids we know about 2500 kids I'm gonna be graduating so you still have to do in small groups but it's not going to be Burton will not just won't do it film you may have a film for them as an add-on so they could have more memory so I just want to let me know that so there are some things that I do want to you to be aware of because the word supervisors is simply some information which is fine know as our partnership but I felt like you need to know anyway Chris Holden thank you
055dr. dinner when and provide the border the brief update on our FY and 20 situations so normally by now we are starting to define itself on what its gonna look like at the end of the year at least with revenues unlike most years there is still uncertainty on the revenue side specifically sales tax and our lottery revenue from the state so I'm going to touch on each of those in a quick overview of our expenditures as well and that is dr. because kids are mentioned on several occasions when I'm standing now I changed tomorrow and we are projecting revenues and we're a little conservative in some areas so I just wanted to state that first that that you know it's all okay right now I want to want you to think that we're we're not
056in the red where we have a positive unbalanced projecting to have a positive fund balance but that's assuming that all of our state revenues do any projections that were I'm gonna talk about briefly tonight so on sales tax we have information on our market sales tax payment which as you all aware March sales tax or indicate about midway through March our sales tax payments are always two months lag so we are currently probably next week going to get our April sales tax information and that's part of the reason why you wanted by June 30th we had a better idea what revenues are because you know we're going to hit our state numbers with the county and restarting the state kind of warning us hey you guys for watching sales tax projections we're not expecting to
057did all of them we're going to probably be into the July and August before we really have i'm certainty on what our state revenue so coming back to sales tax we the March actually was total or higher your sales tax numbers so was an increase but it was under our projection overall we were projecting increases of the prior year about 10 to 12 percent in March came in about 5% so really we came on April to see what it will looks like that'll be a big indicator of what the rest of the year will look like and as things are opening back up and we haven't seen that huge drop off a lot of that is due to the internet sales taxes that are being collected from the state in distributed to schools so overall
058for sales tax we're projecting to be short approximately $700,000 but as I mentioned we will get better projections after we have more of April and obviously made you that April will give us a better indication shifting the lottery the state notified us around the 20th mid 25th that they would be suspending our Lottery supplemental for people for the rest of the year we had about 1.3 million dollars remaining WV we're not going to receive any of that 1.3 they are just finding it and then are going to review it at the end of the year once they've collected all of the fiscal year through June 30th lottery payments so we could see another payment but as of right now we're projecting is that we are not going to receive any more lottery funding and therefore
059going to be 1.3 million dollars short and a lottery revenue there are some other miscellaneous revenue that's hold up to about half a million point six I'm six hundred thousand that will be short those ones were pretty definite on because it's not as much as the state we know though that we're not collecting it because operations have seized a lot of those also have expenditures tied to them and so as we save money on the expenditure side we're actually losing some money on the revenue side but I have to mention that those local revenues are decreasing because I'll tell you about something expenditure savings of those offset each other overall and the expense for savings right now approximately three million dollars babies so can do the quick math there we're still in the end the
060positive we're looking at that three million dollars can run roughly maybe as high as four million dollars what other areas were still seeing savings and but once again there's also the lag here is our health insurance so as health insurance has been suspended during the governor's first quarters of the last couple months some of those optional non-emergency surgery and other appointments were delayed so a lot of those appointments have gotten pushed out of March April May some of them are starting to pick up now but because of the time period that it takes for medical claims to go through the doctors offices and aunt them an immediate good we are projecting to see a decrease we won't have definitive numbers probably intellect we won't have defender the numbers a lot better idea to get this
061so for all projecting a positive unbalanced when they had I remind you of is we need to build FY 20 won't budget we budgeted for a carryover of $1,000,000 so the target that we're trying at a minimum to hit is that 1 million dollars of positive fine balance and right now we're hovering in not half a million 1.5 all depending on our state revenues Jacob any questions I try to keep it brief any questions alright our next item is our approve our consent items is there a motion to approve the agenda is all right it's been moved and seconded are there any removals from the consent agenda very none all those in favor of all five items on consent please say aye aye any opposed hearing none motion carries unanimously next is our first action
062item yes rapture is there as a few words yeah just very quick so you've made it through some really good appointments just now bobak lat this is going to be a systems right this was doing services Christine only do ni bi she said yes specialists they had to note is when the assistant principal why new Creek Elementary School Amanda Durazo was a teacher rocket launches when the assistant principal at rising star on early childhood Benjamin Diggs who's from this building archaeologist Rowley he's going the assistant principal at Stanford high school Charlie Elliott who's a math teacher longing for high school he's going to be assistant principal at Stafford high school Monica Van Dusen who's an ITR - yet Court will be the division i trt and under law and Matthew Cooke who is a consultative
063community will be our new online system designer and Technology Services so I think people I'm sure if we're in chambers right now so moving on to our first action item are the approval of the 2021 case school fees is there a motion we can certainly have discussion move to agree moved and seconded any questions just a quick question we had this session last time and I raised the question about the JROTC were you able to get some information on why that pays $100 is it's it's the largest beyond this stuff this list yeah well I did get the answers the way you're asking the question I did have Tommy with the principals and they felt ft was is not answering the question I did it first one to say but what that fee was very
064reasonable and let me get you the answer I'll email you why they felt its back they let that all the fees and felt the fees met the objectives that they trying to accomplish if item that you made last time it was my recollection but when it was first to prove it on their dollars is because we were getting strength suits for the students and that was something that they would be able to keep but since the last meeting I've been advised that the only thing they can keep is socks and a t-shirt and the rest of it gets handed back in so I really like to get some information on why that is $100 it just seems out of multiplying with all the other fees and maybe because it's one of the last piece we
065implemented but if we're going to be equitable about imposing fees that I'm and I would like to have that information and I do appreciate the explanation on this feed list about Hell waivers can be requested you know if there is a financial hardship and within the family so things are at another let me don't turn my phone on cause sometimes people who are listening it will text me the answers are there any other questions or concerns all right seeing none I will call for the vote all those in favor of 9.01 please say aye aye and you posed motion carries unanimously next action item is regarding the adoption of textbooks is there a motion motion to approve been moved and seconded are there any questions about this particular with you I think dr. Chasen her
066comments mentioned that a point that was made about textbooks not perhaps be reflective of equality and I don't mean it did paraphrase but is that something that has been considered in the recommendation of these textbooks have we looked at that I know we we have multicultural committees in you have advisory staffs so I'm going to expect that that is something that has been considered but given the environment and the questions that are being raised I would like to have confirmation of that before I approve adoption of textbooks that it's going to be used throughout our school and that Marilyn place you'll be in place for a number of years because of the expenditure for them so the answer would be I'm sure it's considered but not at the level needs to be considered I will
067tell you that because the copa90 be did not get to the court I think you're aware that we had an outside group at the department at pay between the equity audit IDs Roxanna to trying to get that out of Texas they spent a few days with us and they're not talking somewhat about this showers whole city public schools the school policy is something may want to consider down the road all their decisions have an equity what's where I'm looking for equity template that has to be looked at so every decision and I and I I don't want to say that they don't conserve as I do believe it or not to the depth in which I am talking about this is where we have to do things systemic and get it done right and not
068it's not going to be change overnight to do it fighting together you're lucky viewers and outside reviewers to look at the relevancy of these book you know the example that dr. chase mentioned is what I care so often we're teaching history in the history that's not relevant to Locke any kid doesn't matter you know you can pick your kid it's we're not talking about things that are so important to them you know we'll stop this isn't somewhere on the state level or we could change some that we can adapt that we could talk about not happening today and compare it to you pick your contract okay that's the curriculum we write we have to do why do they need the textbooks opting out those or so you know so we can order them and get
069these books ready because many there's a book part and then there's the technology part that comes from the same provision oh well dr. kids are under the circumstances because we're talking about spending seven three months in dollars the books that we're going to be in place and use for seven years are you recommending that we go forward and vote to adopt this so remember is option resinous so we have to buy okay you're saying if we applying books these would be the books I will definitely back tomorrow and ask the group is or any of these books need another are these books really the equity concerns that people have been raised and get you a better answer I'm not involved with that process so I just don't want to dismiss the work of the of
070the committees that have been meeting thank you is this the second time oh yeah this time was slated to go for action and I know it was kind of pushed as late as possible yeah you know I'll just say less it's a process on the event I think we move forward on this and we get better the next time okay we're stuck for seven years with these books I mean that's what we're buying them for seven years is this something that we could have a special meeting on Monday and just to address this agenda item would that be helpful because there's a book on here that there's any question about I would prefer not to purchase or not to authorize the purchase of a boss potato they have now as not to post you know
071the guy with the sentiment is the folks we have now served the purpose but now we got to get visual quick so obedient we're not gonna be in a position to prepare to have a new recommendation in time for the kids to return you know again it's one of the this is the only real downside that I see of having a meeting like this because I would have Ken and those people in the audience and I would have them come up so again Monday he's not going to be a you know soccer get time killer so the board feels more comfortable you want some answers on one day we'll do it on one day dr. chase I think next so yeah so I just wanted to I would think this healing for bringing this up
072but I also wanted to say that mention again that I am very impressed with some of what's going on in some schools so Gale middle school having the book that they read across the entire the entire school where the book involved students from involved characters from diverse backgrounds so lots of students can see themselves and we learned and I thought that was really great and I'd like to see more of that as you said it isn't just the textbook where we can address curriculum in other ways as well so I thank you for being there only because I do want you know there's a lot of good things you are doing but it's just not going to happen overnight we we've made great why I can't speak for 20 months we've made good progress in
07320 months it's slow or the sentential and so I appreciate you least recognizing me did you yes I do like that one of the questions I had was do we have someone internal though looking at the book itself but that's written in the books because when we talk about systemic changes and you know what I'm gonna start making a little bit uncomfortable with some of the things I'm going to say I understand that but when we talk about systemic racism some of the books and the information in the books I don't know if anybody's looking at what and why spirit living so we're gonna bond based on what this handy set thanks for seven years we need to just make sure that they're good for all in the cultural sensitive it's up to the chair
074mr. re doctor strike is on our team on out then she could actually somehow show up years and sanitize and many are inanimate but I think teachers often supplement those psychic textbooks with curriculum that is New York on point and help students who may identify with history that's or ecliptic through their life this has been an ongoing pain for decades because monotectic reservation for the state of Texas and if we don't have a lot of choices so I can understand that time constraints are trying to make a decision about this and fairly certain the textbooks that were probably authorizing because if you are necessary that are purchased every one of them but they're probably better than their textbooks we have and I mean this is an ongoing thing that you're going through people comfortable SVU
075Gideon's answer to the ends of the Japan to me but I Rick I think I agree with mrs. merely because this is a seven year commitment and the things that dr. chase has brought up when the committee was looking at those books those things were not taken in history uh well how does the ones that's on the saying if you let her speak she'll tell you what you say I mean thank you I just want to make sure that they're scrubbed because we're all gonna take a vote on this and if there's anything that comes up in those books every one of us in here is gonna get called out on it I'm just saying this is really to me a conversation because so I'm just saying thank you but I'm also saying James here
076or I could leave the text - I'd rather you hear it from work and I just think the person that you should thank is that student doctor strike me would you like to respond and can you hear me when our teachers as you know there are multiple committees if you're not aware we have all been working on culturally proficient and diversity in in everything we're doing with curriculum instruction really we began we began three years ago with this so there is a rubric in our textbook adoption it considers diversity as a major in the rubric and I wanted to comment specifically although I don't have a report on every single book because the list is quite long you can imagine but for example our our court our resources for the very large elementary English our
077culturally relevant and ethnic ethnically diverse text very specifically written and designed that is designed to build cross-disciplinary knowledge so your test publishers are certainly reflecting a lot of what in fact we have actually demanded as a society of educators from the publishers if you want a report by Monday on as many books as we can specifically that were part of this very large adoption we delayed till Monday but I I have to say that we've never had a textbook approval in my four years here that's been this late so it's going to be difficult you can imagine what the delay is to get them in time if we go much further than that you know yields for comment if I could just make it overall comment I would just invite the court to look at
078things I do believe that commonly this sports medicine athletic training Trading Industrial I'm sort of looking at some of the books that I have a feeling may not have some of those for me it's gonna be English and it's gonna be history so from from my perspective I'm not saying I you know I could be convinced but I would not want dr. strike and her team should the board decide to go to Monday for me I don't need an analysis of sports medicine Rathlin I think it's more focused if I'm think I'm hearing the board on the English there's no there's no history on this and that's why I was trying to say to me when we bring those history books I think that the board may want to know early on about that particular
079book adoption or at least this board member would not I'm sure but it also be acceptable to include in the background information that the staff has considered the things that we have to test here about ethnic and racial sensitivities and acknowledgments that they've taken all these things under consideration when they chose these books and perhaps if we wanted to split this motion tonight and vote for this I'm gonna say sports off on word if anybody's following on there and then perhaps dr. strike what just stated for us could be part of the item for those English ones on Monday night I'm just trying to come up with a way so the fact that I heard about the writers that I said I couldn't even listen but we tweaked them in conversations forever this is not
080coming so I trust that she took my heat and that she's doing what she needs to do well that's concern because she keeps been working on this for a while and I think so she's telling me that they've been taking that into consideration and somebody's looking at this book I'm not going to move it out I'm going to vote on this this II mean based on this additional information but I agree it was hard back in this young I would like to have dr. strikes on explanation made part of the meanings for this meeting because I think that's I think that's important and what I was asking for dr. Kissinger was a recommendation and I appreciate you deferring to dr. strike because she's hands-on on it but my concern is that if we're going to
081start doing something it needs to start now and with an expenditure like this and a commitment or books that are going to be in place I want to make sure that we're doing the right thing for the schools in these students so if you're comfortable with us moving forward you know in terms of the recommendation to approve these book books and based on dr. starts explanation fine honks you know I'm going to support the nationalization thank you I would encourage you to do that and is to get you information to do this for anything just making sure that we have dr. strengths I'm assuming ended at about the right and then dr. strike not for tonight perhaps you could share with the board you know I know next year that seems and when the history
082books are up for their rotation that would be helpful and I believe dr. Warren had also asked for the rubric on it - yeah I will make sure that I get the rubric on to all of you and of course the rubrics use with all the textbook adoptions I appreciate that all right hearing all right all those in favor of 9.02 please say aye aye any opposed motion carries unanimously our next item on the agenda having spoken with many of you all what I thought I would do is I would call out where it seemed like people's interests were for our standing committees I'm going to sort of call what I heard we can certainly talk more about it but as opposed to everybody nominating and such I hope you all will give me the
083ability to sort of start with where I believe that we might be for the finance and budget Standing Committee I have dr. Warner is healing and miss Fowler back and I'm willing to consider on as an alternate should I believe it I wasn't with the joint schools committee I have myself dr. chase is young with an alternate of miss Randall I have for governance miss Randall dr. Warner and myself and legislative I have is young I am willing to continue in a support role but I have made it clear not going to be is there anyone else who would have an interest in serving up on the legislative committee this year is that everybody have a committee the guy has a committee so I think at least one of there's not choices vision we can
084you can plow along because I have a senior this year yeah and I I want to be that for television but if you would be willing for the police for the time being and we may be doing remote meeting okay I'm putting duct tape because everyone comfortable with that slate and I can give this to Missy I don't know if there could be a motion to approve the slate as presented or how motion to approve appointments members to stand any any further discussion hearing none all those in favor please say aye all right any opposed motion carries unanimously so I would just say to new members on committees reach out to all of you think we maybe even have a joint well however I do believe some of our committees may want to begin soon
085as we get word all right our next agenda item is appointment of school of members to serve on the advisory committee face this one is the one I may or may not have correct so please jump on I'm going to go first with the primary contact for the advisory committees for capital improvement I have this Randall Career and Technical Education is young I am performing arts myself gifted is young school help miss Healy special education dr. chase and technology dr. Warner are those acceptable as primary whoever wants to take one away from a that's fine not all at once anybody jumping up she has gifted and ctp and I love doing any legacy I would take this mean well it takes a check all right so that I'm going to substitute or have this result
086SUV if you regard to our alternates let's just go through the same unlist capital improvement and when find to be alternate there for CTE now that it's miss Randall is there an alternate I'm happy thank you fine in performing arts we have a lot of fun anybody going to be an alternate and you do not have to sing okay you can do that gifted we have anyone would like to serve as the alternative on the gifted all right yeah bacon but if anybody jumps up division recruit decided I'd say if you don't have an official alternate the primary could try to secure one for whatever meeting because sewing on the primary can't go that that would work as well so you can call me so she's over my school health and it's healing dr. Murray
087would she like to remain isn't it that dr. chase sorry miss mama Rebecca are you interested in staying as an alternator and for special education technology we have this young as the ultimate would you like to sing that role or with somebody late to check on that okay all right socially should improve the appointments of school board members to serve on the boards advisory committees as stated by Dec right all those in favor please say aye aye any opposed okay welcome aboard to your committees we will of course be trying to figure out how those can meet their common they may be able to utilize and sorry doctor cuz you were having a bit talk to us but with mister cook enough others we may have to facilitate and 11 well those kinds of meetings
088through the school technology platform and there's a reason I'm not on the Technology Committee am I to understand then that none of those committees as they stick this year will have that ending report that is correct so I I believe and more on this hall that we may reach out to the current members of those committees with a certain type of letter we can coordinate with our communication staff of encouraging them to come back of course and saying we're just things may look different because the parties probably started a body started a body of work that they may want to so I'd like to try and get those out humbly in July but that was sort of my thinking was to reach out anybody else's connection or people still watching us because you just up
089this method mine says lie all right hey um our next our information items that we have some I know you have some staff I believe that are online for us to ask questions thank you sir is it easier to direct it to you and then you should kind of all the staff I want you I figure we'll figure out how to do that best all right our first one is for the school board chair to sign the annual VHSL should there be something membership and insurance application any questions there is this required whether we participate in or or we can wait until a certain date I'm just curious as to well that number change or is this just flat fee I saw I didn't read it it appeared to me that it was a lot
090the regardless of what we did regardless of what we do but dr. kids are human mr. plumber if you have a reason that you think we defer this we can discuss that for the next baby wait based on whatever happens on June 15 and VHSL miss hazard this is Mike justice I could I could answer that question all right so the membership application fee has three parts to it it's the flat fee that pays for the membership for each school to be a member of the VHSL and then there's a smaller fee of $35 per activity that each school had power held last year and then the insurance for the catastrophic insurance coverage for each athlete that participated so and as of last year's numbers so membership fee for next year and then the actual
091activities that we held last year and the number of students we had participated last year is what brings that total amount together now as you can see or maybe may Yamma taking the time to delve into all thirty some activities that are offered but since we did not have spring sports this year the VHSL didn't make an adjustment and we were not charged for any of the athletes that were on the original eligibility lists or for those activities so if something does not pan out that we do not hold VHSL cancels like we did this spring that that the next year would be adjusted does that answer that question thank you very much all right moving on to ten point mr. justice I noticed that all the schools but one has 22 sponsored activities and
092one has 21 is there a reason that everything is not so when I was going through there and look like one school do not have the Film Festival VHSL Film Festival activity and either that was driven by lack of student interest or possibly not a staff member or willing to sponsor that activity so those are usually the two reasons so that one activity that's at one school and that's right now I could follow up as to why that one school did not have that activity and report back to mr. Nichols and and dr. Kittner to pass that on to you but that's and it it has fluctuated by one or two in the past just looking at it it looks like two of them don't have the film festival and I understand if you need
093a staff sponsor but but we are trying to be equitable across the schools during the command if this isn't no I'm looking at the honor and if we have offerings at three or four four of our schools why not have them in all five particularly in the VHSL sport or are called sport VHSL sponsored activity whether it's fine arts or or athletics so I think that's something that we need to look at this year to make sure that we have equal opportunity at all the schools for all of these offerings certainly I am more than willing to follow up on those two yes ma'am Thank You mr. justice all right moving on to the agreement to continue the school divisions participation and they have a while regional migrant education program if everyone has read that
094um it's a consortium but if there are any questions little one all right seeing no questions moving on to our funding or the every student succeeds act 10.3 are there any questions specific questions about this particular agenda item there may be I understand himself and seeing any questions um I'm just curious how many of these feels I guess this is this is free and reduced lunch percentages that we're seeing is that right not just breathe yes this is Roxana McCarthy yes it is free and reduced lunch percentages that qualify a school for title run funds this year alright moving on to ten 0.04 this is regarding the purchase of up to nine thousand Chromebooks for elementary middle and high school students in amount not to exceed two point 1 million dollars using budgeted funds in
095funds provided by supervisors believe this is their upcoming agenda I just want to say I appreciate the members of the object I would also like to recognize that it was the Board of Supervisors that came forward to us first with this offering and that you know I know you reference dr. Kittner a fight but I know that they're just trying to form these Chromebooks that I think that it was I would like to recognize that it wasn't offering from them first and that the details of it are still being worked out but I just want to clarify that all right our next item oh I'm sorry any other questions all right the next one is about a month to month extension extension of the contract with rico us alright seeing no other questions next one
096would be a construction contract to replace the chillers nor Stafford a school are there any questions today I'm impressed they lasted this one we look at these states this was fortunate because some of our other schools don't last year actually so we have two chillers at North Stafford one of them is actually down right now so we're trying to gain estimate what it's gonna cost exactly to get us through until we can early anyone miss winter as you can see on this one this is a pending appropriation of funds for the supervisors I would just encourage everyone this is a seems to be a project and I want to thank mr. farmer for explaining to me how the new system works regarding those funds that they are held upon me but it is for these
097types of projects and having gone through recently no old we are projects this one's been on there for a while alright ten point oh seven this is about revisions to policy and regulation 24:01 this also includes exhibits related to cell cellular phone and electronic and wireless devices at the middle school and high school respectively and I just wanted to know for anybody watching the big change with respect to cellular phones is to remove the idea that that you use your cell phone during class or any purpose and then you thought is that most questions have some kind of chromebook option and that we no longer are asking students to use their cell phones well isn't the idea after this from book purchase everywhere than one to one so that is that correct they are done
098yeah I mean everybody's recognized for surprises though they haven't voted on it right yeah but if they do that then you would be one too but but I do want to have it on the Technology Committee and things like that that one-to-one will only last for five to six years and then we have to replace them so it's not a and just like buses where we try not to buy a huge number of buses at one time because that expense this is rather large number all at once not that I don't want that but but if I'm choose to make one for one and then and also I mean a policy maybe I mean if there are so many things in technology that changed anyways this part of a policy may need to be updated
099changed or whatever by then as well so but I do like the fact that it does take down the necessity or the excuse of a symptom or when you have now a device that will be at your disposal and I'm kind of just glad you guys are saying on a month because the model changes these kids will all have full possession of these code books where now the model has been you get complex l-fiqar pretty much so now these code books say that would either support more than you would not need a cell phone in the class are there any questions for mrs. the right he was probably on here I'm sorry I can't check my I think are there any comments in this boat right that you have with regard to this it appears
100the board has reviewed this but I also want to give you because I know a lot of workers going into this if there's any comment you have on this one Ivy League 24:01 or the cellular phone use no I don't have any comments I received a good feedback from some of the board members um with regards to making some tweaks to the exhibits with the cell phones but I've spoken to each of you so if you don't have any questions I'm good okay I just always want to give the any opportunity since this is yes is young Lisa it may not be the right time that my condolences to you and your family thank you I appreciate that I just have a comment every year we have our student assemblies and obviously we're not people
101that have that this year and I want to make sure that the exchanges and policies are communicated particularly at the high school level is the middle school as well but these are clearly communicated to the students because the this is set up to be signed by the parent I'm assuming if a student is over the age of eighteen it's a student who would be would be signing us but I don't like to hear I didn't know that was a change because there's some pretty you know significant consequences here and if we're not going to be able to enforce that across the board then that that's not going to be fair so you know I would I would like some kind of a plan in place they never go eat is everywhere the exchanges and just
102say no you're stupid so because I didn't know no but the plan would be moving communicated multiple ways electronically will be the key way your point again as well I just yeah I had one question general and I'm not sure if this is where you roll with it but I just thought of it that since is going to be something that they're going to be taking home do we have the policy in place where this is for homework and school because you know you want to download all these apps and you know who's going to support it when it messes up so that's something that mean you think about because yeah they're taking it home to do their homework they can sign on do they call number they're called technical power because I know for
103myself you know there's not that sense to me will there be something that these students well we can this help lines but I'm not going to suggest if you forget - o'clock at night there's no way she's asking though for the school piece apart surprise importance their school inserts yours but she's saying if they're home doing their homework on the Chromebook and they're having a struggle and who would they call with that struggle at their phone they're not doing the moment so madam pocket nice thanks 9 o'clock at night they're doing homework who did they call that's what's up and then whoever part is they downloading items we're not supposed to you need to have something in place that they know what to download unless you could knock it right just specific things because you're
104not going to be able to operate all these individuals out there no Board of Supervisors I'm thankful for them but it would be nice if this you get some technical help 800 moment all of these thank you because that's so that's very soon whole new code of conduct you know I know like when my kids go to college there are certain modules that they have to complete before they get there and they still knows if they've completed these modules before they get and so you know maybe there's a parent module a student module or remodel or something that you know conveys that would be even more fabulous is if we have it's doing this because you have so many amazing kids doing yeah having a little hard time part of the questions because I think
105I get into different questions two different topics I just didn't want to say at nine o'clock at night if you tuned in your homework yeah that there's somebody waiting to use for question I'm not committing my staff to that yeah but I do think your point is well-taken if it's not tonight I hope I make told in the morning if I had that same concern I have somebody I could reach I know we shouted so and then the other part yeah it's better be communicated but you know in 2020 without you thinking often less paper copies and more online documents but we're on board dies so soon as you approve that we have prepared the communique to get it out they'll be part of my party letter and then start collecting your parents sign is
106that they see they don't necessarily agree with but they receive it and quite unfortunately as you know you've been in this business a long time that still doesn't prevent the sight one may get pulled over for something I didn't know take a quiz so it's not so we could talk in the Governance Committee about the policy that a thon is to have staff so if you're lucky teaching license right now you have to do it module on one I'm dyslexia a CPR and you have to deflate your license you have to demonstrate they yes it and so what we're really saying and what we're saying is makes forty cents I'm not gonna tell you what there yet but I mentioned such the Governance Committee because the policy on on the staff Kohanga is not going
107to apply just for the news fair and we high-step only me wrong and I just use the number five so within five days of hiring you're going to complete this module and it's it's information plus you take a pretty simple to enforce know what the HR staff sarnoff happy but they get to do whatever they do when they you know like if they do a feather city class whatever today today every year or just once well again no more we screwed up for this license for anything that make people come in here just one time or is it merely they know so it's it's either one of its best at one time okay and then depending on for walking it again both on expansion up they could participate okay but right now we don't really
108have anything for our new staff except I was raising a concern that the new staff come back into our I don't think it's a really great way to welcome them to go over all these policies if you want to kill the project party in a new place but to have this module that you have and anybody getting a teaching license the last few years is completely familiar that people if you have to go to the do a website and complete these modules and so the question on the technology or even the Student Code of Conduct I mean we think this that early with more and least the high school kids maybe they could set some time for them to go over some of the questions I just think this way you've got an electronic signature
109that they are too long in they had to complete it and you've got an electronic record that so they did so so you can inform them of these rules and regulations we need both the technology and the student especially for high school students because I think is maybe downloading some games that might not be perfect or might damage them I don't think there's some value throughout the year for the principal you have to go over some of the rules again as especially the ones where they see more issues developing more violations of certain incidents to just stop remove it and let's let's talk about these words that yeah as a system normal program again alright you gotta be on oh sorry okay moving on to 10.08 which is going to be policy 21 m7 which
110is about alternative education programs 24:06 student absences and it's dismissals and policy 2409 teacher we're good both of students from class and 2412 symbolic expression apparent stress and gesture there's a lot of those there are there any and I'm just going to do them by number I just think it's easier but there any questions regarding 2107 which regards assignment to alternative education program alright I have want to just comment and I will say that this boat right in our discussion did he's my mind on this when I first sort of read this when they talked about is authorized to require I did talk to her about that some some of us have served on discipline committees where we made the very rare decision to not recommend an assignment to the alternative education I think all
111of us want to make sure that we have an SRO on protection office sort of some type down there and I just wanted to make sure that that was preserved for the superintendent and for the board because there may be sometimes circumstances that it is not appropriate weighing this our staff is that it I think that is what Greg spoke product because there but you know there it's an extreme case but I wanted to make sure that that was so any and she assured me that it was i just wanted when i first read it but I said require right but there was no exceptions all right 24:06 regarding student absences questions alright 2409 teacher removal of students from class questions comments thank you then regulation 2412 symbolic expression appearance dress or gesture yeah but
112question there so miss boat right because this policy look that students from don't say wearing this policy explicitly does not address Confederate symbols or flags or things of that nature but but it does talk about things that may cause a disruption in school which is kind of that First Amendment jurisprudence but that this does not explicitly say that Confederate symbols cannot be more I think what I heard from students was more concerned about you know walking through the parking lot and seeing things on cars and I don't know I defer to lawyers on the board but we having a parking spot in our schools as a privilege it's not a right and so I wonder if we could have some kind of policy related to that and it may or may understand about concerns about
113free speech and things like that but it's just a question about perhaps you can have it on your car but then you can't park at this but I don't know just a thought I'd like to challenge this this this issue here pence William County just passed it where they there is no Confederate flag allowed to be worn at all the Marine Corps of the United States and Confederate flags Confederate tattoos Confederate everything so oh we are we gonna sue everybody I mean if we're going to get we're good we've had this big discussion tonight about we're going to make a change in Jamaica right now we make a change that's at it it's the photo challenge us it's the will of the board miss Wright would you be willing to examine the policies like I
114said Miss klegg has referenced Marine Corps gave you and Prince William would you be willing to look into some of that language push to bring back as um at least as an alternative or to add to this policy um if there are some challenges that you have this is that something you let me just say because I love the enthusiasm I just feel like I have an obligation to [Music] thank you thank you thank you I do believe that we do not commit and better fly cordoning in our school and it has been addressed under the the provision that says you cannot or something that's going to be disruptive and then perhaps Nelson I look about it saying it's my god and I don't want to give the impression that someone can flirt or competitive
115like this because I don't but I do not think this was the case I recall years back it did occur and it was addressed and that was how it was addressed so maybe we want to address it in a more direct fashion but it is not something that to my knowledge is allowed in the schools and as long as we're looking at that we should perhaps to get some other eight symbols so that are offensive to groups and many many people I just have one other comment here and again it comes from general sensitivity to different cultures or report lenses is dr. chase would tell me we end this with the paragraph that starts out it is the expectation tomb of scps that students dress for success I would success we take that out because
116there may be a different expectation of dressing for success wholly from different viewpoints so we don't need that in here and I think it would be better to exclude it at this point thank you and understanding it can be broader than the particular flag the other simple yeah okay I believe that was rare but I've always tried to make sure all right our next one is let's see approval of a 10-point o.9 approval of proposed revisions to 2106 exclusion of students and policy 2403 regarding suspensions and expulsions I will ask first if there are any specific questions around policy 2120 106 second thing I know I saw I'm chairman I'm just gonna go a little off topic here but I would like to to make sure that it's on the record that Stafford County Schools
117has looked very differently at discipline since dr. Kaiser has been here that this past year is a very good example become i need discipline committees did we have or infractions that would be over six six days or more that were actually appealed to the board so there is action that has been taking place in our schools definitely over the the just past four year notwithstanding the fact that we ended early so I think this is this is putting it you know putting it if the change is inviting you but there but there are changes in our school district and we are making progress here and I would like to you know have the school visitor get some credit for having the progress before it appears that it is being you know just just a quick
118response to a reactionary yes it's thank you tonight any questions on this one next policy same agenda item 24:03 regarding Stu suspensions and expulsions are there any questions or comments regarding this the only thing like I did want to just add that is it last year we had had a meeting where you all presented to us the discipline data and information about enrollment and gifted programs and things like that and and you've been working on on training the trainer kind of thing and I was hoping somewhere in here that we'd have a follow-up follow-up meeting or even get more information it doesn't have to be you know immediately or anything but but as this morning notes we have been trying to make some changes and it would be nice to see what those changes are
119yeah and thank you anticipate that that might be a request also working on that and you know maybe July issue will just present just factoring in you know that we were three months less percentages may not matter but that the n might change when we look at this approach things are we supposed to have them report next meeting about the security report I thought that was the schedule we talked about that yes so we we need to go let me think you would yeah the transportation and I thought maybe I wasn't clear when I did tasked me earlier in my my speech that we wanted to you know what those numbers we're about you know after the train the trainer and those numbers but your feedback being on for what this healy said this is
120not you know reaction for the board because even though it was no seven to zero in folks when we dig throat as a school board we dig dig past where we have a department that has you know it's not a committee it's a department within staff accounting that is has equity diversity and so the director so we're doing well there and hopefully beats a little bit more because you know what scientists don't put it work and you know I think it's phenomenal that we've done business working in such a short period in addition to that not only do we have that a restorative justice than I said but we just need to move a little bit more and the things that they're doing is is something that we just need to continue to do but
121what I would like to see is not like a tough where we have to fight to get these things done it should be on agenda once we put it on there we are all moving in the same direction versus you know have an opponent or haven't decided you know in an agenda I would like to freely speak on these days and hopefully get somebody special on one thing all of you but I do want to acknowledge Lisa both like this somewhere in that oval because plus she handles mother discipline appeals and things and I've seen her with parents I've seen her repair to upset and kids were upset and how she's able to get to a point where everybody understand so these things don't happen by accident they happen by design and part of the
122designers put the person in that position and beside all of hopefully use to learn so thumbs up come on thank you are there any final questions about either of these I might my comment just regarding this is not except as much fun what's contained in here it's just that things have changed and it's how we're going to be communicating this information to parents and I know this young has talked about especially over this area the communication that goes to the parents this may be an area that really may want to look into interpreter it's not just interpreters they may be not just Spanish we may just need to create and I need to say the boilerplate but you know of the times ii maybe we may need to and like I said that's broke through
123dr. Kaiser and his staff to say but I'm thinking in this particular area I made reward you might need to have certain number based on our population so something just to think about you did remind me something that goes back to the earlier question we've been operating a hop-on since I since March in six or seven different languages it's not you don't get a person that you get you record it in your language and then within 24 hours we determine the cool so I'm just thinking out loud that you put that up and before I say that about that so that's been operating since late March perhaps just some of these I know some of the letters I won't say orally but sort of the timelines and stuff you may want to almost generate those
124does that pay and you and I have like I said I certainly defer to staff or just something to think about all right any more on that one all right all right moving on to 10.10 adoption of the proposed new policy 4113 standards of professional conduct for employees this has come through the Governance Committee has been that that got a variety of sources for the board I'm sure to have additional insight um Israelite that's headed the governance is there any comments you would like to make on this before I know I don't have any additional I think that we worked it through and question when this was completed it from you we voted to accept it in its final version after we had a legal review did anybody process by SDA delicately and put on
125it now than the day before Oh Dominic I don't I did not technology among people in the technology field for not they look at HR in the past week things like this that were tied directly to the staff we give the final the final version that we had to SNA to make any final comments I think that we have to be have the ability to accept them or not accept it but it shows good faith and we're trying to keep them in right I can go ahead you know rather busy on Thursday yeah so 102 school division resources um I was wondering we could add something in there that says that all email communication that is written belongs to the school and the school reserve the right to use it if it's been abused is
126that I'm gonna defer that to doctor the sign is there a mr. cook I know this was something discussed and then there was one maybe that's because I remember in one of the meetings that before in that you know it was like years and we were able to get the information off of the computer I see them right I think that opening the sentence we need to talk about the employee show you school division of resources and so I think we were trying to make it fairly broad computer time or property only for legitimate business but I mean it can certainly be expended but I believe that was somewhat some of the focus of trying to cover legitimate purposes missed about right feel free or mr. Burnett feel free to jump in but if I
127miss the no I don't think that you've misstated um there we were trying to be as broad as possible and also to make it consistent with the school divisions or the school board's policy acceptable use policy so yeah it's it's as broad as it needs to be unless you all you know think that there are some other things that need to be added to cover some basis talks about that personal use of the school divisions internet connection employees from the occasional personal use of emails just how do we feel about employees perhaps posted to social media sites during their workday and is that prohibited that somewhere else in here and I'm just missing Minotaur wasn't that addressed by Jennifer parish that they have played a time they have personal time every day so how do
128we know you notice a but there's usually like that timestamp when you post something so if you're posting something and it's not during your personal time what if it's something to do with the curriculum to put it less so so you know how much deference this text defer great question to this boat right or mr. Burnett either one how we think that particular example could be or would be covered within the policy I mean so because of my company like it belongs then you have that in your mind it's not yours anything that you pose could be pulled at any time so you just got and make sure that your work related stuff so what a million agents money was given a probability response to that not that they don't want to stack them because
129then somebody feels so I I do wonder face without the cases question if the Centers for out number two high school and resources in it the term legitimate school business that well but the promisee ended with employees from the occasional personal use of units that are not legitimate school business that's but why does that happen even be there they do it and they do it but they need to know that it's not theirs I'm just going to say this and there's people on the phone with interests also it's got to be an element of that practices in here somebody you know has that 40 60 minute time frame where they they go on their check okay something they may not know versus some things that checking that they should be checking it so like if
130they're checking their SunTrust account that might be different than checking how do you make a bomb okay so and then the other thing is you know how we in a sense police these things you you're totally right everything all of us any time we use our server your email is our cottage and that's what for is all about people getting they want so anybody who thinks that you write something to somebody and secrecy is just wrong you know get up Lisa okay do you want to respond to number two this is Patrick sorry sure the answer to the question is that what was stated by visionaries that there is meant to be some discretion seer to recognize that not all actions are created so staying with the prohibits opposed to social media support from posting
131resources purposes and any of us would stand in the way of someone first so I think the reason that we so to sort of clarify what he's saying because the technology is so integrated right now like if you check your to make sure your student got home from school correct safely it might go the Stafford County qualified to do that so it's just really tough to separate to tease those things apart because it is so integrated so we didn't want to bring we didn't want to put people into a position where they would not it wouldn't be practical to have that it would be widely ignored because it really is be broken every single day that's kind of the thinking we're on to the next one but basically all I'm saying is that that needs
132to know that if they use the you know computers or anything that also you know this school system that it doesn't belong to them so any kind of fun do you use it if they go listen to media and they pull down the apps and somebody turned min.we will pull it in yeah you you were going to go because you're not supposed to Burnett we're not going to wait until you troubling a child and you know to go that route I also want to point out those that and doctored his nerve was very clear and reminding us that this is not going to stop a bad move by a teacher they're still going to but what I think this is helpful in is I mean truly nothing on here I think is but more you've
133definitely got it by SBA but I don't think anything I'm here is like bone chilling to where we're trying to degrade or take away the profession that anything most of the teachers are going to scroll through this and say this is what we do but of course we're professionals but we're also realizing and sensitive to the fact that sometimes there are some people that that it's just not who them to know that they like what I didn't know so what we're trying to avoid is that piece but I want to say 99% of our staff are just going to spoke through this and be like yeah and that's unprofessional and we want to honor that and we want to protect that and then for those that are like you know I'm gonna get what I'm
134gonna do well then we might see them at another point I don't know that we just want to make sure that you know we're not ruling out a disciplinary code we're honoring the fact that they're professionals and most of us is what we would term common sense and we're just trying to protect them um you know and also I've heard from so many teachers that our veteran teachers that sometimes I move teaching they're like why are you doing that you can't do that and so instead of having to help write in a way babe it's frustrating but now there's something somebody that we just took that and did it for them so you don't have to yeah you can just do them let's find I'm gonna live any first fighter of all days because I
135but I don't want this very scroll through it and like you said only I didn't know when I had was seven and it's very short but at no time shall one employee conduct a relationship at no time shall an employees conduct a relationship with a student impede or negatively affect the students education participation and educate all right so basically what I'm saying is that happens and I wanted it to be a little bit more specific especially now because even if you put it in writing it's so being done so is there somewhere that um I'm not just something about bullying butter like you read letter a and that's under letter B so if I was going down I know it looks like it's a different number but it's not it's on the next page and
136it says B and it says that a student has been subjected to discrimination bullying or sexual harassment in school of course y'all not use their position their influence their yeah okay so let's go it does divide it out it just doesn't on the next page I don't know if that's helpful or not it makes me so no over there when that servant has been subjected to discrimination for eating or sexual harassment at school and and so what I was thinking if we wanted to take it a next step I don't know they all needed to tell me I'm going to look for it but to put the words in there that says that you can't you know your bias or your your your racist or the mic or the question are all the stuff you
137know undertones that we can't explain thing that it happens right what it does and so it's always on the ownership of the student to prove that they're they were discriminated against when they heard some things that they know where they should've heard people apologize usually and I say well will you set X Y Z and if I only do you know I'm social energy but I hear it all the time but sometimes they do it but if we put it in writing that hey them do it they are over here this is just something that I was thinking out loud that I thought yeah people it's not gonna put in that's good no way not one big leap I just want you to appreciate is now this says okay you hear this I was aware
138of this by meditating did now let's say not may shall so the teacher is aware that another colony is doing something that they shouldn't which your the discrimination pocket touches they have a duty to report it for them and which is different than just being a bystander and saying that's not so it's moving the right direction to protect the children and the issues that you are blessing but if you want to consider on the language sending it to Sue's and you know I know people going to see I appreciate your comments I think once we ascertain what our complete training or looks like and what expectations come out of that I believe we can always come back to this policy and tying it to what the division may be offering or training teachers we may
139come out of that sort of an additional code of conduct that can clarify that I I know this is more the broader language we really tried to kind of come up with the impact there but I don't believe this is a document that is a one-time I think this comes every year and if we and what we convey into that training out of that may try me and I can't make them there may be some things that then everybody who reads as possible yes I went through I'm just gonna call XYZ trainings I have no I don't know I know exactly where that's coming from and I know what that expectation it's a night for me this is all setting expectations I believe that by and large we we have a very dedicated and amazing
140staff but I I'm not going to you know sure they're coded either we were also going to teach in crisis and you know that we want to be very careful on who we you know hire and stuff and I know that our division does a great job but as we see in other areas too there can be challenges and I would like to make sure that doctor kizza and his team have tools that they can go immediately to should there be a situation that warrants an action in the past some of us have felt challenged in that way and this was a way to start that but I also think it speaks to Stafford County and what we stand for and what we find and I think that's important now this would be an example
141something that we wouldn't do one and done that was with the ongoing reminders discussion I think people would appreciate it yes good as we're having conversation I hope this would lead into conversation not just to be seen as a little book this is the way you know we better climate and I do want to say people listening that personnel things and so some of what we're yeah it's not because it's not because we think everybody who's a teacher is for number eight electronic electronic communication with students I think I read in your minutes there was some discussion about whether parents needed to be notified or have permission and I maybe I'm just missing where that languages or through that language but it's as under a employees may use electronic communications with students using the school
142approved device on school platforms on the summer it says you can use your personal by device to send so what schedule he said you brought up a really good point about this you want to share that with her when you were talking about your leadership with your church group sure sure so I think that what um if I'm not mistaken dr. chase is talking about the you were talking about a or were you talking about D right so so one of the points that I had brought up and was discussing with Jennifer parish is that employees are not one-dimensional so an employee may also be and I'm just going to use this example a leader of a church group and that church group communicates via a social media platform and some of the students in
143that church group very well could be staffer County Public School students so employees have more than just one dimension of their lives in terms of work they have civic and community lives as well and that may involve some contact with individual students who who are staff or County public school students so it was kind of hard to you know just just say that employees may not have any contact with students using social media without their parents involved when they have another aspect and dimension of of their lives as well and so that's when she went and talked about you know I mean there's a mark here and what you were saying you know in our mind because of experiences are things that you know we have to do that would be feasible but then what's
144people that are actually doing and having to deal with and stuff we needed to be considerate of that as well but like he said this is food enough fat if that doesn't work we can definitely revisit and reign it a different way but you know again we're not trying to you know pigeonhole these professionals we're not trying to make them march two different line you know we want them to continue doing what they want and really have these as safeguards to their profession so to make energy Jesus saying I wouldn't see a problem with it a bit stupid but not individual kids it should not be individual students ever it could be a group I give us a group because you're not going to talk to one lunch yes you know and what she was
145saying is that sometimes it is the one kid because you could challenge here on a field trip and you've accounted for your group and one person isn't there you're going to say get on the bus that one kid yeah perfect examples taro Tuesday there's broken up into platoons musical tune has a leader and then you've got your your leadership instructors are communicating to the platoon leader who then which is out so there are we're trying to get these kids prepared a military that's of the military and like I said it even I think when we say it should be that way you know there could still be someone who doesn't do that way and they're completely legitimate they're saying get on the bus or you know where are you or whenever that one text is
146and now they're in violation of the code of conduct and they were legitimately trying to I know harm is done I just like to suggest that once we have this in place that we have an evaluation and that that evaluation use some time over the course of the next year give us an opportunity to state where where there may be meaning for soon changed I mean we've got to start somewhere we've been talking about this for a long time and I really appreciate the work the Governance Committee has done to get it to this point to bring forward and you know I I think like anything that is a new policy there's there's going to be ways to improve it but the important thing is that we have a mechanism in place to evaluate it
147and to and to look at say this time next year which changes can we make that will enhance it one thing I would like to to somehow put in here and maybe not in this policy but is part of the practice is is a way for parents to provide feedback on this because sometimes you know the parents will have your personal recommendation Larry takes respect to their child or or their friends children whether there may be an issue or or something then it is a problem Christine why why that parent that affects a child and there's going to be some way to provide that feedback as well so I I'm not saying she put it in here but I think take away from this is we will be sharing with se a or other teacher
148groups are those that because we want to also meet their needs because one of the things that was discussed as we are moving into this hybrid delivery model through a lot of Technology there may be also an expectation and I believe an unrealistic one that the teacher is going to be always and I want to make sure that they may not have to be the 2 a.m. call or whatever but you know I see this too as something really to be looked at as we move into a different as dr. Kaiser said our learning experience is going to change and I think beginning to put the guardrails out there we can certainly be developing them but I would really not like to be caught unawares hormone real estate I know that the conventional in several
149locations that I don't even care you know the kids that are have disabilities from you know I'm travel for things of that nature Julie has something in place that Wendy is too online you know the hybrid model that those kids that I have sign language you know that's all they know how are we going to work with those if we are doing that online hybrid so I consideration begin if you want me to adjust as I stated this going to be some children that we really need to get in there go yeah okay I just I just want to correct something because I was yeah okay thank you I appreciate this discussion everybody again I think of additional pivot there's some identities of artists so she can share with the court so that leads in
150Patrick and those that have been very instrumental dr. kids very well in appreciate our last item on the agenda is the review of the Memorandum of Understanding which is attached between the school division and the sheriff's office for school resource officers I'm going to ask John and dr. chase that we wanted to start to lead on this yeah and sure and just where everyone's knowledge the public also this is not something that just came because of George Floyd this is something that I was looking at for a while and I thought the doctor kicked her about it so we wouldn't mulling over it and then I needed to get it on the agenda and then I asked dr. chase to second it so all of these things that we said before these are things that
151we've been working on but now that we're trusted into the light you know I've heard to join these marches that you know school board and you know hold them out and I'm like here that's what you want to do then it's fine but I'm doing my job we're doing our job here so I want you all to know that nothing is so in terms of the Memorandum of Understanding I've been you have conversations with with mrs. Decatur also about this and the individual that's in the position right now as lead I've gotten some complains and so I went on to try to figure out what they do and how they do it and then I look at this and it has 20 18 on it so I thought perhaps it will be a good opportunity
152for us to look at it and if we need to add anything in there that they do that no simply because I read through it there's a lot of language but there's a lot of things that I'll just stand out to me and I'm not going to go to a pretty sake of time if I have to do all have questions but they're just some stuff that that just bothered me and some of the language and I did ask Missy you pulled the the responsibilities and if you look at the I don't know who got it in your mailbox but when I looked at essential functions and the protests it's not on the MOU but it's just like a cop enforcing laws and criminal activity and which are vehicle it and so I just want
153to know what they do exactly with our with our kids they aren't kids and but there's some feeling and it happened to my child right there's a feeling for young black students the fear of the police and I know some people cannot understand what that fear is about but you may say that well you're raising your child to fear the police no amazing our children to survive the police and so when children are in the school system they walk straight they you know they tried to deploy you know that US alone and what they're s l's that pick on these kids on purpose and so we need to make sure that we have the right culture and the right s around and that we look at the MOU and as I said have a conversation
154about where we go from here um doctor kismet are we currently with this kind of you able to request that SRO be assigned so I read the MOU prior to this meeting to get to that question and I don't necessarily see that as as you asked but it's not a requirement the other section if you're going to look at changing some MOU it seems right now it's a unilateral decision by the Sheriff's Department on whose place and how suppose there might be a better strategies at least have a collaborative interview so it could be a better one to stay in the school than venom and a match what's that better match that a match and let the future s.o.s ro s more about school climate okay so that was one thing that stood out to
155me as I as I reread the I noticed that I could sign it two months into the job in 2018 I probably didn't read it that well at that time I said I'm here I have an issue for enough we talk about things that have to do with school security in an open environment and we probably shouldn't have this is this is being broadcast this is something I think we should give the sheriff's office an opportunity to get with us and talk with us about instead of coming out from left field and I understand you got a conversation with it but I haven't and I don't think it the rest of the board members have so I don't know if Missy is this public is this on the agenda or is this okay so I
156don't know if this was intended to be public with the Sheriff's Department that MOU and the took the job description and I went to get that clarified before we keep it on here as part of the as part of the public information and there are certain things that you have at the sheriff's office that is confidential that we shouldn't be putting out there and maybe that job description is could be one of them given the bad guys and idea of corpus but the SROs are covering in the school probably not a good way to put information out there so I would just ask that you know in the future or people going to work with this agenda item I'm within nobody everybody knows that I had an issue last year I had a conversation with
157Lisa about it we talked about the MOU this is something we should probably have a closed session about and really roll up our sleeves get into it and then invite sheriff to hear and to respond some of these if not it's an email box but it's not attached it's not attached to each other no perfect but at the end of May with their MOU is okay description was what scared me a little bit more than MOU but going forward I would prefer common courtesy let's have a complex talk talk about it as a group we do not have major concerns which I would like to address but I don't think it's something that we should be talking about publicly again I was going to go okay until we get to no I'm not personally at
158sorrows I think there's a safety component so I think that that's what's going on that's not but I did want to ask maybe dr. Kissinger to talk to staff in the building about SROs and if there's anything that we need to be thinking about and again bring that like have a work session yeah and I would like to invite sheriff computer and I just had a very good working relationship with the Sheriff's Department and I want to confess one of the things that I ran on was to continuing that good relationship and making sure that our our students and our staff our state are saying no he has been awesome again in America it will start Decatur actually that had us you be able to use Stafford County building for most of the launches and
159as a matter of fact on Saturday we had a procession for black lives matter and it was kind of about a hundred plus cars are other evening and he actually had the police department escort us right all the way through and so he is very much on board and making sure that the relationship continued and yes we're not here to get rid of us alone because we need them it's about the safety of the staff and the students and they do have to take the job because we do have no case that are going to act up and kids coming in with with the guns or whatever the case might be so beginning that but what I do want is that students have of culture that they can trust that they're there because they're not
160to chase that they work for us repairs taxes and so that that's a relationship parents they come bowling they talk about it so we know it exists we just need to make it better about relationship building they're the probably work with young better Israeli did you know the comment I just saw on here and then so just wondered it said something about evaluation and progress towards achieving objectives and review anyway has that been done no so this is what I think happened after the partnership Auckland Sheila the Explorer visible before my time he organized his community school safety task force and which is great and they did some work and you saw the reported September of maybe maybe 19 so I'm not quite well we do have a very good working relationship you to share
161the department and it's more than this Sheriff Decatur lot of other offices that we could pull up and they are there but that committee needs someone to do an Italian focus okay it's something where we're in the process of interviewing for that others the security person that I was going to have this our one person one with mr. Martin and I think it's a good conversation with sheriff Takeda I can only imagine how busy he is I know how busy I am who does he want to assign it to point people and really get that anything back because I just then that point in fighting you could place the way only September to March I don't recall having a meeting I think we had one meeting just to review something four times so there has
162been no that the way she understands your question it was evaluation maybe a little bit more than a year ago and that was less time I could think of evaluation listening because people talked about we should use the money for s tomorrow's for something else I just want make sure people we're listening understand that that sorrows our employees the sheriff's office and they are funded by County dollars not by School Board dollars and so we do not have the ability to shift those funds to something else in the sewer system so I just want to make sure and I just want to maybe say one thing said miss young they're not really they don't really talk to us right oh boy let em will you I actually felt was pretty good I don't know I
163think you know I didn't see a lot of issues within Emma knew I was just on the hiring part I just think it just helps that person who gets the position but overall it will pretty much using the state template but I think there's probably a lot of discussion or that that model is put out there for people I've seen that and I think this pretty much the same one that because you have something just wanted to reiterate what I'm hearing from my colleagues here that that we have it an outstanding relationship with the Parish Sheriff's Department and I very much appreciate Sheriff the catering staff and if we have issues in particular instances and I will not even say you know it's across the board or you know even even a high number it's
164incumbent upon us to make the sheriff aware that so that he can take action to address it and it may be something from a long term perspective that we want to set up an ad hoc committee of the school board if this is something the school board wants to take you know under our responsibility then then we should have a an ability to work directly with the sheriff and I know dr. kesner has it an excellent working relationship with the sheriff but if we're you know looking at potential climate changes then we need to come up with a way to address it because I want anyone to think that we are well it's speaking for myself you know I'm I'm not going to be criticizing the Sheriff's Office for this one they have done nothing
165but try to help us now there may be us as in any profession or any group people that that may not be meeting our needs or our expectations but it's our job to let them know what our needs are and if they aren't able to do that then we need to request a replacement but I don't want any SRO at this point the field that we don't want them in our schools because I'm very appreciative of the SRO so one of the points that program to begin with was to make our students comfortable in dealing with law enforcement and to establish those relationships and if we haven't done that across the board then we need to make the change so that we are conversing and the expansion of the program into the elementary schools to
166give an accurate request yes I think thank you so with regard to to this item I want to see our really a lady additional input actually from the doctor I just want to make sure we don't but it yeah so I think I think if we do make it now our work session we can maybe we can tack that onto Monday and you have this as a as a topic of conversation we can you know look at that MoU together as a group and figure out what we're comfortable with what we're not comfortable with where it needs to be improved from what we're hearing from from our students and maybe our staff and then invite the sheriff to cater and at some point and then prepare it for signature based on his response to our
167concerns or should it be a closed session if we were also that is talking about responsibilities I would think that at least that part should be closed session because anyways with the security thing anyway the security report that's probably a good place to do it keep it loosely here you're not going to get that Porsche it could be okay let's we'll do that on Monday I mean this is a long after County publications and sheriff's departments might need to be okay you know what what are our expectations what would we like to to see come out of this and then and then address it I mean if this is working it's not like we're going to be starting school right um but but I'd like to see if we're going to make a change let's
168make the change that we need and let's get input from the sheriff as well because there may be some things that we see that may not be practical or there may be some changes if the Sheriff's Office has to suggest that they make you better cross a list let's have this be a dialogue rather than a dictation yeah and if I just add one of the youth to that dialogue and I think what dr. chase might have been responding to a little bit and chef decay to the scale which was great but some of the students at Friday's panel yeah talking about their feelings of a school resource officers so I think it would be important to create a dialogue before our experiences and I believe an educator my opinion handled it very well and
169explained so I'm just saying this is what might be driving a little bit can I add to that it already exists so there is a passport that's the reason why I said dr. Warner and dr. chase to it that panel there's some of the individuals from that panel are there any part of the cast but that is for the public but we could certainly kind of go from there so mr. Decatur's already part of the testicles with the public and with some of those individuals from that approval and that date I don't know if you're gonna be part of that but but I couldn't think it and so they're for us and two representatives and a or what I'm saying the feedback that I received they were very well received an undersea hi comes about
170however listens to our our students so with that said Thomas indicator you know didn't prove that I speak about the Emily and then get back with him as to what we plan on doing but certainly we could invite him and it's not just the paper it's more about the relationship and the change of culture and how you address individuals you know if you're gonna say Coby Becker your shorts are too short and the same length from another skinny girl that happens to be white and that black girl looks at that and say why me what why am i different bet that hurts and so there's just things that we need to change just in general it's kind of take time I know it takes time to meet others then you know my allies sometimes and
171and so it's it's a matter of time and it's a matter of working together I think we will get there but we just need to make it but the change as soon as possible and we're moving in the right direction it's only safe do we know if you know what we're going to be doing the security update it really is you just gotta let me know the date if I can make in to show you already I was going we are having in the process of hiring right somebody in that security realm and I know we made a budget decision somewhat deferring to that person coming on board I would not and but if it's going to take months to get them please no I'm not saying that but if we see that that could
172be a higher within two to three weeks or something I would really want to make sure that that individual knows about history of turns that interview those in parties cycle let me know by Monday just because I don't want somebody to kind of come in and say okay we've already kind of backed up your job and believe me that is not my area of expertise so I'm like I said that please don't say is it delete but I also part of it we are talking relationships having a new person coming in and supporting mr. Martin and the other team members that are in there if that person is going to be in that position I would love for them to be on the ground floor or if possible without that so maybe we can wait
173that still keeping it on the to three week action so that it doesn't get lost but I also would hate for them to say oh we have that just in to them no not that you have and I think we could do that and Sergeant Pomeroy would be another one I guess the sheriff goodbye kiss you have to overseas be alright if there are nothing else we will adjourn this meeting coming back 5:30 Monday we will believe we'll be here but we will coordinate baby you will have that and it will be noticed so no Jerry we're coming back over session can we add this a special called meeting to have this photo session I don't think it's going to take very long but I do want to add personnel as well as the superintendent's
174evaluation so I can give you that red motion and I have the code sections as well but after that after the work session if for some reason there is something to us that does come up I do value your time I do value though our dialogue so I know it I am more of a if we can divide a little bit each time please not saying that we show it slow it down but I do know at 10:30 at night my ability and others may be waiting so I look forward to seeing you on Monday
