001I would like I would like to call this first meeting of the new year and euro is a translational meeting to order madam clerk would you please call the roll yes sir dr. chase here dr. Warner here thank you would you please stand for the Pledge of Allegiance at this time I ask for nominations for chairperson of the school board as you know a second is not required I would like to nominate dr. Sarah Chase as chair and I would like to nominate Holly hazard okay I have dr. chase Holly anybody else okay let me just go through my instructions be patient I did okay let's see okay this those in favor of dr. chases chair please say aye aye are there any opposed no no no miss Randall no dr. Warner yes miss Yeung

002yes those in favor of Miss Holly hazard as chair please say aye aye are there any opposed we're post okay no miss hazard yes miss Healy yes miss holler back yes miss Randall yes dr. Warner no no miss young doctor kizza the motion does pass four to three okay the motion passes to elect and point Miss Holly hazard as chair congratulations here is and we will vote for the nomination of vice chair nominations are open nominate miss hollaback are there any other nominations all right if there are no other nominations all those in favor of miss holler back please say aye any opposed yes well post miss Hall can you pull the board please dr. chase no miss hazard yes miss Healy yes yes miss Randall yes dr. Warner yes I'm miss young so it's

003a now but I wanted to make sure that when we vote for chair we want someone that could work with the Board of Supervisors and yeah and for a vice chair we want somebody that could step in as if the chair is not available and so you need to be able to be here and be in the daytime so that's the reason why I'm not voting for neither one there - thank you so - no is five to two congratulations next on the agenda we will be appointing one of our most important positions which is going to be that the superintendent has recommended I'm is Melissa Hall as clerk of the board and Angela mirco who I believe is at the end as deputy clerk do I have a motion to approve the superintendent's recommendation

004motion to approve second it's been moved and seconded all those in favor please say aye any opposed motion carries unanimously welcome miss Hall and miss Margo all right all right next next will be for the approval of the agenda is there a motion to approve the agenda motion to approve the agenda is there a second second it's been moved and seconded are there any amendments or changes to the agenda hearing none we will go for the approval of the agenda as written all those in favor please say aye aye any opposed hearing none motion passes unanimously all right next we'll move on to the organist organizational business of the meeting or the organizational business first to adopt the 2020 can't believe I'm saying that school board meeting scheduled income before we make a motion well

005actually if can there be a motion on the floor to approve the man Clark for purposes of discussion I'll move we approve it but I do have some discussion when you get to them is there a second for discussion all right um all right miss Healy if you would like to start this calendar follows our bylaws so it's the what has to be before us but our bylaws were not changed when we moved our start date up to August so that's why traditionally we've had two meetings in June because we were in school in June one in July and one in August because we were out of school so I that's a school board to consider changing the calendar to have one meeting in June and one meeting in July and two in August because

006we'll be back at school I would support that any other comments I have have a suggestion and I believe certainly will have the superintendent's is the currently the meeting scheduled in July I believe is the thirteen fourteen fourteen it has been suggested possibly to move that to the the following week partly because that will follow on the July 4th holiday also because that would be the last meeting before school starts input from the superintendent regarding that potential change yes so as you know June and July is a time that we hire a lot of people and if the later the Borden School Board meets the more people that you guys can appoint and for 12-month employees many people will extend their fourth of July vacation into the week of the 14th so if yes if

007the board would consider moving the 14th to 21st I think it serves two purposes with regard to June and again I know that at the end of June because it is the end of the fiscal year it usually is very important that the board meet as close to the end of June as possible that I'm not inclined even though I'm sure all of us would love to have a another single meeting I think right now in consultation so dr. Kistner that we would still retain at least for this year a single meeting in in August which is the day after school starts and not have one for staff two weeks later as of right now and that we would just move that one in July I think the board can be open to that this

008is really just our second year getting started with this new schedule that I would rather personally have the meetings on there they could be cancelled but I would hate for people to make their plans over the summer and then have a meeting so doctor that the kids do you recommend that that goes and the meetings are in August because I'm wondering are we just looking at why it's convenient like have we looked at everything else all the schedules of all the staff and everything that we have going on did we do a deep dive into because this is a big change I mean we've been doing a lot of changes every - just want to make sure again whatever way the board goes but I want to know what you're welcome to you and your

009staff yeah you know when the students get here we this is our busy season this is a dress for surgeon and a lot of things happened the first few weeks and so what I was when I talk to miss hazard that you know to have one meeting in August and for purposes of not having our staff have to put together presentations but if the board you know what would be the second meeting the 25th I guess right now we have August 11th no so I guess it would be the 25th did the July 1 was more important to me than the August 1 so if the board want to have two meetings in August I'm not - meeting in August I think there's a lot going on I think the staff needs to work and

010have all that work to do with the student so I would go with what dr. Kissinger recommends if you want one in August I'll go with one in August I don't I don't have any personal feeling about it I'm just thinking that there's not gonna be a whole lot to do in June because we're gonna be out of school in May yes I will be here twice we traditionally have a meeting prior to school starting because we need to make appointments so we even maybe this will help us from having to do a second call meeting yet it really doesn't matter to me I'm just I was just trying to be practical because we've made a change and we haven't followed up with you know considering the impact you know on the schedules but it's

011fine with me look at just maybe we'll have short meetings in June so the Governance Committee was supposed to bring this back to us after we had the retreat so what did the Governance Committee decide to recommend to us I know when dr. Kistner and I when I saw this on the agenda I raised some of the similar issues that it seemed like the most important thing that we needed to do was see what was on the staff workload and doctor kizza her um comment of moving the July to the July 21st meeting and at this point he felt at least in our conversation that the second August meeting let's have our staff being working on in their classrooms and such if there was an emergency need for a meeting for appointments we could call

012that but it seemed like that his not purging was that was a great use of you felt that was the best use of staff time at this point okay with what the Governance Committee I didn't think you all had it did you did you all about I don't can't remember I don't think member what the last time wasn't we had it what is the will of the board do if we do we want to go with the superintendent's recommendation we're moving the the July meeting from the 14th to the 21st and at this time keeping a single meeting in August if needs arise most of us will be here because school will have started it's more I was really hoping for the board's pleasure if we were doing anything with to change in the summer

013many of us take summer plans so that and plan our way plan our summer accordingly so it was really weather if we wanted to move the July meeting let's do that now so was the let's see so then then I would revise the motion to amend the July meeting from the 14th to the 21st to change the Kelly and I just want to be clear that I know what we're doing which is so we will have one are we having this same number of meetings as we would normally have cratons I'm just just trying to it was just changing the date I pump it more likely have a special called meeting because we're going to need staff to be approved and all that stuff to so we will see each other but maybe we could

014refer this to the Governance Committee because if we're going to do this I think we really do need to look at June because I mean if we're gonna bring it to the load it's pretty light once the school yeah if we're gonna bring it to the Governance Committee we need response back from the governor's committee because they have not met so if you're gonna take this back make sure that you know and aren't we planning on voting on those right now not yes okay first like a date on the schedule and I think we only have one year under our belt with the new calendar I am actually very much to defer to the superintendent and his main staff of what is the best use of of staff time and I you know the first

015year you try anything you've learned so I may be having two years under our belt they'll be a recommend over over the time would be my comment all right any further discussion if not all those in favor of the amended motion regarding the 2020 school board meeting scheduled please say aye aye any opposed motion carries unanimously and the dates with that change will be published all right moving on to 5.02 the adoption of the Virginia School Boards Association code of conduct which is 5.02 is there a motion to approve this agenda item motion to approve it's been moved and seconded I was wondering if the board members would indulge us by pulling up that particular item and maybe we just go down starting with miss holler back take two lines let's just read it out

016loud together since we will be signing it as a board my math not great take one or two sorry I can see it's just too much yeah yeah she can't read too much but this is very small print so why don't you go ahead madam chair and we did with the vice-chair because I what we could also all sign it this evening and have it put on the website in the morning all right well I will go ahead and read this because I do think it's important for us as we take this pledge or this code of conduct tonight as a member of the school board of Stafford County I will strive to be an advocate for students only to improve public education to that end one I will have integrity in all matters and

017will support the full development of all children and the welfare of the community Commonwealth and nation - I will attend scheduled board meetings three I will come to board meetings informed concerning the issues under consideration for I will make policy decisions based on the available facts an appropriate public input 5 I will delegate mm Authority for the administration of the schools to the superintendent and will establish a process for the accountability of administer six I will encourage individual board member expression of opinion and establish an open two-way communication process with all segments of the community seven I will communicate in accordance with board policies public reaction and opinion regarding board policies and school programs to the full board and superintendent eight I will bring about desired changes through legal and ethical procedures upholding and enforcing

018all laws state regulations court orders pertaining to schools I will refrain from using the board position for personal or partisan gain and will avoid any conflict of interest or the appearance of impropriety 10 I will respect the confidentiality of privileged information will make no individual decisions or commitments that might compromise the board or administration 11 I will be informed about current educational issues through individual study and participation in appropriate programs such as those sponsored by my state and national school board associations 12 I will always remember that the foremost concern of the board is to improve and enhance the teaching and learning experience for all students in the public schools of Virginia and I will just add and specifically Stafford County so we will all be signing that this evening do I have a motion

019though to approve motion to approve second all right all those in favor please say aye any opposed all right motion passes unanimously next we will move on to appointment of school board members to serve on committees did you want to say that I am gonna sign it I was just trying to set that next page yeah oh my mistake 5.03 adoption of 2020 administrative authorizations this talks about the authorization of the superintendent's designee in certain areas and responsibilities for the superintendent these we do approve every year and I do not believe these have changed is there a motion to approve or motion to approve second second all right it's been moved and seconded are there any questions or concerns about these authorizations I'm sorry have any of these changed significantly since the last time we

020look at this minor updates no I have been here for thank you all right hearing that these have not significantly changed all those in favor please say aye aye any opposed motion carries unanimously my now we will move on to appointment of school board members to serve on committees if the board will pull up the list we will have in front of us I was thinking we could go in order right now there is a vacancy in that first section I was just called committee of the Parks and Rec reate Parks and Rec Commission there is a vacancy there actually there's gonna be two vacancies because I am stepping down from being a backup because so Jamie and I we were you know alternate and I was Jamie's alternate so we had a so right

021now I will step down from that one nominate Susan Randell for that committee MS Randall are you open to yes would be interested in serving as the alternate I believe that is a Tuesday night meeting it it is yeah is it's copy always conflict yeah I don't see anybody jumping up as an alternate if we're willing so I'm gonna put the put miss Randall doesn't look anybody else is fighting over that position so let's go on to the public day school because then we can maybe both that as a block for those if I don't know if there are those that are interested in serving on the I would like to nominate miss Healy to be on the public private day school committee do you accept I'd be wanting to do that I think it's

022time we start doing something I can't call her back to you I I'm on it and I think the last time we had a joint meeting with the Board of Supervisors was probably a year ago it's been a long time right so I think it is time is there anybody who would like to serve as an alternate in that all right so let's madam chair um I'm told that we need two primaries for that and not an alternate so we don't need an alternate we've got we've already got two on there apparently that's the way the bylaws were drafted well we're still gonna have a backup just even well we may change that dr. Warner cuz it's so it's always nice to have alternates just my own but we'll read the bylaws so let's move

023on then I guess to the standing committees or would you like to go ahead and vote the committee them all at once yeah okay so alright so standing committees finance and budget there is a vacancy are there do we have interest in some and for someone once would like to serve on the finance okay dr. Warner and I am willing to stay on as alternate unless somebody wants to fight for to be you know it's usually a corn with two so the alternate it's like I don't think it's necessary but as I I would say we I I think we should keep alternatives never know if there's sickness or something at like so just I'm willing to stay on there so okay with regard to the Governance Committee there is a vacancy on the Governance

024Committee is there anyone who's interested in the Governance Committee so it should we have a Governance Committee cuz I'm wondering if we should have a Governance Committee can we not roll the legislation and governance together I knows two different pieces but it for the whole year I don't know when the last time you had a meeting yeah but prior to that I mean that was a forced one we had for it were required to have for a year where we've had four you had four governance meetings yeah okay I would say at this time until we could bring back the policy to eliminate a standing committee that may be something we can discuss but at this point I don't think we can as a board yeah because it is part of our policy yeah I

025know we're only talking about this the ones that are standing but I personally think committee for example early diversity opportunity committee should exist because we're talking about kids and you know we have a whole department that does that work and you know dr. Kista has so much work that he's doing but he's also on that I think there needs to be a committee that puts all of that together so I was thinking that that's something that we should think about having why don't you send that to the two dr. Kissinger and something as a retreat because we made there may be other areas you know that we may want to explore so I don't want to pick and choose but if there are other areas so so is there anyone willing to serve on the

026Governance Committee okay okay then there is the legislative committee there are three of us it is only if somebody would like to be an alternate this is something that I know how I don't do not believe we have removed from our policy of a standing committee regarding the three-on-three with the Board of Supervisors I know or at least some conversations that I have had I don't know if there is a sense of our new board of whether that is a committee that might need to be brought back so I'm sure I can tell you that I've had a conversation with my supervisor in the aquire district and she's very interested and three for two supervisors members and three school board members getting together and talking about CIP and and other things that we have common

027interest in so when we have this retreat in the spring I assume we can talk about maybe adding that to the list and in addition to the diversity as a consideration this is one I don't believe we have eliminated from our policy so I'm just saying maybe if everybody would maybe reach out to their board or supervisor as we know it's supposedly the board of supervisor the county budget over fifty percent of it comes to the schools and I think the more dialogue that we can have even in a formal setting might be something going forward so it's just something for the board to to consider I don't think can you ask the clerk to maybe have put this on the agenda again maybe a month from now and everybody report back to as to

028what their supervisor has indicated sure my and I haven't spoken recently but my recollection with the three on three was that we would have these meetings and three members of this born three members of that board would get together and nobody had any authority and so they'd have a conversation and then it would come back and then the four members who weren't on the committee might or might not agree to it and so my sense was that many members of the Board of Supervisors were finding that they didn't really want the additional meetings but we can certainly have the conversation with them to see what they have to say about it it would be really great if we could just have two on two meetings happening every month that would be a really great place

029to start yeah I just think it's something we want to explore and the more we're talking it seems like what we can do she won that I didn't want to we don't have it on here but I still believe as part of our policy we do have that still as a standing committee we did not yeah and also with new members new boards new people we may have you know different thoughts so let's move on to the school board advisory committees we have a primary opening on the special education committee I know the reason that one is very important is because siak I think I'm going to say it right is a required federal committee as I recall a state and I think there's even a federal component I'm willing to serve on that committee

030okay thank you dr. chase now with regard are there there are alternates on the Technology Committee the sukul Health Advisory Committee gifted and fine and Performing Arts I just would offer to any of our new members if there's one of those that you would love to get involved nobody technology advisor Oh [Laughter] I will certainly know I am on the CT but I'm saying I was on the technology primary and it's open as alternate so I said I'll need an alternate if nobody wants it because yeah they've been they've been calling me up wanting me to come back notice kidding that was technology correct yes all right that certainly doesn't eliminate if somebody eventually would love to be come on as an alternate I'm going to read off what I believe everybody has agreed to

031and then maybe we can make that into a motion to do everything at one point Parks and Recreation primary MS Randall public private day school miss miss Healy and miss holler back with an alternative dr. Warner should we figure out the bylaws with regard to the finance and budget committee dr. Warner would be an addition to that committee Governance Committee the addition of ms Randall legislative committee I believe dr. Warner as an alternate the governor school because that term begins on January 1st just since we're voting on it we should short include that in the vote okay dr. chase with regard to the governor's do you need an alternate for that one I'm sorry I don't know there's bylaws so I do need an alternate yes okay that's what I'm saying I was asking sir

032I might have altered it and that was a new appointment yeah right the top three are appointed in Ted's January through December yeah the next group is really through June but we're just making those appointments because we have the transition then with regard to the school board advisory committees with regard to the Special Education Advisory Committee dr. Warner will be taking over as primary Technology Advisory Committee lter oh I thought I was taking over story spoke you what you are correct I'm sorry dr. chase I'm all my doctors up here so I apologize doc I know and what one one more will be coming soon a Technology Advisory Miss young would you like to be the alternate technology is that have we covered everything and everybody okay would somebody make a motion pretty I move

033to approve the appointments as stated by message did you mention Trish because seconded okay yeah all those in favor please say aye aye any opposed all right welcome aboard everybody we're getting involved so next on our agenda is our special presentation from our Stafford Education Foundation looking forward to hello everyone I am Kathy Oblonsky I am the president of the Stanford Education Foundation and with me as Emily virus she is our liaison with the communication department we're really excited to give you a briefing on an event that we were planning to happen in the 2020 school year we are calling it an evening with the Stars it will happen on May 1st at 7:00 p.m. it will be located at the University of Mary Washington the DAAD auditorium we're very excited about this and we

034feel that it's going to be great a great way to show how talented our Stafford County school children's are so again what we are for people who may not know about the Stafford Education Foundation we are the foundation that supports Stafford County Schools as you can see where our mission is to impact and advance the education in Stafford County public schools through charitable activities that support sound educational programs and practices some of the things that we do support our innovative teacher grants and we also did provide scholarships for students that are graduating going into the education field this will highlight as I said our fine arts and our Performing Arts students and what we really would like to do is it's amazing how talented our school children are when you go and watch the plays

035or watch the band performances the orchestra performances the choral performances it's amazing the talent that is there so we really thought that this would be a great opportunity to be able to highlight these students and what they do again it is going to be Friday May 1st it will be at the University of Mary Washington Dodd auditorium we chose that location because it has a great open venue going into the auditorium it's a large auditorium as well so it can seat quite a few people and part of this is also not just looking at the Performing Arts but also the visual arts and in that auditorium and entering into that there is a place where we be able to also showcase our visual arts the timeline the event will be at seven o'clock and then

0368:30 will be actually a reception afterwards which is going to be in the main venue in front of the auditorium some of the different areas that we're looking for for the Performing Arts I'm you can see it's solo group will also be doing instrumentals dance monologues but we know that there is also much more than just that and so there is going to be an area where if there are people who have other different performance performing acts that they would like to showcase they will have that opportunity as well this will be an audition process and so we will have people that will be able to come through an audition and then we'll be choosing who will be performing on the evening with the Stars some of the community community structures that we've put together

037staffing needs putting together a large event like this will take a lot of hands making sure that the facility is set up so that we have all the pieces food the vendors just to set up tickets and sales on the audition and performances and then also the fundraising since this is a fundraising event to help support our foundation in our schools one of the pieces that we thought were really n't exciting about this is why would it be interesting for the kids to be part of this we will be providing three scholarships to the people who are involved in this program and in this event so there will be three different categories one will be the technical backstage and how staff I think sometimes those are the unsung heroes that do so much behind the

038scenes we want to make sure that they also have an opportunity the performance and then also the visual arts that will be displayed at the performance as well so we are excited it does not matter what grade they're in that the scholarship will be able to follow them when they decide to go into whatever educational venue that they choose to and that is a very quick briefing we are in the kick-off phases this is something that we've been wanting to do as a Foundation Board for quite a few years we've done little pieces to it but this has really given us the opportunity I do have to thank Emily without her support of the foundation it would be very hard for us to pull this off she's really been doing a fantastic job and I

039do appreciate the communications department giving the time as well to help us with this event so auditions will be looking at kicking them off in the February timeframe and then we'll be able to move them there that's a good question I know I was at one of the meetings thank you so much Emily and some of my ideas were taken I wasn't sure if you were still planning on having and sorry if I did not pick up if you were planning on having them just saw up in gowns and stuff like that because weren't we planning on seeing if we could get gowns for some students that don't have any if I have many of my closet it's not because I'm keeping them they just they just don't think anymore and my daughter yeah she's

040in the military now so I had so many gowns that I'm willing to we talked about the entire would actually be kind of a cocktail what we don't want to do is we don't want to have people feel like they can't yes I totally but again we really we would support if you'd like to alright so I think that cocktail attire would be open okay we are absolutely looking for sponsors I'm good at that too and so we do have a sponsorship packet that we will be putting out we're and having it printed already and we are going to be going to local businesses to anybody who would want to support the neat thing about our foundation is the money that is raised in our foundation goes to the students the classrooms and as we

041keep a healthy bank account that allows us to be able to provide more of those opportunities for the classroom the teachers and the students yeah it was not too late that because now madam chair I just wanted to make a comment if it's okay I could send you some information as to what what we could do but one of the thoughts was to put an apple or something about the Stafford County at every individual one of the vendors at the their stores so to say that they participate or that they they would like to sponsor so it's just something that you could get the community involved so I'll be happy to help if that's ok it's not crossing the line ok thank you members make sure we put this on our calendars for May first

042thank you both for all the work I know that you've started I know this has been a labor of love for many years and and of course all of you who are very talented miss your Blonsky is going to be very happy to tell us what date tryouts are so get yourself together and again ladies thank you so much keep us I thought it was her students the Education Foundation has worked very hard to build a foundation and then be able to provide you know support to the classrooms because that's really what we want to make sure we do so thank you for your support thank you miss Yu Lee cuz sitting on our board for the last year and look forward to miss hazard joining for the upcoming year thank you and Emily thank

043you for your artistic item here that's pretty nice madam chairman if I may I want to echo miss young bow skis praise of Miss buyer she's amazed yeah the you know and help design the logo yeah there's all this all this work that comes out and I mean it's she's she's a excellent example from our communication staff but it's it's it's wonderful to have you support the foundation and I know they're very grateful we are I was very impressed with what I saw you know over the past two years pointing and providing that just that just elevated the talent that she's brought to our board so we are very lucky yes I just have a quick comment Emily's obviously very talented I've been in other venues before where they've done an art auction where students

044completed a six by six painting and those then were sold for like I don't know you can set a price for whatever given that you're going to you were planning on having visual arts anyway I was wondering if that might be part of your fundraising effort talked about that and we're working with with the art department as well because it is students so we want to make sure that they feel comfortable with us you know if they if that's something that they want to do and so we have talked about it in the training we haven't finalized it yet but that's definitely been you know conversation for us yeah yeah that's why what I have ever seen I'm sorry what I've ever seen before used before is a small 6x6 canvas so that they don't

045they aren't too hard difficult to get completed in a shorter timeframe but it's just a suggestion so so madam chair you're in that arts how about all of those paintings and all that work that the students do every year is that a conflict there that we could actually put this is so part of the conversation has been is that since they're already providing a lot of that work for that Fine Arts Festival could some of that be don't displayed also at the displayed how about silent auction a lot of parents who aren't willing to part with their students work okay okay well those that want to yes we've really looked at starting at a more manageable size and then that's something that we could definitely grow into and I think would be a really nice

046piece to the event mm-hmm have a competition did you mention I think I know oh man you know what my big thing that I am NOT artistic [Laughter] thank you thank you so much I miss y'all [Music] their acronym for that good evening so I was before you a couple months ago and give you our first quarter review which was very preliminary very early in the year I sorry I do not know how to change that one do you uh okay I'm just it's up here so we were very preliminary information in the first quarter as we get farther along information becomes a little bit more clear and I didn't notice I only look straight ahead so I do want to report that since the last meeting we do have some valuable information which is

047the state did release updated projections for a fiscal year 20 that's usually released very late in December when they released the governor's budget simultaneously so some of the things that point out from that is they did increase our ATM projection from what they had originally is 29,000 300 350 one up there because we actually went over what the state was projecting it because we knew that they were low they actually increased at the 29 508 the result in that is increased in state funding in fiscal year twenty by 1.3 million dollars that's still not finalized it's still a projection and if they will adjust their payments throughout the year but the final report will actually come in June but we'll obviously know if the significant changes happen between now and June also want to give

048you a heads up that on the federal funding side we are projecting an increase over what was budgeted above 250 K that's related to Medicaid billing reimbursements that we get from the federal government Georgia's Department does a phenomenal job of getting that submitted and we've seen significant increases over the years and with changes in on the federal government side we were I was personally pretty conservative on what our estimate was going to be on that Medicaid and it's still projecting and actually in FY 19 and then ended up in FY 22 that I'm still projecting it's going to be closer to the 19 number than the 20 budgeted number our other local and revenue numbers are pretty insignificant in the overall budget but so important to note that those are tracking as expected this kind

049of supports our enrollment numbers I just wanted to point them out so this is with our design capacity on the next slide is identical to this it's just with the program capacity so the only thing I will point out is you're singing to last column shows an updated enrollment number for December 20th so basically the end of our first semester our students is our actual enrollments is 29,000 618 that is higher than the projected ADM which is to be expected that's up as an increase from our September 30th enrollment so our overall utilization is at 88 point six percent for the school division normally I don't show this but I added it this time just because of the it was applicable based on the work session that we had so same exact numbers except our

050capacity on the far left column is adjusted for the program capacity which had just our utilization percentage up to ninety point three with all that change coming on the elementary level expenditures I mentioned we're still only midway through the year still have even more than half of our payroll projections to go with the earlier start to the year we do are able to project a little bit easier on our payroll because it does bump us up a month so we've expended approximately forty seven percent of our overall budget which is reasonable and in line with prior year's salary and benefits and the potential savings from that are projecting to be similar in the prior years the main reason for that explained in the first quarter is our vacancies which you'll see on the on the

051following side are similar numbers as well we did increase the bus driver enhancement in the current year and I pointed out on here that were actually one-half driver FTE short now in transportation that does not mean that we're stopping recruiting because as you know we need to keep those coming and in fact we want to hire more than our actual number of Liles we have substitute drivers that that we fill so we need to get as many hourly folks as well even with that half a driver short there are days that we still have to have our transportation staff out on the roads because of call-outs and drivers that are out on medical leave the health benefit expenditures are in line with prior years it's something that I'm following very closely but overall the expenditure

052side is in line and just pointing out that our funded contingency still has a current balance of two hundred and eight thousand which has not changed very much at all from our first quarter number this was the next two slides are additional slides based on input from the Board of Supervisors they amended their policies I explained this at the first quarter report that they asked us to I'm sorry this one not as much but the second slide but this is to support our vacancy savings in the current year which has helped us support some of the things that we've done mid-year so we've had we currently on just the licensed staff teacher vacancy side 59 current vacancies at the end of the first semester and based on fab input on the first quarterly report we

053have included a listing of kind of how those fifty nine are being covered throughout the classrooms we have had to add additional positions throughout the year for growth and student or department needs including teachers a behavioral supports a pest specialist and for compliance reasons with growth there we added some easel teachers we also added administrative support admin assistant support at transportation due to the increased needs there and in the prior we actually cut a position from the communications department when there was a vacancy trying to merge it to see if we could get the same amount of work done with another Department and with the growing needs of the communications department as far as helping as you saw in the prior presentation with the foundation great appreciate Miss Johnson trying to make that work with

054us but um as we got later into this year was not working out we couldn't keep up with the with the need so we added that position back so I just wanted to point out upcoming items that are going to be considered the next fab related to some of these mid-year financial numbers and closing out FY 19 so we have the FY 19 operating carry fund request carryover fund request which will be I'm already with talking to miss young exciting that agenda we did want to wait until the new member was appointed and yes so we'll we'll set that meeting very very shortly and then we will decide on a health plan savings from the prior years that's something that I've notified the board of last year and now we're gonna revisit again this year

055there will be a if you guys remember I have a by functional area a detailed quarterly report that I provide to you guys usually goes to the fab and then to you I'm trying to line up the schedules to where I can get to the fab get to you guys and then get to the board of supervisors to present and with doing that we literally just closed our December books yesterday so we were finalizing that today but I didn't want to rush it out to you guys what our actual detailed report so I'll present that to the fab at our next meeting and as always miss Hall will forward that out to the entire board and if you have questions please let me know I will present to the board of supervisors at their next

056meeting they do their mid-year report on January 21st and they've asked for input from us and as always I'll be back for the third quarter report and either April or May probably April and then we'll have some urine decisions to start to take into account will have better projections for payroll which will give us the ability if we're still projecting significant savings we'll be able to use that for some of those infrastructure needs as in prior years we'll bring that to the board for approval any questions right this may be a question more for the board than for mr. follmer but I think at this point was starting schools so early in August and given the temperatures last year and you know it was it was pretty untenable for the for the students and the

057drivers I'd like our fav to look into where we can find the funding to get the buses air-conditioned before school starts again and it's something that we really can't wait until next year's funding because there wouldn't possibly be time to get it done so if that's something that we could ask the that you know the fab to consider in their deliberations mr. Fullmer had a schedule of items you know to go on that agenda to have something come back to the board they can make some action on that because if the board does want to do it there's a company out of Lynchburg but it's a slow process they they come up to Stanford they take the bus they drive it to Lynchburg what do you say three a month four month they can do

058about three a week here or three week twelve I mean so I we hope after fab makes a recommendation that the board will act on it so we can start getting these buses question how far ahead can we look at temperature in August because I'm sitting like this month was so hot I'm wondering if in August is actually gonna be cool you know so I'm wondering if we could just look at that because and then also I know a lot of students saw this was just an epiphany today a lot of students high school students drive to school so do we look at those buses by area or by how many number of kids actually get on those buses to get to the high schools because I'm wondering some of those buses we could pull

059those down and we fit those without moving the buses that the elementary and middle schools are using right now you understand my common translate say the question on pause so so high schoolers yes I know there's certain buses a certain number of buses that pick up the high schoolers high schoolers all a lot of them I don't know what the percentage is just off the top of my head they drive to school so do we send these buses out to areas based on the planning units and say okay this is the number of buses we should have for this area or are we calculating it under the number of kids that actually are using those buses kids that are using the bus okay great yeah okay in the early part of the year and his

060kids get their drivers license as a year goes on yeah I see less kids I was actually at at Stafford high school you see less kids on the bus because you know we're seeing more cars at the student parking lot right and the reason why I was just talking about that is because the elementary school and middle school a lot of these bus drivers make a lot of runs and I know you know we're getting more bus drivers but if they don't have any buses then can't drive but if we could take buses from that time but if there's no buses left then there's some you'd point I just thought I would ask thank you um if I could just follow up on that I know at one point that board had talked about prioritizing

061our special education buses mm-hm then perhaps we might want to look towards our Head Start or other bus so I also would just my comment to the PHAB would be is we may not be able to do everybody but would there be a hierarchy or priority list of doing so many at a time and what would that potential priority be does that yeah we we actually met would very last week on this issue and the other factor is buses that soon will be taken off the road we probably don't need so he's gonna come if you guys say yes he's gonna have her he's already organizing the priority buses to get an air-conditioned what do you have a list by next list of which ones would another buses so we could kind of maybe a

062lot I mean we have a lot of buses that would need it we may not get all but we're getting will get many more $10,000 a bus definition do we prioritize those by length of route like some kids are obviously on the buses longer than others some routes are longer for some school areas so I mean is that taken into an equation yeah I'm gonna say yes but I'm going to tell you I'm gonna give you guys all the right answers okay Barry's the best person I can confirm that they put the buses with air conditioning on the longest routes yeah now there's not enough and winter conditioning to cover all of the long routes but young youngest and furthest I think that's what that correlation was that I thought I remember him saying it

063okay so madam chairman if we go full circle we'll come back to my question about where we gonna get the money to do it then we can figure out the order to do it but first we have to find the money okay anything more regarding these financial reports hearing none let's move on to our staff report regarding our elementary class size I believe that is this is kale and dr. Avery good evening madam chair vice-chair school board members in doctor kizza nur tonight I'll be reporting the Stafford County Public Schools 2019 2020 Elementary class size report the school board approves Stafford County Public Schools staffing standards continue to provide a compass for how we provide human capital resources in our schools the board addressed elementary class size first with the adoption of the staffing standards

064this is their fourth year of implementing the Elementary staffing standard standards air elementary enrollment increased by 189 students from last year our total division enrollment has increased by 671 students as compared to last year as you can see at revision enrollment is steadily increasing which requires of course an increase in human capital in order to maintain their staffing guidelines please remember the elementary class size report is based on student enrollment as of September 30th 2019 the class size report is based on the number of students assigned to k5 classrooms and does not include self-contained special needs classrooms or preschool this presentation includes the following information average class sizes at each school the average size by grade level at each school the frequency of classes from 16 to 28 and the number of classrooms exceeding the

065adopted staffing standards the average class size at the elementary level is 22 point 3 this is a very slight decrease from last year which was twenty two point four our average class size per school ranges from twenty point seven at Falmouth elementary school to twenty four point three and Margaret Brandt Elementary School in 2019 2020 there are dish 10 additional elementary classrooms when compared to 2018 2019 and October 29th Enid ischl paraprofessional support was hired and four additional classrooms were created to maintain current staffing standards and class size reduction compliance this month we also added additional paraprofessional support in at Park Ridge Elementary School in order to meet our staffing standards the school board strategic allocation of resources and commitment to the staffing standards over the past several years have truly made a significant impact

066so are you all I apologize the division average class size by grade levels as kindergarten 21.8 first grade 21.2 second grade 21.2 third grade 22 fourth grade 23.4 and fifth grade 24.3 there were no significant changes from last year the majority of our elementary classes have been between 20 and 25 students as a September 30th 2019 we had two classes with 28 students as a result a teacher was hired in October to meet our staffing standards this accomplishment is due to the school board ensuring resources are allocated appropriately to meet our staffing standards please note that out of 558 classrooms five classrooms had not met our goals as defined by Stafford County Public Schools staffing standards for elementary as of September 30th 2019 based on elementary staffing standards kindergarten classes should not exceed 24 students

067without having a full-time dedicated paraprofessional grades 1 through 3 should not exceed 26 students per class and grades 4 through 5 should not exceed 27 kindergarten at the time of this report we had 3 classrooms exceeding the staffing standards for kindergarten at ferry farm elementary school care professional support was hired due to limited space in October an additional teacher was hired at hampton Oaks Elementary School to maintain class size reduction compliance and an additional teacher was also hired at Margaret Brandt elementary school to maintain County staffing standards for grades 1 through 3 we had zero classrooms exceeding exceeding the staffing standards for grades four and five we had to fourth grade classrooms with 28 students at Park Ridge Elementary School and as a result an additional teacher was hired in October to meet her County

068staffing standards we are proud of the improvements we've made over the past four years through the support of the school board your strategic allocation of resources has had a dramatic positive impact on class sizes we appreciate your dedication and commitment to the Elementary staffing standards as always we will continue to monitor elementary class sizes throughout the 2019 2020 school year and adjust staff to remain in compliance you have any questions you mentioned five classes have not met staffing standards according to Suffolk County how are we in relation to state standards oh we're much better than any state standards we're we have met now all of our classrooms have met the staffing standards please know we correct Stafford County staffing stairs thank you we correct them when we find for example right now we have a

069school that the principal has been in contact and we're monitoring daily dr. Avery's monitoring daily so we continue it doesn't stop but we are well above the state for example their maximum and fifth grade is 35 look I'm just trying to give stafford county superintendent and his staff an opportunity to toot the horn and thanks to the school board for adopting these staffing standards and supporting it are there any other questions questions for mrs. scale if not I have one or two as you know this is something that I very much have been a part of for many years this is near and dear to my heart I just want us though to realize when we do start using the word average and we have the k23 which has to be smaller we got to

070be still looking individually at our classes at the fourth and fifth grade level because I just and I know that you are but I'm saying and I'm not the math but when we average small class sizes I just want to make sure when we're looking at those averaging we keep those that fourth and fifth grade because I know they're not part of those standards but I hate for the you know for us just to look at average I think that's hard we agree and we do look at the your staffing standards so for example at fourth and fifth we don't allow them to go over the 27 however at times for example right now when you get to this time of year a principal staff will often choose to get paraprofessional support etc you're raising

071say what you're going to notice okay because you know my background I came from schools where all the elementary schools were class size reduction so they have a conversation which ones are in arts is you know intriguing to me so what you're going to find is you're going to have third grade that could be twenty two to a class then they get to fourth grade and then what happens often will reduce a teacher at fourth grade because the staffing standard says you're not going to be 22 or 23 you're going to be where you say 27 fix 26 right so that is something we're always monitoring and balancing and it's it's you know it's it's a challenge but your point is really well taken just because now they're in fourth grade one year later we

072still need to be very sensitive of the class sizes well and and I would just like to add we also need to be very cognizant of then what happens when they get to middle school and just for the board something talking about with regard to our work session earlier I did find the class size report that it compared our number of classrooms there's a chart there on the number of classrooms really looking at what has happened between some of our classes from you know 17 to 19 we have had to create a lot of new classes now some of those may be because our pre-k has been pulled out of elementary but that is not where all of them are and I think the question still comes back to as we were talking about program

073capacity what are we losing by having to keep increasing more and more classrooms I know people laugh but you know having a teaching space for the teachers to realize I hate that those are all gone or they are at my schools and I just we do lose something I want there to be small class sizes but I also hate maybe eliminating some other spaces so there are any other questions or if there are to follow up with mrs. Cael later kiss me you mean right yes I'm sorry okay thank you dr. Berg and special thanks to dr. Berg and Kerri Neely and Marilee weeks who have worked this seems you get it up there like not a lot but it's a lot of work and I appreciate everyone that's helped thank you thank you all

074right next we will move on to citizen comments speaker shall identify themselves by name address and organizational affiliation if the spokesperson represents an organization speaker shell also announced the purpose or topic of their comments three minutes shall be allotted to speakers the Chairman reserves the right to restrict the total citizen comment received at any particular meeting to a predetermined maximum number of minutes with the approval of the board citizen comment which is profane abusive or which threatens imminent physical harm shall be ruled out of order by the chairman although the board provides the opportunity for citizen comment individuals desiring to register complaints against division employees or division program services or activities may also utilize the procedures outlined in Stafford County Public Schools policy 1 1 1 3 public complaints thank you we have had four

075people who have already signed up to speak if though however you were cautious and didn't sign up but then would like to speak you will still have your opportunity after the four first four people have spoken please remember it is a stop stop stop light system Green get means you get started yellow will come on with one minute remaining when red comes on please pretty much immediately wrap up your comments so that we give everybody the same amount of time so I'm going to call off the four people who have signed up to speak if I completely butcher your name I completely apologize but please correct me and when you come up to the podium first I have Jim Dennis sack second davon de Sant our know okay and schism okay I am NOT going

076to get your last name so I'm gonna have you aid up here then Holly Ryan and then Christian Peabody if you all would just come on forward and approach the podium remember to please introduce yourself when you come to the podium good evening my name is Jim bonacic and I live at for Britney Lane and Stafford and first I want to congratulate the new members of the board on their election miss Randall and and dr. Warner and miss Healy on her re-election and congratulate miss hazard on her appointment as chair several months ago more than several months ago back in September there was the big hearing on the non-discrimination statute and then after that I requested a number of other citizens requested that the legal opinion that had been obtained pursuant to the process that

077was used to for the members to come up with their final opinion as to whether they would vote for against the statute if that would be released if the attorney-client privilege would be waived and that could be made available to the public and that was not approved at the time but now we have a new board so I'm renewing my request with due respect and again the reason I would like to see it is is I like to see legal opinions I worked in law enforcement for many years I read Supreme Court opinions and appeal court decisions in my basement at night and it's very unusual but that's what I like that though for most people it's unusual for me it's not I like to do that and I also think it's important whenever an

078important decision is made that the people you know because you're the client of the attorney the attorney-client privilege exists to protect you from the attorney not any other way and were your clients because we elected you and we would like to know and certainly if there's sensitive information personal and that can be redacted I don't want to invade anybody's privacy I just want to know the meat and potatoes what did the attorney say what was the arguments for what were the arguments against it's an important issue it's being argued right now in the state legislature so I would please ask you to reconsider and consider releasing that material to us thank you so much good evening I'm duelin de st. cyr I'm she's someone who exactly and we're students at North Stafford high school which

079is 839 garrison Ville room so good evening chairwoman school board members and dr. kistner my name is dylan de st. cyr and I am a senior at North Stafford high school my name is cheese some onions equipment and I'm also a senior at North Africa school we are very proud of our uniqueness and diversity to our school it is what makes us an amazing educational institution with that being said we aim to celebrate the contributions and legacy of the black community and society through a Black History Month celebration next month this the theme of this year's celebration is black histories everyone's history the celebration will be held on Saturday February 29th from 3 p.m. to 9 p.m. the program will include several guest performances activities and opportunities to engage with vendors we would be delighted

080to have you all join us as a Singlish guests of this noteworthy event thank you for your time miss hall can you make sure that that date is circulated absolutely I appreciate it and put it on like that calendar that you do so well so that and ladies thank you for coming for the invitation all right I have halogen and Christian Shirley honey thanks coach good information and put it on ok thank you hi I'm Holly Ryan and I live at 611 Peyton Drive my daughter goes to Stafford high school and apologize for the profanity on the paper but this is what she hears every day at school my sweet 15 year old daughter had this disgusting song as shown and sung to her at lunch called bust that open from tick-tock video this is

081just a fraction of the vulgar and immoral crap that's being watched and shared on phones at schools not cute puppy videos and damaging this generations self-worth and their values at home the parents monitor at school it's impossible to monitor 2,000 kids on their phones and easy fix keep them out of school if they need to call home go to the office it's worked fine for years today it horrifies us that kids used to smoke in schools it's just as horrifying that we encourage phone addiction in schools kids needing to check social media and feeling compelled to answer texts schools are learning place in which rules are enforced and unacceptable behavior materials are not permitted phones are hindering our students from learning as well as creating anxiety depression and encouraging depravity and violence ask yourself the

082question is allowing cellphones in schools helping or hurting our children the answer is overwhelmingly obvious it's hurting them tremendously it's the school board's responsibility that our children's education is conducted at the very basic level in a safe place this is impossible when kids are being videotaped sent a vulgar pictures or porn and bullied via phones it's the board's responsibility to ensure school is conducive to learning and free of distractions impossible with phones beeping watching YouTube etc under their desk kids are preoccupied with what's happening on their phones rather than attentive to the teacher studies show that the mere presence of phones and backpacks reduces learning capacity it's as disrupting as how loud noise like a train run through the classroom part of education is helping children mature mentally and socially into well-rounded people phones arrest

083this development when each child withdraws into his own device with headphones while changing classes and at lunch we're raising children who don't know how to socially interact with one another and more tragically a generation who rather than show compassion for another child would instead video his distress and see how many likes it can get you were elected to the school board because you care deeply about our children's education and their well-being are you going to give in to harmful cultural norms or will you call on your courage and your integrity and make the right choice to remove the scourge of cellphones from our schools thank you thank you for listening everyone good evening everyone Happy New Year welcome to the new members of the board congratulations mrs. hazard and miss Haller back my name is

084Christian Peabody I'm the music teacher Falmouth elementary the president of the Stafford Education Association and I live at 121 Forest Avenue in Fredericksburg and I'm gonna jump right in so last year the division and the Association closed the decade with an amazing sunset that was pretty impressive in and throughout the Commonwealth and in many cases our partnership and collaboration has become the model between associations and their divisions throughout the state and I hope you take as much pride as I know we do when we reflect on all that we achieved last year and last year was a remarkable episode of unity' with results that exceeded almost all historical precedents and expectations especially regarding Stafford County public schools funding practices and so with a new decade we have new horizons and opportunities continue and that unprecedented

085work and that word unprecedented keeps popping up when it comes to Stafford County Public Schools so thanks to the success of the event 2019 the divisions incredible work especially with Chris and Patrick and doctor kizza nur and your faith that you have in the Association we all have an incredible opportunity this year to advocate at this year's Lobby Day thanks to the universal leave mean professionally being offered to all staff and furthermore because of the success that the Division experienced end of the event doctor kizza has been asked now to me the keynote speaker at the state's event so starting tomorrow the Association will be launching its 12 days of action advocacy like at 12 days of Christmas kind of thing it engages many staff members and community people as possible to attend the event

086and for those 12 days my direction to the Association will be to focus 110 percent on bringing home as many additional dollars from the General Assembly to support this board in your mission for the division and so in the spirit of our mutual success last year I'd like to extend the board the first formal invitation to participate before we launch tomorrow so we're asking you help us rally your educators the families in the community on behalf of the division to bring your unique talents and perspectives and backgrounds to the effort and especially to ride the buses down with us on January 27th as we roll the sea of red into the Capitol in Richmond to show a level of solidarity that will truly be the envy and inspiration most importantly of every division in the

087Commonwealth so we have the greatest chance of securing as much funding as possible this year for the divisions continued work and as always please do not hesitate to reach out to me of the Association if there's anything we need to support your board and support the work of the division we look forward to hearing you from this week please reach out to us whenever you want and we look forward to seeing you on January 27 thank you those were the four speakers that had signed up is there anyone else who wishes to address the board if so please come on down and mr. trigger I know you know the routine after you speak if you will sign in two on your left after you speak hello I'm Jeffrey trigger I live in the George Washington

088district kind of wanted to continue on the Unity vibe that Christian just spoke of first of all congratulations dr. kisna on being the keynote speaker on January 27th now I did hear a few of you speak about the three on three now I'm not really sure how you want to work this out but I'm begging you miss kale or dr. ko and dr. Kissinger and everyone involved in central office did a great job of doing the numbers game with the middle school with elementary schools but like she also said 671 new students we have to work together both boards we have to come together and we have to find some sort of common ground because people want to come here and now we can definitely say Stafford County is the example for how we teach

089kids for how we treat kids or how we educate people around the state are looking to us for answers so let's just make sure that we work together and find a common ground so we can continue to do the best for all of our students and all of our staff thank you thank you is there anyone else who wishes to address the board all right hearing none I'm going to close public comment and we will move on to board member comments so tonight unlike other times are there any volunteers to go first for board member comments okay all right short and sweet I just wanted to welcome Susan and lies it to the board it's nice to have you both here it's gonna be an interesting year I think for us seven powerful women I'm

090looking forward to it he's gonna be the voice of reason at time mallanna is going to be whoever sistex to be regarding the cellphones the board will be revisiting our policy hopefully before the next school year begins we had a brief conversation about this a couple days ago and we think it's a little overdue at this point so stay tuned for that other than that happy new year glad to have everybody back a good 20 20 I hope thank you it's so exciting to be here in weird seeing my picture and having the person who took my picture also took my senior portrait so but having been in the county for 46 years that's not gonna be uncommon for me to run into so many people I just wanted to say that I've been able

091to kind of hit the ground running I've been talking to a lot of people and I'm going to be visiting for elementary schools I've already got them set up for the next two weeks to just see them get to meet people some of my districts I'm not in my district but still I just want to make my rounds and I do have a lot of people and a lot of schools that I know from when I taught my mom taught my kids in school and that sort of thing last night though I did have a special treat I was invited by Charles otherwise if you know from the George Washington district we call them Bootsie bullock he's a chief for the Padawan make Indians I also got to meet with Minnie Lightner and John Lightner

092they have pushed themselves into schools with a Native American program mostly hands-on they've been able to reach 10 to 12 thousand kids a year and now they have been given a piece of property along the river and a house that's a hundred years old over 100 years old that they are renovating and turning into a museum and their hope is to bring out elementary educators or even middle high school they currently work along with Germanna Community College and the University of Mary Washington to educate and help dig up some artifacts that are on site they have there they have an amazing plan of what they plan to do out there with long houses and I know we've got the recent business of throwing axes but they're gonna have a really cool business of throwing arrows

093so they have a lot of different hands-on kids activities there as well as an entire indoor museum and it will be handicapped accessible both inside and outside but they would like to have a soft opening this fall and would love to try to coordinate an event for teachers to come out and see it first and then maybe work with them in bringing field trips to their site and I have information I'll pass along to you dr. Kuzma about this organization but other than that I just that's all I have to add and thank you very much for the warm welcome okay so a happy new year and also welcome to our two new board members Susan Randall and Liza Warner on December 12th I attended the completion ceremony for students graduating from Turning Point high

094school program at the Phoenix Center for innovative learning the director miss covett IO and her staff were very welcoming and they did a fantastic job it was wonderful to celebrate this important milestone with the students and their families and I want to thank miss Healy for her advice on my remarks keep it brief and that was a big hit but it was also a little bittersweet for me one of the students who graduated was somebody I've known for about 15 years since he was a cute little three-year-old I didn't know this student was attending turning-point he was at turning-point because during middle school he began experiencing gender identity issues when he got to high school he was horribly bullied the bullying was so bad that a couple of years ago his mother reached out to

095me for advice on how to approach the school administration to get help because she didn't know how to get help through the school administration I gave her advice but I never heard how it was resolved apparently the resolution was attending turning-point I'm glad this student was able to graduate and is now moving on to the next phase of his life but I'm really sad that he did not get the opportunity to engage in the more typical high school experience that most of our students get this student through no fault of his own did not get to attend prom or homecoming dances he did not get to participate in sports music drama or the arts he did not have the opportunity to gauge in student government or other school clubs I hope we can do better

096for students moving forward yesterday and today I attended the Virginia School Board Association's capital conference in Richmond governor nor them presented the education highlights of his budget proposal a three percent raise for soq teachers the year after next so we're talking 21 to 22 not 21 to 20 20 to 21 he's proposing a number of at-risk add-ons more counselors added to the s oqs more funding for early childhood education I wish we had the space to take advantage of that more funding for universal broadband we also got an update on some of the education initiatives at the federal level the US Department of Education will have 300 million in grants for social and emotional intervention programs maybe we could try to get some of that money Virginia senators Warner and Kaine are sponsors of the

097IDE a full funding as you may know when the individuals with Disabilities Education Act was initially signed into law by President George Bush in 1990 federal government was supposed to provide 40% of the funding they only provide 15% if passed this whip bill would increase IDE a funding to 40% we saw a breakdown of teacher shortage areas nationally mathematics teachers are currently the scarcest followed by special education teachers so perhaps we can keep this in mind during budget development and then finally we were given an overview of the three hundred-plus bills being proposed by the legislature that relate to education it was a lot I have given the handouts from the conference to our clerk to share with the entire board happy reading as we move into this legislative session I'm not sure how long

098my voice is gonna work so I better talk fast I also want to welcome dr. Warner and Miss Randall I know you thought you signed up for a part-time job but for the next few months it's it's full-time Plus that's right even when you hit the deck running with an all-day session on Saturday and all day today and it just keeps fun keeps coming so but but welcome I look forward to working with with both of you welcome back to the school it was as truly as the Middle's of school this is the first time you know we've started a brand new semester after the winter break so I think it'll be great I know everyone's looking forward to the end of May and that early early dismissal from from school I just want to

099follow up when dr. chases comment about bullying I'm concerned about anyone being bullied for any reason in our schools and we have all these programs and we're looking at this we're looking at that you know we say we're not discriminating but who's who's really looking at that bullying well first of all well I I school well I think I'm looking at this because I I want to ask the board if there's no objection to get a report on the status of our bullying policy and what's actually being done to implement it because I would would imagine that there are quite a few instances throughout all our grade levels that there is bullying happen in the schools and parents may not know what to do about it or they may think that there's nothing they can

100do and there should be something they can do because we need to protect every student and they may not know dr. chase to call and ask her her advice so I if there's no objection from the board I would ask for that I'm not gonna put a time limit on it because I know there's a lot of things going on but I would like to see it you know sometime in the next you know certainly within the next two months so that is that okay well thank you so so it was rhetorical for tonight but homework for after tonight good evening everyone a Happy New Year welcome back school board members are welcome dr. Warner and Susan welcome to miss Randall sorry so I just also wanted to be at the convention dr. chase was

101that I actually signed up last year and couldn't go and he had another job that I needed to attend so I couldn't attend so thank you so much for sending that information on is a lot of material but I will get through it so that was great for you to attend that I heard you talk about bullying and I I think that you know the fish rots from the head down so I'm hoping that we are actually taking our words serious when we talk about this a report is not going to give us all the solutions but we just need to make sure that we do right by all kids we just signed this code of conduct and one of the two things that I did Chetta jot down was you know that we we

102are going to look at the welfare of make sure that we take care of the welfare of all the kids including the parents in the community and I underlined all so make sure that we do that and I'm going to just close by saying change is hard but not changing this fader so I hope that with this new board that we continue to work on our improvements and not go backwards to what we what we were doing in the past I know we have board member chair and vice chair that we're sitting in this position before so I'm hoping that that there's change and that we could go forward and continue the good work that we've done thank you first of all I would like to thank everybody for the warm welcome have received miss

103Randall and I spent all day at the in Richmond at the orientation conference for new school board members and supervisor intendant's we have right now I think are in the sensory overload because it was all day of classes I do not share this Randall's 46 years of experience in the in the county but I come to this with one passion as I love kids I think education is the great equalizer in life and I think it's critical that we do our jobs as the school board to make sure that all children have the right environment the right curriculum the right teachers so that they can reach their full potential and that we make sure that all children are protected from bullying and from the issues that that inhibit their ability to reach that potential I'm

104spending a lot of my time meeting with the principals and in kind of touring the schools in my district but I also believe that as school board members we work for all the kids in the county so I'm interested in the renovations at ferry farm and I'm interested in what's going on at North Star and I'm interested in what's going on in the schools in my fellow school board members districts so I'm right now on a learning mission and I hope to have more comments next time I'm here thank you again I just echo my fellow board members comments and welcoming to our two new board members neither of you are strangers to education no matter where you have come from and I look forward to the discussions that we will have and then the

105new perspectives that you all will bring because that's what makes a board great is a variety of perspectives working together and I know when we all sign that pledge we all as many times people tell us what it is to be a school board member until you've set up here you don't know it's not always what you think it is a labor of love many times and I am happy to serve with all six of you and with our staff to move us forward one of the things when we attended assemble several of us attended the Virginia School Board Association conference in November believe it or not before Thanksgiving that seems like a year ago the focus of that conference was about engagement or at least a couple of the main speakers it was about

106engagement and it was talking about the various ways that we as board members engaged because it was the Virginia School Board Association and I think that that's something that we as a board hopefully this year will also be working towards engagement with each other engagement with our parents engagement with our students engagement of course with our staff engagement with the esier to get behind it common goals that we have our engagement has to reach to our board of supervisors also to our elected board member our elected members there's a multi tier approach because we all care so much about this county we live here we are part of it and so I hope that one of our words this year I heard a CAS word of unity I hope our other one will be engagement

107one note as dr. chase the state is hoping to be able to give or to help support a raise for 2122 the only way that Stafford County is going to move beyond doing what everybody else is doing is that we offer something this year because when people when everybody is offered a five percent or a three percent and most jurisdictions tried to take advantage of that using the state money in leveraging that which has been done and I appreciate the efforts from last year but when will Stafford County will the parents and will those who live in this county decide we want to be better than what everybody else is doing I know I've said it we want to do better than the Joneses and I hope that this board I've know that we were

108advocate for that that is something we want but I hope through our engagement that that is something we can help bring to fruition in Stafford County and bring us further along in that in that process and I would also like to say to the seniors this year the class of 2020 finally Oh No see the it is now the senior class of 2020 it is your year you're finally here and congratulations and don't stop working this bacon is a mom okay just a couple quick thoughts I don't yes I know it was not seeking an answer what a guidance I would like to give the board you do not have a policy right now that tells children they could bully children you don't have a policy right now that tells piltan that they could use

109a cell phone role your policies are actually pretty strong what I would maybe suggest to think about is you can't legislate through policies that you think just by having the policy change you're going to have change you got to have at just ties to the budget the number one request by all the buildings and all the things was to give our kids more social emotional support and healthy in different area so it's we made delay we may have the conversation later but you're gonna be asked in a few months to act on a budget so I just want to plant that seed I do also want to i am proud and you should be proud you are demonstrating that school boards and an educational association can work hand in hand that were not in competition

110that we have a common goal the common goals to support our staff so we could give our students the best educators and other supports not just teachers bus drivers and and everyone so I do think I'm honored that I was asked to speak at the VA a day and I would like you to feel honored you guys are last may acknowledge that we don't want to put our staff in a position where they would have to make a choice of missing instruction and getting subs that we would use that day to allow our staff to go and I think some of you already addressed it more well every year it's difficult but there is movement you've probably heard the state's actually better financial shape then then you may hear so there are hundreds of millions

111of dollars that are still up for discussion and I think more that we could do it as my association and your association and the Education Association and as individual speech while legislators I think there will be advantages I will say I've been meeting I I do want to acknowledge Chris for a second I don't want to lose that thought other than a lot of you have been meeting with him the gentleman does so much so many tests and responsibilities we have asked him in a reorganization and I've been doing this a long time I don't think I've ever worked with a better person in that role and so I do want to thank him he said well and unfortunately because a budget I have to cut his position but no I cut me be quiet

112but we are going through no we've had again you're going to hear a lot dishonor on the 28th when I formally present the budget we got hundreds and I say hundred I think like 460 new positions request close to sixty million dollars worth of new budget requests which sounds like crazy when you first hear it of course I'm not going to put foot you not gonna bring that to you you'll see everything it was ass you know I do that so you got to see everything but I just want to tell you if we were just the average I don't believe in average you know that already but if we were just the average if we were taking care of that average that number would be exactly aligned for what we would get in funding

113so the requests are just saying and this is what I tell the principals and the directors asked what you really believe you need to support your children in your school and that's what they did and and I and I applaud them for that okay just moving quickly I want to thank you on behalf you may have been getting emails but I don't want to lose sight of this adopting the calendar that loud people coming back after the Christmas winter break to have that Monday as a day till I get ourselves ready for the kids the following day has been remarkably well received so I thank you on behalf of our staff i ryan williams you may not recall him he's our new door i don't know what the title is but he ahead about food

114service so he came from Suffolk County Public Schools has a lot of experience he's doing a very unique thing tomorrow from The Parent Advisory Committee he asked the parents to bring their children because he wants to do a tasting of new food that he's thinking about rolling out so if you're hungry around 6:00 6:30 come to Stanford elementary school that's that's where we're holding the meetings but I think you know new people bring in new ideas and I think that's remarkably exciting we have two programs in which we already spoke about again I want to invite you it's al Dual Language Program at mark EUR and at Conway I had a chance with Roxanna I know she's here but we went to visit the Moncure program it was third and fourth graders but language on

115STEM education it was so exciting so you have a spanish-speaking teacher and you have a english-speaking teachers it's about 30 kids in the program every month they change the theme so there's a lot of great things I want to give a shout out to the children to students from colonial Forge High School who went down to the General Assembly to speak and advocate on behalf of a peer that unfortunately passed away but they took that that that grief to turn it into something that will be real positive and then the last thing I just want to mention I really thank all of you because I know you all do it and I just please keep doing it visiting schools but we've have I want to mention three board of supervisors that I know are visiting

116our schools and I think the more this happens the better our communication as you heard I want to thank miss Allen I want to thank mr. Sidney Sheldon and I know Mac Valley is coming to the Science Fair and it's been in there so the more we could invite them or encourage them to come I think it just makes us a stronger United community thank you all right moving on to our consent consent items is there a motion to approve consent second any discussion hearing none on on on any of the three or if you would like to pull one of them from consent that's fine as well no all right hearing no discussion we can vote on consent items 1101 1102 and 1103 all right all those in favor please say aye any opposed

117motion carries unanimously beginning with 12 point a 1 to approve the proposed calendar changes for the 2021 school year calendar I believe this would be dr. Nichols if anyone has any questions to make a motion first ocean to prove their second second alright any I do have a come sir was this the change for the election day closing schools on Election Day yes that's that was the only change me that was the last month we approved that you moved that to action for this year's March third okay what have we changed in this one okay in this one it's very similar to what we did a year ago last spring we're base last year through legislation the schools may now start before Labor Day that's right and so part of that bill from the Thomas

118bill if you remember it made for this planning district that was able to start more than 14 days before school because we would have met the requirement last summer but since they changed it his his back basic legislation was that we would be allowed to continue that with him that special clause so the results of that also says that we must take off the day before Labor Day weekend the Friday so that initiated changes and we made changes very similar to what we did last spring when we made changes to the current school year we eliminated some of the early outs that we had previously and looked at some of the dates align them more with grading thank you there any other questions thank you all right all those in favor of approving the proposed

119Kalen proposed calendar changes for 2221 school year calendar please say aye any opposed motion carries unanimously next item is the approval of the proposed revisions to policy 4400 for overtime and compensatory time I believe this is mr. Burnett this and mr. foamer is there a motion at least even two for discussion motion to approve there a second okay motion first and second are there any questions concerning this policy I have two sorry the I believe a mr. former you and I may have had this as a like an offcut budget impact is there any major cost change is in okay we have just made zero cost and then this is probably directed more at mr. fuller I remember one time on the fab committee this may have been there was a thought about timecard and

120scanning I don't know whatever happened to that am I remembering that that was discussed I just don't remember where did it go you are and currently part of like in the implementation phase of that yeah okay thank you those are my only questions any other questions all right all those in favor please say aye any opposed hearing none motion carries unanimously and the policy revisions are approved twelve point oh three waiver to the extent required of attorney-client privilege says er I want to make a motion to move this and then we can have discussion one for action motion is there a second second motion for discussion is motion maker Adam chair I would post I would move to postpone the question until such time as the new board members have the opportunity to do their

121due diligence on this question a second so is that a substitute motion substitute motion to differ I'm sorry did you say defer I'm sorry postponed postponed to a time to be determined just allow new board members the opportunity to do okay that will be the substitute motion so that will be the first motion voted on that should be the motion that's on the table so any further discussion well I have a question this is on the substitute motion correct and this is so to my knowledge this information was previously distributed already it wasn't it was considered that's been considered okay it was considered but not by new members new members were not I just I just pulled a member and she said she'd received it I was read it received it from whom I'm sure

122at our meeting on Saturday on other issues I handed everyone a package which had all of the documents on the five members who are already will be turning to the board are very much aware of those documents because they were under discussion several months ago I did try to reach out to you dr. Warner to you know talk to you about this item to see if you had any questions but you told me you were having problems with the phone and fresh comments oh so I did try and I reached out to miss Randall as well to see if there were any questions so you would know even though I've been a member that packet I know the questions that I've asked and I know the answers but that packet that you gave me I

123didn't open it I I don't think that you even mentioned to me what was in that packet I think everybody had a packet we received two pack as a matter of fact I received a packet and I did as Miss Hall and about one of the packets and one of the packets was from a constituent about to sell information so I myself also need to look at that as a matter of fact I'll be transparent that I still AM to open the first packet I have another questions that I really would like to have answered before I want to move forward with this I just think that that it's I'm not sure what the legalities are I'm not sure what the possible ramifications are have the lawyers been asked if they're willing to if they're

124comfortable with this waiver of privilege all of them in the other thing is if we waive privilege in the event of a lawsuit that could compel those attorneys to testify against us I also think that we're setting a precedent for future legal opinions that may jeopardize the ability for an attorney to give us free and fair unbiased information so these are these are questions that I really need to kind of resolve before I feel comfortable voting on this I just wanted to add also what we're going into a budget season right now and is this something that we want to open because this is not what it's about right now it is not about this waiver it is about how we voted to protect employees and students alike what is the message that we're sending

125that we do not care about this show it is not about the way but you could tell me that it's about the waiver but this is just the beginning of this I don't think that this is what we want to do like dr. Warner mentioned I had the same thought are you telling me that two new board members that were citizens that go in now in in this particular document and read what the questions and answers were on a board that was closed to send this information to an attorney then in the case guess what I would want to see Allatoona privilege that was done on actually the issue at hand with this discrimination suit at hardwood I believe that's where the student so my whole thing is we're opening up a can of worms

126do we want to go down this path I don't think so okay any further discussions all right so the vote will be on postponing to a time to be determined to allow additional opportunity for new members and other members to digest the materials that have been provided is that a somewhat good summary all right so all those in favor of postponing please say aye aye all those in do not postpone would say nay nay nay nay miss all we polled the board dr. chase I know miss Healy no miss holler back no miss Randall no miss dr. Warner yes and miss Yeung yes your motion fails four to three all right then after the substitute goes back to the main motion that was made miss hailey do you want to speak to the what additional

127motion just just briefly madam chair me before I start talking again I would like to respond to dr. Warner's questions the ax privilege belongs to the client not the attorney so we don't have to ask permission this is advice that was given to the school district at the request of either the board or its representative I I just I can't imagine testifying against us on advice that was given this has nothing to do with our actions I just I don't know and I'm looking at this from my my day job you know with my my attorney had on so that that's my my reaction and and and I apologize that we weren't able to speak because I did I did try to reach out right to have that communication I'm not I don't know about

128the rest of you but in the fall when I was knocking on doors and talking to people in the Rock Hill District this was a very important constituents that I talked to they had questions about what was done why it was done and they they wanted more information this is why I respect that the prior board did not want to release this but I also recognize that that this is a new year we have a new board and I don't see I don't see that there should be any issue at bringing it before the board for consideration and that's what I'm doing here it's an it's an issue that it's important to me and that's why I brought it back and dr. Chasen or agenda meeting you you are you asked for more information we

129got it you mean you initially wanted to postpone this until after the budget season you wanted to you know ask whether we could even bring it forward you know we inquired we got that answer so I think this is a an issue that is you know before the board on it on a valid reason and for me it's a matter of the public has a right to see this this is not an action plan it's not every spawn still education it's it's advice that was given to the board that we either we requested specifically this board started asking for advice back in what December micellar back I think you were miss Eagan then but you know we you know we asked we said we had questions and we wanted to get the answers the public

130has questions the public has not gotten the answers that we have and there is no litigation pending I see no reason that we should not share this with the public I think they have a right to know so that's why I'm brought it back to the board and you know mrs. hazard supported me on the other times and she supported here any two members can bring something to the board that's our bylaws if we don't like those bylaws and we need to change them but you know it's here and you know I feel very strongly that the public has a right to see this if they have an interest in it if they don't have an interest in it they don't have to read it but they're people that I'm aware of they do have

131that interest and I want to make this available on the issue of transparency and I agree with everything mrs. Healy said I had constituents call me to have conversations about that why can't you just share it with me you don't have to give it to everybody else I just want to see what's in it can't do that i abided by the rules and and everything else so my initial thing is had this been released initially we wouldn't even be addressing this again it would be behind us we'd be done we'd be moving on so it doesn't change anything except it solidifies our commitment to transparency transparency and if there are names in it somebody mentioned earlier or IDs a school or yes let's redact it but it's just the content and what everybody was arguing

132about is the most important part so again it's it's my it's behind us so I I'm a fan of transparency I truly am I just worry that we're setting a precedent here with the release of these privileged information from an attorney that could come back to cause a problem later and I don't know that we've considered all those potential ramifications we couldn't reach had and release before just so you know just so so so I'm just I'm worried about setting a precedent that that we may have to honor again later and we may not be more comfortable with it or you know that we it may be something we don't want to do those are those are my concerns and those are the things I you know I I just I can't answer based on

133my knowledge and experience so that's all I'm saying okay so one of the the other comments that or question actually was like I understand your day job real estate agent lawyer but and I think you mentioned equality but my question is now in this in this time have we looked at it and and talked to a lawyer I don't know this is the one that you worked on this it should be somebody else we only this is only between the lawyer and us but my whole thing is the two members that were here before that voted for it you're saying are you seeking to see if they approve that that information is out the week that we ask all of these questions I mean I know what you want but did we do our due

134diligence to make sure that because it's different now it is not what it was before two members are not no longer here that voted for it and so my question is is this is this something that we actually could do because like I said before then I would like to see privileged information on say for example what actually happened in this non-discrimination suit because what we're doing right now is just a waiver but what's next I just want to take a second to remind us all of item 10 of the school board code of conduct I will respect the confidentiality of privileged information and will make no individual decisions or commitments that might compromise the board or administration I have to say I'm a little concerned that miss Healy and Miss hazard may have violated

135this item the board did not vote to have the clerk make copies of this privileged information to be handed to the board members rather they acted as two individuals of the board if we are going to consider releasing this legal opinion should the board review legal opinions and counsel obtained four years ago miss Healy has told me on multiple occasions that legal counsel was sought at that time but for some reason she has not copied and handed to me anything from that time I did not realize I could ask for it I gather maybe I can now so if Miss Healy is truly concerned about transparency then I'm sure she will want to be completely transparent with respect to all legal opinions or counsel received on the issue of treatment of transgender students do we

136really want to put legal opinions on our website I don't want to be the school division that no competent attorney would work for because we might publish their legal opinions without talking to them about it finally I appreciate members of the public wanting to read legal opinions I welcome their running for school board and then they can be up here and get those legal opinions one the second round I would like to respond just on my personal side all right let's go then the second round all right I need you further come in a second round miss Healy do you want to start with them just to clarify for the record my day job is not a real estate agent I'm sorry I'm not sure where that came from but real estate lawyer sorry agent

137with respect to the prior opinions I don't have them but anyone on this board can request information we are board members but are our new board members couldn't have it before January 1st because even though they were sworn in they weren't board members now they're board members the reason I requested the packages was so that there would not be confusion about what the documents were in here everyone that was returning to this board should have seen every one of those documents there should be no surprises there some of us all before others of us but eventually we all got to see them with respect to the you know the the question about waiver of privilege this board has in the past waive privilege it wasn't respect to a lawyer but with respect to a forensic

138audit that was privileged information that was provided to this board it involved a matter of great public interest and that had to do with our financial situation what was happening with our budget with their money what was going on and the board commissioned a forensic audit to use miss Egan's words the good the bad and the ugly and it came back and it was more bad and ugly than it was good but we as a board chose to weigh privilege and share that with the public because as my recollection and we can go back and look at the record but my recollection was certainly speaking me I felt the public had a right to see it it was information that was of great interest of the public of great concern and caused a lot of

139questions about the school division how we were operating and we waived privilege to allow that to be disseminated to the public if we were to waive privilege here just as we did in that case it is not a precedent it is not binding it's certainly an action that was taken but I would say at any time we take an action of this importance because this is this is very important it's very different from anything we would normally do that we consider it the fact and I can't imagine that we would be obligated to do anything and that's exactly why there's a vote now you know people are still interested yes we have a policy it's an it's in place not sure about the implementation plan I mean we had some input but I haven't seen

140a plan for it but there is an interest on the part of the public to see this and and I see no problem with it I think we have and my and my feeling is that I have a duty to the people that I represent to provide them information if I thought it would be cause harm to the school system I wouldn't even present this and and I think that those of you who have worked with me for years know that I'm not going to do anything at all that would cause harm to the school system I think this is this is a public and I think I think we owe it to them speaking for myself so I have no problem at all doing this I don't I think it's the right thing to

141do anyone else on second second round No so again I know that the the substitute motion that I put forward was with respect to due diligence of new board members so if if it were me I would be reluctant to make this vote without having spoken to people who voted both ways on this decision that you would want to hear why somebody voted the way they did and board my board members haven't done that yet you know they should reach out to who they replaced mister McCosker or mr. Kator or they could reach out to me miss hazard miss young miss Healy miss holler back but they should be reaching out to people who voted both ways to find out why they voted the way they did and that was what I meant by due

142diligence but again that that vote did not pass we can still vote this down and bring it back because this is the third time we've had it on the agenda but that's that's all I have to say so I appreciate the things that I'm hearing because obviously I'm a learning board member and I did get received the packet and I did read the packet and I did this I was here for the conversations and the public and I was here for the decision and I heard from all the board members in their comments and their concerns and their opinions and I also need to remember that when I was knocking on doors that there were people that told me what they wanted and hoped for for me as I and I listened intently and I

143asked a lot of questions myself so I feel like in due diligence I've done my part have I sat down and had the one-on-ones I did with almost all the board members even before the vote I'm with all of them except for miss young you know to learn and listen i sat down with every single supervisor to learn and to listen and both on this policy as well as budget as well as other things so and and I feel like I have done my due diligence am I going to be perfect and right and maybe miss something I don't know so but I do feel like I have done my part anyone else all right my only comments will be I have spoken about this in the past one thing that I will say is

144it is not just members of the public who have asked for this it is also our staff and those and our families who are to be engaged in our system the release of this information in my opinion shows the complexity of the many things that go on in a school system and the many things that are going on and the resources that we may need I'm hoping it will provide insight for those who have differing opinions on this that it is something that is not going away and I think that is something that is clear but I don't believe that this is all about one issue I believe that it is a non-discrimination policy many of you and I do thank you for your support for some of the expansions that were made when we

145were bringing this policy forward it is my desire that those who want to understand better will and that they will support going forward the resources that we need to support our children in general and our staff with regard to anti-discrimination throughout our system with that okay one of the other concerns I had is that without naming the lawyer's name that the feeling that we we picked one lawyer usually when you want a particular outcome you could get that outcome you know when you do quantitative and qualitative analysis you could decide what the outcome is that you want and you could ask questions to get that particular answer so what we're doing right here is sending questions and answers based on the way we felt based on the way you wanted to vote to the public

146and I understand that you're working with your constituents you've got emails you've got calls knocking on doors I haven't had to knock on the doors this year yet but I've gotten a lot of emails I must live in a different district than you all because nobody asked me I don't know why did I vote the way I vote they actually thanked me for voting the way I did yes I did have some constituents that I sat down with and talked to them on why I voted the way and even though we had two different mindsets they appreciated me coming and meeting with them because they are my constituents so I respect how they felt and I wanted to make sure that they understood how I felt this is a 50/50 you're never going to get

147it all right it also depends on where you live you know you may live in the majority of an area that thinks a certain way or you know go to church a certain way and and think in certain ways that the general public doesn't so it's just gonna be a 50/50 so I just want you all to think hard about where you're going with this and like I said when budget season is this what you want on the agenda every week yeah put it out you want to put it out what comes next just know this is your first day price chair what you setup right now it's gonna be voting on certain things that you all believe in and what others believes in just think about the children think about the public think about

148our community as a whole not district not area just our body of children thank you I I would just a quick comment I would like to say that I was here for many of the hearings and I listened to many of the students and it was students that really impacted me listening to their stories and why this was important to them and in canvassing and in talking to my constituents I have constituents that feel both ways but in looking at the evidence and my own history they asked me how would you vote it and I would have voted for it and most of the people I spoke to once they could talk to me they they appreciated that and many of the people I talked to who supported it in the first place were relieved

149that it had passed and they're afraid that they're going to go back and that's that's the other thing that I worry about just it's been mentioned because to me I don't want kids to stand here with tears in their eyes and talked and tell me how they feel unwelcome in the schools that they attend that they feel threatened that they feel afraid because they cannot learn when they feel afraid so I think there are some some legal questions and and also who you know I would like to know that Jamie is okay with releasing this I would like to know that that mizerock ask her and mr. Kator both okay but I understand what miss Hilly's saying I understand how can how people want to under want to know how the cake was baked they

150want to know how you reach this conclusion I get that so that's all I'm gonna say I appreciate the opportunity to finish my thoughts all right anyone else yes no okay all right so on the motion the main motion regarding the waiver to the extent of attorney-client privilege all those in favor please say aye aye all those opposed no miss hazard yes miss Healy yes yes no no I'm sure motion passes four to three with regard to the release and talk with the board I know in the past how it was done a communication will be going out or miss Healy I forget if you had already handled that Miss Hall has the patented package which you haven't opened yet but it's the one she put together for me Mark's spare copy and dr. Kissinger

151can we give that to you or miss Johnson so that could be published on the website I think that's the best way or anything so I need some I didn't open that so I'm assuming that it's all correct yes yes I need just a little clarifications and direction so what did you dispo Don for us to post it on the website is that when we say to release it what does that I don't know if we help I assume that we most things that we pass we put on the website so if it's available we can have everybody can write in and ask for it or we can publish it my suggestion is we probably can be made to the clerk to make those materials available it's that emotion is somebody making a motion so

152do people have to for you them or what let's let's be clear on this other people because I know a lot of people are going to be looking for these documents and you may need that extra staff if people have to have sister written request to the clerk III I think you should this add it to blood Docs to beat you so you are at a public meeting you took a public vote if people want to see it I think I'm just going to say couple things if I speak out of turn then I apologize just two quick things one I think we built up these opinions that you're gonna have a big wall really this was the whole big deal I think your words you you miss hollaback I think summed it up well

153it's complex I think a lot of people gonna read it and say am I missing one of the opinions because this is not something that like you know the board struggles because you got different opinions that's what opinions are and I do need to say this because I would be remiss if I didn't say it we 45 minutes ago we talked about bullying everybody was caring about bowling so now we're gonna open up another conversation wound of children and parents that spent months crying in front of us about being bullied so I we're only asked us to be sincere in our comments that all children count okay you took your action I have no problem with those things being released I see nothing in that okay I see nothing it may be miss hollaback is

154right if we did it three I think your only real challenge was did you want to release something that you had a right not to release I mean I think that's where there is nothing in those opinions they're gonna say oh my they are idiots or they're the smartest people in the world they're gonna say you just got different opinions but I just don't want us to lose sight because I know you already got emails that there are people watch tonight we adopted this policy in September it is middle of January we gave comfort to families we get comfort to students I was at one the high school today Cloney on foot I don't mind mentioning the high school where kids came and thanked me and thank you to be truthful all right so I

155hope it ends right here you got your opinions let's move on and focus on children the budget we did not reduce sorry and thank you for giving me that two minutes I would ask for clarification for people that are either watching now or will be calling in to on communications tomorrow what are we going to tell them as to how they can access these I think we want to be clear for miss Johnson's sake particularly that you know that this is clear you think through it the minutes don't go on until they're approved so technically it's there yeah you know I just I think we've spent enough time talking about this now we need to to talk about this implementation because I don't want to have confusion until we come back here again I just

156want to ask this is an example you thought about getting this pass now we're thinking we're up here talking about oh how are we gonna release it have you all thought about that part madam chair I think what the suggestion that the superintendent had is a good one it's a nope it's a public meeting it's an open meeting you know board Doc's isn't exactly like our website but it's accessible it would just be uploaded just like materials like when mr. Curran okay I just want to wait until we approve for example documents that are brought tonight that were not part of the agenda I'm we hope will be added to the agenda tomorrow I know one of the financial reports it was very good we have that so I believe that is the same way

157we'd do that however of course as always if members of the public have concerns are trying to get information I know they do also contact the clerk and she can direct them to the board Docs is that all right moving on to information items is thirteen point oh one approval to designate the southwest quadrant of the county as the general location for high school number six land acquisition search I see the team coming forward I'm not gonna go to this whole presentation you have all see this presentation and we briefed the two new board members as well but I'm just for sake of following along I'm gonna bring it to the slide just where we show where our current sites school sites are and just a little brief background is so in the CIP is

158high school number six and currently in the county's proposed CIP in the county let me reiterate or clarify that they they have a staff proposed CIP the county has not proposed on a CIP but currently the high school would open in September of 25 which is a couple of years after the school board approved recommended date so when we presented this in the a couple months ago we were suggesting that the southwest portion quadrant of the county be identified as the preliminary area that we focus on as we begin our search for land for high school number six the reason we want to reduce the scope is we are seeking help from a consultant and whether it was in-house or a consultant to be honest is our County is pretty large we need to get

159that scope down to a more refined area that we can work with and so we did preliminary analysis prior to Lionel coming and then actually gave Lionel I didn't point him in a direction I said hey do your own analysis look at the data here's where our schools are and ultimately like we presented before we identified the southwest quadrant of the county you can see based on where our current five high schools are that there is a significant void in that southwest quadrant we have kids traveling some pretty long distances on backroads to either Mountain View High School or Colonial for high school and we kind of have that patch of yellow there which is the calling a forge district which is a segregated it's like an island from the actual colonial forge zone so

160where came to you tonight brought it to you we have our meeting on the 21st with the Board of Supervisors and looking to get some direction so we can start moving forward on that when we presented to the Board of Supervisors they had a unofficial consensus that that southwest quadrant they were all in agreement on after we get some consensus from this board we will look to contract that consultant and start that land search with the high school committee that we have with the county staff so unfortunately I had all these questions you're just lucky today because I left that right on the towner but one of the ones that I do recall and this is a question I already asked I know when I read the material it sounded like we were like okay

161we're moving less kids with certain plans and I want to make sure that we are looking at everything all the different elements and not just oh because we're moving 1,900 that's why this plan shouldn't work I heard when you mentioned the certain areas where you know the high school could be better suited but one of the things we need to ask the individuals that are living in this area and and and and god bless them for moving out there and having three acres it's beautiful and these kids now have to drive in to get these high schools but I know they knew that there was no high school at that point right I'm thinking they wouldn't have known they know that they have to either get bussed or so now we are taken you know

162thinking about oh let's put a high school there because this is where the homes are I am thinking that we need to look at the areas that are populated right now not only look at homes because kids grow up that the homes are empty but there are affordable homes where this is where the kids are going to be in these apartments and these rentals and you just don't know from one year to another how many people are going to be in there so are we taking all of that I know you're looking at me like okay well it's just going to stop are we taking all of that into consideration like I think was it Holly earlier today mentioned that we need to look at all the different elements are we looking at that the

163wholesome yes is the short answer there so on one of these slides where we show the so this is this is that southwest quadrant and these are very preliminary boundaries that would exist on this so we looked at creating an area it's not going to be where only those kids we're gonna have to shift kids between high schools right so as we shift kids out of cloning of Ford's into the new school out of Mountain View into the new school we're gonna have kids shifting from north stafford in the mountain view North's afternoon to Colonial Ford's book point into those two schools into Stafford high school so it's going to be a realignment it's not going to just be pulling five hundred kids from Colonial Ford's a thousand from Mountain View and BAM we're done

164we're gonna have to do a little bit of shifting there and go ahead I see can you show me give me the scenario because one I'm looking at is the one in the north northeast I think scenario two so this is the new high school being a southwest quadrant so the purple would be the new boundary for the new high school and then the chequered spots or what were prior 2004 dairies that would move into into colonial forward so that sorry it's it's green here but the chequered used to be it goes to new snore Stafford in this scenario and so this was green prior to Y and here this currently goes to Konya Ford I know just what I'm asking for scenario two I know that this is what you like right I like

165scenario two and that's why I want to look at scenario two when you get to it you know we're looking at scenario one right now but yeah this okay so I saw where you know it's like a highlight we're moving 2,900 high school students district-wide so that that should be like the Oh this isn't the one of the reasons why we shouldn't you know what I mean so that's why I'm saying what other elements that we take into consideration because there is an island is it I think she mr. Kator is not here but one of the comments was there is an island back there that they're traveling no but I don't know respect is appealing where where one of yoga's your constituents is there an island back where quiet everywhere that the individuals have

166to drive about an hour or so to get to their high school point okay so yeah so what are the other elements you just have 2,900 students will be moving what what what else is there are can do what tell me why now convince me why this is not one of those that so at this stage in the process we're only talking scenarios and so there are no winners or losers okay well the purpose was to just show depending on where we locate the high school in the county what could possible boundaries look like and this was done purely for general planning purposes just to give people sort of a taste of what it could look like these boundaries are by no means anywhere close to being official we have a boundary process here in

167the county that we follow okay this was just sort of to get get your thinking on what it could look like in and have some ideas so looks like we got some opinions from you about you like scenario two so that's I've got a question - yeah so this put this puts the scenario with the school up in the upper right-hand quadrant yes and this so that we're not just picking one area we just wanted to give a diversity of locations so are we looking at the the checkered areas would also relocate up there no no so what I can explain a little bit here so the check-in locations are purely just to show which areas are planned to be reassigned so for example in this scenario high school 4 is the blue shaded area

168that would be the low I'm sorry that would be a location of high school number 6 is the blue shaded area in the northeastern portion of the county we say purple purple upper right-hand corner of the map there and then so because we are moving students from Burke point because those planning units are currently at Burke point then we need to make other shifts because and so that's why we have some of stafford in the lavender and the lower right hand section of the map going to Brooke point so the purpose that getting up the map is to show who's moving and where and the bigger picture we want to talk about how many planning units are being assigned roughly and approximately how many students would be moving and to be clear when we prepared

169this map we the best information we had at the time was a September thirtieth official count right and so now we have better information we have our ten-year projections in from the consultant and when we do future maps it will reflect those numbers but at that time when we prepared this this was the best information available right so I'm gonna go back to before you got here okay four years ago we have were having the same conversation and this board was presented with not that not that scenario but others that were similar to the one that scenario one okay and the information at the county gave us and the information that our staff had was that most of the development was happening in the south western section of the county and you're telling us now

170that that's still the case is that right we're saying we think the school should be located in the southwestern portion of the county development is happening everywhere every yeah I got that but yes the the the most area that has the most space available and the most by right development land yes is in the southwest well that is one area yes and it just so happens to be that in terms of when we draw our boundaries and we create new schools for ways to have what we call operational efficiency so we're looking at things like transportation we're looking right time for kids to get to school sure well and that's ability and other factors and so all of that plays a part in rain so that's what prompted my question to begin with what my

171concern is is how many in this scenario kids buses parents are going to be bursting with morning traffic ninety-five Route one everybody knows how it gets when when we have an accident or you know anything happens bad weather you can't get north I travel up north every day and I will tell you if it wasn't for the HOV lanes I wouldn't be working up north so I'm just concerned with this scenario that we're gonna have people going along with our commuters along with the you know snowbirds and everybody else and that's gonna create more traffic woes so that's my concern so um I will just in in you're saying that miss holler back reminded me of how many people who did not want to have to go south from north of Brooke point you know

172I mean I just remember an awful lot of people did not want to go to Grafton Village Elementary if they lived off of Brook roads so I don't know that they would want to come down I guess yeah so they people might be okay with going north to Brook rather than having to come down to Stafford but the question I have is just you said that that you have newer numbers and things like that I and and I just wonder to what extent are those numbers also taking into consideration how many high school students there will be in in a particular area in five years because the the you might have a lot of high school students living in an area right now but in five years they will have graduated and there will be

173no children in those homes at all so just just wanting to know how how much that modelling is part of this right so I work very closely with the consultant to look at how he did the projection and so I what I want to let you know is that one of the things he definitely looked at was development all over the county we definitely factored in student yields from new development into these into the 10-year projection so the next set of information will have will include it definitely includes new students and those students that sort of graduate out of the system of course that they're gone but the projections will look at what we call I'll just say trends it'll look at trends to predict the future high school so should I mean do you

174anticipate that that would change your recommendation from scenario one to scenario two are we comfortable with basically what you've got so far well at this point just looking at the pure number of students the scenario one and it's not in any particular order it just so happens to be that southwest quadrant moves the least amount of students that's one scenario and that's and so again the purpose was to create different scenarios to get different ideas from people and to get your feedback on it it sounds like some people if you're looking at how many students are moving you may like one scenario over another if you're looking at traffic you may choose one scenario over another so it all depends on what the mindset is of the person sort of looking at the scenario and

175and I will say one more thing and then I'll be quiet but we need more elements this reminds me of our district 8 where miss hazard remember when we came out and said you know what we need to look at more than just how many students were moving and traffic come up with a little bit more and saying let's traffic considered in here well in terms of the location one of the things we're looking at so if I could flip back to the Southwest scenario one of the things we look at is well I looked at it as colonial Forge again this was sort of Chris asked me independently just what do you think and my professional opinion was well we have an island in colonial Forge there happens to be about 800 students in

176that Island polygon there that's a lot of students and so in terms of just me I looked one of the factors I looked at was transportation efficiency and so the ability to have a boundary and it be compact contiguous and we could potentially look lessen our transportation costs and at the same time that ties into safety and walkability and other factors so to me that was something that was important the other thing I can say about this is it doesn't move a lot of other students so some people it just depends a lot of families don't like to move I mean they're sort of set in their ways they have they're very well aware of that okay where that too in that that's sort of played a part in the decision-making at the time no

177it's not as hard with high schoolers because simply they go from middle school to high school they know that but I've been through every redistricting I bet you high school has been the most dramatic real family we minute it's not just that it's counselors it's getting ready for college it's the relationships its buying the school spirit where the rings that your believe me and that that has been the most painful for me to have to deal with yeah so it was a follow-up on that question that dr. chase I think you mention it so I so traffic how many students are we moving you already considered the growth you're saying oh yes that will that's it will be considered in when these when these scenarios are updated with the ten-year projections it will factor in

178growth yes and again we're growing all over the county so we're not just growing in just only one place so I don't anticipate and again these boundaries they're not rock-solid they're flexible we're gonna move planning units in either scenario because ultimately I develop scenarios but ultimately the public and the school board decides mm-hmm and largely the school board decides what the boundary is going to be so my job is sorta to put out there different options and that's sort of what I'm trying to do is give you a flavor of what some options could look like in the future based on the fluidity that you're talking about you did say that it didn't change since September you have not updated these models since September I have well the projections are updated okay at this point

179I haven't been asked to update this although it will be updated I have a report that I'm putting together it's called a student accommodation plan okay and in that it will have more information and so that's coming soon thank you very much we're gonna have another meeting before meeting with the supervisors know the meeting is next Tuesday so two things am I going to be my question okay is there an appetite for the board to concur with staffs recommendation if there is not what's yes or no thank you I just wanted to say though that while we're looking at a location for a school we don't have to think about I mean we can do things in different in different ways but put it looking when you look at his map of where the schools

180are and you can see where there's a hole where kids are again traveling of greatest distance even if you put a school in the southwest quadrant and we're saying right now 77 planning zones of course when you update your protections those numbers could change of course we could end up moving and deciding or having someone else decide how many high school students are moving and you know if all of a sudden there's a huge growth in the Brooke Point area then we transfer we move kids to the forge we move them we can shift and shift it that we can fill the southwest quadrant high school so I mean there's I would have concur with Irene that putting one in the north and then saying travel north on Route one to your new high school

181would just be horrific but getting some of these kids off of these back roads I mean I my daughter I live in I live on the King George Line and my daughter went to Mountain View and it was IB and it was 35 minutes each wage day and every time we came to the major stop sign we were letting a forged kid cross in front of us to go to forge while we cross to go to Mountain View so just getting all of that kind of crisscross patterns of the kids driving I think is a huge driver for me for this scenario thank you I just have a question and it has to do with scenario number one the eighteen hundred plus students that would be moving under the scenario decide include to eight hundred

182and Stafford Lakes in that island that's there right now okay so so in effect they would be moving significantly closer to their school and just his background I don't know if it was ten twelve however many of a long time ago when those students got district it up to forge it was only supposed to be temporary this was the the intent was that when Stafford high school was rebuilt it was going to be built with a greater capacity and at that point they would move back to Stafford so there was a lot of crying and you know just general consternation about that group of students haven't travel up to interstate to get to Forge but there wasn't anywhere else to put them and at that time I believe it was under 500 students so I

183was curious you know with and the numbers are somewhere back in the record a decade plus ago that those numbers have increased from under 500 to possibly you know about 800 now that's like but to me that would be a big plus to let those students go to school closer and not have to do that commute I just want to add one thing which is the day that this high school opens even with the increased capacity we're already over 90 percent so we'll be building the next one the next step is get an outside consultant to evaluate parcels of land in a 1 dia graphic location instead of chasing all around the county you still will have the opportunity to say no after more thought what data this is not exactly what we want or

184you may complete this is exactly what we want and I also think because we're saying Southwest on 17 depending where they put it on 17 that's going to if it ends up on 17 that could also impact the 50 so I really believe next Tuesday from my conversation with the County Administrator yesterday there's a whole tonight so they so they could be a gree bit next week though let's move on to the next step which would be to get the consultant so I I mean I you know my only concern is the availability of property in one area versus another I mean is there a reason we don't I mean I I don't know what these things cost or how difficult it would be to have somebody looking both in the Northeast and the and

185I'm not gonna call that the Southwest I'm gonna call that the west cuz it's it's the Midwest is there a reason that we couldn't do both or is it just too much to ask to look at both I've just I'm not a fan of like limiting our options at this point but we certainly cam yeah that's a good question so we've done worth working with the county and their access to available parcels and and stuff you know we've done preliminary looks at where is land available there's late we believe there's options out there so we're trying to restrict it to keep the cost down and with the feasibility of where do we think it works the best we believe it is in that southwest quadrant from a from a staff perspective just so that we

186don't have another cliff farm debacle we are making sure that whatever the instructions to whoever's looking that that the parcel doesn't need us to do a whole lot of prep right yeah absolutely we're not going to have enough time to start this process over yeah anything for South East I see northeast I see Southwest but not there is a that was scenario three okay and and so I'm gonna jump back to this but it uh so one I'm gonna show the urban service area so the land is gonna have to fall within this so with UC Stafford I'm gonna get this wrong but it you know somewhere in somewhere in here what you end up with if you try to put a high school that close to Stafford is you once your high school and

187now I'm I'm gonna speak for Lionel here because I've probably heard him say it enough you want it centrally located within your district in that boundary zone if at all possible so you know part of the boundary issues we have now and they're actually it has worked really well with the exception of this island down here is we do have three schools so so the blue line here is a I believe it's two and a half mile radius to the outside and then the rate is a one mile so it just shows you the differences between them so if you put one in the in the in the bottom here you still have the the difficulty of trying to have where are you going to draw the boundary line over here so when you three

188so look how small this boundary is for staffer or sorry that's not the boundary but if you look at where the boundary line is for in high school six and then Stafford high school you're putting your only option is to put Stafford high school right on the boundary and then now you're all of your all the students are traveling a large distance to get to Stafford high school and then you have the same with Mountain View look I know I'm in the minority right now in terms of that and all I'm saying is I like options you know what I mean and I don't like to be pigeonholed in just having one decision and thirdly you get what you paid for so I just have a quick question do we have growth projections for the

189different regions in the county so that we can look at numbers of anticipated students based on geographic location like are we getting greater growth in the Northeast are we getting greater growth in the southwest where our family is moving tour is it pretty evenly distributed and and what about housing densities is the housing density higher pretty maybe in the north or is it you know is it pretty evenly distributed so are we gonna be able to see that kind of data when we're making this you know when we ultimately make the decision on this school yes so I believe your first question was are we gonna have rejections on this grow production growth growth projections so when you say that you mean student growth yes yes so that would be included in our ten-year projections

190and we have that at the planning unit level so we have it at a very front of a barn scale and the second part of your question was with regard to development or density density and sort of this maps what it gives you a cheat sheet if you look at sort of this map shows you where our schools are located now so it's sort of that's what your density is so you know schools follow students where the need is and so what you're seeing there and what kind of Chris was talking to was a clustering we have really good coverage I would argue in the north by looking at those buffers and you see how those enters in overlapping circles mm-hmm so that's showing you you know pretty good coverage and where we're sort of

191lacking is where we don't have and that's one of the issues that we think we can improve on okay having listened to all of that there is a request as part of this agenda item that asks that this be moved to action in preparation for our meeting on next Tuesday is that a fair summary okay so is there an appetite of the board to [Music] approve or recommend the staff recommendation regarding the southwest portion of the county or is or is there an appetite to say that the board doesn't disagree with it in an effort to keep the ball rolling I've spoken with my supervisor and she's very anxious to get the get this started so I let's just bring them something I don't want to go there and say oh we couldn't figure it

192out let's let's bring them something all right then would there be a motion to move motion to move agenda item 13 point a1 to action second all those in favor - just for the limited purpose of moving it from information to action all those all in favor say aye any opposed okay is there a follow-on motion motion to approve action item 13 point oh one and that is to designate the southwest quadrant of the county as a general location is that correct okay is there a second a second okay it's been moved in second any further discussion or have we I would just like to I will not add this on to the motion but I just want this to be something that we think of as a board one of the concerns about any

193schools going forward and please know this does not just apply to the high school six is we cannot continue in a linear path of okay this week we're going to maybe go look for the land oh and then one year later we're going to maybe put a contract on land if we are not having a parallel process of what is going to be the design of that building we are going to get land in five years and then say we need five more years to build it I just would like to say that to my fellow board members we can't have this be just this linear process we do one thing per year or six months if we don't have some parallel tracks and dr. Kuzma if you disagree with me I understate if we

194aren't also preparing the building to be put on that land over the next couple years we will get there with a piece of land and have a new building madam chair can I make a comment in regards to that one of the things that I would like to see happen is you know while we're choosing land and doing that seeking process I would like to see us go ahead and start talking about the kinds of programs or the expectations that we have for that next high school you know maybe there's a CTE that we don't currently offer that has you know come up as something that we need to put in there but I would like to see it begin sooner rather than later not just be into the land purchase and can I ask

195one one add one more thing and the other thing that I would really like to see is we seek land and I've said this and I just wanted to say it publicly is I really want to look for the multi school campus I think especially since we just spoke about our elementary school numbers and we've spoke previous heard they are but I've heard you all speak previously even about middle schools knocking you know even further down the road just to having that option so we take out this piece of trying to find land but to be able to get right on to whatever it is that we need to do to get a school sorry I'm out with you Barbara yeah or even Brooke point Safra middle thank you 23 the county has its tool

196in 2025 I'm not asking you to respond just be prepared for that conversation there's a two-year difference when you're playing and I believe their plan okay and oh and John may jump in - but the reason John jumped up miss hazard when you were speaking is because John and I are already into that conversation he's already working with his staff on that completely agree with you and echo that and likewise miss Randall we had that conversation as well that we and the school site committee is well aware that we're not restricting ourselves only to a high school site of X acres we're looking to see the best options available and factoring in all the growth yeah and I just want to say I totally agree the programming and the ED specs we want to be

197early with that information we want to be on really ahead with that part and we have a good chance to be able to do that now all right so the motion on the table is to approve to designate the southwest quadrant all those in favor please say aye opposed I miss hazard I miss you Lee yes miss holler back yes miss Randall yes dr. Warner yes and miss Yeung know what your motion passes all right next we have discussion about the middle school program of studies I know there has been some discussion about that I let me see who's presenting um I know it is getting later but I know are there some specific questions regarding the program of studies the middle school program of studies I don't know who's taking this one I'm so

198sorry thank you all right if there is I certainly don't want to mr. Pratt cut you off for anything you might have presented but if there's some highlights you want to give if I'm sure you can hear them but brief highlights might have a closed session before the session but if there's anything that just you've spent all night sitting here if there are a few things you'd like to cover and for members of you have your questions ready I was just going to say thank you for this time board and welcome to new members and dr. kistner you have both documents I'm just a representative but the entire law team has worked very intentionally to give you the cleanest and most updated copy that we look forward to hopefully being approved very soon and move

199forward my only other comment is a thank you to our elementary and middle school counselors who were wonderful I was I'm going to meet with both of them as stakeholders earlier this week and they provided the numbers once we were able to go to print and provide the hard copy numbers for them to prepare for an hour early registration yeah I just wanted a point of clarification as I was reading through some of the changes so am I correct in thinking that students who are in math extended 7 have math everyday and if they are having math every day is that for 90 minutes that is one of our that is one of our courses that are every day and I'm going to defer to double check with dr. strike closer to 84 questions are

200you sure and I assume that's just because that extended 7 it's a lot of material that the students are getting in a year is that and and sometimes we have sixth graders who were taking that class and it's a big jump oh I just I read that and I hadn't seen that for any other math and I just wanted to make sure that that I read that right thank you yes the other question I had was for those classes that are every day do we have the specific teachers for them for example the math do we have math teachers I mean I mean I know that's how that's our problem areas privilege should be the science a silicate er I did was going to make sure that we have bad do you need help so

201have a calculator okay so math teachers are a struggle so we work very hard to get math teachers in so as we move forward for the program studies for next year we hope that we will have math teachers covering all that but we're we really work hard with our long-term subs and you know that you've afforded us math specialists which is just phenomenal to have those coaches I will say that right now some of our math specialist is are teaching some of our math classes in the most okay thank you thank you for that are there any other comments I'll just make one comment I know something that world languages we have gone back and forth and stuff to be competitive in this world we do need that language exposure so as much as I'm

202worried about finding math specialist I'm actually just as worried about finding those language language teachers so I just would like to say to the board if that is a commitment that we are behind that is going to have a budget impact which we understand but just for us to remember that going forward I do believe that we are trying to offer the best for our kids and we all right if anyone has any additional questions the next official meeting of just the school board is January 28 however remember next Tuesday we will be meeting with our counterparts across the street on the 21st and we will have a budget work session scheduled for February first so just back can you read us into closed session please I moved at the step for school board of

203Stafford County convened in session pursuant to section 2.2 - 3 7 1 1 a1 of the Code of Virginia to continue discussion and/or consideration of the proposed revocation of the license of a former high school teacher
