005of numbers teacher attendance couple 94.72 percent washington district 92 points i'm sorry i'm reading the wrong oh no i'm reading right 92.65 percent montrose middle 95.93 and washington and lee 91.52 for our last month of the year montrose middle once again get the attendance trophy for that group but if you look at the annual average i believe you have the average numbers you'll find that you have three in the 95s 95 and 193 just barely trailing uh teachers uh employees did an incredible job even doing the pandemic uh staying on task so we do acknowledge them and thank them for their attendance this evening okay so we want to congratulate montross medal yes nate yes and washington district i believe for the year on average so we offer congratulations thank you next public comments do

008two candidates for each of the two at large seats on the vsva board of directors the names of the candidates will be placed in nomination at the annual convention in november each candidate is responsible for several things one provide a written nomination that must be approved by the school board provide pertinent biographical information and also a signed letter letter from each nominee confirming willingness to serve and all this information must be provided to the vsp committee by july one and our school board member ms rs lane are an at large member of the dsp board of directors and among other accomplishments uh miss lane you have served as vsba chair of the finance committee and uh i know that you have some other accolades to add to that as well and miss lane would like
009to once again be considered as an at-large candidate for a nomination you have copies of the application process the completed nomination form and also a list of qualifications of and also duties and responsibilities to serve as a vspa member on the at large on the board of directors so this wayne is there anything that you would like to add at this time or any comments that you'd like to have um i'd just like to say that i consider i'm really humbled and i consider it an honor to serve on the vsva board of directors and there'll be a number of candidates i'm sure that will be applying for the same position there are two members at large that they select each year last year i was fortunate enough to be selected as one of the
010two members at large and you can only apply two times so this will be my second time applying and if i am selected i will make sure that i give it 100 and that i will represent this school board and the school system to the best of my ability well it's very clear that you're very passionate about this so we appreciate your willingness uh do any board members have any questions for this one no i think it's awesome thank you iris for being willing to do it you're welcome is there a motion to approve miss arceling's written nomination as an at-large candidate for the vspa board of directors mr ramsey so moved okay second is there a second did you second it okay all right so we have a motion and a second do we
011have any more discussion all those in favor please signify by saying aye aye those opposed your written nomination is approved by unanimous consent congratulations and we appreciate again your willingness to do this thank you okay dr perry our fuel bed chairman board members once again we would love to have multiple field bids but once again we only have one bid and that is nwb nwp no blackwear peoples and what they have submitted this afternoon for unleaded gasoline um they submitted as their average calls for their bid total 1.87 cents uh number two fuel oil 1.83 cents and low suffer diesel 1.97 and since they were the low bid and the only bid i would recommend that you vote to accept israel is propane included no that's a totally separate yeah it's a separate bid and
012we have a contract on that as long as then it's five years so okay all right i just didn't remember thank you are there any questions for dr perry okay is there a motion to approve the fuel pit as presented and recommended by dr perry so moved iris line thank you second second sandra ramsey thank you any discussion all that they were pleasing the private saying aye aye [Music] and uh i do believe that we've been pleased with uh what they've done though yes very pleased i don't think we have any issues yeah okay dr perry uh next we have a facility update chairman fallon board members for our facility update i mainly wanted to concentrate on two agreements with brendan parker we began always with the front front of the school and i think
013we all now can begin to see that yeah the school that's being erected outside is beginning to look a little bit like the one that we have on this picture but for our first for our first slide i just wanted to share with you the scope of work to be done by brendan parker we looked at what we had asked in the last time we were together can you make it a little bit well okay that'll work that'll work if you notice again in the complete items [Music] okay what they're looking to do for us they're looking to regrade the football field to competition level that includes putting the crown in the middle of the field when they lengthwise north and south and adjusting the surrounding grading including that the practice field as required out
014there they're also looking to put in the irrigation system now rather than waiting until later they're looking at installing an eight-lane track with an upgraded rubber surface look at all the field items long jump pro vault shot put discus put all those things in their place now for the good documents we're looking at providing fully functional stadium lighting with the understanding that bleachers will eventually be installed in the future they will be designing to provide a security fence as shown in the original bid documents as well as provide an equipment shared with power for the original bid documents provide a scoreboard with the power and data per the original view documents and provide an access drive from the access road to the field for emergency vehicles again we talked about these before but we just
015believe these are items that we need to have in place before they leave the worksite they will also leave three areas that they'll rough in for all we have to do is just simply connect one is they'll pull or provide power and data can do it with a pull string to the future concession stand they'll provide power and data can do a report string to the future press box location and they will provide warning sanitary pipe to the future concession stand location and we will get all of this work done at a cost of twenty five thousand seven hundred eventually uh design yes that's for the design not the construction just the design um not really well we mentioned on the second page that the bleachers will come later press box um will come later
016concession stand restrooms that that will come later but what we just went over is what we're looking to get from bremen parker and they're working with everyone that's out there just like they always have so that hopefully we'll have the money and we'll begin to do the fields before they leave any questions before i go to the next one okay if you notice the next slide the next slide simply talks about the copal elementary entrance the scope of work to be done i'm just going i want to go over the scope of work we've already signed they've actually started the work but i wanted everyone to just see what the scope includes the scope includes that came out looked at the existing conditions they are working on the schematic design they are working with the
017county with looking at what codes come into play they're working on the construction documents and then of course they will review everything and they will take it they will work with us as we do the bidding and then there's there'll be funds there for the construction administration i will say this at this point um we're going to have this design as well as we have we already have the design for montoya's middles entrance we will be working this summer on meeting the requirements within the american rescue act answers 432-32 i believe so that we will actually be able to tap those funds to actually construct these so we have the designs now it's a matter of trying to put everything in place um including the public input which we'll have in a couple of weeks
018so that we'll be able to tap the funds to get these things done any questions as i move on so dr perry we have verified that those funds will be we can use those funds for this that's what we're going to be working on in the next couple of weeks we believe that we can we've got um plum a preliminary maybe because everything has to be tied to code it has to be tied and so separating groups of people that is a code function and that's what both of these entrances will do but i want to make sure we write it up tight make sure you know we got the lawyers involved make sure we we're going to bid it right so that we can use those funds okay great thank you and the last
019thing that i wanted to do probably the most exciting thing out there right now the bricks and their bricks everywhere um i looked at it and i forgot which side this was okay this is the north south this is the south side uh if you were to walk out right now that is what you would see that's the side with the bricks that's the south next slide this is the north south we just got through looking at if you're looking at north east we looked at the east first this is the south i had to learn all of these because of the way the contractors actually write their reports so the back is actually the south and this is the south fortune that's the gymnasium all the way to the left uh the performance wing
020in the back with the trailer standing in front of it next slide this is the other side decide to montrose which is the west side um you can slightly see the opening on the inside and we'll have some better pictures later but this was the best i could get at the time and lastly oh that was the front okay how did you do something wrong that was the front this is the west side i should have read the slide first i thought we were coming around but i didn't do it that way i think that's the east side because that's that's where the uh the unloading dock will be yeah north is in front but whenever you look at the north your right hand is the east south right so that's the way that's the
021east yes that's the east that's the learning dog right gotcha you're right i forgot in case you didn't know this is chairman fowler's building if you want to know what brick was laid where all you have to do is ask him he has the bricks numbered he knows where they went there's no question you can ask that he can't answer so thank you chairman thank you and so i just want to basically just make a point that they're actually almost through with the bricks and the last thing is the substantial completion date that has not moved at this point we're still looking at february of next year thank you chair 5. all right any uh additional questions okay thank you very much dr perry uh ms rice next uh the sba policy updates yes sir
022as you can see when you look there are quite a few the sba policy updates and because it's may updates that follow the general assembly they are substantive changes to the policies not just a word here and there so this is the big time of year when the policies actually have some significant changes before elizabeth ewing shared policy updates though she shared a compliance document and mr evans if you can find that one it's called compliance with virginia code that's it thank you um i would draw the board's attention to this document virginia code 22.1-23.3 had two directives in it basically it directed the virginia department of education to develop model policies concerning the treatment of transgender students in public schools and the vdoe has completed those model policies and they are available on the
023bdoe website that same code directed local school boards to adopt policies that are consistent with the does model policies and local boards need to have their policies in place prior to the start of the 21-22 school year so no specific date because divisions open at different times but we need to have our policies in place prior to the start of the school year what elizabeth ewing did with this particular document that's why i wanted to draw your attention to it one of the things that she pointed out was that the department of education pointed out that and i'm just going to read an excerpt from doe given the broad range of topics to be addressed by local school boards relating to the treatment of transgender students it is likely that multiple policies will be needed
024in different categories rather than a single policy and so that is the approach that the vsba to implementing policies that are aligned with the doe model policy for treatment of transgender students the sba is not creating a stand-alone separate transgender policy if you will instead the vsba examined a wide variety of policies that already exist through the sba that have already been adopted by our school board that collectively effectively address uh the eight or eight categories that had to be addressed in the model policy all eight of those topics are already addressed in a myriad of the sba policies that have been adopted by the local board so the document that elizabeth ewing provided goes topic by topic through the eight topics that are required in the model policy and those are the headings you'll
025see in bold so mr evans if you scroll just a little bit um so the first topic is compliance with applicable non-discrimination law and i'll just do one so elizabeth ewing emphasized that policy ac which is the non-discrimination policy is one example of the sba policy that addresses compliance with applicable non-discrimination law and specifically it says a little excerpt the school board is committed to non-discrimination with regard to gender identity this commitment prevails in all of its policies and practices concerning staff students and educational programs and services one of the things that the sba wanted to emphasize is they use the term gender identity as opposed to transgender throughout their policies and that was purposeful because gender identity they consider to be more of an umbrella policy and when you say transgender students it's more
026limiting gender identity is a broader umbrella term so that term is used throughout policy she also mentioned as an example policy jb equal educational opportunities nondiscrimination that's a policy we already have and it reads that equal educational opportunities are available for all students without regard to gender identity educational programs are designed to meet the varying needs of all students as another example we have policy jfha slash gba which is prohibition against harassment and retaliation and the excerpt from that policy is the school board is committed to maintaining an educational environment that is free from harassment in accordance with law the board prohibits harassment on the basis of gender identity it is a violation of this policy for any student or school personnel to harass a student further it is a violation of this policy for
027any school personnel to tolerate harassment and i'm not going to lead you through the rest of the document but elizabeth ewing has done done the work for us to show us under each of the eight topics that were mandated by the code to be in the doe model policy each of those eight topics has policies already that are aligned and that speak to the requirements of the code so i wanted you to have that document so you can look through it and see all of the many vsba policies that speak to protecting the rights of all students and treating all students with respect and they those policies do specifically speak to gender identity among other things that make students unique for one another so that's all embedded in bsba policy and the sba will not
028be crafting an individual standalone transgender student policy okay and as an aside i will say i think the same can be said for an equity policy the sba does not intend at least at this time to create a standalone individual equity policy for very much the same reason it's a broad topic and could be one that is better addressed by multiple policies as opposed to one single policy trying to do it all that said elizabeth ewing did indicate that if a school board if a local board chooses to craft their own individual standalone policy related to gender transgender students the board has the right to do that but the sba doesn't see the need to do that they feel like the topic has been well addressed in other policies that was the first thing i
029wanted to point out um then she did go through the individual policy updates and as i said there are quite a few of them you have the redline version so you can see where all of the changes are and there are quite a few substantive changes one that is particularly relevant to school boards is policy bdd and that's electronic participation in meetings from remote locations this policy got updated really very much as a result of the pandemic because everybody had to shift to electronic participation in meetings and some of the practices that were put in place during the pandemic basically are going to stick in the code as we move forward so one of the changes that stands out in this policy is when a quorum of the board is physically assembled much like tonight
030an individual board member may participate electronically if they are ill but what's been added to the code is if a family member is ill and the board member needs to care for the family member because of their medical condition that is also an allowable reason to participate remotely in a board meeting so that's a change another change is uh it used to be if a board member participated remotely because you know it could be for medical reason or it can be for a personal reason the school board used to be limited as you know to two meetings in a year for personal reasons and the code has been changed now to say two meetings or 25 of all the meetings and that includes work sessions so our board meets twice a month so it could
031be you all could participate potentially in up to six meetings remotely for personal reasons so if the policy does go on to say if you're going to participate remotely each board member does have to specify is it for a medical reason or is it for a personal reason and that's not to be invasive for your privacy it's because there's a cap on how many a board member can participate in for personal reasons so that that's different and the other thing that's really different in policy is and this came directly out of the pandemic it used to be that if the governor declared a state of emergency or there was a local state of emergency and the board could not convene with a physical quorum and the whole board had to be electronic really the purpose
032of the meeting would be to discuss the emergency but with the pandemic that was broadened to conduct all the business of the board and that is staying in the code so the board can meet to provide for the continuity of operations of the school board or the discharge of its lawful purposes duties and responsibilities so um electronic meetings can have a broader purpose if a physical quorum of the board cannot be held so that one was one that i wanted to point out because it's very directly related to school board mrs bryce i do have a couple of questions about that one okay when you said that it included you know work sessions as well as regular sessions yes um do you separate those as an example let me let me just pick uh the
03325 if you think of just regular sessions would be three it would be an it would be up to three so is it potentially three regular sessions and also three work sessions or is it potentially all those could be regular sessions they are all grouped together there's no distinction in the type of meeting the board is holding um okay so whether it's a regular meeting or a work session so potentially you could miss you could miss but participation if you had proper justification yes is that correct yes okay and the board member that's participating remotely still has to petition the board for permission um and set the reason right for why they need to participate and get approval of the firm given given that we've been dealing with code for so long and we've kind
034of i think gotten used to them being able to participate remotely when when does that go away i mean when do the covet rules go away dr perry is going to take it back here i spoke to miss patterson about this issue on yesterday she said that right now it hasn't gone away and she said when it does she will send information to all board members okay on all boards and all board members but for now it just hasn't gone away yesterday okay so next when that goes away and then next month when we approve these policies then what you just discussed will be yes this this policy takes effect july 1 however it is presently trumped by uh the waiver so and that that waiver may extend beyond july 1 we'll just have to
035wait and see but once the waiver is gone the emergency guidance i just think that we had the point that maybe it might be getting a little confusing it did and and one of the things that elizabeth ewing pointed out was if you have a special called meeting the number of meetings that you have just changed so you have to constantly reevaluate what's 25 percent in case somebody's getting close to that and i just said one thing to that if you guys remember ms patterson said over and over that whenever you get whenever you come together it's a meeting it doesn't matter what you're called so it's award retreat as an example right it's a meeting it's a league right [Music] um some of the other policies and i won't go over any of the
036other ones in detail like i just did those but some of the other policies i would encourage you all to take a close look at would be the the wellness policy because there are some substantive changes to that one food services policy efp that one's really short and sweet the changes that no board can sue a parent or student for non-payment for lunch fees um policies gcl and gcn are worthy of a good look because they deal with new requirements that all licensed personnel receive professional development in cultural competency at least every two years and that cultural competency be included in the evaluation of all licensed personnel so that's coming straight out of the code other changes in include changes in the number of lock-down drills we need to have an elimination of compensatory time
037that's been eliminated in in the code so there are quite a few substantive changes but i'll leave you to it so you all can review and if you have questions that come up between now and taking action next month if you just let me know if i don't know the answer then i know who to go to and i will go to elizabeth viewing and get the answer for you get the information i'm not sure if everyone is aware but elizabeth will be retiring this year um but she said she did state that she would be available for phone calls i'm sure that's going to last for a little while yeah but that's going to be a big loss to boarding the boards all across the state because she's just incredible that's a loss any
038questions i do have a question um gender identity is that identified by the student once for a year and that's the beginning of school that's a good question um i i believe they can change their identity anytime they choose to do so i don't think it's limited to once per year one of the policy this is kind of related to that one of the policy changes you will see is has to do with student transcripts currently student transcripts lists the students gender and they will not in the future they'll have the student's name and date of book but gender will not be on the student's transcript and that may be because students can change their identity periodically throughout their schooling mrs how is that going to be addressed as far as the restroom from the
039new school not the design wasn't going to be one that doesn't say specific gender or gender or non-specific or i don't know we ev every bathroom at the new high school in particular and we're looking actually to do this if we can school live is going to be it's gender neutral it's going to be a closet yes okay so it's going to have two we'll have boys and girls but every because they have the same things in them you can designate it aboard you can designate a girl and there are going to be some smaller ones same designation gender neutral so we believe that that's going to solve a lot of problems yeah every wing of every floor also has a separate family well that's well yes what we saw when we took tour of
040school i didn't see they're the same though they didn't remember they really didn't take us in there but they it's just like the bathrooms they are anybody can shower and anywhere else in fact you do it so that when you have visiting teams you designate someone here someone that they'll have the same things uh what a lot where did it go what are the closets they have the closet so a visiting girls team can be on that side home can be on the side or vice versa because the showers are identical in both locker rooms and i think that answered your question it did okay it did for guys it's gonna be quite different to have closed curtains and all of that stuff but it's a good thing but it's not going to be where
041um girls and boys go in the same act okay because i i went to a restaurant in dc and it was it was definitely gender neutral where it had all the single bathrooms but it didn't matter if you were male or female or transgender or whatever everybody used with that so when they clean up and wash your hands you know that was for everybody so and miss lainey raised a good point because that was one of the things that miss ewing did emphasize is you know the gavin grim case in gloucester that has finished and the code the law in virginia is that and i'll read it transgender students must have access to bathrooms that correspond to their gender identity so we are not permitted to tell a student they can't use a particular bathroom
042or to even make them feel as though they're being coerced to use a different bathroom than they choose to use it is okay to offer a separate bathroom because some students might prefer more prices and so it's okay for us to offer it but the scenario you just described could definitely be the reality where everybody has their individual stall so to speak so you have privacy but when you come out to wash your hands you might have a male a female yeah it was strange i was like wow that was but i will i will add this i'm not too sure i need to be careful how i say this because it's going to sound bad i'm not too sure how often phys-ed students actually shower before they go to the next i know they
043should do it every time i know they should y'all but they don't always and that would be the issue um that we would deal it wouldn't have nothing to do with sports because you have girls playing girls so who cares what side you know it's all the same okay the issue may be when you have phys ed classes changing so kids can go but we will deal with that when that that arrives too because one of the things i say to people we act like the world has changed a lot when the truth is it's not it's just that there are things we talk about more now but it's always been and we've always dealt with and we'll deal with it in the future also we can't forget about the students who are comfortable with
044being in the same shower room with an individual that they're just not going to be comfortable with right and that's what i'm saying we're looking at cases like that we'll deal with and i do believe that we in particular the new high school that there are enough qualitative facilities that you can redirect and i think we i really believe that it was designed where we're going to be okay we have all of this we can't redirect so at that point no but that's not what you just said you said if someone is not comfortable i didn't say different times i'm done by me then i can go and shower over there i'm not seeing move and you have that flexibility yeah we had a lot of discussions early on in the school design about these
045issues and how we thought we could best accommodate accommodate them and i guess when we open the school we'll eventually find there but i think we've done everything we could think of in terms of accommodation for everyone with both quality and design right and we are looking at renovating uh bathrooms at mancus middle also just because they're very much unique of renovation but with those renovations we're doing away with okay we will have individual stalls so we're increasing privacy for every student in the boys rooms and in the classrooms and making the facilities gender neutral so everybody can use every facility right it gives you more options any other questions mrs rice okay dr perry upcoming events board members upcoming events the sba conference on education july 20th 2021 and it will still be virtual
046that will be a virtual conference we have a school board retreat it will be july i don't have july 7th that will be our retreat date and i believe those are it and that retreat will be in person i think that's all you have that was it already i'd like to give uh school board members to make any comments uh ms lane um i just thank everyone that's watching and everybody that's in the audience for attending the school board meeting thank you dr wallace are you still with us ms ramsey here and i just thank every participating you've certainly we've certainly got a lot to think about a lot to work on anything else no miss lewis no comments okay dr you have any additional comments i do have one i do not remember the
047name i'ma need the help from miss ramsey but miss ramsey brought my brought to my attention that we had a bus driver to pass this weekend we did so went back and did a little work she had been driving for 45 years she was driving into her 80s i do not remember her name as franzi dallas hayden i didn't know that oh we want to acknowledge that she retired in 2010 but i did not know her but from everything i've heard she ever dealt with a dynamo she won she drove that's what my mom they were in the same group there so yeah sweet lady too okay thank you we have a school board currently have a school board work session scheduled for july 13 but as dr perry pointed out we have our board
048retreat on july 7th so we will only have that work session on july of 13 if it's absolutely necessary i would say as a mayor it's not very likely that we will have that but dr perry i wanted to retrain that option just in case something unexpected comes up well chairman fallon i would say this um we had an individual from our community that may even be present point out that if we don't you know if we don't go like we just said you want to retain the option that means it will be still publicized and at some point a decision is going to have to be made so we can take that down so that the public will not be confused yes okay well um you and i can make sure that that happens
049uh i can just cancel it but as soon as i do something's gonna come up and we'll need to do it but it's two weeks lead time pretty much is that gentlemen that's plenty in fact i'm thinking even maybe a week okay you might even if you don't want to make a decision now for tomorrow i i think that probably july 7th would be the drop down dead i mean police you know it's my intent not to have it uh since we got the board retreat on july 7 and that's an all-day affair but i will uh i will decide uh two weeks i'll decide one july okay and uh so we will make a decision on that on one july as to whether or not we'll hold that work session okay our regular session
050uh scheduled for monday july 19th currently with closed session at 5 pm and regular session at 16. there is one other date that i don't think it was in the advertising but we are going to have to hold at some point and that is it is required that we have that public input which i mentioned earlier for the answer plan um we're right now we're advertising the fact that we have to have the input but i don't think we don't have a date yet yeah that that could be a reason why the work session might be necessary or it could be something that we tie into the regular board meeting in july okay but all that's to be determined at this point yes is that correct you know just have to decide what the date
051is going to be okay all right well we don't know that we just don't know that yeah okay okay so we just um yeah we'll make all that work and ensure that we give proper advertisement so miss lane um chairman fallon um what is the date by which the astr and the american rescue plan the stakeholders meeting there's a deadline or is there that's what we're going to talk about it's not a deadline we can set it okay and we just have not said it yet okay but you don't have to hold it by a certain time yeah okay well i shouldn't really say that because but if you say so dr perry well they have a deadline for the plan right and so therefore the input needs to be held before the point right
052right but that will be specifically for anyone in the public that wants to make suggestions or will there be a presentation of some sort as well there may be one um yes i'm going to say yes so that potentially could be that that and potentially that could even replace a work session yes okay so we just need to we will have a little bit more conversation over the next day or so and a day will be determined okay all right well listening to that i'm kind of inclined to think of that as our work session with that that may that would be a good reason to hold it but let it just give us a couple of things and then we'll get back and we'll let everybody the public everybody normally in good time okay
053great okay thank you did you have anything else right just that we do have some time we don't have to have the rps or plan completed until august 1 and then the actual rpsr3 application is not due until september 1. so we have at least until august one to get the plan done and another month to get the application written we know how fast time seems to go by yes okay thank you very much okay is there a motion to adjourn is there a second second all in favor please signify by saying aye aye we are adjourned thank you you
