Please note that all awards and presentations originally planned for the meeting have been moved to the February 23rd regular meeting. And with that, I would like to share that YCSD mission statement. The mission of the York County School Division is to ensure every student is valued, supported, and challenged through a learning experience which prepared them for a successful future. For January, uh for the school board meeting for January, these are are uh approval of claim certify for payment and this is for December 2025. Uh instructional related expenses totaled approximately $761,000 and the big ones uh for them were New Horizons which was 107,900 for uh tuition for special education. We also had SH varsity 276,000 for CSA tuition. Uh and then we had virtual Virginia enrollment for uh 20,125. Payments for technology related items total approximately $73,885 with the big ones there being CDW 563,000. Uh for projector replacements, we had Virginia business systems for $80,535 for divisionwide copier services. Okay. And then payments for operation maintenance total
004$887,835 and include payments to Dominion Energy for $298,000 uh for utility services October and November. Paul Automotive for 125,900 for two cargo vans. And then we had the treasure of York County, $182,170 for fuel, extra duty for deputies and sewage utilities. And we had Granger for $33,100 for custodial maintenance supplies. Payments for administration total approximately 14,800 and include payments to the big one was Brown Edwards CPAs $13,700 for audit services. Payments for transportation uh total approximately $182,900 and included payment to Sunny Marman for [clears throat] that amount for too many buses for student transportation. Payments related to school nutrition approximately uh $431,135 include uh the full payment to Sedexo. payments related to CIP projects totaled approximately 1,465,400 and that was RRMM architects a million36,000 for tab high A&E and also Mid-Atlantic Installers for 429,170 for
005the auditorium reverb uh for sound and lighting uh consideration of approval of financial reports for December uh significant changes relating to the operating budget. State revenue in December 2025 is approximately 4.6 million higher than in December 24. This increase is primarily driven by higher student enrollment. Additional special education funding and expanded funding for four positions. For expenditures, total operating expend expenditures for December 2025 is approximately 2.6 6 million higher than December 24. This is reflective of 3% 3 and a.5% salary increase for the year, an increase in health premiums, and additional positions added in fiscal year 26 due to SOQ mandates and the increase in enrollment. Significant changes regarding uh relating to the food service budget. There was no significant changes in revenue or expenses to the uh school nutrition budget. Consideration of approval of
006resolution 2604. Resolution 26-04 requires board's approval authorizing procurements of more than than $100,000 and change orders greater than $50,000. [clears throat] There are three items on resolution totaling 2.28 million, the details of which can be viewed on board docs. And chairman Pavich, I now move to approve financial matters as a list. Um, my concern is as the the studies are coming out of how damaging the screen time is and all of the use, uh, I'm concerned with the one to one that every child gets the the Chromebook or whatever laptop happens to be that, um, I would prefer to see, you know, a classroom set for in the classroom and a student, you know, is needed can check them out, but to have all of them have it all of the time with the the amount of time on on

And whereas young people are especially vulnerable to trafficking and exploitation, but face many barriers in reporting what has happened to them due to the isolating nature of these crimes, the misunderstanding of its definition, and the lack of awareness about its indicators. And whereas survivi survivors should receive all available support on the road to recovery and the public must listen to their experiences in order to better detect trafficking crimes,
014bring perpetrators to justice and improve prevention efforts. And whereas expanding community knowledge and availability of local resources and services for those affected by these crimes can help restore freedom and dignity to survivors. Efforts to fight human trafficking must be tied to broader initiatives to advance equity and justice throughout society. And whereas the school division partners with all relevant York County agencies to support students and provide educational programs to prevent trafficking, assisting and maintaining the rights of students and families who may be affected. And whereas the school division collaborates with the Virginia Department of Education to ensure community awareness of available support resources to combat trafficking. And whereas all communities must work to prevent human trafficking before it occurs by promoting safe, healthy, and supportive environments. Now therefore, be it proclaimed that on this the 26th

Mr. Bowen and I are available for any questions you may have. All right. If I can uh point out two things. Sure. Um since this was presented in December, there were two changes that were made. Um on the last page of of the doc, I'm sorry, it's about the fifth page in it's the totals. Um we we added the comprehensive facilities and capacity study and that's just below the totals. This was approved um at the December meeting by the
017school board. It was also approved at the December meeting in the school by the board of supervisors to allocate $350,000. >> Is this f five pages in from the top or from the back? >> Here we go. We wanted to include that for transparency purposes. the divisionwide facility and space study. That's separate to >> that one

Um and we'll make that correction, but um >> which one needed to be removed? You see here with this blue divider. Um, we have added a 15-year CIP addendum.
019Um, and and noted here, this is for planning purposes only. the county is starting to take a longer look um ahead of our CIP needs. And so we had um just a few months to really put this together. The team got together, they looked over the facilities master plan and that's where most of these projects came from was from the from that facility's master plan. And so we wanted to share that information with you. These numbers are very fluid. These projects are very fluid. It just gives school board, it gives the board of supervisors just an understanding of what we're looking at long term, 15 years. Um, when when I first started here, we had a 10-year plan and then the county asked us to condense that, make it a six-year plan, and we did
020that. But now they're kind of looking much longer than uh kind of what we're looking for. I wanted to point that that change out to you as well. Are there any notices on here of what's identified as a definite we have to do this right now and then what is a want that we need to do it but it's not desperate and then what is a wish >> is there any classification like that in here >> there's um there's no classification but however when we see things in the current year those are the those are the items that we are addressing as essential so um you know what what the school board's approving is funding for FY27, but we show 28, 29, 30 through32 as our primary. That's our immediate look at the emergent needs
021of the school division. But something might pop up that is unplanned and then that then becomes that part of that six-year plan or might become >> like HVAC, fire, >> HVAC, [clears throat] um, renovations, expansion, re, you know, those kinds of things that we have to. >> So, that's when you'll see things move up in the plan or move back. Right. But we done that recently, too. >> Okay. [clears throat] >> But really, when we're looking at FY27, those are the the items that we're identifying as they need to be taken care of sooner than later. >> And a lot of the things that we're seeing now were things that were pushed back during CO. >> Right. And and another point there, when we look at the items that Mr. Owen mentioned after the blue
022page th those are completely >> rough numbers. >> There you go. >> Are these like wish lists? >> Well, we have to be careful with that because >> any maintenance that is deferred, any renovation is deferred, then it starts to pile up with on you >> and then also you're then inviting more inflation to get involved. So, uh, you can get yourself into a crisis situation. If you keep pushing roofs, then you have multiple roofs you've got to fix, multiple HVACs that fix. And so that I mean, we call it deferred maintenance for a reason because we defer it. Uh, and as long as we can. And you if you look at the FMP that I reported out to you in November, we have those major systems back in appendix 3, I believe it is.
023And you can kind of see what's coming down the pike and what will need attention at at intervals of 20 or 25 years. Uh electrical systems longer like 50 years. But that's the type of thing you have to be careful because it will snowball on you down the road. Well, that's that's something that we just did in recent years was actually say this is how many years we're going to get out and so we're going to project it out. >> Yeah. >> And and that's what you're seeing in that 15-year plan because sometimes if it's not on that sixy year, people tend to forget and just think, oh, we just get through these six years, we'll be fine. No, there's there's always work to be done to maintain our buildings, especially the older they get.
024Well, it's just like we were talking that uh for the roof of Brutin over the past couple of years, why do we need a roof of Brutin? I remember when we put the last one on. Of course, that was 2002, you know, [laughter] >> right? But that was one that surprised us a little bit. Every year we do our annual building inspections and it was okay. And then the next year it wasn't and it was deteriorating quicker than we anticipated. So, that had to be moved up the uh the CIP. >> I get just a couple questions. I'm seeing elementary and middle school projects and then other projects. I'm not kind of going ahead for the high schools or am I missing it? >> So after so we have middle school projects and we have
