001I call to order the York County regular school board meeting for September 23rd 2024 thank you everybody for being here this evening we appreciate your presence and participation as we work together to enhance the educational experience for our students and Community as well as celebrating well-deserved recognitions I'd now like to share the ycsd mission statement the mission of yourk County School Division is to ensure every student is valued supported and challenged through learning experiences which prepare them for a successful future at this time would you please join me in a moment of silence now I will share some information about our pledge leader Cavani Davis a second grader at Seaford Elementary School Cavani is a model student he is kind compassionate and always puts forth his best effort kav Cavani enjoys science experiments math and
002PE he has been a Seaford Bulldog since preschool and shares that Seaford is the best school he has ever been to Accord according to Cavani the teacher ERS and staff at Seaford are completely perfect they make learning fun and help to keep us healthy and safe the best part about my school is the people my friends my teachers and the staff it is really a great place outside of school Cavani loves to play soccer and spend time with his family when he grows up he hopes to have a career as a scientist a builder or a career where he can protect people from harm he would also like to travel to Tokyo Japan please stand as Cavani leads us in our pledge I pledge of allegiance to the flag of the United States of America

004has been a driving force in fostering a sense of unity and spirit within her class as president of the green Club she has spearheaded numerous initiatives from organizing cleanup drives to implementing recycling programs within the school in addition to our academics academic and Leadership Pursuits Angley is a member of the girls varsity soccer and field hockey teams anley also serves as a panther achievement leader taking on the important role of a student ambassador for incoming freshmen and new students her warmth and approachability ease the transition for those stepping into our school Community for the first time her ability to connect with others regardless of background is a testiment to her inclusive nature and genuine interest in people stories congratulations asley [Applause] next we have Grafton High School Mr pich yes I would like to invite
005Colton lever and his family to stand up um Mr and Mrs Leverett tra and Jonathan thank you so much for bringing you son here today such a pleasure to introduce him as a Grafton High School uh student of the month uh grens High School is thrilled to honor Colton Leverett as our senior of the month for September Colton stands out for his remarkable achievements across various Fields as a musician he has garnered the Patrick S Gilmore award been named an Allstar jazz band member and recognized as the most outstanding jazz player for 2023 and 2024 his leadership skill Shan as a drum major in 2023 and 2024 academically Colton has maintained the highest honors throughout his high school career and received the Jackson leadership award his contribution extends into the community he volunteers with the
006saxophone quartet at the Riverside Hospital and the liance Club International additionally Colton works as a private music instructor freelance actor and E equin assistant his theatrical Talent is equally impressive with major roles in all six high school productions Colton diverse talents and dedication makes him an exceptional choice for the senior of the month congratulations Colton I would like to add for Colton just kind of testimony he is actually in a choir with my son uh and of course uh and I actually tested went to his play last year this year actually at the end of the last year uh it was just amazing uh your leadership and your acting skills and singing skills were amazing so thank you so much you well deserved this award okay next up we have uh tab high school and
007Miss Fairman will'll tell you about the tab thank you uh Margaret Annette and her parents if you would please stand tab High School is proud to recognize Margaret Annette as September's senior of the month Maggie is the epitome of a well-rounded tab student she is a student leader who excels in academics ranking in the top percent of her class with a 4.61 GPA she is also a talented athlete senior class president and involved in many extracurricular activities at our school she also gives back to our community by volunteering at Riverside Hospital Maggie is kind to everyone she can be seen at the center of every pep rally cheering on other students and showing her school spirit Maggie is a gifted student athlete playing both volleyball and basketball for all four years at tab when she
008is not involved in a school sport she can be seen on stage displaying her acting talents in the school plays and musicals clubs are also important to Maggie and she is in the Beta Club National Honor Society science National Honor Society no shelf control book club and pickle ball it's amazing that someone so involved would be so passionate about their academics but Maggie dreams of being an orthopedic surgeon and is highly motivated toward her goal Maggie is very deserving of being the September senior of the month [Applause] congratulations and I have the pleasure of reading for York High School would the parents Cassie and Jason Reynolds please stand along with kimberland York High School is pleased to recognize kimberland Reynolds as our September senior of the month as student council president kimberland has shown her
009ability to lead her peers and Foster a positive School environment her dedication to academics is evident through her membership in several honor societies including the science Honor Society moo Alpha Theta math Honor Society Delta Epsilon fi German Honor Society and the art Honor Society kimberland is also proud to be enrolled at the governor's Health Science Academy and has achieved the highest of academic honors during her time at York High School Beyond her studies kimberland volunteers at Canta Regional hospital with B ble health careers where she gains valuable experience in the healthc care field she also co- started the Rapa chapter which is the history Honor Society at our school promoting Civic engagement and Leadership among students in addition to her impressive accomplishments in community service kimberland shares her love for dance by teaching Irish dance
010classes kimberland Reynolds is an outstanding student and leader we are proud to honor her as senior of the month and can't wait to see all the great things she will achieve in the future [Applause] congratulations okay now we will go on to our stud student service Awards and volunteer Awards and Dr shander is already going down to the front we will be combining our award recipients uh according to their school so I will ask Miss Barbara Nagel from Seaford Elementary principal to step forward and remain upfront while information is shared about both the student service award recipient and the volunteer of the month for seford Elementary first we have our student service award recipient Alias alonis Alias alonis has attended Seaford since kindergarten and is in his final year as a bulldog he says the
011teachers are the best Alias has been an active member of the school serving as a greeter and guide at the Seaford alumni night he also serves on the student advisory committee alas appreciates how Miss Nagel makes them think really hard and how to improve the school he shared she listens to their questions and addresses their concerns Alias not only serves Seaford but also his community through his church he volunteers to help a homeless shelter organizing food and making beds for the past four years in place of receiving birthday presents he has collected and delivered food toys and blankets for the animals at the SPCA while there he likes to take time to visit with the dogs he also volunteers as a buddy for the Challenger Little League which helps students with disabilities play baseball he
012loves playing soccer and baseball Seaford is extremely proud to recognize Alias alonis as this year's service [Applause] recipient we now have our volunteer of the month for SE at Elementary Miss Nicole Watkins Miss Watkins would you come up front Mr schaer would you please share this recognition sure Mrs Watkins has served in a variety of volunteer roles to support Seaford Elementary School in addition to being a room parent and actively participating on a PTA she makes honorable recognitions extra special for our students each marking period for the past 3 years Mrs walk made something special for every student who earned an honor role each item always included a clever statement expressing how proud We are them encouragement to keep up the great work or congratulations for their achievement Mrs Watkins enthusiasm generosity and kindness has

018the US Department of Education will officially present the National Blue Ribbon School award to bethl man excuse me bethl Manor Elementary in November during a conference and awards ceremony in Washington DC we extend our congratulations to the bethl manner elementary teachers staff students and their family on this prestigious award [Applause] okay we will now have our community schools Grant award Dr Stevenson would you like to come up front Okay pleasure of presenting two competitive Grant Awards the School Division has recently received so I'll begin with the Community School school's development and implementation Grant by inviting Dr shandor Miss Cheryl par associate director of student services uh Brian freeze principal at Yorktown Middle and Candace Welch principal at Queens Lake Middle to accept the award okay so the York County School Division has been awarded a
0192-year Community Schools development an implementation Grant in the amount of $115,000 this grant will support School attendance and student engagement at both Queens Lake Middle School and New Yorktown Middle school funding will be utilized to provide opportunities for professional development family engagement activities after school clubs and activities for students and it'll also offer a variety of school-based attendance and engagement initiatives to begin implementing Community Schools programming at Queens Lake the school will receive funding in the amount of $68,900 and to continue implementing Community Schools programming at Yorktown Middle School the school will receive funding in the amount of $6,185 this funding uh builds Upon A two-year grant that Yorktown Middle previously had from the community schools organization that they will continue over the next two years doing at their school so congratulations to both schools
020we look forward to the positive outcomes for students and their families in your school communities thank you Dr shander please stay okay the second competitive grant that I'll be presenting tonight is the 2024 doia World Language advancement and Readiness program Grant I'd like to invite Dr Skinner to join Dr shandor in accepting the award so the York town York County School Division has been awarded another $2 million World Language advancement and Readiness program Grant awesome all right from the Department of Defense Education activity otherwise known as DOA to support the grant proposal entitled world wonders unlocking languages for military connected youth this grant will provide ycsd students in grades K through 8 with opportunities to explore World languages and cultures through a variety of experiences including potential resource and elective opportunities web-based Explorations extracurricular clubs
021summer exploration camps and family engagement opportunities I'd also like to note that this grant is the third DOA Grant awarded to the school division since 2022 which brings our current funding to $6 million to support academ mic program programming that impacts our military connected Youth and families so congratulations to the school division on this distinguished award and this concludes my words for this [Applause] evening all right all right we're now going to have our Accent on academics and Dr shander will tell us a little bit more about that yes good evening um this past summer the York County School Division hosted The Game of Life uh workshops to support the Future Ready graduate focus of Life Readiness aiming to equip our high school students with practical life skills in collaboration with ycsd staff and Community
022Partners students participated in Hands-On activities to build the knowledge skills and traits for greater self-sufficiency if you remember we were given a teaser um in at our August meeting and now we will ask Jennifer romanelli our coordinator of career velopment along with students and ycsd engaged in business partners to the podium to provide a more detailed um information about this Workshop M romanelli thank you yes good evening Madam chair members of the board and Dr shandor it is my pleasure to share information about our summer Academy Game of Life Workshops the career coaches organized four workshops U with the intent of developing practical life skills the goal was to build student self-confidence and to prepare them for um Independent Living to promote the Game of Life workshops our career coaches used a variety of communication
023channels as well as Distributing the flyer that you see up on your screen we also um included the workshops in the summer academic programs catalog in the enrichment opportunities section so you will get to hear a little bit more about the four workshops hello everyone my name is lucky Carr and I go to York High School last summer I attended all of The Game of Life sessions and I would like to tell you about the first session which was about meal planning and kitchen Basics session one took place at the Grafton High kitchen the employee showed us how to do many things such as reading the labels on food items and what they mean how to wear a hair nut and how to properly apply and hold and cut things with a knife after they
024showed themselves cutting foods with a knife I got to learn how to properly dice an onion and cut an apple while holding the knife in a safe way to prevent cutting myself I found the experience very useful and engaging and I encourage other people to take part in it next summer next you will hear from the sedexa staff who facilitate this Workshop thank you [Applause] good evening we are sedexo School nutrition at York County School Division my name is Amanda I'm Marcus and I'm JB this summer we had the opportunity to be a part of a fabulous program with York County School Division students called The Game of Life we had the opportunity to show the students different practical things inside of their everyday kitchen I had the opportunity to show them how to store
025food properly in the refrigerator and how to read labels I had the opportunity to show them how to properly defrost food using three different methods also had an opportunity to show them how we take temperatures and how working in the kitchen can be safe I taught them how to cut properly we use the be claw method to help them not to cut their fingers and be safe and then we use methods to optimize The Cutting so that they got the most of their product this could save on waste and save money in the long run thank you so much for allowing us to um have the opportunity to work with the students for The Game of Life um and getting them ready for life thank you hi I'm Emily mener from brutin high school I
026chose to do the basic Car Care session because I've had a passion for cars since I was little I always wondered how they work and how to manage them I learned how to check a car's oil level how to jump start a car and how to change a tire I feel that this session was overall a great tool for high school students since both students are just getting their license the third game of life session focused on Home Maintenance and safety students learned about house fire prevention and used a simulator to practice proper handling of a fire extinguisher students also learned how to change locks troubleshoot minor plumbing and electrical issues and this session was hosted at fire station one next you're going to hear from a James Madison University student who served as a
027an intern um in our public relations office hello my name is Samantha blanks I'm what like to call a triple tiger because I went to Tab Elementary School middle and high school and I graduated in 2020 I had the opportunity this last summer to go to some of the Game of Life summer camp days and was blown away with what high schoolers were getting to learn and how beneficial it would have been for me at that age and have that knowledge the last four years that I've had to learn myself through trial and error uh the fire safety and Home Maintenance I was taking notes while I was there and I know I would have when I was younger I had no idea how to change a tire I'm on flat tire number two but
028they taught how to do that and uh the fire safety was incredible I'm always worried about fires especially having roommates and trusting other people to keep the house safe and now I have you know my checklist of things that I can check things I can tell them how I can tell my family to stay safer and uh was just absolutely Blown Away with um ycsd implementing it into the school Division and I hope that it continues because it is such good information that I would have loved to have had and learned a lot even even now being um in attendance so thank you and lastly you're going to hear from Joseph Singleton he is one of our engaged in ycsd business partners who facilitated our fourth and final Workshop good evening in our recent session
029on smart goals I had the opportunity to work with the students to teach them how to set specific measurable achievable relevant and time-based objectives the purpose of this session was to equip students with the Practical goal setting tools that can guide them both in their academic and personal lives my role was to lead the discussion introduce the concept of smart goals and facilitate activities that allow the students to practice creating their own goals during the session students were engaged and actively participated in setting goals that were meaningful to them it was inspiring to see how quickly they grasp the importance of defining clear achievable steps towards their objectives the activities provided them with hands-on experience helping to reinforce the lesson this session benefited the students by providing them with a structured approach to guides or
030to goal setting that can help them stay focus and motivated I believe the tools they learned will be valuable as they pursue their studies hand for college or work towards personal achievements encourage them to apply these principles regularly can foster a proactive mindset enabling them to turn their Inspirations into reality thank you so that concludes our presentation and we'll take any questions that you may have board members I have one I'd like to know what some of the skills you've already used in your homes um already this summer since learning all of this have you been able to apply any of it already when I went to the um one about car maintenance I used the way to check your oil after I fill up my gas tank it's really useful okay well stay up
031there just for a second had you done had you done any of those things before you learned this stuff um my dad taught me how to change my oil and check my oil and as far as cooking not cutting yourself it's a big deal last soon right I learn hard way but uh what what was your F favorite part about learning the safety in cooking or actually cooking um I like the one where we got to cut stuff because it was really Hands-On and you got to actually learn how to do it instead of just watching them do it did you cry cutting onions no I'm a crier I'm just Kidd thank you I just want to comment and say this is wonderful I wish that we had had a Career Connections Game of Life
032when my child was going through school um I think it's so valuable and I know many who graduate high school even college and still don't know some of the fundamental skills that you're teaching them so this is great and thank you Mr romanelli for such a great program thank [Applause] you okay we're going to take a short recess so that we can go down and meet with the award recipients of this evening we will now reconvene the meeting uh we do not have any unfinished business so we'll go ahead and move into our board member committee updates the board will have the excuse me the board will now share any updates relating to their committees that they may have uh we'll go ahead and we'll start with uh Mr schaer got it swalled there we
033go oh the York foundation for public education had the first meeting last week and voted in two new trustees now that's great news but the problem is they lost four last year yes so we still need some trustees so this is a perfect thing for any retired teacher or uh retired administrator that knows the good that York foundation for public education does and uh and it's a perfect opport Unity for them to come help out the school system that they love so much uh and also uh y the foundation still has um uh advertising spots available at Bailey field so any businesses that are out there uh Chad green uh you can go ahead and advertise at Bailey field and it's very reasonable for you too julan uh there you go there you go um
034and and the information about uh advertising at baileyfield uh the available grants and scholarships or other information about the foundation can be found on their website which is yfp yorkcountyschools.org yfp has a wonderful mission of going out and giving money to teachers and to schools uh for programs that are kind of outside the box and uh and help with the education of our kids they also manage about $887,000 a year in uh student scholarships so it's a very good uh organization and I would encourage anybody that would like to join uh yfp to give myself Bonnie gray a call and we will put you in touch uh and put you to work because it'd be uh very worthwhile thanks all right thank you uh next up will we have Mr pich Madam chair I would
035like to just uh briefly update a couple of things on the uh committees that I'm on and which is New Horizon uh and the CT advisory committee for the New Horizons we met on August 27 which was day after our regular uh public meeting last month on that meeting we had organizational uh meeting where we selected the chairman Vice chairman appointed board Clerk we set a uh scheduled meetings uh for 2024 we adopted policies and procedures legal representations we appoint the fo officers and uh we authorized the signatures for absence of superintendent of record and the Board of Trustees member uh as a actually uh result of our voting for the chairman uh I was actually nominated and accept the chairman position for that committee for the Board of Trustees for the New Horizon uh
036we also discussed uh Center of autism in uh Newport Academy at the New Horizons with a uh great progress that they're doing with the programs for the students we also discussed uh organiz uh 33rd annual Golf Classic uh for the New Horizon which is coming on October 17th so also that's about actually it from that meeting we have another meeting coming up where we're going to have appointed possibly new executive director that's I believe Thursday yes it's coming up uh as far as City advisory committee we did not have a meeting as of yet the next meeting is set up for October 15th and by that I conclude my report for the committee meetings okay thank you all right Mr Richardson you are up thank you madam chair uh nothing significant to report from the
037whro committee our uh first meeting for the new school year will be October 16th so that's coming up in the next couple weeks the whro annual impact statement was released on September the 11th it's a lengthy document at 16 pages so I'm not going to go through that whole thing but it is posted on board docs uh I had it posted the other day uh so if you'd like to review that and uh see what that's about um and that's all I have thank you and that leaves me um so I am on the GAC committee the gifted education advisory committee and my first meeting is tomorrow night so um I will have more to report at our next board meeting to give you updates man oh I'm so sorry apologies we aren't finished Miss

039to the fy2 pay plan updates Dr writes good evening Dr shandor Mrs Goodwin members of the board the pay plan update um that I have listed here on the screen is an update as a result of the continued supplement stien work project this is the second year in which we we have identified positions that are consistent via a stien and these have now been embedded into our pay plan these payments are already being paid to staff via a stien and adding these payments to the pay plan document drives consistency in our payments and does anyone have any questions about any of those positions that are currently on the screen I guess the only question that I have um are these posted with a description of what the job entails and you know why the stien
040is for that yes we have a job description for each one of those okay are is it posted for the general public to see or they're on our website under job descriptions okay thank you you're welcome just wanted to make sure that everybody knew that thank you before I finish I do want to do two plugs this evening one is on October 2nd from 4:30 to 6 we're going to do a real quick popup job fair at the Schoolboard office and up in the Dare parking lot with um our technology bus and we're really targeting our non-licensed employees our custodians and our Paras to uh stop by and apply um to work for ycsd and also October 1st is the start of um our open enrollment for benefits and I just wanted to remind everyone
041that um there are changes for everyone um and everyone who works for ycsd all our ycsd employees will be affected um so make sure that you look at our memos our Flyers starting October 1st so that you can go into Frontline and make those changes or update any benefit information you might have so we will have that for the month of October and we'll be visiting many of our sites to help our employees get through that process that is it for this evening thank you thank you Dr rites okay at this time we will have a um S3 Dr shander will talk to us about that yes thank you Dr Via Stevenson who you saw earlier this evening our grant coordinator and writer will provide an update on the American Rescue plan um act sr3
042plan with information on uh final spending as well as highlights from the Virginia Department of Education Spring 2024 Federal pandemic relief programs audit Dr Stevens it's been a long time coming good evening Madam chair members of the board and Dr shandor since August 2021 I have provided the board and ycsd Community a brief by anual update on the division's American Rescue plan act sr3 plan tonight I have the pleasure of sharing the final update on our sr3 plan as we prepare to close out this grant by September 30th so as a reminder sr3 funds were awarded to school divisions to help safely reopen and sustain the safe operation of schools and address the impacts of the covid-19 pandemic on the our nation's students by supporting students academic social emotional and mental health needs in my
043next few slides I'll provide you a final update on our sr3 plan as we prepare for close out as background ycsd was awarded over $5.2 million in sr3 funds in 2021 as part of a three-year grant program to address the impacts of the covid-19 pandemic in summer 2021 we provided opportunities for members of the ycsd Community to provide import input on the support of the development of the program when implementing or developing the plan a minimum of 20% of the total award amount was to be allocated to address specific areas of Unfinished learning additionally we were required to maintain the plan and keep it posted on the division website for the life of the grant as you may remember the sr3 plan consists of three categories the first category is the addressing UNF finished learning
044category which requires at least 20% of the total Grant award to be allocated to address the academic impact of lost instructional time due to the pandemic through implementation of evidence-based interventions as you can see we far exceeded the minimum throughout the life of the Grant and this reflects our Collective commitment to and investment in our students outcomes the second category is the other uses of funds a category which includes all other items that are not directly Reserve to address unfinished learning as deemed necessary by the school Division and ycsd community at large and the third category is the prevention and mitigation strategies category which included the purchase of PPE and supplies as well as other mitigation measures we are very grateful to have had other funding sources to support this need so we were able
045to allocate more funding to address students academic needs to track spending we calculate the burn rate or percentage of the total award amount spent to date we have spent 100% of the awarded sr3 funds as presented in the finance update on September 9th work session all of our sr3 funds have been spent and the division is in the process of being reimbursed for our final expenses in Spring 2024 the York County School Division was audited by the Virginia Department of Education on our use of federal pandemic relief funds Miss Garland bdoe grants specialist stated that ycsd is attention to detail and application of division policies for planning implementation and monitoring are to be commended we are very proud to have received such positive feedback on the overall stewardship and management of our federal pandemic relief
046funds we thank each and every staff member for their hard work in contributing to these outcomes and this concludes my final presentation on sr3 funding at this time I welcome any questions or feedback you may have I just have a couple of comments actually uh before the meeting I asked could said okay Esther's used up I said what are you going to get for us now and she said well I got a little bit more money to give you this tonight so I go that's great so we got two in excess of $2 million in Grants uh but the neat thing I think is that it was required that 20% uh address unfinished learning and I figured it out to where it was like 38.9% that we spent to take care of Unfinished learning which
047I'd say is is very commendable thank you thank you I guess the question that I have is um I know we've made improvements during that time are we back to where we need to be have we exceeded that or do we still have some gaps that need to be filled and so to clarify you're referencing student academic performance so that's a question I'd have to have Miss skanner to ask that's more in her realm to respond to Dr skanner excuse me good evening um in as your your question I think was intended to are our academic outcomes back to where they were previous or better correct so um we have some areas where we have exceeded and we have some areas where we're working towards that to that same achievement but I will say that

049some remarks the school board provides a public comment period for the public to comment on topics remain to the business of the school board the school board expects that each speaker will be courteous modeling for our students how one can respectfully disagree with others views we ask that speakers address their comments to the entire Schoolboard and not to one individual member nor to the superintendent or staff member or the audience speakers will present their comments at the podium each speaker may speak up to three minutes a timer is visible up front so on the podium and speakers should conclude their remarks when the red light comes on the timer will begin after you state your name and District okay I now open the public participation for comments of citizens our first Speaker this evening is
050Miss Pam puso before I begin I would like to preface that I did meet with Ron Montgomery today Sheriff Ron Montgomery and he gave me some new information and I would love if he would tell the audience about the Wednesday meeting that has to do with gun safety and school safety because I was not aware of that until late this afternoon so what I have to say is not fully it doesn't Embrace that part because I wasn't aware okay my name is p who sh would I live in District 4 June 6 2023 a six-year-old Rich Nick Elementary School student shot as teacher August 31st 2024 a jpat toown Maryland 16-year-old was fatally shot in the school bathroom by a 15-year-old September 4th a 14-year-old appalache Georgia high school student fatally shot two students two
051teachers and Ed eight students and one teacher September 9th a tab High School 14-year-old threatened to shoot up the school September 10th a menel high school 15-year-old was fatally shot at his bus stop while six other students were present September 11th a 14-year-old fatally shot a 15-year-old in Omaha High School September 16th a valua Florida 11-year-old threatened to shoot up his school September 17th the 17-year-old was fatally shot on his way to Heritage High School this is a weekly occurrence in schools somewhere in America I have met with survivors of Virginia Tech Sandy Hook Parkland Coline and others some still have bullets in their bodies I have met the parents of the Dead since 1999 I have lobbied the general assembly the Virginia School Board Association the Virginia Association of school superintendents the York County
052School Board Virginia associations for Chiefs of police sheriffs Commonwealth attorneys to support the enactment of sensible gun laws to lessen the easy access to firearms that result in school shootings not one of these groups were interested the only organizations who wanted to protect schools from gun violence were the Virginia PTA and the vaa I find that of hor the Department of Homeland Security reports between 1970 and 2022 there have been 2,59 K through2 shootings 681 fatalities and 1,928 injuries the code of Virginia allows an 18-year-old student parking on school property to legally possess certain unloaded shotguns or rifles properly St short in their vehicle you have the authority to expel the student but can only act once the Firearms are discovered by that point that firearm may be removed and used to kill and name
053those in the school just enforce the law is all I hear when someone dies it's a bit late the Second Amendment does not say anyone no matter their age mental health status or criminal background can own a firearm it does not say parents have the right to allow access to unsecured firearms in their homes and vehicles most School shooters acquired their firearm arms from their own homes or a relatives I am begging this board to consider what more needs to be done to prevent school shootings demand our legislators enact legislation most Shooters are students are already in the building creating an armed camp or a prison like building is not the answer it is prevention which means acting to save lives before the Carnage starts whenever there's a shooting the community says they never thought
054it would happen here nowhere is safe anymore because too many empowered believe that the right to possess a firearm by anybody supered a child's life after the Georgia shooting JD Vance said school shootings are just a fact of life Trump said we have to get over it that is not acceptable thank you Miss P okay our next speaker is Alan Kennedy thank you uh Alan Kennedy from district one uh today save ycsd launches a petition for the the removal of Linda J Fairman from District 541 improperly threatening to fire the superintendent without cause after being fired from a position as a su as a substitute teacher creating a hostile work environment two improperly removing the superintendent without cause from the dis at fairman's first meeting as a school board member three improperly telling the superintendent
055to record and report a school Family Life meeting despite clear lack of authority to do so in violation of State lawn board policy um and then encouraging militia members to tape that meeting four improperly ordering the Schoolboard attorney not to speak with the news media despite clear lack of authority and in violation of Law and board policy five improperly ordering the school board clerk to remove an agenda item uh requested by two members without Authority and in violation of board policy six improperly sharing information from a closed School Board member uh session with the public despite clear lack of authority of seven improperly requiring official sectarian prayers at board meetings and after litigation uh warnings other school board members rescinded that practice eight improperly threatening to have the sheriff remove citizens for standing and applauding
056um the sheriff disavowed that unconstitutional order after litigation warnings nine improperly signing a contract with the partisan sbma organization on April 30th 2024 to despite clear lack of authority and in violation of state law and board policy 10 for improperly colluding with the partisan spma organization to threaten fellow School Board member U Miss Goodwin that quote if she did not vote the way that the sbma wanted her to and support Fairman that good Goodwin would no longer receive support from the spma in violation of York County policies and laws prohibiting spma from threatening members regarding their public votes for these reasons Linda J Fairman must be removed as a school board member so the reason we are taking the natural next step is because Miss Fairman has refused to take accountability and continues to show
057disrespect for the community disdain for the Constitution has uh violated state law and board policy and even even now she refuses to sign a simple code of ethics the Constitution the state law board policy and ethics codes matter please miss Fairman for the good of our community please resign thank you thank you Mr uh Kennedy the next speaker we have is Sam Ray good evening board members my name is Sam Ray I reside in District 2 this evening I will be reading an excerpt from a letter written by Mr Carl ler for the past six years I've been told that mcgr Elementary School located on Penman Road in York County Virginia was named in commemoration of the Lost village located in The District in the brutin district of York County after the Civil War the
058unincorporated community of McGruder was primarily populated by former slaves and their dependence along with whites was settled there before the War I have not found any literature or documentation indicating that the blacks who resided in what became known as McGruder an unincorporated Community petitioned to name their Community McGruder based on the information that I have researched a white postmaster was instrumental in naming the village of McGruder there was no record showing that the black community played a role in naming the village of McGruder all of the documents that I have viewed indicate the name McGruder was chosen because of the role of John banet mcgr played in the Battle of Williamsburg please keep in mind during the Jim Crow era blacks in York County did not have any political power or power uh to effectively
059name uh having a name change for an unincorporated Community today I pray that your County School Board stop hiding behind the lost lost cause fiction that the McGruder Elementary School was not named in honor of JB McGruder but was named in honor of the mostly black region called McGruder which was named in honor of the same confederate general mentioned above it takes a severe case of collective cognant dissidence to rationalize that the school is not named in commemoration of the confederate general I hope that the York County School Board follows the lead of the other school districts and municipalities located on the James River on the James York Peninsula and removes and replaces the name McGruder with a name that we all can be proud of and in ending those remarks I would just like
060to thank Dr Carol and Dr Butler uh after I gave my remarks at the last school board meeting I was approached by Dr Carrol and also Mr schaer and they gave me some time on that on that calendar and I sat down with some other colleagues of mine and we were able to hash out the history and I showed them some historical documents that I referenced in the letter that I just read and I will be letting you know that in sometime in the near future we will be presenting those documents in the package to the school board so you guys can look at to review so that we may fix this matter thank you thank you Mr Ray okay our next speaker is nariel living good evening I am nariel living I'm in District
061three I'm here today to discuss our responsibilities to the children and let's review for a moment what we have have here collectively in York County agreed upon um I'm going to paraphrase a few of the items listed in the code of conduct for our school board members we expect our school board to have integrity and to work to support the development of the children in the community that means you're working in the best interests of the children not yourself and I have to say that by most of you signing this code of conduct this shows that you you are working together and you are working in the best interest of the children and I thank you those of you who have signed this children learn from example and we all know that they're seeing who
062did what and who did not do what it's really important as you know to stay informed about educational issues to go to workshops to show up to be at meetings and behave appropriately all of the items on the on the code of conduct that were signed um Miss Fairman you decided not to you actually wrote na na my child had to sign the school handbook all of my children every year sign a school handbook that has ethics they agree to act a certain way I have to imagine that if my daughter did not sign that handbook there would be repercussions if my daughter simply wrote na I think she'd get called into the principal's office or I at the very least would get a phone call and yet we have somebody who is not working
063with all of you who is basically telling all of you that she can do whatever she wants na not applicable Miss Fairman it is applicable it absolutely is um it is imperative that you either sign it you apologize and then you step down because it is not fair to the rest of the school board or York County thank you thank you thank you miss living our next speaker is saniel Francis good evening my name is denil Francis District 2 my son niece and nephew are York County students I'm here in support of the recall Petition of Linda Fairman for all the reasons outlined in the petition in addition to addressing Miss fairman's unwillingness to fulfill her duties it's critical that all school board members take the school board code of conduct to heart so that
064the growth of the division can be addressed school board members should maintain responsibility and awareness of public posts and the potential impact to our students and division attaching your name to social media images posts and links that involve anti-Semitism racism xenophobia or any form of hate is unprofessional unacceptable and grossly irresponsible some board members may need to seek consultation on public images they choose to share and how those pictures and words could cause harm and perpetuate harmful stereotypes or misinformation about groups of people we should not have public leaders or Schoolboard members that choose to link themselves to imagery or words that harm people we know better so let's do better better there are legitimate topics that remain unaddressed within the School Division due to constant distractions from the conduct of Schoolboard members concerns like
065assuring the Schoolboard and Community understand the full history of the naming of mcder elementary school and is able to implement corrective action it is important that our schools have inclusive names and are not connected to trauma it's also important that we recognize that time could be spent exploring opportunities like offered by Virginia's right help right now initiative how other school divisions are using this initiative the potential with local match funds to place licensed Mental Health Providers tasked solely with student mental health not admin scheduling or graduation into schools could activate a paradigm shift where student mental health is addressed in effective and meaningful ways the chance to Implement a model similar to current school resource officers and nurses is likely to be transformational and how we support our students these are areas for real growth
066and excellence in ycsd but sadly time and energy keeps swirling around the egregious conduct of our Schoolboard members so miss Fairman needs to be recalled period Miss Goodwin needs to maintain public social media that is professionally acceptable including her current choice of profile pictures today Mr pic needs to respect personal space of others we're watching our community wants to be able to support our school board so we can move forward in the spirit of ycsd Excellence we're starting right now with the recall of Linda Fairman thank you uh Ming Excuse Me Miss Francis our next speaker is Todd hogland hello board uh my name is Todd Hogan uh from District 3 I would like to speak on two topics tonight topic number one communication again uh I have previously asked the board about improving their
067communication but on August uh 29th I emailed Miss Fairman and copied the rest of the board and received no response I hesitated to email again for fear of accusations of harassment in the email asked a few questions mostly expressing concern for her Miss Fairman missed four board meetings and the board retreat her remarks that the last board meeting made it seem like she was more closely aligned to sbma than to ycsd I asked is sbma paying you for your support no response I asked if she had the opportunity to sign the code of conduct which we've already heard about again no response then I happened across the board dock with a signature that someone signed na next to her name I don't know who did that I wonder who did and why they would do
068such a thing I was asked to sign the the staff handbook um and if I the employee handbook for ycsd and if I had signed na I'm pretty sure my principal if not Dr shandor would be asking me why I would do such a thing and what problem I had with what I was signing I also asked uh Miss Fairman in my email about uh what schools she visited during the first day of school as all the other board members shared that information uh again no response I'm very worried that the members of District 5 do not have someone representing them on the school board or visiting their schools I I'm very concerned about that uh and and miss miss Fairman I I would ask you to do better uh topic number two is is
069actually teacher compensation do shandor and I previously uh exchanged emails uh and discussed teacher compensation I was hired in 2017 and I was told that the division was on a pay freeze a pay scale freeze and so I was actually um put on a lower pay scale than what I should have been on because everyone else was uh he also explained in 2022 through email um very considerate um great email back and forth of information that I was not aware of I don't agree with the information but I understand it what I'm asking is that a teacher today if they're hired with the same experience I have they're placed on step 19 I'm on step 14 that's almost a $5,000 difference and I have a family of five children I'm not saying that we're going
070to be able to get our subs back but I think it's something that this division should consider in addition to that I'm really worried about the pay gap between other people with degrees that we have and what we teachers receive in Virginia it's 32.7% less thank you for your time okay next speaker is Susan Nightingale good evening my name is Susan Nightingale and I reside in District 4 first I want to thank the majority of the board members for some cohesion over the past few months that's been a little more pleasant um than the beginning of the year last year I understand our County's previous chair Linda Fairman signed the York County Code of Conduct on September 9th she signed na non applicable while all other board members signed the code of conduct on August
07114th I'm not really sure how that happened the only thing that I heard was you did not uh attend the retreat um choosing not to attend the retreat with the other board members and to not acknowledge the code of conduct for the county school district I believe there should be reason enough for Miss M Fairman to resign if resignation is not in Mrs fairman's best interest even though I cannot sign the recall petition I will stand in solidarity with this District 5 100% thank you thank you for your time thank you Miss Nightingale our next speaker is Connie Elmore good evening I do not reside in a district in this school Division I have three grandchildren that is attend Seaford Elementary and I do live in bosen so thank you for your um allowing me
072to speak um and first I just want to say thank you to superintendent school board teachers administrators for your work work and for your service for our community and for our children um I had a conversation early this summer with a young lady who attends a high school here in the district and she sh shared shared several things with me that were were concerning and one that I want to speak about tonight um was she told me that in their school last year last school year that the librarian celebrated band Book week she went on to describe that the Li um put uh exposed or or um let the children know about books that have been banned now whether they were actually in the library or they were you know just in the in the
073um in the world you know the most band books I don't know but um she said they even took pictures of children who had read these band books and posted them and honored the students for having read the band books um I I found it really hard to believe I just I really I couldn't believe it but I have since found out that there is such a thing as band Book week and it's being celebrated this week um around the nation it's um something organized by the um American librarian Association and you know that is none of my concern if they want to celebrate and and and encourage people to read band books that's certainly their right my problem is that if that is happening in our School libraries um I have an issue with
074that we have a god-given right as parents and grandparents to train up our children in the way that they should go and if um if a librarian is promoting or putting forth ideas and telling children they should be reading these great books that's um an infringement on our rights as parents to raise them up as we see correct and so um I just wanted to to speak tonight honestly I didn't want to speak but I did want to speak because I wanted to make people who might not be aware of it now is it happening this year I don't know I don't have that young lady's contact information it may not be happening but I ask you to please look into it and if it is would you please um ask the ask the schools
075to make sure it's not teachers and parents if you would ask your children you know just check on them and see if that's happening within the school thank you thank you thank you Miss Elma okay and our next speaker is Deanna rcks good evening Madam chair board members and Dr shandor my name is Dina Ricks I reside in District 3 I'm coming to speak about um consent calendar number 12h uh the contract between the county and child evangelism Fellowship to uh lease uh School schools um according to the Supreme Court decision in 2001 Milford decision um religious organizations have a right to rent uh schools and it could be any religious organization not particularly Christian um the organization child advant ISM Fellowship is talking about is uh good news clubs um and I'd like to
076give you a warning about them um there are fundamentalist Evangelical clubs that teach an extremely dark Gospel of the religious right they tell children they have black hearts evil sinful worthy of death should be punished shame uh they mostly teach lessons from the Old Testament about genocide holy religious War capital punishment for minor crimes grace mercy and God's love are mostly mentioned not as universally and freely given but as your only path to escape the fires of hell so it's like it's fire Insurance um the it's turn or burn I didn't get this from Googling it in 1960s these clubs were not in schools they were in homes they were in my neighbor's home and I intended and let me just say that kind of judgmentalism is very traumatic for a little mind ironically your

080have matters uh by the board members um I'm going to ask each board member to take some time and tell us what they'd like we are going to start this uh this this evening down at uh the end with um Miss Fairman reversing the order this time uh one I want to congratulate again U everybody at bethl Manor Elementary the teach teachers administrators the staff the students especially for doing so well as well as their parents for encouraging them and working with everyone for the the wonderful national award of the Blue Ribbon School congratulations again that's wonderful and uh in District 5 that's a a great cados as well as the students at bethl Mayor Elementary are military students and they're all in um The bethl Manor housing uh for langl Air Force Base the
081off- based housing and so that's great because a lot of them are having to move around I know being an Air Force spouse and our Sun moving around every time we got transferred that it is a challenge to do well when you're transferred across the country into another state other requirements things like that so it's absolutely wonderful what has happened there uh I also want to thank our Administration Dr shandor for taking the recent threat seriously ly and investigating them and making sure that everything was checked out um I urge all the parents to have a serious talk with their children about how they post things what they say to each other as well as even notes that you know they may write on um a clipboard or a notebook or something like that you
082may think it's a joke and you may think it's funny I know no one's going to believe this but unfortunately in this day and age we can't take things like that as a joke and so I know parents if you talk with your students and students keep that in mind um when when you're going to write something um I Know Tab middle always has the thing you know to focus on being kind it's really all that matters and so uh that would be great to keep that in mind along that uh regarding some of the questions tonight uh I have followed the law for taking the oath of office and signing that document in essence for elected officials that is like the requirement of the students signing um the student handbook that type of thing
083so when we took our oath of office we also were required by law to sign the document saying that we had taken that oath of office um I will not sign the papers created by a private organization that's also known as a lobbying organization and the two documents of the norms and protocols and the code of conduct uh when you go back into previous documents of previous years they were put forth by the vsba which is a lobbying organization I've taken the oath of office I've signed that form that I took the off oath of office and that's what I intend to follow um the closed meetings between regular meetings are not required of all five board members now when we have a meeting like this and we have closed meetings afterwards because all five
084of us are here we do that but in between regular meetings or our um oh the uh the special meetings that we that we do the work sessions when all five of us are here any closed meetings then we have all five any closed meetings in between that time only three board members are required to attend for the Quorum and a lot of times those are scheduled during the day when board members have work to go to or we've had other appointments get scheduled and so I know usually the board clerk puts out we need to have a closed meeting this week these are the dates that are available who can attend and then she kind of coordinates everything like that to get everybody there so those are the only quote unquote meetings I've missed
085I haven't missed them I hadn't needed to attend because they had the three that were required for those closed meetings in between the regular sessions um and for I'm I'm looking forward to having some time to get into the schools uh for this year I have been having direct conversations with parents and teachers within uh District 5 you know just kind of on a private basis as they've contacted me to let me know things and to discuss and so I appreciate that and I appreciate all of um the parents and students in District 5 as well as the taxpayers you're funding our schools and I really appreciate what you're doing so that we can work on student achievement in their academics thank you thank you Mr chairman I just want to clarify something as a
086point of context um the code of conduct as well as the board norms and protocols were gone over at our board retreat so if you notice on the code of conduct it does not say vsba because we went through them line by line as a board of before at The Retreat to see if everybody felt okay with those uh Co those individual codes and um all four of us agreed we didn't have any problem with what was stated there and if there may have been a minor change made here or there to something but it was something that we all felt we could live with it wasn't anything you know that was asked of us that we wouldn't could do or would want to do um and so that's how we came up with it
087and I specifically asked that the vsba be removed from that so that it would be the yourk County Board norms and protocols that's all thank you um Mr schaer your turn thank you I was GNA say that too but uh um I have had the opportunity since the last one uh the last meeting when we on the first day of school and we had the I went the Whirlwind tour and did eight schools oh that was fun but it was neat to see even the York District I didn't wear blue but uh it was nice to see those schools especially the Cadillac down there at uh at Seaford uh but I got I've been able to visit my two elementary schools since then uh good times I've heard nothing but good things from both teachers

089schaer okay Mr pich yes I would like to just uh brief I had a busy month uh as I mentioned on some of the my committee reports but I would just like to add on matters like what I actually done a little bit more past uh committee uh meetings uh I met with Roy Hart which is interim executive director for the New Horizons and we discussed uh everyday operations uh we talked about need for the special teachers and currently there is a process of actually we have a grant for the from Navy to build new welding lab but right now because we don't have a director in place that uh Mr hard decided to kind of pause those plans for time being which is going to be very very very soon reignited uh also he
090was very proud of the York County students participation at the New Horizons on all levels next um we had amazing opening of accessible and inclusive playground at the Deer Elementary uh it was a playground for adults at that moment because we wrote SL we were dying slides and uh we did not get the spinner thing going because it was preoccupied with the little children flying off but um uh Dr Coons which is State superintendent visit us and we had such a great ceremony uh all of the staff and students of their Elementary not all of them but majority of them came in and we just had the blast seeing them enjoying that and I think the entire Community is going to have really good use of that playground uh I visited tabs uh uh our
091Ng RTC their meeting their kickoff meeting uh it's amazing to see how Navy uh actually invest in our youth with the programs and how much they're uh structuring their lives which is to be expected to a certain extent uh I was very amazed with opportunities that they provide to their students uh and actually also for the families they they starting with the tailgate parties on a homecoming uh games in uh front of the Bailey fields and then also they're going to have upcoming trip to Scotland for their students which is going to be pretty interesting this coming summer next I had the visit at the vsba legislative conference in uh Chesterfield uh that was very useful conference learn many many things I'm just going to share some highlights from it uh we had the panel
092disc discussion on cell phone on social media and electronic bands uh we have an update from the governor York executive order 33 we had presentation on alternative school construction fundings uh we had the foyer training and we had the presentation of preparing for 25 General Assembly uh also the delegate coiner uh provided some update on literacy act but the resource that she shared with us that was very useful to me to kind of go to it was the L c. virginia.edu so if you have any interest in that please go visit it it has a lot a lot of good information now as Dr Coons presented update from the governor yanss on order 33 uh she shared some information that were really astonishing to me and did not know but I'll I'll just share them
093with you children spend an average of 4.8 hours a day on a social media and recent studies indicate that spending more than three hours a day on social media doubles the risk of poor Mental Health for adolesence from 2019 to 2021 the rate of suicide has increased 167% since 2010 for girls and 91% since 2010 for boys in the same time frame boys are boys and girls experien a spike in depression of 161% and and 145 respectively more than half of teens 56% associate the absence of their phone with the LA least one of three emotions loneliness being upset or feeling anxious girls are more likely than boys to feel anxious or lonely without their phones mere presence of one one's own smartphone reduces availability kind uh available cognitive capacity uh that kind of just
094rolled into one of the other segments that I'm going to get in uh right after this with the fireside chat with the first lady yankin but I'll get into those dat as moment next thing that we got was the update from the 20 25 Virginia General Assembly uh the session is going to start January 8th and it's going to be uh short session about 30 to 46 days uh in 2025 each seat in House of delegates up for election in addition we're going to have election for the governor lieutenant governor and attorney general and what we need to expect in 202 uh4 actually 25 session is uh we're going to have Governor's revision of B annual budget Jr School upda us on those as they come uh the budget passed in the spring containing language
095creating a subcommittee to study the findings from the 2023 J loock study of Virginia school funding system and that report is due in November 24 the Virginia Board of Education has approved changes to the state's accountability and accreditation framework this past summer which we all aware Dr Skinner she briefed us on that uh and right now what's big uh with election coming in nobody knows what actually is going to entail with that and there's some word that there there will be possibly General Assembly attempt to check or revise some of the board's actions through leg legislation uh so that being said that would be uh what we done at that legislative update uh but also next thing was the fireside chat with the first lady that we had in three different schools I don't know
096Dr sh were you going to be updating those or are you going to up feel free I'll so I attended one Grafton High School and it was just amazing event uh participation it was decent uh I I was hoping to see more people over there but with the people that were present we had amazing amazing discussion for afterwards and Michelle thank you so much for actually uh hosting that discussion it was just a very very eye opening uh just kind of brief you on that the presentation was with the lady yanin first lady yanin and Dr Hyde uh about anxious Generations generation his book uh it provided great information and insight about anxiety increase uh in our youth with his study it showed that started in 2013 through 2015 I was very surprised with that
097information because it is there but I didn't know what it is as he was progressing with his presentation he discovered that smartphones start having the front facing camera at that time and that was the only thing in technology change that actually uh was reflecting in the these numbers uh data is still on the rise and I think this is one of the reasons why uh Governor yankin is uh putting a executive order 33 about policies in place to prevent that I was very astonished with the facts how much our children are missing on the childhood not just because of the phones but because of the way of our life parents being uh not present mentally because of the phones we are all addicted to it like it or not we are our children are too
098so something has to be taken care of and I think we as a board we are going to be coming with some solution with in line with those executive order in in the future um if you are interested which I would encourage every one of you parents grandparent go to YouTube channel and uh put it Commonwealth conversation with first lady Virginia and Dr Jonathan hate under and it's under the Virginia Department of Education there's a link it's about hourong presentation well worthed of it I think you need to grab your spouse just sit down and watch it because it's going to be eye opening for you so with all that being said I think that that's all I have thank you thank you Mr pirot Mr Richardson thank you madam chair I would just like
099to add that during our board retreat uh vsba wasn't even in the room when we developed our code of conduct or board norms and protocols uh I'm going to save any additional comments because I have laryngitis and losing my voice and I still have the financial report to give so I'm going to save it for that so thank you thank you and I want you to do that financial report because I don't want to have to do it um before I get into my I don't have a lot of of what I've done this last month in terms of things but I I want to talk about safety a little bit because I know that that that is on a lot of people's minds and rightfully so um I want you to know that the
100board we have been in discussion there's a lot that we're talking about there is a safety Forum which Dr shander will probably talk a little bit more about but that'll be happening Wednesday um I believe from 6 to 8 and uh we are trying to get in front of this um you know it is a it is an issue but it's not something that is just the school issue this is a uh um an issue with the community we work together parents and the school have to work together in this because um as Miss Fairman stated earlier it's it's parent responsibility and talking to their children and educating them about hey we don't want to make these posts we don't want to make these threats we don't take things weapon anything that can be construed
101as a weapon to school one of the things I've always loved about your county is we have a strong parent School partnership but this is where we really need to even take it to the next level and really really strengthen in it because um you can put all the Protections in place but if you don't have parents working and talking to the kids and and reiterating that then things still happen so I want you to know that we're talking as a board we'll be talking more at our work session next month about kind of next steps and what we want to do um we're we visited our schools we do all the time um and we're trying to put an extra lens kind of a safety uh on that and with that I'll let you
102know in my visits um what I've done um this month I did attend with Mr pich the ribbon cutting ceremony at dare um to look at Dare Elementary School uh to uh see their new playground and I even did try some of the slides myself that was kind of fun um I started visiting the schools in my district so last month when schools open I took time to go to the tab district and Mr schaer covered um the schools in York for me but I went this month to few of them so that I can put my eyes on kind of safety looking at entrances and exits and making sure that there's no gaps people get in easily and I'm happy to say that we're doing pretty good there I mean we have um you
103know their signs posted that the students know hey if you see somebody on the outside don't just open the door and let them in you have to let somebody um buzz them in and verify who they are and the kids really good about that so I was happy to see the signs and hear that the the students at the school are really taking this seriously in that in that respect um let's see all areas at the school seem to be blocked off uh around to prevent any kind of intruder entry so by that I mean like there's no um somebody can't just get in from the outside in a courtyard because Courtyards are sealed off that kind of thing so I think we're doing really well in that respect um so just to give you
104a little bit of Peace of Mind there um this is my busy week so tomorrow I have a GAC meeting um that's my committee meeting followed by Wednesday I've got the safety forum and uh then I have stem night at Yorktown Elementary School on Thursday and then I have the homecoming parade on Friday night and and then at some point I need to get up to Seaford elementary school because I wasn't able to cover every school uh the day I made my visit so I'll go to Seaford and check on make sure they're all good to go um let's see anything else I want to share oh uh sent out for those of you that are on my distribution list I sent out my um September newsletter over the weekend and if you'd like to

106a few in that in that category payments for technology related items total approximately $48,990 includes payments to X2 development $112,900 for renewal of student information system that's our Aspen system that are uh that we use uh Virginia business systems 58990 for division wide copiers uh Blackboard subscription was 44,600 Chronos system was 64100 that's our timekeeping and leave management system uh Tyler Technologies 2 2,900 for ver strand transportation software software Cox Communication 36,800 for division wide internet services and that just names a few in that category and this is all again posted on our board docks as well and payments for administration totaled approximately 34,653 635 for Actuarial valuation of the ycsd pension plan Brown Edwards 18,000 for Student Activity funds audit Food Service expenditures total 23,700 and include payments to Alto Harley uh 153,00 for
107replacement of food service equipment s sedexo 38,000 for food service operations and gold Creek foods 12,100 for USDA Foods payments for operations total 8,150 and included payments to Dominion Energy for utilities 41,800 Christo stus uh 26750 for painting Services rep public services for disposal of solid waste was 11,600 payments related to construction and maintenance projects totaled approximately $254,200 and include payments to Heartland 38,400 for work at Seaford Elementary Simpson Unlimited 21584 40 for Bru and high roof replacement uh significant changes relating to the operating budget um so for August revenues the state revenue is approximately $1.9 million higher in August of FY uh this year for for our budget uh than the previous year due to decrease in the local Composite Index and increases in enrollment and increase in at risk funding for expenditures uh
108expenditures technology increased by approximately $325,000 higher due to timing at which the payments were made uh for this year's obligations um there were no signicant significant changes in revenue for expenses in the Food Service budget resolution 2463 requires the board's approval authorizing procurements of more than $50,000 and there are three items on the resolution totaling 243,000 the details of which again can be viewed on board Docs so Madam chair I would like now to now move to approve financial matters as listed okay are there any questions yes I actually have one um on the significant expenditures for August and this just it came to me when um Mr pich and I were at the um the fireside chat when Dr hey was talking about the addictive qualities of even playing the digital games and the
109instant gratification as things pop up um I then I recognize because I've used it in the classroom the brain pop and it's just under 32,000 for that and I know a lot of teachers use it it's a lot of fun with the games and with review but once again after seeing that presentation and the issues even though they were focused on cell phones and playing those those games it did come up of the different digital games and the instant gra gratification the flashing lights things like that and the addictive quality that I'm wondering you know maybe we can you know take a closer look at some of these platforms and apps that we're using and yes like I said in the classroom when I've when I've taught in the classroom they're fun to do but
110when we're we're starting to spend tens of thousands of dollars on these digital apps and there's connections that it has this addictive quality to it I'm I'm hesitant to to spend the money on it after learning so miss fman I just want to brief you on my kids are using Brain Pop uh I understand it's a game but it's very short and it's like it's not something that you keep going and playing with it it's like as the lessons goes by they have it uh last for a very short period of time and one of the things that we discussed on this legislative agenda up in Chesterfield was uh the screen time and we kind of and I agree with that it's very loaded word what actually means because we have the right now with
111loaded time I mean screen screen time is it TV is it uh computer games social media because a lot of it is with the screen and I agree with one of the expert we were talking about there was a certain difference between kind of like you know fun screen time and actually like doing the work screen time kind of like know if I'm if I'm writing something I'm typing that's really doesn't have the same weight on the screen time as I'm sitting and just watching YouTube kind of thing uh and I I agree we can look into the brain pop like know those inst gratification applications but in this instance I think it has a valuable uh fun aspect of uh getting kids kind of to not learn but actually just to confirm what they
112learned right and I understand that from being a teacher in the classroom and using it and it is fun and it does review things but as we're learning more about this whole digital and the digital cocaine that um Mrs Goodwin and I took that class on um back in what was that a April I can't remember now it's been a while ago that this concern is out there and as people are doing research on it I think we need to keep it in the back of our mind when we're purchasing these I know it's used you know finding the classroom and you know currently but I think if we keep that on the back burner to kind of start questioning that see is it really what we want as we're discovering new things with it
113with the digital any do we have any feedback or brief what I would well I think that that's definitely something that we discussed like in a work session I mean we can definitely do that um you know I think what might be helpful too is we you know those are great statistics and yes I'm aware of them and digital cocaine and all that and that's right on what you said Mr pich about the statistics from a mental health perspective and the increase and anxiety it's true yes I think what we have to do too is you know make people in the community aware hey th this is let them see for themselves like this is what happens these are the things that too much screen time can do because again it goes back to a
114shared responsibility right the school can do some mitigation but parents also have to be monitoring as well and saying hey an hour that's enough you know we can't put it all on the the school and we don't want to quickly be reactive and take away things at the school level that actually could be beneficial in helping them as you say like the bra pop or I think it's just something to keep in mind for review as things come up sure and I'm all for having now that we're understanding it more and that was the exact discussion we had at our our retreat was what you just said uh we had that same discussion about that I what I would add is one I would go into the schools and look at these some of these
115particular things before we come to a board meeting to vote on them so get some knowledge based back background knowledge talk to teachers see how they use it Etc I would say that it would be irresponsible if we all of a sudden started to pull the away from technology um there's a lot of um yes screen time I understand that I have three kids I've got teenagers I'm all for taking the schools away or taking the phones away from bell-to-bell I think kids need to focus on schools 100% but I also know for the past three or four weeks um we've had situations here that involved false uh rumors and threats that we've had to deal with as staff in the sheriff's office that the were the result of children uh texting screenshots that were
116from the UK that were from Arkansas were from other other states and that spreads around and that creates panic and anxiousness too so I think there's a lot to it with this screen time um situation I could certainly talk more about that in my uh superintendent comments but as far as when we to consent or for the financial update you know my question would be if you have questions board members you know certainly reach out to me last week before we put it on you know that we could we have an agenda setting meeting so we can certainly have those conversations related to any of these um items that are brought up this evening and I can certainly have staff provide updates um before we come to a vote okay so with that said um

124comes from my son had training at the Olympic Training Center for three um years when he was on the world team for roller figure skating and one of the things that they taught the coaches and the athletes was that you never focus on the negative you want to get rid of you focus on the positive because what happens is if you say don't like don't bully you know we're not going to bully it's a bully-free Zone the brain keeps hearing bullying bullying bullying and bullying over and over again what you have to do is do the reverse of it and talk about the POS positives you know you know be kind be respectful be considerate things like that and are we seeing an improvement with bullying by stating we're going to be you know bully
125free is is it working so my response to that would be we have a work session coming up in October that might be a topic that we put on there to discuss but we're voting we're voting on this now that's we're voting on a proclamation for the month I mean it's a I think your points are well taken and I think that it's an it's a discussion that we can and should have but this is just to vote on it just for this month so are you saying you don't want to vote on it well um I'm just asking if if we're doing this is it really helping or is it just you know hey look what we're doing and we we're not addressing well it sounds like that would I get what you're saying
126but I think that would require a little more um data analysis maybe little looking a little deeper into it and I don't think we can pull those numbers out right at this moment so if you if you like me to weigh in if I pleas so um we have done proclamations for years and part of it is to bring recognition to various topics um we had in the past you know vsba spreads information related to uh specific months regardless of what it is whether it's um recognizing Child Nutrition staff members or nurses or social workers or counsel um this is another example of trying to hold something up for the month um that we particularly focus on to answer your question do we not focus on it every uh every day or every month I'm

132all three of those locations so we really had hoped we had more folks there um we did communicate we we shared um via uh division email twice to All Families we included in every school newsletter at least once we posted on every school website and it was also on social media I will share with you that it's an hour that you should absolutely go on and um we will I'll talk to our our team about putting that video out there in an easy spot for folks to just basically click a button so they could watch it it is extremely powerful the statist the statistics are powerful um and again having uh teenagers uh during this time with with these phones and whatnot uh it is certainly a a challenge for parents however I will say
133um as a parent you we have to remember you're the one who bought the phone you're the one who can you know take the phone away you can look at the phone and we encourage folks to do that uh as much as possible I also wanted to share that uh our team we had a session with the sheriff and his executive leaders this week um um basically regarding the recent social media and school threats as I mentioned a little bit earlier in the meeting uh sadly there's a number of these these uh concerns that um are not true uh pretty much all of them aren't true or come back unfounded or not credible we work very closely with the sheriff's office um we also did some planning and preparations for our event that we're going
134to have Wednesday I believe it's it's sold out or it's full uh there's I think they they they arranged for 85 I think we're at about 110 people coming we're actually going to take that presentation and most likely bring it to the uh board work session again and so we can continue to push this message um what I my message to parents this evening would be um please please read when your principal sends you a message please read it it's a it's incredibly important that you're reading what is coming from the school especially pertaining to a safety concern um we put in messages all the time and and and when I send them and the sheriff sends them I typically put the same thing in the parents talk to your children about what they say
135at school it's incredibly important that you have that conversation talk talk to your your kids about what they bring to school that's incredibly important and if you have a middle schooler or high schooler who has access to these phones talk to them about what they post talk about what they screenshot and talk about them with what they share because we've had multiple incidents in the past 8 to 10 days that the sheriff's office has spent an unbelievable amount of time investigating multiple situations and our and our executive team has spent a great amount of time focused on these investigations now I'm a parent in the school division as well and I will tell you every threat that is reported is investigated fully 100% we investigate every threat as fast and as accurate as possible with
136the cooperation of the Sheriff's Office what I will share is if when your child brings you a certain thing they're concerned about that you either contact the Sheriff's Office first or contact the School Division if the school division is out and it's 5 or six o'clock call the sheriff's office so that we could immediately address these concerns and we have multiple examples where parents will have this information and they do not not report it to the school but their child has it and they'll text it to a group chat of friends and then it gets as you understand how this works right it's like a snowball rolling downhill it grows and grows and grows and grows and this may start at 1:00 a.m. and by 6:30 a.m. in the morning it's already shot out to
137numerous kids and before you know it we have high school students in school and parents com into middle school bus stops scared so if you want to help us pull back on some of this please talk to your children and if you see something that's uh a concern or an emergency call the Sheriff's Office call 911 or contact the schools if it's during the school day once again we take every single threat serious talk to your kids about what they say in school talk about what they bring to school and what they post on social media thank you I also have just two more items I did want to congratulate Mr pic on being elected as the chair chairman of the New Horizons Board of Trustees hopefully we'll have an exe executive director by the
