001I call to order the York County regular school board meeting for August 26th 2024 Welcome to our first school board meeting of the Year I hope you all enjoyed a restful and rejuvenating summer it's amazing how quickly the time has flown by one moment we're wrapping up the school year and here we are now ready to dive back into our routines as we kick off this new school year I wanted to take a moment to acknowledge the hard work and dedication of teachers and staff in preparing for our students first day the excitement in the air is palpable and it's a testament to the commitment we all share in making this year a great success for all of our students today marks a fresh start filled with opportunities for growth and learning let's Embrace this
002new chapter with enthusiasm and focus and work together to support our students and staff in achieving their goals thank you for for being here and for your continued support let's make this a fantastic year I'll begin by reading the ycsd mission statement the mission of the York County School Division is to ensure every student is valued supported and challenged through learning experiences which prepare them for a successful future now we're going to have our Pledge of Allegiance and we are going to uh have Scarlet Yokum I'm going to read a little bit of information uh about our pledge leader scarrett Yokum a second grader at Coventry Elementary School Coventry Elementary School is proud to have Scarlet Yokum represent our school as this evening's pledge leader Scarlet just completed her first day in second grade from
003her very first day at Coventry in kindergarten Scarlet has embodied the qualities we hope to see in all our Coventry cougars in the classroom scar is very creative and likes to draw and create stories she is a model student who sets an example for empathy compassion and respect in her interactions with others outside of school Scarlet enjoys reading playing video games and spending time with family and friends she also enjoys playing outside and exploring nature she loves snakes and is eager to learn about them as well as other animals with this coming school year Scarlet plans to pursue her interest in learning a new sport possibly soccer or softball as a military connected child Scarlet strives to make a positive impact wherever she goes she is a valuable member of our school Community who consistently
004upholds our posative Behavior standards by practicing safety acting responsibly working hard and showing respect please stand as Scarlet leads us in our pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all we now have some recognitions to announce Dr shander would you like to announce new staff members and changes of positions good evening good evening board members I just have a few new new members of the team that I would like to um few comments related to the newest additions to our ycsd leadership team so I think we're going to put a few pictures up so we're going to start with um Miss jacine Barber there's Jackie so uh Jackie is our new
005principal at mordon elementary school she has served seven years as an experienced Elementary School principal with 10 years of overall administrative experiences at various buildings in Newport news she was appointed principal of richneck Elementary School in 2023 and played a crucial role in transitioning and healing that school Community next we have uh Danielle Ying she is an assistant principal at bethl Manor Elementary uh Miss Ying started her journey with your County School Division as a teacher at Grafton bethl Elementary and later she assumed the role of the assessment compliance coordinator next we have Miss Britney Fitz she is at Yorktown Elementary School as an assistant principal Miss Fitz has worked for the division since since 2015 she began at bethl Manor Elementary School as a teacher and then transitioned to the assess assessment compliance coordinator
006next we have Taylor Goodson and Taylor is a new assistant principal at Tab Elementary School Miss Goodson was previously the ACC at Coventry Elementary she's been with the division since 2014 and a few of you or many of you may remember she was honored with the milen educator award for teaching excellence in 2022 and our last new member of the team is Michael pival um we he is a project manager for Capital plans and projects he'll be working closely with Mr shearhart Mr pival previously served as a project man manager for Genex systems NASA LC he is an IT graduate and brings to ycsd a wealth of knowledge and cost control project scope analysis and construction management please join me in giving a warm welcome to these ycs leaders thank you typically we bring them
007in but it was the first day of school so we wanted to give them a little bit of a break Dr shander do you want to go down to the front and I will announce uh we'd like to ask Miss Heather Mel melot to come forward to be recognized this evening we recognize Miss Heather melate payroll supervisor for the outstanding achievement and being awarded a $2,000 scholarship from the association of school business officials International this prestigious scholarship recognizes emerging leaders in the area of K through 12 Finance this scholarship will enable Heather to further her professional development by attending the upcoming asbo Internationals 2024 conference and Expo in September congratulations Heather and we commend you for your dedication and commitment to [Applause] ycsd okay um we have our York foundation for public education presentation Mr

009Scarlet at this time we're going to have our Accent on academics Dr shander you want to share some information about that yes thank you Miss Goodwin uh for this evening's Accent on academics information will be shared regarding our summer Academy 2024 um these programs included in Summer Academy would serve students in prek through 12 uh the division also offered a variety of camps that allowed students to explore their interests while also trying something new recognizing the pivotal role families play in a students educational Journey the School Division also provided summer family engagement opportunities for families to learn together Dr Bob Sherlock associate director of secondary instruction and academic programs will provide an overview of each of the 20124 summer programs Dr Sherlock good evening Madam chair members of the board and Dr shandor as Dr
010shander said tonight I'll will provide a summary of our summer programs which include those uh Summer Academy our summer camps and our summer family uh engagements like to first start by starting the presentation apologize about that got there we go okay I like to first start by a general overview of our summer Academy programs uh we have four main programs that serve our students from uh preschool all the way through our grade 12 students our elementary and middle school programs those Focus primarily on uh English and math supports really making sure that the students leave Summer Academy prepared for the next gr grade level for those math and English courses our high school credit courses our high school program uh provides an opportunity for our high school students to earn either original credit or credit
011recovery uh credits for high school and finally our extended school year program or esy provides our students with disabilities uh required Services uh when required outside of the school year let's start with our summer Academy our elementary Summer Academy Dr Britney West and Heather Roberts led the program as our summer Academy principles with the support of Amanda thy who supported the esy program and together they served 567 students at Grafton bethl and at murter elementary and there's two main goals behind the Summer Academy program at the elementary level the first was uh providing uh positive interaction with with with positive relationships and the program they did from day one you saw Smiles on kids and even in teachers faces staff teach uh faces from day one it was a very positive program we want to
012make sure the kids come back after day one in order to engage in those activities the second uh objective of Summer Academy is of course making sure that our students are proficient we we get those those concrete skills in math and English uh that they need to get during their their previous school year that way when they enter day one today they are ready and prepared for that next grade level of uh for for Math and English and they do that as you see on the screen here through uh flexible um groupings through small group interactions um we were also able to use Allin funds to hire tutors to also support that small group interaction and again all that in order to make sure that students are prepared for the next grade level with math
013and English our Middle School summer Academy program followed many of the same attributes as our elementary led by terara fth and uh Miss Roberts at the for as acting as s Academy principles and again with the support of Amanda thy for our esy students they served a total of 151 students and again their program initiatives were really again to make sure they had that the students were excited and wanted to come back to Summer Academy because that's really the only way of course that students will learn and be engaged in those activities they focused on English and math as the elementary and you would see things such as math challenges and engaging uh English uh um uh lessons where kids are out of their seat engaged collaborating talking working with their their peers on the
014skills that they need to be successful with at the high school level we also have our summer Academy program and this was led by Miss Jessica Harless and Chris MCN uh where the focus was on again getting those students original credit or credit recovery courses and our students got 510 total credits uh between those two uh between original credit and credit recovery and I'll tell you the best part of the summer well one of the best parts about the Summer Academy is seeing five students graduate with a high school diploma on that uh July 25th day uh because of our summer Academy program they will to have a high school diploma from ycsd now it's not just our the high schools have additional opportunities besides just so salmer Academy on the right side of the
015screen you see we also want to make sure we offer summer enrichment programs for our high school kids uh we offer an AP boot camp which as you see we offered it to quite a few students we want to make sure that students are ready for the rigor of an AP course especially those students uh perhaps Rising nth graders taking a AP Human Geography or any uh student who's taken an AP course for the first time we also offered uh PSAT and SAT prep courses we want to make sure those our students are ready for that for that for the rigors of that test and and and be successful on that uh finally we offered um families um a in a FAFSA informational event uh where we partnered with Virginia Peninsula Community College now FAFSA
016stands for a free application for federal uh student um Aid thank you uh and again basically it's a program that provides financial assistance for our families and our students to go to college now of course we are ycsd we do not stop with just High School having the enrichment we also have the elementary camps uh and led by uh Mr Workman as our summer uh um administrator we offered quite a few uh camps as you see on the left hand side there uh we want to make sure that we offered a breadth a decent breadth of classes that every student could engage in uh and the numbers next to those classes are the numbers of kids in some of those classes so you can see we had some pretty big classes uh or or camps
017that engaged our students from an art class a chess class that actually my son took two years ago and he loved it uh a stem class and even World language class that was part of our doia world language Grant I would like to focus on a a pretty special camp that we had we had to have two sessions because of the amount of uh interest we had in it uh y ycsd partnered with sedexo uh where they had sedexo um staff uh work with our student teams to help them prepare basically to help them prepare meals and so they had one uh theme per day they had a Greek theme a an Italian theme and my favorite was the breakfast item theme where the kids learned how to prep follow a recipe and then of
018course prepare the meal and then of course eat the meal right they that was probably the most enjoyable part for our kids uh with really the sense of we want to make sure that the kids can do some basic cooking with parent uh support of course and maybe there'll be an executive chef in New York or Los Angeles one of these days so it's a pretty neat program that we hope to continue now again we also have our secondary camps at the uh for our middle and high school students um and uh Mr Aaron Dodge was our summer administrator for that program and again you can see a decent amount of uh Camp options for our students again with those number of students um in the uh after the titles uh we offered our band
019class our camp again with 83 students the thing I like about that in this very bottom picture is that these students are taught by our Middle School band directors and so they're getting those skills and uh items they need to be successful in the next level of uh of Music um I also want to focus on our drone uh camp this was the first year to offer the Drone Camp uh it was a I wish I had taken it myself it was taught by our uh instructor at tab High School who teaches the drones uh um classes to our high school students she wanted to bring this down to the Middle School level and so she taught the students basic drone um safety of course first and then flight skills and then the Stu students
020ran through an obstacle course to do what a real drone pilot would do in a mock scenario of course but they were doing rescue missions and delivering um medical supplies to islands that couldn't get it elsewhere so was a really neat program where the kids saw the connection with the real world and what they were doing our final uh summer program was probably one of my favorites to both attend uh as as a parent and also of course observe uh was our summer family engagement and I I'm super proud of that number we we touched six nearly 650 participants or or individuals at one or more of these family engagement events and you know a few new ones were are You Smarter Than A Fifth Grader where we had uh parents and students kind of
021competing for SL release questions where the kids can kind of show off a little bit but the parents can see what those questions are all about right so it's a win-win situation um I do want to highlight two of those engagement courses or family engagement events the first being Bingo for books you saw we we 183 individuals attended that we knew from last year when we hosted this it would be a big event so we wanted to make sure we touched both uh both of the uh brutin zone so we hosted it at McGruder Elementary along with we hosted it at Grafton uh complex where kids of course they playing Bingo and they get books right for getting the Bingo but we had a reading specialist in charge of it so guess what she did
022between the games she made sure to uh provide skills to both the kids and the parents to reinforce at home uh as far as how to be a better reader right and so it was really a win-win situation where the kids got to bring home a book and then the parents got to help support their kids at home uh the final one I'll talk about for summer family engagement is our NASA and stem uh family engagement where we had uh again 123 students or families come in and they engaged with NASA employees and what NASA loves to do they like to show what they do we had uh one one gentleman one NASA employee show the solar sale system which is a it's like a sale right in space and he brought examples of it
023and so these kids are seeing what NASA is doing just a few miles away at Nasa Langley we had another example of uh Rockets and the payloads that need to go in those Rockets we have the example on the screen here where students were able to um play like they were an astronaut to actually put on the gloves and see how difficult it was to actually put together a an an object and so the students really got to participate uh and kind of feel what it was like to work at NASA F our final uh summer program was the game of life and I'm only going this is a this is a teaser thank you because this will be our September Accent on academics however tune in or come by this was a great uh
024uh uh item for our high school students to attend where they learn car maintenance house maintenance uh cooking skills and it was a great great event so please make sure this is going to be our September AC academics and it really is is a great program for our students that concludes my update on our summer programs I do want to first thank the board for continuing to support these programs it's it's as you can see there's a wide uh variety and breadth of of both uh academics and family engagement that we offer and I want to thank the similar administrators the teachers the staff the Our Community Partners and of course our families to help bring this all together so uh that is the conclusion of my presentation I welcome any questions or comments from
025the board I guess uh I have the uh the first comment looks like um one thank you for putting together all of the different um wide range of different activities both for the students as well as for the uh parents and families that's great do have a question on that accent for Life Is there any way to bring that to the entire you know School populations for the high schools because that something that's needed I'm hearing from friends who are business owners who say they wish that the young people coming in to work for them knew some of these Basics the The Game of Life the last The Game of Life um that's a great question we can definitely look into that I know we this is our first year doing it and so we
026had uh through our career coaches and our coordinator of of career Readiness they work together but we can definitely think about how we can expand this program uh to touch more students because you're right some you know I think students need to know how to change the o or at least check the oil in a car know how to jump start a battery uh you know know that that home safety right so that's important yeah Bal balance a checkbook and if no one has a checkbook anymore at least balance the debit card and the credit card to know what's going on with that um this is true I think that would be very beneficial for the the entire population you know at the secretary level but thank you yeah I just wanted to say from
027um being able to go to day one of Summer Academy at uh make sure I get it right Grafton Beth Elementary um it was it was wonderful I was really pleased to see the level of administrator support everybody was out there helping to kick off that first day of summer Academy for those kids as well as transportation and it was just it was excellent it seemed Flawless um the kids were happy administrators were happy everybody just seemed and and I've never seen a Summer Academy um like that back in my day we called it summer school and it was a big Downer to have to go go but these kids were smiling coming into school thank you good job great work and uh look forward to continuing in the future so thank you Dr I
028just want to say thank you so much for doing such a great job uh seeing the numbers of students and families participating in programs it's just amazing so keep doing a good job I think we're going to be able to bring more people for the next more family so thank you thank you yes I think that uh that the program is going to do nothing but grow and I think the more Community engagement that we have uh I mean the better and it's great to see that the uh schools are utilized I mean typically you're around now sure uh and and it's just a great thing thank you yeah thank [Applause] you right the board is going to take a short recess uh so that we can meet with tonight's award recipients and guests and
029give them an opportunity to take photos and we'll reconvene in about 5 minutes all right at this time do we have any unfinished business nothing okay all right uh at this time we'll go into our finance reporting Dr shander you want to say a few words yes thank you thank you Miss um Miss Goodwin I'm going to call out Mr Bowen our Chief Financial Officer to the podium to give us a brief um Finance report Mr Bowen thank you Dr shandor Madame chair members of the board and Dr shandor um this evening I have just a few items to update you on uh let me begin with the audit update uh we're currently under audit for our fiscal year 2024 activity uh this process began in June um kind of ramped up with the schools
030in July and now it will ramp up with the School Board office here in the next couple of weeks as our Auditors come on site they have completed the school activity funds audit uh we're just waiting for that final report and once we have a copy of that final report we'll share that with the board members um we we expect um this audit to be completed by the end of October um in mid-september we we hope to have our uh final number for our fiscal year end fund balance and if we have that number then at the September business meeting we will bring that recommendation to you bring that number to you and resolution requesting that the Board of Supervisors reappropriate those dollars to us for our capital projects and health insurance fund the second
031item I want to update you with or update you on is the impact Aid update now I've I've talked to the members here a couple of times about that just have some additional information to share um but in our annual operating budget we rely on receiving $8.7 million in Impact Aid by memorandum of agreement with between the school board and the Board of Supervisors if we exceed that Target of $8.7 million then those excess funds are deposited in What's called the revenue stabilization fund this fund sits on the county side um if in any given year we receive less than $8.7 million of that Target then we can tap into that fund to make the School Division hold um for FY 24 we anticipate having $4.3 million in excess funds now if you add that
032to the current balance of the revenue stabilization fund we'll have about $12.5 million and what we're proposing is that we use some of those excess dollars for some capital projects um two things one is we we our auditoriums our school auditoriums need some updating uh really bad um so Dr Carol and his staff are looking to do an assessment of those auditoriums this would be at brutin uh including the SOA Auditorium uh tab high and York high and including York middle school they would do an assessment of those auditoriums looking at the lighting the sound system the paint um possibly the staging and the curtains and um and then the second thing we want to look at is providing some uh startup money for the planning and designing of the tab high school project this
033is a three-year project it's probably going to cost us to the tune of 30 to $35 million doing some Renovations there but we're also um replacing the HVAC uh at that at that school and we're going to convert to geothermal Wells that's what the plan is and there's an opportunity here for some potential savings if we can uh commence that work not only will we see our electric bills go down but we actually might see a net zero building as a result of that so we're really excited about that but we need to begin that planning and design work so if um the board um is is interested in having those conversations or looking at that uh those those two potential items then what we need to do is we probably need to go to
034the next level which would include conversations with the Board of Supervisors maybe between co-chairs and chairs um Dr shandor has recently reached out to Mr Bellamy our County administrator and they seem to be in favor of of furthering those discussions the final two updates I have this evening relate to item 11 this is the action items on this evening's agenda the first is resolution 2460 this is an annual resolution required by the Department of Education for the school division to accept and spend uh vpsa which is Virginia Public Service Authority bonds issued uh on behalf of school divisions for student-based technology this funding was established in the early '90s and the funding formula has remained the same and what the state's funding formula is is that each School in a division will receive $20,000 and
035then the division receives $50,000 so for York County we receive $544,000 to support student technology um in addition there is a matching requirement of $18,800 and since uh Co since we created the technology Reserve fund uh those funds sit in that fund the second item uh on the action uh agenda is staff's request to transfer $200,000 from instructional category to Pupil Transportation and this transfer uh is to close out fiscal year 2024 this is a transfer that's needed to cover expenses related for the installation of air conditioning units and six buses this cost us uh about $85,500 overtime paid to bus drivers and then final salaries and benefit payouts for retiring Transportation employees um our overtime for bus drivers is significant annually however what we've what's hard to predict is this the the number of
036bus drivers we're going to have in a given year but also how much the spring sports are going to cost us um so for the total for the year it's 7 was $730,000 in overtime that might be significant that but that's kind of what we run as average a little higher this past year than in previous years um and then the overtime payouts and retiree payouts was just under 30,000 so combine those three things then we we're a little bit over and I so I need to shift $200,000 in the budget to cover those expenses and that concludes my presentation this evening any questions any questions I guess I have two questions Mr bran thank you so much for the information regarding the uh the Renault for tab high school and the HVAC and you
037were talking about discussing it with the Board of Supervisors yes would that be something that we would bring up at the Joint meeting that we had discussed a few months ago of the Board of Supervisors and the school board getting together I know we had started working on a possible agenda could that be put there since we're all going to be together anyway sure yes ma'am if that if if that uh joint meeting occurs like we had discussed or like the board had discussed then certainly that would be the appropriate place to to have further discussions on that I believe we had an October date scheduled remember the exact date but it was just an October dat there wasn't any set date typically it's the week after our work session or no I think it's
038we have our work session they have their meeting and then we do it as a part of their meeting okay is typically what we've done but we certainly it could absolutely be a topic during that meeting that sounds good since it's Prime and we're going to be talking to them anyway about it that would be the perfect time to do it and the other thing regarding um needing more money to cover the bus drivers overtime is there a way to put an AS RK on that with a budget for planning the next budget to know that this is a common occurrence that we need to increase that line item yes ma'am it it is something that we can do um and and shift that funds at the beginning yeah um however just it's just been
039a been customary for us to um bring those items to the board when we see that when at the end of the year uh because it may be $200,000 this year but it might be it might be zero that we have to transfer next year so um has there been a trend of always needing to add over so many years or does it go say two or three years without needing a transfer and then suddenly a couple years or we do need a transfer so the the trend is really determined by our end ofe fund balance so we start this process in uh mid-march where we're starting to look at all of our accounts and if we have funds available there's some items like we can do like low hanging fruit that that doesn't make
040it to the Capital Improvements plan but it might be the air conditioning units that we say hey well let's shift this money and we'll take it to the board to shift the money and then pay for those air conditioning units for those buses that's customary we do a we have done that um just about every year um and even prior to my employee here with York County uh we have funds we should have funds at the end of the year and when we have funds at the end of the year we try to be good stewards of those funds and try to take care of those lwh hanging projects that right I understand for projects I'm speaking I guess specifically for the issue with a bus driver overtime that if we know this is a
041common occurrence go ahead and increase that for the next budget so that we know ahead of time so it's already there so we're not having to go back and say please canly we will we will look at that and um we will do an analysis uh year-over-year over time in that account and um right because if you made that adjustment if you put an extra 150 or 200,000 in there earlier in the year then if you didn't spend it then you would be back to where you were now which is is putting it end of year and transferring it into another um category correct yes it just depends I mean when when you have when you have a fully staffed uh transportation department you don't see as much overtime and where we typically pull from
042that overtime is from those un those vacant positions right um but when we saw this year we had quite a few that were that were uh vacant then it's the same bus drivers who doing the overtime day in and day out and doing the weekend trips and those kinds of things and then when you pay the overtime it's costing us a lot more money and we had a we had a really good spring we had a lot of teams you know go I mean I'm just throwing it out there we had a lot of state champions a lot of folks going to Lynchburg and other parts of the state so you can't really predict that some years we may have none but hopefully that Trend will continue okay thank you very much any questions thank
043you Mr bow thank you great Dr shander I'll let you share about the capital projects report yes our first capital projects report of the new school year we're going to ask Mr Mark shearhart associate director of capital plans to come up and share um the report for your monthly report Mr shearhart good evening Madam chair members of the board and Dr shandor here's your capital projects report from the month of August first off I'd like to say that I'm very excited to have Michael on board he's been asset to me already uh so the first project i' like to discuss is root and high school roof the roof repair and coding so that project is nearing the cating is nearing completion on that building there is some Edge along the edges they haven't uh coded
044yet because they've waiting for the metal sighting metal sighting is now supposed to show up in the middle of of of September uh that metal sighting will be installed on the building during second shift after the students leave the building the contractor is planning to complete this project in the fall of 2024 but that's weather permitting if it gets too cold he can't he cannot continue the coding so here's a picture a couple of months ago uh what the roof looked like and you can see on the distance there you can see where they haven't haven't completed coding yet and this what it looks like now so it's all coded except for one area there on the right hand side where they replace some stands underneath some air conditioning units they raised some air conditioning
045units off the roof and they have to go back and finish coating that so here's another area too that they need to finish coating these are six solar tubes uh this there was two skylights in the art room before and they were old and getting cracked and things like that falling apart so we put Solo tubes in there these all have dampers in them so the art teacher can control how much daylighting is in the room she does not need any lights anymore these these six solar tubes light that entire art room really really well uh tab Middle School is a next project heating and air conditioning there all the equipment is installed now and it's running we're doing the testing and balancing of the equipment right now we test the equipment to make sure
046it operates properly has the pressures and everything and we balance the air flow we balance the water flow through these different units so that's what we're in the process of doing right now and the next step will be commissioning the building automation system we have the fire alarm badge access and intercom systems were also replaced at tab Middle School this summer David Kilburn was in charge of doing all those projects here's a picture of the crane lifting units up into the uh there's a there's a hatch in the roof up there and lower the units into the hatch into the mechanical mezine which is this what the mechanical mezine looks like it's very tight this looks tight and close on the picture here it looks Tighter and closer when you're in there uh you can
047see the pipes on the overhead and the units on both sides there so that's inside the attic of tab Middle School Mount Vernon Elementary School HVAC replacement there so all the equipment is installed we've had a couple of units up there had some issues so we only have about 95% of them running right now again testing and balancing is underway in this in this building as well and they're planning to do the commissioning of the commission the building automation system here in the new future also on this building David kilber also had the fire alarms and the badge access system replaced this summer here's a picture of them setting the new units on the roof there another picture of the units up on top of the roof in Mount Vernon and then this is what
048it looks like inside the gym now so the contractors had problems throughout the summer getting the duck work from the shop where they make the duck work to the site they're just they're just overwhelmed I guess with all the summer work and the and the duck mechanics that are actually putting them duck work in uh are there and ready and they're actually doing other work but they're waiting for the duck work and they're waiting on some of the gym duck work right now uh so we can finish that up the bits and pieces they're receiving they're they're installing but they just have some more left to do yet tab high school locker room makeover so we installed CMU benches in there and the LED installed LED lighting and all the complaining painting was completed today
049there had some touchup painting they went back and did this morning the ceramic tile floor in there was repaired and some new doors were installed so we are waiting for lockers for shelves and for water fountains for tab High School uh we did find out today that the uh that the man that the installer received the lockers for tab high school today and he was assembling them and he plans to be on site tomorrow to start installing them this is the the girls team room at tab high school you can see the orange CMU bench underneath we built it built it up up and then set the new set the lockers on top of the bench uh just give them more room to sit uh took out the old wooden benches in there and there
050these lockers are in really good shape uh and they don't need the girls don't need as large of lockers as the boys the boys are trying to put their football gear in the lockers so they need the larger lockers and then here's a picture of the boys team room so it looks kind of sad here these benches are just waiting for their lockers come on let's show up uh tab middle school locker room makeover is another school uh we've got the LED lighting installed there the planting is completed the CMU benches and doors are installed and again we're waiting for lockers Gates and water fountains so this is what their gym what their locker room looks like now this is the boy side this picture does not even come close to what it really looks
051like in person this floor really really pops it's got some orange and black and gray flakes in it and it just really pops out at you you can see the the all the benches we put in there for the new lockers to sit on top of again the lockers will be black just like tab high school and you notice at tab high school we didn't do this type of floor yet we're waiting for the renovation there we didn't want to put this floor down inside of tab High School in the locker rooms there it could have cost us $100,000 more to do this type of floor and then we went back to rent do the renovation we might have to tear up some of the floor so the thought was just to wait on that
052wait on doing this type of floor in tab high school until we get to the renovation and then here's the girls locker room just waiting for lockers looks so sad York high school locker room makeover so new CMU benches and the lighting is installed again painting epoxy floors are done and the locker installation is nearing completion so here's what the York High School boys locker room looks like all the all the numbers aren't installed on the lockers the the combination locks aren't installed but you can see they're making progress there uh this is uh I think this is yesterday I took this picture so you can see it's it's very very close probably within a few days they'll have them all completed so that's the that's the locker room this is the boys team room
053for all the football gear and everything so the larger lockers this is the girls locker room looks just like the boys except it's flipped and then this is the uh girls team room so you can see they're getting very close these most of the lockers most of the locks are on these lockers here and the girls team room and the numbers are getting on numbers are on there as well so again this floor in York High School this doesn't these pictures don't do it justice it looks beautiful it's got uh blue and black and gray mixed in there it just it just really pops when you walk in there next one is York high school gym and weight room makeover uh so we installed some new winches on the on the basketball goals they have
054not been able to raise these goals for years because the old winches were were broken uh new LED lights installed painting is complete and we're waiting on material to finish the weight room floor some flooring material that was taken up and thrown away by the painters by accident they did not understand that it needed to stay there and so we're waiting off some some material to fix the weight room floors uh this is a picture of the gym before and you know it it's kind of you can't really see it here in this picture here but the whole ceiling is kind of a a bland kind of almost a yellowish white so it's kind of blah and you can see everything is blah up there the whole entire thing so when you look at the
055next picture we put some pop to it we gave it some character by painting everything and the see all the joist and all the duck work painted at Blue U put a stripe around the around the gym and painted the ceiling all ceiling white so this is with LED lights in it again this is with with old fluorescent lights and this is with LED lights in the the duck work and everything that paint painted so this is the uh sad looking uh weight room at York High School this is a before picture uh so we took all the all the machines out of there and then we painted it step one this is what it looks like now so now it's just waiting on the flooring material to come in and then we can put
056the floor down and then bring all the weight room weight weight machines in I'll love to love to show you some after pictures when we get all these done we are going to come back when everything's done I'm going to show you before and after pictures so in uh the next meeting I'll do that Yorktown school locker room makeover LED lights installed there concrete we do have a concrete pour schedule for Friday um this is the girls locker room so we had some problems with the floor in there so we had to tear up the floor and we put in we've got every the re the wire mesh in there to re reinforce it and so we're just waiting for the concrete pour to go in there once the concrete's poured then we can start
057putting the uh the CMU benches in here and also the boys locker room so this is my last project that uh talk about this evening here's Waller Mill mobile classrooms so the classro buildings installed Again David kilborne David Kilburn oversaw the fire alarm badge and Camera uh installation there the flooring was replaced throughout this trailer or this this mobile classrooms and the sidewalk stairs and ramps were installed by the general contractor as well as the flooring so this is what their their uh modular classroom Building looks like right now it's got restrooms in it it's got everything in it it's got card access it's a secure building and this is what the classrooms look like this morning ready for ready for the students to show up this morning and that's my last project for this
058evening do you have any questions for me yes so not really a question just a comment um so I was fortunate or maybe unfortunate to see the locker room at York high school before the renovation um and just for anybody out there who's listening um I I don't think those lockers had been updated since what 1960 I mean they were old I was like Wow and so that renovation is that's beautiful and I know that uh tab I saw some of theirs and in process I didn't see before but it looks great really looks nice when I show you the before and after pictures you will be amazed yeah it was a much needed use of funds to get those updated Mark could you bring up the picture of the Waller Mill Elementary uh the
059outside of the building this you see that sign that's there uh on walkway going up to it this building houses a fourth and fifth grade and so they call that their senior Academy it's very cool and you go inside and uh and it doesn't have normal tile floors it's vinyl plank flooring which makes it very nice and he didn't show it but on the picture of the uh of the classroom can you see it no but every classroom also has some cabinets and Greg dolak was able to find stars as the handles so it's a little thing for the shooting stars you know okay great job thank you so much for doing that welome well one more thing I'm going to say about York uh at York high uh that the the floors and the

061probably be our shortest presentation from the HR department this year so we are changing um the supervisor of building management and systems to the building automation system specialist at name change there is no um change to the grade A pay grade but the reason is the title for the change is because it makes it more relevant to the job responsibilities that he or she will be doing um within this position so that is the only change is the name change for this particular position and that is it for this evening told you I would be brief any questions all right thank you Dr rites thank you okay so thank you to the staff uh members for preparing and sharing the information with the board um at this time um we are going to go into
062our comments of citizens before I open up for public comment I wanted to share a few remarks uh the school board provides a public comment period for the public to comment on topics gerain to the business of the school board the school board expects that each speaker will be courteous modeling for our students how one can respectfully disagree with others views we ask that speakers address their comments to the entire board and not to one individual board member nor to the superintendent a staff member or the audience speakers will present their comments at the podium each speaker may speak up to three minutes a timer is visible for speakers from the podium and speakers should conclude their remarks when the red light comes on the timer will begin after you state your name and District
063so you don't need to State your address anymore anymore and then after um the green light comes on about 30 seconds 20 seconds you'll get a yellow light and that's kind of like the warning that to wrap it up and then of course when the red light comes on that's when you need to stop okay all right I now open the public participation of comments for comments of citizens and let's see tonight our first speaker is Nick Dupri good evening name is Nick dpri District 3 um one of the reports that they missed was uh Seaford Elementary School on that presentation um I've been dealing with that project for going on what two years now I think when it was first started um I pretty much exhausted every other aspect of trying to work with
064uh Mark shearhart Dr Carol Dr shandor um I still have things that haven't been completed when they've torn into my yard um my last email was just over two months ago I sent to Dr Carol asking on an update on when to expect to get this stuff finished um has not responded I know I believe it was in March that uh Dr shandor tried to get the board to have to reply within 24 hours like he said he was instructing all of his employees and himself to do uh we're at over two months no reply um since then I I have met with Dr shandor once um that was after multiple phone calls messages left emails of no response over this two-year period he he finally responded after uh he talked about that 24-hour notice
065he responded I think 15 minutes later he was kind enough to meet with me we went over the issues uh told me that he would look into it and follow up with me and get back never got back um kind of just pushed it off to Dr Carol again um since then I have fyed information um one of the meetings I had I was told from Dr Carol and the VP of Harland construction that they knew of no issues with the drainage done at se Elementary after that I fored the information I found all the emails they were all in the emails talking back and forth trying to get vot to approve work that was done wrong along Seaford Road and they knew it was done wrong Mark sheart knew it he was in the
066emails Dr Carol knew it I believe Dr shandel was in it not sure but they knew about it they told me it didn't exist they didn't know about it I have the email documentations before that I reached out to Mr Richardson tried to get his help on some issues happening at my property um his response was if I have any issues with the contractors and the work they're doing I should consider suing the contractors the school board holds no responsibility over the project um since then I verified to lawyers and people in York County that uh that is false that the school board is responsible I found out the fo year that we have paid a change order of $261,400 to redo the work to the same contractors that did it I'd like answers and
067I'd like to get my yard fixed thank you thank you our next speaker is Sam Ray good afternoon board members my name is Sam Samuel Ray I reside in District 2 tonight I will be reading excerpts from a letter written by Mr K lass from the year 2020 I find it inconceivable that his school in 2020 would still bear the name of a Confederate officer Major General John bhead McGruder McGruder was a traitor who took up arms against the United States Union during the Civil War this war was fought to keep enslaved African-Americans and a state of per Perpetual slavery McGruder fought hard to keep my enslave ancestors living in a in the Tide Water Virginia area slaves forever in fact in 1861 muda invaded Hampton and burned it in part to prevent Hampton from
068becoming a Haven for runaway slaves then known as Contraband although some people contend that muda Elementary was named for the area between Queen Creek and Camp Perry called m mder it should be noted that the area was named in honor of Major General McGruder for his role in the fight against the United States Union Army Army in the James River York Peninsula including Williamsburg in 1862 furthermore the name of gruda was given to the school during the Jim Crow era in my opinion like many school districts across the South the names assigned to many schools were usually Confederate Heroes this was done by a system a symbolic gesture were that were excuse me this was done by a symbolic gesture of asserting white supremacy and the opposition to all efforts to Grant Americans African-Americans full
069Equity I contend that the above is the reason why the name mcder was chosen for the Elementary School located on 700 Penman Road in Williamsburg Virginia when York County Des desegregated at schools in the 1960s the Frederick Douglas Elementary School on Penman Road was renamed McGruder Annex I found that ironic and racially obtuse York County deemed it necessary to change the name of a school honoring a great africanamerican Patriot to one honoring a man who committed treason and found it and fought to keep Americans enslaved today we need to associate ourselves from all things glorifying the Confederacy and and from all things glorifying the Confederacy and give McGruder Elementary School a new name a name that reflects the values of all residents of York County I emplore all residents of Williamsburg York County Community to
070petition the York County School Board to demand that we rename muda elementary school hopefully this name change will make all students and parents feel welcome and included thank you thank [Applause] you our next speaker is Barbara Haywood good evening Madam chair board members Dr shandor my name is Barbara Haywood and I reside in the Bruen District congratulations on the beginning of a new school year and I hear flawlessly um and how fitting you have your board meeting on the same day as the first day of school so in comparison we send our students off for a new beginning there is excitement of returning to school to see friends and teachers that they didn't see all summer there's also some apprehension especially when you're entering kindergarten or Elementary School middle and high school for the first
071time we all have high expectations of our students to be successful and on the same note you as a board have a new beginning you start this school year off very different than you started your elected term in January we as the larger Community have high expectations of you as well we have expectations that you will accomplish your responsibilities to the best of your combined ability for all students a major part of you being able to completely complete your responsibilities is receiving your proper training to fully understand the enormous responsibility that you have and the ability to accomplish your duties as a team of one I am aware that you held your retreat at the office of the Virginia School Board Association in Charlottesville I pray that you came away with A New Perspective and

073of course it is because your interpretation seems to be discrimination extremism and intolerance which I do not support I am am tired of school boards throughout the US Banning books treating lgbtq students like subhumans rewriting history because it is often uncomfortable treating those of different heritages with disain insisting that Christianity is the only acceptable belief system and requiring the 10 commandments to be posted in every school when a first grader asks who what is adultery we can tell them it is when former president Trump had intercourse with numerous women while married to each of his three wives in Acts 7 1726 the Apostle Paul said God made of one blood all nations of men for to dwell on all the face of the Earth under God's laws we are all equal the preamble to our

077schaer to share his remarks all right well it has been a busy summer uh on the 23rd of of uh July Jimmy and I got to go to the uh vsba conference on education and in Rich and it was very good uh we had breakout sessions and and uh I went to one of the policy ones and had some good good discussion but we had a good time there uh we also had uh our Schoolboard Retreat well no before that we had the uh new teacher orientation new employee orientation on the e8th uh which was great uh got to meet all my new teachers and and I like the way that we did it this year to where they went to their schools or their place business first and then came to us and uh
078had lunch because then they already has had exposure to their schools the uh sped teachers and all had five days uh training beforehand so they knew their teams they knew their schools they knew their administrators and made life so much easier for them to start and then we had our our board retreat on the 14th and 15th uh which was a very good time uh we um I think we learned a lot I think we uh accomplished a lot we had the we have our board norms and protocols and a code of conduct for school board members I would ask that everyone go to the website and uh and pull it off of board docs check it out uh we also had uh good policy discussion uh from the lawyer that is works for the
079vsba that uh is on staff there that uh went through policies with us and it was a good team building time we had presentations and uh I don't know how but Katherine got us to uh schedule the uh work sessions for the rest of the year of what what happened at each one and it didn't take very long either I was impressed I really was uh then we come up to open house I went to two open houses last week at uh at McGruder and at um uh Waller Mill and it was a great time saw so many families and everyone was just so excited for the school year so then this morning uh get up start out my day at uh 6:30 at brutin high school went to brutin saw everybody there uh followed
080the buses over to Queens Lake uh had a blast at Queens Lake uh saw everyone there then I went to McGruder and the funny thing about McGruder was that I go up there and I walk in and they're cheering for me going down the hall I go what is going on well what happened was was Craig Reynolds got uh the fifth grade teacher over at McGruder spoke uh to William and Mary got the swim team over got the lacrosse team over to line the hall and cheer all the kids as they got off the bus now I mean you talk about making kindergarteners through fifth grades uh just so proud and excited and everything when you have college kids there cheering them on it was awesome then went over to Waller Mill and uh and
081I had a great time at Waller Mill went over to the what they call you know you can't call them trailers I don't think Portables even do it justice I mean this is not anything like I ever went to school in uh as you saw in pictures and all this is more like I mean it's it's classrooms it is it's six classroom it's bathrooms it's uh a main hall and everything and uh yeah they call it senior Academy since it houses a fourth and the fifth graders and then after I left uh Waller Mill I went down to York Middle School and got the tour down at York middle had a great time uh down there went to uh let's see I went to Shannon over at uh York high that's where I saw the
082the locker rooms and saw the floors and the LED lighting and everything and yeah I was jealous of the two-story uh learning Commons but I said ah but bruttin is very nice still okay and besides we got the solo bathrooms which are even better um after I went to York high then I went to um York Elementary and Crystal bowlan took me around and that is a very very nice school it is it is in good shape for uh the age and I said gosh this is It's really uh it's really nice school and she said well you hadn't seen anything yet I said okay so she was right I went over to Seaford Seaford oh my gosh that is the Cadillac of elementary schools it has learning Commons in there I said are we
083in a high school what is this Barbara Nel took me around and I said come on now really I mean everything was just it was it was a beautiful facility it really was and uh considering how old that Seaford was it looks brand new and uh if you haven't seen it I saw it in all its Glory today uh and uh it's in great shape and let me just give a shout out to transportation for a second at all four of my schools in the brutin zone I ask all the teachers I ask all the uh administrators the office staff said how are how are the bus is running I had one instance where one was 5 minutes late I this is the best first day ever that we have for transportation now there was
084a little bit of hiccups in the York Zone because as it turns out there was a wreck right outside the exit to Yorktown uh middle school so that kind of uh put a snafu in in part of their day so that some of the buses got their late but it was it was great uh the LED lighting and everywhere is just it's wonderful if you haven't seen it go to York Kai's uh gymnasium and it is just so nice and bright in there with their with their roof painted and everything else it's great uh but I love the community engagement of bringing uh William Mary over to uh McGruder and uh I mean that's that's a partnership we just got to keep going uh but all in all it's been a wonderful summer a busy
085one but uh but it was a great first day of school too I think it's been the best first day of school since I've been on on the board okay thank you okay let's hear from Mr pich now after we got the traffic report weather report right uh it was a great summer uh and I think for uh What uh Mr schaer is talking about uh exciting to be part of the Border Retreat we did learn and done a lot of the good things uh for the future of our students and our staff uh just looking forward for that year uh my update through the summer I was majority time out of the country but like know in the meantime while I was here uh news that we have is that Dr Casey Roberts from
086new New Horizons actually resigned from his position so at New Horizon right now we are looking for the new director we do have uh interm uh Dr sh what's Mr Royce Hart yes uh he will be uh interim uh director in there while we are currently searching for new one um first day of school amazing as Doctor Mr schaer said I visited the uh centry and uh betham mder uh kids were just amazing so excited to be there we did have a couple criers uh so par parents we had to escort him out uh so they can leave the kids behind but uh everybody was super excited teachers uh principales APS were wonderful I met some of the new staff that came on board that we just learned about just a phenomenal phenomenal opportunity and
087phenomenal staff uh for our students so thank you okay uh next we'll have Mr Richardson give his updates thank you um in July I attended the vsba uh conference on education in short pum with Mr schaer um they had it uh they had various topics at different tables in the conference room so you could move around every 20 minutes and cover several topics so that was a that was a great conference uh on the 29th uh attended the opening of leadership academy I believe uh Miss Goodwin was there um and that was the the opening of leadership and it went throughout the week I think some other board members attended throughout the week uh but it was great to be able to interact with the many uh administrators building School uh School administrators and Schoolboard
088administrators at that uh Leadership Academy on the 7eventh I attended a tour of bethl manor elementary with Congressman Whitman and other board members Mr Miss Fairman set that up um and that was with Mr pivic and Miss Goodwin uh and then on August 8th I was able to attend the new teacher orientation and meet many of our new hired teachers with the division that's always an exciting time to get to meet the new teachers and get their perspectives uh coming into the division and then on the 14th and 15th of August we did our board retreat at vsba uh in their conference room we had a small session with vsba attorney um the where we talked about how policies developed she explained all that um we also worked on draft agendas for the work sessions
089at that uh at that com at that um Retreat um the most important item I think we worked on was our board norms and protocols along with our code of conduct and it was an extremely uh productive Retreat uh lastly I attended one of the kindergarten roundups at D Elementary I hadn't been to a Kindergarten Roundup in several years since Co started uh but I was able to go to one at D Elementary on the 21st and um they just have it so organized that and it's like this at every Elementary School they have they've got their system down uh and they do a great job so I'd just like to welcome back all of our students and teachers to a new school year thank you all right thank you all right and we'll hear
090now from Miss Fairman get the mic on here um first thing uh it was very exciting uh to visit bethan Elementary last spring Mr pich Mrs Goodwin and I had the the opportunity we were invited to go to What's called a prize Patrol and it's when someone on the staff or the faculty has earned an award and they don't know they're getting it and we go and visit well the one uh one recipient of the par educator of the year I believe it was um was at bethl Menor Elementary and we got there a little bit early and so Dr shandor took us on a tour and showed us how tiny the gym is in bethl Manor Elementary School and it is extremely tiny uh to have one class in there is tight and to
091hear that two classes were in there uh on a regular basis was extremely tight and being a military wife um actually was on the officer's Wives Club at Langley Air Force Base so was familiar with some things as well as teaching in the dod system when we were overseas I asked Dr shandor are all of the students who attend here at bethl man are they all God bless you are they all um uh military students connected with Langley and he said yes they were and I saidis the building connected now we lease the building but it is still part of Langley Air Force Base so kind of threw out there in the spring has anybody ever contacted Congressman Whitman or when we were in the second district uh congresswoman Elaine laua about federal funds for
092this since it's dealing with military students military families in use by the military base and apparently it hadn't done that so I asked if it was okay if I reached out to Congressman Whitman they said yeah if you can do it go ahead for it and uh fortunately I had reached out to his staff to um uh different people on his staff and they got back with me and said the congressman was very interested in hearing a little bit more about this I had a chance at uh the Yorktown Fourth of July parade to personally speak with him and he said yes you know if you can arrange for things you know let me know of course it's in the summertime and everybody's busy and then I happened to be at another meeting and found
093out that Congressman Whitman was going to be here in York County on I believe it was a Wednesday morning and I was like okay knowing what congressman's schedules are like it gets a little tricky there and happened the next day I was at Leadership Academy visiting with some of the principles and saw the bethl Manor Elementary School principal went up and talked to her to see if it was possible to get some pictures and to see if maybe there was any time that if the congressman schedule allowed could we bring him down to take a look at it and she said on Wednesday she didn't think that was problem I said well hang on I don't know if he if he's even available for but let me see if I can put out to it
094found out the following Monday that yes he was able to come down and visit and spend an hour and we toured around and so he's going to be working with uh Langley's base commander in putting things together to see about getting funding to help you know the military families and everybody at bethl Manor Elementary to you know have some type of improvement for a larger gymnasium so it's still in the planning stages but it it was wonderful to be able to start putting that together and to see it realized since they've been dealing with that building it originally was a Barracks as well as a fallout shelter so that kind of tells you how old this is um in moving along so we'll we'll see what improvements and we'll keep you up to date on
095that um regarding I know it's the beginning of the school year I'm just going to throw that out there uh regarding Locker use for middle school and high school I didn't know if that was addressed that was one of the questions that we had at the end of last year I I didn't know if anything I'm not expecting a question or an answer tonight it was just I'm just kind of throwing it out there you know since it was the tail end of of last year uh I do want to let everybody know I did not attend the retreat because I ran against doing any Retreats outside of our area and um this was both for fiscal responsibility for the cost of the travel the overnight in the hotel rooms for everybody being there as
096well as the food uh I didn't think that was a wise use of our money as well as it was difficulty for transparency and having people attend to drive all the way out to Charlottesville now some people may have you know other comments about that you know and other opinions but uh that was one of the things I ran on and so that's why I did not attend um that PO particular um thing I would like to know how much was spent on that um you know to to see what it actually cost versus what it would have been if we had had it here locally I really think that in the future that we should have Retreats here so that you people can attend and we we shouldn't be afraid to be in meetings
097and have citizens attend you know and watch and video if they want the um that's all right um unfortunately the last two things are are kind of difficult but just want to throw this out there um the time in between the graduation sermon the graduations were wonderful um uh the end of last year and seeing everybody I really enjoyed that what what bothered me though was there was some teasing of people in between times and these were the adults um the in between while we were waiting for things and I would hope at the beginning of the school year schools are always saying you know non- bullying you know that we shouldn't be bullying and things like that and if if we don't want the students to bully and tease and you know roast other
098people we shouldn't be doing that either we need to be you know mindful of that and be an example and um I just want to say that if I if I see it anymore and if I hear anything I won't be silent I won't just say well you know was that person injured when they fell on the hallway that I don't agree with watching it on a video and um making a joke of it later and and saying that it was it's funny to watch and we bring it up whenever we see that individual again and haha it's not funny uh and we shouldn't be making fun of people doing that and we shouldn't be watching videos of what happens in a hallway um for some faux paaw that occurs we need to be better
099than that and and stand up and be truly examples uh for things um examples for how to how to act with our co-workers and administration and faculty and everything else we need to be mindful of that um just a personal opinion along those lines as well as um I want to I will personally apologize to the Schoolboard member Alliance and to Mrs sher's story for the issues that occurred at the end of last year that it turned out it was an incorrect designation that uh the purchasing uh Authority has backed off of that and has rescinded everything but I really think um and I know some people may disagree with this but I believe um chairman Goodwin and Mrs Barry uh owe both sbma and Mrs story an apology for going uh through all of
100that that it was actually not following what was in the code and what we needed to do but I do want to congratulate all the schools on their wonderful beginning it was neat watching the kids in the neighborhood head out and see them excited at the buses and see them excited going into the school and seeing friends that they hadn't seen in a few months and looking forward to their their new classes and their their new new grade levels and all the new wonderful things that they're going to learn and so congratulations to the schools um on the back to all of the teachers getting to know all their students and a big congratulations to all of the students and the parents for a wonderful new start to the year thank you okay thank you
101m fman it's my turn um the first thing I want to do is I do want to comment on fiscal responsibility because I too did run on fiscal responsibility and what is that and that's stewarding your school's resources right it's looking and making sure we are spending money uh appropriately and um in May when I took over as chair one of the things that I did was um I canell an already scheduled uh board training and that was going to cost us $25 or $2,800 I don't was it 28 $2,800 for a training that Miss Fairman Mr pich and myself already had so we were going to have another training on a topic that we already had and two of our other board members were not going to be there it was local yes and
102when I asked what is the purpose of having this training and spending this money when we three of us already had it it was so that John Q public could hear it I didn't think that was a wise use of our funds especially when we had a dire need to have a retreat or or a group get together whatever you want to call it so that we can get on the same page and figure out what direction we are going to go in as a board and just get some you know uh common things decided um we end it up I don't have the final numbers but I can tell you we spent less than 25 $2,800 going away we stayed in a budget friendly hotel we ate subs and chips for lunch there was
103no uh extravagant extravagancy there um so we came in under that amount and we got so much more done so so I think that is being fiscally responsible now some of you might disagree with that and that's okay but that's the position that I came from and I can tell you from that board retreat there was a lot of good work done and yes we had fun but you know what it's okay to have fun you can laugh with your co-workers or C-Bo members um and you can enjoy yourself and that does unify people and one of the great things about York County and I will say this because I have been very active I think many of you know that since I started um I've been very active I've been in many many of
104the schools not all of them getting there um I have seen the way the executive team interacts and I have seen the way teachers respond and way Dr shander is when he goes to schools and I can tell you people are happy and there's a culture of caring and unity they laugh they have fun with each other and they work hard get the job done and that's the way it should be and that's just my viewpoint but I just wanted to let you know now I'm going to tell you about what I've been doing since uh school let out okay so yes I was pretty busy but it was a good summer I started it with um kicking off Summer Academy at Grafton bethle in June and it was really nice to be part of
105the first day of summer Academy because in my day I think I told you we called it summer school and kids didn't look very thrilled to have to be there but these kids were very happy um the best thing was that um a lot of Administrators were out there from the other schools to help make sure kids got to class just be extra support and uh Transportation uh James rck was out there making sure the buses were there and everything was running on time it was everybody was there to be supportive and that that that's what we are about in York County and um it really showed and it it went off with a hitch and without a Hit glitch and uh then uh Britney West the principal was able to give me a a
106nice tour of summer school so that was really great later that month I attended a popup job fair at Yorktown ele Yorktown Elementary School and there were a number of um job applicants who were given interviews and actually hired from that popup so that really helped us a lot and uh it was nice to just kind of pop in and and see how all of that worked and uh let's see July was kind of quiet I did take a little time go to the beach and enjoy myself um this month I was able to attend Leadership Academy for a couple days as well as welcome the new teachers at new uh teacher orientation and the energy in the room was great I mean these teachers I can tell really were glad to be here in
107this Division and so I feel very fortunate that we were able to get them um as you know we attended the the board retreat and um I really took away a lot of good information from that Retreat and uh I just feel like I have a better idea of everybody's roles and responsibilities it's easy to sit out there I did and look at somebody's role and think what that's all they do but when you really see the depth and breadth of what you know our executive team does it's it's vast it's big they have a lot of responsibility there's a lot to manage and a lot lot to do and it was very eye- openening for me and I'm really glad that I had that uh chance to dive deep in that in what they
108have to do on a day-to-day basis uh I attended a tour of bethl maner gym as U Miss fman said with congressman whittman and um Dr shander and Mr Bowen and the board members and that was great I'm glad that Miss Fairman was able to set that up and I hope fingers crossed that bethl Manor will be able to get that gymnasium and then finally today um got the Whirlwind tour of the tab District I went to uh tab High School tab Middle School Tab Elementary School Mount Vernon Elementary and bethl Manor Elementary School thank you Dr shander for setting that up um I am happy to report that it was a successful first day in all of those schools the teachers and staff all looked happy and eager to be back with their kids
109the schools were welcoming positive safe and clean I'm going to tell you I have never seen floors shine as much as the floors have shined in these schools I mean and we are down like 20 custodians I believe and so our custodial staff worked I mean tiredly over the summer um to make that happen so my hats off to um our custodial staff they really did a really good job and uh yeah so that's uh my report for the last couple of months all right so we will transition into now into financial matters and I'll ask Mr Richardson to discuss financial matters thank you madam chair um so I have uh claims certified for payment for the months of June and July uh significant expenditures for June and we're going to start with instructional related
110expenditures that total approximately $932,452 of them here but it includes payments for a lot of speech language speech language services sign language Services New Horizons 355,000 for tuition for sped students uh Plan B Academy 78,500 for children's services act uh tuition Pro therapy 47,500 another for speech language Services uh sh Varsity Acquisitions 116300 for children's services act tuition Sun Belt Staffing 52400 00 for speech language Services Fon Center uh 58,800 for children's services act tuition and all this is uh listed this this whole report is listed on board docs uh so you can see it in its entirety as well uh payments for technology related items totaled approximately 1.9 million uh with uh the bulk of the payments going to CDW 1.7 million for replacement of one to1 devices and Microsoft license renewal Food Service
111expenditures total 77600 900 and that included payments to sedexo for May and June food service operations so payments related to construction and maintenance project totaled uh 3.9 million almost 4 million it was 3994 Point $ 3.94 $500 to include payments to um Centennial contractors $314 400 uh $314,000 and4 $400 $314,400 I'm sorry so that was for the uh locker room Renovations that we just saw a lot of the presentation on earlier for tab High School tab middle York middle and York High School Harbor mechanical was 396,000 for tab Middle School HVAC replacement uh Heartland uh 61,7 for work at Seaford Elementary uh weather proofing Technologies uh $77,400 for brute and high roofing materials uh zbz and Associates 1.8 million for Mount Vernon HVAC project project and payments for administration totaled approximately $58,700 to include payments
112to um American Refrigeration for 16,300 for HVAC supplies Dominion Energy $197,700 for utility services uh significant expenditures for July payments related to instruction total approximately $37,500 to include payments uh to reading and writing professional development for $21,300 uh vhsl for membership dues $16,250 uh payments related to it total 86,2 75 and that included payments to cdwg uh for Mosaic Cloud renewal that's $1 875 Tyler Technologies uh that was $74,400 for transportation management system and payments related to Administration totaled $846,000 and included payments to Frontline Technology Technologies 177,00 for absence management and hrms systems uh TR which is 26,600 for school fund online accounting software and then Virginia risk management sharing Association was $641,000 600 for property liability and works Compensation Insurance for fiscal year 25 uh Food Service expenditures totaled 34,1 194 and included payments
113to Alto Harley for replacement of food service equipment uh payment for operations totaled uh $38,600 and that included payments to global payment systems 17,200 and then Republic Service 20, ,900 uh payments related to construction and maintenance and this is in July again projects totaled approximately 1.6 million and that was Centennial contractors $567,500 for again to finish out uh paying out for the tab High School tab Middle School York middle school and York high school locker room Renovations uh Harbor mechanical 172,00 for tab Middle School HVAC replacement and zbz Associates 9484 for the Mount Vernon HVAC project uh significant changes relating to the operating budget the state revenue is approximately $1.1 million higher in fiscal year 25 than it was in fiscal year 24 due to the decrease in the local Composite Index increases in enrollment
114and increase in atrisk funding expenditures and encumbrances for operations and maintenance are approximately 40 $420,000 higher in fiscal year 25 than the previous year and that is due to utility expenses and maintenance supplies expenditures for operations and maintenance increased by approximately $66,000 when compared to July of 2023 and that was due to the fact that our property and liability insurance was paid a month earlier uh in fiscal year 25 there were no significant changes in the revenue uh or expenses at the food service budget uh for July and resolution number 2462 requires board's approval off authorizing procurements of more than $50,000 and there are five items on the resolution totaling $1.21 million the details of which can be viewed on board docs Madam chair I would now move to approve financial matters as they are

121started so you sort of missed that entire part um but the the schedule has worked for a number of years so the February date is when the formal presentation is done at the work session we we'll I'm sorry we'll start seeing the numbers say October November when we're having those discussions well part of it depends on when the governor releases his budget so there there's a lot of that so Mr bone if you want to fill in any of the gaps that I missed you're welcome toor um as part of the schedule um we we go we engage the staff we engage the community we engage the board members um this All Leads up to a number of things that are happening at the state level um the vrs is looking at uh possibly changing
122rates that's all going into this the governor's proposed budget that happens in December when we see the governor's budget that's what really starts the hard work of prioritizing all the requests that have come from the board from the community from staff um at that point that usually happens that doesn't really start until June January and so for the month of January cabinet meets um weekly um for many hours to sort through those number those lists of of recommendations and then of course we have our own mandates and priorities that we have to uh incorporate in those suggestions and that's how the process um Works um it takes us a good month I'd love to have more time but it's it's really hard to get it even to February for that presentation when the when the
123superintendent released is his proposed budget at that first work work session in February so we're working with a a very short time frame um the general assembly starts that uh Second Wednesday of January and there's going to be changes made to the budget right those changes don't come until later in the spring into a final budget once uh they have worked through the governor's proposed budget all right thank you very much yeah and Mr bow and I'm looking at uh May 19th the the adoption of the Schoolboard operating budget that's uh that's pretty optimistic in years past yes we've had challenges with that date because of the state process has gone longer than um normal we've had it July before I think yes and as I recall like uh I came to one of the
124public meetings Dr shander and you uh in November I believe for the presentation to the public so that's so there's on our current draft schedule that we just did at the retreat um in December um Bill Mr Bowen will do a budget Outlook so we'll be bringing you information so again it's a lengthy process um going through the you know prioritizing 180 to 200 requests that come in from the schools we're prioritizing those we're also as you know looking at health insurance we're also looking at salaries every year so it's a lot of information for us to compile but that process starts really early so we're we're working on that and like Mr Bowen said even when I present my my budget in February there's multiple changes that happen after that due to whether the

135evening again um to all board members and staff members in the community so um over the summer we there was a lot going on as you heard uh our board members attended a lot of this so I will try to briefly go through um some of the work that we did this summer so our Leadership Academy occurred this summer I want to thank um Miss Michelle hufstedler who was out in our audience tonight she's our director of leadership um she did a great job organizing this work it was a a 4-day Leadership Academy that included over 100 leaders um for 4 days in our school division principes assistant principles instructional coordinators testing coordinators from each School along with central office staff um it was Olympic themed as we know we we just sort of wrapped
136up the Olympics a few weeks ago all of our partner um the participants were all engaged in professional development on a variety of instructional and operational topics our keynote speaker was Heather Peterson who shared best practices of transformative leadership change agents communicators culture Builders and culture developers and the importance of personal Wellness um she was extremely well received by by our team um next we had our um also through the summer we had ycsd teachers and staff participating in division-wide professional development um Dr Skinner and Dr Carol and Dr Butler and a number of our leaders coordinated this with a number of our staff members providing um content specific sections um that were structured to provide classroom teachers counselors Librarians and other support staff updates and resources in the areas of curriculum instruction as well
137as all other areas um that they were responsible for we also had a transportation Academy um the transportation Academy was held at Grafton High School last week on the 19th um there were approximately 140 employees in attendance Mr rck did a great job with our drivers he introduced 36 new or Andor firste employees he also celebrated nine employees with their five-year pins two received their 10-year pins three received 20-year pins and five received their uh 25e pins but this one was pretty awesome we had five bus drivers who were recognized for perfect attendance last year I thought that was pretty pretty special also we had our um new employee orientation which I know several of you came by um we had 118 new teachers there that was on August 8th 12th and 13th um it's
138always exciting to welcome new teachers to our school division whether it's their first year in education or their a mid-level or end of um their career coming over to our addition uh to our um to our school division let's see I also wanted to thank our custodial staff board members you mentioned it this evening um the hard work that they did over the summer I visited every school um over the last seven or eight days and then clearly uh at tab today with Miss Goodwin they take real um just unbelievable pride in preparing our buildings for R returning students and staff I every building was shining today and I just I can't commit and um George and Mr dolak and all of our custodians they do an amazing amazing job so we want to thank
139all of them and their commitment I also want to thank our County Administrator uh Mr Mark Bellamy and our Deputy County Administrator Brian Fuller and their team um they continue to support us um they're responsible for our school grounds so while you were you know driving to different schools today or you will this week um they do did a great job of making sure that the grass was mowed or bushes were cut we had fresh mulch out there so we certainly appreciate them they play a major role in the school division um I also want to thank um the uh sheriff Montgomery and major West obviously we have a very close relationship with the sheriff's office everyone at the sheriff's office we thank them for their support ensuring our schools maintain um high standards for
140safety also I wanted to just share about today our cabinet executive team spent a lot of time in the schools today we basically rotate zones for for the first four 4 days um just just being there to support our principles and welcome back our our students I want to thank all of the school staff uh who made sure we had a successful first day of school for our students again I want to thank the custodians I can't say that enough for their for the clean cleanliness of all of our buildings and our bus drivers did an amazing job today our transportation team was was just fantastic transporting our kids safely to and from school um and I also want to um recognize all of our parents and families for working with us the start of
141the school year is um it's always a little stressful for everybody certainly for students and and staff members but parents there's a lot of stress there as well especially if you have multiple kids um at multiple schools like I did a few years ago it's tough to remember which ones are the elementary teachers middle and high school teachers and you're getting all these different Communications so we appreciate their patience and I'm really looking forward to a great year thank you thank you Dr shander thank you to all the presenters this evening um we're now in need of a couple close sessions so can I please have a board member take us into Clos session okay I move the York County School Board conveni and Clos session pursuant to Virginia codee 22- 3711 A1 of the
