all righty um now i lost my agenda there it is okay so are there any changes or additions to the consent agenda seeing and hearing none i would accept a motion to approve the consent agenda as presented don't move second okay moving second any more discussion on the consent agenda okay uh singing hearing none all in favor please signify with saying aye hi all right i'll pose please say no okay consent agenda passes uh let's move to kim and our year end report all right well debbie and i practice this so hopefully we will manage this without issue i know you will [Music] and i'm already frozen i'm sorry i needed something my fault i have the endless cheerio going the wheel of death pretty much and i think i'm actually getting kicked off so
i'll be right back hey and she lives in town so now i don't feel so bad okay why don't we uh move on real quick then and uh under new business let's consider the approval of the fire protection agreement between the district and south pierce fire and rescue uh this is uh an annual thing so uh creston any uh changes or info we really need to know about no this is an annual thing and um we just need you to put it so that you can have warehouse or elementary covered very good okay so i would accept the motion to approve the annual contract between south pierce fire and rescue and the school district for fire protection at weyerhaeuser elementary school so moved second movement second any further discussion okay singing hearing none all in
favor please signify by saying aye right please say no all right so that motion is approved and looks like kim has brought it back to life for you you're ready to go kim you're you're muted you're muted kim it's gonna got nowhere to go but up it's all here all right well it is my pleasure to go over with you the results from 1920 which i have to admit at this point seems like an e on a go but as we know any fiscal story starts with enrollment so our budget enrollment for 1920 was a very modest increase in our budget and we ended up considerably higher mainly due to a larger kindergarten class once again and also to a much larger fifth grade class so overall our ka enrollment was up to budget conversely
our brick and mortar high school enrollment was down seven percent one of the reasons for that and this is just kind of a nice enrollment by school history and you can see that our new beginnings or open doors program has increased by 105 percent over the last few years which is rather astronomical so if you look at the ehs enrollment it shows that it's only down one percent the reason for that is that it does include running start numbers so once you back those out that's when you reach the seven percent decrease overall and the increase in open doors large part due to the adoption of core 24. i would say after having some really wonderful conversations with amy and jana they've also pointed out that a large number of those students are not students
that have gone all the way through our programs they're students that come in late in the game and are already deficient by the time that they get to us but those enrollment numbers have prompted some really great discussions around interventions that we could put in place ensuring equity for our students so if you want to look at our subgroups of enrollment we took an interesting look at our low income percentages and what you'll notice is that while the high school has our lowest low income percentage our open doors new beginnings program is actually the highest in the district and that's a really significant number at the same time although we are still [Music] extremely um [Music] ethnically cohesive there has been a modest increase in our hispanic population it is slowly and steadily growing so
of course we take enrollment and that drives our staffing so what we have here if you look at the orange line that's where we budgeted our staffing what we send to ospi is the s275 and it's an october first snapshot of our staffing the reason for that is that they used to utilize the s275 to generate our staff mix factor which funded all of our salaries for our prototypical staff well they don't actually use that any longer for a staff mix factor as we know that's gone away and so i thought it was prudent to act in the blue line which showed where we actually ended up for the year and you can tell that in certificated staff it is quite a bit higher than what we submitted on the s 275 and the reason
for that is that our fifth grade did keep increasing we added additional teachers both for pem for fifth grade and we added additional counseling staff and so i'm hoping many of us are hoping that now that they're not using the staff mix factor that maybe they will change our reporting on staffing so that we can really give them a clear picture of where we ended up on the year classified actually ended up a little lower than when we took the s275 and that's because once the pandemic hit we let some open positions remain unfilled for the rest of the year so overall if you want to look at the general fund we started at 2.9 million we had a revenues of 27 199 and expenditures of 25 633 and the reason for that is that
we did follow your directive last march when the pandemic hit that we were going to limit as much as possible our spending knowing that there were some lean times coming up and so we did in fact bank almost 1.6 million adding to our fund balance and what that means is that we we did bank enough to offset our enrollment losses for this year and the apportionment that that enrollment would have driven it's not quite enough to cover losses in transportation or food service but the fact that we could cover that significant of enrollment is huge and so these are just our fund balance uh trends over the last four years and we are significantly higher and in fact we are at about 17 and a half percent right now again since we are covering the
enrollment shortfall we will not end 2021 but starting there this year was uh instrumental in maintaining our services for our students so revenues were up in all categories local revenues were up in main part to much higher preschool tuitions than we had anticipated and also we had andrea stamen take over our pool as manager and while we were able to have our pool over and she did such fantastic things in overhauling our program and our community offerings and we had great response from the community on that state revenue is our apportionment and so of course that was up because our enrollment was up federal revenue is all grants it includes our special education grants safety net titles one two and four and our indian education grant and uh the lady that you see down in
there is dorothy apple she runs our indian education program she has done a phenomenal job of adjusting to remote and still trying to keep an active uh cultural and educational offering for our native american students so when we started the 1920 school year our levy collections were limited to a dollar fifty per one thousand it did increase in the spring we could have collected two dollars and fifty cents in fact we came in just under that at 242 for spring collections and uh as part of the mccleary fix we did benefit from the la hold harmless that was put place it was a one time only hold harmless and we received that in the spring of 2020. so overall we really if you look at salaries and benefits we did not see huge savings there
with the onset of the pandemic and that was due to the governor's ask and proclamation that we try to keep our employees as whole as possible and so of course that meant that the only place we could see some significant savings were in our supplies and operating costs and the bulk of that was in fact in supplies in fuel so if we want to break it down by object of course the biggest portion of our pie is certificated salaries with benefits coming in next and the benefits is for both of our union groups and then classified salaries so all together the salaries and benefits comprised about 81 of our overall budget you can tell that travel and capital outlay were almost insignificant the bulk of that capital outlay was in fact chromebooks to give you
a little different look these are expenditures by program and so the big red piece of the pie is our basic education program followed closely of course by support services and what they consider support services is our transportation our food service our technology our district office our central office administration so there are a lot of different groups that are rolled into those support services special education ran just over 13 percent we did have uh significant losses in our food service revenue as we did not feed anybody at a cost last spring however uh ospi and usda because we were running a summer feeding program asked that we shift those expenses and actually code them as community services and so that's why that slice of pie is so much bigger than we've ever seen it before last
spring when we knew that there was going to be a seismic shift in how we offered education sat down with the cabinet and really tried to identify every possible pot of categorical funding that we could use in combination with capital levy to bring our district one to one it had been a three year plan that we were able to accomplish in approximately four months thanks the bulk of the work was done by our tech department and they worked hard those chromebooks didn't come in until august and they had them all up and ready and ready for distribution by the beginning of the school year so capital projects revenue comes through our levy we are now collecting impact fees through pierce county and we get interest on our investments we started the year looking at projects
that were a little more facility oriented so we did the columbia crest paving we did the last of the columbia cresseptic we brought in new security cameras and had an overhaul in our tech infrastructure and and then covet hit and we immediately shifted our lens and so the second half of the year was definitely technology directed however one of the bigger pieces that we put in place was that as you know the district did hire an ada consulting firm so that we could take an approach of making sure that all of our students are able to access all of our campuses and offerings and we will be following up on the comprehensive plan that they offered probably start really visiting that hard in the next month debt service fund pays off our bonds it's funded
by local property tax timber excise taxes and again interest on our investments and the only expenditures that come out of this fund are the principal and interest on our voted bonds so we started at 1.3 million principal and interest are expenditures we ended at 1.1 and in speaking with jane murray who is our fiscal oversight at psesd it really seems as if that 900 000 to probably [Music] 1.35 million is the sweet spot in maintaining our fund balance i know that there were districts that were nervous last spring when pandemic hit as far as making our december debt payments with principal and interest and how our levy collection is going to be affected and i am very pleased to say that we will be able to make that without issue in december asb the revenues
come from clubs athletics and fundraisers and the reason there is an asterisk there on athletics is that of course the we had house bill 1665 which addressed equity gaps in paying for athletic and asb activities it's now mandated that anyone that qualifies for free and reduced lunch can in fact ask for a waiver of all fees associated with participating in athletics and activities at the high school at this point it does not mandate the middle school that's up to each district so that's something still to be discussed but the high school is going to have to rethink probably all of their fundraising and and their budget and how they move forward because that is going to significantly impact their revenues and expenditures have to fall into one of these four categories they have to be
cultural athletic recreational or social and they have to be options for all students to participate asb is an interesting one they really are not supposed to carry much of a balance from year to year again that house bill is going to mandate that they look at things a little differently but that is the reason you're starting to see a spend down in esb is that legally they are supposed to expand what they take in and ending fund balance by school the high school is the bulk of it the middle school sprint down probably a little more than the high school the high school had some big big expenditures planned for last spring that they were never able to fulfill and columbia crest has been holding pretty steady for the last couple of years transportation vehicle
fund our revenues are bus depreciation that we get in lieu of depreciation from ospi and the expenditures are of course buses and it's important to note that only buses can be purchased from this fund we can't actually purchase motor pool cars or vans those are all general fund expenses and then i just thought it was important to end on a positive note because the work that the board and our administrators did last spring was truly incredible in making sure that our students were going to be taken care of and really rising to the occasion and i thought that this quote from joel ani really summed it up and so a heartfelt thank you from me to everybody who worked so hard to keep eatonville strong excellent thank you kim i appreciate that it's a lot
of information um does anybody have any comments or questions or anything for kim okay then i will thank you again and uh we will move on where's mine there we go okay so we are in a new business b to consider approval of resolution 720 regarding levy certification so last spring when we passed the budget we passed the budget according to where we thought we were going to be in terms of levy collections one of the impacts of our enrollment loss is that it has changed us from a 2.50 per thousand one district to the 2500 per student collections and so what we've done here is to take levy collections back to the voter approved amount and we're basically just telling the county uh okay you figure it out wherever we handed landed between enrollment
to per 1000 or per student we're leaving it up to you okay very good so i would accept a motion to approve resolution 720 is presented so moved one second second in any further discussion seeing and hearing none all in favor please signify by saying aye aye all right all opposed please say no all right resolution 720 is passed let's move on to superintendent comments all right thank you thank you jeff um i would like to start off by um by really expressing my gratitude um as we look at thanksgiving this has been a really difficult year and decisions have been made along the way it's almost like we have been assembling an airplane in the mid-air and not really sure where we're going other than the fact that you know we have precious cargo
aboard um so i want to begin by saying thank you we have amazing staff at all levels whether it's our bus drivers who are just the happiest people whether or not they have five kids on the bus or they have 35 students our maintenance and custodial staff they are working in ways that they have never had to work before our food service people have done to go and in person and a variety of um other options and they always do it with a smile terry high really leads a wonderful group and they're just very very cheerful at all times i want to thank the secretaries for all of their hard work all of the district office all of the paraprofessionals and certainly our teachers it has been really difficult going to remote and learning how
to teach effectively remotely as well as in person for those um those few weeks that we were able to do that you know as we look at the next season and we're looking at numbers and um we are also looking at testing which is quite frankly i'm going to be honest it is has been slower and more auspicious than we had thought and so i just want to thank all of our community members for hanging in there with us we are eatonville strong during a pandemic and that really looks and sounds differently i just want to highlight um i had an opportunity to just walk out and see we do have athletes that are turning out we have approximately a little over 200 athletes in our high school that have decided to turn out for
sports during this time and the governor's proclamation allows us to do that but it was really really heartwarming to see all of the football players out on the football i think it was last friday after we had our training and just to see them all out there and i had an opportunity to meet the two new coaches so i just want to thank everyone for going above and beyond in times that we've never seen before so thank you for allowing me to um to express that and i hope that all of you as you go into the season of thanksgiving and then into the holidays because we won't meet until the end of december really have a wonderful time with your families and to be safe tomorrow is veterans day and so i do want
to thank all of our veterans i am a child of a veteran of the vietnam war my father and his father before him was a conscientious objector who worked over right after world war ii and so i come from a military family and i want to thank all of our veterans that are on streaming and um matt i know you as well um thank you for your service and your continuation for this great nation um we do have uh just real quickly we have our wasda conference next week and that will be virtual so i know that kim has a wonderful presentation so look for her and forecast five um as well as we will be uh celebrating the board of distinction eatonville board of distinction so um i just want to also let them
let everyone know that um and other than that i think i just want to wish you all a good holiday and i wish we were all in person but we will be soon so all right thank you creston um kalina would you like to say some words in our board comments now um well everything is i think students are getting a little better with um you know online schooling and everything i think they're getting a little bit of hang of it but um i think we lost you kalina wait what about now there you go you're back okay um so you know previously angelina and i sent out a survey to uh the students and teachers about like concerning uh remote learning and covet 19 and all that and i don't know what was said
at the last meeting angie um because i got kicked out but uh so far i've gotten like a hundred something responses from the students um angie i think got a lot of responses from teachers and we're gonna talk to with mr devan about that like soon like what we should do next but it looks like um a lot a lot of kids are struggling it's mostly like five like the majority like eighty percent of kids of students like their mental health is like a five or less and a lot of them just feel like um a lot of like work a lot of assignments and it's hard for students because like this also is like you have to you have to be disciplined with yourself with like time management skills you know um so i
know that's a lot of issue but some good news is that a lot some students gave out some helpful tips about going to office hours was a big one amongst students about that helped a lot uh and the kids were just saying that to do work earlier in the week and that helps more like get as much work done as possible in the beginning of the week but it's kind of hard since it's all like spaced out like uh classes are like one through three are on mondays and tuesdays and four through six are on thursdays and fridays and i think kids are just having a hard time like finding where their assignments are and getting them done so kalina can i ask a question may i of course i wonder did you ask any
of the students that have participated in athletics or the students that are coming in i know that we have some students that are coming in person um in the high school um did you get any specific feedback from that um well some student a majority of the students wanted to remain anonymous um within the survey however there were there were like a couple kids who wrote down their names um i don't know specifically if they're doing sports i think two or three of them i know we're like doing sports and um it just i think mainly because the um survey was asking about like schoolwork and all that good stuff but they're still like they still i think like across the board it's like same response you know yeah i was just curious if you
heard that it was making a difference or not yeah we sent it out like maybe um the week of everyone got the notice that sports were working on so i think me and clena should like send out a reminder and then uh if um that's something that you definitely carry your son yeah i am curious if that has made a difference for mental health it is our hope that it is but um that would be great if you guys are willing to do that and then share that with mr sturdivant that would be wonderful thank you for doing that yeah no problem um but i also have one thing to add um i know i like just personally i know students are uh they love the sports they are happy very happy with it but
there's also some concerns from different students that still like concerning covid and all that like some kids don't even believe that we should be going back to do sports but you know there's always gonna be that and um i think it does help a lot with just like mental health but there's a some kids just like they don't have transportation you know so like affecting the majority it's a great way to affect like the people that can come but the majority of the people just like they won't you know especially if they haven't done a sport before okay okay okay what happened here real quick too yeah so i i'm very interested in the mental health aspect here i also know that was a concern with some of the emails we've seen recently from the
community what exactly is provided to our school district as part of like the normal staffing model as far as like mental health counselors within our school oh wait do i answer that or no no i i know there's a question for i mean probably creston yeah so matt in the prototypical school model um i believe it's one counselor for every 400 students on average i'm looking at kim right now um that is that is through the prototypical school model through the state and so we are funded a certain formula and it's certainly not enough um however we we do have counselors in every building okay and and the ones that were shorted is that coming out of our levy funds to be able to provide expert counseling we paid for that out of pocket yes
just for nurses as well so we are funded for i'm looking at kim less than a 1.0 nurse and we employ a 0.2 yeah okay so we would have a nurse based on the state prototypical school model like just on monday so that's that's not doable so we employ a 1.2 nurse and that is all levy funded and she is absolutely slammed with the work that she does it is uh really a horrible situation the state has us in there yeah i mean i i don't know if this is like the proper venue but you know just talking out loud here just brainstorming you know i don't know if we have funds available but looking at some sort of supplemental either mental health care or nursing or you know just medical staff to help with
some of the shortfall for the students i don't know if that's feasible or something we can discuss further at a later time or something to add to an agenda but we can absolutely dive but we can actually dive into that matt that's something that really hasn't come up before um my guess is there'd be some pretty hefty costs associated with that but i don't know that's just a gas on my part so i'd be very willing to uh to look into anything we can do because the state's not taking care of business there at all yeah i know it's a concern uh especially with you know the amount of mental health assets that we have i know that's come up a few times from both staff and parents so i i would like to address
that at some point um and then back to our student reps it's just a question if we were able to provide uh just information of community resources state state resources and other other mental health uh avenues for students that are struggling to get you know potentially some counseling or somebody to talk to would that be something that you think other students would see as beneficial oh definitely oh wait okay you can go angie uh i shouldn't say i agree i think like that would be definitely be beneficial just like having someone to talk to outside of i don't know like family or friends or even someone who's like semi-professional or you know i think just talking to anybody in general really would be someone that has outside experience or different advice it's i think would
help well i guess i'm going to take that as a personal project to look into what is available community wise so we can you know run it through the school health department and crest in and talk about it and see if we can get something published that just shows all of the public available assets out there well it's almost like you have esp mr marshall because i know that kim and diane um and the principles we're talking about some options as we move forward around mental health and social working so um i know that there is plans in the work but it's good to hear that that would be supported can i add on that we haven't had the opportunity to have a faith leaders meeting but i know that that is also a resource
when you're compiling resources i think that that would be a valuable resource to add and maybe we should look at trying to organize another virtual faith leaders meeting when you're kind of culminating that project or before you culminate that project i think it's a great conversation so and uh great ideas so thank you all all right thank you okay well thank you uh angelina and kalina i am always impressed by the amount you two are undertaking and doing for your fellow students when uh everything is just upside down so thank you very much for the work that you're doing and uh any other board comments um uh rhonda you have anything you want to weigh in on i do i just wanted to um really thank our board and our community we had the opportunity
to begin as a board our diversity equity and inclusion work and it was i felt like um a great opportunity to develop common language and common understanding and really help help us as we're beginning to set goals and standards around work that we want to do in the future and so i thought it was productive it was great to have that opportunity as a board to have those conversations and uh thank you for all of the board for participating uh just reminded me of how grateful i am to have to work with men and women with such integrity it really was a great evening also just a shout out to creston and kim and diane all of the district office right now your lives are absolutely crazy and the teachers have got it hard i
know but uh you on you do additionally and so grateful for all the hard work and the sacrifice and the big heart that you have for kids we know that your heart breaks every time every time things don't go the way that we want them to go for children and so thank you i really appreciate that okay thank you ronda uh so matt anything else you want to chime in on i just want to say thank you again just echo everything that rhonda just said you know uh unprecedented times uh pandemic trying to navigate uh all of the health concerns as well as what's best for our students and i appreciate everybody being so flexible and able to to kind of go with the flow as it seems to be as we have to change
things frequently so i appreciate all the hard work of all the students staff teachers administrators the rest of the board thank you all all right very good well i would certainly agree with everything everybody has said so thank you all um a lot of amazing work happening in these really less than amazing times so you folks take care hope everybody has a fabulous thanksgiving and we will adjourn this meeting at 1943. take care everybody happy thanksgiving bye everyone have a nice night yeah happy thanksgiving i can't believe it it's already thanksgiving it's insane oh it's crazy happy thanksgiving to you all take care
