001Good evening and welcome to the special board of directors meeting. It is 5:30 p.m. June 24th. Please stand for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Director Perkins has a land acknowledgement. Evergreen Public Schools resides on the traditional lands of the Shinukan peoples and the Kalat tribe. They have lived on and cared for this land and its waterways since time immemorial. We thank them for their stewardship and make this acknowledgement to open a space of recognition, inclusion, and respect for all indigenous students, families, and staff in our community. Thank you. The first item on our agenda is to adopt the agenda. Is there a motion? I move

002to adopt adopt tonight's agenda as presented. Second. Um, yeah. The superintendent consent agenda. I would request that we pull off item E, the resolution 7066. the WIA agreement. Director Director Wilson has a request to remove item E from the the superintendent consent agenda, the U resolution 7066. Is there a motion? So moved. Second. All in favor? I I so moved. The next item on our agenda then will be resolution number 7066 Washington Interscolastic Activities Association approved for membership. Director Wilson. Yeah. Um, similar to last year when we looked at their three-year agreement, um, Title 9 was enacted into federal law in 1972

004to protect biological women and girls from discrimination in many areas, one being athletics. Sadly, our state legislature, our superintendent of public instruction, Chris Reichdoll, and the WIAA, Washington Interscalactic Activities Association, have chosen to disregard this law and disregard biological girls and allow biological boys to compete in girls athletics and invade their safe spaces such as locker rooms. Uh last month, for the second year in a row, a biological male won the Washington State Class 2A girls 400 meter dash. This resolution 7066, the agreement with the WIAA, allows this continued mistreatment of biological girls to continue in this state and in this district. I don't have all the answers, but I know I will be on the right side of history standing against this obvious injustice. Uh this is common sense versus this state allowing nonsense.

005Thank you. So Gary, can I ask um because WIAA is our governing body for all athletics. I mean it includes public schools, private schools, everybody who wants to participate in athletics. As you can see, our four high schools that send teams um to compete. So by not being a part of the WIAA, then we don't allow any of our kids the chance to participate in athletics. Yeah, I agree. That's a a tough decision. Um I like I said, I don't have all the answers, but unless school districts push back against um what is an obvious injustice, I you know, it's going to continue. So, and I know that WIAA looked at some different u things this year, but I do believe that they're following state law. Yeah. And it's not following federal law, but it's

006I guess it's where we're at in this state. So, okay. My sense of the question of federal law is that it hasn't been adjudicated or or ruled on in that sense um yet and I don't even know if there's a um an issue or suit in the courts about it that has reached the Supreme Court. um that particular interpretation is not the only interpretation of Title 9 uh that's out there and uh therefore it's in controversy. I don't know that we as a board have any control over that controversy or or an ability under our oaths of office uh to uphold uh the laws of the state of Washington as well as um the federal law. Um, I don't think that u I I don't think we really have a say in it until the

007controversy is resolved one way or the other. Yeah. And I and if I just look at it as, you know, we have I don't know the number of all of our athletes. We had a lovely presentation at our last meeting of um our sport sports programs, but I do know that we have hundreds of students that participate in athletics and other programs that are supported by WIAA and I would hate to take that opportunity away from all of them. I think that all of us are standing here in in these positions because we want to see our students engaged in extracurricular activities which includes athletics and all the other programs that are supported by WIAA and having giving them an opportunity to compete. So that's where I I stand with it. I agree. Is there

First reading. At our workshop on May 29th, we worked on multiple GC uh policies. We are going to review them and advance them for a second reading. Let's see. All right. All right. So, GC1, we are changing I think just one word. Actually, no. We're changing aspire to declare to aspire. We aspire that each student in Evergreen public schools will have opportunity to attain the skills

009necessary to be world competitive upon graduation. Scrolling down, we remove the paragraph. Scroll up just a little bit. You scroll up a little bit. Yeah, there we go. We are rewriting this paragraph here to we believe that educators will provide access to opportunities, resources, and supports each student needs to be successful, aware that their diverse experiences play vital roles in how they learn and grow. In the subsequent paragraph, as citizens and elected leaders, we commit to recognizing the interconnectedness of individuals, cultures, and communities and environment, taking out the reference to the global citizenship results policy. And I thought I saw one other change striking the paragraph, we believe each student given the right environment, etc., Uh, which is, uh, if you scroll up there, it looks like there's a strike through there. On GC4, we are updating number two, using reasonable judgment, make interpretive decisions of board policies in the governance culture and board superintendent relationship sections. um and reumbering the rest of the policies in GC5. I'm sorry. Let's see. There we go. Can you scroll down a little bit? There we go. All right. Um, all board committees are considered to be ad hoc or temporary. Um, we remove the information on the instructional materials committee C policy procedure 2020 instead of repeating it here in the policy. Scrolling down and then we added committees at the bottom. Budget committee, student board rep committee, family engagement committee. and in GC6. All right. The board will follow an annual work plan

011that includes continuing monitoring and review of just strike out all and just have policies, add various dialogue sessions with community and professional development for improve board performance. The annual planning cycle will begin not end each year in July, not June. Going down to B. Um governance process improvement activities including orientation and onboarding um instead of training of candidates and of new board members.
