We would like to put a survey out to get our community's um uh input on um transgender athletes in girls sports. And we would like to put some question put a questionnaire together through feedback through our legal uh
003the school's legal team and put out a survey on the website and uh get anonymous or people could put their names or whatever on it and get some feedback from our community, school district, uh employees, students, all of that. My understanding at the last meeting was we were going to come for discussions and recommendations of how we could potentially proceed. Has that changed since? Uh I thought I the way I understood it was we were going to put it on the agenda to um put it out there to see if we would put a survey out. That's the way I understood it. But right now is discussion on on this. Well, I thought what we were doing was with tonight starting the process. So, have we talked about potentially reaching out to coaches to see
004what the the cons, you know, the consensus was, what what they've heard, if there's been an impact to student athletes. Um, because we're also trying to be um aware of our students and our population and demographics. And I do know that there was some other districts who are not necessarily going either way on pro or against, you know, transgender and athletics, but they are going to the state and they have brought suit with uh the government and the state asking for guidance so that f federal funding or state funding is not lost and that's something I think that maybe we look to explore unless we hear otherwise. Uh the way I uh put it in this was to put out to get a consensus as to what our community thought on this and uh so
005we would have an idea of uh the community's um what they think of this before we before we proceed before we proceed. Anyway, right. Exactly. The way I took this was we were bringing it to the board tonight to start the process of figuring out what questions might be on the questionnaire. Like I said, go to with the legal team. How are we going to approach what's the survey going to look like? That that was how I took what we were going to do. Got the minutes. I didn't see that on my minutes, but let me take a look. Are you talking about this meeting's minutes or last meeting's last meeting? Last meeting was just it was brought up that uh we had talked about it during good of or from the board that it
006was brought up about doing something like this and we said it I believe it was you that even said it wasn't on our agenda to where we can't do anything with it. So then I got it put on the agenda. Okay. So, I mean, I'm not taking this that by the end of the week there's going to be a survey out. What until we get some directions on what kind of questions we want to ask and we put it in front of us to decide what do we want to put out. I mean, this is just starting the process. This isn't putting a survey out right now. Some of the concerns that we're talking about though is is it an issue that's surfaced within our athletes and within our coaches because we're also trying not
007to marginalize any groups and it's really easy for that to occur when we bring up these types of topics. And so that's where I thought we were going to come with recommendations at this meeting to discuss. That isn't the way I took it. But as far as what our students, coaches, or any of them think, if we reach out for input, I think we should have something that's structured that it's the same questions going out. And what is our end goal then? When we're talking about a survey, are we going to give alternatives? Like we're not just saying it's this way or that way. What are we soliciting feedback as to what other recommendations we could come up with for the WIA? I wouldn't have a problem with that being a question. At We don't
008have to right now, but at some point we're going to have to choose which way. We're going to have to choose the direction of our school district. I don't know if we do. I think that's something at the state like I say in federal level that's being decided upon. I don't know if that's something that we do. I think when we look at it, I see funding is where we look at how do we get how do we make sure that we're in compliance with both and we talked about this last time, both the state and the federal because there is funding at risk that ultimately impacts our students, but how do we also not marginalize any population um because of the the environment that we're in? So, if I may, I think part of
009the conversation was that because it wasn't yet an issue here, you all wanted to be a little bit proactive in gaining the community's input in case it did become an issue, you could then say, well, based on our input from our community and what we've heard from the community, if we were forced, if we were forced to make a choice, our community says this or this. So, that's kind of how I remember it. But, yeah, I think that's a fair representation. Yes, we were trying to the trying to be a little proactive to if it came to us, we weren't scrambling trying to find out, okay, what does our community think? Uh or our classrooms or our students or our staff, what do they think of this? if it does come to us, maybe we're
010being a little proactive as to, okay, what what is the feel for the community to where if and when it does come to us, we at least have an idea and we're not scrambling because it could take a month or two to get information if not more. Yeah. And the conversation was what do the students want? What do the coaches think? I do remember you were talking about specific categories and so it could be you do have targeted groups that you ask what are the students think how how does the athletic department address this issue or are they perceiving this as an issue yet um so there could be different components within within the survey within how we launch this we can I mean we can tailor it to whatever we want how do we
011make sure and ensure so I understand the legal aspect of it how do we ensure that it's coming from a lens of inclusion and equity equity too. Um because that's something that I would be concerned about. wording makes a difference and how are we going to ensure that somebody who is non-biased ensures language is appropriate for what we're asking and what we're trying to solicit because again this we're working hard to build a culture of inclusion and people feeling welcomed and that's the concern that I have is it can be easily misinterpreted and how do we ensure that it is our population our gra youth residents and students and you know athletes who are actually responding to the survey and not other people. Well, as far as students and employees, we can specifically send it
012to their email addresses. So, nobody else, they would have an individualized um survey. So, we can know that it was done by a Graan View student or a Grand View staff member. We don't necessarily need to know who. They could choose whether anonymous or not. So, that component we can control. As far as outside the community, um we wouldn't have as much control over that. Like it was outside the school district. Sorry. We can have control whether they're a community member or not. We could control how many times they took the survey with their specific IP address. Yeah, Ernesto can work on all that stuff behind the scenes. Like, thank you. But uh but it's kind of like the it's it's kind of like the survey you put out when we were doing the um
013strategic plan. We put surveys out to have people put input. Sure. And I don't remember us putting in a thing that said only you people can take our survey. We didn't limit it to I mean we could have had people that were outside of our area but we also understand and recognize in this space that that's a hot topic that what we're asking is a hot topic and people are very much they have their opinions and that's okay that's what we're trying to understand right should have their opinions they should but we also want to make sure that as much as possible it's done with fidelity and that we're not getting outside interference from people who aren't members of our community and we could make a required question. Honestly, this is up to them to
014be honest, but they could say which district they live in or if they're outside of our our community. So, they could self identify that. I mean, it gives you an extra layer of information. Hopefully, they're honest about it. We can't necessarily gauge whether they are honest or not, but it gives us a little bit more coverage, but those are some things that we have people that we work with who do surveys professionally and they could give us some guidance on that too. like John Steach's company, the one who came worked with us, the policy governance, they do surveys for a living. And so that's something they could help walk us through as well if we wanted to engage them in that conversation. Or could we start with just students and teachers and coaches and then
015go from there then including the the rest the community after that? We can do anything we want. um to just to kind of get a feel for what the kids and coaches think first and then go from there. What is the likelihood that we're going to have to make a decision either way? What's it sounding like from WIA? I don't know. I think WIAA is leaning on legal counsel. Legal council is leaning on state law. So, right now, state law is in conflict with what's coming out of an executive order. And so, until those two come to an agreement, um WIA WIAA will always default to what state law is. So it might come to a point where they will take input. I I don't anticipate WIAA is going to try and be proactive one
016way or the other. They're very much a responsive organization to what the law allows them to do or dictates for them to do. So they've made it clear that they are not going to press the issue one way or the other until they are told the law is changing here. Now you need to act. So it could be that the district goes and gets all this information and you're prepared to make a decision and it never happens. Um and we've expended funding and resources. I don't know if we'll spend too much. It won't cost us too much. It'll just cost us some time. But I do applaud the board in your willingness to hear what the community has to say rather than you say this is my personal this is my personal decision therefore I'm
017going to vote this way because some districts are doing that and they're not caring at all what the community is saying. So I do think you all taking the right approach. Uh I don't think I don't think there's a um I I think that in itself will show that the district is willing to listen. So you talk about the equity and inclusion component of it. you're all very much putting out there like we want to hear what our community says, not what we personally believe. So I think that'll go a long way with sharing that message and particularly those impacted directly those that would be something like I said and and making sure that we have it in the right tone. Yeah. Um, and I think about the other layer of this and and what
018started some of the convers or what came from the conversations and I'd like to see that on the agenda of what do we do to make sure that we don't jeopardize ourselves with funding either because right now we are in a particular place where it's it's conflicting like I said um and and above and beyond that there's other funding at risk for our district that does serve our student population because we are recipients of some federal funding. that contain um serves a significant amount of our students. So um I would like to see that on the agenda for discussions on how we would like to proceed with or what we h what options we have with being able to advocate you know for some of these programs and services. Um that's that's what I'm worried
019about as well as our funding and jeopardizing our students abilities to have access to resources. Finding out what the community wants or how they feel does nothing to jeopardize funding. No, it gives us information. I personally think it's a responsible thing to do. You know, we were voted on here by the community. You're correct. And and so I would like to know what the community, what the students, coaches, staff, I would like to know what they think about this. Mhm. The best way to find that out is to put a survey out. Hopefully, we get a good response and a fair interaction with the way things are answered. And I think we're not going to come up with these questions on ourselves. We're going to ask staff to work on this, run it by legal
020counsel, and they're going to bring it to us before it ever goes out. We're going to have a chance to weigh in on is this the direction we're looking like we're going. At least that's how I'm seeing this happen. Yeah. So, like I said, it's not like it's going to be set out Friday. Yeah. This may not go out for a couple of months, three months working through the process, but um I like I said, I can't sit here and not not be interested in what the community, staff, and students think about this issue. And I agree with you, it doesn't jeopardize funding for us to solicit feedback from the community. Again, I think we're talking about just making sure that we do it in a way that they understand that we're trying to get
021feedback, not in a way that we're trying to marginalize any certain group. Um, it might even be helpful in in having that lens of maybe asking a couple of our students and staff to review this before it even goes out to everyone. Um, just so that we make sure we're trying to honor that, like I say, our mission, you know, vision, values. Um, but at at the other end, like I said, we know that right now it is a particular area that we're in because if we go one way, we jeopardize potentially losing funding in a certain area. And if we go another way and we lean another way, we jeopardize another. So, that's where I just said maybe that's something that we need to discuss further as to what we do as a district.
022um or the other funding that may be um in jeopardy as well that sets our student right separate issue that's the funding issue is a whole different thing that's what I'm saying separate is that's a whole different uh bringing uh having setting up a thing for us to discuss funding and working with Brad on that as to if that was to come about what do we do there is that is a good proactive thing to start thinking about you know and start looking at getting with you know instead of a budget session Maybe we look at a, you know, we have that session with the potential of losing some funding. What what what is what way are we going to go or what are we going to do? Um, that is a that is a
023great thing to have and that's actually I'm glad you brought that up because that's something I didn't even think about, but that is a good thing to have so that we are a little prepared if it comes to that, you know, what are we going to do? And uh um this was just purely to um uh let our community, let our staff, let our students know that we as the people that could potentially make a decision going forward with something if it comes up. We don't we just want to know instead of panicking if it does come up and now we don't have any idea what anybody thinks and what we do because I'm not prepared to make that type of decision without knowing. Yeah. Nor would I expect us to if it were to
024come up, I would think we would ask for some time to do that. But I just don't may not have it. That's the problem. If we have if we have the ability to even provide that input, like I said, I feel like this is a state and a federal issue. I don't know if they're taking feedback, but I think the worst thing that would come out of it would be the community would see that you all want to listen to them. So even if nothing even if you even if the input never goes anywhere, I think it that that would be the message that you're sending. they feel like they have a say in being in a little bit what's what happens with what their kids go through in school. So, and I think we
025can actually speak to our community and our and staff and students that if it did ever come down to it, which I hope it doesn't, that we can actually say, you know, this was the majority of the of the feedback we got and that's why we made the decision we made on whatever it was. um instead of we made this this decision even though we have no idea what anybody voted. Thank you, board. And uh my for the first part of my board, I'm going to have our student advisory council leads come up kind of give you an year year end report uh what all accomplished this year. So, we have three of our outgoing, well, one outgoing leads, Kenneth, and then one incoming lead. So, I'll let them introduce themselves and tell you their their grades and kind of their roles within the lead.
030So, hi, my name is Garna and I'm a SEC lead and I'm the lead for the community. Oh, hi, my name is Kenneth Reese and I am a SACE lead and I am one of the leads for the student group. Good afternoon. My name is Ray Jeffrey. I am a lead for the student group. Good afternoon everybody. I'm going to be the upcoming uh what is it? Student group. Yeah. Lead. My name is Brandon Martinez, by the way. All right. So, we're going to pull the slides up for you and kind of um just let us know when you need to click real quick. The mission of the SACE is to build bridge a gap between the student group I mean student voice and the district administration and our current focus was which was chosen
031by the students in the SACE is to try to end the use of hate speech in the schools and the communities. The SEC has had a really busy year getting like the word out about who we are and what we're doing. Uh we started off doing a community breakfast in December. Uh right now we've been busy with having a SACE meeting monthly this past year and right now we've been just busy with trying to get our focus and mission out towards student community admin and staff. Uh what's it called? Our admin group has also been busy with going to district cabinet meetings, uh, talking about policies and wledge sheets. Yeah, you'll be there again tomorrow. And we've also had the amazing opportunity to have Aaron Jones come to our high school and talk about hate
032speech and how she hears it daily and how it has an impact on those even though some might think it's a small thing. We also hosted the U United and inform night. We partnered up with Northwest immigration rights and we just brought them to show our families their rights. We also had Dr. Vetta talk to our families about student rights. We also went to a Stila SEC trip. Sila has something similar to us. So, we were there and we just learned about what they do and we got to tell them what we do. We also helped the migrants um the migrant students with the community food drive in March and we're also planning to possibly do one in fall. Um for our last SACE meeting we went and congratulated all the seniors who participated in
033SEC and helped us get further into our plan on what's it called abandoning hate speech in schools. And yeah, we got them. They got cords, senior cords to wear in graduation and some the leads got plaques. Can you explain the picture up in the upper right hand corner? What are they doing there? Uh the left hand corner. Yeah. Where where Titus and um Tucker are talking. Oh, that was when they went to HT and read to the students in April. They read to some of the students at HT and basically hang out with them for a little bit. Yeah. And they also presented to every staff at every staff meeting about the work they're doing. Right. Um, we also got a little a tab on the Granville School District website which we would like to
034thank Amy Forester Forest for helping us with it. Um, it's for the student advisory council. It has like our all our resources. Um, the membership contract that you have to sign to get into the SEC. Um, and it also has our faces, our emails, and our names. Like basically people to know who we are when they want when they see closure. And lastly, we would um like to tell you guys about our next steps. So, we're still going to keep working on the hate speech and we're possibly going to introduce a policy soon. Um we also want to keep attending community events and we will be presenting at the ESD better together conference on August 6. We also want to start planning our own um Valley Student Voice Summit just like Cila did. And then
035we also well we're going to continue spreading our message to end hate speech and then we're also thinking of possibly bringing up another topic. So the would be split into hate speech and then another topic that we choose questions have some amazing work. Thank you guys for your commitment to this. I have to say I've gone to a couple of their uh meetings and uh it is not a uh free-for-all where you'd put a bunch of students together. They were actually very focused. I was pretty impressed. Uh they would split up into their groups and I walked around to each of the group groups to see what was going on thinking it was just going to be visit time, but it was not. They were uh uh you know writing stuff down. They had steps
036they had to follow uh putting stuff together. Uh there's eighth graders that are involved in it too, which was really cool. And uh so yeah, I've been a couple times. Our future leaders, right? I went to the uh information night on immigration that they had and they did a great job putting that on. I enjoyed that. Thank you. And they actually talked, I believe, uh Rob and I were at the last one and not one of you, but another one of them was asking, "So how do we get a policy? how do we set a policy? So, they're actually looking at that and and how they would present that to us as the um school board of how we would adopt a policy on the stuff that they're working on. And um so that was
037uh we we gave them a little bit of input on that and uh it was very interesting that they're looking at that and and thinking outside the box. Yeah, they're wise beyond their years. Awesome. So, she covers all the stuff of the day-to-day operations when I can't be there and they're busy and she's super busy, too. So, I appreciate her working. Thank you. If we don't have the support of the people who make the decisions, then it doesn't work. So, the reason we've been able to be as impactful and

All right. So, continue with my report. We had our year-end roots to wings um closing ceremony at PNWU. And I think over the course of the year we had about 22 kids at one point like at our max attending. They kind of varied between middle school and high school. And um for our first year I think it went really well. We had some really good experiences. I know Mrs. Tovar had a a child or two there. And um we had kids who were embarking upon you know maybe going to the medical field in their future
039and they were able to attend that kind of get a feel for going to the dentistry program. They did a lot of the simulation. They visited YB Tech and some of the stuff there. And so we're just going to our we're our intention is to double the number of students we have go next year. So this year we primarily had high school students but a handful of middle school go. We're looking to do it equal parts of 25 of both at both buildings. So it'll be great. We'll continue expanding that. The earlier the better, right? Yeah. And they get a partner with a thirdyear medical student. They get a white robe. So they do a robing ceremony and everything. They get to keep the robes. Some of them will be able to go on and
040do a summer program where they go to the National Institute of Health, I think, in California, if I remember, right? And so they get like a paid internship there. And so it's pretty neat experience. Um I attended the last um OSPI multilingual educator advisory council of the year. I do I'm there's four of them a year. The last one's in person. The other three are virtual. So I'm on that committee and I have been for a while. And uh we are doing a joint survey with the city of Grand View. And has that been sent out yet, Amy Amy? Do you know what was that? That joint survey with the city of Grand View. No. So Gra is trying to figure out like Shane's kind of holding off a little bit. Yeah. They're trying to
041figure out like um for housing and stuff like where's everybody coming from? Where you going? Where what brought you to Grand View? Do you have kids in the district? Hey, we really need to know that too because we have all this new housing going on. So we're doing we're going to do a joint survey with them. They put out the families just like three or four simple questions. Um, but it'll kind of give us an idea about, you know, we're building 1,200 houses, but our numbers aren't going up yet. You know, what's the deal? So, it kind of it's going to give us some some action planning, I think, data. He said it to me, but he'd like to report it. Yeah. Thank you. We had uh 10 students receive $1,000 each the dollars for
042scholars the other night. So, that was great. Brad, thanks for being there, representing us. We had a really well attended dual language parent information night. Um, I think one thing that Dr. credit did fantastic was he had a a panel of teacher administrator coaches and actual parents of kiddos who were in kindergarten for the first year and they got to share firsthand experiences. I think the audience members really appreciated hearing from the families but because we can go and paint this fantastic picture of how great it is but hearing from the families talking about I was really nervous about my kiddo going in within a month all my worries were gone. She's a monolingual English speaking student but she's doing fantastic in the program and so it really helped the families be able to hear
043that and Chuck thanks for being there for that one. Mhm. Um I had we have a yearly Wasa superintendent conference and um and it it was up in Lake Chalan and I have to admit the weather was gorgeous when we were up here. So I don't want to brag about it too much, but I I also have to tell you that I did a really good job of keeping my head down and not bragging too much about us because there are a lot of districts that are really struggling financially and have boards that are a wreck. And I don't want to walk around saying we have an awesome board and we we're doing really really well financially. So I just kind of say, "Oh yeah, wo is us too." Oh yeah, it's bad in Grand
044View, but it's not. It's fantastic. So, being there really helped me appreciate even more what we have going on here. Um, we had a great chamber of commerce evening the other night and we were able to recognize staff members of the district office at every building and I appreciate the the event. And then last two days, we've had our final coffee of coffee of the soups for the year because we're not going to do in June because June's wonky and then it's summertime. And we had some conversations that we never talked about before. We had we talked we started off today talking about nails and pedicures and then we went to nice we had three we had a couple students show up and make some requests of us talked about hey can we do more
045field trips? Um can we can we what are our highcap services look like in the middle school? Um yeah we talked about one of the students like well what is the hiring process for coaches and are how are we vetting the coaches determine whether they you know whether they really can be good coaches or just once upon a time a good athlete. And then that led into conversations about transferring. If students don't like the coach, they're going to transfer out to other districts. And so just some real fascinating things that we haven't talked about before. And then um upcoming events to this Thursday, we have the WASA regional awards banquet and um our SACE leads are achieve receiving an award for the work they're doing around student voice. And then Rotary is receiving an award
046for the work that they do to support our district and our students specifically. And then on the 19th, we're hosting a site visit with Dr. Dang, the new dean of student the dean at YBT Tech. He over YBC. He oversees our campus here and we're going to show him around the high school quite a bit and kind of figure out like how can we increase our partnership with YBC either offering in-person classes through them in sight using our classes after school or before school for running start you know uh what can we do to offer more opportunities for our students. We have a migrant event on the 21st here at the district office. There's no school in 26th. 29th balorate. The second is eighth grade graduation recognition. The fourth is graduation. And then no more

And I thought our staff handled that very well. And the guy was pretty happy when they told him that the school board was behind this and wanted this system to or this program to continue. And I think that put him to ease a little bit cuz he was afraid

So, and then I in my Rotary Club in Toppenish, one of the members, scout by the name of Katie uh Udell, no Katie, she's part of Safe Yakima, and she was telling me how positive her interactions were with our staff here in the Grand View School District and how much she really enjoyed working with us on the projects that they do together or we do with them. And that was really good to hear. Yeah, we appreciate this partnership. So, anybody else from the board? Not today. What I uh I have one thing uh I would like next at the next meeting which I'll get it into the thing. I'd like to try to set a date for our um summer
049July when we start putting our schedule together of things we want to do. Um, I would like to uh have you guys think about uh maybe in the packet we will put some dates. I will get with uh uh Dr. Darling and see about his staff and maybe are we maybe thinking more of an evening and go from like a 5 to9 uh or and not take a weekend, not take a Saturday or something. I don't know what works best for everybody. Um maybe the maybe July, don't we only have one meeting in July? Maybe we take the other Tuesday in July that we would normally have a meeting and maybe we go from 5 to 9 or something and do a study session and we do a our calendar or something. These are options

Um, I also ran into the um, uh, schoolboard president for Proser, and I mentioned to him, and I'd mentioned this to, uh, uh, Rob before about trying to do something with maybe Mapton, Sunnyside, Proser, and Grand View school boards. 051of that and thought that would be a great way to collaborate a little bit on maybe issues they've had or maybe asking how we deal with things. But trying to set something up like that. So um what I may do before we have our calendar meeting is maybe I'll get with Rob and have him talk to the other soups and see if they want to bring it up at their meeting if it is something they may want to do. And maybe we look at trying to pick a calendar date to where we could do something with our adjoining towns or districts and see if we want to maybe bring somebody in and have somebody give us some, you know, some some training on something and uh anyway, just something uh that I think it would
