001good all right we're gonna call to order our reagan skater board meeting for june 15 2022. please stand joining the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all yeah thank you um we are all in tennis tonight directors carrie director directors carrie ledoux kincaid beach and mike gayden beach and myself as well uh we're gonna go 2a was the 22 details and discussion you want to try to take us through that one are you going to take us through the water uh i was not oh okay well i put the information in the content so you guys could see it's really good to put it on your radar

002because registration does open um here pretty quickly so if i can get head count who's going it's in spokane gotcha so um for those newer to the board and maybe reminders of those as well wazda happens once a year it rotates um it switches backwards between bellevue and uh spokane this year spokane uh starting november 17th with uh what are they called the pre-conference workshops um i would suggest if you're new to the board to go through the through the board boot camp i know there's online training you did but just in person seem to get more out of it i mean carl did you go through the bootcamp i did did you try to reach would you agree it's something you can get a lot out of a whole lot yeah um yeah yes

003so if you are going to attend um let me know asap so she can get room um uh booked as well as get you put in for the boot camp and then there's also the law conference and now this year is what the road to belonging is paid with dignity is the other pre-workshop um so yeah the thing about that conference or another requirement now of directors is getting x amount of hours in equity work and i know that they wanted to provide that at wazda this year yeah so you don't necessarily have to go to the pre-conference workshop but like correct what you're saying it certainly makes sense i know i'm i've melanie you saw i said yeah i'm definitely going to go including the the pre-conference workshop i i always get a ton

004out of wazda um and and it's getting a good bit out of the meetings and the conferences and stuff like that but honestly what i get out of it is discussions with colleagues around the state about you know a realizing that our that our challenges are are not so different from challenges of other districts but hearing other um board directors and talk about how they've addressed those challenges and things they've done and it's just it's been really really valuable to me and kind of setting my goals and my my priorities as a school board director so i highly encourage that we all go this year if we can also there's we have a published meeting while we're there or actually it's just kind of a dinner where we all get to have dinner and stuff

005like that it's technically meeting because we're all there so um but that's always really good just to you know break bread exactly so i'd love to see you guys all there i'm gonna plant it either and i left that's where i spend my uh anniversary every year my wife loves it my birthday either my birthday or my anniversary right yeah so great timing every year so yeah um any questions feel free to reach out to melanie about registering or any other board members we can talk you through it do you typically drive or so why because i was thinking mountains drive drive i've never had a problem driving i've driven every year i'm gonna try to fly this year oh yeah i got pain field that's right i wasn't thinking about it because flights are

006cheap usually i get stuck driving um the district van and carpool people over that's my my blessing um usually because we gotta take uh our reps they they come as well so i usually end up driving but i mean yeah pain field that might be pretty convenient any other questions about the wasta conference all right uh 2b is policy 1622 minimum fund balance requirements discussion um uh dr milton won't have a decision on this this was something that we put in place i believe in october of 19 and um we went from let's try and get five percent to this is our goal we're gonna be a five percent minimum and uh you know we spent two years making some progress when this fiscal year is done we are not going to meet that goal

007we're going to be closer to anywhere between 3.5 and 4.1 percent of the fund balance and to me this is this is crucial when when i do my superintendent report we're going to see what other districts where they're at and they are all or a number of districts such as ours we're negotiating this year they are they have the luxury of having incredible fund balances i mean double-digit fund balance and here we are we're just trying to get to the minimum um i have noticed that mokutil and monroe have actually some um wording in their policy that when it comes to negotiation they will never go below five percent and um so it's some wording that i think we might even want to add once we hit that that milestone so uh just wanted to

008[Music] share this with you tonight and you might have comments and board comments on this but this is such a priority for us and in our policy it does say if something happens during that year and we're below i mean that's those are things that happen well certainly despite the covet relief we received we still needed to um hire staff and and provide for the immediate but i am so ready to get this back on our radar and making this a top priority and i believe that's where a number of you if not all of you are at as well i think for the record i wouldn't mind actually reading this if i might just so and those watching or we can newer members it's minimum fund balance requirements the board of directors of the

009granite fall school district realizes the importance of maintaining a sufficient fund balance to ensure sound financial practices and management the board of directors also realizes that in order to be fiscally responsible to the community it is necessary to necessary to maintain a sufficient fund balance to aid in the achievement of good bond rating which would provide for lower borrowing costs in the future to this end the board of directors the granite falls school district direct the superintendent to maintain the minimum fund balance of five percent beginning with a 21-22 school year based on recurring fiscal year expenditures which will be reviewed annually the exception to these minimum fund balances can be granted by the board of directors for unforeseen critical critical events or declared financial emergencies the board of directors the direct superintendent to create

010and implement procedures to accomplish the minimum fund balance requirements so that's what we're talking about obviously we've got a couple of things on the agenda today to talk about finances and stuff like that um so i'll save some of my comments until until that time but um i think our projected fund balance um forecasted fund balance is like 3.3 or something like that so i guess just to to set the discussion um 3.3 is still going to be correctness of ron marshall one of the largest fund balances we've had so i guess i in this discussion where i'm really disappointed i'm challenged by this information i guess i don't want us to lose sight that we're moving in the right direction and it doesn't i i made a i made a promise to myself i

011was going to stop saying the words the c word but to covet obviously covet all those things and in enrollment um has been it was a was an impact to us um an unforeseen impact to us for us to hit that balance but um i guess i don't want us to lose sight that we're moving in the wrong direction or for someone that's watching right now to feel like oh gosh right you know the people who are in charge of the fiscal responsibility of our district aren't doing what they're supposed to do now with all of that said it is extremely disappointing that we're not going to be able to hit the five percent fund balance it's not just a directive it's not just good business for us it's not just fiscally sound for us

012to have a five percent minimum fund balance we actually agreed to do that in our audit it was an audit finding for us that we didn't have a sufficient savings uh in our bank account essentially and um we said that we were going to be fully implemented and have that uh this school year so it's certainly um we're going back on our on our agreements and our discussions you know from an audit standpoint again we're in a much better situation financially than we were there we are going to be re-audited and i know this is one of the things they're going to look at at the next audit and we can certainly you know revise that and respond accordingly the next time the state auditor is there but we are never going to be in

013the situation where we aren't dipping into the negative uh until we have this five percent fund balance and we actually need more than that but we're always going to to see business reports that have you know two three four hundred dollars in the negative until we get there and we we really really really really really need to work harder than that i mean i'm one of the things that annoys me most about politicians and i guess i'm a politician i guess we are all politicians is when they don't do what they say they're going to do and i said that we are going to hit a five percent fund balance by the end of 21 22. i can give you 20 excuses on why that didn't happen but i i said that's one of the

014things that we were going to do and close doesn't only count in horseshoes and hand grenades um so i'm uh i take this one on the chin um this one happened under my watch and i'm not happy about it um you know i can spin it any way i want but you know i'm just going to take this one on the chin and say something i wish a lot of politicians would say it's my bad and i'm going to do better um so that's my two cents about it any other comments i do want to echo that i mean director karen and i were on the board at a time when we were severely negative and barely had fun balance um and we've worked really hard to get to where we're going to end up

015we are falling short but i i still have hope that makes what i'm trying to say i mean we are in the right direction we are getting things done the right way um but we're not meeting our own timeline so we are going to get there i don't think the commitment is changed all right let's go to item 2c board comments um we'll just go we haven't been in the room and i'll just go from the end to the end is that right i was hoping you weren't going to start with me don't start with me ever no i've got i got a couple of things to say i guess first off i'll just i'll start with the the sad thing to say and then i'll say some positive things so um we haven't had

016a board meeting since uh the horrible um [Music] horrible impact of what happened in uvalde and i remember watching the news and reading the information and seeing the pictures uh with my wife and just just crying i mean i could cry right now at um just the unfathomable loss of life uh there and and and i know as someone who said in the seat i know that there was a school board in uvalde who you know worked hard and did all the things and you know put all things in place and and and just you know try to to create a as safe and effective learning environment as possible and you know obviously the unthinkable happen and i guess my my ass for us as a district if is that we we have a responsibility

017um to do everything that we can to keep every student staff as as safe as we can and and i know that we do a lot of that we recently passed a bond and we have additional security things but it's what's becoming of me is that it's it's never enough there's always going to be a need to do more there's always going to be a need to to um to keep that in in complete site and make sure that we are you know when we when we're doing something to feel like there's the next 12 things that we can do because i there there's there's a there's a grand canyon full of hurt in that community and i i don't ever want to be in a situation where we have something like that i mean

018marysville uh that touched me in many ways uh with kids that i knew in that building so i i guess that's that's my that's my ask and i know dr militant that you do that but i mean we've gotta i we have to do everything that we can and even and then even 12 times more um because that is it's just heartbreaking it's unfathomable so that's all i'm going to say about that um weird transition but i i are a tough transition but i um graduation um is was really really nice um to be able to see kids at that stage of their life i know so many of those kids personally have coached in football and to be able to stand there and shake their hands as they cross the stage and we hand

019them their diploma and they're on to their next great adventure um it's one of the things that i think about when when we we deal with challenging things is that the things that we do help kids get to that situation in their life or that point in their life and i've been to many graduations and the school board doesn't a lot of especially large district school board doesn't participate in those graduations and i i really appreciate the fact for chair robert dr m that you guys allow us to be a part of that to be included in every single graduation to be able to really see the why you know of of the work that we do and to celebrate that time along with staff and stuff so thank you so much on that then

020just one last thing i wanted to again just kind of speak from the heart and just thank our board chair and our vice chair we director butler i know it's been a really tough season for you personally with all the things going on and i've always appreciated how every time no matter how busy you are running your own business a large family how you've always been completely accessible to me how you've answered the questions how you've been there to um talk about the hard stuff right and um i i wanted to say that i i appreciate your leadership um a lot and i appreciate your dedication of this board and i just i've set in your chair and i know how hard it is to manage everything and i just want to want you to

021know how much i appreciate you and then our vice chair i'm this is going to come to surprise anyone but director beach is way smarter than i'll ever be in my entire life um i i've i've had conversations with director teach where she's where she's torn through stuff and i'm thinking myself how long has she stared at this computer screen tearing through this information and and providing this and saying hey you know what about this or what about that and i um you make us better director of each and i really appreciate having you on the board and i appreciate your diligence and i appreciate your question asking and i appreciate you you telling me i'm wrong when i'm wrong because i need that and uh i i'm just i'm i'm really appreciative of you

022too so that's all i ask peter yeah uh i'll be i'll be pretty brief in my comments so first and foremost you know congratulations seriously to all the all the grads it was an amazing experience to sit there and watch the elation as they were coming across the stage and to see that they they've hit this what a lot of people consider like this first huge accomplishment milestone in their life so really great accomplishment congratulations to everybody there um the the second and final point uh that all that i'll bring in on is the it takes a village the all of us banding together within this community to make sure first and foremost that we don't lose the ground that we've made up this year right every fall students tend to reset right you get

023two months off and it's easy to fall back into your ways and it's been really difficult with covet over these past few years to regain the ground that we've lost and we had the first full year of in-person instruction and we've caught up a lot of ground i sat through a ton of great presentations by all the schools of all the progress that we have made so i i implore i ask i beg the community parents guardians everybody to just work with your students work with your kids to make sure that they are i understand there's going to be some fallback right summer's a great time it's fun but read math you know something keep keep the gears greased keep everything moving um so that we we don't fall back um and carl bringing up

024the the uvalde piece as well that's also where you know our community does we we just need that that compassion for one another uh and just to be there for one another and so in the same way that we don't want to lose the ground from the education and we want to be there for our students we also need to be there for uh you know lending a helping hand for people in the community if there are students there are going to be kids running around the city or you know around town uh looking for things to do and whatnot uh be a compassionate hand be helpful be a be a good shoulder for these for the youth to lead on so that we can make it just a better community in general so i'll

025be better thank you carly um i just want to say what an honor it was to get to be at the graduations to shake their hands um like carl said as they go on to their next adventure it really was an honor it was a lot of fun um and it was really cool that we got to be there um and then another thing i wanted to say i didn't get to go to the monte cristo one but i was at the mountain way field day and just to see those kids finishing out the school year running around so excited um just to the staffs of those both of those schools and all the parents who were involved it was really cool day so i'm glad that the littles got to end their year on

026such a good note um i didn't i didn't prepare comments a few things i have in my mind i feel like after going after you guys i'm so far high um so i think i'm gonna reserve most of my comments um and just congratulate the graduates congratula congratulate the staff and shout out to skyler williams and the band for playing pomp and circumstance for quite a while i heard from some of those kids that like you know that was a marathon for some of them and uh i'd like to recognize that effort and acknowledge that we appreciate it they did a fabulous job and yeah thank you um i just wanted to say um you're kind of building off what every director said about the graduation i want to thank the community um it's not

027something that the schools did it's not something even the students did it's it's something that we as community did all their successes everyone's success um that makes sense so i just want to say thank you to everyone for that all right we're going to move on to uh section three right you if you'd like then i'd like to make a motion that we remove uh six f for the first reading to adopt policy 5251 conflicts of interest i've been working through and studying the policies of others should we get a second before we discuss it i'm just proceeding thank you okay cool yeah procedurally yeah go ahead okay sure i just have been working through looking at um the policies of other districts that have sort of um that are just better i think than

028what mazda has put out as a as a base framework and i'm interested to see what we can incorporate here but i feel uh i feel like i need a little more time to do a good job so i'd rather come bring to the bring to the board and bring to the community a policy that the best effort versus rubber stamping whilst on a first reading like to bring a clean copy to a first reading i i i have to different opinion in that in the sense that i think um we pay was to under lawyers to vet policies for us um and it's money we pay for them to do we can always come back and adjust the quality any time and policy any time we like but this is a policy that doesn't

029exist currently i'd rather have something on the books while we look at changing something i'm not sure how long that would take so that's kind of where i stand on that um i'm not opposed idea of changing it to mimic you know best practices but as we don't have anything in the books right now concerning this this is a brand new policy i'd rather something on the books while we look at changing something so that's my thought on that uh the reason i i seconded and why i'm okay with this is because i um in conversation with director vic there there was some really good feedback on as she said some of the things that other districts have in there um and uh i thought about okay well maybe we could just do that in

030a second reading but it sounds like those changes are going to be potentially significant enough that doing a second reading agreeing to all of that and then improving it for a final um improving it to be done seemed like too much so i was comfortable with giving her a little bit of time to put that together and uh put it i i don't think necessarily not that you don't make a good point director butler so he's calling rb director butler um but uh um i i i'm okay going just one month to july or something like that you know i'm i'm comfortable with that and it seems like a realistic time frame i think for you to be able to put it for the board and then maybe the board the board decides so maybe

031at that point first reading the board says i don't want any of these changes and then we're back to where we started right and then we could do a first and second readings so perhaps it's valuable to add that i'm basing my request also on some feedback and some suggestions that i did get from our attorneys after passing it through them a while ago they suggested four different school districts that we look at and consider and there's parts of those that i think could be valuable to granite falls i just want to clarify i don't oppose any of that sentiment i just think we don't have anything on the books i think getting some of the books because that might take a month it might take three months i don't want to you know it'll

032take three months i'm working but i can't guarantee either way that's what i'm saying i can't guarantee it that that's my thought process i'm not opposed to editing it and making or making it our own or you know we have to do a second reading we might come back if it's radiant time so you know what we're going to scrap that here's a new one that makes sense i don't i don't make we could always come back and you know instead do a second reading so hey you know what here's the new pause we're going to do instead and just that one dice that's what i'm saying i'm not saying don't edit it i'm just saying we don't have anything on the books right now that's my concern and you make a good point i

033guess the only asterisk i'll put to that is technically until the board passes after a second reading it's not on the books yeah that's what i mean but i mean instead of you know because if we don't do it now and we don't change there's going to be another month out because we got a first and a second and there's a lot of what-ifs where i don't think it hurts to get the first reading down and if it's ready in july like like you say it will be then we'll do that one instead that's what i'm saying we can abandon the first reading and do another first reading of a new policy that's my thought process i mean i guess technically procedurally you could do that but i don't know if i so you're saying

034make a motion the the thought i'm just playing this out i'm thinking out loud so yeah you could you could approve it today no just the first reading just the first read and then you're saying at the second reading of that reading you could say you're rejecting that policy you make a motion to reject that first reading of the other one yeah procedurally exactly the same place you're still not ending up with a second reading until but what i'm saying is that if you're not ready in july we can have something on the books until you are ready i commit to you i will be writing in july is there a should i remake the motion so that i can officially put it on now we have an option on the table no it's we

035have emotion on the table i guess my question is is there a negative consequence i'm not seeing for just passing as it is right now the first reading kind of a negative consequence well that's what i'm wondering is because we're either going to regardless we're going to have a first reading of a new policy next time around or this what well are you talking yeah the the new proposed one director beach we're going to have a first reading of that next time regardless at the same time either way okay so there's no benefit to doing it there's no drawback to doing it unless i don't call it hooker and push yeah i will tell you the reason for me is i feel like for me this is me admitting that in the past there have

036been many times that this board has said to me just pass the first reading and we'll fix it on the second reading pass it and we'll we can come back to it and adjust except we don't well it was by the way said no we don't i haven't done it i'm not pointing fingers at anybody but me i haven't come back it gets they're all the things the school board is asked to think about and that second reading that i was going to look at a little closer drops off my radar yeah so if i leave it so that it's an open item that i have to follow up on it's on my radar i'm actively working am i going to forget it or should we hedge our bets that director beach might forget by

037july i guess that's up to you guys but stuff happens well the director of each wins the lottery and decides to leave town and then you can head your bets but i don't want a rubber stamp anymore because it drops off the radar we've never i've never okay in 90 years i've been here come back to anything can i get clarity of what you mean by drops off the radar is it because that we've passed a first reading that you no longer want to produce the new policy no there's first and second readings and it's like well we just got to get this on the books and then we can come back and we can adjust it but we don't don't come back and adjust it i don't come back and adjust it and to

038my knowledge this board since i've been sitting on it has not i can adjust it anything is the action to come back and adjust it you doing what you're planning on doing if we don't pass this first reading but if we pass the first reading you're nervous that you might not continue through with what you would do if we didn't pass the first reading but that's your concern i think is what director ladies and gentlemen is that we're not going to address it my concern is i no longer want to be the person that rubber stamps for the sake of rubber stamping that's my concern that's who i want to be is somebody that does good work and produces quality work the first time it doesn't rubber stamp was the because we pay was done

039we pay attorneys i don't want to rub i don't want to be a rubber stamp i've looked i've done the research i spent hours today last night and the night before but i work a full-time job and i have a family i just didn't finish yeah so i really think the the with the vote or at least viable how do we talk for russo is to give you that time to do that and then for us to give it an up or down vote which well yeah so the motion is to whether pull it off the agenda for the sole purpose of her writing your policy to provide us right next month and us give us for down vote yeah and the only contention is i i like the idea of the work being done

040i just i don't see why we can't just get the first reading done and if everything's done in time we'll just replace it and do a first reading next month yeah i mean it's not hedging an event against i guess you forgetting because you better get something happening and we don't know what's going to happen that's what i'm saying it's not a hedge event against tina it's head of defense hedging a bet against the world yeah so i don't want you to take it like against tina it's against the world i mean we don't know what's going to happen and we don't have any policy like this is a brand new policy it's not replacing a new policy we are very far behind in adopting it it's not a new poll it's new to us

041paul of spade is spade it's not new everybody else has adopted it speaking to us very clearly it's a new policy for us i said that from the beginning so um so the motion was to pull it from the agenda um and so we have a second so we'll call it to a vote on saver pulling it um from the agenda hi any opposed nay on that okay so it does pass it's pulled all right let's go to district reports business report prepared by marshall cruz i just wanted to highlight a couple of things and take questions highlight is obviously our enrollment enrollment is one of the few districts in the state with um increasing enrollment and we expect that to continue for the perceivable future so that's a bright side for us um obviously

042the negative is that we're not gonna make our five percent fund balance and honestly i think if we didn't spend all the money we needed to spend this year to keep school running we probably would have had a really hard time [Music] getting through the school year we've had to provide lots of um absences to staff and substitutes for that we've had to have a lot of extra staff on hand to manage um behaviors of students who haven't been on campus in a couple of years we've had to have extra teachers um utility bills are higher because we've had to run our air conditioning system to its full capacity all year we've had to buy more expensive filters for our systems it's just been very expensive to run school this year and i think we

043it's really the one way for us to stay open so i mean we're going to go sideways this year but it just had to be done i think questions important any questions yeah i'll jump in yeah so marshall um the fund balance is based upon uh our balance based upon the point of time in august right yes okay so um and you don't have to tell me specifically um but our right now we are about i don't know 160 000 off of budget um i saw you for you're updating our forecast uh closing fund balance in august 1.3 which i said 3.3 it's actually 3.7 fund balance um and we had budgeted a 1.9 percent fund balance 5.5 so um what's happening between now and august is going to take us from 170 000 off

044budget to basically like 640 thousand dollars off budget um we're going to introduce the high points so again the seven hundred thousand dollars fund balance that we're right now is also just a point in time so a lot depends on when bills come in so like like steven's transportation is a little behind on their their billing to us because transportation has been kind of crazy so we've got a couple of outstanding link stephen's bills that will contribute to that um you know building buildings a little slower this year so we're probably you know a month and a half behind two months behind on billing for a lot of things so the seven hundred thousand dollars just to clear that for on us billing for some things you know for someone else's business that will catch

045up at the end of the year and um you know we're gonna we're gonna dip negative the next two periods because june and july are are well today at june our smallest revenue months of the entire school year um that's designed by the state they like to have they have to fill their coffers into their fiscal year so they they allocate us the least amount of funding for the whole year in may and june and an argument prior to explosive sets of months so july and august we'll get almost 30 percent of our total revenue will come in july and august but you know we are a little behind and people billing us for things so that's that's what's coming from i i haven't conferences out there so we know how much we owe people

046but until we get the bill we can't pay them so we're basing it on our main conference as we have yeah so the reason i asked that question again i'm not looking for any specific answer but is there any opportunity or is there any opportunity for us to i'm not saying obviously not pay anything or anything like that but to you know any operational costs or that we can uh or efficiencies or anything that we can do to try to make up some of that ground between now and august i would say we've already incurred the expense we just haven't had to pay it yet so i there's there's really we're gonna do everything we can to try and increase our fund obviously but there's there's that that that wiggle room is probably in the

047200 000 range plus or minus it's not it's not a it's not a big number like six hundred thousand dollars okay uh how comfortable do you feel with the 1.3 forecast level confidence i think i think there's a little bit more a little more downside risk than upside risk upside benefit um the range is probably going to be 0.2 to 1.4 so i because i i know in past years one of the things that i've seen is um like overtime or those unallocated or unknown like overtime hitting at the end of the year stuff like that you think we're going to have that too kind of coming out of nowhere you know someone that was like banking over time we've been really good about making sure people are turning in their overload and everything but

048um you know payroll is up to a month behind i mean it's just the way it works when somebody works their extra hours in may they're not going to get that until the end of june so there's a little unknown for for may and june um but i don't think there's going to be any big surprises out there you know we've been we know the people that typically have the large amounts of overload and we've been pretty um up front about making them turn it in on time so i know we're going to also as part of the agenda tonight we're looking at doing a budget revision um based on obviously unexpected enrollment and all of that and you know that that's a specific number is there any contingency built into that budgeting extension and

049we'll talk more about that later there's a little there's contingency built into that there's about eight hundred thousand dollars okay where you show that as an income and then it's expense like yeah like we've done previously okay um okay uh just just one one additional thing so in in may we're actually forecasted to have a fun ballot or budgeted budget forecasts are different speak the right language we're budgeted to have a fund balance of 455 but you're saying we're actually going to dip negative negative okay it'll be negative in june and we'll probably be about even a little bit positive in july then we'll be we're going to get almost five million dollars in revenue in august it'll be like four point dollars according to my my forecast but it'd be nice if the state

050is off of our apportionment every month but they hold back apportionment in maine to and then give it to us in july and august that would just make too much sense yeah i think they pay us five percent of our apportionment in may and five and a half when they give us 12.5 in july and 10 and a half percent in august which is again a good read good point to have a fun balance to even all that stuff out i mean your point marshall we had 4.6 million in revenue in april and we're budgeted to go all the 1.5 in may and 2.1 in june yeah it's kind of uh and our expenses are our expenses are mostly flat you know we try to actually time for things that we have control over to

051hit when the revenue is coming in at a higher rate but in general you know 90 of our our expenses being salaries spread the salaries out evenly throughout the year you know the expenditures are pretty even and we have the revenue and then we're also you know we have to pay all of that additional special ed costs before we get out in august so is that part of the budget the safety net yes [Music] yeah there's a certain amount of i forget the number but i just i just see a um a line item for it yeah once we get it the line item yeah it's in the main yes the main budget yeah i'm looking to pay for sorry i just didn't see a line item under um revenue for so i and the

052marshall i promise you i'm not trying to belabor the point but i don't if we say 1.3 million and and that's the that's the fund balance that's fine i guess i just don't want 2.98 billion i mean like how comfortable do you feel 4.3 2.98 it would be a little comfortable okay that was that was what i was hoping yeah uh that's all i've got questions i got to interrupt with my question sorry thank you are you going to talk about the other stuff sorry that's all i had for that are you going to talk about the capital yes you're you're here to answer questions i guess do you mind if i go ahead go back it's fine i'm sorry um i noticed in your um in your report and we've talked about this that

053there you know that's fun that's just about to fill our obligations your transfer 300 thousand dollars of course revenue to capital projects can you can you just briefly talk about how some people had a concern that we could do that or how could we you might i'm just talking to how we can do that yeah i believe there's a whack i don't have any prize but it's in our accounting manual it says that if we receive state for our debt services fund we are allowed with a resolution and passing a resolution to transfer that money and we can accumulate it for years and years and years so we wanted to look at the as long as it was state forest money we can let that grow in debt services for as long as we want

054transfer that over to capital projects and use it for anything that the capital project fund is approved used for so and that resolution i think the board of proof may be a meaning or two yeah yeah and so at that point i mean so it's it's essentially [Music] little what's called a christmas savings fund yeah that we could accumulate and then up to be able to pull out of like that whack allows that so we yeah and we get about 120 000 or so in it so we had a couple of years saved up and we moved over so we could we could um get ahead of our technology purchase a little bit and buy some things a little quicker and do it yeah capital projects obviously we can't play salaries or anything like that

055capital projects goes to um building repairs you know stuff like that right absolutely yeah okay director kerry if i might add that's a great question and it's not just the board that approves that but the esd to get approval as well i didn't know that i think there are multiple processes and right we hadn't done this in my time here so i had to go to esd to do it and they sent me the instructions on how to make the transfer we have to go to the snow machine or they have to do the transfer on there in the spoil it's a really big process that involves a lot of agencies and a lot of the absolutely thank you that's all that's truly sure any other questions board all right uh superintendent report president here

056okay still blue i have uh really two reports to share what i'm going to do with and that has to do with some of the going back to some of the financial challenges that we're facing and really looking at fund balance again and how we compare with other districts and then but this first part is from [Music] um with success in ed when we had a large audience my intention was to share some of the studio here especially with start the slideshow i think it's set up so if you go to the slideshow to do sort of high level sharing of success and i appreciate being excused from that meeting doing some family we're tired of talking about pandemic and uh but there were great things going on and i know you don't want to

057be read to i don't want to read to you um there were some just high level uh events at each school that they were just so happy to and had this been a success we would have had a whole crowd just to the things but as we're watching we'll be able to see and certainly getting our cars off the road was a huge victory at uh at mountain way um i have a lot of kudos to stacy simmons uh our professor rumbledorf who made science come alive over there um i know dawn shared the success are i ready um and then they've just been having a lot of with uh playing doing spirit dress-up community garden that type of thing um monte cristo they are just really proud that uh therefore school improvement goals i'm

058so happy to see a parent group i mean we've all of our principals have talked this year about how they miss parents in the classroom we talk about that we hear from parents my christo has gone out and said okay let's have a booster club of parents and so that's been a real success uh there are a lot of things with paige has done a great job trying to get to know the community and families really well and uh both monte cristo and mountain way to have book fairs again and there's nothing like a book bearer uh and i know both schools i believe that virtual as well as in person uh the middle school those who attended 100 kids inducted to national junior honor society that was awesome uh we're seeing integration of cte

059programs just communication between middle school and high school and thank mr davis for his work on that real success in sports with with volleyball to go undefeated with their varsity team is just just awesome so i think there's some good things coming high school the wrestlers have been well and uh as he shared i'm sure he's shared whether it's a it's been with the board collect individually i mean he's one that always wants to have more parents involved and present and again seeing lots of uh lots of nice size parent crowds over there they had their success fair and we talked a lot about graduation uh but the eighth grade graduation uh at first i was i mean we're doing a drive drive through i thought we'd be back in person but attending that on

060friday night i think families had a great time and dave just talked about going back to an in-person ceremony again but i i have to tell you they did a really nice job it was a rainy day but the kids still had fun the high school you were at scholarship night you've been at the graduations there are a lot of great things going on if you went to band concert or to the play to have those filled with people is just really exciting culinary arts started this year they carried events and again some great athletic accomplishments as well and [Music] again some state competitions crossroads uh they were really the the home of our remote learning for high school this year they serve as 60 students and i i don't know if you caught this

061at the crossroads graduation but funds were remote students and so that was great to see them catch up they started a journalism this year which they also had online newspaper but they were only into some multimedia too and so um and of course we've talked about some of them a number of times so anyways just i'll share this and we'll get this posted as well but i wanted to just hit some of the highlights because we talked about how difficult the year was there's a lot of things to celebrate as well all right so what a little bit shifting shifting gears district funding ibd and fund balance i believe you have this so there's sort of five uh slides that are a little bit more rewarding but i thought it was important to go through

062marshall um we actually don't have that so i appreciate marshall developing this and we talked a little bit this morning because you know when we talk about ip and play implicit uh prices later and all of us who are in the middle of negotiation ipd is oftentimes uh a reference point certainly we get i mean the ibd for this year is 5.5 and but the headlines i mean we're all dealing with inflation and um so just a couple of examples wall street journal 8.6 in may um 40-year high we saw today the fed actually raised the rate 5.75 and then you know what are the signs to a recession so there is certainly a lot of concern for our economy um again is that state it's not we don't use the cola or consumer price

063index it really uh state selected uh mechanism or index and um again this year we'll just go to this next slide what is the ipd forecast and so you can see you know it's two percent they're getting it going back down again but for 22.23 it's at 5.5 percent um just you know it's unusually high in 2223 because of inflation but also because there was a massive amount of lobbying done in this last legislative session and the lobbying was based around the fact that that the ipd really hasn't been that accurate since the induction of it in 2017-18 school year so this is 5.5 percent and how that relates to a district like ours it's it's very different for us when we talk about negotiations for us to be on par with blake stevens or

064those who are at uh 18 instead of um 12 percent so this is just kind of how school districts are funded and there's the number of staffing units you're allocated for um so the state salary allocation for the 2120 school year is right there 68 seven for a certificate of a teacher 102 327 for administrator and for a full-time classified staff member so that is the same allocation as allocations to give you what you're really funded for for each classification um so how is this salary allocation used to fund schools well that's we're back to the portugal school the perfect school model generates staffing units based on your enrollment and that multiplied by um the state salary allocation and the factor to give you funding and we all talked about a million times but the

065poor typical school generating a strategy is about preschool and this is especially true of uh classified staffing and we have a really good example of that this next slide here so um this is straight off of our apportionment report our we are funded for 117 teachers we're funded for eight certificate administrators those are like principals and vice principals and certificated directors and we're funded for 34.3 full-time classified staff members we have 11 certificated administrators 11 and a half according to our last report we have i think 139 teachers and we have the equivalent of 90 one off member here 95 classified full-time staff members um so the funding that the state gives us does not take into account any of those staff members that that's that aren't generated by the political school model so even

066though we have 98 95 full-time classified staff members we're only the states only give us funding for 34 of them we have 11 and a half administrators we're only going to get 8.13 we have 139 teachers we're only going to get 117. so that generates a total amount of funding we're able to use that funding however we want we don't have to spend all nine million dollars on teachers we actually spend more we don't have to spend nine hundred thirty one thousand dollars on administrators but that's it's just it gives us this bucket of money that we can use how we choose to use it um so the i think the biggest takeaway from this is that how does this what does ipd mean for granite falls well the rules around ipd is that only

067the amount of money that ipd generates is required to be passed along in the form of increases to salaries so an ipd is only applied to staffing generated by the predictable school model and ipd is not given for staffing funded by levy dollars grants or federal dollars so in in our case um the required increase that we have to give based on the 5.5 percent of our state funded positions is that far right column there so for instructional staff were required to get five hundred thousand dollars in increases required to get 51 000 increases to administrators and required to give 104 631 for um classified staff when we get our apportionment from the state it actually calls out those numbers separately and we have to report out that we actually did increase salaries to each

068of those groups by that much money at the end of the year we have to certify that we did that so what does that mean as a percentage well assuming that nobody advances anywhere on the pay scale and everybody advances every year they go down the pay scale with years of experience they go across the pay scale for teachers anyways in in an educational advancement we're required to give a 3.4 increase to certified instructional staff were required to give a three percent increase to administrators and were required to give a 1.7 increase to classified staff now the what everybody is used to thinking is that that 5.5 ipd is a pass-through that is required to go to staff so that everybody should be getting a 5.5 but the legal requirement is actually that we just

069that we apply the funding generated by ipd to each group of staffing so what does it mean if we actually if we end up doing 5.5 across the board or if we do more than 5.5 well for instructional staff that actual increase is now 814 000 the state's going to give us 500 000 we have an unfunded chunk of 317 000 administrators the state's gonna give us the ninety four thousand or the accuracy is going to give us 51. it's going to cost us 94 so we have an unfunded amount of 42 and similarly with classified because so few classified staff members are funded we'll have an unfunded amount of 225 000 which is a grand total of nearly 600 thousand dollars that is would be [Music] part of salary increases that are not funded

070by the state we have to find alternative methods to pay for that um so and then one of the one of the big questions we see there aren't a lot of other districts passing along ipd to everyone how are they paying for it so a one way that school districts bargain their contract language is and then this is this was done this way it's been done this way for as long as i can remember is they'll say next year we're going to give ipd plus x so so if that x is two percent they're gonna they're gonna give they've already agreed that they're gonna do ipd plus two percent which would be seven and a half percent so they're obligated under current bargaining rooms to do that um every school district is in the same

071vote as us there's a big gap in what the state is versus what what they will have to pass on this to staff and the way they're able to make up for maybe drawing down their fund balance a lot of the budgets that are being built this year are drawing down fund balances to pay once in a blue moon pay increase and this last chart here is a breakdown at the end of the 21 22 or 2020 or the last recording fund balances these are the fund balances of the districts in our area and second to the last column is the percentage and the last column is the per student fund ballot and um it's kind of an eye chart but you know granite falls is second from the bottom there one balance was 4.1

072i see the next low 7.1 i see one other district in single digits at 8.9 and everybody else is in double digits and if you have a fun balance that is you know 10 million dollars and you have to draw down 3 million of that to pay for that those unfunded staffings that's much easier to do than a district like us who has 1.3 million dollars in fund balance and we need to draw down 600 000 to to pay that um so we obviously can't draw down our fund okay so if as we go beyond what the state funds us will be back to the board with tough decisions on where to cut spending for next year okay yeah let's i mean we're headed into our negotiation and you know we have to let negotiations

073play out in that that venue but it's it's not much to neutral with what we're trying to get up to five percent trying to be remaining [Music] but i mean at the same time we absolutely we all feel what's going on in in the world around us you know gas prices home heating prices anecdotally you're just like super high level 30 000 foot view is it that a district like darrington is paying more student able to maintain such a high fund balance the per student is that not how much of their fund balance per student like if they divide their fund balance because i i was actually when i built this slide i was curious there's a person this is a per student fund balance this is a per student expenses one of those okay

074i'm sorry yeah yeah one of the narratives we heard during the levy piece was that we pay more per student than anybody around us our cost-educated student is more than all of our surrounding districts and underwater and more than uh even more than some universities charge to educate a student so that that column was just kind of a right i guess i'm looking at the 2021 expense yeah is wildly different 32 million for this 30 almost 33 almost 7. so that's just where i'm wondering like they're spending more per student if they're able to maintain nearly yeah well some of this fun balance so this is just a one-year snapshot of expenditures this fund balance has been built up over years and years and years and years and years so when you get to a

075fund balance like that is it's entirely possible i didn't do the research of how much it has grown over the last five years or declining for the last five years for these districts so it's entirely possible that um they are in a a fund balance that's not growing at all so they're able to spend all their revenue on students or they're actually they could even be in a declining fund balance so i did not um do the research on that okay thank you you have a question ford so yeah i'm just looking i'm just thinking about what director leduc said so the per student in this first column that's fun balance divided by enrollment the expense is all of their expenses um for that i guess for 2021 and the fund balance is the percentage

076and then the per student expense is the expenses divided by each distributed yeah right okay so um so your point directory i'm just trying to understand it was that well who had less than so like during darrington spends almost two thousand dollars more per student yet they have a you know a 5x fund balance i think to marshall's point they could have if i'm thinking of this right they could have been extremely frugal over the past decade to build that fund back right and so that's possible but as of right now in this snapshot in time they are spending more per student there so hold away so really to answer your question really it's a trend right is a five or ten year trend of what their percentage was and their expenditures per student to

077see that stay flat didn't increase well they're that that's what i was just because if i just look at this and if we consider all things equal like if we were just as frugal as or if whatever we were building fund balances the same across the previous decade then that would mean that there's some sorts of funding that they're getting that we're not but that's not that it's not assuming all that the same because they could have been building up that fund balance across the time uh which is just something we could dive into right offline okay others point out that i mean we have the 1.3 million it's our lowest we ever had was like 75 000. i think we have like 190 maybe 190 yeah so i mean we've we've brought ours up

078quite a bit as well but yeah the another issue to look at is only 39 students 300 students yeah we have over two thousand so there's it just goes farther what they have okay there's there are slightly different funding models for the rest of your district as small as darington so um i don't i don't study when you're under um like i think it's five students there's a there's a different a little different way they get funded so different funding so marshall can i just summarize what i heard from you so um the state is going to increase our allocations based upon which is 5.5 and that ipd works out you know that that pass-through increase doesn't work out to a 5.5 for each classification um it's it's a a percentage a lower percentage per

079each classification essentially based upon your slide before it was a strict pass through a 5.5 we'd have to um come up via identify some other funding source as you say for 600 000 so i guess you know for me just speaking for carl a big conversation today that we we made a goal of hitting a certain percentage when we have it and we still have even with that even if we were at five percent we would still be the lowest in this area and and knowing all the jobs that we have financially we can't afford that right that's going to be challenged unless you can say carl board or whatever because you certainly don't need to just convince me here's to get that additional 585 000 um you know that i mean obviously that those

080two conversations because it's just money we have to be with responsibility to be as financially frugal as we absolutely can obviously still providing us education prepares our students for the next steps of their life but with that said we also need to be conservative as possible so that's that's my two cents that that kind of segues into something else that we wanted to bring up [Music] do the budget hearing and the budget adoption yeah that's actually we yeah definitely yeah we always try to do that because we want the community involved so that's what we're going to do i was on the radar to get scheduled just one i know i've got it here but i'm about to to the breakdown you had per um class fight that that 5.5 worked out too that was

081before it was uh i think it's this one yes so that represents just a neutral there's no impact to our fundraiser okay 3.43 and 1.7 okay the 1.7 is so low because you said there's so much of classified that we just we aren't funded based upon what we get from the state so some with federal dollars those kind of things that don't qualify for the ipd any other questions so um i'm trying to put this presentation together with previous presentations that you've given us about and i my notes say that we've talked about before that about 90 percent it goes currently goes to payroll benefits contract payroll is that still true yeah okay so that means 10 15 of our budget goes to running five schools and students right the remainder goes to payroll and

082benefits right the 85 can you go to the store required to give like this is like you've done the math amount that like legit we're required to give this amount yeah and that's actually pretty conservative again that will still be over because people are going to move on the seller's schedule right so 585 000 unfunded has to come from somewhere the somewhere that we have available is the 4.1 fun balance or another magic pot of money like when we talked about earlier if tina beach wins the lottery makes a large donation default school district otherwise like really what we have available right now is the 4.1 fun ballot and you know honestly you know we'd have to make people lose jobs we're back to that conversation that's what i put down on my notes like

083i'm trying to connect conversations this conversation so ninety percent already goes to payroll benefits companies that we can't listen otherwise right and if we did 5.5 which the entire slide deck comes up i think to saying can't do 5.5 because there's not enough money there to do 5.5 like we have a 4.1 balance if we did that we would put the entire school district in significant like is that am i drawing that conclusion correctly yeah okay just you guys work the numbers right so when we talk about where to cut funding that comes from jobs can we take any more from students they only get 10 at what 10 11 we can't take any more there's no more to give the students better so i'm not saying that staff and teachers don't deserve more but

084when it's get more than 10 that we have to offer sorry i'm already over i guess so then that brought me around to we're talking about you're going into asian soon i don't know how soon next couple of weeks is there is there normally because the board is charged with the fiscal oversight and spending and keeping an eye on the money we have would it be beneficial to have a board member normally have do you have a board member at these meetings we haven't as long as i've been here and i don't i i can't speak to processes in other districts all i know is this district yeah we never have in the past i can't speak in the state of washington i know that in my previous states sometimes yes sometimes so it seems

085like when we're walking such a fine line there should be a member of this board if we can if i mean we all have jobs right but if we can make that meeting it seems like that would be the right thing to do yeah it's not just one meeting though isn't it multiple meetings multiple days multiple hours basically two days a week for the next two to three weeks oh cool yeah i mean if we can at least be aware of the time commitment uh and the allowable nature of having a board member or two available in there then that would be good information to have so that we can at least have the opportunity to volunteer because i know i i would like to be involved if possible if scheduling allows so and my

086only concern is i've wanted consistency like i wouldn't because it's such a weird message for people stopping in and out no that's what i'm saying as long informed decision ahead i i can definitely carve out two days a week for the next three months or two months or whatever that it is even you can see if it's a possibility right we can see if it's a possibility so i think yeah just send us out what your projected schedule is we can kind of look at it from there i think that kind of draws a picture one slightly bleak but but thank you for the thank you for the data and thank you for the information right i appreciate you putting it together in a way that numbers don't lie i guess i just before we

087end this i just want to drop in the extra nugget that if if we just got the originalization factor that sultan got that's almost a million dollars if you want to go up two slides that's going to happen about that almost a million dollars if we just got that's that's more money than what we were expecting or what we're calculating for the 5.5 that's no impact uh to the general fund because it's additional revenue that we would have we'd still be able to hit our savings goals if we just got the regionalization factor consulted up to the last slide i think it is i wasn't actually talk about that so i you know i again i personally have made a commitment to making this known um to our legislators and talking about this often meeting

088and doing all of that stuff i'm welcome to anyone that wants to continue to help me and not saying the board has the board's been extremely supportive and letting me do that because if we can make that case and we can get that additional funds there's your money there's the budget just to make sure to that the board the public everybody has a solid understanding and i guess clear expectations as well the reality or the time horizon of which regionalization could actually be affected in granite falls do you have an idea of that because i just don't want the public leaving here being like cool we'll just get regionalization next quarter and we'll be good to go like is it a they review it every whether they review it again they're going to review it

089again in 23 24 i believe but what we're asking for the only way that they could change it for us is is via bill they would have to next session they would have to pass a bill right create a bill that updates the realization which by the way they've done before and um and that ups our regionalization factor so that could happen i guess whenever the political gear is aligned okay i want to talk about this slide uh my comment i want to make is it's it kind of goes right along with the realization but you look at you know uh sultan for example comparable district 300 less than us we're forced to pay what is that two and a half million more or 2.4 million more in expenses and a lot of that is

090you know special education and things specific specific to ground or falls but yet because of realization we're you know 1.5 million less in our fund balance i mean that there's no other way to put it it's because of regionalization we're doing our best to save every every penny and that's why you know to go to 1.34 million is good we were at 190 at one point but realization would level the playing field and show that granite fall students are just as important as the students and consultant and stanwood and you know indexing i mean you know when you compare wages and [Music] you know across the board the cost of operating a school in sultan is very similar to the cost of operating a school in granite falls yet they get six cents more on

091a dollar which when you real money when you're dealing with numbers that are in the 30 million dollar range six cents on the dollar is a big number so then actually to your point where you're saying that because of the special education needs and everything so that 32.9 million dollars that includes a special education and also backed out of the grants that we received for them as well so the 32 32.9 for granite falls expense second from the bottom yeah that's everything that's all the money we've spent so that that's from all sources of revenue so we spent 32 million um we got some of that money from state of portugal we got some of that money from our local levy some of that money from um grants okay anything else board thank you very

092much yeah thank you i'm gonna go to three seat board reports we'll start with w-i-a-a uh so we have the resolution on our agenda tonight and then uh kind of not necessarily wia related but sports related uh athletic director uh michael maynard is uh working on more details for the football field so we'll have more of that throughout the summer any questions all right let's go to legislative report yeah so um yesterday there was a advocacy insight uh key topics for interim advocacy um i wasn't able to attend i don't know it was anyone able on the board and do you guys get those emails by the way from wasto when they're saying hey we're like lunch and learns and stuff like filter and i keep like when i find them i move them back

093but they keep going straight back to junk so if you go onto the wasdo website and you sign up and i can help the board offline with how to do this um for updates you they they do like lunch and learns where they have like um you know key meetings or stuff like that that you can put on your schedule um and that kind of keeps you in the know for those types of things so um i wasn't able to attend that one i had a an engagement but um uh and it usually happens right during lunch like one hour i get to actually like try to eat something so i that one i couldn't but um uh there's some other upcoming ones um that uh again if you sign up for that schedule you'll

094see obviously they're not in session right now but um um from a wasp legislative place the legislative committee is still reviewing and updating um and voting on positions was dispositions that then will go to the general assembly for uh for wasta to vote on um other than that there's not a lot of stuff going on right now any questions community report no i don't have anything and i'm sorry i had to be a few weeks well you're busy with the community with graduation that's true a lot of problems uh so any questions [Laughter] um items from the floor do we have anyone signify this from the floor okay let's finish business we have none let's move into the new business uh we're at uh 6a the imtv recommendations approval food science cte prepared by dr

095mass dr man just a quick so this is just an online based curriculum right and so i imagine the cost it says 800 still working with vendor um so i imagine it's it's just yeah go ahead it's just uh it's going to be somewhere in that but it's going to be like a license to allow so many people to get online and see stuff like that which is okay we're using the actual the textbook was adopted well you know 10 years ago whether we're looking at updating that to the online version with the most recent updated textbook to use at the crossroads and to give her a number of license for the students she needs in her course and we think that's going to run around eight hundred dollars the 800 is that conservative or

096that i think pretty accurate i i think we're a little high okay all right is that and a recurring annual cost or is that a perpetual license for the software more than likely today's textbooks it's an annual cost okay i mean this is just going to be used to crossroads it any other questions board i'll entertain a motion i make a motion that we accept the uh and improve the food science uh cte curriculum is made can i get a second okay we have a motion in a second um i forgot the discussion first but any more discussion okay all in favor post [Music] 6b resolution 2122-11-11 general fund budget extension um i know does anyone does everyone understand what this is if ever there's a discrepancy more than a certain amount we have to

097um provide a uh a resolution um to os to esd correct uh initially the esd and then the final stop will be the olympia yeah esd says yeah and we have to account for it pretty much with with the resolution and this is just due to a higher and larger than expected enrollment we had to spend more money on students we got more money so it evens up we have to put in the budget so that's what it is any questions on that if okay i'm willing to entertain emotion um i motion to accept it except resolution 2122-11 general fund budget extension quotient's invade can i get a second one second question made in second all in favor aye any opposed none all right that's unanimous 6c resolution 2122-12 capital projects fund budget extension um

098ditto from b yeah any discussion we need on that board all right i'm willing to entertain a motion make a motion that we accept resolution number 21 22-12 resolution for capital projects budget extension all right can i get a second a second motion is made in second all in favor any opposed oh i'm sorry any opposed all right unanimous um 6d first reading to adopt policy 3211 gender inclusive schools any discussion board on this um i have a discussion on this one um it's an incredibly sensitive subject and this policy is incredibly lacking in details and i think that um a policy such as this needs to have more details in it because of the subject matter and i don't know if that's by design that it's vague or not uh i can actually exactly

099i've done a lot of research on this because i have a lot of discussion as well do you mind if i jump yeah so the policy is written um based upon the law um the law explains that the procedure is where all the details get put okay um and i actually looked up the procedures in preparation for this meeting from ospi um it is the it's part of the prohibiting discrimination washington public schools okay um so it's part of that um the details go in the procedure okay and the procedure is very long as a board we're only in charge of the policy yeah um we aren't in charge of the procedure um i do have discussion on this um i agree it's very i'm sorry does that answer your question you have anything else

100my discussion has to do with the fact that um i understand it's a very sensitive subject um and i understand um the sensitive nature of it i personally have no problem with a lot of this policy and and the procedure that comes with it i do have one major issue that caused me great concern and it stated in ospi um is that i i don't feel comfortable with the fact that it excludes parents um by law from being part of their children's choices um it specifically says that stu that the school is not allowed to share information with parents regarding a child's um transgender choices any you know um life choices of that nature that is my biggest problem with this with this policy and the procedure that goes along with it which so i

101guess what when you're saying it specifically calls out you know not being able to because when i look at like the family education rights and privacy act it specifically lists that parents and eligible students have the right to inspect so it's that a parent or guardian has the rights to student yeah that the so ferpa was the federal law the state has gone a little further and it's outlined in os ospi they they they do reference the 20 usc in the u.s code number 20 that the ferpa as well um but it says later in the west website that should schools and forms should schools inform staff students or parents about a student's transgender status information about a student's stranger status legal name or gender signed at birth may constitute confidential medical or educational information

102disclosing this information to other students their parents or the third parties may violate privacy laws so it says it may violate privacy laws by doing that and that's just caused me great concern i hate i hate drawing that i mean if we want to hold students like parents accountable for action with their students like you know they're talking about you know gun control if the student gets a hold of your gun as a child you're a parent you're held responsible but then we say well yeah but you can't be involved in these decisions we can't tell you the information it just it feels wrong right i guess so where i would where i'd push back a little bit on that is very in very certain terms the legal terminology that's used in that is may

103yeah it may it's not that it that they will not and i believe that's a cover if this policy is it or the the procedure if it goes on the osprey says school staff should not disclose information that may reveal a student's transgender status to others including parents so that they should not do that the same paragraph just goes a little further down it's a lengthy yes that's and that's something to to carly's point what we have in front of us right now doesn't reference even the ospi site yeah and so when i read this i read it specifically as it it's taking ferpa the family education rights and privacy act un into account but it's not because ospi is the governing body over um i guess i would i would like to see a

104policy that is more comprehensive that we will follow to the um [Music] i'm looking for the the intent behind what we're looking to accomplish and to understand and as as something that i as a board member will be voting on i want confidence that whatever procedure is written will be with the intent that we're looking to because i do want equality throughout the schools i do not want that to be a closed gate to parents and so it i'm unfamiliar with this right now if we pass through this first reading can we then make adjustments to the policy to the policy yeah it's first to make make a difference next time uh the thing is we don't have control over over the procedures correct which is i mean and the procedures i mean typically the

105procedures are something to come out of my office but for the for this in particular ospi it says you will at least at a minimum have the wasda procedures okay yeah procedures policy and procedures and what does one's procedure say regarding my concern exactly what you yeah what you shared and so that's my concern is yeah and i know it's and this is the hard part for me i'm going back and forth it's the law um but something being legal doesn't mean it's morally correct i mean there are laws in the past that have been immoral and wrong um and it's hard for me because again i i i have no prejudice again any other life choices that's not the issue here my issue is i don't like that separation that that us versus them

106with with parents that make sense what i'm saying yes yeah i can i just interject just please yeah this is why i won't have the conversation ospi is for the reading it says there's there it's footnoted so it says student privacy personal information about the student e.g their gender identity legal name or assigned sex of birth may constitute confidential medical or educational information and should be protected from unwanted disclosure federal and state privacy laws generally permit generally permit parent guardians to formally request and access their students full educational record but know that number 17 is referencing some rcws these laws also prohibit lease on what i'm assuming means law enforcement agencies from disclosing personal information from the record to third parties including other school personnel other students and other students parents guardians unless one legally

107required to do so and it's footnote at 18 saying for example if a parent properly requests access to their students educational records pursuant to their rights under ferpa uh 20 usc 1232-34 or two the student or their parent guardian has authorized the disclosure footnote at 19 with rcw so as long as the parent requests access and is granted access either by requesting that formally or being granted that access by the student they have access to those records is that consistent with the procedure it is so the pop so the the procedure says they can get that information what i think you're concerned about is um you know and when communicating with parents uh i'll i'll just read this because that's why i'm talking here because i may have misunderstood i mean i read the you

108at 20 usc 13 12 30. that's quite a read by the way yeah that that's 27 pages of what so for families who are supportive using the student's name and pronoun could be affirming for the student for parents who are not supportive or who are not aware of the student's transition at school referring to their name or pronoun could be dangerous the district will not condone the intentional or persistent refusal to respect the student's gender identity or expression or inappropriate release of information regarding students gender or gender expansive status so what was that last one what or the district will not condone the intentional or persistent refusal to respect a student's gender identity or gender expression or inappropriate release of information regarding a student's transgender or gender expansive status what does that mean i think

109if a student you know is is asking for a pronoun here um but you know it hasn't shared that at home that's not our uh responsibility to share that with the parent is that what it's saying because i mean it's because i read they're not supposed to disclose information may reveal a student's transgender status to others ospi but the procedure doesn't match that so the laws of procedure doesn't matter what osvi saying well i'm reading you know this one section of communication on pronouns on confidential health or educational information about a student's gender identity legal name or assigned sex at birth may constitute confidential medical or educational information disclosing this information to other students their parents or other third parties may violate privacy laws such as federal for a vote yeah this is unless unless

110they've been granted access to it parents have parents parentally requested access to their records it sounds like the intent behind this is not put administrators or people within the school in the hard place of to divulge to the parent but if the parent really wants to find out the information ferpa is the way to do that so that's why i want to have questions wrong so we just can't go tell it off the cuff but if they ask us hey what's my kids at school we have to we have to tell them that yeah if a parent access and request access their students pursue present deferment they get it they get it okay and it's no different to me and by the way that's no different than anything when my when when my doctor calls

111if it's an appointment they can't give me any information because i haven't formally requested it then i hope i'm not hurt we're talking about minors right how's what your child are gonna tell whatever you want it's your child right yeah okay because because the way the osp has written is somewhat confusing to me where it says we can't devote to information um unless legally required to do so or like so if losses begin the student has authorized us to do so it doesn't say anything about you know we can request it the parent can request and get them but so it says osbi you mentioned it though unless legally required to do so which ferpa would be a legal request okay so and that that's what was confused about saying like legally like oh well

112a judge says you have to release it yeah that's what i think someone says legally it means someone's forcing illegally to do so got you asked you're legally required does it make it seem like you're not you shouldn't get information yeah kind of like a freedom for a freedom of information but similar to that process where if you go through the procedure you can obtain the information um what is this is where i'm curious i know i wouldn't mind going through the first reading but i would like to know what the procedure is so if we could the community know what the future is like i write a letter how do you get the information how do you request it because if we if we are going to put a barrier in the way you

113know how to get past the barrier if they still choose to so that makes sense so there's a chance we can yeah there's not an extra hurdle if that's right like you would parents have a right to know about their children's because they're the ones that make the for them i mean that's that they're their parents they have the right to do that so that was my concern any other discussion on this um well actually so and i guess this is just all part of the procedure that will be written out so specific training requirements i guess i'll i'll dive into ospi even deeper and figure out the specific this is the first reading right this is yeah can we get the procedure with the second reading i'll send to do two before that okay

114yeah that's what i meant like yeah for a second reading all right any other not i want to entertain emotion um make a motion that we approve the first reading of uh policy 32 11 gender inclusive schools okay all in favor all right all right any opposed and i'm gonna abstain just so i can get a closer look at the procedure and see what it actually looks like oh we didn't uh d i love d first reading to update policy 4200 parent access and safe and orderly learning environments i just thought that was funny that i just talked about not access and then the next policy is access it's the different kind of access i just thought that was poetic um all right so first thing about policy for 200 parent access and safe and

115orderly learning environments as i shared in my notes we have this policy now waza has an update and really it's just the wording that welcomes parents even more into the building yeah you look at the green updates i actually kind of liked it is uh one question i do have on it do we have a limitation like in the event that 27 parents want to come and observe the classroom right like is there a limitation there is we actually have um contract language in our cba okay um so it's not you can't just show up and say i'm going to come i'm going to make an appointment yeah okay but director would do i never even thought about it but he makes a good point i mean i guess the cba is a policy or

116procedure so do we have something in our procedure that has some sort of limitation on it because i don't know i mean if you have 10 you can't i don't can we really reference the cba and say well cba allows us is it in the paper we should back it up with the procedure i guess that's right what i'm saying it's a it's a valid point about that and i think in this it i mean it's something we could put in procedures but they make reference that you know that would be in accordance to however the school sets up such visits yeah i know we'll eventually talk about handbooks here but maybe that's something that would make it into handbooks as a personal basis or we could do it as a per district but i

117feel like maybe the high school would have different standards than you know one way or something um so could you kind of check the procedure maybe send us those as well maybe with a changing correctly mentioned yeah okay uh any more conversation about six uh e not i'm willing to entertain a motion uh i'd like to make a motion to accept the first reading to update policy 4200 current access and safe and orderly learning environment motion's made can i get a second second all right motion made a second all in favor all right hi and in post right past unanimous uh six g first readings without policy 5400 uh personnel i thought you got me a second didn't you a conversation with uh 16. yeah i guess i have i have a question just along

118those same lines great question last time director ladue because it sparks different so this we're writing this policy does this align with cba or does it as far as leaves and stuff like that or is that language needs to be updated there's a line in this policy that says you know it'll be in accordance with you know whatever local policies but unless the applicable collective bargaining agreement provides otherwise scott i um i checked with melanie uh and i i asked it required one or highly recommend it or optional policy recommendation from wasda and it's highly recommended because i looked at it and i said i feel like we cover all of this in our staff handbook and our um our cbas uh but i think their rationale is um you know this this provides some

119legal fallback for anything that's not covered so i don't know it seems a little excessive to me but well and it's a policy correct me if i'm wrong it's a policy that we could completely go different on if that's what we agreed to with this idea so then what's the value of the policy if if you don't have a strong cpa right yeah i mean i mean i guess you're right not that i'm against this i guess i just i find it peculiar i mean i guess is the intent for this to be the guiding light for when we negotiate or cbas and stuff like that no i think it's for those that for those districts that might not have things as laid out in cbas that it will always and this is backed up

120by a rcw um if you don't have that in place or if something changes in state law that's not covered by the cba this is sort of the fallback i guess that makes sense so if in question or if it's not clear then we could fall back to the policy and say well this is the policy okay so your recommendation recommendation go for it yeah i would add it all right we'll entertain emotion if there's no more discussion i'll make a motion to accept the first reading to adopt the policy of 5400 personnel leaves a second motion made a second all in favor aye any post all right past unanimous uh 6h first reading to adopt policy 5410 holidays it's just a sunday saturday i thought that was weird that's a good point wait and

121whenever any legal holiday falls on saturday proceeding friday will be late holidays well but up at the top that says the district will observe the following school holidays and not operate on these days and that just has sunday oh i can't play it on saturday oh that one's not talking about the bottom line the last paragraph no because we do do stuff on sunday on saturday there's school events that happen sporting events and concerts and stuff mm-hmm yeah i had to think about things like oh that's why we don't do anything on sundays yeah but then on that note like if you're doing an overnight weekend trip like eagle car stuff like that they go over sunday don't they yup [Music] no pressure i mean i if if that means maybe that's not the definition

122of operate right if it's i'll tell you what could you what does it say it lines up with the rcw it's just following the rcw the law it's just copy pasted there it's gotta be from the rcw apparently is there something that could just be written within the permission slips yeah okay we can put something in the procedures i mean yeah that's interesting the rcw calls out sunday i don't know so i thought it was bizarre because what else you got to travel on sunday yeah well i i think it's the exception i think it's just that they want to make sure that that's in there so that all of a sudden wia isn't like shoot let's schedule state on sunday afternoon yeah well i mean that makes it i mean what if you have

123to travel on president's day yeah do it on an event i mean right yeah interesting as i mean it doesn't concern me greatly it's just interesting anymore discussion on holidays not unwilling to entertain emotions i make a motion that we accept the first reading to adopt policy 5410 holidays exactly and a second all in favor opposed right uh 6i first reading to adopt policy 5515 workforce secondary traumatic stress so this thing's a new one yeah i think what this policy is basically saying is make sure you have a wellness program and that's actually something we've been talking about within our staff it's not it's not hiring counselors to do therapy for our staff but it's just making sure you know we provide information where such things could be received as well as just acknowledging the

124stress and doing having some wellness activities and well i had one question like oh go ahead oh you wouldn't be first that's never usually happened um it says that we need to regularly assess district level and school building level and inflation of the procedure what do we have a mechanism in place how like course let's assess it survey or i mean how does that actually happen yeah i mean we gfe does the survey every year and that's where that recovery part of it and we certainly can do a survey as well and uh because the gfba one only goes to members of the dfva yeah i'm sorry psg the fda one only goes to members of gfe right right we wouldn't have to have it include everyone but so the first bullet is weird i

125mean i'm reading it wrong the board hereby establishes a district-wide workforce mental health committee with the following functions share secondary traumatic stress stress management and uh the function is to share the stress it's just one thing and a list of items resources so it's like it's looking good oh share secondary traumatic stress management and other mental health resources and supports i think the word stress is twice there it reads weird share secondary traumatic stress comma stress management so i think what it would be is you can take resources and pop it into each yeah share secondary traumatic stress resources stress management resources and other mental health resources and supports available through the office did you want to change the wording of that to make it i'm the only one that was unclear so i mean

126if it's we can easily change it right now that's what the point of the first reading is you think it no it's not my point was just more of the we have a we have a significant amount of policies that have some sort of reporting function or requirement a board and i i think we get most of them but i don't know and this obviously says hey you're going to report to the board at least once per year with the summary i guess are we so that needs to go on a board calendar and we need to make sure that that stays and is that so i guess is that obviously it's doable but is if that is realistic to do or do we want it more than once a year and if we do

127maybe we change that here you could say twice a year if we think it's more important and we have some flexibility we'd always be asked for more but um i guess i just want to throw that up for discussion it could be at least once a year yeah and who's on this committee yeah that's what i was looking at says we're supposed it would cause you too much stress where there should be committee stress in there yeah i mean i i i i know i'm i'm teasing up but i think it's an important policy i like the idea of cats in the forefront um let's see the procedure on how the community works and the the reporting process yeah there's a lot of procedure notes over there sorry how the committee who who is involved

128in the committee how the committee's formed obviously the meeting times and all that stuff in the reporting if it's going to be important for once a year any other discussion [Music] all right willing to entertain a motion i'd like to i want you to accept the first reading to adopt policy 5515 workforce secondary traumatic stress motion mismay can i get a second oh second wait a second all in favor aye any opposed past unanimous 6j first reading of 2022 2023 student handbooks um i haven't gotten a chance to go through all of them yet but i went through monte cristo and i went through mountain way just because those are the two schools i'm most familiar with um there's a lot of errors in there a lot on the school portion huh proportions well like

129mountain way the times were really wonky like um the start and stop times on the on wednesdays where we have the early release the start time was like where was i looking at that or maybe it was monte cristo i don't remember but one of them was like really off and then like staff who aren't there anymore [Music] or you know who have left or that sort of thing so start time school days 8 35 from monte cristo to 305 and for mountain weighs 8 45 to 3 15. i think she's referring to the [Music] way handled itself yeah i'm looking at my handbook what's messed up oh where did i see i should have i think there will be those errors until we go to final print okay and uh and are these that

130is subject to uh collective bargaining as well are these new times like new because they're not what they've been doing yeah they'll be they'll actually be new times next year okay so and that's like i said it's part of collective bargaining so what we've done on first readings before director kingsley if you have especially with these large huge uh adoptions is send all of your edits to dr m and you know and then that can get incorporated in a second reading okay yeah so i guess i'll i'll make a motion to accept the first reading of the 22 23 student handbooks with the potential modifications by director kim king or any board members or any other members yeah just edits just not not substantial edits but just wording and yeah corrections yeah all second uh

131motion is made and second all in favor aye aye any opposed all right moving on to 6k resolution 2122-13 delegating authorities w-i-a-a just in case i was wondering we do this every year like literally this is uh it's something we have to do for wia to allow it to function for us any questions about that so if you understand that or we accept the first reading resolution oh sorry it's on the wrong one resolution 2122-13 delegating authority to w-i-a motions in may can i get a second second made in second all in favor aye aye agenda um there were editions sent out by melanie a little earlier um any questions or comments on the consent agenda or the auditions okay we'll entertain a motion to accept the consent agenda with the auditions make wait a

132second all in favor aye aye perfect thank you pass unanimous uh any opposed that's unanimous that's a lot we just did sorry um we're going to join our regular social media we are going to executive sessions for the first evaluation of a public employee um we will be coming out of the executive session with the potential of taking action so um we will reopen the meeting as soon as we're done um i would say executive session should last we'll go to nine o'clock and reopen and see about extending from there um can we do like we're gonna take a quick bio break right now though yeah i was going to say major recess and then yeah so we're gonna yeah so we're gonna um during the regular meeting right now um we'll start up again

133what you guys want ten after give me eight minutes stretch your legs yeah okay we'll start after and we'll go into the next session then come out at nine and maybe extend or potentially take action all right we're out of executive session um we are going to take action does anyone should make a motion yeah i'd like to move to make a motion to authorize the board chair to accept the revised superintendent contract with two percent increase and additional details to be finalized extending to june 30th can i get a second second okay all in favor aye aye the opposed you abstain all right passed i would just also like to say i'm extremely happy to have dr middleton here extending the contract through 2025 i um i really appreciate you and the value of

134your service sir thank you looking forward to continuing the work thank you everyone i'm doing our meeting now at 9
