001right let's call the order this uh meeting of the school board granite fall school district uh please all rise and join the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god and indivisible with liberty and justice for all thank you everyone all right in attendance tonight we have with us uh director carrie director okay director jaden beech right okay myself character butler and also we have dr middleton with the attendance as well moving on down our agenda we're on item 2a there's a proclamation i'd like to read the state of washington proclamation whereas education support professionals are involved in nearly every aspect of education maintaining buildings and grounds preparing and serving meals keeping school facilities clean and

002orderly assisting in the classroom providing over 60 percent of all instructional hours to special education english language learners and opportunity gap students performing and conducting research activities providing information technology and media services administrative support functions and safe transportations creating a secure and healthy environment and many other specialized services and whereas more than sixty two thousand education and education support professionals work with and help students in washington universities colleges and public schools are the backbone of our public education system and deserve recognition and thanks for the outstanding work they do for this state and their communities and whereas education support professionals are instrumental in fulfilling the state's responsibilities to educate all students and by supporting this learning environment they serve as crucial partners with teachers parents administrators and school boards now therefore i james lee governor

003of the state of washington do hereby proclaim march 14-18 2022 as education support professionals week in washington and i encourage all people in our state to join me in a special observance sign this 18th day of february 2022 jay intelligent governor i would like to uh pay special respect to the our educational support professionals during uh uh the week of recognition and uh go ahead and say thank you for all the work to do helping support our children learn to succeed all right uh item 2b board comments uh let's go random order today we'll start directly i don't think i've started with you in a while um do i have any comments oh i would just like to say thank you to the community for sending me all their questions and stuff it was a

004great help yesterday and that's about it all right director care yeah i i want to make sure i say a special thank you to dr m and our board chair for setting up a really well structured um interview for the vacant board position i i know that as being board chair for two years and and doing that once or so i know how much work that goes into and i appreciate all the hard work and the pivot at the last end to bring in more uh community communication and stuff like that i i think that was really valuable personally for me as as we were going through the questions and asking you know kind of the questions of the will of our community um i i also just want to acknowledge because i don't think

005we've talked about or i've personally talked about how um we are going back out to the community with the levy request again on the april ballot and the while the numbers haven't changed one of the things that i heard kind of clear from our community is we need to do a better job of communicating the need and communicating you know the details and the information about the levy and what it goes through uh the reality that the mccleary fix quote unquote and i'm doing the bunny ears didn't fix the specific needs of of our district that there is still a need there's still a significant amount of things that are not funded by the state and that we need to do a better job of communicating that and i just want to say that i

006get that message loud and clear and that i will personally do my best to make sure that you know i communicate you know the need that we are clear and we're present and that we uh or that i i'm sorry i shouldn't say we that i speak more kind of clearly about that and provide information to our community so that they can hopefully make the the right decision to continue to support us and as i've said before i have nothing but faith in this community grand falls is is the longest i've ever lived anywhere in my entire life the reason that i've chose to live here and raise my family is the support and and the community aspect of this town and this community and i know that if we clearly communicate the need that

007they will as they always have we'll stand up and support the school so in reach sure i first would just like to thank mountain way for hosting us tonight and for the staff and the administrators just for having us here a special thank you to the students who prepared a booklet for us with their artwork and their messages and assigned with their with their autographs and their messages on it just thank thank them and their teachers for the time and the effort just to even put that together for us tonight um again i guess um second with director kerry saying about getting the information out about the levy and the the necessity for us to pass the levy bulk for the education planning and operations and i'm hoping and getting them not can i think

008i got them confused education planning and operations and technology and i can't remember the title but both of those are absolutely required in order to keep our services at the level that we've been able to provide now and i hope that not only we'll do our very best i will do my very best to get that information out but please do feel free to contact us or contact me directly if there are any questions or clarifications needed because it really is that important to me that we passed 11. so thank you all right is there anything coming up for the high school maybe a battle of classes that might be happening too yeah we're we're all working on battles of classes right now and every single class has gotten their themes down and settled and

009to spring and that's going and spring sports is coming up too awesome yeah i saw uh track started up just the other day of the week so that's exciting thank you and tennis i i only saw track i'm not saying there's no only i just only saw track um so uh my comments um i would like to uh i guess echo a lot of what was said um the levy uh it's it's vital um for the the well-rounded education of our children um you know pays for things that the state just has failed to cover um you know talking about the mccleary fix it helped a lot with teacher pay it didn't help with the way that they were funded for certain positions in the district and that it didn't help at all with that

010um my director and if you're interested i would encourage everyone to go back look at our board meeting from two board meetings ago where director kerry gave a presentation um in detail about what the problem is and where the funding is shortfalling and what our levy dollars are actually used for to help with um i know uh dr middleton and uh director cruz uh did that as well they gave a presentation you can look up as well so encourage him to look at that and then i feel that i have to acknowledge um the board over there the uh the artwork provided to us by the amazing students of mountain way if i don't rec if i don't acknowledge that i love you dad comment on there i think my daughter would be very upset

011so say if you're home listening thank you i love you too and i really appreciate that all right moving on uh item three three a is a mountain way elementary annual report presented by john weddle assistant principal patty i've never said his name right here's kate skurt thank you i got your back okay we're going to do our best here with papers in our hands good evening and thank you for coming to mountain lake tonight and we're very honored to have you here i'm don well i'm the principal at mountain way this is patti scarce assistant principal and this year mountain way and monte cristo have really been working collaboratively and as we go through our plan and you are also going to be going through monte cristo's plan you're going to see a lot

012of alignments this year so we're really excited about that this year we have four goals and those are math reading positive behavior intervention support and social emotional learning on our school improvement plan our math goal this year is in collaboration with family staff school title coordinator and district tosa mountain way elementary school will increase the percentage of students achieving i ready benchmark scores in math for all students from 11 to 20 and then our multilingual learners will increase their benchmark from zero percent to 20 percent our reading goal is in collaboration with family students and staff mountain way elementary will increase the number of or of yeah of all students reading a benchmark as measured on the i ready diagnostic from 13 to 22 and are multilingual students from 15 to 22 okay so our

013pbs and sel goals this is our positive behavior support and social emotional learning in collaboration with family students and staff mountain white elementary will increase our baseline tier 1 sport from 63 to 80 by june 2002 in collaboration with family students and staff mountain ray elementary will provide opportunities for 100 of staff and students to access sel supports by june 2002 just to clarify for anyone watching sel is social media emotional learning yeah make sure everyone knows that we try really hard to cut down the acronyms so everyone watching to know what we're talking about sorry you're perfect so this is how we came up with our goals this year usually we've only focused on one content area in our school improvement plan and this year we and that's usually been math the last few

014years this year as we did our data carousel with our our school leadership program our school leadership committee and then also our billing admin we really determined that reading and math both needed to be our focus and so um last year our reading benchmark was in the spring and it dropped to 13 in the fall our math was 36 in the spring and it dropped to 11 in the fall there's usually a little bit of a drop but not that drastic and so we thought we really need to put our effort into both contents now we also looked at subgroups of student populations and we decided to really focus on our multi-learner group of students because we saw a real gap in the data and you guys will see that in just a moment so

015at the top is our math goal again and this chart chart just shows where we were in the spring where we were in the fall for our diagnostic where we are in the winter that we just took in at the end of january we have our overall percentage and then kinder first and second and so um last year our students again ended the year at 36 dropped to 11 but luckily we're back up to 28 now so we're on a real good trajectory and we we really need to keep that moving so all of our grade levels did that they they really bumped up we still are working on first and second grade to get up to our goal area which i'm sure we're going to surpass and then our ell or our multi language

016learners are they scored zero percent none of the 27 students that we have in our building scored a benchmark in the fall but this time when we took it we had 14 percent which is for students we're at benchmark so we really need to focus on getting those first graders up and then bumping our second graders and of course our kindergarten students so here are some of the action items that we have come up with as our leadership team and then how we're going to progress monitor them we just took some of them from our plan and i'm just going to go over a few of those so one of those is conducting i-ready data analysis we still monitor we're going to monitor our progress by looking at trends analyzing growth of groups of students

017and individuals and identifying the individual needs of students as identified by the diagnostic and this will be done for both reading and math we're going to be providing ongoing and targeted professional development around i ready with the district tosa and i ready curriculum associates these will be scheduled throughout the year in areas specific to analyzing data identifying individual needs and grouping of students this professional development will focus on our math and reading data and one see if i can find it i have a sample we had a professional development just a few weeks ago from our ira associates and they talked about doing a quadrant and where our students fall in the quadrant according to our i ready diagnostic and this is just a sample of a teacher that actually went out and and completed

018this and is using this in her teaching so it's exciting to see the professional development put into practice okay and then data chats are very valuable and will be held used at monte cristo extensively and so at mountain way we feel like it is our responsibility to teach the kids how to do a data chat what is a data chat what is data and so we're doing that as we prep them we're teaching them how to graph what does the graph mean what's greater than what's less than you know how you know what's more all of that kind of stuff and so some of our students are actually looking at their i ready results and then saying oh i could do better i can do this or they're getting a hundred percent and then they

019are getting like a sticker on a chart or something that recognizes their success and so this is a sample and i know it's really hard i'm really sorry that you can't see it very well but this is an actual sample of a teacher that have a blank screen at the beginning of their i ready time in class and there's no data and the students are going through their lessons and she's monitoring them and she's providing some small group support for areas that are needed for their i ready at the end of the lesson time she'll have a report that shows how many students pass their lessons or weren't completed and then she goes through this with the students and we'll call them up and she'll be like oh you got 100 on your lesson here's

020your brag tag you got 73 on your lesson you know what were you struggling with where were you at that kind of stuff and so this is the beginning of a data chat it's very teacher-led but it's the start so this is exciting that this is being used at this level okay now i just have to find where i'm at um we also are encouraging our students to pass two lessons a week in both reading and in math for their i-ready and this is monitored by the classroom teacher and building administration last month 368 students were using ireti pathways and as of yesterday 180 students of our 470 students have had time already on i-ready this week with 88 of their lessons passed one of our action plans is to create an i-ready campaign where

021student progress on lessons com lesson completion is tracked and is celebrated in classrooms and so let me show you a little sample of that too because it's so exciting to see it in action and this is a chart that is in a teacher's classroom and the students names are on there and they get to put a sticker every time they pass a lesson and the stickers are color coordinated for reading and math so she can track just by looking up at the wall where the students are if they're completing their lessons or not and it you know she needs to intervene and provide some positive support and then this is another sample this is a february chart that's in a classroom and as students pass greetings or math lessons they put the stickies on the

022cupcakes and their goal as a class was 200 lessons in a month and this class has 335 lessons this month every year every month they've been exceeding their goal so that sucks success i like that so by focusing on ibready it allows us to meet the students where they're at and then help them reach benchmark so for reading this is kind of the same chart as math we're at 44 but we dropped to 13 and now we're back up to 33 our el learners were at 15 with four students that met benchmark and we still just have four students that have have that benchmark so as you saw in the last charter multilingual learners are still struggling at reading meeting the benchmark and so we are really focusing on first and second grade students and

023our multilingual students are currently in a pull-out program where they're working on vocabulary sight words they're going through a basic reading curriculum with reading foundation skills and then also really communicating in english and learning more of the english language so we are celebrating this last diagnostic but we have a great deal of growth to make so our action plan steps are very similar again to our math plans and we wanted to intentionally narrow our focus using i-ready to help our students achieve benchmarks and then beyond in both areas staffers providing small group instruction and intervention based on the needs is identified in i-ready and then or teacher formative assessment so we're not just basing all of our decisions on i-ready we're also basing them on formative assessments classroom observations anything that they can gather from

024the student that they need okay and so we also are implementing the early literacy screener this year which is we're implementing ran which is a rapid rapid automated naming screener and this is new and it is it's really the dyslexia screener that you guys have probably heard about from the states that we have to implement this year and so we've taught our teachers about that our title one coordinator has implemented that with our staff and our students and now we are working on looking at that data and what does it really mean and it's supposed to help us identify students with reading challenges and students that may have dyslexia it's not just a student has dyslexia but it's just another piece of data that will help so teaching and learning in this pandemic has been

025very challenging but through the challenges we've also really strengthened our teaching practice and you know despite the challenges we've faced this past couple of years the students are making progress this year now i'm going to turn it over to teddy and she's going to share the other two goal areas with you okay data analysis for positive behavior intervention support so in collaboration with families students and staff mountain way will increase our baseline from 63 to 80 and we started off our work by going through our tilt team which is our trauma and form leadership team and we rated our tier one positive behavior intervention support practices by taking the first part of the tiered inventory uh tier fidelity inventory in january 2022. um mountain wastewater 19 out of 30 on the practices and our strengths

026were feedback and acknowledgement of professional development so our teacher leaders along with administration went through and we looked at all the criteria features and data of this inventory we found our low-hanging fruit to start progress on and continue putting additional things into action so the needs identified on the inventory are the use of data and teaching expectations so we continue those practices into our building going into the next slide this is the action so we're collecting data on our big five initiatives which are personal greeting at the door five to one visual schedule class meeting and mindful transitions these reports were taught explicitly by staff by our team through professional development and we are actually going through and doing some periodic checks about how they're being used around our building now to gather some more

027data other examples of this are including displaying classroom expectations ensuring all students know our cub expectations and the use of tiger tickets throughout the building playground common areas we started to cover the weeks assembly and have a public display of student names that have been awarded between students that have been awarded cup of the week and as you leave today you can kind of see it on the right-hand side as you walk out it's kind of powerful when the little ones see their name up on the wall okay this is our social emotional learning data analysis so self opportunities provided to students throughout the year our second step bullying prevention kindness awareness month parent and staff surveys we have a full-time counselor full-time or part-time ssa and then also our tilt meetings that help us

028focus on social emotional learning additionally we are doing a staff survey and staff and family survey to better understand the building and community needs and in partnership with our ssa and counselor and hr department we're providing ongoing opportunities and access for health and wellness to staff and students on our survey that we're going to be doing the survey results between winter and spring will be compared and we are continuing with our second step curriculum and just making sure that we are going through all of our action steps climate culture and other updates for culture we implemented a 10-minute meeting almost every monday it's an opportunity to hear weekly announcements here's staff kudos spotlight student needs for students that need more positive interactions there's program announcements in our classroom spotlight the classroom spotlight is where the

029teachers have a chance to share one great practice they're using with their students and to show how the students are better benefiting from it and with our newer staff that we have this is really great for them to see for professional development to see the things that they use to other classrooms celebrations and successes so many of the things that patty talked about just a minute ago are our celebrations as well some of the other things are our staff's ability to pivot from in person to online in the staff of your fingers is just amazing and that has been a huge success this year so kudos to our staff our i-ready scores have increased and on your tables that that were passed down that is our fall scores are underneath and then our winter scores

030are on the top so it shows where our students have performed from false winter and really it has all it really improved and so hopefully the next time that we present this you're going to see even greater performance there from our students our rival and dismissal procedures are a huge success and it has really given us more learning time in the classroom because of those procedures so we're excited about that and then access to i ready for students we know that it is a monetary commitment but we were really appreciative of that and then also appreciative of the pd for staff the professional development having a full-time counselor and a full-time assistant principal has been a life saver for our students our staff and our families so thank you very much one to one chromebooks

031have also been and we use them every single day and our staff's positive outlook throughout this entire year it's that we can do it and we do what's best for kids attitude and motto that we just keep we keep living it every single day and then incorporating steam at mountainway elementary has been a huge success so i'd like to take this moment and introduce stacy simmons or aka professor grumblemore i just wanted to say thank you so much for allowing us to have steam at our building because the kids at this age just need kids at any age they need the hands-on learning um and it helps in all kinds of areas and and to parents or community members who are listening when i when i send out a message i need toilet paper rolls

032oh my goodness i have like a thousand right now it's great because we're gonna use them so i appreciate i appreciate so much everybody's support because i think it's invaluable and we have a little thank you note as well um it's not as fancy as the handwriting i just use the computer and the kids but not all kids i'm like i haven't seen your daughter this week and there's a few pictures of some activities and things that you do you can small you can pass around or whatever and then um i say that because this was actually the kids project that i found in the garbage um we made these windmills and they represent two there's a little thank you here that we are that they represent we're learning about energy right and then we're

033going to go home and take our mouse off and blow them because we can't blow them up right now but we can twirl them and see we're producing energy and as we spin it like this we lift this load that we put little centimeter cubes in right and we can we can spin our windmill it makes energy and it helps lift the load so i appreciate the load that's being lifted by the board and by administrators and by community members to help lift the load of education right they're all learning we're all lifting our minds so there's our little load being lifted um and also to go along with lifting our loading and being helpful uh this is something that is super cool that i haven't done with the kids yet but so this is

034like my practice running with all of you so i'll be guinea pig it's okay yeah you're giving me the guinea pigs i got this i got the screen from the community so oops oh won't supposed to see that yet so what we have to do we have to all adapt it you're gonna have to touch like this so everybody protects hands we're gonna have to have some kids all right so stand up make life a circle or something everyone you're a part of this year [Music] we're going to make a closed circuit [Laughter] is we're all afraid in my room the electricity won't flow through the handles and another cool thing because of funding and things look at these fun things we can buy watch this um can i put it here again so here

035you have and these are snap circuits right it's not going to be circuits and and was a parent that bought me batteries and i was so grateful because look at that we have some batteries because this is electricity batteries when i touch these two together right how cool is that now if we this [Applause] so the salt in the water helps complete that circuit that goes around anyway these are some of the learning things that are happening at mountain way now because of of parents because of the school board because of people believing how important it is to have steam um in elementary schools so i'm grateful and i know that the kids hopefully oh i know they're enjoying it and it's good learning and it also helps with those those squares that we're talking

036about and stuff that the hands-on learning will help in all academic areas so thank you very much thank you all for listening to my presentation we could be up here for hours sharing everything happening in that way do you have any questions for questions you want to ask me to go ahead and help anybody else okay just jump in how awesome are the irony assessments being given so we're doing i ready diagnostics three times per year and that is done too this year we have yep fall and winter and we'll do one in the spring will we see the results before like may before the end of school yeah okay and the results come back instantaneously after they complete it we get the results right away and we can make sure that you guys get

037those so um hypothetically my son got a flag for rushing uh-huh he was yellow flagged for uh possibly going too fast he thinks i assured him it counts the clicks and how fast he's going through those so so for the kids like how are we handling that the flags for rushing so fortunately we did not have very many rushing flags this this time around and what we do is we really look at them individually student by student and if it is a student that you know we know can really really go through this and do do more than they were showing us that they could do we might have them take it over but we really try not to sometimes when that happens they actually score lower than they did the first time some kids

038just know it and just go through it and it marks them as a yellow flag and it's just because they are able to just go through them or they end up in the green and they got a yellow flag yeah so everyone knows that i'm going to ask the next questions because i always ask accommodation questions right um so i heard you talk about the multilingual learners and um and i guess i'm going to lump in here the iep accommodations because obviously we have a high percentage of kids that have different accommodations so how do we make accommodations either for those multilingual learners or maybe we don't and maybe that's part of the answer too and for kids that have ieps for accommodations for amount of time to do testing or whatever how does that

039so are you speaking specifically to taking the diagnostic yeah just to make sure that we're right we're covering our bases right the really nice thing about iready is it's not timed and so they could stop and start as many times as they need to we have had some students that have tested in a smaller location i've had one student that's tested in my office with just me sometimes if they're absent we'll pull a small group or if they have problems attending we might pull them in a special group but it is not time and they can take as much time as they need we don't want them to sit and ponder on a question for a super long time because you know they just need to move on and and keep going so then um

040i absolutely love the i ready campaign for tracking and and celebrating the the good work that the kids are doing um i'm interested in the data chat for the k through two crowd right um i'm not sure what a data chat looks like at that age but it's basically just showing them the numbers pretty much so in the older grades it will be side by side meeting and the student will set a goal and then did you meet your goal and it usually will have a number in there because i ready comes it spits out a number and so the littlest don't have they don't really know what that number is but they can start looking at their tests ooh or their lessons passed oh i got 100 i passed that lesson and so they

041start realizing that numbers mean something right and greater than less than is a really good concept for them to learn so we're just doing baby steps so that then when they get up to monte cristo they'll be able to have those side-by-side chats i think uh oh i think actually so i saw you use pdis acronym but i didn't see it in the spelled out for the record and those viewing at home will you let us know what pbis stands for oh positive behavior interventions reports thank you appreciate that yeah i just um i didn't notice it spelled out and so i just want to get on the record anyway that's all right anyway oh wait i have one more acronym ssa student support advocate oh that's our social security administration that comes around and

042does our wrap-around services with our families and so when they're really struggling and there's just more going on than what they can handle we just kind of come in and listen as administration and our support advocates and we try to find out what their needs are and to support them okay thank you and we invite each one of you to come if you can and charlie you're already here often so thank you but come see our classroom see our littles in action it is amazing anyone else i just have a comment to say you know i've got to see this stuff in action and it's pretty amazing they're doing doing awesome oh i did have one more comment for miss simmons the tp rolls that's probably from the cobit hoarding you're now reaping the benefits

043of the kobe um warning done i did have one question if you look at um either the math or the english or the reading data analysis i'm curious so fall so when you have a spring so spring 21 kindergarten does that correspond to the fall 21 first grade is that where that's running across pretty much okay all right so i just want to know where those numbers are tracking they're not tracking across they're tracking diagonal down and we want um so we do track across even though it's not comparing the same because we want at least you know our numbers to stay up there but yeah it's it's tracking diagonally yeah what i'm excited about with iready is getting more um like historical data i want to see fall 21 versus fall 22 and fall

04423 i want to see what the average is because i'm looking at the numbers okay kindergarten spring 2021 60 but then first grade eight percent but that's seeing how many of those kindergarteners are reading at a first grade level well they just left kindergarten so i expect that number to be a little bit lower because they just started first grade um so that that's this i just i want to make sure because we'll understand that clear that it's not saying that 60 percent you know went to eight percent you know it's the sixty percent now only eight percent of them have already had first grade they've got to catch up a little bit does that make sense what i'm saying yeah yeah and last year our i ready diagnostics um were proctored in different ways

045throughout the year because of covid and so some were taken at home somewhere at school kindergarten didn't test in the fall because it was too hard to get them on a computer at the very beginning to take this assessment and just for the record it is still really difficult for kinders to sit and take an assessment like this in the fall but bless their hearts they just persevered and did their best and um they're on their their learning pathways now so and i just want to make a comment for um uh professor grumman moore as well i don't want to show my age too much but anyone else have flashbacks of mr wizard didn't remember mr wizard i was having flashbacks with mr wizard like hardcore really youtube mr wizard come on right [Music] okay

046thank you very much thank you moving on to item 3b crossroads annual report did you bring your science teacher [Laughter] although oh you have to say the cute little girl on the 100th day of school in the yellow dress is my granddaughter the thing that you posted yesterday okay oh good i'm what ready i'm not very good at this damn [Music] thank you uh all right that's what we um so but i'll start out by saying i'm bridgette from crash roads high school and i have like a huge celebration because this is um i don't know it's pretty amazing so i whenever i'm working on a board report i start looking at all this data and i'm trying to find those just things to bring up so i was looking at it and i called

047karen and i said hey karen our students our science kids scored the best of any alternative school in the county right so i was all excited and then i talked with jesse and jesse goes we scored higher than snohomish high school on science and so then i started looking at all of the high schools and all the comprehensive high schools in snohomish county whoa well so like we scored literally like all from some of them 40 higher than some of the comprehensive high schools and we even beat cameo 5.2 so 60.9 and you know they don't have science books they i mean they teach to the standards they that's what they do and so they are i mean they're just really amazing so if you see jeremy rose or jesse nelson i just want to

048give them a shout out and also give the kids a shout out it's just also the science test is much shorter and our students a lot of the students at crossroads have have been diagnosed with add adhd right so their attention spans are a little a little shorter so i think that's probably part of it as well i think they kind of lose interest in these longer yes but a lot of it they're smarter and they have amazing teachers and it just shows that with great teaching okay so our programs oh shoot this sort of describes the programs because i know i haven't i haven't even met everybody so um just describe the different programs if you could just take one and pass them down just so you have something to refer to um so

049crossroads high school is a block program that um is you know 8 32 we have 124 students three of them are in running start part-time remote so we've had a contract night school program for many many years we usually don't have more than 10 kids in that program because they're like teen moms or people that have to work full-time and that sort of thing but because of comed we have had this huge growth in our remote program so we have 54 students in that program and we're just i mean it's kind of been reactive we've been you know doing the best we can to serve them the best way we know how and then open doors is our dropout re-engagement program and we have 52 students actually count one up here today so our first

050our first goal was collaboration with our staff students and parents extensive crossroads students completing dual credit courses which those are cte courses or courses at running start um will increase from 26 to 35 and homeless students will increase from 17.6 to 30 and when so when we created the goal uh last year's data wasn't in on the annual report for ospi yet so when we created the goal we're looking at the overall was 26.4 home was 17.6 and then non-homeless was 32. so this huge gap right now the 2021 scores are out and we actually already met our goal but we we read it the year before and we just didn't know it so that i mean so it's pretty cool like it went up by 20 for our homeless students um and the way

051we the actions that we've done is we're really we're trying to increase our options of dual credit courses to ensure more equity so it's been helpful to have the cte director you know going for all these going to all these different colleges to try and get dual credit options for us um our progress monitoring we monitor progress every quarter um and then we also have our mckinney-vento counselor but we look at credits accrued credits on a quarterly basis um and uh you know just looking at curriculum looking at sort of a testing um and then we also monitor i mean the main thing we look at is the is our annual report through ospi so our second goal is is about decreasing the dropout rate and decreasing in our dropout rate so when we look

052at the ospi data we can look at it desegregated and so that's how we you know figure out what groups of students are not being served um or are not achieving as well as other groups of students so for dropout we are males we're dropping out at a higher rate than our female students which so that was the group that we were really gonna target and focus on um so it's the same thing we look at credits we look at we i'm doing lots of like phone calls to our young men that are skipping school and that sort of thing um just kind of targeting the boys we're trying to get more hands-on classes that they're interested in they really really like um they really like they have i mean obviously with those kind of

053science scores they not only like them they excel with them those classes so um i don't know i put this on here because this is so it i want i want to show you guys really quick just so that's just our graduation rate trend so i mean and this is the public facing data so anybody can go to it um but let me go to so this shows this is really important so this shows so our on this is our on-time graduation rate which is really what you know that's the main thing that shows up on the lspi report card and then our five-year and then our six-year graduation rate right because we don't give up on kids and not every kid get it done in four years and we're okay with that like we

054don't push them to get done if they are not ready to be done so if you look at our um of the kids that were still in school completed in five years and then 79 and six years we have the highest um you know five and six year graduation rates in the state or we did i'm not sure if we still do but last year we did so i think that says something to you get out of this i just asked a question before you go away oh you went away i can go back no it's okay i think you answered it but maybe i was blinking too long so there was a year that the seven seven year number was percentage was lower than the sixth year so that just means of those in

055the seventh year this is how many completed seventh year gotcha okay thank you and that's crossroads and we also have open doors so part of what's happening is the older kids now that we're getting younger students at crossroads we're really the older kids open doors is a percentage they have to be behind a certain percentage of credits but sometimes we're referring those kids to open doors because they need more intense case management okay and then our third goal is it's very similar to now um so this is i'm not going to read the whole thing because it's pretty wordy but basically um we're wanting students to reach their potential and we're using a trauma-informed multi-tiered system of support program and we also have a trauma-informed leadership team um that sort of oversees all of our

056all of our behavior social emotional interventions in school and also they do fidelity checks to make sure that if we're if we're doing interventions we're doing them with fidelity we're not you know because it can get a little so the evidence-based interventions you need to make sure that you're following them precisely so um so that's sort of a little bit about the mtss um we also have a school-wide intervention team meeting that meets weekly and we so in that meeting whatever kids are struggling the most we go by two apps or more or students who are having some serious social emotional things we have we have conversations about them we have a spreadsheet and then we'll like talk about what's the what's the problem what's the procedure action that we're going to do who's going

057to do it so there's accountability and then they can write notes and it stays yellow with your name on it until you write what you've done in there so it keeps more accountability so when you look on there and there's yellow you know you don't want your name to have yellow on it because that means you haven't done your your job your intervention okay um so our additional supports are the positive breathing at the door has been really tough this year because we've had because of covet and having subs and i have to take this off because um having subs and so yeah we've had a shortage of substitute teachers so teachers are covering for teachers all the time so they're having to run to a different classroom to go cover it's been really tough

058um most of them have had cohen now and so we we're focu now it's the focus right we're really going to focus on the positive breathing at the door getting in the hallway they because that the research shows that it saves eight minutes of instruction time and reduces discipline by 45 percent so in the classroom um tier two is a class pass so that is we have a that's students who are out of class more than they should be so we have a computer like students have to check out a class on a chromebook to check back in on a chromebook and it gives us the data of how many times they check out a class how long they're out of class that's how we decide who cleans up what that intervention um don't actually

059unfortunately we don't have them in all of the classrooms but we will i think we're missing cheap but that it gives us really great data and lets us know kind of who's you know when you're gone for 40 minutes 43 minute class there's an issue right so um and then our tier three it's really mental health our mental health counselor who ashley um work she's halftime works does mckinney-vento mental health counseling through the whole district and then halftime crossroads so she has 35 students there we have 18 students who have been hospitalized for mental health this year um and we currently have five on safety plans so we're actively monitoring five students are on safety plans that means they're wanting to sell they want to harm themselves and so we're that we're using interventions to

060help them um celebrations the science i'm just like i can't even i'm so excited about it i would hardly handle myself um uh tatiana's a piece of art went to the art show i can't remember what that but anyway she got an honorable mention she didn't get an award but just to have it in there was pretty awesome um 65 students have gotten their food handlers parts which is pretty awesome for i mean so it's been really nice they they actually have been taking food from the getting food from the food bank and learning how to cook meals from the food bank food and then they're gonna do their video they're videoing that to so that people who are accessing the food bank watch the videos and then they're also writing out the recipes super

061cool and then we have a an online paper called the bengal legacies for the first time our journalism class is doing that so some pretty and then um so this is the them working on the yard and um i don't know if you guys have seen it but behind crosswords there's a garden that hopefully eventually will be a community garden but right now we're just really focusing on growing food for the food bank um and then sources of strength is a suicide prevention program but it focuses on it really focuses on what's good what's going well and how can we make it better so there's like these different domains um our kids are working on on a sense of belonging so making sure every student belongs um and a positive adult so they do different

062campaigns for the different domains and we're actually the prevention grant that we did with the coalition we're gonna i don't know doctor evan but this is one of the programs that's best practiced that hopefully we're going to be able to implement in high school middle school as well eventually so and then food science on that just one day we had a situation with the lunch we didn't have enough lunch people and so our food science kids in the morning just decided to whip up some pancakes it was pretty cool it was really really fun actually um instead of putting their skills to work so that is it questions support [Music] you guys you know i've been writing down questions i'm watching all of you i don't know i think easier because we write down a

063lot of the same things so i don't mind oh i hate hearing myself well there's several things that i absolutely love and of course i want to mention those but i'm curious on the dual credit which was like slide one right we talked about just for everyone we talked about cte we talked about his running start but the importance of that for students especially crossroads students dual credit is just because it advances them toward graduation right well towards graduation so it can be used as one of the different pathways for graduation yes but also if they can earn credit at community college and they so you want you already walk in having earning credit maybe people never even thought about going to college and all of a sudden they realized wow i have 10 credits

064at the college i have 15 credits of college if i can do that then maybe i can keep going so i actually think it's almost more important for crossroads kids for that reason i feel like that's more important than the pathways for them because we can figure out other pathways but just the encouragement and you know building self-efficacy and growth mindset those are things that's i'm just curious about the most popular classes you were saying the science classes are are popular i'm just curious of the dual credit kind of which ones are the ones that students like of the dual credit classes not just any of those the yeah the dual credit classes are any of those classes that these kids are kind of gravitating towards i'm just curious they don't love the double jewel

065obviously like the rigger is higher yeah so because they are going by the college syllabus so that's kids that need to really want to persevere they they love science classes they love psychology i love psychology um and they really like that the whole it's not horticulture okay some it's not vertical just natural resources something sustainability right and then food science those two are team teaching and that's probably our most popular and almost productive class as far i mean they really are doing some amazing things there so just shout out for the 20 increase in uh for the homeless students the increase there and the highest graduation rate and honestly the 65 students they got their food handlers permit that's something that allows them it's it's increases employability just even to have that so yeah very

066cool shout out to them go ahead yeah okay okay okay i i had a question and maybe i i missed maybe i maybe was already asked i was looking at it when joshua's talking so we already met the goals are we going to increase those goals that we've met well honestly i don't because i i i i know at some point you could yeah one of them yeah and we i because it's been so crazy with provide this year with and having so many different people in the classroom i i didn't i have an increase because i feel like well i understand for a dual credit there's a saturation point only certain kids are actually going to want to take it so i mean right it's not realistic say 100 assumes you're going to do

067it because they're just not right well and i was really hoping we could offer more dual credit courses but we haven't been able to it's the same three yeah so hopefully next year we'll be able to offer more classes and then that's my next part of the question is what do you think the goal should be like the continuous goal so like i said 100 it's not realistic what do you think it should be i think it should be 100 okay all right exactly i'm excited i mean i know i get it it's not realistic but still okay and that's fine with graduation even not for on time but i feel like yeah yeah should be on another show all right cool that that that's a very respectable answer that's all i had um all

068right thank you so much great job uh 3c cte quarterly update prepared by kevin davis do you prepare this uh are there um additions you'd like to make with them prepared are you presenting or for me are you presenting tonight yeah oh okay all right i just said okay that's what i thought i don't have to present i'll go sit down the report's been shared with the board yeah um i don't know if they there might be questions though yeah so yeah it's usually when it says prepared by the means prepared we reviewed it if you have anything to add we we would love to hear anything you add because of the report you know we've heard last week um if not um questions or if there's anything you want you want to highlight feel

069free to highlight anything you think just amazing please um that's what information sorry no and i apologize because i'm used to doing it from the side that we would already present so i i'm sorry i didn't mean to throw that in there i'm sorry i don't know and so next time i'll i'm a little better so i won't do it but i've got a real quick power please oh yeah i like some of what i go for there you go i'm sorry for throwing a wrench in there no but thank you guys follow me next time i am better so this is a quick slideshow presentation since we presented just a couple of months ago that i wanted to highlight some of the some of the board report and just kind of fill in on

070some of this stuff what you see now is uh we're transitioning to the spring so we felt like this was important but this is actually in mr paul's greenhouse as he's getting ready for the plant sale which will be coming up so you're going to see some some of those pictures as we go on so um we got word just this week that uh we you know how i put in for grants and uh we just were awarded a fifty thousand dollar grant on monday from lspi so as you list the total grants that we received from osbi and that includes the seventeen thousand dollars that we that mr gallagher submitted for his aerospace grant so so far this year we've received ninety three thousand one hundred forty three dollars from all spi ospi grants

071that we put in and then miss um mckenna ellinghouse our new uh ag teacher has also put in for some grants and those total she did 5 000 and 2 500 so our grand total this year for cte grants is about 120 697. [Applause] don't expect that next year i'm just you know okay i don't know you got to go up next year so i've been meeting vertically and there's another slide here and saying about vertical teaming with all the the different programs that we have in cte and getting together one of the questions we asked and especially january february timeframe we're getting ready for new courses registration what are we doing next year where are we program heading so this is just a quick slide of some of the things that we're looking at

072to offer doesn't mean that we're going to have these courses because kids might not sign up for it we have framework yeah i mean there's other groups that we need to go through but these will be some of the courses that we'll bring to the gap committee or the community or community committee to say hey we we want to do this and um as you can see the wonderful class that they have in uh crossroads they follow the sustainability we're going to mirror that up at the high school uh we're going to have an um an independent study supervised experience we're going to offer calling arts too of the high school because we already have one advanced video production too uh kids have to take a m now it's just one amm class so now

073we'll be able to offer and then so they can get two credits for it which helps with their ct graduation pathway uh the high school is interested in journalism so we're going to see if that goes and if it does we can run it with cte credit and i have the frameworks actually we're going to give them from cedar wood who is doing this so if that goes in robotics we wanted to start to offer a robotics class since we're we have a very popular program at the middle school we'd like to offer that if something out of high school at the present time this is just a semester class we're going to crawl before we run and so this robotics course which actually is being shut down in marysville right now that we'll kind

074of you know we'll put in and put a grand fall spin on it just let's get this going let's get it out there let's see where we want to go because you go several different ways within the robotics but get it up into the high school uh crossroads psychology is one of the popular courses um you know so we're going to try to offer a second level psychology course possibly uh we're rewriting the health and the career education uh ms barth is is spearheading that to we had frameworks that were in 2015 so we're updating those frameworks and we're getting to where we want to do it now but so they'll end up being new courses that will offer middle school we're going to offer a different seventh grade culinary it's going to just look

075a little different than what it does now the other thing we thought was exciting we visited and we talked about this ellewood we took the uh culinary arts teachers over to lake stevens to see their new culinary room and talk to them about their programs and some of the things and we kind of came out of that with uh we'd like to do a baking class at eighth grade level for our culinary class and i i that's i liked it and we're vertically teaming working it so that we're those kids are learning skills that will transfer to our culinary arts one and a quarter h2 class because they're working together as that and we're also going to take them over to stanwood it's got a brand new culinary room children too too in the near

076future information technology is a class that's being taught by uh we'll be taught by joffrey junction at the middle school and it goes over uh cad 3d printing um and i'm going to forget it and mr b will be able to just rattle these off but we're going to offer this at the 7th grade level 45 day class for those kids and then another a new take and i was talking mr b about this is that uh offering a 45-day marketing class married to a 45-day and these are that score 142 married to a career link exploration the career link exploration is really whatever it does they do this at the 8th grade level this matches right up with your high school beyond plan that you have to do at the 8th grade level they're

077going to do career exploration it's tagged into getting business people to come in and talk to the class it's taking the class out to visit businesses it's again it's exploring what businesses we have around us that kids could be interested and just that's all it is is to get interested and so we're we're looking at possibly offering that next year for our eighth graders um at the at the middle school again and if this does well then it's an easy jump to see uh they have classes for 10 and 11 critters you know that ever does along this career link exploration so again it's it's not just let's build up the middle school let's how does it go 7 12 and that's what we're looking at okay [Music] um i included this in it so

078i'm not going to get too big or you might have questions about work based learning work based learning has been around it's been there but but the feds through the state this year has expressly uh required certain kind of some cpe departments concerning work-based learning you have to do certain activities you have to meet certain criteria and we've gone over that with the high school and crossroads and we'll be going over it with the middle school this year's our baseline that we'll be collecting data so we're just trying to get it up and get the teachers to do it you know um you have a copy of what those definitions of those activities are i'm not going to go over that this time if you have questions i'll jump into that um and then here's

079where the vertical teaming so you know here's when we met we're going we're still because of uh some vacations and kova and you know and everything else that kind of happened we had to push a couple of these meetings out so we'll be wrapping them all up in march um professional development that we've kind of got you know culinary rts who took them like stevens we're going to take them to stanwood and and the great thing about this is like stevens their culinary arts teacher is also the president of that cluster in the state so we have good experience and it's great to just watch them have that conversation with each other and talk about what they're doing except you don't set professional development that you're sharing and what we've got there we're going to

080send i know chris gallagher is going to go to this this is a [Music] our manufacturing people and we're hoping that josh van johnson from the middle school goes also to us yes could you decide for that afternoon yes no i'm just going to skip this slide and pretend i didn't see it because i can't remember technical education take your acronyms and spill them out next time washington industrial technology education association i'm just smart i'm just randall to have all this knowledge in my brain i don't know oh internet access i'll let you come up here yeah no um and that that conference is going to be a march in when actually and mr gallagher is going to do it remotely and so it's it's one of the it's a great conference for those guys

081to go um we have some other company you knew the fbla competition took place at stanwood and there's there's the success of that skillsusa we're going to do that uh uh it's at boeing this month and chris gallagher will take some of the students to there and they compete in various skills competition in the manufacturing side the eco car trip which you graciously voted allowed us to go to we're putting that together right at this moment as i stand i think we have 10 students that are going to go and compete and to an electric car and a diesel car i think is what we're going to take back so everybody's kind of excited and we're working towards that and the kids have raised they think they'll have raised about 4 300 towards that trip

082by the time it's done by doing projects and work inside of their their uh the class and stuff for i'm saying so i think it's doing some good stuff in the calendar culinary arts um the bottom picture if i could just kind of point out in the bottom two on the left or all these on the left hand side this is fdla culinary arts um again we're exploring and branching out she uh she took it off upon herself the teacher ms bento to serve staff lunch so we kind of catered to lunch for him it's the first time we've ever done anything like that and these are pictures of the kids as they were working in there and they should be up on our web page or will be soon it was it was really

083a great day and the food was really good i know that several teachers took advantage and i was included in that ongoing this year just so you know we finished with the program approval for family consumer science osbis had a lot of fun this was due at the end of january and they've had to push it out in the middle of march because of technical issues at ospi that they've had to correct and then read correct and re-correct but we've got our family consumer science for all programs have been submitted and we anticipate them to be approved you do that every year different thing uh the program study evaluation that's where we i meet with the cte teachers and we go over your program you know director kerry how was your program what was the

084good points what are the bad points what are your goals for next year and we do that every year and we've already got that out to them this year now so they can meet with their advisory committees and get this done um by by end of june our our general advisory committee meeting will be the this month at uh unfortunately we we weren't as farsighted and didn't notice that that same patty's day but we're still going to have the meeting um it'll be at six o'clock that night and in that that's our last gap meeting of the year and in that we talked about approving all those new courses that we want to offer and meeting other state guidelines with the advisory committee that was it for any questions i i have one question and

085uh so many years ago i think dr karen and i were once on the board currently who were there at the time we went to a conference um and we had a great keynote address talking about how kids involved in extracurricular activities especially steam activities tend to just excel in all academics because they're invested and it's something that they care about and and they excel at so kind of a loaded question i think i know the answer but how do we pay for all these programs so the way the state works is that if it's a cte state-approved course taught by a state-approved cpe teacher then you can turn in the students that are taking that course to receive what's called enhanced funding yeah so we get the regular funding for them and then we

086get enhanced money and this is just comes just for cte to support their programs so if there's a if there's a shortfall where does the where do we make up that fund again so i'm looking for an answer and it's one word you mean the prototypical school it starts to know a levy yeah and this is like asking this question it's loaded [Laughter] in a second but i just want to make the point that i love this work because it gets kids engaged and just like um professor brummermore told us um that with this kids learning science and technology and and and and you know culinary arts that makes them better readers it makes them better at math it makes it more engaged in school and this is a vital component of the education system

087and the state doesn't fund us for that like they should and that's where the levy kicks in and that's where we get the success is from the levy dollars so i really just want to make that you know known especially in this report it's very very poignant at this time in just a s you said it all solved this money is up and i it's not the intent but the ct and the enhanced dollars that we get that helps pay for the cte teacher and their their benefits and their teacher and all that stuff it's just like the regular basic end dollars in set it's seven prototypical numbers so it doesn't pay for the whole cte teacher and again that's why we're going back to the levy we're back to the prototypical model piece and

088the levee has to offset those those separates for us report any other questions thank you so much thanks for looking at all it a 3d business report prepared by marshall cruz marshall was there anything you'd like to add to the report um just a call out that i included uh projections for enrollment for next year um similar to the past i don't know three or four years that we've done this we brought in a average size kindergarten class wrote all the grades up and rolled off the seniors and kind of dialed back crossroads a little bit because we know that some of the high school students end up at crossroads we don't want to double dip on those enrollment numbers and it kind of takes us from this yesterday's account was 2164. our projection for

089our budget for next year is going to be 2200. we think it's really conservative it's probably going to be higher than that but we'd rather plan conservatively and then react during the summer if if those bodies start showing up and just kind of looking for a thumbs up to go forward with those numbers from the school board tonight you can you can look at all you want for uh because thumbs up next week next morning if you want i'm not gonna be going forward for a while but just thought we'd start the conversation yeah i mean your math makes sense to my mind so i mean i'll look at the numbers a little more but it's very logical i'll have to look a little closer i didn't know you were looking for yeah i cruised

090through it and i was like oh it's interesting but i didn't know you wanted buy off something we're not going to start the budget for a while so okay yeah just trying to start the conversation okay yeah uh second just call out is that you know we've gone through happy years with the payroll now and it is more expensive than we anticipated to run school this year there's just a lot of extra supports needed to be in place for kids and it's going to be difficult to grow our fund balance this year i think i think we're going to go sideways probably number that equals sideways sideways would be uh 1.3 million like it was the end last year it would have to be about 1.8 million to meet our fund balance so we'll probably

091have to have some talks about that down the road about how we want to adjust that policy based on you know the coveted interruptions when i like it's a bullet point that says above staffing costs adding risk is it just because we had to get more substitutes because of the covet interruption so part of part of one of the things that political school model it actually i thought for a teach that we're funded for if we're funded for a teacher which we know we're not funded for all the teachers we have we're funded for 90 teachers we get four substitute days for each one of those teachers well every one of our teachers gets 12 six days three personal days and then covered leave and so the amount of leave available to them is much

092greater than what the state funds us for and this is this is a small portion of why it's costing us more but when you have a we have teachers out for 10 days on on um quarantine or they're out because their students are on board having to have subs for you know 10 days at a time well that that teacher best case scenario is allocated for four days of for the whole year of substitute time in the state so that that money comes out of our levy um you know we had we bargained for two and a half percent raises the real cost was about five and a half percent just because people moved people move up and down down into the right on the salary scheduling our salary schedules a matrix where they their

093wages increase as the years go down or go up and as their experience um their education increases it also increases the wage so they said there was a lot of a lot more stepping than normal this year um and we're having to have a lot of student supervision para educators um it's a lot of a lot of a lot of staff supporting monitoring reorientating students into the classroom environment because they've been out of the classroom for two years and we're all setting that with some of our uh cares money but we also know we need to have some of that care's money for some really rigorous summer school activities and and it's gotta last us two years that cares money so if i'm just just saying it back to you to make sure i understand

094as far as the time away sick time pto whatever it is so we're paying for the teachers benefits as far as pto time off plus we're paying again for the substitute to be there at the same time so basically we're doubling up right he's trying to sum that up for for those at home so we're basically doubling up the cost and we're only reimbursed for four days right and often the number is 10. yeah and so okay gotcha or any additional questions thank you so much marshall yep all right 3e superintendent report presented by dr middleton hmm [Music] good evening just a few things to go through tonight today mr cruz and i uh held some staff meetings to sort of talk about the levies from uh february and the upcoming one that upcoming ones

095in january and we went through a lot of this presentation um and we wanted to talk about covet uh before just because i know there's some questions on that update but uh before we get to that i just i would imagine if you're feeling like i'm feeling um besides success in ed probably our other favorite nights are to be in the schools hearing the presentations and i know for uh for bridget and dave we look forward to being in your schools next year and sorry that the timing didn't work out as well this year but we will be back next year and john thanks for hosting and for for kevin thank you for that was my uh uh misunderstanding so thank you for your presentation and it just goes to show again a lot of

096the great things that are going on i go back to what director kerry has said a number of times are we telling our story well enough and we've just went through three presentations of just some pretty outstanding things that are going on in our district and [Music] we'll continue to get these things posted and out to the community and um just finding a way to uh to tell those tell those stories a quick code update that i wanted to share of course the mask the optional mask and mask mandate drops to optional on march 12th a lot of questions have started coming up from staff as to if i'm not vaccinated what does that mean for me do i have to wear a mask and down to students and um i've been just trying to

097reassure the staff that it's not until march 7th that we hear from the department of health on what those guidelines will be and what we're hearing is they will be recommendations they're trying to move away from mandates now and into recommendations so when we get that on march 7th and then on the 8th snohomish county superintendents always meet with the snohomish health district and we are there uh what their advice or in some cases mandates are and then we'll disseminate that to our staff and community so that's what's what's coming up and i just i just really encourage the staff let's not speculate let's not get too worked up let's wait to hear that we've been doing that the entire two years we've waited here from the state we've waited to hear from the department

098of sonoma's health district um because they are the ones who are overseeing what we do um then we started talking about february 8th a little bit and you know i i think after these last few weeks in visiting with stakeholders and teachers and that really i think we're going into april confident but not complacent and there are some things that we want to we don't want to take anything for granted we feel good about what's coming up ahead but um we certainly also have heard what you've heard let's get more information out and we certainly will be doing that more often but in um sharing this with our staff today you know just some district information our enrollment is up and i think that's great news [Music] three quarters of washington districts lost enrollment this

099year families decided to go elsewhere but our our district has actually increased in enrollment our community is growing we heard uh the other day that another development of a hundred homes was going is was being planned and then the the following day we learned that oh it's not just they're not thinking about they've already broken ground and so that's more on the west side of grand falls and so i think we'll continue to see this growth um try to you know reassure our staff that you know when we look at 2223 staffing should be relatively stable um we need to pass this levy but you know i i don't i don't want to lose our good staff elsewhere out of this sphere so again we're really pushing getting the information out to our community and

100probably most important is that last item and that is what we need to do right now is keep the main thing the main thing and that is good quality instruction gets our kids engaged and gets our families engaged and once march 12th comes along i'm hoping we can just open our doors and and just encourage more and more participation so some of the stats from this is important to share with our staff we have about 11 000 registered voters in our district and of that 11 000 3 000 voted which is down a little bit from the november 21 election so 3 000 total voted um again our general uh education levy that lost by about 200 our tech capital levy lost by 16. and then we started talking about our staff makeup we have

101about 360 staff members number of them live out of town but there are a lot of that live in town and when i say staff i'm including our community coaches subs as well as our day-to-day staff and when i went through the voter rolls we had 118 of our own staff that didn't vote which shows me yeah we need to get the information out even more slash i think there's uh an assumption that you know grand falls has always passed their levees it'll probably pass they don't need my vote we need every single vote so we're encouraging everyone to um to cast their their ballot the areas of concern as we went through the precincts in town um it was about 60 in favor of the levies which is great uh but there are a

102couple of areas of concern that we certainly want to encourage people to to vote and we want to get more information out to them and so that includes some neighborhoods on mensa lake um the development of glenmora states um sort of that it's not necessarily a precinct it actually covers a couple of different precincts but ghetto station that sort of narrow north north south area um that was closer to about 35 to 40 in favor so there are some outlying areas that need some additional information and so we're certainly going to oblige on that and bosworth was another sort of general area that's not as well formulated as to which area but you know in general that was a lower voting turnout or voting positive so on this slide we've talked we've shown a lot

103of words so i just thought what do these levies mean for granite falls and it's sort of cut off cut off up there but a picture of someone on the roof we replaced the roof last summer on the multi-purpose room 43 000 coming from the capitol tech levy which is 750 000 a replacement level uh when we purchase equipment whether it's snowplow or lawnmower that comes from the capital and tech level we we shared last meeting that we're funded for point five nurses a third of a nurse can you imagine these last two years trying to do what we did with 0.3 of nurse that's our funding um of course chromebooks and technology that's been a huge part our maintenance staff our tech staff tech staff comes from tech we want to add a regular

104rotation of curriculum we have set aside but thank you for this seeing the vision of half a million dollars each year for curriculum adoption a healthy vibrant viable curriculum is so important to the success of our students we have science books at the high school that are 20 years old we have teachers who have to draw from other resources it's time to get on a rotation so that this year we're looking at math and we'll be adopting a math series k-12 next year it'll be another uh area and so forth so about every six years we're going back and we'll visit math and six here and say okay is our current curriculum effective timely still viable do we need to look at something different so this levy specifically says uh half a million dollars for

105curriculum um extracurricular of course nothing is funded from the state from uh for extracurricular and then that lower left photo is simply that represents our whole staff we are almost ninety percent of our budget goes to staff so when it comes to five million dollars in cuts extracurricular is nickels and dimes it's going to come in staffing i mean there's no other way around it every single department every single school would be impacted by that so what does that look like this is the grand falls school district without levees so we're looking at not as many staff not as much tech support not as many nurses not as many custodians let alone some of the things that we're just not funded for at all so it's very stark but this is the other place we

106could be really impacted and that is class size this is what separates us from some of our neighbors is our class sizes um especially well throughout they're not too bad and when you look at some other districts where it's every high school class is 30 to 35. so our current classroom ratio versus our levy dollars if they're absent one possibility one very likely possible outcome would be larger class sizes so some other factors to consider last night we had the interviews with our candidates and it was just interesting to hear again um you know some feedback on on our communication because i feel like we have sent out so much information but if more is wanted we will accommodate that and we will gladly provide even more um i asked our staff if you have

107questions if you're talking to your neighbor or a colleague or a parent who wants more information please pick up the phone call any of us at the district office we want to provide that that answer certainly know the facts share the facts our website um melanie's done a great job of updating that even from the last election so it's just you know we have faqs we've got just a ton of information and as soon as you go onto the website it's the first thing that a person will see so we always want to direct people back there for really a comprehensive look at things and then of course i told the staff don't be afraid to set this record straight if there's misinformation that's out on social media and it needs clarification go ahead and

108set the record string or call us and we'll go online and and get the facts out there then of course you know be registered get out and vote so those are just uh some of the conversations we've been having a lot of it today uh but this is uh this is certainly our emphasis for looking at april 8th and a lot to be done and just getting a lot of information out so any questions or comments or questions quickly i have one thing yes i want to highlight that when you were showing that two things actually number one when you said extracurricular for those that are watching from home that is football and that is marching band and those were up there and and that's a big deal to this town right i mean that

109is the fall in granite and without the levy that doesn't that's not on the next slide that's a big classroom less teachers and the bare-bones staffing otherwise right and let me just clear be clear for the record this is not to diminish the value of extracurricular they are so vital for our students to be successful in school but they are not funded and what we're expected to do is provide as you said classroom instruction first and foremost and and secondly and i mentioned it last month and it's not like a scare tactic but it scares me is that granite falls school district is a major employer in granite falls and this affects this doesn't affect just our school this affects our community in that these are these are jobs for families in our community that

110will be lost if we don't have the levy and we're trying to say this is important not just for students this is important for our community and for our families we're a major employer and we love our employees and we want to support our employees so we need the community to support our employees as well so anyway thank you all right thank you thank you 3f border reports um i'll start with wiaa um supreme port sports yeah as we talked about earlier are starting other than that there's nothing new that i got let's move on to let's report carl director kerry sorry carl is fine um so uh the the house and senate released their proposed supplemental budgets this week the proposed budgets reflect the legislature's commitment to health while billing well-being and learning recovery

111as well as support for stabilizing some of the impacts of changing enrollment so just to talk about enrollment stabilization for a little bit obviously as dr milton referred to three quarters of school districts in the state of washington lost enrollment obviously they created budgets and they staffed based on a specific enrollment as we do as every other district does due to that loss of enrollment the result would normally be well to lay off the proportionate amount of staff to be able to do that the legislature through enrollment stabilization is trying to stabilize that enrollment so that districts unlike red falls that aren't um uh experiencing an enrollment decline can can maintain needed staff as we've talked about as we want to do with the levy and stuff like that so the realistic way that that

112looks in the classroom is is these districts when speaking about classroom ratio have you know right now lower classroom ratios they have less students and they have still have the same amount of stabilization so um the legislature is going to kind of stabilize to lock in that that enrollment based upon a a a certain level or that staffing based on a certain level of enrollment so um the house and the senate have different versions of that enrollment stabilization in their budgets and um there is a preference um there's a preference for the house bill i'm sorry there's a preference for the sense operating proposal because it provides an additional level of funding and ospi actually was good enough to kind of create a spreadsheet an excel document that kind of shows every school district's difference

113in or what they would get an additional enrollment based upon the house budget and the senate budget so you know they'll talk about the consolidation so just to quickly run through that and just talk about some neighboring districts now keep in mind these numbers i'm giving are additional funds that they will receive over their fte count arlington school district they won't receive any additional if the house bill budget was to pass however in the senate budget they'd get another two approximately two million dollars uh the everett school district um and the house bill would get an additional 5.3 million dollars and and the senate bill would get approximately 3.9 million dollars uh marysville school district in the house would get nothing but in the senate we get an additional three million dollars monroe school district

114about 630 in the house about 4 million dollars in the senate and the sultan school district sister district looks a lot like us we get an additional 677 thousand dollars in the house an additional 300 000 in the senate so for god conclusion guess how much grandfathers would get 0.0 in the house and 0.0 dollars in the senate now don't say that to you know i have a lot of strong feelings about our relative funding relative to the way that things always shake out you know i i'm a realist but you know essentially what's happening is again larger school districts that have a a staffing level based upon a certain enrollment which enrollment is what drives everything as you guys remember from my presentation they're now getting the additional funding to have to have these

115lower class sizes to then be able to do extra things they've passed levy and all that stuff and granted again good problem to have to have more enrollment than another than not but we've talked about our funding doesn't even meet our needs based upon our regionalization factor and then all of these budgets we will get bumpkiss nothing so just as a note because i find this this interesting if i did the math right over the four years of the proposed levy we are asking for approximately a 23 million dollars just just as a note the bellevue school district and bellevue is a much larger school district extremely affluent area but the senate is going to give them an additional 17 million dollars for enrollment stabilization in in that district the house will give them an

116additional nine is it just for one year just for one year and the seattle public school district obviously huge district largest school district in our state would get an additional 29 million dollars so six million dollars more than we are asking for four years of the levy from our residents and an additional 22 million dollars uh from the senate so you know why do i talk about this stuff there there's a there's a there's there's a lot of conversation i i hear online and other places about how again mccleary fixed it or i've got no more to give or why don't you go to this the state and and ask for additional funding to which i agree wholeheartedly the state does not use fiduciary responsibility to provide equitable funding for the grant fall school district

117period exclamation point however this is the world that we live in and it is what it is and we desperately in order to maintain the things we need we we desperately need to pass this levy because as you can see unfortunately the reality is ladies and gentlemen the cars are stacked against us no one is coming to help granite falls we have to do what we've always done and do more worth less and help granite falls ourselves okay so that's all i'm going to say on that anyway um just a couple other things real quick the senate bill 5155 which is a pre-judgment interest bill seems to be moving through um it concerns pre-judgment interest so without getting too complicated essentially if the school district is found in the calculation if the school district is

118found liable for something the calculation of interest begins on the day the thing happens so you know as as legal fees go and as the legal process goes you know as it goes through the cycle if that process takes five years um from the day that thing happens you have to pay interest from day one obviously that's a significant impact to school districts especially small districts like us so there's a lot of pushback rightfully so on that the other bill i want to talk about is there is some movement still on the house bill 1664 which is the one that concerns the prototypical formula specifically though just for physical social and emotional support so uh nurses and uh paras and stuff like that where they're going to change some of those formulas that we talked

119about and increase them again not to a level of equitable need but that seems to be moving forward as well none of that but it has certainly has not passed yet so um on those bills and i can certainly give the board or anyone else information on how to get a hold of our legislators i've had multiple conversations with um two of ours one of them is awfully hard to get a hold of um uh but uh i've had multiple conversations with two of our legislators and uh expressed the needs of granite falls and have talked about how they need to support these bills i would welcome anyone else to potential to reach out to them to also express the needs of passing uh these specific bills um and uh as i said i can

120give that information if needed so that's all i've got any questions for direct care thank you so much i i just comment of the passion it's something that's made us angry for years and you just keep giving us more to be angry about i appreciate that 0.0 i'm like i understand the reasoning and there's logic behind it but it's just another example of i grant it it just makes me angry so thank you for keeping that that fresh all right community report oh sorry what that's interesting um just a few little things the community liaison page has been a good a success so far i've gotten a lot of great feedback from the community they're starting to get involved and active with it so that's been awesome um the other day i just simply made

121a post looking like a hot mess in my backyard letting people know about stuff going on and that i think got the most feedback that a lot of people were like it's nice to see who you are and so that really um fueled the fire about telling our story so that everybody can know who we are uh and so that's gonna be a main thing coming up and just kind of information vomit coming out pretty soon about levees and meetings and all of our stories any questions thank you moving on to item four items from the floor we had two people sign up and i got paper in front of me so [Music] all right so first we have uh julie mayer signed up okay um so uh do you understand uh the process of

122how this works yeah yeah yeah did you want me to read through it just understand you have five minutes we asked for um what's the word we use civil civility so no slanderous attacking anyone nothing that nature probably things that's mailed to us huh this is stuff that you mailed to you already got yours everyone got theirs okay i just don't want to say paper no there's another i've already printed it okay there you go yeah right there and your time has started since the national school board association has attempted to weaponize the fbi against certain conserved periods i'm unfortunately compelled to state this disclaimer this and the enclosed documents are in no way mean to cause you to feel threatened in any way i hope that you see these documents as an opportunity to

123receive support the enclosed public disclosure requests have been served to all directors of the graniteville school district many districts across the state including seattle several more throughout king county will be or already have been served same documents over the next 30 days by thousands of parents statewide who have come together as unified voice to ensure this effort has recognized a demonstration of support the sales has also been given a copy of these documents and important intent we recognize there is a fundamental conflict of interest between school government and parents school government has a vested interest in the system as a whole while parents have invested in the children we have identified that the source of this conflict based stem from the fact that our local school boards have been forced to give away increasingly more

124decision-making authority to the washington state school directors association and other state agencies the superintendent of public instruction chris richtel has clearly threatened to withhold taxpayer funds that rightfully belong to our school district based on whether or not we comply with health policies sorry um we may or may not agree with nowhere in the revised code of washington is power granted to mr reckel or the office of superintendent of public instruction to withhold or bribe with the funds they are tasks of dispense to local districts is it possible that if mr richtel indicates or acts on the threat of withholding funds that this would imply extortion on his part we the people founded this country with a structure that was designed to keep the greatest authority at the local level of the government yet our governor

125and state agencies have made unilateral decisions for the whole population while ignoring the voices of local school boards and parents perhaps we lost sight of the original vision of strong local authority when we let state and federal agencies like wazda ospi and the national school board association gain enough control to withhold our state funding over matters that shouldn't be a personal medical choice for everyone all of us share the responsibility of getting ourselves into this dangerous predicament of a few people dictating to the masses we also share the responsibility of getting ourselves out of this predicament this is a whole solution this is a solution path forward the documents are enclosed our first documents enclosed are first our first act of helping you our local school board take back your rightful authority to determine how

126best to represent the parents of the district please use these public disclosure requests as an opportunity to educate yourselves and us so we can better understand the entanglement we find ourselves in with ospioaza and other state agencies who are overstepping their legal authority or lawful authority boundaries according to rcw 28a 345020 all washington school boards are required to be members of boston most other states do not have laws that compel membership their school boards have the authority to choose whether or not they want to take guidance from various state agencies but not here in washington in rcw 28 343 100 school by board members are again compelled by law starting in 2022 to take governance training and cultural competency diversity equity inclusive standards these words are referring to critical race theory sex education for children

127as young as 5 and curriculums that promote transgenderism these are just two examples of how our state legislature has taken away your authority to choose what you're taught and what you will be compelled to promote to our children representative joel mcintyre attempted to introduce the bill in the current legislature session proposed that local school members in wazada be optional rather than mandatory making membership 30 seconds can i please have a couple extra minutes uh we are limited by five minutes sorry we got to keep it fair and same for everyone um know what i'm going to say i'll just finish the last part as we finish the 2021 school 22 school year we envision a harmonious partnership between parents school district leadership and legislatures to restore the freedom of personal choice over what our teachers

128and students wear on their faces and put in their bodies as well as restore authority to the local government however if these freedoms are ignored by the granite school district we will take our children out of the public schools that's five minutes thank you very much julie i appreciate it thank you so much that's five minutes as a body appearance across questions you're up next thank you very much for help and we sincerely are telling you we understand your hands are tied and we just want to help you get your brain i have to keep the same for everyone i understand i appreciate it i do have it i have read it i know i understand sorry it's five minutes and like 15 seconds i'm sorry it didn't work out i i hope you understand

129i have to keep it the same for everyone i do understand that i just i know i'm sorry thank you very much and i do appreciate all you guys regardless of what everything looks like i'm going to talk about really what everybody else has emphasized today is going to be a re-emphasis and really just saying what you guys have said again uh first off thank you for re-running agreeing to rewrite it we've heard tonight that it's vital for the operations of the school m carl marshall you've all mentioned that we i'm running a very lean district and in the 20 years that i've been here i would echo that sentiment that yes we are a very lean district we've had a number of taglines since i've been here learning is first we are granite we

130expect success really our tagline right now is we've done more with less and and that continues to be um what we've done and it seems like we start to make some growth and we get some financial security and stability and then something happens and we've heard tonight that our enrollment is going up and that means our services for kids need to increase also the impact and the loss of five six million dollars and director beach mentioned this we have a number of school district employees that live in the community and just that loss of income for the community will be devastating but then i think about the kids and you heard uh bridget and don and patty talk about just the social emotional pieces that are going on in schools we lose that support and

131then we just basically put the kids on an island and say here then for yourself and so that's part of the impact uh a great deal of the impact of the six million dollar loss and then the extracurricular activities um i think back to my school days 40 years ago and and the things i remember are the band concerts that i participated in the drama performances that i went to the sporting events i'm a first-year first generation college graduate from my family and i wouldn't have gone to college without having an opportunity to play sports and so the impact the loss of the extracurricular piece for kids and i don't need to go into the data or the research but dr m mentioned it that is key for kids coming to school why am i

132coming to school because i have this to look forward to probably really bad for a principal to say but i don't remember my english class i don't remember my history classes that much but i do remember my baseball games and i do remember the band concerts and so i just you continue to ask what can you do what can you do what can do share share our story go out on social media um when you're meeting in your community groups make sure you share our story because it is vital that we pass this learning i i'm 100 percent confident in this community that we will have this levy but i think the the work needs to start um today and we need to do the groundwork to get this thing done in april so thank

133you for your time all right uh item 5a new bid or unfinished business there is none uh 6 eight none for new business moving on to the consent agenda we didn't get any additions that's agenda correct all right so that being the case that it is carl helping with the word here unanimous consent unanimous consent i'm gonna learn that one of these days probably when i'm done being president um it passes by united's consent that means that we are adjourned at our meeting at 803pm thank you so much everyone for coming
