001good afternoon everyone today is Monday July 31st and the time is 2 p.m has the front lobby been cleared thank you good thank you cleared we're here today for a school board briefing meeting welcome everyone before we start I have a couple questions in regards to the agenda first off board members there's been a request from two board members they're unavailable to postpone discussion on item two follow-up to Media Center and classroom Library I'm going to ask you for your thoughts in a moment but first off before we start this discussion Dr Bernier could you please explain the timeline need for staff to roll out and training for the media access forms upon getting the request from on seeing the request via email we had a conversation at cabinet this morning the staff is prepared

002with either either or so if you were to choose to move on with the discussion they aren't prepared to continue the implementation depending on the outcome of the vote this evening if you chose to table to a date certain we would ask that you table until August 8th that is our next available briefing and work and board business meeting that coincide with each other and we could make that date work as well the only request for on my behalf from the staff and from me is that we don't brief today and brief again I think it would be confusing potentially confusing so the staff can Implement with whatever the what with whatever the board decides thank you Mr superintendent board go ahead Miss juvenile I came prepared today to discuss it because on the 8th

003I'm on jury duty and that isn't I'm not sure that I know I won't be here probably for the briefing if I get stuck downtown and I mean I should be here for the meeting but so I will not be here on the 8th and I mean I prepared for today and I'm prepared to make a decision as a board today thank you thank you for the update Miss juvenile any let's go down the line Mr persons yeah I think we should go ahead and proceed today we have a quorum and of people for tonight and we discussed it last week and I think we're all we're all set Miss Langford Fleming I too I'm prepared to discuss today while I respect my colleagues on the board and understand that they are out of town

004and can't be here I think it's important that we move ahead so that our Educators and our teachers are prepared for the very beginning of school as well so Miss Morgan I'm not prepared to move ahead I think there's a lot to discuss particularly with respect to the forms the consent forms I do believe that there is risk for the board whichever way we go and I think we need to have that conversation with the entire board thank you Miss Morgan Miss juvenile I have a question say we make a decision today and tonight but some of these Boardman the members that come back in a meeting they bring up their concerns and we obviously would listen to it and they want there's some changes that might as a board we might make based on

005some of the some of their information is that possible to do that or would that be a risk at that point in time of making changes you know because y'all could have a conversation on the 8th that you change some things can change and therefore it could happen without me being here and it is what it is if the board makes that if that's the board's wish so is that my question really is it a risk to make a decision today and then make some changes and tweak something on the 8th okay I'm going to ask attorney Dupree Bruno as well as Dr Bernier if they can weigh in this from my understanding is we can bring up anything at any point as a board but if you guys could answer I think we'll defer

006to Kathy on Robert's Rules of Order and how an item like if it was discussed today voted on tonight how that item could be reopened there is a particular process within Robert's rules that would be required I just if the team were to receive direction today they would move forward with all deliberate speed in order to be ready for the first of school if we received information on August 8th we would move forward and be ready to open as quickly as possible and potentially still even make the first day of school because we would proceed with the work if we were to try to do both I think it could be confusing to the team because we would be down the path for with one set of directions then potentially receive new ones so it

007really is a matter for the board to decide you know and Michael I've said this before the board makes the determination we then go to work and administrate so we'll take the direction from the board we'll administrate I think the hypothetical that Mr juvenile that you're asking I get it if it's a minor change I mean yeah I think it's really doable if it's a major change I think there'll be processing work that we're down the path with because no matter what we received enough Direction at the last work session that we are working on this project we are looking to refine today make some decisions that refinement can come later but I would not want the team to continue to work now on that project if they were freed up to do other works

008around classroom libraries and all the other things we have to do to get school ready to open so I think it's a decision of today or the eighth and like I said the team we had a long discussion in cabinet this morning we're prepared to implement either way it's up to the board it's juvenile then I would I would recommend moving forward today thank you okay I it would be my inclination for myself to move forward on this today I really do want to hear the other the opinions of other board members I value each and every one of you up here I'm concerned especially now if Miss juvenile is going to be out it's how do you pick or choose at this point too I think when it comes to Miss Morgan's comments something

009we can hopefully address during the discussion today I know we've had extensive discussions both through Administration and legal on this in regards to exposure so and I hope we can continue those discussions during that time frame I'm concerned about making sure that as well that our staff and teachers are prepared for this I don't want that at least me personally at the last minute so as I said I respect those board members I truly do and I ask myself this question if it would be if it was me the one that was out and I kind of had to ponder from that angle as well so at least based on what I'm seeing up here there is movement to go forward on this item at this point so any other discussion on that okay Mr

010chair Mr Sheriff I may there was one other question Mrs givenelli asked I think it's really important that the board understand that if this went forward today and went to the board tonight there is a way that it could be reopened but it's specific Bruno wants to weigh in so I'm not sure what's going to go to the board tonight the way things are currently set up is this item would be briefed today and we'd be voted on this evening is that not correct according to my staff this meeting I'm sorry so we have a policy that the board has already approved with regards to our challenge and there's going to be some more policy updates if the board gives any additional direction that will be brought forth in our policy and that will come

011before the board for a vote during the public hearing first reading second reading you know the amendment to the to that policy but this I believe is to give staff Direction in terms of the process and the implementation of that policy so whatever you decide today that's what staff is going to go forward with so it doesn't require a formal action vote because that's already done through your policy thank you okay now another item on the agenda same same item I wanted to ask the board and make this request since this will be as we just confirmed our last major presentation on the media access policies in the near future I'd like to ask all of you if we'd be in agreement to moving up just on item two again media access media center and

012classroom policy to moving up public comment during that item after the staff gives their presentation because I think it's important so that our community is able to express whatever opinions they have before we move forward on anything any action today or any follow-up so I'd like to ask what my fellow board members think of that okay so only for then occurring at item two we will have public comment go ahead finish your thought and then I just want to say one thing okay so then at this point for members of the audience anyone that will be talking on briefing item number two follow-up to Media Center and classroom Library process we will have public input for that specific item after the staff gives gives their presentation and before the board discusses go ahead attorney Dupree

013Bruno and I just want to point out to the board that we're able to do this as simply as we did because we changed our policy because remember our prior policy said that we need to have the public comment at the end of the briefing now it just says wherever it's placed on the agenda given that board that flexibility we're writing then any other distance changes from Mr superintendent no sir okay now we are going to move forward to briefing item B1 job descriptions and sorry for making ways Mr dotig so you're up good Rob okay good afternoon or Dr Bernier board attorney I'm here today to brief several job descriptions 13 of them excuse me our new job descriptions and they are part of the tentative budget that you will be asked to approve

014later today one the coordinator for equity and civil rights is an amendment to that current job descriptions minimum qualifications and preferred qualifications I'm here to answer any questions you may have regarding the job descriptions if there are no substantive changes these will come to the board for approval on the 8th of August so I'm here to answer any questions you may have Dr Bernier I don't have any I don't have anything sir okay any questions from board members comments Miss Morgan I think my only question is it's probably already been answered but has the new chief of the new operations Chief reviewed the job descriptions that fall under his purview Mr Stevens yes I have okay thank you that's anyone else okay my only question is as a follow-up is again these are just job

015descriptions there are no set positions of this moment correct Dr Bernier and I don't necessarily completely understand the question Mr Fisher could you please repeat it okay let me look at one thing sorry actually withdraw that sorry thank you Mr doday guys thank you all okay next up on the agenda is briefing item two follow-up to Media Center classroom Library processes against staff will make their presentation following their presentation we will then enter public comment only for specific item B2 members of the board members of the public again this is a follow-up to last week's workshop on media and classroom materials specifically changes in state law moving forward the team is taking your direction they will provide a shorter briefing today other than they did not certainly less comprehensive but more focused on the specific

016requests that were made we are still open to all conversation related to everything that this particular team has been presenting on and then we look forward to the public comment and any additional direction that you would like to provide this team prior to us beginning to implement the procedures that pertain to your policies thank you very much Dr Bernier good afternoon everybody we are excited to be back here and this is our update from last week's July 26 School Board workshop on media and classroom Library processes our goal today is to talk with you about the input that you gave us and so we're going to give you any updates any adjustments or any clarifications that are needed based around your input today with me I have to the right of me of Miss Candice

017elevado who's the director of high school secondary curriculum and instruction Dr Bethany Quisenberry who's the director of curriculum instruction for elementary and then across the way of course Kathy Bruno and Corey Huffman who are part of our team that presented with us last time in the audience I have Lori houch and Lori's in the back there Lori wasn't able to join us last time because she was doing best standards work and so we're happy to have her back also just a reminder about our agenda here's what we discussed last week when we were together we shared we began first with the legislative updates what were the state statutes regarding media and Library instructional materials as well as board policy we then went into the purchasing process how do we purchase median classroom materials how do

018we vet classroom libraries how are we vetting the media center and then we talked about the media access form again not a requirement from legislation but based on feedback from the curriculum advisory is why that was being presented afterwards we talked about the challenge process to instructional and media materials and then the resources that were available to our stakeholders in the community and finally we had talked about some next steps so that was just a reminder of the agenda and so we're going to take each of those titles and walk through each of them and we'll I'll share with you any of the updates adjustments and clarifications so as we began we began with legislative updates and there were no clarification needed there were no questions from the board and so we're going to move

019on past that we then discussed the purchase of media and classroom libraries again no updates or adjustments to that title it was very clear and the board had no further input when we came to the vetting of classroom libraries and media center we did want to take a moment and remind the board we shared this last week but these were all the trainings that our staff went through our principals our assistant principals our media support staff as well as our certified media specialist and before teachers left for the summer they had received two notifications about moving towards the vetting of the classroom Library process so I just wanted to give that to you as a reminder because we are transitioning from one source to beanstack we talked about beanstack now being the new vehicle to

020vet classroom libraries teachers that have already have provided information via VIA book source that information will be trans transposed into beanstack so there's nothing additional teachers will need to do within think that's important for our teachers to hear that as well additionally beanstack allows us to go from a 10-step process us to a six step process so those were simply reminders under this title we Title One adjustment that was made and I believe it was from board member Fisher who had asked about the book reviews he asked specifically about what were those professional peer reviews and so we've added the language into our media selection process this and it's up on the screen and this is the exact same language that we also use in our book challenge process as well as the inventory and

021posting so now that language mirrors in all three of those documents will now have outlined for you the peer reviews and those are the agencies that are suggested to us by the Florida Department of Education and so here we are now we're at the back to school media form and one of the pieces you asked for this team was first it was around some data collection you asked well what are other districts doing and so we had Karen baber Karen is our coordinator for instructional technology and instructional materials and she belongs to a professional organization called Fatima and that stands for Florida Association of District instructional materials administrators and they have a group chat where they share information and so we post it on here for all of our districts we asked are you using

022a back to school form if you are using a back to school form is it an opt-in form or is it an opt out form and we had that up in that site Thursday Friday and through the weekend we did get 14 responses back from different counties and of the 14. eight of them are not using any media access form One is using a media access form and it is an opt-in five are using a media access form and those are opt outs again those are from 14 different districts and that's the data we collected up from this point I'll keep that open so as we continue to collect additional data we can share that with you in your board weekly update as well so the media access form there was a lot of conversation

023around the language of the media access form and the team and I wanted to come back to this table today and give you two proposals to consider based on your feedback there have been many adjustments to the form that are made so I'm going to take the time and walk you through the language of each of the form the first form that we have up here is the same form that we discussed last week but we changed the language the language used to say that my child has full access with no limitations for checkout from the school media center remember we had those three options full access second option was my child is not permitted to check out books and then the third option was my child's not permitted to check out books from the

024media centers that have been formally challenged we changed some of that language based on your input so as up on the screen you can see what the new language would say on this first option it would say if the media center form is not completed students will have full access to check out books from the school media center except for those books that have been restricted based upon the determination the book challenge process or those that require a parent Guardian consent so that means as books go through the challenge process there are situations in which books are known longer available for students so we wanted to have that language reflect that they don't they have full access except for those that through the challenge process have been limited say for example it might be a

025parent permission form that's needed now to check out a particular book or it's no longer available for students and hence we decided to lay out that definition a little clearer so everybody understands you'll see that definition in two places on the form at the top where you see the box that's that exact language and then again at the bottom as parents see it at the bottom of the document there are two specific locations so that's one change that has been made to that form the next change to the form you'll see where it says up on the screen it's to the right it says directors of curriculum they used to say click here was a button and it would take you to the book challenge web page we've updated that now to do two things

026first with the new legislation as the directors of curriculum are reading the books and if it's very clear that a book has sexual conduct that violates the legislation the directors of curriculum are able to make that recommendation that based on the legislation the book would need to be removed that's one piece so it doesn't necessarily automatically go to the ad hoc committee so if it's clear the directors of curriculum have that ability to do that we've laid that out in the media access form secondly instead of saying click here taking you to the book challenge page we have decided to break up by year you'll see these there'll be these three arrows here in a second there you go we've decided to break up by year our folders of all of the books that have

027been challenged and specifically now you will see that they are going to be listed by title so it won't be listed by the meeting it'll be listed by the title and in a minute I will I will take you out live in a minute and I'll show you exactly what I'm talking about so that's one of the changes we made that the directors of curriculum are now on there also that each of the years will have all of the books listed out there by year and by title there are two other pieces on this document that are additional languages so when we looked at the three choices I've I told you the first choice we changed the language that's displayed up on the screen the second choice Remains the Same that my child is not

028permitted to check out books in the media center so a parent can choose not to have their child check out a book from the media center and then the third choice we added some additional language the third choice would say my child is not permitted to check out books in the media center that have been formally challenged and then we added this language that said based on potentially objectionable material using the school district Elite counties instructional media form regardless of the outcomes so those are some of the updates to the first form so this is one option couple additional pieces yes we know these forms need to be translated they need to be translated and we need to put them in multiple languages as we discussed last meeting there'll be a strong communication plan with

029our Communications Department to make sure our parents understand about this new access form that would be part of the onboarding that would be doing and then the updated links that I just shared with you and I'll take you out there live in a minute so that's option one full access to books except for those that have been through the media challenge process that may be limited and or have a parent permission form second option the section up second option has a number of items that were the same as the first so we'll go ahead and I'll highlight those so you'll see where it says director of curriculum those are the same you'll see where we've listed the books by Title by year on the form so our community can click on that you will then

030also see the language that I used in option one for full access to the media center is also there that's the same language that was an option one and then the third option which says potentially objectionable material that option is there also what is different about this form is this language it says if this form is not completed students will have full access to checkout books in the media center except for those that have been formally challenged based on potentially objectable material using the school district the Lee County's challenge to instructional materials media form regardless of the outcome so the difference between one and two option one says full access some books may be limited based on the outcome of the book challenge process like a parent permission form this option says regardless of the

031outcome of the book challenge process the child would not have access to that unless a parent asked for that those are the two options we're going to share with you today we're going to be interested in your input so that's the media access form moving along from here now I wanted to talk to you about some of the changes we made to the web page so before we move on I said there are some adjustments that need to have happen one when you go to the instructional and media committee web page you see what's up on the screen here there is the agenda folder we have to post the agendas because it's a public meeting so that agenda folder will remain in place because we want to make sure we're meeting the law the second

032folder used to say minutes we changed the title of that to say response to response to challenge challenge materials thank you responds to challenge materials we made that clearer so our communities could see that second folder is a response to the challenge materials instead of just the minutes and so when you click on the response to challenge materials now you will see it listed by title as it up is on the screen that's a response to a specific book and individuals in the community can go out there and they can now view that by book title and we know that has been in request and so that's been an adjustment that has been made also so let me take you out live so you can see what this looks like so now when you when

033we click onto the challenge process page you will see at the top now used to be if you could scroll thank you we used to have those folders at the bottom so a Community member would have to go in there they'd have to scroll down to the bottom go through all these other process documents and then they'd find it at the bottom not user friendly so we took those container of folders and we have now put them at the top so when a Community member clicks on the link for the challenge process they will see first off the form itself and then secondly under there they will see the agendas and the response to the challenge materials and again click on that and then when you click on the response to challenge materials and you

034can see this is live there the books are by title and then they are in there thank you so our next title we talked about we talked about the challenge to instructional materials and there were just two changes that I'm going to highlight that are in orange so I want to be clear on the process so when the committee submits some writing to the chief academic officer the next actions that are taken I submit that outcome to the superintendent and the school board attorney general counsel so they are aware of that the school board will receive this notification via the board weekly update and so the chief academic officer will make sure that is updated each time there's a response I'll make sure that it's updated in the board weekly update those are two processes

035we wanted to highlight for you and then another Edition we made so since we went from click here and it takes you to a chat the challenge webpage we went from that to Now by year click on a folder and then it takes you right to the titles we wanted to make sure all of our forms mirrored that change as well and so the form you see on the left is that pair permission form and in the Box it's very similar to what would be on the media access form as well it would be simply the click that would take you to the year and the title and again not the meeting Day by book title and then our last title we discussed was the stakeholder resources and there are a number of additions that

036have resulted from the last meeting first off uniformity in our school web pages we put out clear directions to our principals that the landing page for our website sites should all look the same and they should look like what's up on the screen here we provided our principles with a template and then also all of the drop down menus should be in Alpha order so it makes it very easy for a community if I have an elementary student I have a high school student I should be able to navigate those pages and not have to Fumble through to find but I'd rather have predictability on how I can access information so that is happening we are checking and rechecking those pages we actually have staff behind the scenes that are going school by school and

037then again school by school to make sure that this is updated so if you come across a web page that doesn't mirror what we're discussing today please let us know because we you will address it there are three high schools that would not have a media center so we have three of our high schools have digital libraries and so you wouldn't see it under Media Center you would see it under digital libraries and that's Bonita Springs High School Gateway High School and Riverdale High School so we want to make sure if you go to those three schools it wouldn't say media center and say digital libraries so the steps and I want to do this for the community so a reminder on the steps so I go to a school's web page I click on

038the media center when I click on the media center it's going to take me to this page up on the right this gives me the URL to that specific school as well as the user ID and password the Community member is probably going to either take a picture of that user ID or password or write it down then they click on the URL and in the URL in the upper right hand corner it says login so you log in in the upper right hand corner and from there now you'll see it's going to ask for the user ID and password that's been publicly showcased so they put that user ID and password in there and voila Destiny is available for anybody who puts that information in so that's that's been an update that we've made

039to our web pages some additional updates that we've made to our school Banner that the second line there that we have underlined thank you that used to say challenge to instructional and or media materials ad hoc committee we've changed that name instead of saying ad hoc committee to be clearer we have now call it challenge to instructional and or media materials agendas and responses and if you can see we're using those words agendas and responses on all the documentation that we have so that's available on the district website in our Banner when you go to the parent portal you'll see that same language is mirrored that has been updated as well into the parent portal to say agendas and responses and finally I'm going to end on some good news that we were super excited

040about on Friday I don't know how excited you're going to be but we certainly were excited on Friday we finally received word from Destiny that yes emails can be sent to parents whenever a child checks out a book from the media center there are a number of steps that need to have happened before we can make that become a reality so we I've listed them up here on the screen we need to work with our information technology team to talk about how does that look is that a weekly upload is that an evening upload so there's some technical pieces we need to do behind the scenes we need to create a process document so we have that predictability inside of our schools so that parents know what happened administrators know what happened so we're going

041to create a public document I mean sorry process document for implementation and then a communication plan will need to go out for principals teachers and parents for all of our stakeholders so yes exciting news as we continue to be more and more transparent around materials but at the same time there is some work that will have to happen over the next week and a half so those were the updates the adjustments and the clarifications that we believe we heard and now we are staying ready to hear the superintendent's comments School for discussion and though the ladies to the right of me were quiet on the presentation they were also here to help answer any questions that you may have thank you Mr chair I'll turn almost immediately over to you just a couple of they

042gave us the best options and best thinking they had regarding what we were discussing in our last meeting regarding the media form and the three different levels of access to Media Center the parent would would fill out but I think the most important critical conversation is what the default will be and they've given you two different options for the default one is that for books that are challenged and were never removed right or were put back on the Shelf those would be available the other is if a book has been challenged in any way shape or form that student would have no access to the form unless the parent made some decisions about the form again this is the default for those who do not fill out the form lastly I want to thank them

043and members of our community it always helps to have individual perspectives for people who are not strong users necessarily of our web pages and our forms the idea of getting really clear information back spending the weekend taking a look at a few of the page changes where much more aligned we talked about the difference between being similar and getting closer to identical parents should not have to navigate their own separate website for each school because it's slightly different it really should be similar and thank you to the team again for the updating from large files that really had no particular label to them that would alert people to exactly what was contained within the folder they have moved forward with individual PDFs that are searchable by by the title if the parent knows the title

044they can easily scroll down and they can find out the aspect of the challenge what the book was challenged about and what the result was so appreciate this team's work I also want to just remind everybody this was last Thursday when we when we workshopped they were busy not only most of the day on Friday but I know where they were busy most of the weekend as well and just want to thank them for their preparation in order to be prepared for Monday's briefing Dr Bernier may make clarification sir so for the 23 24 school year the books pop up by title we are working backwards to try to go back to not last year because we didn't have any challenges but the year before so there will be some work to go back and

046comment for this item that would like to make a comment so if Miss Madeline Stewart will also line up please okay whenever you're ready please proceed and call the name attorney go ahead Sharon McGill I would like to thank everybody who was involved in working on this major project and coming to all your decisions and some of the things I'm going to say are not directed at any individuals because I know the academic Services were doing the bidding of a board so let me first say that our main goal in all of this should be to develop a healthy collaboration between parents Educators District leaders and Community stakeholders and these new forms I don't feel address all of those issues the first form that showed up last week was probably as close to what I

047would have assumed was going to do the job even with a few tweaks but these two new options have redundancy in them have Prejudice assigned to them and bias and are inflammatory they address challenges more than anything else on those forms they don't talk about Destiny and how a parent has the right to go into Destiny and say I just don't want my child to read that book without having to file a challenge and challenges cause more work and deplete our resources then a parent who just may want their child not to read one book to go into destiny and I find that really terrible because it's just not going to address the issues and everywhere you go on those forms you see challenge this challenge that and nothing about Destiny and I took the

048time and I'm sorry I was going to try to print it out and bring a copy to you today of my own access form and just quickly I'm going to throw some of the changes out one would be in that the first paragraph options that the parent would have options the media form addresses parental options to library materials and these options have an ability to provide a tool to serve parents who may have concerns while not limiting the larger student body so parent the rights on here would not address and limit other parents in the community I know I'm not going to have time to go all this and my three options were my child has full access my child may not check out Media Center resources without my permission materials should be held at

049the counter for 48 hours waiting approval or my child may not check out any Media Center materials that have been formally challenged regardless of the outcome those would have been my three options that I would have input and I'd I will print this good afternoon I'm Dr Paula Porter in education we strive to either create or take advantage of the teachable moment this is when Lerner the learner is receptive to learning new content openly understand New Concepts being presented and or as an opportunity to grasp new information we could argue that these open sessions and Community input are also teachable moments here the board members and staff game opportunities for new information and gain new Knowledge from parents in the public however one thing we forget is that the materials provided to parents of the

050community are also teachable moments that we create we often forget the concepts of rhetoric in providing a clear concise and specific message to the appropriate audience when creating these documents we want to engage engage the parents we need to focus on the message and how to best deliver it to the parents through the rhetoric terms of ethos pathos and logos this should be in the back of our minds anytime we create new communication whether verbal or written these documents to our parents need to inform and educate them about their child's learning not muddy the concepts with unnecessary content that serves no purpose to the original intent of the message when reviewing the media access forms with the eyes of rhetoric I noted in my email to the board several discrepancies and unnecessary and irreverent content

054members their chance to have a say and I find that extremely disturbing so if Miss giovannelli can't be here maybe she since she's already heard the briefing she can weigh in with writing but how in the world can you deny the two other board members I find it very disturbing so as you know I've sent you all a letter and I hope I hope you've had a chance to read it I guess I have so many questions I don't know where to start but first of all I'd love to be able to see those forms that you all got from the other media specialist I think that's really interesting that so many of them did not have to go through the kind of convoluted process that you all have done and see what how that

055comes out in their districts I think you know that my main focus parents have rights all parents have rights and the right is not just to stop kids from having access but it's to provide access and that's how that's what our stance should be of course we're protecting children against the books that we don't think are appropriate once they go whatever process whether it's through one of the curriculum persons or the ad hoc committee but then to continue on with this focus on what it makes it sound like the books are so scary and come on folks they're not that scary this is this is 2024 and we have a world that needs people who understand what's going on and who know how to solve problems we don't need people that means our children when

061done and we've done that on other forms we did on health forums we have an opt-out on a policy for if you're going on a field trip if your parent doesn't sign it you don't go you know and it's for safety reasons and so we're giving the choice to the parent and I think they'll get an email will they get an email if they try to check out a book this challenge is that what we're trying to do to send it to the apparent if they had not signed the form would it Go the goal with the destiny any book that was checked out would then get an email to the parents so the parents aware of whatever book their child is reading yeah but what if they're they did not sign a consent form

068really at risk for violating our fiduciary responsibility to these children is that correct I would agree that we're no matter who what district it is there is a risk I agree with you 100 on that I would agree that so long as we are in compliance with law and the regulations we limit our risk in our exposure so I agree with you on that point as well okay my my preference would be for one and but let me make some sort of General statements first of all I want the board to be aware that one you've overridden with with option with no with process two what what do we call it they were going to call a Form B and form a Form B with Form B you are overriding the recommendation of the curriculum

069advisory committee with Form B you're overriding the original recommendation of Staff based on their engagement with the correct the public on the and the curriculum advisory committee and finally with Form B you are telling the student that the district is acting on their behalf and you are again overriding Community input after a book has been evaluated so I just want to make that absolutely clear I think we're we this form these forms are not accomplishing really what we want to do in terms of as one of the speakers set educating parents for example I would start from the point of view of frequently asked questions about books your children are reading one can I restrict my child's access to a book or an author yeah so yes or no yes you can by putting the

070book in Destiny two I heard her read about a book in the school media center that contains information that I think is not suitable for my child and other children how do I ask the school to remove this book where you can engage in a process three I did not sign the media center access form how may I sign the form so that my students access is now limited we're not walking through this the way a parent wants to walk through this and I would also agree that this constant use of the term challenge is is just a significant overstatement of what we're trying to accomplish here I would say for example on form where's my form be oh I would say for example on Form B paragraph two please note that if the media

071media center access form is not completed your child will have access to Media Center materials except those that have let's see would not have access to those that have been okay let me go back the child will have access to Media Center materials except those that are restricted I would just get rid of Challenge and say restricted we don't need to say challenge they've been restricted based on potentially objectionable material that's fine regardless of the outcome take out using the school district's challenge to instructional media form just say based on potentially objectionable material regardless of the outcome you need to clean it up because there's as someone has said there's an awful lot of verbiage in here can you restate exactly so I want to make sure I captured that please please note that if

073understand the process and then you refer to a formal process but you don't describe what it is and it hurts me to criticize this form I want you to know because I know how hard you guys have worked on this how hard you have tried to accommodate different points of view in these forms also I would say that the link needs to be to books by author and by title nobody wants to search by year to see if a book in a particular year was it needs to be a one list by author buy title and you can put them in the field what the challenge was and what the outcome was let's make it simple for people to find books that they're looking for I mean this is a very difficult process for parents

074to get through so let's make it easy so I'm confusing two things basically I am for form a because I believe it'll it provides for a child's ability to pick the books that they want to read and they may choose a book that has been challenged but the challenge has been overridden or restricted and they are able to access it and if they are in the appropriate age or School level and then my other comment is I think this form requires if we're really doing this on behalf of parents and shareholders we really need to do something better to make it clearer what it is that we're asking them to do and those are my comments and I may come back after I hear other comments from board members thank you Miss Morgan may I

076so the ones that would be flagged to start this school year with would be those that have already gone before the ad hoc committee and have results on them on that page so those ones will tie directly through so a student comes in that person checking the book out will see a list of all of those titles throughout the course of the year though anytime a new book is challenged that will need to be updated on there so that will be part of the process that we still have to work through my second question is to return to pre-bruno Miss Morgan brought up some comments about simplifying on the form and you know I always appreciate that my only question when she mentions restricted terms of art when we're comparing to our policy sorry I

088that out so I would argue again that parents were able to make a fully informed choice in this PO in this point we're looking at if they don't so I would hope that each parent would take the time look through it and fill it out just like any of us you know that are parents here grandparents Etc so for me I will say I think we should look at this in two steps right now I think we should first consider if we're going which form we wish to go forward with today and at that point once we decide which form if we want to look at the wording we have tasked ourselves with completing that today so I think we should try to come to if we want a consensus at the moment to which

097think it's important for the public to hear so we are discussing an option it would be presented on a media access form that has three options and what we were discussing today is how that third option would read that option would exist on this form for every parent who looks at the form they would have a choice between option one option two and option three on this form what the board has been discussing has been what does that third option how does it read and the reason why that's received such strong discussion is because at our last Workshop we are going to use that third option as the default in case a parent did not fill out the form so if the parent does not fill out the form that third option will be the

098default option moving forward as soon as a parent clarifies their desire for their child if it's different than the option that was defaulted to then we will immediately respond and allow that parent either full access to the media center or in the other case it says they can't check out any books at all but a parent would need to respond if they don't like the default option and I do believe what I thought I heard was the board is acting in a manner in means sort of in loco parentis that until we have a parent signature on a document electronically or otherwise the board is acting in local parentis to assume that child is not permitted to check out certain books but the parent has the right always to revisit this form to fill it

099out and provide their child whatever access they think it appropriate so even for a parent who gives their child full access they have a right to revisit this form and take a look at take a look at the options I want to make sure that I'm capturing the sentiment of the board correctly and we landed on my child is not permitted to check out books from the school media center that had been formally challenged by community members for potentially objectionable material regardless of the outcome so we will go ahead and make those changes and we will continue to work on our websites both school and District related to make this material even more and more accessible and the team will begin its work related to past challenges to begin to look at Title by title

100so that parents can be aware that there are titles that have been challenged and we will continue to work with our vendors I think the important thing is some of our vendors like Destiny we keep using Destiny like everybody knows what that is that is a software system that governs the media collection and allows for checkout and return of books our vendors that across the state that have the responsibility for Media Center access and checkout procedures are responding as well to the changes in state law so they will lag slightly behind our current legislation but we do suspect there'll be ample opportunities to come back to you with something other than a parental permission form as our vendors become more capable I just want to turn over to the team if they have I did

102hitting time we need to move on to the next item which will be item B3 fiscal year 23 spring accountability report with director marks and I believe maybe Dr Spiro no as Dr Mark's wigs for me wakes a Raider the podium this is the first and the beginning of several opportunities for us to brief and workshop related to our current spring results the board has asked for an overview today we'll provide you that overview of how the school district aligns itself with its accountability reporting what will see in the final slot just the last couple of slides are proposed additional presentations that would come forward regarding these results and what academic services along with our schools are planning to do about changing the trajectory of some of these numbers I will return it over to

103Dr marks thank you I'm here good afternoon board Dr Bernier and board attorney today's presentation will be on our 2022-2023 accountability report from Spring State Testing the information that you'll be presented on are results from the 2023 Spring State Assessments in English language arts mathematics science and social studies as well as being provided the steps moving forward from here the data presented today is considered raw data that includes all students who sat and received results for any of the state Assessments in our school district of Lee County the assessments that we'll review today are the Florida assessment of student thinking for English language arts and Mathematics known as fast benchmarks for excellent student thinking and subject areas of algebra and geometry known as best and Next Generation sunshine state standards for science and social studies

104assessments it's important to note that the results viewed today for English language arts and Mathematics are comparing our 2022 Florida standards assessment FSA results to our new 2023 fast results so I'll talk through that as we go through today the order of the assessment seen on the screen here will lead us through our accountability report moving forward thank you before reviewing our overall results today I would like to orient you to the charts that you're going to see for each chart you will see an orange bar chart on the left hand side indicating our FY 22 proficiency and a Navy bar on the right indicating the FY 23 proficiency percentage the state results have also been provided for reference today first we're going to review the grades 3 through 10 English language arts proficiency overall

105our district saw a two percent decrease in proficiency for the combined grade levels the state also saw a decrease by two percent and in the next few slides I will actually break down the English language arts by our elementary grade levels and our secondary grade levels foreign so our elementary grade levels we did see a decrease in grades three and five for the school district the state also saw those same types of decreases and in grade four we saw an increase for secondary grades 6 through 10 were also in alignment with the state changing showing a decrease our 10th grade students showed a one percent increase for overall proficiency and sorry I know I have it's a lot of data moving on to fast mathematics fast mathematics is for grades three through eight overall our

106district when compiled our students showed an improvement in their mathematics proficiency by five percent this year when broken down by the elementary grade levels and secondary the grades saw a decrease in grade three well grades four and five saw increases of one percent and two percent respectively secondary mathematics saw increases in grades six and eight with an overall decrease in grade seven it is important to note that in the middle school grade levels grades six through eight mathematics assessments are assigned based on the course that the student is enrolled in and there was a change in 2023 to Middle School course and assessment alignment which shifted the number of students taking the grade six and grade 7 mathematics assessments so that's why you're seeing some differentiation in the numbers there there was a shift in

107students the grade 8 assessment maintained approximately the same number of test takers and we saw a proficiency increase with those students moving to our next mathematics assessments which are the benchmarks for excellent student thinking end of course exams you will be presented with results on Algebra 1 and geometry these assessments like grades six through eight are given based on the course the students are enrolled in the pie chart on the screen provide provided to you indicates the percentage of various secondary grade levels that are that took the algebra 1 assessment the seventh and 8th grade students are highlighted in blue and then 9 through 12 continue around in Orange tones clockwise it shows that our largest population testing in Algebra 1 is in grade nine our district did overall have a two percent decrease in

108proficiency on the Algebra 1 EOC this year the geometry results again I broke down into the pie chart where our middle school students are in blue and moving clockwise around for grades 9 through 12. and we saw that the majority of our students taking the geometry EOC are 10th graders and we had an increase overall of three percent on our geometry EOC the next area of assessment is the next Generation Sunshine State Standards social studies end of course exams the two courses assessed in social studies are Civics and U.S history we saw a four percent decrease in our Civics proficiency as well as a three percent decrease in U.S history both were in alignment with the decreases seen overall with the state and our last group of assessments are the Next Generation Sunshine State Standards

109science assessments these assessments are given to grades five and eight and an end of course exam for students that are enrolled in biology our district saw increases in all three tested areas grade five had an overall increase of three percent eighth grade by one percent and our bio students by three percent foreign so what we do with this data now moving forward is that it has been provided and will move forward with academic Services planning and from the spring results academic Services is utilizing the data to prepare a briefing on August 8th from our principal supervisors where they will share the structure they plan to use to refine our teaching and learning practices this year the team is looking to review practices at all schools beyond our Bureau of school Improvement supported schools on September

11019th the deputy superintendent and chief academic officer will share how we are specifically reimagining the k-3 to ensure we're preparing our students to be proficient readers by grade 3 as well as how we are monitoring all four cohorts in high school the high school levels to provide assurances they are prepared for on-time graduation and post-secondary successes there are some new achievement level cut scores coming out based on these new assessments fast and best and those will be coming out this fall and with those new cut scores the state will be reviewing school grade releases from there superintendent comments and board discussion board members again this is just an overall comparison between us and the state as you look towards the future we look towards academic Services as well as the presentation from the deputy superintendent

111the chief academic officer we'll draw on the additional surrounding districts if you've asked and you've already been provided that information sorry I've been part of a press release but we think it's vital to come forward and examine what some of our fellow districts may be doing or not doing in relation to student achievement Dr Marx has done an excellent job of delineating the fact that in some of the cases we are comparing FSA to fast results as well as providing the trends with the state there are areas where we have been better than the state and there are other areas where we have very important changes to make and focus upon as we move forward I think as you hear from the executive directors coming up First on August 8th you'll get an idea of

112what they're putting in place for academic monitoring we saw the first version of it today in cabinet and there was some there's still some work to be done we'll look forward to it and then as we look towards both our elementary middle and high schools with a focused on what we're doing from pre-k through grade three to create grade three readers and then ultimately what we're doing in our 9th through 12th grade cohorts to ensure our children graduate and graduate on time I think you'll see the examples and many of you are aware of what we've done in the graduation rate while the graduation rate has not been released yet I can assure you that the 88 to 82 percent drop that we've seen the work that our academic service team has done and more

113importantly the work that our principals have done to get to know their kids make sure they work with their senior cohort and get them across the stage in line be incredibly important I would bring and ask Joy to go back to look at the mathematics for middle school I just want to remind the public as well as just remind the board I know the board's very astute at this but when you begin to look at mathematics beginning in the sixth grade it's where you begin to lose the cohort a sixth grader isn't necessarily in sixth grade math a seventh grader may be in algebra an eighth grader may be in Geometry so the idea of that whatever is in the line under sixth grade would be in seventh grade and then seventh grade would fall

114to eighth is absolutely correct in terms of how a child progresses through the middle school it is not how a child progresses through the Mathematics Curriculum in middle school there's many opportunities for advanced coursework and a lot of the reasons why our geometry and our algebra are high is because a lot of our middle schoolers are picking that one off long before they ever get to be part of the Freshman cohort so just in just good information to know I think that'll get lost potentially on the general public but six all sixth graders in sixth grade math all seventh graders in seventh grade math and all 8th graders in eighth grade math is not the way our middle schools look anymore but happy to have any conversation with you about the data and Ms marks

115and I are ready for for any questions thank you Dr bermere Dr Bernier excuse me and Dr marks thank you so much for that presentation board members questions comments Ms Morgan so we have the sort of the gross numbers in and I would presume that as you we move forward to the teaching and learning academic monitoring by the executive directors and then reimagining K3 we're looking not only at content areas but also at schools I you know it's we may very well have successful schools within the district and unsuccessful schools within the district it's not just about looking at what other districts are doing so you know I'm wondering how you take this first first level data and how you drill down to find out for example you know some of you our elementary schools

116may be in terrific shape and so what the executive director is looking to accomplish may not be consistently what is needed across that level so I'm just curious about how what your next steps are with respect to use of this data I'm Miss Morgan I would tell you that the first thing that I need to reiterate amongst you and I think it's a great point is that we do have amazing school buildings oh yeah they're doing great work and we have to utilize what I refer to as those those Schools of Excellence and how they're approaching certain aspects of a K-12 curriculum you'll hear in the presentation on August 8th from the executive directors about how they tier schools tier one tier two tier three meaning the higher the number the more intervention that school

117would need and want to use and how we're using information from tier one schools in order to be able to support them and be able to use the information from those tier one schools to help support academic services will also be presenting the same things it looks towards K to three reading there are some really wonderful opportunities where we've seen great third grade reading scores and we would need to make sure that we look at those scores appropriately I think as towards raw data and more sophisticated data and how this data is then cleaned I think Dr marks would be the best person to speak on that particular issue we are the state does provide us with our breakdowns by school and so we are utilizing that data with our executive directors who are reviewing

118it meeting with those principals and having conversations it's also part of like Dr Vernier said their plan to see what's working in some places and not in others so we can help improve all schools so we do have that raw data that we can dig down deep individually to and really the principles are contacting my department to see where were they last year where are they this year they're looking for those individual breakdowns and my team is also working individually with those schools so I guess my follow-up question would be I assume this is what we've been doing all along and maybe I'm wrong I mean it seems to me this is a natural way to evaluate performance in schools performance at levels whatever it hasn't worked before what's different my suggestion to you would

119be that in the past you have been presented with monitoring plans but with any type of plan of implementation it is the Fidelity of that plan and the amount of accountability that individuals principals feel with their staffs related to Improvement as I shared with many of you and some of you took the walk down to the room where we had our graduation information posted by high school that was specifically in some areas can you explain the three can you talk to us about the three students who are in exceptional student education who have not yet met the graduation requirements when our principals realized we were going to delve to that level the level of the conversation Rose I have to tell you our principles will rise to the level of the expectation they are amazingly

120committed they want our children to do well they have really begun to use the word proficiency at length versus just looking at learning gains the focus on these graphs is students who are proficient and we will get learning gains eventually back into the school grading system but we must focus on proficiency and we must drive if we're going to be a world-class system we must drive for world class because it will it will probably wind up in the range of excellent and that's what really needs to occur it's a sense of ongoing progress monitoring as a partnership between academic services our Deputy superintendent and the team that she represents and our principals it's not always comfortable it's not always been without some angst but I think our principals learn this year specifically in k through

121eight that there were no inappropriate ramifications for not knowing there was an opportunity to learn more and our high school principals had the great opportunity to work very closely as they really challenged our downward trajectory and graduation rate and had to get very specific and very tight on their data and their information regarding their students it is about being consistent monitoring helping our principals to understand what we're looking for and how we're looking for it and when they don't know creating an environment where they can ask that question we can help support them I think that's to my mind a summation of the difference thank you Miss Morgan Mr persons yeah I just want to remind everyone not as an excuse but I'm actually very proud of our district that we were able to do

122this well after being Ground Zero in the hurricane that had a huge effect at the beginning of the school year of the kids being out teachers being homeless kids being homeless I mean we rebounded quite well actually and we were the county that was Ground Zero you know no other County was even close to affected as we were so I'm sure we'll do better next year thank you thank you Mr persons Miss Langford Fleming it's funny you say that I it's not funny but it's I have that written down it you know these scores are quite impressive especially this is the spring many students displaced schools not put together teachers you know covering for other teachers Etc et cetera so while it's not an excuse you know I'm pleased to see that some of these

123scores where they are I have a lot to say but I'll save them for my one-on-ones regarding language arts I mean God bless our language arts teachers when you go through the K through five and you see those numbers I know that fourth grade seems to be On The Rise and great job for them my concern in those younger grades because obviously K one and two need to be prepared by third grade to take this fast testing I think it also boils down to we've been talking about books is you know getting kids to love reading again and getting them to love that subject because that's a tough subject I have two boys that don't love to read and it's a struggle but if I can get them to read things they're interested in and

124I know that's not the way the world works but I need but you know we need to get them to actually love to read and then they will become better readers and they will be able to comprehend what they're reading whether or not it's interesting them to them or not I was able to observe a classroom in the spring that was doing the fast testing the one comment slash question I will have through the through the vice chair to the superintendent is it seemed to me that the fast testing was very cumbersome and taking quite a bit of time in the classroom I observed have you gotten any feedback on that I know that's a newer test since I was a teacher have you gotten any feedback in the elementary levels on how that fast

125testing is going I will come back to you with any final feedback prior to the election of this current board and its current status and structure as we rolled out the first set of fast testing we got enormous feedback about the length of time in fact the state suspended testing so they could figure out what was taking so long it is we will do more research and be able to come back and answer that question for you miss Plumbing okay thank you I just wanted to put that out there and I know I had one other I can't remember at this point in time when we go into the six through tenth grade in those upper grades the I think that this is something and when we did our Workshop earlier where we all met

126and we were able to see the survey that we said that we read where the interest of students in school drastically declined and secondary I correlate that with these scores also and just want to reiterate again that we've got to make sure that we are you know it's it's not got to be a circus every day please don't get me wrong we need to get down to business but we've got to figure out how to get these kids to love learning and especially in the language arts areas and especially in the secondary schools so I just those were just some observations I made when I was looking at the data last night that's all I have I just have a little bit so thank you Miss Fleming for bringing that up because I was going

127to mention it as well is the I know that they had struggled with the test actual the actual testing of the new with the new test I should say so next year I think will be a real this is like a baseline And I think next year will really be the determining factor of how this test really is compared to the FAFSA or whatever it was so you know they keep changing it so we'll just see I'm curious and optimistic on the on the data thank you thank you Miss juvenile go ahead Miss Morgan great questions I really appreciate that I was kind of thinking that as well but you've articulated it way better than I would have so I appreciate that as well as Miss Langford Fleming especially with the love to read I

128have some split differences with my own children just like you with that so I understand that so and Mr persons and Misty Minelli you know obviously with the hurricane that's that's a big thing too I mean I'm not and I'm would presume anyone the district is not satisfied where we're at but obviously we did have a lot of things going on this year in regards to that a question I have I don't know if this is something that is a reasonable Quest to ask but is there a way readily accessible to get the data that shows because we have three fast testing periods the fall winter and spring is there a way for our district as a whole to see what the proficient proficiency percentages between fall winter and spring are the reason I ask

129that I'm wondering if you know for example after you know we had a catastrophic storm if it stayed stagnant if there were not me or if it went down or just out of curiosity I don't know if that's a reasonable request or not I think it is it's very easily attainable for us we could certainly give you the proficiencies and the tested subjects by each one of those results there it will not be as readily available for things like and of course examine Next Generation Sunshine standards because that's not the way they're tested they're so they're seen as culinary exams are culminating exams I should say culminating exams but in the in the in the fast areas we could provide that and I've also made the note I know Joy has as well for individual

130High School data thank you yeah just as I said I know there's there's many causes and that one attribute it just to one thing but I'm curious just to see for historical analysis what that looks like so any other board members have any questions or comments anything else Dr veneer nothing for me other than just to add that this is all part of Dr Savage's and he's we have work coming forward in August as we look towards our strategic plan you did a very good job revising it looking at particular goals now the particular objectives that you want us to work on we are been hard at work writing smart goals for those areas not only in the academic Services portion but in the operational side as well we look forward to bringing those draft

132items we had before attorney Dupree Bruno can you address public comment please we have no public comment Mr chairman okay seeing nobody else in the audience I think we are free to move on at this point to good of the order and board comments I will start how about with Miss Morgan we'll start from that end today say today I have a lot thank the communications and engagement team with their back to school rush I saw the numbers there of people who came and got inoculations and various tests I thought that was a terrific idea I hope we continue to do it maybe word of mouth will will help us next you know it will help us grow the program over time advisory meetings so I looked at Finance advisory meetings from August of last

133year to date here are my observations in General Zoom is not working the sound quality is so poor I had trouble up until maybe the last couple of meetings even hearing what people were saying in this who were speaking in the zoom so you really as a matter of providing information to people it's not working the speakers can't see one another the zoom people can see one another but they can't see the people in the meeting and the comment was made several times the zoom participants are less likely to speak and sessions are more easily dominated by several speakers so you know I've been on now so I've watched one committee and I've sat on another committee and I think these are valid comments that we need to consider as we move forward about our

134board advisory committees I have a suggestion and I guess what I'm saying is for the board chair we need to think I'm suggesting that we do this as a workshop come up with some new ideas for the advisory committees and for one I would like to see an advisory committee survey in May because we don't ask we ask people to serve and then we don't ask them how they felt about their service and we've already gotten an email from one person who said he's not satisfied and he's not reapplying well that's unfortunate we could have had that input a year ago and maybe started to address some things so I think and I think we need to update the protocol and I think this may be coming forward I may have seen it in in

135other meeting agendas we need to update the protocol to specifically the address the role and responsibility of board member Liaisons so that we make certain that meetings are covered and things are reported out I watched the fsba Friday webinar and I sent you all a link talking about the new principle and AP standards I thought it was a fantastic presentation on what we should be expecting in terms of how our principal what our expectations are for principles and APS how we evaluate them how we hold them accountable I was not aware but this ties into something that Dr Bernier was talking about in his comments on the on the student performance there are new standards for literacy plan in districts I guess in the new state statutes whatever so it's a there's a literacy plan

136for all teachers not just those teaching teaching English and language arts so that's something else we should be looking at future makers so I'm sitting in on three future makers groups and I've been a part of future makers since it started and it started and it's sputtered and sputtered and frankly it died during covet it has reactivated the College and Career one is going really well it's it's where they need to be starting and we have I should have made reference to who's sitting Kelly thawley is on that but we have other staffers sitting on that but they're they're basically looking at their first project so collaboratory is encouraging us to focus within future makers on a project per year so their project is really taking a look at all of the College and Career

137Fairs that everybody's doing Career Source is doing one the rotaries are doing them J.A is doing them South Fort Myers High School is doing one just for their students and so the goal is to figure out without burning out the business Community how do we collaborate as a group of people who are interested in introducing kids to careers in Lee County how do we break this up so that businesses have an opportunity to meet and present to students who are of interest to them students can meet with appropriate people we talked about doing it by Zone we talked about other things but I think they have a viable plan a process and a plan to to do something that will help us with respect to career and college education for our and they're talking about

138middle school and high school and I think that's really important so that's that's my report on that grade level reading grade level reading is at the Starting Gate but essentially what they have agreed to focus on for this year is to identify one school in the district second grade recruiting volunteers and vetting volunteers books and curricula to read and tutor students in school starting third quarter so the case was made by the data that Dr Savage presented the case was made that we've really got to focus on second grade so that's what they're talking about doing the Early Childhood has not met yet I am eager to see what they are doing I was unaware until I talked to Kelly Kaylee is it Lawrence now I think Lawrence anyway I was unaware of that we

139have got a grant that will help us boost pay for Early Childhood people the problem is I have said repeatedly at the table and to some of our delegation we have a very costly process for people to get into Early Childhood they have to take a series of certifications it costs them up 400 and up to get those certifications they make minimum wage the state won't recognize the fact that this is an important job so they won't underwrite that those certifications so apparently we've gotten a grant for that for three years and so one of the things that I think we as a board need to focus on long term I won't be here but at the end of three years if this works how do we get the state to buy into picking this

140up let's see do I have any other notes no that's I oh and I'm looking forward to scheduling the internal auditor discussion which I believe Mr juvenile brought up what are other districts doing I think we need to have a serious conversation about our internal auditor situation so those are those are my comments thank you thank you Miss Morgan Miss Langford Fleming I don't have any right now Mr persons I'll save mine for later okay Ms juvenile I have a few so thank you Miss Morgan so on that note regarding the advisory committees this was something that I had wrote down that someone mentioned to me what about giving and because we have we haven't had a lot of participation and then also continued participation we're changing it now where they if they miss they

141only can they only can miss two meetings Now versus three so what about I know it's I don't know how costly this would be I think it falls back on the school but how about giving those people that are on these advisory committees an athletic pass like two an incentive to to show the fruits of their labor so they like for example Fort Myers is going to have a new Turf and a new track right so why not some of those people that I mean the track is all being paid for by I believe our sales tax I mean but why I mean don't limit it to you know just Finance or whatever but they get two passes a year and that you know and that encouraged them to participate be involved in our community

142as well as you know they get a little incentive for for volunteering because I mean let's just face it some of those meetings they could last a while and if they're every month and some of them like to go through the summer they're serious but I am concerned over there was a couple that participation was very slim so that is something that I thought you know it would it would also it kind of boosts Community involvement they would be able to go out there and see like I said the fruits of their labor and in the schools because not everybody else in a game and they may go to the basketball game they may go to a baseball game but and it may go to one or two football games I don't know how how

143the attendance would be but they would have that opportunity in that encouragement that so that was something I had on my notes y'all can think about it I that it was really for the superintendent and I was going to mention on 101 but you brought it up so I thought it's a good conversation to have one of the things that I also had on my notes was oh the heat I've actually sent an email to the superintendent and Mr Romero is regarding the heat but some schools don't allow shorts so they have to wear pants and some of these students have to walk home and right now the heat index you know one of the things and I said it to everybody on the board as well the word was should and I where'd it

144go because I pulled it back up but I sent it to y'all about it should wear lightweight clothing well pants are not our jeans are not lightweight and pants are not lightweight always and I don't know if we could allow because some high schools don't allow shorts at all so I don't know if we could allow this lightweight clothing temporarily while the temperatures are high and it's something to have a conversation but I think it's I think we want to be really careful you know we're I'm very concerned over the football practices right now I'm like on edge making sure that they get water every 10 minutes I'm like seriously every 10 minutes but I mean that's what it requires by the guidance here so I wanted to bring that up just for awareness and

145to have maybe a conversation about that and I thought this was a better opportunity than this evening and one okay so and then the unfinished table this was pulled and I don't know why it was pulled or we wouldn't wait till our advisory is item one in the unfinished business the it was tabled and pulled again so are we not gonna we're gonna wait until we have our next meeting why was it poll do we know Mr persons if I may respond the main reason is one we want to vote where we're going to have that position and then we would be nominating two people and I think without the board all being here I think that would okay because I didn't I just didn't I saw pulled him like I'm like so I didn't

146that was the reasoning thank you okay and then the other thing real quick this is actually for the suit through the with the superintendent the H5 that I brought up on the 26th or yeah I think yeah the 26th regarding the four schools that receive that service none of those schools are in the East Zone and do we have services like this for the e-zone any schools in the East Zone because I was concerned over the Bia the bi service that was being offered and the Ida Grant and why it's not being offered in the East Zone which is like our most vulnerable zone right now you know as to the specifics items around the idea Grant we're asked to feedback on how those particular foresights were collected and selected I will be happy to

147do the research to find out if similar services in the East they don't have that information right at the top of my fingertips all right thank you because the four schools that you mentioned weren't technically in the East Zone I guess James Stevens is borderline so that's good but I was concerned and I think that is all my notes I brought up the shorts option oh you know what I forgot to ask earlier and about the maybe this could be through for the attend the attorney charter schools did they have to have that challenge form did they have to comply with that I don't think that was discussed and I thought it would be just for conversation's sake that we hear if they have to have some the law does it require them to do

148that Charter Schools do have to comply with 1069. thank you that's what I was wondering and then I think that's it other than Mr fifth sure Fisher brought up the conversation to have we're gonna have a I know start starting bargaining bargaining soon we're going to have an a closed session on that but I just thought I'd bring this up and instead of doing it tonight because it's something I read so Collier County pays their teachers 50k and Charlotte Kelly pays their teachers 54k and we're at 47.5 yet our budget is far greater and I know people are going to say the milligans and stuff like that but I mean we have to do better in paying teachers I was floored to find out that Charlotte County was 54k and I had teachers contact me

149saying they wanted they want to go to Charlotte County it's worth the drive for them so I'm concerned so I'm just bringing that up publicly because I think it's important that you know that was the only reason why I I was accused of being micromanaging for the market rate increase but it's because I'm concerned over teachers and the teachers are the ones that's in the ground zero they're the ones doing the data day working in the trenches with our students and bottom line they're the ones with our students and we just have to do better and that's all I have thank you Mr chair if I may on the dress code issue I did the research because we at one point we had in one other High School thinking about not allowing shorts they have

150since walked that policy back that leaves us with one we will certainly work with that particular high school I guess it's been a long-standing policy at that particular high school and I will have my Deputy superintendent and the executive director for high schools certainly work with them this coming Wednesday I present before our head coaches all of our fall coaches will be in this Auditorium you're all welcome to come if you desire I know it's not your responsibility to be here at 6 pm on a Wednesday night but if you would like to be here the fall coaches the athletic directors the other individuals responsible for probably the most difficult season Fall Spring's not great but there's a different type of events in in the spring the track tends to be a few less layers
