Good evening. It is 6 o'clock. I am calling to order the regular board meeting of Tuesday, se December 2nd. Mrs. Schult, may we please get a roll call? >> Yes. Joanne Rue >> here. Carol Fox >> here. >> Brian Nichols >> here. >> Megan Miller >> present. Tom Henkins >> here. >> Amy Levy >> here. >> And Tia Johnson >> here. >> All members are present. >> Thank you. May I get an approval of the agenda with removal of item two as those were not printed in time for tonight's meeting? >> So move >> second >> motion by Brian Nichols, seconded by Carol Fox. Any discussion? U Mrs. Levy, >> thank you. Um on November 18th, a board member made a request for an agenda item to take formal action on Dr. or Airheart's contract.
And according to policy 171.2, any board member, citizen, or staff member wishing to place an item on the agenda should contact the superintendent or board president at least 7 days prior to the meeting with their request. Since that occurred, I'm not sure why that policy wasn't followed and why that agenda item doesn't appear on this evening's agenda. as I have responded to that board member, there is no action being taken on the contract and it's just because somebody requests a an agenda item, it is the uh chairperson's authority to approve or deny those. Thank you. Just very quickly, um, while I totally agree that that that should be the process and it should be captured in policy, as we both well know, um, that did not move forward when that action took place. Um, and
there are plenty of items that are on the agenda for discussion. So, the fact that you believe no action is taking place doesn't mean, in my opinion, that it shouldn't be on the agenda because we do have discussion items on the agenda. So, just want to go on record as saying I'm very disappointed that a board member made a request for an agenda item and it is not on the agenda. Thank you. >> Well, as you will see, it will be on the next agendum as this board member has already been informed. Thank you. >> Thank you so much. >> Any other discussion? Hearing none. All in favor? >> I >> Any oppose? Motion carries. [sighs] Tonight we have the honor of having Dr. Liam Milot from Converse Elementary representing the Converse Cougars as well
as having uh Mrs. Ms. Harmony Shepard, social worker at Robinson Elementary, representing the Converse Cougars. Tonight is our first official cross town what? Robinson. Robinson Cougars. We've got the Robinson Cougars and the Converse Cougars. First cross town pledge of allegiance together. Awesome. Come on up, everyone. So, Are you ready? I pledge alce to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Nice job. >> Thank you everyone for that wonderful pledge of allegiance. Good evening and thank you for being here tonight. We appreciate your continued interest and support of the school district of Bo. For my president's report tonight. First, I would like to start with um a response. At our last meeting, there was a
public comment expressing concern about the safety of buses used by the school district of Boe and our involvement in a joint grant grant opportunity that fell through. In early 2024, the school district of boy partnered with Durham School Services and Highland Electric Fleets to apply for an EPA funded electric school bus program. Their joint application was approved in May of 2024. However, in November of 2024, Durham School Services ended its partnership with Highland Electric Fleets due to program challenges. Highland then asked the school district of Bo to withdraw as well so the awarded funding could be reassigned to another district. At this time, taking on the additional costs of purchasing buses and installing infrastructure for a districtowned fleet wouldn't be financially feasible for us. District administrators reached out to our current transportation provider regarding the
busing concern. Buses are inspected yearly with all buses in use passing inspection. District staff that were on the trip in question report that there was ample heat on the bus. Parents and community members that have busing concerns are encouraged to reach out to the district office. Tomorrow, CISA 1 and WBO will host a workshop focused on declining enrollment. Finance Director Stephanie Elwood, staff members and I will be attending. We look forward to sharing key insights and takeaway at an upcoming meeting. District administrators and board members have been invited to the boy NAACP annual freedom fund banquet. We are honored to participate in this important community event on Friday, December 4th. Thank you to the NAACP Education Committee Chair Tracy Presley and Superintendent Administrative Assistant Donna Douly for helping us with communicating and arranging this for
us. I would also like to extend a heartfelt thank you to Mrs. Ross and her kindergarten class at Robinson Elementary. At her invitation, I spent the morning of November 24th with her class. The kindergarteners greeted me with kindness and enthusiasm, and I appreciated the chance to sit alongside them crisscross on the carpet during shapes and numbers to learn from their perspective. During my visit, I witnessed a smoothly conducted fire drill, students energetically engaged in learning and communicating, and staff readily supporting one another. Experiences like this help board members deepen our understanding of the district's strengths while also recognizing the daily challenges our staff navigate. Above all, they reinforce our shared commitment to providing the best possible educational experience for every student. It is always uplifting to see students take pride in their accomplishments. Whether that's
mastering three-dimensional shapes or overcome overcoming more advanced challenges, every learner is at a different point in their journey and it's important that we celebrate growth at every stage. I hope opportunities for extended time in classrooms continue to be available to board members and cabinet members so we can stay closely connected to the lived experiences within our schools. Once again, thank you to Mrs. Ross and her wonderful kindergarteners for the warm invitation. Additionally, Mr. Michaels at Floyd Memorial High School has invited board members to serve as culinary guest judges. Throughout the year, our culinary and hospitality students create and present dishes to a variety of guest judges. And this will be a wonderful opportunity for us to exper experience their talent firsthand. As Mr. Michaels shared, "Adding guest judges really makes our students shine and creates
a lasting experience for them. We look forward to meeting the students and indulging in their culinary creations. Lastly, today is National Special Education Day. We want to express our deep appreciation for all special education teachers, paraprofessionals, and service providers. The care, expertise, and individualized support they provide not only change the lives of our special education students, but strengthen our district as a whole. Please join us in thanking them for their commitment and dedication. This concludes the president's report. Thank you. Our next item is recognition of Robinson Elementary School food drive. Miss Harmony or Miss Shepard, I'm sorry. [laughter] And and students, the Yeah, you guys can go you can go to the podium and if you if you hit the button to turn on the microphone. The board and district would like to recognize Harmony
Shepard, MSWAS, APSW, social school social worker at Robinson Elementary, and students who have helped with the food drive and meal preparation kit at Robinson for Robinson Cougar families in need. Attached to our agenda is a um pamphlet of their uh Robinson Cougar family food drive and what they have done. And I visited the school and happened to step into Miss uh Shephard's uh office and was really surprised to find all the work that these students were doing. Uh Miss Harmony Shepard, would you mind introducing the students and telling us a little bit about your efforts? Uh so today with me I have fifth grader Izzy Vireola Hatch. I have fourth grader Forever Ellison. And I also have fifth grader Katana Bridges. Um we were trying to figure out what to do for our families when
they we identified the food insecurity that was coming into November with the SNAP benefits being cut and our families being directly affected. Um so we quick got to looking and figuring out what we could do. Um, the meal kit idea came from one of our special education teachers, Miss Anaco. And then, um, I kind of took it and ran and typed it all up and passed it out and seemed buyin we could get. And we received over 70 meal kits from the community, from our families, and then also from not only these three ladies, but a couple other students who couldn't make it tonight as well, just kind of helping me out when they get the chance to, and they're always like, "Let me know what I can do. What can I help you with?"
So, um, these three girls have been a huge support for myself and my role, but also making sure that their friends and their families are taken care of as well. >> Thank you so much, [applause] >> Miss Shepard. Is there anything we can do to help you and Izzy, Tanya, and Forever in in your efforts to do this? Is there something that we can do? >> Um, I think the biggest thing is our community can lean to us as a school. Um, we have things available. We have clothes, we have supplies, we have hygiene necessities. Um, and a lot of our schools and families in the community don't know that. Um, so the more we can get out there, you know, meet and greet and actually, you know, we had a drive up system. We
had families driving up and we put the meals in the cars. Um, creating those face toface moments creates that community and it builds those bridges. And ultimately, it's about leaning to each other and knowing that our community is here for not only our students, but each other as families. And we expected maybe 40 meal kits, but to get 70 was a pretty big deal for us and we were very excited. So, if anybody's, you know, interested or willing, please take the sheets with you. Um there's a little sheet with ingredients and the meals already with a recipe that we put in the bags. So, the families are going home with meals ready to go to prepare um that don't take long to prepare. Don't have a lot of ingredients. Um but they are really good.
They worked really well and we got such positive feedback from our family. So, if anybody is interested, please feel free to donate some meal kits to us and um go through the recipes and ingredients and kind of pick your favorite ones. Thank you so much >> again during this time of holiday spirit and everything. Thank you you for being such a wonderful representation of the school district of bo. This really means a lot. Thank you. >> Thank you for inviting us. It means a lot to myself to bring students with me that don't always get recognized for their supports they offer to me in what I do cuz sometimes social workers are behind the scenes. So thank you for inviting them today as well. Well, I I will say I remember when I stopped in
your office and we talked about um what to be appreciative of and how much we have and we talked about what others may have and may not have and it was just really really um you guys really deserve this and so much more. Thank you. >> Thank you so much. [applause] Okay, watch the board. >> Next, we have reports. Oh, I'm sorry. Next, we have public comments. Mrs. Schul, do we have any public comments tonight? >> Um, I only have public comment in the room from one um which is Megan and Amy is um yielding her three minutes. >> Okay. Members of the public are welcome to attend all open meetings of the board of education. Individuals attending board meetings are expected to conduct themselves in a respectful and courteous manner that models appropriate behavior
for our students. Individuals wishing to comment are expected to comply with the norms found on the back of your com comments cards in board policy 187 public participation at board meetings. We ask that each of you contribute to maintaining a respectful and orderly meeting and prevent discussion discussing confidential matters in a public forum by following these norms for public comments during board meetings. Thank you for your participation and courtesy. Uh Miss Megan Miller, >> thank you so much. Um, I'm here this evening because I have some concerns about our lack of transparency as a board and violations of public trust. Um, I am a board member. I'm also a mom of three uh daughters who attend the school district of Voy public schools. Um, and so it really matters a lot to me how we
conduct board and district business. Um, policies 150 and 161 protect the democratic voice of the community to drive the vision of what we want for public education. um they say essentially that conducting board business has to occur as a full elected board and cannot be conducted with one member. Um I also have a concern that there was a violation of open meetings law which is taking board action with a quorum of the board via email. So this is in regards to the contract that we have with our board consultant. Um, the entire experience has been a bit has been confusing to me. So, I'm just going to give a little context. On October 15th, 2024, there was an agenda item called board consultant. There had not been any previous discussion of this um coming forward.
Um, we were asked at that meeting and it passed 4 to 3 to approve a contract that we didn't see. Um if you go to the 3 hours and 8 minutes in, you'll hear board members discussing that this is at no cost to the district. The contract itself delineates that there is a cost to the district. Uh we do compensate mileage for our board consultant who according to his contract makes on-site visits at at least twice a week. Um the taxpayers provide this consultant an office and access to our buildings and you know our children. [snorts] Um as well as staff time and resources. Um article two of his contract as I mentioned delineates that he's here twice a week on site and that this cancellation of any of the contract at all. It has
to be initiated with written advanced notice. Article 8 in his contract is that an agreement may be modified. The agreement between the board and the consultant may be modified or amended by written instrument executed by both parties. The board and Dr. uh our board consultant. So where this becomes confusing and where I believe that this requires some public scrutiny is that on November 17th uh the board members and our director of HR and our board consultant received an an email from a board member. the board member acknowledged um that I assume an email, but I don't know because it was just an attached word document. A memo had been received by this person. Um it described the board consultant asking to pause services. Uh there was language along the lines of like to a limited
extent. um and mentioned that it would not be occurring, you know, on campus, which all of that is reasonable, but you know, any modification to the contract has to be taken by both parties and executed by both parties, which would be a board action. Um, we were made aware of this. I guess this was dated uh November 8th. It was asked to go into effect November 10th. We heard about it November 17th. And the language in the email that was sent by the board member uh was to the tune of, you know, essentially accepting this pause with no further action. So then on November 20th, I sent an email invoking policy 171.2 just requesting that we bring this to the full board to take action just to correct that oversight. Things happen. Um I received
a response uh no response and then I received a response um yesterday December 1st um saying that there should not be any board action necessary because there was just a pause in in voluntary services but these services aren't voluntary. They are contracted services between um the board consultant and the board. [snorts] um the pause or change has to come through board action and there is no language in the contract about pausing uh services and so uh later than today we received maybe the I can't remember it was just me or the full board received an email from Dr. Hort that was forwarded by another board member sort of walking back the statement from the initial memo saying that all the services were still happening but they were happening remotely which is actually still a violation
of the contract under article two of the contract. Um I repeated my request if we could just you know pop something on the agenda. Uh I did not receive a response I did receive responses to emails but not a response to that question about whether or not the contract would come to the full board. Um, and so that's why I wanted to bring this to the to the public uh just to promote transparency. I think that we owe it to our community um to to transact board business in an open, ethical, and above board manner like it says in policy 165 number two. So uh that concludes my public comment and my hope is that we can write our ship and you know conduct ourselves better going forward. Thank you very much. >> Mr. Chop.
Are there any other emailed comments or any other public comments? >> No, that was all I had. >> Thank you. Our next agenda item is the superintendent report. Dr. Wayne Anderson. >> Good evening everyone. Well, since our last meeting, what I have tried to do in relations to the three goals that were set u to me by the board is one dealt with staffing which look staffing, recruitment, retention, staffing plan, restructuring. U second one dealt with finances and uh the referendum and a third is community uh I'll call it community involvement. Since that time, what I've done is I have been I have gotten all of our to look at our staffing. I have got the staffing of each of the buildings. So now to know what classes are um how many sections of each
grade level in the elementary schools, how many students are each of those sections, and also so I can start taking a look at are we using all of our spaces effectively. Um I try to be in u two or three buildings every day. I start my day at uh in elementary school greeting kids in the morning and then I usually try to attend one or two other buildings. So right now I think I've been in all the buildings um probably at least twice. Uh it gives me an opportunity to talk to the students to talk to the staff to talk to the building administration and also to see how the rooms are being utilized and you know what concerns staff might have going on in their buildings. I've also tried to reach out to uh
individuals and at this point I've conducted a little over 30 uh individual meetings with community members and staff. Um today I was attended the Rotary meeting. Um, I'm attending the civic center meeting on Thursday and next week I'm speaking at the civics academy um next Wednesday to try to listen to what individuals have to say about the district and also to give them uh to answer questions in dealing with the referendum. Uh we had talked about that at one of our earlier meetings. What I'm trying to do is by the next meeting come up with what I think might be a possible uh referendum going forward uh bringing proposals. One of the discussions was whether or not we would have a referendum in April. If so, what would that referendum look like? Uh or if
we would be better served to wait till November. Um the board has already thought that they should go in April. If so, I will bring a recommendation of what I call a targeted referendum. And the target referendum simply means that we would lay out um definitively the things that we needed in the referendum with the costs associated with each item. Add that up for a total cost. Um and then the tax impact. So we could tell people if a referendum passes here are the things the money will be used to purchase. Uh and here's the tax impact and also a corresponding list that if the referendum were to fail, what would we have to do to balance our budget? So, so far um I think all of those meetings have been productive and um I
look forward to another productive two weeks before winter break. >> Thank you, Dr. Anderson. Next, we have policy and HR committee meeting. Chair Brian Nichols. >> Thank you, Board President Johnson. Uh yes, we met we met yesterday afternoon and Dr. Anderson brought us a couple uh very interesting discussions that were on the agenda uh posting executive director of teacher learning teaching learning and equity position and then the other one was discussion on the assistant principal steam position at Pruzen Middle School. We had a very good discussion with all members participating uh questions asked uh feedback and uh just stay tuned. There's going to be more information available at our next policy committee meeting on the 15th and uh probably for the board on the 16th. And then uh we also approved exhibit A and B
which is on the consent agenda for tonight. And that was it. Thank you. >> Thank you Mr. Nichols. Next we have business and operation business operations and finance committee chair Tom Henkins. >> Thank you board president. Uh we had a nice fruitful discussion tonight on a couple of big items. The uh sale of our real property being McNeel right and well the rental of business op center next door to us. Um we may want to do some maneuvering with that and we'll be re uh we'll be having another close session meeting on on those um items. We also had a nice discussion on the referendum uh and I think Dr. Anderson has just told us, you know, whether we go from April to November, the ask when we do this, we know we have to
have those numbers in by or the ask would have to be in by Stephanie. What was it? January 21, I believe to this to for referendum question >> 27. January 27th. >> 27th. So anyways, Dr. Dr. Anderson is doing his utmost to get those numbers in line. I know I know personally he's working with building principles to see what we actually do need to fill our buildings with the proper amount of personnel. And uh so it was a very a very good discussion and that's the end of my report. Thank you. >> Thank you Mr. Henkins. Our first discussion item tonight is the naming of the Blit Me Memorial High School Stadium. Retire employee Carrie McCann has requested that the board consider naming the Blit Me Memorial Stadium stadium after longtime coach John Hineki. His
suggested naming is Jacobson Field at the John Hineki Stadium. Attached is the correspondence from Mr. Secretary McCann with his request and John Heiniki's accomplishments. A naming committee would need to be formed in order to consider and study this request. Mr. Terry McCann, would you like to add some words? And I I do have your email here if you would if you prefer somebody else read, but I'd like to hear it from you. Thank you. >> Thank you, President Johnson. Excuse me. I had the privilege and honor to working with Mr. Haniki the last few years of his uh teaching career at Baltimore High School and John was uh a f ed fed teacher and head football coach for 33 years here for the school system of bo at the high school. During his 33 years
his record was 172 wins 133 losses and four ties. He won seven Big Eight championships and was Big Eight Coach of the year, eight different occasions. He has been inducted into the Wisconsin Football Coaches Hall of Fame. He also has been inducted into the bullet historical society hall of fame and this December he is going to be inducted into the Bullet Memorial High School Sports Hall of Fame as well. John was a multiport athlete from Wisconsin Dells High School. He was an honor student. He went to University of Wisconsin Madison where he graduate honors including being an all-American academically at Madison which he cherishes that honor being an all all-American academic winner. In 1958, after earning football letters and sportsmanship distinctions, he served in US Army captain from 1958 to 1960, excelling as a player
coach and leading teams to serve to service championships before becoming a distinguished high school coaching career. first at Molen High School, then at Manwalk Lincoln High School, and ultimately here at Bulletmore High School, where John's football teams participated in the WIAA playoffs 11 of his final 12 years. Beyond football, he contributed to multi-ports, offici officiated high school basketball for 30 years, including officiating eight state basketball tournaments at the fieldhouse in Madison. I hope that you move this agenda item forward to the naming committee. I think John, he deserves it. Uh all he's done both as a coach, as a teacher for the district. Um, I'm recommending that we keep the name Jacobson because, as you know, Coach Jacobson was not only the head football coach, he was also the head basketball coach. And as we
learned two weeks ago at the Giant Watts ceremony, he was also Johnny Watts's basketball coach back in the 1930s. So, he he he did multitasking of head coach in both football and basketball. So, we want I want to suggest strongly that we keep the name Jacobson. Uh, we don't want to disrespect Coach Jacobson in any way. So we could call it Jacobson Field at the John Haniki Stadium. Thank you very much in advance for your cooperation and we look forward to this action. I kind of feel like as if it's the NFL draft and right now you're on the clock. Thank you. >> Thank you, Mr. McCann. for procedures for naming the schools and parts of schools. The board um policy is 950 rule one. Any suggestion for naming a facility or part of a
facil facility must be submitted in writing to the board of education which Mr. McCann did on Monday, November 17th. The board of education may appoint a special committee to review the suggestion and make a recommendation to the business operations and finance committee of the board to accept or reject the suggestion. there. Um the the this policy 950 rule one goes over um who should be on the committee and I would entertain a recommendation that a committee be formed or a recommendation on how the board would like to proceed. >> So moved with the forming of a naming committee. Second >> motion by Mrs. Amy Levy to move forward with the creation of a naming committee. Seconded by Tom Henkins. Any discussion? Miss Miller. Thank you. Um, this is awesome. I just wanted to throw out
there that I think we should make uh maybe an attempt to reach out to I don't know if like Carol Jacobson or somebody from the Jacobson family if they wanted to be involved. I think that would I really appreciate your email. I think that would really um just add some meaning and you know gravity to the gesture and it would be like a nice joint thing. So, I don't know that I can't speak for for Carol or any of their family, but I think it would be cool to reach out to them. Um I'm not sure who would be doing that communication. Um, it's been a minute since we've had one of these committees. Happy to help, but I just wanted to include that in discussion. Thanks. >> Thank you. Any other discussion? >> Uh,
just one board president. I'd be happy to undertake part of this as as finance chair. Um, and Terry, you know, as we look forward, we as we shape this perhaps as Johnny Watt's court. Uh, You know, we could talk about this in closed or, you know, as we shape this thing, but Jacobson Field at John Hinei Field perhaps or, you know, if you're stuck on what the other, you know, it's just a matter of verbiage, but I do appreciate what you're saying and I know John really deserves all the recognition he has gotten and since he is still with us, it really makes a big deal. Thank you. Any other discussion? >> Um, just I don't I don't I mean how do you determine who's on the committee and those kinds of things? If if
it goes back to the business and finance committee, then they create the the committee from there. Is that how it works? Yes. And what will what I would recommend to uh chair Henkins is that at his next meeting or before his next meeting he send an email to the board asking for recommendations the board and uh Dr. Wayne Anderson for recommendations for names of of people that we think should be on this committee. Then they go through an approval process at that committee level. Any other questions or discussion? Y Mrs. Levy, >> I think it would be appropriate to some extent to extend that offer to the community as well and find out what community members are interested in serving on the committee and then the committee can of course follow policy to handle the
selection. Thank you. >> Thank you. Um Mr. Henkins, if you don't mind, then um perhaps you can work with um one of the staff members on getting a communication out to the public. Oh, definitely. I want the the community involved. This this is a community-owned stadium and uh yes. Um I'm not sure what's in policy. Maybe there is, you know, on this committee. Is there room for that or it'll happen either way? But thank you. >> Well, if so, it's policy 950 rule one. The board of education may appoint a special committee to review the suggestion and make recommendations to the business and operations and finance committee of the board to accept or reject a suggestion. So, so unfortunately this is one of these things with um sometimes policy wording is a little bit um
so we are appointing a special committee to review to make a recommendation to your committee. So it seems odd to me. It seems like shouldn't that be if it's your committee that's doing this that this is a subcommittee of it's your responsibility to um take lead of that. Um Dr. Anderson, do you know how this has been handled? Is this normal to do it this way or >> I mean looking at your policy, the policy lays out the types of individuals who should be members of the committee. So I think what it is is you take a look at that. we can send it out to board members. What I would suggest is um Mr. Henkins and the committee that we work together, we get names that fit, we bring it back to the board
to make sure that you know if we've missed anything and if the board thinks that we've covered all the bases for that committee, uh then the board can take action to approve the committee and then we will task that committee with its assignment. And not to belver the point, but I do remember going through this with uh the Johnny Watts when I first got on board and uh there's several of us that were on and we asked community members. So yeah, we'll just kind of go at Go ahead, Megan or Tia. Megan. >> Awesome. >> Go ahead, Megan. >> I No, it's okay. No, Megan's fine. Um I just Yeah. No, this is great 100%. I think um because we have gone through this a few times and it's still a bit clunky. I mean,
maybe this is something the policy committee maybe wants to clean up. And Mr. Henkins, you would be a really good part of that conversation since you're about to take us through this. And so, um, that just just a suggestion because it can be a bit, um, murky to follow the logic and the policy the way that the rule is written right now. But this is all great. Thank you so much, um, Mr. Henkins for doing that. >> I just want to thank Mr. McCann for bringing this forward. It takes, you know, we all have an idea and we all sleep at night thinking about stuff like this. And thanks Terry for bringing this forward. It's a it's a wonderful observation and thank you for your due diligence. >> There is a motion and a second.
And seeing no further discussion, all in favor? >> I. >> Any oppose? Motion carries unanimously. Thank you, Mr. McCann. >> Next on the agenda is approval of the consent agenda. Typically, there is no separate discussion of the items unless a board member so requests in which event the item or items will be removed from the general order of business and considered in their normal sequence on the agenda. Are there any board members wishing to have any of these removed? >> Mrs. Levy, >> thank you. Yes. Items C and D. Any other board members? [sighs] I will entertain a motion for approval of consent agenda item B, the October 25th monthly financials. >> So move. >> Second. >> Motion by Amy Levy, seconded by Megan Miller. Any discussion? Hearing none. All in favor? I >> I
>> Any opposed? Motion carries unanimously. Approval of meeting minutes virtual special meeting November 21st, 2025. Mrs. Levy, >> I just need to abstain because I wasn't able to attend that meeting. >> Thank you. Any other discussion on this item? I move approval of the minutes of the November 21st virtual meeting. >> Second. >> Motion for appro approval by Carol Fox, seconded by Megan Miller. All in favor? >> I I >> I. >> Any oppose? Any abstaining? >> I'm abstaining. >> Motion carries with one abstension. Is there Oh, I'm sorry. Our next item, approval of minutes, November 18th, 2025. Mrs. Levy, >> thank you. I just have one correction. The November 18th minutes, stated that I voted to approve the minutes from the November 6th meeting. Um, I actually abstained from that vote because I had
to leave the meeting early due to a prior engagement. So, if we could just make that adjustment, I'd appreciate that. And again, that was the minutes from the November 6th meeting that are referenced um in the November 18th minutes. Thank you, >> Mrs. Schop. Did you get that? >> Okay. I would entertain a motion of the November 18th minutes as modifi as modified by um Mrs. Levy's indication. >> So moved. >> Second. >> I'm sorry. Who made the motion? >> Okay. Thank you. Motion by Amy Levy, seconded by Carol Fox. Any other discussion? Hearing none. All in favor? >> I. >> Any oppose? Motion carries unanimously. Our next item is human resources employee recommendations. Are there any open session questions for exhibit A or exhibit B? Mrs. Levy, >> thank you. Um, so just one
question. If someone could walk me through what the standard rate is for a substitute teacher, um, given our current financial state, I just I I have a difficult time approving $4704 per day for a substitute teacher. And I and I do identify this as a long-term position. Um, and I'm I'm also kind of challenged with the 26412 per day as well. So, if someone could explain to me what the standard rate is for a long-term sub position, um, and potentially give some context. Um, I and I appreciate the note that these are retirey rehires. Um, but give some context to how those rates differ from the standard rate for a substitute long-term position. That'd be great. Thank you, >> Dr. Anderson. >> I don't know that I can give you what the standard rate is,
but I can give you an explanation for why these rates are different. I contacted Miss Alundaras and I wanted to have that question because that question came up at the committee level and Miss Almond told me that the reason that these rates are what they are is that what the individuals were making when they retired from their teaching career and it must be the practice up to this point is to if you hired a teacher back to pay them at the rate in which they left. That's why the rates are um vastly different. I can tell you that that's not the that is not the practice in all districts. Some districts do have a set rate for coming back in as long-term, but uh at least for the information I have right now, that's not
the way that the school district has been making that decision. >> Thank you so much for that context. Um and I don't I I'm sure they deserve this amount. I just can't vote to support it given our current financial position and given the fact that as a board we decided to cap the limit on our dean positions. Um I just can't justify paying $4670 and $264 a day for a long-term sub. Thank you so much. >> Thank you, Mrs. Levy. Any other discussion? Ms. Ms. Miller. >> Yeah, sure. Hey. Um so, and maybe maybe I just missed this, but um Dr. Anderson, did you happen to get any information about like how long this has been the practice? Um, and if not, it's totally fine. I realize you can't [laughter] read Miss Alanderas's mind. >>
Yeah, Mrs. U since Miss Almond is not here this week. Um, I was just able to email to find out to answer the question. So, that's all the information I have at this time >> and I appreciate that. Thank you so much. Are there any close session questions on exhibit A or B? I would entertain a motion in regards to exhibit A and B if there is one that someone would like to make. >> Yeah, I move approval of exhibit A minus the two long-term substitute positions and also exhibit B. I'll second. >> The motion is to approve exhibit A minus the two long-term substitute teaching positions and exhibit B. Motion made by Amy Levy, seconded by Megan Miller. Any discussion? Hearing none. All in favor? Oh. Oh, I'm sorry, Mr. Henkins. >> Yes. So,
and I understand what Mrs. Levy and Mrs. Miller are coming at. So, what does that do? it takes us takes that off and then for further discussion and closed or wait till Mrs. Almond Derk comes back. >> Well, if I No, anyone can make any motion that they wish. I'm not able to support it. So, I couldn't include I chose not to include that in my motion, but if another board member wants to pick up those two positions, they are before us for this evening and I'm sure everyone is prepared and ready to move forward however they believe is appropriate. So we can have more than one motion on the recommendations, >> but the motion is to take those two out of this motion, right? >> For this motion. Absolutely. >> Correct. >> Yep. >>
Okay. Thank you. >> Can I ask uh these people are already in place? >> Um they working as substitute teachers now. Do we know? >> I don't know that answer unfortunately. >> Well, they is it okay, Miss Johnson? >> Uh Miss Le Mrs. is leaving. >> Thank you so much. My apologies. Um, they do have an effective date, one for 11:21 and one for 11:24. So, if the documentation before us is accurate, it seems to me that this is already happening. They're just waiting for it to be approved by the board. >> There is a motion on the floor and a sec. Oh, go ahead. So before we had substitutes in these positions, do we know were these students being divided up into other classrooms? Was there other was it a classroom teacher that left?
Do we have that information or is this filling holes that have been here since the beginning of the school year? >> Dr. Anderson. >> Obviously, I wish I'd have been here longer so I'd have answers to these questions, but at this time, I don't know that. And I hate saying that I don't know. So, this is really hard for me. >> Welcome, Dr. Anderson. We here at the School District of encourage people to share the fact that they don't know something because we're all about learning and learning together. There is a motion and a second. If there's no other discussion, I will take a vote, please. All in favor? >> I I >> I >> Oh, those opposed. I Oh, I'm sorry. >> No. >> I wanted to ask could you Michelle, could you reread
the motion, please? >> Yes. I have move approval of employment recommendation exhibit A minus the two long-term substitute positions and exhibit B. >> I um I'm I'm sorry I did not catch all of the eyes. Mrs. Schop, did you get get all the eyes? Who? >> I I did not. If there was somebody that did not I I did not catch that. >> Okay. Can we just have a roll call, please? >> Sure. >> Thank you. [laughter] [snorts] >> Amy Levy. I >> Tom Henkins. >> I >> Brian Nichols. >> I. >> Megan Miller. >> I Carol Fox. >> No. >> Joanne Rue. I and Tia Johnson. >> I >> motion carried six to one. >> Thank you. >> Is there any other discussion before we move on to the next agenda item? >> Can
I make another motion? >> Yes. >> I think we need to leave those substitutes in place at the rate that they are being paid until other arrangements can be made. >> Second. Um, Mrs. Fox, just for for clarity, um, you said I think. Is that to be interpreted as a motion? >> Yes, that's a motion. >> Okay. Thank you. [laughter] Don't want to make any assumptions or put any words in anyone's um um mouth for them. So your motion was to move approval to keep those two positions at the rate they are until further discussion and that was seconded by Joanne Rue. >> So before we take a vote, I just have one question. Does that mean that depending on this if if the motion passes or fails, if it passes that you would like
us to renegotiate those daily rates? I just wanted to know that if it passes, what the expectation is? >> Um, I would think yeah, we need to look at renegotiating or we need to look at how we determine the rates for long-term substitutes um for everybody, I guess. But um I I would hate to see us leave those vacant at this point and um they've been apparently working and that has was the expectation. So I don't think we should be just dropping dropping it until other things can be worked out. >> Any other discussion on the motion? Mrs. Levy, >> I do have a question, but Miss Miller was first. I'm I'm fine with waiting. I'm I'm sorry. I saw your hand up first. Go ahead, please. Oh, >> please. >> I will be very
brief. Um I would be interested in knowing what legal obligations we have because most contracts with the district are pending board approval. And so sometimes people start and if they're not approved, then the the the agreement ends and they are paid for the service that they rendered and everyone goes their own way. If the board approves this tonight and then goes back and tries to negotiate their terms, I just don't think that's fair to the people involved because it has received approval by the board. And once we stamp that rate, I I can't in good conscience say, "Okay, now we want to go back and renegotiate with you." So, I I just wanted to be clear. I I can't support that at this time. Thank you, >> Miss Miller. >> Thanks. Um I I had
sort of a similar question um I think for Dr. Anderson. So like if if this weren't going to pass actually I you know either way I guess but let's say this this motion doesn't pass and these two positions aren't approved this evening. Would the administration what could you describe what the administration's next steps would be? Because I like I agree with Miss Fox. We need to keep classrooms staffed 100% same page. I think that the issue is not about staffing the classrooms. It's about some confusion about how those rates are determined and whether this is something we can afford at this time. So, Dr. Anderson, could you describe what your understanding is going forward? Like is that something where you would go back and say the board didn't approve this contract, we need to revisit
the rates and then if those those two people are amendable come back with a different rates or like could you talk us through that process, >> Dr. Anderson? >> Yes. So what would happen is yes, we would automatically tomorrow tell the two individuals that the rates that were brought to the board were not approved. Um so those individuals at that time um would probably go home. Uh we would then reach out and my well first I think we would have the discussion. We would fill the classroom just as if a person called in sick. So, we'd try to find, you know, a short-term sub until a long-term sub could be approved. Uh, during the discussion, we would find out a couple things. One, um, there's a long and short term. The long term is, does
the board want to set a basic rate for long-term substitute teachers? If so, we'd go that process. Um, a short term would be to determine, you know, do we already have an acceptable rate that we're paying people, would these individuals accept that rate? Um, and then try to fill it depending on what their answers were. So, if they were meanable to a different rate that seemed to be in line with what you have been approving in the past, we do that. And my guess is we would have to have a longer discussion going forward about do we want to have set rates so that as a person's being employed as a long or short-term sub here's the rates that the district is going to pay which is not uncommon for districts. >> May I ask
just a quick clarifying question Dr. Anderson? That was extremely helpful. Thank you so much for taking the time to describe that. I just wanted to clarify to make sure I understand. So like tomorrow if if these positions are not approved in in this next motion, the call would be like the board did not approve the rate. Um I heard you say there might be a discussion about whether they would accept the standard rate um for non-retired staff or you know whatever I'm sorry for whatever that is. Would that conversation occur before you know like would they have the opportunity I guess to say sure I'll take the other rate and then we would bring it back for the next meeting. I just wanted to clarify that one point >> first. We don't have a standard
rate. So what I meant is that if there's a rate of pay that you know has been approved by the board so that you know but I don't think there is a standard rate. So I guess what we do is take a look at what is the rates that the board has approved for long-term subs recently. You try to see if that amount would then you know if they would want to work for that amount. Um, and of course they would be able to say yes or no. My guess is after we told them tomorrow, um, we would have to tell them if they did say here's the rate, we'd pay probably a short-term sub rate until long-term sub rate could be worked out. >> Thank you so much for clarifying. Think that was very
helpful. Thank you, >> Brian Nichols. >> Thank you. Uh, well, a couple of things. Number one, I'm I'm [clears throat] a little disappointed that we don't appear to have a a uh a set a set rate for sub substitute teachers both retired and you know with experience and and not that that we need to that we need to look into. And then I guess do Dr. Anderson what what have you experienced in the past that places you've been in this type of situation if you don't mind? What I'm used to is that normally we have what I'll call a short-term rate which means a person is going to sub in a classroom for you know a period of time let's say for 10 days or less then there's usually a daily rate. If a person
is going to substitute for a period of time that's let's say over 10 days then there's usually a different um um rate that's applied that is you know it's much more than the daily rate you know for short-term sub because they're basically assuming the roles of that teacher for a longer time but they're rates that have been worked out in advance. So it's it you know it the years of experience that you bring back isn't so much the major factor. The factor is the length of time in which you're going to be running that classroom. And a short-term sub usually makes less per day than a longer term sub. And usually your breaking points about 10 days. >> Okay. Thank you. Thank you for that. That's good information to have. I just uh just want
to remind people of the fact that uh we have a a very serious substitute shortage and getting substitute teachers in place um has been extremely difficult. So if we do not put these pe if we put these people out and try to get other subs for them, we're more more than likely putting extra burdens on teachers in the in the schools. Um, we also talked about really trying to encourage our retirees to be involved in our school and to come back and to to help and to do these things and um to to not be recognizing that this is not going to be helpful with that um is something that needs to be said. So, um I I I just I would go back to I I would not want these people to not be
in place until um some other kinds of things can be worked on. >> Mr. Henkins, >> thank you very much, Board President. Um [sighs and gasps] yeah, this is a very good conversation. Uh it's it's not our fault. I don't think that we don't have this rate in place but we are here and uh to see the wide disparity between the two positions and I think most of us know Tim Vedra and what he's outstanding job he's done for the district. Um so I think it puts it in us in an unfair position to say we're not going to pay you that because whatever. I think we do have to get back to that standard basic uh whatever the the whatever the board sets it at, you know, rather than from 264 to 470 makes
no sense to me. I'm sure it's on time served or whatever, but we're in a very bad position. I agree with Mrs. Fox that we need people in there. We want to encourage our retired teachers to still work for us. Uh so we need to clean this mess up and uh do it diligently and with uh you know with with kit gloves to make sure we're not offending people. But we do have to keep our eye on the bottom line and I'm not sure what the answer will be. But uh maybe there's a way Dr. Anderson that we could keep them presently employed as they are. I guess as uh it's been noted because they're their start dates were prior to today. Um maybe there's a way we could keep them employed at at a
rate maybe keep at the same rate and subject to change though without just having them quit tomorrow. Well, one possibility would be um since you're looking at options would be to approve this rate but for a specific time period like for you know we approve this rate from the start date on the exhibit until I'm trying to think what the last day is of school in December before you go on break. Um but you know is that December 19th whatever that last day is. So you could pass it from now till December 19th to get those wages and then we would have that amount of time to bring back an option. So you'd be paying them at the rate that they thought they were going to get but they know it's for a short period
of time and that would give us a period of time to um come back with different options. I'd be very that's a very common sense approach to it and I'd be very amable to that. Thank you. >> Megan Miller >> just wanting to weigh in. Yeah, I like I had a similar concern that Mrs. Levy had. Um, I agree though as long as there's like clear upfront communication like tomorrow to say like so here's your options like the board is looking at changing this because you whatever um would but I think we still have to ask the question are you still interested of of subbing um at this rate guaranteed only for this period of time just because I want to make sure that we're fully respecting these people as employees and then I I
guess the only And I just need to pull up because I pulled the agenda down in a second. It doesn't say on here, does it? Um, how long the the long-term position? Yeah, that's I was going to ask and see if it might even be a moot point, but never mind. Okay. Yeah. No, I mean, none of none of these answers are ideal. I I agree though that this makes the most sense. Um, and I would be in support of that. >> I'm willing to amend the motion. And I have never done that before, but can I just amend the motion um that we leave these people in place until um till Christmas? I can't say that. Holiday break. What day? What's the date? December 19th. >> Through through Yeah. >> through December 19. >>
I'll second that if somebody hasn't already. >> Okay. So, the amendment is to add the timeline going through December 19th. Amendment by Carol Fox, seconded by Tom Henkins. Any discussion on the amendment? >> Miss Mrs. >> Mrs. Levy, >> Thank you so much. Just wanted to request for a roll call vote on the amendment and the main main motion, please. Thank you. >> And before you vote, what I would to alleviate some of Miss Miller's concerns is that depending on whatever this vote is, I will make it I will visit each of those individuals personally tomorrow morning and tell them what the decision was right away. >> I really appreciate that. Thank you so much, Dr. Anderson. If there is no other discussion, Mrs. Shopee, may we get a roll call on the amendment. Yes,
I'm just catching up. Sorry. The date was December 19th. >> Correct. And it was motioned by Carol Fox. And I'm sorry, who was the second? >> The amendment was Carol motioned by Carol Fox, seconded by Tom Henkins. >> Thank you. >> Okay, so um the roll call for the amendment. Uh Joan Ru >> I. >> Carol Fox >> I. >> Megan Miller >> I. >> Brian Nichols >> I. >> Tom Henkins >> I. >> Amy Levy. >> Nay. and Tia Johnson. >> Hi. >> That motion carried 6 to one. And now the main motion as approved. That um roll call would be Amy Levy. >> Oh, I'm sorry. Would you mind rereading the motion that we're voting on right now? >> Sure. So the motion now would be to move approval of the two substitute
employees um at their current rates. It was until other arrangements can be made, but would now say until um December 19th. So move approval of the two substitute employees at their current rate until November 19th. December, >> I'm sorry, December 19th. That's what I have typed. So Amy Levy, >> nay. >> Tom Henkins, >> I >> Brian Nicholls, >> hi. >> Megan Miller, >> I Carol Fox, >> I >> Joanne Rule, >> I and Tia Johnson. >> I motion carried six to one. >> Thank you, Mrs. Schul. Next on the agenda, we have executive session. A motion may be made and a vote taken to convene the board of education into close session pursuant to section 19.85 parent one parent F of the Wisconsin state statutes for the purpose of reviewing the expulsion orders of
the independent hearing officer. Is there a motion? >> So moved. Second >> motion by Carol Fox. Sec motion by Amy Levy. Seconded by Carol Fox. Mrs. Show. >> Yes. Megan Miller. >> I Carol Fox. >> I >> Joanne Rule. >> I Brian Nichols. >> I >> Tom Henkins. >> I. >> Amy Levy. >> I And Tia Johnson. >> I. Motion carried unanimously. >> The board of education is going into close session to review independent hearing officers expulsion orders and approval of close session meeting minutes. The board of education may reconvene to public session in order to take any action if necessary on items discussed in close session. Thank you. board members, don't forget to close out of your public session um browsers.
