Quakertown Area School District Board of Education Reorganization meeting to order at 6:01 p.m. Monday, April 27th. Uh first order of business is the Pledge of Allegiance. So, if you could please stand and say the pledge. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right. Next will be roll call, and can I have Aaron please do that? Ben? Here. Andrea? Here. Paul? Here. Taylor? Here. Marlow? Here. Kate? Here. Roseann? Here. All right. Next up on the agenda is the election of officers. Uh this will be the first item of business for the the election of officers for the 2026 to 2027 school year. This is a normal annual process for the school
boards following the election cycle. The board will elect the following officer positions: president, vice president, clerk, and treasurer. Any board member may nominate a board member for an officer position. A second is not required for nominations. More than one board member may be nominated for each position. If more than one candidate is nominated, a ballot vote will be conducted. After nominations are made for each office, the chair should ask three times if there are any further nominations. If only one candidate is nominated, the chair may call for a motion and a second to approve that nominee and then declare that nominee elected. The individual elected should confirm they accept the office before moving to the next position. So, first up, we will start with the election of the board president, and with that, we'll now
take nominations for the position of board president. I nominate Taylor Wishau for president. Okay. Is there a second? I'm sorry, we don't need a second. Are there any additional uh nominees? Are there any additional nominees? And one last time, are there any additional nominees? Okay. All right. Uh let's see. Yep. So then um we'll we'll look for a motion to approve uh Taylor Wishau as board president for the 2026 to 2027 school year. So moved. >> Okay. Motion by Paul. Is there a second? Seconded by Kate. All in favor say I. I. >> I. Opposed? All right. Motion passes. Thank you. And uh I do accept the position, so thank you very much. And next up then we have election of vice president. So now I will take nominations for the position of vice president.
And I would like to nominate uh Mr. Marlo Brown. Any additional nominations? And any additional nominations? Okay. With that, uh look for a motion to approve Marlo Brown as vice president for the 2026-2027 school year. So moved. Okay. Moved by Josh. Seconded by Kobanek. All those in favor say I. I. I. Opposed? All right. Motion passes. And Marlo, just to confirm, do you accept the position? I do. All right. Thank you, sir. Next up, election of board clerk. Uh I will now take nominations for the position of board clerk. I will nominate Mr. Kobanek to continue on as board clerk. Are there any additional nominations? Any additional nominations? Are there any additional nominations? Okay. With that then I will look for a motion to approve uh Mr. Kobanek as board clerk for the 2026 to
0052027 school year. So moved. >> Motion by Brown. Second. >> Second by Johnson. All those in favor say I. I. >> I. Opposed? All right, motion passes. And Mr. Kobanek, do you if you could please confirm that you would accept the position? Yes, I accept the position. >> Okay. And then just a secondary motion here under clerk because Aaron Warbelow serves as the administrative assistant to the superintendent and supports board operations the board may formally authorize her to assist the board clerk for the 2026 to 20 2027 school year. So I will make a motion to authorize Aaron Warbelow to assist the board clerk for the 2026 2027 school year. Is there a second? >> Second. Okay, seconded by Kobanek. All those in favor say I. I. Opposed? All right, thank you, Aaron. Do you
accept so you have to accept? Yeah. Do you accept? Thank you. Uh next up then, election of board treasurer. I will now take nominations for the office of board treasurer. I'll make a motion to nominate Mr. Benjamin Puffer as treasurer. So moved. Okay. Any additional nominations? I'm sorry. Any additional nominations? Okay. All right, then now we are looking for a motion to formally approve uh Mr. Benjamin Puffer as treasurer for the 2026 to 2027 school year. So moved. >> All right, motion made by Brown. Second. Seconded by Kubernick. All those in favor say aye. Aye. Aye. Opposed. All right, and Mr. Puffer, do you formally accept the position? I do. All right, thank you, sir. All right, congratulations, everyone. Uh, next up then is regular monthly school board meetings. Uh, the board will set a
date and time for its regular monthly meetings for the 2026-2027 school year. Currently, regular monthly school board meetings are held the second Monday of each month at 6:30 p.m. Uh, the board may discuss whether to keep the current meeting time and date or consider moving the start time. So, are we fine with keeping uh, the second Monday? Are we fine with the time? Would we like to explore starting at 6:00? I'd be recognized. Yes, uh, Mr. Kubernick, yes, for me. Um, can we have it earlier when we don't have dinners, if that's possible with everyone? So, like start at 5:30 on those days? Or 6:00 instead of maybe 6:30. I think if we were to do this, it would have to be just a consistent set time. Um, so, I mean, I'm fine with 6:00.
I'm not sure if that works for everybody else. Does anyone have any concerns about um, well, first off, are we fine with keeping it the second, um, Monday of each month? Yes. Yes, I think so. That's a good time. We're used to it. All right, and then, um, are we open to the idea of 6:00 p.m. as the potential new start time? Are there any >> going to have dinners next year, or is that undecided yet? Uh, yeah, we'd still have some dinners, uh, next year, yep. I'd like to talk about that a little bit in the workshop here when it comes up next. Um, we could it maybe, I don't know those that attend the dinners all the time if it I don't know if 45 minutes would be enough cuz maybe if you
did 5:15, my only worry is some of you as board members sometimes have a hard time hitting a 5:30 start time for a workshop. So, that would be the only concern that I would have just based on some availability for you guys. I I would keep the dinners at an hour cuz it usually takes that long. Agreed. So, would being able to get here by 5:00 work for all board members? No. Kind of depends on the frequency. So, if it's if it's four times a year or so, but every month probably too early. Cuz I knew that you were potentially talking about redoing that reshuffling that, correct? Yeah, I do feel like I'd like to have a conversation with the board because there is some feedback from staff that feel they they feel their contributed
time to come, but there's quite a few board members they feel like are not always present or there. So, it would be a good idea to like if we commit to dinners to commit fully that as board members we're going to attend those dinners, but I also understand that you know, seven, eight of them a year is kind of a lot of dinners. So, my thought was to condense them down to just, you know, three, four of them a year. And then if that's more reasonable to the board, then we could still start at 5:00 and then it's just those couple times that you you'd be trying to get here, but I do think from the staff standpoint that feeling of the all the board members being there really means a lot to them. Okay.
So, that's up to you guys if that works or not. It'd be nice to see more It'd be nice to see more people from the schools come, too. Yep. It goes both ways. >> few people. Yep. Correct. So, are we fine with starting at 6:00 or would we like to stay at 6:30? Sounds like we need to stay at 6:30 if we have a dinner. Okay. Yep. All right. Then, I'll make a motion to approve the regular monthly school board meetings for the 2026 and 2027 school year for the second Monday of each month beginning at 6:30 p.m. And with that is there a second? So moved. Okay. Second. >> Second. Okay. All right, seconded by Kate. All those in favor say aye. Aye. Aye. Opposed. All right. Next up is the appointment of a
CESA 2 delegate. Um just bear with me while I go through this. There are 12 uh cooperative educational service agencies. That's That is what uh CESA stands for across Wisconsin. These agencies support school districts through professional development, training, mentoring, legal updates, state updates, and others uh district supported services. Burlington falls within CESA 2. Each district is asked to appoint a school board member to serve as its CESA 2 delegate. The CESA 2 annual delegation convention will be held on Tuesday, June 16th, 2026 at 5:00 p.m. at the Whitewater Innovation Center in of course Whitewater, which serves as the CESA 2 headquarters. So, do we have anyone who would be interested in serving as the delegate for CESA 2 this year? I'm checking my schedule cuz I don't I don't think I have a problem with
that unless you have somebody else in mind. Um nope, this is fully open. I have thought it is interesting, uh but I have a conflict a couple of a couple of the meetings, so I have a conflict on the 16th, a big one. So, I cannot attend that particular one. Okay. It's hard to find. I know that I have a on that date as well, so I'm not able to make that. If we don't send someone >> The monkey's out. Yeah, if you don't send someone It's a Saturday. I think we have to appoint someone. Okay. Maybe if one person could go one meeting and then different one go a different meeting rather than one person do them all. Mhm. It's It's really tough to get there. I mean, there's always road construction and one
time the police came and said to me, "Just turn around and go home. It's such a mess up there." So, here I have no problem splitting it with someone. I just have multiple conflicts for that specific date. And it's And this CESA 2 delegate really only attends this one date, doesn't it? Or they Rosie and it's just this one day. >> I made a couple other meetings. Oh, you did? >> Yeah. Are you But are >> It's more than one year. I I went to a couple of Is that WASB you're talking You're talking about? No, there is more than one CESA. Yeah, because I think they at that at this meeting they all act on their board members to the to the CESA 2 uh governance board. So, I'll try and figure out if
I can make it work or not. Um CESA 2 So, I'll make a motion to approve um myself as the board CESA 2 delegate for the 2026-2027 school year. Is there a second? Second. Okay, seconded by Brown. All those in favor say aye. Aye. Aye. Opposed. All right, motion carries. All right, next up then is the appointment of the Wisconsin Association of School Boards legislative delegate. Uh the board will appoint a school board member to serve as the WASB legislative delegate for the 2026-2027 school year. A WASB legislative delegate attends the delegate assembly at the Wisconsin State Educational Convention, which is held January 20th through January 22nd of 2027 at the Baird Center in Milwaukee. Do we have anyone interested in this position? I could do that again. Okay. Unless anyone else wants to go.
I'm already on it. I'm already a delegate coming from WASB. So, sometimes I was for both of us both of us here and there. But, if you want to do it, do it. >> It was fun last year. >> It is. It's good. Okay. Uh with that then, then I will motion to approve uh Mr. Kubernat as the board's WASB legislative delegate for the 2026-2027 school year. Is there a second? Second. Okay. Seconded by Johnson. All those in favor say I. I. I. Opposed? All right. Motion passes. Uh next up then, uh 2026-2027 board committees. The board has been operating with six board committees. It is recommended that the board continue with the same six committees for the 2026-2027 school year. Following six committees are, just to recap, board governance, communications, legislative committee, building and
grounds committee, finance, personnel, policy, and teaching and learning. So, this is just to approve the structure if we are fine with maintaining the current six committees as is. Um with that then, I'll look for a motion to approve the continuation of the six current board committees for the 2026- 2021-2027 school year. So moved. Second. Motioned by Hahn, seconded by Johnson. All those in favor say I. I. Opposed? All right. Motion passes. And then, um if you could please, by Friday, please submit your uh request for committee assignments. Um, and then I will get those out uh next week. So, thank you very much. Uh Last up then would be staff appointments. Uh the board will consider approval of staff appointments as presented. So, we'll turn that over to our HR director, Ms. Sevaglia. Hi. So,
we have quite a list of staff appointments that we're looking to make for next school year. So, I'll go through that list. Um, for certified staff first, um, we have Drew Halbesma joining Karcher as our assistant principal. Uh Grace Anderson joining Karcher as a special education teacher. Don Bliemel joining Waller as a school psychologist. Lauren Dufek uh working at the district level school psychologist. She's assigned to a couple different buildings. Joseph Klemp, BHS English teacher. Addison Mangold, BHS world languages teacher. Andrew Ohm, BHS math teacher. McKenzie Range, Cooper and Karcher social worker. Sophia Romeo, Dyer fourth grade teacher. Megan Sevaglia, BHS FACE teacher. Fiona McDermott, Dyer 5K teacher. Eric Lubke, BHS choir and music teacher. And Taylor Wentz, West School psychologist. And again, all of these as as those of you that may not know,
this is hiring season usually for school staff. Um, in other professions, maybe there's hiring happening all the time. And yes, we have that more so with some of our support staff, but usually our certified fight staff, it's kind of a this time frame and you're hiring for the start of the next school year. So, everyone that she just named would not be starting until after July 1 for the 2026-27 school year. But, we added only appointments to this meeting because we cannot get contracts sent out to them without board approval. So, just wanted to get those to the school board so that we don't wait any any more to be able to get them their contracts so that they feel confident in our decision-making and can resign from their current positions and things like that.
Are these um positions that are just being filled or is there new people added? These are all replacement positions minus the one that is the assistant principal that the school board approved 2 months ago. Okay. Any additional questions or comments? Okay. With that then, I'll look for a motion to approve the staff appointments as presented. So moved. >> Second. Brown seconded by Kubernick. All those in favor say I. I. Opposed? All right. Motion carries. And then, next up then is adjournment. So, I will make a motion that we adjourn the meeting. Second. All those in favor say I. I. Opposed? All right. We are adjourned. Thank you, everybody.
