001called the june monthly meeting of the burlington area school district's school board to order um i'll start by saying i apologize for the late start we we always have personnel committee before we have a board meeting and there you'll see later there was a lot of uh personnel items this month so um thanks for being bearing with us um if you could all join me and let's say the pledge of allegiance i pledge of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice toby will you do the roll call peter turk here barry schmaling here susan kessler here taylor was shaw here kevin bird here marlo brown here roseanne han here thank you okay um i'd uh next item for on the agenda is the approval
002of minutes and i entertain a motion to approve the minutes of our may monthly board meeting i move we approve the minutes from the main meeting second okay motions have made in second any comments hearing none i'll call for a vote all in favor say aye aye opposed nay all right they're passed thank you next up we have commun is uh citizen comments and it looks like we have four comments here before we start though i'd like to just making like a quick introduction uh comment maybe not quick i have a few things to say last month at our board meeting we had for the third time in the last 18 months we had to close a board meeting down this time we recessed fortunately we were able to come back but we had to
003challenge civility during our meeting and i thought it'd be helpful policies on our public comments and i wanted to spend a few minutes with to read those to you just remind everybody what our policy is on on or part of our policy on public comments the presiding officer in that case is the school board president i'm the presiding officer of the meeting may one interrupt warn or terminate a participant's statement when the statement's too lengthy personally directed abusive obscene or irrelevant two request any individual to leave the meeting when that person does not quorum three request the assistance of law enforcement officers and removal of the disorderly person when that person's conduct interferes with the orderly progress of the meeting four call for a recess or an adjournment to another time when the lack of
004public decorum so interferes with the orderly conduct of the meeting as to warrant success such action five wave these rules with the approval of the board when necessary for the protection of privacy or the administration of the board's business so i just want it's a reminder because i mean we we have you know these policies in there for you know specifically last meeting we had challenges with the beginning um one of our speakers yelled into the microphone and used profanity and we don't need anyone yelling in the microphone we can we can hear that um you know there's no need for that and profanity also is a challenge because this meeting while we have no children in the audience live here people are watching it live streamed and they can go back and watch it
005on youtube so i asked folks to use their discretion when when making statements we also had problems during a presentation on library materials because we had folks talking presentation and being disruptive to the point where we called for a recess now fortunately things were better after the recess but i'm asking folks to work with us to help maintain civility decorum so everyone can be heard that's one of our primary objectives and we as a board recognize our role you know we're representatives of the community which includes everyone here people watching in the live stream and about 25 000 other people we value the input from everybody better decisions are made when we have that input you know whether that comes through public comments or emails you know but there's a cost if we're going to
006have a lack of civility and decorum that hinders the board from doing our work as a board which we need and to function effectively at some point i could see the value of that community input through live public comments could be outweighed by the lack of decorum and disruptive behavior and if i foresee if we continue down this road i'm going to ask for an agenda item in the future during an open session meeting for the board to discuss whether we continue public comments or modify them somehow we'll always take emails and we value that input i'm not saying we're we're not going to listen to people but how we take that in we have to consider and that won't be my decision it'll be a board decision for now we're going to continue the
007course but i'm asking everyone tonight help us out maintain decorum and civility we want to hear from you but we can't have meetings go off the rails so that being said let's hear the public comments i have laurie hewitt up first i don't think it is and if you know anything the if it's not on then the folks at home really can't hear you so thanks for asking okay can you hear me now all right i'm gonna read fast but you have copies so all right the topic i need to speak to tonight is in regards to the books with porn in our libraries i have gotten to the point of feeling physically sick regarding this topic due to the volume of excerpts i have read this is not fun i did not want my
008brain filled with the images that come from reading these excerpts it is disgusting that we are in this position to have to clean up our libraries i believe every single adult in this room could come to an agreement on porn content that should not be available to our kids i believe that 100 this is not one of those us topics this is a national and state agenda that placed these books on our children's library shelves i do not believe for one second that susan or sally would have knowingly selected these books for our children we have to take a focused and efficient approach to the specific topic of porn while i appreciate efforts to modify policy for the book challenges the proposed changes do not address the porn issues specifically i invited my daughter tonight
009in future meetings as well i wanted to understand how our school board processes work and communication works to support and protect her as a student here here are some requests for action some suggestions number one removal of porn currently in our shelves define what is porn can it cannot be read by a teacher in class to students would not be allowed to be shown in video format expediently assess current libraries utilize the book excerpts there's a reason there's a national effort resourcing resources providing these apply porn definition of porn remove it do not purchase books for a committee do not put more in circulation do not spend more of our tax dollars additional verbiage does not change the poor porn excerpt utilize a spreadsheet with the book lists and excerpts collect data points for transparency
010maintain the centralized information on books reviewed and decisions made and then updates to selection process get the board up to speed on specifics to the selection process and confirm how books are getting on shelves today identify how to weed out books that contain porn content and then transparency to the community potentially on books as they are added to help rebuild trust and then create a new parent approval process for books with sexual content but books that are not considered porn yet have sexual content this is where um it's not necessarily black and white across all families libraries could proactively label these books and require a parent approval up front in my opinion the proposed parent approval process that registration does not address the specific porn issues most parents are not even aware that they should
011have a concern thank you all right thank you next misty gilbert okay good evening um i hate doing this i don't like to speak in public and um you asked for no profanity so i will not read you what i have printed off here in this point in this binder i have excerpts from 91 different books they're rated zero to five it's a national rating scale that some schools are using and there's about ten books that are rated of five five contains explicit references to sexual activities very sexual activities like i get sick reading it and being an assault survivor and having assault survivors that go to my facebook page i've had people call me in tears so i did all the leg work on this i'm not gonna fill out a form for each
012book and if there are parents out there who want to do it they can go ahead and do it but you all have my email if you want to look at the binder here it is i've got another binder with 41 books that i haven't rated yet i'm putting a lot of time and effort into this it means something it means so much that when i spoke about it in the past and it was well here's what you need to do for i knew how many books i had i wasn't going to do it for all the books i felt like i wasn't listened to so now in the fall my children are going to waterford school where when i reach out they listen and i really do appreciate you guys but you gotta step
013it up a little bit i feel ignored and this is really a serious topic so i know personally some of us don't get along but this is for the kids this isn't for me this isn't for any facebook group or anything i don't want notoriety i hate this look at me i'm shaking but please contact me look through these thank you so thank you karen ament hello i also don't like to speak in public but i feel this is a very important topic that's not being taken seriously enough it's the same topic i want you all to recognize the hard work time and effort that's gone in to review all of those books and i really urge you to take the opportunity to utilize that folder that was put together you will be sickened by
014what you read in that book and to know that it's in our school libraries i urge you to look at the book take that opportunity misty has done a ton of work on this and i also urge you to maybe consider because i've heard that there's not enough work hours available to review all of the books well maybe maybe the school district could look out for help from the parents there's parents who are willing to help with the committee to maybe help review these books or or look over the national reviews to find these books that are in our libraries so maybe consider that that if there isn't enough work hours amongst the teachers or whomever reviews the books maybe you can utilize the community to help you just said you know we're all supposed
015to be in on all this together so maybe the community can help also i would have to say the majority of this community has no idea what's in these books so and i urge you then just please take the time and look at them i don't think you need to look at many to realize that these don't belong in our school libraries thank you yeah thank you all right finally matt stork thank you and i apologize that my behavior hurt people's feelings or made them feel unsafe last month i'll try to walk a finer line tonight so i'm here again because i feel like i have an outside perspective here because i'm blessed to have my child in a different school again still asking dad can i go to school in burlington and the answer
016is still no i just participated as a chaperone for his class for field trip as well as participated in field days at a school and talked to a number of parents a number of aides and teachers and administrators and when they asked where do you live or whatever i mentioned burlington i got to tell you man the feedback's not good when people you know suggest burlington they automatically take it to a lot of things going on in this school district um essentially the laughingstock of all area schools um if i were to buy one of these books that misty's doing all this work on and she's done a ton of it as well as a few other parents but what she works harder on this than i do on my job if i were to
017go buy one right now and go to echo lake park and find a nine-year-old there on a swing with their parents maybe sitting on a bench and i walked over and said hey little girl i got this book here for you why don't you go check this out and i gave one of the books you've got in your school right now i'd be in jail by tomorrow morning i wouldn't be having breakfast in my house there's a carve out in the state law that allows teachers and librarians to give this to our students and they're exempt from laws that any other parents here aren't that's not acceptable i'm not going to stop coming and talking until we eradicate all books in your schools that cover porn rape incest bestiality sexual deviants and inappropriate sexual actions
018they have no business here if parents want their kids to know about this kind of stuff they can discuss it at home off the clock not in schools and when you talk about civility and how the being went down last time maybe that's coming because we don't feel listened to when you try and exhaust every resource possible emails phone calls committee meetings talking nicely and you're not being listened to either you give up or you escalate your efforts so you might have saw an escalation because the parents are really upset that this is falling on deaf ears it's easy to sit back and do nothing it's hard to review these books and make the decisions to fix this and i found it really interesting when you mention language so we're not going to read any
019excerpts or any kind of quotes here because you mentioned that and i respect that but you said people are watching us online it's being streamed right now children can be watching it okay but they're reading those words in our schools our classrooms so why can't we talk about it here if tomorrow at like 11 o'clock they go in the library and check those books out those words that you didn't want spoken tonight thank you very much all right thank you yeah just set it down yeah you're good no thanks yeah so next part of our uh agendas part b of communications is board member report on workshops and meetings um i have a report you go first i have a report too okay uh i went to a uh wasb governance workshop at the end
020of may for school boards and i wanted to share you know just a few takeaways from that um the meeting was essentially themes on good governance for school boards and that's what we do our role as school board members and as a body is to govern the school board we're the link between the community and schools and our job is to be strategic and not operational so i think that's always something you know i try to keep in the back of my mind but it was good to have this as a reminder they gave i'll give you two quick things they gave us four themes on good governance i'd like to walk through those and then i'll tell you five good school board member traits on theme's a good governance you know the board has
021a choice whether to work together as a cohesive team which doesn't mean we agree on all decisions but we operate within a shared direction you know the second part of that is the shared direction typically comes from some kind of shared moral imperative that could be a commitment to learning of all students without exception and that would lead into strategic planning which is something our board is talking about doing later this summer um third part is the third theme is a governance mindset so needing you know the idea that we don't manage but we take on a governance role that doesn't mean we're not involved but we you know have more of an oversight function and the fourth is a unity of purpose this is kind of going back that we have a common focus
022on high goals and core values that all our school board members have i thought there was another good uh presentation on again the five traits of a good board member and i see a lot of that in my colleagues up here we reserve judgment until we have all the facts so we we don't make decisions until we get all the information we listen empathetically so we try to understand what our community members and our teachers and students are telling us we stay focused on content not in behavior and style that's a tough one and it's not it's easy sometimes you get caught up in somebody's style we are true to the norms of the board again that's going back to that we share a common purpose as a board member we don't always agree substantive
023we can disagree but we have that underlying goal and i believe our board has that and we don't take differences personally so i think those are some you know those stuck with me as some really good takeaways from that governance roseanne meeting have some interest here i do and and those programs are always so good and i went i'm part of basd but i'm also part of the wisconsin state association and they had a meeting on wednesday by state wednesday night and thursday and half the day was budget and i thought of ruth because it was about this thick and we went through all the the money that is spent in the school boards in wisconsin and then uh we went to talk about our convention which we're hoping that can be in person and
024as you said governance there that's one of the suggestions that they have for um possibilities a lot of government you know for breakout sessions governance for school boards um we also talked about maybe a couple good authors we would have them come we had one once and it was very well received but uh and i hope that's that some of our school people here by the 25th of june will send some programs uh to them that because burlington's doing so many exciting things in their classrooms i'm hoping that some of the teachers will offer to have one of those breakout sessions um we introduced a new person ben niehaus was excellent we talked about the elections that are coming up um and then i had some you know i don't know if you know about
025our trap shoot our trap shooting uh club or whatever it is it's um we have the state champion here in burlington so i asked wiaa is isn't that part of wiaa and they said no because if you are in the trap shooting you can't be in anything else i mean any other you know that's so that's why they don't they can they do it separately but i'm very proud of the boy that is the champion talked about referees and umpires trouble getting them because they take a lot of abuse from parents and people in the audience and they're just having trouble getting them they're getting some young kids to do it that like high school kids to do the lower levels of soccer and so forth but it's a really big policy a big problem
026uh we also talked about different policies um there was a evaluation of what wasb does and it was offered to all the school board members in the state and we've been looking over uh how that turned out so basically that's what that was but i also want to say something else as a person i attended the pack house graduation and um it was wonderful those kids were so excited i got cute hugs and but they were um you know they've completed this one girl said to me you know i'm gentle so i get to clean the cages at environments i'm very gentle and i also sweep and so they have little jobs and the other one said to me i can clean a house really well i thought i need her but it was just
027a wonderful time then i also went to the alternative high school graduation which was held at the old lincoln school and uh that those kids were really fun too and then i saw a couple of them came to the bhs graduation also the same kids and so we met again there but i don't know it just made me feel good to be a board member and just see how much the kids have accomplished it was it was wonderful and steve did such a great job passing out diplomas and so forth so um and of course the vhs graduation i'm sure he's going to talk about that he was able to be outside it was wonderful so that's uh kind of what it was and then this weekend we had a meeting friday and saturday well
028friday of course i didn't go because i wanted to be part of the graduations for bhs and then saturday morning from 8 o'clock to 12 o'clock i sat on the computer and there were technical difficulties and i was exhausted by 12 o'clock but again they they went over a lot of things um that i just mentioned too they were talking more about convention and so forth but um that's a good organization i'm real proud that i'm uh that i was selected for that so anyway that's my report all right thank you anybody else on the board okay hearing that let's go on to superintendent's report yeah i'll be brief but maybe four quick things uh the first thing is that eric burling high school principal joel slager assistant superintendent julie thomas our director of communications
029back there and i the four of us had an opportunity back on may 25th to take a tour of our dog group which is for some of you might know burlington glass and they make bottles across town but in in effect they had reached out to the school district and as a international company said you know their recent ceo had dedicated five million dollars of grant funding to support schools stem work and they have 24 sites uh spread across the united states one of them here in burlington so we got a pretty uh cool video tour and real tour of kind of how things get done over there at the plant and it was really just spectacular i had no idea two million bottles roll off the assembly line there every single day and we
030got to really take an up close look and realize how much technology and how much engineering is really behind the scenes making that that function and so i know that jill and some of our folks are going to be meeting with them soon tomorrow perhaps even and they have a partnership with project lead the way which folks who've been around for a long time know that that's something that burlington high school has been involved in in the past but knowing that that is a focus of ours and a shared interest that they bring to the table just thought i would share that that's a pretty cool partnership perhaps it's budding out there for the school system and for the community so thanks to our dog group and and then also it is spring it's the
031season of hiring as i see jamie eric over there our director of human resources has been wildly busy as have all of our interview teams and school personnel you'll hear more about that in the personnel update but that also includes you know about five months later some acknowledgement of the s or three positions that were talked about back in february now those highers are coming to pass and then uh last two things i i will not step on anybody's parade this time around mr burling in particular talking about commencements but last weekend of the year as roseanne hahn just mentioned the pack house the fox river consortium project-based alternative program and burlington high school all celebrated their commencements for the year that is the highlight of what we do for sure it's the business that
032we're in and to see students complete their journey is an exciting time and in that same vein and my final comment just is general gratitude gratitude to our students gratitude to our staff our families our community that make it able make us able to do the work that we do in support of our kids each and every day so with appreciation thank you all right thanks steve taylor you want to take us through the bank statement and the check register for the bank statement reconciliation report for may 2022 total beginning cash on hand is 875 and 42 615.42 total deposits 11 million 196 849 dollars and 86 cents which leaves us total available cash on hand of 12 million 72 465 and 28 cents total withdrawals 11 million 103 thousand six seventy three fifty eight

034had a we have a fairly long list of uh personnel items so steve you want to take us through the resignations retirements and terminations absolutely and i also just want to correct myself i think i said 5 million on that stem grant it's 50 5-0 so not reading my own handwriting what was that what you're doing oh were you doing that sorry i but 5-0 spread among like all our dog plants and not just burlington correct oh rats yeah so just just to be sure i'm being fair and accurate to them so sorry about that yes we can go home early with the budget talk tonight in personnel uh as as president turk indicated this it's a lengthy list i will read them uh one at a time uh these are certified staff uh resignations

040in august and then all extra proceeds is going to maintaining the school forest how long is the uh are the portions of the triathlon i'm just curious third mile swim 17 mile bike and a 5k everyone the word the 17 mile just did it for me third mile i was interested that's a lot of swimming too for a burlington high school for bhs scholarship banks uh personal remains that wishes me remain anonymous but 500 towards bhs scholarship inc uh the athletic association four thousand dollars of the football program probably the upgrade i think they're going probably going on at least double-digit years the portaphone system that they use it for sideline and press box communication and then coral club um from terry and susan barham and then redmer and sons recycling 350 for a wbsd
041sponsorship i'd ask that you would uh include those in your donations for nick ryan 15 boxes of food for the karcher cupboard uh and the community cares breakfast participants for that program so on behalf of burlington and cartridge ask that you to accept those you want to do cooper and yeah cooper 500 genuine general education fund from condon oil incorporated and then again there's that casey's general store so we gotta kind of get the word out on that it must be the point system if you buy gas or coffees and that there are six dollars and forty cents from a keith from casey's and then a lions elementary school sandbox and sand toys uh students for all the kids and then that's from the lion center pto so please accept those generous donations okay well
042thank you i'd entertain a motion to accept the donations so moved second okay motion's been made and seconded all in favor say aye aye opposed nay uh we have three items for information and discussion so jill looks like you're going first with a teaching and learning update i just felt like this is a good time of year in order to first uh thank all of our staff within basd as you know the school year just ended and if you run into any of our staff members throughout the summer any time that you can say thank you for their service to basd and all that they do for students staff for each other for the community for the school district would be appreciated i think our staff do so much more work than people are ever
043giving them credit for and our staff really deserve that recognition for their hard work and i for one am very appreciative of all of our staff here in basd so just wanted to to say that and hopefully they are enjoying a well-deserved summer starting today moving on is a conversation just real quick i've talked to you before about virtual learning and the desire to switch away from jedi and to a different virtual platform um we will still we're still under contract with jedi through 2025 and we'll have some students who are succeeding in jedi stay within jedi but we are going to switch and utilize a program called vln we will dub it our own name once we meet with some of our other stakeholders and staff in order to determine what we want to
044call it but we will be using the platform of vln one nice thing that vln it stands for virtual learning network they're out of pennsylvania and have been in the virtual learning world for over 15 years quite a few schools across the nation utilize their them as a service what they have that is really nice is it provides us with one platform for all of our courses right now something that is uh done within jedi that families and some students have a hard time with is that all of their courses are potentially being used and run through different vendors so my social studies class that i might take might be going through one vendor and my english class is through a different vendor so just even understanding the platform can sometimes be cumbersome and difficult
045for our students bln is a is a platform where all of the courses would look the same no matter which class that it is so my social studies my english my math my science everything would fall underneath the same look for ease for students within the program there also is another component that is something we've heard from families that is desired is to have a little more face-to-face one-on-one uh feel within the staff at jedi it is all fully virtual with with uh no real ability to be able to have any face-to-face interaction even on the screen and something that vln will offer is a daily homeroom check-in every day for 30 minutes it would be their staff meeting with all of our kiddos that are in the program and they would have a homeroom
046time they'd have other students who are throughout the country that are also within that course but they would have that check in virtually every day for them to be able to have that interaction with with the teacher so that is another benefit to vln that jedi does not have it also has the ability to align to our in person coursework so this was something that our school counselors especially brought up as a concern is that when we have students who might need to go on medical leave let's say we they start with us in september they need to be out of school for four or five weeks and then they're back in person again jedi coursework does not align to our coursework within the classroom and vln does have the ability to align what they
047do to what we're doing within the classroom so that if they miss the month of october and need to be able to go virtual for a month that the standard alignment is there so that the work that our kids are doing in person and virtually would align to each other it's not the same curriculum if you will but it would be the same scope and sequence there are over 180 classes you can see 188 full credit classes and 73 half credit classes i did include the course catalog there in case you are interested to see all the courses that are available what is nice about this is it also will replace ingenuity so at the high school we're using ingenuity as a another program for students that want to take a let's say german the
048high school doesn't offer german so they would take german through ingenuity as an option instead of needing to have a different program for us to use we would just be able to do that again within vln so the three different formats that are really nice about it is that we can have our full-time students so a student who wants to be fully virtual all year long would be able to be serviced this way a student who needs to go on leave intermittently throughout the school year would be able to utilize vln and then also the students who are wanting that singleton class throughout their uh course throughout their career would also be able to use vln so this is something that will be offered 5k through 12th grade they do have classes going all the
049way down to kindergarten and something else kind of as a perk also is that for grades kindergarten through third grade they do have workbooks that they will send to families so that it's not all virtual especially for students who are really little sometimes you need that text for students to be able to work on again another plus to that shift over to vln so working on signing that contract with them and then over the summer we will be shifting and and starting to ensure that our staff are in the know on that and feel confident with explaining that to families another thing we'll be doing over the summer is working hard to try to recruit our homeschool students who are virtual right now back to the school district and also all of our students who
050are open and rolling to another platform virtual platform and offering this as in um another option for them we have had some that haven't had success on jedi so being able to share with them that we have a different platform might be one way that we will be able to retain some of our students who have open enrolled virtually any questions about that yeah i have a question um i know that i talked to some parents that their kids a few years ago took um something virtually and then they got a diploma from that particular school these would be burlington um diplomas that they would get because these are all connected with vhs yes or lower grades this would be our virtual academy if you will because i had a parent question that because her
051son was so successful with the other so this will be good i'll give her the information on this yep and feel free to share that course cat along with her too we'll do that thank you any other questions it's great cost neutral to jedi so it really is it's kind of a no-brainer and maybe even a little bit better than cost neutral because there is an opportunity for students bill come in and out which was very challenging um in the in the prior system with jedi so we are excited about that as an opportunity for that student that needs sort of a temporary opportunity to take a class or maybe this medical condition and it's short term but it's not for the entire semester and they're very bhs students that's the best students that yep
052yeah who stays here [Music] moving on to some celebrations again all kudos to our staff right so uh sometimes when we look at data it tends to be like oh we're we're just caring about the numbers but this is all the work of our staff so without all the quality educators that we have within our system we wouldn't see data like this from our students so what you're seeing here is our i ready data so ireti again is a diagnostic tool that we're using from kindergarten through eighth grade but students are taking a diagnostic in the fall winter and spring and then we can track and see the growth on specific standards as they move through the school year this is a really nice graphic that just shows you how our students landed for each
053grade level within the area of reading so this was their spring diagnostic data as a whole and what's nice is you you really want everyone to fall in this quadrant right here right up on the top it says high performance high growth this line down the center right here is really about performance so this would be anyone over this line here would be above 50 percentile for the nation when it comes to performance and then here is all about growth and the typical growth is 100 so they they set a score of you should grow from fall to spring this much per grade level if you meet that you're at that 100 percent expected growth anything above 100 here so this line going across horizontally anything above that is exceptional growth it means you grew
054students more than they were you they were expected to grow within one school year so you can see here that first grade falls right on that expected growth and again this is all in reading and um everyone else all the other grade levels here uh are all above that expected growth and you can see most of our grade levels are also falling in that high performance side as well and again this is for reading um eighth grade is off the charts almost so that that is also exciting to see knowing that we're ensuring that they're ready as they go into the high school here's a little more of a breakdown of that so here is a 135 so if you think about growth from fall to spring 100 percent is that goal right of of
055ensuring that students hit that 100 growth as a school district our average is 135 percent growth in reading and you can see the breakdown per grade level here so this just shows that number in a little bit more detail from the graph that you just saw prior really anything even if if our norm is 135 as a school district anything above that is super exceptional right so kudos to all of our staff on really really growing our students when it comes to reading and then here is a different graphic uh this is from uh using forecast five is one of our data platforms we're toying with right now this also shows it graphically from fall all the way over to spring so you can see purple is the number of students who are above grade
056level and then early grade level green is kind of just below and then our students who are below basic and basic and you can see that trend line of more and more students moving towards that proficiency and being on grade level from fall to spring here it is for math so fairly similar in the same uh format it's great to see that most of our uh grade levels are falling in this uh in this box over here where we want all of our our students to be so kudos to them as well when it comes to math um first grade is really um really killing it with uh performance uh which is really awesome to see and you can see sixth grade was the highest there for growth and again this is math so that
057typical growth is 100 percent and we again fell above that with 125 percent growth and you can see that uh the great the grade levels that are even higher than that is that sixth grade did a great job first grade is there fifth grade and seventh and eighth grade as well third grade i mean everyone was above 100 percent growth but those that are you know this almost becomes our benchmark 125 right so if you're above that you're really really doing well but again this is all just to me this is kudos to our staff our amazing staff here in basd and all the hard work that they do with kids on a daily basis and here's that trend line of the math again you can see from fall to spring you always too want
058to see that shrinking on the low end so went from 10 percent three or more grade levels below to five percent and we do ask all of our students to take the diagnostic so that we have that data uh just thought this would be an interesting one to be able to show you too this is our attendance rate for the school year uh for each grade level and something that is a little bit interesting which i don't know if you're aware of or not dpi did allow for schools to give a bit more leeway when it comes to excused ill with for sicknesses due to covid so we use a code called xmv in our system and all of our buildings then utilize that in order to assist with the not knowing really if it
059was covered related or not but more so in encouraging families to keep their students home even if they weren't feeling very well this year right so this will be a shift um next year we don't know we don't know yet if dpi is going to continue with that leeway or if we will go back to needing to track every illness and having that count against us when it comes to attendance so just want you to know this school year was different and not sure yet if that will change or not for dpi next year but overall our attendance rate was um was fairly good across the district and then the last thing that i wanted to just give you an update on and share with you is something called a different data platform called qualtrax
060qualtrics has the ability to be qualitative and quantitative and just wanted to show you uh some of its capabilities real quick so uh in here burles hasn't even seen this yet because we've been working on this it gives us a lot of control over being able to set things up how we want to set them up uh in in five forecast five is the other data platform we don't have as much control over that as we do with qualtrics what is nice here is uh we can filter on the top uh by whatever we would like so you can see here in general this is a tab all about our ect so this is our 2022 ect data so we do have this back already so the students took the ect june all juniors have
061to in in march and this is our average for the average composite for the ect for this school year you can see the trend data next to it in here we're a little low compared to our trend over the last five years in regard to how our students performed on the overall act composite and then we could up here we could filter by let's say we just want to see females and how did all the juniors that are females score and then everything all of these graphics down below shift to that filter so our staff are able to really analyze that and and see things um in more detail and support their work and i'll just show you quick here is the uh here's the ect composite for math and you can see that trend
062data from the last five years and then here it is for ela and here it is for science and then again every there's more graphs down below in order for us to really analyze in and start to understand where are we strong where where do we need to make some improvements in order to really ensure all students are college and career ready so just wanted to be able to share that with you as well and then last but not least did also get information from the state that they are changing and moving away from the ect aspire as the state assessment for ninth and tenth graders and did decide i was about a week ago that they decided that we are going to use the pre-act as the state assessment for both ninth grade and
063tenth grade what is nice about that is it will give students a predictor score of what they would score as a junior and that that is two more opportunities for them to have that practice pre-act and just as a reminder we are also going to be using a high school diagnostic chalk talk so that students would have that fall winter spring just like you saw that i ready data same thing for the high school so that high school students too have that ability to track growth over time and for our staff to really analyze data a bit more readily in order to make adjustments to their instruction any questions you plan eventually to utilize that data to have on the website eventually yes that would be fabulous yep and qualtrex does have that ability to
064do that any other questions great thanks jill yeah no problem the second of three items for information discussion uh montessori gardens steve you're gonna take this one yeah and i'll just be really brief maybe as as dan bulcock is getting himself ready and up to the podium um now that we have our entire montessori program in one building at that elementary school becca thompson had submitted to you in the packet just sort of a high level summary and excitement around adding to the project-based methodology used in the montessori program and that is to be able to get back and reconnect with nature a little bit do some science units with the establishment of a garden and so anytime we do things like that just like to bring them to the attention of the school board
065make sure that if and when you may have any questions about uh sort of the process or what's going on that you're you're aware of it and feel free to ask you know whether it's myself or directly to annika or the montessori program or to dan uh just kind of what what the status is but they're planning to start uh pun intended digging into that a little bit this summer and getting it getting it up and running for the fall so just wanted to share that with the board and i can add something to it i ran into somebody last week and they i guess the montessori kids are already gardening over by the methodist church they have a big plot they do they plant so this is nothing new but to be closer to
066home right out there yeah i don't know if they're going to continue all the gardening they can come to my house that'd be helpful but uh third item dan facilities assessment well thank you for having me tonight doug is here from pra as well um the next actually this item actually leads into the two next action items um so this is more uh informational as you know we've gone through a lot of facility work over the last four years the last time we did a major facility condition assessment was uh 1415 so i thought it was appropriate after all the work that we have done to get another set of eyes in the buildings and kind of take a look at what you know what what we could still do to really set up a
067true you know capital uh uh you know our capital 10-year fund plan um so doug's going to kind of take it from here kind of go through what we went through we spent a few days walking through pretty much every square inch of every building that we have he took thousands of pictures and so this is what we've collaborated since then thanks dan so i'm doug cundy from plunkett racist architects and um that's that's exactly the point with the facilities assessment studies is you don't ever want to have a school district with everything brand new because it's great then but in 20 30 or 40 years you're in big trouble because then everything comes due to be replaced or maintained at the same time so having a facilities condition assessment done somewhat regularly allows you
068to keep planning for that upcoming maintenance and stage and step that so um the team that was involved nick kent from plunkett research you you know he's the partner in charge devin cack you also know not a whole lot of involvement in this because he's more on the design side um but then nicole dryden who you'll probably see in the future um also from pra she's very involved in the studies in this upfront thought process and then myself also sheer construction was involved they helped us with the pricing efforts substantially so we'll make the lists of all the maintenance items and then we sit down and review that with shear and they'll put cost estimates to that which we then total up in different ways which you'll see in a little bit not to read
069but to just kind of paraphrase this study is to review the appearance and the condition of the current uses and that's an important point because it has nothing to do with space adequacy or considering any potential future growth or renovations whatsoever this is purely maintenance of how the spaces that are currently being used um this matrix i'm certainly not going to go through all the way but this is included for reference this is basically just a matrix of the expected life expectancy of certain materials so a couple to just kind of point out here interior materials like vinyl composition tile the life expectancy is about 40 years so with proper maintenance cleaning waxing without significant wear and tear that should be about 40 years and i i kind of use that frame of reference with
070this matrix is like maintaining your vehicle um you don't have to replace your brakes when the dealership says you've got 30 of your brake pads left but it's good to be aware of that because if when there's five percent or one percent you don't have time to go to the dealership the simple brake pad replacement can get a lot more expensive when it starts doing damage to the other parts so this is the basic rating condition that you'll see over and over on each school good you'll see in green that means no major needs anticipated in the next 15 years good to fare nothing in the next 10 years but some line items to probably consider long term uh fair will also rate fair uh as level three so level three means it's probably okay
071but again recommended for the next five years that's definitely kind of that break pad mentality uh fair to pour level two that's probably in the next two to five years something should be done about that and again if it's something minor like interior finishes we've definitely walked through schools that have interior finishes long past their life expectancy it just starts to be that dated aged worn broken look and then poor that's an immediate need in the next in the next year that should be planned for immediately so then the categories that we look at accessibility so this is an ada americans with disabilities act review of the whole building so can a person with any kind of impairment and not just wheelchair but also blindness and deafness do they have equal access to the entire
072building do they have equal access to all of the student spaces even little touch things like doors hardware and clearances in bathrooms are all of those ada requirements to current code safety and security this is not necessarily how we think of school security these days but this is more life safety security in buildings so exit lights exit routes site separation life safety issues fire alarms sprinkler systems stuff like that exterior so this is going to look at all of the exterior components of a building pretty self-explanatory and interior again pretty self-explanatory so the first building that we walked through was cooper and i made myself a bunch of notes here because our our slides have kind of the overview on this sheet and then all of the points about the overview on the next sheet
073so um basically with cooper accessibility is rated good to fare so um every aspect of the building is considered accessible some bathrooms need some minor ada clearances and maybe some vertical grab arts and railings in the stairwells should be replaced they're the railings are not to current accessibility codes um safety and security good to fare again there's secure entrances in place at um at all the schools and this is rated good to fare for future expansion of better fire alarm systems fire suppression systems exterior good to fare some of the precast might need to be washed and there's some some maintenance items that are put on the long-term plan for some of the soffits but other than that all new window openings and door openings except for one vestibule up on the higher portion of
074the building so the exterior is definitely good to fare interior corridors are refreshed but not the ceilings so long-range planning if there's ever mechanical work or the ceilings are replaced then do the mechanical work kind of thing that's that's a line item that's in the budget the classrooms have been refreshed but uh floors ceilings doors and casework are needed so here are just three highlight images of that and then this is basically what i had just kind of covered here at cooper the hvac line items are that the the air handling units are due for replacement i'm not sure if you wanted to add anything more to that but yeah we've been of course maintaining them very well throughout the years they will continue to run as they are but as part of this study
075is we're identifying everything that if you know if you have that funding or if you have that this is part of that so it isn't it isn't getting lost so we've added items into here that we may not necessarily be able to do in the next five to ten years but i wanted them in the study and i wanted part of that plan so that people knew exactly what is out there but it's not like we're in danger that their units are gonna not work next year i mean they're very well maintained they've got new drives on new motors but the boxes and stuff like that themselves are original so dyer um accessibility was was downgraded to fair here for the only reason that the playgrounds in the back of the school are up a
076hill that is a little steeper than ada requirements so if you park on one side to get up to the playgrounds is a little steeper than ada requirements um otherwise um all aspects of the building are accessible um and and the bathrooms just to kind of clarify to what what ada accessibility means in bathrooms it it's a door that if it has a closer on it it an automatic closer it needs certain push-pull clearances on both sides of the door and once you're in the bathroom there needs to be a large turning radius as well as a wheelchair parking stall next to the water closet and then certain horizontal and vertical grab bar ratings so most of the dyre elementary school single user bathrooms do not have that entire list of things that i just
077mentioned um so yep there's there's those photographs and again the opposite interior finishes here at dyer where um at cooper the corridors were refreshed uh dyer was was the opposite dan with uh some of the bathrooms they were part of the list from the previous study but then when we went through um they were ones that weren't they were like five to ten years down the road so previously when we included them in the last you know maintenance plan these were the ones that still had farther life than the ones that we did renovate in the building so although the majority of the bathrooms were renovated in our elementary schools we still have like at some of the white waller for an example in the kids uh in the uh kindergarten classrooms there were small
078single-use bathrooms that weren't part of that but wouldn't meet the requirement of ada now so when you see that it's just there was there was an assessment that we made when we went through the buildings with the last referendum dollars and we took care of the ones that were like in the category one that needed to be replaced within the next you know one to two years and code requirements uh would mean there's at least one accessible bathroom on each floor which there definitely is these comments are about the rest of the bathrooms so mostly the public spaces at dyer are in need of interior finish replacements lions accessibility good to fare it's a one-story building so all spaces are accessible the bathrooms are quite good to fare for accessibility as we just discussed also
079safety good to fair again the only thing that is on the long term plan is upgraded fire alarm systems with voice evacuation and sprinkler systems exterior is fair so there are some windows and doors that could use replacement there's some old glass block that could be replaced and some of the playgrounds in the back are probably due for replacement in the five to ten years interior um you can kind of see from some of the pictures here again it's it's mostly casework and then the gymnasium has some interior recommendations that the ceiling and the flooring is starting to be aged and potentially recommended to be upgraded to more gymnasium-like setting waller same story with accessibility there are some push-pull clearances at some of the classroom doors that we identified but again it's it's just a
080clearance all areas are accessible and waller for example we have elevators on there for those long term maintenance and eventual replacements a lot of the elevators are in fine condition they're just very expensive so they're definitely something that you want to plan for long term hvac systems again a lot are are maintained well just aged um and then the interior finishes at waller are a little more um higher priority in some of those spaces such as the gymnasium and some classworks classrooms the flooring the casework in some cases the ceiling is is pretty dated so winkler built in 1999 is is in good shape everything is about 22 years 30 at 22 years old then so all well within those life expectancy requirements accessibility is good the the only things that we noted for accessibility
081at winkler's vertical grab bars and bathrooms which is pretty minor vct flooring though rated at 40 years some of the colored vct flooring at winkler is showing a little more signs of age and wearing so putting that on the long-term maintenance um there is some interior wall cracking it's not load-bearing or anything concerning but there's just some some cracking in some of the masonry walls that could be addressed exterior the site concrete and asphalt there's a little bit of work needed in both the playground areas and the parking lot needed and some of the windows are seals are failing so there are a lot of original windows to the 1999 so the windows themselves are in pretty good shape the aluminum frames are in pretty good shape but some of the seals on that insulated
082glass is starting to fail so very minor stuff cartridge middle school um we walk through but good good good good it's brand new yep yeah right you'd have to answer some tough questions um burlington high school same exact kind of story as winkler um same era built in 2000 instead of 1999 so all the way down the list good to fair um some of the things that we noted at the high school are the finishes in most areas are dated but in the high school's case it's much much bigger so there's a much larger square footage there's a much larger cost associated with any of those flooring finishes the drywall ceilings and the drywall soffits there's a lot of them at the high school some of them should be scraped down repainted kind of thing
083mostly just aesthetic things for the high school auditorium and gymnasiums dated but potential upgrades for those systems just to be more uh cutting edge more newer that's we could go on for a long time what'd you think of the wrestling room it's a little dated i'm just curious oh i thought he's talking about the locker rooms off the side um and then district office here so accessibility is fair the only item noted for accessibility is the um exit on the side door there should be a stoop on the outside that's level with the inside so a very fixable thing uh safety and security good to fair again just it's a secure entrance and all the fire alarms and systems are upgraded exterior is good everything's brand new interior is good everything is brand new fox
084river consortium accessibility fair to pour on this one there's not an elevator that will get students to all floors and there's not an accessible bathroom on each one of those floors so accessibility is definitely a concern at fox server consortium safety and security because it's an older building and it's a combustible building the the architect's desire for sprinkler systems and the best fire alarm system is just that much higher so that's why safety and security is really fair to poor um exterior is is fair um and because it's more of a historic building just replacing the windows isn't necessarily possible um you have to kind of refurbish those those exterior components interior good to fair um all of the finishes are pretty new some of the wood trim is original to the building which is
085a lot of character and something that you can't really these days get in public buildings again just some photos and some of the things that i just mentioned so the pricing info all of the things that we listed and there's many more things than what we're just covering on the overview we assigned a priority level one two or three two again priority level one is immediate zero to two um level two is two to five and level three is five to ten years and again the the point of all of these are everything that's recommended so again when you take your car to a dealership they might have a lot of recommendations of things just to put that you're tracking and following that does not mean that everything has to be done in the next
086zero to two years did you want to take this part yeah i can go over it so after the compilation of the long i mean we had a long list of different items um some of those items um that are on the list too that are smaller dollar amounts that are on that 10-year capital plan are there not necessarily because those will be large um items but they're just so that i can keep track a lot of those are ones that i can do out of just our other budgets as well our services budgets and stuff like that but it's nice to have a whole compilation of that so we went through um and we did a real high level funding because as you know everything is all over the place right now with pricing
087so to try to price stuff out for five to ten years down the road we're we're making it you know we're we're adding 20 30 40 on to numbers just because of what we've been occurring the last couple years so the even though the numbers look somewhat staggering when you look at it at first um it's because we're also trying to be you know as upfront you know with it as well because we have we don't really have a clue right now what what will cost next year or the following year and then a couple things that i really would like to point out too with these numbers is yes it says you know we should have sprinkler systems in all of our buildings and we should have new fire alarms in all of our
088buildings um but our fire alarms are inspected annually we keep up with all the maintenance that's suggested so there is absolutely nothing wrong with our fire panels in our buildings they're certified every single year we're up to you know the code it's just that there there are new fire panels out that have enunciators and have more bells and whistles essentially than what the panels that we have in our buildings so if you take like the panels and the sprinklers alone in this ten-year capital budget it's over four million it's like four million dollars of that 14.2 million dollars so and then like even like finishes when we were going and you know um the flooring the different tile flooring and replacing the flooring in the buildings you're looking at just the high school alone it's
089like a million dollars you know so but we threw that in there because we wanted to be as transparent and kind of make this you know when we walked through we wanted to actually add everything that we found you know instead of just taking stuff out of the capital 10 you know out of our 10-year plan just because we may not be able to fund it it doesn't mean that it's still not there it's just you know we will pick and choose them from that 10-year capital project plan which ones are the most pressing um so i i just kind of wanted to let that you know that out there because as you know we we generally spend about five hundred thousand dollars a year on capital projects which in ten years would be five
090million dollars um so five million dollars doesn't account for 14 but we will you know take the things that are the most pressing from this and we will continue to work on some of those large ticket items but it may not be that we can redo a million dollars worth of flooring in one year we may do a hundred thousand dollars but then we'll continue that line item for in the future when we continue to you know grow this you know capital um 10-year plan so so you have a half a million dollars in capital improvements every year in your budget yes and then we have roughly between services and supplies we have rough roughly about 300 000 and that's what we use to fix you know just other small like he talks about grab
091rails that's something that we'll order and then throughout the next year now that we have those things identified we can just have that as our staff put that on there and then we'll start minimizing those lists as well so but for me and for our staff it's awesome to have it all there in that one location yes it's far above and beyond what our current capital project budget can ford but it still is there and it allows us to keep moving forward so any other questions or comments for dan or doug i think we're going to roll dan you can stay up there because that's it for items for information and discussion but we do have like seven items for action and the first one is the 10 years capital facility plan so as we
092just went over with with doug from pra and this is going to be difficult to see it's rather small and rather large list this goes over all the different items that were identified at the schools it's anywhere from hand railings to the fire alarms to sprinklers to air handling units and so on and so forth so then myself and ben templin and a couple other folks from shear went through the items went through square footage and then put mainly square footage numbers to some of these items and then we're like well this is what we got it for this last year if it's five years down the road we're going to put 40 on top of that as well just to be on the safe side so these numbers may fluctuate but we wanted to
093at least have it so that if we do budget for it we have a number that should work um so as as you go through this uh you know 10-year capital plan there's some items you know that like like i was talking about ad panic hardware in the cafeteria is three thousand dollars that's something now that i'm just going to do because it was identified so it's something that we'll purchase you know along the school year and then i can cross that one you know off the list um so the reason for implementing a 10-year capital project plan is for cat is for us to create a fund 46 which is going to be part of the next um item on the list and so what the fund 46 allows us to do then is
094to create a savings account for capital projects so by creating a fund 46 we first have to establish a fund 46 we have to have a resolution that passes and then we have to have a separate bank account where we can basically put money from our general fund to save for future capital projects uh the fund has to be established for five years before we can take from the fund but then the only items that we can basically use the money from the funds are ones that are from a 10-year capital project plan that is approved by the board so as part of this we would have to have board approval first of the 10-year capital project plan and then we would have to move into the next one which would be approval of a
095resolution for us to go and set up a fund 46 and a separate bank account so i would take questions at at any moment for the 10-year capital project plan um but i would like to have a motion to you know approve the 10-year plan it appears these guys have really dug deep with this stuff but i would make a that we approve the capital plan second okay thanks kevin and barry um motions are made and seconded oh i'm sorry i just heard the voice over there i it was very apology scary very forgettable any comments or questions for dan yeah can we revisit this 10-year plan yearly and adjust it yes we will yearly and adjust it okay because things like i said there'll be things that are coming and going off of it
096and other items that we may identify throughout the years so it'll be annually that we are now approving a 10-year plan it's a fluid plan yes it changes all the time and the reason for creating the separate fund is so we stopped using our maintenance budget for operating expenses because otherwise we could just take it out of the general or for capital well it also allows us to save so say for instance we take it um i've got 500 000 for capital improvements and we actually get some bidding that comes back that's good and we're five percent under what we budgeted or 10 under what we budgeted then we can set that into the bank account and then save that for five years and then in five years we may have 150 000 or 200
097000 whatever in there then we can tackle some of these larger ticket items on there that are more than our current 500 000 budget right but yeah i mean for practical purposes it's so it doesn't get used for something else yes i think it helps with the paper trail too so if future boards go down the line for a referendum you can automatically just say well this is the steps the district took and here's what we're doing so i think that fund is a great addition yeah agreed and it almost seems like it's a health savings account for for building exactly something sort of a hsa well it's not like this project like what project the state road fund i don't know that hasn't gone so well i'm not familiar but i'll take your word
098for it i i noticed the ten year on this slide you can't see it here but it's 1.4 million a year with 14 million over 10 years right does that match the 10-year improvement plan was that kind of the idea yes that's okay you can talk actually and this and this is item for actions well well public comment on this but that yeah so we we said that has been a way so that we could put everything that we identified on a 10-year plan and it just worked out that it was about 1.4 million dollars per year but again we can't draw from this fun 40s if we establish a 146 five-year prohibition on drawing so we can essentially fund for five years and then draw start drawing is that right yes from my understanding
099okay but we have to have this established and have it approved by the board first step one is the tenure plan yes okay any other board members have questions or comments anybody in the room have a question or comment dan but i'll remind you uh only if you're a district resident or a parent of students here please okay oh you have a question yeah yeah please use the mic so people at home can hear when you're looking um specifically at like some of the bathrooms or at um oh i forget the name of the really old building that's combustible um the lincoln building yes fox river consortium um are you also taking into account how many like handicapped or special needs students are there presently and do we meet that need and do we have
100an expected increase in those number of students or individuals that would need somewhat a tough question for me to answer because i figured jill would probably have a better question fox river is a good example of it in the sense of the second floor is not ada accessible right and it is a building that is a historical building so we're wanting to preserve it the way that it is um so how we're meeting the need now is if a student were to need ada accessibility then all of the courses and work that they would need would come to that first level so instead of having science class upstairs the science teacher would move downstairs and they would we would just accommodate to ensure that where we have ada accessibility is where that instruction takes place
101for the student thank you does that answer your question good question yeah that was a really good question anybody else from the room have questions or comment okay i'm hearing none i'll i'll call for a vote this is on the 10-year plan to approve all in favor say aye aye opposed nay dan you're on a roll yeah let's keep going so now this is the resolution that the board would have to approve for us for actually probably ruth to go out and establish a separate banking account for us to create the fund 46. so it's fairly straight language from dpi um and it just spells out you know that the board is establishing a long-term capital improvement trust fund and to set up a section to transfer to the fund and just how we'll go
102about maintaining this as well so what we would need is for approval of the resolution i don't know if you guys want me to read through it or if you guys have read through it um and then for you folks to sign off on it so i i don't think we need to read through it no i think we can either all read through it or we can read through it ruth's got some no i'll just quickly add i did reach out to um pma today that's the company that we use to invest all our bond proceeds with and they have i guess what i like about there is they have a multitude of options for investing like if we use the local government investment pool there's one option for pma they have like um
103like an initial deposit we talked about just during like their normal pooled fund but once you start getting a higher amount in there say a hundred thousand then they have other options like um treasury bills or investments where like the principal could go up or down but they only recommend those for like longer term um where the money can is going to be held so you can absorb those fluctuations so we'll just keep reassessing it every year depending on how much money we have invested in that account as to what would be the most appropriate investment where we could also try to earn the most amount of money my guess is there's a statute that limits what there is yes there's wisconsin statutes absolutely that um limit what we can invest in that it would
104be within those guidelines how for this year right now we were just talking like maybe five hundred dollars like very minimal just to start that five year um timeline running oh that's interesting and then and then every year as dan said we would um analyze where we're at at the end of the year and how much money we thought we could keep adding to that for the long term just to verify because i don't know that everybody heard it there is no minimum requirement for what starts the account the biggest aspect of it is just starting it to get the clock to start ticking on the five years and so to ruth's point as we close out the budget it could be 500 it does not have to be a huge deposit but that does
105start the clock ticking on those files that's interesting though dpi will just want to see that we've established a fund and put something in there make a motion pass through the resolution second okay emotions have made in a second any further questions or comments for ruth hang on for a second yeah just stay there all right i just no i i guess i haven't had questions anybody have comments or questions only question um so every deposit starts that five year clock or no just the initial once we do that initial deposit that starts the five year clock okay that's a good question so you could do a fifty dollar first year do nothing in years two through five and then you'd still be eligible to i mean yes we just need something minimally to start
106it the intent is that you're putting bigger chunks in there every year so you know five to ten years we have the extra money there to do in year six let's say we put a million dollars in in that year are we eligible to withdraw that million dollars at that point because we we've established as long as it's just that first five years you're prohibited from pulling from it correct after that you can pull whatever you put in that same year as long as it it's for items that are on that 10-year plan as long as they fit then oh it has to be on the 10-year it has to be on that approved 10-year plan that we can change every year it's not what it's not just what you approve tonight you can keep
107amending that as you see fit but you can't say oh no i decided i want to use that fifty thousand dollars now for [Music] i don't know um buying a vehicle yeah or a teaching position right or a staff position so once it's in there it has to be used for that 10-year plan yeah and we only adjust that plan in the plan there's no way to subdivide the accounts let's say we got generation or let's say we have generous donations over the course of 10 years for i don't know say a wrestling room that we wanted to build i would say this money is just for a wrestling room we can do that but i probably would not go through the capital i would not go through the funds 46 we have a fund
10821 it is special purpose revenue i would probably use that that's more for gifts and grants that are earmarked for a specific purpose so yes we can do it i would just use a different avenue to do it accomplish that purpose i'm impressed this is a really good idea because i think at their last referendum there was some input from the public about the district perhaps not adequately funding all the capital improvement time so this is our way we when we go to referendum again for facilities in 15 years or whatever it's going to be we'll hopefully have a fund built up so we wouldn't have that issue come up again maybe i also have questions or comments here at the board level anybody oh all right yeah you can please jen right yes yeah
109how long is a fun 46 good for like is it good for just this 10-year plan and just this 10-year segment or say next year we review a new 10-year plan can we use that and continue this fund 46 or do we need a subsequent fund no we can continue the same fund 46. good question yes yeah that was i guess i was assuming that but you're so just to clarify you're saying like next year we'd have another 10-year horizon on our plan yes we would come to you with another 10-year plan and then you would approve it at that point but as soon as you established that fund 46 with that first deposit it's five years from then and you can change the tenure and you can use it in perpetuity for a hundred
110years right and the the ten year plan is literally to establish the fund we can come back next year throw the entire ten in your plan out the window and do a new one whatever you want but you always have to have a 10-year plan because you can't draw from the fund 46 without you you certainly have to establish a new one but you can make it whatever you want every year yeah okay the only thing i would add kevin i think in by today's rules yes yes true right so are the legislature and dpi reserve the right to change the rules and so when we say in perpetuity [Laughter] just so that it's clear that those are today's rules and these rules have been in in effect now for i'm going to say eight
111or ten years i think the fun 46 at least so um we're probably on on good footing but those are today's rules thank you anybody else from the floor have questions or comments okay hearing none i'll call for a vote all in favor say aye aye aye opposed nay all right the passes looks like dan we're going to go bhs athletic complex yes so um i believe it was uh last month or the month before when i presented on the bhs athletic complex and we went through the different slides that showed um what we've been working with with point of beginning and with shear and with the stakeholders that are here in the audience tonight um to develop a plan to look at the entire scope of basically the whole complex it didn't just include
112synthetic turf it was improvements to baseball softball a bat facility everything so then at that point we shared a budget of doing uh synthetic turf and of the track and we had slotted in the referendum that the track was part of the referendum to be replaced and then i had gotten your guys's blessing to go out to bid for the possibility of being able to do synthetic turf and to do the track when we presented i believe a month ago the budget was roughly about 1.77 million because those were just numbers that we threw in there based on square footages so we went out to bid this year ben and myself and we received bids back over the last couple weeks and after receiving bids back the costs came down significantly to the tune of
113that we're sitting at about 1.479 million to do synthetic turf and the track um one thing to highlight with this kind of overall view of this budget is that there is also a 75 000 contingency built into there as well and with part of the you guys have more detail than what than what's here but there's some other areas that we still could have some more possible savings so since then there's been some change also um there's been uh quite a few uh anonymous donors that have come up to the tune of about 1.15 million dollars um so the thing with the 1.15 million is that there's a significant portion that they would do right away for this summer and then there's a portion that they were going to give over the next couple years
114so with the portion that they would give for this summer would leave us at about 1.375 million which is over 95 of the pi project being funded with the rest of it coming in over the next two years so um with that in mind i we we wanted to come back to you um to share which is actually great information that we have that amount of donors already in place i know that steve has been working steve bresowitz has been working diligently on other folks in the community and elsewhere that there's possibility of even more donations coming in but for in order for this project to move forward if we want to go with some synthetic turf and track we have to sign off immediately essentially that we are going to move forward we are
115lucky we got some midwest synthetic turf um they were going to move some areas around there they sent a letter with their bid that they would have it in by september 23rd which is huge because we had multiple folks that weren't even going to bid on it they're very good too yeah um and then we had you know some other um bids come in that were significantly less than what we were anticipating so the turf in the field would all be done by mid-september the synthetic turf which they have in their letter which is still conditional to rain so i'm not going to guarantee anything because the weather can turn south and could put a huge dampener in their schedules but from what they have they can get the supplies and they may have room
116in their schedule that they said that they would have it installed by september 23rd but i still that's just what they i mean that still could fluctuate it's all mother nature and you know and how all that pans out so currently with the amount of money that would be coming in this summer we would be sitting at 1.375 million as you see the budget is set at 1.479 that also includes a 75 000 contingency which is for if we you know say if wanasak is one of the companies or wreathmans or whoever is in there and they pull the track off and they do a proof roll and they find a big area that we need to excavate we need to bring more rock in you know those are the type of issues that we
117could foresee or if there's 30 inches of topsoil or clay underneath the football field you know those are the type of things why we have that contingency built in there otherwise it's pretty much straightforward with the work um so but in order for me to move forward because the funding is some is going to be part mostly by donations and somewhat by from our referendum money is that i would need your approval to move forward with the project and as of now we we are sitting at the 1.375 million with the donations and what is budgeted is at 1.479 can you pull up the other slide that has the picture do you have it handy dan i just i'm just my question would be what is the uh what's included in that 1.479 million is
118that the synthetic field plus the track or is that also including the plaza by the ball or you know the it would be the synthetic field plus the track okay so it would include this area here this plaza would not be part of it this would be this is more the overall aspect of it we do have funds in there to you know spruce up those areas but it would just be back to grass how it is now but we would have you know the entire new running track the synthetic turf um and then the equipment involved with that as well and do you want to do the synthetic field this fall because you're doing the track and it makes sense to do it at the same time and it does make sense to do
119it at the same time and we have some very large you know some large donations coming in um to pretty much allow us to have this done this summer yeah i'm not saying wait i'm just curious you know in the usage yeah i think [Laughter] um so it also allows us to use this you know facility um far more than what we can now um when it comes to even you know uh bhs athletics junior demons any you know um even gym class will soccer be utilizing it it's soccer it'll be designed with soccer yep um there's also we have on there which isn't in the slide but we did also put in there the possibility of having a softball field on there as well that's done quite a bit um and i know eric
120can say they struggled this spring with scheduling games and having them rain out and and you would be able to utilize the field then for softball games as well or for practice for softball so that's still just a possibility it's not necessarily we don't have to decide that you know right now but there's multiple uses that we can have for this field so so are you before shovel one goes on the ground will the cash be in the bank except for the long term will be written written legal contracts i would say that's probably how you would want to make the motion is that we have the funding that's stated to be there is that was exactly my concern is i mean don't get me wrong these are incredibly generous donations it's fantastic that the
121community and businesses have come together to to do this for the district however being in a two million dollar deficit we we don't have spare phones to throw at things so we can't extend ourselves to this extent and then have people well the economy is tanking we can't do this yes i can't borrow to borrow to the community for london and your donors are are they are they like pledges they've already given pledges as to how much they're going i don't know if steve if you want to touch base more on that you are kind of the driving factor you'd have to come up today yeah you have to go to the mic steve i mean a quarter million of this is over the next five years as well well i think we'd want to
122follow the donation policy and and have written commitments yeah and we did have steve shared the updated forms that i've shared with a few people who have requested them some it's going to be a very simple transaction of this is what it is they give us a check and we just go others it's kind of what dan kind of said it's going to be a maybe a dollar amount up front and then there's going to be probably a board approved over time so it's going to be a pledge that obviously is was going to be something that that you guys would have to decide but i think in in all honesty what we have up front is something that we can get done in a very short amount of time that you will have that
123in hand i can kind of say that in in in just the conversations that i've had with the with the businesses and the individual donors so um without a couple of of alums and a couple of um local businesses would this wouldn't be a and even uh probably a conversation that we're having so we're just grateful that people are stepping up stepping in and doing this they're very excited for this project and quite honestly to partner with the district that was another another thing that was mentioned the the track funds so with all the anonymous donors it kind of looks like all of them are anonymous what does that mean for the district with naming rights or anything else going forward i think that's what we're allowing for that time frames to have some communication
124um there is some some naming rights opportunities and some sponsorship opportunities that you've presented to that are available so i think it's that's why we left it anonymous so we can have less conversations um i think to to protect the privacy of some of them just let some of this happen first you will probably know what is entitled to to know and then you guys can make the decision how you want to move forward with some of the naming rights and i know this is a it's a touchy area but you know in a in a competitive environment when you're talking about naming rights whether it's a parking stall or it's the pavilion sometimes competitive nature of having that person out there maybe if it's one a second the priesthood says i don't want want
125a sex name on there i want rna monitor or aw oaks or whoever it is that competitive environment can raise a price ticket give you some more money and i think that's what i'm hearing um conversations that i've had in the last two weeks this has generated a lot of positive and exciting conversations some momentum that i didn't feel until i started just simply asking and having some of these great conversations um it does does kind of make us think what can be next but there are some things that we have to get in place point to beginnings who we've contracted with will set up a website where it's more transparent which people have asked for um what does my money get me what does sponsorship mean what does naming rights mean um and with
126with uh our group that's kind of done that sent with point to beginnings um they've done that with a couple of other school districts it's very user friendly and very transparent which i think have they put a number on have you identified items by which you would allow naming rights i think have you presented that you're presented at the school board at this point no i think that's something that's going to be in the works with point to beginnings that's that's kind of the um when you look at what they've done with other school districts they kind of come up with the ideas and then they present it to you to say yes that's but at the same time times are the essence it is for this project because of the the referendum we don't
127get that dirt moving yeah and i think that's why this is going to be busy that's why this moved forward pretty quickly right so just to be perfectly clear and blunt are any of these proposed donations contingent on naming rights at this time um nothing is contingent on naming rights i think a conversation is what they're looking for just really quick if i can reiterate something that steve said and we we have wrestled with partly because of the expediency of this project this kind of chicken or egg conversation so are there people that are willing to donate yes or no and then should we try to isolate what quote unquote that might get someone in terms of marketing or their name on something or that sort of thing so i think that um as steve
128explained to use the word anonymous these are commitments that people have made i'll be them we haven't like put pencil to the paper quite yet partly because i'm not sure people want to go through all of that if the project is a bust i guess and so if it moves forward i think then everything will shift into high gear in terms of getting agreements signed and then starting to talk about whether it's with point of beginnings or somewhere else and then bringing that to the board okay what does that look like for example on online two this you know the donor that's got fifty thousand now and then is going to continue to add more to that later just as a for example like what what does the board think that's worth and i think
129if you look at if you look at the top number on there i think that obviously needs to go in the bank before any contracts inked with shear any future any future subcontractor i'm curious i didn't see that number what the top number on that number got it we'll just make our resolution contingent on i mean that we have the funding uh i'm looking at the numbers for the donations over time it's well over the one point for so what would the other money if we got all that donations what would it be there's other items as you can see on this picture oh is that what you're saying we would we would you know there's this scoreboard there's all kinds of things there's in the softball fields there's backdrops there's if we that's where
130like this is going to jumpstart everything else that we're trying to get you know back in that the scoreboard is not a small ticket item no and that's that was what i was going to point out is that what we're getting in kind this summer and with what the amount would be in kind next summer actually covers what you know the cost is of this initial phase of the project okay and to be clear for the people listening at home or watching this later the number we're talking about a donation of here does not cover everything you're showing on the screen up there this is just the turf and track so what you're showing up there is the overall project but the funding is only for the turf and the track yes okay yes i
131just think some of the exciting things that i've heard is there there's there's groups and individuals willing to donate outside of this project so that's something that is exciting to me is there's other places in other buildings other parts of the district that they're willing whether it's naming rights sponsorships or a combination of to be a part of this kind of kick starting that so i think it's a conversation that's going to create some some very exciting conversations in the near future too any other board members have questions or comments for dan or steve on the floor have any questions or comments i'm going to try and craft this and shoot me down if it's horrible i propose we move ahead with the proposed donation and funding for the track and football field project at
132bhs uh contingent on the donor verification and secure securing of the initial largest amount prior to starting the project second okay emotions have made and seconded any comments on the motion actually yeah go ahead i'm gonna i'm gonna abstain actually i probably should stay okay yeah you can still second i think and abstain from the vote that i think could be fine all right it feels like yeah i respect that yeah well i mean if if we want to keep it perfectly clear you taylor will second it okay we'll change that to taylor seconded the motion that's probably a good point um what did you mean by donor verification just for point of clarity that was a hard motion to craft i'm not trying to beat right no i mean we just the whole point
133is what we've been discussing this whole time we just need to know money is coming in we have to have affirmation that this money will be delivered not a well we were going to do it but now we're not because we can't jump 1.4 million into a hole when we're short 2 million to begin with we have to have some sort of verification that money's coming in and the significant part of your of your um motion was the largest donor yeah but like you mean you want money in the bank but before you move forward sure that's right i think you're i think the word verification is a little unclear that's it i believe it's not necessary to have the money necessarily in the bank but signed agreements does that make any sense i mean
134i don't know if that makes a difference to you it's probably the same thing okay no and i totally agree that we would have to have that because you would not want to be in august and then all of a sudden be on the hook for this so yeah i mean it's important it's again fantastic that people have come forward we just we're responsible everyone so we've got to make sure that it's all going to work out any other questions or comments last call out there okay uh all in favor say hi hi hi opposed nay i'm stan oh and uh yeah please mark kevin abstained uh steve thanks for your efforts on this i i i'm sure others think but thank you for presenting and and dan thank you thank you guys thank you
135ruth uh sub pay rates uh discussion yeah that's incredible yeah okay so in the employee handbook we have um certain um sub rates spelled out sorry there's a an attachment i'm not going to throw it on the screen but um so currently in the handbook there are um three rates for teacher subs there's a daily rate then there's kind of a mid rate if you're 11 to 46 days and then there's a long term rate for more than 47 or more days and then we have an um celebrate for aids and secretaries and custodians in the middle of this school year this was earlier in the beginning of the school year yeah we were really having a hard time securing subs so we kind of did a a temporary adjustment to increase those rates um
136and also to compensate like some of our internal staff that we're giving up our periods they're taking on two classes and of course there's surveys that go on all school year so it became pretty apparent that our temporary rates kind of on the lower end of perhaps what most of the schools are paying so our recommendation would be to make those temporary rates now the i'm going to say permanent rate for but the the fixed rate moving forward until such time in the future as we decide that they need to be adjusted again i move we do that that we use the temporary rates they're very substitutes are very hard to find second okay motion debate and seconded any comments oh we'll get to that guy in just a second we will hear from you
137though yeah um how does this impact period something is it just the daily sub rate divided by periods or do we not there is a separate period um a sub rate that's spelled out that we have not adjusted this year and um would leave that the same okay so these are just the full day rates well i guess subs we pay half a day our whole day so it's not the hourly period so right okay thank you good question how does the proposed permanent rate i miss what you said compared to other districts around here are we still on the low end i would say lower lower middle that's on hearing yeah okay yeah i think it leaves us for now in a a better position than we were i mean like people were intentionally
138not taking our jobs because they could get more somewhere else exactly that's right say that again you don't think people are not taking jobs because they can go somewhere else on the previous race that we had in the employee handbook so this has helped to be a little more competitive with our area schools what what do you have to be doing yeah to be a simon jamie to be a sub what do you do you have to have a degree i remember that was that a requirement or not it's an associate degree now so just to hear everyone at home dpi says associate but we are requiring bachelors right now as a policy yes and that could be changing in dpi on that committee so we're going to talk about that so bachelor's in education
139or just bachelors bachelors okay bachelor's in any field correct and then you have to apply for a short-term sub license through dpa okay maybe you also have questions or comments here at the board level anybody oh mr burling you had i know i apologize because i didn't know the agenda look at it closely until this morning just a suggestion and i don't know if we can do that as an amendment and i did not get a chance to so i'm just throwing this at ruth and you right now um as we've been becoming more uh responsible with our personnel not in that we were never responsible with it but as we've been looking at personnel a little more closely we have a number of our staff that travel and we you know so you know
140the sub process in the old days the teachers would call an answering machine at district office and then the individual would sit and go through a list and it's like trying to find umpires in the old days you're trying to get people to come and sub we use this service now it's called ready sub very effective the minute it's let's say i'm i'm a biology teacher i'm gonna be gone i type in the ready sub and be gone next thursday the minute i hit enter that goes and the people that are all part of that ready sub network get an email and also and they can great so that job can be grabbed within five minutes and it's filled and then i get an email as the building principal lois gets one and that my
141only suggestion and that again that where you we don't have we're short you know we we've we've done those hires we got unbelievable the teacher pool the number of teachers is lower but we've we've hired some fantastic young teachers it's just that's a smaller pool well we know the sub pool is very small i can speak on behalf of nick more so in my school i can't talk necessarily the elementaries as much but we went many days without subs so staff is giving up preps and everything else high school they have one prep and most times a lot of people are giving those up what we don't get people that never fill are those traveling teachers so i'm starting at karcher for two periods and then i come to bhs if that's either the karcher
142or the the person that's traveling or a cartridge person going to die or those don't tend to get picked up because the subs don't like to travel so i would just was going to suggest we had a ten 10 to that daily sub rate if you're one that has to go between two buildings is that an incentive to pick that up i don't know if it's gonna be cost effective it is a little easier to fill like again if karcher's losing somebody for two periods because then they come to the high school for their other four periods you know they only got to find two period subs and we only got to find four it's not like a whole day but in the same sense does that just give a little incentive maybe for because
143the subs by about the third would you say jill a third of the year they figure out kind of oh mr burling he travels i'm not i don't like to travel so i'm not gonna no one ever grabs that one and that's just a suggestion that was talking with lois who really you know organizes our morning for us with all of our subs and filling so you don't have to add it as an amendment but i it's a suggestion i don't know if jill thinks that's a good idea or ruth does either would that be hard real quick mr burling the service that we're using for subs are is that a service we use with our hired subs or is that subs outside of the district that will even come up it's like they're out
144there they sign up into the pool ready so right i mean we wanted to get that country yeah they're they're our employees i guess just yeah off the top of my head i'm just thinking if we're going to make an adjustment rather than just pulling something out of the air right now maybe we can study and think about it and bring something back we have to fall now um you know talk about it and i'm just thinking instead of trying to come up with a number right now we can study it and think about it and come back with a proposal it's a ruth's point i i do think that we also did put a temporary change in place uh that that i took responsibility for in an emergency situation with without board approval and
145it's temporary and it's sunsets at the end of june so part of the timing of this is to get in front of you with an actual border-proof permanent wage change and so my suggestion would be if you want to improve this as is then we can i think what mr burling brings to the table is a good point for us to consider as a team can certainly come back july august and make that that tweak but this at least gets us to the present day of uh being in line with policy and making sure that we've can really say to people look we're being as competitive as we can be coming into the summer so i think it's a really smart idea because if you can incentivize people to fill these difficult traveling teaching roles
146then i also question though what that dollar amount is and maybe that's where jamie and ruth could kind of help us figure maybe it's twenty dollars you know it's something where's that sweet spot where you're actually getting people to fill i know subs was a really tough issue for our staff this year so if we can do anything to make it uh not just our staff the whole yeah but i mean we heard it locally from people that we just couldn't get for sure you're right the rate show up right next to the request so they know what they're getting paid or do they just have to know that or i mean because if there's not something right there saying this is more paid they're probably just as likely to ignore it if they've been
147ignoring it we have the ability to send out um like a mass email to all the subs that are in ready sub so my thought would be is once we determine what that is we could send out an email to all the subs just so they would know that okay and maybe we have to do it a couple times throughout the year just just as a reminder what's the general consensus in the in the southeastern conference are other schools doing extra for traveling teachers i've i've i've not heard about it they're probably i mean more overall which is i think yeah what is it so do we know what others are paying do we know for traveling teachers no for everything in general in general like like are they paying 150 a day for a
148teacher one to ten days are we like are we study oh we're not far off so if you look at our neighboring districts our conference what are they pin yep they're talking to these two no i think the question can i make this suggestion um if we're going back look at this traveling thing i'd you want to know what our average is and maybe we should be looking at a higher number because it can't be that much in our budget too i'm thinking about this isn't going to be a budget breaker and i'd like to know maybe that number too like what is this as a percentage of our budget from for july like that would like know the neighboring districts what the rates are right yeah how are we comparing how are we comparing
149and is anybody offering it i think we i mean i think we want to attract them yeah we want we want to fix the problem and are there creative ideas i'm not asking the question to be cheap i'm asking the question to make sure we're getting well and at a reasonable rate absolutely somebody just said they throw people throwing lunch i mean we could do that i mean like yeah let's let's get it done well you know i spent 35 years as a traveling teacher and i can tell you that back in the day we would get a stipend of a hundred dollars a month and that was a long time ago so it's definitely worth it to to pay the teachers to travel although we traveled a lot and there is a difference between
150traveling between the schools here but still you know at 89 cents a gallon as opposed to five dollars [Laughter] no it's a great it is a great question so that's a great question i guess i'm thinking i we have motion on the table i lost track i think yes we did um because i need the motion yeah yeah so let's take action on that and i think we come back to um oh sorry jen come on yeah thank you so my comments were a couple but um the first was to uh take action and make what we have temporary permanent for now um whether we do a review in the next couple months and decide before the next school year make sure that what steve made his emergency decision follows follows all the policies and
151go ahead and do that and then the second was instead of maybe a flat rate maybe do a percentage or a mileage reimbursement so saying if you're going from dire to the high school versus dire to waller something like that so it's a percentage of what um you're getting paid already thank you good suggestion yeah anybody else on the floor it's it's dwindled if you're welcome to come speak oh okay then we'll just but then we're appreciative you're here but i'm sorry thank you yeah um because it's yeah we're getting down there to like these are the hardcore school board fans are left yeah i know okay um anybody else in the board list otherwise let's take action on the proposal that's been made um call for a vote all in favor say aye okay
152one more question okay yeah sorry please i like the suggestion from the from the field um so we can take action on this now but i'd like to see it as an action item in july as well it's being written as i speak on my list and what we're take what we're taking action on is steve's emergency um fix correct to make it permanent we're making yeah let me repeat the emotion it was to approve the schedule as proposed it says 20 22 23 proposed payment payment schedule that's all we're acting on tonight that we correct which is to make the temporary rates the right the fixed rate going forward was what steve put in place by emergency action i like to see like you said in july i'd like to explore what what mr
153burling had to say okay so all right yes you're correct okay anybody else before i call no all right all in favor say aye aye aye aye beau's nay all right thanks um ruth you're up again for two more items okay let's let's keep plowing i think we can get through these okay oh wait here on this budget yeah okay we need to stand up yeah let's take two minutes literally just hand it because we can't keep um oh [Music] yeah can you override yep tomorrow oh wow yeah good place to put there you go i don't know stickers can we put something heavy on kevin's microphone you want some stickers down there i'll take your stuff there you go taylor you went nice barlow oh he's not here he's really satisfied he [Laughter] last
154year yes consented yeah i think that was famous when these meetings are going on we lose our ability this is all just um oh we were talking about that i don't know why we don't have it well there is we're all kind i think we should try to keep moving though um toby do you want or did you cut the live stream or okay good just keep going um okay all part of the wellness plan either so we're good yes we're we're really good let's get started nope just making sure yeah okay so we have within this budget update there's two parts to it one is the final 21 22 budget adjustments that we have to do and then we have to approve a 22-23 preliminary budget so we can start our fiscal year with
155a budget in place for july 1st um so i have the all-in-one powerpoint what kind of some of it'll be kind of like groundhog day repeat but we'll kind of skim through those um as far as the documents we have um this powerpoint is a very summarized high-level version there is a written document that provides some narrative with some further explanation and then there's the detail line item budget document that we used to go through line by line so if you want the detail it's there or outside of this meeting if we have questions or want me to go through it with you i'm always happy to sit down and do that as well okay so for 21-22 um the last budget we approved was the original budget in october so now we are talking
156about changes from october until now and i'll try to explain what some of the the bigger items are within there so for general fund the revenues increased 791 000 i know that sounds like a lot so we'll explain why the open enrollment that's a pretty small piece so the ins and the outs what happens there is there the normal open enrollment period is like february to april every year in the spring but the rest of the school year um families are allowed to submit alternative applications so all year there's students coming and going and there's no way to predict what that is so we just adjust that to what it is at the end of the year um the federal ester money so there's the round one two and three um that we have in
157place one is spent two we are continuing to um spend that down we're nearing the end of that and then three was the plan that we proposed in december that we are starting to implement and were many of those hires that we just approved earlier tonight so just as we start to implement that we'll have the revenue increase but then just keep in mind the expenses are increasing by the same amount so two pieces but the same um the net effect is is zero but we just have to reflect that with that um federal medicaid we are reimbursed for some costs that we provide for our medicaid eligible students for example like physical therapy occupational therapy speech there's always a there's some current year reimbursements and then there's a big analysis that the state goes
158through every year that there's always kind of a two or three year look back and that they give us adjustments so the prior year adjustments for prior years we have to put in fund 10 current year goes in front 27 so we had some adjustments that were higher than we were anticipating um and then the one time federal aid passed through wisconsin there was um some additional federal esther money um that the governor approved to be paid to school districts for us that was uh 433 000 um so last fall we didn't we kind of were maybe hearing a little bit of grumblings about it but we didn't know about that at the time and then we also received in april fifty three thousand dollars for um it's called get kids ahead initiative for some
159mental health um social and emotional well-being um funding for us to put in place now the thing with the the 433 000 that's unrestricted we can do what we want with it the 53 000 has to be used for that social emotional mental health so for that one we'll receive the revenue this year the expense will not come out until next year or the year after it has to be spent by december of 2024 um so expenditures um those also go up 584 thousand um some of that was the wage increases that we approved uh during the the year higher than cpi part of that was a two-year plan because the 2223 cpi was trending in in a quite extreme fashion and we knew that next year was going to be a challenge so we
160had a two percent two percent kind of even it out over the two years um we talked about substitutes um because we did increase that rate during the year um and we had the normal leaves and resignations that we had to fill so there was some increased cost there um here now we see the expense side of those user um costs so we had the the revenue now here's the expense side offset each other some fringe benefits that are just a percentage of the income like social security and retirement purchase services um here we have more um esser um cost so here's the chromebook maintenance that was like 81 000 so again we have at least the revenue to cover it the electric utility cost that was coming in about thirty thousand higher than we're
161anticipating so there's an increase there pupil transportation fuel costs as we know are skyrocketing then here's the tuition the open enrollments out as we talked there's during the year the alternate applications the capital outlay and equipment some of that um additional is for um there was a billings and grounds um pickup that we actually ordered last school year but because we didn't get it by june 30th the cost had to come out of this year so that was a timing issue i don't know some district office furniture we ended up getting more than we were anticipated up front some floor machines for all the school buildings some of it was for karcher now that it's carpet we have to get some different machines to take care of that okay so here's the slide where we
162kind of for jennifer and pull it all together now so the revenues go up 791 thousand expenses go up 584 so up but not as much so we have more revenues however back in october we were budgeting for a deficit of 481 thousand so now at june what that does is lower that deficit to about 275 000. now we're still anticipating that it will be less than that because we we budget conservatively so we're hoping that would be as close to zero as we can um by the end of the year um so we are in a better spot than we were in october um if this plays out exactly to 275 000 that would leave us an ending fund balance of 6.8 million which is about 15.8 percent of our expenditures so a reasonable
163spot to enter 22.23 which will we'll get through okay any questions on general fund okay the rest of these will go quicker so special education this is a fund where we can't have any fund balance so the revenues have to equal the expenses in in this fund the both of them are going down approximately 50 000 so the current year medicaid reimbursement we are expecting to be that's the main reduction um about 50 000 less than we were originally anticipating it some of its timing when they do the billings some of it's the amount of service that we provide um that's there then they um expense side similar to general fund the wage increases the subs the special ed aids we actually had a lower cost there there were a lot of positions that went
164unfilled during the year just having a difficult time securing hires for those positions um and then we did have some unexpected leaves of absence where we had to purchase some speech services okay so then for the debt service funds there's two different kinds the non-referendum debt no change there and then we have the referendum debt so if you recall we levied an extra one million dollars to do some debt defeasing or pre-paying some of our debt this year while still having a decrease to the tax levy so this is just to adjust the cost to what the financing ultimately came out to so there was some principle and interest we just didn't know the breakdown last fall so we're just matching it up we were able to prepay 930 000 then of principal which is
165great um capital projects just um this is starting to wind down this is from the 2018 referendum so the 43 million just trying to reflect about our match-up is between what was the construction cost versus um like equipment and furniture purchases so mostly just reclassifying and anticipating that we have about 400 000 to carry forward to next year that would be part of that bhs track project and that was the bhs track was always part of the initial plan um food service um might be seem a little odd that we all of a sudden would have a sale of fixed asset and food service but it it we did actually transitioned a van from the old van from food service to buildings and grounds and then bought a new van for food service dpi tells
166us that we have to have put a cost to that we can't just transfer it over so we took half of the initial purchase price and they suggest fair market value but it would be more than one we paid for it so i used half of the purchase price and then just minor adjustments to better reflect the actual um a little bit of a theme here community education just some minor adjustments again to reflect the actual depend that varies with whatever programs they they offer and the participation levels and then the fox river consortium cooperative fund again just some minor adjustments to reflect that the actual activity and then the tuition covers those costs so just adjust the revenue tuition revenue accordingly okay so any questions on 2122 okay so then what i would ask
167you um yes just real quickly what happened with the truck i think when dan had us approved that truck he said it was in stock you said it didn't get to us until now no no no it was just it was like july but it was past june 30th okay got you all right thank you yeah i mean it was like 10 days difference or something i mean it wasn't i think it was more just itemizing what was all in capital outlay for the year no it was last summer um okay so now what i would ask you to do please is we need to approve the final amendments but there's two formats we have the the normal detail summary that we have and then there's the dpi format that we need for the financial
168statement reporting purposes so same same dollars just a different format site entertainment motion to approve the 21 22 amendments and the two formats that ruth just outlined second well one motion for both of them covered or do you need two separate i asked to entertain emotions so moved thank you thank you all right motion's been made in the second any comments anybody else in the audience okay hearing none i'll call for a vote all in favor say aye aye opposed nay all right i just want a comment to make ruth embarrassed and just to say that i know but just to really thank her that it is hard enough to track all of this information in a typical year and with esser in particular it has been incredibly difficult to track and not only has
169it been esther but when we talk about that additional money that passed through the state through the governor's office these were things we weren't anticipating the school mental health grant same thing they they were just kind of coming at us in real time and just kudos to ruth and her diligence to keep us on track and to keep everything so well documented so that we could get so close to a balanced budget for the end of the year so thank you thank you yeah thanks for sharing that steve too because that's something i took for granted too yeah so thanks okay 22-23 so this is the start of the challenging years um yes continuing beyond this next year so as we previously talked about um for this current school year and for next school year
170there is no increase to the per pupil amount and the revenue limit so like that part of the formula we have no new money okay like and that's 85 percent of our revenue is the state aid and the local property tax levy so under the 85 percent of our revenue it's around the per pupil aid it's closer to 90. no new money so that's a big challenge right there up front so revenues for 22.23 we anticipate them to actually go down 320 thousand dollars so about 415 of that is related to um the revenue limit so i know it's more than that so there's other revenues that go up the main decrease for the revenue limit is due to declining enrollment so as our number of students go down because it's tied to a per
171pupil amount that will go down now that's not just unique to us that's a trend across the state actually nationwide um the open enrollments that's just going to vary every year if we trend out the seniors that graduate and can you know kind of assume everybody moves down that is anticipated to decrease here's now an increase is that federal s or money saw those positions that you just approved tonight so we have an increase in revenue but then we have the increase in cost okay so we had i don't know almost 600 000 in positions that we've added on that federal medicaid again if we look at historical trends that's going to be back down to about 60 000. so just adjusted that back down to what we think is a realistic number now the
172one-time federal aid from wisconsin that we received in 2122 that 433 000 so we don't get that again so the revenue is going to go down and that 53 000 of the um get kids ahead initiative for the mental health we received the revenue last year but now we'll have the expense in 2223 or possibly even 23.24 so a disconnect between when you receive the revenue and the expense side okay then there's some other grants that we anticipate to increase but then the expense side increases as well okay questions on revenues otherwise we'll move to expenses so revenues went down expenses will go up we project an increase of about 1.4 million so wage increases cpi was actually 4.7 percent we approved 2 increases for everybody again last year we did higher than cpi and
173a little bit then lower this year trying to have a two-year plan knowing that that this year was going to be a challenge that was about 350 000 um the board did commit to step movements for a certified staff so moving down on the pay scale that was about 265 000 between general fund and special ed combined then there were positions funded by esser so again we had the revenue side now here's the expense side then we have all the related fringe benefits again that are a percentage of the income that was about a hundred thousand um health insurance we did um have an increase of 8.8 percent if you call there we had a cap of i think it was 9.9 and some of our wellness initiatives uh participation from our staff we got
174that down to the 8.8 so at that rate the increase is about 300 000 dollars there is some increase to the retiree benefits but what i do want to share is if we look at the last 10 years that the range is between the low was um 535 000 this year the high was um 660 000 from 2013-14 and all those 10 years in between it just kind of stayed in that range so it's a it's a fairly steady number next year we'll fit in that range so while it's an increase from this year it's still within the 10-year range that we've had so was last year a very low year then because if you're saying it's in the range that year was the lowest year well this year that we're at 21 22 is
175the lowest year but again still not just i would say it's still within the normal range that historically we've had so nothing that's um so then um on the purchase services uh pupil transportation we did approve a three percent um contract increase was that april i think um so tuition um we have that open enrollments out there's always an adjustment there every year and there's an adjustment to fox river consortium that we'll talk about when we get to that that fund but an increase there for some stepping levels um non-capital objects that's going to vary um every year for next year there will be less that we're spending on textbooks and workbooks so that's the big adjustment there um i've just used those funds um elsewhere um for capital projects the two big ticket items
176there that siemens software upgrade that we um approved was that last month um but that's funded by esser that's 89 000. and then we have our normal technology annual allocation of 155 000. transfer to special ed as we talked about special ed has to balance so whatever isn't covered by the costs that aren't covered by other revenues we have to transfer from general fund over to there so because those costs are going up more than the revenues the transfer from general fund over there to there will increase by 227 thousand dollars okay so here's the slide we pull that all together okay so revenues decrease 320. expenses increase 1.4 so that combined is a decrease of 1.7 million the the decrease the deficit that we had from this year will carry forward because those those
177costs are revenue that variance will just keep continuing if we don't change that so that's where we get to the net reduction to fund balance again this is preliminary at this point is 1.994 million so right around 2 million so if we take that whole 2 million out of fun balance that would leave us 4.8 million or about 10.8 percent what steve and i had talked about as one option and we don't have to decide to now i'm just throwing this out that as an option that we can we'll have we'll can decide in october i looked at the sr3 money if we um funded the current positions for the next two years plus a few of those other items that we had talked about there would probably be enough left to cover about half
178this fund balance so close to a million dollars so if we took used half of it for us or half of it from fund balance then we'd have about 13 ending fund balance which would be an okay place so at this point that's kind of the path that we think we would head down but just sharing that as an option again we will decide later in in the fall questions there because the other comment with that is once like we get we get a one time shot to use those funds so if 23 24 um is even more of a challenging year we don't we don't have those funds then so one time shot okay special ed revenues and expenses both anticipated increase 430 000 we are expecting the state aid to go up about
1792 percent to 30 percent so that would give us about 200 000. we talked about that transfer from general fund increasing so that would be 227 000 and then there's just some other minor adjustments similar expenses on the expense side wage increases two percent versus the 4.7 cpi the step moves the assistant pupil services we do have funded by esser so that's why that's in fund 27 and then health insurance in this fund would be about 115 000 um for the debt service funds so the non-referendum debt just the levy to cover the scheduled debt payments so pretty straightforward the referendum debt initially same thing we would love you to cover the initial debt payments um if we have the option to do further debt defeasance like a third year we will certainly do that
180but we're not going to know that until the fall if we right now if we wanted to keep the tax levy flat we could levy 1.7 million dollars toward debt defeasing so just kind of a a teaser but a lot can change between now and fall okay capital projects we pretty much talked about um that that's um nearing completion we have that 400 000 coming forward for the track now these funds do have to be spent by january 23 so with that work being done this fall that will not be an issue then that fund would be closed out and we wouldn't use it until such time in the future as there would be another borrowing a big borrowing okay food service so this current year we have um been able to provide every student
181one free breakfast and one free lunch under a federal program reimbursement program called seamless summer option it's not available for the school year next year so we will have to revert back to charging for lunches we can still provide the universal free breakfast because of our significant fund balance but we would have to charge for lunch unless a family is approved for a free reduced meal either through direct certification from the state or an application that they fill out um that they're approved because of their income levels okay so revenues would increase for the lunch charges because we're not really charging for this year however the federal reimbursement rate under the the national school lunch and national school breakfast program is less than under that seamless summer option like probably about half so more revenues
182from meal charges but less on the federal we have a significant balance there that we start to draw down right so this isn't this isn't a correct issue no it should not be okay it should not be i'm just saying it changes the dynamic and then air mark did come to us asking for a one-year rate adjustment that's above cpi they call it emergency procurement because they're having a very difficult time finding employees um so we said okay because our fund balance is significant so that would be about 75 000 but then we are required to bid out that program the management service the following year so we would normally have two years left we'll just have one year and then we'll have to bid it out again so that's all that means for that
183um community ed pretty much uh status quo some minor adjustments so then the last one is the cooperative fund the fox river consortium we are proposing to add one full-time teacher there so that they can expand their um gedo general education development option i believe um program and to just they want they would like to expand that program but need an additional staff person to do that so that's why we had um additional cost out of general fund to pay our portion of that tuition program for that program any questions okay so i would ask you to please approve this um budget tonight that they detailed presented um but realize that um things significant changes this would be the budget we're going to take to the annual meeting in tentatively august i think that's our
184next action item and then we'll set the original budget not terminal october like we normally do after we know those three items the people count the property values and the general aid calculation just a question on timing so like if we went to the let's assume we approved the primary budget tonight annual meeting in august but we wouldn't make the determination on using esther funds to help offset some of the fund balance until october is that right correct we would not yes so right now the proposal to the annual meeting would be to use offline balance but we could certainly throughout that other alternate option as well knowing that we would not decide fully until october what that would look like any question on the lunch bid so we're giving them the change that they
185want now that forces us to re-bid a year later in which case they could jack up their bid even higher than what our secured bid was already at in the second year the we don't have it you don't bid for all five years every year there's always a rate adjustment that says there's a cap of cpi okay so there were there was no set rate for the second year other than cpa okay thank you so what if we bid it out there they would be in the same boat as everybody else any other questions or comments on the budget up here apparently i'm full of questions tonight that's great um and maybe this is not like the right place to ask this or not but at what point are we going to look at our
186declining enrollment and the money that we're not getting from open enrolls etc and make some tough decisions on do we need to cut staff do we need to change spending and like pinch our pennies to get through the next couple years or get us back on track i'll take that ruth because that was actually where i was gonna go next and so i do think whether it's for the board or or the people watching and listening in this budget for 2223 is is very difficult no doubt about it and when you start talking about a 2 million deficit it's go time i mean that is significant and so one of the things that we are in the untenable situation to have to deal with is a best guess we don't have a state budget yet
187to look at we don't know what's really going to happen there and so we are coming into this summer is the start of the biennial budget process at the state so that two-year budget 22-23 and 23-24 we we have no information that that's what makes school finance so interesting right is that we're going to have to start this start our fiscal year here in a couple of weeks and then not actually have an approved budget for a quarter of the way into the school year or into the calendar year so the biennium budget is a huge thing um we are talking about year two of that budget where things are really going to be decision time so we're presenting to you an option a recommendation for the 22 23 school year we have no idea
188what 23 4 year two of that looks like so if we assume kind of worst case scenario we get a budget like we did this last cycle and there's no revenue for schools then yes we will be confronted with some incredibly difficult choices as a community and so i think that we have to consider what does that mean in terms of the allocation that came from esser we were told by the state joint finance committee use it to pay your daily operational expenses which goes against the grain of what anyone with some clear thought would ever suggest so that's a conversation we can all have with our elected officials and i also think it's important to know that statutorily the reduction in force peace if we have to make cuts to staff that would be
189a decision that has to be coming to this table february march so seven eight months from now and then we're talking about the 23-4 school year the second year of the biennium budget and there is not the kind of excess that people perhaps think there is when we look at class sizes across the district we're not talking about a reduction in force that's going to put a couple more kids in class we're talking about programs disappearing from the burlington area school district that people know love and frankly expect that's a change the other option that is in front of our community is whether or not it's time to ask the community to support public education through an operational referendum that seems to kind of be a little bit of a dirty word and we are
190among a very select few communities in the entire state that has not yet made the shift to local decision relative to are we going to tax ourselves to pay for our schools so i'm just putting that out there because i think that's a great question and the reality is we are going to have to start confronting that because this is for us to operate next year in the unknown we're in the dark room looking for the light switch and at some point this fall we're going to see the light switch it's going to get turned on and if it is still pretty dark after that light gets turned on because the state says no public education too bad no new money at five six seven percent inflation hard hard times so i'll stop there but
191i do think that that's good when we have these budget conversations to think about what the discussion come october might be can connect can i add a just a piece to it you may have something to add to it so jen to answer your question too i think another factor this is brought up before we are decreasing our staff um through attrition we've been doing that because we're we're in a status of uh you know trying to we'll call it right size or you know make sure we have a correct staffing to the teacher ratio so we are looking at that already actively um and you know something that we have we're always going to have to look at because we and we realized too in this climate of what just steve really well described
192we're not expecting we'd be foolish to expect um big funding from the state um it was just that the nature of it i'd also say too with respect to open enrollment that's something we have to look at but that's not necessarily a cure-all because when you bring more kids in you have to bring more staff so it's not a you know it's not just oh let's get more kids and we got more fun and you have to also staff that so it's something we need to analyze and look at but it's not a you know a pure solution well and i guess i would add that in my tenure on the board and well beyond we always act in that manner the the guidelines that you lay out i can't think of a time this
193board hasn't acted like that i can't think of a time in this district's last 20 years where we've been plush on staff i mean people have been busting their tails and working extra hours constantly so we're doing our best to keep it responsible yeah i just want to my two comments were one of the attritions sorry i forgot to mention that during the presentation yes there were several positions that we were able to not replace and we've been very intentional moving forward every time somebody leaves can we stop and ask the question can we get by without that replacing that person um so yes we've been trying to be very intense the other thing is we did add the um make 4k full day with the intent to [Music] try to um help with open
194enrollments out if we can get those families to stay here yeah give a follow-up comment or question um do we happen to know our teacher to administrative ratio i don't know we'll have to get back there correct me if i'm wrong here in a very large district something like that applies more but at some point you need the people that you need i mean even even if the ratio is off you need the people that you need to get the district to run properly any other questions or comments it's late i think i lost track though because where you asked for a potion not to approve the preliminary 22-23 budget if i recall did we have that i forgot no no no can i move thank you second emotions been made and seconded last call
195and comments hearing none i'll call for a vote all in favor say aye aye opposed nay uh ruth thank you thank you we have one item left it's very it should be very easy um we need to approve the annual meeting date and i believe uh the proposed date was august help me out 29 which is a monday so that would be i detain a motion motion to approve that second emotions remain seconded any comments i'll only say this was after last year so we would have our standard second monday of august board monthly board meeting and then this would be the fourth monday special meeting and it would only be the annual meeting okay anything out there jen all right annual meetings future meeting dates july meeting is is uh monday july 11 uh
196for monthly board meeting we may have a meeting between now and then but we haven't scheduled anything and that's i guess to be determined i do want to make a quick no i don't sleep but mr burling your last schoolwork meeting as an official member of our district because i know you're retiring at the end of the month thank you for your years of service it was very appropriate graduation [Applause] it was very appropriate at graduation you got a standing no we're going to give you a sitting note because we're all too tired but uh and i love that you got to read the donations i'll miss that and then chime in and you're always welcome back of course so yes no actually your retirement benefits are contingent on you showing up to every one
197of these i'd entertain a motion to adjourn okay any comments hearing none all in favor say aye aye opposed nate everyone thanks for coming tonight absolutely right wow
