007students so that has to be two sections of that teresa your agenda do you have an item 12 on there i don't and john's true high on the minutes yes yeah so 12 should be over though no discussion action regarding purchasing vapeful countries high school did you print oh that was i printed out your notes yeah that came out yeah okay so that's we're not discussing that right okay we will next time okay okay sorry so we are on discussion and action regarding overload pay so move second motion by bronco second by hermansen to approve the overload pay is there any discussion seeing none all those in favor signify by saying aye opposed motion passes item 13 discussion and action regarding resignations we have kelly mcgranahan resigning from her dems assistant position and tabitha joslin

008resigning from her cna position motion to approve and thank them okay motion blaster dealer second by grads to approve those resignations with our thanks is there any discussion see none all those in favor signify by saying aye aye let me oppose function passes item 14 discussion and action regarding kovid purchases with esser funds yeah administration got together and discussed us and we we're going to recommend that we use some of our coven money to purchase school supplies for the students this year at bk8 there's a list that always gets put out at walmart and everywhere supplies that the kids need to buy and that's something that would qualify under coleman money we could use for to help people out this year and next year too actually but after that we'd have to go back to

009normal for two years here we could use some of this money for that the discussion would be around though we talked about mostly around backpacks the school supplies themselves for k would be about 45 000 and we talked about whether or not we should purchase a backpack for everybody too you're going to have a lot of kids that have them that can reuse them you're going to have a lot of other kids that have to have under armour or something that they're going to get that anyway so uh lori got a bid from lands in that they were going to give us a good discount for uh 20 dollars which is a 50 off and then we can we can get some backpacks from them or you can go on amazon and find them for

010ten dollars less than ten dollars so i think what we've settled on what we'd like to see is purchase all of the school supplies for k-8 for 45 000 and then maybe for the 600 and some students that are in dems maybe purchase 200 backpacks and then put a note out on facebook saying we have these available you let us know if you need it and anybody that contacts us that say says that they need one we'll provide them one but not just have 650 of them ready on the first day to give out so that would be about 50 000 for all the school supplies ka and 200 quality backpacks what about supplies um throughout the year lori i mean we also we have a lot of things that are donated throughout the year

011we have different uh different businesses that usually donate so we does this money kill i mean these escrow funds i mean is this money that we could be using towards you know some of these building projects some of them i know the dems hvac project is would qualify for under air filtration they're pretty flexible with what they're going to let you use this last round for and does it have to be used by a certain time september of 2023 so september of 2023 yeah we can only use up to 80 percent for we have to use 20 for correct title the last round we got from [Music] would be the use 20 on one learn uh learning loss so not on building projects so we can use up to 80 for building so how much

012have we how long should we use though i mean we just didn't just spend we approved 200 000 for teaching uh recovery type things a month or two ago we have 1.8 million total 200 and 260 000 have to be used for learning loss okay with this it'd be 250 about 500 000 used out of the one point so we we do have to use 20 that's what i just want to make sure because so between the 200 000 we already approved and this you know we'll be getting close but not quite to 20 right yeah okay 260 we have to get two and we'd be about 250. just want to make sure that because you only have to do twenty percent of the round four the one point three million oh gotcha okay yeah

013so we'd be right there i think it makes sense a lot of the stuff that's on those lists are like kleenexes and cleaning supplies clorox wipes which maybe shouldn't be on there anyway so i think it makes sense that's what i'm kind of hoping as we do this for a couple years and then in the third year when it's time to go back we really take a hard look at it and things like expo markers maybe we should be providing those kleenex and things like that but turns out weighs off i'll make a motion to approve purchasing supplies for the cave motion by erminson second by grants to approve those purchases using esri funds as described is there any discussion see none all those in favor signify by saying aye hi any opposed motion passes

014item 15 discussion and action regarding copier proposals boy things sit right now in the district is we have two different vendors for our copy machines we have seven from one business and four from another it's just a way over the years getting bids and getting the best price possible that's the way it worked out it's a little on the inconvenient side to when it when something goes wrong with the copier to have to figure out which company it is and call a different person you know based on so i requested bids from uh everyone to unify this down to one company how much would be for a five year contract one vendor of the machines and the service agreement included where we just have one monthly cost for the next five years got three bids

015back two of them were from our current vendors and one was from another place in iowa uh they all three seem like real quality organizations we haven't had any issues with our two now as far as service time or repairs or anything down time and the third person to put in a bid i got to feel them would be the same way so it's three quality businesses and i'm going to be recommending that we go with access systems which is one of our current vendors now we'd be looking at uh one flat fee of about 1100 a month for the next five years what do we currently pay between the two between the two right now we're at about averaging fifteen hundred fifteen so it'll be cheaper three more bucks yeah okay like a motion

016to prove one question kale would be um with access that we're gonna keep the four machines you know how old they are two years two years yeah what happens within the five years that they got to be replaced is this contract that's a very good question uh the bid for access systems we have 11 machines just to keep four of them and replace seven the four that they're saying to keep are because those are the four newest ones and i was very clear and they put it in writing that you're responsible for maintaining these for the next five years and if anything breaks you fix it and if anything starts falling off and this thing's unusable they have to put a new machine in uh potentially so we just appraise our monthly one raising money

017right because two of those that we're keeping are probably two of the most highly used ones there may be some shuffling around that yeah you could move you could move a new a new one in high traffic ones i would shuffle probably the one that's the most used to a they just got different units for different places and then you know i'm sure that's colored black and white and stuff like that and just one more thing to keep in mind if we do go with this bit they're putting in in one of the wings here that has the highest volume they're recommending a bigger machine and it's part of excluded in this bid is inputting a much bigger machine in the one wing that needs it but it needs a different outlet instead of a

018110 it needs a 220. so lee got a bid from the electrician so it would be 1100 a month for the next five years it can't change but a one-time 500 to put a new plug in [Music] so the four we own but the all the new ones will be leased correct right and if we approve this the seven that we're replacing we've owned those two and they have no trade-in value they're five six years old but they do still work so we could have a discussion about selling them or giving them to local businesses or whatever we wanted to do at the moment just throw them away 500 to change the outlet yes sir if we save four hundred dollars a month the outlet's more than paid for yes and if that 500 was

019an issue they could put a regular size one in there like is what in there now and if we said that's what we wanted they wouldn't at that no no it's not that it's not that i just didn't realize that going up to 220 was that expensive yeah i think it all depends on where the nearest box is and what kind of efforts required it probably sometimes could be very cheap and sometimes very expensive depending on the location okay in the wire it's expensive yeah yeah i think i just got it i would suck in the next garage so i would second next motion motion by zoo wheeler second by hermansen uh to approve the access systems bid any discussion um [Music] if we want them to take the old ones they will take them

020yes they will take them and dispose of them no charge okay any further discussion see none all those in favor signify by saying aye aye opposed question passes item 16 discussion and action regarding plan for end of the year funds typically at the end of the year we have a somewhat significant amount left over and that's was all part of the planning process of saving for future maintenance projects instead of waiting you know obviously until the roof falls in or something and then try to figure out what to do we try to put money away every every year to save for that type of thing even building projects i know we need to work on some point a girls locker room and look at the dems cafeteria and things so we're saving up for stuff

021like that uh this year is a little bit different the government and madison it's kind of a long story but because of colon money the federal government gave out a bunch of coca money which we just talked about how much we have so the politicians in madison i'm not getting political here i'm not giving you my opinion this is the closest thing to what i know factually what happened they said well if you're getting all this money from the federal government then we don't need to give you an increase this year because you have all this money coming in from them the federal government said no this is covered relief money and if you don't give an increase like you were supposed to at the state level then we're going to pull our coveted money

022back so they got together with their lawyers and they figured out how much they needed to put into schools to meet the minimum threshold to still get the federal coven money they figured out what that amount was and they put it all into schools but they didn't increase the revenue limits so if you imagine there's a revenue limit every year what you're allowed to spend we happen to be ten thousand dollars per student imagine a line down the middle half of that comes from the state and aid and half comes maybe from local property taxes so what they did was they gave us a lot more aid but they didn't allow the circle to get any bigger so all that does is decrease your property taxes so as a school we don't have any more

023money to spend next year than we did this year exact same but the extra money is going to cost the taxes to go down so we can have a little bit of flexibility with what we do with our extra money this year normally i'd be saying we need to take all this money put in fund 46 for future maintenance projects so that we get all of our aid this year we don't delay any of the eight to keep the tax rate level now with the with this one-time change of what they're doing uh from the government we have kind of a decision we could take all of the leftover money put it in 146 and get the maximum amount of aid this year and our mill rate next year would drop to [Music] last three

024years has been 12 45 11.9 11.3 it would drop to approximately 9.4 like this and i do say approximately because the three things that you need to know for what it's actually going to be are student enrollment how much aid exactly you're going to get from the state and what your property values are and right now we know none of those so i put in estimates for all those what i think they might be close to and that's where the 9.4 came from so that's not guaranteed we could take half the money this year because of what's going on we could put half in fund balance and half in fund 46. that would cause the mill rate to drop from 11.3 where it is to about 10 still a significant drop and putting it in

025fund balance gives you increased flexibility to use it on whatever you want fun 46 once it goes in there the only thing it could come out for is building projects maintenance projects things like that put in fund balance it can come out for anything you want so on 46 is there a time limit how long it can sit in there no sir uh the the same minimum time though the thing with fun 46 right time limit was from the time you open the account you can't take anything out for five years sure just in this last february we passed that five year mark so now we can put it in and take it out the next day all back and forth okay you know sometimes i i guess usually especially with finance stuff i would

026have like a recommendation here you can obviously do what you want but here's what i think we should do but in this case we really we have this option which is very good and we have this other option which is also very good so it's that the a from the state you're going to get is end up being the same when you put it in fund balance you delay it a little bit until you eventually spend it so delayed aid versus a little bit of increased flexibility in what you can spend so let's say if we put it all into fun 46 it drops our meal rate till say nine to five that's just for one year though right is it gonna spike back up then this extra uh revenue from the state is a

027two-year budget they approve for the biennium okay so it's gonna drop to nine five and it's gonna stay there next year i mean approximately and after that you don't know what they're gonna do you can never even have a guess i wouldn't guarantee it's gonna spike back up it's year to year though after that we do get a little extra money outside of the general fund through sparsity aid and the one-time funding that they're talking about what about kale if we if we put it all in fun 46 and we have a mill rate of 9-4 does that help us if we need to go down if we have to go down the road like let's say three to five years to do a building referendum for you know some of a larger building project

028that we don't have money that you know like let's say for instance the fema we you know when we talk about the fema grant that we didn't get um you know if we want to do a project some to that down the road is that going to impact i mean does that help us if we if we're sitting with a lower mill rate then or i guess that's kind of a question that that i have no matter which one of these two you pick your mill rate's gonna end up in the same place eventually you're gonna spend that money and get that aid so do you want it to go down to 9.4 right away or do you want to kind of more gradually go down and as far as which one would help us

029in the future with the fema grant splitting at 50 50 right now would give you more flexibility and it would only drop to 10 but you have that ability to spend out of fund balance that can help you make adjustments the overall impact of taxpayers is the same either way really it's just going to end up in the same place just a matter of when yeah either they're gonna taxes will go down a little more the first year or they'll go down a little less but it'll be spread over to you it depends on when we actually spend that money out of fund balance but over two or three years well then that's the case then it'd be foolish for us not to do 50 50 then it gives you the flexibility right you're delaying

030your aid a little bit you're having more of a gradual decline to where you're going to get to eventually and the trade-off the positive is increased flexibility right whereas we're locked in if we go to 46 but we've set aside a higher than anticipated amount for future building projects irregardless excluding taking the fema grant and loans out of the question i like the idea of trying to give as big of a tax break but i'm good with either but if you do split it and you put half in fund balance and then you decide later that you want to use that money for a building project you still can do that you know you can write anything you want so the the big difference is flexibility for 0.6 in mill rate correct right well if

031we split it and put half in fund balance then down the road we could still move from our fund balance into 46. anytime you want to right yeah so we could still put put it there i guess for you know 0.6 on a mill rate i guess i'd rather prefer to have that flexibility in case we get caught in some sort of a bind sure yeah and taxpayers are still going to get that 0.6 it's just it's just spread out over a longer period it is not lost it's only delayed yeah so people will still see i'm sorry what was the mill rate this year eleven three three so let's throw down at 10 in the first year yeah a little more yeah yeah um yeah no matter what we do we're still trending down

032which is good yeah we need to communicate well to the community like we don't know what's going to happen in two years but the most likely scenario is it's going to go back up i doubt the state's going to continue to fund at that level for past those two years hopefully it doesn't go back to levels of this year but i think the most likely scenario is that it will go up after those two years yeah and we will we i will have to do a lot of communicating because i just had that video for the referendum that said if you vote yes what i'm anticipating is every year the mill rate to decrease and i have the graph 11.3.2.1 10.9 10.8 well now if it goes down to 9.4 or 10 it may go

033up from there it's still going to end up below what i said it was going to end at hopefully but i did not you know anticipate this thing that's happening right now coming so five years from now i still fully expect we're gonna be below where we were when the referendum passed but the graph just may look a little bit different than i thought it would as long as we articulate it yeah they're going to see more of an upfront yeah i mean you know and so then it becomes communication and being transparent i like the idea of 50 50 i'm not sure where everybody else is at make that motion i'll make a motion to go ahead and um put fifty percent of i think about fifty percent of the excess in 146 and

034the remaining fifty percent in fund balance second because you think in time like right now when you write off your real estate taxes it's not as big of a deduction as what it was say five six years ago do you think they'll change that back in a couple years where would rather be paying higher taxes two years from now because of deduction reasons i'm trying to figure out trying to follow you say that again right so like when you write off your your real estate taxes yeah it's not so pre-trump yep you got more of a discount with that deduction yes so i guess my question is do you think in time and none of us really know that answer but you know would we go back to those type of tax breaks where we'd

035rather have a higher real estate tax say two years from now than one year because you're gonna be able to write more off yeah and maybe it's not even enough to really matter but it's a good question i think it's a i don't know the answer to that nor do i just then the flexible option would be better because it you can gradual decrease so if and when the scenario that you put out correct happened if it were to and and the pendulum on taxes especially property taxes swings from one end to the other sometimes it takes a few years but it always goes one way to the other uh i think we they'd benefit but yeah who knows what the code is going to be i i think it'll go up yeah i think

036the 50 50 makes the most sense we also need to keep an eye on our fund balance which is already well over our minimum that it's supposed to be and for it ever to go down we have to spend it but we can do that by moving it to fun 46 so we do have that option or you could spend it on projects and i think you can get aided on that you just either way it gets hated right we just want to keep an eye on it so if we move 50 of this overkill any idea where we as as far as sitting in our fund balance of percentage right now is about 32 and so it'd be somewhat higher than that or the and our minimum is total is our 23 26 26

037okay i know we've talked about that magic number for that sweet spot where to be and yeah well and it's if we have plans and we do for projects that that money will be spent within the next five years that's fine but our fund balance is money that taxpayers put in there and we shouldn't just be sitting on it correct without a plan and nick i think one of the things too that happened was was when we were built they were building up the fund balance it was in the event of a major project because there was the five-year lock on fund you don't 46. where you couldn't get to that money yeah so now you know i mean it's kind of a moot point i agree all right so we've got a motion on

038the table by zoomer second by bronco to put those funds 50 50 into fund 46 and fund balance the general fund any further discussion scene none all those in favor signify by saying aye opposed motion passes item 17 discussion regarding fema grant from tornado shelter yeah sorry to report that we did not get the grant from fema to build the tornado shelter slash gym here on dems if i understand things right last year in wisconsin 19 schools were awarded with this and this year between wisconsin and all of the surrounding states the total number of schools that were awarded was zero so they something changed uh i heard that our grant was uh only one from a school that made it into the final round to be considered and the good news about that is

039when you're in the final round apparently they have to score you on a rubric to show how you compare to other projects and that rubric can be open records requested so we'll be able to see where our shortcomings were compared to these big projects that were actually funded and we can reapply next year but no extra expense just check the box and put the application back in one more time see what happens any questions or comments on that move on then item 18 discussion and action regarding preliminary 2122 budget as i said this is just an estimate based on the three factors that we already went through i put in some uh what i anticipated to possibly be close to and the tax amount would be approximately 3.54 million and it would produce a mill

040rate that would drop from 11.3 to 10. do we get an eight estimate between now sometime in august from the state just july first july first there's an estimate which we have which i based this on and then october just a final one questions on the budget all right item 19 discussion and action regarding location of school board meetings the last year and a half we've had our meetings in here as you know uh before that for you uh they were always down in the boardroom down by the office uh all of my office the far end of the building it wasn't ever a problem for the last while leaving these tables and camera and everything set up in here because this room wasn't being used it really wasn't wise to have any group meetings

041so we didn't use this room now you know who knows but the way things may be going we may start getting back together more and if this room starts to be used more frequently for group meetings this would be kind of a pain for lee and everybody whoever to keep setting this thing up and down so we may want to think about going back to the other room i'm all in favor of that what do you have to do as far as technology or that's why we put it on here because we can make the camera system a little more permanent and run cables and things but we don't want to do that here if we're going to move so the board's okay with moving back to the boardroom and this room is nice because

042it's bigger but it's not like often we have an audience um it seems like we have more space here but i get the inconvenience of setting it up you know it looked like you were going to have an audience you could always smoke down here yeah if there was something that required that yeah i'm fine with going back to all right so if we have a consensus there we'll just our next you know be in the boardroom okay so i don't know this wouldn't need action but are you guys okay if i do some shopping and we try to install a more permanent camera system in there yep i think the camera could be mounted and the wire could come down from the ceiling or floor or something where you can just plug right into

043it okay all right item 20 discussion and action regarding educational topics to discuss at board meetings we can talk about this it's just something that i thought about doing and if you don't want it then it won't happen but i thought for the next year once a month i would bring an educational topic some kind of hot topic to talk about uh i have a couple to start with for suggestions and then maybe over the next few months you guys could be thinking if you see something on the news maybe that you think people in the community have questions about or anything seem particularly interesting we could add to it but things like topics i may start with scheduling there's a lot of research out there it's kind of interesting to read and think about

044some places say if school started later their school's starting at nine o'clock give kids more sleep so i'll suppose they'd do better their school's looking at going four days a week what does that do to the budget what does that do to test scores uh things like that uh another topic this is a hot topic right now is esports you know you got your football basketball that you've always had well these video game leagues these schools are coming up with are taking over everything uh you give it a couple years it may be bigger like than the super bowl so that's something we could talk about and and i would first have to learn about it i don't know that much about it but then we could uh learn about it together and sometimes it

045might be a little bit of a controversial hot topic this one right now you see on the news every night is critical race theory something that schools all over the country are getting letters from conservative groups saying you shouldn't be teaching this you're getting letters from liberal groups saying you should be teaching this so and i don't know everything about it myself so i could study it learn about it and come here we could talk about it uh things like that you know once a month if we picked a topic everyone was interested in i think it's appropriate you know um some of the first topics you know that are interesting you know about changes in education because i've heard that about the early start times and how different start times work for different aged

046kids for their health you know i think those things are appropriate yeah and crt is you know all the buzz about that right now 6 19 16 19 project and all of that other stuff so uh yeah it it's probably appropriate okay well we'll start that then probably september uh do you have one you want to start with or your idea you took okay well i'm kind of thinking the critical race theory would be an interesting one to start with it's such a hot topic that maybe we could learn about it and see what we think about it right away okay thank you and you guys can be thinking watching the news if you see anything maybe these will be the first three and then over the next three months if you come up with

047things you want to add to the list we'll make it up as we go okay item 21 superintendent principal activities director and building and grounds reports yeah lee told me he wasn't gonna be able to make it here tonight but uh i can report definitely the cleaning crews do an amazing job the work that they're doing uh getting everything spruced up and you probably saw the parking lot when you came in here just got seal coated looks very sharp so those people are doing good work right now other than that i would just say that we need to schedule an infrastructure committee meeting it's our new committee that kind of combined a couple things we have several topics that we need to look at in that area and then something that we've been talking about

048for a while too if we could schedule i don't know exactly the name of these new committees what we'd call it but long range planning or wherever the climate type thing would fit in there's been some requests to have a meeting and look at some different things so those two things if we could schedule thinking before the end of the month or sometime in august here i really am not going to be around much for the the last week here if we could go to august that would be better for me but august wide open can we set the time that at our times at our first august meetings give everybody a chance to look at their dates that would be fine with me all right all right anything else no sir thank you lori

049our summer enrichment courses most of them ended in june they were very well attended we do still have a children's theater going on and some of our older kids sports groups are still getting together and practicing so again those classes were well attended remedial summer school is going on right now we have 88 students attending in this building from kindergarten through eighth grade that will be ending on july 28th we also have a jump start program that we're going to be having for our incoming kindergarten that will take place in august august it's the first two weeks and august monday through thursday so that will be happening and we'll be having two sections and i think we have 28 kids signed up for that um as i said children's theater has been working hard uh

050practicing their performances are coming up of junie b jones uh they will be taking place on july 30th and july 31st at 7 p.m and then august 1st at 1 pm performances will be held in the auditorium high school they're very excited about being able to do that this year other than that bad lessons are happening on a regular basis we are working on scheduling getting all the schedule ready for the upcoming school year our rti committee has been meeting um we also have a meeting again this week we have some teacher trainings going on there with the math expressions training today we have non-violent crisis intervention coming up and planning for our in-service days so christine and for those of you that may not have met mr moyer yet our new high school principal

051rich moyer welcome yeah that must mean it's my turn to go there it is uh you know forever for me taylor watson has come on board as our new secretary at the high school doing a great job we are learning together but with the help of kale and lori and pat and other staff that have come in just a lot of learning going on right now i've taken the first couple weeks previewing handbooks uh got a faculty guideline handbook the student heritage just working through some of those things become familiar with what it is that we do editing those and then bringing those forward in august uh with kales for your approval um working with guidance uh mr elena he's working on the master schedule we have double things that we met on and talked

052about so that should be finished up here in the next probably two weeks and we'll get that on the staff our plan usually is by the end of the school year just with the delay with me coming on board mr up and all wanted to wait on a couple of those questions and decisions so we're just working on that together and he's doing a great job so otherwise building at least doing a great job is crew they're getting back together i've met about half the staff and support staff they come in the building so just it's frequently it's a fluid place and so it's just nice to meet everybody we're getting uh ready to go so thanks rich um getting ready for the fall sports seasons uh we've gone completely paperless for registration so i

053had a few pickups since that started july 1 but worked through them so parents and athletes are starting to register turning paperwork that way i did get some not guidance from the wia today i got a notice from the wia today saying that they will be releasing whatever covent protocols they plan on using hopefully early this week so when i get those i will obviously share them you hear a lot around the river mill i don't know what honestly is coming down the pipe so as soon as i get those i will share that with admin with the board and we can go from there we have been working on you guys improved a little bit of an increase to get uniforms back on rotation so this year uh volleyball and girls basketball were the

054ones most in need of of replacement so they're working on ordering those but like i said it will be essentially five every five years every sport every varsity sport will get new stuff every five years so when you look at it when we buy uniforms we're looking to last ten years because we rotate from varsity down to jv and then out but we should be able to do this sustainably you know keep everything on that five-year rotation other than that we do have fall sports meeting for parents and athletes next monday we're going to do that a couple years ago we moved that to before the football season starts just to give parents that extra week of i need to get my paperwork in so that will be at six o'clock on monday night in

055the auditorium that's going on facebook putting the paper and gonna send it out infinite campus as well as coaches and reminding kids that's next monday pat yeah next monday other than that we've had pretty good participation in all the summer open gyms and things like that and all coaches are working hard getting everybody ready for the fall and beyond so i think everyone's just ready to hit the ground running with fall sports and hoping to just keep a semi-normal schedule this year and get back to some of the games and invites and things that we've been used to in the past that's it for now thanks pam item 22 are items that are appropriate for executive session including special ed teacher assistant candidates fall sports volunteer coaches and seventh grade volleyball coach candidate those are
