003state your name do we have a great please state your name and address um hello my name is sha pady 4188 West Victory Creek Drive Franklin Wisconsin um hi my name is meana Roy pedot 7249 West Avan Court Franklin Wisconsin okay so hi I'm sha I'll be a senior at FHS next year and um I'm a member of free that was the group that organized the petition and met with you last summer and first of all I'd like to thank the board for working with us I've talked to a few of you before and continuing to work with us in the future so the reason I came here here to speak today is because with current debates going on there is a matter that's being widely discussed and that's critical race Theory and so I'm

004here today to just say it's like a matter that shouldn't really be politicized and it's not something that we should be focusing on abolishing because I think most of the opposition that comes to it is a lot of times stemming from misconceptions about what it is and how it actually is implemented in schools so what I want to say is that there is misconception that it's intending to criminalize our country and rather than that it's pushing for progress in our society what it is is it takes and acknowledges the fact that past discrimination and wrongdoings have led to current systemic injustices and it acknowledges that and the effects it has on current Generations so understanding this is important for our community to move forward as Franklin and as people as of society and pushing for

005racial equity in the future again I'd like to thank the school board for continuing to work with our group and our community thank you thank you that's it thank you hello my name is Cheryl Tes I live at 351 West DN Crest Drive and it's really great to see all your faces the last couple meetings I haven't been able to do that so it's great uh I'm here to say critical race theory is a lie it's divisive it's destructive it's dangerous and it's demonic why are we trying to teach our children to hate kids are colorblind they don't see color so why are we making a point to keep this in front of them we are putting labels on kids we are telling them they are oppressed they're victims how is this a good idea

006why are we putting a problem where there is none why because it's an agenda to divide it's indoctrination and the agenda is to create Marxist social justice Warriors to hate our country and it our history to create a culture of leftism and Equity Equity is poison we should not be judging people by the color of their skin but who they are and their character what critical race theory is telling people of color is they're oppressed they are victims they cannot succeed how sad is this there is one race the human race color is irrelevant evant God created us all equal critical race theory is not advancing the beautiful beautiful dream of Martin Luther King Equity is not about equality of opportunity it is about equal outcomes which is fundamental to a Marxist political ideology critical

007race theory is denying critical thinking it is taking away individualism news flash no we don't all think alike but that's okay if critical race theory is so great why are parents across this great nation blacks Asians Latinos and whites fighting this poison they are fighting it because it's wrong teachers should stick to teaching English Math Science History and not promoting division our time would be better served tell in our kids we live in the most tolerant and most generous Nation on the face of the Earth and if this isn't why so why are people coming from all other countries crossing our borders to get in I just saw a nine-year-old uh facing the school board I don't remember what state it was maybe it was Virginia she was N9 years old she had so much

008wisdom and I just want to end with what she said with her ending courage is contagious so we must be courageous thank you anybody else care to make a community comment Michelle winky 3676 West Central Avenue um I'd like to start with asking how I as a parent can be aware of what is being taught in my kids' classrooms on a daily basis weekly basis not just a generalized thing I need specifics and details because as we've just had two different people speaking on critical race yay and nay for it um this past year many red flags have emerged regarding FPS pushing our children to become social justice Warriors um there seems to be a hidden agenda in Franklin we have third graders making PSAs on social issues and having my second grader see these

009PSAs and they were hidden from me I found them because I was in my child's email I didn't know what this was going on um my middle schooler had to watch CNN as we all know every news source this day and age is biased to their opinion they're not just reporting the facts they're biased taking those facts and spewing it one way to another to meet their audien's desires I'm okay if my student is watching CNN as long as they're watching something and maybe comparing how our news stations are taking one thing and coming up with two different opinions or narratives on this story or event um but that wasn't the case my kid had to watch CNN he said at least 10 times in sixth grade we don't even watch the news at home

010because I like to keep my kids kids as long as possible um sorry I went off we have the students from the free program and I'm really glad you guys are here who when I watch the saber War are trying to implement social justice books into the criteria so I took a look at one of the books that was recommended dear Martin and I pulled it up last night and I read about halfway through of it it started in the beginning with uh I believe a 17-year-old African-American boy helping his girlfriend um who was drunk or ex-girlfriend they on and off and a cop comes and it doesn't tell you what the cop said all of a sudden this boy is just smashed up against the police of the car and the officer's like did

011you hear your rights do you understand your rights and he goes in his head he's thinking because it's a narrative um I don't know maybe because I have blood in my mouth I don't know he doesn't remember his rights being spewed to him so then it goes on um little graphic and details on um about him and his girlfriend and stuff like that but it was a one-sided narrative that I could have probably pulled up any leftist news station and seen every word from word come from somebody reporting that and this was recommended by a teacher I thought honestly I'm gonna be honest I'm intrigued on where this book is going but I'm an adult who can who has my values my morals and my way of thinking um set in stone whereas my children

012are very learn they're at the point where they're learning they're engaging things and if eight hours a day they are being fed one-sided narratives that's what they're going to lean to and me as a parent I don't agree with that I agree with being exposed to everything and make your own point but when you are LED in One Direction that's where you're going to end up 99% of the time um so I just feel like the Franklin and the education system right now Now is working to just make our children these social justice Warriors who hate America who are not proud of this country and all the good things that have come with this country every country has a negative and a positive history it's flawed people aren't perfect we're in a fallen world that's

013what it is but to take and have our kids think that our country is so systematically racist and full of hatred and that nobody if you are not white can move up the ladders is just unacceptable in my my mind our country has the most um populous immigration standard we by far they say there's like 47 million immigrants in here currently and the next one is Germany with 12 million that's huge I know there's a difference between them but people line up people sneak into this country because it is the greatest country in the world and it's a unique country and I feel that Franklin should be teaching our children to love our country and see what is unique about it and why it is special and why everybody from every country on this Earth

014there's somebody that wants to be here people don't leave this country often and I guess I mean that I guess that's it but if anything if we can have our teachers specifically tell us what books they're using what curriculum they're using what news media sources things would be great so that as a parent I'm not blindsided when my kid comes home with who's 11 on a book with transgender because my kid's 11 he doesn't even know what that was I had to explain it to him and I thought that was just blew my mind that I had to explain this to my child and this was because he was in sixth grade and they were working on social issues and that was one of them so in the end Let's Love America let's teach us

015the good and the bad and find some books that maybe highlight some of that so that we at least have two sides to everything because there are two sides thank you anybody else here to community comment my name is Mary yank 5731 West Cascade first of all I'd like to thank Dr Miller and the board for a wonderful graduation I know this was pulled together probably to a certain extent last minute and you'd never have known it we had a wonderful time it was easy to get in and out out I'm sure it's expensive to have it at Miller Park it'll always be Miller Park to me um at Miller Park um and I don't have another graduate until um another couple years I don't know if it's feasible to always have it there um

016if there's a committee to be on I'll be happy to be on that committee because it was just fabulous and not to disparage the sports complex but I I think this really was a you know a Wonder F venue and uh we just had a wonderful time and everybody did such a fantastic job um the speeches were perfect length um and uh so I just want to thank the board because it was it was really a wonderful experience and we got to see parents and kids kind of more you know as we were coming and going and it was less crowded than I suspect it would be at the sports complex so anything we can do to have it at that venue again would be great and and then my only other uh comment is

017I know a few meetings ago we talked about the remodeling and the revamping of the uh gym entrance and as someone who's gone to a lot of schools over the years I'm just hoping we can at least set aside a little bit of that money for like um uh light lighting um as far as where you're going uh signage maybe even at night like having neon signage or uh things posted to make it really clear because we know where the football field is um but some folks traveling might not even know where that is because it's kind of off the road uh certainly folks wouldn't probably intuitively know where the basketball uh you know court is so if we can set aside some of that money to have signage maybe even on 51st Street as

018well as at the entrance making it really clear even at night where this all is um that was just one of the thoughts I took away after I after I heard that a few weeks ago so thank you again the graduation was fantastic thank you so much good evening Yia W ler 3102 West Southland Drive franking Wisconsin um I'd like to touch upon um like going a little bit back to the mask um question and the mitigation strategies and the recent newsletter that was sent out um it was good news for the Franklin Public School District I think a lot of parents were happy to see that mask finally going optional and they truly have their recommended status now um as it should have been um I would say um according to the law uh

019but um as parents are happy to move on with mask optional school year however not all of the parents and it's understandable we have all different opinions um I I think that uh we um still need to get a little bit more information um on how this decisions are made and what are the facts that are backing up these decisions uh we are like told in newsletters that things are looking up or looking down uh and this is like kind of a ready decision or a conclusion made for us um I would personally prefer to see the um more information uh and like being able to evaluate it uh ourselves and to make the best decision for our kids um so some questions I had um asked for the protocols which are still going to

020be in place and that were touched upon in the recent newsletter uh so quoting from the newsletter we will continue with the F mitigation measures we had in place in the end of the 2020 21 uh school year including using metrics to determine if shifting a building to Virtual learning is necessary so shifting a building into virtual learning sounds like a closing the school schol to me uh which um we may uh potentially uh face um some inconsistency um in the learning process so does it mean that the school may be possibly closed uh based on some kind of data and if uh there is such a data um I would like to to see it like when is the point that you such a decision will be made and um also um it kind

021of was a little bit contradictory to the recent wicon Wisconsin Supreme Court ruling that um was um that said that the local Health departments do not have the authority to close schools due to emergencies like Corona virus pandemic so um I I take I personally took this like shifting as a closing of school which now like goes against the law that was ruled then the next um point was contact tracing to support the Franklin Health Department in quarantining students who have not been vaccinated um the first question I had is um how um are you going to know who is vaccinated or not will this information be widely sharable now and who will have access to such such information about the vaccination status of uh children because um I think this information should stay private

022and uh prevent any organization or any um any member of the staff of FR Franklin Public Schools from dividing uh the children or discrimina based on their vaccination status so I think this information should stay private as for quarantines uh based on the data sent by Franklin Public School District to parents as of April 23rd um I think the quarantines like to me they do not um seem to be very reasonable out of 2,922 students quarantined only 1.77% which is which uh translates into 49 people turned to be positive without proof they actually contacted um the infection at school because all we all know that while in quarantine people uh I mean kids were like playing with neighbors going to the parks going to the playgrounds so they were still in contact with many many

023parents and it's very hard to say if they really contacted uh the infection at school and if it really comes from the contact from the close contact um another uh study um in Wisconsin made by parents who um got the results of large through large open records done in Wisconsin public schools which included 192 public schools which were not hybrid but were in person for five days a week uh it resulted um into the number of uh 0.45% so less than half a percent of same like positive cases that turned from like close contacts so the numbers are pretty low So based on this numbers we can see that only in Franklin 2,873 uh students missed the school for being a close contact and being presumed infected but they were not really infected and didn't

024show any symptoms and were um able to return to school successfully without being in infected or sick so U my suggestion is um keep the vaccination information private notify families if their child may be may have been in contact with someone who is positive and ask families to monitor their child for symptoms or self quarantine if they choose uh families should be should have an option to self quarantine but it should not be required because it leads to a lot of Mis dayss it causes inconsistency in the learning process it causes inconvenience to parents who are uh who have full-time jobs somewhere like they do not work from home um as for cohorting um I I would like to know what the reasoning behind this because the reason study um showed that people who maintain

02560 ft distance from other indoors or no are no more protected than if they socially Distance by six feet so it doesn't matter like what what the distance is so within a classroom um I don't know like what was the reason behind cohorting the disadvantages of cohorting I are like as I see them U they um I've heard from other parents that u a lot of friendships got got ruined uh and also it limits kids interaction with other students outside of their cord um so how depressing can it be to a child not to be able to communicate with a friend and like being separated being like in different parts of the classroom and um and if the risk if the study if the science shows that the risk is the same so I think

026we should not make uh kids feel miserable about not being able to talk to their friends and uh so they they are free to choose who they can talk to and interact with in in the classroom um and um promoting handwashing I'm all forid it's excellent hand s sanitizing is good too uh I'm personally not against like hand sanitizing all the times as long as it's not pushed because like it like to the certain extent it's good but it it can turn into not so uh useful procedure sanitizing can be left for the most contaminated areas like that bathrooms uh distancing students were possible um social distancing has been brought up not once at the school board meeting uh taken into account it was hardly followed I don't know what's the point of uh still

027doing it since we're getting rid of mass and um as for uncertainties uh that could cause us to respond U so it was in the newsletter there are still uncertainties that could cause us to respond potentially in the same manner as we did in March 2020 and September 2020 I personally hope and sincerely hope we will never have to deal with another March 2020 or September 2020 um not in the means of the the levels of disease or or the measures that we had to experience which um I take were like pretty harsh divisive pushing and not quite in compliance with the laws um so I'd like um this school year to feel and look more like freedom to our kids without interruptions in learning and um I hope um this information will be considered

028and there's still still time to reconsider I hope for like good summer and um happy return to school in September thank you anybody else care to make a community comment hello my name is V Pand 9848 West Prairie grassway um so I apologize that we were a little late so we missed the Pledge of Allegiance and in my time here I've had a chance to say it about 20 or 30 times so I can't say it like other people can I have to think about it but I believe some of the words in there are one nation under God indivisible with liberty and justice for all and it's privilege here to talk to you about what I'm going to talk about which is critical race Theory I think the privilege is that we are all

029here and able to address each other and are able to live in a nation where we are all given different opportunities and it is what our backgrounds and what our choices are that lead us to be as successful or not um my background is what it is and I somehow managed to come here and be fairly successful um I've had difficulties as other other people have had and uh they were able to overcome them I was able to overcome them there are choices that I made that were choices that I would not wish him to make ever again um but I got through them so what I do is spend my time making sure that he doesn't make bad choices because it's very important to me that I teach my son how to be a

030good American and um if we are going to push a theory which is a belief system of certain people who have their own thought processes I wish for you to also push what it means to say the bless Allegiance One Nation indivisible with liberty and justice for all that's what we stand for um I'm not going to make any speeches about what MLK said but go look at what he said go read about it um we are all given equal opportunity in this place uh there's no need to talk about people here by saying you were privileged and you have certain things and somehow that makes you racist it does not you're only racist if you choose to be that's an individual choice so I can't judge you and please don't judge me and please

031don't teach my son to judge other people that's all I ask one of the great things about the virtual course that we went through last year uh we were worried about the ins and outs uncertainties that's what we were worried about so it's great to be able to not worry about the uncertainties and and um know that every day it's going to be exact same it says he's going to go to school sign on a computer take classes and we can go through it one of the side benefits we didn't really fully appreciate was that we had a very strong view into how he was learning we knew where he was struggling and we knew where he was slacking off and we knew where he was excelling and what that did was it gave my

032wife a second third job uh besides her primary work um she was also of course a you know great partner to me but then she was also a part-time teacher in this sense she was able to keep her work going and also focus on where he was struggling and go point at those atories and spend hours with him to make sure that he was an excellent student so he did a really good job and she did a great job the reason we were able to do that was we were able to follow the classes hear the materials and at times find the links to what was being published what was being taught I am old school I remember getting textbooks I remember having textbooks I remember having materials to point at and look at and

033refer to and go figure out what the teacher was really saying because I process things differently he processed things differently as well um not having handouts and materials would be a challenge for my parents it certainly would be a challenge for us if we don't have textbooks to figure out what's going on so it's really helpful to have materials that are published it gives us a way to figure out how to how to you know coach him where he's struggling and and and um so that's very important to us the other side benefit is when there are theories that are being floated that we do not agree with we want to preface that by saying this is a theory an opinion and for you to succeed in society and school you may have to parot

034those opinions it does not matter what those opinions are parot them get through it because the only person who's going to judge you is God so if you have to par these things to get through life do so but understand that that's not how you're going to behave you're not going to judge other people so please give us the opportunity to know what you're teaching our kids so that if we question those things we question what you're teaching our choices are to participate and teach him how to read our perspective as he grows up he'll make up his own choices that is okay give us the opportunity to make sure that we understand what he's being taught so that if we have Cho if we want to correct him we can if we want to

035provide some interaction to him saying this is an opinion and you must par it do so we need to have those choices because our choices are to be able to fix things as they are or to leave because we will not participate in a school system that force it down from my perspective perspective things that are not true I'm not racist I don't think she's racist and I don't think a lot of you are racist I don't know you individually the ones I do know in the back they are not they're not privileged they're just freaking Americans that's all they are perhaps they're not Americans but I'm assuming that they are they are certainly citizens of the city of of Franklin which is the city of Franklin so I think one one of the things

036I've been doing recently is listening to a podcast about this guy you might have heard of him Ben Franklin on him read up on him that's what this city is a city City's named after Benjamin Franklin one of the founding fighs was he a racist was he evil was he privileged I don't think he was because I'm I'm still on chapter three and I haven't heard anything that says he was privileged he was just one guy who was graced by God to have a lot of intelligence and he used it and he used it well so um I just wanted to say please give us the opportunity to make sure that we we produce great Americans because we need a lot of great Americans thank [Applause] you Lori PID 9848 West Progress way but anyways

037um nothing bad but yeah I guess I just want to kind of reiterate what my husband said that last year we knew everything that was going on and that's what I loved was that I could see the slides the teacher always had the slides ready the night before which I didn't always look at I guarantee here I I admit but I always knew what was going on I was like he was there I was here working and I could hear what the math lesson was I knew exactly I can break a number like nobody's business wasn't the up and down way that I was taught I'm like what is going on here why are we breaking these numbers to get to 10 and doing all this crazy adding every day it's a new way of

038Let's Make a 10 frame let's put five dots in a row and let's put five under and let's put them all in a line like every day it's something new and I'm like my gosh my son is like struggling with this I'm struggling because it's a different way every day but the great news was that I could listen to these lessons and I knew what the method was otherwise I think there were students that was not happening for the teacher told me yeah I'm getting some math exit tickets turned in that they're doing the up and down method the old school way right that everybody knows parents know um and I haven't taught that yet so I'm guessing this student didn't do their own work right so um what he's referring to is I think

039the math textbook it's really hard to follow I was even struggling how do I subtract from 20 I have no idea like in Breaking these numbers I don't know how to do this because I don't remember the method it's different than adding in breaking a number there's a different way to do it some of this probably doesn't make any sense because you guys don't know what I'm talking about but the point is that it would be nice to have some kind of reference to go back to like how do I do this there really isn't these math books are like you said really hard to follow this is core core Common Core math that I know was recently switched to Common Core but even I struggled what is this so I had to kind of

040keep my examples of how in the world did I do this so every night when we do math problems like I can refer back to this and I know what I'm doing he knows what he's doing but it's really hard to follow I guess that's one of my thoughts um the other that I'm seeing of he is in summer school so thank you so much that he's not wearing the mask he is there and a little a little challenge to get in there the first day but we're in um so I guess what I'm realizing is I knew everything that was going on I was like part of the classroom I I was like a partner teacher of like he said we work on stuff all the time and I could say you know Evan

041uh for writing how could you make this a little better you know because the teacher could normally walk around right in the classroom and say Hey you know I don't see too much in your paper today or you didn't get that or whatever and kind of help this student so at home I tried to fulfill that role maybe not the best because sometimes I'm busy too I'm working and trying to do this job so um what's my point my point more materials yeah is more materials but so I'm realizing with going into school now for summer school which is just for fun but I'm realizing I don't know what's going on at all in the classroom I have no idea like what did you do today Evan uh I don't know I don't remember like

042I just picked you up right U what happened I don't know you know and sometimes things come out you know I did this or we went outside or you know okay we colored these countries I get a worksheet back so I'm like okay he colored countries today because he's in a the world great but I don't know what's happening and it's it's really difficult for me I'm struggling of I liked the transparency I liked knowing like he said I could click on the math lesson going to Eureka Math and we could watch the lesson um so I would know if there were problems and I don't know if that's going to continue I think even our teacher I said will they have that in the future and she said I don't know if that's just

043for this year because it was virtual and to help people out they could click on these links but personally I loved that and I don't know I'm guessing normal in-person students you know would come home with their worksheets every day I don't really know because we weren't in the school in the Franklin school system and kindergart so I don't exactly know but I'm guessing that's how it works so I would kind of know but it'd be nice to have these links and every day know exactly what was taught because I am worried about what is he learning that I don't want him to learn about the first parent that was talking about a topic I don't even want to bring it up because I know I'm going to get a question about it tonight of

044what is that I don't really want to explain it to a seven-year-old I don't think that is reasonable so I want to know what is he learning I want to be an involved parent and I want to help him get the best education that he can uh so and I know another parent that said yeah I really like the transparency I really like knowing what's happening so if that can somehow be into the new school year of you know teachers tell send something I don't know how it could work I guess I haven't thought through that but you know what the tools are and how you communicate with um teachers what kind of thing they have seesaw I don't know what they all all all are but I guess that's a thought of letting parents

045know and having the option to go click on these things um I guess I just don't want him to be learning things there was one day that something came up it was from a Franklin High School student and some some study or she had written a book about harming animals and I was like oh my gosh I I was in a meeting I was like you know not really listening and then all of a sudden I'm like what is going on like this is too much you know and I know she was doing it for this student so I'm not blaming the teacher but that's just an example of a topic I think is maybe like we don't really need maybe need to go there in first grade of just getting a little graphic and

046like this might be too much so things like that that we could just say hey you know you don't want to do this don't listen or whatever you know in the classroom it's you don't really have that option I know in other states they're saying okay well you don't like this curriculum you have another option but I think you're still going to be in the same room so you're still going to be hearing these things it's not like they're going to send you off to some you know isolated room you're not going to hear it you're still going to hear you're bad or this side is right so please teach all sides so that students can make up their minds thank you thank you hello again um lindsy hay 6818 South 118th Street um thank

047you for doing masks optional for fall I appreciate that and I hope that we can stay on track with that as that was a huge issue all year um obviously in our family and with a lot of other parents um I hope we stick with that and I'm not trying to be you know like I want to be understanding of the situation and where we're at at the time with numbers however my daughter did have the IP for Speed and I don't feel her she progressed as much as she could have with with the mask on so I'm hoping we can stay with that otherwise um that she could be considered for fall if we do go back to masks which I I'm praying we do not but I don't want her to be in

048a mask anymore and get further behind on her her speech goals for IEP because I feel like she's being um she's starting to feel embarrassed by you know her her speech and things like that so all right um I while I appreciate the students effort and passion who are trying to get um the free program up and running I was just wondering is this like going to be proposed to appearance is there going to be a survey to parents on you know who who would agree or who would want to be have their children be a part of it um that is just a concern because some things have felt like had they been done in a sneaky way and maybe it wasn't meant to be that way um but it sort of felt that

049way and I'm not sure if the kids um are just going to be exposed to this without any um knowledge of parents uh being aware that it's even happening so I'm wondering if there's going to be a survey sent out to parents um about this potential program and I guess I'm not even certain if it's going to be a piece of the curriculum or if it's going to be an extracurricular program or how it's going to be run but that maybe parents could be aware given a choice if they would want their student to be a part of it or not um almost like a permission slip like a consent form uh if they could be a part of it or not and then parents could opt out and maybe have like I don't know

050two different classes um if it comes to that where there's parents who strongly feel like yes I want my child exposed to this or no I do not want my child exposed to this and then there could be I don't know two different classes or something just so it's not forced on parents or children whose parents like um Michelle said she doesn't want her child exposed to certain things and I'm the same way I want to be the one to tell my child certain my children certain things uh going on in the world and about social um everything with social justice now and um things with the media um thankfully my children have not been exposed to any of the CNN in the classroom and I do understand that there's the CNN 10 um new

051Snippets for social studies uh that teachers can show I get that I really do but like Michelle said as long as there's two sides shown and as long as it's not the one primary um Source shown um as I do believe a lot of the media is complete lies um and an agenda and I don't want my child being exposed to that in any way shape or form we don't show the news at home either I I don't like the news I don't agree with the news I don't believe the news it's lies it's fake numbers it's this it's that it's pushing more division it's creating more hate um it's just creating everybody in this country to get all razzled up and choose sides and I feel like with this critical race Theory or this

052program free as we're not calling it that we're calling it a different name I just feel that's going to be a continuation of what's happening in the world and I don't think the kids need to be choosing sides at this point I mean or even being exposed to that um I just feel it's dangerous extreme teaching children to identify each other based on race and and turn each other on um on one one another and um I was at the playground today with my my children and there was um other children there was you know obviously my Caucasian and there was some African-American children there they're playing they're having a really good time and I would hate for that to not to to be a thing I mean I I just I don't want it

053to go there my children are way too young I don't want them to be programmed and meant to think that they can't you know that oh my my kids are the enemy um we're you know we have whatever like um that what was said that we have um oh my gosh sorry drawing a blank but that we're we're better than them because we are white um I can't even think of the words now but I don't want that to be a thing so if you could give parents if it is going to be a program or a curriculum piece if you can give parents an option to a survey to vote on and say yes I'd love my my child to be a part of this and EXP this you know we agree otherwise if

054you can let people opt out that would be amazing as well um my next topic this was something that happened a couple weeks maybe a three four weeks ago I was just and I don't have a child in high school but word gets back you know with parents and I was a little surprised um in the saber Roar the video that the vaccine was pushed to to the students um if their parents want to get a vaccine or talk to the children about a vaccine that's that's that's totally fine that's everybody's you know own prerogative but when it's put in a announcement to children on a video by their peers which everyone wants to fit in in high school I know I did you see it on the video and you're like oh cool you

055know there's my classmates and they're telling me um that in order to get back to normal and do our own you know get back to normal and do our own things uh that we love like you know hanging out after school uh which a lot of people did anyway uh you know kids did anyway during this whole thing but or or you can do this you can play sports you can go on this team you can you know just I don't I I feel it was sort of crossing the line I shouldn't say sort of I feel it was completely crossing the line to tell impressionable students that if they want to do their fun things that they do as a teenager which teenagers should be having fun and not worrying about all this drama

056in the world that they have to be make a a choice to get a shot I mean I I was appalled um and then to hear that a biology teacher from the high school I mean I saw the video um it was posted somewhere but to see that a biology teacher from the high school was debunking myths I mean did she help create the vaccines was she there when this was all like going down in the lab or however came about I mean I don't that was really kind of scary to me because I just feel like kids are in school to to learn the subjects I mean they're not there to give medical advice we had medical advice that you know no one's a doctor at the school no one should be telling you

057know the children do this do that as far as medically so it was a little shocking to me and I'm thankful that my children are not in high school and didn't see it because once again whether you get the vaccine or not it should be your parents the Parents Choice so um sort of just piggybacking on all them if you could just give parents options let parents know exactly what's happening um cuz when it came back to me I was like oh my gosh that's that's kind of crazy I mean I don't know just to think again before you know things are put out just consider these things so all right I just want to say thank you for your [Applause] time all right thank you everyone uh item five consent agenda approval of the

059the board will discuss the budget on J uh August 25th the annual meeting of the voters will be held to approve the budget the budget document has a new look and conveys our financial information in a manner that makes it easier for citizens to understand this new format will be reviewed by the board in early fall and changes to the format will appear in the 2223 budget document I'd like to thank Mr milzer and Mr alexandrovic for their efforts in working together to prepare the format of this document for tonight due to the sound long-term fiscal management the outcome of this budget is excellent this is particularly important because the legislator's joint finance committee has voted to provide no increases to our school district this budget delivers exceptional learning programs and experiences for our students

061you concludes my report thank you Dr [Applause] Miller and thank you Dr uh item nine reports presentations and other Schoolboard business cesa contract for 2122 Dr Miller please so annually we um contract with cesa for some Services uh for the students of our school district that um in many ways would be um very difficult for us to provide um so miss Cody um takes care of looking at what those needs are and ensuring that this contract is accurate um based on what that what we need for the children so if there are any questions about any of those items I'm sure she'd be glad to answer them are these the same programs we last year then we Dro one off though I I did take a p last year and there was one I don't

063are unable to meet their needs um within the school setting much of it has to do with credit recovery um and where students are um with that um so it's just again it's it's um students where we've we've tried to do several different um things in terms of interventions here on site and again we're just they're better able to meet their needs because sometimes it's a smaller setting the pacing is a little bit different and um the way the um the educational the programming is provided is is different as well so it's just something that we're not able to provide currently here on site I think typically the students have some attendance issues with um and this gives them another location in which they can receive your education and credits more flexibly thank you any

066have everything covered the table of contents uh when you start looking through it all of the U blue words there are clickable if you will so you can go right to the section that you'd like to look at uh there's an executive summary uh hitting the highlights I think most of these are contained in the other Pages uh I guess I would just say that the uh the piece that we don't know is the state budget uh as M macowski mentioned it really hasn't been enacted yet uh The Joint finance committee has passed um their recommendation for what the budget would be and it it does not provide Franklin schools any additional funding uh for next year uh when state does have I think 4.4 billion in new money over the two years and um

067they do have the opportunity to provide some funding for schools as well as giving uh tax decrease uh which would certainly be welcome uh for everyone um but uh they seem to be looking at the federal aid uh that the district is receiving to pay for the co expenses that we've had last well the 2020 21 school year we had CL close to $2 million worth of expenses related to covid and we received about 1.75 million in Aid so we were still about $250,000 short on that so it isn't it isn't a situation where this money is U more than enough to cover uh our expenses for the next couple of years uh we do we do need that influx of extra money and um when the when the legislators say that they're providing more

068money for Education six 450 or 650 million for Education the the way that works is that they would give us the money which is more than they've given us in the past uh but we aren't able to spend more money because they didn't increase our Revenue limit so it really just flows through that formula and then we reduce property taxes because we're not able to use the money uh and apparently they've um put enough in there that we are able to get the federal aid which is a good thing so we'll be watching that closely uh to see where that that uh comes out in this current budget uh it is not put together uh looking at the state providing any funding except uh 1.8% for special education uh which in the joint Finance proposal

069they don't provide for next year they provide it for the year after uh next we look at enrollment um because uh student enrollment really is a factor in Revenue um all over our budget um due to uh due to covid we had uh more students um that had left the district uh this past year under different programs uh we're looking at uh 93 additional students leaving possibly um because of our plan for fall however um since we put that together that estimate uh we have come out with the uh online option uh from the third party uh which may really bring that number down and in 1920 uh we were up quite a bit that was when we started the four-year-old uh kindergarten program under open enrollment uh again we're looking at uh we're showing

07093 students additional um going out of Franklin and keeping the number coming in uh stable we've had uh over 400 students come into the district uh for the last 10 years and going out we've had uh the mid90s to uh mid hundreds so it's been a a program that's provided revenue for us about 1.7 million net uh to the district uh so it is a it is a a good program for us and it doesn't generally add additional cost because we're very careful about where we put uh the students in and then Staffing thank you Jim so I'll highlight the Staffing section of the budget um as you know the goal is to ensure our staffing plan not only follows board policy but also helps Drive our mission our vision and our values and aligns

071with our coherence plan strategies Staffing is very consuming uh for all of principles and administrators in the district and as I've explained before it has a really cyclical time frame in our industry and that is now so uh between the Personnel updates that you see where you see contracts coming on and resignations and retirements and in the approval cycle this is that time so that we're ready for the start of the school year and this calendar just helps you see some of those key pieces that have to happen in order to ensure our staffing plan is Meeting those uh factors we describe overall uh we have a thank you Jim I'm sorry I'm scrolling here and it's not up there yeah thank you we'll get this right a um it's it's very negligible we're pretty

072much right where we are for this past year but I don't want to misle we had a lot of work to do because we had staff split right across all the virtual sections in different schools students distributed differently and we had to put the puzzle back together and one of the key commitments that we were able to keep is that all all of the virtual teachers went back to their home schools uh so we really were able to reestablish those connection back to the schools they came from and get our class sizes to also be in align with the board policy that supports that but when you look at the next factor of tables you're going to see there are some modest adjustments in certain things because students make choices for courses uh in the

073secondary level and so that that certainly does Drive different exploratory numbers uh and then as we look at enrollment which we do every fall we watch those lower primary sections we pay attention to class size at the elementary level and you always have some adjustments between grade levels there so looking at the elementary uh where you saw in the enrollment number these Staffing levels here of 131 almost 132 FTE they support those 2,000 children across um everything from 4K to fifth grade and all five of our elementary schools very um again minor changes in between some of the grade levels here uh certainly some of this is the virtual right impact back and forth and also have as you pay attention to class uh class siiz policy it adjusts at that third through fifth grade

074level um as opposed to the prek through second grade level in terms of where we set our size limits overall um very modest adjustments but probably the largest of the the charts you'll see here uh in terms of it being reduced by 2 FTE the thing I would remind us that happens typically over the summer is enrollments we're still watching enrollments uh we have move-ins and transfers that have occurred over the summer where we have certain class sizes that I monitor on a regular basis at certain schools that might um again bubble up to where we would need to add FTE and I would make you aware of that outside of this report so there certainly are some of those areas that we're monitoring on a regular basis we also know that kindergarten enrollments don't

075always happen until we get closer to the start of school and that makes adjustments in the overall kindergarten Staffing as well as the 4K Staffing levels when we move to the middle uh very stable here um again bringing in about 1100 students into Forest Park uh using the house model we have the 14 uh FTE at each grade level that you see there at the top and then some changes in the exploratories uh that have been addressed as we've looked at numbers in particular areas like music where we've had some some of the reductions that you see and then some of the other increases that again go with where children select for courses overall we did add a special education teacher here uh based upon student needs as we look at the grade levels and

076then at the high school we have 1,500 students large High School um base and so very stable Staffing levels again across the core some very um moderate changes there in the exploratories one of the ones that I would just highlight is that you see art is up in selection there and so we've added an an art teacher to the high school uh to bring that FTE up to three for those 1500 students and special education is very stable there again though we obviously make adjustments accordingly for student need and then the last is the districtwide School support um there are really no changes here sometimes as we move through the years we change titles or positions around and so some of that just follows suit so that we um keep in line there but no

077FTE adjustments are made here the summary for you just provides some of those things I just highlighted so as I read to you um these would summarize them for you in our staffing levels and I go back to the beginning where it's very negligible we're seeing less than a 1.0 FTE difference between the two years at this point in time from a staffing forecast uh the the at this point in time I would tell you um I would just remind you that we won't see final turnover numbers until the fall things are in motion from a cyclical standpoint especially in the teaching world uh the first chart just lays out for you our our historical uh turnover the three-year history of of where we've been um is the one I pay the most attention to

078from what matters in the labor market even two years is is probably a tighter look than anything further back um and in particular to our labor market which we are we are in a the most competitive market here in South Eastern Wisconsin for movement and turnover when you just kind of think about geographically where we sit and see the number of districts right that are within a 30 to 45 mile radius of us in terms of seeing that movement back and forth so that is the labor market that makes sense for us to compare to uh I would say it is in line with cisa one districts so if you think about the cisa 1 districts that are the districts that are reporting into this particular study and that monitor and track turnover collectively so

079our numbers are not out of line with that labor market as we look at where Franklin sits compared to those overall aggregate numbers and again I'd point out that this is voluntary turnover and then as um we close we have about at this point in time 10 positions to fill yet we are actively working on those positions following the processes that we've set in place uh the table there just kind of highlights where some of those um big items are between the new retirements and resignations or transfers and it is a higher a a higher hiring season I'm going get the same word um so we're at a busier hiring season this year than certainly take out Co because that was a very big anomaly for all of us um but prior hiring seasons and

080I would say that a number of those are due to relocations um both out of this geographic area and out of the state of Wisconsin that we've seen um more so this year than in years prior but in the fall I will again do a report for you that helps highlight some of those as exit surveys are conducted of Staff leaving back to you Jim all right looking at the budget calendar uh we are on the Second Step here with presentation of the budget uh in June uh approval of this first draft to get started uh would occur in July uh the tax levy is approved by the electors in August and then the final budget in October uh when we have our our numbers from the state and we know how many students we

081have in our school schools the next page is the U all funds for Budget adoption this has uh all of our funds listed uh it has our fund balance our Revenue expenditures and the tax levy for each one just a little different format than we've used in the past and we have the general fund Revenue uh here uh the the amount uh that we received from property tax we are estimating to go down by over $150,000 and this this is uh nothing to do with the state budget um it does have to do with the uh work we did earlier in the year um with our debt service and refinancing and lowering the cost of that um we also have a bit of a change in event Admissions and field trips we had nothing last

082year we're looking at maybe some of that coming back back this year not quite sure uh so we did not go and put all of that in also in the uh Elementary and secondary school emergency relief funds uh we're estimating an amount of $1.5 million uh to use for this year so you can see that that line under Federal sources is quite a bit higher uh than it was in the past the next sheet goes over fund balance uh fund balance is remaining steady uh in this budget and again we do need the fund balance for cash flow purposes uh first and foremost because most of the district's money comes in in the second half of the Year our property taxes don't uh even start coming in until January uh and then really uh through

083the spring and our uh state aid uh comes in mainly in the spring but some of it comes in is late is July so we have to upfront all of that money in order to make it through the year um that's the main reason we need the fund balance but it also helps to uh guard against expenses that come up something emergency happens we're able to take care of it uh as well as uh being able to uh in earn some interest Revenue uh some years more than others uh but then we're not paying interest for loans uh just to get through either um I'll let you uh read through some of these areas there's just a few that I'll comment on um in general as you look at these Pages uh there's a an

084explanation uh for what each area is in a gray box underneath and then on the left uh there's a gold box that has uh information about what's going on in each area especially if there's increases or decreases um and on this page under custodial Services uh I note that the salary and benefit lines are increasing due to the addition of a custodial position on the following page uh the maintenance area uh increases due to a grounds position uh we found that uh uh we're not able to keep up with the grounds especially in the spring now that baseball has moved to Spring rather than summer and there's a lot of work on the fields that need to be done um we just aren't able to keep up with it as well as plowing uh under

085student transportation we will be replacing our seven small school buses uh this year and in the uh Human Resources section uh we are adding an additional position uh that has combined duties from U HR and business uh to reduce the overload there uh looking at the special Revenue fund uh that one is gifts and donations uh and the other uh thing that's different about this is that we do have uh part of the fund balance 1.15 million is for the Community Education Recreation program uh which we set aside in Prior years uh for the recommendations of the Department of Public Instruction uh next is our federally funded special education grants our FL through and preschool those are going it's just we're budgeting slightly less uh next year than than this year uh and then the

086special education fund um for special education students uh students with disabilities and there is there's never enough Revenue in this fund to pay for this program uh this is the one that the state is uh paying 28.2% uh for this program uh and we did budget here for a 2% increase which it looks like we will not get if things go through like they are we'd have to adjust this but the budget isn't over yet so we'll uh we'll see what happens there uh the general fund does have to make up uh the amount on this fund to balance it Jim what's the Open Enrollment Revenue in this fund uh we had to separate that Revenue in in special education and regular education uh we haven't done that before but we do receive uh both

087uh special education students regular ed students um and then so we're putting that amount in here to show that can you restate prior years um well I I can't restate it uh because that's not where we had it so when we have an actual it's an actual so I have to leave it where we had it but we'll we'll have it here uh for the future uh in Debt Service uh this is our uh repayment of long-term debt this is where I indicated we had refinanced uh $18.5 Million worth of debt uh and ended up saving the tax was about $2.7 million in property taxes over the life of the bonds uh we were uh re rated by uh Moody's this year uh received a dou A2 which is a very strong rating and two

088quotes from the Moody's credit opinion were that the district has ay managed its finances and operations during the Corona virus and we expect the district to maintain a healthy Financial profile given strong fiscal management uh we're we're definitely doing well in this category and then we have a may I ask a quick question in this category please um earlier in the present presentation you mentioned that um the refinancing of our debt um affected the general fund um and I'm just curious as to why that's not reflected in The Debt Service fund um line item am I not making any sense um the the the amount of Revenue is down $700,000 in The Debt Service fund for uh 2122 so it it affects the total tax levy um okay including not necessarily the general fund but

089the total tax levy uh and we're we're down in the general uh fund as well on taxes I understand thank you okay and Jim I seem think that when we saw the savings it was backloaded to a couple years out obviously I could see that in this year schedule compared to last year right right but I do recall it was ACC the you were able to make it happen this year so um yeah we're this is paid off by 3233 so not even not even going out the full time so in the in the final years of this schedule um this is the refinancing is all paid off all right I just compare thank you uh the capital Improvement trust fund um this year we have two projects slated for that uh the softball and

090baseball fields uh receiving Turf um because the they need to be used more often uh softball will be losing the two fields that it has uh on city property because they'll be using the property for something else uh and the baseball program uh with its switch to Spring um lost the amount of time it had during the summer being able to have uh use of the field all day long really instead of just the evenings uh and it stays light obviously longer during the summer so this will give them uh access to the fields more often it won't be affected by the weather and it will be able to be used uh by our other programs as well because those are some big areas out there in the outfields uh the second project is the

091renovation of the athletic entrance at the high school for safety and appearance uh we are adding doors to contain visitors at the gym uh which we have not had uh down there before uh as well as replacing the ceiling tiles uh changing the lights over to LED painting new flooring and there be some painting on the outside of the building as well uh so that will uh that will look uh much more up toate and inviting as well as we'll have that electronic system uh for information on Athletics uh down there that people can uh check on instead of uh so many uh things hanging on the walls for when good things happen to our athletic team uh Food Service uh big news there national school lunch program has decided to continue to provide free

092lunches for all students during the next school year as it did this year uh and uh we're looking at using a little bit of the fund balance there as they are replacing all of their point of sale computers uh with new units this year and then in Recreation uh Community Education and Recreation uh really took a hit because of Co and not being able to provide as much programming uh as they had in the past uh they're looking of trying to get back to more of a regular schedule um however we're not sure whether that will actually happen or not uh but they will be offering classes but we've increased um the amount coming from the tax levy to help make up for that uh as we're anticipating lower program fees uh for that program

093but still in total the uh tax levy is going down which is the next section so we're looking at total taxes going down about $670,000 or 1.9% uh which would be about $24 for every $100,000 of assessed value on a property and you can see from the uh graphs that the tax levy has been uh relatively stable and that the tax rate has been dropping uh for the past several years then we have a section on frequently asked questions uh that you can look through and the last section is a glossery of terms uh related to finance and some of the terms that we use such as cesa Cooperative Educational Service Agency other people might not know and with that uh as Dr Miller said uh you've got three weeks to look over the budget

094ask any questions you have we'll get the answers back to everyone and then we'll get back together and talk about it uh at the July meeting Mr thank you this is this is a lovely document um I look forward to spending a great deal of time with it and asking you a frustratingly large number of questions sounds wonderful where will this be available um really I know we we have in our packet now but where will it be available um so that anybody can see it and when will it be available uh it's available in two places it's available on board docs uh now and uh tomorrow we'll put it on our website under the finance section as well I wonder if when Mr Kafka posts his summary of the meeting he might include a

096all of those types of questions in with our questions uh related to the budget I guess if you could separate them out uh and send those to miss ellien if they come to me I can pass them along too not a problem I should clarify is there a time when we receive um a a in when it's a um agenda item to specifically discuss those issues or would would at the upcoming budget meetings be appropriate um hi Angie uh it's the fall so typically in about October is when the hiring season has closed and I am able to provide a more comprehensive turnover Report with um Benchmark numbers as well as a summarization of the exit interview data wonderful that answers my question thank you you're welcome all right anything else for that um that

097subject all right thank you um payment to fund 46 uh it's an action item Mr mser uh yes and when I talked about fund 46 I described the projects we had uh slated for that and uh we need to make a uh transfer from fund 10 to 46 to cover those costs U so we're looking for uh a motion to move $1.6 million from fund 10 the general fund to fund 46 our Capital Improvement fund uh for that purpose and uh and then we'll do that uh prior to the uh end of July we have to make that transfer all right so I'm looking for a motion to approve payment to fund 46 in the amount of $1.6 million so moved second all right any discussion so Jim the way the budget is presented that

098you just gave us it uses fund balance and currently that Fund in fund 46 right because fund 46 has no other Revenue other than when we make a payment into it and so it has sufficient fund balance right now now to do those no I thought I saw it it on the form when I looked at it yes because this payment is in there otherwise it would look like we're this is what we ran into last year it it looks like we're budgeting to do projects that we don't have money for and we're taking the fund balance negative so I put the $1,600 into the 20121 column from fund 46 to show that it was taking in some Revenue so that it could pay for those projects so the budget will be ratified in August

099and it will contain the 1.6 million in fund 46 assuming vote for it because it's budgeted for it is that is that correct right by your by your confirming this motion or voting for this motion then in this year's budget out of fund 10 we're moving 1.6 million to fund 4621 budget 2021 budget 2021 budget is what we're it's that we're at the end of the 2021 budget voting to move that money uh in this 2021 year to fund 46 to the capital Improvement fund could we move more I had intended to move more but since we've just switched to self funding which we will need fund balance to back us up in case something happened um I'm reticent to do that I I think it would it would probably work but I don't like

100to work on a probably work basis so I cut it down just a little bit uh so that we're definitely covering those projects adding a little bit to it um but not quite as much because you're projecting a year end for 3,000 be what is our our goals with this fund to build it or to just project by project move money uh I would I would like to build it um we've had projects that just needed doing um so so we've ended up doing some of those projects as we've gone along if we had a year where we didn't have projects that that the really needed to do them uh then I think we could take a year and and add to it maybe without doing too many projects or not such large projects too

101because there are many large projects on the list uh but we might not be doing them because we don't need them okay I I would really like to to uh know what's all on that list just to see what might be coming up in the future and you know just sort of to get a sense of um what type of cadence there's going to be for use of fund 46 and um what we're not funding is there a point in time at which we can anticipate sort of seeing that long-term capital Improvement wish list uh yeah I'll be updating that uh usually it's late in fall or December uh we update that list uh for the future so uh you would be able to see the updated list at that point definitely thank you my

104we did make some other changes uh like in the te where the technology is compared to where we had it at the beginning of the year um as well as a couple of other grants that changed during the year and we decided to just clean that up as long as we were doing it at the same time uh we did change the debt service to reflect the refinancing uh that the board voted on as well uh so it's really really just a a making sure the board knows that we're using these funds uh in the budget and cleaning some things up so that the the budget matches the expenditures um a little better in the in the grant areas especially so we just need a motion to adopt the revised 2020 21 budget is this

105a this is basically a paper change is that correct right right we're we are using federal funds that we got during during the year and we've talked about them but um I want to make sure that you definitely know that we're doing that in the budget and that you're you're aware of it and the auditor should know as well right all right I'm looking for a motion to approve the revised 2020 2021 budget so moved second all right any discussion so Jim I did ask for some additional breakout because it's difficult to see really what we spent the money on and you did provide that um teaching positions was half a million dollars um was that are those carried forward then in this the budget next year's budget or what happens to those are the

106positions carried forward yes they are uh and the way uh the Department of Public Instruction is going about filing for this grant uh those don't have to be extra positions that we add Ed they have to be positions that were teaching students during co uh so the I think the the language was so broad coming from the federal government on what this could be used for it could be used for almost anything that occurred during that year um and so instead of combing through the budget for little things that we had um it was it was EAS to take full positions uh there's three of the positions were definitely ads they were virtual teachers um but beyond that there were special ed positions in there as well uh that we chose to go in there

107and how many total then is it about five or I don't know you do the math um I don't know may maybe six yeah and they continue next year but like you said there they could be existing positions that you sh right they could have moved back to they're not virtual anymore they're going back to their home school um and teaching students in person and then you also identified Chromebooks of about 300,000 how many Chromebooks is there uh I mean I would have to look it up I mean what's an average class per 300 350 somewhere in there about thousand yeah that would have been my guess about a thousand okay all right so and this does represent the expenditures that were made right kind of after the budget was adopted after the fact proving

109Mr sprag I and Mrs wood Kowski I motion passes thank you uh Treasures report is available in board Do's Library uh Schoolboard liaison reports uh person and policy policy 5100 School attendance Dr Khan please so we are looking at the policy of attendance 5100 uh which was last reviewed in 2010 and is therefore being brought to the board uh the coed we have added the language of virtual instruction to the definition of regular attendance and we also have modified uh uh uh to mirror the language in State statue pertaining to tribal school students who have graduated or are legally excused from the school um the the administrative rules of this policy have been modified to ensure a better understanding of the procedures and ability of the administration enforce the policy um and all revisions in

110the board policy language and admision rules comply with the state law as such so I went through uh the policy and I want to bring in a motion to approve the revision of the policy 5100 for attendance of the school all right so I'm looking for a motion to approve revised policy 5100 as presented so moved second all right any discussion I just wanted to say that I was happy to see this um include the category of um a broader range of reasons for excused absence I heard from several parents that were very concerned about how this past year might affect their students attendance standing so um I think this makes good sense I'm wondering um if there's a reason that we switched from putting the policy as it appeared before and then having it

111be green lined or redlined um because there were so many changes I think it would have been really hard to follow an edited version of the old policy so there's occasions where I have to give you a whole new redraft super sense Al in section g where it's it does talk about the you know like we're excusing kids for these different things I know I did send you an email on that Judy right can we just say that we delegate that to administration because this reads like we're doing everything that is um exact language from the statute so we wouldn't you know we're just complying with what the statute says and frankly there's a lot of statutes that um indicate the school board does things that we actually do and the administrators so um you

114is a virtual press conference planned South Milwaukee is is um spearheading that to kind of again keep the pressure on to to do something big if they could um I guess from my standpoint um one thing I heard that was really particularly interesting is that there's I don't know if you're aware of this but in the in the past the state has studied the state formula the aid formula that distributes this big amount of money to the schools and it does different things to different schools and largely you know enrollment drives that as well as equal equalize value but essentially it's kind of set a Baseline and you've moved from that Baseline over the last I don't know 20 30 years and it's created some um issues with uh districts because if their enrollment is

115not going up it's very difficult to balance your budget so we you have the referendums have been pass around the state which again further distorts the formula and it's very difficult to change the formula because there's always winners and losers and you'll get people lined up on both sides but with the revenue situation there would have been an opportunity to to modify the formula as the state L has studied it and I think I don't know Jim if you've seen those studies and I'm sure you must have seen numbers on how Franklin would benefit or not benefit I suspect we were probably not on The Winning Side on those so um it's difficult again to Rally around something when winners and losers but I think the formula I think we should as a board maybe

116in a future discuss that and see where um we can find some common ground and make a bigger change that all kids in Wisconsin would benefit from it's just not a sustainable formula the way it is now so that's what I'll say and we'll be following the state budget as we go it's not done I've always said in budget that it's never over till it's over it's like a baseball game so we'll see thank you any other liazon reports yep I attended the Franklin Education Foundation board meeting weeks ago which was primarily focused around the big golf outing which happened last week which was um very successful we had a lovely day was warm but everyone had a good time lots of um you know excitement around that so anyone else I was lucky enough

117to attend that event as well I think they raised $25,000 is so yeah I haven't heard a final number yet but it was very successful all right anyone else all right uh school and Community engagement reports um I did go to the uh honors night um the high school honors night it was at the middle school this year um lot of uh lot of students being honored probably about a hundred sitting in um in that gym and um very uh very interesting the way they all had slides um of where they're going what they're going to be studying um and uh just a lot of impressive uh impressive young people so so it was an honor to be there and obviously uh we were all at graduation so I think we'll report on that next

118meeting I also was able to um visit countrydale before they let out the last veg of school and it was good to get inside the school and see the kids and um I did see lots of learning going on and some fun things in the playground it was interesting to see the the building Country Dale is kind of in one of our older buildings so um they do have some needs that uh I heard some of those over and over again Jim so um we might be sharing bills and um and I I want to say that everybody was focused learning and there were masks everywhere I didn't see any concerns so it was it was a great learning environment I was happy to get inside and actually see it in action anyone else I

119attended um the um High School band concert that last week of school they were able to have their first and only um concert of the season with the the high school band groups and that was just you know it was great to see great to have the community there the saber Center was socially dist but full um and it worked out really well with signed seating and all that and um to have the students have that opportunity to actually perform for an audience it was really meaningful for them and very meaningful for the audience as well right thank you uh item 11 Schoolboard meeting derfing uh Schoolboard member comments anybody have a comment I'd like to ask a question of the board members because I had the conversation with Jim about the budget presentation and

120I really thought we were going to get more detail breakout in the expenses for like a fund 10 did anybody else expect that also similar to like the wakashaw report which had like line after line breakout of expenses was that anybody El's expectation or did did I just misinterpret things that were said I think there was some expectation of it but I think it's probably a better discussion for I think it's probably a better discussion for July meeting um and certainly um certainly as we move forward and try and um get this this is a better document than it was and we'd like to get it to be better and better so um I don't disagree so I think no no I'm not I'm yes I'm okay well so Shel it fine and maybe somebody

122in previous year's budgets I came into this with um an you know an a mindset of I'm here going to try and learn a lot this first year is this less than what you're used to seeing in the past Mr alexandrovich no I considered it to be about the same there's a lot more verbage and description as to what the numbers are but the breakdown of the numbers themselves wasn't significantly increased do you want to answer Dr Khan's question about when he asked questions did you I didn't hear the answer so um I think as a new board member and you know learning the process the more detailed the information you know is the better it is to understand exactly where the money is allocated for what is it allocated for so um if we

123can try to replicate the walk you know kind of model where we have line by line exactly what it is rather than a just a fun and everything together that will give a better understanding of the expenses where they are going that I'd be happy to talk to you about that um I think um I would agree uh with Mr spr that that's the discussion that we might want to have after you've had a chance to look at the budget uh as Dr Miller alluded to there'll be a meeting where we'll talk about just the document itself and what changes we might like to see in it um but for this year this is the document um that you can look through but especially as a first year board member you know be happy to

124spend some time talking to you about it in particular uh because this is broken down by programs uh that we offer and what the costs are for those kinds of programs I'm just wondering though it's possible to make some changes yet um this document is certainly more pulled together in terms of the programs description is right with the numbers in the past you were flipping back and forth there's a change come there's col but I think um we could get just a little more breakdown within each program area that we asked for um you know salaries benefits purchase services capito and equipment is just really not the description that we were looking for and I think you're Reporting System would be able to pull some combinations quickly and we format this or are we having

125this discussion now I'm just asking if it um if we could do this discussion sooner rather than later because we had asked for this back in January and now you're saying we're not going to change until next till next year and we really were working to get working trying to work together to get to a point that we were would have more information for this budget I think we should have this discussion in July but I also feel that you need to make an appointment with Mr mser and come in and sit down and he'd be happy to tell you the hundreds of things that are that we spend the money on in probably each of these categories um I mean there's a number of things we purchase and um the level of detail is

126where where I think in July you'll have to come to consensus around how much of that do you want in this report um like every single thing that's purchased by The District in every single category would make this a 200 Page report um I don't you know um I and it's the it's the board's decision but I think from now till July I encourage you to to come in and sit down with Dr mser and say okay under purchase Services where it's you know $3 million tell me what's spent there whatever the amounts are instead of listing whatever it is that adds up to $3 million in a budget document so that's just just what I would encourage you to do at this point and then the board can decide and to your point Miss

127wowski what bigger chunks can we report that we're not reporting Now versus every single thing that's purchased I don't think that's what you're asking for every single expense that the district incurs I'd love to see the line item but I'm not going to ask for that know it exists because it's millions of dollars so if you were to list everything that we spent money on I'm wondering if we could you're suggesting that we each make a appointment with Jim yes why don't we have a small Committee just meet once with Jim I think that each person should look at this budget and decide for themselves what information they need and he's happy to meet with you I don't think that that's a difficult thing there's seven of us and there's only well I think this

128is the first time we're seeing this document in the in the manner in which it's presented and I would agree I think we should take the time the three weeks to go through it peruse it you might be pleasantly surprised that you find some more information than you were actually expecting and then have this discussion at the July meeting it gives all of us it gives the seven of us time then um to therefore decide if we really do in fact want that list that lengthy list of information and how much more information we're looking for maybe there's an area where there's less information that we're looking for but I really think that it's not fair right now for us to say we want to change this when this is the first time we're seeing
