006time to share my concerns and hopes for the future future about 7 years ago to the day I found out I was going to be a father for the first time I was Restless that night thinking about how to give my child endless opportunities it was in this restlessness I began looking into the top schools in the country and I found Wisconsin's number one k through eight Leonardo D Vinci fast forward from that night to present day we have spent countless hours and dollars shaping our lives for this gifted and talented Magnet School recently Leonardo da Vinci shared this feedback I attended Da Vinci from 4th to 8th grade over all it's a great school for skied students you are placed in classes where you belong and you have the opportunity to advance further for
007example in fourth grade I was first placed in fifth grade math class but after two weeks I was replaced in sixth grade class the next another class this put me very far ahead in math and challenge me in my favorite subject this student statement was from December 31st 2022 and during the founding principal leadership Miss Tammy van djk this was the case in the process until the end of last year when she resigned our experience at present time has been far uh has been our experience at present time is far from the feedback referenced and shared and I'll touch on that shortly uh but no from the Inception of Da Vinci the district was never really involved in D Vinci's acceleration or um advancement procedures and I have an email here from the gifted and
008talented Department that you guys can take a look at afterwards um but the email quotes to give you some clarity in history in the past the GT Department from teaching and learning has not been in direct communication with da Vinci when it comes to their acceleration procedures we have been asking for our son to be considered for acceleration since before since before school July 2023 it was not until December 2023 that an escalation was made and an end of the year assessment was given to our son Anthony scored an 84.5 on that end of the year assessment just three months into the school year in first grade math as a kinder gner Anthony was accelerated the first time with an 85% into first grade math under miss van dijk's Direction and recommendation I offered to
009provide Dr tiller a letter of recommendation for Anthony to advance an additional level in math from miss van djk and he said it was not needed as the district had a strict 90% cut off for acceleration I asked for my son to take the assessment again and was met with crickets and or no acknowledgement to this request Anthony is on Pace to do something no kindergartner has done in the history of Le Ard Da Vinci this is complete the 5 minute two-minute Dragon dashes for addition subtraction multiplication and division Anthony is in kindergarten and starting long division at the age of six the school used to have assemblies to recognize these achievements miss van dijke has confirmed she would accelerate multiple through students throughout the Academic Year most of which had scores below the 90%
010cut off miss van djk has stated she could teach those missing gaps sometimes as little as one or two sessions with the student our son proved that by learning the missing 15.5% on the assessment in just 10 minutes I have reached out to miss van dijes for miss van dijk's guidance and amending the current District policy as Da Vinci was as Da Vinci was forced to adhere to the district policy she is adamant against the set percentage being used to determine acceleration after extensive research and speaking with staff members at the green base area public schools I have learned that many District employees incoming used to have to get a 90% on their assessment and that was lowered in the early 2000s to an 80% that would be clerical and I believe engineering I am
011here today to ask the Board of Education to amend the acceleration policy to the following upon written a verbal request for acceleration and possible advancement the school will give an endof thee assessment within two weeks it took me six months a composite score of 90% is recommended but a composite score of 80% would be required matching what you have incoming staff acceleration meetings should also be audio recorded and added to a student's digital file all meetings should be recorded as it's in the best interest of both district and student I had multiple issues where I was not able to reference something from acceleration meetings because there was no recording uh a student should have the ability to retake the exam after a period of 30 days parents must be provided all information regarding testing and
012the acceleration meeting with a 72-hour notice to prepare a PLP or personal learning plan must be provided at the time of either approval or denial of acceleration mine took four months my wife and I are uh providing each member today a copy of the book miss van djk regularly referenced when she and her staff would make the da Vinci the number one school it's called Uh genius denied um in closing previous results at Leonard D Vinci speak for themselves with a near 100% success rate Tammy is arguably the most knowledgeable reference of student could have and for Dr tiller to directly reference of grade level curriculum and professional training and not take her reference to account was unacceptable thank you very much okay next is uh Amanda Garcia you have five minutes and state just

014wants our community viewed the now recently made public Atlanta radio talk show interview titled navigating educational leadership insights from the first black superintendent of Green Bay Schools of Dr tiller Jr that prompted his recent resignation there are no comments made in the interview that we understand to be grounds for termination of a superintendent that has shown nothing but promise and progress for the Green Bay School District Dr tiller has made more productive changes and established stronger connections with students staff and schools than any superintendent in over a decade his dedication to education and commitment to our community is evident in his actions he has been instrumental in fostering an environment that F prioritizes learning equity and inclusivity for all students his permanent absence will be undoubtedly will create a void that will be hard to
015fill and will damage the Community Trust of the Green Bay public schools in order to improve the learning experience for all students Dr tiller was selected for his leadership role due to his extensive experience working in an urban environment proven results in closing achievement gaps and demonstrated experience building relationships we believe that every student deserves the best possible education which we firmly believe Dr tiller can provide as he has shown US during his brief tenure so far this petition is not about me it's not about the community leaders in the room it's about the families that live in this school district it's about preserving Community Trust and truly working toward the quality of Education that our children deserve in the Green Bay Area Public Schools we urge you to consider the Imp of this decision

023present space today we all rise African-American Resource Center I'm going to start by offering my own land acknowledgement because I think when I heard it when you all offered it it failed to mention the most important part and that is that this land was stolen this land was stolen that was not in your land acknowledgement and so we cannot surpass the systemic R racism and genocide that has happened in our communities for Generations so we cannot bypass racism and talk about healing we cannot talk about reconciliation without first talking about truth so for my land acknowledgement I acknowledge that this land was stolen and I acknowledge that we currently gather upon the Earth that the monomin nation people original inhabited our presence would not be possible without the caretaking and continued contributions of tribal nations
024in Wisconsin and something that I offer that you all add to your acknowledgements is a labor acknowledgement for labor I acknowledge the labor of black and brown folks who have come before me who have for Generations sacrificed their lives to build this place we can now call home our presence would not be possible without their grit their resilience and their freedom dreams I'm shaking up here because the gravity of this moment is so deep I don't know about you all around this table but I have never seen a room full of folks from community in this space the role of the school board from my understanding is to ensure that school districts are responsible to the values beliefs and priorities of their communities by you all refusing to listen to community voice you are not
025being in alignment with these values just in the way that when we get gathered here today you went to close session came back and decided to go back into close session even though it wasn't supposed to happen until after Community input to talk about the superintendent role but that is why we are all gathered here today to hopefully inform you all of what to consider when you have those critical conversations around your Clos session tables and so just like you all came into the space and decided we have 30 minutes let's go back into Clos session and start getting getting on with our business the reason why here we are here today is to inform you all in your decision making because as it is stated in your roles that you all are supposed to
026be responsive to the priorities of community community is here today Wisconsin reports the widest score gap between black and white students in the nation guess why Dr Claude tiller knows why the root cause of the problematic outcomes that we are seeing in our school district school district is systemic racism I'm going to say that again our outcomes in our school district are rooted in systemic racism Dr Claude tiller was putting strategies in place to address the root cause of the inequities that we are seeing in our School District when he talked about it on a talk show radio hosts it might make some people uncomfortable but something that I learned is UNC discomfort is a sign of growth and it is time for change furthermore Wisconsin again is at the top of the lists for
027the worst states in the nation not just educational achievement gaps unemployment low income disproportionate High rates of incarceration among the black community 7% of the Wisconsin population is black but we make up 40% of the prison population what is the root cause Dr Claude tiller knows what it is racism when we have leaders like Dr Claude tiller in our space in our positions of leadership who understand what the root causes of all the inequities are it's time we keep them my ask and my demand is that you reinstate Dr Claude tiller and do not waste any further tax dollars I'm thinking that somebody else is the best person to lead our Green Bay aial Public School District it is Dr Claude tiller and I offer and make I offer that you all consider reinstating Dr

029is rooted in racism another thing that I want to let you all know is that podcast that they show us you weren't nobody was going to hear that because that was in a private Atlanta black woman's group and nobody was going to see that besides the sneaky person who was already following Claud Tiller that went and got the podcast and leaked it right cuz what you would have heard was what the words that was saying on the radio show and I want to make that clear so that we stop getting confused by what racism does to eliminate the words of the people the next thing that I want to say is Ed dorf is not one of your board members and so when you called I've seen you writing down all the statistics and all
030of those things and I know very well know a lot of those things because they're they're in the books they're Federal and National statistics that we know that was kind proud of but when Ed dorf was called knowing that many people in this community had a lot of respect for him and knowing that he had a history with those teachers and when Ed dorf said he said 92% of the teachers were incompetent and you all stood by and let that get released you stood behind a lie and you knew it when you are a well-respected in person in this community to that regard every single word that you say you know that it's a word of influence and it's a word of matter you know that you confuse people and you hit the heart so
031let me tell y'all how we going to hit y'all heart because what happened is y' we showed up today with this formality and we've been showing up every day and then you all don't seem to listen very well so since black and brown people don't have power to those that are rooted in racism with all the power we're going to tell you like this and I think the brother already smacked it off earlier the 2025 draft those are student athletes and so since you want to fail students black students and brown students in particular we want to know if the World believes that it's okay to have the biggest academic achievement gap between black and white students in the nation and then you want to come here and just play ball I want to let

033and brown families within the school I watch on my Facebook as people start to make comments because of your violence that threatened the lives of the leaders of these Resource Centers who are actually the people on the ground serving the people we are not sitting around tables and we are tired of being the ones that have to carry community on our back and then you sat there every single time we came up here you didn't listen to us and you he the fact that it's because your lawyer says so we're the people that voted you in that have encouraged you that was stand behind you but not one of you have stood behind us and listened to the impact and the hurt that y'all have riveted through our community it is non-negotiable for you all

036does not have what is in the best interest of all the students will put the approval of this referendum significantly at risk I sincerely hope that the three sentences that surface from what Ed dorf allegedly heard from a two hourong video does not take away from this referendum and now Vicky fa has to be the face of recourse yet again yet again how is that fair while you guys all can sleep okay at night I don't think you can because you didn't do what's right do what's right so you can sleep at night that was something that was instilled in my head as a child even if it didn't end well in my favor at least I know I can sleep well at night because I did what's right the lack of due process for
037Dr tiller has caused a ripple effect you may not have hurt the people of our commun community physically but emotionally and mentally you have due to your lack of integrity and level of hypocrisy I couldn't even believe the email that came out this morning we understand that this is not what some members of the community want to hear that does not mean we have disregarded concerns regarding equity and equality and the need for greater understanding and inclusion among all stakeholders if this wasn't the hypocritical statement I've ever read in my life I don't know what was because that's what got killer to where he is today by speaking his mind and what the truths were and that's all going to unfold it's unfortunate that we have to worry about having a Target on our back
038because we're worried about what others think we should be doing what's right and what's wrong you don't need policies to interact with people you don't need coaching you don't need to bring people in here for you if if you're a real genuine human that's automatic love is automatic hate is taught love is not regardless the outcome of this disarray again I hope you do what's right so you can sleep at night and to Laura Leon I I appreciate that she was unfortunately one of the only members on the board that had any type of background of you know suffering and trials and tribulations and she's not here um but you know you guys already cooked this man's dinner you can't get out of the kitchen because it's hot now you can all face the Heat

041things in a vacuum only serves you not the students and families in your community on the Alle alleged or on the resignation the board should absolutely have waited for the community to hear the video prior to taking a vote you failed you failed your claim of Engagement equity and Excellence when you operated in a self-serving white privileged manner confusing everyone around you more importantly you didn't allow for Community feedback on actual facts once the video was released I watched in its entirety my take is that I was witnessing two people who were sharing their lived experiences and observations in the world of education and life on the flip side of that there are people who listened who are not in those shoes having had very different experiences and understandings of the topic of conversation and
042then there are the individuals who will do anything to keep power so what do you do in the future this is going to come up every time you have someone who sees and feels the world from a different lens as they have a right to because it is their truth do we want to whitewash their belief system down to a corporate word salad of nothing we've had way too many years of that and has led us nowhere except to three superintendent in four years right now the black indigenous and people of color in our community are looking at you telling you they do not trust you and they don't believe you have their best interest you claim that you want diversity you go looking for it but you don't actually know how and you're not
043committed to the inclusion part moving forward will the school board go back to the status quo that's usually the the way it goes in this District you know the safe space is everyone going to work off a censored script now to be approved on a daily basis as a board you've been very notably silent for quite a while on most issues and unfortunately you've been convinced from District administrators and lawyers that you don't have rights to public engagement well you do and you should start that tomorrow the district office has always had too much power and they're out of touch about what's happening in the schools some of you believe this many teachers and staff know this look at the most recent report that you happily happily paid a consulting company to collect feedback on

045not offended nor was I angered by his remarks I do think that the host of the show did the majority of talking and as is her as the host of a show asked provocative questions to uh encourage communication white listeners uh for whom this may have been the first time hearing a conversation on race between two black people were probably uncomfortable they heard some difficult things for example a reference to Lily white Green Bay Community leaders government officials corporate leaders are overwhelmingly white he was simply stating the obvious I suggest that you consider driving through through some neighborhoods that you may not otherwise drive through the black neighborhoods and the Latino neighborhoods disparity between teachers of color and the numbers of students of color Dr tiller did not say that white students were incapable of
046teaching black students he stated what research shows kids of color benefit from having teachers of color he did not state that he was looking to replace teachers he was simply on a recruiting tour looking for teachers of color I commend him for proactively going to the HBCU colleges as a white parent I understand that I am not able to teach my black children through my own lived experience I love them I support them but I have not lived in their skin reference Dr tiller referenced businesses holding employees of color down specifically he mentioned the meat processing industry here we should acknowledge the fact that Latino workers come here to earn a living and support their families they accept jobs with too me which too many white workers are unwilling to do roofers painters laying black
047top meat processing produce processing these workers have very little power I do believe that Dr tiller made two errors during his interview number one he spoke a lot about I I I I and not enough in my opinion about we good leaders also good leaders never speak about performance concerns of employees in public especially in the disparaging way such as he did he certainly owes an apology to the individual he referenced and to all those under his leadership position his words likely eroded the trust of Administrators Educators and Court staff alike he needs to do some hard work to repair that in my opinion the Green Bay school board's quick decision making was cowardice matters of inequity based on race and economic status are uncomfortable to deal with especially on the part of the privileged

049occupied territory of monamon nation in Greenville my name is Rachel Westberg um and I'm a graduate of Green Bay East class of 2012 today we are here to formerly request that the Green Bay Area Public School District Board of Education consider extending an offer representing theity sentiments to Dr Claude tiller Jr for the reinstatement of his role as superintendent of the Green Bay School District additionally we would like to address the recent communication from Green Bay Area Public School regarding the decision to put Dr tiller under review frankly the email sent to staff and families appears more like an attempt to Shield yourselves from accountability than a genuine effort to address concerns it is crucial to recognize ize that your actions have consequences you consciously chose to make promises to the community regarding diversity and
050representation particularly for marginalized students of color however you also made the deliberate choice to break those promises this Falls squarely on the shoulders of the Green Bay Area Public School Board and leadership team furthermore it's imperative to acknowledge the pervasive influence of white supremist ideologists of our society many of us including myself have been conditioned by these systems indoctrinated to hold them up to perpetuate inequality and Injustice however recognizing this conditioning is not enough action is required it is time to stop the cycle of manipulation and evasion as adults and elected leaders it is incumbent upon you to listen listen actively and empathetically to the marginalized voices of the community your constituents that you took an oath to represent the well-being of our students particularly those from marginalized groups should be par mount in every
051decision made you have a choice I'm gonna say that again you have a choice to perpetuate the status quo or to stand against racism and support our diverse student body it is not enough to Simply acknowledge wrongdoing genuine accountability requires concrete steps toward rectifying the harm that has been caused we implore you to reflect on the values of humanity empathy and compassion that should guide your actions it is not enough to claim ignorance you knew the importance of diversity when hiring Dr tiller now is it the time to demonstrate that commitment in practice in conclusion the responsibility for the current situation lies squarely on the Green Bay Area Pool Public School District board and the leadership team it's time to acknowledge this reality take ownership of your choices and take decisive action to acknowledge address

055the ones on the other side of the tracks They See as well and they're paying attention I remember way back when you know parents just say is that child looking in my mouth thinking about what saying listen to what I'm saying children need to be somewhere else but they see they paying attention they can't help it the Packers the Green Bay Packers I remember Reggie White came to this town and in his book National interviews said Green Bay was a racist he didn't say Lily white he said Wast and then he repeated it over and over over and over I just want to express that how they gave him and his wife signature for us that you if you buy one he already had the signature on the back Dr tiller who has uh a
056very important job guiding staff and students spent more time out there walking around talking to teachers nobody has really talked about the teachers here but what is about the chilling effect on them if they speak out lastly these jobs are not permanent each and every one of you that in a couple of days couple of days thousand signatures look at this room this is not a joke these people are passionate as I am my granddaughter goes to chap my sons went to three or four different schools here all four this is an investment here and they're hearing the community we don't all live on the same neighborhood we don't live on the same block but we're here for a common cause which is the reinstatement a great offer him back because you think he's not

058though because I do feel that there's been an injustice done in the handling of Dr Tillman's employment as a result of his recent radio interview and I am asking you to carefully consider your next step so that the education of our children can continue in a way that celebrates diversity and inclusion after listening to the interview in its entirety I have come to the conclusion that Dr tiller should have been supported by the board versus taking the path that led to his resignation I can understand I can understand why the initial response to the interview may have been to reduce liability uh but when the comments are viewed through the lens of actual experience by people who do not look like me us I would offer that the statements that were made should be used
059as a mirror to reflect the reality of many who are in the room tonight the fact is that racism exists in Green Bay whether or not we white people can see it or understand it with the majority of our students being minorities we as a community owe it to them to work collaboratively to change that reality here in Green Bay we need to embrace the conversations that make us uncomfortable open our minds to seeing how we can use our voices and actions to radically accelerate culture change resulting in the graduation of the best and most confident Next Generation into our community there are many academic studies that demonstrate the value of students having role models that Inspire them these studies confirm that the students in Green Bay Public Schools need to see proportional number of

062love it was a privilege that our family had that many other families do not to move so that we could provide our children the education we know they deserve High School Elementary School Green Bay um I have always been proud to send my kids to Green Bay Public Schools recently this Pride was struck down by the unjust removal of our superintendent Dr tiller Jr I know I am a white man speaking in front of a diverse population and I agree wholeheartedly that I am unable to fully comprehend the challenges and adversities that marginalize folks in this district and Community experience on a daily basis I come to you as a father of are considered marginalized my two youngest in the district both have IEPs and participate in the bilingual program one of my children is
063twice exceptional requiring an IEP will simultaneously being a newcomer and speaking Spanish as her first language we have fought tooth and nail to provide her a fair Equitable education as she wants to be a teacher when she grows up she was even ready to volunteer 40 hours a week oh she was even ready to volunteer 40 hours a week for summer school last summer so she could keep up with her literacy literacy and be a role model for Young Elementary students the reasoning as to why that was not allowed our still not clear to me but it was then that my daughter experienced firsthand that inequities that occur in this District that disproportionately impact marginalized populations when my daughter learned about Dr tiller's res resignation she was in this very room she did not need
064to understand every word to understand pain in the eyes of people that looked like her once she began understanding what was happening all she could ask was why she is recognizing that if you say what you mean do anything to challenge the status quo you will be shunned and pushed out that if you were a person of color and you make a mistake that you will never be able to come back from it and that you are not allowed to grow as a human Andor a professional min in Dr we moved our children to Green Bay Schools because we believe in its mission to educate ate all students to be college career and Community ready inspired to succeed in our diverse World however you are teaching them right here and right now that regardless of
065your commitment regardless of your knowledge regardless of your perspective that if you are a member of a marginalized population you will not be able to succeed in this world GRE this is not a system I want to raise my daughter in let alone my other children I am trying to teach them with every fiber of my being that humans are complex and that if we do not come up with curiosity about other people about their experiences about structural and institutional inequalities that we as a human race will never grow or evolve that if we as white people cannot admit to our mistakes and misuses of power that we will continue to create barriers instead of removing them I will then have to watch my marginalized children go through a system that despite the incredible work

070wow wow Funnie did it I was so proud of her um I'm also a parent and I have two children in in the public schools and so I'm here today to advocate for both my children and all of my students um we in University leadership have done a process of working with people that we don't agree with and we are hoping that you will lead us in that in a process similar to that a process of reconciliation and restoration for our community um and we want you to take as long as necessary even I mean it could take months and months it could take a year we want you to have Community circles where you listen to everyone in the community all perspectives all voices we want people who have different opinions and different perspectives
071we want everyone to be heard and understood um and to hold as many Community listening circles as you need to hold to make that happen we also feel that it would be important to have Dr tiller be a part of those Community circles so that he can talk and share and apologize or whatever he wants to share um we think he's it's important to include all the voices in those circles um we want wanted to share an example of something that we've done at Preble we had students who were very upset that some students were not standing for the Pledge of Allegiance and we had some students who were not standing because they had a reason they weren't standing and so we invited all these students together and created a safe space where everyone given
072the opportunity to share their perspective and we had very very different perspectives and people felt very passionate about their perspective and at the end we all respected each other we listen to each other we learn from each other um the kids actually couldn't believe how that some of the microaggressions that our students were experiencing on a daily basis uh the other students also said that they were being judged by their appearances and it was really very very powerful um and that's high school students so I feel like the high school students can lead us in this um they're actually very amazing and very resp respectful of each other um so and they also wanted me to make sure that I said um oh we all make mistakes we all need to be forgiven we all

075as Bill and I you know I so so let me tell you if I said some of the things that were said on that podcast about my subordinates if I said they couldn't be trusted to necessarily treat people of A different race fairly or as good as possible I wouldn't have been given the chance to resign I would have been fired before my next shift and if somehow that didn't happen my subordinates wouldn't work for me anymore I wouldn't be able to effectively do my job and that's heartbreaking because I don't believe that some of the things that were said Were Meant to come across the way they did I don't believe after meeting Dr tiller and after speaking with him and after seeing some of the things he's done that it was his intent
076to convey that and let me tell you something else some people here have presented an idea that this community is terrible let me tell everybody in this room my wife went to Longfellow Elementary she then went to Davis Middle School if you don't know where this Chain's going she then attempted Compton High you know every day every every week my my wife saying Lift Every Voice I loved hearing that but when we should when she decided where we would live after we got married when she was given the choice between her hometown and here she agreed with us news report that Green Bay is the best place to live she agreed with that and she said hey I want to live in Green Bay and eight years later she and I are proof that people
077that look different can love each other perfectly that we can coexist let me tell you about a story down the block from us uh down the block from me on Roosevelt lived a Packer player named Jonathan Garvin and he met me because he thought my dog was cute and you look at me you say all right well next to him a dog would look cute yes um he talked about how he lived in urban Miami his whole life and when he moved to the astop park neighborhood he said I didn't know places as good as this existed um you see there were some wrong assumptions made when we talk about Green Bay being Lily white as if if there's something wrong with Green Bay but there's also wrong assumptions made if you say there's nothing
078wrong with Green Bay like I said I'm gonna piss off everybody in this room because from the other side of Roosevelt lived a Spanish-speaking mother who did not get notifications at the place she worked about the dangers of Co and when my wife was going to do a hospital visit to visit her to welcome her new baby she was told that Mom gave birth while in a coma because she had covid because her employer didn't post the things that Spanish-speaking people needed to know about covid she never got to name her baby so I'm going to tell you here we need to work together it's not the people on the board's fault that they look the way they do but it is our job as a community to make sure we have representation there probably

086to American Indians black Americans and Hispanic uh Americans this bill would direct the Wisconsin school boards to add M and Asian-American History to the current to the current curriculum for an understanding of human human relations this bill was added last minute on the agenda as an opportunity for public hearing on in Madison on January 23rd 2024 so my speaky opportunity here was the least priority at that point but ever since June I have been here physically present or virtually present on your live stream and every month Lyn garat had presented legislative updates I assume in good faith she simply missed learning about Senate Bill 240 or assembly Bill 232 which last week it just passed the Senate the assembly Bill floor so so I sent her an update on October 23rd 2023 during a Schoolboard
087meeting when I didn't hear this as one of the legislative update I simply just asked if she had heard this bill especially because the assembly Committee of Education had just just voted unanimously on October 10th to move this bill forward to the assembly floor so again timeline October 10th the assembly committee on education had moved the bill forward and I had emailed ly Gill October 23rd I did not get a response I don't know what the criteria is for the School Board of Education to consider what's important as a legislative update but month to month after I sent Lynn my email I anticipated it would be mentioned at least once instead throughout that time other bills newly introduced at the state level were brought up but not Senate Bill 240 again to act an act
088to amend to law to direct school boards to provide instructions to M American Asian-American History this was when I realized my your dismissal of my email went hand in hand with how American student Asian-American students felt invisible currently from our AI against bullan student survey 34.9% feels unsafe at your schools no student should feel unsafe and only 48.8 % feels if they reported something it might get handled appropriately I understand your plate is full with school closures and the many task force you're creating and the updated policies the upcoming referendum and now the Dr tiller situation but that should not disqualify or M and Asian-American students to be overlooked which is why this bill was created in the first place to acknowledge the many contributions of the Mong and Asian-American people to help our students
089feel seen in schools to have history taught about them Wisconsin is the third highest state population of among people n in the United States here according to the 2020 census Brown County's um hum population is at 5,246 we beat out gaming we beat lacrosse we be oair we beat manw we be porish County even Wago but a aami county just approved appon just approved a home emersion school Steven's Point they ju they had passed a resolution through their school board to support this bill and they even Incorporated voluntarily home Asian-American studies and even have a culturally Infuse specific meals at their High School lacrosse Holman Sun Prairie oair School Board of Education they also support this bill proudly but for some reason Green Bay Public School just refused to acknowledge this legislative update I'm really
090sad by this I'm really sad as every month I come and I I talk about how our students representation and then this whole Dr till thing came up one is left to conclude that this diversity issue was intentful staying with the Dr tiller issue everything he said with my two cents was not offensive to me everything he talked about racism I have experienced myself I did not feel offended at all after I listened to that twoh hour and I just wanted the school board to postpone their Vote or vote against until the audio came out I was here in the 1 and for some reason every time I have a sliver of hope that you guys would do the right thing it keeps coming down and getting shattered please do the right thing now reinstate

093to recruit any other black and brown leaders in this community when we rush through and pressure one of the greatest leaders Green Bay has ever known into resigning rather than working with him to over come the challenges it's been stated before Green Bay y'all have the highest black student to White student achievement Gap in the nation you must do better you need someone in the school district that can communicate with everybody that represents them so that I I have a quote from a a rabbi da Rutenberg that I think sums up what I'm trying to say we need diverse representation not only so every kid can see themselves as the hero of the story but so that every kid can understand that other kinds of kids are also the heroes of the story with a
094little bit of time I have I want to share of a story that ashkash has been experiencing recently I don't know if y'all are aware but um we have a public media run out of a city hall called Oshkosh media uh there was the host of that show is not required to invite all candidates we learned for office um but despite despite not being required to you know there's some Community concern about um how the one judicial candidate with judicial experience was not invited to speak her name was Lisha Hayes well well the two black excuse me two white men without judicial experience were invited to speak to the community out of our asash city hall so when I tell you these issues they're not they affect every city and every state and every country

101tonight I am sharing this because by these measures you could say I had a positive experience as a gbap student and while I can say I took advantage of educational opportunities I'd be remiss if I didn't acknowledge the void that I experienced by not having one black or brown teacher coach counselor or advisor what that experience looks like and feels like is knowing that I was not safe it was not safe for me as a student to show up as my full authentic and complex self there was no room for me to question the white cultural norms that made up almost every single facet of my educational environment and experience the opportunities to proudly and authentically celebrate my cultural heritage and identity were rare almost always poorly funded like an ad hoc experience not embedded
102in the daytoday I want better for our students our students today deserve better after graduating from college I began my professional career doing some work within the district what was obvious was that our student population had gotten increasingly diverse and I have observed some progress with a diversification of staff the culture and climate of the day-to-day hadn't changed much however I felt the biggest sense of hope and progress when I learned that the Board of Education had selected Dr Claude tiller as the first black superintendent of the district it didn't take long for me to see and hear about the positive change Dr tiller was making and had planned for a community and students particularly our black indigenous and students of color then the events of the past last few weeks unfolded I watched the
103same governing body that appointed Dr tiller and all he represented snatched the opportunity for Progress away from my fellow community members and most importantly our students whose lives he was set to have a positive impact on and yes I say snatch because that's what it felt like the most devastating and disappointing blow is the way that the board of education has handled the situation you failed to follow your own Protocols of ensuring and I quote due process and respect for individual rights unquote these are words listed right on your agenda uh when you allowed Ed dworf to disrespect Dr tiller by misrepresent representing comments that were allegedly said out of all people Ed dorf a former Green Bay Area Public School principal and a former member of the Board of Education should be well aware

133who was Dr tiller when I first met Dr tiller I was very upfront with him I asked him his opinion on critical race Theory I asked him what he believed to be right I wanted to I was testing his qualifications to is he truly is he truly someone I can say represented me and with that being said I I was able to come to not only that consist that concise decision but as well as enforce what he stood for as I was able to go into I was I'm G give you the best example I could give when we went to I believe Fort Howard to read to the children I remember he was talking to the principal to uh he was talking about something I do not regard what it was but we were
134just walking through the halls and I remember clear's day a little black kid couldn't been old eight ran up to him and was like who are you why are you here what are you doing here and and he stopped he stopped his entire conversation and he was like I'm the superintendent and my job is to make sure that everyone in this District loves education and one day you can be in my shoes and I was very inspired by that not only because he was able to inspire that child but he stopped his conversation he stopped his professionalism to pass on his word to someone who was younger than him and that showed not only his character who he was as a person it was later shared with me that um that child actually had problems
135at home and had a rough upbringing and wouldn't go to class and I I think that's astonishing how Dr tiller can impact someone who didn't know anything or came at him in a manner that most people wouldn't just because of his title it shows how a title can hold one standard but we are all human at the end of the day and I believe when looking at that you guys did go in you at when looking at that you guys looked at a personal conversation to which I believe in every single one of our personal conversations we've ever had we have not said the most politically correct things and I think when looking at that how can you state something to which it was meant to be private and resume it to be public although
136it did become public its original positioning was private and I believe if you were to share a message between your significant other I promise you it's probably talking something about one person you work with I promise it and so with that and so with that being said I would like to say that I am blessed to have the position to not only represent Latin and black people but also be the first student to represent uh Green Bay as a district and its ethnic backing and I believe everything Dr till said was true as I've looked at the stats within his office we do have we do have a significant disparity between white Educators and white students while looking at the um disparity between black children and he asked me the reason for this and that's
137the reason I'm on that meeting board now to actually change and give color to that and I believe with that being said it should be important to not only reinstate him but give him an opportunity to voice why he said what he said to the community I believe even when talking even when talking to many of my teachers who are white or who he was talking about they believed that although what he said can be harsh they just wanted understanding of why he said it and I believe it's so hard to to many people even on the news to understand why he said what he said sorry we turn that off I'm keep talking for like two seconds I promise and so and so with that being said it's often hard for people to even

139want to say that I stand here after a year in which we last year we complained about uh schema 12.1 and it's really about representation because schema 12.1 came uh about without representation from black and brown communities and what happens when there's no representation in a district that is 2/3 black and brown schema 12.1 proposed uh two more kr8 schools in majority White School uh districts even though they already had three KR rates in majority white districts so five and there's not a single kr8 in black and brown neighborhoods it also proposed to close Washington even though Edison is already overcrowded and the black and brown Community has grown by 300% since in the last two decades so why close those schools why close those schools When the Children already have the older schools the
140overcrowded schools the larger schools no representation why those schools um so I want to say that when Dr tiller was going to come we were really excited because uh the first thing he did is he said we'll I'll meet with you every month so he gave us a seat at the table Dr tiller's short but very influential time in Green Bay has very positively affected our community he spearheaded unprecedented representation invisibility for marginalized groups long excluded from District leadership families of color and white allies finally witnessed one of their own leading a district where over 61% of students identify as black or brown he brought long silenced voices directly into decision-making circles and conversations even more significantly Dr tiller moved rapidly to address systemi inequities that no prior superintendent had confronted so explicitly his leadership
141style involved developing High Community Partnerships in an effort to surpass ongoing disparities in the district this Hands-On collaborative approach brought hope to our communities accustomed to empty rhetoric about racial Justice bilingual programs diversity etc etc the Atlanta interview contain what some have considered very controversial quotes but there that were in no way designed for public consumption um however the fulllength video revealed far greater Nuance in context of two Professionals of color engaged in a Frank and passionate truth-telling about ongoing struggles that people have experienced throughout centuries the conversation was designed to elevate these experiences during black history month so what did they say getting to the decision-making authorities as minorities required resilience they said surmounting endless micro and macroaggressions Dr tiller and Dr Dr Adrian spoke in a very personal manner about harnessing righteous anger
142over Injustice to lead future Generations by upholding standards and dismantling barriers for marginalized children their own hardship could lay Foundation easing the success of those who would follow them Dr lailler said that his pathway had already made life easier for his daughter throughout the conversation Dr tiller emphasized his work in Green Bay as a calling to become a voice for the voiceless his statements uh are echoed in DPI statistics about Wisconsin's worst in the nation achievement disparities the acknowledgement by DPI underscores why aggressively targeting systemic inequities is essential in our district those who had the opportunity to have conversations with Dr tiller during his time in Green Bay know that he was adopting a multi- tonged approach where he was talking about mentorship curriculum testing discipline staff makeup and more understanding that no single solution
143exist in isolation still the interview left no doubt that Dr tiller remain advocating for the children in this District when discussing District needs Dr tiller praised the Excellence of his cabinet he said they were excellent but that was not reported he said he found enthusiastic buyin from his Deputy superintendent and Associate superintendent and instructed them to show principal teachers and students that they that they truly care for them by being present he himself visited three schools each day so that they that they would he also would be present for his students he also voiced confidence that given the high standards and support that underestimated students can dramatically outperform them that they should have very high expectations for children he shared a beautiful metaphor a broken crayon can still color he captured his belief that it
144is our failure of imagination that limit student potential not their lack of ability a broken crayon can still color un heard Dr tiller knows progress demands expanding what we envisioned possible um so I just want to say to finish this that I will end uh the way it this was ended a few weeks ago our students and staff in our communities deserve to be respected trusted and treated with positive regard by District leadership how you the board ultimately handle this matter will be a test to your character and your moral courage and it will be written in the history books next is Kristen Kristen Kelly from manasha Kristen Kelly okay first I wanted to introduce myself I'm Kristen Kelly I reside at 2050 East Plank Road in manasha and I am the co-founder and executive
145director of people of progression which is a black Le organization serving Winnebago and out of gaming counties I'm also a a very concerned Community member who grew up in a neighboring school district and I learned through abuse and experiences as a child that silen was better than speaking up for myself and I don't want other students to go through the same thing that I did as a child so I'm here to use my story to share what happens when there's a lack of competent leadership and cultural representation guiding and advocating for policies and strategies to address systemic inequities affecting students I'm speaking from the perspective of my own a multi-racial biracial as well as transracial adopted family member out of a white family and a white community in a neighboring School District where no one
146else looked like me all the way from K through 12 I'll start by saying that I was and I can't go through my whole story because God it's traumatic but I can say that I was from first grade already put on the opposite side of the classro as other students I was targeted as the person who I was always the one was doing wrong in the class although I was being called racial slurs I don't know how at first grade white students know how to treat people that look like us in that way but I was already being treated by the teacher of the classroom to be targeted and put on the other side of the classroom because I was the one who was creating a problem when I would lash out and try to
147speak up for myself and because I come from a white family who I know is well-intentioned but because they didn't know understand my experiences they also didn't know how to advocate for me I will say that when I was in the third grade I had one black teacher and at that time Mr Montes he helped me exceed expectations he taught me that I was loved and beloved in the community as well as enhancing my musical performance solo Ensemble and I went to competitions already in the third grade after that right away years the next year I was already being targeted Again by teachers he left the school district I would love to know why it might be like something here today we never heard of him again so to keep going with my story by
148the time that I went to high school I already knew what silence was for me I never advocated for myself I didn't know that racism even was something that I was EXP experiencing because nobody told me about it if there was representation when I was going through my entire School career or somebody there to advocate for people who look like me and have adopted families don't have representation from black fathers in our households somebody like Dr tiller would have been looking out for us and advocating for policies that would enhance the lives of our students instead we watch students like me have assault in the in classrooms as well as hallways teachers don't stand up for us they see it and look away because they're afraid of speaking about it because they're afraid of being
149reprimanded having to resign themselves whether black white or whoever they are and and that but I am speaking from a perspective of somebody that's not silenced any longer and I'm also sick and tired of Grassroots organizations having to put the pieces of our mental health of our communities back together and having to do it out of the traumatic experiences and pain that we experienced we're supposed to be able to look to you for support who was there what school board was there for someone like me and are you going to be there for someone who looks like me today in the school district that you are here to protect and serve with policies that protect our students each one of you should be finding the Allies on your board after this meeting and say I
150think that we need to reinstate Dr tiller and what other ones on this board also want to reinstate Dr tiller and y'all need to start conglomerating together and finding your allies and get Dr tiller back in here to change the most racially despar state in this nation as the nation's top ranked for worst state for black people to exist in thank thank you next is Rick cron or cren Cron okay thank you ma'am I um it's all been said they want him back and I had a whole lot to say but what I'm going to say is what if he comes back what are you g to do what's he gonna do does he want to come back has anybody asked him has he packed up he wants to come back all right so if

152uh Stevens Point of which I'm a member of their business advisory Council I have also been Chief Operating Officer of a large trucking company and also what brought me here was a large organization here Schneider National so I I I've been here a while I I'm more angry at myself than about the situation because I have reached out to people in senior executive positions the current Chancellor of University of Wisconsin Stevens Point uh another gentleman who was here at wgb who's now since gone on to be the chancellor W Whitewater um I met I know those guys black gentl both of them I reached out I offered my help my services to them to help them navigate the realities of this of this this place I love Green Bay Wisconsin personally I tell everybody the
153rest of America would love to be like Green Bay Wisconsin if it could and and for those people and and by the way I came here from Atlanta Georgia where that Radio podcast was held part of the reason I'm up here is because I didn't like things were going on in Atlanta Georgia it it has has this external perception but some internal realities that are not that flattering so coming up here was great I love it here but it's got its problem I'm still when they see me they lock their car doors they are holding their bags when they uh when I get on the elevator like I I don't have the time and energy to rob you between the first and the fifth floor so but but what I'm telling you is there are
154issues and if we if we come at it from the from the notion of diversity is not just some of us diversity is the sum of all of us and I wrote that as part of the diversity statement for the University of Wisconsin Stevens Point uh because they're having the same kinds of conversation and and and the internal challenge to you is what are you doing to make this school this this school district this city the primary choice for every highquality black educator in this country because guess what all of those highquality black Educators they got options they can be anywhere they want why would they come to Green Bay Wisconsin is your question so that's an internal it's an internally focused question and challenge that will come up with a whole list of things
155that you got to do to make this place attractive to those types of quality Educators I'm angry at myself because I didn't reach out to to Dr tiller I I just started getting into this that's why I'm shabbily dressed because I I said I got to go down here and talk to these people and offer myself to him if he comes back I can help him navigate the realities of Green Bay Wisconsin in a very objective manner there's some great things there's some middle of the road things there's some not so great things there's some passive things there's this misconception about race and cast systems that it doesn't matter an economic divide because trust me not all black people are unified we can sometimes be our own worst enemies and and so you got to
156know and if and and if so if he comes back how do we navigate those things and and I'm all about action and quantifiable things I'm sorry I got a couple more things the other thing is what if he doesn't come back if he doesn't come back what are you GNA do all right is this gonna be the last black man we ever see here or are you going to get somebody else that fits some Loosely defined Narrative of diversity and put that person in there and but because they can conform to what you what you want you're going to you're going to prop that person up as a diversity hire I've seen that happen around here so you gotta you got to and then again I offer myself here put help let us let

164have known this man over a decade my children adore him all the way down to my youngest who is seven who is basically the the the the little sister of the football team when I a single mother needed to work my part-time job during the summer Nico said I don't want you to have to miss out of work she can come I will take care of your boys I will because we are a family and that's what we do and I'm also going to say that in seven months Dr tiller heard me more than this district has heard me in seven years he has allowed me to be very transparent in my conversations I'm sorry I'm yelling I'm just trying to keep people awake because it kind of looked like people were falling asleep and
165we're trying to have a beting here just saying okay I know I'm fine with that but here's my issue I read that some District employees came forward and begged Dr tiller not to go please do not resign you came into this district and gave voices to the voiceless and that is accurate that is absolutely accurate he was he was in the schools I don't see people coming out of this do coming into our schools you don't come into our classroom rooms you don't see what we deal with every single day you don't go see what these kids deal with in their schools and he did he did and he didn't have to he chose to what did somebody say he went into like two schools a day can you guys can other people in this
166doob come out like why is he the only one making a conscious decision to actually get in the schools and see where the help is needed why is he literally the only one and now he's gone and nobody sees a problem with that but the people standing behind me and and and what like this pittion came out like a couple days ago there's over a thousand like like signatures does that not resonate with you so my concern is I have one going to be a senior next year I have one going into a junior but I got I got one going to third grade next year what am I supposed to do with her she is a full she is two full great grade levels behind in her reading do you know what I did
167as a mom I went to the school and I said I think she needs to be evaluated do you understand what they told me just wait don't get her extra help just let her fall further behind you know what they tell me when my boys get in trouble at school oh let's go get the school resource officer let's just criminalize your children let's just go ahead and refer them to the court because that's just great right because these children can't make mistakes they're not learning right but the teachers can talk any type of way because I've seen it the the the the admin staff they can sit in their little offices and they can come out and they could talk to parents and teachers any type of way students any type of way but that's
168okay right but you expect these children to come just be little cookie cutter soldiers and just be like little perfect people even though they are the children we are the teachers we are supposed to be teaching them and growing them up we're not we are legitimately failing children I see this with my own children I see this with the children in my class classroom I see this from Head Start all the way up to high school we are legitimately failing the children and the one man that came in and said let me come in and make some change where is he now over some Mis Mis misquotes he didn't lie what he said was not inaccurate I can speak to the fact that there are teachers in this district there are there are staff in
169this District who not do not even try to connect with these students or their families I've walked into meeting and people in the do you look terrified these are your families these are the these are the children and the families of the district that you choose to work for so I said all that to say that I do not feel comfortable always speaking as a parent well I do as a parent because I will always speak for my own children but as a district employee I do sometimes feel that I cannot speak as freely as I should be able to speak and when Dr tiller was our superintendent I felt like I could now I'm worried do you see I'm last I was last for a reason because I really really really hesitated but now

171for my um college and that was my first time that I was now the minority and it was so weird because never before did I thought IID experienced racism when I went living here I remember um my brothers and sisters telling me that they were experiencing racism and I'm like I thought maybe it was like my size you're like oh maybe because I'm too short that's what they're laughing at right but you know I never really thought about that back in green um in bronzville Texas where I grew there was one girl she was white and I remember that she was being bullied she was being um uh I feel bad for her and never ever experience that now living here I even my kids I one two I had six kids now two are
172grown up but they came to Green Bay all their entire years now they graduated but every time I say that we they that they need to make sure that they come together with Caucasians I don't like to use people of color because we all have colors we are each one of us have their own unique color um so I always like you know we even even at church even wherever we go my two oldest do not like to be with Caucasians and I say and I don't and I'm a little bit different you know I you know we I'm more like let's get together you know in the eyes of God we're the same I want to make sure that they feel that they have they are no different than anyone else but then they
173have this mentality but then I have never been in their shoes because I grew up where I was the majority and they went to school here where they were the minority they were treated different so in that aspect I never really realized until now and now I just want to say this that sometimes things happen for reason this God allowed this to happen in order for your voices to be heard to my voice to be heard because if this would not have happened we would not have been here today they would not have heard maybe what we have all have experienced so our voices would have never ever have been heard so I just want to say that this just God meant it to be and now it's about what's going to happen right Jesus
174I just want to say this right there is no difference and yes we make mistakes when first I heard the video with dorf is it I wanted to be more like I I'm about just being fair and being kind of like open so at first when I heard his comments my own personal thought was like oh if no I was like well if I was tiller I would resign that was my first because I'm like but when I listen to the interview now you have to look at like it's the context right and the experiences that we have and sometimes people think about stuff but they really never say it um so it's about what we have lived now someone that has lived with speaking and sometimes sometimes there's sometimes there's things that sometimes we
175don't feel you know and a lot of people here say that we don't feel the courage to speak we are afraid and sometimes it takes people just to open and just say what they think and come together okay um the final person tonight is I think it's Kelly Del delvo delvo hi I'm Kelly delvo I did not plan on speaking tonight um I live on L Avenue I was a teacher in this district for 18 years when I started in 1994 yes I'm old um our district was majority white and I'll tell you I taught at that time what was called EBD emotion behavioral disabilities that's what I taught the whole time high school middle school elementary school self contained in my years in the district my classroom demographics were mostly black and brown boys
176my classroom of 13 students and I have someone here who can attest to that I had two white boys a white girl and the rest were black and brown boys which did not reflect in any way the percentages of our community the demographics of it that is because we as a district this piece has not changed it is still all the white people in charge and they don't have the ability or the willingness quite honestly because whoever said they were targeted for speaking up yeah um Bullseye right here because I called people out and I was actually told at one point that I was holding my students too accountable because we needed graduation rates because EBD have the lowest graduation rates and we needed better rates so I needed to just sit back and pass
177them through okay yeah and so once they got past me and didn't have me that did happen in other classrooms absolutely no because it was easy and this district has a history I am sorry it is true of targeting good teachers or staff who speak out I had it happen and what I told by do o there's nothing we can do we know he's targeting you why don't you just transfer schools bidding is coming up in April to another school okay I also have four boys they're all adults now and they went through this system and my kids my two youngest have special needs dyslexia disg graphia ADHD traumatic brain injury they're just they're fun little kids they're all over the board and as a teacher in this District advocating as a parent for my
178children I was told by one sixth grade teacher that I needed to put my son on medication and if I chose not to there was nothing they could do for him um one of my children was denied special education because I worked with him too much so he wasn't the full two years behind and by the way dyslexia is not a learning disability this district has a lot of learning to do in so many areas so many and you had someone who was coming in and holding people accountable and they didn't like it he was coming in and saying we're not pushing kids through we're going to educate them hey guess what teachers you have to teach all the kids not just the ones that fit in your little pegboard okay and so you guys
179I am so disappointed that somebody was able to come in here who used to have influence he did he was a principal I did my student teaching under him like in his school he was on the board this district is so entrenched in this is our group this is who we listen to this guy said it had to happen that way so oh we like him we're GNA follow along you guys got to break the mold you had the chance you made a mistake you owe him an apology and this community apology and we need to make this right and it starts with apologizing ing to Dr tiller it starts with reinstating him and giving him an offer that you're actually GNA back them up this time and you're not going to hang the teachers

181back at our agenda here the next thing on our agenda is the legislative update and that is Lynn gerlock okay we start with two updates oh something's wrong oh go ahead Lyn so we start with two updates um of bills we were following um assembly Bill 779 has been passed by the committee on Workforce Development and economic opportunities and that is um about the apprenticeship completion award in architecture and construction and then we have Senate Bill 837 um that has been passed by the education committee that's the one about establishing the Civics program and um uh it's it has gone to the committee on rules now interestingly it is opposed by or it was opposed by um seven organizations that if you take a look at them are probably pretty important to um public school
182districts like ours um I found this information this this statement from Wisconsin Public Radio about this bill I included it in the report for you I highlighted a few things I would encourage you to read it uh we have two new bills that are I think pretty important to us the first one is uh two companion bills assembly Bill 1035 and Senate Bill 973 and this is um really important for us to understand this is if these were passed this would require a community approach to four he to four-year-old kindergarten and if you would um give me leave to explain a little bit um I had no idea what this was about and I had no idea what um four-year-old kindergarten was like in our district and I don't know am I talking to anybody
183is anybody listening to me I'm absolutely listening keep going um so anyway I had to um ask for the staff to meet with me and help me understand this so I met recently with uh David John John and Dan mberg and Jessica melor and they explained to me that we have a partial Community approach so we contract with seven entities that that provide four-year-old kindergarten and they are of course the oak Learning Center uh the YWCA and five Encompass Child Care Centers and um all of them use our curriculum so when the children finish that kindergarten they go they are ready to go right into our 5-year-old kindergarten all of the teachers are licensed by DPI and we pay um $2,900 per student per year okay that's what we have now if these bills are
184passed we will have to contract with any state licensed entity within our district that wants to provide for year-old kindergarten and um we will then have to pay each child no less than 95% of the per pupil Revenue limit we will have to provide transportation for each of those children to those places they will be able to use any state approved curriculum not necessarily ours we will not be able to say anything about the staff to child Ratio or the assessments they do and the teachers will not have to be DPI licensed and if that happens the cost now just for the cost of the students we now contract for would go up by more than 250% but we would have to license for a lot more students because there would be a lot more
185entities wanting to offer for yearold kindergarten so that's going to be pretty important that is opposed by wasby weak and the Wisconsin State reading Association and I've listed some organizations that support and then finally um we have Senate Bill 489 which um establishes a legal standard for the in for infringement on fundamental rights of parents and Guardians in schools they list 16 specific rights I've just put six of them here um just to give you a flavor of what we're talking about the parent or G Guardian has a right to determine the names and pronouns that the child will be will use at school they have a right to review instructional materials they have a right to be noticed if there's going to be any survey or evaluation that in the child's classroom that might
186reveal information about the child or the family including political affiliation or beliefs illegal antisocial self-incriminating or demeaning Behavior by someone in the family critical appraisals of individuals with whom the child or parent has a close family relationship and other things um they will have to be notified in a timely fashion if there's going to be anything controversial taught or discussed in the classroom and that will include gender identity sexual orientation racial identity structural systemic and institutional racism and more um children will have to be allowed to opt out of class or instructional materials that um do not um fit with their religious or personal convictions and the parents or Guardian will have the right to visit the child at school during school hours and there are 10 more this is opposed by 15 organizations including
187the ACLU the League of Women Voters the State Bar of Wisconsin weak and others thank you then oh I'm so sorry um go ahead Brian L I'm gonna ask you this question but it's going to go to Melissa so um it's regarding model 3 sites and just the Partnerships that we've had with Community organizations on there I know that there's um it's always been a tough area because we partner with local groups and they do a great job with us and I just want to if you could talk briefly about how we've selected those groups and kind of the process with them I hope I'm not putting you on the spot with this so so I can't speak to how we selected them because they existed before before I got here 11 years ago but
188I can tell you that all of our model 3 sites are required to have licensed teachers and um we have Partnerships with them where we provide the training they have to follow all of our requirements with respect to the curriculum they deliver our curriculum um we have a number of co-hosts and trainings for their teachers um in particular for the the oak Learning Center because the city city is the um Fiscal Agent they don't have the ability to evaluate the teachers so we have a great partnership where we provide those that oversight and that evaluation and then um there's also a number of other requirements within the law for those model four sites so it's it's not the same as a daycare center that this current legislation is proposed thank you any other questions okay

202that it be on that agenda the the issue with the burns V Fleet report is that it has already been subject to an open records request and it's already been widely disseminated in the public so the purpose of going into Clos session really no longer exists because it's already been made public and I think that it would be very difficult to argue that a discussion about a report that's already widely known to the public would should properly be held in Clos session I've I've had a few discussions with other attorneys on this just to check my own self and my own understanding and I've had agreement with that as well so this would be a this will be open session um is this I don't know that this is the work of the board I
203I'm wondering about um if this is our our superintendent or our interim superintendent gets to invite this person to to make a report about this and and meet an open session I'm more concerned about the topics being being reached than the presenter though I'm not I'm not opposed to having the person come and present them but um I'm trying to re I'm my thought of having an opportunity for both is an effort that I don't always make to I am actually looking out for people who are maybe sort of named in the report and for example I I would think there would be times that is isn't there a difference if um you know if we're debating do we agree or disagree if what something in that report is true are we not then going
204into potentially one way or another adverse discussion about somebody if it's if it is all but named the person so the exemption is under personnel and I I can't think of it off the top of my head but it has to do with some sort of allegation or action or or that the board is being asked to do something I don't know what's on the table right now with respect to that so I don't again if it's simply to discuss the report the report has been made public and so the Beed so it can be discussed in public public so how do we do that without um identifying people who work for our district people are already identified yeah but I I having having that conversation is well I I guess I would again this

208and that would help go ahead Andrew my my concern frankly is in making sure that with limited limited time on the clock for one board member very concerned about this report and some some possibility of limited time left on the clock for another that this doesn't while there are other important critical things going on I don't want to see this fall slip away until April which under some circumstances would not be considered to be too big of a delay it's a it's about a a commitment to talking about this in March and it so you know without have if if if that's going to be in the March meeting cycle then I think the behind behind the scenes some of the discussions can happen about are parts of it closed are parts of it not
