001foreign ladies and gentlemen it is 5 45 so I am calling our meeting to order Janet would you please start with our roll call attendance for board members Tracy on us here Craig Westfall here Don pridemore here rossberg thank you would all please rise for the Pledge of Allegiance and we're going to be live in the pledge tonight by Helen Wilson I pledge allegiance to the Republic for which one nation of underground thank you Helen is there a motion to adopt the agenda motion by Mr Gum is there a second Ed by Mr pridemore um I do have an amendment I'd like to um make a proposal for I'd like to propose that we move proposal 232973 to immediately after proposal 23-2959 because they both relate to our library reading materials is there a second

002second by Mr Gum any further questions or discussion on that to me it just made sense with the flow of the meeting hearing on all those in favor of that Amendment on the agenda signify by saying I I was saying a looks like we have a majority and the promotion carries that proposal has been approved to amend the agenda um another amendment I would like to propose is taking proposal 23-2960 which is the job descriptions and tabling that until a future meeting is there a second on that proposal second by Mr Gum um discussion or questions on that one as I looked at it that is a significant group of our job descriptions and I believe it might take a little bit more on digging in and discussion as well as a little bit further

003presentation from Mr Walters in order to to give it the attention it deserves and so that's why I'm proposing that we table it until a future meeting any questions or discussion hearing none all those in favor of that proposal signify by saying I I any opposed say nay motion carries that proposal formatting the agenda has also been passed on the last amendment that I would like to propose is taking proposal 23-2962 which is the approval of the updated policy pertaining to the superintendent's job description um tabling that as well because it's a job description is there a second on that proposal second by Mr Gum um the reason for this is just in case there are some some language overlaps that we might want to clean up while we're looking at the other job descriptions

005evening first is Helen Wilson Helen is currently ranked 19th in the class of 2023. she's taken a number of honors AP and courses on campus that have earned her college credit she currently serves as the editor-in-chief of the award-winning student newspaper the Hartford Chronicle she served as captain of the color guard as well as a girl swim team twice been selected to participate in the wsma state honors choir please join me and come forward Helen Wilson all right let me answer these questions absolutely all right so after high school I'm going to attend UW Stout to major in food science and technology and while I'm there I'm also going to participate in their band and choir opportunities the advice I would give to freshman students is to not overload yourself you don't need to take

006every single AP that's thrown at you because you're just going to end up over stressed over tired and not having a great time in high school and so just don't bite off more than you can chew and you'll have you'll do just fine and then my favorite memory at huhs was this spring break going on the New York trip with the choirs that was truly a one in a lifetime opportunity and it was incredible to see the city and perform in those venues and see the Broadway shows and I'm very grateful to have gone on that trip awesome congratulations Helen thank you and then our second Rotary student of the month for the month of May is Leah Schultz Leah is ranked 14th in the senior class she's also taken a number of honors and

007AP Tauruses she's served the National Honor Society where she's done a significant amount of volunteer work and I know Leah is super anxious to get home so she can study for upcoming AP exam so again congratulations to Leah Schultz thank you same questions are yours Leah um After High School I will attend UW-Madison and I will be studying nutritional science um for freshman students I would say um just live in the moment don't like think about the future too much um because High School really flies by um my favorite memory is probably like the homecoming pep rallies I really love going to those they're so so much fun awesome congratulations those are the record okay Mr Walters up next is our public comments section the meeting per board policy this meeting is a meeting of

008the Hartford Union High School District Board of Education the public for the purpose of conducting the school district's business and is not a public community meeting the public is welcome to address the board public comment for this meeting is limited to items that are posted on the agenda each person wishing to make public comments will have time to make them as determined by the presiding officer the board or Administration May respond to your comments at a later date you may also provide your comments with copies to each board member in the superintendent no public comment will be heard that the presiding officer deems to be critical of an individual or group either by name or by reference also per board policy the presiding officer May interrupt warn or terminate a speaker's statement when the statement

009is too lengthy personally directed abusive obscene or irrelevant please direct any such comments to the principal or the superintendent for administrative action comments on other agenda items and non-agenda items should be submitted in writing or email with copies to each board member in the superintendent okay so this evening I was just handed the list of people who signed up to address the board I just want to make sure is there anybody in attendance who did not sign this up who still wishes to address the board okay thank you so we have nine individuals who signed up to address the board we typically reserve the first 10 minutes or 10 minutes for a public comment section um I would propose that we expand that a little and maybe allow up to two minutes per speakers that

010would put us at roughly 18 minutes if someone takes their foot they all take their full two minutes um I just like to put that up for a proposal for the board if is there a second on that expanding it to a possibly up to 18 minutes awesome thank you Ross any discussion hearing none if you're in favor of expanding this time to allow two minutes per speaker please signify by saying I I any opposed okay we'll continue forward I'm going to go down list as they are signed in if you prefer to go later just signify and let me know but we'll just try to stick to the list if we can it looks like pretty much everybody is addressing the same agenda item uh we will start with Kara Hennings when you come

011to the podium please tell us your name whether you live in the district or not or where you live and then which agenda item you're speaking to um hello uh I'm Karen Hennings I am a sophomore here and I live um here in Hartford um I am the President of the gender sexuality Alliance here at Hartford Union High School and I am here to talk about the proposal um 232973 so it's come to my attention that a number of books chosen to be deselected are an lgbtq plus topics and as leader of the GSA I cannot be silent about this first our right to use our preferred pronouns and name in school without parent permission is taken and now our very little representation of libraries being taken we do not and have not felt safe

012in the school for a very long time if deselecting these books is due to the lgbtq content then I ask that they will no longer be to be deselected should this however not be the reason I ask for one the small queer Community here at Hartford is already underground enough and taking away our representation in the library is unfair to us this action causes me and other students like me to feel attacked because it is if we were being erased from existence as if the school would rather we do not exist no one is forcing non-lgbtq students to not read the to read the books students choose whether they want to read books and if a student does not like the books there then they should be able to choose not to read them taking

013books away from queer students trying to figure out their place in the world um and people tend to gravitate towards uh books with characters they can relate to and so this is unfair to queer students who want books with characters that they feel like they relate to um and if if if if the school wants kids to read more often then they should keep these books with lgbtq representation to keep these kids reading there's a larger number of us than people may think most are hiding about half of the lgbtq students I know have kept themselves a secret and fear of being ostracized by their peers we are here thank you Kara thank you for speaking um I I don't know where you got that information because that is not something that has happened within

014this District that I know um so I guess if you want to continue that conversation or send us some email messages please do so thank you thank you up next is Bill Brewer hi good evening my name is Bill Brewer I live in the town of Addison Slinger School District um I just I wanted to come here and talk about the proposals 23 2959 and 2973 I first wanted to commend the board for considering these Creative Solutions to ensure a full understanding of the current state of Library materials District policies and practices and the likes My Hope for what I would really love to see is set in the example here in this district will be the following policy and practice considerations hopefully as you adopt that Workshop as being proposed tonight to establish consistent

015definitions of the right kind of content categories remediation and categorization of the current materials for age-appropriateness and educational value and efficacy appropriate access controls including robust parental permission future purchasing control processes to make sure that the books and other materials we're bringing into the library are appropriate for the educational environment commitment to accountability among all staff because one of the worst things that could happen when you introduce and change real change is that right behind you so the good work that the community and this team this board will do hate to see that break up um because of a lack of accountability and all of this with a really strong focus and educational value efficacy and appropriateness age appropriateness and the like um and really one other thing I'd like to just also address with

016the board too is this issue of representation I think it's it's really unfortunate that we as a society put so much effort in dividing I think especially as a black person in a nearly hallway community and County I think the one thing we need to focus on more than anything else is community you really need to press that in thank you next on the list to address the board is Monica kepis hello thank you I'm talking about proposal 23 2973 the work session um in support of it um I'd like to get my perspective as a member of this community since childhood as an educator and as a person whose family has participating in a progressive education environment for nine years in Chicago Progressive education is known to be 10 to 15 years ahead of

017what public schools have for curriculum practices and I'm all on board with Progressive pedagogy our teaching to the child as much as possible with but with Progressive education comes Progressive ideology and politics bias does exist and can lead to activism um I want to give people the benefit of the doubt that these books inadvertently came into the school however there are forces at play if not at local level at State and National level and to ignore agendas like this is irresponsible and dangerous bottom line further work is needed um and with public dialogue as if possible with these sessions um a lot of people have ideas this is not about diversity or LBGTQ stuff this is hypersexual literature graphic sexual content rape incest pedophilia um it's it's just graphic sexual content I found in just

018a short study dozens of books that are in the library 73 copies of one about the pedophilic sexual experience um it's just it's just surprising I think if people knew about the content they would would understand four steps if possible um clear review process know what titles we have what types of books are in the library two remove the inappropriate materials per policies already in place um three provide accountability in the book selection and review process have a team and a committee versus one person to help review this stuff uh be transparent with parents um let them know about questionable content young adult and adult things and give them a resources to help them navigate time thank you so much thank you oh I'm sorry yes Hubertus thank you next on our list is Paul

019keppes thanks Paul kepis I live in Newport um I just want to thank each of you truly just for the work that you do for the volunteer here you're not doing it for the you're doing it to make a difference in this world these are real things and real things that we get involved with we do it to live lives of purpose and meaning and in that Pursuit we wrestled with tough questions like what's wrong with this world and what are the best solutions to the problems we face I've I've read firsthand I've seen myself many of the books in this Library graphic descriptions sexual activity oral sex anal sex threesomes rape violent rape pedophilia it's pornographic and that's not something that we get to debate because we don't have Choice with the words Merriam-Webster

020defines pornography as a depiction of erotic Behavior as in pictures or writing intended to arouse sexual excitement these books do not belong in children's libraries any reason to this it's not credible to suggest that this is about banning books we wouldn't say the same with Hustler or Playboy there are laws against obscenity and indecency for minors R-rated movies neither care of a parent or a legal guardian to just provide that navigation for the difficult things that are sitting out there it's a felony in Wisconsin five to six years imprisonment to have sex relations with a minor it's devastating to a young child's mind and Imagination it distorts appetites it distorts desires and it promotes desensitization and confusion so please I encourage you please do hard things make good choices I made that which is true

021and beautiful and good always guide your minds and hearts thank you thank you Agatha Dawson good evening Agatha Dawson 4840 Hubertus Road we're here to talk about the content of these books so it's important to understand the difference in censorship in adults in a free society which As Americans we do limit so that we can have freedom of speech and the censorship that we provide for our children we all censor appropriately for our children as we progressively expose them to content keeping in mind that there is a difference between knowing that our kids have exposure through internet and friends and placing it in the school where it almost feels as if we are explicitly condoning it and making it a part of their lives as being acceptable we do not want to live in a

022society where it's felt as if this type of behavior is acceptable so let's talk about how to help these young people grow up with the freedoms that we all want to have because we are relying on them to make good choices otherwise our freedoms will go away because we've lost the ability to make a civil society last School needs to be built a safe place and a place to be exposed to be exposed to new ideas but some ideas can be so intense that it is wisdom to wait until they are adults and then have them make that choice for themselves the content we're speaking of here is traumatic it has been proven that trauma in the developing brain is physically damaging and nobody wants that I believe it's fair to say that it is

023your job as school board members to be The Gatekeepers and to be sure that the administration builds a school environment that helps build our children up there is nothing wrong with having a moral standard that we can expect from our children so that we can live in a society according to that there is so much chaos going on in the world right now let's teach them how to survive and navigate this chaotic jungle before stepping into it and please stop bringing the jungle into their safe Zone thank you for hearing yourself and for allowing me to speak thank you Michelle you have numerous objections to your continued discussion and work on the library materials selection policy um the first one um lies in the slippery slope of judging what books are proper coupled with the

024problematic idea of using a new book content rating system and the second with the continued lack of transparency through your discussion on this issue we keep talking about books and the list I've still never seen the list and the books of which we are speaking um I'm not sure how that's transparent um and as far as the rating system and the selection policy um we already have one in place um experts people with degrees and professionals follow the school board policies and guidelines for selecting books there are many factors that go into a book selection your current guidelines have 11. have you looked at them they are comprehensive and ensure that our collection meets the needs of all of our students two sentences that I'd like to highlight from the selection and deselection guidelines are

025these materials will be selected for their strengths rather than rejected for their weaknesses therefore the material will be judged as the whole of its work accurate and thoughtful selection requires us to look at an entire work not just its racy excerpts I believe last meeting you were talking about the novel push but we don't know because we didn't see um did your excerpt also tell you that this is a book by an author of color that reflects the experiences of actual teen abuse survivors and shows how the team copes with her abuse when you start applying your standards of what is acceptable you run the risk of minimizing experiences that are not like your own our policy states that our collection should provide a Global Perspective and promote cultural diversity and reflect the pluralistic nature

026of American society by including materials by authors and illustrators of all cultures time thank you Tamara Fink good evening Tamara Fink Colgate I'm in the Hartford School District speaking about proposal 232973 I wanted you to know that I am very aware of Hartford I've had three daughters graduate here 2016-2018 2020. um and all of them had a really good experience here so I'm not coming as an angry parent but I'm coming as a concerned parent I have a background in counseling and in coaching and in mindset I've worked with people that have PTSD and Trauma and I can tell you firsthand what happens when students children I'm talking 18 and under what happens when they read sexually explicit material and what it does to the mind my first question is I would like to know

027who thought these books were acceptable for children you might have a degree you might have a title but who thought that putting sexually explicit books for minors to read was acceptable not any parent that I know my second question is why would sexually explicit books be allowed on our campus my thought is we didn't know that's all right there's a lot of things that happen in life that we don't know about but once we become aware we do the right thing and we remove them my third question is how is this debatable I'm assuming that all of you sitting up there love children and want the best for them this isn't the best for our children I believe that the school is here to educate our children in Academia we're not here to help them

028form their moral beliefs to help them with anything else that's the job of the family and the parent not the school these books may have an educational component to them but just like any movie that might be a good movie but it's got an R-rated scene our students aren't allowed to see it if you have an R-rated movie in this school I've had to sign waivers to make sure my children are able to watch a movie if it's above their age I would expect the same for literature I would love to see all these books removed but if that's not the case we at least need to have a rating system and assign consent from a parent I would expect I'm different thank you thank you the last person signed up is John Fink uh

029John Fink from Colgate my wife said we had three daughters who came here had a great experience and I don't believe that Hartford is a bad place to raise your kids to put them in school here I said it was great for our kids and I have we have lots of friends where their kids are they were very successful if I am also concerned about the books though it's interesting that people don't know what's in the books um I can excerpt from one of the books says his fingers snake into my hair pull my face into his and when his mouth covers mine Ramen mint flavor his tongue the kiss I return is not gentle and when his body rocks against mine he is hard against the throb growing faster faster between my legs that

030that's the team portion of this section I can't read what's in the next part here if you're concerned or curious of whether they're sexually explicit material it's pornography if I was to stand out in the front door of the school in the morning and hand out porn to kids as they walk in I'd be arrested it's called endangering of minor endangering children I don't know I don't understand how it can be possible that we can have it in a school library why isn't why isn't anyone being held accountable to that as well I don't know it's it's honestly disgusting to read through and see there's there's multiple examples of books right here in the high school I'd love to see first off and let's see him out of there there's no reason for it there

031if they're going to be their parental consent consent has to be given in order to view them they shouldn't be and you go into a gas station and the stuff isn't sitting out there it's up behind the counter it's somewhere else you have to actually ask for it so get it out of the hands don't make it readily available time if it's got to be there protect it somehow thank you thank you to everyone who addressed the board this evening and there is no further audience participation at this point forward in the meeting thank you I'm up next on our agenda is the Board model discussion would you like me to leave this Jeff okay um so it is that time of year where we're doing our Board review organization um we can also consider

032the model that we would like our board to utilize going forward in terms of our monthly meetings committees if you have any suggestions for changes to meetings that kind of thing so I know we we started approaching the subject last month we talked a little bit about how we did have our community committees however that really only works well when there is trust amongst all the board members and a large amount of participation and we were hitting a point where um the level participation just was no longer possible and so another model we could consider is no matter what we stick with or at least once a month regular board business meeting that's at a minimum that we are to do as a board if we do want greater opportunity for some learning sessions work

033sessions opening it up to a little bit more dialogue with certain professionals or the public we could look at putting in an additional work session or Workshop that could be on a monthly basis it could be several times a year that is something that we can discuss as a board how we want that to look I know that the councils and the work that's happening within the staff that is going to continue regardless so I know that there are board members that were able to attend some of the council meetings I would hope that those would still be um invitations to board members periodically so that we can still um be able to to get a look at some of the the inner workings here that are happening at our school district because honestly the

034amount of work that's going on the past year has been very impressive and exciting to see and I know I for one have been very appreciative of the journey and for being included with staff so we can have those conversations so I guess at this point these are some things we need to talk about as a board so we can formulate going forward what a year looks like I've talked about the the board Workshop or work session model I know that in the past we also tried board listening sessions that's something where we had two board members available before a meeting so they could just be listeners and hear more from people but they could not speak for the board and really not give an answer so that model kind of fell flat when we

035tried it but keep in mind that's something we've done in the past if you'd like to discuss that further looking at other boards and in terms of what they've appointed at their reorganization meetings some boards also appoint Liaisons so say we don't have the committees or say we're looking for a way to strengthen our relationships with our k-8s our board could decide to designate a liaison for each of the KA District areas that person could possibly attend one of their school board meetings when they have a chance um just kind of act as a a board contact person within a2hs for that particular K-8 so those are some ideas that I just want to throw out there of course the minimum is that we do our once a month board business meeting my suggestion is

036that we consider doing a little something more to stay engaged on a different level so now it's up for discussion to see what other board members feel they would like to use as a board model continue done I would support an extra meeting perhaps every other month each month but more or less on a judgment based upon what is going on in terms of importance issues within the community so it shouldn't be automatic necessarily but I have made okay so I'm hearing you right are you suggesting me possibly consider scheduling a special meeting on an as needed basis yes okay so a regular kind of meeting structure but a special meeting well we could schedule uh one on a random basis but okay basically enough to put agenda together and that uh the meeting could

037be canceled or move forward thank you um so it sounds like it may be better to have that tentative date known up front but then we could possibly cancel it if there's not enough for the agenda is that correct right okay thank you any other comments or suggestions Mr Curley s on workshops pretty flexible to try to move as much itself whatever works for tutorial in the morning so it sounds like you are also in favor of possibly having extra meetings scheduled in between our board business meetings as needed for you also does it work better to have that that date known up front preferably okay thank you Jim yeah additional meeting if support necessary we do the hard work of looking at our agendas on a monthly basis of being willing to say to

038ourselves what what do we have on these agendas where it just feels good to happen I think we need to do look a little closer eyes to what's on agenda the time to do something that's nice to have stuff when we have room we Edy topics certainly topics that the public are significantly interested in or around significant financial impact to the district we give those primarily uh we whittled down some of the things on the agendas that maybe have been there for a while or just recurring items but don't really rise the level of importance but it's necessary to be there okay thank you Mr Gum so if I hear you correct it sounds like you would like us to look at our regular board business meeting agendas with a little more scrutiny um and

039then also you are in favor of some extra meetings as needed uh making sure that we're really prioritizing the things that our business of the board correct yeah that's true for you as well does it work out better to have those possible dates up front okay thank you Mr Westfall I think that uh the tentative schedule for what a tentative Workshop or additional work special meeting if you want to call it that um I'd like to see us make that determination possibly at that board meeting if we're going to have an additional meeting that month and then what our commitment level is to that meeting okay so it sounds like you are in favor of having those dates up front however the board meeting prior to it we determine as a group whether it's necessary

040to continue to schedule it or not okay all right so it sounds like as a group I mean I also am in favor of scheduling an additional meeting which could be considered a work session or a regular meeting as needed um and having that schedule up front as well as if if the agenda just doesn't fill we shouldn't have a meeting just for the purpose of holding a meeting there should be um substantial business that needs to be done or discussion to pull us together I believe that Mrs jackham did share out a potential that did have a couple of columns so you can see some potential dates and times did everybody get a chance to take a look at that before this I briefly booked anything okay the board meetings are pretty typical event

041I think we should have some flexibility in other words but it'd probably be a good starting point okay all right thank you I know that um Mr Walters and Mrs jockham spent some time and effort on that to kind of take a look at how considered with the school calendar is there anything you want to speak to that no I think we could talk more about the coming from the agenda all right thank you very much any further discussion I guess I would like to go back to we just handled the meeting portion of it we do um designate our election of officers in terms of the the officers on the board is there any interest in establishing Liaisons to the k-8s at this meeting I'm just throwing it out there because I did check

042on a couple of school districts some of them they have like a liaison to the parent group or the city or the village they're in um if there are district multiple schools they may designated liaison to the different schools I thought it was just an idea I would bring up Mr Gum I'm not necessarily opposed to it I know I mean I've already mentioned many times would they be acting as a on behalf of the board I mean if they're donated by operating it's part of this part or totally separate I would see it as basically just a communication contact we also could just operate from the standpoint going to this year that we want to make a greater effort to have somebody present at other king AIDS school board meetings periodically just another idea

043we don't want to designate specific Liaisons any further comments I guess I would just say on its face I'm not opposed to it but I think that that's maybe something that warrants further discussion at a later meeting sounds good all right thank you Mr Westfall Mr pridemore already member of one of the treated schools problem with that I think it's good for communications and some of the some of the schools may eventually participate in Sports that we might be able to arrange competition depending upon the nature of the support and how many kids are interested in participating thank you Mr pridemore any further discussion but if I'm getting the um the thoughts from the majority of the board it sounds like we will not look at designating specific Liaisons in this meeting however something that

044we can consider and talk about further in the future as well as um as a board making efforts to strengthen those relationships with arcades just the Nugget that I will add is the five Hartford area superintendents that have been talking for a couple of months now in regards to bringing back or something both five board oh meeting together just as maybe a kickoff or an opportunity for the five words that represent the five very Hartford districts to build some relationships you know talk about the work that they're doing understand what the focus of each of those five districts is so that might serve as a springboard to further conversations about such a concept thank you Mr Walters any further discussion regarding the Board model any further ideas hearing now we will continue further on in

053the months of March and December that are impacted by Spring Break and Christmas break and then we would also take off the months of June and July leaving the remaining months as the first to Wednesday of each of those months as a workshop board meeting that would be on the calendar and then per your discussion certainly would be something we'd determine the need for and then the regular school board meetings would fall on the third Mondays of each month except for the one in October just like this year Falls later because of the annual meeting um the other the other reminder I should offer is that the next board meeting this year has determined previously starts at 4 30. because we had moved those to the summer start times or June July July start times

058Communications starting with our student or representative reports we're glad to see some students here this evening thank you for being here perfect 12. let's start my communication slide um I just want to talk about AP test season starting up um it's May so that means a lot of studying and not a lot of sleep um so for the AP week starting up I just wanted to compare the locations that we have from last year because we did open up some new spots for AP testing which I really do appreciate and most of my peers do as well we opened up some new conference rooms to take test staff for classes that may not have as big a class size as the basic ones we have here it allows students for more privacy and to spread

059out in the classroom even more and to not get distracted during their tests um I wanted to bring up possible outside of hohs options I know there's been some in the past where schools in our district go out to an office building or to a church and participate their tests there to be no distraction and truly like immerse in the test environment and it really goes along with my next point about noise and distraction control and there was some complaints already this year from students and just talking with my friends about complaints about noise and just distractions during the testing and for taking a test for college credit I think it's important to have a perfect test taking environment and overall with these new classes it's been a great start and blocking off staircases and

061my students that would be great thank you thank you I'm Madeline maze and I am one of the software Representatives um I'll be talking about different class offerings we have this year over the summer um we have a variety of class offerings a lot in the social studies and Faya departments um offering classes over the summer is a big benefit to students it allows them to get more um experience in different core class areas and allows them to obtain more credits within four years um uh currently I am going to be participating in the financial literacy over the summer which I find very convenient because I can get my fire courses done earlier than the next school year um in the future I think it'd be a great idea to have just more of those

062required courses such as like a pickup a push modern American history in all of those classes um for the students who are interested in those more advanced classes um just also getting the mesh the message out to incoming freshmen I have an 8th grade brother and he was interested in participating some in some of the courses and didn't know that they were actually open to incoming freshmen maybe just like communication with middle schools or like sending out emails to those freshmen that'd be great thank you uh yeah so I'm sorry my name is Ria calavilla and I'm another one of the sophomore board resentatives um so going along with Maddie's we were a Maddie's idea we were also thinking about tutoring over the course of the summer and currently at Harvard Union High School there

063is no there are no tutoring opportunities and we think that like with the different types of tutoring opportunities the different types of benefits that could occur would be like more exposure to the ACT for us specifically the ACT is next year so having those different types of study groups and like strategies will be really helpful um in comparison to you know having summer and then eventually this will lead into more time to study um which will also step into how students will know what slash how to study and that will also um definitely benefit like the overall um class of the sophomores especially coming into the Summers yeah I'm Sarah Robbie um I'm going to be talking about like the different opportunities for athletics that we provide over the summer um I talked to a

064few athletes from like basketball volleyball football and they've given they have the chance to have like open gyms different leagues where you can play against each other and the coaches provide like different info about camps you can attend if it's on campus or out of campus and then they also get the opportunity all athletes get to you can sign up for strength and speed so it just gives you the opportunity to get in the weight room over the summer and then I think a good way of how to like spread the word to just like athletes around the school is during our Monday home Oriole times where you have New Hampshire if the teacher would like provide like info about the different opportunities you can attend because they're free you can go to open gyms

065for different sports if you're interested so if they're able to learn about it with your teacher So yeah thank you thank you ladies could you just hang on there for one second just in case we have questions your board members have any questions for sophomores in their presentation I know um Sarah at the end you mentioned that it would be good to hear about some of these things in your Oreo um time Home Room um do you often get information in your oil time homeroom um I personally don't think we do get a lot of like info about the memorial time there's multiple times where it's just your teacher kind of says like one little thing or sometimes not at all and then you just get like homework time so I feel like it'd be

066beneficial to even learn more about like the summer opportunities and just opportunities around the school like for instance like the band they had a Cabernet night but a lot of people didn't even know about it or know when it was what it was about so I think like utilizing our time to have one-on-one with our teachers if they're able to like let us know more about things going on in our school it'd be more beneficial sounds great thank you for that feedback Mr Gum how much http no I'm I mean for the sophomores um so personally I don't think we got enough act studying I mean we got different types of sections involved like for me personally in my oral time we actually have two classes combined and so at um one point we actually

067did have where my teacher actually split the class in half and then we actually did one part that was English section but um coming from like a personal view I don't think we had enough time to actually have those act like strategies and like those different types of test taking parts so if I could just decide if I could just expand off of Bria we were open to like JP's opportunities of real time um but like in my experience I wasn't able to make I don't think any of the oriole time days work because I just they get booked up so quickly so I think that yeah just like outside of school giving those students who want it just more opportunities to study and like learn how to study and just get more exposure would

068be great um I'd also like to say something in like our math class we get like sheets that like kind of ACT prep like throughout just through oh yeah I guess just like throughout our course like we get opportunities just get like little questions here and there it's like six questions each time if it if we could open that up to like every like subject like if we could just have a few questions that we could learn about more in like the English or science it's it's really nice to get like experience with it in math so if we could do that with like all subjects it'd be more beneficial I think thank you ladies the reason that I ask you through this Administration is aware that have been critical of our ACT prep and

070thought I'd take a little bit to talk about it in the student perspective so the Day of Service revolves around the idea of giving back to the community Through service projects and volunteerism so projects like Elder Care hunger homelessness poverty gardening Animal Care literacy and tutoring organization and so much more students have the opportunity to go to different schools like Central Aaron free slick or go clean up like Gardens or go help in like Elder Care Facilities so there's a bunch of different opportunities and I think that's really fun and I like that we get a lot of different things so it's not just like you all have to go to the same thing and you have some Choice with that um so a lot of students are really excited about the day of service

071but of course there are going to be those few that are just like why do we have to do this because we're high schoolers I mean what can you do about that um but like it's mainly a positive thing it's not like nobody's like grumbling about it too much so I feel like people are gonna have a good time it'll be good and most of the people are really excited to just get out of the school for a day um finally I just want to say that Miss Davis is doing an amazing job communicating with students about where people should go how to sign up um questions expectations and I greatly appreciate how like thorough she's being and how well she's communicating all that stuff so I just wanted to say that great job on

073thank you Emma thank you okay four years you think I've ever hi Taylor oops okay there I am all right I'm Taylor Cutz I'm the senior rep and I'm just gonna be giving my final remarks from my last four years so I just want to start by saying thank you guys so much when I was picked to be the one class rep for the last four years for my peers I truly appreciated the experience and everything I gained from it I got to meet so many new people especially out of one-on-one time with JP over there the last three years and then I also learned a lot from social skills and just public speaking it truly gave me a lot of different opportunities within the school to reach out and talk to people about opinions

074and topics that I wouldn't usually talk to and then with this I also got to speak on a lot of cool and life-changing topics such as covet protocol and the incorporation of the black scheduling you know those aren't everyday experiences I get to have and being able to talk on those were really cool and then I just want to talk about how much I value this position it wasn't only us informing you guys about what's going on inside of the school but also hearing what you guys talk about behind the scenes was also exciting to bring back to others that we don't usually talk about this stuff at lunch so getting a spread the word was uh definitely something I valued and then I just want to inform you guys on my future plans um

076for Marquette awesome thank you Mr Lewis next on the agenda is our administrative reports and board dialogue starting with our superintendent's report from Mr Walters great thanks everybody and thank you again Taylor for your four years of service um just a couple of other updates quickly the France trip update um in regards to our students who are traveling this summer in September you guys approve the board uh or you approve the trip to France um and that number of students partaking in that Excursion is that 16 students who are confirmed and that will include three chaperones including our French teacher Miss Pittman and also a science teacher Kevin Martin I really appreciate those staff members given the opportunity to kids but also Mr Martin joining Ms Pittman and hopefully bring back some additional value to

077another classroom other than just a French classroom again that trip will leave on June 18th and return on July 1st in December then you also approved a group of FFA students attending the Washington DC leadership conference this summer Mr Mrs Yan will be chaperoning five students traveling to DC departing on June 19th and returning on June 25th again I did want to confirm that this trip also includes a student from our neighbors on highways again just as part of a good gesture for our our favorite owls down the road so any questions about either of those trips I think those are just updates and again um in regards to the number of kids going in the chaperones thank you for the updates great lastly I want to updates and hopefully there's still a few people

078from our community in the crowd and talk about budget budget projections the impact of the state budget um in addition to those people watching at home um so first of all um Brenda had presented some information a while back and I think it's important to continue to have some open transparent conversations that not only our board but our staff and our community understands the impact districts across the country or across the state are facing in recent time Wisconsin again has dropped in regards to per people spending um drastically there is a significant reduction in that per pupil spending in regards to how it lands behind it regarding inflation um again reminder this DPI that was established in January is eight percent last year was 4.7 percent um I'd be in the timeline tapes us all

079the way through this summer so as we're making plans um and trying to uh reconcile and identify the deficit that we have in our current budget there's some decisions that need to be made based upon just some prognostications or some predictions in regards to where the state budget is going to fall um I think it's important to note that worst case scenario were over a 1.5 million dollar deficit best case scenario we could be somewhere near zero okay all projections show that we'll be somewhere um in between there hopefully okay but again even with that we're looking at somewhere between a 500 000 and a million dollar deficit and obviously when you project a deficit that's going to impact your fund balance as a district okay our leadership team has continued to explore options to

080again either decrease costs or increase Revenue okay um one of the things you will see in regards to decreasing costs as an agreement later on in a proposal or with the city of Hartford we no longer according to that agreement will be putting the entire 100 cost of these school resource officers okay so no Services change the resource officer will still be here the entire school year and scaled across the next five years we will move from 100 percent uh funding that position to a 50 50 shared responsibility with the city of Hartford so we certainly appreciate Chief McFarland's partnership on that obviously the role of that position is super important nothing changes except for the shared funding agreement with the city of Park we also know that District's budget is impacted largely by Personnel

081costs okay and some of those are mostly um difficult conversations to have in recent time we have put quite a bit of burden on our employees in regards to health insurance and the cost of the benefit packages that we offer them okay as you continue to put more and more burden on your employees you're going to continue to struggle in finding ways to attract and retain the best employees that our kids deserve deserve crime with that we did approve a district calendar for next year which reduces our instructional days down from 178 to 173 days that's five less instructional days that we will have students in our building again remember that we got that instructional time back by reducing Wednesdays okay so for those positions that are impacted by student contact there's obviously an opportunity

082to have some conversations in regards to um a reduction in dates okay so if you a position is solely driven by students being in the building if we have five less of those days some of our employees may be impacted because of that um other Personnel costs that we've explored to this point include the structure within the music program where we paint lesson instructors that is certainly a great thing to have our young musicians benefit from that but that's certainly one of those things that is not necessarily common across many high schools so that's certainly something that we've looked at again the benefits and insurance pieces cash and loo the impact of all of those types of things certainly have to be looked at when we are looking at somewhere between a five hundred thousand

083dollar and possibly a 1.5 million dollar deficit okay some other things that we've explored is again if you'd want to mine shaft and pay with a credit card you are now charged a fee if you go to a car dealer and pay for an oil change and don't pay cash you are charged a fee okay and this district has covered the cost of all fees when our families have used credit cards online through our rev track system and over the last five years that dollar amount has exceeded 65 000 dollars okay that is something that we certainly will be um looking to move forward in regards to having the district not um be covering those fees just like many other places out in our community at this point um and again looking for just like

084we do at the DMV you pay your license plate renewals that dollar 70 fee is also on top of that that's a conservative estimate at this time with that sixty five thousand dollars because we know that we went almost a year and a half with free lunches so families were not funding their lunch accounts because they are free and now we've returned to that they also are doing that therefore that sixty five thousand dollars is even more of a savings that the district would um uncover knowing that we have lunches that are being paid for informed right again a reminder the transportation renewal in the district of 225 square miles transportation is a huge thing okay we renewed the contract with RightWay we celebrate the reduction that right weight um eventually came back from their

085first proposal with but it was still a 12 13 14 fish 15 increase okay and with the cost of everything going up um that was certainly best the best deal available to us but again that impacts our overall budget we eliminated funds from an individual that we were partnered with thesis seven um we are exploring registration fees we are exploring parking fees so we're not just looking at reduction and ways to save costs we all started looking at ways to increase Revenue so again we we need to have some more conversations and continue to explore how we can address some of the deficits as some of our local lawmakers make some decisions in Madison here over the next couple of months um yeah I think I'll stop there yeah I have a question have you

086been following this on Louisville insurance has on public high schools yeah um I've met with the local lawmakers in regards to representative born Ty Bowden as well who represents our district Tracy Ross and I went to Madison and has some specific conversations there's there's uh two pieces of this in regards to school funding one is the per pupil increase okay in regards and then one relates to kind of what you're talking about um Jim in regards to all of the municipalities governmental agencies uh what share of the pie is available to each of them or what are they what are they looking to to propose school funding is a bit tricky and again there's certainly a couple of angels to take in regards to that no lawmaker I've talked about has said that they're interested

087in making it more challenging for public education right but they will also say we have Correctional Facilities that are under staff we have other areas that we also need to send some of that money to so we'll do the best we can and again we'll continue those conversations um it's not going to solve all of our issues whatever they arrive at will not solve our issues okay the costs continue to exceed the money that comes in okay and if we don't continue to explore ways to increase our revenue or decrease their costs we're going to have some challenges here in the next couple of years when our fund balance to no longer cover that deficits yeah I'm certainly personally familiar with those challenges myself given my Perfection on the outside of here here to make

088sure that someone was talking to lack of officials because it I mean it will have an impact granted I agree with you you don't get an argument for me for me it's not going to solve all the problems but um you guys are on time and representative born um is certainly one of our representatives in the area and he serves as their co-chair in the joint finance committee um so hopefully some of those intentional conversations we've had multiple times with him um certainly we'll we'll lead certainly some funding that certainly is his public education Mr Curley I just want to pee back and then one of the things that all through Representatives I believe I think it's fair to say funding especially what that was one of my that was common denominator and all three

089of them that I had heard nothing happened that's a huge cost effect for us that I learned for a school district so to at least have that conversation started that was a full face it's a special ed is it's caught it's very costly as they recognize the cost of that and hopefully help adjust on that aspect too so end up I I remember hearing that as well Ross but also we all need to keep in mind that we were there kind of on the front end of those kind s so as much as that's their intention I'm not quite sure how that has panned out or is panning out at this point in time having worked in special education for you know 18 years I know that at the end of the the negotiations phase

090of this all a lot of times that what we're hoping for um really doesn't match what we end up seeing maybe this year will be different yeah um another piece I'd like to touch on is as a Union High School District our Personnel costs are challenged more than a K-12 District okay so when I I've been in high school education for 26 years and in years past High need areas were identified as tatyed and special ed in secondary education right now almost every area is high need and it is professional sports free agency to attract and retain your best employees in areas that people are being recruited away from there are districts in southeast Wisconsin who are offering over seventy thousand dollars fresh out of college for computer science teachers okay that's the market that

091we're fighting against and so in a typical K-12 District your salary structure has been us the your lowest paid certified staff is at the Elementary's level and your highest paid staff is at the high school level raw High School District we don't have Elementary teaching positions to help offset some of our highest cost areas in what used to be two areas in high need which is now almost every area of high need and I think that's a game changer that's a huge piece when it talks about implications to our average teacher salary and the Personnel cost and one of the things that people um I think need to continue to understand is when a teacher is brought in at fifty thousand dollars as a starting salary as an example the district cost is closer to

09290. in many cases it's not 50 but the benefit package and all the things that go into that makes it much closer to ninety thousand dollars okay and then you you multiply that okay our average teacher's salary is in the mid sixty thousand dollars we have to compete And yet when it's 65 000 that total impact to our budget for personnel is over a hundred thousand dollars for each person that is sixty five thousand dollar salary figure all right there's great challenges we don't have staff savings opportunities when it comes to these high need areas We Believe are important for kids if this does not change we will have to have very difficult conversations about academic and co-curricular programming that impacts our overall budget and we don't want to do Jeff I know I heard

093you boys that concern when we were at the Capitol um has there been any kind of a movement for the Union High Schools to kind of band together and make that message maybe more powerful as a unified group um there's been conversations about that um but that's where it stopped and I like depended on our beliefs in conversations with local lawmakers and where it's going while we believe strongly in advocating um being 10 districts out of over 400 and then all the other agencies showing up to Joint Finance listing sessions uh or just a small part of that a very very small part of that so we've left it to advocating alone and again I really appreciate the fact that our local lawmakers are involved in these conversations they're interested in listening to us but

095start off that way real quick you know when it's when it's yeah so so here's some current implementations at h2hs I do want to say that this was the first year that we did have a school goal that is specific to academics kind of piggybacking off of Mr Gum is we wanted to revamp our culture of learning and to ensure kids are getting a strong education in our growing regardless of what they choose to do after high school whether it be a career Military College or anything that they desire so we just want to ensure that they're K through 12 education specifically here in 9 through 12 is the best that they can get this year we implemented Meridian foundations course for struggling readers across the school we created a cotton environment for all Algebra

0961 students and we continue the collaboration with our Hartford area schools to build that relationship with math English language arts reading Specialists and instructional coaches and with Fine Arts with art and music with our school goal this is the first year that we did in Minister the pre-ast and that was unsecure to grades 9 through 11 to develop a baseline for a school growth plan what is nice about the pre-act unsecure is everybody that took the test actually got the test and the question so they could clearly identify which specific questions they got wrong so that was part of our oral time because a lot of times when we take standardized tests you do not know exactly the questions that you got wrong we did revisit those tests again in January kind of before the

097state testing in spring so they can look at it reflect and understand what areas that they need to improve on and where their strengths are this is also the first year that we created ACT prep sessions during oil time this year is just for juniors and just overall revamping our oral time model to buy a more students centered structure of support which we're constantly changing it's great getting student feedback we did have an oil time survey and we are making changes for next year so as a reminder School goal is that by the end of this year we wanted 100 of our students tested in grades 9 through 11 to have a demonstrated expect of growth which is about one point for ACT standards in each of the four subject areas which include English math

098reading and science I do want to State there is already in portion in the ECT but that's only in the ACT not the pre-ct or secure unsecure yeah so I'm going to start with the 11th grade and the purpose of that is most people understand the ECT scores better than the pre-act secure so here's just a graph of where our 11th grade students scored in if you notice on the bottom you see scores next to math science English reading and the composite what that number means is that's what we're striving for for the each student to be college or College ready that means that they will most likely pass the entry level math class science class English class in college because our goal is we want to make them prepared for college because they're starting

099to pay for their tuition and when you do not pass the course you'll have to retake it and pay for it again so that's what those scores mean on the bottom so you can see which was great is for the most part we did grow in each area science was a very significant growth from Fall to Spring which is great and if you look at the overall composite we've almost had a full point growth and this is for all students I took the pre-e-c2 secure or sorry pretty CD unsecure that is in blue and then the act in Spring I do want to point out that not all students did take both tests either by opt-out health reasons or whatnot when I did take out all the students that took both tests their growth was

100higher than people that just took more or the other for example if you see the composite they grew 0.8 points for students that took both the priestsity unsecure and act their growth was a one point and throughout math science English and reading they had about 0.2 growth that was higher so obviously we did see growth by having that pre-test before so Kelly just just so I can clarify if I'm hearing you write for the students that took both tests we would see that balance and reading look different yep so um the students that actually took the pre-act unsecure and then the ACT actually had a growth of 0.1 okay thank you but again this includes all the kids that took the priest UT on secure and then all the kids that took the act and

101again it's for a variety of reasons why not everybody took both we also got kids that entered our School in second semester that didn't have an opportunity to take the ACT again in order for the state report card they have to be a full Academic Year to count that's why these are unofficial so this is the 11th grade and then going to the 10th grade where they took the pre-e-ctc Ure this test is new this year before they took the ACT Aspire what I do enjoy about the pre-ct secure is that the scoring is very similar to the act so I think a lot of students can kind of tell where they would score if you look on the bottom I did have approximate numbers so it's different with the pre-e-ct secure is they give

102kids a score but then they give kids a range of what they could get on the ACT if they continue the growth the range is usually between four to six points for instance you could have got in 18 on math and they say you could get a range when you take these to you from an 18 to a 22. so what I did is I took the lowest score so for math it was a 19. if you got a 19 that mean the average would be a 22 through 24. 4 so again that is my rough estimate so I'm not married to it but I just wanted you guys to kind of have some type of number relation on what the expectation should be again they give you a range they don't give you a

103number but it's something that we're looking at so here's the growth of the 10th grade pre-ct secure I was not able because we just got these results back to decipher between the people that took both and one because we have the ECT test Data before any questions on the 10th grade I will have questions but I'll apologize okay um and then here's an eighth grade and again I want to reiterate that these are unofficial okay guessing any questions are going to hold it until the end Mr Gum you go back so before I comment I didn't receptive discussions about increased effort as it relates to the HTTP um the efforts that the school are putting into preparing the students for it I know you have been thank you for that um I know you guys

104are implementing strategies to try to improve so that's good I just want to make sure you know that I see that I'm aware of it so I'm not just sitting over here on the sidelines throwing grenades having said that to use your own definition the score is on the bottom are the Baseline to project it be successful at an entry-level College course of in those areas and what you're expecting to see would be a one point year over a year increase well through the years so like roughly we would hope for like two like from there on this is most fall spring or on average but where we sit right now successful at an entry level Collegiate College so and I say that just so because people here may be critical I just want to

105play now with the that's why we're graduating students that aren't even uh don't aren't even project Ing we can do better I know you're on a path to do that that's why I grounded my comments initially at the beginning to make sure I laid that foundation on but uh yeah I hope you all see it in our movie I mean celebrations are great but we need to Improvement I would 100 agree with you I think we're really having that as a main focus and I think by having that school goal being more intentional and understanding education is the kids right up to 18 and we need to ensure that we're giving them the appropriate education to have any opportunity that they choose a student may be a freshman or a sophomore and maybe think college

106isn't the way they want to go and then something happens and now they want to go their Junior and Senior year their efforts shouldn't change their love of learning shouldn't change and that's something that we're trying to instill in kids is that love of learning and seeing their personal growth through this Jim I'll just offer some clarity to your conversation as well is the national average do you find this college-ready by Act is less than 25 it's really using that composite store that's a pretty sad reflection on education across our country right when we're defining it by the major AC college entrance exam and we're settling at 20 or so as a nation uh with that the official designation of being deemed College ready by Act is it still not College ready what it means

107is it gives you a 75 chance of being a c in that entry-level course and a 50 chance of getting a b in that entry-level course so it's still not even full proof there's a absolute guarantee you're going to be really successful in that class so it's even probably more um quarterly reflected upon uh education across the country by this exam in regards to the Readiness as it's defined by that number and we'll save props to hohs last couple years especially after covid is that there has been an overall decline in the act and academics achievement and having when I first came here I think during the covidia or the Juniors did get about 18 and then we've gone up to a 19. so it does show overall growth because I do know that there

108is idea of covert where they did it and all exactly were the academic achievement would be so that is awesome affected it so obviously we always want to improve and continue improving kind of what you said we want kids to be successful in whatever pathway they even if it changes throughout their four years that they always have the opportunity to do what they want so again to iterate the official data will be released in fall okay that's in October because a lot of things change we get scores later so this isn't all inclusive of the scores either what is nice is from last year to this year we increase the act so last for about 280 kids take it and this here we have [Music] 317-ish through me if I'm not mistaken so we increase

109the number of students that took the ECT by over 30. so to still maintain those scores is is a positive as well so what we're doing is going to review the year and identify what went well and what can be improved this was the first year that we had Department goals and a school action plan related specifically to the acts so our school leadership team will be revisiting Department action plans to be more intentional I know some of the students earlier talk about how math kind of had those questions throughout the year that is something we want to put in English and science as well as other courses including tech ed art business because these are skills that are across everything and every Department should kind of be responsible for the learning looking back at

110our 11th grade Institute prep offerings we got a lot of great feedback and now we want to incorporate that in 9th and 10th grades to assure that they have access as well and also just communicate all the online opportunities that are free so not only will they be able to use the pre-act unsecured security but there's a lot of online ECT prep offerings that the state gives and that the kids have access to us so I think a part of that is increasing the usage of that so they have the ability to work on it at all hours in school or outside of school and I know we've had some talking says how can we crease engagement while the students are in the ECT prep offerings some feedback we had is you know how did

111the kids react to the ECT prep sessions and someone was like well some were engaged some were not so we want to do a better job of trying to get all kids engaged in those courses to have better impact on their learning and on their scores we'll also be digging deeper into this data to identify gaps that students have especially in the main ones math science English and reading because then we can kind of go to those courses and those teachers can kind of focus on those student gaps to help close them during the course so again we're infusing it in because a lot of act standards are very similar to the core standards that we're teaching them right now so there's a lot of overlap and then also to provide that support and corresponding

112courses and especially in OT is to get more of that intensive support or intervention increase next year and then that was my last point that could benefit from Intervention or support get more of a tiered student service Mr Gum I just want to add that you know you talk about overlap but but I agree uh you know these scores overlap and other [Music] other you know about you know however many months ago we asked for support from the public to for a referendum and offer athletic facilities and that was voted down and I do know from some of the constituents that I heard from the you know the academic scores are a portion of that they didn't think that they wanted to for the referendum when when the academic scores were so low and they

113wanted to send a message that that's where the school needs to focus so in terms of just public engagement and being able to sell our message in terms of what we want to do sure this is in my it's my belief that it's tied to this it's difficult to sell the Republic that you need that extra funding for athletic stock which I know we all support when the academics are landing I think it's a little easier to sell when you have when you have a excelling Academic Program you go to I think your argument changes though thank you for that neither board members have anything from Islam Mr Primark I just wanted to concur with uh investor golf said about the academics biggest fault I think is to why the reference failed when we put

114all our our eggs in one basket athletic basket nothing really uh dealt with the lower achievement levels hey what else Mr curly part of it in my my beliefs is the conversation how important that ECT has become over correct me if I'm wrong 10 15 years I mean the last couple of years a lot of colleges went away from the ACT but now we see it coming back yeah and it's not just for college from what absolutely not the blue collar area that we live in but there's a lot of kids that I know personally that don't take the ACT circuits it's just what it is I mean again the old analogy you can leave a horse to water but you can't make a drink I mean that's that's what a lot of this is

115and if the kids don't feel valuable or don't see the value or currency educated on how important this test is they're not going to care if they're going to go into the work field with all the factories and places of employment around the city that we have they're not going to take the AC too seriously so it's a step in the right direction where we're going I agree but I also disagree with the comments on on the sports a lot of sports keep kids on straight narrow um for their achievements in school you have standards that you have to have to play sports and including myself back in a long time ago is you know I had to have good grades to be able to play sports that kept me going because I knew I

116wasn't going to go to college and to say that that you have to I agree with the academics you have to have good academics but there's also the characters on the horse that makes makes the horse go and She's Gotta gotta have good grades to participate in sports and not just Sports any athletic activities that we have we have to say that this you got to have good great absolutely with my kids um persuaded to keep doing well in school as well so thank you I will say we have some of the higher academic requirements for participation in sports here as we do value the academic side of being involved in the connectedness as well to your school through sports or other co-curriculars Mr Lewisville so kind of the raw said with what are we

117doing to continue to the other 50 that aren't going to go to college are we looking at what the benefit of taking the act because I believe the plumbers Union waves they're testing if you get a certain score on your ECT and I think that's expanded to other trade trade unions as well so we need to continue pushing that message that there is value to take it even if you're not going to college and I'm guessing people are going to latch on to that whether it be a private company they know everybody has to take so we need to continue to find those reasons for these students that was one push our school leadership team did make is we created an act presentation on why the ACT matters more than just College because we thought

118that would be beneficial and our school leadership team actually presented that real-time presentation to our staff so we'd all be on the same page for messaging because I know there is a lot of misinformation around the ACT unknown as well as different scholarships we did have one staff member talk about how one of her students did not take the ACT seriously and did not score very well because he thought he was going to the trades then found out the score didn't he had to take another test for it instead of just doing the ACT well then him and his dad both had to take off the work and drive all the way to Tomah to take the test so there is a lot of those stories that it is beyond just college and that's what

119we're trying to portray as well thank you I just want a piggyback off of that comment our task is to engage more students we celebrate and I've gotten the message out there recently that our College bone student is taking AP courses compare favorably with anybody across Washington County by that measurement okay but the other populations of students in our building are not taking the AP tourist work that's where we have work to do is engaging a wider net of more students to engage in their learning and again the best way you can impact ACT scores is frankly not through ACT prep but through a rich rigorous curriculum that's where it starts that's the best way to impact any achievement is in the classroom ACT prep can help and all those other pieces but it starts

120with the curriculum that you're teaching every day so it sounds like you know just to kind of put it all together as well Mr walzers talks about celebrating our our AP students course it sounds like we are seeing some increases in our ACT scores and they slip some positive movement there we talk to the students up front about how important it is to take the ACT we're trying to get that engagement will there be a message of celebration for what what we're seeing even though they're they're unofficial their preliminary scores can we somehow get the kids well the kids will get the scores um that's tough just because a lot of the data is embargoed I know we're writing a lot of celebrations in the fall okay that our school district will be very excited

121about so I think that's gonna be more like when they come back because before they take the ACT they can review their growth throughout the year so it's nicely through the portal is by having the priest be unsecure is their portal keep tracks of all their data so it's a really nice feature because we want kids to show their own growth because for any kid throwing one or two points each time they take it to thumb is special to reach a benchmark is great but as we know people are all different areas and like what about the person that already has a 26. we still want that person to grow so that's why we went towards more of that growth is so everybody can be part of the school goal and not just you know

122Focus well already met the benchmarks I'm good no you still want to roll and therefore it's a little bit more terrible for each kid and they can have more interest Ing and intrinsic motivation to get that growth so it'll probably be something more in Fall when all the scores are solidified um is there an adult onset that kind of helps monitor their their progresses well whether it be a guidance counselor or home teachers or somebody that could kind of reinforce hey good job I think that's part of our plan we first want it to be the Oriole time Venture coach because that's where all this discussion is having is that's where they look at their score that's when they reflect on the score enjoying the growth um this is the first year we've ever done

123a pre and a post so it's kind of new for us and I think it has been beneficial as you can see by the data and just the growth of people that have taken both compared to there so we're excited to see that in reflect but I think that is a very important piece with all of this okay thank you any other board members have questions for miss Lamb hello Mr Gum I know you have one more thank you I appreciate it uh board committee updates is next on the agenda were there any committees that met between the last board business meeting and this evening Mr Curley to Lacrosse for male and females financial support for the lucky M lacrosse tennis court update video capabilities in the field out and Jeff also already talked about

125as well thank you please keep us updated on how that goes thank you very much for your work Glenn anything further about committees hearing none we'll keep moving on to the agenda up next with our school board report from myself um I will try to condense this a little bit and make this quick and succinct here um our board voice was something we're looking to get out there more I don't know if you've noticed but in last week's newsletter I voiced for our board appreciation of those who participated in our survey and gave comments for feedback um I also voiced that the library plan was a part of this meeting this evening and just reminded parents and folks looking at the newsletter that all do we have access to our library catalog I also pointed

126toward this week um May 8th through the 12th hohs is celebrating our appreciation week encourage students and parents to express their gratitude so thank you to all of our our staff we do appreciate you every single person makes an impact that does affect our students um another piece for my board report is that there have been several challenges setting agendas collaboratively and putting information together in our board packets I know I wasn't the only one on the board surprised to see a packet of over 400 Pages hit our mailboxes Wednesday evening um this is the longest packet I've seen and being on this board for 13 years in our current format the packets don't scan well for viruses when they're this long they're difficult to download or print they're difficult to navigate not ideal for

127making notes for the meeting not easy to come back to and find information should be needed in the future so Mr Walters and I have discussed this and we both believe it's time to expand our use of board docs to more easy to use transparent way to share information with all of our stakeholders and so with four docs the key components are on the agenda and in the packet but the rest are linked to supporting documents so our board packet this evening for example would not have been over 400 Pages because for example there were three bids in there the the audit documentation that we're seeing it's literally two bound books that was in our packet that would be a link to supporting document so stay tuned we are um going down the road of

128looking at board docs and expanding that future and I believe it's it's time that we do that to make things up not only easier for the board but more transparent for our public to come back to our website and find information citizens advisory committee there is nothing on the agenda um no big updates at this point I asked Mr Walters about it and there has been a hope of getting a few more folks on the committee to perhaps better represent the the demographics in our in our entire District so stay tuned for that there will be at least one meeting before the end of the school year last month in our packet the board members did receive the comment analysis from the survey that was conducted and so School perceptions did kind of um analyze

129it down to some big themes amongst our staff parents and student groups if you haven't looked that over please do so that feedback is very valuable to us and does help for us to take those into consideration in decisions that the board makes going further as well as um Coming forth with any new ideas that kind of thing I I do have a few just brief points here but I think that I will save that for another time in the um in the essence of preserving some of our time this evening I will just say briefly looking at each group in terms of the comments um let's see here here we had our parents we had 334 participate 156 of those parents or 47 took time to give more feedback and comments a lot of

130them gave multiple statements in their comments we appreciate all that feedback um our staff 121 participated 80 of them wrote comments to give additional feedback very appreciated some really good tidbits of information there our students we had 366 who participated 180 one of which left a comment um we appreciate those those comments the the student portion of the survey was not worded in a way that was um quite maybe what the what the board would would hope to get his feedback so we'll take a look at that in the future I also do hope to see a greater level of participation especially in our student body looking at the amount of the staff that participated the staff definitely greatly valued participating in the survey and so um I hope to see some further encouragement of

131our students to to give feedback as well so that is all I have for my board report this evening and we will Mr Walters didn't miss anything no that's good let's keep going we will move into our new business portion of the meeting all right so at the beginning of this meeting we designated our board rules Mr Curley was our clerk until this evening moving forward now Mr Westfall is our clerks and so that's why we had to transfer over the files up first on our agenda we have proposal 23-2958 it is approval of the 2021-2022 audit is there a motion on this proposal motion by Mr Gomez there a second second by Mr Westfall um now it is time for the presentation and discussion thank you Brenda Arnett for being at the microphone for

132us yes good evening um it's a pleasure to present our final audit from 2122 and we have Paul Franz our partner from Baker Tilly here to answer any questions or just give a brief um summary of the audit thank you good evening again I will keep my remarks very brief ultimately the financial information goes to bound documents at this point since it was a June 30 2022 audit for your governing decision making a scale so I won't go through some of the results at that point in time but we did Issue a clean unmodified opinion uh the highest level of assurance that you can receive from an external auditor what that tells you is that in that financial statement document all necessary disclosures have been made accounting principles have been applied consistently year over year

133and of the district's Environmental government pronouncements that are out and required to be implemented we do continue to report multiple material weaknesses around lack of segregation of duties us preparing the financial statements all common those two specific material weakness is very common for districts of of your size this is again cost benefits around Outsourcing some of that activity why we have to report the lack of segregation of Duties to use just so that you continue to do your due diligence and the information that management provides you throughout the year and asking the questions so with that I'll uh pause and let you ask me questions otherwise I'll know so I do have a few questions related here um being on the board for as long as I have this is a repeat statement we hear

134about the inadequate segregation of Duties I I guess I just I have to ask you we have more than one person in our business office and so what are your suggestions what are we missing that's a good question it's it's in vacation time throughout the year there's somebody who walks out the door there's not controls in place for approvals that would take somebody out of the significant transaction cycle meaning that they're doing both the process and the approval during that time when someone's out yeah so it is it's probably a two additional bodies involved in that and I mean you can structure it differently with resources internally but Boston benefits around the reason why we have to report it shouldn't warrant the reason to make the change if there's a concern over the oversight that

135you see in management and the point to react to but the reason we have to bring it up is significant just the the due diligence reminder to take Management's information okay there was a statement in here about the um conformance with applicable federal or state requirements in addition materials misstatements in the general ledger were identified during the financial audits there was something about the the bank reconciliation not being done on a monthly basis during 2022 which caused a delay in the audit you recommend the district reconcile every bank account monthly resolve any variances promptly so these these little statements here were concerning to me I'd like to know what we have done internally to remedy this at this point yeah um certainly when we took over the business office there were there was a little

136bit of lag of us getting caught up with all the statements that were in in practice and then as we were going on into the current fiscal year and trying to reconcile some of the past months where none of us in the business office were here um it just took longer to do both things at the same time and so we had to work a little bit longer with the Auditors to help identify just certain items that were coded you know booked differently or incorrectly and then we would fix them and there were journal entries that we did approved and going back into Skyward and there's just a a series of steps that need to happen to make sure all the transactions are properly recorded and it just took longer to do that given that

137we didn't always know why some of those steps were done because we weren't here when they were done so there was just the communication between the two business offices you know we had to take longer to sort of investigate things and that just prolonged things a little bit okay so it sounds like it wasn't like somebody just flat out didn't do it to me it sounds like somebody didn't understand and needed to investigate further just so I understand that's the case okay thank you yes do any other board members have questions and to go back to your the cash reconciliation process is every month currently okay yes great thank you yeah I'm scrolling through I believe that that is all the questions that I had any other board members I guess not thank you very

138much sure so we have a motion in a second for proposal 23-2958 approval of the 2021-2022 audit this is a roll call vote so I'll start with myself I motion carries proposal 23-2958 has been approved Nexus proposal 23-2959 approval of the updated Library plan is there a motion on this proposal most by Mr Gum is there a second second by Mr pridemore thank you we are now at the point for a little bit of a presentation from Mr McIntyre and all right so we have our library and Technology plan and the way that we're going to go through is talk about some of the requirements that we have as well as how these two plans do overlap so first and foremost our district mission okay these are the words that we live by we engage

139and support all Learners to discover their passions achieve High academic goals and contribute to a global Society and if we pair that with our library anti-mission they library media center and Technology supports and encourages all Learners and independently choose so in the interest brevity and I'm not going to read every other slide from this point forward but those are the two things that we really focused on when technology and Library plan along with our insultment or our contracted LMS so the library plan itself some of the requirements that we have as a district is we need to have a working plan on file a long range plan when we hired our contracted consultant at the beginning of the school year this was part of the deliverable for her services so this is a state requirement

140that we have all districts must have on file a long range plan foreign keep in mind as we look through what it is that we were offering of their Library services and with our requirements for making sure that we provide students and staff with the necessary library media center staff it appropriately there's also part of the plan to share the specifics with common school funding and there's links within the um the slideshow itself that really talks specifically about how that those funds can be used and the way in which we we must comply with the requirements for common School fund spending altogether all right so I'm going to talk a little bit about the Future Ready framework which was used to build our technology plan and our library plan the Future Ready framework is a

141research framework which emphasized collaborative leadership creative thinking and creating in Innovative School culture all while being student-centered um the figure the Future Ready framework consists of the eight years that you see there around in the circle um the next slides go over the current status of our library and each of the in in each of the gears um we will briefly go over each of the gears as you have as I know that you have had time in your packet to read this prior so the first one we're going to talk a little bit about is the curriculum instruction and assessment and it curates digital resources and tools empowers students as creators and builds instructional Partnerships so those are some of the current status is the bullet ports on the side I'm going to go

142through these kind of fast as you add them in your packet to look at beforehand um one of the gears is the personalized professional learning and IT facilitates professional learning um a robust infrastructure is a year that we're looking at as part of the library plan and IT facilitates professional learning and digital analysis um budgets and resource investors strategically in digital resources and our current status again I'll cultivate Community Partnerships with our community data privacy advocates for students privacy and we're just we're not talking about um we're talking more about like keeping the fines that students have as a private um we're talking about cyber security keeping those kind of things also very fine but um and then our collaborative leadership leads beyond the library so we want the library to be done what leads

143in many different areas of the school on the use of space and time designs a collaborative space this is a part of a gear and so the our future ready goals for the library were based off all those different current States and what we want to see it in the future so at the last board meeting we talked about ready framework in those specifically and we focused in on narrowing to three specific areas that we wanted really um put our energy into for our students and staff so the first one that we looked at and the goal is written at the top and then the actions that we're going to do first is through continuous collect collection development referencing policy 2522 in educational needs our library will maintain the relevance of our collection so each

144of the actions below is what we will be charged with with this plan moving the second gear that we focused on was collaborative leadership so if the librarian will collect terrible collaborate with teaching staff to align lessons and provide resources that support curricular goals demonstrate that the library and its resources are an extension of the classroom so the actions below again are what we will focus on for the foreseeable future with the overall plan for the library space itself and then lastly is the gear curriculum instruction and assessment so the library media specialist and the director of Technology will update the curriculum to integrate the Wisconsin Information Technology literacy standards and the international Society for technology and education um we intentionally spelled those out because Educators tend to say itl and ISD with those but

145the actions themselves below are how we're going to support our students and staff to make sure that we're following through with the expectations of a strong um Elemental library media center altogether so why did we link these two plans together and you can see by these two circles one is the Future Ready for librarians and one is for the Future Ready technology leaders and they all have the exact same gears in in them and how can they uh and they will link together real nicely so I'm going to kind of go through the next couple slides I will go through the process of how we came up with our technology plan and how they relate with the library plan so our journey of building our technology plan and then building into our library plan was

146becoming a group of a team of Us coming together and building a um what is an understanding of our future ready framework of with the gears and then what we did was get a our stakeholders ask others to do some assessments and take some surveys about how we're doing we looked at where the gaps were and then we built goals off those gaps we did have a representation on our board because this was done last year that was actually part of that process and Ross was there for some of those meetings as we delivered those out and some of you may be on the board even took some of those surveys that we um sent out last year so so our technology plan again the same gears as what is in the library plan and

147like the curriculum instruction assessment is a rich digital learning environment these were our Focus areas for the technology plan was the top five with our Focus areas and that each one where action steps underneath that we've um said that we're going to work on the ones in green are the ones that I really like you to focus on because the ones in green align to our library plan so we're going to quickly go over these since you have these in your board packet I don't need to read all these to you but you can see that our library plan and our technology plan really meshed together really well so the use of time and space learning anytime anyhow anywhere and again all four of our Focus areas in the tech plan align very well with

148our library plan robust infrastructure building for Innovation all four of our action steps align very well with our library plan data and privacy and security again aligned very well with our library plan so you can see that the four acts areas just align perfectly with everything that we have built together so Community Partnerships again aligning our Focus areas and then personalized professional learning again aligning with our library plan budgets and resources as you can guess aligns with our library plan collaborative leadership works well with their Library plan and then here's our timeline so when we came up with our check plan we will be look so this was kind of like I just briefly put our timeline together the goals will be reviewed each year with both of them and then we'll kind of reassess

151innovative ways okay and then my my biggest question is as a board member I have to ensure that this was formulated by teachers library and audio visual personnel and administrators so who was involved in formulating this plan other than the two of you so our LMS person that we have contracted with was part of that we met with her I've gotten some feedback with a technology plan Ross was part of that there was a group of like 12 15 of us from community members the teachers to Paris to custodians um to administrators all part of that great thank you for clarifying that Tracy I'll just add that we also talked about this at the council level um for the teaching and learning curriculum Council where what our current needs are our current realities and what

156related policies that we have in place there are as well administrative guidelines and practices that that go on within the district that relate to them and so there is a quite a bit of chunk of information to take a look at when we're talking about our library and reading materials here at the high school so my proposals for a separate dedicated meeting it does make sense to have a legal advisement present as well and then also I would like to see it's formatted in a way where there are times for the public attendees to to give their perspective or opinion so the way I Envision this is not just a public comment section at the beginning but instead we would work our way through say a given policy we would hear information about it work

157our way through it get advisement from our attorney and then we would have a structured period of time where we would turn to any attendees who might be there and say does somebody have a perspective or feedback they would like to give based upon what they just heard and so we would have a structure and in terms of moderating and limiting that time but it would allow for some some working dialogue and hoping we would be very productive in getting a lot done in a short period of time because we would be able to do some some shared perspective shared work so that's my proposal um if there is any discussion or questions let's talk about it and then put it to vote is this a one-time Workshop your time or is this a we're

158gonna keep dragging us on it depends Ross um there you saw the amount of policy that goes along with it there's there's a lot to it it would be great if we could get it done in one work session that would be my hope um hopefully we would have enough public engagement or even people sharing their opinion um if they can't be there but maybe via email to the board members where we would have enough perspective to go on to know that we're truly representing our community and making these decisions I would just caution uh the workshop model should ultimately help frame what it is so I would talk about getting it done I'm not even sure we have enough Direction regards to what it is at this point uh based on some of the

159conversations that have happened so I think that workshop model will certainly help evolve develop um of those things with a review of certain policy practice guidelines that are currently in place and then arrive at a place that ends up in some type of recommendation to the port possibly in regards to some action and so to clarify and piggyback off of that um I think the way that Jeff and I are both talking about it is that whatever recommendation we come to will be a proposal in an upcoming more business meeting but wouldn't all get wrapped up at the work session any other comments or questions Mr Gum yeah I'm certainly in favor all sides I said I thought about the last meeting in my third year on the board and this is probably a rivaling

160code in terms of the applications uh or heard from so certainly something I've been having to take seriously a big hard look at I know there are other districts that have tackled some of these challenges and some of them quite successfully I would like to just make a couple of comments first off but I was I would congratulate the Young lady the district that had the courage to come up here and speak and publicly and give further uh perspective that does take a lot of Courage I congratulate you for that uh also I would like to I guess kind of just get out there publicly that um would normally talk about myself but there's um I don't want to call them accusations but generalizations being put out there that uh to fighting against stereotypes so

161I would like just like to say that I am a huge believer in lifelong that's I do have graduate level education uh and uh even passed out both at Northwestern and at Harvard neither one of those institutions could be described as as anything but open to higher level intellectual processes so I I would personally would not take any positions that would hinder that having said that we are talking about 14 15 and 16 year old kids here to keep that in their perspective one of the individuals that spoke talked about our policy ensuring that anything that you know Library materials that we have provides a Global Perspective and promotes cultural diversity and reflects the probabilistic nature of American society that's absolutely true what was what was left out in your analysis was in the same

162section section c of the policy which I did read uh which indicates that um that any material also needs to be appropriate for the subject area When taking into consideration the age emotional development ability levels learning styles social emotionally intellectual development of so as we looking at this material we need to take all of that into consideration then to the parents I would I would not the least avoid which to ensure that the parents are advised and aware and have a good level of what their children are exposed to and have a say in that more so than just a passive position of the school and well if you're really interested you can you can weave your way through Skyward and you know somehow figure if in fact the school is going to be teaching

163or does it show that there's legitimate learning material that may be considered sensitive and not age-appropriate at a bare minimum the parents should be proactively made aware of but all of those things I would assume are topics that we could discuss in Greater detail at the workshop you proposed thank you because that is my hope any other comments or questions from board members I guess why comment is that the summary that was for I'd like her to hear another perspective of it um reading it I don't know if it all was conveyed as as such um I do feel that we need to make sure that we're not making this political and I'm just curious in the amount of communication that was given between the view you guys and our attorney how many times she

174believe that there is a mom of one of the students who might possibly be interested in going as well yeah I'll let Scott speak okay I just I I get concerned when I see just one um chaperone um also there's there's a mix of guys and a girl just kind of curious you know how are we are we covering our our students while here with chapmans yeah we have many uh out of state field trips where there are multiple genders going and advisor is just a male or a female or if they're students that are just the signal gender one male and five females we will find a partner for our students from another school usually from the state of Wisconsin they try to partner them up prime example if you remember last year for

175this same competition Ashley Bartel went she uh roomed with I forgot where the state or what cities you came from but made a great friendship actually she was competing in The Culinary uh competitions and so she was actually in the room practicing so Ashley got the taste all the different foods that she was preparing for the competition um and so that's what the plan would be at this time we had offered in the past for parents to attend as well we need to register them if that student would like to have their parent in their room instead of a student from a different school but those parents would usually pay for themselves to attend the other thing that Scott Kelly and I learned in this specific conversation is a significant number of chapters do not

176stun their advisor they literally just send these students and the parent and that's the trip now again none of us know at this point whether they still counted a school sponsor not school sponsored but that was certainly an interesting tape that Brad shared with us in the last couple of days yeah I would say even at this level where they compete to get to Nationals there are some competitions that our state does not offer that our students could just register at the national level to be competitive so that's where you'll see some of the other schools tell the parents they're obligated to take their son or daughter to that National okay Mr Gum I'm definitely supportive of this I think I think it's great but just for educational purposes for me didn't we recently a

177couple months ago talk about ensuring that there were two um either advisors or School personnel minimum it has been brought up we have been kind of mentioning this like throughout different scenarios and our recent board meetings yes that's not anything we're going on correct okay I would say Scott and I have talked about that Scott's certainly aware of more occurrences where using that as a nothing might be super challenging um depending on the number again if you're taking two kids somewhere are we gonna adopt a language that says it has to be two adults um you know I think if it becomes a gender conversation I think we have to be cognizant of the challenges in the world and not everything are across genders in regards to crimes and offenses these days so I don't

189um and I would say at hohs we probably have three boys and maybe supposedly based on the club scene in West Bend there is a large amount of girls in the sixth and seventh grade so we may see an influx on the female side but you never know it's a popular sport growing sport this is the first time that the state of Wisconsin will offer the sport um as awas export so we'll see my awesome interests from some other sports some other athletes okay thank you Mr Curley I didn't ask anymore okay match here or gaining game match whatever it's called we would be able to it's recommended that you play on turf because lacrosse is very hard on the surface especially for practice and games especially those gold areas which gets worn out when
