001hold call order the noted meeting for the school district Jefferson board of education we'll start and we'll start off with the fun recognitions Mr utri oh I'm sorry roll call D on it I'm trying to get to the fun already could you not we're all here please y thank you anything else no okay recognitions Mr utri you're you're up staring up at the wall myom2 student get top at state and one thing it's interesting this is you know 10 we trading competition as opposed to long-term investing uh but AA kind of broke the W you know I teach a lot of trading strategies um but for the most part if I remember correctly you kind of H strong with so she definitely was more of a buying hold investor which in the real world with

002real money is the way you want to do um so uh she has already received her certificate from I did want to share I don't know if I ever brought these before but this is uh you've ever been to Middle School uh this is on display we get this from economics wiscons so uh this will be uh fly yeah so student team that places enough to give us those banners and then a local businessman Jim FR also gave $50 most our rending maybe that's the way should go just want to recognize excellent thank you very much and congratulations now I don't know if you're stuck here or if you want to run away at this point completely up to you we're going to get into the heavier part of the meeting with the next up

003being the consent agenda uh consent agenda includes the uh meeting minutes from our last meeting both the open and close session there are no Employments or resignations are there any comments or Corrections for the consent agenda is there a motion to approve the consent agenda is presented so moved second the motion in a second any further discussion and all in favor of the consent agenda say I any opposed say nay exent agenda passes next up we'll get into our reports uh Capital referendum project update uh Mr winch Mr B you two are up all right good evening everyone uh again I'm John winch project manager with fendorf and happy to be here again tonight to share another update um on construction all right so uh first I'll share just construction progress updates since our last

004update which was in August a budget update and a couple updates on student engagement uh so first is progress update so if you recall the last update that I provided in the board meeting was August of 24 so since that time we've completed the high school construction and are continuing at East Elementary which is on track to be completed this summer of 25 uh so a couple updates from the high school I think many of you attended the ribbon cutting event um but since our last update in August we completed the construction skills lab uh the test kitchen and obviously had the ribbon cutting so high school work is now complete and then ongoing work at East Elementary uh so on the right hand side of the screen is some Snips of the project phasing

005um colorcoded to the phases that are um on the screen so since our last update we've completed phase three and phase four construction uh so those were just classroom Renovations we're currently in progress in Phase five which consists of a couple of classrooms and AR rest room um we'll be starting phase six next in March and then phase seven will be completing out the project which will occur over the summer uh here's a couple photos from completed work at East Elementary uh so this is phase three uh so again classroom Renovations on first floor of the building and then this is phase four which are the same three classrooms on second floor um yeah and currently we're working on phase five like I mentioned uh so there's a handful of classrooms and a restroom uh

006currently um all of the framing and drywall is completed finishes are just getting started um and mechanical work is in progress as you can see overhead um ruins for the new HVAC system um are there uh once paint's Complete Flooring ceilings will go in and these spaces will get finished up and turned over uh mid-march I'm also happy to be here to report on Project budgets um so we have completed work at Sullivan West and high school um all those projects were completed under budget and some of those savings will be used on additional scope and other projects I'll share more on that in a minute um and East Elementary is going well and tracking on budget as well so again happy to share that news a couple highlights of additional scope that's being uh

007taken care of with um the savings and these are just some of the the uh I guess bigger ticket items so at Sullivan Elementary will be additional flooring abatement and replacement uh West Elementary uh Rift toop exhaust FS mechanical pumps and flooring abatement and replacement uh in additional areas that weren't originally part of construction uh East Elementary exterior storm piping um will be getting replaced as well as the playground area asphalt paving um and here at the high school Pac carp in and painting um again among some other smaller things but these are some of larger items to report on and then lastly just wanted to share a couple highlights from our student engagement efforts um so we've participated in college and career day here at the high school as well as the family night

008here at the high school um and findor has a youth Apprentice so Ava's been with us since June um and her youth apprenticeship is coming up uh upon her graduation she'll be done but she worked over the summer at the high school um and currently working with us uh at East Elementary School um Hooper also had a summer helper um so Bryce was there at East Elementary over the summer um and they were glad to have him andh I guess we'll see if he wants to come back this this summer so um and then lastly the photo on the right uh we found out there's a student at East Elementary whose last name is actually indorf um so Chris our superintendent had a little goodie bag for him so just some of the fun things

009that uh we've gotten to participate in so that's all I've got for updates um if there's any questions feel free to ask and I'll do my best to answer with question yeah I've got a question um I was over at East um for uh kind of an open house and checked out uh and there's definitely what are there plans with the gym right now the work to fix some of the issues in the gym um so the work in the gym isn't complete yet um so this past summer we did all of the ceiling work so the new new ceiling um new lighting this coming summer um will be the floor refinishing and ceiling and there's also the remaining gym equipment that needs to be mounted um so yeah I guess I don't know if

010there's specific um issues that you're referring to but uh well the ceiling is I I guess I is this the second attempt with the ceiling or it doesn't seem like the ceiling is um the tiles I mean it's just a traditional tile seems like you're going to use Clips or weighted tiles or something now yep yeah so there's some holdown clips that'll be installed to keep the tiles in place okay um so yeah there have been a handful of tiles that have been um dislodged um from just activities in the gym okay and is there a solution yet for the basketball hoops or the the one main hoop and I don't know about the side Hoops yeah um so there's multiple um kind of avenues that we're exploring right now for mounting those um yeah

011really the challenge is uh with the existing kind of glay clay glazed clay block um isn't quite as um I guess sturdy or um strong as it was originally anticipated when Hing into it um so yeah there's a couple of different avenues that are being explored for mounting that equipment okay that was my question as well but so that was been answered and then I was just going to say did they um I recently saw that there was an award granted and I just was hoping you had heard about that that the chamber right there we go I want to talk let's talk about it now there's else with so I'm happy to point this out John I don't even think if you know that about this but our high school won the CTE program

012won The Innovation award uh so that was given at the Chamber of Commerce dinner last Thursday night so that was a nice surprise um beat out some good competition for that and so our Chamber of Commerce uh looks at innovation in the area and recognize the addition and all the things so we have to offer now for our soon to be graduates uh to make sure that their college career and life ready and uh we're really proud of uh um what we're doing down there I think we could make these Awards just as well as you could make it better than that congratulations that's exciting to hear yeah that's exciting so very good any other questions all right thank you very much thank you next up will be the joint State education convention and TD's

013report uh then ask you did you want to go first or do you mind going first happy to go first um so I put in my spot just a a memo so you can see my main thoughts that I wanted to uh convey uh but three things I'd like to talk about briefly um the one is declining enrollment um and the presentation done by wasby that was that was interesting uh and then the other one uh was working with media so I'll touch on that briefly um basically working with media there were larger districts there and they said that presenters the presenters recommended that every District have a PR representative well we have Mr schmit so um you know we know our size we're very grateful for what we have a great example of the

014great work she she does is uh open enrollment uh window is open and so she put together a press release uh recently and last Friday the daily Union ran that um talking about that we're open for open enrollment well everyone is but we got our name out there saying that we're open for the Open Enrollment uh period and then uh the other thing I I put on there for your reference is all the new developments in school law so both at the state level and at the federal level there's just a lot going on with school law so we're staying on top of that and then you'll also see that Neola is doing a good job of uh keeping us on top of that as well but I want to Circle back to um the

015presentation from wasby and uh share a couple slides on the screen I know I can do this there it is um so this is fascinating because it just it just I still have like a cognitive dissonance with this because growing up I remember hearing about overpopulation well uh by 2050 we're going to have uh this is an NPR article but we have 200,000 less people in the state of Wisconsin by 2050 than we have now it's because of birth rate and so birth rates peaked in 2007 and they've declined ever since and it really is an interesting phenomenon that's happening not just in our state it's happening throughout the country there's very few counties in Wisconsin that are growing um Dane County looks to to continue to grow and are we going to get that

016Dane County effect being where we're at that's to be determined um talked to Mayor oerman um at the uh Chamber of Commerce event and he was talking about the 200 housing units are going up over the next you know couple years but the you know have to break ground and that doesn't happen uh overnight and then of course how it affects uh public schools in Wisconsin I thought this was an interesting slide uh as well if you look at 1920 and this is kind of the co effect uh you look at you've had an increase in private schools and you've had an increase in homeschooling and then you have an overall decrease in the number of students throughout the state and that trend is going to continue uh over time uh here's a here's a

017graph that shows the third Friday count numbers and you can see the decline and then the 2.2% decline and one more area where I was wrong during Co I thought oh there'll be a CO Baby Boom there's not it's it continued with the uh decrease in the birth rates so just things that we need to be aware of as we plan out um 75% of districts uh rough are seeing a decrease in enrollment uh and in 2007 that was uh 55% so you just really see you know what it takes and what's happening um there there's some good work out there and the the state knows about this there was a blue ribbon uh Commission in 2019 that did some work to make sure that we know uh what is available but uh the unfunded

018mandates that we get and the low funding for special education and El programming is something that we really need to make sure that we advocate for when we get a chance uh to talk to our um to our Representatives so March 12th is the day at the capital certain year if you're interested in being part of that um it's a it's a it's sponsored by um Wisconsin Association of school boards at a presentation in the morning and then you have the ability to go and talk with your people that represent us both at the uh State Senate level and the assembly level as well so uh if you look at Wisconsin There's areas in across the country that are declining more than us but you can see the light um light colored versus the the

019darker Blues are the areas are losing the most population so this an interesting um time that we live in as far as a shift in population and I think this coincides well to the present we presentation we had way back in October that showed how the ages are changing in Jefferson the 55 and older is growing and the zero to 15 that is decreasing so as a you know we need kids to um that's that's what we do we're in the business of kids um so we want to make sure that we're doing everything we can with open enrollment and then also working with the city uh and the local area to make that we have housing uh because we do have uh really some good Economic Development going on in Jefferson and some and

020I know the city's doing what they can to bring in new businesses so a lot of good stuff from the uh conference this year the convention this year I always like to say a big thank you to the um all the Schoolboard members who are able to uh you know take part of this learning opportunity it's fun to network it's good to go through the exhibit hall I got a lot out of that uh thank you we we didn't make any promises and buy anything but we've got some ideas and some things and we've uh we made some good connections there as well so um once again good convention and that's my report thank you all right um this time around I kind of focused on the artificial intelligence in schools and went to a

021lot of those meetings um but first I'll hit a few things uh went to a strategic dashboard meeting uh they nicely for some districts they tried to play games between percentages and percentiles when they're presented to the public um so that that was an interesting take but basically they're creating a dashboard of something we already have and so it's nice to know that we're already doing a good job with what we're putting out there to the public what we're showing them and how we're um showing our progress in the schools and so they it turned out being more of an advertisement for a company that'll put a dashboard up on a website for for you and so I'm I'm glad to see we're already doing that inhouse and then they talked about some of the

022um laws that are coming down and uh um instructions from DPI as far as that dashboard and it looks like we're already ahead of the curve on a lot of that uh so there's a bit about District communication um forun a lot of it we're already doing one I'm not quite sure how the district runs its social media if that's just all run through you we we have a DCM in each school but it's yeah okay small group digital communication manager DC perfect okay all right so it's uh some interesting ideas there that I I might just ask you again we're already ahead of the curve and got it taken care of um and then the other one what got a little more into the school marketing um again that turned out being another advertisement

023of a company that will run all of our marketing and social media for us um a few interesting insights as far as how Facebook engagement works there but the big one was just the artificial intelligence and how that's coming down the line the main gist of it is it's not cient yet um and it's not going to take over our jobs however the people that know how to use artificial intelligence will be taking over the jobs so um puke is actually a district that is done a lot in this and coming up with policy they have a convention on August 8th that I'm hoping to go to um talks a lot about their policy how their integrating it with the schools and they started off with just the teachers so they locked it down so

024that the students didn't have access to it not because that's going to be the end all but um they know the kids have access to their phones and they're going to be able to use it there but they look at it a lot like the um um back when calculators were invented oh God now all the kids won't know math they're just going to use their calculator no it's just a tool that you use and artificial intelligence will evolve into that way too and how to use it and are some really good software that teachers can be using and apparently only 18% of teachers Nationwide use artificial intelligence but uh even one that I've been playing with at home is notebook LM and how you can put in a lot of real good information there

025vetted sources and then through that it'll make study guides it'll make questions and quizzes for the kids it'll even make its own podcast which I've listened to and it sounds when you know what to listen for you know it's artificial intelligence but the podcasts actually are a great way for more of those uh students that just want to listen on their way to school in the morning or something um but between smart school notebook LM brisk and Otter AI there is a lot out there to be learning about and um some great opportunities coming down the road for us so good things to keep an eye on and uh looking forward to seeing what the policies are going to be around that because that's going to be a whole another realm that's probably going to

026evolve quite a bit even after the policy's adopted so that is my report next up is our strategic Plan update uh so for the update this time around and I do have Mrs grundle um sitting in the crowd and she deserves a lot of credit for this along with Josie Simonson out of the district office so I want to share our uh website around redefining ready and then show you the sample report cards that we have ready to go in second semester so we've a lot of work uh as as Matt mentioned trying to be ahead of the curve or at least with the Curve with a lot of things redefining ready is something that you'll see um coming more and more more districts using this uh We've certainly stolen from our friends from Bigfoot

027and also from BL Turner but we've developed our own as well the to Jefferson it so this page this web page shows shows you the benchmarks for success with redefining ready we're looking at college career and life Readiness so looking for indicators under each of those and I put uh have attached also at your spots the um what the redefin and ready uh college career and life Readiness summary report will look like so here is the middle scho school and I think this is interesting so this is just a sample for grade eight uh you know you've got your GPA you've got your Avid elective uh and then you've got your other indicators like co-curricular activities uh and this sample student is in Jazz Ensemble they're also in cross country and then they're attendance obviously

028attendance is a a big IND indicator of life life Readiness so if you're a parent at the middle school in the spring you'll be able to get this summary for your child and be able to really look at all right how ready what On Target are we for high school graduation and then college career and life Readiness and success so you can see the uh the seal core competencies so uh we're developing that measure uh and then also one of the things that we're developing we are developing a summary for the elementary as well uh the high school summary I think is uh just as um effective to show off show that tab instead so you can see your prea score your ACT score your courses advanced placement Avid elective Algebra 2 is a really

029important indicator as far as um not only life Readiness but college readiness and then work base uh experiences so you you you imagine a normal report card this is a summary that can give you a lot of different information as a parent as a student to self-reflect on uh what is necessary and then last but not least I want to click on and I know you can too is the actual uh the family letter that's going out to everyone and the family letter has the two links that I just showed you there so families will understand and be able to to uh be prepared for you know what they get and what they're able to look at and of course advisors and counselors and administrators can help them um go through all that data as

030well but you know you're looking at college readiness you want to make sure that you've got that GPA where you need to a life indicator and career Readiness um you know meeting the graduation requirements uh and then of course uh having the career indicator and the life indicator is on there as well so redefining ready remember know that we're working and doing a lot behind the scenes to uh to put our district in the right path um there is some talk that in the future the state report card will have some components of this but that's right now that's just talk who knows what will happen uh with the DPI in the future and see if that's really comes to fruition happy to point that out again I want to say thank you to Mrs

031grundle and Mrs Simonson and you know our counselors and other teams our pupil Services teams administrators forther work with us so it's been a it's been a three-year process to to get to this point anything to add Katie now spring okay and the connect the dots on this why I presented this for the Strategic Plan update is this aligns with one of our Wild important goals which then aligns with the pillars that we set and reestablished and um you know um determined for the next five years any questions so are you using a particular database to do this or is somebody inputting all this stuff from students compiling it okay okay okay like Excel spreadsheets or something okay okay okay well I was thinking of volunteer hours like I mean it's not verified but I'm

032like oh they're just tracking it and then somebody's just inputting that into a okay okay okay yeah it's sharp looking [Music] report yeah it's awesome I just it's like wellow it's really welld designed and yeah so looks good M any other questions uh just one are these report cards you said at the end of the year or after okay all right okay great well thank you next up is going to be our special policy update for idle nine Dr Ernest uh we foreshadowed this for a few meetings now so now we do have the official recommendation from Neola to resend 22 64 so if you remember that's the policy that we added uh rushed Le in July to meet August first deadline of the previous administration and then the recommendation is to go back to

033the 2020 Title 9 regulations align to our policy uh you know we we call it a title 9 policy it's really a non-discrimination policy so the regs that we're falling back to then uh is uh the revised which is 22 policy 2266 one of the things that we're asking the board to approv tonight is a small edit to 2266 because if you remember back then there was a caveat to it that said for things that happened before August 1st now we're asking for that to be uh removed so if you look at the update to uh 2266 in your packet you can see uh the strike through that's the only thing that's changing at this time there could be different regulations in the future but all we know is what we can act on uh

034at this moment so with the motion and you can see how the motion is written there um it would includes resending policy 2264 and then revising language to policy 2266 so this this will keep us up to date with the naola recommendations with the um the new Administration the Trump administrations uh which is interestingly back to 2020 so that's our recommendation for tonight and I'm happy to answer questions I just have a logistical question period about any policy is it um their advice that you List actual people's names instead of just titles so policy that's what I would version um one version from the rigs said just list the title and the other version said list the names there are certain ones of these that are required to have a name attached to it got

035it in the policy not just the title of the person within your District okay okay that's what I was questioning any other questions I just one uh Renning Lewis and Lacy how long have we been in uh partnership with them um this would be our fourth year and they work with Ry Lewis and Lacy they work with uh Neola also so it's it's kind of a good combination but this is our fourth year that we've used uh Shan and Lewis as our preferred Council it doesn't just by working with her it doesn't prohibit us from using anyone else like Borman and Clark or other types of univ or other types of attorneys but she is our preferred Council right now okay thank you any other questions in that case is there a motion to approve

036the updates to policies within the February 2024 Neola special update regarding the title 9 is presented which includes resending policy 2264 and revising language and policy 2266 so moved second with a motion and second any further discussion all in favor of the motion say I do you need a discussion yeah one question in the EO it does specifically say um that there are two Sexes that are identified have we changed any of that verbage in our policy uh no because as you pointed it's an executive order so it's it's not a law yet so it's to get really complicated um so that's an executive order so even though this is the um policy Title 9 policy or non-discrimination policy goes back to 2020 um we still are beholden to Kenosha versus Whitaker as the seventh

037circuit case law that um has to do with any transgender rights the Biden Administration policy which we adopted extend extended non-discrimination to based on gender identity and that was the court case out of Kentucky they call it vacat he vacated that decision so it's like it never even happened so all of that stuff that happened in summer um based on gender identity basically didn't happen through that judges um opinion and that's why it is back to the 2020 rigs that we're looking at so we still have a lot of unanswered questions as far as what president Trump wants for example what the courts will do and then uh it could could go to the Supreme Court there are a couple of cases for example the seven circuit court has kosha versus Whitaker that when with

038regard to bathroom use and then there's a southern court that has a a different opinion so whenever you have competing opinion like that at a circuit court level federal circuit court level it should go to the Supreme Court so whether that happens in the summer um I don't know um you know it's up to the justices in the Supreme Court to decide if they take that or not so great question this is why we have lawyers and this is why we go to the legal updates um but as of right now um we in the world we live in we live under kosha versus Whitaker as far as our case law and then we follow the non-discrimination policy set by the 2020 Title 9 regulations which was the Trump Administration how was that for confusing

039any further discussion actually yes who did we use for a lawyer before running Lewis and Lacy uh cook strin so it used to be uh string Lewis in I'm going to mess it up uh string L and Lacy I believe and he left went on on his own we did use him when he was with a combined firm and um so he was used for a while um and then um we used him for about my first year here so I I want to State myself that it's been three years with shanea Lewis so we've used her since gotta that before my time sorry so Kirk sh still in the business he he presents around a lot of good lawyers out there um uh Mr Vance and I go to a meeting every once in

040a while at Boardman Clark they another U good Law Firm that provides some similar type of legal advice that I might send you from time to time just with some legal updates anything further all right there is the motion all in favor of the motion say I I hi any opposed say nay and the motion passes next up is going to be the first reading of the updated position descriptions Dr Ernest well I know how much you enjoy doing theola so here are the district uh position descriptions so I figured we'd tackle a new goal uh there's some descriptions in here that haven't been looked at since 2009 2005 and so don't worry about it we're not going to get too aggressive with this but we'll do a few uh we think should be updated

041um at as as we go but eventually I'd like to go through all of them in review them so tonight we have our first reading for you and this was talking with Mrs grundle a lot of districts use this as it's it's a it's a better descriptor of her actual job so uh we're requesting and we're presenting a first read tonight so you can ask questions and and bring it back for next time uh new job description that is more updated to what Mrs grundle does uh on a regular basis director of teaching and learning and because there are things that align with that uh we're also bringing a draft of an advanced learning coordinator and then also the admin assistant to which then works with and reports to the director of teaching and learning

042so you can see the drafts there you can see uh this is a first read uh Mrs grundo can say uh more um probably in detail than I about this but we think it's a a positive update to this program and position description um so initially it was thought changing the job title and then when I pulled it up I think was like revised in 2008 um and I was like I entered teaching in yikes so when I looked at it I'm not sure there was an advanced learning coordinator position at the time that that position or that job title was written and then all of that advanced Lear coordinator position which was Deb's position is in that job description the other things I really noticed was there was no El there was no title

0433 there was no nio so like oh this is missing a lot of things that I do too that aren't even in there at all um so I really went through and updated that and then that kind of trickled down to Deb and then trickled down to Josie um in their job descriptions as well so good questions all right that is a first reading so we'll come back to it again at our next meeting on the 24th and then we get into the second Friday in January membership report Mr B yeah good evening so this one is not needing formal action but um just a good practice just to kind of review our midyear marker for um our second Friday count in January um you will notice that this one actually is uh just the

044amended as we did have a few students returned back since that count date and since that original one um but if you were to click on that districtwide uh copy again shout out to miss Simonson um who helps with all of this and coordinating again uh this throughout all of our building levels um you'll see that we're were uh second Friday count of adjusted of 1595 um which is just up four as we had four kiddos come back since the original count date so um wanted to present this just as a kind of document for your review and obviously as we continue to budget and project for as Dr Ernest discussed in his um uh State Ed report um an important data point to continue to review and go back and refine some of our

045models um and so we we typically have movein and moves out move outs but this is down um and and there's still some students that are um just on they have different needs and different uh reasons why they maybe haven't come back yet for different medical or other reasons um but this may you may get another amendment before it's all said and done as well so um just wanted to make myself available to ask or answer any questions any questions all right I have one oh yeah um do you know historically I don't know if this might be hard to actually know but I'm just curious is there like an average amount of students we gain from eth to nth grade yeah that's a really good question so um one of the pieces within the

046Staffing plan I can I can give that to you here in just a moment um is using the bar model which is is um maybe not so helpful looking at the second Friday count but kind of Point too historically and then also casting forward using the third Friday count in September um and so so at least using our survival model and we choose to use beard just as our vendor for that um just a really really fancy Excel sheet is really all it's doing um it just tracks that cohort survival so historically what has happened over the past five years for students leaving eth grade and entering ninth grade um so I can gladly pull it up here or just kind of feed that back but it is a uh let me see if I

047can find it quick um it is a it is typically an increase um we see the largest increase actually oddly enough in our senior class and part of that reason is because of our transition program uh sore and also some of our 18 to 21 program where kids are retained or students are retained potentially from their senior year as they're wrapping up their their graduation requirements um per their their plan so oddly enough that's actually I think if I recall correctly it's about like 109% we grow because of the certain number of students we retain um but if I'm just off memory just so you're not watching me fumble through finding that information it's it's typically about I want to say about 10 kids it's like 105% or so that we pick up between those

048eth to nth grade levels okay um so it is going to be an an addendum or an attachment on our staffing report just that we can kind of have live in um just permanency just to be a reference and then a constant methodology of going back to just using that as kind of our source of projections and also refining so yeah good good question I apologize I don't have that right because I was wondering if it's bigger from fifth to sixth grade or if it's bigger from e8th to nth grade about 9% actually so 109% total so from year over year so depends on the depends on the grade levels so if you were to have a 100 kids in eth grade you'd have 109 or so in in nth grade um and again that's

049just using a calculation kind of essentially an average over the last historical five years of how kids in that cohort have moved from 8th to 9th so thank you I I'm think speak of the trend that uh Dr Ernest went over in homeschooling and um and the increase in that as well as private schools and so in thinking about projecting it it just becomes a little bit more difficult because there are a fair amount of homeschool folks that tend to join your high school oftentimes at that grade level as well as sometimes that's why I was curious about the fifth to sixth as well that might be another TR transition Point yeah yeah absolutely and that's you know um so if I look back to our modeling from last year those percentages will continually be

050refined every year um so as we project out and even that addendum that we have in that Staffing report it's good for a year maybe two but then you start compounding obviously assumptions of continued either growth or decline in enrollment um which can just continue to impact future cohorts as well um so yeah so those are those are typically the points where we see some of the greatest growth and then like I said the the senior level is also um kind of an odd one 4K to 5K is also another very common growth point for us just because of um parents that may opt for or Guardians that may off for some other uh route for their 4ers and then starting their 5K Journey okay any other questions stat static yeah it's just a little

051bit below 100% actually so 98% fth to sixth grade So based off of the past five years at least as that cohort survival model OKAY would be down a little bit okay all right uh Mr B you're still up for the 2025 summer school pay rates yes so two uh items the first one for tonight um is the summer school pay rates just a uh memo um again working in partnership with Miss Krauss and Mr Layman um just making a recommendation to increase rates this year year um so similar formatting um we're we're looking at a finalized CPI of about 2.95% um and so as we we look at that one of the big metrics is you know we could just calculate that and charge an increase and kind of move on but but the

052piece that we've been trying to dig in a little bit more of some of our comparables what is Fort doing what is Cambridge some of those others this timing is a little bit tricky um there's a couple different data sources that we use some of which I I know the directors and so I don't mind asking them if they've decided um not all have um but but the cesa 5 data Hub is one of the sources where we can look at upcoming as well as last year's it's only as good as all the the cohort or all the districts that actually submit um but also we can which is our um HR networking and employment platform and so there there's plenty of districts that have already posted um including some of our neighbors for next

053year um and so we want to continue to be competitive and so for teaching rates uh that increase um again using our tiered model at least as our recommendation um from the three of us using that 0 to four 5 plus and then those um kind of specialty the ones that require more prep a little bit more time um engaging kind of on one-on-one curriculum such as you know some of the credit recovery or Kinder Camp um and then you'll notice in the summer only section at the bottom we did consolidate um so a change from last year was there was a swim AIDS position that was paid less than the Lifeguard instructor we just haven't been utilizing that mainly because from uh what Mr Layman shared with me is that the American Red Cross

054requires a certain level of certification and so we just ensure that all of our staff are are up to that that ability to kind of serve as that instructor lifeguard role um so so that was a fourth row that has just kind of been taken away because we haven't been filling it the past few years um so again recommendation um just for you to consider tonight for the summer pay rates for 2025 yeah go ahead um I know Mr Mrs Krauss and Mrs Mr Layman aren't here I was just curious if there is a high demand um and maybe just the number of positions of regular peras versus special ed peras yeah in a summer school program but it's a it's a good question um I'd have to look back exactly to our numbers because

055one of the ones I pulled recently was looking at our non-staff PA professionals because there's a difference between our staff pair um our sdj staff and ones that only work for the summer um I can't recall off the top of my head here again how many of each but we do have a considerable amount of special ed pairs I want to say it's in the ballpark of about like 12 to 15 um and again you know even just talking with um Director people Services Miss niss um you know that's even a very different a big difference because of the sheer number of students that we support throughout the summer and so we um while there is um specific rules and regulations that require if you're going to be using grants to fund special education students

056it has to be written into their IPs and things like that um we found that obviously you know we have lots of students that may need some additional support and if it if it qualifies or coordinates kind of with their their special education services um we can do that as state aable and so that's kind of our differentiator of why we would have it as a special ed versus a regular Ed um we only have that one uh uh special ed coordinator I'll call them um that that is kind of overseeing the entire special ed program over the summer but yeah if I I want to say it's about a dozen or so if I recall from last year so more supervision [Music] y okay then some our instructional roles as Mr Wickman had shared

057you know some of them could be outdoor fun and games right where you just need additional support managing those larger number of students um and they're becoming more crucial to especially as you know we we are having a little bit harder time finding um uh interested uh certified staff for the summer to can can we push that number and still be appropriate for the number of kids but maybe provide some PA professional support to kind of offset some of that even though it's not the prep work and everything that goes into it so my second question kind of is still related to this so yeah if I'm um Betty Smith and I work as a par professional in special ed during the school year am I gonna make the same amount of money doing basically

058the exact same job over the summer as a special ed per working with the same student Johnny because I'm providing basically the same support as I did during the school year yeah great question yep so our for our support staff it's really divided into staff that are supporting year round versus only the summer so yes they would be making their um I might have skipped over it a little bit but that bottom table um on the first page is really those staff members that are in a um role that they're serving in sdj they'll continue to make their power wages that they they U okay they have during the year the only caveat is if if there's an individual who um serves in a role that they're not going to be serving in a in

059a in a summer school role maybe a regular education pair professional that is now you know maybe they get certified and now are jumping into special education okay we would adjust that um for them as well to go to the bottom table uh no to go to the base wage of that specific tier okay or if an administrative assistant maybe steps into a par professional role that that's different pay rang for us and then we'll reflect the role that they're working in and the teacher level positions do go down in Pay they do not so they're consistent of they're consistent as well yep and so yeah great questions one of the pieces you'll notice that the um I think I mentioned it just a little bit in that first paragraph So the pair professional wages

060are slightly above they're 40 cents here or uh 50 cents excuse me um one of the reasons that's that's slightly higher than 2.95 but what we don't want to happen is the past few years as we've been um increasing uh support staff wages by a percentage increase obviously that dollar is getting stretched further for those higher wages so we wanted to try and make sure that we don't consistently fall behind between our sdj staff pair of professionals and our summer pair professionals so um one small note on that any further questions uh just one so I see regular perah special ed perah and lifeguard what about some of the supporting staff that works through summer school like the custodians The Lunch Ladies yeah great question so they fall into that same category where they where

061they'll make their um especially like sodial staff members um they aren't they all they all work through the fiscal year so they're working 12 months so they're continuing their assignment throughout that um for Food Service staff it's a similar kind of methodology for that that they come back and they're they're also using as stj staff um I could be wrong but I don't believe that um Food Service we've ever hired like a non sdoj staff typically we have enough interest internally with running a Consolidated kitchen model um that we don't need to pull people from outside of our organization yeah okay thanks curious yeah any other questions is there a motion to approve the 2025 summer school pay rates as presented so moved second Motion in a second any further discussion all in favor of

063see with the high school ones they're Associated to different um projects or different uh purposes supplies things like that materials of tangible value for that and so um while we have a breakdown I actually have some of the breakdowns from um a lot of the work that had happened in the years's past um some of the some of the changing in spending has maybe just no longer necessitated that specific fee uh for registration when you quantify what is that so one example might be where um in the past some of those some of that money from the registration fee would actually go support uh Student Activity accounts in which case we actually have had a um um the past few years those Student Activity counts as they graduate and they do their senior gift um

064have actually had an excess in which it goes to a student scholarship and so in that way it doesn't make sense necessarily to have that fee to provide something that's just going to go back to like a student scholarship um so I I provided uh some notes or materials also a link to uh board policy just around student fees um but but my recommendation would be at this time uh to strike that that table using that Z fee um we're continuing to explore if there's a right time you know depending on there's different things that districts St with Chromebooks whether it be an insurance policy on it um whether it be students eventually getting it after that light life cycle um those would certainly be appropriate places where we may bring that back um but

065but that is my recommendation and our recommendation at this time the other big changes um and then I'll pause for some questions would just be around some of the high school course fees so um shout out to Mr SCA Miss D in the office uh Mr Layman um and I'm sure missing counselors and things like that too of just kind of helping facilitate with the course catalog um and different course offerings uh the the the increase in fee class or the price for that and obviously we have um both kind of two competing narratives of why that might be both prices and supplies for tangible goods that those students leave with have gone up um but obviously as you'll see in some of the details with the breakdown of different uh maybe agriculture or family

066and consumer science classes um just greater offerings than what we could offer in the past and as a reminder those fees um while taking in as re Revenue are then dispersed um typically throughout the year I I do one here around second semester is to get them through the rest of the year um to to go directly to purchase supplies for those classes uh so it is going back directly to students um and what they're doing in their curricula so uh again I'll pause those are the big primary changes from last year to this year um welcome any questions and thoughts you may have I've got a I've got a couple questions sure is what is the driver zline there for um I think it's just in connection with cesa 2 there so it's a

067good question as far as maybe just an idea that if you know they're taking it could be something we strike since it's not really District operated right typically and it and it may be one that because it goes into the course selection handbook we like to just still approve even though it's something a fee that they're not paying directly to us but something that they would in order to take that or sorry offered to students I should say offered in what way because I thought that was all private I thought that's completely out of the district okay all right and then second question uh what does the I mean I kind of understand why it's there but where does the money from the high school parking fee go to what's what's that fee I I

068understand what the fee is for I guess just to control probably the number of students parking but what is where does it go to yeah it's a it's a good question so typically from a building level similar to some of the high school course fees we just have General site maintenance budgets that go to maintaining um painting striping black topping things like that so in a similar way I typically um to I to I do it with the uh other classes I go and then transfer that from kind of a revenue to an expense account um just to be used for further Supply maintenance things like that as a result of having additional parking okay so it actually kind of goes to a bucket for the parking lot for striping yeah build building sites budget

070main page that's designed to that so people if they visit us they know they'll take it right to the DPI form to fill out they'd like to open a roll in Jefferson and then some good and Loud announcements uh Jefferson was was really well represented at the 2025 State uh reading Association so that was last Friday uh Sarah schelli Carrie neemo uh Barb Johnson all had important roles as members of the conference planning committee uh Barb was in charge of the decorations and the food which is fantastic Carrie was in charge of Book Sales and then Sarah um was the head of the conference of the planning committee and she provided the uh introduction to the keynote speaker uh we had 52 people uh represented at this conference uh I see it as a really

071big investment into our reading and are are moving forward the conference wasn't about act 20 but the things that you learn there will advance what we need to do with act 20 and then also really give a springboard uh to our our new Ela curriculum at the elementary school I got to tell you from a climate and culture piece it was great to see all the Jefferson people talking you know seeing uh our three Elementary principles there eating lunch with the the staff so it was it was a good positive uh experience uh and then um I also want to mention that uh Mrs kuss received uh and I received an outstanding administrator w at the at the conference so that was a a nice topping on the on the Cupcake there too and so
