001all right good evening I'm going to call to order the meeting for the school district of Jefferson our regularly scheduled school board meeting I will start with the Pledge of Allegiance the flag is located in the back of the room I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all they'll please note for roll call that all board members are present and I will open the school board meeting the purpose or I'm sorry our budget hearing our annual budget hearing we will start with and just to give residents an explanation um we do the budget hearing it is held in accordance with Section 65.1.90 parent 4 and of the Wisconsin statutes it is um
002in purpose to for the public to be hearing uh the proposed budget for the 2324 school year and give any residents an opportunity to review it but also answer any of their questions or give their opinions regarding the budget so we will go ahead with an explanation of the budget from Dr Benz right yeah all right I'm going to turn how about now that's better all right uh I will get started here the first the first slide is just kind of our introduction Slide the second slide is obviously the district mission statement empowering Futures together to try to keep us grounded in that uh the next slide is uh the listing of our board members are we working or not well there we go hey look at that empowering Futures together uh listing of board
003members uh the next slide is again just listing of uh the administrators and then we're gonna keep track on my computer here too uh and then Department directors so obviously Tim Kevin and and Jason there so um in keeping with um when I put this together let me I'll give you a little bit of background um try to continue along uh in a format that you're used to so taking some of the work that Laura had done previously and just trying to to update it a little bit next year when you look at these pictures of the district buildings uh we're going to have some new numbers on there because we're going to have some work that has been done over the next summer so keep that in mind with East and with West and
004then also with Sullivan uh the middle school and then uh with the high school and then last but not least we have uh 4K Jefferson kids uh District sites um East Elementary in the AM and PM Jefferson had uh Jefferson County Head Start at East Elementary uh and Sullivan Elementary am and West Elementary a.m and PM and in Kathy Volk is the director for you to keep in mind as we're going through this tonight um I always like to this is something I added uh this is something I'd like to to have everybody think about when we're doing this when we're talking about tax levies and Equalization Aid and the revenue limit uh something for you to think about is that attacks or a revenue limit is your tax levy plus your Equalization Aid that
005you receive from the state uh Revenue limit levies specifically in fund 10 and fund 38 plus all your other levies in fund 39 and fund 80 for example equal your total school-based tax levy and then your two total school-based tax levy divided by your equalized property value times one thousand dollars is how we come up with the mill rate okay so I'm going to give you a quiz on this later just kidding uh but we will refer back to these in in a little bit the other thing I need you to keep in mind as we're going through this is the information that you uh received and the information you're going to see tonight is um our best estimate right now uh what the numbers will be but we know that between now and the
006end of October when we actually uh certify the levy and and adopt that final budget the numbers are and will change uh enrollment drives the district's Revenue limit on the third Friday in September districts across the state perform the third Friday count and so we're getting ready to do that here in just a few weeks uh and if you can take a look at this slide here you'll notice there there's a trend line and that trend line is going in the opposite direction as it relates to revenue from the state so we are declining enrollment but we are in good company about 75 percent of the school districts across the state of Wisconsin are in declining enrollment just as an example except for I went too fast here hold on just as an example in
0071718 our enrollment was at 1885 and for um for the next school year we are projecting 1509 so that's a decline of over 300 students okay so one question that I know comes up quite regularly is how has open enrollment affected the budget uh and at the close of the initial open enrollment window for 23 and 24 there were four two I'm sorry 249 students approved to transfer into Jefferson from 13 different school districts there were 148 students approved to transfer out to one of 16 other school districts for a net gain of 101 students and at the time Laura told you and and uh the number I did not change that number in the budget well it was an estimated 851 424 dollars impact to the positive for the district now the good news
008is with the state budget that was passed very recently those numbers changed they went up so this number will actually go up bye just quickly I thought I'd give you a a bit of a history of what the state Equalization Aid has looked like for Jefferson and you can see from 2017 2018 it was around 12 million 600 000 the estimate for next year 23 24 is 12 million four hundred fifty seven thousand so overall the amount of money that we're receiving from the state in state aid has remained relatively flat and if you recall your tax levy or your Revenue limit equals your tax levy plus your equalized date okay in that 2324 budget that you received last week there were some Revenue uh assumptions that were made first of all you're seeing six
009hundred thirteen thousand nine hundred sixty six dollars of federal Esser funds um and those will run out come September of 2024. the revenue limit per pupil increase is three hundred and twenty five dollars so that's a positive for us except uh we are in declining enrollment and because we're in declining enrollment we have a whole harmless exemption which actually reduces the impact of that 325 dollars per student uh the state Equalization Aid increased 2.27 from last year but remember that previous slide it's relatively flat and a total general fund revenue of 26 million fifty four thousand nine hundred eighty one dollars and a General Revenue fund decreased from last year of 5.3 percent uh again some general expenditure information the 2324 proposed general fund budget for fun 10 that's our general fund 27 million 375
010043 dollars the 2324 proposed special education fund that's fund 27 has a budget of four million one hundred and two thousand seven hundred and ninety eight dollars so what does the district spend our funds on sorry about that let me click here um most of it 20 million dollars is especially General and special education fund uh funding for staff salaries and for benefits okay so a large large chunk is spent on salaries and benefits some other major areas of General funding uh special education the net costs that's the transfer that we have to make from the general fund into fund 27 2.7 million building in the grounds and that's including utilities 1.4 million uh you can see building allocations there at 544 674 000 on student transportation um let's take a look instructional Computing 395
011000 District projects 529 thousand uh and insurance obviously 345 000. we have some debt at Jefferson um we have a one two three four five six different um Bond areas where we have debt taken out uh and you can see on there uh where our total indebtedness right now is 54 million dollars 469 000 and that's with the three uh 34 million dollar referendum that was passed last November uh a couple of questions that came up Tom asked me some questions uh and one of the questions that he asked me was why do we have a uh that one high school um project at an interest rate of 5.3 percent and then um the second High School the phase one there at 3.5 to 4 interest those interest rates seem a little high why didn't
012we refinance those and so I I went back and I chatted with our financial people at Bed who gave me this answer uh the 5.3 percent at the high school were stimulus bonds uh which means that we're receiving some money back from those and our actual net uh interest rate on those comes out to be 0.3 percent so that's pretty pretty spectacular uh the phase one uh which is currently at 3.5 to 4 percent uh is cannot be prepaid until March 1st of 2025 which is why we cannot refinance that now however um Baird is going to continue to monitor so that once we can refinance if the opportunity comes up we will take advantage of it foreign 46 our long-term capital Improvement fund has a beginning balance in seven uh on July 1st of
0132022 of 2.634 million 22-23 earnings were 43 withdrawals were zero and an ending balance uh and 6 30 of 2023 of 2.678 million this is another area that Tom asked me about when he was looking at the budget numbers and said hey why is there a big difference in this area and what he was noticing on there was the lack of a transfer to fund 46 which is what we decided about a month ago so that we could help uh attack that budget deficit the first deposit was made on March 15th of 2018 in fund 46. fund 50 is our food service fund this year we're proposing a budget of 1.5 million the beginning fund balance uh on 7-1 was 702 356 and that we're proposing an ending fund balance of 461 555. uh this
014is another area that I received some some questions on and a couple of reasons here um we are spending more money on food as food prices go up which is one reason why you see that the other reason is if you have too much money in that fund balance DPI likes to make sure that you have a plan and are following that plan as to how you're keeping that fund balance down and so in this case we'll be spending some money on some kitchen upgrades as part of the referendum project and and uh and I know Kevin is also looking at purchasing some new lunchroom tables for I believe the high school so it is a self-supporting fund which means that no local tax levy is impacted 73 is the other post-employment benefit the opeb
015it had a beginning balance on seven one of 430 000 there was a 355 000 uh dollar contribution along with earnings there was 333 000 worth of withdrawals for an ending fund balance on 6 30 of 2023 uh of 452 000. fund 80 is the community service fund uh and this proposed Levy includes transportation to community events such as parades fifth grade basketball Middle School athletics custodial fees directly allocated to facility use uh events and lifeguards and the proposed tax levy for fund 80 will be 66 972 dollars so again if you recall that your Revenue limit is your tax levy plus your equalized Aid this is a representation of the tax levy history for Jefferson and you'll notice um that started to increase and then you'll see this year a bit of a decrease
016it's down a little bit from 14 million uh two to 13 million four is what we're estimating and that's partially due to an increase in the equalized aid right okay the other area we need to talk about is equalized value history and you can see there's a trend line there it's kind of hard to see but that trend line is going up and each year uh as the property values increase you're seeing that mill rate decrease because it's a higher uh higher equalized property value this year uh 9.97 increase in equalized property values so something to keep in mind an equalized property value increase means a decrease in the mill rate which is good right except the property values went up so even though the mill rate decreases you're probably paying something similar to what
017you were last year and then here's an example of the Miller rate history over the past um past few years and you can see that that like I said that mill rate has been dropping and that mill rate is dropping partially to due to the fact that the equalized property values have increased okay when will the budget really be finalized um we are not finalizing anything tonight you will adopt to or vote to adopt the budget but we still have to do our third Friday pupil count uh the district's equalized property values will be finalized around October 1st and then we will actually get what our equalized Aid amount is on October 15th and then between October 15th and October 23rd I will be frantically trying to make sure our numbers look good and then
018uh on the evening of October 23rd we will actually vote to adopt the the finalized budget for 23.24. um before I say do you have questions let me answer a few questions um Tom sent me a great um a great list of questions today uh and what he saw was he noticed in the proposed budget there were some areas where um if if you look at the packet that you received there's three columns there one is the audited information from two years ago one is the unaudited information from last year and then one is the the proposed budget for this year something to keep in mind those first two columns are your um actuals that were spent and the third column is the proposed budget for next year um but just an example uh there
019was a uh on page 15 Source 800 and Source 900 it seemed to be much lower for revenues for uh this proposed budget year than it was the previous two years and so like I said to Tom earlier tonight uh you know you I continue to learn this budget and Tom did a great job of educating me on it today I had to look up some information and see so the answer to Tom's questionnaire was um that revenue is actually from insurance claims and refunds from last year so for example uh there was a large uh actual refund or or Insurance claim I should say from uh when the water main broke at East Elementary so I hope it's okay with all of you I did not budget for that for this year I'd like
020to try to avoid that so um but those are some of the examples um and then a couple of the other examples were um in the budget historically I went back and looked and there were some things that uh were not budgeted for but then there were some actual expenses that that came out of there so uh again keeping with history I we I did not put anything into those budgets because those are kind of unexpected another great example um was uh oh there was a lower uh budgeted uh for high cost special education Aid and and in part that's because we're not really sure what we're going to need yet that's kind of dependent upon student need and placement and we could have a student move in today that increases that budget or we
021could have someone leave tomorrow that decreases that budget so it's kind of that one's kind of a guess um another area that Tom asked me about was um the transition incentive Grant it's a source uh 690 for Revenue uh and that's something that's dependent upon some student interviews that happen during the month of September so again that's kind of a just a shot in the dark with the budget for that right now so I'll stop talking and let you all ask the questions how's that sound question I only had one I was just curious I think it was mentioned to us but I can't remember where it goes the interest on the referendum money in the amount of like 281 thousand dollars where does that go that's that stays in our fund 49 our capital
022projects which is um oh boy it's one of your earlier pages in there so you can see that and actually I should have put that in the slide and I kind of forgot about it didn't I um you'll see that it's a yellow I believe it's a yellow or yellow table on the budget packet and it'll say in their expected revenues and you're right there's two hundred and some thousand dollars there for projected interest on that money for this year uh where does it go it lives in fund 49 and eventually what we'll we will do with it is use it to find fill any potential shortfalls from um increased costs due to the referendum or things like that okay and then the other question I had was just looking at The Debt Service I
023I just happened to look at when things are um mature does that mean that then that money obviously no longer has to be contributed is that the way that so we're done with wrs next I mean yep in a year and a half ish okay so that means a lot money that we're no longer paying on that debt and that we'll be able to go back into our um our general fund or you know working with our financial advisors at Baird it may be an opportunity for us to to prepay some other debt or something like that okay okay but it is general fund money yes essentially yep for all of that Debt Service as it matures that's like thought of that can be thought of as helping offset the general fund yeah I mean
024some other funds yes it goes we pay for it through 438 38 in wrs I believe is fun38 um but we pay for that money from fund38 because when we receive money into the general fund we're then transferring it into fund38 to pay it off so yes the short answer is yes it will be um fun 10 money okay okay and I don't know if it matters if it's already printed it's so not a big deal but I noticed that on page nine of the actual 27-page document just that Fort Atkinson is spelled Ford Atkinson wow silly typo thank you huge Shield but thank you because it's it's a Google doc uh we in fact when I go back to my seat I will be changing that I don't want to upset Ford Atkinson so
025um and that that uh where it lists those school districts brought me to my last question that is just can you just help me understand how like two residents that supposedly have an address here does it really mean that every day of school they're going to West Allis and West Milwaukee but their address is within our district it could be uh they could also be doing something online um it just kind of depends um it could also be a situation where it's a you know primary residences with one parent and the other parent lives in West Allis it just it's kind of dependent upon the situation of the student okay it just seems very far so that's why I was kind of wondering okay all right thanks for addressing all the questions that I had
026just want to say that and I just had one more I just noticed uh it was slide slide 18 of your presentation tonight it said open enrollment cost us 1.9 million in that slide I'm just curious what what does that cost so so when people um when students enroll out so with that hundred and I'm sorry I gotta go back and look at that hold on um number 18 there we go so when when students enroll out uh we still have to pay for that for them when they're leaving so in this case uh if you go if you take a look at number 12 let me go and see if I can get back to it here um it's my take online um if you go back to number 12 we have a net
027gain of 101 students um so we're still paying 1.9 million uh in this case for students who are leaving our district but but we're bringing in um where are we at here there we go we're bringing in uh 800 or proposed to bring in 851 000 more than that 1.9 million that we're we're expending does that make sense yes yes so so when you talk about the money that we're gaining from open enrollment um you still have money that goes out and then you have money that goes in and then the difference in this case is the 851 000. okay thank you and in some districts that number is negative so like that's a positive and you said just to tackle on that it's actually greater than that amount because of the per pupils yeah
028does the state increase the per pupil um for and they split it this year it used to be just a flat you were your per pupil for non-special Ed or per pupil for special education now they've increased it to your per pupil is and this is this is in that budget document I wrote it down it's 9 000 something for elementary students and ten thousand something for high school students and then almost I believe 15 000 for special education so when we're doing this again the end of October I will actually tell you what those numbers are right anyone in the audience have any questions all right we can then uh thank you very much presentation and the answers we can now I believe close the budget hearing and reconvene into our regular board meeting
029thank you I don't have to do a vote for that all right and the first order of business in within the regular board meeting is the adoption of the 2324 budget as presented in the budget hearing is there a motion so moved second okay with the motion a second any further discussion right all those in favor of adopting the budget for 23.24 say aye yeah any opposed motion carries great we will move into the consent agenda and you will see that we will be approving the minutes from the August 14th there are no Employments uh two resignations a retirement presentation of claims and accounts as well as a very generous list of donations as a parliamentary procedure remember that any board member can have a or make a motion to take any aspect of the
030consent agenda and move it out and vote on it separately or if there are if there are no wishes to do that we can certainly pass it in one single motion so knowing that is there any board member that would like any part of the consent agenda taken out and voted on separately hearing none are there any questions regarding the consent agenda okay uh is there a motion to approve the consent agenda as presented second okay with a motion and a second all those in favor say aye aye any opposed okay motion carries that is approved I will read into the record the list of donations and okay sorry we have a donor individual Mark Kurtz with a monetary donation for a new tarp for the baseball field JHS being the recipient as a value
031of 375 dollars we have integrity ATA Martial Arts with a monetary donation to the Middle School in the amount of a hundred dollars we have Walmart of Jefferson for in-kind items uh they donated some plants seeds pots and soil for the summer school Greenhouse the district being the recipient in the amount of two thousand dollars we have Pancho's Fresh Market gave a monetary donation to Jefferson baseball um with the high school being the recipient 450 dollars in memory of Edward slotton a monetary donation was given to the Jefferson football program the high school being the recipient and in the amount of four thousand dollars Jefferson football fundraiser had a number of sponsors that ended with a monetary donation I I will read these they did have a lot of golf outing whole sponsors easy promotions
032Jen mcadow New York Life Fidelity Land Title Griffin Auto heronstown Inn 1062 bar Petty coughlin's Pub area dental clinic Kiwanis Club of Jefferson two guys trimming Legacy Motors wadles Roofing Kindle Packaging Corp and Jefferson Rotary Club the Olsen Gibson funeral home gearman construction Miller and ansay Vinnie's Rock Bottom Servpro of Jefferson County Minogue Law Office Jason Salerno in memory of Jax and clicka's rock and bowl and all of those donors and sponsors were in the amount of two thousand six hundred dollars we had an individual Joel Bilo gave a monetary donation for our golf program the high school being a recipient in the amount of a thousand dollars and I am unsure of exactly what this acronym stands for but j e a b c gave all monetary donation for spring concessions donations boys girls
033soccer track volleyball wrestling and cross country the high school being the recipient in the amount of one thousand two hundred and seven dollars and fifty cents again jeabc gave a monetary donation to pay for State baseball shirts uh the high school being the recipient you know in the amount of 2000 or I'm sorry 250 TNS bus Incorporated gave a monetary donation gogurt's give back monetary donation for technology and needed supplies Sullivan being the recipient in the amount of 494 dollars and Allison Stark gave in-kind items Crayola classroom sets of crayons markers and colored pencils West being the recipient and the amount being 55 and we did have an anonymous donation monetary donation for second grade literacy materials at West Elementary in the amount of four thousand dollars this month that brings us to a total
034of Sixteen thousand five hundred and thirty one dollars and fifty cents with our year to date our year-to-date amount being 18 a hundred and nine dollars and fifty nine cents and I just want to make sure it's in there that that actually represents the Jefferson Eagle athletic booster club sorry I should know that but I just didn't know it off the top of my head so I really appreciate all of the donations I do the board does the district does this certainly um there is a lot of things that um that we have given to the district and donated and sponsored so we really appreciate that and sometimes it's a lot of repeats as well so a fair amount of businesses and things like that so all right thank you very much um I as
035a as a just general thing for the board members to know uh with regard to the consent agenda I did make a lot of inquiries and so I know it was probably uh you probably saw it in a weekly update just in regards to the West Elementary teacher um resigning and being closer to the beginning of the school year I I do feel like I would like to just let you know I had some deep concerns about the number of students in third grade that that was going to be two sections going down from three the Administration has you know made really good decisions I I don't question that I do want to tell you that I I just had reservations about classrooms uh especially in third grade as maybe you know around the nation
036third graders in general as a cohort are really struggling from covid having Pre-K and missing three to four months of that and their kindergarten year in many aspects being a lot of foundational educational material a lot of them were all online it's really hard for a five-year-old to learn through a computer not in our district we certainly had the four days and the one day virtual kind of thing on Fridays and so I just was concerned and I think the Administration has you know assured me that the ones especially at fifth grade being 24 and 24 in size that there will be adequate support to make sure that those kids are getting the achievement needs that they need and the extra support that they need and you probably saw that in the um weekly update
037but that's where that came from if you were wondering why why we got data or why there were questions or things answered in the weekly update I just wanted to let you know that that essentially came from some inquiry on my part but all right as a regular order of business we do have public comment and so the board recognizes the value of that and is there anyone here that would like to address the board in public comment that's not what we're doing though right yeah yeah oh okay I just didn't know that we had the public comment policy attached so all right is there anyone that would like to address the board no okay the new policy with Neola okay all right we will move into reports um seven being the superintendent's report I
038want to remind everyone that the region 12 wasb fall meeting will take place October 12th that's at Sun Prairie West High School and I'm excited to see that um facility so if you're interested please contact me or even better contact Mr Schmidt and there is a pre-regional workshop it's about school board member responsibilities it does start at 4 30 it runs from 4 30 to 6 p.m so if you're interested in that you can do that and then the regular meeting takes place at 6 PM if you've never been to one of those before it's it's nice it's recognitions it's kind of uh a little bit illegal a little bit of updated what's going around the state it's a good learning experience and of course the District page for that if you're interested in attending
039so let us know the other thing is I like to point out the policy perspectives that you probably received in the mail the one allows board members to serve as volunteer bus drivers which don't have to volunteer here because DTC is hiring so uh this is this is something that Scott Johnson actually worked on he's our local representative so that was one of them and then the other policy perspective talks about some things uh that the state has passed one is the administration of uh epinephrine by staff and students so there's some changes there we need to be aware of and then also the training module is updated for identification and mandatory reporting of child abuse and neglect and I'm happy to report in Jefferson we use Talent Ed every year with our employees so
040they can take those trainings a lot of them are videos that you watch by the DPI and then take a small quiz at the end of it to make sure that you understand the information and then we have a record of that to make sure that everyone is is watching the annual updates it's one of the fun things about coming back to school every year so if you have any questions please let me know otherwise it's my report Bill how soon do you need to know if people are able to go to the was B regional meeting okay all right our second report will be from Lisa um giving us District bullying prevention leadership team meeting kind of update hi um okay so I just wanted to start off by saying that uh Kathy evolved
041did an amazing job putting together this uh this group and the information that she had was invaluable she created um open dialogue everybody um Dove deep knows some of the district's practices saw where some of the feelings are some ways that we could improve um one of the greatest exercises I think that she put together was called the start stop and continue slash reflection so you would want to start doing things that we haven't done before in the district some of those things that we came as a group and decided on would be consistent communication formal letters regarding bullying investigation basically just you know bringing the parents more into the communication aspect since there were many parents that felt that that was a lack of um peer-to-peer support professional development with staff was a big
042one things that we can stop doing well actually let me go back for um who was actually all in this so it was a diverse demographic we had Parents we had teachers we had psych School psychologists we had support staff from the administration level Vice principals we had uh student we even had a student that came to give her perspective and her experiences and so coming all together and bringing all this information this is the kind of stuff that we discussed and came up with so things that we can start doing things that we maybe can stop doing as a group we collectively decided that there was inconsistent incorporation and implementation there was concern about the investigation process itself if it was just one person or team handling it and how does that go and
043is it consistent across all the different schools in our district um and then a black and white approach and um there actually really wasn't a whole lot on the stop uh as far as things that we shouldn't be doing most of it is things that we can continue to do or even improve upon and some of the things we can continue to do on is providing a safe environment um for students so they can report reporting procedures with something that was delved into big time there's going to be new forms laid out there and a universal anti-bullying curriculum positive behavioral interventions and supports in place proactive circles was a very favorite idea encouraging diversity equity and inclusion peer leadership we had a lot of positives with like the launch Bunch group and the different peer-to-peer
044groups with that the biggest thing I think that is going to help this and that the group came up with and with the guidance of Kathy was the bully prevention team each school will have a bully prevention team with professional development which will include the principal the AP and pupil services and I believe even a teacher or two and they're going to get very detailed education on how to Target and see Gateway behaviors and then they'll work as a team to do the investigative process which is detailed out great I wish I had a handout for you guys all then on what she came up with with that um and then they'll be able to instruct teachers themselves with the stuff that they learn and then empower the teachers to keep a look out in
045the classrooms um and it was also talked about specifically in elementary schools catching them when they're young so then that way they're trained in in what is appropriate and what is not as they move forward so this will be something that we don't just see results on now it's going to be something we're going to see results for decades to come as these children go through these new processes and learn the new behaviors that are appropriate and what's not and what the discipline levels are with that and they'll just kind of keep gaining and we're just going to get better and better with that um the partnering with the schools ptos for speakers and assemblies was also another really great idea just to put more of an awareness out there and it was really great
046to last meeting to see the at-risk program presentation she put out because it just fell in line and you can see the passion that she has for this so it was very exciting to be a part of and something that we did discuss was your feelings about everything and it went from everything from being positive to being even you know a little bit not intimidated but hopeful um worried that you know there wouldn't be stuff addressed and it got addressed and it was just a great conversation a great group to work with and I'm very glad to be a part of it we will be reconvening at the end of the first semester to review implementation and data on that and when that does come through I'd be more than happy to give another report
047and show you the progress that this team has put together anyway thank you any questions well thank you and thanks for participating and presenting it it's awesome all right and we will move into the third report the summer Leadership Institute and Georgia was just going to go over a few more things um in addition to the other meeting so what I'm going to go into kind of tags along with what uh Lisa just shared um the the subject matter was the power of proactive and preventative emotional well-being skill development was the class um I just kind of went through and pinpointed different slides I think it's important to maybe share some some statistics first going to kind of like the middle part the what what how it affects the children and then the end which
048is what we can do to make the change um what I will say with making the changes it was a large group discussion on different ideas but ultimately there was one thing that they really hit on and it was two counselors that were providing this um this class to us so that might make sense to the result then when we get to it um but first of all the the statistics I wanted to give was mental health in U.S female teenagers um 57 of the female teenagers are persistently sad 30 percent considered suicide 24 planned suicide and 13 attempted suicide and that's teenage girls across the bar the next slide that they showed us was us teens with major depression so percentage of the US teens with major depression it shows that um since 2004
049to this chart goes to 2020. there has been 145 percent increase with girls and then there's been a 161 percent increase with boys which I found um that cut that stack kind of put me over a little bit because it seems like um girls are the ones that are mostly talked about um what I also want to clarify in regards to this chart is from 2019 because this only goes to 2020. so 2019 to now what the counselor shared is that it's like literally gone straight up so we know that covet has impact our our children greatly um with depression and all those negative feelings another stat was U.S teens admitted to hospitals for non-fatal self-harm self-harm can go from all kinds of things to cutting to using erasers to pulling hair to there's there's
050there was just a bunch of examples they gave that I wouldn't even have thought of um 188 increase in girls and that is from 2004 to 2020 and there was a 48 increase for boys so again those statistics were quite alarming and ones that really stood out to me um then they went into social media a little bit and this was an Avenue that I personally didn't even think of until they started providing us more education um they said as counselors the most common question parents ask is is social media safe for my kids the answer is that we don't have enough evidence to say it's safe and in fact there is growing evidence that social media use is associated with harm to Young people's mental health um The Bullying was brought up quite a
051bit especially with social media and it wasn't so much direct but um as indirect when you're watching The Tick Tock videos or SnapChat those types of things children are exposed to harmful content on social media ranging from violent and sexual content to bowling and harassment and far and for too many children social media use is compromising their sleep and valuable in-person time with family and friends um we are in the middle of a National Youth Mental Health crisis and I'm concerned that social media is an important driver of that crisis one that we must urgently address this was from the U.S Surgeon General um then they gave us some more statistics on smartphone usage which again these were things that just kind of jumped out to me um in 2005 the penetration rate of how
052many children had a smartphone was two percent of children this is in 2005 and 2016 it was 81 we are now in 2023 so you can only guesstimate that penetration is even higher if not 100 percent so that was something that really kind of alerted me to maybe having a little bit as a parent having a little bit more mindful eye on the smartphone because as much as there is um resources and wonderful apps out there for parent use um just can be damaging to our children um one thing that they said that I have to agree with emotional Wellness is not political or partisan Public Schools serve all students and are not allowed to discriminate and then the big question was how do we make sure all students are physically and psychologically safe in
053our buildings um I think basically Lisa's presentation kind of answers that question for our district there's a lot of steps being taken so that we can be a very healthy District um all in all it said they gave some of the positives so if things were to change the counseling programs were to be effective um what what you will see is you will see um an increase to graduation rates um you will see increased knowledge in math and reading third grade reading proficiency state test scores ACT scores students taking act and attendance rates um if it continues on the path what you will see is a suspension rates will increase discipline referrals will increase and bullying reports are going to increase one of the solutions was um they kept talking about ratios matter and in
054the Counseling World um ideally there should be one counselor for every 125 students now when you're dealing with budgets um and and people that is a really strong number but it's something that I think we should always keep in the Forefront of our mind is where our counselors are at and how many students were putting on them in addition to that social workers are the same 125 students per social worker and 150 students per sec um psychologist this I mean I I get it's with all careers that there is a deficiency but mental health has always had a severe deficiency with social workers case managers those types of things so the key is cross-training again which I believe our district has really embraced is cross-training so that we depend on our counselors but they also
055have the supports they need to address the situations that come forward um and then the last box is why does this make a difference for students in your District having staff with the education training knowledge and expertise is needed all three tiers to meet students needs it is critically important to have Universal skills as a foundation for tier two and three services the goal is to be proactive and preventative and that was the main takeaway from this class any questions yeah all right yeah I hear that over and over again um you know lots of parents have different philosophies about phones you know what age what not you know whether it's good bad what how much excess how much you know all those things so I certainly can see where there is going to be
056a lot of research coming out about all those different aspects um it's it's new It's relatively new in the our country's history so to speak when you go from two percent only 18 years ago of kids having a smartphone to pretty much you know yeah eight out of ten so yeah that that's going to be interesting as time goes on I think we have to figure out ways to to live with with some parameters so well thank you very much board members uh I'm I think she said questions so does anybody else have any questions Georgia okay thank you hey we are going to move into policy and Community engagement topics uh letter A being sdoj Health protocols and uh an update which will create a little bit of an action item so are you
057going to go over that the changes I would be happy to um so really important date was May 11 2023 that's the date that the World Health Organization or maybe was a codc or a combination uh determined that the pandemic ended of course covet still uh communicable disease of concern just like influenza and RSV but it changed some of the requirements slash recommendations from Health departments Etc so you can see two examples there and I worked with our nurses on this and also and actually Jen kolaska as well so this is an important document it's when to keep your kids home from school because we want to make sure that parents are responsible of course we want great attendance but we also want kid parents to keep their children home when they are infectious so
058we can prevent outbreaks Etc and you've probably seen in the news you know some of the things across the country would have happened with the kind of the trifecta that you're getting nowadays with uh with strep and influenza and covet this one poor District had to deal with in Kentucky so you can see the first is our was our old slash current and then the only change is um adding covid to the communicable illness section so instead of for example it being its own area where your child can return to school after five days of isolation and being that language is out of date now the newer version lumps covet into a communicable disease and it gives some information around there making sure that the child is symptom-free and it's following along with the Department
059of Health Services guidelines that are current so to repeat kovitz still a thing but there's a different way of addressing it in these fall in line with the um with the current recommendations so what we do is we put this on our website it's actually a requirement to have something like this that goes with our Esser funds so it is an important document we're requesting that you update it at this time as recommended by our nurses and I'll pause for questions uh it looks like there's this Spanish language version is missing the communicable illnesses section okay okay all right good deal okay so I just had a few questions just because I work in a public place I hear chatter amongst the community members um with uh I I've been hearing Rumblings of a fear
060of a return to covet protocols and I assume that has to do with the proposed plan by President Biden that he's sending to Congress as far as the vaccinations with this new strain of covid that has been identified um so I guess I'm just wanting to like ease maybe some of the fears or questions because I couldn't really answer anything that was being talked about and uh with the covet being put with the communicable illnesses what does that do for if there is like a positive test does that then go to the DHS standards and they're still being in isolation period or um I know the old one we had the five-day masking when you came back and that is some verbiage that is not in this one now yeah so there there is an
061instance for example if you went to a test and went to the doctor the doctor could say you need to isolate for this amount of time but there's nothing in policy to require the five days of isolation like it used to be uh under our policies so it's much more under a doctor's orders now the same could be with influenza you could get a positive influenza tests and the doctors say don't go to school for the next 48 hours or whatever so it falls under that same lump of those other um those other illnesses perfect I just clarify so those that are tuning in or listening or the chatter it kind of allays some of those fears that we're not doing any surprise yeah you know and so I think this is a good change
062but yeah anytime you make that change it's like wait a second uh so that's why I wanted to make sure that we explained it correctly at least I think that's another thing it is hasn't changed and I think that it will probably likely not change but if you look under cough and congestion um it does you know again in multiple symptoms a lot of those cough congestion multiple symptoms are symptoms of other communicable illnesses so that's the other piece that they're kind of just like you know if you're not sure or just keep in mind if your child has these symptoms they may not be feeling well even if you haven't tested so I think they kind of covered some of that stuff but I think when in doubt yeah it's always good to you
063can certainly call and ask to speak to you know the school nurse or whoever it is and just say here's what I've got I don't you know I didn't take a test I don't know for sure and get recommendations um but you know that's in there I think that's always been kind of the case that you can use them as a resource too so yeah we're lucky to have two nurses they overlap on Wednesdays and uh lind's Aspen works on Mondays and Tuesdays and then Abby bear works on Thursdays and Fridays I think the key on on this document is that good old fever uh thing because that that's a pretty good indicator not a nurse but a pretty good indicator that you're contagious of something so fighting something now right any other questions regarding
064this okay so this is an action item it would be a motion to approve the updated or what in our uh packet here it says copy of the school district of Jefferson when to keep your student home from school protocols so is there a motion to approve that I moved to Pro approve the sdoj protocols when to keep your children at home from school revision hey second okay with the motion in a second any further discussion all those in favor say aye aye any opposed motion carries thank you thanks for putting that together we will move into policy review again there could be a potential but the this agenda item can be used as a kind of a first reading of the policies within the packet if there are some changes or anything that you
065see we certainly can take that up during this meeting but also if you wanted to have it included in a future meeting that's fine are there any questions or um things changes proposed changes for any of the policies that are listed in tonight's packet under what I forgot the number we're doing two thousands thank you um I found I was looking through the policies and and the use of audio visual materials as a policy in this 2000 section uh 2540. I noticed just looking through these that we had a very clear outline of MPAA ratings that's the movie ratings of what to show in the classroom what not when to ask questions and parent permission but what we don't have is any of the TV ratings there's a section I don't think it's quite as
066at least doing some reading it's I don't it seems to be well defined I don't know if it is controlled or is known as the movie ratings but it would just help alleviate questions I think if a teacher's wondering should I show this or not I think the same uh uh ratings we have of when to show when not when to ask questions could be I think fairly easily applied to it but it's just a gap in if they want to show a television program or a section of a television program and give some guidelines in what they can and cannot show so I just thought it might be worth trying to add that in or I don't know it just seemed like there was a gap there uh and of course it's a board
067decision but like one of the things I looked at we could add another column um and uh we could bring that to the board for the next meeting shows or whatever have a rating I don't remember watching and saying TV why like hey yeah I don't know if every so there is that always the category of unrated and at least one on the movie side of it you're not supposed to show those at all um I'm sure and maybe I don't know that could be a gray Zone with a TV because if it's some old clip from some old TV show or I'm thinking of more of like the science shows if they were going to show something from even the early 2000s or 90s that's relevant it's not going to be rated so I
068mean I don't know if there can be something put in there for discretion because there could be some good old science content that will not be rated and a lot of that you brought up a great word a lot of this does go to both teacher discretion when they have questions then their first sources to go to their building principle uh well of course the first thing you should do is look at the board policy and there's going to be gray areas there's going to be interpretation of it and that's why I think the MP AA rating is a good guide but we certainly could add the TV ratings as well and you know we want to make sure that number what I like about this policy is it's got to be directly related and
069reinforces the approved curriculum that's where you start and so you can make that argument about okay here's slim good body how's that how's that for dating everyone um you remember that and uh you know are you going to show that in health class or something like that okay I think the add-in column that would actually be a good way in doing it then you can group the different because there's a there's more TV ratings than movie ratings but I think you can group them into the or the existing groups so just procedurally um how do you want to do that I mean I feel like we should probably then if we're going to do that have some sort of board yeah procedurally uh if I guess what I would say is I'm getting consensus or
070Direction uh for being the administrative team to bring a sample back for a first read with a column in it we can prepare that for the next meeting and then it would simply be a year well it would be a first reading uh you could look at it and then the meeting after that could be adopted or not the good news is I don't think we're in any uh initial concern uh just the start of the school year with this and we did that it was a good catch because the administrative team did look at this and uh you know we did we actually compared and used some other District language to uh to come up with a policy this is one that I remember spending some time in an administrative team meeting I I
071think a first reading or at least something for us to to look at in discussion seems good um does any is anyone opposed to that okay I think that seems good I just didn't even know the TVs had a lot of reading so that's why it was wasn't sure how easy that would be but I think that seemed good are there any other policies I was just going to say I think the reason why is some of the cable shows will throw things that you wouldn't see on ABC or you know on on most of the prime time or whatever it is it seems to pop out a lot more on small kids programs I just keep seeing that symbol up in the corner with when my kids are younger and stuff so I just
072know they existed I just had to do a little research to see that there is kind of a standard out there that is comparable to the movies if you watched something on AMC you're going to see something that should be not not be shown in schools so basically all right other comments discussion regarding the policies in the 2000s okay all right great so thank you Tom for that suggestion and we will certainly move I'll look at that in the future thank you all right we will now this is as you'll see in the agenda it's not necessarily an action item by any means but I do think we've had a fair amount of conversations uh here and there sometimes I I have heard a few things and I know Dr Ernest we were trying to
073figure out the best way to go about really just having a discussion and maybe what we want to look further into or ideas it was even presented um Dr Ernst had mentioned it to the staff too that there are some you know there is a kind of a work in progress to be looking at that employee handbook for he literally said no cost or low cost items for retention and recruitment so to speak so these were a few um it looks like the list that's in our packet was put together by a few suggestions and then it looks like do you want to talk about the attachment and and any other ideas yeah I'd be happy to so this is just a brainstorming if you remember if you go back to the Nexus of this
074it was number one it's one of our Milestones it's under category or strategy four it's the second milestone talking about ways to attract and retain and uh then it was a board member request to put this on a future agenda and come up with some ideas so we do meet and confer with the JEA so I included some ideas that Diane Weber emailed to me so you can see those there as well and then I also included an idea that I that I thought was effective when I was in a or when I was a principal in another district and it's basically a low-cost low-cost uh addition just to make uh make sure that we're honoring people for their time it's something called earned release time again this these are brainstorming ideas there is there
075was the uh question or the ask for a sick Bank of some kind that can get a little messy so we need we need some um Messi's my word we need we need more more information on that and and to make sure if we were to go down that path we'd have to go slowly and make sure that we have that done correctly uh that's certainly something that I think would be nice to offer for people but you always have to make sure that it's you've got some Equity when you're doing things like that and uh and applying it um this well that's the equity piece you're playing it the same and doing it correctly in those situations when when tragedy strikes people so you see the the list of questions there if you'd like
076me to talk about the urine well I am going to talk about the earn release time example real quickly I have not shared this with the administrative team yet because this is about brainstorming uh but um for example if you are doing something above and beyond beyond and you're doing some work uh beyond the normal work hours you could be given an earn release time you could put that on your sheet and then the whole idea behind how you use that is you can only use that around non-direct student hours so here's an example let's say that you're a teacher and you have your prep period at the end of the day and you don't have any other meetings like a PLC meeting or something like that you could turn in your ERT sheet earn
077release sheet to leave at let's say the end of the day is uh uh 3 20 whatever you could leave at 2 45 and you're cashing in time that you use either staying for an after school meeting or another possibility is if you're subbing for someone um the office says would you like pay for this or would you like an ERT time and ERT I like time in ERT because I know that I have first period prep and I'm just gonna I have a quick uh you know blood draw I have to go somewhere and I'm going to cash in my time and then come late and work the whole day and it won't cost me any sick time so that's the low cost no cost benefit of ERT and um you know in a
078previous experience people a good chunk of time would choose ERT over being paid for a period to sub Because by the time you if you're a teacher by the time you get paid for that 45 or 90 minutes of subbing you may not you may not see a whole lot on your check so this is a low cost no cost option is to repeat this is the brainstorming piece but I thought I'd bring this example to us and to repeat I haven't run this by this whole idea by the administrative team uh first and I want to do that but it's example of some of the things that we can do in our employee handbook to be I like the word win-win if that's a win-win situation maybe it is and then you can see
079some of the other suggestions or requests that um that Diane shared with me though I want to stress something meet and confer is simply a conversation back and forth about what's going well and what systems could improve these are not things that are negotiated items uh after as of Act 10 there's only one thing that can be negotiated with the union and that is base pay for wages questions comments ideas I I notice some of these while looking like they don't have a whole lot of uh you know fiscal impact absolutely what I mean any more time off if somebody needs a sub that's more money that we gotta pay out for a sub for that day that kind of thing not that I'm against it but well we all know where I'm compromised to
080this whole discussion here but um but you know a lot of these things like an extra personal day like hey that'd be awesome to give out but it you know multiply that times one sub you know per staff person over the year and it it has a cost um uh the sick Bank thing uh where I work we do have a sick bank and um Charlie's right in I think in an ideal situation that's that sick Bank where you can voluntarily give up days is great um because people do run into situations where they need extra time off and don't have money coming in um it is also very difficult to donate time to somebody and then see on Facebook that they're sitting on a beach in Florida the next day sure so I and
081it can all be legitimate but you run into these situations where then it becomes super sticky about when is it appropriate to ask for that time what information should you share with people about why that time is needed and then you know and then what happens when when people are seen doing things they shouldn't be doing so uh the sick Bank thing is tough I know um but but I love the concept in general and I think there's a little bit of history in this District where it didn't work out years ago so I before my time but so just to make sure the board's aware of that as well it's not to say that it shouldn't be tried again but there is that that history in the past are there models of it that
082we could you know like you could take a look at to kind of see if you can form it so that you can avoid issues and make it most impactful they are Greg and I were talking about this something that he used in the previous District or something that we could copy and design and show to the board as far as a proposal is concerned and then um you know the main thing is setting those parameters in place and not making it a big headache for our payroll and our HR in the district office as well are there any Neola policy policies we can use to help look at guidelines I don't remember them when we saw the templates but what I what I would do what's nice about board docs is we would do
083a big search of sick bank and see what we can find out there and copying still good ideas from other districts okay it like Seth said it does have fiscal impact but they're one of the things I had wondered was doing an additional personal day or something like as a reward for um years of service uh in other words instead of you know they would obviously get that but you after five years the district you add it so like you're implementing it in steps as a means of also looking at longevity and and promotion that way so yes I understand it does have a fiscal impact but I also think turnover um has a huge fiscal impact as well so certainly balancing the two so I think that that was something in my mind I
084thought if that could be looked at as you know something it has also been talked about again it might not be a ton but whether it's not added to the salary but it's an additional um bonus thing for years of service if you are here for five and then here for ten or you know that it's not necessarily added in as a percentage but it's some type of monetary thing again that was just an idea I had um and I all I often hear this what was presented I think um from Miss um Weinheimer and Weber is the piece about uh having that additional you know like an additional time or an additional personal day and I think with some parameters that was one of the ideas I didn't think was necessarily A Bad Thing
085um I am not sure uh what what other ideas you all if any of you can think of ones from your job I just feel like sometimes it's the creativity part that I mean I certainly struggle with but if there are other pieces that people can think of for retention and recruitment I think adding to the list uh what you just said Terry is excellent idea I didn't even think of it but a lot of employers outside of teaching do ad vacation per four anniversaries um and I don't know if one year is too little but I know most employers I've worked for there's usually a five maybe a 10 or 15 and then I don't know beyond there maybe a 20 year of adding something for vacation time I think that's going to add
086to our list of things to consider and then maybe even the monetary bonus it's something we can throw in the mix of things to keep discussing no idea I'm just curious um fifth bullet point um more than 10 percent of the buildings out the personal days can be denied how often do buildings run into that 10 percent amount you know as you can imagine December around Christmas time on Fridays May towards the end of the year so yeah and and so there's two sides of this coin right people are using it they've earned it they should use it sometimes it does put hardships on the teachers that are in the building when there's a number of uh personal days so we limit that across the district uh there's then there are times when a employee
087will then say okay there's it's either a blackout day for a personal day or there's too many used up they'll uh they can email me directly with the reason why they use it and then we consider it for approval or not and what my typical what I usually do is I call the principal and say hey here's the music situation what does it look like can we can we make it work and the principles are they get big hurts and smart brains and they they make it work but it does it does tax are the people that are working sometimes so that's the two sides to that coin from personal experience the district does try to give people the time off when they request it it's pretty obvious they're trying but do you have any
088other other ideas and that's that was to Diane that the list there that's the bullet points um was those were their list generated ideas from the staff um I again these are all like they do end up being sometimes monetary things but the other uh thing I thought about as far as retention it could be that um we contribute a different amount again based on years of service into an HSA or an HRA or something like that based on yours of service your contribution or the contribution you put towards that employee's account to use might be a little different if they've been here for a certain amount of you know years or time I have no idea this is just ideas um the legality of it is obviously needs to be looked at but I
089thought of that and and or um I believe we contribute to their uh pension already so to speak but I was also thinking of that long-term contribution in some way shape or form that you you do as well um we do somewhat of a silly thing but we do nomination by staff of just within a building or a home um an employee of the month and then they um you know pick some sort of small treat or something that they want for the building or something like that with the staff nominates another staff or whoever gets the most votes is another piece just reward wise that we do so I think it's helpful to hear from the board do you want an ongoing discussion of this or is it more of an annoyance to have
090this you know in our public meeting and you'd rather just if you think of ideas to just email Dr Ernest kind of thing as the months go on or do I mean should we have these ideas come up for brainstorming on a you know a regular basis or if it doesn't show up here I'll forget about it okay and the ongoing will help create maybe other thoughts or ideas ideas okay if there's things that I different perspective from ideas that I thought were great and then you kind of see like other points of views and see where maybe that is not feasible my one request I want I want to work smarter and harder so if you give me two or three things to try to develop uh more of a rough draft on that
091would be helpful for us in our time as well and I do think we should put a little bit of a pause on this until we have the career ladder set for 23 24 so there's no co-mingling so do you have the direction at this point of the things to look into so that I want a little bit more clarity but I'm I'm hearing to explore the sick Bank possibility yep my personal bias is to explore the earn release time a little bit more and share with the at the administrative staff um there's two things and then down the road look at what a cost would be for a personal day uh at a different level I heard different levels of time yep okay is that fair you say those three things I think so
092yep all right Katie yep Katie's doing it okay I was just checking to see if she's here okay we're gonna move into curriculum instruction and staff development and Katie's going to go over the thousands of hours it looks like of Summer curriculum work that was done yeah I should have added it up that I did not do that that would have been a great idea I can get that number two actually I have that um so the first page is actually listed as professional learning um so a lot of centered around Avid um getting additional staff trained in order for Avid elective to run it 11th grade and seventh grade as those are our new add-on grades this year in addition at the high school to think about um and to teach Avid elective you
093need year one and year two of training so it's not just a one year so like Michelle or excuse me Kelly Traver took it last year but she needed year two this year and then the administrative team attended sale we've talked about that as to our strategic planning problem solving developing 100-day plans in order to implement action items for our strategic plan throughout the school year the second page is listing the building gold meetings they were all held on August 14th and those are all the staff members that attended those meetings and the purpose of those meetings is for staff to look at their data exclusively at their schools or their levels aligned within the Strategic plan work that we have and develop very varying goals both in academic and SEL within their building of
094areas of improvement then the last I don't know how many pages are all around the summer curriculum projects that um occurred Kathy had a number of projects wrong compassion resilience restorative practices um we kicked off our SEL curriculum review and then I had a number of projects in um the different department areas aligned to things that are going on not only with our seven year curricular cycle so math 612 kicked off their cycle this summer and so they're starting to we started in the summer by reviewing our data identifying strategies or standards that we felt we weren't hitting as strong how we can find or fine-tune what we're doing and then this school year we are looking at different curricular resources so whether we stay with what we currently have that's up in the air
095um we know that there's new resources out there that um maybe hits the standards in a different way applies different teaching strategies since the last time that they had adopted resources and that same thing is true for SEL so we'll be going through that process and now meeting monthly throughout the school year those different groups in addition we just had some other things that needed to get done math interventionists and reading interventions worked on their intervention websites to continue to build our tier three or tier two interventions as that is something that is written in within our strategic plan we had additional work within new courses that are happening at the high school or refinementing courses science was finishing up their curricular review so you'll see work on there um yeah a lot of stuff
096was done from June until the start of school any questions thank you for putting this all together and thank you to all of them I know it's often said that teachers have off during the summer and a lot of them are committing a lot of time and hours for sure during the summer months so certainly thank you to them it does make it run much more smoothly and gives the kids much more student achievement as you know willing that people are willing to work on this stuff over the summer so that's very helpful thank you was there anything uh that you wanted to get done that you couldn't you just didn't have time for maybe that's a bad question but I mean this is a very comprehensive list what was there stuff that you set
097out to have to try and do but you couldn't find the people or the time um so Middle School PE um didn't get done what we initially had planned something came up on the day that we had scheduled and then there was trying to get the people that needed to be there and we only had a few weeks to look at didn't happen so I just actually emailed them today we're going to set up a meeting and they had a plan to finish the work during the school year [Music] um other than that I think we had a really dedicated staff as and not saying Middle School PE wasn't it just was a scheduling conflict um we had a dedicated staff that came in and put a lot of hours in um to support the
098growth of our curriculum and implementation of best practices um I I was super pleased with the connections that we had with our strategic plan to continue moving the different sections along so that was great any other questions okay thank you very much all right we are on to suggested future agenda topics do any board members have any other future agenda topics that they would like to have considered okay will come up with some stuff I don't have any announcements other than thank you to the team um and you know the participation in the district I was able to join on the Thursday and certainly thank you to the board members who were able to come last Monday to welcome the new teachers and and staff uh the speaker Joe was uh very good and engaging
