We appreciate you attending as always Review the board norms who would like to take the lead on that I could do that Begin meetings on time do your homework before meetings be professional discuss the ideas not the person Be clear and concise seek first to understand support decisions praise the positives Thank You mr. Wendling at this time I would seek a Motion for approval of the agenda consent agenda with identification of items be taken off the consent agenda for discussion and or Separate action so move by mr. By check. I will second that a Discussion are they need to be removed. We'll vote mr. By check Yes, I will say yes, miss Willie Miss doll. Yes, mr. Johannes. Yes,

mr. Wendling. Yes, mr. Lee. Yes, we have an agenda Gifts to the district. Mr. Johannes. Could you share this place? I'd be happy to monetary donations to the angel fund from the following people and businesses Our angel fund is the fund that the district uses to help students and families who I guess you could say could not afford some Of the necessities whether it be food and clothing So some of those donations that came in this month include $400 from Michael and Kathleen Pritzel $500 from Kim and Faye Henning $500 from st. Thomas the Apostle community Catholic just gonna guess church $100 from an anonymous turn donor $400 from Tori El Heinemann Memorial Fund $100 from Randall and Sandra Yashen $150 from Arlen Reitlich Retlik $250 from Cress LLP $200 from Nancy Zimmerman $300 from

Dale and Bev Heinen $100 from an anonymous donor the district also received 2029 $2029 donation to replace the remote control receiver of the North basketball hoop at the high school from the Kiel area basketball association or Kaba So once again, we cannot say thank you enough for all the support from our community to help our students and families Thank You. Mr. Johannes truly remarkable when we put out the call that angel fund was getting a little bit low We had a few trickle in last month, but this month Wow Really really neat and they keep coming in a couple every day. It seems it's great Community feedback. I did not see any Mackenzie. Did you? Know it no forms this month Again, there's one posted online. I think correct. Tell me something good. Who'd like

to take the lead? All of our freshmen sophomore and junior students took their pre-act secure and ACT last Wednesday We had a lot of good energy in the building and very positive Messages back from students and then we're actually going to be surveying students later this week To get some more information from them about what they thought went well and what we can do to continue supporting them and future students I Have one of course. I just want to do a shout out to the Kiel education endowment fund If you've noticed on Facebook the district does post different ways that the fund assists us with supporting learning and all different grade levels of this district and everything from Things that help the Salinas kindergartners learn about chicks and hatching chicks the equipment needed for that

things for our sensory room a Whole bunch of bikes for the fire department at Salinas to help little kids learn how to ride bike things for the theater program, it's just Unbelievable the amount of support that we get from the Kiel education endowment fund for our students and I just wanted to give them a shout out and Let everyone know. Hey, they're always accepting donations, too Any further? Yeah, so I would just like to comment also on the angel fund donations You know just a simple reach out to businesses and the community has already brought forth thousands of dollars to assist with as Tony said Families students that are in you know sort of short-term need and we're you know picking them up and helping them out and then and everybody Will be fed in

this community. So and of course within the walls of these schools, so Thank you to everyone that's donated or considering donating. It will go right to the right to the students and right to their families much appreciated last Friday Eighth graders did a physics fair for members of the school And it was really cool to see the eighth graders Have some passion projects that they're interested. Is your mic on for sure? Yep, okay closer. Okay Passion projects they got to do for things that they're very interested in and then they taught The younger kids in the school, which was really cool. It was very well run by mr. Schwantz this We are in the middle of forward testing right now. That is a pretty big deal for our school I can proud I'm proud to

say that We everyone's been taking it very seriously so far. We've had very very few problems other than some technique technology glitches here and there And then last Friday, we also had an activity night when we had a nice crowd of students at at school after school, so Recently we recognize for right over the month confidence recognize 22 students for showing an exhibiting confidence Throughout the month so that's always a fun thing to do and then we also had our no screens week So that's a big deal nowadays for young kids. We know when Dan was in school There was still black and white TV, so it wasn't a big deal But nowadays kids have handhelds and all that good stuff So that is a huge thing and they had a blast we had a

bingo night we had pizza night we had Mast reader night that was a fun event and culminates with a dance. So that's a big deal for the kids They did a great job. I just want to give a shout out to the staff at the middle school. I got the honor of talking about taxes and And Choosing good housing on their game of life day that they host for the eighth graders Megan Kautzer puts that together along with a lot of the other teachers on that team It's just amazing and I all I love signing up for it every year To help with that. That was super super fun, and I have to give a shout out to a keel alumni I Derek Owen our program leaders youngest and He is off to the University

of Iowa to pursue a PhD in the fall But in the meantime, he has been doing great service not just to our school, but also to KHS Helping proctor a CT did all the training He's gonna be subbing with us soon and He just he's been amazing with all of the kids and was super excited to give back to his old school So we're very grateful for him This month I'm kind of reminded of a phrase my mom would use us frequently namely be careful of what you wish for Last month, I was excited that we were getting some questions because I think that's always better For people to share their concerns and for us to understand what is on their minds and naturally this month We have more questions So there are at least

four in particular. I wanted to to kind of come or compliment our comment on there we go I'll get the right phrase out there The first was a question related to when we were going to address our aging buildings and that is kind of the proverbial million-dollar question Obviously last year we attempted two different ways of addressing that based off of input we had received from our community Both of those showed that we were we were mistaken. That's not what our community wanted so most of our discussions right now are focused on how do we get back to square one and Kind of touch base with our community and have them help us prioritize what they see as our needs for it from a facility standpoint and Which of those needs they are willing to

support the second question I thought kind of ties into some of the struggles we had with the referendum because the question had to do with What our remaining debt is that is a question that we must have answered about a dozen times over the last couple years But obviously some members of our community Haven't gotten that information so There are three chunks of debt that the district still has one is from 2013 The others one has to do with the PAC and the athletic fields Those are coming due or will be paid off by 2039 And then the third one is the 840 Monday Which we have two more years of that and then that money is not available The 840 money is what we use to upkeep our buildings as we move forward The

third question had to interrupt you there. Yeah, and The community members voted for those correct correct as in the boards doing that the community member chose right decision Okay, all of those would be through referendums that our community. Sorry. I knew the answer to that question I just want to make sure that was very clear that this isn't the board borrowing money or some correct Yeah, the community important distinction, right? The third question had to do with open records requests Our own policies and state law require us to turn over information when it's requested within certain parameters I had not heard any questions related to that from outside this one community member for quite some time Especially since about a year and a half ago on our website We put up all of the correct

requests that were coming in and our community could see that and see the thousands of documents that we Have have turned over So obviously that is something that we are following our policy and state law I know our community can sometimes feel in the middle of well, they said yes They said no just kind of as a reminder to if someone feels Something like a school district is not obeying the open records request laws They can ask for what's called a writ of mandibus Either from having their own attorney or going to the district attorney This one community member has done both. So Obviously if he had received a writ we would be reading about that every single month. So there has been no such thing That has happened the fourth one has to do

with complaints again if The board receives a complaint our policies speak to exactly how we are going to handle that Last spring a community member sent us a list of demands is what they called it Our policies do not speak to what to do with a list of demands So we went through that and recognized that it actually was a complaint It was focused on a list of allegations against mr. Meyer So he recused himself and then as vice president it became my job to handle that complaint We invited the community member to speak to us and discuss the concerns The community member refused the board met twice to discuss those concerns and sent Our response to the community member the community member acknowledged receiving of that letter About a week or ten days later

the community member sent the same list of allegations This time called it a formal complaint. We looked at it again and said no, this is the same complaint that we already have addressed That chain of events has been communicated to that community member multiple times Most recently two weeks ago when he again raised the question of whether his complaint had been Handled so our policies again dictate how we handle these things We have followed those policies and that complaint was handled and the letter was sent to the community member Outlining exactly what our decision was any further mr. Johannes. That's my four. Thank you So I have four more. I figured let's finish them all up right away as long as you tackle those One of his questions was oh Why did you not deal

with a scandal of a parent shared their opinion with the board? Pretty hypocritical statement. We hear from all kinds of parents all kinds of times and literally a Parent can share their opinion with the board That's fine Next one is The school board unanimously spiked our taxes way up last year. Will you whack us again in 2026? I Did some a lot of checking on taxes. I spent a lot of time on tax and I learned an awful lot about taxes in 2021 They compared 2021 taxes to 2025 taxes on the specific property I believe he was talking about his property value went up approximately seventy seventy five percent from reassessments and The total tax was only up two point five percent on the school side of the taxes So in his property the taxes

went up twenty four dollars in five years Even though the property tax went up seventy five percent No one likes her taxes that go up some years. They go up some years They go down, but the good news for the Keele schools is At this point in time. We are by far the lowest taxes We have been at any time in any history anyone can find I think we're at six hundred five dollars per hundred Thousand this year. Does that sound about right Charles? For to mill rate this year. I might be off by a couple dollars. I apologize, but going back to 1992 The tax rate was one thousand seven hundred ninety six dollars per hundred thousand So we're approximately a third of the what the taxes would have been way back then So

telling something positive to the district. We definitely Are in a situation right now where the property taxpayers are paying a much lower rate than any time in history Sometimes taxes go up some years. Sometimes they go down, but overall we've been in a Major decline for tax rates in the killer school district the next one was a question about a House working with a group to just dress racism and harassment. I apologize I didn't fully dig into our policy But I will make this statement the killer school district is committed committed to an environment free from racism and harassment of any form Period this port stands behind it the leadership of this district stands behind it and our community stands behind that Well, I just make that very clear and that's a good place to

be It's a very good place to believe and the other concern was Complaint about a complaint about a complaint basically went back to mr. Johannes's complaint Not sure how to answer that question should we Spend meetings every month where where someone is complaining about the same thing over and over Basically complain about the complaint that he had with the complaint the school board has chosen not to Bog ourselves down and the things that have gotten us nowhere six years We are talking about things that happened four or five six years ago. We've moved beyond that We are going to work in the best interest of students and that's what this board is committed to and that's a good news here Today we're moving on So what the open request record does that cost us money

when somebody does that or does that cost the other person money? I mean, do we have to pay for it? So is that something one of the forum about right now or is that something for maybe a future meeting? It's both Todd. Okay All right, it depends on the severity the length how much research we have to do it into that and so Okay, and if it has to be redacted no matter what we pay for the redacting That always comes out of our own pocket And and I didn't get criticized for not Sharing some of you know answers to these questions I feel like we've answered all these questions a hundred times or a thousand times already. So we're moving forward Anything else? Next we have business items academics success preliminary staffing plan dr.

Ebert and mr. Octor will present the preliminary staffing plan for the 2026 27 school year And this is something we've we've Been pretty diligent about the past what eight years nine years since I joined the school board while making sure we're looking to the future and Trying to predict what our funding is going to be as well as what our expenses are gonna be moving forward using data Well said Dan as a board Dan I'll ask you the question are in the last number of years You've just sort of taken in the plan and then ask questions over the next few weeks leading up into the final approval Which I think is the April 20th meeting you can certainly do it either way You can have it that way again Dan where there isn't a

bunch of questions back and forth or it as a board you can ask Questions it can we let's establish that now if we could Dan. Is that all right? My mindset goes to if it's a short question, that's great The short questions lead to long questions, which we lead to longer questions. That's why I am what does the rest of the board think? Let's just take it all in there's a lot of information We'll roll with that. Is everyone good with that If there's some if there's something you aren't clear on certainly ask the question And for all of us every year is a learning process whether it's your first year on the board or your Nine and a half years on the board. This is learning process for everyone here every every year We

learn a little bit more and get a little better All right. I have some comments initially, but I'm not going to share them now I'll sort of embed them as Charles walks through the plan. So I'll turn it over to Charles doctor to walk through our preliminary staffing plan Okay, for those of you that have been on the board for some time now, this should look very familiar This is a format we've used since I've joined the team which was about seven years ago and we've as Mr. Meyer said it's it's a very useful tool to help make sure that we have Everything that is going to impact our budget from external sources as well as staffing moves We make internally so I bring that up because it's broken up into two sections The top

part is really more about those external impacts on either our revenue or Perhaps some expenditures things that we really don't have that much control of here But we'll either increase or reduce our revenue limit going forward The first one on the list. So these are all budget decreases So we call these bad guys when we're sitting around the table The first one is our 2005 2006 non-recurring exemption for declining enrollment and hold harmless roughly $245,000 This is the mechanism within the revenue limit calculation worksheet where when we have a three-year average of declining enrollment We get one year to fix it and then we know that next year our revenue limit will be reduced by that amount for declining enrollment The next line item not a big one $24,000 is just our increase in the

WS contribution rate that we're required to make as an employer and That is going up from six point nine five to seven point two in 2026 so we calculate that and put that number in there as well Next we have just a simple inflationary line. We calculate it based on Just what we spend from a consumable standpoint just to know that those things will be more expensive next year The next one is zero, but I left it on here because it's pretty significant We will not see an increase in our health and dental Plans this year in the premiums that not only the district covers but our staff as well. I believe This is perhaps the fourth year in the last five that we haven't seen an increase in premiums for our staff and I

Don't really pay attention To what is going on at other places? But the people that we hire to help us walk through this and three so that that's very rare right now So something we should be proud of the next line item We had a hole in our budget for the 20. This is for the 2526 school year that we needed to fill so we were able to get creative and use what we have Idea funding for special ed We get certain funding from the state to cover not all but some of the special ed costs We had a significant amount that we had been building up for carryover purposes Just in case something like this would happen and we had to use it this year The reasons it's on the list for next year's

staffing plan is because we won't have it next year and we have to account for that And then the last two line items Something that this board has asked Us to do is build in the actual raise to the staff not only from a salary increase Which is set at CPI of 2.63 this year But also the evaluation stipend amounts that our staff received for completing their evaluation cycle So we've already got the raise built in Moving on to the next section again. These are these are things that are impacting us Usually from an external source We didn't actually have a revenue limit increase in this year's State budget the amount you see there is from a line item veto from the previous two-year budget Where the governor was able to put a $325 per

pupil increase in for the next 400 years, I believe So that's what's in there. We did not see a low revenue ceiling increase And we did not see an increase in categorical aid. I know those are zeros, but I left them on there because it was Interesting to see how the the state budget came out in terms of how it impacts K through 12 education We do have one good guy on there and it's thanks to our online school We have seen an incredible amount of open enrollment in those programs during this school year So we took a look at the number and came up with a conservative estimate as to how many of those kids that we will Retain for next year that weren't included in our account for this year I know it's

a small number but every number adds up. So Before we even get so before we even get into staffing We are looking at a six hundred and forty two thousand dollar deficit that we have to make up within our staffing plan And that's just on things that happened has nothing to do with positions or cuts or reductions Okay, so moving on to the next section then now this bottom section is more about staffing positions Expenditures within the district that we can find savings on savings on Things that we only buy once every three years, which is the first line item on there we are Going through an adoption of a new Desmos math curriculum, so we need to purchase that curriculum for the next three years, I believe Six years. Okay, and that's not something

we buy every year so We have to account for that in our staffing plan. It's a hundred and four thousand dollars Mackenzie did a great job of getting that number down. I believe from an original estimate. So We are as you know, we are going to fold a 4k and one of the things that this board Learned was that we were going to be very careful about how many students we had in each classroom and The way that enrollment is looking right now It's it's looking really good and we might we need to add two new classrooms to account for all the students that are Going to be there. So that number represents not only two new Staff members, but also there's some money built in there to outfit those rooms as 4k rooms as

well The next line these are staff positions that are open. So either there was someone resigned Someone retired and we need to refill that position. So there's there's three positions there's a second grade at Salinas art at Salinas and then a high school math teacher and The way we do it is we have a blended method That I've sort of created where I take a look at the average of like fresh out of college You know a five-year vet a ten-year vet and then we also blend in the benefits as well to come up with an estimate Of what we think a new person coming in Obviously, we don't know what those salaries are at this point because they haven't been hired yet But we do a pretty good job of estimating it I think

one year we went and actually calculated it within like 10,000 bucks on hundreds of thousands of dollars of compensation next line item is So this one is going to be tied to one down below. So if you're confused, just let me get through it We basically had two voluntary reductions One was a school counselor and the other one was a special ed teacher So we're down almost a full position like 90% between the two contracts So in order to offer those services that those individuals were doing that have now taken a voluntary Decline in their contract we have to fill open position in Salinas. So this would be a new position So keep in mind when you're approving this at the next board meeting You're approving us to go and hire a new person and

we're looking to hire a school counselor to Keep those services that we were offering Two smaller items, but we're actually going to be looking at creating. We have a staff member who Got certified and and has a lot of good ideas and opportunities to Improve our cte offerings. So we're going to pay that staff member to be a cte coordinator We also have a unique opportunity to Have somebody be a mentor as part of our goal program and make sure that that program's success continues So smaller parts, but they all add up So those were all the budget needs so again bad guys not bad guys I don't like to use that word, but they're they're not saving the district any money, which is the next section this section has never been this large and

I think that's a testament to when we started working on this because we started this back in November and we've done a lot of Creative things to try to save as much money as we can within the district The first one off the bat is the easy one These are retirements and resignations. We had six positions And their total compensation is the seven hundred and thirteen thousand dollars that you see up there So that's coming off the books for next year Dr. Ebert got to meet with a bunch of his other soups and They went and looked at other ways the district uses their fund 80 Which is a community service project and we learned a lot of interesting things that there are some things that other districts are doing That we hadn't even considered

so there's going to be two items on the list today that I'm going to talk about the one item is Now that we've switched to full day 4k The way the revenue limit calculation works is we only get credit for a 60% of an FTE of a student for 4k even though we're Doing instruction for the whole day. So because the state doesn't fund it We're allowed to levy for it separately within fund 80 so that what you're looking at there is 40% of the total Compensation for the four individual staff Members that will be teaching 4k The next one is actually a reduction and you know, these are the hard decisions that the team has to make We try to do our best to look at it from the position and not the person

Right. What does this position bring to the district? And is it something that not necessarily can we live without but is it the most valuable thing that we have right now? The good news is a lot of the core items of the social worker position are going to be reassigned within current district staff So and then we also had a reduction of a high school science teacher And that one was strictly based on student enrollments there. There aren't enough sections being taught for three Three teachers to be in that department This one was a hard one as well, I know this was near and dear to dr Ebert, but we just with the boys and girls club. We are just not Experiencing of we're experiencing very low participation We've tried to move the needle. We've

tried some things with with the club. We just haven't gotten traction the one thing that dr. Ebert was concerned about was You know the kids that are attending right now even though it's a very small number what what are their options and Mr. Raminger suggested that those kids could Volunteer and go to full-circle care after school where they'd essentially be doing similar Activities that they're doing right now and they would also be working with the little young ones, too So there'll still be an opportunity place for them to go with similar activities But we don't see the program continuing at its current current rate so These two the next two are the ones I've already spoke about so we had one special ed teacher Voluntarily reduce their contract to 60% and then we also had

a counselor voluntarily reduce their contract to 50% And those are the values based on their total compensation The next one is is that second item I talked about with fund 80 we found out that many schools in our area Are classifying their middle school athletics as community athletics and it truly is We actually took over the youth football program, which was an external club that now the school manages None of these kids are required to attend our school to participate in these athletics Therefore if we can consider it a community service project and levy for it separately out of fund 80 Mackenzie took a look at our I ready services and Based on intervention services needed if we were able to reduce some of our costs that we pay for I ready services We're getting

into smaller items now, but still important. We did some good work with our provider of lawn services and snow plowing We took a look at those services and we're able to sort of negotiate a Reduction in cost by adjusting how often they plow and how often they cut Which is a good thing because we like their service, but we just need it a little bit there So that's the reduction we were able to work with them $25,000 since we are going to full day 4k We there's a bus route that we will not no longer need a noon route. So we're able to reduce that Same thing with plowing and lawn cutting. We were able to sit down with the company that does our cleans our middle school and our Elementary school and we were

able to negotiate a Reduction in those costs with with that service provider as well. And then This one this is another reduction Again, not an easy thing to do But we will be reducing the fitness center coordinator position and again those duties will be reassigned within the district So the work will still be done just by somebody else Based on enrollments at the high school we were able to eliminate all district-wide overloads for the next school year and Then much like the I ready we were able to take a look at our CESA 6 contract particularly on the SEL coaching and we were able to Step back in those services based on what we were requiring again small numbers but they all add up and then finally a reduction, but We had a part-time individual

teaching a couple sections of Business education and based on enrollments this year We no longer need that person to fill out those sections So we're able to reduce that position as well as work with the individual to potentially continue a partnership with the district Obviously at no cost to the district to do future symposiums for students to have a good financial education while they're here, so All right So drum roll, please bottom line right now We are looking at a surplus of about $158,000 and you ask yourself. Why is there a surplus? Typically we come with a buffer right for two reasons One is as soon as we're done and this gets approved something will change You know enrollments will change open enrollment could change we might need that to fill another open position So

we'd like to have a little bit of a buffer there. We also know that this district has lots of Deferred maintenance and every year our goal is to try to to run the school district at a surplus So that we can continue to put money in fund 46 to potentially fund future deferred maintenance projects So those are the two reasons why we bring this to you with a surplus That is the staffing plan any questions. I can add a couple thoughts Charles sure a few things so The admin team spent as always a lot of time and we should so we're paid to do to Go through and spend a good chunk of our admin minutes from November until As late as today even sort of continuing to talk about and debate and debate this

plan and all of the intricacies of it So a shout out to that group a lot of pushes and pulls a lot of conversations about people and You know, of course students very difficult decisions as you can imagine some of those things on that list But a shout out to the team a very good job. Great work a couple other highlights We're very proud of the despite what you see here. It's certain reduction areas the class size numbers K 4k 8 In our opinion I speak for the team very very manageable. We don't have class sizes 25 26 Typically in the 19 20 21 which Every district I've been in that's exceptionally manageable And I think we should I sincerely mean that we should be proud of those numbers and still I am very comfortable

So if you're a parent of a 4k 8 student going into next year, you should feel good about the class size numbers Health insurance again Charles brought this up Our staff is in my opinion a better job or a very nice job of shopping for services Charles and his office has done a very nice job of working with our experts or Guides to make very good decisions On behalf of everyone four out of five years. That's incredible Just you know a one two three percent increase here You know potentially could mean hundreds of thousands of dollars at a cost to the district and then of course employees paying a certain percentage Too so it is a big deal that sometimes people don't pay attention to but it's there and it's real Once again built in

a salary increase for you to consider So we've done that for you know a number of years now We were able to utilize retirements I thought very well To the point where yes, we had a couple of reductions Of staff members that wanted to be here, you know, so that's sad But there was pretty solid justification as to why Their services were no longer needed at the time at this time And it's one of the thing I want to say you heard Charles talk about a number of these positions or Reductions or ads or whatever it might be and talked about Certain tasks will be assigned or given or passed on to somebody else. I'm sure it's a question that you have like who's getting these Did they want them? Did they not that's something

that if you can certainly ask me between now and April 20th Ask myself I'll explain any one of these questions that you have about any position and who is getting what? Would also be happy to go into closed session and talk about people On April 20th prior to the meeting if you'd like we could certainly set something up because you might wonder well Who's going to take this if this position is gone? We have the answers to all of that all of those people have been talked to already And so but I don't think it's fair to talk about them in public nor any of the folks that are Being reduced in terms of their position, so I just wanted to put that out there happy to talk to any of you about that Whether

it's between now and then individually or enclosed at that at that next meeting. Okay. Thank you So just of four board members past experience and actually current year experience Staff may be may want to talk to you about this Haven't have further conversations with dr. Ebert is my recommendation.
