Uh, today we're going to recognize our student representatives here on this board, Charlotte and Carmine. I'll let you, Mike, say a few words to kick us off here. >> It's always bittersweet, exciting, and I'm excited for these two on their their next opportunities. um and appreciate their commitment and their dedication to both the board and serving in that role, but also seeing them in the classroom, on the field, on the court, those items, too. It's been great to get to know you, watch you all uh grow go through your senior year. I'm proud of both of you, and I'm

excited to uh have the formal recognition for you all tonight. Join me up here at the read. Whereas student representatives of the board of education, Charlotte Bullard and Carmine, I'm sorry, Carmine McKazuma have demonstrated outstanding dedication and leadership throughout their years of service as liaison between the student body and the Coler School District Board of Education. And whereas Charlotte and Carmine have consistently provided thoughtful insight, perspective, and communication on behalf of students, helping to strengthen understanding and collaboration between students, district leadership, and the board of education. And whereas through their commitment, professionalism, and willingness to serve, Charlotte Carmine have contributed to meaningful discussions and initiatives that support the educational experience and overall school community. and whereas their leadership and representation have been valued and appreciated by the board of education, district administration, staff, students, and

community members alike. Therefore, be it resolved that on behalf of the board of education and the Kar school district, we extend recognition and appreciation to to Charlotte and Carmine for their years of dedicated service as student representatives and for their positive contributions to the school district and community. We'll give a round of applause. You want to say a few words? >> Sure. >> Okay. Sure. Come on up. Get in front of the mic. >> Um, on behalf of the two of us, I would just like to say thank you to all of our teachers, our community members, and our classmates. Um, I was I've been a lifer here and growing up with all these amazing teachers and all my friends have created such great memories. And, um, I just love Colar. It's given me so

many opportunities and I'm excited to see where it'll take us in the future. So, >> thank you guys. Okay. Thank you, Carmine and Charlotte. Appreciate it. We'll now move on to item 5A, public comment. I have four uh requests for public comment. Megan, is there anything else? Excellent. So, this is the order I have them in. I will call them up. Uh, this board welcomes public comment. Uh, we strongly encourage folks that for operational matters that those conversations begin with principles and the superintendent since they manage the operations of the district. But we always welcome public comment. Uh, when I call you up, you'll come up to the podium. Please state your name, uh, your home address, the agenda item you'd like to discuss, and once you start talking of three minutes, it'll be timed.

And if you get to the three minute mark talking, I'll ask you to finish your uh sentence and you can always email comments to the board as well. So with that, I will call up Paul Schneedler. >> Hello, Paul. >> Uh my name is Paul Shler. I live at 337 Frederick Court. Um I've been emailing Mike a little bit, but Uh, I am advocating for before school care. A lot of other districts have that in the area. My wife and I both work at the hospital. Um, we're about to send our first child to 4K this year and that is something we're going to need for the next 8 to 10 years or something. So, um, that would be awesome if we continue to work on that. I don't know where we're at with the

next steps with that. >> Awesome. Okay. Thank you, Paul. Thank you. >> I I also should have clarified from the beginning the board receives public comment. We don't uh respond to it in the public meetings. But thank you Paul very much. >> I will now call up uh David David Valdez. Uh my name is David Valdez. Live at 442 Hill Street. Good evening. My name is David and I'm the father of a four-year-old child preparing to enter JK next fall. My original purpose for speaking here tonight was to respectfully express concern about the planned placement of JK students next year. I am happy to report we received communication from administrators this afternoon that this issue has been resolved and a more developmentally appropriate location has been identified. We would like to publicly express our gratitude

to the teachers who volunteered to move classrooms to make this possible. I had also planned to discuss concerns related to staff retention and curriculum this evening. However, following recent meetings, we acknowledge that those issues are being pro are in the process of being addressed and we look forward to continued updates. Our family cares deeply about our school, our teachers, and our community. And we hope that through increased transparency and collaboration with educators and parents, we can continue working toward the shared goal of doing what is best for all students. Thank you for your time. Thank you, David. Okay, next we will call up John Winter. John, >> hi everyone. Um, my name is John Winter. My wife Michelle Winter uh has a meeting at church is unable to be here. So I'm representing both of

us. Um we have lived in the village for 12 years. And uh over the years we both have taken an active role in the village. Michelle is um a former English middle and high school teacher. She's been a special ed aid here at Coler for seven years. I was on the board of trustees at the village for nine years. So why am I here? Um we are concerned about the number of quality teachers leaving this year and who have left in the past. Do you as the board know the root causes? Why? Okay. Are face-to-face interviews going to be conducted for teachers resigning this year? If not, why not? I can tell you from firsthand experience, exit interviews are standard practice at businesses that are well-run and I've been part of a number. Michelle asked

several years ago, actually five years ago at that time, she talked with Tara on the board and Lisa Green, past superintendent, and was told that interviews were going to take place. But when she asked teachers who had left, Kyle and Matt specifically, if they have been contacted, they both said no. But both would have welcomed the face-to-face interview. Okay. To date, none of the teachers who have submitted their resignation this year have been contacted for a face-to-face interview. These interviews would allow for finding out specific reasons our teachers and administrative personnel are leaving and this would be helpful for all of us in reviewing the board's policy manual. Have a copy here. I found no requirement that exit interviews be conducted, let alone a face-to-face interview. And you and I both know the value of

face-to-face communication. Therefore, I have two requests. We have two requests. We're asking the board to require face-to-face exit interviews with teachers and administrative personnel who have submitted or will submit their resignation this year. That the interviews be conducted by two board members and HR before the school year ends. Consider adding a community member as well. And then second to amend the staff resignation policy to require face-to-face exit interviews. And as I said, you know, and specify who are they to be conducted by and I specify a timeline in which those interviews are to occur and a report submitted to the board. I can tell you firsthand a board member has a fiduciary responsibility to the committee. >> John, sorry, we're three minutes. Can you finish your sentence? >> Last sentence. A board member has the

fiduciary responsibility of the community he or she serves. We all know that it is important in your role to understand and address the root cause why qual quality teachers are leaving. So, thank you. >> Great. Thank you, John. Now move on to uh Stephanie Hoskins. Stephanie, come on up. >> Oh, we'll wait till Yeah, no problem. Thank you. >> Hello, I'm Stephanie Hoskins. I live at 612 Fine Circle. Um, we've lived in the village about six years now. So, I will have my third child going into Colar JK this fall. Um, David referenced some information in meetings that um I didn't hear about. So, I not updating my comments since I don't know what happened. Um but I this is I will say this is the fourth year that um JK has been a massive

community discussion and I understand you know I my career is finance. I have three degrees in finance like I I understand that you have to be you know viable with the budget and and fiscally responsible and that it makes sense to expand JK. Um that being said, we need this is a long-term discussion. Again, the fourth year, the fourth different solution. There's clearly an ideal solution and this is going to come up every single year. And so the community wants what think of what is that solution and how do we get that? And you I mean bond out on the new revenue like you can build another cluster. Is that the solution? So, we just we like we're all this is my third time presenting to a dozen different board members, three different principles, two

different superintendent. Um it just seems to come up all the time. So, I'm glad that there is a reasonable solution for this year. Um I don't have any more children, so hopefully I won't have to address the board again about JK. But also, there's a lot of concern about the curriculum, the teacher turnover for sure. um you know, play-based learning, all the evidence points to it. The state of Wisconsin is doubling recess time. There's a lot of talk about tech now, you know, and this is a massive shift for for K through 12. Back in the day, a Chromebook in every hand was the mark of a great school district, right? Access to these tools and technologies. That's how you like that's how you measure quality. But now we know better, so we need to

do better. That is not what kindergarteners and junior kindergarteners need. So, I think that, you know, we need to kind of go back and look at the more recent academic research and papers that have been published to see what are they saying about screen time when you are so little. Um, and then I do want to express concern. I have now heard from four amazing families that volunteer a ton who are pulling their kids out of Coler. And I mean, that to me is it's it's unfathomable. We moved here from New Orleans for the school. Like, we live here for the school. We tolerate the winters for the school. Um, so I think to see people who live here feel like it has gone so downhill community-wise. Bullying has been a a recurring sentiment that

has come up. There's a massive bullying problem. Um, and so I really like I dread that because I don't I don't want to sell my house and move again, but I also don't see like a shift in in finding out why these families are are fleeing and helping them out. And I know I have two seconds left, so I'm just going to say I encourage all um My last sentence. >> Okay, great. >> Encourage more connection and communication with the community. I know similar districts of this size and quality have seven board members just to get additional variety from the community on the board. And as PTO president, um, you know, I have not had the school reach out to utilize us as a liaison with the parents. And I remember when the referendum was

passed, there were tons of committees, tons of community input. And now there are changes being made with ad hoc. This is the I know ad hoc committees that were hand selected and closed. And so that is a huge difference. >> Thank you. Thank you Stephanie. Appreciate it. >> We'll now call up Courtney Mackey. Courtney, come on up. My name is Courtney Mackey, 438 Ottabon Road in Coler. Good evening. I'm here tonight as someone who cares deeply about this community and the children we're all working to serve. I have a child in SK, JK, and a three-year-old. I have an early education an early childhood education degree from WMadison, and I'm a past 4K teacher. I want to start by saying that many parents share the same goal as everyone in this room. A strong school

environment where students thrive, families feel safe and supported, and teachers feel valued. We are not opposed to growth or change. What we are asking for is transparency, proactive communication, and confidence that major decisions are being made collaboratively and with a strong grounding in early childhood development. I received an update a bit ago that the most immediate concern of the third JK room has been reassigned to a more appropriate location. So, thank you for that progress. Beyond the physical space, families also have broader questions about educational direction. Many hope the curriculum will remain play-based as play and learning are indeed intertwined. We want the amount of screen time to be limited. We also want outside time. Will kindergarten retain the outdoor learning space that they secured funding for and when? We would like confirmation that daily

specials will remain. We would like transparency on JK potentially moving to full day. These questions and concerns matter enormously. JK is a child's first introduction to formal education and it's where the love of learning is either kindled or lost. Finally, families would appreciate greater transparency around staff stability. When respected teachers and staff leave, especially midyear, it raises natural questions about whether staff feel heard, supported, and valued for the long term. Coler has also Coler has always been a community with high standards and strong family involvement. Transparency and open dialogue will go a long way toward maintaining that trust. We simply want confidence that decisions are being made thoughtfully, collaboratively, and with meaningful input from educators and early childhood experts. Thank you. >> Great. Thank you, Courtney. >> We'll now move on to item 6A, board

president report. Uh mine will be very brief. Just a big shout out uh to uh all of the students and all the teachers and staff that made uh this afternoon such a success. A great community event. a lot of energy in the halls and just a really exciting time to be here at Coler. Excited for all the graduation festivities and look forward to celebrating uh the end of the year with everybody. Uh I I know that uh Dr. Jick will make uh uh some brief remarks related to the email that was sent out earlier today around 3:30 p.m. So I will hand this to Dr. Dwick for item 6B, superintendent report. >> Thank you, Paul. a couple items that we're going to highlight today and unfortunately one that we're going to talk about as you

mentioned um that came to my attention earlier today um regarding a former staff member too um and some conduct that they were engaged in. Thought it was important that we make sure we're communicating that information, sharing that out. Um as the message stated, that's the information and facts we have at this point in time. Um and making sure that we're sharing that ready to move forward. um anything we have dealing with student safety or situations that could uh involve student safety, we're going to handle and we're going to make sure that we're sharing that information out. Uh the couple other things that I wanted to highlight too is last week we had the Inspire Wisconsin annual meeting and that connects business partners and school districts throughout the Shuen County and a little bit of an

expanded area. Uh we also had a county superintendence meeting with business professionals, some CEOs from different organizations and some key leaders just to talk about what do those partnerships look like and you'll hear from Miss Raul in a little bit too. Uh building on some of that work as well. Um open enrollment, we're finalizing those things. Survey numbers have come in. Uh we're getting that information together and that'll be something that we present at the June board meeting. Uh positive note here, we received the Mark Tousher trifecta grant that focuses on literacy. Um, and so that was something that uh Erica and our team were able to work on. And so congratulations to them uh for receiving that uh those dollars to put resources in the hands of our kids for summer literacy. And then

just an update and email that we received this after noon and uh it's part of Miss R's newsletter that's going out as well is the ACT, the full ACT, not the uh school district, not the DPI. ACT had some scoring issues. Um, and so they're going to actually be kind of redacting uh folks test scores that they took in the spring. Um, and those are going to be the latest they'll be back online is June 2nd or third. Um, it's something that it's not going to lower a student's score. It would actually raise a score or keep it the same, but it's some things that they need to look at. And uh, ACT just pushed out that announcement this afternoon. And so that's kind of in its infancy of what we know and what we've

been able to to get together. Uh I think the biggest thing though is just when folks scores disappear on the my ACT website that is not not unknown uh this evening but it's something that we'll be working through and Natasha will be sharing those updates as they become available but thought it was something that we should just acknowledge uh publicly and so we'll we'll keep people informed as we learn more from ACT. And just to reiterate, Mike, that is a nationwide ACT issue, not unique to the district. >> Yeah. So, this is Yeah. The the information they sent us, and I have what they sent us at 2 o'clock this afternoon. Um, it's around uh ACT has informed uh the folks that way that uh needs to reissue scores for students who took the ACT

online during the school day this spring. So, it's a pretty broad um group that way. So, just something that folks need to be aware of and we'll work through and share that information as it becomes available. And as I said, Miss R was working on her newsletter. I don't know if she got that sent out uh before, but uh we we were working on that. So, >> any questions or comments for Dr. Jick? >> Hearing none, we will go on to our favorite report of the evening. Uh 6C student representative report. Okay, so starting off, we would like to give a huge thank you to all the teachers and staff members who have graciously given up their time to help proctor AP testing these past two weeks. We also want to thank all of our

teachers for preparing students so well throughout the year. We truly appreciate all your support and dedication. Next Monday, May 18th, there will be a middle and high school choir concert in the theater at 7:30 p.m. We encourage everyone to come out and support. We would also like to recognize some incredible academic achievements in the WMC high school math contest. Three Coler High School students were named second place all state team members and received individual medals. Congratulations to Claire BRZ, Jason Tianne, and William Lur on this amazing accomplishment. Congratulations as well to everyone who participated in stage solo and ensemble. Thank you for representing Coler so well and showcasing all your hard work and talent. >> On May 2nd, the junior class hosted an amazing prom. Thank you again to all the parents, teachers, and juniors

who gave up their time and effort to create such a memorable evening for everyone who attended. Following prom, NHS hosted a flower drive using bouquets from the dance and delivered them to Shboan senior community along with uplifting notes. Thank you to everyone involved in spreading kindness throughout our community. >> We are also excited to announce the 2627 student council executive board. Congratulations to President Reganer, Vice President Gwen Wickman, Secretary Maggie Baylor, and Communications Director Holly Juster. We are all We are excited to see all that you accomplish next year. We would also like to recognize some amazing athletic accomplishments. The golf team made Coler golf history by setting a new team score record of 301 and boys tennis coach Bob Sassy achieved his 100th career win. Congratulations to everyone involved on these incredible milestones. >>

Lastly, as senior seniors, we would like to take a moment to thank all of our teachers, staff members, classmates, and friends who have made our time at Coler such a memorable experience. Coler has truly been a wonderful community to grow up in, and we are so grateful for all the support and memories we have made along the way. represents item. Um towards the end of April, we covered five main points. The first being curriculum mapping. Um Dr. Jick and Nate Natasha and their staff have put together a comprehensive mapping and adoption procedure. Um, we did not adopt any curriculum at this meeting. So, we look forward to using that whole process the next time. We also looked at the new data warehouse next path um which will be a great way for families and educators

and students to see all of their um tests, their standardized tests in one one place. It will not replace Skyward, but it's just another tool for the district to use. Um, we also talked about act 20. The second grade piloted piloted the UFly curriculum with great results. Um, there will also be a summer intervention pilot that will comply with act 20 which will be led by our reading interventionists, gifted and talented. Um, Andrea Walter did report on this and it has been noted that we are under identifying gifted and talented at this moment, but she is working with her team to make a comprehensive plan going forward and does plan on um she already has a list of students that she plans to test for the fall. Um, professional development has moved to more of

a seminar model. There were also elementary staff is working letters training and there was a partnership with CISA7 to strengthen CTE and the business ed curriculum. Am I missing anything, Emily? >> Thank you for that uh report. Any any questions or comments for either Calgary or Emily? >> Okay, thank you. Moving on to item 6E, policy committee report. We have the uh report was provided beforehand and board docs which we've all reviewed. I will hand this over to the policy committee chair Heather uh provide an overview. >> Sure. Um one thing I just wanted to bring attention to the board um was policy one sorry 1210 which was the board and district administrator relationship. Um, again, I think it's really nice being in the policy when we have those um, policies that come up to

um, kind of just look at at a deeper level as board members. Um, it also highlighted that that the policy states that individual board members who receive communication regarding matters um, within the purview of admin, including but not limited to personal concerns or student concerns, shall immediately refer concerns to district administrator. And I do feel like this is something I hear in the community of emailing the board and then the board will send it to Mike or Natasha um as well. And so that is in policy. Um if this concern relates to the district administrator, then those concerns are referred to the board president. Um the portion of that policy is why then when communities email the board, Paul will often delegate to Mike um because that is dictated in policy. So, um I think

that's just a nice a nice reminder for kind of how those systems work. Um most of those technical changes within 35.1 we were delegated to Mike. As a reminder, the technical changes are changes just revising grammatical issues, updating terminology. Um act 42 as it pertained to the cell phone policy was also reviewed um to mandate that state language um that was included. As a reminder, Act 42 is a law signed in October that requires schoolboards to adopt a policy that prohibits students from using devices while they're in class. Um, it focuses on instructional time. Um, I really appreciate Natasha being a thought partner at that table as well. Um, just to hear about what that looked like in live time. Um, we also noted that there is continued work on this at the state level

and so if anything changes to having it be a bell-to bell that the policy committee will have to come back to review that um policies within the statemanded act 57 were reviewed that required school boards, private schools, charter schools to notify parents and guardians um if anyone is accused of sexual misconduct. Um it mandates same day and next day notification. So that was helping us to keep um in with that state mandate. And then we also discussed um 5430 class rank. Um I was very thankful to have well we were very thankful to have Natasha, Courtney, and Mike um who have done an insane amount of backhenge work on this and the policies that feed into the class rank. Um so I just want to extend that thank you to having those thought partners there

with us with Kelly and I. um we are going to bring that back to policy committee because after reviewing the multiple policies that feed into that um there just was some more work that was going to be done. Um so thank you to everybody who's been involved on that um as well. >> Did I miss anything? Is that okay? >> Okay. >> Any questions or comments for policy committee? Great. Thank you for your work. We'll move on to item 6F the finance committee report. I know that we're having a a budget overview presentation later in the agenda. Uh but anything to report out from the committee. >> We met and this is what we discussed. So I don't think it pays for me to go over it when go over it >> again shortly. Thank

you. >> Okay. Thanks. Now move on to item seven, the consent agenda. I will entertain a motion to approve the consent agenda which includes approval of April 8, 2026 board minutes, approval of invoices, approval of employment recommendations, approval of donations, and approval of NEOLA updates. Uh parentheses 35.1 and act 57 in parenthesis. Is there a motion? >> Motion from Kelly, second from Tara. I think what we will do uh any discussion Given that we are uh uh approving Yola updates, let's go ahead and do a roll call vote for this consent agenda. Uh he I'm sorry, Emily, will you call the role? >> Heather here. Oh, no. Uh I sorry. >> Paul, >> I Kelly, >> I >> motion carries. Uh before we move on, uh Dr. J, is there anything you would like to

say regarding the consent agenda that was just approved? >> Yeah, a couple things that I would like to add. I'm excited to welcome a few new staff members and some of those might be familiar names from either the hallways right now or uh out in the community. Uh so first Rachel Balister is going to be our new choir teacher. Uh we we offered her the position I think two days after the last board meeting. So she's been I'll say patiently waiting. She's been very excited. I think she spoke to Natasha yesterday or today um just with excitement to join us in that choir role. Uh she knows Eva too. So there's going to be a great transition that way. Um, Liz Torres is going to be joining us as an elementary uh special education teacher.

She's also a parent and community member. Haley Cole will be joining us as a fourth grade teacher. Um, so excited for for Haley to to step into that role. And then Sarah Smith um is going to be jumping into one of our JK uh part-time roles. So, I'm excited for for those folks to be joining us. And then also want to make sure that we thank uh the uh Cooler School Foundation and an anonymous donor um school foundation, then an anonymous donor um for supporting HOSA uh the school foundation for supporting u middle school, high school science, elementary steam, uh middle school, high school business, elementary art, a number of different areas. Um and so we're excited to see those things in action. I know some of those items have arrived already and have been

implemented in either the steam classroom or the elementary art classroom. our business teachers are going through all their designs to get everything ordered that way and we're excited to uh see those things come in and be put to use. >> Great. >> Yeah. Yeah. Welcome to the the new folks and a big thank you to all of our committee members for their generous support. Okay, we'll move on to item 8A, board learning series, college and career readiness. Is this going to be Natasha? Dr. Joy, >> I will kick it off and then Natasha will join us on this uh journey here. We can get this to work. All right. So, we'll jump in a little bit. As mentioned, Natasha and I will be talking about college and career readiness and some of the programs and

partnerships. as I mentioned earlier, was able to join the Inspire Wisconsin annual meeting um and connect with some different business professionals through how can we partner together, what skills that our folks are looking for um and just how do we make sure that our students are prepared for the next chapter in their journey. Uh so these are some good learning experiences that have taken place, but also some great networking that builds onto these business partnerships. So not dissimilar to some of the conversations we have in the linkage. That work is taking place in the district and uh through our roles as well as we develop these partnerships. So wanted to make sure we highlighted that and Natasha is going to jump into some of the other programs and partnerships we have throughout. And there's a

couple ancillary slides too that you all have access to that will outline a number of different partnerships that we have. So with that said, Natasha, I'll toss it to you. We're talking about partnerships. I think I'd just like to maybe jump to the slide that talks a little bit about community partnerships that you might not see. Um it might be the one of the ancillary slides, but Inspire Wisconsin is one of those. Um, another one is CISA7, uh, Children's Hospital of Wisconsin, uh, Johnsonville, the Coler Company, Col Company Wellness Department, the Coler Credit Union, the Coler Foundation, the Performing Arts Association, our Col School friends, Lakeland University, um, Youth Apprenticeship Consortium, uh, Mapore Sigma, Sarento, Sartorii, uh, University of uh, Green Bay, um, village of Coler and then the University of W systems the school

system. So, um we're very proud to have all of those partnerships and the ability to actually have access to people within those community components to work with our students here at Coler. um youth uh ACP I think uh what what is important about this is started really in 23 24 when we first arrived at Coler was really our first year of putting together a team of teachers to meet this requirement from the state um of an ACP program embedded within a school system really 6 through 12. And so we started at that point in time uh on a very small scale, but we actually had middle school counselor, high school counselor on the team as long as well as middle school teacher and high school teachers that met fairly frequently to develop um at least

an initial start to ACP. Um and so we at that point in time, you can go ahead Mike. um started a few different things just ensuring that we were meeting the requirement that the state had mandated and and and exposing our students either through classwork during bomber time or advisory during um their ACP meetings with their school counselor and then as well as teachers of course those on the committee building the program cohesively uh with with the team. Um and so as I shared we we have members of every of both schools middle and high school as part of this team that still meets monthly and puts together u coursework so curriculum uh that is definitely in time or on time accessible for students and then brings in every other year we've done the career

fair we've done the um bite of reality at the high I'm sorry yes reality store at the high school. At the middle school, we just a couple of weeks ago did the bite of reality uh bringing in the credit union uh to work with our middle school students. Uh they've also done the JA finance park. So we have actually taken them to that that space, but this year we decided to bring something to them. So really trying to get communities and partners into the building so that our students understand the idea of academic and career planning when they start in middle school. So, our current plan, if this board remembers, every year you adopt the plan and it's on our school website. Uh, you adopted it this past school year in November and every year

we'll bring it to the board for you to adopt the plan as we move forward. Um, our current we've got two big goals. Uh, and both of those target implementation dates are for next year. So, the first is to develop a comprehensive ACP scope and sequence. Um, ideally K through 12 for students on their K through 12 journey. Um our our goal obviously is for implementation in the 26 27 year. And then the second goal that we have is to expand middle school leadership opportunities. We feel like we've done quite a good job at the high school um and now we want to bring that down into the middle school to expand on that for our students there. And you can see that we will continue participation with the Green Bay Packers, the empower leadership

program that they did last year. And then the third annual start stock market challenge for the middle school students. Part of the ACP component is to have family engagement and some of these the things highlighted there are things that we have done over the course of the last three years and want to continue to grow those pieces uh by engaging our families. youth apprenticeship. Uh I think this many many on this board actually remember when we first brought it here and there was some conversation about YA or calling it an internship and I will say that our students have really taken off with this. We are very proud this we brought this I think also in 22 23 um if you look at the data at the bottom um six of our students will successfully

actually complete that program um this year 17 students are interested in participating next school year and during this school year through Inspire Wisconsin and CISA 7 42 of our students have either signed up or requested to do a job shadow we don't actually get confirmation of who goes, but we do know that our students have access to those spaces and so that is with Inspire and with CISA. So, we're really excited about that. And you see um monthly they'll they'll highlight certain students and we've had the pleasure of having two of our kids um in the CISA newsletter. >> Thank you, Natasha. And then this is just building on these are items that we're going to continue to explore. We talked a little bit in the linkage uh an from Sergen. She brought up her

serving on the the DPI portrait of a graduate work. And so that's going on for the state of shaping what does that look like? This has again been part of our strategic planning discussions too of shaping that what does that look like for graduates leaving. We heard a lot of different words in both the inspire activity that uh I attended in our linkage. Natasha has been a part of those conversations and that work as well, identifying what are those characteristics that we need to make sure our students are are leaving uh Ker School District with and how do we make sure we're assessing and building on those throughout the K12 experience. So, those are things that are going to continue to be on the horizon, but we wanted to just showcase some of the work

that's taking place right now and going on and especially building on the conversation we had last month. >> Fantastic. Great. Great work. You have any comments or questions about opportunities for kids here at >> Coler? Question for Natasha. Um the two goals look great. I just had a question about the first one being that the uh target implementation is next year. Will we see um the scope and sequence framework at some point between now and next year? So yes, you will. So as soon as you know, we we it might not be starting the school year. It might be midway through the school year, but ready for the following implementation. So yes, you will see it prior to it being made available to everybody else. >> Okay, thank you. >> Great stuff. >> Move on

to item 8B, the 2026 2027 budget overview. We've all had a copy of this presentation board docs for for some time and we had a presentation preliminary presentation last month. So are you going to kick us off here Dr. Joy? >> I will. I will. So anytime we talk about budgeting and the preliminary budget, there's a lot of variables that are unknown. So it would uh behoove us to to make sure we build a budget that's very conservative in principle and we adjust. If you're not familiar, and you'll touch on this in a in a slide in the future, but some discussions and u negotiations took place at the state level that have financial impacts. Well, until those things are signed into law, we're not going to account for those types of dollars just because

that there's a lot with politics. We need to make sure what's going through. So, as we build this, we're going to keep you updated throughout this process. we're finalizing a number of items and that will continue to drive that forward so that next month when we have an ask for an approval you'll have the information of this is what we've worked through in the process. So just setting that context again budgets are usually just a working document too that outline our revenues and expenditures and that's going to continue throughout and when we don't have finalized funds until October it's a little bit of a challenge to start building these things. Uh so just a quote that I wanted to share with you all too. um as we get started this this way and then I'm

going to turn this over to Melissa. >> Um so these are the topics we'll be discussing tonight. Just um reminding everyone what funds we have going over mainly fund 10 and fund 27 with the revenues and expenditures, the assumptions that we're assuming and then how that all plays into our fund balance. Um here are all the district Oh, sorry. Here are all the funds that we have in the district. um and kind of just going over them. Um they're all very much their own units and they operate in independently. The general fund is where we'll be focusing because that's most of our uh revenues and expenditures for our general operations. And then we'll also focus on special ed because that is an extension of those operations. So for our revenue um assumptions for this coming

school year, we will be assuming a 325 per pupil increase in our revenue limit which is passed into law right now. We are assuming a three-year membership average which has been um very similar to our recent history with our membership average. We are assuming steady open enrollment and the bianium does have that per pupil amount increasing next year with an estimate at $11,30. Um the per pupil aid which is outside of the revenue limit will stay at uh 742 per pupil. Um there is a reduction in the mental health grant. it was funded much higher um in the first year of the bianium and then it drops off a little bit and then it'll stay at that moving forward. We are assuming a flat ID grant allocation and 40% categorical aid. And just kind of

to talk and echo on Mike, that's kind of the piece that was talked about at the legislative level. Um that could go up and until it's written into law, then we can adjust those figures moving forward. And part of that discussion also is coming in general aid, which will affect um what portion of our revenue limit will be bared by taxes versus general aid. It won't increase our spendable money in any way, shape, or form. It just determines where those funds are coming from. Um just a brief overview of where um funds come from for general uh 10. Majority come from our local revenues and that's the revenue limit. Um property taxes are 48% student fees and interest and donations. Uh 300 is open enrollment in so the money received from other districts. Um 500

is our very small amount for federal aid for Carl's Perkins grant. And then 600 is where all of that state funding comes in. 700 is some more um federal money for title 2 and Medicare for prior year. And our source 900 are refunds and workers comp dividend if we are fortunate enough to receive that. As you can see, the majority is local followed by our open enrollment in. We do have a larger percentage about 30% or a little bit over of open enrollment students. and then 600 from state aid 8 um following in there at about 12%. For our special education funding, the biggest source is actually an expenditure from our fund 10. Um so we supplement about 53% from our fund 10 expenditures. Um and then 300 um is where we have our 6603

agreement for our OT personnel. 600 is our categorical aid which is that number that um could fluctuate with the new law that we passed and 700 is our IDA grant which is federal funding for fund 10 and fund 27 assumptions on expenditures. We are assuming um the teacher compensation model that was recently passed. So we are assuming that in our expenditures we're assuming a CPI increase for non-eing positions. Um our original health renewal actually at 75% we were able to get it down to 29.55. So that is what we are using in our model. Um we have a flat rate hold um for dental through 2027. So that is 0% for this year. Um a 5% utility increase 3% for transportation because that is our current contract and then a 10% on insurance coverages um

for the district. So here's how our money is spent out. the majority of our funds go to our staff as we are a forward- facing um entity and then those benefits that coincide with those positions also come in and that's over 70% of our budget are those salaries and wages and benefits for our staff. The next biggest um pie is purchase services. Um, this is where we actually put the expenditures for private vouchers, open enrollment out for the students that enroll out, transportation, which we're required to do per state law, utilities, outsource services, and then things such as telephone, um, internet, and things of that nature. Capital or non-c capital objects are day-to-day supplies. Anything that is not capitalized that we use to help educate our students comes in just short of 6%. Our transfer

out is money that goes to fund 27 which we kind of talked about previously for fund 27 revenue. Um and that comes in about 5%. So the majority of that actually will go to salaries and benefits which I'll show you. And then the remaining um objects are listed there just coming in at just under 2%. For special education funds um as you can see the majority are salaries and benefits. We do not spend a lot on alternative um components in that budget. Um we do have supplies for them in there and um also some purchase services as well. And to kind of summarize what those revenues over expenditures look like at this juncture, um fund 27 has to zero out. You can't have a fund balance in fund 27. That's why that transfer is there

from fund 10. And then fund 10. Right now we are assuming a $137,000 deficit. As Mike said, this is a very much work in progress. Um things that were kind of still pending that are still yet to be finalized um in our budget process is open enrollment in as we finalize those numbers. Um and especially with that increase per pupil, that can really change our revenues depending on the people that select to come here. Um special education aid if that ends up getting signed into law. Right now the estimate for colar is a little over $80,000 in revenues on how big of a difference that would be for us in fund 27. So that's 80,000 less that we have to spend in fund 10. So that can make a very big change very quickly. Um

general aid again not spendable um but would have a tax impact for our taxpayers. Our expenditures um that we're still finalizing um is our health insurance with employee elections that's coming up and just depending on how those elections turn out that can change our expenditures. um new hireer salaries and benefit elections. I assume family benefits for all of our new hires until we know. So depending on how those come in and how final salary negotiations go as well, that can change. And then open enrollment out, kind of that open enrollment piece if we have more um students that leave or decide to stay. Um here are the next steps that we'll be following to kind of go through this budget process again. May and June, which we're in right now. We'll continue updating as we

get more final information, and as we um learn new data, we'll update our budget accordingly. In June, we'll present the preliminary budget for approval. July one is when the general aid estimate comes out. Um I'll be interested in that one this year with the recent law and how that affects that projection. August, we will review any pro preliminary budget updates that we have at that time. In September, we have our third Friday membership count. Then we'll have annual meeting and budget hearing. The final certification actually for our revenues doesn't come until October 15th. And after that is um released, we will have a board meeting to adopt the original budget and the tax law questions. >> I don't have a question, just a thank you. I think this was a really great succinct overview of

uh uh revenue and expenditure assumptions. that's easy to understand. So, thank you. Okay, hearing no other questions, we're going to item 8C, community conversations. Next month, we will have representatives from our higher ed partners. Uh, Dr. Jwick, do do we have uh uh folks from which institutions? >> Lakeland University has confirmed we have an invite out to uh UWGB and I'm assuming we're going to have somebody from Lakeshore College. I will follow up on that. Yes, >> sounds good. Thank you. >> If you need help on the GB, let me know. >> Sounds good. Thank you. >> Okay, now move on to our broadcast communication which is authored this month by Charlotte and Carmine. Well done. I appreciate uh Dr. Dick's help, of course, and how and how we uh craft these. Um look forward

to this being in the villager. >> Awesome. They did an excellent job and provided many good quotes and they reviewed it and made sure everything in their voice. They were awesome. >> Item 8E, the board calendar. Uh we have a copy of that before us. Dr. J, is there anything you would like to add? >> Nothing to add. >> Okay, we will now uh move into uh item 9A, close session. I will entertain a motion for the consideration uh to adjourn to close session pursuant to Wisconsin statute 19.18 per one par C considering employment promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for the purposes of the superintendent's annual evaluation. So it ask for a motion and second >> second. Terra motions. Kelly

seconds. Uh uh I will call this a roll call vote. Emily, will you call the role? >> Heather here. >> I Paul >> I. >> Kelly. >> Hi. >> Tara. >> Hi. >> Emily I. >> Motion carries. It is now 6:32 p.m. and this board will convene into close session. We would ask uh Dr. Dick to stay for a moment and thank everyone
