our recess. Uh, I want to thank everybody, our faculty and staff for participating in our board linking, which we'll get to later, but we appreciate them taking the time to share their input with this board. Move on to item five, our recognition. Um today we are going to recognize uh the village of Coler for the great work that they did in helping clear snow for the uh elementary concert uh earlier, I'm sorry, later last year uh to help us accommodate the new entrance uh policy of coming in through the auditorium. Uh they worked very hard to clear that snow and we're very thankful uh they were able to do so. Dr. Juke, do you have anything to add? I do and yes it's appreciated but I think it continues to be that partnership with the

village. Um and so that's something where wanting to to recognize that probably a little more informal this way but also thanking uh them for their help and their support and I know that's a partnership that they just kind of have the expectation of and us working together and that's perfect and we're grateful for that continued partnership. >> Excellent. Okay, we'll move on to item six, persons requesting to address members of the board of education. 6A, public comment. Megan, do we have anyone signed up for public comment? Okay, having no one signed up, we will move on to item seven, communications, announcements, presentations. Item 7 A, board president's report. Um, just to be a tad repetitive here again, thank you to our teachers and staff who were here for the linking. Uh, we had a great

discussion. Tara, Emily, and I did. I'm sure Heather and Kelly, your group did as well. Appreciate them taking the time uh out of their schedule, out of their time off work uh to help us uh receive information to make this district the best it can be. And I thank everyone for coming back from winter break and doing a great job to get the new year off to a really awesome start. So, with that, I will go to item 7B, superintendent report. >> Yeah, a few things that I want to highlight too in the in and continued uh focus on the board's work here uh working with the [snorts] WASB board development tool and some items that we're going to start to fit in um into future meetings and provide some additional context. I I highlighted

a few items and just bring those to your attention so you know kind of what to expect in the future here. Looking at our long-term capital planning, what does that look like? I think uh in our linkage too and uh they'll our folks will touch on it too, but we we heard about our facilities and how do we continue to develop the facilities to provide um the facilities that represent the high expectations and high level of education that our students receive. Um we'll continue to talk about school finance and budgeting. That's always a fun topic uh to learn more about and something that uh folks always want to continue to to grow in. And so that's an area we'll continue to update folks uh providing what does the budgeting process look like? Some overviews of

school finance bringing that item. Another item that came up and something that we will uh keep our work going has on legislative advocacy. Um, this is something that usually in the bianium budget timeline uh really gears up probably next year. Uh, but it's something that we need to continue to partner with. I know we've had opportunities to connect with different legislators. Um, and we've been able to meet with them with uh our our group that meets um every well not every Monday, once a month on on a Monday too with connecting with those folks. But I think it's also important that the folks at the board table get connected and we work on that. And then finally around our vision, uh that's something we're going to outline too in the spring, looking at our vision

work and connecting to what do we want to see as a as an organization? What do we want to see as a community and where's the future of education? So the board's work really on out and up and looking at that vision and helping us all come together where we have the different stakeholder groups involved in that. So that's going to be something that we continue to work on. Couple other things and this is something that also came up in our linkage. So, I'll highlight that is uh our survey, our engagement survey. We're going to look at expanding that. So, that'll be later this spring. Um connecting that and we're working on that. How do we get that to the community as well and how do we best inform folks? So, we kind of need

to look at the marketing side of that. Uh staff staff's easy to uh get to. We can email and let them know have that information there. And then we're going to look at expanding it too for our students. I think that was uh something that we have an upcoming linkage with our students too. but it's about their experience too and how do we make sure that they're prepared for whatever their next journey is um throughout their educational experience. And we're also working on a community newsletter. I think that's something that we heard from the different groups too of how do we communicate that? And while I I appreciate our articles that we continue to do, how do we expand that? How do we showcase uh what our kids are doing, what our staff is doing

in the classrooms? And we're going to look at putting together a newsletter um that outlines that that highlights some of those items. So, those are some things that we have kind of in the work works right now connected to the board's work and then items that are coming out of our office. Any questions or comments for Dr. Jer? Okay, we'll move on to item 7 C, student representative report. Charlotte, welcome back. You take it away. >> Oh, yes. >> Oh, sorry about that. Here we go. We'll pass this one down because we know this one's working. >> Uh, good evening everyone. I hope you all had a fun and restful winter break. We have so many great accomplishments to celebrate. Congratulations to the students who represented our school in the Big East honors banding and

choir. Um, honors band students include Payton Dick, Sam Edmunds, Abby Jansen, Sophia Quas, Carti Carter Liy, and Wyatt Lerno. Honors choir students include Finley Bal, Grace Brigette, Maya Halverson, Derek Sankfield, Katie Typton, and Addie Tulius. We are incredibly proud of their hard work and talent. Over the weekend, 26 of our DECA students competed at Bayport High School in the district competition. Our students comp competed in 13 different categories with six individuals and teams earning medals for high distinction. Katie Typton who earned first place in restaurant management and Diego Cardinas and Oscar Gum who placed third in marketing team decision-making. We also had five additional medalists, Sebastian Ber, Lily Theel, Griffin Moratz, Ella Lace, and Delaney Drelin. DECA membership grew significantly this year and has achieved great success in its short three-year life here at Coler.

We are having a great time and looking forward to endless possibilities for this growing organization. Our science Olympia team also had an exciting and successful weekend at the Slinger Invitational, competing against 20 high schools and earning multiple top finishes across a wide variety of events. Congratulations to all of our science Olympians for their dedication and teamwork. Also, a big thank you to our chaperones, Mr. Manor and Mr. and Mrs. Detloff. We appreciate your support. Looking ahead, the week of January 26 through January 30th will be Winterfest Week at the high school. Students can look forward to fun dressup days throughout the week, all leading up to a pep rally on Friday afternoon to c celebrate school spirit together. Finally, a reminder that the high school snowball dance will take place on Saturday, January 31st, and

is open to all high school grade levels. Tickets are on sale during advisory for $5. Please note that low ticket sales may result in the dance being cancelled. Final exams are January 21st and 22nd. A reminder for the students that there is no required study hall and advisory. Good luck next week. >> None report. I I needed you can try. I don't know if this is going to work. Uh our finance committee met on January 7th and we were all there. So I'm not going to go through all of the details, but um one of our auditors, Dave Hammond, presented our 2024 25 school year audit at the meeting. uh while we were issued a clean opinion, he did report that we had four findings. One of the findings is a significant deficiency in internal

control over financial reporting. This is a finding we receive every year. It's very common across school districts. It simply means we don't have a large enough business department. Um and the firm has to complete all of our paperwork for us. We will never not have this finding. It's not concerning. A second finding was a material weakness over financial reporting regarding audit adjustments. We learned we had 104 audit adjustments. While that number is almost 10 times what we've typically had in the past, the material weakness finding indicates that a monetary threshold was broken in one or more of the adjustments. The threshold for a material weakness is $80,000 and we were told we had several above the threshold. This finding was a surprise to us given the fact that we received this finding last year and

were led to believe that corrective action had been taken. A third finding indicated a material weakness over financial reporting with regard to two things. Timely bank deposits and revenues not being recorded. Our board policy states that checks will be deposited within one week of the district receiving them. In our case, checks were taking up to several months to cash. It's the audit It's the audit firm's opinion that revenue should be recorded by the second week of every month. In our case, it was taking months. Our auditor indicated that this is an uncommon finding for school districts and he has spent a significant amount of time with our business office assisting in these matters. The last finding was also a material weakness um in in internal control over financial reporting regarding timely monthly bank reconciliations. Our

audit firm indicates that a reasonable timeline for this would be two weeks after month closing. Ours were taking months. The auditor also indicated this is an uncommon finding and has spent extra time assisting here as well. Having three material weakness findings which are worse than significant deficiencies is a bit alarming. The audit firm has filed our report with DPI and Dave Hman indicated that DPI may be requesting updates on our efforts to alleviate these findings for next year. This was the report for the 202425 school year. The district is continuing to work with the auditors as well as a business office consultant to address these issues for the 2526 school year. Anybody have any questions? >> Okay. Uh hearing no questions. Just just to reiterate again, this was for the 2024 2025 school year. Uh

we look forward to Dr. Jick's leadership as we work to correct these uh in this year and moving forward. We'll now move on to item 7e, audit report. U Mike uh I will kick this to you. Um just just for everyone's knowledge uh last week the full board uh attended the finance committee where the audit report was presented in detail. So everything that Tara had shared we were there to hear hear firsthand and we had several questions at that time. Uh but Mike I'll hand this to you and if there's any action required we'll go from there. >> No action required. We'll be posting this just like we have with our other audits too. This will be available on our website. So really just kind of a placeholder for um that that attachment and that

audit report for for the board. Again, having all of you in session at the finance committee last week. Um this would typically be something that we do um at the January meeting doing that in the finance committee meeting. Um that worked as well. >> Great. Any questions for Dr. Dw? Okay, we'll move on to item eight, the consent agenda. And with the consent agenda, I will entertain a motion to approve the December 10, 2025 board minutes to approve invoices. to improve employment recommendations approving the administrative contracts of Natasha Ralph and Andrea Walter. The resignation of Eva Stokes effective after the 2526 school year and the resignation of Isaac Peterson effective January 30th, 2026 and to expend 2026 2027 funds. So I'll entertain that motion in a second. Any discussion? I will ask you, Mike, to

talk briefly about the approval to expend 2026 2027 funds. >> This this is just getting ahead of 2627 kind of a placeholder for um this time of the year so that we're prepared for when we get to that point um in the budget cycle and looking forward to the 2627 budget, we're prepared to do that. So kind of a standing agenda item with high background of just being able to have that. We've taken action on that. We do that right at the beginning of the new year. So we're ready to move forward when the next budget opens. Excellent. >> Okay. Any other questions or comments? Uh we have a motion, a second. Because we are uh going to be approving employment recommendations for this. I will ask for a roll call vote. So Heather, will

you please call the role? >> Emily. Hi. >> Yeah, you both. Yeah. >> Excellent. >> Okay. We'll now move on to night item uh 9A, open enrollment seats. Dr. J. Oh, real quick just because of the the microphone on on that consent consent agenda, it unanimously carried. >> All right. So, this is a followup to the item we discussed in December and went through um our presentation. Uh so, just a reminder to uh looking at our recommendations for open enrollment spaces have had some minor fluctuation on that just with where some of our numbers are. Um, in between that time too, we had a couple students enroll with us, a couple that that left us. So, looking at making sure that we reflect those changes in there. Um, again, looking to how do we kind

of stabilize those numbers um with with trying to be in a spot where we're managing our student uh load and making sure that we're um meeting the the spirit of the law too and making sure we have spots that are available open uh for folks to to be in compliance with that as well. So, uh not not It's dramatically different. Some simple changes there that I shared the previous document and uh this one with you um as well. And then just uh highlighting as well the the special education formula. There's a formula that we use for space determination. Um we utilize that um and that that case load formula. Andrea led that work. And so I would be looking for a motion to um approve those seats as as listed there. Um and as well

as acknowledging the factor case load formula um for our special education seats. >> Can before we do a second would it be proper for for for us to read the full motion here Mike or is it sufficient with what you've already proposed? I can do that please. >> Yeah I would prefer that that way it calls out the different grade levels as well. >> So let's give me one second here. So a motion to approve the following open enrollment spaces. JK 18, kindergarten 4, first 11, 2nd zero, 3, fourth 11, fifth, 6, 6, 7th, 0, 8th, 1, 9th, 3, 10th, 2, 11th, three, 12th, 1, and the following special education spaces. based on the DPI factor case load formula. Elementary, middle, elementary, middle, and high school cross categorical zero. Speech and language therapy zero. Occupational

therapy 2. So that is the motion. Ter. >> Okay. Is there any uh uh further discussion? >> Hearing none. All those in favor say I. >> I. Chair votes I uh unanimously carries. Okay, we will move on to item 9B KTEA project overview. Dr. Jwick. So this is always an exciting opportunity and grant and partnership to um when we look at our partnership with the KTE. And so every December um we work with with the group uh to have this approved um and we ultimately came to a donation here of $710,000 um from the Frederick and Herb Coler Trust for Education Advantage. So that's a great partnership and something that we continue to work on. Um this this is something that there's been some items that have built into with some staffing items that we

have um including reading interventionists and support um as well as our steam teacher. So those are expenses that are built in. Uh those can be built in for five years. And then we've continued to with the bathroom uh project. This will be phase two of that bathroom project. Um and then also uh continuing to finish out the playground project that will uh allow us to have accessibility at our elementary playground. Um so that's something we're we're proud of too. Uh this is approved by the trustees on the board. Um Natasha and myself are members of that uh group as well. Um and so something we present on to to share with the rest of the trustees and ultimately um that that decision is made to approve uh this grant. This is the the maximum we

were allowed this year and that's based on returns, dividends, all sorts of uh fund investment uh sides of thing things. Uh and so that's something that we really appreciate being able to do that and also having a plan that outlines that. So really looking at this, this is where we break down the different areas. Curriculum development that includes our teachers facilities and grounds. That's with our bathroom projects and our uh playground staff retentions. There's some bonuses, some trainings um that can be in there. And again related to some of the the linkage items we heard, I think this is an awesome opportunity to how do we partner there. Uh teacher development um and then wellness engagement and climate. So those are a lot of standing items that we have. Um so that's what we'll be

looking at breaking those down and this is just further information that breaks down each of those areas. Of note, this is one where we came in with a larger request just based on where dollars were uh and we were able to maximize that 710. We will be finishing the bathroom project, but the last installment of that will be continued into the really the next KTE grant. So that was something we worked on with the the group and the trustees um to make that determination so that we're able to complete the project while also staying uh within our financial boundaries. So uh just some things that are going on. We'll continue to work on the playground too. This is something that I know we're really happy with of uh building this up and how do we

make sure that all of our students have access to playground equipment and you see some other items that we'll have throughout with professional development training uh things that we're able to do to support our kids. So really looking for a motion to to approve those projects and that donation from the KTE. Anybody have any questions or comments for Mike? Very fortunate to to be in a position to to receive a donation of this amount. and just hats off to the district for leveraging that significant donation uh to really better the district, our our our faculty and our students. So very fortunate to have that partnership. So the motion will be to approve the 2026 KTE donation of $710,000 and approved expenditures. >> Second. >> Okay. Motion second. Any further discussion hearing? None. All those in

favor say I. >> I. >> Chair votes I. Motion carries. Now move on to number 9 C. Community conversation highlights. Upcoming slashupcoming community conversation students. I will open this up first to Dr. Jwick uh and then members of the board to reflect on today's uh linkage with our faculty and staff. No, I appreciate everybody that came out and participated in the linkage. I think there's been a lot of value in the three we've had so far. Um, I found them rewarding and I enjoy them. And I have to remember that we're not a veteran linkage group. So, today I was ready for uh stuff that I probably have done for the last few years, but uh it was good to jump in and have those conversations. Um, we had some great dialogue. I'll let our

group uh speak to that, but looking forward to um some of the action items that I feel like our group came away with too. Uh and then also looking at uh getting ready for the student linkage because that's those are always fun. >> I'll just work our way around here. Kelly, do you want to share any reflections from your uh group? >> Sure. Um so we had great >> Oh, I'm sorry. >> There was great dialogue in our group. Um the one thing that was very apparent is we have um passionate devoted teachers that we are fortunate to have. Um something that came up is that we're a lot of what we're doing is is great and we have um academically our students are doing very well. Um and an area for improvement might be

working on the whole self and areas outside of academics and working on soft skills. So, we had some discussions about how we can incorporate that more into the school day. Heather, >> yeah, just to just to add on that, um, speaking of resilience came up often, um, again, that soft skills and how do we kind of teach this generation to collaborate with others, um, be able to communicate with one another, um, and just kind of engaging the the parents and the community in building that up within our students. So, I thought it was also really great to hear everybody. >> Sounds like a lot of overlap with what we heard. Tara, would you like to say a few words? >> I thought it was very informational. Super grateful to the people who were able to

give their time. Um we heard engaged learners, self-management, um love of learning, collaboration, um the values we were they were looking for. I thought one of our I won't name them my name, but I thought one of our teachers really said it well just that we should be a family in our district, in our building, in our community. Um and just use the value the family values that we would all expect. um at the heart of our district. I loved that part. Um I do have some feedback for some of these student questions. Will we do that? Should we do that next? >> Emily, >> I also really appreciated all the teachers that came in and talked to us. Um we talked some a lot about communication and the importance of that um both with

staff and also with families and community um discussion about the partnerships kind of the equal partnerships between the administration, the students, the staff and then the community as well. So I thought it was really good. >> Yeah. Um I would just also add we we discussed uh transparency decision- making um which exists uh can always improve in any organization. Um, and just as you know, as I visually look around um, at our notes, we all took a ton of notes, which is great. So, a lot of great feedback. We look forward to processing that and then, um, discussing with Dr. Jick potential next steps there. Uh, so now, Tara, you had some feedback for our student linking. I'm going to hand this back to you so you can share that. >> I'm excited to link

with the students. I think it's going to be really fun and interesting. Um, some of the questions here I thought maybe would be better for alumni. I don't know if we'll do an alumni group ever. Um, but it might be interesting to bring back some students who are two years out, five years out, 10. Some of these questions I just felt like students might not be able to really understand or answer well um while they're still here with us, especially if this is their only experience um with the school. But I have I I'll work with Mike a little bit and just give him some of my ideas for other questions if that's okay. Okay. >> Yeah, I think that's a great idea. Um, uh, in fact, if any of you have any specific questions

that you want to be asking, not just for students, but for future linking, just connect directly with Mike and then Mike can work those in there. We're probably capped at about eight questions, maybe eight or nine, so they might not all get there, but um, I think yeah, I'd be happy to receive that. So, any other thoughts on the the student side? >> We'll work with schedules, too. Um, this is one that I always love to try to have the full board at, but our students are also very busy. So, we will do our best to accommodate that, but it'll probably be driven a lot by their schedule. So, we'll work on that to to get that connected with their days and then see how we can get the groups together. >> Great. Okay, we'll

go on to item 9D, board goals check-in, Dr. Dwick. All right. So, looking at our goals, this is uh connected to a three, six, and ninemonth goals that were set back in July. So, really just kind of some updates because this is an ongoing item right now, our onboarding manual and process uh for new board members. Um that's something we're going to continue to develop and work on. I think it's been helpful to hear where uh those learning areas are things that you want to learn more about. We have a shell and a template there. It's not as robust as I would like it to be. So, we're going to continue to uh develop that and and be ready to go in the future uh with that item. So, that's that's something that uh wanting

to continue our work on and it's on our radar and we'll continue to build and pull a lot of those areas that uh we're learning together. So, that um that's a resource for folks. Uh then looking at the second one was really around regular communications, school district board. Um again, that's an area too continuing to grow. How do we make sure that we're expanding that? I think we've heard from some uh groups of some things that have uh hit the mark, some other suggestions and ideas. And so that's going to be something where I know the board had kind of set this as a goal to make sure we're making progress into those different communications. And so um I think we're we're making progress on there and again always an area that we can keep

uh modifying, adjusting, and improving. >> Any questions for Mike? Okay, we'll move on to item 9E, the share leave program. And I will ask Mike to lead us in discussion. >> Yeah, this this is something to where um looking at how do we best support our employees. Um this is a program too that looking to implement for the 25 26 school year. Ideally, this is something we build into future handbooks. Um, I want to make sure that uh we're we're having uh the language uh mapped out, make sure that it fits appropriately before we look at a full um handbook uh edition. But that's uh really looking at how do we map this out so that we when we have folks that are uh dealing with some catastrophic events uh that folks are able to

look at um donating unused sick leave that they had. Um there's certain thresholds in there too so folks have the sick days that they could potentially need in the future. Um and then looking at the numbers. Um I I've met with a couple staff members about this topic and I I think it's going to be supported. I think it's an area that again I want us to develop. I don't know that this is the endall language. Um but it's something that I want to make sure that we get shared with our staff as soon as possible um tonight or tomorrow um so that we can look at moving forward with this. again assuming that uh there's support and and not additional questions. So any additional any questions for Mike? >> Okay. So I will entertain

a motion to approve the 202526 shared leave program. >> Second. >> We have a motion to second. All those in favor say I. >> I. Votes I. Motion carries. We will now move on to item 9F WASBY re resolutions and convention. Uh Dr. Duke, when is the convention? >> Next week. >> Okay. So, for those of you who have not weighed in on the feedback form, if you're interested in sharing that feedback, um that would be helpful to to uh put your initials on there. If you don't have an opinion, that's okay, too. Uh, but that would be something because Kelly's responsible for uh representing the well the five of you and in our school district um with with those resolutions. So, um any feedback is is helpful on that. Uh and I would um

as chair uh recommend we empower Kelly that in the event we have a uh um a tie on a matter that she is our delegate can use her discretion on how to break that tie. Right now um we have consensus between Dr. Dwick Kelly and myself for all but but two items. But again, as her as the delegate, and we empower Kelly to um break a tie in the event there is one. If there's not a tie, of course, you would go with the majority. Yeah. Okay. Okay. Item 9G, the broadcast communication. Um this is a review of the work this board has done um in in the fall and winter of 2025. Uh I am the author of of this broadcast communication with significant ghost writing from Dr. Jick. Uh does anybody have any

feedback uh edits or anything you would like changed in this broadcast communication? >> Good job. >> Thank you. And Paul >> I know I was being shady. >> Okay, we'll go on to item 9H board calendar. Dr. Jwick. >> Yes. So, just looking ahead, uh, we have a policy committee meeting scheduled for the 26th. I think that's going to be well, it's going to be focused on 351, the Neola updates that are out there. Um, we're working through those. There's quite a few of those. And then really a chance to um discuss a little bit more about the cell phone policy. Um, that's driven now by state law. So, it's just something that needs to be reflected on our policy. Um, and will have an opinion uh for us on that, too. I think that's

just something to make sure that we're on the same page with uh moving forward and that would be in line with state law and effective for the 26 27 school year board needs to have policy set. I believe it's July 1st um when that needs to be set. So again, that's something we partner with Neola on, but those were topics that um had come up before and we'll just keep on that that horizon. And then looking um ahead in February, uh we have some reports that we'll take a look at and then I'll work on the broadcast communication. um with Kelly after the convention to just provide an overview. Um and then the youth uh risk behavior is we will look if if data is available to us then we're going to uh present on

that that I don't believe is available to us at this point but I'll keep you posted because it's something that I know when we have that available we're going to talk about that and we're going to go through just the hiring process. That was a topic that came up as a question early on too of what does that look like? And so, um, from a few months ago, we mapped this out and we're going to go through that, um, and we'll share that information. >> Great. Thank you, Mike. Now, move on to item 10, close session. So, I will, uh, entertain a motion uh, for consideration uh, uh, I'm sorry, a motion to adjourn to close session pursuant to Wisconsin statutes 19.851c 851c considering employment, promotion, compensation or performance eval evaluation data of any public

employee over which the governmental body has jurisdiction or exercises responsibility for purposes of the superintendent evaluation checkin. So I entertain a motion and second and then followed by a roll call vote. >> Second. Okay, we call the roll. I >> excellent. Okay.
