001so tonight on the agenda we have no presentations we have no taking positive steps of service awards we do have public input though and it's really nice to see so many people here so the purpose of the citizen input agenda item is for the public to provide comments on any agenda item or publicly address the board of education items that will pertain to school business the amount of time allowed at each speaker will generally not exceed five minutes per person to allow all people who wish to speak an opportunity to be heard however the president may modify the time limits it has or her discretion if the speaker has questions for the board they'll be duly noted and responses will be provided in an appropriate manner but the board cannot respond to individual questions or
002individual comments as part of the public input agenda item as an additional reminder the board cannot take action on any item that is brought forth during the public input session or on any item that was not posted on the meeting agenda citizen input is an important part of the board meeting agenda and the board appreciates hearing from the community on issues concerning them and our school district so a bunch of people have signed up to do public input is there anybody who didn't sign up that wants to do public input can i have your name p-a-t pat t-h-e p-h-e g-h-e-e anybody else okay so we have a long list so we are going to do the five minute time okay so first is allison road unless you'd like to go in a different order you
003can come on up to the table up here and i'll start a timer for you to see okay it's not for us it's for you and if you could give me just i can't see very well if you could just give me a wave i can wrap it up well this is pretty big so okay good evening my name is allison i'm the mother of three children here in lodi ages ten seven and four all of my children are too young to be vaccinated against covet at this time as we enter these discussions tonight i would like us i would like to invite us to consider if your child was diagnosed with cancer would you dismiss the doctor with the treatment plan in hand if your child was hit by a car and med flight
004arrived to revive them and transport them to the or would you also dismiss them if your child had a rare disease would you dismiss the researcher presenting you with the cure we must ask ourselves then why during a global pandemic of deadly infectious disease we would dismiss our medical experts why would we dismiss the recommendation of 67 000 pediatricians nationwide why would we dismiss public health experts whose sole mission is to protect us all the leading experts including the cdc and the american academy of pediatrics are urging universal masking that is masking regardless of vaccination status this recommendation is unanimous optional masking is not a responsible decision at this time first it is contrary to the core principles of public education we have a duty to consider and protect everyone inside these walls public means
005all secondly the the delta variant is truly a game changer our medical experts have all said that it is so contagious and concentrated that it is possible for an unmasked child to infect a masked child i would like to repeat that statement so everybody hears it your unmasked child can infect my masked child i truly don't think most parents realize this fact as new information is emerging about delta the the viral load of delta is 1 000 times higher than earlier covet strains children are five times more likely to get infected with delta but when children are masked the risk of transmission becomes low third of all and this one is important we all share a common goal and that goal is to keep our kids in our schools and optional masking threatens that goal
006when students are unmasked during a surge there will be outbreaks outbreaks will require quarantines long absences from school every time there's a confirmed case other children will be forced to miss school for weeks on end imagine the disruptions to learning the impact on our kids emotional well-being not to mention the burden on working and with enough outbreaks a school could be closed entirely now one person's option to mask has taken away our children's right to a public education i cannot afford to send my children to private school i cannot afford private tutors or homeschooling pods i need our public schools to be open and i need them to be as safe as possible i have ridden in an ambulance holding the hand of my son as he struggled to breathe i cannot afford to take
007the chance of my son getting covered or my daughters or any other child in this community no child should have to risk their health to attend public school if i could even afford those other options i would still want my children to be in school here in lodi public schools we have amazing teachers and staff our district offers an outstanding education tonight we are looking to the sport to make a responsible decision regardless of preferences or opinions i appreciate the intent of the parent survey but this opened up weeks ago before we knew that delta was going to be this game changer the way it has opinion should not be the lead factor in public health decisions especially one that is this complex and serious that's why we have experts that's why we have elected
008representatives to really dig deep into the issues most parents probably prefer to not have no peanut rule at school but it's still the right thing to do for students with life-threatening allergies public opinion does not automatically equate public policy at any level of governance in our nation in fact but the bright spot in all of this is that we have a shared goal we want our kids to be back at school and we have a solution it's masking we know it works i know that we can do this i have seen this community over the last decade and how it cares i have seen them rally around a child with cancer with great love and care this lodi community would do anything for a sick child and a family in crisis why wouldn't we do
009this one simple thing to prevent more children from getting sick or potentially infecting other family and friends in this community we have the chance to prevent illness and suffering the time to unite is now this divisiveness it's only extending this crisis we're 18 months in okay lastly the pandemic is showing us that we're all interconnected my actions affect your life your actions affect my life sometimes we have to make a small and temporary measure of inconvenience but we can do this we have a path forward and now we just need to follow it so i'd ask you tonight please demonstrate your commitment to keeping everyone in our schools safe through universal masking this fall and i thank you for your thoughtful consideration and your leadership thank you next is scott this starts the powerpoint presentation
010as well so um there's like a bunch of you gonna go together okay you know what you want to do in five minutes so you know each of us will have our five do that minutes because i was just gonna say if you want to just go together we'll group you all together and just yeah i think we're good okay all right thank you ready yep we kind of need a last name and an address i'm sorry scott for catch uh address w10994 eco drive and lodi allison are you still here yeah and your can you give our your address to sure sorry people people the public like to know if people are speaking from in the district or outside of the district okay thank you can we just say if we live in lodi
011or not sure you're in the district sure great my name is scott i am the one that filed the open records request that resulted in 16 000 emails that was reported in the newspaper so yes blame me as there has been many distortions regarding the origin of the request i wanted to shed some light as to why it was made in my limited time most of my experiences in the district have been positive that is until last year there is no question covent changed my perception of the district and the board the fact that the board shut the schools down with unanimous vote even though roughly 75 of the parents wanted in-person learning was very alarming additionally i saw the divisive email the district sent out after the chauvin verdict in which they stated the
012district had an obligation to educate systematic racism is a leading cause of inequality as we have all observed how insidious identity politics is and how it has caused so much hate and division i was even more concerned the school was choosing to bring politics in the classroom as a result of these concerns i reached out to vince and the board asking what the district is doing in relation to crt the first response i received was from a board member to be blunt it was a dismissive email pre-packaged response and did not answer my questions that made me raise my eyebrows more vince provided a more reasonable response he said crt seems to be a catch-all term for a variety of topics he asked me if i would be more specific with my question i asked
013vince will lodi be educating children that racism is embedded in our society and continues to be the primary cause of injustices if so how would this be done vince's specific answer on june 1st and i quote as of this time we are not teaching anything about racism racism embedded in society in regard to social and justice issues due to the conflicting messages provided by the administration in relation to systematic racism i decided to found open records requests so i could see firsthand what the district was doing and planning to be clear i did not file the request because of some right-wing news media as previously indicated in the last board meeting it is not because i do not want to teach a complete and accurate history it is not because i don't want all kids
014to have a sense of belonging i specifically did it because of the contradictions made by the district administration i also felt concerns were handled with disdain dismissiveness and arrogance by the board because of these actions and replies i lost trust there are no other agendas no other reasons i simply wanted to know what my kids are being taught ensuring i provide them a well-rounded education however getting straight answers was impossible like they were hiding something after reviewing some of the emails boy are they ever when vince sent me a letter indicating there were 16 000 emails and the cost would be 2200 to review i was shocked but recognized there could be rational explanations i asked vince i don't want to jump to conclusions what would you recommend for me to get a better understanding
015of the nature of these emails should we meet to have a more fluid conversation vince did not review even a handful of the emails he said he could only speculate he said he personally received educational materials that dealt with race in which he forwarded to others he never took me up on my offer for a meeting he has since stated this was an innocent oversight i was left with more questions if they aren't teaching systematic racism what are these educational materials that were forwarded how were they used who were they from never got an answer as these questions were not answered i contacted the entire board asking them to look into and be transparent i received another dismissive response from the board i started telling a few parents about the open records request they had
016similar concerns i posted on a lodi facebook page in the comment section what occurred this request then took on a life of its own during a recent interview with the mayor vince said he wished people would reach out to him as it is better than social media i asked what the hell possibly more could i have done i reached out to the district and to be nice was provided conflicting information the board dismissive there was no transparency no consideration for mine and obviously many other people's concerns make no mistake the sole reason we are here is because the board and district simply lack humility and empathy for people that share a different view lastly i reached out to vince again pleading for a meeting as i saw the direction this was going and felt the
017district was making it worse giving lodi a bad name while i won't share a conversation this is a quick summary the board and administration have an opportunity to build trust in this community again we live in a district that is very diverse in thought this diversity should be celebrated encouraged included and represented choose to be better than dane county where people with diverse viewpoints are shunned and openly mocked by leaders in the community stop blaming parents hiding behind lawyers and semantics reach out to those with different opinions listen be transparent honest and work to resolve as opposed to ignoring and deflecting thank you heather schilling i live in lodi all right am i on oh hang on okay i spoke it my name is heather schilling i spoke at the last couple of board meetings
018under the common theme of transparency the board says they want to be more transparent but we the parents still haven't seen it we requested emails from the school and are still pouring through these emails but it is quite apparent from the emails that we have seen that we are not being told the full truth the definition of racism is tributes to people based on the color of their skin this is precisely what critical race theory does and crt views everything through the lens of race and puts expectations on people and labels that people because of the color of their skin it introduces terms like white privilege white supremacy whiteness white fragility and puts people into categories of either oppressor or oppressed it advocates that all systems are systematic systemically racist and therefore need to be
019overturned this to me sounds very similar to the definite definition of racism if you ask me um and then actually if you don't mind going back just a second okay so um cut experts are masters of language they and they call this theory many different names equity diversity diversity and inclusion or culturally responsive teaching equity is soft non-threatening and sounds like a more similar um to the word equality and sorry next slide and if you could just go one more i'm sorry the bottom line is that we are being told lodi is not teaching critical race theory but the classroom examples we presented last week is showing otherwise if it is not being taught in the classroom the district needs to make it very clear that there to teachers that there is a zero tolerance
020policy to bring their own personal and political bias into the classroom when it comes to subjects like white privilege systemic racism and forcing kids to see everything through the lens of color some of the discrepancies that we've seen is you know the one that that scott already mentioned i won't go into that the july interview with mayor ann groves when vince um alluded to the fact that he was just hearing about crt even though there were several emails from concerned parents long before using that term in may the interview in the interview with ann vince also equated sel to crt and lodi has has significant involvement in sel programs and initiatives and costly involvement there's been race-based interview questions compensation is based on equity as one of the chosen methods for teaching and then next
021slide please so this came from training materials that was prevented on sel social emotional learning from tiffany loken the previous director of student services as it says here start with asking questions how do how does your body feel when encountering someone of a different race what thoughts go through your head when you see a person of color speak in a way that is unfamiliar to you i don't know about the rest of you but that angers me to see that i don't think that that should be the instruction that teachers are given next slide other recommended readings podcasts people have talked a lot about the so you want to talk about race some of the quotes from the book it is about race if you say it's about if a person of color thinks it's
022about race um apologize you've done something that hurt another human being even if you don't fully understand why or how you should apologize ibrahim kendy is another big crt component he does not think that there's um he thinks that capitalism should be replaced with collectivism but he charges 20 000 for a one-hour virtual anti-virtual presentation i guess and it was advocated through emails and people were asked to go to one of his free seminars that he was having from the district of lodi um he's also the author of how to be an anti-racist which has some really questionable material in it and um another book that came about was the color of compromise which is a book that suggests christians are responsible for racism tisbue calls on fellow christians to take full responsibility for the
023complicity in white supremacy and then building equity from the ground up the definition that is given in that book of equity is basically say you know modern day reparations and saying that people um of privilege my people have a duty to give back to people of color next slide please and then this is a very alarming information to us the costs that have been the 43 000 grant for covid 42 000 that we spent for centers for responsive schools which is very very aligned with um it has a lot of crt premises in it 42 000 for a j vans we don't know what that is 10 000 for social school for edu 3 000 for human rights campaign um unknown total cost for the sel program because it's kind of interwoven everywhere we paid
0249 000 to brad sarah district attorney from i'll wrap it up from sun prairie and this is the same district that was sued one month prior for racism the specific example that was used as they had kids in the classroom say pretend that you're a slave owner how do you punish your slaves and that's who's heading off our equity program awesome right um 9k for brainpop which has been linked to blm and antifa [Music] 10k to the sac prairie school district next slide please and we're just asking for transparency as we've said it over and over our you know we there should be a zero tolerance for racism but there should also be a zero tolerance for teachers bringing in their political biases in the classroom and telling people that you know if they believe
025one way that pretty much they get alienated in the classroom and the next slide is where it ends i believe and this is just um if you want to get more information on some of the emails if you want to see the emails firsthand this is the lodi facebook group that we have we encourage you to join us there's email addresses there we've got books we've got pamphlets we've got a lot of stuff so please join us thank you hi my name is jack tatzl i live in the district all right one of the messages i received uh thanking me for speaking up at la at the june board meeting i said thanks for bringing the truth to light and that was a good point for me what we're doing is we're trying to continue
026to shine the light of truth on what's going on in the school district hopefully we're going to see good things we're not going to accept what is being said no matter how many times vince says it in a dissertation to the school board or in a local paper or in the newsletter monthly newsletter we want to look at what is actually being done in that context i want to review the equity program report it's presented in may then says equity is about addressing the needs of students fantastic of course now i also looked at the training materials and associations connected to the equity program and found something very different lodi school district is an active member of the dane county equity consortium bench mentioned them several times in his report and they're listed as an
027activity of the equity program so i checked their website in the first sentence of their of their mission statement it states committed to critical creating equity opportunities and taking collective action against the deep rooted institutionalized racism present throughout our society and in our schools so they have equity and battling racism in the same sentence vince claims equity is about addressing the needs of students but one of his dominant training resources and associations has equity and battling racism seemingly together in county equity consortium is not just a one-off source for the school district lodi school district is an active member vince is on their board planning group in june our school board attended a three-hour training program given by dane county equity consortium in the may equity report vince stated that membership in dane county equity
028consortium helped guide them to look at themselves to me that sounds like a bunch of white elitists leaning into the intersectionality of their ignorance the dane county equity consortium claim that there is deep-rooted institutionalized racism present in our society and our schools is a monstrous lie america is the most free and least appraisal nation on the planet we have much more we can do to better this but saying it's deep-rooted institutional racism is a lie another key element of the equity program was for all staff to read the book so he wanted to talk about race out of curiosity a lodi resident read the book and he shared his thoughts in the letter to the editor july 22 enterprise and i'll quote a little bit i read the book brook was painful but not because
029of the white guilt that the author intended to instill it was painful because of the author's wanton butchery of basic tenets of logic gross lack of honest introspection and juvenile insistence on repeatedly employing casual vulgarity as an attempted literary literary device made this pseudo-intellectual waste of race beating leftist propaganda a horror show for the intellectually literate one wonders at the fitness of any administrator who would employ such sophomoric nonsense in any academic environment and it goes on well i also bought a copy of the book and i read it and this guy is absolutely correct that book is a lousy piece of literature but the staff had to read it all right there's no balance to the equity training it's all left wing why is there nothing in there by other people of color with
030different opinions maybe something from frederick douglass booker t washington larry elder candace owens dr thomas sol and most of all martin luther king the greatest civil rights leader in our history dr king delivered dreamed of the day when his children would be judged by the content of their character not the color of their skin is dr king intentionally left out of the training materials because we want people to be judged by the color of their skin if the training materials are indicative of the intent of the equity program it is a far cry from being about addressing needs of students is it about being an institution for social justice um indoctrination but we're going to call it equity one last thing here so in this um we're supposed to be teaching language arts math science
031not an institution of indoctrination of social justice [Music] no it's fine um first off good evening my name is christy higgins um i have two children in the lodi school district just give me a second me to tell you that you're not gonna ask my children you're not gonna ask my children and i pray that every single parent stands up for their children because in my opinion humanity and i truly believe that because you don't know the ramifications of them having the mask on and how little they can breathe besides the fact having them out on the freaking football field trying to run or having them sing with an n95 mask trying to get that gut breath out i'm not going to do it this year i'm not and i'm hoping with this you see
032that we are not just going to walk away and say it's okay for you to do this i respect the lady back there i respect the fact that she cares about her children and she is here to stand up for them but i care about mine too and i will not put something over their face and make it so they cannot breathe properly especially when their own masks that they try to push on us say that they don't prevent they don't help if they do help then we wouldn't have this delta variant correct they don't like it keeps going but you can blame the mask or unmask people but you know it's not going away and life as we know it needs to continue to go the way it's supposed to it's not this is
033not normal i don't care what anybody says this is not normal and if governor everts can't demand us to put it on and columbia county isn't demanding us to put it on what right to you guys to tell us that they have to put it on little we are we are a ripple right now but i guarantee you there's nothing but a tidal wave coming i do have a child in the district and i just want everyone to know that these are actually not my words these are somebody else from the community's words that i'm speaking for them because they're afraid to speak out whether it's for repercussions to their children or whether it's for repercussions to their job so i might watch it a little bit sorry um anyways so basically we're being lied
034to by the public health professionals anybody with those fancy acronyms behind their name a lot of them are lying and i i have no idea why but there are a lot of them that are speaking out and i have a list of them that are speaking out for what's right there's there's a term called retcon which i don't even know exactly what that meant before reading this but basically it's it's commonly used in the friday the 13th movies jason voorhees dies in every movie in the next movie there he is he's back to life the same thing is happening the cdc and the nih are proven wrong but the narrative continues to change they're proven wrong so then they change it and it's it's like oh that doesn't work so let's change it no it
035doesn't make sense the way they're changing it none of it makes any sense there's no reason to be walking around with a mask this was said by dr fauci on march 8th of 2020 yep that was at the beginning of the pandemic before everyone started saying oh maybe we should wear a mask because guess what for the last tens of two hundred of years people have been saying mass don't work with respiratory viruses they don't work with the rsv they don't work with cova or with the flu i just didn't mean to say coping with the flu they don't work with any of those it's been proven there are plenty of documents that state that it doesn't work because it's an airborne virus you're putting a mask over you're covering droplets you can prevent a
036kid from snotting on somebody and coughing but they're breathing out the virus and that particle is smaller than those mask holes or whatever so in public we're treating it as it as it's a droplet precaution but when you go to the hospital and somebody has cobia they're wearing an n95 mask the medical professionals are wearing n95 masks that's how you protect from covid if you're worried about a respiratory virus our kids aren't walking around with n95 masks on and no that's not an idea i will not be putting an n95 mask on my child but these masks that we're putting on these kids are virtually they don't work they don't work they're useless exactly um there's something called the imperial imperial college doomsday model it was a british study which recommends lockdowns in england neil
037ferguson the academic in charge of the model resigned following um this over stating of deaths and cases okay so this is why i should read this sorry everybody anyways let's get past that the institution of health metrics overstated the deaths by a factor four to five times that was in seattle washington um there they redacted some of the death count because they they overstated all the deaths so anyways the point of this is there was 15 days to flatten the curve and 30 days to stop the spread here we are 18 months away and we're not stopping it it's not stopped because you can't stop a respiratory virus just like we still have the flu every year just like we still have rsv you cannot stop it it's going to be there they're animal vectors
038even if every human got rid of it their animal vectors that can get it and pass it on in different forms that's why it's growing and changing that's why we have these different variants because it stops in one way and it mutates into another way that's worse we need to let it run its course and pass there's other um non um anyways the common flu last year was eradicated and that was because of masks but mass don't get rid of covet they just get rid of the flu but they're both airborne viruses that's wrong as well there are very cheap ways for lack of better term to treat this virus such as hydroxychloroquine and ivermectin they're um but the government doesn't want to use those they want to try something that's expensive that's costly to
039our health care system and why i don't know why in japan hold on one second i got a lot of stuff but i'm just going to finish with some of these really quick in japan they had a 98 mass compliance and then they saw a surge in cases leading up to the summer olympics which is why they decided not to have um spectators watching in the summer olympics because their cases went up 560 percent with a 98 mask mandate we don't need mass the mass are not what's going to solve this problem and like christie said i'm not putting a mask on my child i have not enrolled my child in this school district because i am not going to make her live like she has for the past year and a half in school
040she doesn't make any friends we move down here right before the mask what it comes down to quit punishing our children yes quit punishing our children my daughter doesn't have any friends because she can't see their faces and make friends with them that's what kids read faces and and seeing each other anyways [Applause] thank you melissa next we have heather barron i'm heather barron i live on strange way in lodi yes my name is heather barron i have two daughters that have gone through the lodi school district and i have two sons currently in the library school district i was looking at the survey results and the 68 page agenda list of things for tonight's meeting along with all the stats and info on the school board's website you can find what i'm referring to
041by going to the lodi school district website and under the board of education you will eventually get to the agenda survey results i could go on and on about a lot of things on there that didn't add up things that could be interpreted in many different ways and a lot of opinions that are written like facts but we don't have nearly that much time tonight so i'll just point out a few things first of all there are some graphs in the document one of them is titled delta has arrived it's showing confirmed cases not projected it says confirmed cases yet the graph goes from january 1st of 2020 and goes all the way to september 1st of this year 2021 and yet it's august 9th the other graph is comparing the delta variant versus other
042infectious diseases it's definitely not the easiest graph to read considering all the other diseases and sicknesses are dots and covid and the delta variant are huge boxes i'm pretty sure if i made a graph like this in school i would have gotten points knocked off but glad to see we're using it as official data but if i'm reading it right it does look like the delta variant has a fatality rate of possibly less than one percent another graph is showing us last year's stats this graph gets me the most first of all it's showing us wood county results which i don't understand why we're looking at a county that is hours from our county yes it is also stating that the graph is based on school transmission and is basically based on any student staff
043member of a school that tested positive for covid i didn't realize that when you take a covet test it also tells you where you got coveted from there is no proof at all where anyone gets coveted and i'm getting real sick of people claiming they know where the transmission is happening including claiming that athletics was the highest area of transmission again you've got to love the opinions that are stated as facts the other problem i had was the survey that went out there are three choices mass required mass recommended and mass optional mass recommended is very unclear and can be interpreted in so many different ways are you recommending them at all times are you recommending them only in the classrooms or maybe just the hallways or passing each other if you wanted clear survey
044results you could have just had two options required or optional fortunately the survey is clear what families want but i would hope you would prepare better surveys in the future so there is no chance of misinterpretation the last thing i did not appreciate is the summary of the results on the document it says that majority of parents and families want optional face masks and they want their kids in school that is a fact the results show it there's no denying it the statement that is not a fact is these two things are polar opposites of each other so wanting our kids in school and with no masks are polar opposites that is an absolute opinion and why or who even typed that remember a time before covet that is what we had so to act
045like it's ridiculous to want or to achieve that is very conceited and narrow-minded board you have another hard decision to make and believe me i am not anti-science but i am against just expecting something or accepting something that doesn't make sense and a lot of the stuff didn't to me and i hope that is what this district is teaching as well we don't want our kids just accepting everything if something isn't making sense we need them to look at it and that's all i'm doing on here kova does not make sense anymore every day there's a new stat and it's different and it's about time that we just have to stop and we've got to figure out what's going to work for our small community and not the whole world we can't solve the whole
046world's problems [Music] life is full of choices and risks and people need to make those decisions every day part of being a parent is also making decisions for their children we can take expert opinions into account when it comes down to it we make the decision don't take that away from us a majority of parents in this district are saying they want optional masks and they want their kids in school the people that made these beautiful children in the school are telling you what they want for their children just please remember that when you vote tonight [Applause] thank you heather nicole mckern hello i'm nicole mckern um i do live in the district and a lot of the things i'm going to say you probably heard already so i'm sorry but let's say it again
047so um i have currently have two children in the district one in the primary school and one in the elementary school my husband and i both graduated from lodi so we've been here a long time we love this community love the school love the teachers what we didn't love was a lot of the decisions that were made by the board this last year and it's very unfortunate so i'm hoping and praying that tonight that changes so what i'm here to ask you tonight is that for this coming school year you make mass optional or recommended but not required um there's many reasons for this um you can see this summer i mean everyone pretty much was without a mask i've seen you guys out without mass and have you guys seen a huge outbreak of
048covid this summer in our area no um but anyways there's just a few that i wanted to touch on um number one it is extremely important for kids to build their immune systems at young ages and by continuing to mask our children you're not allowing them to be exposed to viruses like rsv and the cold so they're not able to build their immune systems so that when they're adults they can have strong immune systems to fight off stronger things um so that's one of the reasons the second is science has been a big thing with the school board like the past year i hear it almost every board meeting that trust the science trusted science well the science on this virus is that the survival rate is 99.9 so what are we so afraid of
049why do we continue to mask our children for something that is most likely not going to kill them and not even going to kill us um it's a virus like melissa was saying it's not going to go away um like the cold and the flu it's not going to go away it's going to change we have a delta variant this year next year it'll probably be something else we need to let it run its course because it's most likely not going to kill anyone it's a survival rate of 99.9 and that that stat has not changed it has not changed um and finally my main reason is the survey results as you've heard and you'll see in the presentation um the majority of parents in this district want our kids unmasked um as a school
050board your job is to think about the safety of our kids but you're also supposed to work with the parents so we're asking you please work with us trust us trust that we want what's best for our kids we're not trying to harm our kids we're not trying to harm other people's kids by not wearing masks um if you guys vote to make mass required you're basically telling the majority of parents in the school district that we don't know what's best for our kids and that you do and that's not okay so we're just asking that you please trust us listen to us and not mask our children this fall thank you [Music] [Applause] nicole matthew breinig yeah yeah matt brennick i live in dane um i have four kids we just moved back here
051to the area so that i'll be going back to school here sure i got like an eight-year-old six four and two um yeah so uh first off i'm gonna start with a coronavirus joke but unfortunately you have to wait about two weeks to see if you got it [Laughter] so i'm here um i've represented my my employer not representing any organization i'm part of um strictly to state a few facts um and hopefully you guys can help me with the problem so i have a problem my kids have speech problems just about every single one my youngest is pretty much mine at this point but uh it's kind of a joke that we have but she's getting better um masks mass prevent visual access to a speaker's lips right masks are a barrier to communication
052hence the first lady that was here took her mask down so that you guys would understand her okay mass take away our ability to read lips okay and you cannot see facial expressions you don't know if i'm smiling my kid you know they take after you know their parents and if you're not sharp with them they're gonna make you look like a fool and i swear masks make it harder to understand what we're hearing speaking with a mask can be hard for people with speech problems right please do not make it harder on my kids who are already struggling with speech people with masks transmit covet proven people without mass transmit proven vaccinated transmit covert proven unvaccinated transmit covert it's been proven you can make you can make a matrix of all foils you're like
05316 pieces right all 16 of those transmit cover now you're throwing animals you know cha animals transmit cover they're vaccinating unvaccinated mass on mass i bought a mask from a pet duck the other day is that fancy but it covers the bill i mean like i mean god bless y'all right i mean you probably think you're in a hot seat we think it's pretty easy right listen to the people follow your own survey results you asked us yeah just make it optional just make it optional strongly recommend it make it optional matthew steve collier ready my name's steve collier i live at 2 1 1 pond street in lodi 211 pine street um i have been here over the last year i don't know five or six times i hate having to come here um
054i don't speak well obviously i get emotional i didn't say anything yet um i have two i just graduated a student i go to high school i have a new one coming in uh and a junior i can't speak to children in the elementary school primary school or middle school but as i stated before i want my kids to have their lives back yes my kids are old enough to receive the vaccine it's our choice to do what we want with the vaccine our choice should be respected our freedoms should be respected the lady that spoke first made a very good argument i appreciate it however we cannot we can look at all the data in the huge report that you guys gave almost impossible to follow and and you know spent reading through and
055try to keep track of everything that is data now data that was in the past we don't know what's going to happen in the future you take masks and put them on our kids who knows what's going to happen to their emotional and physical needs or physical future i can't think of what i'm trying to say what's going to happen to them in the future based on the fact that they have to wear masks playing sports which if any of you have seen any sports played in this district no one's wearing the mask why do they have to wear it around their chin it's ridiculous i'm here to speak some common sense to the board or to use some common sense like the one of the prior speakers the death rate of this virus hasn't
056changed since day one i spoke it multiple times in the past ninety nine point nine eight percent from zero to eighteen why are we focused on trends on cases and transmission we get sick we recover because we have immune systems that do that of course no one wants anyone to die but it was about 14 days it was about 30 days 18 months now to stop the spread that happened everyone that it was about save graham and grandpa it was about saving the amino compromise guess what anyone that wants i could go right now and go get a vaccine if i wanted it's my choice anyone that gets a vaccine it's their choice why do my choices not get as much respect as someone else's choices if i die from covid i don't expect anyone
057that has a vaccine to feel bad for me it's my choice like i said before 99.9 percent 99.98 i want my kids to have their high school back i want them to be able to use their lockers i want to be able to have dances spend time with their friends and as a matter of fact that aside i want this board to vote for goodness sakes six to one maybe maybe five to two instead of seven to nothing in that quest to the superintendent i've heard discussions from this member from members i hear like it's about ready to come but then vote time comes straight across the board stand up every time for what you're saying i'm hoping that some new members on this board can help with that problem diversity of thought is very
058important and no one should have to feel uh bullied or awkward for getting up and speaking what they think let these high schoolers have high school let them forget about what happened last two years and be able to enjoy what they've got let my daughter who's a freshman be able to meet friends hang out sit at lunch together what three feet apart was a virus stop after that i don't know six feet 10 feet 100 feet doesn't matter please listen to what we want i know i don't have i'm not a scientist i don't have all the papers in front of me but i do have common sense and what we're doing doesn't make sense hi matt mckern i was raised here in london graduated in 2005 same here as my wife and we met
059here in what i went to uh uw oshkosh got a degree in biology with an emphasis on health care business and decided that we wanted to return to this community and raise our family here i don't have time to go into an in-depth discussion on the science of everything tonight i'd like to note that apparently neither does the cdc currently especially under the stewardship of the political appointed director rachel wolinski seemingly drunk on her own power is more concerned about violating supreme court orders challenging her authority on a national eviction moratorium and implementing a draconian mass recommendation than actually reading the cdc's funded studies speaking the truth that is much more nuanced than she would like to admit i'll see the irony of such draconian and conservative recommendations from such a liberal progressive ideologue is
060not lost on me instead i'd like to talk about something much more important you all did something very commendable recently you asked the parents how they wanted to handle masking the school year we should know this is now the third year that we've been dealing with in schools and we have to answer that question parents overwhelmingly agreed 71 percent did not want a mass mandate to put that in political terms no president has garnered 71 percent of a popular vote since james monroe's second election his re-election in 1820 these parents have sent you a clear message a clear mandate reading the agenda for tonight it's clear that a road map has been created to steer you to a foregone conclusion you're going to hear from some parents like me but then you're going to get
061dosed with a whole bunch of fear about the delta variant this is supposed to help you rest assured you're doing the right thing but despite over 70 of americans having at least their first dose of adults that we're to expect a worse outcome than places who have already experienced the full delta spread such as the uk and india you'll then see the results of the parent survey but that'll be quickly followed by a list of reasons why it's okay to ignore that and carry on with the predetermined mandate it's so disappointing seeing a dog and pony show before our eyes watching this board over the last two years has been incredibly frustrating while neighboring communities have often taken a wait and see approach to better understand the situation the sport has acted rashly when other
062districts were publishing plans to return to school this board left our teachers in the dark until the last minute when districts across the country have learned to listen and trust the parents and communities in these troubling times this board has fact-checked public input in violation of its own rules to make sure the politics were clearly received here's my bottom line i'm here today for my kids because i love them and care more about them than anything else i'm just asking that you respect our demands to let the parents choose to send their children into school environment that they think is most conducive to their overall well-being trust the parents trust our communities and do not impose a masked mandate heather thank you matthew heather hermanson my name is heather clicko hermansen i live at 226
063church street in lodi i currently do have two children in the lodi district both in high school one is a senior and one is 10th grade i want to i just wanted to say a few words tonight the school sent a survey out asking if we wanted to put masks on our kids last year the school asked the same question about virtual versus in-person learning and went against what the parents wanted then not a single board member listened to what the parents wanted no one since we have all seen the cdc the dhs and the and dr falchi say one thing and then the next day say something different and yes science changes but even the backs of masks tell you it does not help with the spread of cobit shouldn't that say something further
064if you continue to push masks and don't allow religious exemptions you are going against your own inclusive exclusivity program you claim to strive for we are asking that you do better than this and that you create an environment that is welcoming to all no matter what is decided please do not make this distinctions between the vaccinated and unvaccinated and finally equity and crt whatever you call it does not belong in the classroom please watch the clip on person of color perspectives it's on the slide that says um are you teaching critical race i think so that's back like three or four thank you heather pat tessel oh but there's a video that comes with hers so it's that video down yep and that should still keep her in her time frame okay you might have
065to copy and paste it into a browser because it's a powerpoint's weird yeah could could we hear from pat while he tries to figure that out and then hear it after that yeah thank you thanks for coming back if you can find her while she's speaking hi my name is pat tassel and i do live in the lodi school district um some of the emails that have been released with the open records request that came out regarding crt and the district of lodi even with a limited number of the released emails that are out there there's a deeply troubling pattern that's emerging from them and i'm going to share the highlights of some of those emails point one district abusing power in the employee employer relationship bullying people that engage in free speech on their
066personal time that doesn't match the crt narrative employee compensation tied to reading a racist book the author has a pattern of expressing opinions that go against values of the community teachers organizing book club meetings to discuss another racist book by another offshore author who pushes crt districts sending out correspondence that racism is a pandemic district corresponding with dane county employees all pushing a leftist agenda even discussing kyle rittenhouse local social worker says her primary function was to support people based on their skin color reason to believe that school is asking inappropriate race related questions to prospective candidates however the open records request on that was denied we saw numerous emails of leftist organizations pushing elements of crt to be included in the classroom even offering money if it is the district's spending money on paying
067an employee to count the number of people of different races on facebook posts most troublesome things observed was what we did not see no contrary discussions to this whatsoever so if you feel that there's been anything misinterpreted on the emails that we've seen so far we're really urging you to make them public and put them on the district website [Music] thank you pat we have one more person who's on the google link that would like to speak ellen foley are you out there yes yes colleen before you go did you get that video to work or not we're working out so we're still working on okay so we'll go with colleen hang on colleen we need more volume good thing i'm going thank you now we're good okay awesome okay go ahead state your name
068and your address please all right i'm i'm colleen and i'm in district um and i'll just get straight to the point that i support masks in school i'm from ashland wisconsin i have a child in kindergarten this year i'm a nurse practitioner and proudly i'm a provider who cares for patients in nursing home as you can imagine i've been dealing with cocaine on a very acute level in my career this has taught me to follow data research and expert opinion when patients go to the hospital or if they're in the skilled facilities other nurse practitioners physicians assistants physicians and surgeons we all do the same thing cbc the american academy of pediatrics they're all recommending masking up there's there is definitely a discourse between the research that people see about how helpful masks can be
069so i won't go terribly in depth with that the research that i do notes that masks can help with community exposure are so a source of viral control and personal protection and wearing masks by both infected and uninfected person gives the uninfected person some benefit i dropped my sheet of paper i understand that the results of the community survey lean towards optional masking you know back in middle school i remember a sign in my teacher's room and it said what's popular isn't always right and what's right isn't always popular and that kind of makes me think about the situation and that always has resonated with me the tools that we have to help with viruses are hand hygiene vaccine distancing and masking kids under 12 can't get the vaccine we know that it's very contagious
070and what we don't know is how sick they can make kids and again i think we read different letters on that it sounds like it's important to use the tools that we have i do fear my child going to school this year it's not a matter of if he gets infected it's a matter of when we don't do something about it and that's what i have for you guys today thank you colleen did you say you're from ashland are you from lodi i'm from i live in lodi i'm originally from ashland okay thank you sorry about that yeah i live in district thank you colleen thank you everybody okay is anybody else want to speak i think we've got one on uh do the video first then click um this was it right for the
071video together [Music] [Laughter] [Music] i'm sorry inappropriate you talk about a critical race theory which is pretty much when we're teaching kids how to hate each other how to do it deliberately teach kids this white kid right here got it better than you because he's white he's gonna personally tell a white kid oh the black people are all down and suppressed how do i have two natural degrees if i'm sitting here oppressed [Music] serious what's seeking about this whole thing is what y'all doing right now it's already something i do in my community right now to speak out against stuff because black folks are getting told by other black folks white folks ain't going to let you get them you know here because the white man the white man will keep you down well how
072did i get where i am right now if some white man kept me down how am i now directing those folks that look just like you guys in this room right now how what what kept me down what oppressed me i work for myself off the streets to where i am right now you gonna sit here and tell me this lot of critical race theory of this this reason why black folks can't get ahead because of white folks are you kidding me this is what we come to now i can't believe we even talked about this right now the last thing i'm gonna say right here is something that's crazy martin martha king said he wanted his kids to grow up in a world where they are judged by the contents of their what not
073their skin if they letting this stuff going right now it is absolutely not the complete reverse of what he's doing so if everybody comes don't talk about margaret the king when favorite come don't talk about blackbeard's sit down just people pee on this grave with this nonsense that's exactly what's about to happen but it all comes down to it the person that's going to be suffering from this the ones that we heard from this is the kids 10 years now this stuff goes on who thought is it going to be whose fault is it going to be who we going to look back on the blame for this because this is something we talked about right now this stuff is going on right now i do this stuff on the daily basis i'm in the
074hood i'm in the communities i'm out there with folks in their face i've been doing stuff since i was 18 years old talking to black folks you know what none of them are buying this nonsense none of them are but if you want to implement this into the school system i guarantee you to the day that i die i'm going to be the very person right there debunk this stuff tear stuff down i don't know they can ever gonna keep any of them from getting there so crt's yes can i can i just add something all right so i just wanted to say that we have a group that you know meets has gets information together tries to look at the facts it's you know we go for a lot of information but the bottom
075line is we know so many parents that are considering unenrolling from the district and it's sad because we love the district you know there are teachers that are being allowed to do things that they shouldn't be allowed to do in the classroom but we realize that most teachers aren't that way we also realize that you guys have an extremely hard job and in the last board meeting we learned that every kid and i hope i'm not misinterpreting this brings in 10 000 in funding is that right something like that i mean you have so many families everybody here probably knows somebody that is considering unenrolling and that maybe you know somebody with one kid two kids three kids we've started putting information together at our own group about homeschooling options and what you can do
076at home school we don't want to homeschool our kids but our hand is being pushed because some of the because we're losing control of what's being taught in the classroom we're not getting the truth and transparency is not happening and that's it you and we do not have siobhan so next we have the consent agenda items in this section the items will be adopted as a group unless a board member requests a specific item to be removed from consent agenda and addressed separately we have the approval of the minutes from the july 12th board meeting we have uh all the payroll check deposits account payable checks payments hc ach payments credit card payments we have one fundraiser request for music concessions a bake sale no fundraising reports one field trip request for ffa officer retreat
077extended field trip no committee recommendations for approval under other we have co-curricular code and book revisions requests for student data for empire photography requests for student data from midwest scholastic which is class rings wednesday evening requests and requests for monitor pay increase under resignation and retirement we have third grade teacher yearbook advisor 8th grade language arts teacher primary school special education assistant elementary school special education assistant primary school assistant and primary school assistant as it was added the co-curricular we have volunteer swim coach assistant volleyball coach middle school assistant volleyball coach volleyball coach tennis assistant tennis coach assistant soccer coach two volunteer football coach high school yearbook advisor who's called math team coach 50 homecoming advisor three-day extended contract for elementary school osce reading specialist a three-day extended contract for the primary school reading specialist
078a one-day extended contract for a counselor one day extended contract for a different counselor elementary school osc pbis advisors there's two of them pbis primary school pbis advisor 2 a middle school ffa advisor ice age hiking club advisor 15 day extended contract for middle school agriculture social worker 10 day extended contract extended choral services extended instruments services instrumental services art club middle school forensics there's two people first and second year mentors 13 people department coordinators 16 people department chairs eight people and a mentor program coordinator there's nothing under program our community program crew under regular staff we have a special education assistant les osce administrative assistant for four hours a day high school library media assistant high school math teacher high school special education assistant which is going to be removed under personal honor we
079have one leave without pay i make a motion to approve the consent agenda as presented with the addition of approval of nick carls as mentor program coordinator rachel steinkopf resignation table the assistant volleyball and tennis coaches and the removal of the high school special educational system [Music] back to school decisions agenda item 801 yeah unstoppable yes so um i appreciate everybody coming out and sharing information uh mr han do you have that quicker or unless you want to do it would you like five minute break before we begin sure yeah because i want to listen to this bag sure yes okay so reconvene it to 10-2 to 750. you'd like to use the restroom and way in the back on the left or just walk around you know this is like oh oh yes you
080did do you want this presentation um no if i can get in high school this is it's much cooler in here than it is don't worry huh no that's what i'm saying and you know okay thank you yes we have one more person on google that wanted to make a calendar message so there's one more person on google i'm sorry tyler tyler are you there can you hear me yes can you spell can you state your whole name and your address please uh yeah it's tyler harklow and i live on lakeview drive in lodi okay go ahead okay uh hopefully you can see me here i know i'm not the prettiest i just got a new haircut but um i just wanted to i just wanted to comment about the mass the decision you guys
081got to make today it's a pretty tough decision i've heard a lot of people against the mass [Music] i have a couple of comments about that i to me when you make a decision to make mass optional that endangers my kids safety at school when i make when we if you make a decision for them to have to wear masks that makes my kids safer but also the other parents kids safer so to me there's a problem there there if you vote to make the mass optional my kids in danger if you vote to make them mandatory for the first quarter that makes everybody safer i don't know how you can go wrong with that decision you know you guys do have a real tough decision but you heard it today from a nurse practitioner
082on the phone mass work we don't we don't know how bad this delta variant is yet we haven't gone through it and the survival rate by the way is 98 percent not 99.98 it's 98 okay take that two percent death rate are there two percent of kids in the district that are you that you people are willing to let die okay i when i went to school there was multiple people that died in car accidents right and when that would happen that was a that was a tragedy that sucks losing a classmate losing a kid now imagine a little kid and nine of them or 10 of them or 20 of them you talk about losing funding in the school but if 10 kids die what's that a hundred thousand dollars a year so if
083we're so dead spent on losing money that's a lot of money if all you guys care about is money then you should be all for wearing masks because you don't want to lose you don't want to lose that funding right i don't care what kind of flack this gets me but my kids have both been in the icu for weeks at a time with other breathing issues if my kids get covered there's a good chance they're not going to make it okay there's no vote that's going to change my mind there's no comment that's going to change my mind you need to listen to the doctors when you when your car breaks you take it to a mechanic because you're not a mechanic okay when you need a welder you hire a welder because they're
084a welder and you're not right so let's respect what the doctors are saying in the cdc i heard somebody say that the cdc was telling lies i'm not even going to address that comment that is so dangerous so dangerous and what a what a slippery slope that is i even see my neighbors there from when i grew up talking about race theory we're not going to get into that either but your guys decision tonight's going to be a tough one if you vote to make the mass mandatory it's only going to make everybody safer okay we're talking another corner until we need till we figure out what's going on with this delta variant if you vote to make them optional that's going to endanger everybody's kid so you can vote to make the mass optional
085and endanger everybody or you can vote to make it mandatory and keep everybody safe i'd rather have later to make sure everybody's safe i would hate to pick out 10 kids and see them gone that's a travesty the fact that these people are trying to argue that a two percent survivability rate in children is acceptable no children's death is acceptable if you are a parent i shouldn't have to tell you that okay i appreciate your time i hope you guys make the right decision you're gonna have a lot of upset parents no matter what you do so good luck hey thank you tyler thank you all right we're all back yes we're all back ready to go uh first of all thanks everybody for their comments tonight and and sharing the information um just as
086tyler said and i think everybody else here pretty much has come up and said this board has some very difficult decisions in front of them tonight so before i get started one of the things i would ask for people is to have some grace right to understand that the board has very difficult decisions to make um and they have done they have been working hard to try to to look through all the information that has been provided through emails through information i provide through all the resources that come away from dpi cdc um or other places as well but we also need to make sure that we we do and i heard a little bit here not too bad not really too bad but make sure we're not labeling people as vaxxers or anti-vaxxers or
087masters or anti-masters because it makes it really easy for us then to label people and then not see them as people right so um we all and i think somebody said we all have the same goal right we want to have our kids in school we want our kids to be safe we may not always agree exactly how to but that's our goal and that's everybody's goal um so we're not enemies we're all trying to work together to make sure that we do what's in the best interests of our kids so i just want to kind of put that into the space um as i walk through this information um and feeling like when we're going to go through this back to school decisions um you know i wanted to look at you know we
088look going back to like how we've been making decisions throughout you know we've looked at um when we make decisions through this pandemic the safety of our students and staff and families their number one priority um you have to stay grounded high quality teaching learning operational effectiveness we can't do long-term damage to our district and bottom line once we get kids in school we want to keep them in school we don't want them bouncing in and out so i know heather spoke to this graph and this graph just really talks about um and the reason i included it is because it's a graph that was done in wisconsin right it was research that was done in wisconsin in wood county up by marathon county you know marathon um marshfield uh marshfield clinic and it just
089shows um that in the fall uh when we had kids in online they had kids in person and as their the first the line that keeps going up shows their community transmission of covet going up the bottom line shows that the transmission the the issues they were having with covet in school and it barely raises right so they were they just shared this when i'm talking to uw health they share this and just say it showed them that when they were putting the mitigation pieces in place it worked right we were able to keep kids in school that's one of the things we used and when we started making decisions to bring our kids back and here the code of medication factors starting with the strongest which is vaccines the masking distancing stay at home
090and ill um those types of things and you know we were able to take some of those away this year right it's kind of like going out in the winter i would say it's like spring sports in wisconsin anybody who's gone uh who's had kids play at spring sports in wisconsin right there's certain games and the weather's nice and you can start and kobet got less there was less transmission this summer you could start taking some of those layers off but if you've ever had a kid play baseball or golf or something in the in the spring for a high school sport you know you never take that coat out of the car because you never know when that weather is going to change on you and again so with the delta variant the weather
091has changed so this presentation would be a little bit different if we were two weeks ago when i started putting this together to where we are now and that's what we started talking about um and to get that heather point too 9-1 is kind of off the graph to the right a little bit not quite we're not quite to 9-1 yet september 1st as she mentioned but we're starting to see that peak and i'm talking listen to dhs and webinars department health and human services i shouldn't use abbreviations but dhs department of health and human services is predicting that peak is going to continue to rise and we've seen that we've seen a 40 increase in cases last week in wisconsin and 11 higher rate than we were just one month ago and this just
092talks about the difference between the initial sirens covet two or kobe 19 and then the new delta variant just that it is so much more transmissible for people who are older like me it's transmissible like the chicken pox right when i was a kid someone in your house got chicken pox the whole house got chicken pox it's just what i'm without saying um the delta variant is that way now it is not as dangerous as you start looking up as the other ebola and small parts smallpox sars is more transmissible but it's not as dangerous as those things to some of the points that were made today as well but it does spread faster so one of the things that um in meeting with again uw and dhs just wanted to have information about the
093delta variant so this is a video that was put together today by shelby o'connor was a researcher on uw madison on the delta variant my name is shelby o'connor i'm a professor at uw madison i've listed my contact details on this first slide if you wish to reach out to me after you listen to this presentation for the past year our team at uw has worked to improve our local response to covet in dane county and wisconsin some of you may actually remember me because i worked with several of your school districts in the spring of 2021 to distribute v-necks now antigen tests to schools when they were not otherwise available but today i'm here to share my thoughts on the delta variant of stars kobe 2 and describe how its arrival in the community
094has changed the mitigation strategies that we and other experts think are necessary to prevent overwhelming our hospitals with cases of copic 19. so what makes the delta variant different from other variants well it is because it is so much more transmissible i'm going to give you a couple of data points to help explain what we know and why we think it is more transmissible first there is more virus sooner after infection in china they tracked an outbreak between may 21st and june 18th they tracked 167 cases and all of them traced back to the first index case they found that the time when contacts became pcr positive was about three to five days sooner for the 2021 epidemic compared to the one from 2020 and they also found that people infected with delta had more
095virus on the day they were positive as shown on the right that graph shows that in orange people who had the delta variant had more virus which is lower on the y-axis compared to those who were infected with 2020 virus shown in blue they had less virus closer to the top of the y-axis in addition we know that there are mutations in the virus that improve its ability to infect cells it's a very detailed piece of information but when czar's going to infect cells shown on the left there are two cutting events that need to happen one of them happens in the spike protein at a site called the fearing cleavage site if you look at sars kobe 2 on the right you see that it has a unique set of letters in the spiked
096protein that make it different from mers for the original sars this prrar sequence is very good for cutting the alpha and delta variants of stars cov2 have slightly different letters at this site alpha has h-r-r-a-r and delta has r-r-r-a-r rrar sequence is really good for cutting by this particular enzyme this makes the virus infect cells better which leads to faster and higher amounts of virus replication in an individual now many of you are probably vaccinated and that's great that means your risk for infection is low and i'm sure many of you know however that people can still get infected despite being fully vaccinated how do we know this well we are seeing both breakthrough cases and non-breakthrough cases rise in dane county you can see here the rate of infections for vaccinated and unvaccinated individuals
097since february of 2021. the rate of cases among vaccinated individuals has never been higher than it is right now and it's rising this is at the same time as delta has become the prevalent virus in dane county people used to think that those who got infected despite vaccination would have a lower amount of virus but this is also not true in fact the vaccinated individuals have just as much virus as unvaccinated individuals when they get tested here you can see again the relative amount of virus for those who were or were not fully vaccinated across 11 wisconsin counties on the y-axis less viruses near the top and more viruses near the bottom you can see that the amount of virus detected in both groups is very similar so should we be worried about kids getting
098sick with the delta virus yes and you can see examples of this in florida and texas so in florida there's been a rapid rise in hospital admissions among kids 0 to 17 in just the last few weeks even when florida didn't see a spike last winter that's not the case now there's a huge spike and you can see several headlines that comment on this issue same thing has occurred in texas they have had a rapid rise in hospitalizations and it's been scaring many of the clinicians in fact this has been the case in the capital austin and many of you may say well could this happen here we're not austin texas but in fact travis county where austin texas is located has 58 of the population vaccinated and dane county has 68 fully vaccinated both
099counties have more than half the population fully vaccinated so it's just as likely we could experience the same rise here in dane county now while there are of course these immediate concerns to kids and rapid rapid rises in hospitalization there are also concerns that kids are susceptible to long covenants which we're just beginning to learn about now this story actually came out in the new york times yesterday it describes how 11 to 15 percent of kids are getting long coven and even about 10 percent of kids simply have coke and symptoms for 5 weeks and sometimes even 12 weeks so my recommendation is that there should be universal masking in k-12 schools to reduce disruption of school activities on the left you can see an illustration of how masking prevents transmission between individuals who from
100one who might be infected to someone who's not infected so masking is going to reduce the likelihood for individuals to spread the virus reduce the likelihood for school outbreaks keep in-person learning operational and keep in-person school services operational now many of you i'm sure don't want to wear masks forever so i do believe there's an end game cdc actually has a quantitative measure of transmission and community so i think that when cases are low as shown in blue or yellow masking does not need to be as severe but if you look at the country right now most king most areas have high transmission where there are between 50 and more than 100 new cases per hundred thousand individuals over the last seven days and in dane county this is currently 110. so i think that
101by considering how we wear how and when we wear masks flexing our mask wearing as the levels of transmission change we can hopefully avoid the devastating surges we're seeing in texas and florida so that our kids here in dane county can have a safe productive and fulfilling school year that's just an update on the uh due to delta that we asked from uw uw madison is a share for us um then again she talks about dane county um columbia county is very similar they have a little less vaccination rate but i'm going to get a little concern so delta variant changes so i just want to put that on the backdrop before we start having this discussion because it is definitely somebody talked about earlier game changer so decisions are made by the board tonight
102um we have face coverings in school buildings and outside um students for archaeologics are knowledgeable vaccines students seven through 12 are eligible and have been for a while what do we do with staff what do we do with visitors other decisions the board needs to make is quarantine length for close contact communication on cobia 19 cases to family and testing we also talk about decisions that already made i mean the board can change any of those but my mitigation strategies regarding symptomatic students and staff um again we're going to be cohorting at primary school elementary school c lunches and busing um we'll continue this year but you know we're going to discuss really trying a lot of cleaning hand washing we're able to expressive recess those types of things so face coverings um again pros
103highly effective at slowing the spread of all respiratory infections we'll keep students and staff in classroom over the first year optimized in-person learning allows for modified quarantines cons they're not very comfortable people talk about not being able to see people's faces majority of caregivers want to make this choice don't want to have a district make it for them and then what's our recommendation uh as has been mentioned before all pretty much all the public health um it's almost unanimous that face covering should be worn in indoors um starting can i just add something um the cons i just noticed that there's nothing up there about headaches or kids with asthma having trouble breathing i mean i just wanted to kind of mention that stuff rotting um so that's just one of the things and real
104quick on that i was trying to look at the graph that that video was about um i'm not denying that there's covet and this whole delta thing um but i guess i was just confused she said there was a huge spike i think it was in june and yet we were not wearing masks in summer school and it seemed to be okay um i just find it weird timing that all of a sudden this is the big topic when schools are going to start um obviously if it's so contagious and it's been here why all of a sudden if it's that contagious why is it i know you can't answer that i'm just kind of bringing that up it just seemed kind of weird to me so i and i that's i'm not going to
105get into this you know down deep in the science of this because it's not this is not my expertise i'm sure it's not yours yeah right so my when i put this presentation together i reached out to lodi clinic saw prairie hospital public health columbia county public health madison i reached out to uw pediatrics department people who are experts in this area right this is what they do and so i you know again i didn't summarize all the pros i didn't put all the cons in there either right because i mean i already heard this presentation's way too long and i'd agree it's way too long i'd have put all the pros and all the cons and it would have been much longer right um yeah so i'm just trying to give a quick summary
106and there's so many things to talk about it's it's hard to give a quick summary okay can i just mention that all this information has been in the available to the board since friday friday the latest right right i mean so we're not i'm just i'm i just want to make sure people you know listening whatever don't think that we're seeing this for the very first time you know we always have access to this for and in this case fortunately several days in advance and i shared a document that had like all the different research pieces that i used behind that um that went to the community as well that they could reach and so the board can reach yeah i would just like to ask one question for those who plan on voting for
107mass why aren't you wearing them now nothing if the delta variant is so bad it's out there right now why is everyone putting this person next to another screw i have a question too when you called all these people for all this information did you just take their word for it or did you actually look into their studies and make your own informed decision on whether or not to even present this i've done both right when i've done the cdc i would read back through studies when i go through the cdc or when they provide cdc studies i've sat through webinars and gone through back through some of those studies as well so i this is i guess this would go back and forth this is a presentation right i did not try to interrupt
108anybody during the conversation when people were speaking i just need to get through this presentation so the board can have a discussion about this um i don't mean to shut down questions but it's correct already and we'll be here all night and we want to get to this piece that's okay so again recommended by not requiring there's pros and there's some cons there as well um your pros gives family choice you will see student faces impact hopefully younger students less severe than adults which we've heard before are here tonight cons increased respiratory illness more times out of school difficult if not impossible for staff to monitor and force parents who want their child to wear face coverings in school and then modified quarantines per dhs are not option without mandatory face coverage if the board
109decides to go back um and as we talked about and a couple people have referenced well like families want to have that choice and as we'll i'll get to the survey results they want to have a choice but it's not always as simple as every family if a family is allowed to choose they not only choose for their family they choose for the other kids that are around their child due to quarantining and things of that nature so it's it's not just a one-person district that's an easy choice if i get to choose for just my daughter but i'm choosing for other kids in that classroom as well so if my child i choose for her to mask other kids next to her don't mask she will end up being quarantined out more if the
110board continues to go with the dhs recommended quarantine rules if they don't that's up to them as well and this kind of just kind of goes through this you know what happens if somebody comes to school everybody's masked with the new quarantine rules through department of health and services everybody's mask nobody has to be quarantined from school if student's not mass then people are quarantined and uh dr o'connor went through this uh chart as well um but i won't touch that again as we talked about earlier summer school based governments were not recommended but not required in summer school uh so we did a survey of parents to see what they would like to have regarding face coverings um and as you see 31 is a primary screw 31 31.8 and i just updated these
111graphs this morning so if the numbers are off a little bit but you look down on friday or monday because the the survey closed today um so they didn't change a lot like 0.8 here or point date there but 31 percent almost 32 percent uh said the district should require face coverings um the rest felt that they should not um these it should be recommended or optional 68.1 percent for 68. we get to elementary school um there's a few more 36.8 feel that it should be required uh 17.4 shouldn't be good sorry but 63.2 either this should be recommended or optional uh middle school we added an extra question because sixth graders are really not most of them are not eligibly vaccinated so we asked an extra question whether sixth graders should be required and
112nobody else um so again twenty three percent uh around twenty percent felt that kids should be vaccinated um about sixty five percent felt that should be optional or highly recommended eleven percent felt that uh sixth graders um but not others grades should be required to wear masks if you break that down it's interesting because twelve sixth grade families felt that way but eight seventh grade families felt that way and eighteen eighth grade families felt that way that sixth graders shooting guys at the high school uh fourteen percent felt that we should require face masking and uh over 85 felt that it should not be required can you go back just to those graphs again because the response numbers are pretty high so yeah absolutely can you go just so we can see the response numbers
113on all of them can you give an estimate of how many students are in the primary school isn't it about 500 500 500 you know 380. i would put it before 20 primary and then last year we were uh las and osc we're about 320. okay so 320 but we have 462 on there so that's both parents then 420 is what i believe it went from here is we had about half of the parents responded the middle school was 330 kids okay yeah so you probably had almost all parents well no no because it's two parents approximately for each kid so i i did not go through in an hour no i know i just every single family uh we did that i thought it was a great response it is a great response for
114the high school did it only go to parents or did it go to students with their parents so options there's a lot of options right the board has make a required face covering for all students they can recommend but not require face coverage they could make face coverings optional um they can make it optional just for grades seven through twelve because students in grades seven through twelve all had the option to be vaccinated um so really truly as a caregiver's choice the student is or is not vaccinated kids in sixth grade or under have not had that option until the caregivers still might have that choice want to have the choice if they mask or not but they have not had the chance to be vaccinated again if the board i just put a note
115if the board decides to go that route you have to decide when sixth graders will be allowed not to mask anymore optional based on vaccine eligibility which we so students are required to amass covering until one or two months after they become eligible to receive a vaccine just to let you know where sixth graders are vaccine eligible wise only four percent as of august first were eligible for 12 so it'll be eligible that number only goes up to 10 by november and by february and languages of 30 this is another option one of our districts to the north is having this exact same conversation tonight at their board meeting um whether they you know this is one of the one of the reasons to look at something like this is the board's not coming back
116month after month looking at should we match somebody it's based on you know different age groups it changes for different age groups if you look at four k through five where they're masking versus six through eight versus nine through 12. um but only allows decisions to be made more fluidly and currently we are in substantial transmission if you want to click on that link it just kind of shows oh you'll have to go in the county go back let's get there yeah we're in substantial transmission actually um dane county kicked up to the red today um but we are and so it's uh oops um and then moving away from students what do we do for staff right do you do something different because people are are vaccinated or unvaccinated or and how do we
117track that do you make it optional do you require it um you make an optional requirement to succeed a student another adult those are options the board can think about um again just one of the things that you know i heard when i met with some parents is like you know you you know we provided these information events and um at open you know when you come with public input the last two board meetings about masking and not working so i did i reached out to lodi clinic software health care double hospital in july and we sent these resources talked to them looked at the studies that are behind those as well and just again unanimously they feel that masking works the slowest spread of cobin 19. again that's their opinion this is the area
118that they you know they're in so that's just kind of the summary but i think you have to look at everything together right you have to look at those contacts as well with face coverings this is just a definition of a close contact which is not anything different than what it was last year the science behind covet has not changed when it comes to close contact the exception is with k2 into our classroom settings the research studies have shown that students who were within 36 feet and both were wearing masks and other strategies are in place they could not be quarantined exception doesn't apply to other the teachers and other people other adults but just the kids so when i talked earlier about a modified quarantine this is what i was talking about so what
119we did for summer school is we notified close contacts but quarantines were not required if close contacts were masked and were vaccinated dhs cdc would argue that closed contacts who are unmasked or not vaccinated should be reported for 10 days when they're close contact but they can shorten that quarantine to seven days return to school on day eight if they get a negative pcr test on day six or later but they should mass through the full 14 days or the district can say we're not going to quarantine anybody the district notifies close contacts students are not required to quarantine or be tested to continue being school regardless of face covering or quarantine status unless becomes symptomatic that's an option that the court has as well the recommendations from medical professionals in public health we should
120follow those contact guidance the quarantine should be useful option poly optional for seven day quarantine with a test um and then a modified quarantine that when both parties are mass and or vaccinated test after three or four three to five days but they don't need deployment any board questions you want to just keep rolling through this when did the survey first go out to parents about two weeks ago two weeks ago we did not have the recommendation from cdc dhs cpi pediatrics infection uwl so we couldn't have put on the question all of these medical advisors say this what do you want i just wonder what that survey would be if it said all of these people say this yeah i don't i don't know what they would be right and i mean i've had
121a couple people reach out to me but that's anecdotal and so i mean i think it's pretty the surveys were pretty overwhelming in favor of non-masking across the board um so i don't know if it would have changed significantly um i guess i'd have a hard time believing it would but i can't answer that question uh communication positive cases in the district this was asked on the survey as well last year the entire district was notified every time there was a case that was within the district right if if somebody was lived in the district and had gone and visited a relative and ended up having coveted and never was in the building we didn't notify people once they became they were in our building and they were positive sometimes they're in the building or
122contagious when they're in the building we notified everybody um some people really liked that some people really hated that and asked me to stop but once we kind of got halfway through we got through the year it's like you can't really stop that because then people think you're hiding things right so we just kept sharing that information over summer school we didn't do that right we just notified close contacts and nobody else didn't notify the entire district the other options we gave them that all families in the building and or like on the families that kids are on a bus would be notified but no communication without the rest of the district and again kind of go back to our summer school we just notify those who are considered close contact and nobody else so
123if somebody was in your positive in your child's classroom when your child wasn't considered a close contact we would not notify you with that option so i asked people what they felt would be the best way to do that and it's kind of split across the board probably more again a little higher with notify only close contact but notify you it's still notified the entire district is about a quarter notified only closed contact is about a third and then the address kind of fall in between there there's a number for you again just trying to figure out the best way to communicate this information out should to communicate this you should use a bar chart honestly just from a science perspective whoops cobin 19 testing so we dhs through the last stimulus package that was
124signed there was money put aside for testing in schools so the department of health and human services is helping pair schools with a testing vendor which would allow us to test for covet in schools which would allow you know again as a convenience so people don't have to try to track down especially now like the line energy center is closed and other places a little more difficult sometimes for testing so the four options that through this testing program are we can test individuals with symptoms or who've been in close contact with someone who's tested positive for copper19 we can test for people who have attended who attend or participate in school-based events or activities um test on routine basis for unrest so screening test everybody on a on a routine basis or test large groups
125in schools where there's been a covet out right we felt initially that the top two might be or just even the top one would be something that the board would be interested in i can't imagine and the reason i said that was testing individual symptoms about close contact will be helpful for our parents right if they don't want them tested we still have to get consent for people to be tested but we would have a vendor on site helping do that we have not been assigned but we just got assigned a vendor we have not met with that vendor yet um the hope is that the vendor would be on site and they could uh a parent could have their child tested just here at school but they would have to give consent to do
126that athletics was the highest area of transmission in our school last year it's considered to be a high area transmission um i guess we i feel that that other options would be controversial for families who feel i just don't think that anybody would really support us testing everybody it's an option but i don't think that's something people want to do and it would be very difficult for us to manage that as well and then symptomatic students and again this is the same symptoms we went through last year in the past 24 hours if we have one of those symptoms or if you have two or more of the following symptoms you'll be excluded from school that has not changed that's one of the concerns with if you do go in get rid of mass that
127we're going to see the colds and rsv and all those things come back and we'll have more symptomatic kills and it's understandably frustrating families who think my child has a cold it's not excluded um and so they're identical but we also have people who wouldn't they've had cold we don't have thought they've had colds gone had been covered and again that's the recommendation of medical and public health experts is to us to do that and then we talked about this all out last year what happened if you send your school your child to school symptomatic it just jeopardizes other kids of getting infected um and even if you send them and they they end up having if it's a cold or the flu other kids are going to become symptomatic are going to be excluded
128from school until they get tested uh fussy um whoops i did send a survey out about busing because my understanding was that there was a possibility that the mandate would be lifted september 13th um federal mandate however our legal council made it very clear that cdc hasn't mandated or ordered that we are required to follow indefinitely at this point from the federal level so we will follow that we have no limits on bus ridership last year we had limits down to 24 kids on the bus we go back to our middle school hub but we will have seating charts just so we can contract trace if needed um all right this probably better as a bar chart so thanks for that feedback um but again we asked parents for their feelings about requiring face mask
129on bus it's coming down bus but really the cdc is mandated we have to follow that order for your legal counsel online options um so one of the concerns we have is our quarantine students last year we had a very robust online process we started a year online we went to a blended and then even when we brought kids back we had online sports we will not have that in place this year because we are planning all our students to come back we surveyed parents in may or june and asked them what they wanted for online options and we parents did not want online options very few did so when students are quarantined they will not be as supported as they were last year so it will have a significant more significant impact on their
130educational structure of students virtual learning maybe i'll turn this over to dr carls he can kind of talk about the survey he did yeah again we surveyed in may very few families indicated at that time you should probably come home sorry so again we surveyed at may at that time we found that there were very few families that were interested in um a virtual option but at that time we still wanted to explore what could we do with the resources that we have and so in my board report i'll talk a little bit more about this but we're looking at partnering with a few online vendors one for the elementary level and another one for the middle school high school level that would offer us some virtual education resources in the form of online modules
131that families can go through if they choose the virtual option at that point we would also have an educator that will meet or that will be checking on the progress on those online modules and and meet with the student or the family once a week via google meet very much pared down in the level of support that we are able to offer with our resources going into this year in the virtual option compared to what we were able to offer last year so families need to know that going in a lot of guardian support is needed if you were to go with the virtual option again but it's something that according to our our last survey showed that very few families are interested in everybody most most families seem to very much want in-person instruction
132thank you and i'll talk a little bit more in depth at my poor big party hi cohorting uh we will continue to try to cover the greatest descent possible it won't be possible at all times at our lower levels with academic supports were put in place and i think the middle school high school with the way we change classes it's not feasible lunches and we will spread kids out of lunches as much as best as possible but we'll eat as a class not in a class as a class and spread out at primary elementary school middle school will split their lunches somewhere they did last year some of their kids going off recess i'm having lunch and then flip it in the high school we'll have two lunches and spread out the commons and the
133lgi and encourage our kids the outdoors especially the beginning of the year and we have to sit close to the same piers for lunch which most of our kids do anyhow uh co-curriculars um right now face coverings are optional for cdc um again the board can make the decision they want but spectators outdoors face covering social distancing is strongly recommended in larger crowds for some of our school events like cross country where you can spread out pretty easily and watch a cross-country event or even our soccer games typically we don't feel a stadium it's pretty easy to social distance but a friday night football game is pretty full um so uh again i would say face covering the social discipline is strongly recommended but not required it's a it's a choice activity for parents uh
134to come to those type of activities it's not a requirement we are exploring the option of adding some additional bleachers for football games to help spread that out we did that last spring but looking at that cost would be the one at the other one of our end zone indoors we would just follow the decision regarding face coverings inside for athletes and fans the board mandates face coverings inside and our athletes will need to wear them if they don't then they won't then they'll be optional and for our fans the game will encourage but not require adults or student fans socially distant in high schools and kids have the option opportunity vaccine have vaccinations but the same with the adults so it's really a choice if you come to a game or not it's not
135a requirement for coming to school uh so summary uh dhs predicts transmission cases to be worse by the start of the school year um we just sat on a webinar last on thursday it's more contagious break through infections are a little different with this one as it's more transmissible transmissible for people like they are for unvaccinated cases this is a slide i say families want to be i agree families want face cameras to be optional but they want their children to stay in school right these are polar opposites of each other if we keep the quarantines in place if quarantine's in place right we're going to have more kids um with cloven you're going to have more kids just with colds those types of things which will have them out of school so i get
136tested that's why i say that's a polar opposite i know that's what both people want we all want to be done with face coverage we all want to be done with cobit but that's why so if you if you do one if you if you if the board decides to go we're not face coverings are optional but we're going to follow quarantine guidance then they become opposite of each other so decisions really the board needs to make is face covering requirements um quarantine length for close contacts how you want the district to communicate to families on positive coping 19 cases and testing do you just want to have us do testing for symptomatic and close contacts or do you want us to explore testing you know kids who are involved in athletics and things of
137that nature we don't have to make any kind of decisions about athletics um well right now we're just following wiaa guidance again the board can at some point i mean cool curriculus is on listed but right now is if most of our athletics except for volleyball and swimming are inside are outside i'm sorry um football is outside it started um swimming is inside typically we you know we can't swim and wear a mask um i was thinking more for spectators yeah yeah so that that would come back to like what our requirement if we're requiring our kids to wear masks in school then indoors i would my thought would be you're probably requiring everybody indoors to wear masks when they're in a public place right in the crowd so typically if you look at cdc's
138recommendation when it comes to masking is when you're in a public place when you're around people so if you're in the building by yourself if i'm sitting in my office by myself for custodians working at six a.m in the morning they don't have to be matched but once they're starting to come in contact with each other um it's the same with outdoor activities like um if they're outside watching cross-country that's fine but once they come inside into a gym yes i was thinking mostly like football do we need to make a decision for like spectators it's up to you through some of the other stuff i know again what i would say before if you're going to a football game that's a choice right it's a choice activity versus school you have to come to
139school football is a choice activity if you come to the game on a friday night i also know trying to enforce that last year our administrators at the high school and our athletic director did a phenomenal job following those guidelines and took a ton of abuse from people of unfair abuse because they were following the guidance i just want to make sure we were covering what we did can you go back one slide just leave it on that summary slide because then we have it so the question is and a lot of this was touched on in different parts but a kid comes into school and they have a cold we don't know what it is right what happens and again it's based on the decisions we make i get that but what happens so
140right now yeah um depending on what their symptoms are right if they have to go back to the symptoms the symptoms are cold and the symptoms are cold that are very similar so right they're going to hold them right that's one symptom or if it's if you just have a if you have a sore throat and then come to school it's that you need two of those symptoms right there's a list that has one or two but if you have two of those uh certain symptoms or one or the other you'll be excluded from school until you're tested so that's the idea behind dhs the federal government paying for testing in school um so hopefully we can test that student that day at school so it's rapid testing well it wouldn't be it'd be pcr
141testing okay um we we could look at rapid testing the issue with rapid testing is if you if you have symptoms and you come up negative you still have to do a pcr test no i get that so we're going to do that immediately we said pcr testing no definitely pc for sure and then they're going to really work target 40 or 24 hours but there's no guarantee over 100 they're going home anyway yeah yeah and if they have a really bad headache and they don't feel good they're going to ask to go home right so the reason i ask that question so if a child throughout the day in the middle of the day has cold symptoms in it right now they've exposed other kids to that whatever it is if we don't have
142masks then you're we're going to go through and contact trace if we do have masks we're not going to contact trace as much because we're as much right we'll we'll still contract trace but we will as much well we'll contact trace but we won't exclude kids okay so if both if you follow if we follow dhs's guidelines phs new guidelines yeah so and cdc's new guidelines right based on the research they did last year is if you are both our mast we don't have to exclude kids um we just have to mod we have the symptom monitors and then we would test them day three to day five so if if everyone is mass and there are symptoms kids stay in school that's what i'm trying to get out yeah unless it's a temple over
143100. the childhood is symptomatic right is more than likely going to be sick but all the kids who are in the classroom yeah so this is kind of the chart you're talking about a student comes to school a headache goes to class everyone's seated close together comes in close contact with students throughout the day during lunch he's six feet apart from other others while eating a mask at night he develops fever and cough and then they find out that the person has cobit even though he came close contact with other students throughout the day no other student or staff need to miss school because they were amassed or vaccinated right so having masks keeps kids more kids at school when when these things come up and they are going to come on if if we're
144yeah right and if we're not masking we're going to have more kids out and so and that side if that student was not wearing a mask that's the next slide right now this is the masking is optional all students have been in close contact so even the kids that had masks on that came in close contact about records so that's that's where earlier i attended it's not just a family choice right it's not just my personal choice of my daughter like my daughter's going to school and i don't have her mask and she has symptoms and becomes because covet positive she will take out everybody in that classroom that she's in close contact with regardless of whatever mask or not so as a parent if i cho the other parent says well i had my
145child mask well but this kid didn't so and possibly other children the main piece of masking is the source control right the secondary piece helps um somebody else is awareness but the main piece begins with the research is the source control and again it's the source control of the of the respiratory droplets um which is what the virus adheres to and gets caught in advance so this is completely based on the premise that masks are 100 percent capable of preventing us from covet no that's what it's sounding to me no it's not based on 100 but the research shows that masking helps significantly to the point where it wasn't worth there's still some risk but the risk the cdc would say based on the science is worth it because we don't have kids missing school
146if that makes sense so that's why i don't understand that we're taking any risks say that again then i don't understand why we're taking on any risk at that point because if we're if if we our premise is that we don't want anybody to get sick from this virus and there is a chance if they're going to get sick then just because they have a mask on which is not a hundred percent foolproof means they get to stay in school until they're what symptomatic and then we take them out and then we go back to everybody from that case and start removing one by one no you're waiting to see if they're symptomatic based on again cdc and dhs guidance and we still aren't taking a away distancing i mean i taught cna classes certified
147nursing assistant classes for 26 years and the curriculum is still there i mean i've helped teach it and it's the it's always been the six feet and it's been with respiratory infections you use masks it's one of the biggest things you teach people so i know that this one is a finer thing it's also spreading faster so the likelihood when i look at this as being the school nurse forever and through h1 h1n1 the point is is that it will spread through families really fast because it is compared to smallpox everybody or chickenpox everybody was out and you know we had the fellow call in when we did the forum for the candidates and his question i'll never forget how are you going to guarantee our kids stay in school well there's a lot of
148different variations of what people think about masks and what they do to people but in the short term if you look at the first quarter of school and you look at where we're going if you want to keep teachers and kids in school you know maths are just one of the things that will help that happen and i you know i mean that's how i'm looking at it this isn't a forever thing the other thing is we're not using mass outdoors we're knowing more about that now so it's not like a kid has a mass on constantly all day anymore they get a break at lunch you know their mass are down they have to be down they're eating lunch so you know that's another mask break so it's not like it was last year
149you know but i i can't honestly sit here and truly listen i mean i know i'm alive and i know i have patients that are alive because we wore masks and they might not always be 100 if you're in a really big heavy viral load of people around you sneezing and coughing and you have a mask on well you're probably not doing a lot but if they're not sneezing and coughing and they're you know and both of you have mass on and you're trying to keep some distance and i get it when i check kids eyes and ears if they can't hear and they can't see they can't make friends and i i know that that was a disability for people to not be able to make little friends but again this is short term
150we're not moving out forever and i really want i mean it's easier to protect them now than it is to have everything if they're if you have 25 percent of your school district out with anything or a building you might not as well do school there's there's it's kind of worthless to teach you know and that was always the old cdc instruction if you had if anybody was around here for covid or not covet for h1n1 we had 25 of that elementary school out at one point and with those symptoms because the doctors had to report it and we couldn't go on with school there wasn't enough people in the building to make it worthwhile and that's what i don't want to see happening whether we call it highly recommended well whether we call it
151whatever i i don't want to see that and in my heart of hearts and in my intuition i'm afraid that that could happen and once that happens it's way harder to back pedal way harder so i mean that's my thought um i think the definition of short term seems to be relative in the situation as to what someone is doing as just a science because i feel like there has been a barrage of information come through which i've tried to be incredibly diligent to read all different sides of it and to me where i'm landing on what what i choose to believe is science is different from what you choose and what you choose and i'm not talking about science i'm talking about sick kids with the temp of 100. i'm talking about sick kids
152with headaches you were just talking about keeping our children masked for the first quarter of school and that this is a short cousin i know from experience that masks have helped if that's the case why don't you have a mask on now because i'm ways from september no it's time 20 days look at all the people in the room i know everything this is a large gathering but yet you don't have a mask but that's right because i am spaced out from you if we were close right now i would certainly have a mask on i'm spaced out from her he's my risk right now simon doing a risk so you don't believe it so i don't believe what you don't believe masks don't believe yes i do just try to defend you or you
153don't care about him now you're threatening him as well let's go from my study and what i have found and what i've landed on concluded with i feel like at this point the science seems to be relative what i'm going to choose to believe is science is different from what you're going to choose what's going to be presented and i think it speaks volumes that our community has said this is what we want for our children and i think it behooves us as a board to listen to that greatly and take into consideration that these are their children and our children and it's not just our decision so if we're gonna throw that out because we have experienced in a few cases that masks have done some good masks have also done some bad and
154we should consider that and i don't think that we need to start this school year this strict taking into consideration whole health mental health as well and bless your heart i forgot your name but your last name is brian egg because that's easy to remember i almost wept when i heard about his children not being able to learn and not being able to function properly in school as i almost swept when miss rowe was up here talking about her passion about her children however i think the decision lies with the family and not with us up here based on science that seems to be relative at this point so as a scientist i'm confused about relative science there's only one sign so einstein proved it relativity so what do you mean by relative science what
155i see coming through across from the uw system and the sock prairie system and all these different systems is different than what my doctors tell me and the information and the science that we believe what a virus does to a body and how how our bodies were created to process viruses when that gentleman was talking about the two percent of do we want two percent of children to die it's not two percent of people in our school of course not of course we don't want people to die but by and large this is a survivable virus that is going to be with us forever it's going to be here it's not going to completely die so it is time that we start our school year and we can start getting kids immunity back and start
156having them process this virus and not being so afraid of what could happen but it still goes back to are we going to take kids out when they have cold symptoms and stuff like that right so when they come in and have a headache or two things they're going to be out that's why do we have to take them out for that then because they're spreading that to other kids so that's always going to happen in a school they're always going to spread colds they're always going to spread stuff if they test positive for covid absolutely stay home until you're until it's negative but i'm sorry my children suck and this is crossing a line because i don't necessarily want to say this for all the world to see but my kids suffer with horrible
157allergies and my youngest suffers with really bad headaches so you're going to tell me that she's having an allergy attack and a headache now she has to be out i either have to get her tested or she can't go back to school that's how it is that if i have a child in in the classroom where kobe is not being identified like it it's going to go through the classroom and so then my child i i don't get a choice that my child is going to be constantly exposed to a virus which i believe is dangerous to children and they should not be willingly exposed to it so that there's a percentage of parents who you know disagree that that kovid should not be allowed to run rampant through the through the population and i
158have to come down on the side of parents who are more concerned about this illness and i'm a veterinarian i've done biomedical research so i'm also going to come down on the side of the peer-reviewed science which is consistently um advocating for masking to to control that these kids are going to be eligible for vaccinations in six months not every parent's gonna want them to do it but you know we are we are we're not saying this is endless we are we are looking at another goal post which is the availability of vaccines for children up um down to the age of six that's coming soon it'll be coming this by this winter so we're i think we're looking at the first quarter where we need we need to give people information about how the
159school year is starting obviously we can't be like i don't know in a month um but we are also not saying that we will never let you know it's not like the colts where there are no vaccines and um i think the cdc's regulations changed for the contact tracing or the um the contact racing and the exclusion because the cdc understands the importance of keeping kids in school so there's more risk like when we're last year we were like six feet and masked and all this and outside masking now the cdc is pulling back on that not because all of a sudden the virus is less contagious it's actually more contagious but the cdc is saying that we need a balance because these kids have to be in school i feel very strongly that if
160there is anything we can do to make sure that the kids get to be with their friends in the hallways in the classrooms in the lunchrooms hanging out outside that's what these kids need they need to be there every single day of the school year if we need to quarantine them we're going to have kids who are home for a week and they're not going to be having that same virtual experience they did last year they're going to be sitting home and then parents are going to be like what am i supposed to do take take off work for a week it's not even like last year where you had you know a you had to put in a procedure which days were the kids at school which days we're not this this would be
161a nightmare your kid's home for a week the alternative is to not do any of that and let kovid rage through the school and that's not fair to anyone i think that's especially not fair to parents who really feel that that's unsafe for their child which i believe it is so i want those kids in school and i believe that masking will dramatically reduce the amount of quarantines that we do by definition because we're defining close contact is not masked on one one side or the other and kids can have homecoming they can have getting together they can have sports and they're going to be out if they are quarantined and maybe multiple times so we're talking still about quarantine perfectly healthy children just because they were in close contact with somebody who had the
162virus if they hadn't asked what about natural immunity i know we've talked a lot about vaccines but my child's had covet and it's actually showing to be better than vaccinated immunity according to the cleveland clinic study well we're not talking about um segregat well maybe we are talking about segregated vaccinating and different protocols for vaccinated and non-vaccinated but that's really not a proposal that's on the table and then there wouldn't be any way to um really quantitate um natural immunity which is what's natural immunity might be better than anybody's but now the people who have the vaccine can still get it too so yeah that's a possibility this is worthless you have a less chance of dying this is what they're saying you can still contract covet if you've had coven yeah because that's a
163spectacle but if you've had a vaccine that is correct vaccines that's why i asked what about natural immunity will that be considered as much as a vaccine it's difficult to quantify because it is time dependent so is the vaccine we're not even talking about we're not mandating any vaccines at this point so that's not to be worried about as you know this was going to be a very difficult decision right so um right because i i would agree with christy is she's talking about parents have very clearly stated um pretty overwhelmingly um what they would like can we go back to the chart of the united states that had risk level of high substantial moderate and low did we have a picture of that in there we'd have to look at it yeah we can
164because i just want to make a quick point on that it was in that video open the video yeah that chart right there just pull up the whole united states yeah this is where it was can you do a u.s view yeah mr perth's part there it is right there when we saw this a month ago it was blue and yellow except for the south the south was all right that's fine that's fine it's i mean just in the last two weeks it's changed in the last week it's changed a huge amount because we had a whole bunch of blue two weeks ago in wisconsin and that's all gone we have a substantial amount of yellow it's clearly spreading incredibly fast so in india where a delta came and where it was first found and
165discovered it burned out in a month and a half it came peaked and disappeared and the scientists are still like what the heck happened because that's not how viruses are and then there's another place where it came and went really quick but it hasn't dropped in the south which is the part that's not happening here so if that's if we're going to follow the same path as india it should be dropping in the south you should start to see yellow and blue popping up in the sun we may um i think we often talk a lot about um you know what's happening in columbia county versus other counties and um i mean i think that is very important and yeah i'm pleased to see that columbia county department of public health has come up with
166some recommendations last year they were fairly silent on much and they have come out with recommendations i'm hopeful that they will continue to advise us more specifically about our county versus other counties um and right now they are recommending masking for everyone in schools yes did every everybody got that information too that one we got from columbia county because it didn't come to late friday yeah that came in late so that came later so it was added and public guided as well sorry the public got it as well that was my question so to get to your point about it's a goal post and a time thing that's what i was trying to make on this so if this flushes through as it has in other countries and we did do masks it would flush
167through and those masks would be gone because we'd be back to the blue and the yellow again which is i mean i think you know if we were to tie that um any masking to the blue and this the color the colors the chart the so when the blue and yellow return the masks go away the masks go away except for except for four k through five on the yellow well i guess we and you can again we could decide you can change any of those things i guess the one thing about the change we've we've had a lot of special meetings and we can also give the administration the directive to change the masking any masking based on the level of transmission using parameters like this meaning like first we're back down to moderate
168you know we could we could change how what our what our mandate is unfortunately these diagrams are they're red but does that mean but what does that mean is it still 10 of what it was last year at this time you know what does red really mean in terms of percentage to where we were last year at this time i don't think that's shared on these things so it seems like they're meant for fear but it doesn't really tell us number of people per hundred thousand per hundred thousand people so um we did this metric came out this very similar metric last spring the cdc came out with this and i tracked this for the board yeah through may um i can see if i can find it because when they came out with all
169right so all this graphs have shown one thing and one thing only infections cases that's it people get over infections where are the deaths to correspond with all this fear because if that's all we're worried about is that 1.8 technically the flu at 15 is more deadly and we've never done anything like this for that so why are we doing this over 1.8 percent when the flu is in the double digits and we did nothing for that for even when you all of you were in school there was nothing done for the flu but we're doing it for this people could get vaccinated and we have vaccinations for this now right but not for women and the flu vaccines don't work because they never know which one is coming that year and i just want
170to say angie i appreciate you trying to speak for you know it's not fair to parents if this happens or you know parents don't want this and i understand what you're saying but we told you what we wanted like that was the reason you asked us so i i mean it's kind of irritating i don't know like this and this i'm and i'm speaking of pair it i think there is a difference between not wanting your child matched and not wanting your child to get it potentially serious disease and i understand that but with us saying we don't want mass we know the risk well there's a percentage of parents in a not trivial percentage of parents who do feel that they're that there should be masking and they can wear masks the question was
171whether they feel like matt said mass should be mandatory not just for their child well and i understand but i guess when a survey goes out i mean like i said it's recommended i thought was a little dicey in there because that can that's just so open but it's our responsibility as parents to be informed so when someone looks at that survey and says well if my kid doesn't wear masks now they're going to have the risk of getting sick that's kind i mean that's your responsibility so when we answer that question saying we don't want mask we're assuming the risks for our kids you're also assuming the risk for the other kids they have a choice so it had to be a hundred percent for you to no okay i was just i'm just
172making sure i just want to go back but also when we sent out that survey we didn't have this recommendation from all these health professionals the survey ended up happening you could say that's about any service this morning ended this morning the people and who's masked that one just for because we're talking a lot about one person asking the other person to ask that one because i even found that surprise so we don't have space to put all 1500 kids in school at six foot right it doesn't work we have to do three footballs say that again anna we don't have room to put six foot a distance between all of our kids in school no we we struggled to put 200 kids at six foot apart last year so we have to go with
173three foot on another note mr burtsborn you've got sixth grade in the middle school right correct yes they have their own wing i know but you know what i was thinking about so it comes down to a couple like to try to boil us down to a simpler simpler question right it comes down to whether um you feel as a board that mask work or not right that's a piece um what role that the other information you have plays versus the information you get from parents and how do you balance those two things um to up people's points um how concerned you are or not concerned about kobet spreading right there's there's people who are concerned about covet there are people who are like who say we shouldn't worry about it um that our kids
174can handle it and we can move forward so those are kind of the decisions you have to make i'm not trying to put any judgments on any of those right but that's really kind of where you have to come down and make decisions on where that belief is there's no discussion on whether or not our kids that are riding the bus are going to have to be masked no matter what age they have to be missed that is our legal counsel has been very clear federal understanding so the cdc is all the stuff we talked about with quarantine something else is guidance right masking on a bus is an order thank you so much and that again when i put that out in the survey there there's two cdc i didn't know about the order
175and that one's just kind of the federal the president biden had an executive order that ends on september 13th but the cdc also had issued an order so that's why i had that september 13th so that was my fault um nobody else's i mean i didn't mean to mislead people i wouldn't ask the question if i didn't think that we could it made no sense to ask a question when i can't do anything with it so so at the high school level everyone has had a chance to be vaccinated so everybody's seventh grade through well i understand about high school so i'm trying to pick off pieces of this you know so with the high school level we could say masks optional whatever because everyone's had a chance right you can go get a vaccine
176or not get the vaccine that's up to you or the parent or whatever and so that seems like a fairly easy decision but the recommendation is masks from all of the health professionals because they i'm assuming don't want it to spread in the community all the ones i reached out to right right so not the ones that christian said she'd talk to some others that didn't well in the states right now experiencing the highest cases are seen as substantial increase in kids from 6 to 17 to all their kids not the younger kids and i think and you know we're just starting to they are that we the medical community is just kind of starting to uncover some of the long haul copied effects so not even just death but you know the long-term effects
177that this is having too five-week illness depression and again i when i went through this i just felt that i had to go through like the experts in the medical field kind of like i think one of the speakers talked about if i had an issue we were talking about some tractor repair i went to some mechanics so that's why that information is helped but there are again there are boards who are doing everything you know there's boards who are requiring masking there are boards who are not recording masking there are boards who are there's places that aren't requiring quarantines they're just notifying people of close contact and saying we're just letting you know your child is close contact and there's others who are following you know still the 14 day quarantine so they're all
178over the place it's one of the very difficult issues with and i've said this before fighting a pandemic at a school district level yeah it's just totally wrong it's very to split difficult schools as we talk about them i think that would be a good idea to start high school make it easier i'll start the lower grades so to just discuss like so the difference four k through five has er yeah we're gonna go through five okay um has no option for a new vaccination right six doesn't seven through 12 does i think one thing is the the um quarantining policies is inextricably tied to masking because if we are not requiring masking but we are doing a the typical quarantine of up to four you can test out at seven days that's kind of
179worst case in my mind like like kids are out potentially for lots of kids are out for a week at a time level we said no masks and kovit is there they're going to be out that could be detrimental for seniors especially if they have coverage but otherwise again the board is going to tell me what you want us to do with quarantines so why can't we quarantine them if only if they're showing symptoms from a close contact just because we were my kids were quarantined and they were perfectly healthy for the 14 days back when it was 14 days so and that was the numbers that i had asked for that seemed to be a lot of our kids were taken out of society because nobody knew different then well now we know better
180so i feel like we should only quarantine if they're showing symptoms we know they're going to be not in your asymptomatic spread but you're right like well that's what the whole quarantine with no symptoms right um i mean but quarantining with symptoms is better than not quarantining harming anybody and what i'm trying to say is if i'm in high school and i'm not showing any symptoms then i'm not going to get tested right and i'm going to be smarting him so that's what i'm going to say and you know the other thing you could do is if you were close exposure you could wear a mask if you didn't have symptoms so you know and still be there well technically that's a cdc recommendation that's very hard that's impossible for our district to know right
181if i if i if somebody was a close contact in the first block class that's teaching math right high school how am i supposed to track that second block and if they're supposed to work that's that's logistically impossible for our staff to do a whole different setup okay so are we doing seventh grade through high school because they're i'm not a health professional the cdc is the department of health phd department of health services department health services dpi pediatric infection disease society american association of pediatrics and uw health they are health professionals they're telling us to do masking they're recommending what you're asking thank you it's not mandating recommending it well if they were mandating we wouldn't be here having this discussion and nobody i'm sure nobody really wants to have to send a kid
182to school with a mask i hate wearing masks when i go to work but what you do i mean we do need to acknowledge that it's not a trivial thing to have to wear a mask this is not a trivia discussion at all right again it's it's the same discussion that people are it's families are struggling with um you know businesses are struggling with it's it's a very difficult discussion because we're not alone it's very difficult it's very personal to all of us right when we talked about initially having grace and understanding that this is really personal and hard and um and we most of us come to it with probably a set of beliefs regardless of what was said here by people or what i presented or um most people aren't changing a whole
183lot of minds at this point i mean i'm based on on this specifics right you know um that's just my guess this chart to me seems to make the most sense based on the of transmission we are at is that what we should be through in a month or so right then we don't have to have this discussion every single month not that we can't or that we shouldn't but this is real to me black and white if we're at this number this is what we're doing if we're not it can be really agile i mean we can change it immediately we don't have to wait for it i have a question on testing the testing provider or what's available is that going to be what type of testing rapid testing pcr pcr testing so
184that's that's our plan we have to we just got to sign a vendor who knows thursday or friday we have not so dhs introduced us and then we are going to have to meet with them and work that out like so my hope would be that we can do drive-through testing that we can do but i don't know the specifics of that um right now is it only students so if you had some type of rapid testing like the situation where you have a student that's exhibiting copio-like symptoms could you not rapid test them and the reliability is much lower we could i really would do pcr the recommendation is if you have symptoms and you wrap a test and you are negative that you follow with a pcr test because the rapid test is
185an attack isn't the accuracy again i because there's a lot of employers now that are offering large employers if an employee because employers are kind of in i don't want to say a similar situation they're trying to keep the cogs going and so if an employee has cova-like symptoms they they kind of want to know either to get them out so they're not infecting other employees so they can keep their wheels rolling at the factory or they you know they can send that person back or what you know whatever they've got whatever protocols they make up as a company but just a question if that could be part of um and we'll have the same issue dynamics so that we would know sooner or later or have some idea where we're not sending healthy kids
186home i guess well the same issue with staff right i mean that's the other issue with us that came to control and the staff and subs and things like that so depending on what decisions the board makes hold for we recently who wasn't verona doesn't have enough bus drivers so they have to uh change all of their start school start times they don't have enough time to start school and that's before a bus driver gets copied and they have to take out bus drivers so yeah that's that's part of it too i guess is part of our decision is how do we keep just like vince was saying how do you how do you keep students in school and um so that it's more of an operational question but it's also very important because we
187can't make the wheels on the bus go around to get the kids to school if we don't have bus drivers there's just a lot of logistics also to consider as part of this decision whenever we're making decisions on the board let's forget about covert for a minute when we do all these other decisions we always hire experts we always go out and find experts and then we evaluate their guidance to us and we make a decision based on that i'm sorry i'm going to keep going back to cdc dhs dpi pediatrics ew they're all telling us to do they ask they're sorry they're what was the word again suggesting recommending highly recommending mandatory to hybrid they can't mandate because they're kind of met because they lost the lawsuit in wisconsin that's really cute that's where
188you choose mandatory to highly recommend it on that slide and move on so then just let me circle this right now what what is the purpose then for the community survey if this would have been on that survey and it said these people are saying this oh [Music] like i just i want to know what the purpose is of the community survey from going forward because if this is how decisions are going to be made and it's an overwhelming response that the community wants to send their children to school not masked but that doesn't seem to be a part of this discussion then what is the purpose of them will always seem to be lacking at this point is someone to step forward and differentiate and make a motion i want to i want to
189answer christie's question right because i'm the one to put the certain community survey up right so my purpose of doing community survey was just like every other piece is gathering data right it's an it's a piece of data that the board can use to help make a decision just like all and i tried to share that in the beginning like this is a piece of data that the board will use there are other pieces of data that the board will use right i don't i did not know um you know what percentage of primary school kids whose parents want them to mask and didn't want to miss so i thought that was a very important piece of information i didn't think it was whatever the community certainly that was never like whatever the community survey
190says that's what the board's going to do it was this is a piece of information that i think is very important for this group of people to have when they made this decision i agree it's that i don't think that it's the sole piece of information that's going to make our decision for us but i'm not here discussion on it all i'm hearing is that there's a small percentage of people who want their kids masked and that to me is just unfortunate as a community member and as a parent of three kids in our school system we're in a no-win situation because if we say we're going to have masks we're going to have people mad at us and and we're going to get pushed back if we say we're not going to have masks
191and kids get sick and we have to shut down schools and kids have to quarantine we're going to take the brunt of that too there's no win situation here i think one of the big differences between where we're at right now this year compared to where we were last year at this time is we didn't have this much guidance or suggestions from this many health company or entities last year we had to come up with that all on our own columbia county did nothing gave us no suggestions last year so the fact that they're giving us recommendations i think speaks strongly to you know what they are seeing and what they are thinking i think also you know we can learn school districts that were open last year were masked and i mean everybody being
192masked certainly contributed to those schools staying open for the year the other thing is last year we didn't have any vaccines so we were completely helpless there i've heard a lot of discussion tonight about the number of people that died as a board member when someone in your school dies you may as well be their parent it's not very pleasant um it's just not and unfortunately i mean we're talking about something extremely personal to every single person and to have you know seven people who don't have medical backgrounds trying to make it very sick sorry sorry trying to make you know those kinds of personal decisions is really difficult there's no way to win but but i would also echo what was said earlier like the death rate from coven right now was very low
193for very long right we don't know exactly what's going to happen with delta you know there's some more hospitalizations that have happened right but there's still not enough research on that so that the transmissibility of delta is much higher than there is no any evidence right now it's more severe will it be end up being more severe i don't know but it's the chances of of students dying is pretty low but the chances of it spreading significantly through our buildings causing us to quarantine and close down is i think much more significant at this point this year than it was last year at this time can i just say something really quick last year can i just say something really quick you keep saying saying that the experts in the cdc and all this is
194recommending stuff but they are strictly looking at delta variant and coping but us as parents know our kids so we're looking at their mental illnesses we're looking at how they're doing at home they're we are looking at way more factors than the cdc is looking at and you have to con i understand you're listening to all that but you also have to understand that we are experts on our kids and we are saying that we would like them unmasked so i just want to put that out there that like you can consider us okay we're no way they don't have the degrees and all that but we know our kids better than any cdc person or fauci or anything so that's just what i want to say too is that you're asking our opinion on
195our kids and that's what we're telling you let's try a motion and see what happens oh this is wonderful uh let's mask up everybody in the primary and elementary buildings that's all the kids all the employees is there any question about what i'm proposing how long oh i am not doing that well you're wanting an ending once a month we can change it i'm saying to start we're talking about 20 days from right so you're saying review it every month we're going to do that we did that last year i just wanted i want people to understand like you're not saying starting the first day of school this is not finite this is we're talking about the start of school and angie you had a question what was your question i said were you did
196you want to tie it to the um chart the percent percent number of cases for 100 000 no no so just straight up no we'll make that judgment call monthly the other thing i will not do is i will not uh give our administration the power to make that decision i'm not going to put them there that's our job but we could have a special meeting any time yes give me 24 hours [Music] so this is a roll call deal yes you need more discussion let's make sure all the discussion is out that's okay what is your reasoning for employees and staff as well everybody in the building if they can i am not discriminating because they can't they can still even if they're back tonight they can still carry the virus at the same
197time so where what grades did you say we're at four k through five primary elementary that's everybody up into and including fifth grade why are you choosing those grades that's his motion no i can ask him um it would have been dandy if sixth grade was still in the elementary and i would have included them too but the information i'm getting is that sixth graders are going to be able to be vaccinated in potentially september and so i'm just trying to get us started it's not that my time is more valuable than anybody else's but come on we've been here three hours this isn't getting any easier i'm trying to pull the board and see what you want okay so what i'm hearing is that you're choosing the grades you're choosing because those children are
198not able to be vaccinated that's correct but the adults in the building who are able to be vaccinated have to be masked as well that is correct because they can still spread it that's why i said everybody in the building people mice don't have to be vaccinated except it's a joke really come on and there would be exceptions for medical and religious apparently legally that has so last year we had people requiring a religious exemption or modification we could make that modification i'm sorry accommodation because we had a robust online program right which matched our curriculum had our teachers so that was the accommodation we do not have that this year so that would not be an accommodation i don't think an equal accommodation that we would make definitely the virtual we're talking about this
199here is not the virtual reality so the accommodation um we would have have to develop a form and people have to fill it out their building principles we developed that form last spring already and depending on what was going to happen with summer school so your motion is from start school until the next time the board meets no my motion is until we change it that's your motion i just want to make clear
