001For meeting, we are going to reconvene into open session here. We do have two corrections or additions to the agenda. 5.25 is going to be a resignation and 5.275 is going to be the preliminary notice of non-renewals. Can we please stand for the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Public comments, we have one public comment. Mr. Frohby, please come to podium. Um I didn't see much last Monday because that room was loaded in a monster. So, I didn't see too much. I saw a lot of them coming in before. I left the room and Um a couple things. Why why did you guys put this task force
002together and did you get enough information back? That That is a public comment. We're not going to engage in a back and forth right now. So, we can't. It's not public What This is public comment. We can't engage in a back and forth conversation. We can ask them clarifying questions, but I can't have a conversation with you right now. At the joint board meetings, it's a public forum and we're allowed to have back and forth per state statute, per Robert's Rules. Right. You and I cannot have that conversation right now. So, we can have that conversation May 6th. Look forward to it. Okay. Okay. Um well, I can tell you why I got on it. I thought we were going to have some say in it. Um We we had no say in it until
003uh meeting number five when we had a chance to be one to check the temperatures, so we wrote our three vote getters down the board. And when people were halfway done voting, they gave us a chance to write down two scenarios. After the the the task force was halfway done, they come up and says, "Oh, by the way, you can write three more scenarios down." This This tells me that they had this planned all along. This was already set up. We had emailed one of the members that emailed um sent an email [snorts] to I believe it was Megan about can we do can we give you another scenario of our own? And she responded, "The proposed facility scenarios have already been developed and we will be will be presented to the full task force
004on Monday. As a consultant to our role is to provide an objective unbiased set of options for the group to review. And I feel like we have great options to start conversation. To ensure a fair and consistent process, we are not modifying or previewing scenarios based on individual or group requests in advance." We've been asking them for this for weeks. And finally, they must have got enough pressure where they said, "We better give some more scenarios." I didn't think they wanted to give any more scenarios cuz This is predetermined. This This whole thing was already predetermined. And it's so frustrating. Um I know I know you can't we can't have a discussion, you just said, but think about us. The Loyal Task Force met, as you know, before the meetings because we discussed the scenarios,
005which was best, what was financially best best for the kids. We wanted to inform each other what our thoughts were. We put 18 hours into this and come up to give the most popular scenario, number eight. And thanks a lot, we'll discuss this. Why isn't number eight if if passed most popular on the number one choice and you add the number one and number two choices together, it was still the number one choice. So, why is there any more discussion? That's It It makes us feel like I should have stayed home. Why did I go and waste my time? It was It was foolish. And I think there's a lot more members that felt that same way, too. And we toured the school the second meeting to Loyal. And one of the things they they
006had nothing good to say about the school in Loyal. I think the school is phenomenal as far as maintenance. They didn't like the lunch room in the middle of the building. Well, why wouldn't you want the lunch room in the middle of the building? Elementary school comes and eats, has their lunch, they go back, the high school and junior high comes out. I don't I don't see what the problem is. I think that's ideal to me. That that keeps the congestion on both ends. They said we need to have a track. They said nothing about Greenwood having to have a track. Parking. They said nothing about Greenwood's parking. I look, Greenwood's got 48 parking stalls in their parking lots. We have over 240. Took an aerial shot of it and looked at all lines. So,
007why why is there a parking ban? It's so biased. It's just unreal. Unbelievable. Um the other thing is the population is coming this way. There is 11 houses for sale in Greenwood. Two just came up this week in Loyal. Otherwise, there's no houses for sale. Houses in Loyal sell or contingent within 2 weeks. People are moving this way. You cannot You just don't want to take a school over to Greenwood when the population's coming this way. You're going to lose so many kids to Spencer, Marshfield. You're You're never going to pass a referendum. And I said that before and Derek, I think you nodded your head when I was saying that at one of the meetings. That's true. Once they leave these kids, these kids go away, they're not coming back and you'll never get
008the parents to pass the referendum. I just hope you guys keep that in mind through your discussions. Number eight is the most feasible. No very minimal transportation. The kids You get them elementary kids together when they're at a young age, they stick together. They're not going to want to go to any other school. They'll go to the middle school in Greenwood, they're going to go together and be friends, do their sports there, come to high school and the high school kids will be here doing their sports at night. It's It's just a win-win. And the other thing is sell that elementary school. If you want to pass this referendum, you can't keep three schools cuz in the back of people's mind, they're going to say, "Well, they're not selling that elementary school." I think they're
009going to keep that going. Especially in Loyal. Greenwood wants to keep it, I know they do because I understand that's They like that school and that's fine. But that that's got to be on on their question, two schools, we will sell the elementary school in Greenwood. I think that's a very important thing to this. But if if you do this wrong, we have one chance. One chance. You do it wrong, you're going to lose both schools because if if you lose too many kids to Spencer, Marshfield, you're going to lose quarter million plus in revenue from the state. You're going to lose all the kids that went up vote with their parents cuz they are not going to vote for a referendum. They're gone. They don't care anymore. Got to do this right. The population
010is coming this way. We have the bigger school, a bigger population, more kids. There's There I I just I just can't understand why there's more discussion. We put our time in and like I say, um if if you guys if you guys vote other than what the task force says, then shame on you. Shame on you. It's too bad. Thank you. Thank you. Thank you. Uh before we do go any further, there was public comment made at the last meeting and I felt it necessary to do some clarifying to some of the comments. Uh I'm going to read the quote and then read some of the information provided to said comment. Uh all of our one-act play has already been moved to Greenwood. The Loyal district started working with Greenwood for one-act play in the
01123-24 school year. Loyal did not have enough student interest to be able to put on a performance by ourselves. We also were able to participate in three-act play that year for the first time. Loyal's never had a three-act play. Uh by combining the districts in this extracurricular activity, they were able to attend state competitions where Jonah was awarded the top actor. Um after our director, Mr. Adams, left, um we did not have staff members that wanted to take on this position. So, the one-act play hadn't already been moved. It was really uh a better thing for both of our districts. Um Another comment, we would have We would likely have to give up our entire music and band and chorus. Uh you're going to find out tonight we are offering a contract to a a
012band um director tonight. Um And the last comment I'm going to address, uh the superintendent of the other school in this relationship is now in the position that he's highly unlikely he'll be in charge of the newly consolidated district. We as joint boards on Monday night voted to have that position posted. I I don't know what more we can do as far as that goes. Um Those are the comments I'm going to address from that. Uh Unfortunately, I I do have to say something. Um And this this will be my public comment, I guess. It was brought to my attention yesterday that uh a rumor has been started that I have been promised the head football coaching position if I get the consolidation to pass. And I am telling you on this board, you in
013this room, and you in the on that camera that it that that is 100% unequivocally wrong. That is a lie. That is slander. That's defamation. That's an attack on my character. I'm sorry to make this about me right now, but I've sat on this board for 3 years, and I would really hope that I have proven some worth to being on this side. Do I love football? Absolutely. Do I coach football? You bet. If you think that I would be handed something, you're wrong. And I'm sorry, I'm going to defend my character. You might not like what I have for ideas in terms of consolidation. I might not like what you have in terms of consolidation. We can have healthy debate. But when you attack somebody else's character, that's wrong. That's setting a terrible example,
014and it can't happen. Sorry for taking that time, but I felt I needed to say something. 3.4, board recognition. Decide board of officers, set board committees, appoint official depository, newspaper, school attorney, CESA rep, and meeting dates and times. >> [clears throat] >> I think the first thing we vote for is president, correct? Um I am waiting for a confirmation from them. I believe they will accept us, but I would like that confirmation before we And that is a different attorney than we had
017this time last year, correct? So, we're tabling that. We'll do that next. Um what's that all right. Okay. Uh CESA rep. So, what this the CESA rep goes to the annual CESA CESA meeting in the fall, August. Um Yeah, but they go to that meeting. There might be one other meeting, but I know they go to the annual one. Um usually Uh someone else wants Myself and then go to that meeting. So, I have been the rep I'm willing to, but if someone else would like to, I can allow them to. Nikki Tom does a really good Tom does a really good job. You already know what you're doing. I'll make a motion for Tom in the CESA. We have a motion for Tom for the CESA rep. Second. Motion to approve the regular meetings. Second. Motion and a second. All those in favor? Aye. Motion carries. Good on all that? No. I don't know. I don't know. >> [clears throat] >> I think that's it. Yeah, I think that's it. Okay. We'll move to the consent agenda items. I'd like to approve 4.1, 4.2, 3, 4, 5, and 6. Move to approve financial reports as presented. Making a motion to approve. Need a second. Second. Seconded by Crystal. All those in favor? Aye. Motion carries. New business. Academic career planning. We have Mr. Schiller here. Going to talk a little bit about our plan for ACP, and maybe a little bit about what it is. All right. So, academic and career planning, uh ACP. So, if you have kids in school, especially high school, they might come home saying they
020did ACP today. Uh what we've done is we've integrated academic and career planning every other Wednesday throughout the school year. Basically, what we're doing is we're preparing kids for what's next, whether that's college, if it's the workforce, if it's tech school, uh whatever it may be. It also includes things like youth apprenticeships, school to work, uh college visits, all of that is included in ACP. So, we have students doing that every other Wednesday throughout the school year. Uh part of the requirements of the act that is the ACP and E4E, which is education for employment, is that we need to have a policy in place or a structure that shows all of the parts of ACP. So, that's the document in front of you. Uh just gives a little bit introduction of what this is,
021which is exposing our students to what is next, those future things. Uh the requirements we must have is curriculum in place. It ties in with guidance and counseling services, uh, technical preparation, which is your CTE courses. So, our tech ed, business ed technology, foods, and agriculture. On top of that, it's also college preparation. So, we're preparing kids for college, whether that might be, uh, Miss McSorley working with them with like a FAFSA night where we bring parents in, or helping kids apply to colleges. And then also youth apprenticeship with Mrs. Donnerbauer runs, uh, getting our kids out into the workforce, uh, getting credit for it, and then working with those employers, and then just providing them skills for employment. Uh, Mrs. Zarnke does a lot with, uh, job shadows that are happening right now in
022her classes. Uh, she does some preparation with, uh, resumes, cover letters, uh, all that kind of planning. And if you look through, uh, that's what our what our assurances are that we have. On this, this document is also available for the community, so that they know what we're doing and they know what is tied in here. So, the second page shows like a labor market analysis, so that we can help our kids know what is going to be expected to the labor market when they graduate. I have eighth graders in exploring careers, and, you know, they tell me, "I want to do this. I want to do that." Well, you can look at what the labor market says is supposed to be hot jobs at that time. And right now, they don't care what a
023hot job is. They're not graduating four more years and then possibly four more years of college. So, we can look out, uh, I believe right now until 2032 they have estimates as far as what jobs are going to be out there at that time and which jobs are going to be needed. Now, you have something like AI that comes into play 2 years ago, and that throws a wrench in a lot of that because they're predicting in the future. But, at least gives them an idea. If they say, "I want to be a registered nurse." We know there's going to be a ton of openings for registered nurse and we can show them. They could say they want to be a truck driver. There's a ton of openings for truck driving. And all of these
024labor markets we can put them specifically within our area in central and western Wisconsin. If we look at the overall state, we're getting a lot of Milwaukee, Madison, southern parts of the state. Those are useless for us unless we're planning to move there. So, we can actually show our kids here in central Wisconsin, these are the jobs that are predicted to have a lot of openings that you can pursue a career in. So, that labor market is really beneficial. Uh, like I said, I do that in careers and we're going to try to integrate that into ACP next year, so that we can do that with our kids that are into, uh, high school as well. Uh, other things we have are parent engagement. Uh, we have, uh, our ACP or ACP plan on, uh,
025Miss McSorley's school counseling website, which is a terrific resource that everyone should check out. Uh, this once you approve it will be going into our district newsletter, and then we have counseling with parents and students that work out there, too. Uh, for professional development, uh, dual credit courses that we provide. All of our teachers that teach dual credit courses, they have to work with NTC to make sure that they get the appropriate approval for that. Uh, other than that, we also are looking to engage colleges however we can. We take our high schoolers to, uh, NTC. We take, uh, them to CVTC in Eau Claire. We go to UW-Stevens Point. Uh, we go to UW-Marshfield. We go to Mid-State. All of those places are college visits that we provide for our kids. Regardless of what
026their future careers, we're hoping we can expose them to those potential careers and those activities out there. Uh, it goes on to then the career and technical education opportunities and I talked about those. Those are our CTE courses. And then also in there we also have health education because, uh, some of those can be tied into CTE when you get your CNA or if you're going for nursing. So, those things can count in there as well. And then again, youth apprenticeship and school to work, which are for our seniors and juniors. Then you get to a page that has a chart on it. That is our overall plan of what activities specifically students will be doing in those grade levels to show that we are providing these academic career planning opportunities. Uh, there's, you know,
027starting off to simply exploring what the graduation requirements are when they're in eighth grade. From there, we start with resumes, job applications. Uh, we have a document called My Experiences and Activities that our students fill out when they're in eighth grade, and then we come back to it every couple, basically every trimester. And what they do is they record what activities and experiences they've done. A lot of thing I like to tell them, you know, you're a freshman. You just got a trimester one academic award. When you're a senior, you're not going to remember what award you got. So, they record it on this My Activities and Experiences. Their volunteer service goes on there, so that they can look back. Again, as a senior when you're filling out scholarships, you're not going to remember all
028those volunteer hours. So, we're trying to get them to record it to prepare themselves for their resumes, for job applications, for scholarships, and then for applying for college. And that's what that document is that follows them through. Uh, otherwise, like I said, there is a lot of different things that we have there. Those are all through, uh, courses. Some of them are specific classes, usually CTE or possibly personal finance. Uh, we also integrate with English coming in and doing some preparation. And then the other parts are all during that academic and career planning, which is happening every 2 weeks. Uh, there's also other things on here included, which are those field trips that we take our students on to expose them to those activities. And then, uh, you know, things like that FAFSA night that
029Miss McSorley has. Then overall, looking at this long range, right now we do not have a graduation requirement of a graduation portfolio or anything like that for our students. There are a lot of schools that have that. They also have volunteer hours as a requirement for graduation. With putting this together, we can potentially look at having graduation requirements, and then our students can be getting these through targeted times in our schedules that when they're a senior, they can have a very well-polished, you know, a digital portfolio portfolio, uh, career showcase website that they do when they're in, uh, eighth grade. Their cover letter, their resume, their job shadow they're already doing in Mrs. Zarnke in personal finance, and then also their mock interview and their My Activities and Experiences. So, we're looking at putting all
030that together along with those field trips that we go on, uh, to get a graduation requirement for that, but that's not today. That's what we're looking at maybe a little more long-term with it. Right now, we're just looking at giving you our academic and career planning and education for employment, uh, policy basically that we have. We should also approve this every year. Uh, this has been a few years since we last approved it, so every year we should just go through and make sure that we approve it and get it on our schedule. I just want to thank Mr. Schiller for putting a lot of time and effort into it along with Mrs. Zarnke and Miss McSorley. Um, they work really well together on putting this together. Like he said, it's been a few years
031since it's been updated. Um, so looking forward to keeping some new and fresh ideas going forward. It's an impressive document. >> Yeah, it's very impressive. Uh, I do have to say a lot of this, uh, CESA does help with the creation of this. So, they, uh, through part of our contract, we do work with them for academic and career planning. Uh, last year we went through a, uh, audit, uh, informally, nothing formal, where they actually went through our entire website, our program that we had, and then picked out here are things that we need to work on. So, we took that from last year and then added it here. Uh, and then Mrs. Kolmansberger, myself, Miss McSorley, and Mrs. Zarnke had a work day at CESA where we went and finalized all these details cuz
032there's been a lot of changes since the last one was there. So, we had to figure out where does everything go and how does it work together. Chicken. I was just going to say, uh, as a as a parent who is helping high school kids in one last year kind of navigate some of this, >> um, the My Activities and Experiences spreadsheet is extremely helpful. You know, like you had said, the scholarships and the even like applications for colleges and things like that, but um, you know, as somebody who graduated a really long time ago, it's just it's nice to have these things incorporated in school and them being taught this stuff and how to navigate this stuff. Right. And we've had that My Activities and Experiences in place for probably about 4 years, where
033I've always introduced it to them in eighth grade. But, we haven't had a plan to be able to integrate it after that. And there were some kids who just on their own would keep track. So, when it's time to do college applications, they had everything right there. And that's how we designed it is to be, what are those things you need? Work experience, volunteer experience, what are awards, what clubs are you involved with, what sports are you in, and is there any recognition? And now that we can target them every trimester to update it, our last one we just had the give back day that the student council and Mrs. Zarnke, uh, did last week for Earth Day where the high school got out and got to clean up everything. So, then that day was
034ACP. So, it was update your My Activities and Experiences because you all just did an hour or two of volunteer work. And otherwise, they wouldn't have recorded that. So, a lot of our kids are doing volunteer work, but they're not writing it down. Then they get to apply for NHS and it's like, "What have I done for volunteer work?" So, that's really been very beneficial. And those kids, like the ones that have done it over the years, it's been so helpful for them. So, now it's nice to be able to get those other kids. It also, if you're not involved in much, it shows. So, we encourage those kids like, "Join a club. Join this. Do something, uh, to put it on there." It doesn't have to be all school involvement. It can be outside
035of school as well if they're part of, you know, Luther League or other things, uh, 4-H besides school related. They can be on here as well. Very cool. All right. Curious, did you guys use AI at all to help There is no Well, let me just make sure. I do not believe we have any AI on this. Awesome. And some of this >> [laughter] >> Some of this we had written before AI was ever year it kept getting pushed out. Uh, really the part that took us a long time to just get everything in order was that chart of what classes that's happening. Because the old one was a completely different schedule and we had to scrap all that and try to figure out who does what where. Uh, so, no, we were not able
036to use it for that part. Very well done. Thank you. Give back day real quickly. Can you just real quick synopsis of what was done? Yeah. So, Mrs. Arkey and the student council, they put together the give back day, uh, where everyone in high school, uh, had a specific spot. Mrs. Arkey worked with the custodians to make sure that they were available so they had tools and utensils available. Uh, students were then, whatever your third hour class was, you went outside and and whatever your job was, you worked on that. And it was 2 hours. It was a beautiful day. We had students, our seniors that have the privilege parking spots, they painted their spots so that they're ready for graduation. We had kids picking up sticks on the main yard, the football field. Uh,
037we had kids cleaning bathrooms. We had washing [clears throat] windows. Just throughout, uh, over here on the side, I don't know if you guys saw all the extra sand that we had from the winter. So, kids are moving the sand to try to get it out of the grass. But, overall, it was a really great experience and it's kind of nice on those activities because the kids you think are going to do Well, there's always kids that surprise you. That all of a sudden you're like, that kid might not do a lot in your classroom, but all of a sudden he's out there or she and they're working like crazy and and one of those that are really going to town. So, it was nice to see kids in a different light with that. Mrs.
038Arkey organized that and coordinated it with student council. They did an excellent job. Uh, what we do each each year. Hang on. It's very nice. Motion to accept. I'll make that motion. Motion to accept for me? Motion and a second. All those in favor? Aye. Opposed? Motion carries. 5.22, discuss possible action on the 2026 summer school program. So, at our special board meeting, we, um, talked on Monday, we talked about a lot of concern of where we're at with, how many courses were going to be offered, teachers involved. So, um, Mrs. Holmesberger, Mr. Stegbauer kind of took it from there and if you want to talk, Mrs. Holmesberger, on the results of what you came up with in the last few days. Yeah, so we were able to get, um, four more teachers involved in
039offering summer school courses, which ended up being about 16 different classes. Um, we had a few adjustments to offerings that a couple of our middle school teachers were willing to open up to elementary as well. So, all hands on deck that is willing to allow promote this great program we can have for our community. So, thank you to all the teachers that offered to do it and it's it's a go. So, it's exciting. Hopefully. And just, um, so parents watching know, packets will go out soon. Probably quick turnaround time to get them in. >> Yep. Um, Miss Christie will be working on them diligently tomorrow. >> Thank you, Miss Christie. Yes. Huge shout out to her. I just thank you for turning out and working yesterday trying to bring it all together and those teachers
040that came forward and did that, I appreciate that. Thank you very much. So, we have a summer school program here in Loyal. Yeah. One big change will be at pickup drop-off [clears throat] will be in the high school. So, keep reminding them of that. Maybe if we could put that right on the packets. >> Yeah. We'll do that. I'm making a note right now. As an admin team, we also talked about just behaviors and if it this will be on the packet that we've talked where if we have, you know, high flyers that have behavior problems, they may have a one strike and done. Others may have a three strike and done. So, that's just something that we're talking about and, um, making sure that we do have good behaviors. It's supposed to be fun
041and learning and and not a challenge. So. >> Absolutely. Okay. Anything else? Thank you, guys. Motion action on that? Approve the summer summer school program? I'll make a motion to approve the summer school school program for 2026. Motion and a second to approve the summer school program. All those in favor? Aye. Motion carries. 5.25, resignation. Okay. No, 5.23. 5.23. 5.23. Resignation. You're you're good. I'm good. 5.25. 5.25, res- resignation. Okay. Uh, Dear Loyal Administration and School Board, I'm writing to formally submit my resignation from my part-time teaching position [clears throat] at the Loyal School District, effective at the end of the 2025-2026 school year. Due to recent changes resulting in my position being eliminated, I understand that continuing in my current role is no longer possible. After discussions with my family and administration here at
042Loyal, I am unable to accept a full-time role at this time. I am truly grateful for the experiences, uh, support, and professional growth I've gained during my time with the Loyal School District. It has been a pleasure working with you and the team. I would welcome the opportunity to return in the future should a position become available that aligns with my availability. Please feel free to keep me in mind for any such opportunities. Thank you again for your understanding and support. Sincerely, Kayla Harder. So, I would like to thank her, um, for a good teacher. Uh, yeah. Hopefully we can see her back here sometime in the future. Agreed. I'll make that motion and thank you, Kayla. I'll second. Motion and a second. All those in favor? Aye. Motion carries. 5.275, approval of prelim- preliminary
043notice of non-renewals. So, I am just asking for the board to approve this. Produce. Any questions on that? >> [clears throat] >> So, you need a motion to >> I'll move that we approve the preliminary notice of non-renewal. Motion's been made. Need a second? Second. Second. All those in favor? Aye. Opposed? Motion carries. 5.3, instructional hire, instrumental music teacher. And I I'm going to just one second off of that 5.275, uh, budgetary reasons are the cause of this. So, okay. [clears throat] I'm going to record recommend the hiring of Paul Barales, um, from the Chicago area. Uh, if you Justin or Angie want to talk about him, you they interviewed him. Um, we did have three applicants. Um, and he was we chose. So, if you want to Absolutely. So, Mr. Barales did come from
044Chicago. Um, him and his wife have been there, I believe, the past 6 years. Um, he is very involved in the music community. He is actually a professional jazz musician. Um, and yeah, when he came in, like, he absolutely had us very excited, um, to have him as our band instruct instructor. >> He's starting next year. Um, any questions on Paul? Was he born in Chicago or raised in? Cuz you said he's moving closer family. >> Yeah, so it's on it's on his wife's family. Um, so. Is he a Bears fan? I I told him to be prepared for that question. >> [laughter] >> Just so you know. Yeah. >> You know where I was born. That that was definitely one of the one of the things we gave him a heads up on. So.
045I didn't get the feeling that he was a Bears fan, but I'll let him answer for himself at some point. Just his his background, he was a private instructor >> Yes. as well as that he has a master's degree in music. >> Yes. Yes. So, he, um, he has been offering lessons, um, for the past 10 years in Chicago. Um, and then he also does have that master's degree in music as well. Um, and this will be the first teaching position, um, that he will be in. He absolutely, you know, really surprised Never not surprised, but we were very excited in the interview. There are a lot of people that met him in the school that weren't a part of the interview team that are just >> [cough] >> hoping that it was him. So,
046we're very excited to offer, um, that to the board here tonight. And then talking with him, he's planning to come in before the end of May here, um, so we can visit with the students and get to know them and meet with Miss Croxall. Uh, so there's a good transition for all of our band students. Um, so we're in the works of planning that right now. I would they still be doing parades and stuff this summer? Is that the plan? Exciting. So, to add on that, um, some of the stuff that Miss Croxall has done, band camp, Mhm. individual lessons, things like that, that is something that she said when he comes in, she will sit down and work with him or or get a hold of him as soon as practice starts on on
047some of that stuff. So. So, it will Go ahead. goes through June? Uh it goes up till I do believe June 1st. And then June 1st will take over and that would be that extended contract which is parades and pep bands and stuff like that. Uh so, the music the instrumental uh will not be on the packet for summer school, but they will once they get it figured out they will let the students and families know know of what's what's happening what's going on. Okay? I'll move that we approve um Robert Brunelles as our new instrumental music teacher. Second. Motion and a second all those in favor? Opposed? Motion carries. 5.4 discuss and possible action on the summer cleaning and maintenance schedule. All right. In talking with Brian Graffunder, um we're looking at hiring one
048uh groundskeeper type person and add one cleaner for the summer. How many of you have do we usually have? That is where we normally are is one groundskeeper and then we added add one just so we can get the work done. Now, the groundskeeper doesn't mow the golf course anymore, right? No. But he's responsible They'll take care of any mowing of the greens and watering the greens. Um and just anything else he trimming would be very limited because the lawn mowing service takes care of that. Um but just anything that needs to be done outside is what or or if you know, if he's needed inside to help move stuff. I said he that's what they will be looking at. Um we have a couple people that have worked it and we're looking at utilizing
049possibly them again cuz we had good experience with the two people. So. And they're high school staff or they're high school students? One is and one is a support staff or support staff. So, they have been doing it for That person's been doing it for couple three four years. So. All right? Yeah. Yeah. And high school student is interested in doing anything? Yes. Any more questions on summer cleaning and maintenance? Look for a motion to approve those positions. I'll make a motion. Dave makes a motion. Need a second. >> Second. Seconded by Nikki. All those in favor? Aye. Motion carries. 5.5 second reading and approval of policy 5330 administration of medical emergency care. So, it is um it is a second reading of basically including uh Narcan boxes, all righty? Uh as I looked at
050my emails at 5:00 we had an email from Rebecca Grayson saying that we did get two Narcan boxes from the county. So, um I thanked her graciously. Now, these will be definitely needed to be approved. So. How much training are we going to get from the county with this? Uh Uh so, I I I saw I saw I saw Rebecca in the hall and asked her exactly that. So, she she is certified in training in Narcan and said she can bring that to an in-service. That's her whole is that she'll come and train the entire staff on how to properly use Narcan. Um I she's very well versed in it and answered every question I had. She's a really good She She's still to come, right? Okay. She teaches the county. Correct. Law enforcement she
051teaches that too. Okay. Very good instructor. >> [clears throat] >> Very good person. >> [laughter] >> So is our high school principal. I'll make a motion to approve the update on policy 5303 on the second reading. Motion's been made. Need a second. Second. Seconded. All those in favor? Aye. Opposed? Motion carries. 5.6 report spring election results. Okay. Uh Derek received 514 votes and Tom 515 votes to [laughter] keep their seats on the board. >> go, Tom. They both previously have came into the district office to sign the sign sign the certificate of elections and Eva administered uh them the oath of office [snorts] before [clears throat] it needed to be done April 27th. So, that was all done. We didn't do it here. It's all done and squared away. So. Welcome back. Thanks. >> [laughter]
052>> Uh 5.7 discuss the CESA contracts for 2026 2027. Okay. Uh you gave me the permission to um work with CESA to possibly trim our just under $300,000 CESA bill um 298 [clears throat] I believe it is or was. Um so, in what we've done with school psych not doing it through CESA um was a $70,000 savings. So, as of right now we're at 242,146. Um and I am continuing to work with them on uh occupational therapy. Um there's a couple of things that we're waiting on that um we will deal with and I was talking about having an OTA an assistant um do our work and then um CESA would have any supervisor for this person. That would be a less cumbersome position than our OT right now. So. That's where we stand right
053now and I will keep you updated on that. Perfect. Move that we go to 5.8 discuss and possible action on teacher contracts. Okay. I am asking you to um approve the teacher contracts for the 26 27 school year um noting that they have a 2% raise. Um per our operational referendum. Yes. Uh handbook was all is staying the same from last or from this year. So. Um I'll make a motion to approve. Motion and a second's been made. All those in favor? Aye. Motion carries. 5.9 discuss and possible action um we're actually going to table that, correct? We are as far as the Yeah, sorry. Uh support staff letters of intent um there's some scheduling that is taking place that we are not finalized. Um so, we want to hold off on that or table
054it I should say. >> Yep. And we're also going to table 5.10. Administrative contracts? Yep. Okay. 5.11 update of the strategic plan. Uh strategic plan talking. Uh strategic plan committee met for the last time for the year uh a couple weeks ago um and just kind of evaluated where we were at as a committee and what where we're at with our strategic plan. Um and it really went through that survey that was sent out um and really analyzed where the improvements need to be. Um and then we also talked about what what is needed for next year. Not only that, but what are what are our focus points for next year. So, um which will include possibly some summer work. We are going to concentrate on classroom behaviors and mental health for both staff and
055students. So, those are two areas that seem like really uh I was just saying issues um that we feel as as a committee and they've got feedback from not only the survey, but feedback verbally that [clears throat] that those are things that our staff and our students are our survey and our board. So, that is what we're going to focus on this year. 5.12 update on the consolidation plan. Okay. Uh joint task [clears throat] force joint board and task force met Monday night uh April 27th. There was much discussion on the different path pathways that were have been presented. Uh the task force um I don't know if you would say limited down to three pathways that went back to the joint board um from there to decide where to go. Okay? I I'm going
056to speak a little bit. Myron and HSR have been directed to put together a SWAT analysis of all three alternatives. Um they will be coming to our May 6th meeting with that analysis. Um it will be one analysis done by both consultants together. I Strengths, weaknesses, opportunities, and threats. Right. Um They are so they are doing it for all pathways. I I can say publicly that there has been no pathway that has been eliminated. All all the three All All three pathways. Three so that Three that we are I'm sorry three eight and two are going to have a SWOT analysis done by Myron and HSR along with members of the board if they so choose and we will be doing those individually. And we will come back on May 6th and that will be
057the the cusp of the meeting where we talk about that. I want to thank the task force for the meeting on Monday night. I found it productive. Uh On Tuesday I was told that I did a terrible job. I was told I did a great job and I was told I was okay. >> [laughter] >> So all things considered I'm going to take that as neutral and I that's just kind of what I expect. Um So again I thank the task force. I thank for the conversation and like I said earlier tonight I am all in favor for healthy debate as long as we're respectful about it. Anybody else have anything on consolidation plan? I just thought that um Monday night went better than expected as well and I was happy that you know there
058was a lot of engagement and for the most part it seemed very respectful and I felt like as the night got rolling people felt a little bit more comfortable sharing and I you know kind of like I said the other night we we needed that we needed to have that discussion and I'm happy that that discussion happened. Um And yeah from here I guess we will look at the the three pathways and and do what they are just explained but again it was a I I felt like it was productive. Anyone else? Certainly thought we had a good good discussion um and would encourage everyone to get the TRG this week because it also and it covers it those people that were listening now who um were unable to you know listen in on on
059Monday gets a good summary of what was discussed. Um So I I you know and I I know they've been trying to prevent present information from those meetings so I thought that was good. They already had it in for today. Yeah yeah it's it's the front page but it's a lot two more pages inside so it's Crystal she told you that our priority She's very thorough. Our prior interesting conversation. Big picture of the whole U U shape yep Jamie's going to frame it. Good thing. I would like to just thank both task force for all their time and effort. Um greatly appreciated. And also I would like to thank Myron and HSR for all their work they have done up to this point. So And I think it'll it'll be a healthy discussion you know
060on the 6th as well and you know going through that analysis on all three options by us individually as well as by Myron HSR will provide you know kind of give direction as to where people are at um and certainly we heard clearly that you know people want to have as much detail and information as we can get in explaining you know the reason for choosing whatever whatever option we're going to choose and so that would be you know definitely is the the call to us that and to you know being able to explain why we're choosing whatever option we're choosing so. I noticed that the YouTube live stream is numbers have continuously gone up and we're at 188 views you know not even 48 hours later so I guess I'm glad that you know
061it's intimidating but I'm glad that that people are watching and and being informed because at this point I think our job is to continue to be open and transparent and inform people so that way like we've said this whole time when they go to vote in November they have like they watch us. I'd like to see that number continue to increase for all of our meetings even just so people know what's going on. And we've got lots of open chairs. There are a lot of open chairs. Anything else on that? All right we'll move it into uh principal's report. Uh this last try we just had kind of teacher conferences for the entire district. Um we had many parents in the elementary not as many in the middle school and high school. We were trying
062to do a showcase for CTE and fine arts to try and get parents and um community members to come in and see some of the different things that our kids are doing. Our music department put on a show from 6:00 to 7:00 and um just like to see parents in the building and come talk to our teachers about the cool things that are happening. So still trying to reach out as much as we can. Um Miss Zarky had financial literacy last night for our district. It was highly attended we have had over 100 uh sign up. She did an awesome job as usual. Um kids came home with some cool sport themed bags and treats and um the leftovers were nicely donated to the staff and students here today so much appreciated by that. Um
063yesterday we celebrated bus driver appreciation week by putting on a breakfast for our bus drivers. Um Miss Miss Carlo and the elementary got together and made some cute buses that kids signed and thanked them for their time and care and passion to making sure they are safe as they travel so. Um elementary wise we had our PBIS drawing so Mr. Stover from So our March PBIS golden dog tag award winners was uh Paisley Schiller. This was actually the third time uh that she's uh won our monthly drawing. Ella McKeef, Kaden Fitzel, Jack Zarky, Katie Cannon, and Case Hanson. So congratulations to our March uh golden dog tag winners. We will be doing uh the April golden dog tag um live um what do I want to call it? Live event uh on Friday uh this
064week so. Kids love when he's walking around with the camera as he's drawing names so. Got to keep it fun and they [clears throat] love it and then when they see themselves you know on the Google Meet and on their classroom TV it's it's cool so Um spring also means we had our spring concert for first grade through fifth. Our fifth graders were able to demonstrate their band skills so those of us fifth grade parents were able to hear what it's supposed to sound like as a group versus the squeaking at home that was happening so that was kind of fun to see. Um it was a a lot different concert with some of the dancing and the rhythms that were put on so thank a huge shout out to Miss Carlo and um Miss
065Winders for putting that on for our students and our families. Um we had our annual Easter parade that was sadly delayed due to weather um so it was after the fact but a huge shout out to Mrs. Linder she always does such a great job with Miss uh Kendall for kindergartners to showcase their Easter bonnets and put on their cute little um demonstration on their show so it was super cute and super sweet. Our fourth and fifth graders were able to go to Minnesota to see the Minnesota Symphony um they got to see them perform Disney music which was really neat and cool. Uh the kids love seeing the buildings uh the tall skyscrapers just the different atmosphere of being in a downtown area and a huge theater so that was really neat so a
066huge shout out again to our music department. Lions came in to do vision screening and then on Earth Day we had our dessert with buddies that our parents were able to come in again we had over 100 families uh come in to have dirt cake that was supplied by Lisa in the cafeteria so a huge shout out to her as well. Uh last Friday we had our elementary data day and spent all day talking about students and finding ways to allow them more success in preparing for next year when they move into their next classrooms. And then Monday we had our 4K registration day um to try to get our 4K numbers in so we're able to have a schedule that is sound and ready to go. Uh middle school high school wise um our
067March PBIS award winners for middle school um best effort went to Drew Colmansberger. Our loyal proud student went to Ethan Ehlers and then our student of the month went to Kelsey Jacoby. Um on the high school side our loyal pride student um nomination or person is Peyton Wolf and student of the month is Grace Wilkie. So congratulations to our middle school and high school March PBIS award winners. Um the spring also brings a lot of competitions for FCCLA, FBLA, and FFA state competitions. We had about 60 kids go um in the last three weeks gone for a few days each which made it a little stressful for some of the teachers and students to stay ahead of the game but it really showcases the amount of effort and work that our teachers are putting into
068these programs and the the hard work and dedication that our kids are putting in. Some kids are showcasing three different areas um because we do have a lot of kids involved in many things. But they did an awesome job. Can't remember how many are going to Nationals for each group, but I you know each one. Okay. >> FBLA is five, FCCLA is nine, and I have not heard anything about FFA. Two. Two. Okay. Yes. It's hard to keep it all straight, so thank you. FCCLA is in DC. Yes. FBLA is Texas. San Antonio. Yep, San Antonio. So our kids are really doing some great work and that's because they have some awesome advisors. So a huge shout-out to all of them because it's a lot of time and energy and passion and a lot of
069running for poster board and snacks to keep everybody motivated. So FBLA had their state leadership conference in Green Bay. We had the jazz festival. We had our middle school and high school Tri-M awards. And then Mr. Shiller did talk about our students give back that was organized by student council and Mrs. Zank so huge shout-out for them. It was a great day. It was beautiful out. The kids all worked really well together. Nice many hands make light work when you're able to just power through a couple hours. We did have prom. It was beautiful. It's probably the nicest prom we've ever had in the last couple of years weather-wise. Kids look great. They looked great that night dressed. So huge shout-out to Mrs. Hamlin and Miss Jackowski for putting together another successful prom. Today was
070actually egg day. With the weather this morning we had to cancel the petting zoo, but we had lots of tractors driving down Main Street and into the parking lot. And so they're rescheduling the animals, but a huge shout-out to Mrs. Donnerbauer for making that another successful day. Just a lot of a lot of events always happening. So So we do have two nominations for the WIAA Scholar Athlete Award. Other than winning a state championship, I feel like this is the most prestigious award that the WIAA gives out. So unfortunately our two nominations were not recipients of this. But just want to say congratulations to Addy Wolf and Kenta Barr for being our scholar athlete nominations. So they will receive a medal on behalf of the WIAA for this recognition at our senior banquet. Also want
071to say congratulations to Bryce Stegen. Bryce Stegen was selected as a Channel 7 All-Star. And along with that, the Wisconsin Basketball Coaches Association has selected him to participate in the All-Star game this summer. I know we talked about this in our athletic committee meeting, so I'm not sure if I said this last last month or not, but also want to say congratulations to Coach De Smet who was elected to be the head coach of the WBCA All-Star game. So those are some just awesome recognitions for Coach De Smet and and Bryce Stegen. Awesome big important dates coming up. I know this is a lot of senior focus, but they're kind of the priority here in the next couple of weeks. We do have our senior banquet that will be here at school on May 13th.
072We will have our Educators of the Year Assembly on May 14th at 8:15 in the high school gym. This is where we're also going to recognize our seniors. So the entire building will be there. We're going to announce each of our seniors to come in and be recognized for their hard work. We will have high school graduation on Saturday, May 23rd. And then our last day of school for the rest of the students will be May 29th. It's moving fast. All good there? Yeah, thank you. >> Super's report. Um FFA, FBA, FBLA and FCCLA I would like to congratulate all of those that did well at state and moving on to Nationals. Congratulations students and advisors. I spoke at uh chamber banquet um a couple weeks ago. And just I I I can't get over
073how our co-curriculars organizations have really stepped it up in the last three, four, five years where we see multiple kids going to Nationals. We see state state officers from Loyal multiple in different organizations and in those three and I think it's it's done some great things for our students some great opportunities and you can see them shine when they get up in front of people and they talk and it's just natural. So I congratulate all of them and wish them good luck. Uh The old concession stand has been torn down. So a lot of little nests underneath there. So Um they can go in. Go ahead. They will be it is all gone and they will be um leveling it off and then we'll get it seeded and So we'll be looking at the black
074dirt and seed. For now, yep. So Okay. Um Another shout-out to our prom our junior prom. I thought it was great. Very well dressed. Um usually the girls are always well dressed and the guys are whatever, but >> [laughter] >> across the board it was really nice. Very classy. Um so congratulations to our advisors Mrs. Jay or Miss Jay and um Hamlin. Mrs. Hamlin, yes. Um great job. Okay. Remote learning day. I don't know if we ever talked about this in the open. Um was April 2nd. Uh Thought it went relatively smooth. Um so we have had been and has got some feedback back for from it and I think this is something that we need to We need to All right. So >> of talked to one of them last month. All right. But
075we've done one since then, yeah. But I think the adjustments work better and I think it's a work in process of progress, but I think it is is is all right. Um Give back day. I would like to thank Mrs. Zank and NHS for advising and organizing this. I think it's a great idea. They didn't only help the district, but they also helped I do believe a few neighbors around raking and things like that. So I don't think we can do enough um service like that. So thank you for all that. Like Miss K said, bus driver appreciation this week. We had a nice little day I would like to thank our bus company and all their employees. Dan is a bus driver here. They do a great job making sure our students are safe
076and getting from point A to point B safely. So thank you. Uh administrative assistants day was last week. I'd like to thank our administrative assistants for all they do. Um Do a great job. They're kind of the glue here. So Thank you. Uh and thank you to the Loyal Lions. They came in and had they did some vision screening for our elementary. So thank you very much for helping us out there. Uh May 13th we have NTC and CVTC are going to meet here and we are going to look at where they're going to look at the facilities here and then we are going to Greenwood and look at their facilities. Um tech ed is one area, but I do believe we're going to look at others also. So very excited about the possibility of
077of working with them and teaming up with them. So we will see how that work how that goes. Uh last last thing um need to know who is looking to be on stage for graduation. You want to be? Really? Mhm. You daughter? I did last year. That was the last time my daughter was up. I was We did last year. I was crying last year. I'll just be a parent and be up. Okay. No. We got to have a couple. I can I can do it. All right. One, two, three. I can I can do it. I'll do punches with my right hand. You good with three of you? Okay. So who's it going to be? Tom? Tom, Derek, and Crystal. Okay, thank you. Sorry. I don't shake a lot of hands. Okay. That's all
078I have. Thank you. With the meeting with the CVTC and WTC, they come in and they tour your facilities. What do you hope is the next step after that? We sit down and look at some possibly some areas that we can work on programming together. Um I envision this these schools our Central Clark our Central Clark Loyal Greenwood. Wherever this consolidation thing goes, I I don't know. Um but whatever direction it goes, we we still need to work together. Um and I'm hoping that we can do some some fantastic things with CVTC >> [clears throat] >> and NTC and offer some different things that um no other school does around here. And I think we're located perfectly. Obviously, the line is right between our schools, so I think with those two, um I think we
079could do offer some really neat things. So, I I really got some great ideas from the consortium there in Luxemburg, Casco, and at Whitehall. Uh yeah, just really thinking outside of the box and really prepping our students for life after school, whether it's job force or tech school, but how can we get our kids a boost um into life and not trying to try to catch up. All right? So, um so, that that's kind of what we're looking at. Uh 13th, we'll we'll know more after the 13th, so excited about it though. Are they coming in later today? 2:00. So. I was just curious. Yeah. That is during the day. Yes. >> were coming later in the evening. No. Yes. If any board members were going if it was Uh I do believe Tom and
080Dean are I don't know if they're going to be there for Casco. Oh, good. They were because of the kind of the uh kind of follow-up of when we first started the joint boards and looking at you know, we had the branding committee but then also had the um business relations and this is just kind of exploring possibilities and seeing what if there's some programs that they have or or things such as even um um portable labs that they have available for us that we, you know, aren't aware. I thought there are there are some, so. Could be a possible satellite school for right for Clark County on those two, so I don't know. My mind's racing and we'll see how that works out. Set meeting dates. We've got uh the 6th, the joint school
081board in Loyal. 6:30. I believe so. 6:30, open with closed to follow. Uh the agenda topic is SWOT analysis. That is the agenda. Uh and then our regular meeting will be the 27th. >> 7th, yeah. And we have a another joint on the 20th. Do we know what time that's at? Uh I think all the joints now will be 6:30. Okay, I'm going to be late. But can I still come for my late? Yeah. Even in the open? We will not analyze you. Uh Even if she get paid less if she shows up late. You can At this point, it's kind of no or anyway. >> [laughter] >> Uh finance is May 11th at 5:30 or we have a band concert at 7:00 p.m. that night. We're talking about an hour before so. Is there
082talking to That long for They're going David's like, oh, boy. Well, there's the weather is good. Brad will be here if it ain't coming. We'll have to get a building and grounds. I got one here. Okay. So, you said May 11th at what time? 5:30 gives a room for whoever needs to go to band or the concert. Okay. Next? Ready? I got one I can call in. Sure. It's a committee meeting, so yeah. I don't know if it's Zoom or something like that. Uh well, my flight comes in there. Maybe while I'm sitting at the airport I can call in. Okay. All righty. Okay. Uh I don't know if you want, but May 18th we have a pre-construction meeting. I don't know if you want to be a B&G there. That would be a good
083time. Yeah. Are the neighbors coming? No, they already talked to I talked to That's handled. Yes, great. Um We did have to get a permit from the city for the fence and we were required to keep a 2-ft side yard setback. I see. Yep. Um what Yeah, what time? I want to say 2:00. I'll get back to you on that, all righty. What was the time for that meeting? Huh? I think it was two. Uh May 19th. What is that day? Thursday. Thursday. Just the general at the beginning and he checks out of there at that pre-construction. Yeah. And Dairyland would be there rep. Well, yeah. They'll They'll just be general. Yeah. Yeah. I'm sorry. Yeah. Is there a Zoom link for that or is it not? We can. And I'll be in on building
084and grounds, too. Oh, I thought it was It's a building and grounds meeting. Yeah. I mean, you don't need to swap notes. I mean, you can share No, no, absolutely not. I thought I thought it was everything. So, I I'm So, in talking with Brad Sametz in from HSR, he did talk to Michael over at um Dairyland and they are flexible on when they can do that, um but it just plan for a 2-month thing, so if we start early June, it's going to be early August, you know. So, I say we just get it going and get it moving. That's all. I think for a summer school to pick up and drop off at the middle school. Okay? That's it. Yep. All right, public comment, clarification on new business items. Yes, I have. First
085time I've been to a meeting and came up here, so I just wanted to make some comments about the comments that were made. So, hopefully it makes sense. So, first comment just to clarify about the music program on scenario two with the east and west high school model, um with the split high school, it says music, theater, and technical stagecraft would be in Greenwood. So, I don't know what other music besides band and chorus there is, but it does say that. So, that was just my area you'd have to clarify what other music would be moved over there. So, that's point one. Point two, I would like clarification from the core team where the unbiased split campus study actually came from. I doubt, and I'm not trying to slander anyone, but I doubt Myron and
086HSR came up with this because the superintendents had traveled to that four-school um whatever you want to call it, co-op, and I'd heard about the split high school scenario in the community long before this study was even started. So, that's why it was all in our minds all predetermined. Also, of the initial three consolidation scenarios maybe the core team could explain why the only three you could start with. One was the way we were, which no one would choose that financially. The next one was the predetermined split high school scenario in the middle. And then the other one was the high school in Greenwood. None of the scenarios that could start with that were supposedly come up with um from Myron had the high school in Loyal, even though the 2006 study and all location
087data indicates Loyal as the preferred high school location. Our task force had to push to even get the scenario, which would be scenario eight and nine, even entered. Um so, this was all predetermined by administrators and the core team. And the task force all figured this out and had private meetings with our school board president um about this and thought independently and came up with scenario eight. So, they had to even fight for it against our core team. Uh clarification, next point. I'm glad to publicly hear our board president, hopefully our whole board, is clearly focused on consolidation and no other things. Can actually stand up for our school and listen to our task force, which you appointed and we're so proud of, and not follow your sneakily predetermined scenario. Point four. Maybe our board
088president was not aware, but there was talk in the community over the past 1 to 2 years about just putting in the Greenwood administrator into the consolidated district administrator position. So, I'm really glad to hear that you decided to interview for it. In reality, it's a huge concern for our community to go into this consolidation potentially having the other district's administrator in the position and having an unknown school board and really an unknown consolidation plan, which you're electing to give any details of yet. Um because of other comments that we've privately sent in emails to every single board member regarding the district administrator's position. And that's all I have Well, I think everybody heard me at the previous meeting there that I was very disappointed in this task force meetings and how they were held
089and it came to be uh came to pass. Uh I won't go into any more details. These other two I think covered a lot of what had been said uh in terms of what's going on. Although, if anybody's interested, they can contact me and I'll go into more details of what my >> [clears throat] >> view of all of it was. Now, as far as moving on from there, uh I would sincerely hope that the board members or a board member would contact our task force members and explain to them, as Tim asked, about why we were asked to be on the board or on that committee. And uh to give them an opportunity what your view is, and we can re- spond to how we felt what happened. So, everybody's clear on that. I
090also would like to say that I would like to see the recommendation or suggestion, I should say, the suggestion that Dean Whitmer had put out there at the joint meeting about asking committee members to come in, sit down with you guys as you guys are formulating it or towards the end of when you're formulating it, as you're coming to it, to give us some more input into it. Any of them that are interested. Maybe nobody is interested in it anymore. But, I think that would be a very good gesture on your part to offer it to them. Things of that nature there. And I guess since it was brought up earlier, Derek, I want to say I'm sorry to hear those comments that have been made about you in the public. Nobody deserves that. I
091had heard rumors earlier about different things, but nothing to that effect like that. Nobody deserves that kind of talk. So. Thank you. Uh thank you for attending tonight's meeting. We're going to convene back into full session. Motion to go into close. Motion to go into close. Second. Who will second? Roll call, please. Dean
