001to the agenda tonight, so we'll stand for the Pledge of Allegiance, please. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. We have public comment for tonight with Mayor Would you please stand up and take as much time [clears throat] as you need? You will not be held to the 3 minutes, so Can I just sit up here? That's fine. Yep. Whatever makes you comfortable. I am here tonight because I continue to be very concerned about the future of our Loyal School, and I'm really hoping that many others in the community will hear me tonight and reach out to task force or school board members about our school and the current consolidation process.

002I was initially glad that a consolidation study was actually being done because at first our schools planned on taking this to a ballot with no study until after a binding consolidation vote. However, as MAD has been involved in the recent joint task force meetings, we have become concerned about the overall process that we feel is being very rushed by design to continue to push the communities into consolidation with a plan that has already been predetermined by administration and some of our board members long ago. Several consolidation scenarios have just now been presented to our task force, but they only have two to three 1 and 1/2-hour meetings left and are already being asked to vote on aspects of these scenarios without much, if any, opportunity to discuss the information with others in our community or

003with each other. And some of the scenarios have some very concerning aspects. Specifically, one aspect that has been pushed behind the scenes from our administration from the beginning is the idea of a plan that would split the high school with parts in Loyal and parts in Greenwood because otherwise they do not think it will pass in either community on a ballot vote. On the surface, this sounds like a plausible idea, but I have huge reservations about what will happen to Loyal School if this type of scenario goes onto the ballot and passes. Throughout this process, it seems to me that the Loyal community has already lost some pretty important things. For example, all of our one-act play has already been moved over to Greenwood. Our long-standing cross country coach was forced to interview and not

004rehired for the position, so Loyal lost the head coaching position for the co-op cross country team. The superintendent of the other school in this relationship is now in the position where it's highly likely he'll be in charge of the newly consolidated district if the vote passes. So, what will that mean for Loyal in the long run? We should all be extremely concerned about that. And in the one proposed split high school scenario I previously mentioned, Loyal would likely be giving up their entire music program, band and chorus, and several other programs from our school. I guess the question I have for our superintendent, our school board, and our community is when will Loyal say enough and actually stand up for our school? Part of me is pretty angry inside when I come to these meetings

005and feel like our administrator and some of our board members will agree to anything just to get this consolidation to pass. But this school is worth standing up for. I've had three children graduate from Loyal School. My last daughter is a freshman in Loyal. They've all received a really strong education with so many outstanding teachers, and I know it is the same for many others in our community. Please realize how important our school is in this community even if you do not have children in the Loyal School District at the current time. So, what am I asking of our board and of our board and administration tonight? Well, first I'm asking that the proposed consolidation scenarios are all put onto the district website where they can be viewed by the public as soon as possible.

006I see later tonight on the school board agenda that you're committing to more transparency, and I think that would be a huge step toward that. Secondly, I'm asking for the joint task force to be given more time to discuss, debate, and modify the scenarios before having to make this type of a decision. Do not rush this process on purpose just to force a vote through communities that you've intentionally kept uninformed. It might surprise many of you, but I voted in favor of the Loyal and Greenwood school consolidation many years ago. However, at that time the study was very transparent. The information supporting the location of the schools was based on data and actual facts. And the board actually represented the will of the people and not the biased will of administration and several school board

007members who have not allowed a completely honest process to take place. Lastly, to every Loyal joint task force member that I hope is watching tonight and school board members, please realize the gravity of all decisions made in this consolidation process. I guess I wanted to stand up here and just encourage everyone to take a look at this school and this town in the upcoming weeks and be very proud of what we have here. And please do not be so quick to give so much of it away. Thank you. Do you want to Do you want to bring up the thing about the website? I did. So, on the website where Myron and they said they were going to update information on the consolidation, that hasn't been updated since day one. So, none of the teachers'

008information, interviews, they could add all the consolidation scenarios because how is anybody in the community supposed to supposed to um give feedback to task force members? I mean, 10 people can't decide everything. No one can see it. If you're being transparent, put them all up there. And let people see them. That's transparency. Mayor, I have a follow-up question. Great. What data and facts would you need to see so you knew this study wasn't done with a bias? Okay. So, the study was done in 2006, and it told location of schools, and it gave some pretty concrete data, and I reviewed it, and none of the I don't really want to bring it up. If you want me to bring it up in public, traffic flow patterns, um location in the county, open enrollment trends, help

009me out here. All of them pointed to high school location in Loyal. You talking about population density? >> Population density, everything. Bucky Deegan ran an unbiased AI study recently and gave it to Myron that said the location of high school should be in Loyal. Okay? So, I'm asking, when are we going to talk about that? We're going to split it just to appease everyone. This This isn't data. This is behind-the-scenes stuff that's going on. So, I'm talking about the data. It's all out there. It's just not been presented by you guys. Thank you, Mayor. Yep. Having no more public comment, we'll move into the consent agenda items. Approval of minutes, I'll look for an approval of minutes from the finance committee meeting, the building and grounds committee meeting, the regular monthly board meeting, and the

010policy committee meeting. We will skip approval of the minutes of the March 11th building and grounds. I'll make a motion to approve the minutes. Motion's been made. Any second? Second. Seconded by Nikki. All those in favor? Aye. Motion carries. Financial reports, Matt. Financial reports, our balances balances are as of February 28th, 2026. In the general fund balance, there is $1,222,814.92. In the capital projects, there is there's $37,715.78. And the checking, there's $598,340.89. Any questions on the financial reports? Motion to approve? I'll make that motion. Matt makes motion. Second. Seconded by Nikki. All those in favor? Aye. Motion carries. New business, Loyal Music Department. Please introduce yourself to the board. >> [laughter] >> Good evening, everyone. I'm Jonah Bratcher. I'm a senior, and I'm sure you all have heard me speak before. Uh I am a

011trombonist in our high school band, and Ms. Crotsley asked me as well as Marcos and Callan to tell you guys a little bit about what we've been doing in band and where we're going in the future. So, I'd like to highlight our upcoming trip to the Eau Claire Jazz Festival that both our middle school and high school jazz bands will be attending on April 17th. At this festival, both of our groups will perform for judges and receive scores and feedback, which is a great opportunity for us to grow as musicians and gain performance experience. In addition to performing, we will also attend the jazz crawl or along Barstow Street in Eau Claire. Um this event features live music, food, lots of jazz, and is designed to recreate the historic jazz scene of New York's 52nd

012Street. A little interesting fact I got to learn from Ms. Crotsley. Um our day will conclude with a concert at the Pablo Conference Center where we will hear performances by world-class musicians including Wyclef Jordan Gordon who is a trombonist like me and Byron Stripling a trumpet player. Overall, it is a great opportunity for us to just get out, perform, learn a little bit, have a little workshop experience, etc. Additionally, I wanted to add a little bit personally about being a senior in the band and what that's really been like for me. I've definitely taken on more of a leadership role this year especially with the large amount of freshmen that we had coming to our band this past year. So during pep bands and rehearsals and everything, that has meant stepping up, helping people stay

013on track, answering questions, and sometimes just being that person to be flexible when Ms. Krasselt is working with another section and just keeping everything going. Pep band this year has definitely been the most noticeable change because when we are actually practicing in class, it's a lot less structured than when we practice our concert band stuff. So our upperclassmen really have to step up and help our underclassmen learn these important parts. Yeah, whether that's keeping the energy [clears throat] up or just making sure people don't fall apart, it takes a lot of senior leadership to really run a successful band program and I'm happy to say that our seniors have been doing a really good good job stepping up and it's definitely showing with the freshmen. I've also had more of a responsibility in making sure

014that our new members understand the expectations like how our rehearsals actually run, um when to be ready, what to expect at performances. There's a lot of behind-the-scenes moving parts, a lot of communication and that just takes somebody to step up and talk about it. So it's not really something I thought that I would be taking over or us as seniors would be kind of filling the shoes of those before us, but it's been a great opportunity and it's been really interesting learning more of their perspective on band and the younger people and being able to watch them grow as musicians. Um so as I get closer to the end of my time in the band program, I've realized that what makes it work isn't what just happens on stage. It's people bringing it every single

015day in practice, showing up consistently, and just putting in effort and work. And this year's been really successful in that. So being able to step into that leadership role this year has been in a very meaningful way to finish my band career. Thank you, guys. Thank you. Thanks for the word. Uh my name is Colin Kurtz. I am a lead trumpet for our pep band and the euphonium for our high school band. Uh first of all, I'd like to talk about our conference festival that we had last Thursday. Uh during that festival, we were competing against I'm trying to remember. Uh What what school was that again? Stanley Boyd. We competed against uh Stanley Boyd. Uh we got there about 3:45 and from there we practiced until >> [clears throat] >> about 5:00 and from

016there we went to practice and play in front of a UW-Eau Claire director and a retired high school director. Um after we were done playing, they spent about 30 minutes uh teaching us some ways we can improve on how we are playing, teaching us different ways we can work together and make a better sound using teamwork and seeing how to listen to each other and finding different ways that we can make everything flow together. Uh from that, we ended up earning a silver spot from that. So we will be getting a I believe uh whenever that gets shipped to us. So we are really excited that we were able to attain a silver medal because we put in a lot of hard work and it took a lot of time, but I know a lot

017of us are very proud of what we did for that. A another thing I would like to notice is that starting in the end of January, me and then our tuba for high school were given the opportunity by Ms. Krasselt to be part of the Hub City Symphony Orchestra. Uh we attended every Thursday we attended a practice every Thursday starting in January and from that we practiced from about 6:30 to 8:30 every Thursday working with professionals that maybe haven't played in a few years, but they have a lot of experience. So I was me and Sophie were able to learn a lot from those people and it was a great experience and we are grateful to Ms. Krasselt for being able to give us that experience. Our concert we had was on March 13th and

018I heard a lot of great reviews that we did a great job and I know the community was really excited to see that there's still a lot of music inspiration in our surrounding community. So that was another great thing. Um Another thing Ms. Krasselt wanted me to bring up is mentioning our sixth grade band will be attending a uh I'm not exactly sure what it was, but it was like a meeting of sixth grade band middle school band at Shell Lake. Uh there the sixth graders will be playing with others their age and of their skill and they're going to be learning from I don't remember exactly who it was, but they're going to be learning from other uh like we did in high school learning from other directors and learning how to play music

019together and learning more teamwork and bonding skills and seeing how they can put that into their music. And then the last thing I would like to mention is our marching band. Um It's been Marching band is a amazing thing that a lot of us really love. Uh it does take a week out of our summer, but I know it's the thing that makes all of us feel happy because it really tests pushes us to our limits sometimes marching when it's 90° only getting a break every once in a while. It pushes us to our limits, but it really shows us how much we can accomplish when we're working together and when we're doing all this stuff together, we can really learn what we're capable of doing. And it's just an amazing way for us personally

020to see that we get support in our community when we are in parades even if it's not in Loyal, but even in other cities that we do parades in, we can see that there's so community supportive towards music and our music programs. Thank you. You bet. I want to thank you. If I would have said no, then what would have happened? >> [laughter] >> I'm being called tomorrow as a freshman at Loyal High School. So first of all, I want to start out I want to talk about the CloverBelt All-Conference band that happened on January 17th. So practically what happened, we went down to where was it that you guys went to play? Yes. >> We went to Regis High School in Eau Claire. We performed with I believe it was 13 other bands participated

021and we learned We practiced three songs in less than I'd say 5 hours with other players schools. Um one of the directors of the song Erica Savaloja, she composed um "Candy Factory". We performed that song later that night and well, I I just want to talk about my experience there. Um I met a lot of great other players. I met good saxophonists, good flute players, clarinet players, just all good well-rounded people and even just outside music, um it was really nice to know how like other schools run their programs and how they just how they just run Yeah, like how they run their programs cuz it gives you kind of a contrast on how like how other um school how your school does it, how their school does it and kind of gives you like

022opportunity to look back and think how could I be better, how could we be better, and then how what are we doing good at and what are they like doing good at. And then the next thing I want to talk about is solo ensemble which happened on February 21st uh Greenwood. Um six So 16 of us from the Loyal program competed. Um everybody did good. Um everybody practically I don't know if you guys know the scoring works, but one is the best and then one star is a good class A and then five is like very very terrible. Um and then like Oh yeah, everybody did good. Everybody got ones, everybody got twos, and this year um our tenor saxophone on a class A piece, I believe I'm going to state at in Stevens Point

023UW-Stevens Point and I I don't know if correct me if I'm wrong, but I think maybe maybe Ms. Krasselt has said I'm the first freshman in Loyal history or I'm the first first freshman in a long time. So Awesome. Congratulations. accomplishment. Yeah. Um thank you. So I just I just want to thank the music program showing up for helping me out, Calvin, everybody else, Amelia Smith, just everybody in the band program and even outside of band just helping and motivating. So the band program really just really just brings you together and it you get to like meet new people you never expect to meet and even outside band you can make like so many different people [clears throat] with some commonalities with you. You can make new friends, you can make you can make Well,

024like sorry. Make new friends, you can meet new directors, you can get help too. They can teach you, you can teach them, so really just all these events you can just become a better person and build your character, just be the best person you can be. And um I also want to touch base on the jazz festival that Jill was talking about earlier. Um I The workshops you do there just even outside of music, like music when you go there it isn't just about music, it's about really who you be and like all the all the like everything you do because I I've been to the jazz festival for the past two, three years and people I've met, people I've worked with, people I've played with, they're they're just incredible people. The workshopers are really

025nice, they're really incredible players. The people that we get to meet, people we get to watch, people we get to hear, people we get to be, they're just incredible people and just music just even people think music is just something as like you got to work hard but music can just bring everybody together and as kind of Jonathan saying, it's just create a community so it comes to our concerts even if they even if you don't have like a direct relation to anybody in the concert or to anybody who's performing, it's just great to see people coming out there and watching our program play, supporting us and just you know, being just being a great community. Thank you. Thank you. Thank you. All right, thank you. Before the ninth graders and choir, do you guys

026have any questions about band or anything that's going on How are the new drums we bought last year working? They worked really well. Um the timpani's that we had were instrumental hosting all-conference band which was a massive success. The event went off really smoothly last year and it it still had people from this past all-conference band talking about the ice cream machine and how awesome it was. So definitely worth it and it's definitely a selling point of our percussion. What would you say to upcoming fifth and sixth graders who are thinking about joining band and that are unsure? What advice as a senior would you give to these kids that are like I don't know if I want to do band. I mean the biggest thing is just sticking with it. I mean a lot

027of people including myself really joined band because for me and my sister was in it and then I saw other people including your son who went in playing his trumpet and having all this fun with it and it's it's really about as Marco's touched on quite well, it's about the people and sticking with it once you hit middle school and then especially once you hit high school is the biggest sticking point. There's a lot of turnover during those two transitions but if you stick with it, it can take you places and it definitely has for the three of us and that would be hands down my advice. All right, before I lose my speaking voice for the month um I'd just like to shout out Ms. Roxel. She does such a good job working behind

028the scenes. Right now she's not here because she's at whatever the conference directors directors meeting. She's always doing stuff and she works really hard and she deserves a shout out for making all of us so great. So thank you for your time and Quick question, are you Yes, rocking. Quick question. Are you going to be here next month? Probably. You want to take my spot next month? >> [laughter] >> Take my position? I don't We'll we'll see which >> [clears throat] >> I'm Sage Klessig from high school choir. Um some things that we have accomplished this year is we went to all-conference. We had seven students representing Loyal in the choir. Our clinician was Dr. P from UW-Stout. It was a great experiment experience to perform with large group of kids who excel. Um at

029solo ensemble, we had two duets, one trio and one soloist all scored well earning high twos in all class A. At the WSMA large group festival, choir earned a one, the highest rating you can earn. They received a lot of positive feedback especially for a choir our size. Judges were impressed with our presentation, respect and overall performance. Stanley's choir director mentioned that our students were some of the most respectful they have seen and were very impressed with how they represented Loyal. The pop concert coming up on May 11th, all are welcome to attend. We are singing a wide variety of pop music from 1960s to today. The elementary fourth and fifth grade will be attending the young people's concert at Minnesota Symphony Orchestra on April 16th. They will be learning about how music and film

030work together using Disney as the guide. In sixth grade, they will be going to Meet the Music on April 28th where students will hear an a cappella group and a marching band perform with a Q&A to follow from each group. Thank you, Sage. Thank you, guys. >> Thank you. Thank you very much. On this concert? Agenda item 5.2, announce the 2026 valedictorian and salutatorian. You got it. Sorry, I got it. Um It is my honor to recognize two hardworking seniors. Come on up, ladies. Um as this year's class of 2026 valedictorian and salutatorian. Um this year's class of 2026 salutatorian is Melanie Grambsch. She is the daughter of Brandy Grambsch and Ben Grambsch. For the class of 2026 valedictorian, it is Addison Wolf. Addison is the daughter of Jamie and Travis Wolf. Both of these

031ladies will be attending the CloverBelt Academic Scholar Banquet in uh Cadott on April 8th where they get to recognize one of their educators there and the girls can share when you ask them questions of who they have chosen. So congratulations, ladies. Thank you. Any questions? So who are you taking? Uh I've asked Mr. Schiller to come with me because throughout since freshman year he's always been such a big supporter of mine. He's seen a lot of stuff in me that I haven't necessarily seen myself. Um he's this is he's the reason that I can actually talk in front of you because he's pushed me into many positions that I begged him not to but I'm very glad he did because I'm just a better person for it and so I'm glad to honor him. And

032I am bringing Mrs. Arkey because she has the kindest heart. Every single morning I walk into the school and she's always there bright and early saying, "Good morning, Melanie." just talking to everyone and her kindness has impacted me throughout middle school and high school and I'm honored to bring her with me. What are your post-graduation plans? Uh I will be attending UW-La Crosse with a double major in accounting and finance. And I plan to go to Northcentral Technical College and I'm going to receive a degree in dental hygiene and dental therapy in hopes to work in a pediatric clinic. Congratulations. Thank you. Addison, congratulations. Addison? You forgot to mention track. Oh, I will also be running track. >> [laughter] >> Can I ask you one more question? Are you going to be here next month,

033too? I don't think so. Well, if you are, you got to speak up. Thank you. Thank you. Thank you, guys. Congratulations. Item number 5.3, discuss a possible action on the elementary parking lot. You got the regulations now. I'm saying that. Thank you. Uh when you walked in tonight, [clears throat] you did have the packets in front of you. Um The first sheet The first sheet indicates the bids that we received the day of the bid opening. And then the second sheet, if you want to look at that a little bit, is the actual diagram of the new parking lot that if approved tonight will be constructed this coming summer. Uh Building and grounds has worked on this probably for the last 6 months, I would say. Um Couple of changes to draw to your attention.

034Uh starting at Mill Street, the the driveway will, if constructed, will now have a sidewalk that diverts water from Mill Street back to the city street and then allows the water to the north of that to go to a new retention pond which per DNR standards needs to be put in on the north end of the parking lot. Um the number of spaces, we did gain some spaces. You'll notice the the new diagram of the parking lot, uh we don't do the jog in about halfway down anymore. We actually bump out so that there's some pine trees that are owned by the school that would be removed in this diagram. The whole east curb that you see on the parking lot is what we call a mountable curb so they can actually push snow up

035and over it and that allow for more snow storage. Um there is a proposed 7-ft fence along the east boundary line and in that fence we will do what's called privacy shading. So it's a it's going to be a chain link fence, but it has what you call slides that you slide into the chain link so the vehicle headlights won't shine into the the school or the the people who live to the east. Moving closer to the school, you'll see new sidewalks all the way from the elementary gate elementary entrance all the way down to the north end of the building, and we'll actually be removing the landscaping and the trees that you see in there now. Um It really eliminates a lot of maintenance issues there. And one of the things you'll notice is

036what we call a slip lane. So, for pick up and drop off you'll actually see that we remove some parking there, but you'll actually vehicles will be able to pull in drop off there, and then if you're going past them, you'll be able to slide past them to the east. The bids did come in considerably lower than what we had at first anticipated. Um knowing that and knowing what we have talked about at building and grounds, if this is something we're going to look at doing next year the based on funding, we would need to potentially short-term borrow. Um Actually, you can jump in at any moment here, but our funding the funding that we receive to to make payments, we receive in December. But we'd like to do this project prior to December. So,

037until we get that payment, we would potentially be be short of funds. Um We'd be looking at short-term borrowing in October with a payoff of December. The project itself was when we put it out to bids, we put a June approximately June 3rd start date, and we'd like it to be finished prior to in-service, which begins the middle of August. So. I I have a question for me. It's more for building and grounds and maybe Mr. >> [clears throat] >> Skinner. We always talked about the safety aspect of this parking lot, and it's always been a clutter on whether or not we're going to have parking right up to that sidewalk. We blacked it out, we put it back, we blacked it out. You'll still have probably more parking stalls, but the concern for the

038other law enforcement had is the safety that when you have all these kids coming up and you have it right up to that spot up to the sidewalk, that's going to cause cars that are parked there that's going to cause a visual you know, obstruction and put some possible. So, I just would hope that that's not anything to do with this decision. I just want if this comes to fruition, I guess I would ask them to consider that how far So, we could have just took that first stall and put hashes in there to I'm I don't know how much I cuz I don't have a track space and distance. So >> great here. So, this vehicle backs up, they got to go like this to get out of it. So, if you And also

039kids walking on the sidewalk, you're not going to have if there's cars all up to a kids Yes, I think I think they need to put a better I've come up here when school is let off. I think they need to do a better job for safety of the kids that don't let kids walk [clears throat] through the where that slip lane is. Do not kids cannot walk through that lane without an adult. I think there's a >> If you would have something else some or not enforcement, but some somebody standing there making sure it's clear. I agree. I don't know if you'll always have that or do it. So, that's the only reason I'm saying that are you going to go back so many three or four stalls, push everything to the north a

040little bit, leave a little bit more [clears throat] view there for people coming in and out cuz there's so much congestion with cars. That's not about tonight. I just wanted to consider that talk about safety some some point in chapter and grounds, but other than you can go ahead. Um if if approved tonight, I think what we would try to do with Travis held that up to the screen, I think we would print a large one of these and keep it in the front lobby as people walk into the school so they could kind of see it. I think it's it's also important that we meet with the the property owners on the east side of the project and and explain a little bit more in detail of what we're doing there. Um My suggestion

041is we need there's going to be a pre-construction meeting with the construction people, and I think at that time would be the correct time to bring the residents in cuz there could be some trees that are real close to the line. >> [snorts] >> Any other questions? Um Um I just have a question. So, on the the north end of the building >> [cough and clears throat] >> Yep. is that where parents still drop off for 3K? And I'm assuming that will just remain as it is. Right. Okay. We did have we talked initially of doing something there, and from a cost standpoint, it just became a little too expensive. From what we can tell this the last time this parking lot was done was somewhere between 1975 and 1980. With the aerial photos that

042we had available. So, it is certainly outlived its useful life. >> real? Yeah, it certainly has. Um and we've also talked when when we do get into the project, there is a chance because of of the limited borings done, we don't know what we have for a base course. So, when we get in there, there may be a situation where they have to have to bring in more than they have more quantity than what they've uh they've bid for, and we discussed potentially um having a a 40 to 50,000 dollar contingency you know, for overruns in case we come into snakes. So. I I think this project understanding our financial constraints, I do think eventually we got to start doing some of these projects that you know, I'm afraid if we just keep pushing them

043off, none of them are going to get done. Um I know short-term borrowing is not the ideal way to go about it, but um for the two months and with the uncertainty of what the next year is going to bring for for funding and pricing, these are good bids. [clears throat] We've been told by the consultant multiple times these are good bids. So. The only question the only question I have is is regarding the funding. So, I understand you know, we can short-term borrow. However, if we're relying on that the money that's coming in in December you know, and paying this off, how much how much funds do we have at that point to get us through the rest of the year? And I don't know if you have an exact >> Well, taxes start

044coming in in January, February. So, there will be another It's that lag that we don't get anything from the last payment I get in July that small one to finish off the year, and then I don't get any we don't get anything until December, the first Monday in December. And that's that first million and a half. We just got our third payment was this past Monday. We just had another million and a half go in. Okay. So, there will be some it will be sporadic then after the first of the year after taxes and Correct. spring. So, okay, that was that was just my concern. We we do short-term borrow the million that we used to always borrow for payroll and reasons. We would borrow in late September, October, and always pay it back in

045December. Okay. Okay. I just wanted to find out make sure we had enough. So, that will take some of our facilities whatever we're going to do maintenance wise, that that will obviously be affected. Um but we have some small smaller jobs that we could possibly do. We have a rough next year. I think that we may we just do one roof next year. Um we're doing one roof this year, and maybe that is a little bit longer than five years or four years. It might be six, seven, eight seven, eight years. Okay. Uh I think we'll know more also like Derek said after the first couple of three weeks of being started digging and seeing what's what they got there. So. And when do they plan on starting it? Um that will be at that

046um They can start anytime after June 2nd. Yep. And it's up to the contractor, but we do have a completion date of August 10th, I believe. So. So, there was a question what about summer school? All right, we'd either have them dropped off uh south >> [clears throat] >> high school end and walk, or we would have them drive on the west side, have them drive down and drop them off somewhere maybe like they do for buses come in by the gym. All right, elementary gym and and go from there. And just real quick on the bid sheets, like we had started with conversation, these are the bids that were received the day of bid opening in that form. And we did do some uh reference checks with the the two lowest bidders. Any more

047questions? If not, I would look for a motion. Would you want to do a motion with the money funding and bids and overrun all in one motion? I mean, I think the the motion would be as simple as I to move forward with the elementary parking lot utilizing the lowest bid with a contingency. So, yes, put all three of those in that motion. Real quickly, reference checks both came back good or good, so. >> [clears throat] >> I'll make try to make this motion. Um we'll go with the lowest bid motion or lowest bid on this, which was Dairyland Grading LLC, um for $475,051 and 48 cents. And for budgeting purposes for administration, we're recommending to have a 10% overrun, which is going to come to approximately $520,000. And also, we realize that there's going

048to be short-term borrowing done for the for this project and expect to be paid for by the end of school year of end of calendar year 2026. Yeah, the the project paid for by the end of calendar year 2026. Did you get all that, Julie? I got it. >> [laughter] >> I have a motion on the the table that I'm not going to repeat. In summary, we're picking Dairyland Grading based off the bids that were opened the day of the opening. We are going to allow for short-term borrowing, and we're going to ask for contingency, which equals a total of $520,000. I have a motion on the table. I would need a second. I'll second. Second. All those in favor? All right. Opposed? Motion carries. 5.4, first reading and approval of the NEOLA policies Act

04954 policy updates. All right. On BoardDocs, you can see what Act 57 deals with. I'll just read real quickly [snorts] the um highlighted area of what this packet is all about. Uh this special update is an issue to NEOLA clients in response to 2025 Wisconsin Act 57. Enacted in December 2025, Act 57 establishes strict new requirements for school districts regarding this notification of parents, the notification of parents where a report of sexual misconduct by a staff member is received. Under the law, school board school boards, private schools, and charter operators must notify the parents of any student alleged to be a victim or a target if there is a reasonable cause to suspect the conduct occurred. The act mandates a timely response uh requiring notification by 5:00 p.m. the same day if report is received

050during school hours, or by noon the following day if received after school hours. Additionally, it requires school districts to provide parents with annual information regarding their right to access school employee disciplinary records under Wisconsin's public records laws. So, it is a state statute. NEOLA made this for us following the act, so my [snorts] recommendation is to approve it uh the first reading. We only need one reading on this, correct? I think if you make a motion, you can Wait a second. >> waive the second reading, and then it becomes after publication. Sounds like you have a motion, then. I'll make that motion. Second. Motion's been made with a second. All those in favor? Aye. Aye. Motion carries. First reading policy 5330, administration of medical and emergency care. Okay. So, we have a a possibility of

051getting Narcan Narcan in our building, two different sets being donated possibly to us. Um I think that's a good idea because you just never know. I I don't want to say that we have any issues here, but you never know who's in our building. So, um and what I mean by that, events or whatever. So, uh I I would uh you have a boatload of information on this. NEOLA's working on uh is working on our policy for this right now, so I I would say I recommend approving this policy. We did some changes in the policy meeting on this, right, that they recommended? Yes. With NEOLA. Who would we actually be getting the Narcan from? Clark County. From the health department? Uh yes. They have a finance meeting, I think, coming here soon, and they

052will we will know after that meeting. If the health department's into big talk, did you talk to them? Are they near they willing to come in and do like a training for the health services? Yes. Yes. Yes. Yes. And where they would look at putting them would be by the AEDs in the building. High school and elementary. Any questions regarding the medication emergency care policy? I'll make a motion to approve. Motion's been made to approve. Just a question, if they don't donate it, how much does is it a big deal anyways? Um If they don't donate it, then you're you're approving this that we would get it on our own, correct? That would be up to Let me check that out, all right? I was going off the donation, all right? So, We can only

053make that decision if we're not understanding they're going to donate. >> Yes. Yeah. Hopefully you're not Hopefully you're not every day. But not every day. But I'm saying then you then you discuss it. If they're not going to volunteer or donate anymore, you have to come up with we have to look at the cost, and then they That's what you can always right and make a decision. So, I'm I'm with you, free. And I'm approving that. For. So, the motion on the table. Need a second. I'll second. Motion and a second. All those in favor? Aye. Motion carries. It might be helpful for the public to take to receive the same information um just to let them know that it's not needles that we're having, it's a nasal spray. Um and evidently, if a you're

054already overdose, is you know, person will have difficulty breathing, and so that's why the effectiveness of the nasal spray. So, but it's good information that the people know about. Item 5.6, accept donations. All right. Uh we received our district library received um seven books of Black History Month uh donated by Atlas company donated in Neillsville. Uh I would recommend that we accept that and send thank yous out to Atlas company. Do they do that often? Is that First time I Okay. First time. Yeah. But I realized it, so I believe Austin Grant and were donated, so uh that's what this our K hiding our librarian told me, so. When a book is donated, is there any vetting process to make sure it's not weird? Yes. Yeah. And it goes through It goes through our librarian.

055She makes sure to make sure that it's It's appro- It's acceptable or right. >> Okay. >> Um and if she has any issues, uh then it would come to a committee. Or if there's issues that come up later, then it would go to her and then to a committee. Perfect. Okay. Need a motion to accept the donation of books. I'll make a motion to accept the donation of books from Atlas. Motion on the table. Second. With a second. All those in favor? Aye. Motion carries. We are going to table the CESA contract for tonight. So, we'll move to 5.8, approve spring coaches, JV assistant baseball coaches. Chris, you Why are we tabling the CESA contract? Uh there is um a couple things that are length a couple things that have come up here like in

056the last day or or today in uh this couple days that um Could directly affect the contract. Yes, exactly. So, I wanted to have a discussion with you, and then we need to make sure we have a discussion with CESA. I understand. And if need be, we can have a special meeting to approve the CESA contract. Yes. On top of our already scheduled meeting. That meeting needs to be shortly, right? Yes. I would suggest you put [clears throat] it on first one. We can do that when we do meetings. Okay. Spring coaches. All right. So, we have 17 um kids out for JV baseball uh between Loyal and Greenwood. Um so, with that, we are looking to add a coach with Phil Rusic. Um so, tonight we're asking to approve Robert Griesbach um for a

057paid position, and then Steve Tobreck for a volunteer position. For JV baseball. Did you interview these guys Justin? I did interview them. Yes. Yes. Feel good about it? I do. Okay. I'll make a motion to approve them. Motion table to approve. I have a question. Yep. Um. I guess last year wasn't going to really count because we didn't really have much of JV coaching stuff last year, but in the past have we Oh, sorry. Oh, sorry. Oh, no. Then all three of us are here. I have you I had my [laughter] first JV baseball game as a coach last year. Okay. We didn't have any paid coaches last year for JV, right? Okay. Sorry. I didn't mean to offend so many people in the room. Just three. Okay. Have in the past have we had

058paid JV assistant coaches, do you know? I'm just wondering. I mean, that's a fair question. I am not sure. Um, but I will tell you that, you know, Greenwood did have a varsity coach, they had a varsity assistant, sure, and then they also had at least one JV coach that was paid. Okay. I'm not doubting or questioning, you know, that this person deserves pay or whatever. I just I'm just curious. Yeah. Is this a split pay then between Loyal and Greenwood? Yeah. >> Yep. Perfect. >> And I mean, both Mr. Litner and and Derek can talk about this, but when you're there by yourself, it's very challenging. >> I believe Especially when you're, you know, coaching third base and if there's nobody at first base, you know, you're just doing your best and sometimes we're

059bringing in a parent. So, I really do feel like we need um, these coaches with our with our JV baseball team. In the past it all dealt with numbers. Sure. All righty. I would say we had three coaches even if you had a JV that wouldn't play on the same night but would play on a different night then two of the three coaches would go. >> Sure. Um. I believe there is 30 kids out and I think there's 16 that are or so going to JV. So, I think that would be Yeah. So, I'm glad that we have people that are willing to do that too. So. I'll make a motion to approve the spring coaches for JV baseball as presented by Mr. Stangle. I'll second. You're going to table over Davies? You're going to

060second that? Yes. >> Davies motion. All those in favor. I. Motion carries. 5.9 appoint canvassers for the spring election results. So, April 7th I believe um, is the election. We would do something probably the not the next day but the following day. Either one of those at about 4:00. Need three board members. Usually it's been a policy that's coming and done it but I can't make it happen. I can't. I can't. I can't either. I have waiting surgeries that day. Okay. I can't. There's no three. >> [laughter] >> Be free. What day is that? April 7th? No, it's the 8th or the 9th. Um. >> Because I am gone with state FCCLA kids until the 8th. Okay. So, we would have if if I don't know what this could be. Thursday I could make work.

061Can you call what time? You said 4:00? >> 4:00. 4:00 4:30. It it I could make that work. It's a track meet. It's a track. I can look. I think that's a track meet for me. Excuse me, going to the track meet. I think we've usually had two. Can you make it? I can make it. All right. Then we'll I will be there and we'll be able to get it done. I mean, if I don't have it I can What exactly do you have to do? The 9th is the track meet. It takes about 15 minutes. It's a one thing. If it's the only one thing you're fine. It's the the clerk's Yeah, because the last day nobody knows the numbers. And you're looking at the 9th? Either one. All of this is the verification.

062You're going to be I can do the 9th. Work for a couple of hours. I can do it that day. State FCCLA is the 6th through the 8th. Good on that one? All right. 5.10 we are going to table and we'll move to 5.11 update the strategic plan. You have this. I think I'm going to pass. Do you you guys want one? No. Okay. So, we had a survey that went out. Um. Mr. Schiller compiled we compiled it, went through AI. Uh, this is what it came out of areas of strength, areas of need, improvement, and things like that. So, I'm just I'll just go through it uh, and then we will go with any questions or anything. All right. Do you two have one at all or not? No. You got it on there?

063Okay. Uh, Loyal School District stakeholder survey, what we heard and what we're doing. Uh, thank you to our parents, staff, students, and community members for sharing your feedback. Um, areas that were asked about, communication, transparency, trust, student and staff support, and district future. All right. Um, so for under communication uh, strong and effective, social media, email, and remind are our sources, newsletters, board meetings. Uh, transparency uh, you know you want to know is what we're asking about. Why decisions are made, what data is used, how plans are implemented. Okay. Trust. Uh, the district will follow through, be honest, keep you informed. Uh, student and staff support uh, clear discipline, classroom respect, teacher support. Uh, district future, long-term planning, financial updates, community input. Uh. There were 47 people that filled out this this uh, survey. Okay.

064Um, our commitment as a district, transparency transparency in decisions, [clears throat] communication that connects, accountability we can trust, student success is our priority. Our mission, ensuring each and every student learns. You guys have any comments, feedback, or anything like that, Mr. Stave and Mr. Dean? I think this looks great and it looks great on paper. I think that there's areas that we as a as a whole need to really hone in on and work on. So, I don't know how that's like implemented on day-to-day, but I think this is a great plan and I just you know, if this is what we heard that I that we need, I really want to make sure that's what we're doing in our day-to-day. Any other comments on the strategic plan? The only thing I would add is

065as what Myron said, I would ask to reach out to Myron and ask [clears throat] them if there's any legal issues, any problems, anything with turning around and getting the date what we said we were going to promise them right away was the teachers, all the interviews, all that stuff was going to be placed on there that hasn't been placed on there. And then also again on these task force that have done this is the seven scenarios we're going with. I would ask that them see if we can get that put and then what if they can give us feedback. And to just to kind of feed back off of that, I think it's important especially through this consolidation looking at consolidation and and coming into the next few months as far as transparency goes

066I want to make sure that all of the information that's put on our website um is non-biased I guess or factual. I just want to make sure that everything that's going on there isn't I don't know how to say it. I just want to make sure it's non-biased. I want to make sure that everybody that's going to vote in November has all of the information whether it that information points to reasons why you should vote yes or why you should vote no or whatever. I just want to make sure everybody has all of the information. To feed back off of that conversation right there, that's how we're going to week tell the consolidation plan. One of my questions, there was five questions I brought up when we interviewed the five candidates including Myron. One of

067my questions was how were we going to stop and I'll just say it the bias of some people. That's the way I'll leave it rather than calling them out. So, we didn't have it. [clears throat] You know, so we have it up. Non-biased plan because I fought for a year and a half to have a plan. And I thought it was going to be like what Myron brought up the 2006 where there's going to be data. I the task force had nothing to do with these seven scenarios. We did not make up any of them. What we said was that we're going to have a task force who is going to form this. I thought Myron was going to do it. They were going to bring up the stuff but this has been more of

068a sit down. We've had three meetings where it It just look at the Greenwood school, look at the Loyal school, listen to Myron's three updated three school scenario financials. And then we talked to some superintendents and asked them some questions. And then we went into this and there was seven scenarios, had no clue, no financials, anything. And in there we've had our own conversations about three schools. >> [cough and clears throat] >> Every single one of these plans is not getting rid of a school, decommissioning a school other than if we brand building brand new full out brand new facility. That's the only one that has doesn't have a decommission agreement. You're telling me that this wasn't biased, these seven scenarios? Through some people in our school that that Myron would come up I I

069I give them credit. I'd ask for the moon, too. That's their job, make money. I want a brand new school. Thank you very much. Appreciate that. Good job. Looks like a good thing. I can't blame them. But be fiscally responsible, looking at the financials of our school districts. We're going to keep three schools. We're going to bus kids back and forth, >> [clears throat] >> running staff back and forth, giving up some of our This is the best I'm not cutting Myron. I'm saying they're doing it but they're doing what they're told. Biased. That's what I have to say, Myron. So, I could go on a few other things um And I guess the last thing I would add to this whole thing. If I take it and now it's Spencer and Loyal in this

070consolidation process, there is an agreement. I can honestly tell you if I went to Spencer and asked, could we consolidate? I wouldn't plan on getting a high school. The same facts. They are the bigger school. They are the bigger town. They are the They have the the the most population density is towards that way. This whole thing started out with we want to consolidate we want We don't care where the school's at, we'll drive. And this is where we're at, the type of studies that we have. And I'd love the people to see that. That's why I asked for transparency. So, but I won't take up any more time. Let's transition transition right into the consolidation plan then. Okay, uh joint board meeting of the meeting on March 18th. Uh brand new committee. So, the

071task force did not meet that the Monday before that on the 16th because of the snowstorm. Brand new uh committee came up, presented the potential district and mascot names and colors. Uh Loyal Greenwood Bucks with a navy blue and spring green, gray and white were the colors. Loyal Greenwood Bucks were was the name of them what they came up with. Uh the joint task force um met Monday the 23rd here in Loyal and will meet again Monday the 30th in Greenwood 7:00 p.m. Um I believe um that there are like two to three meetings left with that. Uh then the joint board will meet Wednesday, April 1st in Loyal at 6:30. Anything else you guys have? Anything else you want to talk about? I think it's important to say that to to talk about the

072the seven pathways. So, the first three meetings and and this is all been laid out. Nothing's really changed from the task force agenda. We knew the first three meetings were going to be very introductory. And meeting number four is in my opinion when the real meat and potatoes of the conversation began. Uh you know, Myron is the consultant hired to do the projects so they did come up with the seven scenarios, seven pathways. I would say two to three are more immediate >> [clears throat] >> with two being mid-term and and five six seven being extremely long-term, 15 20 years down the road. Um I from what I've heard from the people I've talked to is there was good dialogue at the meeting on Monday night, which is encouraging. There was. Some people were good,

073yep. Some people they were really got into some Some of them there wasn't so much. I talked to a couple people, too, whatever. Some went really well, some good information was there, some And I think I think the task force needed that. We needed to have a good task force meeting cuz I think people were kind of burnt out after the first three and and didn't think they were getting what they wanted out of it. So, I'm hoping now and okay, I'm on the core team and we we met today. And what we're hoping for now is further discussion, more dialogue at this next meeting. What are some of the things you like about these as we narrow it down because ultimately we do we have to narrow these these scenarios down. The other no

074big shocker to us is we have no money to do any projects in the next three years. It's not there. And we'll we'll prove that with financials as we get closer along the way. But if we're going to do this, we're going to do it without any money. So, the first couple of years could potentially look different than years four, five, and six because eventually you could pass a capital referendum to support a remodel of some sort. So, um I yeah, I think the task force I I know it we've asked a lot of your time. I hope the next meeting you continue to get more out of it. Um I think the other thing we need to remind the task force that it is not the task force's job or responsibility to come up

075with the logistics to make this work day in and day out. And I I I don't want the task force to think they're burdened with that because that is a too big of an ask, especially when if this were to pass, we have 18 months before it actually goes into implementation. So, um I I hope they don't think they're tasked with figuring out every day-to-day operation in the next two meetings because that's not fair. I don't think it's day-to-day operations. It's uh yeah, how did the seven scenarios with sharing in like three of them having high schools in both campuses and how did it Myron thought it was better to turn around and put certain classes in Greenwood, all of them and certain ones in Loyal and then that would possibly be the outcome of

076somebody who's a Loyal student who wants to take a program and then we're going to bus them or we're going to give them responsibility of having possibly I'm making this up if this isn't sign a waiver form. What liability does that put on the city that if on school campuses we have them separate and if they're not being bused and there's somebody else that wants to take a tech ed program in one school and then but later in that afternoon they're going to take a social studies class in the other town and then we're going to have kids driving or buses back and forth and then if that kid is playing on his phone on school time just like an employer an employee is driving a car of the of the of the business and

077they're driving down and they're playing on their phone and they cause an accident even if they sign a waiver form by their parents saying they can drive if we're letting kids drive back and forth and they get in an accident while they're attending school going between communities, what liability does that possibly pull us for our school district? And this is why I'm saying these concerns with Myron and also bussing back and forth after practices when we could have kids that I'll go back then and I'll finally go to the 2006 study again. That had facts. That had data. The data was the high schools in Loyal, the middle schools in Greenwood. You don't have bussing back and forth. Um elementaries were to stay in place. Ours to pass consolidation is we'll have high school in

078both of them or we'll have middle school in both of them and and and all of elementary in one and and we're bussing back and forth. So, after school extracurriculars, they're now getting bused again. Whereas if they get in the morning, get on a bus, they get transported to a school. Thinking fiscally, financially responsible as a business, I would want everybody at one school. I would want everybody at the other school if that's a two school scenario initially. That's where we'd be. At the end of the day, their extracurricular activities, they're already at their school for athletics. They're already at the other school. We're not bussing them back and forth. All games could be done where the ones are in the other one, the older kids, whatever you want to do, would all be at

079another one. That makes financial sense to me. But bussing kids back and forth and having three or four plans with its shared campus and driving and bussing does not make logical sense to me. Just to pass the consoli- If I was And that's what I was thinking. I was going to get data plan and Myron was going to do it. They were going to look at it, say, come back and say, just like to This is the This makes the most sense. This This is where we're going to save financially for our school district. This is going to keep our kids We're already based out of lock- What do I call it? We're already closed campus. We try to keep our kids there all day. But then we're going to bus them back and forth

080and we're going to allow them to drive cars possibly for morning classes over there and then come back after that. That doesn't make financial sense to me. I guess I just don't And that's where I'm wondering where these scenarios came from. So, so. So, I think there was bias and I think I don't know if you you brought it up. I don't know if it's the core team and the people in the core team were talking to Myron and saying we got to make this pass and we got to we got to do this information we got to do it to get it to pass so we should don't I don't know where it's coming from, but I don't think Myron themselves came up and said, "We're hired for this task and we're going to

081have us bussing back and forth to Almond and I don't you can't I that haven't come in I guess that it didn't prove me wrong if that's the case. I just don't think I think they'll input trying to tell them rather than them looking at what's best for our schools. I don't know from you. I think it's >> [clears throat] >> really good that Myron has come up with seven scenarios because anytime you're going to do something new, the more scenarios you can have, the better options there are. I just want to say that I think um putting the information out on the website again. So, that way like I think it was brought up I don't know if it was Myron or who said this before, but the task force these 17 20 people

08220 people, thank you. Um those those people I'm assuming are also talking to their neighbors and their relatives and their friends I would think and trying to gather feedback and I just want the people that aren't directly involved, us core team, task force, Brandy, whoever the people that are here recently, I want those people to also have information and I want those people to be able to say to a task force member, "Hey, you know, I looked on the website and I saw that they're looking at these scenarios and I really like this this and this about this scenario, but maybe you should bring this up." And and I just want to make sure we're doing that because then we're not only capturing our perspective and the task force, but we're we're maybe getting ideas

083out from other people in the community as well. So, I would just ask that we have all the information that's given to the task force on our website for people to have and and again, you know, I I I talked to Derek about this this morning and I wasn't going to bring up and I was going to say like I I thought about like are we trying to put a plan together that will pass or we trying to put a plan together that's going to be the best for our students? And when Derek and I talked about that you know, may maybe a plan that will pass is best for our students because down the road that's what we need. I just want to make sure that everybody in the community and everybody that's voting

084has all of the information. So, when they go vote, they can't say they didn't know. I guess that's my my take on this. I just want to make sure everybody has the information. We all have it. We're here. This is what we're doing and talking about all the time. You talk to people in the community they're like, "Are we consolidated yet?" Or like they they're just not informed and I don't know. I just want to make sure they have it. And Kirk, thank you for your comment. What I'm not saying anything bad about Myron. Myron is a good firm. We're working excellent with their what they're doing exactly what they're told. All that all those scenarios are they're being told how to do that. I I I think there's bias in that. So, that's that's

085my two cents. I'm not saying Myron I don't want them to think that I'm saying they're not doing they're doing what they're told. Anything else on the consolidation plan? We'll move into our principal's reports now. Um we ended the tri two on March 3rd and started tri three on March 9th. We had a little bit of a rocky start with the awesome weather that we had some school and field trips and then no school. Um so, I think we're back on track with consistency now that the weather's kind of cleared up. Feeling good about how things are going. Our first remote day that we did try was on March 16th. I just want to thank all the parents and families [clears throat] and staff that filled out the surveys. We got a lot of good
