006yolanda shelton morris the chair of the ad hoc for the uh citizens group for the renaming of falk okay hi yolanda hello hello good evening everyone um on behalf of the citizens renaming committee it is my pleasure to appear before you this evening to share a brief summary of the work the committee engaged in to rename faulk elementary school we extend our thanks and appreciation to the board for appointing the committee to do this very important work our work began late summer late last summer and included reviewing all proposals received which was a total of five proposals two of which were for the same person ensuring all proposals met the criteria established by the board policy and also in alignment with the vision goals and mission of falk elementary school reviewing public input providing the

007committee's recommendation holding a public hearing on our recommendation and submitting our final recommendation to the board for further consideration as chair of the citizens renaming committee proud member and current chapter president of the madison alumni chapter of delta sigma theta sorority incorporated which was chartered by 23 remarkable women in 1977 one of which was the dynamic and visionary change agent miss miley chicasa anana it is my esteemed honor to recommend that falk elementary school be renamed to malay la chicasa elementary school thank you thank you anybody else want to speak um oh no do we have any other um speakers okay it does not look like we do another go ahead yeah go ahead ellie i think we raised hands at the same time go ahead oh okay go ahead another um i think we

008did a beautiful you all did a beautiful job presenting at the instruction were groups that i wanted to be repetitive but i'm so glad yolanda you made the time to be here with us and um to to share with with us uh so we can have an opportunity to hear from you directly and i know virtual spaces can be really limiting but i totally feel um you you i feel you and i feel the energy and i feel the emotion uh and the responsibility that it is uh to have miss milani's name in one of our schools so thank you so much for for your leadership uh on that work and thank you so much adam again thank you great um i'm i'm just gonna go ahead dr jenkins yeah i just wanted to add

009to uh congratulations on leading the process and thank you guys for doing such a fabulous job and taking out some of your personal time to do this you know as we know this is pretty big thank you i'm going to go ahead and read the motion i will get a second and then we'll have discussion okay i move that the board of education accept the recommendation from the ad hoc uh citizens uh committee relative to renaming falk elementary school to malay to casa ananna elementary school can i get a second ali second okay now we'll go into discussion here um i guess i'll just start off i mean i think you know um you know melele i've known malay for a very long time she was a role model to many of us growing up

010in madison and really looked up to her i spoke with her a couple christmases ago and she mentioned she was really hard she was really hard on many of us held high expectations um for all of us and i remember when she said gloria i am so proud of you for all that you have done and that just hit me to the core because i know how how hard she was on many of us and really held high expectations for us and including me when i was a police officer on the south side of madison when i was in the mayor's office um and out in in about in community and i think what made her proud was my role on the board um and i am just so grateful uh for this opportunity to

011be in this position to be able to rename um one of our schools after her name and um her family is just amazing uh and so i know that they're so proud tonight uh to um to be listening and watching us do this and um it's just one of the best things that i've ever done um on the board and making this decision tonight so i will definitely capture this moment um in thinking and remembering um milele for all that she has done for our community um and so um thank you yolanda um adam and the rest of the committee for your time and commitment uh to this um to this committee uh so proud of of what you have done and for this recommendation thank you ali yeah i said this when we had

012this conversation initially during an operation work group but i think we have to recognize that malay was the first black woman to serve on the school board she was the first black person to serve on the school board um and i think that you know the the parallel is incredible because right now gloria is the first latina woman to serve on the school board and is the president of the school board at this time and when we uh you know when i started my tenure on the board or my first term on the board not a single madison school was named after a black woman single not one of our 32 elementary schools was named and now two of our two elementary schools are named after black women and both after black women who lived

013here and contributed significantly throughout their lives to this community and continue to do so today um malay lay died last year in the midst of this pandemic and it i i think for a lot of us felt like we weren't able to recognize and celebrate her life um and this to me allows for us to to remember her contribution to our city um to remember the the way in which her her leadership mattered and reshaped us i also deeply appreciate that the lele's chosen name um is the name that we are using for this school and i think at a time when we're talking about the the rights of our lgbtq students and the ability for us to affirm and recognize people as they see themselves uh the fact that we're using malala's chosen name

014um is is something that we can celebrate and i think that this is such a beautiful opportunity to to recognize an incredible contribution to our community so thank you to the falk uh renaming committee yolanda and adam thank you very much for your participation and championing of this work uh huge shout out to richard scott and vance ashby for continuing to give to our district and uplift our district and and propel us into the future thank you ali any further discussion uh chris and then savion like others i want to share my deep gratitude for yolanda and adam and everybody who served on this committee um thank you so much for the work you did to get us to this point deeply deeply appreciated um while i did not have the privilege of knowing miss

015milila i do know many of the families in the falk community and um what really moves me about this decision is that um renaming the school that will probably be formerly known as falk is a real testament to the the potential in the fault community and the potential of elementary school to just do amazing things and be transformative in the lives of children so um i'm very excited for this vote um for that reason and many more and i'm just so grateful to all of you for your work thank you thank you chris yeah i'm just humbled to bear witness to this uh was humbled to bear witness to miss melele's life and fortunate enough to know her um you know talk about someone who's down for the cause for justice um i think she's

016the exemplar and so folks in that work especially black women aren't always recognized or acknowledged for their labor and so the fact that this board is able to recognize her work in labor in the lives of children it's humbling and means a lot so thank you yolanda and members of the committee who who got this done thank you savion uh nikki although i have not met miss i never met miss malaille i'm struck by her writing about her creation of the magazine that she created the work she did with simpson street free press and the absolute desire she had to have every child learn ever since i started working with simpson street free fr free press and started reading emoji mojo i always pronounce it wrong i apologize um i realized the depth of that

017publication and how important it is because representation matters this is our most diverse board whether it be disability race multiple races multiple disabilities multiple faiths it's wonderful and i appreciate that but someone had to be first and i'm go and she did that and that needed to be honored and recognized i had a chance today in this vote to write a wrong but we found out unfortunately had uh passed that was incredibly painful now we're turning a chapter into someone who is truly role model to all our students and i'm very appreciative of that fact that this will now be the millennial casa element elementary and i thank you thank you nikki uh christina yeah i just wanted to say a simple thanks again gratitude for this whole committee yolanda and adam and everyone who

018served um to make this important decision and bring this recommendation to us um i i'm just really excited about the legacy of miss maleley that will continue um because of this decision so just again thank you to you and the committee thank you christina i also just want to before we vote on this um i received a text message from milili's daughter um amani so i just want to read what she um what she wrote to me we as her family are honored and we know she would be thrilled uh thank you to everyone in the community who supported this action for so many from so many individuals groups and committees who caused this to happen and hung in there with miss malile just as she hung in there with us as we grow from

019being in the diamonds in the rough to diamonds through the rough public service and education was important to her as it made a difference in her life just as community made a difference in her life just as being seen and valued as a human being makes a difference in all lives amani ladder burris thank you for sending that text amani and they are watching um us tonight all right um let's go ahead and take a vote um julia your advisory vote hi okay all those in favor aye aye any opposed okay motion passes seven yay very exciting thank you again thank you everyone all right um so next we will um go to approval of minutes i move that the board of education approve the minutes from the regular regularly meet regular meeting dated november

023eager to have honest conversations in school communities for students of all ages and backgrounds to engage with issues on racial justice um next um on our announcements is the our just a brief update or information on the 2021 state education convention that ali and i attended as you recall um we had a whole list of resolutions that we had conversations around um and so i'll just report on what happened um during that and i i thought i had the paperwork in front of me um during that time but we um so as you recall uh you wanted me to um to do an amendment uh to the safety and security uh resolution uh and one of the the languages um what you wanted me to take out in the amendment was the use of sros

024um and so um that failed uh so but they did change the language uh to um which i thought it was it was a lot better than what it would have read uh initially and i'll just read that to you here when i find it um so i did make an amendment to take out um uh sros um but that failed and the language that they changed it to was if you recall the wazbee supports comprehensive school safety legislation including new permanent and consistent funding that allows districts to enhance safety and security by supporting one-time and ongoing cost which may include but are not limited to they added that language so which may include but are not limited to i still voted against that language because we didn't we didn't um we did not have

025a discussion about that during the board but that language did pass uh um but i did um go ahead and just um voted no to that change um everything else that we wanted um as far as the resolutions go when are in our favor um i'm trying to see here um yep in our favor the mascot uh resolution actually passed this year if you recall yeah as you recall last year it did not pass and we had a whole like conversation and discussion about it um at the convention on the council floor and it was really discouraging well it passed um and so i think that was that was the only report out on the uh yeah well you know it was a tough conversation but but we made it through um did the special

026ed pass and that's what i'm trying to find look for right now um but i had it in front of me but here it is um do you remember what number that was let me see here that was special education that was 15. it was a d i think deary hold on i'll find it here in a minute um so that was um see the numbers don't match with what i had uh so it did pass it did i figured it would yeah it did it did pass nikki uh and so but you know we we had a some conversations around that but we lost that one i figured but at least her name isn't on it i can live with that yep exactly um and then ali do you want to just provide an

027update on the breakouts that you attended if or if you have any yeah i attended a pretty decent chunk of sessions so folks want to know um more about the sessions i checked i attended the student panel was uh particularly insightful and really incredible to get to observe and participate in um i went to a really you know thorough examination of kind of school finance and what that looks like right now and the way different districts are approaching and strategizing around kind of the current reality given the pandemic it was really helpful but it was also really affirming in terms of our administration's approach and guidance because a lot of it fell very much in alignment with things where we're hearing in our own operations work group i also got a lot of information on

028superintendent evaluation i know that five of our board members have actually never done a superintendent evaluation um so uh dr jenkins you're kind of our experiment um but luckily we got uh some really good guidance from from wasbee and if folks want to check in with me individually around that i would love to answer folks questions or connect folks with resources i was connected with throughout that process those are kind of four sessions that stood out to me um i'm happy to send you all the full list of things that i attended um and talk to talk about any of them to the extent that that folks would would like to so thanks gloria for for letting me go along i learned a ton um and i'm excited to to use the information to serve

029our entire community and this body to the best of my ability thank you ali yeah you know it was it was really tough i mean doing anything virtual it was just it was really it wasn't the same so i totally i would recommend next year um you guys for a few of you to just go um and um i think it's so beneficial to go in teams um along with our superintendent um and um it's so impactful and you learn so much um and so it really is so really hopefully we're you know away we're we have recovered from covid and everybody can be there in person uh totally recommend it it's a it's a great experience and you know it is um important that we have a representation um when we are making uh

030these uh decisions particularly around these resolutions um so all right um next unless anybody has any questions comments okay um next is uh superintendent's announcements and reports dr jenkins okay thank you so much and uh really nice to hear about your meeting there in terms of uh just continuing what you're learning in particular in those areas of what we're all experiencing across the state so that was really nice to hear what i wanted to kind of do is to give a little update in terms of our engagement on several levels uh but not too long one i just would like to take this time to just say thank you to our wonderful community and to the staff and to the board members as we have gone through this decision-making process relative to where we are

031with our schools based upon the science in terms of reopening uh our schools are remaining virtual it has just been incredible the amount of uh feedback that we receive either through emails or other means and thank you to our staff too as well as everyone continues to weigh in on it but we have just a fabulous um internal external advisory team individuals from our community in the medical community that participates with us and i just wanted to publicly say thank you to them so many people are concerned about our students here in mmst and then the other piece i wanted to come back and give you a follow-up kind of a prelude to what we're going to be doing uh as we report back during virtual what's been the impact in terms of our students

032across the country you're reading many articles or hearing uh how students are disengaging and i know uh jerez had that at the heart of uh the beginning of virtual about our students in particular our african-americans latinx students and our special needs students and our students uh uh with less means still participating and in the first quarter we were looking at a number of students that already began to disengage because students as we recall they've been in this since covet since last march and this time around we had some students even from last year who still were beginning to disengage so we put together a plan as a team i mean working with everybody on our team as we told you we would have looked at first quarter data and set a bar for ourselves we

033had a number of students who had not uh had absentees over 20 and we wanted to try to reduce that at this particular time we're looking at roughly 20 uh percent i mean excuse me 20 933 or 33 of our students are at 86 or higher those are just our k-12 but when you add into 4k as well we have 22 271 students who are now back engaged after some serious effort outreach effort last year we had last spring you had roughly 3552 students who were disengaged who had checked out that's about 14 and then of those students last year this year uh 37 percent of them 1 302 of those students were still somewhat disengaged but as a group we went out and reached out to those students in many ways and what we

034found out students were just not uh signing off the computers there were many things that were happening so we were trying to get the voices of the students other than the typical surveys so we reached out to the students and found that there were a number of issues within the family uh that were going on and we tried to work with those students and some of those continue to be uh highlighted around internet access and so as a result we had our team working uh not only just with the schools themselves but trying to work with some other uh entities within the community and i have to say thank you outright to 100 black men for their support how they came in along with some of our other local people to try to support us

035and getting our students back engaged as i said i'm going to come back to you with some of the things we're doing but right now we know that some of our students not engaged but some of our students are being impacted by virtual so we've already began the process of looking at how do we re-engage our students when we can't open again but we're also looking ahead at the summer and looking at a summer semester for our students and also looking into the fall so i just wanted to come back tonight to let you know that we really do appreciate all the work of all of our staff the work that they're doing but we're going to do a full presentation for you in some of the specifics that we're doing to re-engage and also

036give you the voices of some of our students and some of their parents what they're saying about the impact on virtual on all of our students so thank you thank you dr jenkins any questions for dr jenkins that's okay um yeah dr jenkins thank you for for listening i know i get i get a little obsessive when we're talking about our our kids are our students of color our most vulnerable students um and uh so thank you for following up and working with our partners on that uh they are definitely children that we can't continue to lose and so i appreciate your efforts and commitment and focus um on these children so and nate uh i would definitely like to say uh chair reyes thank you for being that way about our children particularly our

037most farm boys and thank you to all the board members because everyone has mentioned it we know that this is critical and i really can't say enough for people just like in our community when you look at the urban league what they've done when you look at some of the pastors how they've stepped up this is a very serious concern to all of us but i really do appreciate your continued push in that area as well and all the board members as well as we work on this we know we have to continue to try to do better and also i forgot one thing too we've already started meeting and we're going to continue to meet with the staff meaning our teachers and our administrators about when we return to school how can we do

038it differently so that we can have better results because even prior to covert we had a number of students not being successful so i've been receiving emails from some teachers talking about how we could even be more innovative to engage our students and try to accelerate their learning too so thank you great thank you all right next um on the agenda is uh report on items that proceeded through the instructional work group held on january 2021 ananda um thank you president reyes um uh add committee reconvene after um it was closed due to covert impact and um the committee has talked about the shift of the focus on transportation for all children which is something that the committee was working with staff at an mmsd prior to to covet and you began i'm sorry are

039you doing education i'm sorry that's okay am i doing that sorry my aunt is bringing me food right now what's the construction instruction construction work group yeah we were really pleased to talk about the renaming of faulk which we voted uh earlier today uh we had a helpful conversation on the on covet by our healthcare partners and i thought that was extremely helpful both for for us um board members but as well as our community to see that discussion and for us to have that recording um i we have made some really good conversations around how we're going to continue to engage in the reopening of the school of the schools and we also discussed um policies related to uh our reopening not sure if there's anything else thank you thank you ananda um do

040we have any um uh possible agenda items for the next work group or did you just yes yes so we're gonna have a more expensive conversations around reopening which was uh something that this group have talked you know and feel really strong about uh so that's going to be on top of our agenda and we also are going to be discussing uh what happens with athletics as we are in this transition space thank you so much gloria yeah thank you ananda um next um let's do report on items that proceeded through operations work group held on january 19 2021 chris cruisey thanks gloria um we launched the 2021-22 budget process um at this meeting and that included an overview of title 1 and discussion of how that might play out in the upcoming budget with

041more information to follow additionally we talked about a land attachment and detachment agreement with the de forest area school district which we will be voting on tonight we got an update on conversations around surplus and layoff language in the employee handbook the vote for that will not be happening tonight but is forthcoming our next meeting will be on february 8th and we will be discussing the budget again with a focus on staffing and summer school and we will also be getting an update on community input on capital referendum projects great thank you chris um next are action items that proceeded through the instructional work group uh from january 11th and we already did renaming we have some proposed policies that we did talk about um an instruction work group and um they were they are

042in um they were sent to us and we reviewed them and so i will go ahead and read the motion i move that the board of education approved a new policy titled facility cleaning in compliance with emergency order number 12 issued by public health madison in dane county and i set forth in the document prepared for the regular uh meeting dated january 25th 2021. okay let's just do it um nikki was that second nicki okay yes any any discussion on that okay julia your advisory vote aye aye okay all those in favor aye show of hands i can see them all okay any opposed okay motion passes seven zero next um is uh i move that the board of education approved the new policy titled hygiene in compliance with emergency order number 12 issued by

043public health madison in dane county and as set forth in the document prepared for the regular meeting dated january 25th 2021. second mickey second any discussion okay julia your advisory vote aye aye all those in favor aye okay any opposed okay motion passes seven zero next i move that the board of education approved a new policy titled protective measures in compliance with emergency order number 12 issued by public health madison in dane county and has set forth in the document prepared for the regular meeting dated january 25th 2021 might as well make a second any discussion uh discussion okay um looks like we got a few uh i think you guys went up at the same time christina and then chris you're on mute yeah i just had a question about a6 and this came

044in really late it was a suggestion that i received that we take a look um just to clarify it talks about the masks asic says can be laundered and machine dried without damage or change of shape um hold on a sec i'm trying to get the language here if it is a um multi-use mask and is a medical mask that can be reused if it is cleaned and not soiled damaged or hard to breathe through so just it was someone looking for clarification that students will either be able to wear a mask that is a cloth mask or they will be able to wear a disposable mask and i'm assuming that that is what medical mask means and i don't know if we need to change that and to an or to clarify that language

045i'm trying to re yeah um i see it i can change that to an ore it's it it is either or you either wear the machine or you wear the medical mask we just have to be clear that it's not a surgical mask right okay so you are asking um to change it to or christina yeah as long as that covers it that would be great that cover it sherry yes it does okay chris so when we um brought this up an instruction work group i had mentioned the possibility of um you know putting in some language around testing for individuals who can't wear masks i'm still concerned that i'm having individuals who are medically unable to wear masks while it's important to ensure that we're including all students when we reopen schools including students

046who may have a difficulty wearing masks and staff for that matter i'm a little concerned that being in indoor spaces with six foot distancing and no mask does increase the risk of covid spread and i appreciate the language change to say that we'll try to work with people to you know facilitate mask use but um if people truly aren't able to wear masks i i do think that we need to be doing some testing to make sure that we're staying as safe as possible chris i believe as i indicated um this language came specifically from sally that was who i consulted and i believe she was the one that consulted with our medical experts um certainly we can consider testing however it is kind of difficult to mandate testing if the district is not paying

047for that testing and so that would be another hurdle that we would have to overcome before i be comfortable adding that testing would be required nikki i actually agree with chris on this pr and chris cruisey on this point there are individuals who can't wear masks on disability there are many who can we can't make that like an exception here's the problem i don't want to create an uh opinion that oh these people can get away and not wear masks so i'm not going to wear a mask and that's going to lead to some real problems is what i'm afraid because they're going to say you're going to create a class of people oh you can't wear it so then why are you here is either one going to happen or you can't hear it

048or you can't wear it so you're risking us our health so you shouldn't be allowed in those are the two things that could happen from this and i'm terrified of both of them because i don't want to create a suspect class and i don't know how to fix it but we need to have something there okay um kelly so i i definitely hear chris and nicky your concerns um i have would have some concerns one um that we we don't know how kovac 19 will be progressing um throughout the spring and on into the summer and fall and with so many unknowns building this into our policy as a requirement i think takes away the very flexibility of responding that we all just spoke about the need for last monday in addition to that sherry

049um i don't know if we can require families to get tested and we're going through this in our pilot program right now um at mendota and it's been quite the quite the lift to get parent approval process and parent really professional development in place about what testing is um that i just don't know and a policy we could enforce in that way but i'll leave that to sherry to respond i'm certainly would like to remain flexible between our plans between now and moving forward kelly you are correct um and again as i said the other issue would be if we're going to require it then essentially we'd be required to pay for it and that's a budgetary issue that i don't know that we can tackle tonight nor do i believe that we should tackle

050that issue with this policy [Music] yeah i want to thank kellyanne and sherry for your guidance around this and also um i want to elevate the concerns of chris and nikki i do think that we work with an incredibly diverse group of students and students with all kinds of very specific medical needs and things that may make regular testing or wearing a mask really difficult for all kinds of reasons right if a student is breathing through a trach there's going to be a different reality to what breathing actually looks like um and because we're a large different district and we serve students who are in the children's hospital um and and throughout our community that have all kinds of realities they're negotiating i think flexibility is really important um and i also think a great

051deal of compassion for the different ways parents are going to need to navigate this pandemic specific to the needs of their children um is something we have to be pretty sensitive to so although i think testing is a great option um and i think having you know uh really uh a strong stance on on asking all of our faculty and every young person who can safely wear a mask to wear a mask i i would caution against i guess having kind of a wear a mask or else approach um and i think that if it's wear a mask or you have to be tested to a certain extent in order to access your education that we um there may be some factors we're not taking into consideration at this time any other discussion nikki i'm

052not saying not provide an education in fact we're required to provide an education i'm saying that we may have to figure out whether it be plexigrass screens further screens or further safety measures for individuals who can't because i'm not against providing the education at this and i understand and i'm incredibly sympathetic on those who cannot wear masks and i get that at the same point i still have bas sca's etc who are working face to face who may not who may be on one b or once are on one not even sure they're 1b yet to get the vaccine and i do worry about their safety too so i honestly god this is one of the hardest decisions that make to the hate mail i'm going to get from the disability community for free for

053even discussing it but i felt that it needed to be discussed and chris put it out there beautifully i just want to think about it more i'm going to still vote for it i just want to be aware that this could be a problem and i don't i want us to be aware that i don't want to kick anyone out but i i understand the sensitivity yeah i mean i think nikki and chris i think you i i think we just have to consider that um policies don't always cover everything right every practice every scenario every situation although we do our best right to give provide guidance through policy particularly around um during this time of uh so much unknown um and um i agree nikki i think that um you know uh in this

054policy it's not going to um include everything every scenario right and i think taking extra measures to protect um other students um it is important right um knowing that we could potentially have students with who can't wear a mask for a variety of reasons um and so um yeah we're just not going to be able to cover it all in in policy and i think that that's why it's so important to have guidance documents that do cover um the the practice of the day-to-day situations and scenarios that may happen um chris thanks gloria so um i just want to respond to kelly quickly i assume there will be a very very very small number of students and staff who are unable to wear masks for medical reasons and i honestly think that mmsd should pay

055for their testing i mean it's unless it turns out to be an overwhelming number of people it just feels like the right thing for us to do from an equity perspective to make sure that if testing people keeps our schools safe and also allows for us to be as inclusive as possible and let everybody come back who wants to come back then we should pay for it again assuming it's a very small number of people sure chris my comment was it was not that we should not pay for testing um certainly all of those decisions haven't been made or vetted but it's not necessarily what i was saying my concern is requiring students to get tested um is is a parental right uh concern and i'm deep in the thick of it as it relates

056to working with jay and sally on launching um the the pilot at mendota with with testing for kids in the child care um it's incredible tedious and we need to uh really teach parents what it's about parents make these decisions um and so entering in the space where we force parents to do it is a is a concern of mine um having seen this upfront and impersonal over the last couple weeks and that was actually my second clarification which was um sherry i think i heard you say that we're actually like getting into risky territory by requiring this in policy for what kelly just said and i just wanted to clarify that i heard you correctly yes yes we should not be um advocating or requiring that parents must have their students tested we can

057request it but we can't require it and as i said i believe at the work group session the policy is the overall practice not even practice the practice of how to implement this will be handled separately from this policy um there's no way i could cover every possible scenario within a policy so i gave the basics um to keep it simple and sally jay the medical community the team of experts that we're working closely with will work with us to decide how to implement the policy so it sounds like we have some conversation uh and concerns about this uh do we want to spend some more time on this policy at a future meeting um instruction um or do we want to vote savion and then i just don't want to spend another you know

058i think you know we should have already had these conversations before and questions answered before um this but if if we want more time to review it we'll take more time savion ananda and then chris did you have something else my quick comment is just that i would actually feel comfortable moving forward with a vote on this because um for us to be able to move forward with reopening schools at some point i think these policies need to be in place legally so exactly okay thank you gloria real quick i just want to thank everyone for the level of thought and care for this conversation because it's certainly um there's a lot here in terms of how policy butts up with the culture in terms of you know some populations having uh justified mistrust of

059the medical system so in our upcoming instruction work group i think it would be interesting to talk about the um the educational conversations we're having with the community in terms of why testing or vaccination is necessary um because it is tricky legally in terms of requiring someone get a vaccine or requiring somebody to get tested thank you savion ananda yeah thank you so much gloria um i just wanted to bring it up and may we may have had different interpretation of what the instruction work group um what came up on a structural work group in regards to what the medical professionals were saying to you know my understanding was in order for us to make sure that no one gets infected uh when they're not using max is that we're having to tax people every

060day all the time and that it didn't seem like there was a good recommendation for us to make so i'm not sure re rehashing this is the best use of our time um i i would feel more comfortable and be happy to entertain a conversation about uh continue to have a conversation around how do we keep folks safe to the extent possible uh doing kovi kovet uh when we are we're doing the reopening which we it's already slated to for us to continue to have this conversation and i am ready to to move forward with this with this policy great thank you ananda um who's christina yeah i just wanted to say that when we did talk to the um medical advisors about this um they did give us some suggestions that it should be

061a very very very small number of students who cannot wear a mask and knowing that it's in here and it says you know the exemption you have to work with school personnel to determine if that accommodation is appropriate it should be a really small number because what the medical expert recommended is going through the process of helping students learn how to wear a mask if they haven't been able to do that before and so um i would expect that that would cover it but you know it is uh you know there are parental rights and individual rights but the community um is going to be really important when we open schools and protecting the community of people that are in our schools so um however we have to do that um i think we have

062to lay out the expectations for math squaring um pretty strongly um and and follow our own guidance that that's an expectation great thank you um dr jenkins did you have something i'm sorry today uh well actually i think chris pretty much summed it up and what sherry was saying i think it's pretty accurate we got to put something out there we won't be able to cover everything but we're going to continue to work on this because we when you start reopening you're going to have something come up as have many things continue to come up and we have to try to pivot but we're taking the close uh guidance of our medical community and other schools are doing it right now and whether it's one student or 100 students we still have to take it

063the same way as we've been committed to we say we're going to be about equity equity for all make sure everybody is safe so we can figure those things out as we go along with our medical advisors support great any further discussion all right julia your advisory boat hi okay all those in favor show of hands any opposed okay motion passes 7-0 thank you all um action items that proceeded through the operations work group held january 19th uh yeah okay this is the uh resolution petition to alter boundaries uh deforest attachment detachment i move that the board of education approve a resolution to detach the 12.75 acre property denoted in the attached materials in a red triangle from mmsd and attach such property to the deforest area school district simultaneously it is recommended that the

064board accepted attachment of the 61.3 acre property from a deforest area school district as described in the material prepared for the january 25th 2021 regular boe meeting i further move upon the attachment of the 61.3 acres detached from the deforest area school district and attached to the mmsd the neighborhood students in the area will be assigned to gompers elementary school as part of the gompers attendance area boundaries as described in the material prepared for the january 25th 2021 regular board of education meeting nikki ii okay discussion nikki i very for this proposal it's very rare as they said in the instruction work group wasn't operations one of them that it's rare to get a win-win situation in this case we could add up to 1800 students and but that wasn't what did it for me

065for me it's i don't believe anyone could have a 45 minute bus ride anywhere if we could avoid it but always it seems that those who are on either the far north side or the far south side and those who have economic issues are the ones who are always getting the longest bus rides and it affects learning god knows i had enough trouble sitting still to begin with i can't imagine having to sit 45 minutes on a bus before i could even start i i just can't think that that's good for learning this you have kids who could walk to school from two gompers and additionally if their parents want they could open and roll to lake lakeview it's a lot and it's much more convenient than 45 minutes all the way to deforest there's

066no connection to the forest these are madison students and they belong to be educated medicine so that's my view on it thank you nikki i was on mute um you know this is i thank you to uh kelly our our staff who worked on this um in partnership with city and our alder from the north district kimball i believe that this is exactly what we have been asking our school district to consider and work on and that is look at our our boundary districts um in figuring out our growth and our future and their growth in their future and i think this is a really great example of what can come out of planning ahead and negotiations i think this is a a benefit to um both deforest and mmsd and uh thank you to

067our mmsd staff for leading this effort and partnering with the city um and deforest and making this happen um anybody else all right i don't see anybody else um juliet we'll go ahead and uh vote uh julia your advisory vote hi all those in favor aye any opposed okay motion passes uh let's see here and now we're on to consent agendas consent agenda items um i move that the board of education adopt and approve all the of all of the motions set forth in section 10 of the electronic agenda prepared for the january 25th 2021 regular school board meeting exactly as said motions are written by voting affirmatively on this motion a board member expresses his or her affirmative vote on each of the motions consolidated hereby subject to any express separations that have been

068made by any member of the school board can i get a second second savion savion second uh discussion separations um no separation i just want to highlight item 10.5 thank you to the team for working to make these packets for students who we aren't able to connect with really important and i thank you for that work yeah that's great thank you um uh savion um also uh to the donation from boys and girls club thank you boys and girls club for your support and your generous donation of the um the masks and sanitizers um all right um any further discussion julia your advisory vote here okay all those in favor aye with show of hands okay all the consensus items pass this is amazing we are on a roll tonight thank you um [Music] and

069uh if you jig says gloria i swear to god let's see here we are next on okay we are um other reports to the board uh city madison education committee hernando on a different time zone you all uh the city of madison we discussed uh reviewing our you know charge um there's a lot of energy in the group last year to to make sure that there's transportation for all young people uh in the madison school district and of course because of of the because of covet uh there is energy around the group to to really tackle um the impact of kovaid on on our community and our families and so the group has been discussing um a couple of main things one uh is uh wi-fi and accessibility around uh techno uh internet uh as

070we continue to be you know virtual and then the second main thing is uh mental health the impact of mental health on our children and our families as we continue to to be doing this kelly and i discussed briefly last week during our briefings um around bringing to to that committee as well um uh child care and and how we can collaborate with the with this continue to collaborate but potentially um have a greater level of of um visibility um around a great need in our community um child care for our families thank you thank you president gloria thank you ananda uh student senate julia yes thank you um student senate's been doing a lot of great work lately we had the opportunity um last week to meet with wonderful people who are planning infrastructure

071improvements with the referendum budget and we were able to provide some student input and student needs on and once regarding school environments and then our mental health group also recently met with all the district's health and fitness teachers to discuss um or sorry in middle school and high schools to discuss the importance of science-based teaching of mental health and we're going to also be doing some work going into middle school classrooms and kind of providing some high school students input on mental health to sort of decrease stigma in those communities great thank you julia next mscr yes we met december 14th and we made some tweaks to our bylaws we also discussed the warner park committee report and when the burnout how the warner park shelter will be open and who it will be open

072to and some of the rules regarding that because of we don't want to increase covet exposure but we also don't want to completely take away the area from community either great thank you nikki uh next is the um we already did wait a minute i'm sorry yep okay the we named me we already did that um safety and security ad hoc committee uh do you want it gloria this this is melissa i carleton may have had a few words to say on the folk i don't okay it is coletra on there she is okay yes thank you i am here um as far as the fog item um i just wanted to thank the committee for their work i'm sorry my internet was going in and out can you repeat melissa her can you hear

073us you froze up yes now i can go ahead what was what specifically the folk renaming i apologize my internet is going in and out go ahead it's the renaming you were you were just going to give a few words to close out yes and so just wanted to thank the um committee specifically um yolanda for her leadership she did a phenomenal job with leading that community committee through the process um it was truly an honor to be a part of that process as well the committee did a phenomenal job as well it means a lot to the fault comm community because they have been working on this renaming and it's been quite the journey for them and i cannot think of a better person a more well-deserving person than malay latikasa nana to receive

074that honor and for the school to be named after her so it was a pleasure to serve on that committee i have ties um to malay as well gloria i totally agree with what you said with how she pushed us in the community to be the best to do the best and to always make sure that we're doing our best for our students and so it's just a great honor again to have served on that committee and i'm extremely excited for this name change and what this means for the fall community so thank you thank you coletra for serving and for your leadership on this um and then so now is the update on safety and security uh savion did you want to add anything um thanks for the discussion earlier um we've got some

075time between now and february 15th so please don't be shy and um provide feedback uh and um answer your ques or ask your questions otherwise thank you for your time thank you savion um other business is next um okay um so next is uh the resolution to petition um to alter boundaries um in middleton uh i move that the board of education approve a resolution detaching territory from the middleton cross plains area school district uh 1 000 oaks west and attaching to the mmsd pursuant to wisconsin state section 117.1 as provided in the document prepared for this agenda item dated january 25th 2021. second savian second any discussion uh chris cruisey um i'd have a question so this is an attachment to mmsd will we be looking at a future detachment to middleton so chris

076most of these detachments um with regard to middleton were executed in the 1990s we're on the tail end of the attachment detachment process i believe there is one remaining outlet that mmsd needs to attach to middleton and it's on a schedule i'd have to see when that would come up before the board but at this time it's not up before the board because no one has expressed interest in actually purchasing that lot that's super helpful thank you and then um do you guys have any sense of when there might be students you know homes and students on this property like what kind of timeline are we looking at so each time this one comes up it's usually when the developer is beginning to sell the um each plot or parcel of land and this one

077is coming up because they are starting the advertising and development process for this parcel yeah chris we have about a three to five year timeline um on a whole lot of west side properties that we'll need to talk through through the long range facility plan process that's super helpful thank you so much any further discussion all right um i see none julia your advisory vote hi okay all those in favor aye show of hands any opposed okay motion passes 7-0 administrator retirement plan i move that the board of education pursuant to the terms of the administrator's retirement plan which seeks to recognize the value of a long-term commitment to the mmsd approve four applications second nikki mickey second any discussion questions okay none julia your advisory revolt hi okay all those in favor aye show

078hands any opposed okay motion passes open enrollment allocations i move that in regard to open enrollment applications for the 2021-2022 school year the board of education declares that no space is available in the leap neon school-based alternatives primary steps next steps sale east sale west campus connect gvip meadowwood and early college stem academy programs and open enrollment applicants will not be accepted into those programs all other special education and special and regular education programs services and grade levels will have to have no space limitations gonna get a second second nikki and then i have a comment okay nikki second and discussion uh nikki um i vote against this every year because i believe leap me on another program should also be open enrollment i understand the reasoning it's it's something with me and disability i

079don't believe in i believe the services should be for anyone who transfers into the district because i consider them once they're in our district to be our students at the same point i've had this argument for four years i respect everyone's opinion on that i understand the reasoning it's sound reasoning but i just am explaining why i vote no every every year on the subject great thank you nikki any other discussions questions all right julia your advisory vote hi okay all those in favor aye show hands okay any opposed okay motion passes uh six one memorial fundraising uh project plan seriously okay um i move that the board of education accept a project proposal from memorial high school two one except plans to add a new theater band orchestra and choir space above and beyond

080the investments and commitments for a new theater approved through the 2020 facility referendum proposal two except through uh pre-approval of up to 13 million in donations through the foundation for madison public schools no later than september 6 2021 and three commit to set aside a minimum of 5 million from the future closure of tax incremental district proceeds for current referenda projects at la follette capitol high and or the new elementary school to ensure alignment with the board's donation policy number the this action is taken based on the understanding that memorial fundraising must meet the fundraising deadlines with cash in hand in order for the project to continue by the deadlines noted in the attached presentation materials for the regular meeting dated january 25th 2021 and um can i get a second and we'll have a

081presentation okay christina gomez schmidt second okay discussion and it looks like we have a presentation okay hi gloria um there is a presentation and a memo um for the board tonight our team will not be presenting um the presentation itself it's a support to the it's a support item for the overall proposal set forth by the memorial fundraising team who has joined us here tonight to answer any questions that you might have in addition to that we have our principal memorial here with us today the materials in front of you analyze the proposal of the memorial fundraising committee through the lens of our board policies particularly board policy 6177 which is the board's gifts grants bequest contributions and donations policy and when reviewing that policy in light of this proposal we believe there are two

082areas um worth uh kind of addressing with the board for further consideration um the first item um being that the policy suggests that any fundraising plan should not trigger inequities between school systems and in light of the large exciting proposal in front of you from memorial which is a new theater a new choir band space above and beyond the renovation work that is embedded within our facility approach approved in the november 2020 election to the tune of um just over 12 million dollars we would respond to that particular part in our policy by recommending what you just read as a part of the motion which is to set aside future tid closing money we will have tid 25 close in in the near future in the next year or so um and anticipate um excess

083savings um in addition to uh previous estimates in the two and five million dollars when that tick closes so we would recommend an order to make this particular proposal more equitable for the other projects built into the facility plan be it lafollette or capital high for example that you would commit to setting aside 5 million in additional support for those projects above and beyond the current referendum funding um those communities are not in the position to be fundraising at this level um so we think it it's a step in the right direction from an equitable standpoint the second piece of this policy that's worth considering is regarding to the risk that the district could take on by committing to a large facility project an expensive facility projects such as this through our design process if

084we commit to it now the school board and the school district would be on the hook for for the 12 million dollar project so in order to um really uh mitigate that risk we're recommending a couple of things which are built into the motion that you read tonight um the first is a timeline what we're recommending is a timeline that sets milestones in place for the fundraising committee between now and the beginning of september the beginning of september is when our debt is our deadlines with the architect to know which direction we are headed in with this project so we are suggesting that the fundraising committee must meet those milestone target dates with fundraising goals throughout that milestone in order to ensure that they're on track for fundraising and if any point in time those

085milestones are not met by the fundraising committee that the overall uh larger project would end and would be re-scoped based on what they had been able to fundraise at that time the other piece that's a mitigating risk factor for this board as it relates to the overall financial risks of this proposal would be to require cash in hand versus any pledges the administration does not have the bandwidth to be tracking down pledges for the next four years of individual and so that's just not something we would be able to sustain for the foreseeable future and uncollected pledges or just the time and commitment to collecting it so at this point we would recommend cash in hand as an evaluation of each of the milestones of what has been received so that last piece about pledges

086is a little bit different that was in the in the proposal itself from the memorial team so i just kind of wanted to highlight that but certainly this is an extremely exciting project um in line with our overall goals of the district um around access to arts and music in line with many of the goals set forward over the board through our kennedy center grants and others to create more community space for the arts so we're certainly excited about the project and just wanted to set forth a couple of those items as it relates to the board's policy itself so with that i will hand it over to matt hendricks our principal at memorial who will kind of speak on behalf of the memorial fundraising team good afternoon everyone as she said matt henderson principal

087memorial high school and i want to thank the board for allowing me to speak on behalf of the fine arts renovation proposal knowing this has truly been kind of a grassroots effort i have with me tonight several committee members including ben yeager our music department chair randy swiggum arts teacher leader for the district one of our outstanding and hard-working students brady kitarkas and dan moser who is a mmsd graduate and fine fundraising consultant as many of you may or may not know i'm a graduate of memorial and i've been part of the memorial community in some manner for over 30 years during this time just as all madison schools have we work diligently to provide the best educational setting for our students given current resources in the 20 years that i've worked at memorial there's

088always been the what-if conversations around updating the conditions of the building and i'm sure these are very similar conversations that have been had throughout the district unfortunately at memorial these conversations have never really led to significant fundraising efforts they've just never seen to get enough momentum to keep the projects through now this all changed when the district opened the discussions about the possibility of a substantial referendum heavily focused on renovating and upgrading the high schools the time and effort put into the process by the district is to be commended never have so many uh had an opportunity to share and give feedback about their vision for madison schools through the district's support and holding numerous community forums we were able to reach a large and diverse representation of not only the memorial community but the

089madison community yes for memorial one of the major areas of concern that needed attention was that of the auditorium and music facilities not unlike many of the spaces they lay basically untouched since the school was first built when we look around it's hard to deny the community pride that is seen coming together when they gather and support and celebrate on friday night at a basketball game or football game and yet the auditorium sits empty most nights we know our students are dedicated hard-working individuals and that we have a community that loves to celebrate them and yes we have several celebrated our students in the arts over the years despite this the state of the facilities and we will continue to do so all of our high schools are extraordinarily busy places not just during the

090school day but through the afternoon and evenings as well hardly a day will go by pre-coped that you would not find a building gym and field house space occupied by students and adults from around the community often until 10 o'clock at night this is not the case for our music spaces small and outdated these spaces sit idle much of the time these are spaces that do not need to be under utilized they can be utilized much like our gyms field allison stadiums by the school the district and outside community groups the research is clear on the positive value of arts education and the impact on student outcomes we're also committed as a district and as a school into providing and building spaces that students can see themselves in and feel a sense of belonging this

091proposal stays true to this mission updating memorial's performance arts program gives us an opportunity to not only rethink education and the space we provide for students to perform create and explore career opportunities it also provides us the opportunity to rethink reconnect and engage our larger community the initial planning for this prospective renovation recognized the need for substantial construction in this area out of the initial planning and based on the feedback three funding levels and corresponding plans were developed all three created a vision that included a complete remodel and expansion for classroom and practice spaces as well as the construction of a new auditorium knowing that the initial vision needed to be scaled down to accommodate budgetary constraints to stay within the three 317 million dollar referendum the adopted plan to date works to address many

092of the concerns with regard to space and includes a complete facelift of the current auditorium however we know that the opportunity to build a performing arts space within the initial vision may not come around for another 50 years and that now is the time while we have the momentum and the ability to fundraise for such a project of this scale not only did the current students and families and community members get excited about the possibilities of a performing center during the referendum community sessions but we also began hearing from our former students graduates who sat in the very same classrooms and spaces over the course of memorial's 50-year period with many alumni around the globe they would not have been able or had the opportunity to cast their vote for the referendum many of these

093graduates have gone to find careers in arts and music musicians set designers sound engineers vocalists dancers just to name a few so now we ask the question to our alumni what is it you wish you would have known or had the opportunity to do while you're in high school you know what about a 21st century stage with storage and space large enough to accommodate multiple events throughout the week space for a set design or construction or an actual recording studio where students could learn and explore this proposal looks to take the current plan of renovation and bring it back to its original vision that's even stronger with education community focus without repo without placing a financial burden on the same community that has already given by voting yes this isn't an aggressive endeavor and had

094you asked me five years ago i'm not sure i would have agreed however the district's 300 million dollar referendum has reached further than the madison community to our alumni around the globe i believe we have an opportunity to truly reimagine the space and the impact we can have on the mmsd community and maybe teach mmsd something about utilizing the strength of our alumni base because just like our gyms the goal of this space is to be available to all the endowment would work to support outreach and and ensure access to traditionally marginalized communities the recording studio and theater space would allow for future sound engineers and producers to experience real world 21st century environments labs where students can explore careers this proposal supports the district's vision that every student graduates college career and community ready

095and is our hope that the board votes yes to move forward before i close i would like to acknowledge the potential to see this project trading in equities within the district however i also want to highlight the case for the whole district perspective we know that many of our students across the district do not have the means for private lessons or for travel to surrounding communities to take part in opportunities mmsd students as a district should have these opportunities regardless of means this project looks to draw from an alumni base which other schools may not yet have had the means or momentum and is my understanding that part of this decision tonight is for the district to set aside funds for schools not yet in a position to fundraise at this level this is truly

096an equity strategy and i commend you for such action now in closing uh we understand this is an aggressive timeline of milestones and goals to meet in order for this vision to come to life uh but we're ready to go to work um and at this point i'd like to take any questions you might have and i again have some communities here with me great thank you matt um for that and those words um anybody else um ben brady randy daniel want to say anything before okay um brady thanks for being here with us um as a student i you know it's really critical to to hear the voices of our students and we always like it when they come to to speak with us uh so um did you want to say anything or

097before we um i mean thank you um for acknowledging me uh yeah i'm just i'm really passionate about this and i think um a lot of great things can come from this um especially when you're looking at kids who look like me who are who don't really have an opportunity to do things like this um and i feel like a lot of them have the ability to thrive in a community that's built like this and i feel like with um the with the fundraiser and all that i think we could really make a huge uh step in history and a huge step in solving equity and uh memorial and i think um i'm just really excited so that's why i'm here thank you brady are you an artist i am yeah what what kind of

098artist do you play an instrument or are you i produce i play a surplus of instruments okay um i'm in a band and i do band with ben and he's just one of the um teachers i've ever had that's great thank you and what grade are you when i'm a junior junior okay great thank you okay we'll open it up for questions uh did i see on nicki this is not a question this is a statement we funded the east uh auditorium we worked on improvements in west the only two buildings that didn't have significant improvements especially in their theaters was would be um la follow which hasn't had major updates since 1960 the 1960s when my grandfather was principal and momart memorials i've been there many a time i've seen the space i've toured

099the space i've been in the space it doesn't do what it needs to do one i agree with this i think it needs to be done but number two we're going to set up a policy and change it so that way that schools who otherwise couldn't compete are going to be able to fundraise in the future so we can finally end the the age-old argument over why do some get to fundraise and some don't if i get one more of those emails no offense general public i realize it's my job but at the same point you kind of go i don't know how to answer that because i don't know why now i finally have an answer that they'll that we want an equitable solution and the way we're doing it catches catch can and

100those who have the most money are the ones that get picked isn't working it's not equitable it's not accessible and needs to change brady keep up with your music i think you'll probably be an excellent performer in fact i know you probably are i know you have a heck of a lot more musical talent but i will and i wish you the best of luck on it but i'm completely for it thank you so much thank you nikki um who else had their hands to anybody else um chris carusi thanks gloria first i just want to say that you haven't checked out brady's band y'all should it's really good um second i remember many years ago at the very beginning of the referendum process mr yeager showed up with a group of students to a

101packed packed room in the doyle building to talk about why we needed to invest in fine arts at memorial this was one of the first grassroots feedback sessions we got on the referendum and students including students of color spoke very passionately about how not only was fine arts central to their lives but in some cases fine arts was the whole reason they went to school um and investing in fine arts would absolutely be an investment in equity in mmsd um fast forward to right now um we've got memorial once again as mr henderson explained we had a new a brand new theater in the works in the referendum plans it got scaled back because we needed to stay within the amount of the budget we put out there to taxpayers we needed to respect their

102limits and memorial has taken the initiative to go out and privately fundraise to make that dream come true without putting the burden on the taxpayer so i just i want to commend you for taking that initiative and for being here and for really standing up for the vision that the memorial community had for fine arts in our building at the beginning of the referendum process that unfortunately because we can't put a burden on our taxpayers we had to scale back on um i love this proposal i read it closely i think it's beautiful i think it provides everything memorial needs i think the digital recording school studio studio is a brilliant addition i'm super excited about that um you know i you know in my heart i absolutely want to move forward with this and

103as a board member i also know that i have the responsibility to look at this project through the lens of board policy and kelly brought up two aspects of board policy we have to address one being equity and one being risk um brady i think your your words as well as you know in addition to mr hendrickson's words and kelly's effort to find tid funding to ensure that we can make investments in schools that don't have the same fund-raising capacity as memorial helps us address some of the equity concerns that i had about this project on top of that i think we do need to think about the fact that west madison the far west side of madison we don't have community fine arts facilities for kids on the southwest side of madison for kids

104in the tree lane neighborhood there's no performance space where they can do affordable performance at the community level and memorial would be providing that it would be just like our planetarium and our sports facilities i think it would be booked and used by the community all the time and that to me is really exciting because we don't have that on the far west side and i know la follette is in the same boat um and i think we need to take seriously the fact that that community also needs community art space um you know we want to be equitable across the district um when it comes to risk kelly raised a couple of really important points um this is a big spend it is changing the footprint of the design and um which means we're

105committing early in the architectural process to make the investment and we have to like rely on donors to actually be able to pay the bills um kelly has told us that mmsd really wouldn't be able to take on the risk of covering this if a donor cousin come through and likewise the foundation for madison's public schools absolutely can't take on the risk of covering this if a donor doesn't come through so as a result um we have language tonight that um has some words in it that give me pause and that is that um we have need to follow the timeline and there has to be cash in hand before this project can move forward and i'm a little bit concerned that the cash in hand piece could be asking you guys to do a

106whole lot of work and then set you up for failure at the end if you actually can't get cash in hand on the due date so i'm wondering if a possible solution to this that might help us stay within board policy but also help you realize your dream and not set up this group for failure would be to do some kind of a fundraising feasibility study in the next month or two to get a better sense of do we have the donors and when would they be able to deliver um i would be happy to offer up a friendly amendment to put that language in the um uh the motion that gloria read um just so that um i think of a fundraising feasibility plan and um daniel you could probably speak to this more

107because you're a professional and i'm not but i think um doing some planning um and making our you know and bringing that plan back to the board and um i would also say that the board should also then like once this plan is in place like possibly revisit the donor timeline based on what we learn at least give us the flexibility to do that might help to set everyone up for success without putting mmsd at risk and without putting the foundation from madison's public schools at risk should a potential donor make a pledge and then default okay uh thank you chris um kelly i saw you put your camera on did you want to respond to that yeah i just want to make sure i think on the timeline piece um september um is is

108not negotiable um we have a contract with our architects and our construction team which sets forth goals by which we will meet or all of the project will be delayed because we're very dependent on summer construction so it's a very tight timeline as it is but we have contracts in place that would um be september 1st so that that particular item would not be flexible um the percentage of allocation between now and september would be the piece that would potentially be flexible if the board wanted to adjust it in the future but we did build that very intentionally to both give the team enough time to build um while also uh validating along the way that they were on on track thank you kelly uh christina you had your hand up yeah and this is

109just i guess to call to clarify with kelly um based on that response on that the hard stop on the september deadline due to contracts that's so construction can start in the following summer um can you just walk us through a little bit on that timeline i mean we have um four high school projects going on at the same time right is there any flexibility for one of them to just design wise um all of our projects are on similar timelines and that is intentional because we need to meet the summer work so the september deadline is for the construction design the construction design the architectural work in particular so that we can go to bid for the projects because we need to go to bid to get the winners to get the projects even

110started um if the board needs more i can bring up chad wheezy um it depends on your your length of time and needing to understand our detailed construction work we can certainly follow up with a memo if you like as well but september 1st is tied to the architectural rendering drawings and it's a it's a key milestone in our work would be cool thanks i'm just looking at the very tight timeline for fundraising for this group on the other ones yeah it is a question christina did you have anything else okay any other board members before we go to nikki because nikki already went savion chris he already went so savion yeah mr uh hendrickson and brady thank you so much for coming to speak for us tonight and to the entire fundraising team and

111memorial community for putting together a really thorough presentation um personally um had a few concerns about the equity of it all but i think you all did did your best to um to allay those um and make it as accessible and equitable as possible i think this will be a great asset to the the community and students as everyone in our community will be able to use this state-of-the-art facility um i guess my question is what happens to the funds and the referendum that were already earmarked for a theater project do these complement those funds or what what happens yeah they complement the funds so it's it's about it's above and beyond um the funds that have been put aside for the renovation that is within the plan um it doesn't free up uh funds

112for other projects per se i don't know if chady have anything to add in addition to that but yeah thanks kelly that is correct um we've been working with uh with findorff and our design team uh to give the best estimates and you know i think as part of that plan uh we discussed an initial feasibility study where the entire team would have much more exact numbers in the next six weeks after they've worked with the entire you know memorial community around input on what they would need for this space and then they do they'd be going through a similar process to the one that we've got going on right now at memorial to design the rest of the building uh and then we'd get them exact estimates on the additional scope that it would

113take to to to build this theater space now so right now the the the numbers probably a little high but we're airing on the side of the caution of caution because we don't want any surprises here but we would work with uh both findorff who's the construction manager and cost estimator um and fc ewing to design what uh they have in mind for a full performing arts center uh and to savion's question uh we would uh essentially be looking at what the change in scope would be uh for uh the the new addition so uh the the the money we have allocated right now for what will be a very nice theater renovation uh would be put towards uh the the fine arts center thank you and then i guess one final question i'm sorry

114i see it ali and nikki um but when would the tid 25 sunset so when would those funds become available for capital on lafollette and then just um a parting shot for the entire community but beyond mmsd for sure is just to think critically about the pockets of opportunity or lack of opportunity across the city pockets of segregation along class and race that we see in our city and think think deeply about those things yeah so in response to the tid question um we expected 25 to close um itself this year and then the distribution of funds uh will follow um not likely to come in this particular 2021 year but a distribution uh potentially in 21 22 at least a first distribution and then potentially a second distribution in 22-23 um but certainly um

115in time for um the construction bills that would be associated um which is which is relative or in relation to the risk of of the pledging all of our bills come due um really as soon as we start that design work and and the construction builds out so your your pledge collection process and your cash out the door to pay the bill must match or this board will not balance their budget um and so having a pledge process that is not um controlled by the board does put the board at significant risk for timing of cash collection in alignment with when the bills are due nonetheless the um transparent budgeting process for the community itself in addition to the project so the for the tid 25 i expect about 5 million above and beyond the

1169 million dollar kind of loan that we took out tied to 25 um somewhere in the 21 22 time frame okay um ali thank you all so much for presenting to us and i want to thank my board colleagues for their incredibly thoughtful comments and questions uh i do think it's a really aggressive timeline although i have to say i deeply appreciate the commitment to the arts um and the emphasis on the arts i've talked about this a lot but i think if we want to talk about critical thinking we have to talk about creative thinking we have to talk about the ability to produce original thought and we have to acknowledge that certain populations have been underserved in terms of the arts within our community and in terms of accessing opportunity as an entire

117district we have struggled to provide opportunities for advanced learners in the areas of performing arts this is something we've been trying to reconcile for a very long time and i think you all are are talking about an expansive relationship to the arts that would allow for us to meet unmet needs of our students so i i'm incredibly excited by that i'm also excited to see this kind of rethinking of what arts education looks like in terms of recording um and an expansive relationship with who gets to engage in music and how we're using technology to engage in music um so those are our parts of the pro proposal that i find very riveting and exciting um and and really i think inspire hope i also want to deeply appreciate you all speaking to galvanizing the

118community at a time where we've seen unprecedented support um for public education in the midst of a pandemic i think that part of what makes this such uh an incredibly ambitious goal is that you're talking about doing this um at a time where you know the the most americans are out of work since the great depression um i i want to speak to kind of your experience in that kind of capital campaign um in raising that amount of money in in this kind of time period um and and what skills and strategies you all plan to apply to uh accomplishing this this incredibly inspiring um an important goal yeah thank you very much well first of all you know it's it's wonderful to be here and to hear the thoughtfulness of the board um you

119know i've been removed from madison since 1975. um though my heart never left somehow my body keeps moving but it really is encouraging to hear again not only the support for the arts but public school and i appreciate your leadership let me just say a few things about the climate for fundraising right now there are many who believe that 2020 will be a record year in altruism and philanthropy in this country for no other reason that people inherently are philanthropic and during this pandemic during these crises of the year um this was a way for people to from their homes express their faith in their communities in humanity and in projects that are important to their heart um the madison youth arts center is a great example of that uh they've yet to go public

120so to speak on a campaign and are raising monies that will sufficiently complete that construction project reminder that the stock market is an all-time high um this campaign will be obviously successful not only with broad participation from as many people as we can reach but obviously at the top end of the giving pyramid and those individuals many of whom have already set aside philanthropic funds both in donor advised funds as well as foundations give me again a feeling of optimism and finally i think that the referendum almost serves as a challenge grant to the alumni and to other individuals the fact that this community stepped forward and essentially said to memorial we're committed to 70 000 can you do the last 10 is one way of approaching our message to the alumni we are clearly

121doing something incredibly bold here the scale and scope of this fundraising um is well beyond what we've ever tried to do in this community but we have the prospects we have not only people who have the wealth to share but also have a passionate interest for madison and for the public schools and finally they have a charitable nature by any rough estimate the graduates of madison's high schools give away about 120 million dollars a year to various charities if one looks at just the averages in this country and my hope and i think the hope of the committee is that the madison public schools memorial to start and hopefully all of our schools will forever be on the radar of the charitable radar of our alumni we're not going to do anything unusual in this

122campaign that most capital campaigns do the most unusual part is trying to get pledges in hand before uh september that is an incredibly aggressive goal um and uh you know i we we're not going to find out unless we try and uh we certainly with the lists that we've looked at already we certainly have the potential out there but the risk is partly and not trying i would think as we talked earlier today the committee we hope to set a great example for what is possible throughout this community and not just memorial um that was so beautifully said and explained and truly a very heartwarming way to talk about fundraising which can uh can can feel less than heartwarming at times so thank you so much for speaking to that and brady i am really

123excited to listen to to your music um i think that's the first time we've gotten a music recommendation from chris carusi on the floor so thank you for joining us tonight thank you for the work you're doing that's great um nikki i want to bring you back actually to the grammys a year over a year ago they played oklahoma and the woman who won was an individual in a wheelchair singing the theme here's the one problem she couldn't get up on stage because the stage wasn't wheelchair accessible that's what we've done to the arts for individuals with disabilities we don't give them a chance to perform we don't give them a chance to succeed and we don't give them a chance to be seen the majority of our students who are black brown with special

124needs do not have these opportunities if we don't take a risk and sometimes you have to i'm not risk averse i'm not a spender at the same point we're told that we need to think outside the box we have to take a chance and this one i think we got to do it because very simply how many kids are we going to lose if we don't how many who are going to check out are we going to miss the next ansel adams are we going to miss the next lin manuel miranda we're going to miss the next mayangelo we're going to miss them because they don't have those opportunities or are we going to do something about it thank you nikki christina yeah i asked a very specific question earlier but i just wanted to

125come back and say thank you to this group for coming forward and thank you to the group that is looking forward to doing this work and um bringing an investment into our madison schools i i think the enthusiasm for that and the vision for how to invest in arts in our community is really important and so um i think like matt said we get one opportunity to do this as we're making the decisions about the how the referendum and the theater renovation is going to happen so thank you for having a larger vision bringing us back to the vision we started with i think when um the conversation started of how this would look at memorial and i look forward um you know to hearing more about this and hearing updates um i i am

126worried about the timeline for you but hoping that the the planning and the enthusiasm and um um yeah just all that you're willing to put into this will will carry this through um thank you thanks christina chris so daniel i have a question for you um our is is a next step in this process to do some kind of a feasibility plan or a study of like who your prospects are and um you know when they might be able to donate how much they might be able to donate well in a traditional campaign the feasibility study is an important step you put together your case for support you reach out confidentially to your top prospects have them review the case actually look at a gift table and saying if you were supportive of this campaign

127where wait you fit on this gift table the truth is we just don't have that timeline um you know that as i pointed out to the committee with the document that you're looking at normally takes somewhere from two to three months to put together um thanks to this committee and my calendar it was done in about two weeks so we're going to do feasibility but we're going to do it as we move forward if the board approves this project if we we have a list of prospects already that the committee has assembled over time we have some good information thanks to the internet um we can gather a lot about both people's potential for support and their interest but um you know again a formal feasibility study um we just don't have the timeline for

128again we're putting some faith in and you know my my my simple or my my experience i can share with you regarding madison as some of you may know and it's in the document as 15 years ago ed holmes asked me to help fundraise to supplement some for some district money for the front entrance to west high and literally through a postcard and email campaign we were able to raise a hundred and 180 thousand dollars to supplement that construction process more important than that money were the sentiments expressed in the bricks if you've walked in the front of ash street at west high of the alumni they were i've never been involved in a campaign where people were not only so selfless but express their appreciation to people from teachers to faculty to nurses to

129janitors to their parents um i i the answer to your question is we don't have the time for a formal feasibility study we're going to do that ad hoc as we move forward and you know if we come to the conclusion certain names that we've got on our list now aren't coming forward we're going to have to find some substitutes for it i will say you know as pessimistic as i am about that timeline this aggressive i'm very optimistic about the names i've seen and my knowledge of their willingness to support a project like this so um i am i'm just trying to wrap my head around the risk here you know if if you guys only had 2 million of 12 million 12 million dollars of cash in hand on september 1st that's an

130unacceptable risk to the district and the foundation if you guys had everything but 25 000 the the amount being raised from small donors in hand on september 1st that actually feels like a risk that the district might be able to take on to make this dream come true so um i'm still feeling a little bit uncomfortable with the language around like cash in hand by september 1st or we're not doing this well my understanding is it's not cash in hand but it's committed documented pledges in hand kelly can you clarify that yeah absolutely so dan this is the conversation you and i have have had um the the proposal and the motion on hand is cash in hand september 1st as i mentioned i can't i cannot see how our board policy is followed taking

131on the risk associate the financial risk associated with pledges over future years and no cash in hand to pay bills so the motion on the table is cash in hand september 1st which is is the motion i recommend this board pass yeah and um i agree i mean i think that um uh i think we have to have cash in hand uh i am optimistic in um our um you know this fundraising team um and our community to uh invest um in this in this project and so but i do think that um we do have to have uh cash in hand uh to commit this i mean i think it's it's risk to us if we do not uh and so and obviously board policy so um chris did you have anything else i

132think i would actually like to offer up a friendly amendment but first um daniel i just would like to get your feedback like it sounds like you and kelly weren't necessarily maybe on like can you had a different idea than kelly did about what was going to be in hand on september 1st i'd love to hear your feedback on that to the board well let's let's talk about the risks let's start there i mean there's potential risk and there's actual risk you know i've been in this business in 35 years i've never dealt with an unfulfilled pledge in preparation for this meeting i contacted the vice president of the university who's raised billions of dollars he has never dealt with a construction project where a pledge has not been fulfilled a signed letter of agreement

133is a legal document it can be dealt with both with the donor and the donor's estate um so you know the potential risk is always there the actual risk is negligible um any legal action that's necessary would be used out of any of the funds raised as they are used for other expenses again not a responsibility of the of the board um that said you know i guess we could run the campaign in a manner that got all cash in hand it's that much more difficult especially since you know the construction schedule goes through 2024 is my understanding um i think we have to be in a position then with our donors to say that if we don't reach that full goal we'll have to return all all monies to the donors and um again

134i've in 35 years i've never been involved in charitable giving that is structured in that manner yeah so these are the conversations we've been having with this fundraising committee for well well over a month to two months at this point um none of this is is unfamiliar to anyone on on this call the concerns moving forward that dan just mentioned are not only the financial risk dan just mentioned that the district would not need to come and get the pledges well we're the ones holding the bill and so we certainly will be the ones holding on to all the risk there's no there's there is no way to avoid that until or unless an organization comes forward and is willing to sign an agreement with us which is something we've proposed and no one has

135come forward to say we will be the entity who will collect the pledges we will spend the time to collect the pledges we will sign up the lawyers to collect the funding that's not something our district team can do as you know our legal team is very small um that's not work that we can do and at this point no one from an entity that actually exists in the legal world has come forward willing to take on that agreement fmps is not willing to take on that work they're here in case you have any questions but their board has made that decision um so until we have an entity willing to sign an agreement saying that they will continue to work on the pledges through 2024 after um you know we approve additional projects in

136the september first timeline um we're on the hook okay um chris you have to prep a friendly amendment go ahead and read it off and say the motion we can vote on it and then we'll vote so um basically what this amendment does is just give the board some flexibility to hear from the committee again and revisit um both the deadlines and the cash in hand commitment this summer i'm going to propose a date but we can change the date um my amendment is that this action is taken contingent on the committee returning to the board on july 1st with an update with the board able to revisit the fundraising deadlines and cash in hand requirement once this update has been received this does not commit us to let go of that cash in hand

137requirement it does not commit us to change the fundraising timeline it just builds in a little bit more flexibility to see how it's going for all of you and reevaluate the risk i just put july 1st out there um because it seemed like it was sort of in the middle of the process we could change it to june 1st if that makes more sense i don't think any later than july 1st would be feasible um so i guess that would need a second okay any any seconds ain't no second so second that i i i just think it builds into the process and an option here um yeah i'll second it okay um any discussion about that from the amendment uh ananda yeah um chris thank you so much for for doing uh for doing

138so much thinking sharp thinking around this i am trying to understand what what what are you trying to accomplish with this amendment what do you think is going to be different with your mma it may be that nothing is different what what i'm trying to do is build in a time point where we can reevaluate the risks of potentially not having all the cash in hand on september 1st and also re-look at the timeline that is built into this right now right now there's a certain amount that has to be fundraised soon a certain amount by june first a certain amount by july 1st in a certain amount by september 1st um i'm either thinking june or july as a time point for us to say oh either they're a little bit behind and we

139need to like shift to those percentages a little bit because um you know maybe instead of having 50 in hand on june 1st they have 60 but then they think they'll only have by july 1st and not 75 percent like we could readjust those timeline deadlines you know maybe june 1st would make more sense um so it'd give us some flexibility to like work with the committee a little bit more on those percentage requirements um you know so that we don't shut down a good project because they didn't hit a certain target on a certain date and um if it looked like they were really close but didn't quite have all the cash in hand it would give us the option to discuss do we move forward with this risk like if it's a 25

140000 risk could could mmsd take that on as opposed to like an 8 million risk which we clearly cannot so um that's what i'm trying to do is just build in a little bit more flexibility for us as a decision-making body to rethink the risks involved with this particularly um with the timeline you know and the targets that are set out in the plan okay all right another did you get your question i'm just not sure and kelly maybe help me like logistically what does that mean for a potential vote today like what how would that look like um so i think i would just recommend um gloria would um well if chris's amendment passes then by nature of robert's rules she would put it into the motion and barb can jump in and correct

141me but gloria would add it to the motion so i would just add an extra bullet into the motion which would be chris's past amendment um so i think that's how the vote process would work um barber sherry can correct me on that um as far as our work together we would move forward continuing to work with the fundraising team um assisting along the way and uh evaluating their progress bringing you an update um what i'm hearing from chris prior to july one and we can decide when that best time is based on i think the progress of the fundraising campaign itself and we would kind of revisit this conversation um then i think is what we would do i want to remind everyone that there's three more proposals coming forward to you in february

142so i would suspect you'll need to revisit this kind of flexibility for all proposals unless there's a reason why one should be left out of this kind of consideration so you'll likely be seeing four proposals again um with this type of motion okay thank you kelly um uh julia you had your where's where did julia go yeah she said i had my thing up i was just gonna again ask ask kelly about if chris's amendment would avoid the risk as of now but it sounds like the answer is yes yes the way i'm hearing chris's emotion is that it doesn't affect anything right now the motion we have written right now stands but chris just wants the opportunity to revisit based on the progress um so i don't see any new risk uh with chris's

143motion in place it's just time on the board's calendar right yeah i made a teeny change to the wording based on what kelly just said um do i need to reread the friendliness can you hold off chris um totally christina did you have something no it's it's not on the amendment i just wanted to verify that that 13 million is the accurate number and the motion also says september 6th so i just wanted to verify the dates and verify because it sounded like chad said that number may move yep so we intentionally wrote in the motion up to 30 up to 13 million in donations such that um if they were to fundraise 12.5 million you know um we didn't have to kind of come back to the board for additional approval so it was

144up to um intentionally with all the flexibility needed underneath it um we also wrote september 6th because um we wanted to make sure there was a board meeting um close to or after after the deadline so we picked the six knowing that it would give us a monday if we needed it great thanks for that clarification so and i just wanna just want us to consider whether it be today or whether it be july will anything change like we got a a board policy on this i mean will any well anything i just don't want to postpone making a decision just for the fact of making a decision and knowing where we are with our fundraise with their fundraising deadline like will anything change and if you think it will change based on whether they

145come out short in july or they're not going to meet their deadline i mean what will change and so that's what i want you all to consider here today um are we just postponing a vote just to postpone a vote because we want to know whether they're going to meet their deadlines or not um or they're you know and if if we're going to change our our our policy or how we move forward on this um i just want you to think about that because you know i really want us to make a a decision here tonight um and it but obviously if the board wants us to wait until july based on their fundraising deadline uh or where they're at on deadline we still have our you know our rules that we have to

146follow so i i guess um i think we have to hear the motion change though because it's still a friendly amendment right i just i just really wanted to voice my position on this um before we continue the conversation because it is a misunderstood misunderstood process sorry yep uh chris i want to respond to that gloria first i think you raised a really important question what could change and so i want to clarify that i think there's two things that could change one i think clearly would fall within board policy and that is if the committee is looks like they're you know in line to meet their september 6th deadline but maybe need some flexibility in those interim fundraising time points um we could provide that flexibility like if they needed to shift a 75

147to a 70 or a 75 to an 80 we could do that by revisiting this midpoint so it would just be giving them a little more flexibility to meet their goals you know in a way that's not super rigid if it if it still looks like they're going to succeed so it's giving them a little more flexibility and the second piece which um we would have to be cautious to make sure this still is in alignment with board policy is reevaluating the risk based on how their fundraising is moving forward it does not mean that we don't follow our board policy or that we take on risk that we should not be taking on it just means that you know and my change to the languages as kelly said like prior to july 1st as

148opposed to on july 1st makes sense they may not have a report to give us angel you know we may not meet on july 1st so prior to july 1st if we get an update um and they say you know what we're doing great here but it looks like we need a little more flexibility with the july or the august deadline or whatever we can provide that for them okay um any further discussion um i should probably reread the um friendly amendment because i changed a few words just okay go ahead go ahead so this action is taken contingent on the committee returning to the board prior to july 1st with an update with the board able to revisit the fundraising deadlines and cash in hand requirement once this update has been received okay can
